001Time is six o'clock. This regular board meeting of the Husb school board of education will now come to order. Item on the you take role. Enter. >> Sandy Hawkins. Robert Hill present. Lucy Morphine. >> Everyone r standing. >> Thank you. >> Moving on to number three, pledge of allegiance. Miss Lucy, you lead us. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. Moving on to approval of the agenda. Is there any changes? >> Yeah, Mr. President, I'd ask that if possible under board recognitions after the two items listed that we allow our guests, new employees and audience members that need to present tonight to go under that section from later
002in the agenda so they get home with their families. Okay. I so move. >> Motion by Miss Sentinet. >> A second. >> Second by Miss Lucy. All in favor? >> I. >> Motion approved. So, moving on to number five, approval of signatures for regular board meeting July 15th. There any questions? Okay. Seeing that there's no questions, we'll move on to board recognition. Mr. >> Yes. I just I want to recognize Debbie Vill again for her years of service with the school district. I know we mentioned her back in May for June right after her retirement, but during the Monday evening orientation and so on. We had a lot of parents, students, and all the staff in the gym and with nice black that was made by Skos. equipment or new or pretty nice black. Uh
003we appreciate you all making that in recognition of Debbie's years of service and had a cake and so on and several uh students and staff got up and made comments about her impact on their lives. So, it was pretty nice. Um, the other recognition we put on here was for the Forest Service. So, uh, yes, we had a fire and I know there's some controversy with all that, but the people that showed up to fight the fire, uh, did a well, of course, they rent the equip, uh, the school campus and so on, uh, but many of their individuals, uh, uh, took time to clean around the campus and left it in better shape than they found it. and they also donated all that water and power aid that you saw earlier that we're hoping
004to use for some of our organizations for some seed money for uh during the school year to get them started on their fundraising and so on. So, we appreciate the Forest Service and and what they did here while they were here on campus and helping the community. Now we have several teachers that are here to present and I think let's start with uh Miss Cordova. Patricia uh took my place at a training in U Flagstaff and she is here to report out on what she did. Okay. On that travel you have to push. Okay. >> So on um a little bit before uh June 23rd, Mr. Kushman approached me asking if I could attend a J Nap Navajo Nation JM training. During that training um or conference, they had a mo motivational speaker Dr. Andy
005Nez who encouraged um the parents, students, staff, everybody to talk about stories, to tell their students stories, to tell their kids stories, to tell them about the past, to just to encourage them about their their culture. Um they gave us an update on the funding because the money was awarded to not the low amount of money that it was awarded to Navajo Nation. the amount awarded to I'm sorry I'm not a public speaker so um the amount awarded to Navajo Nation was very low so that amount brought it down to um the district to that they support they went over IEC um responsibilities their bylaws they recognized uh biling the students from Arizona who receive bilingual seals and um that's more or less about it they did a lot of presentations, dances, drum presentations and
006stuff like that. >> Oh, can you tell us how much we got? >> Yes, this year we got 400 $47423. >> Um, oh, 5,000. In years past, it's been a little bit more, but it dropped that drastically this year. Thank you. So the national conference is coming up uh in October and u uh Mr. President you and I discussed it and I'm not able to go to the national conference. So I've asked Miss Mononttoya to attend on that. So we've got out of state travel coming up on the agenda next. I'm not sure. Let's invite the new staff to come up. If you're new, come on up here by the podium. That's at least four of you. Come on. Don't No, all of you together. Come on up. Don't be shy. All of you together.
007We're very pleased to have this crew with us. I'm going to let each of them go up to the microphone and they're teachers, so they shouldn't have any problem presenting to you. Uh, but they've already dug in and gotten a good start. So, if you could come up to the mic and make sure it's on and then uh tell us who you are and where you came from and what you're doing for us so the board will know you by name. >> Uh good evening to uh good evening members of the board. I am Lunila Viliganas. Um I am from the Philippines. I was hired here last July 14 and now I was I am assigned at Library Elementary School handling first and second grade. >> That's all. at a school outside of Cuba before
008you came to us, right? >> Yeah. Uh I came here in the US last November 2023 and I was uh teaching at Torion uh and well try my luck here and moved here and thanks to Mr. Kosma and the principles that I was I got the job here. Thank you. >> Um hello everyone. I am Crystal Chavez. Um I was an EA here for a long time and then when I graduated with my um degree. I got hired in Espanola last year and then I came back this year. I'm teaching fourth and fifth grade. It's an amazing class and glad to be back serving our community. Thank you. >> Okay. My name is Denise O and this is gonna be my 20th year of teaching in special education and um I'm just happy to be
009here. I enjoy everything so far, the scenery and the people and um all the staff. Um I appreciate all the support here and uh I wanted to talk a little bit about capturing kids hearts, a workshop we all attended uh before school started. And uh it's a program uh designed to promote positive uh self or positive relationships between students, staff and the among the staff among the students. There's lots of um resources from their website for the teachers to do lots of different activities and lesson plans to promote good quality uh characteristics and leadership qualities. um you know, of course, such as honesty, integrity, courage, respect, and all that. There's lots of lessons on each of those and um so it's it's just got a lot of good information to build a strong sense of
010community, you know, among the school staff. So, we enjoyed that. One of the things that stuck out to me at the training was where we had to rate ourselves on um our abilities of quality leaders. And I just made extra copies in case any of you guys would like to rate yourselves on them or whatever. It was just a good self-reflection. So, thank you Good evening. My name is uh Wendel Loaf. This is my 23rd year teaching in New Mexico. Um I've taught everything in from honors anatomy and physiology, honors biology, AP biology, environmental science, health PE. I've been an athletic director, athletic coordinator. coached um half of that time in New Mexico, basketball, track, cross country. Here I'll I'll be teaching in PE. I have three sections of PE and um three sections of
011intro to a because I'm also endor endorsed in a education. Uh we've uh reintroduced our FFA chapter here. Um, and we've been working with the kids and talking about the jacket and the FFA creed and the and the emblem of the FFA emblem. Um, we did some sizing to try to order some jackets for some kids. I've applied a couple of the kids to the gift of blue where you can apply to give um those get those jackets for free. I don't know. I've just done one today and hopefully we can get some jackets for kids that maybe can't afford them because they're $60 uh if it's a standard jacket and $80 if it's a tailored jacket. So, those are some things we've started excited about bringing FFA back to the school. I think it's
