001This regular board meeting of the he board of education will now call call >> Mr. Corv Mr. Robert Mel. >> Thank you. >> To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. going on total agenda any changes? >> Uh, no sir. I believe it's all set. I should mention ahead of time though, we have a couple of our staff later out of the district right now and Mr. Hakus had a family issue that he's dealing with this evening, but he is online. And Miss Sutherland the same. She's also online, too. Have a motion. Motion to approve. >> Motion by Mission. Second. >> Second by Mus. All in favor? >> Motion carries. Moving on. Signature of minutes

002for regular board meeting September 9th, 2025. Any questions? >> Moving on. If there's no questions, we have a motion. [clears throat] >> I still move. >> Motion by Miss. >> I second. Second by Mission in favor. >> Motion carries Mo on public comment. Is there anyone signing? [clears throat] >> I actually have a question about in regards to the agenda item that justification says it's under open floor. Do I have to do we have to have public comment before that or is it after presentation but in completion? >> That would be up to you, Mr. President. No, >> that would be up to you, Mr. President, as to whether you allow questions or discussion after the presentation or during the presentation. Uh, I guess we could have some questions and the only reason Sorry, the

003only reason I said anything is because I didn't want to go up and jump on or say something that he's going to clarify or just wait till he is there any questions. Thank you. >> Okay, moving on to presentation for discussion is 10 years justification. Excuse me for just a moment. I messed up. You do not need to push the button on your mic anymore because it goes through the end. [clears throat] >> All right. Well, good evening to all you who are attending this board meeting. Do I have to speak? >> No, you guess. Okay. For those of you that don't know me, my name is Richard Madrid. I attended Coronado High School now almost 20 years ago. I never dreamed that I would be a coach here at His Mountain Schools, let alone

004the returning head coach for the boys varsity basketball team. I'm going to provide some context before I begin. [clears throat] A few weeks back, my wife Rose and I were speaking. She had an idea for a fundraising activity. The idea she presented to me was hosting an an alumni game here at Ronaldo High School. As we dove into the conversation of the event details, we began to realize that this could be more than just a fundraising activity. This could be an event that could kick off our basketball season in a in a big way. This event will serve as a tool in arresting the attention of the community and bringing them back to the gym to enjoy and share the pride that more more of us should be a part of. This event is not

005to be viewed as for the community only. The initial thought behind this occasion was to raise money for our team. This idea may be viewed as a small action for some, but keep in mind before a tree grows, it begins as a seed, something small. Having the perspective of a former student athlete, I want to do everything in my power to further this program and increase the expectation around our children to excel in obtaining these positive aspirations. Soon we will have championship caliber teams within this program. The question for all of us as a community should be can this program sustain the weight of what that caliber of team brings. Growth should be our focus ensuring sorry growth should be our focus to ensure we have a structure strong enough to obtain the goals we

006set out to achieve. In closing, here are some justifications for use of the Leopard's Den. One, this event is a thought to forward a program of the highest level of team competition in our school district. Two, get the community excited for this year's basketball season, hopefully sparking better attendance to games. Three, handicap accessibility ramps are in better positions and in better shape at the Leopard's Den. Four, the Leopard's Den has a fully functional concession stand versus the little gym not having the structure to facilitate our goal or goals. [clears throat] Five, the Leopard's Den has been a focal point of the community's pride. We love representing our school in this space. Six, the water fountain in the little gym, sorry, is not operational and the bathroom plumbing is in shambles. Seven, obviously more seating is

007available in the Leopard's Den. We would like attendees to be as comfortable as possible. Eight, the Leopard's Den facilitates a certain attractiveness to all who have been exposed to its grandeur. Thanks for your time and consideration. >> So, Mr. president this uh coach had come to me through the principal and asked if they could do this fundraiser in the leverage zone and you have a procedure in place that any use of the leverage then other than for athletics or uh PE activities needs to be approved by the board. So that's why he's on the agenda asking for permission to do this activity. Uh competing what? Alumni against the team or >> Yes. Yes. >> Thank you. >> So it's a procedure. So I don't know if there's a formal vote or just permission for me.

008>> I don't know. >> But we can't act on it. It's not >> if it was on the action items, the board can't vote on it. So, she didn't put it on here as an we can discuss it and pick your preferences on it and uh next month. Yeah, there would be plenty of time to plan it and so on. But >> well, the initial date we had planned was November 7th because um in reviewing all the games and the cross country meets that are coming up, um that seemed like the most open point, but I believe the next weekend should be okay, the 14th. Um then we >> but I know so um I wanted to make sure we did it before our schedule our scheduled meeting which was the 29th. >> Uh we

009moved the board meeting from for November to the 4th. So there will be for the seventh we could take a motion on the fourth and if you guys haven't planned it for the 7th Mr. President, we could also call the 21st that we're thinking for the open house for bond information to make it just a special board meeting to present the bond and have this one to say on that meeting if you'd like. >> I I would I mean not to interrupt, but I would like to know as soon as possible just so we can get enough parents backing involved. Um people that can run the concession, people that can help at the door. We got to sort all that out. I mean, you know, >> collectively. So I guess we can do a special

010on the 21st should we [clears throat] approve that later in the meeting. >> So wouldn't it be better to do it on this board since we're having board meeting? Well, October 21st, we're gonna try I'll discuss that later with the special. Sorry. No, that's good. >> Well, thank you. >> So, is there going to be an age limit on the um >> um >> say no? >> No. No. Um no actually um the plan of action was basically to list it on Facebook for the school see who would call in first probably the first 20 25 it depends that would call in um that's kind of like the guidance we pulled this idea kind of like from Vista but I really think it would be helpful for the community to come back to the gym

011I mean it might even be comedic right it might there might be a lot of a lot laughs and a lot of everybody >> so and we can generate a I can help generate a contract whatever we need to do. Um >> but yeah I mean >> it's a good idea. >> Yeah. >> Have you talked to the girls coach about also making a men and women? >> I haven't I have not. [clears throat] >> I I I just wanted to see if we could start it somewhere first and then you'll see. I I don't know. Okay, thank you. Thank you guys. So, he answered the question already. [laughter] >> Okay. So, I'll be with the coach and we'll talk about make a decision on special meeting the voters in this meeting. Okay. Moving on