012been maybe 15 years or so since they've had it. Uh and so, yeah, it's my spiel. You're welcome. 12 of you. >> Thank you. And there's one or two that weren't able to make it this evening. We'll try to get them at the next board meeting. >> We also have presenters on our uh training that we did. And I'm not sure who the principal's got to speak. So, um ladies, if you're going to speak about capturing kids hearts or the training, come on up. Or, uh and gentlemen, anybody that's going to talk about our training, come on up. Miss Ella's coming back up. You all want to come together, you can. And give her a hard time. >> Okay. So again, good evening. So it's okay. So it's my first um training and it's a
013great experience. So um I have my notes. Sorry. So the part uh participating this training uh was a transformative experience for me as a teacher. It shifted the way I approach uh relationship with students and my colleagues. Uh this training emphasizes the importance of building trust, emp uh empathy and connection, reminding me that before students can truly engage in learning, they need to feel safe, uh valued and heard. One of the most impactful takeaway was the Excel model which provides a clear and practical framework for creating a welcoming respectful environment. Practicing things like gre greeting students social contracts not only improves students behavior but also deepens our classroom community. So I left the three-day training feeling inspired, supported thanks to the district spearheaded by Mr. Kashman uh and more equipped to create a culture where
014both students and teachers thrive. That's all. Thank you. Okay. And good evening members of the board. So I am Perian Magusara. I'm a teacher at Library. I am teaching um third and fourth. Um so it's a combination. I'm don't I don't like talking in front of everybody but I can assure you that I can teach kids really well. Yeah. Okay. So um I have been into teaching for 10 years. I was in the Philippines and then in the valley and then I came here and I was so excited because I love the community. I love the support of everybody here. Okay. So, this is not my first time going into the capturing kids heart. I love the program. It was tested for me because the one thing that I really love about it is the
015social contract where you teach the kids to be responsible of their actions and they were the ones who were able to pick whatever consequences they want to and it's really simple like um if they are not really behaving or someone called them a timeout, right? Because it's sometimes before the time used to be like this and then they change it to this. And the other one too is did the foul like seven years ago but now they go check the social contract. Are you doing it or are you supposed what are you supposed to be doing? Okay. So that's the thing that I really love. And the other thing also I have that picture but I sent it late. So we have this classroom greeting I mean door greeting in the morning and in the
016afternoon. So it feels great because if someone is not you know like getting into the classroom before getting into the classroom like feeling bad or moody or grumpy. So you have a chance to rephrase the behavior and say whatever. So I have this door readings right there and it has like do you want a hug? Do you want a a shake hands or a high five or a dance with me? So the the kids get to choose whatever in the first week it's just like they don't want to hug me you know the trust not yet there but as we go on with the routine every day they were able to trust me and this morning one of the kid do the hug and everybody did it like it was fun to gain the trust
017of the kids that you're teaching and um what else and I also wanted to um thanks Mr. Kushman for for having us in that three-day training which is you know I am new in the district and I don't know anyone I mean I don't know everybody and putting some faces on those names that I just see on emails it is really great and we have a chance to sit with them and share with each other and that keeps like it's not really like it's not a norm with every district that I came from so it's really great to have that and I'm looking forward for maybe not inense fancy hotel like that. Maybe like here we can do whatever just to make like team building and we might feel new teachers that were supported and
018you know feel that we are a team right here and we're not alone in you know um teaching our kids and building communities and with parents too. Thank you and to the board to to approve that right. Thank you so much. >> Thank you. Yeah, there's here to present about that. I think Miss Gyos might have some pictures. I'm not sure. Okay. >> I thought they were going to say their favorite thing was stopping at >> toitas. Yes, we have. >> Okay, so I think we're on. Um, so again, like they all mentioned, uh, capturing kids' hearts was definitely a transformative experience. Um, and and really, you know, I'll just go ahead and reiterate what they have all said. I will, uh, go through everything um, in detail, but really the idea behind this is
019to really um, hone in on the idea that we're all educators. Everybody involved in the school community is an educator and we're here to support one another. Um and and the big takeaway is just really focusing on the positive experiences and using positive affirmations to reinforce positive behaviors. So it builds a climate of uh respect. Uh here are the social contracts that they were alluding to earlier. So the students collaborative collaboratively engage in creating these social contracts. And so once they develop their contract, they then sign their names to it. And so these are some of the examples that um they sent over. And so these are their social contracts that they went out and created in their classrooms. The Excel model that uh was referred to earlier is just if we can remember the
020Excel model in everything that we do uh engage in welcoming a welcoming atmosphere. So this can go from greeting students at the door um exploring so actively listening and addressing needs communicating to build trust empowering one another for encouraging that self-management piece and launching our students off or other individuals off with positive and a forwardlooking type of message. And then let's see here. It wants to move on to our next. There we are. And so the outcome. So uh when utilizing capturing kids hearts, uh ideally we will build a positive school culture where students and teachers alike and everyone within the school community will thrive. It'll help us strengthen and continue to strengthen our relationships within our school community. And it also develops the social emotional skills that our students are needing and it supports
021that character development and eventually our employability skills and so um you know it was a great experience and we thank everyone for for supporting us in that endeavor. >> Thank you. We hope to share some pictures from the events that we did. And as I told the staff, I've been doing this a long time. Uh this is probably the most positive start to a school year that I've experienced in 30 plus years. It was really It was fun. It was um engaging. Most of it was engaging. And um uh we ate way too much. We also had on uh the Monday night at the hotel, what time was it? 1:00 in the morning. We decided they were having so much fun, they decided to gather in the parking lot. The fire alarm went off in
022the building. We had and then it went off a couple hours after that. Someone burnt popcorn in their room is what we were told. And I've always heard that the expert is the person from a 100 miles away and it's 104 miles from here to the Sheridan. And so I said, "We're all experts. Everybody there." And it was a good time. So, thank you for supporting this program as it and we're going to be engaging in other uh training and activities throughout the school year. So, we're off to a great start. Okay, I think that's Did I get everybody on the visitors list? And yes. Oh, >> no. Miss Irish has something for us. Did you forget this lady? This lady spent her summer in classes. Um, I'm not sure her family knows who she
023is anymore because she's gone so much, but um, she went to the rocket launch. She's going to talk about that program, I think, and other whatever. Let's hear from Mrs. Irish. Miss Irish. >> And then before I Are we good? >> Yeah. >> Okay. It's like Oh, maybe you need to hang up there. Right. Good evening, members of the board, our admin, staff, community members. My husband's here to support me >> because that's what Mr. Kushman said. I've been gone for two months going back and forth for different trainings. But it's good. It's a good experience. And one of the trainings that I've attended was um at Artezia and with me was were Miss Dus, our city coordinator and our math teacher, Mr. Juan. He's right on spot there. Um so we u Mr. because
024we probably know more about this program, but I'm pretty excited that we're able to attend our training. It was the level one systems go psychovsky training. It sounds Russian but it is sodsky. Um it was last month and we were there our with different schools from Dexter and J those three men um at the back they were already there when we had our visit with the kids to the 2025 rocket launch. Last time I presented um what went well and kids were very excited and because of this training we're able now to bring that program to our school and our students are very happy that we will now be implementing the psychovski s semester 1 and two this year. So we were that was really neat and wonderful training. It was all hands-on. I mean
025I've been a science teacher for 13 years now. Physics probably is my one of my specialization but but that training was struggle right but I mean I'm like questioning myself where did I learn this stuff but it was great because we've learned a lot of these concepts and now we're applying this concept to the real world and one of this is like building no designing and building and launching rockets so here are some the first one on the left that's Miss Crystal middle of Ciron and mine on the last one. We had really uh we enjoyed that one, you know. Um but that was our Gen 3 rockets. Uh I'm not going to talk about our Gen One and Gen two because those were also good. Um but I mean this were the perfect um
026for us this were a perfect rockets that we launched in Artesia. um that time it was also great weather. We're there to do this fun activity. Okay. So during the five day trading we right away did our gen one two three rockets and since the three of us like we don't have like zero I mean zero experience zero idea what's what's going on. Good thing we have our friends from Dexter and um John who help us work on how to build this rocket because our facilitator really won't tell us like what to do. we just have to figure it out on our own and then um but we're happy that we in a short period of time we're able to make connection and now we have good relationship with Dexter and Jaw that we can
027like um reach out whenever we'll be you know whenever we have um trouble doing our rockets in our school. We also had our certificate um that we earned some credits for aerospace studies. It was so neat and very exciting overall. But again, now um we started this school year with um with a systems go class. This is our 10th grade. I just kind of grabbed this photo like like last minute and and they're working now on their paper rocket as introductory of like activity to elicit design thinking process. They did their paper rocket um last time, but this time they're designing their own rocket and we launched it actually this afternoon and it was pretty great. There were a lot of reflections and observation that students came up but this is what we called engineering
028there. But it was really great and we're looking forward, you know, to keep up. We have the curriculum. um we may probably need to apply for a grant and Mr. Phil will be helping with that one and um and hopefully we can sustain this program because we claim that we're going to launch our rocket in 2026 that will be April 28th. Hopefully we can you know all of you can join there. It will be in J New Mexico. But again it was a wonderful experience for both us teachers and the students. Thank you so much for all support. I'll probably be bugging Mr. Ree. Thank you for the PO and then for all the approvals and everything, but thank you for making this happen. Your support um for this program and you know having this
029great program in our school is really a big deal to our kids and to to us teachers. Thank you and let's have a great year. she didn't mention, but the program itself, the kids get either CTE credit or science credit and it's actually lab hands-on lab credit. So, it does go toward their required credits for graduation and uh it's all approved by peed because it's such a great program. So, hopefully this will be sustained in the district going forward. Kids get pretty excited about it. So, okay, that's all the presentations now. Back on track. Okay, thank you. Okay, so we're going back on this rule of agenda. No approval is so do I have a motion. Motion by Miss Lucy. >> My second. >> Second by Miss Anton. All in favor? >> I motion carries.
030Going on board information and discussion. Business office report. Um the business office has been busy um trying to um close out one year, start the new year. Um we're doing um budget closeout, budget implementation for this next year. Um, Patricia's been um very very busy trying to get all of the employee contracts, everybody set up so that you're all in the ready to get paid and I know you're all looking forward to that. Um, she's working hard at that and so is VA. Um, we've been having and we've started this year um having a monthly grant meeting and we had that meeting the other day um with Mr. Hackis, Mr. Kushman, uh, Patricia and U. Tammy and I were on Zoom um going over the different grants and what options we can have to use
031the money, what we can use the money for. Um we had making sure that we're on track to spend the money um for the grants that we have and to make sure that we're also implementing the programmatic parts of the grants so that we can provide the data things like that as they need it um at the end of the year or even during the year. So, we're closing out those grants. Um, we've um working on the audit. We're um got working on the 2425 audit and we're going to try to finish that up um the first week of September. So, we're going to be on schedule this year on time. So, uh we've been we're fixing to get a lot more um involved in that as we since we've closed out the year. Um,
032so we'll be having an audit committee meeting and um an audit exit meeting when we have some um some information to present from the from the auditor. Um, and I stand for any questions if you anybody has any questions. >> Any questions? >> Robert, if you have any questions. >> Thank you. Okay, moving on to principal reports. Mr. >> Hey, Randy, real quick. Sorry about that. I was trying to I was trying to unmute just so you guys know I still hear normal questions. Okay, up next would be Mr. Hawkus. I believe some got to find my right spot in the agenda. office. >> Good evening everyone. Uh first one I had was uh my new staffs which you guys all met the the staff here today. Um we're fully staffed at uh at at