012to board information discussion purp. >> Good evening board members. Um, Superintendent Kushman. Um, tonight I just have in my report um that we've been busy working on a PSFA application that you'll hear quite a bit more about tonight. Um, so that's kept us all busy. Um, we're closing out the audit of course. Um it's um winding up and we should be able to have an exit meeting sometime um later October. Um we've been working um with training for P school and NOVA. We had uh some a couple of people from Farmington that came over and worked with Veta and Sean and I um helping us with um making sure our data was correct and and they'll be working with us after the 40-day count. And then we're going to try to do some power school

013training with um the staff as well because there's been some issues about entering grades, entering attendance, things like that that we want to make sure that all the staff um is aware of what's required um so that we can get all the funding that we are entitled to by um doing all of our student data reports. The 80th day it'll be Wednesday the 8th. So tomorrow, so we'll be um one of the count days. So we'll get an idea of u where we are in the district and I know Mr. Kushner already report on on uh enrollment. Um but as um that's what's been keeping us busy here in the finance section. I'll stand for any questions. There >> any questions? No. >> Oh, thank you. Going on to letter B principal reports Mr. Hos.

014>> He's on. >> Yeah, you're muted. RJ, you're up. >> Good evening. [clears throat] Uh, I apologize that I wasn't able to make it into this evening, but I [clears throat] have some things I have to take care of uh later on. So, so I'm going to get started with uh staffing right now. As as far as the staffing, we're uh we're we're good for right now. We might be looking to add another EA down the road, but for right now, we're good. Uh enrollment in my report, it says 124, but I miss Donna gave me the the enrollment. It's 126. Uh uh as of today, we have uh 25 middle school students. We got 55 uh 51 high school students and 50 uh elementary students. And with those out of those elementary students, 17

015of them are preschool uh students. Uh the building, the custodians have been working hard to try to maintain the building, cleaning, keeping it clean. So they're doing a decent job there. Uh professional development. So we had some professional development in uh in September uh from the 15th through the 18th. We brought in uh Mr. Dr. Matt Williams to work with our elementary uh teachers on um working on standards. So we're working to really uh align our standards to our curriculum that we're teaching. uh understanding what standards should be taught in the first quarter, second quarter, third quarter and fourth quarter. Uh and then another uh part of the training was really understanding the the work that's being given to the kids. Is it at grade level? So that's uh that's that's going to be an

016ongoing uh training uh with Dr. Williams this school year. Also, we had uh some uh ladies from CES come and work with our with our staff. In fact, uh Denise Balderas was there on site yesterday. She's working with our ELA teachers and they're working in the similar way getting those standards aligned uh understanding learning new strategies on how to teach. Um it's uh a lot of work that the teachers are taking in and uh they're um they're overwhelmed right now, but I think it's going to pay off at the end. Uh in October the 2nd, we did have a training on site with uh capturing kids hearts. So that was with a selected few staff uh that we kind of look at as our process champions. those are the ones that are are really going

017to be pushing the the implementation and the strategies uh for capturing kids hearts. That was a really positive uh um uh training. So for October we have a parent teacher conference tomorrow. So I sent out the schedule. There'll be no school for the elementary uh middle high school dismissed at uh at 1:00 right after lunch and then conferences will start right around 1 11 1:15 and go on to 600 6:15. So as far as our testing um we've had a little uh some hiccups with our with our mirror, but it seems like we got them figured out. So, we're we're still trying to get those uh constantly uh conducted, but we're doing our um our PSAT uh will be probably mid October, probably uh starting next week, Mr. Mamek will start getting that going on.

018Then I put in uh some of the a lot of the volleyball games, cross country meets. Some of those games have been changed, so we'll have to uh get out the new uh calendar. There are some teams that had to uh cancel some games uh uh just for not having really uh uh uh enough players to uh to put a team together. Uh so I also uh shared the the goals for the for this school year uh with our the that we're working on and you can see for the elementary for ELA are in the third and fourth fifth graders the number of students that are level two and three we're hoping we're our goal is to increase them uh by two three students all in each level in the in our summitive assessments. the

019proficiency growth. We're hoping to uh also to increase uh each level move two three kids from each level as well. And they're basic the same for ELA, math, science. And for the elementary, we had to have a goal for our our ELLL students and uh the ELLL students is to really uh will make one level gain on their individual access score by the end of the year. Uh and then the high school I added the middle school and high school and we basically it's the same uh uh goals that we have for for every uh grade level is really moving two or three students for each uh level in the in the summitive assessments at the end of the year. Um that's about all I got for you folks uh this evening. Uh I stand

020for any questions. behavior. >> So, I have a question, but I'm still getting concerns from parents on bullying. So, I know that it's not changing. Um, so I have directed them to follow the chain of command and and stuff like that, but I'm just wondering what policy are we using for bullying because I know last year Mr. Mamek and Debbie wrote up that bullying policy and I believe we approved it. So, >> the policy the policy that we're using is what's in the handbook. Uh, and I can assure you that those uh concerns are being uh addressed. I don't know who's uh contacting you, but I wish that they would contact me rather than you so I can know who's uh being bullied or what's the what's going on, >> but I believe that they

021are being addressed to me because um they have gone to you and they guess they don't see a change. So I just tell them what to do, what to follow the chain of command. But is the handbook isn't the handbook probably different for oursel that Debbie and Mr. Manor? >> I I couldn't tell you what if it's different or not. >> I did not know we had a standalone policy. Frankly, so were you aware that there was a standalone policy, Mr. >> I know that there was one that uh they had been uh uh uh working on when Mr. Mayhawk was a uh principal, but I'm not sure if that one ever got approved or if he was ever presented for approval or not. >> I do know that I was contacted by at least

022two uh parents or guardians of individuals and I think a couple of you also got with me on that and we did follow up on those concerns. It came from board members to me to Mr. office and uh one of them uh I think the grandparent was not fully aware of the whole circumstance that there were was another side of the issue but we dealt with it and I have not heard back from the [snorts] grand that issue was resolved. So, can we just double check what policy? >> Yes, we can. We'll report back to you at the next meeting. >> Was detailed and it went through I mean it was just my concern would be just with what's been going on in the community right now. >> Some kids are not being nice since