033the campus here in Gina. Uh I feel real confident with the staff that we have in place. Uh I think we're going to do some good things this year. I really do believe that. Uh the building you guys walk through it uh for the most part it's uh the custodians have been doing a pretty good job in keeping it clean inside. So they're doing a good job considering uh that they got a late start to work on the building when uh at the beginning of the school year. Uh transportation uh we did start a a new route from Lightbrook to uh Gina at at right now we're transporting uh four students. Um there's a couple of them that uh had to uh stay online for uh personal reasons, but we're hoping to get them on
034on site uh as soon. Uh the enrollment um the enrollment uh I got update today from uh Donna and we're up to 124 total. So that's up from 112 that we finished the school year last year. So that's a pretty good uh pretty good little jump. Um the first day of school uh uh we did something different uh this year uh where we scheduled an open house. We started uh school late. So the staff arrived at 12. Uh the open house started at 3:00 and uh we had uh it went till 8:00 and during that time we had some uh rotations where the parents were able to meet each classroom with their with their students. We had an assembly. We had coaches meeting kind of went over some of the changes that we did, some
035of the changes we made on the handbook uh expectations uh about the cell phone uh use at school. Uh Mr. Muffin, myself made with the parents and coaches, went over some uh changes on the handbook that Mr. Muffin will um will uh let you guys know. So overall, it was a great day. It was a long day, but it was a great day. I think it was uh got a lot of good positive feedback from everyone. So, it went real good. It was a nice way to start the the school year. Uh professional development of course they talked about capturing kids heart. Um I myself think it was a very good training. Uh it was a good uh time uh team building so to speak with the staff with the new staff getting to know
036them. the teachers at at that training uh they were asked to sit with different uh staff members. So they didn't always sit with the same uh people they're used to. So they were I say force but they were encouraged to to uh meet with other work with other staff but I think it was a good positive thing for them to kind of get to know each other like that. Um the testing we're going to start our testing this week uh with the ice station MDA waited on and the and uh the screener uh Mr. Mamemik is going to probably be doing a training and then the teachers will be uh required to go on Canvas and do an online training where they'll get a certificate on test security. Every staff member needs to go through
037that. Uh just a little bit on the cell phones. You guys saw the boxes that we've uh have out there for the kids to uh to put their cell phones. They they get to school, they go to breakfast, and then right after breakfast there, that's when they're required to put their cell phones in their boxes. Uh so far, it's been a pretty smooth uh transition. and uh we've had uh one incident where one student had her phone in the in the classroom and had to address it and but overall it's uh it's been uh pretty pretty good. I'm sure that we're going to get some incidents moving forward, but we'll address those as as we as we get them. Uh athletics uh so the head coach for boys uh varsity is uh Rick Madrid for
038the girls varsity coach is Mr. O. uh varsity volleyball is Jayen Hawkins. cross country is uh uh me uh Martinez and then uh practices will start uh they should start they're going to probably start tomorrow and then the volleyball the first game is at Clayton uh in uh the August 29th at 3:00 in middle school they play at 4 and the first cross country meet is going to be August 30th at a ATC in Santa Fe. Okay. Okay. So, some of the things that we had, we had a meeting today with uh the Royal CT Alliance. It was an online Zoom meeting that uh Miss uh Goss participates in. And then tomorrow we're going to be have it's picture day. So, if you guys want to take your pictures, come by school. And uh so
039just another thing, uh we've been uh working on the on the elementaryaries 90day plan. So, that's been an ongoing uh uh it's been uh been working on it now for about a week or two and uh hopefully get it done by the by uh tomorrow. Um once I get completed, uh I could probably share that with you guys if you guys want to see that plan. And that plan, it's a little more uh it's a longer uh plan than the middle school and high school just for the fact that uh we're in uh uh designated as a CSI uh school and um hopefully by the end of the year we'll be out of that priority schools. I feel pretty confident that we'll make growth enough growth to get out. Um I stand for any questions
040>> about the schedules. Have you sent out the schedules or >> for the athletics? Mr. Muffet is going to be sending those out. >> They are ready to be sent out. >> In fact, for the open house, we have the volleyball and the cross country uh schedule for the apprentice so they can parents that were there could pick them up. >> On the transportation from Whitebrook, are we transporting any staff that we have here that have to go there or it's just students? >> I believe it's just student. I think the the we have some staff that have expressed interest, but beginning of the school year. So far, they have not um they want to be in their classrooms early, so that hasn't worked out yet. We actually have seven students on that roster. Like
041Mr. Hawkins mentioned, two of them are at home temporarily. Hope to get them on the bus. And then there is one young lady that'll be going back and forth between different guardians and riding some of the time. We're looking forward to more kids. Uh we also talked to uh our driver today about uh his idea actually will probably be leaving the bus over there um overnight at at the library campus and he'll bring the suburban back and then go back in the morning in the suburban and so on. So we save miles on the bus. So >> that's a good thing and I'm pretty confident that next school year we'll get more students coming over here. And then did we get a good turnout for the open house? Like >> we did >> majority of
042our students and their parents were here. >> There were there were a lot of parents. I There were not all of them, but there was a good uh good turnout. I mean there was uh we gave door prizes away. They uh we had uh food for the parents. Uh it was a good positive turnout. It was a it was good. Thank you. between the two working with both of the principles. So maybe this would be a good time to add anything else you have. >> So we have a couple updates to our handbook for athletics. Uh meals at home games will no longer be provided. Store stops are only allowed during athletic event um during athletic events on the itinerary. So if we're traveling somewhere, we can't decide all of a sudden, let's go stop
043somewhere just because this looks nice. It has to be on our itinerary. We also have meals um about 100 miles. So if we're going traveling 100 miles or more, we will still continue to provide the meal. If it's less than that, we will start providing lunches, sack dinner from our cafeteria here at the schools. And let's see, only approved stops on the way back. So once we leave our athletic event on the way back, we're going to use the highway 96 um Yavis turnoff. Buses can pull off safely there. The students do have to be there. The parents have to be there. If the parents are not there, the bus won't wait. It's late at night. We can't do that. Um, if we're coming back the other way, we'll have some designated stops. We'll be