023being affected by that. >> So, >> maybe we can talk a minute and yeah, >> get some details. Okay. Yes. Radio with no name. >> Okay. Make sure any other questions and thank you Mr. >> Thank you. Have a good evening. Going on to elementary school. >> Excuse me for just a moment. >> OD, if you could create, please put your last name on the uh Zoom as well so we have it on record. Um if not we will have to remove you from the meeting. >> Is there a listen? >> No, I just want to make sure that we're following your policy identification on the >> So I believe if that's Mr. Chapman, would you please include your last name? >> Thank you. Good evening. Um, you have my report in your packet and

024I added on a request from superintendent that came this morning of specific enrollment for the school. So, the handout that I just gave you had the breakdown of three-year-olds and four-year-olds for prek and then the classes that we have in the school itself. So prek first, second, third, fourth, fifth, sixth, 7th, 8th. And so our total as of the end of today is 65 students at live. And I'll just send a copy for the people here that they can look at. Um, so very quickly on my report, as always, the goals are um right on top and they're going to stay the same for the school year. and just to be able to remind us and remind uh you what we're striving for. Um I also updated some of the important dates for October and

025November. So the new item for October 10, Friday is um also the Lbrook uh school is going to host the four corners league meeting. And then October 28th, there's going to be a youth peer-to-peer helper retreat. And then the 29th, we're going to arrange pickup of 60 pumpkins from the Nappy uh pumpkin patch, which is a company, well, it's not Nappy, it's a company that contracts with Nappy. And then November, um again, there's no school. Uh November 4th, we did not include that. November 5th, we're going to have a Native American literacy night um in celebration of Native American Heritage Month for November. And then November 8 through 10, I will be out of district for JOM conference in Denver. So those are the only new dates. And then um I'll be on campus, but

026I'll be taking the days off u next week. So, just uh um just to let you know as a school board um and I'll be on call because we have twins coming and they want to visit the world soon. So, uh due date is October 30th. So, they might be born before then. So, uh boy and a girl. Um okay. So, the NM dash followup I just wanted to let you know what our critical actions were that we were taking as a school. Um on page two uh are the staff meeting notes from September 12th for the inservice because in the morning um we didn't really have we didn't go to the same schedule as Gina. We ended up um doing our own professional development and we were looking at what the critical actions would

027look like as far as what library would be doing in the school. So we agreed that teachers would meet in their PLC's twice a week at first and and then by December they would meet once a week for the critical actions and so the groups are listed um there for you of who's going to meet when. We also included our bilingual teacher in these groups as a rotation on her schedule and then a picture there is um the professional development we did inhouse. we decided to try to work on in-house training from the expertise that were already in the staff at LIBRO. And so the bottom of page two is a table uh schedule of the uh professional development that we all agreed to and then um whether or not it's been uh completed. The

028bottom is the uh staff schedule for um Library Campus. That's staff meaning the district staff when they come out to Liebrook. So I have um different personnel listed for you and then the day that they come out to the library campus. On page three, I have uh just a quick uh summary of the Johnson Controls uh service for Library schools. Again, we were talking about the fire suppression system. This is a a summary about the fire alarm panel. And so um it was that particular trouble was fixed and now we have another one and so um that we just found out yesterday. So the system needs programming also but that's going to also cost more money and um the example given was that it flagged room 112 and we were looking all over the school

029for room 112. We couldn't find it and it was actually the prekk classroom 101. So because of the way the program is um that it flagged that room. So it's going to be a new quote. So just FYI. Um the Palms person came to visit uh all of the district and so at Liebrook the emergency recommendation was to have the fire extinguisher service which is underway now. Um Liebrook also is on fire watch again because of the fire suppression system and that's exactly what we had discussed just before the meeting. Um and then our enrollment um that has changed and I gave you the list for uh the enrollment and then capturing kids hearts. Our training in library was October 1st and um this is to empower students and staff and my process champions are

030here um sitting in the back row and um we got lots of compliments from our trainer um about things that live is doing as far as capturing kids hearts and the effect that it's making on student behavior. So, as of this, as of today, knock on wood, I haven't had any writeups for um uh behavior or anything else that would um concern unwanted results for our students. So, uh principal duties, I just wanted to give you a quick snapshot of what our day is like. Um, usually when everybody's there, but if if certain people in the staff are gone, then it causes a domino effect of coverage. And so, this is just a list of things that that I do personally during the day to be able to help out and to help meet the

031contracts of the the teachers and things like that. And then on the bottom, since I am um the prek K teacher prep hour coverage because that's in their contract as well, um there's a picture of our prek kiddos that I um take. And this time it was comparison of round objects. So we were creative and um were able to use the basketballs and the bat and the little ball. It's it's actually a dodgeball, but we use that because of a song. So um so those are some of the things that we're doing for uh library school and that is the conclusion of my report. Our testing is almost exactly the same as um Mr. Hawkins as you mentioned to you. So you already have that information. I stand proficient. >> Any questions? >> Thank you.

032>> Congratulations on the babies. Yes. Going on your teacher presentations, Mr. Pushman. >> Yes, we have guest speakers from Wbrook first. >> And before she starts, you're about to see a teacher that gets very excited about a lot of things. And I've done I've literally interviewed hundreds of people in my career. And uh probably the most exciting response after being offered a position was from this lady right here. She very happy to be so glad she >> double put you on the spot. >> So Ella because we can't we don't have the TV working correctly. We can't put the presentation up there. >> Okay. >> I could share it online. You guys could >> tell my screen. Okay. >> Okay. So education is not just about teaching children to read and write. It's about capturing

033their hearts, inspiring their minds, and nurturing their dreams. To our board president, esteemed board members, district uh superintendent, Mr. Kosman and my fellow mentors here at Mountain Public School. Good afternoon. My name is Dunila Vilaganas. Though my students affectionately calls me Miss Ella, I am proud to serve as a first and second grade teacher at library elementary school. This is my second opportunity to speak before you. And today I'm excited to share a report on the meaningful work my students and I have accomplished in our classroom centered around important goals of capturing kids' hearts. Capturing kids hearts goes beyond academic instruction. is about building genuine relationship, inspiring motivation, and nurturing each child's unique pot potential. Over the past months, we have implemented several strategies and activities designed to create a welcoming, supportive, and engaging learning

034environment. I look forward to sharing some of these highlights with you, showcasing how small moments and intentional practices are making a big difference in the lives of our students. Second slide, >> Mr. Shan. [gasps] >> So, our daily schedule for first and second graders is designed to balance learning and play, supporting both academic and growth and social development. The day begins with breakfast of course from 7:30 to 8 followed by creative time in arts and library. Core subjects like math and English language arts takes place in the morning when students are most alert. We include regular recess breaks to help children recharge and stay focused. After lunch and recess, students engage in natural language learning, then explore science and social studies. The day ends with ice station providing targeted practice in reading and math. These