044putting a letter together that will have all of that information for parents. Is there anything you guys would like from me? Any questions for me? >> For me. >> Hey, Mr. Muffet, this is Robert on on Zoom. So, you said that on the way back if parents aren't at the pickup spot on time, uh, you guys aren't going to wait. Buses are going to wait. What's going to happen to the kids? They're going to have to come back to the campus. >> We'll have to pick them up at the campus. >> Pick them up at the campus. >> Okay. And then you'll have staff waiting with the kid till the parent gets there. >> Yes. Coaches are not allowed to leave campus with students. Students here. >> Okay. Thank you. >> So, what's the furthest
045game that they have? Probably >> Clayton's probably going to be our furthest. It's It's a good distance. Thank you. >> Address the added expense of all the meals and extra stops which um uh we're trying to get back on track with the uh itineraries. Each driver has been instructed and will be reinstructed that they have to have the itinerary with stops on that itinerary. if they're pulled over by the state police. The state police officers are uh instructed, they're supposed to actually check the itineraries for any school trips and make sure buses are where they're supposed to be. That kind of thing. It's all safety related. So, we know where they are. We've had some drivers in the past. It's my understanding that, oh, does anyone want to stop? You know, here or there or
046coming back and it throws off the schedule and the safety routine as well. That's the same thing with the stops, standardized stops as they come home from the trips. So hoping to improve that. >> So really strategy to really minimize the fact that kids are on that schedule. And so are we still having like boys and girls and middle school play as many games together as possible? >> Oh yes, we're going to really look at limiting just middle school or just uh high school and try to make sure we make the most out of our drivers. As you know, we have a driver shortage and make the both the most use out of them that we can. >> So um Mr. Hawkins said that you would be distributing letters or schedules. How soon do you
047think you'll have those? >> We can have them out by Monday. Thank you. Thank you. >> She's hopping around here. >> Good evening. Um, you have my report in your packet. So, I just I'll just touch on some of the um highlights. Um on the top are the sports listed that we'll be offering at Libbrook. And um I reiterated the goals for Liebrook Elementary Middle School from last month's um report. And I also put as many planning dates as possible on the first two pages for the school year. So that way um you all know what we're doing. And this is also going to go to the chapter house president and anyone else who is interested. Um so that way they have they're aware of what the Lbrook school is doing. Um what I didn't
048get to put on there was August 27, the Roadrunner Food Bank is going to be at Liebrook School. They'll be going the end of the month instead of the beginning of the month. And um it'll be handed over to me to run the the Roadrunner Food Bank and the pantry. um and probably Mckin Vento for the school. So um on the bottom of page two are some suggested activities from students and families and teachers. So um surveys, Navajo language events, a fall Scholastic book fair, um a state fair trip, but that's already coming up pretty soon. um Santa's workshop, a Christmas bazaar, um a spring barns and noble book fair, BLM presentations, hard hat Harry presentations because of our location and galloping goat field trip. It's like the Aztec Sutherland Farms, the pumpkin patch. So,
049those are some that are suggested from staff, students, and families. Um page three are um is the bus routes report. Um, I rode the bus the afternoon of August 4 and the morning of August 5th. And our one bus driver for our two routes is driving uh he drove the the new bus in the afternoon because it had air conditioning. Um, and then he drove the older bus in the morning because of the rough roads that the new bus went on. And so we had some things happen where um if you look in the second bullet on uh the second bullet uh the new bus speaker, a radio and a camera came loose during the route because of the bumpy roads. And um when I turned in my report, I was joking because I I
050took some film footage out the window of um how bumpy it was. It was very loud. So, um, I did that to be able to see what the students go through and where their houses are and what kind of roads that our buses go over. And, um, the single route took 3 hours and 10 minutes long. The bus left at 5:20 in the morning and um, the first riders boarded at 6:00 a.m. So, if you think about the day for these students, we had I had one girl across me. She was on the first uh stop and she was dozing off and the bus was shaking like crazy. And then we got to um the school and we usually arrive there between uh 8:30 and 8:50 in the morning because we only have one driver.
051So, we're working hard to get the second driver. And um >> interrupt you there. We hired a second driver today and as soon as he gets his background and physical uh done, he'll be back in service he's drove for us previously. Okay. Well, good to know. So, um and so due to the the long ride, um students I we allowed whenever they arrive, their arrival will be announced and so they'll have a 10-minute breakfast and a 10-minute AM recess. So, hopefully if everything uh is good, they'll be there a little bit before 8 and then they'll be able to have the schedule kick in like it usually does. um our prek tok class report. If you remember the ECECD had allowed us to be able to have both of them together instead of a separate
052prek class. Um and we are still under the prek parameters. So some of the things we did was made the schedule conducive. So I put three bullets um just to show you an idea. Gym time the first thing is now rotating art library PE and then practice namew writing is incorporated throughout the day. Um, nap rest time for prek is shortened to 45 minutes while kindergarten works on ice station. And then prek started um August 11th. So as of today, there were two prek kiddos and um >> that's fine. Um um as of August 5th is listed there. Um as of today, our enrollment is uh 60 students. Um, we just gained three more students um, this afternoon and we're also recruiting. So when I stopped to get gas at the Apache Nugget, I tried
053to talk to a mom who takes her students to Dulce and she works in at the Apache Nugget at the TPS and I said why not bring them to Library. So >> end of the day >> 60 >> and we'll be getting hopefully two more one more two more students because um they approached uh the bus driver at the end of his route by Poentado Road asked him where we were and uh what our school is like and he just stood there and talked to them because he was at the end of his route and then they said they would try to come come by. So active active recruitment. Um the classes are uh fully staffed with the exception of the seventh eighth grade teacher who still has to arrive in Liebrook. So because of
054that we're going to have uh long-term um EA and those letters will go out um Monday to the parents to notify them and she'll be under a teacher of record. Um and then let's see the testing is very similar to Mr. Huck as a schedule because it was put out by Mr. Mamek. Um except for us since Mr. Mamek is in Lbrook on Wednesdays. Um tomorrow we'll be doing the dyslexia screeners for first grade and then the WEDA tests and then next week are is the ice station beginning of the year um ISIP exams. Um some teachers have already started because they've gotten access and they've already rostered their students. And um the last week we have we'll be having the IMASA beginning of the year exam that Wednesday on the 27th when Mr. Mamek