035well structured routines helps create a balanced and engaging learning environment for our young learners. Next slide please Mr. Sha. Um the third slide. So this is about our morning greetings. So the key key benefits of morning greetings is it creates a positive and welcoming start to the day. Then building trust and strong relationship with students. It also helps children feel safe, valued and included. It also fosters a sense of belonging and community in the classroom. It also boosts students confidence and readiness to learn. It allows me as a teacher to to notice students feelings early. It also encourages a culture of respect and care. Small gestures also lead to big impacts on engagement. So morning beatings in the classroom, it always plays a vital role in setting a positive tone for the entire day. They

036create a welcoming environment where students feel safe, valued, and included from the moment they arrived. By fostering trust and strong relationship, these greetings help build a supportive classroom community where every child senses belonging. This practice not only boosts students confidence and readiness to learn, but also it enables me as their teacher to recognize and respond to their emotional uh early on needs. Encouraging a culture of respect and care. Even small gestures like morning greetings can have a powerful impact on students engagement and overall classroom climate. The next slide is about the social contract. The social contract displayed in our classroom is a shared agreement created with input from the students. It clearly outlines the core values we commit to uphold every day of being respectful, kind, honest, and positive. These simply and powerful guidelines help

037establish a safe and supportive environment where every child knows what is expected and feels responsible for their actions. including voice level expectations also teaches students self regulation and respect for others learning space. By living this principles together we build a strong classroom community grounded in trust and mutual respect which is essential for both social and academic success. This practice reflects the heart of capturing kids heart emphasize emphasizing relationship building and creating a positive school culture. So the fifth slide. So when the child walks into a classroom and engage morning greetings, it's more than just a routine. It's a powerful moment of connection. By warmly saying good morning to each child, I am showing them that they matter and that this space, our classroom is welcoming. When they respond and greet their classmates, it encourages kindness

038and respect among peers. This daily practice helps build a positive classroom culture where students feel safe, valued, and motivate or motivated to engage in learning. It also sets the tone for cooperation and friendship throughout the day, making a big difference in their overall experience at school. Then the next slide, this image warmly captures a moment of kindness inside our classroom between two children. So, one of whom has an IEP actually. So, her classmate gently holds her hand to help her return to her seat during their classroom activity. Such acts of care and connection build trust, comfort, and a strong sense of belonging. When students feel supported by their peers, they are more engaged and develop important social emotional skills. This reflects the goal of capturing creative arts, creating a nurturing environment where every child feels

039valued, understood, and encouraged to grow academically and personally. Then the next slide is about their classroom jobs. So the classroom job charts encourages students to take active role in maintaining a positive and organized learning environment. Assigning responsibilities at their age. They're just first graders and second graders. Helps them develop a sense of duty and belonging, making them feel trusted and important with the classroom community. The colorful decorations of motivational phrases create a welcoming space and that promotes kindness, positivity and growth of mindset. This practice support supports the core goals of capturing kids hearts by nurturing respect, collaboration and student engagement ultimately helping each child feel connected and motivated to contribute their best. So our eight my eighth slide is about the hall of fame. So it's not just first graders and second graders but also

040with the third and fourth graders with Miss Friian. It is a special space in our hallway dedicated to celebrate celebrating and showcasing the outstanding work of my first and second graders. It features a variety of students achievements including uh daily math assignments, uh creative projects and colorful artworks. This display not only highlights academic progress but also encourages creativity and personal expressions by publicly recognizing their efforts. We boost students confidence and motivation helping them take pride in their accomplishments. The festive decorations and thoughtful arrangements create an inviting atmosphere that inspires all students to strive for excellence. This practice supports positive classroom culture where every child feels valued, celebrated and inspired to continue to continue growing. Next is the hand signal system. So it is it is a simple yet powerful tool that allows students to communicate

041their needs such as asking for water, restroom breaks or help without disrupting the flow of the lesson. This encourages independence, respect, and mindfulness in the classroom. Alongside this is our affirmation corner that serves as a daily source of positive reinforcement. It features uplifting messages that remind students of their value, uniqueness, and strengths. Together, these tools create an environment where students feel heard, respected, and confident. This approach aligns with the goal of capturing c uh kids hearts by fostering effective communication and nurturing emotional well-being which are essential for a supportive and inclusive learning community. This slide this it's this space serves as a sanctuary for a student thoughtfully created to meet her special needs by providing a calm and secure environment. It allows her, not just her, but all the students in my class to take

042breaks when needed, reducing anxiety and sensory overload, which helps them regulate emotions and focus better. By having a dedicated area where they feel safe and supported, they can engage more comfortably in learning activities and develop confidence. This personalized approach reflects our commitment to meeting each child's individual needs and fostering an inclusive classroom where every student can thrive both emotionally and academically. I'm almost done. Next is the Shining Stars Award chart. So that's how I give a reward to my kids. It is a motivating system designed during good nights and celebrate students positive behavior and achievements throughout the day. Each student earns colorful stickers as token of their effort, responsibility, and good choices. This visual interactive approach encourages consent positive behavior by making accomplishments visible and rewarding. It also fosters a sense of pride and friendly

043competition, inspiring students to shine bright every day by reinforcing good habits and celebrating success. This chart supports a positive classroom environment where students feel valued and motivated to do their best. Next slide. So this one the title is partner power learning and growing together. So this reflects the importance of collaboration in our classroom. So when students work in pairs, they not only share ideas but also develop key communication and social skills. This partnership approach allows them to learn from one another, build confidence and appreciate different perspectives. By fostering teamwork, we create a supportive environment where every student feels valued and encouraged to grow both academically and personally. Next slide. So this slide highlights the incredible support we received from donor's shoes. So which made it possible to enhance our reading corner. Their generous donations provided

044books and learning materials that inspire our students to develop a love for reading. This gift goes beyond just resources. It also opens doors to new knowledge, creativity, and confidence, helping our students build the social literacy uh build literacy skills that will benefit them throughout their lives. We are deeply grateful for this partnership that enriches our classroom and empowers every young reader. So in closing, capturing kids heart is the foundation of meaningful education. When we take the time to build trust, show kindness, and create a positive classroom community, we unlock our students full potential, not just academically, but socially and emotionally as well. So thank you for your continuous support and for believing in the power of connection in education. Together, we can continue to nurture confident, caring, and motivated learners who will thrive both inside

045and outside the classroom. I am grateful for the opportunity to share our journey with you today and I look forward to continuing this important work with all of you. So, thank you once again and have a wonderful evening. Thank you. Thank you. She's infectious. But next we have two presenters and nurse. I'm going to open it up later. >> Okay. Okay. We're going to share a little bit about sports and what's going on in the classroom. So, in preK, things are going really well. The kids are settling into new routines, learning how to share, take turns, and follow directions, which is a big deal at their age. We have three to 5-year-olds in our classroom. We've been focusing on early literacy and fine motor skills, and it's amazing to see how much progress they've already

046made in just a few weeks. Every day is full of energy, curiosity, and a lot of laughter. Tomorrow, we have parent teacher conferences, and we're going to be showing parents how much they've learned in just these few weeks. On the high school side, volleyball season is off to a strong start. The girls have been working hard in practice and showing great teamwork on the court. We've had some tough matches, but they're improving every game, communicating better, hustling after every ball, and really supporting each other. It's been fun watching their confidence grow, both as athletes and as teammates. This is a new dynamic, and I'm trying to build the programs. I'm looking involving the girls individually and the team as a whole for future years to come. I hope to build a positive team relationship where

047the girls coming up want to join the team. We hope to raise funds to take the girls to volleyball camp this summer or to bring someone to work on their skills because programs are built on the off season. Overall, it's been a great start to the year. From our youngest learners to our high school athletes, everyone showing a lot of heart and effort. It's a reminder that no matter the age, learning and teamwork go hand in hand. Hey, I'd like to share a quick update on how the middle school volleyball season is going. Um, our girls have come a really long way uh in such a short amount of time. For some of them, this is their first year playing. Uh, it's it's our first year playing on an organized dance. Um, and it's been

048great watching their skills and confidence grow. They're learning the fundament the the fundamentals like serving, passing, and communication on the court. But I think one of the biggest things that they're learning is teamwork and responsibility and staying positive even when things don't go perfectly. I know uh we've had a couple setbacks in the beginning of the season just having to do with practice. They were practicing with high school there for a while until we got them into a good um a like a good time for them to come into the gym and practice with me. But we've had some exciting games already. We've had a few close matches that really showed their grit and determination. The energy and enthusiasm they bring to both practice and the games are contagious. You can tell they're really having

049fun and taking pride in representing their school. Overall, it's been a great season so far. The players are improving every week, supporting one another, and building a strong foundation for the high school program in the future. I'm really proud of their effort, their sportsmanship, and the way they're growing together as a team. Thank you. >> Like to point out that these two young ladies, both Masakus is in the early childhood program and pursuing her teaching certification, which uh you're progressing well, I hear. So, that's good. Thank you for stepping into that role this year. And um Miss Chavis came to us as probably our youngest EA, but she was already one of the first to be certified as a level three educational assistant. We're glad you're back in the district. Thank you. Thank you. >>

050Thank you. >> Moving on, information technology, Mr. So for the information and technology update right now the leaders are still having issues with the internet here in Gina. I'm working with elite. We have we think we have a possible fix for the dead zones that we're running into. Uh we are going to be putting more access points in uh certain areas to hopefully cover up those uh dead zones. Um, we believe we currently are looking at two for now just to see how that affects the areas and if needed more then we're going to look at getting more and that's uh pretty much it for theation or it update other than we're still trying to figure out the whole live brook uh windstream thing. That's a big fun reveal. Time for any questions. Questions. Thank

051you. Sean going on maintenance update. Mr. Kushman. >> Hey, just uh a few minor things. Well, we're not minor, I guess, but uh on the Gana campus there, you know, great deal of progress on housing. fixing that up. Mr. Martinez has uh already finished a couple of the housing units, touching up the paint, doing the fasia and other work that needs to be done and detail is progressing. He'll be doing in the next few weeks and we are sending maintenance worker out to live once a week and continues to make improvements out there. Uh the water situation, the Spanish waterway has been located. We're going to be putting a valve uh continuing to prepare for housing eventually. Um hopefully at least two mobile homes and a couple RV spots out there for long-term housing solutions.

052And it's really only update tonight. >> So I know that the little gyms I guess I call it was mentioned earlier. So are we like fixing stuff or just letting it fall? We are we'll talk about some of that later when we do. Okay. But yes, we are actively um progressing in our maintenance. So and Mr. Padilla is back in the district and back and he and I had a long meeting yesterday. >> Just so they know they have the Halloween carnival there. They have a lot of stuff there. >> Does it happen? >> Is the Halloween carnival happening on >> 24th? Yeah, >> that's how I get it now. [laughter] >> Okay, moving on to letter F, finance committee was saluted. >> Yes. Um the finance committee, we had a meeting last night um

053with um Lucy and Sandy, Mr. Kushman, Tammy and I. Um we went over um any questions that the committee had. We looked over the reports. You'll see one additional report in the finance committee documents and that's the cash report for the quarter uh the fourth quarter of last year. Um that report I'm going to um intend to begin bringing to the board um on a quarterly basis. We'll be working on that first quarter that will close out on September 30th. So you'll see the next report probably at your November meeting and um that'll just um give you the information that you need to show that the bank uh balances are now um reconciled with the general ledger and there aren't any variances. So um we also need to start putting that on the website. So,

054we'll get with Crystal and start posting those quarterly on the website as well as some additional finance information. We need to post the last two or three audits on there um for the public. So, we're going to try to start posting some information that helps um the public as well as just staff and um in the district as far as finance. So I stand for any questions and um I think Sandy will move for the approvement of the if so desired for the um committee document >> questions. >> Thank you. >> Okay super Mr. fish. >> Okay. On personnel retention uh and recruiting, etc. Uh we did offer a position to an individual who is out of country. We expected her to originally arrive late October, early November, and there's some things happening happening at

055the federal government level that uh are preventing that costwise. So, we're going to have to resend the offer of employment and we've reposted uh the position. So, we need a teacher at the library school. It has been posted and we're it's the only the silver lining is it's a good time of year to advertise because there's teachers that want to leave other districts. So, again, so we're hoping that we can pick somebody up and and still have this individual come if u that federal issue gets straightened out before we hire someone. So, just be aware of that. Uh, we are meeting all of the state guidelines for that position out at Ly Brook. We have a long-term substitute in there. She is under supervision of certified teachers. Uh, parents have been notified that we don't