055will be there. Um as far as drills, we've completed our our fire first drill first two drills. So um the updated list um has four drills once a week in the first month of school. Two are supposed to be fire drills. One's an evacuation drill and the other one is either an active shooter or a shelter in place drill. So, we've done the two fire drills already. Um, and I've just contacted the chapter house to ask if we could have them as a secondary location for our evacuation drill. And we'll probably do that next week as that week's drill and then the last week will be either active shooter or shelter in place. Um and then just a quick note uh parent notes will be going home um for the active shooter shelter in place
056drill um as per the guidelines. It says parent notification should be sent before we do this so that way they can talk to their children about it and that's for N and PED. Um lastly were the improvements. you all got to see this campus and so I sent out the um improvements for uh Liebrook and I sent out 10 that were kind of eye in the sky but the biggest ones were for outdoor classroom areas. Um see which one are you showing first? I will narrate as you bring them up. Okay. Oh gosh, that's difficult to see, but if you're up close, all the stuckco around the whole building is coming apart and it's coming apart of the windows. So, we're hoping to improve that. Um, this is the back of the school and you
057can see the gazebo and the picnic tables and so on so forth. There's um an outdoor arena. If you go to the picture of the outdoor arena, um my hope is to make that an outdoor presentation place and an outdoor classroom where we can have cultural um cultural events. Says outside canopy. Okay. Well, that's good. All right. So, um Okay. Well, anyway, on the bottom part of this picture, you can see where the arena is. And I'm hoping to put a large shade canopy because the concrete steps there are actually seats for students and we can have um almost all of our whole school outside for cultural presentations so on and so forth. And then on the top were the um gym windows and their paper the papers on the window and before uh I
058what I'm hearing from staff is that there was a plan to have automated curtains so that way our our whole student body could have rewards like a movie or something like that um as far as like attendance rewards and things like that. So we were trying to get incentives to be able to have for the students Oh, go to the middle. The middle. There you go. Perfect. And that will be the inside courtyard. If you look at the blueprint of the school, the inside court it's it's the shape of a hog gun. So on the inside is an open courtyard courtyard. And this is after um maintenance had come to our building to clean up everything. Um the goal for this is also to have another um shade gazebo so that way we could have
059an uh outdoor area that's enclosed inside the school building and all of the dirt areas. Um we're going to ask for some more barriers so that way that can be a farm to fork project. And then the tables if if we could have those replaced and then have the older grades eat outside um as an incentive to eat their lunch outside. And so that'd be an SEAL project as well. and see goes to the one um left of it. Yeah, that's that should be good. Um the last part is that if you walk around our campus, you'll see these um I I guess there were playground barriers when I walked around with maintenance and they're kind of in these awkward places I think that um were try they somebody tried to use them for things
060that weren't what they were for. And so I said, "Well, either we could uh reinforce this because this one's going to be a pathway out to the baseball softball field and we wanted to make it a baseball softball soccer field." And if that can be just a gravel path, we could do that and then treat the weeds and be able to have the kids walk down to that. There's another place in front of the building that we wanted to remove them and use for the prek playground and not have to use that. It'll be a barrier for the prek playground. And that's pretty pretty much um everything else. Um, we've also talked about things like uh security doors around the entrance rotunda so family members can't bypass the office and walk down the halls to
061the classrooms. Uh, parking lot expansion, an outdoor concession area. Um, replace the outside PA system because with our fire drills, we're finding that the back two speakers don't work. So then we have to go get the students and bring them in. um a landscape overhaul and um possibly at the outside arena um shade to have a solar powered uh speaker with security lights and a PA system. So that's those are the biggest things. I have I have more but that's that's the biggest improvement thing that I have. So that concludes my report. I stand for questions. Sandy is online. >> Okay. >> And I like just to thank you for the communication. I feel like you know a lot about what's going on at Liebrook. So I keep in touch with like the Facebook page
062and I see that you're posting a lot or Li Brook's posting a lot of stuff that's going on. So thank you. >> Any questions Robert or Sandy? >> No questions for me. Sorry for being late. >> Thank you. not mentioned in any of the reports officially was that we do have a price for the uh assembling the playground equipment and we'll talk about it a little bit later but for all three sets of uh the prek early elementary playground equipment which was purchased through a grant I guess a year ago or so or more we finally have some prices thanks to Mr. Moffet and a CES approved vendor. So that should start very soon. Moving on. We have teacher presentations. Oh, we moved it up. Okay. So we'll move on to information technology. members of
063the board. So, my first thing I have on there is I uh have started handing out the student computers. We're pretty much hand handed out almost all computers out. I am having to go back and uh get the sixth graders some more the computers just because with the increase of students here in Guyana, we don't have uh them on this campus. So have I'm going to have to go out to Liebrook and get the extras we have out there and bring them back. Um so and the I do go out to Light Brook. I've we've start I've started going out once a week out there just to make sure that any issues are covered uh whenever I do go out. My I usually go out Thursday mornings and then uh unless I can't make it
064out on Thursday, then I will go out another day of the week. Uh and that that's pretty much all I have for the information and technology aspect. Do I have time for any questions? >> Do we have enough uh computers for all the students? Yes, we'll have enough computers >> questions. >> Thank you. >> Moving on to maintenance update. Mr. Kushman, >> our maintenance director is out on FMLA. So, I guess I'm your maintenance director. Uh we showed you some of the places in need of improvement uh and hiring um a couple local contractors to get some work done. Mr. O looks like you you need to chime in on this one. No. Okay. We uh uh the home that they're the house they're living in needed some major work. And so we got a
065contractor out there yesterday who made a list and we're already uh taking steps to do some of that improvement on that home. and uh some of the others as we'll talk about u later with purchases and so on under my report. But in general uh there's a lot of organization that needs to happen and uh grounds upkeep in general. And so we're just trying to prioritize those lists and uh I've learned not to ask Miss Mononttoya too many questions at her school because she's got that list in order. I'll tell you that. And uh um but we're we are prioritizing and trying to get a a regular schedule where our maintenance workers are out at Lib Brook and on this campus on a regular basis so we know what days of the week so on.
066So um the weeds are all chopped down out there now as of a couple days ago and hopefully the snakes away from the building and so on and u likes to watch the cats that live out there chase mice. Anyway, um I'll have more. I think you already have a pretty good idea what's going on with the maintenance. Thank you. >> Okay, moving on. Letter F. Finance Committee, Miss Dice. We had Sandy and um Lucy, Tammy, and Mr. Kushman and myself online. And it was a good meeting. We had a lot of um good discussions. Um I don't know if um if you want to report Lucy and recommend on the discussion. We talked a little bit about different things uh that we that we um had some concerns about and uh we informed um
067the finance committee that we are getting the new credit cards that you all approved and we will be getting those and um in the next few days I think they're going to ship them out. So, we'll have um maybe no more issues with Bank of America now. We'll have the new cards and we'll have uh those available for um checkout for the staff for the board and the superintendent. >> So, did you destroy the the other ones or >> We still have them um and they're still in effect. We're just keeping them locked up in case there was some situation, but we will cancel them once we get the new ones rolling and and have and make sure that everything's going good. I just didn't want to destroy them until we had those um actually
068being used and working so we can actually know that those are good to go. The other thing that we talked about was the um maybe credit credit card processing. Um maybe we can look at the what we have available through Wells Fargo and um the credit card machine the credit card receipts would then be deposited right into the bank account that next day rather than finding the check sending a check and and depositing that. So those are our um the issues we talked about. Lucy had some good questions on the finance um questions. Um and uh did you have anything Mr. Krishna you wanted to add? um the deposits and stuff. Uh >> yes, >> Beta will be having a scan. >> Correct. We um also Wells Fargo offers a um just scanning deposit where
069you just scan the checks in and they go in in a batch to Wells Fargo that day. So um that's going to be nice to have that where it's actually um it doesn't solve the issue of the cash being deposited. So I know we're working on that in the business office to set up an actual schedule within 48 hours to get the cash taken and deposited in the bank. So and we are developing the job description for the position you all uh approved for this office uh receptionist door whatever um duties that we think we need there. I've asked the the girls in the office to give us and and Sean as well a list of things that they feel that that person that the help that they need so that we actually address issues
070that are going on there. So if you all have any input or suggestions, we're open to that as well. >> Okay. And um I don't know if Lucy you want to recommend approval of the finance statement. Yeah, I would recommend that we approve the finance. >> Okay. >> Moving on. Letter F, superintendent report, Mr. Christian. >> No, we would die. Action. >> Yeah. >> Okay. You've already heard about capturing kids hearts. It's uh as you heard from the staff, I think you can see we're off to a pretty positive start on uh just the school year as a whole. What you didn't hear a lot about is we had our vendors, several of our vendors that we used throughout the year donated funds to feed our staff and entertain. And I should have put Mr.
071Moffett on the board recognition, but uh uh he's a changed man this school year. We worked him over his summer break and he managed to get tickets to uh a movie and to um Isotopes game. Both of those. So, our staff had a choice of one of those two things didn't cost us a penny for those. Uh we fed the staff at two different Dion's pizzas where he also arranged a major discount on the dinner. um that was paid for by vendors and uh so staff basically got to choose which of those events the second night. The first night we took everybody to Topgolf and ate way too much um and got to have a lot of laughs together and uh people that have no business being near golf clubs were swinging those around. But
072uh we had a great time and uh uh not Honeywell uh who paid for that. Oh, Robert's Truck Center uh donated most of the money to pay for Top Golf. So, we're going to we're putting a list together to thank our vendors that will publish in the paper. We're also sending out notices to them. We opened up the conference with several speakers. We had our attorney Elena Gyos. We had the folks from CES. Um uh a couple people from CES came and spoke. Dave Wen from Elite. our tech people came and spoke to the staff and did a little inspirational thing. Randy Rich, former UNM football player and uh Bronco, go Broncos. Um and played in their very first Super Bowl. Um he came and spoke to the staff and they gave me a hard
073time about being old, but I've known Randy for about 50 years, so I was 12. So when we met, um but uh we just had a really good time there. The personnel are, I believe, as of today current uh fully staffed. Like I said, we hired a bus driver this afternoon and I his name just went away. What's his name? Jack Jack Bishop is back driving for us at Liebrook. Um and he will be uh getting his physical on Monday, I think it is, and conducting a new background check to be approved. and he's agreed to stay on with us all year. We did have a resignation of an activity driver uh officially today. So, we need to fill in there, but we're doing all we can to recruit and uh in the community and
074so on. We think we've got a couple more leads for bus drivers. Um let's see. >> We did. And she's also Is she on board? No, she's got to finish up. her background check just hasn't been returned yet. She's had it done, but um she's a parent of several of our students. In fact, several of the kids that are coming over here to this campus, and she's probably our biggest recruiter right now. Is she on online? Um which one is I don't see her on there. What was that? Oh, Ta. Uh Stella. Stella. Ta is online. Welcome aboard, Stella. we appreciate your recruiting. She's also serving on one of our Indian egg committees. So, uh if if we can get all the parents involved like her, it'll be extremely easy to keep things rolling. So,
075she's been great. Um already mentioned grounds and maintenance. We'll continue to talk about that through the evening. And then travel down on the list. I have out of state travel to the JOM conference. Um, we'd like you to approve in advance. The staff development and training. We have several things. Uh, I'm trying to get our admin team as a whole. We're just focusing on relevant training for our staff, not just sending staff to whatever scattered just because it sounds good. What's the theme, Mr. Moffett? I keep picking on him. Just because something's good doesn't mean we need it. Okay? Doesn't mean we need to do it. So, we're trying to really focus in on training that is effective and good for our community and for our staff and students as a whole and our team
076efforts like the Rocket program. That's that's a team building thing. It gets our our schools excited because there's a little bit of athletic component to it, but it's mostly instructional and it's hands-on. And those are things that, as we've discussed, we want to see hands-on. Uh, Miss Gyos did not mention, but her grant for the greenhouse, if you notice on the other side of the admin building, the greenhouse that understand that site was selected because water and power were available and it's not likely to need to be leveled should there be remodeling in the future. So, the greenhouse is close to completion. So, you're seeing some of those grants uh loose ends be tied up. Um, and Mr. Hakus mentioned that Crystal Mscos was on the CTE meeting. She pretty much ran the CTE meeting
077this afternoon for the state. So that's good to see. We're getting a lot of good uh focus put on uh the the school district here, the Hamus Mountain Schools. And uh I'm just hearing a lot of positive. I thank the principles for their communication to the communities. You saw the posters that went out and hopefully the ROOC calls are somewhat working. I don't get them, but we think that was fixed today. I did get I got your fire drill. >> So, we need to have each of you if you're listening in tonight and you're not getting the rooc calls, please call central office and make sure that Beta has the latest information. She found a couple glitches in the system even today that were improving, but parents are starting to tell us they're getting calls.