056have a certified teacher in the classroom and we're meeting all the state guidelines uh to do the best we can with the situation you're in. >> And what grade is that? What grade? >> It's seventh to 8th grade. >> Good. Um other than that we have filled all other positions. Although as we approach our count phase 40th and then 80th day later on we'll we continually reassess our special education needs to see if we need additional EAS in the classroom for one-on-one groups depending on the IEP situation. So uh actually I take that back. We potentially have one other position, but I'll update you an executive session as it's a legal win in the EA status. Uh transportation, the buses all pass bus inspection throughout the district first go around. So Basil did a good

057job of having those ready and we had him on hand today. The inspector was here. That includes the uh fire and safety equipment that's on those buses. That was good news. We've already sort of covered grounds, maintenance, and housing, but we have a detailed plan going forward and making some strides in improving the maintenance on the campus. You probably noticed a lot of the cleanup outside with the piles of desks and chairs and all the old junk that was out there. We're getting that cleaned up. Mr. drove with the AD kids, low ad kids that are out mowing and helping the maintenance department with some of the cleanup on part-time basis as they do their FFA. I guess it's community service projects and so that's a side note. The FFA, the kids are really excited

058about FFA and we're getting a lot of support for that. Even though it's small, you likely heard about volleyball. It's the beginning of a build program that the way we would like it. Um travel that's just a reminder that I am out of district next week covering the admin conference with CES uh superintendent meeting legislative preparation for the upcoming session. And then I will also be covering the facilities management side of things and working with PSFA and uh CES uh reps. And then you're going to hear from Elise Ramos here in a little bit about our plans going forward with the bond election and the applications for match funding and so on. So I'll be available but out of district. And then you've already heard I think quite a bit of staff development and training

059as we move forward. So, I don't need to hit anything on that. Uh, the paint on the activity bus, uh, we are slowly making progress in line at the paint company in Albuquerque. They're still behind, but in the next few weeks, uh, we're planning with the athletics so that we don't uh, end up short of us while the bus is in Albuquerque uh, for two or three weeks getting the paint put on it. and we have a basic plan that I will bring to the board prior to the bus going for the paint. Okay. And let's see, the last item I wanted to mention is we have a staff member who serves on a school board in a neighboring district uh whose initials are Cuba. [laughter] Oh, and uh she is going to the national

060conference on behalf of the Cuba school board. But uh I was surprised the district had not offered her civic leave in the past when she did that. And so I just made an executive decision to call that civic leave when she is fulfilling her responsibilities as a school board member as a courtesy to her rather than taking personal or whatever other unpaid leave. That's what I've done in other districts and just want people to be aware of that. I think it's appropriate. Anytime one of our staff members is serving uh for another government entity or association, that's appropriate. So, Samber questions. >> Well, I just hope that that thing comes fast because everybody calls it the prison bus. [laughter] >> I told you about the bus stand when I was at the school district on

061the border and uh they said, "Oh, we'll send you the bus early." And they said, "Not a chance. We're sending kids in a white bus. It looks like a border patrol bus. Go away. [laughter] So, we waited for that bus. But that's where we are. So, it it should and it's it'll be nice. It's going to be very simple, but I think you'll like the the plan as we get the diagram back from the paint company. So, okay. Moving on. Is that all that audit update for seller room? you there. >> Sorry, I couldn't get [clears throat] my mute button to work. [laughter] Um, as I mentioned before, we're winding down on the audit. Um, we've given I think fulfilled all the requests of the auditor that he's had from us. So, um, the next

062step will be to schedule the exit conference. Hopefully we'll be able to do that um towards the last week or two in in um October since it he'll be submitting that the 1 of November. >> Moving on to policies, updates and discussion. There change to updated policy. >> Did you have a Wait, don't that's later. Um nope, I don't. I will check on your standalone policy that we discussed earlier and and report back to you. That's all I would have policies in this. >> Okay. Discussion, no action on Alice Ramos. Then >> is Elise Ramos? Elise used to be with PSFA and she is on screen now and when she starts speaking it'll be in larger. Sorry, Alisa, we can't put you on the big screen, but um we are using her services to help

063us with the PSFA application. She is the state expert, so let her do her thing here for you. Okay, >> good evening um board. Um as Mr. Kushman said, I um have a unique experience with PSFA, so I am very familiar with the application process as I used to run it. Um, and I um recently spoke with um Mr. Kushman and Miss Sutherland about um the opportunity for Hus Mountain to apply for several programs through the state through the public school capita outlay uh council and um so we've been working and progressing through that and we've actually submitted several applications. Um, before I get to those applications, I just wanted to ask, would you all like to have a little background information on how the district became eligible for these programs? >> I think that

064would be beneficial for them and they're saying sure. So, especially as we plan our open announcement. >> Okay. Um so the background is essentially um all of the schools within the state get assessed by the PSFA on about a five-year cycle. And those assessments document all of the school buildings and all of the sites and all of the conditions of all of the systems when within each building. And they document the age and condition and the adequacy of all of the um school buildings. And then that data is used to calculate a couple scores. The first of which is the weighted New Mexico condition index score. Um and this the state uses those scores to rank all the schools in the state from number one meaning uh this school is in bad condition and really

065needs funding and investment and help all the way down to 600 and something meaning those are the brand new schools that are in really really good shape. They also calculate a a facility condition index score called the FCI and that really tells the state the um age of those individual buildings and overall campuses. And so as I said those scores are used to rank all of the schools. Hey Miss Mountain schools were assessed in May and June of 2024 last year. Um I remember when the guys came back from the assessments and um they were um quite hopeful that you all would um take advantage of some opportunities for funding because um they saw some things um the scores for um the schools you know I'm sorry I should have asked can I share my

066screen or you guys can't see it right >> they yes they could see it online right yes so yes you may share your screen >> okay I'm just reading it to doing. I could share it. [clears throat] >> Oh, I need to I need permission. >> I can't see it. Maybe if you want to come around a little bit, you're welcome to. It's >> It said I needed permission. >> I know you. You should be able to do that. >> There we go. >> Did that work? Yes. >> Great. Um, so here you can see the the scores for each of the three schools. I will note that according to the state and PSFA, Guyana Elementary School still exist as a school campus and they um are recognizing it as such until peed tells them

067that this school is closed and to remove it. So um it is considered still an active school of two PSFA. its weighted MCI score is 80%. And the Coronado campus is 72.66. These two scores are very high. The state considers uh schools that have above 60, especially over 70%. That indicates to them that the school is ready to be replaced rather than repaired. Uh and then Lebrook Elementary School and Middle School the score is 48.17%. The statewide average of all the schools in the state is 26. So all three schools have a fairly high to very high scoring. Uh the scores are high because many of the building systems at all of the campuses are beyond the expected lifespan. Each building system has an expected uh term and you know roof should last I think

06820 or 30 years. So if it exceeds that then that um indicates to the state that oh we should mark that as a higher need and that brings the score up. Um many of the systems have also been replaced but a long time ago and they're needing replacement again according to this life cycle. And then beyond that, there were a lot of uh systems that have condition issues indicating the need to replace at least the system to mitigate additional damage. The campuses had uh significant structural issues, roof issues, window and door issues, fire alarms. each system that has uh a condition issue, they um grade them basically from really really bad life health safety issue to um very bad, a little bad uh etc. And those have different scores. So the culmination of the multiple

069buildings and the multiple building systems with age and condition issues all raised the scores for these three buildings. Once a school has a high WMCI score and FCI score, um that results in a high ranking which then in turn results in capital funding opportunities from the state through the public school capital outlay council. The ranking was released in July and right now these are the rankings for the three schools. The Coronado um campus is currently ranked number 15. Gyena Elementary is ranked number nine and Liebrook is ranked number 50. And again, those scores are so high because of the individual building systems. Many of them had condition and age issues. Um uh let's see again that anything above 70% for that WNCI score indicates that there's a cost benefit to replace rather than repair and

070it would be more cost-effective and efficient solution providing long-term value reduced maintenance cost and improved functioning functionality overall. So, what programs might you be eligible for through the PSOC? There are um two that I'm going to talk about today. The first of which is standardsbased. This is the for the eligibility is for the top 100 schools within that ranking that I spoke about. Um this is typically for new schools, full school replacement, partial replacement, um excessive renovation uh or additions of school facilities. So essentially new. The second uh program is a systemsbased program and this is for individual replacement or upgrade of individual building systems. The eligibility for that is the top 300 schools within that ranking. And there are only certain systems that can be replaced. Um, and those include exterior envelope, which would

071be roof, walls, windows, and doors. Mechanical systems, that's your HVAC, electrical, plumbing. Special systems are all of the fire detection and suppression communications, site drainage, and utilities. The intent of this is to extend the lifespan of school facilities. So if you have one system or a few systems that are beyond lifespan or have condition issues, uh you can replace those individual systems and buy that school facility more time until it needs to be replaced. Um there's also an opportunity if uh an individual system that doesn't meet these eligibility um systems if there's one that indicates a life health safety issue that gets a category one within the database and those can be replaced. So one an example of that was I believe at Liebrook the uh interior doors were marked as a category one I

072think because of some settlement issues and some of them can't close. So that would be eligible for funding. They also have a demolition program and that is specifically for abandoned facilities and that doesn't matter uh if what the rank of or of that building is. It doesn't matter if it's a school any district-owned building. If it's abandoned and it has um insurance being spent on it so that if it the building is disposed of the district will save on insurance. those can be um applied for at 100% state funding. There was a bill a few years ago that said all of that will be covered by this the state. So again, all three schools are highly ranked. They're definitely in the top 100 and the top 300 of the ranking and therefore they are eligible

073for either one of these programs. >> Oops. Um another thing to know about how these program work are every district in the state are um assigned a local match. That means that a project is a shared fund financial responsibility from both the district and the state. There is a formula in statute and that is how they arrive at this number. It is very complicated and I I um know some of the variables but right now the local match is 47%. That also um takes into account a reduction. A few years ago the um legislature reduced the local matches by one-third. So this is actually one-third reduced already. Um and that is going to go away in a in a few years just FYI. that may increase back up to uh much higher. So considering if

074the district would be interested in applying for a full school replacement that is many millions of dollars, Hames Mountain cannot afford 47% of a large project. Therefore, um we need to recognize that there is another statute that allows a school district to um gain more state funding if they do not have the capacity to gain sufficient funding to support the local match for a project. Um the requirements for that is that um there's actually two requirements. I'm only showing the one that applies for His Mountain. your MEM, which is your enrollment is less than 1500 and your mill levy has to be above seven. That means you need to pass a bond. If the bond does not pass and the mill levy does not exceed seven, this is not an option. And essentially the way

075the waiverss work are I'm going to just use a blanket example. You all are going out for a $8 million bond. Um, let's say that the local match for a project is $20 million. The district would say, I can contribute this much from my bond, about eight million or or seven and a half million because I need to fund some other stuff. And essentially, if the PSOC approves that, they would take over the remainder of that local match and add it to the state match. The process for applying for PSOC funding um has a specific window of time. It was open July 1st through September 30th. It just closed last week. Um to apply through the pre-application, you submit a letter of intent to PSFA, essentially telling them, "We're interested in applying for this program,

076for this school, for this purpose, and this is what we think the scope will be." Um then you need to provide all of the details that you can um provide at that time. Um provide f then you provide financial information for a waiver request upon their request and then you finalize the project through PSOC and PSFA submit a final application. The district will need to present at a PSOC meeting especially for that standardsbased project and then the PSFA will make recommendations to the PSOC. Um and then there's potential approval. Most projects um for the standardsbased are two phases. Phase one is planning and design and phase two is construction. And I'm sorry I just realized I didn't really explain what uh the difference between PSOC and PSFA is. The public school capital outlay council. The

077PSOC is essentially like a school board. they are the decision makers and PSFA is the staff and they bring information to that council to make decisions. So um because the application window was closing um Mr. Kushman, Miss Sutherland and and I worked on potential options for the district and we submitted pre-applications for the following. First was a standardsbased application for the Coronado Combo School for a full school replacement preK through 12th grade. The estimated cost for this project is 57.15 million. That's based on a few factors which include 55,000 gross square feet. That's what PSFA um is currently calculating for combination schools as the minimum. Um, no matter what uh the enrollment is, we've discovered like that's kind of the bar. We calculated at 750 square feet or I'm sorry, two $750 per square foot.

078Then we need to add demolition and soft cost on that. And so that's where we get the 57 million. The local match again 47% of that is 26.8 million. Therefore, uh we also included in the letter a waiver request which is uh pending bond approval. We submitted a second um application for demolition of the abandoned facilities at the Guyana campus including the Guyana Elementary School building, fine arts building, and then two abandoned teacher housing units. The estimated cost for this is a little over two million and we've requested 100% state funding for that. Then we also applied for a systemsbased application for Liebrook Elementary. We requested a two-phase award. The first of which would be essentially a a structural study. get some um design professionals in there and some engineers to to determine that what

079would it take to fix the structural issue and to um repair some of these building systems. That would lead to phase two once that's done. And um we suspect it would include structural repairs, stucco roofing, exterior interior doors, fire alarm system, and uh some water tank deficiencies. It could also include more depending on what that study indicates. We've estimated uh the cost for that to be 2.1 million with a local match of 989,115. And lastly, um the PSOC has a teacher housing program. Unfortunately, at this time they've closed it. They did not reopen that application with the other programs. They are contemplating how they want to run this program further. Um, but they've heard from school districts and from the task force, the public school capital outlay task force, which is even above the council,

080um, that they need to reopen this as soon as possible because districts need teacher housing to recruit and retain uh, teachers. Therefore, even though the application is closed, we did submit a letter to inform them that the district is very interested in applying and needs additional teacher housing. uh within the district um as soon as possible. Uh that was just to put um some awareness on the teacher housing need through the state and in your district. Um and with that I will um close for Mr. Kushman to say any additional remarks or answer any questions. Thank you. >> I have no remarks. I think she did a great job the presentation and this is information that if we had months and months to prepare her bond election maybe to get out there but um you

081can see the benefit of passing the bond to the community an investment in the community. Any questions? >> No. Thank you. >> Okay. Thank you. I The next item, Mr. president is uh discussion about the bond election and planning and I'm going to recommend that we have a special meeting and open house on October 21st. Um special meeting so that we can vote on two or three u you can vote on two or three items but that special meeting would be held to allow the public the opportunity to come in and see the need in the district at six. Um, does that sound like a good time? I final meeting gives people time to get off work and then come and would not be a very long meeting and we'd have students available to uh

082show the public through the building. So, should anyone show up with that? >> Why would that take action? [clears throat] >> Right. I would add the action item for the gym and then probably one other item. Hopefully we'll have a pay for the bus including this rule but promise not to make it a long meeting. Okay. All right. So moving on to discussion and next one resolution 2526-1-9 request for blanket approval of budget adjustments to be submitted to Mexico between meetings and presented to at the following meeting. Dice s. This is Miss Pain's present. [laughter] >> Thank you. Um, [clears throat] last night at the finance committee meeting, we presented a resolution um FY2526-1. Uh we're requesting the finance um committee and um the district is requesting a um budget adjustment request that uh allows

083the um finance department to create budget adjustments and um through the approval process of the business manager, the superintendent and then present presenting them to peed. The reason for this request is that the board meets once a month and um the turnaround time at peed with the staff shortages they've had, we're looking at delays and getting budgets implemented and approved. Um and that's causing um some of our grants to we're just it's kind of a domino effect because the grants some of the grants are coming in at a later um rate. We're just now getting some of those grants um allocations and carryover and then by the time we go through the process of submitting to the board and then to peed um we're months um out and trying to get those funds spent. So,

084um you'll see that in our operating budget there are some negative um accounts and that being that we're waiting for some of these grants to get approved at peed that have been through the process. Um and so in order to keep the um some of the employees and some of the supplies and things that are needed in those grants um we're spending operating funds waiting for approval to um from all the process for the board and peed to be able to budget those um items into the grants. So that is the basis for the request. Uh, I've done this in other districts and I know Mr. Krish and I have talked about it. We talked about at the finance committee and we're just request I'm requesting approval of this board resolution. Um, they will be

085presented at the next at the following meeting of the month um so that you have the documentation and can ratify those um agreements and I'll stand for any questions or discussions. If there's no questions, could we have a motion? >> A motion to approve. >> Motion by Miss Smi. >> Second by Miss Lucy. All in favor? >> Motion carries. >> Thank you. Thank you. >> Moving on. Adjusting journal entries 160 through 184. >> Motion to approve. >> Motion by ranking this easy. [laughter] >> Second by Santa. All in favor? I >> motion carries budget journal entries number four to number five. >> I motion. >> Motion by Miss Ducey. >> I second. >> Second by Miss Sandy. All in favor? >> I. >> Motion carries. Moving on. Discussion and approval of horse number 0560. 004

086to >> 0021. Have a motion. >> Motion by >> a second. >> Second by sending all in favor. >> Motion carries. Moving on to session. Mr. I recommend that we go into executive session to discuss personnel with personally identifiable information and potential opending for the >> right. Executive session notice is hereby given the following public school board of education will meet executive session pursuant to section 105 H2O open meetings and personal matters to discuss personnel um first of all litigation how do we vote miss >> yes >> Mr. Yes. Yes. Yes. >> Time is 7:31 going to be session. >> And the time is 8:18. We're back in session and >> executive session notice is hereby given so that he mountain public school board of education has reconvened from executive session pursuant to section 10-15-1H2

087of the New Mexico open meetings act matters no action was taken how do we vote Miss Antonet >> yes >> Mr. Randy, >> yes. >> Miss Lucy, yes. And Miss Sandy, yes. >> Okay. Announcements. Special board meeting October 21st at 6 o'clock here at the board. That would be fine. Uh Lauren is on. Can you hear us? >> Okay. So, >> special meeting on the 21st at 6 o'clock here in the boardroom >> and I'll get with you on the agenda. >> We're going to have >> noted. >> I had a I had a question. Board members, I had emailed you about the conference for December. Only got one response back. I need to know if you guys are going so we can make the proper arrangements. And the hotel at the embassy suites has

088already been made by Patricia. >> Yeah. >> But I need to know >> all board members are are planning on attending and the if for what reason some reason Robert doesn't want to go the new board member that will be elected will be going. >> Okay. >> So I would recommend Loretta on registration for the board members. I would just do the the fifth position as a late registration because it's cheaper than having to cancel just in case whoever's elected um does not choose to go. >> Okay.