078So, that's good. That was one of the things we did at openhouse was ask parents to sign in with their latest information. That that's a a work in progress. So, um let's see. Uh we are trying to get at least two staff members to attend every schoolboard meeting throughout the school year and tell us tell you what they're doing in their classroom and just keep you up to date brief presentations. So, from both schools, uh CTE is going quite well. Um, we have some rock stars in this district that are doing great things. Um, transportation audits are ongoing. That was mentioned that Miss Mononttoya rode the bus, but the official transportation route audits started early this morning. At what time, Mr. Hawkus? 6:20, I think. >> 6 o'clock. Yeah. Um, that's an inside uh jab
079at Mr. Hawkins right there. Um uh we're I'm already contacting NM DOT about the grants that the district for some reason has not applied for the DOT grants. It's pretty easy money. Usually the state um hands out money to local school districts. There is a match process, but it's uh usually not a large amount of money, but it could do some patchwork on our parking lots or sidewalks curbs. It's outside areas. They could they could even improve certain bus stops if the bus is turning around at these stops and so on. So, we're going to be applying for that. And then it's time to think about uh begging the legislature. We've got to put in capital outlay requests are done early now online and I plan to put in for a couple of uh suburbans.
080You never know. All they can do is say no. So, we are applying for capital outlet money. If you have any specific ideas, that would be good. U Oh, and Mr. Moffett, you didn't mention we're working on hopefully athletic transportation after school for the kids that live toward Liebrook specifically. We can't run the route bus late. Uh, unless all the kids are involved in athletics, even if there's one student that's not involved, they would have to still have the tr the route bus go. We are working on um if we have a staff member or someone that lives outdoor Cuba or Liebrook, maybe allowing them to drive a school suburban home as long as they stayed to transport kids to a certain stop to make it better, easier for our parents. They wouldn't go all
081the way to Liebrook, but maybe halfway or something like that. So, we've got a lot of things in the works. Um that's it on my first report. So, you know, I preach and whenever I say I'm wrapping it up or in closing, that usually means about 20 more minutes. So, any questions? >> There any way that we could get that video that you showed at Northern Crystal like kind of selling our school? Is there any way that we can maybe Mr. Moffet has some strings to pull like with the local TV station just to put it out there? I mean, it's a cool video. So, We can call the press and do that. Um, I know a couple of the reporters just from the past that uh two of the networks out of Albuquerque, we
082could probably push that in the connection with Lannel and Northern and now the rocket program. If we could integrate all that, I'm sure they'd love to do a human interest story on our >> just to show off our kids, our district. And I mean, not just because we're little gyena, >> right? >> I mean, we're doing big things. >> Oh, we're mighty. So, I'm probably most excited personally about the boag and FFA program coming back. That's something I've heard from grandparents, especially, you know, back when I was in school kind of thing. It was big. and and we've had several comments from people saying that's a big deal to this community. Probably not so much the a side anymore because times have changed, but the hands-on with the the vocational side of projects. So things
083are going well, which reminds me, we need to get a certain Mr. Chicone, not to mention names, but initials, um at a meeting here to talk about his part in the rocket thing. and uh um he was very excited about the capturing kids arts program and I'd like to have it maybe Miss Gyos can push him a little bit talk him into next time. Okay, thank you. >> Any questions, Sandy, Robert? >> No, I'd be curious to see that video though. It sounds exciting and I do agree with getting feelood stories out there and human stories especially about our kids. I think we really need to recognize all the great work the CTE program and even our other programs are doing to I think it just boosts our kids' morale and our community. >> Thank
084you. >> Moving on to audit audit committee update. audit committee hasn't had a meeting yet, but as I mentioned earlier in the report, um we'll be scheduling one for a a status update and then another one for the exit. So, um we'll be scheduling those with Antonet whenever it's her convenience and and uh Sandy. >> Okay. Thank you. Uh policy updates. I question. >> Okay. We had talked uh a little bit about requiring all attendees at meetings to sign in and identify themselves whether online or not. And uh that's something I think yeah we have it on here for an action item a little later. Uh that would be the first policy uh that you can require all attendees to fully identify themselves whether they're online or not. Uh it would not include video. They
085don't have to put their face on there. But just as we have a sign-in sheet in person, uh it would be people identifying themselves first and last name online and then continue. And I talked to Joe Gian about that. Uh so when it comes down to approving it, it's not a new policy. So you don't have to do three readings. You can just say we would like to modify our current board meeting public meeting policy to require um signing in for identification. Um, don't know that there was any other policy updates at this time. Okay, moving on to uh discussion, no action. This is board secretary, duties and responsibilities. I placed this on the agenda because per your direction as a board, you wanted to have a discussion about um having your board secretary uh
086present at meetings uh physically present at meetings and I know there's been discussion about that prior to my tenure. So that's on there for that. Also some discussion about your expectations with job description going forward. There's no action on this item. It's simply a discussion item for tonight. So it's really up to you all uh what you would like to see and I know there's been concern about the length of the minutes for instance the recommendations from legal counsel and uh just in general practice at schoolboard meetings and public meetings is to have the minutes very minimally describe what was discussed not a transcript and uh such as uh purchase a new school bus. You wouldn't go back and forth about models and engine types and transmissions and all that. You'd simply say Kushman presented
087on our options for school bus purchase. Um there was general discussion and then uh Miss Srano uh made the motion to approve. Mr. Vhill made the second vote pass. you know, that that would be all you'd generally put in the minutes, but again, that's up to the individual school board. Right now, we're recording the whole meeting and the transcript through AI is produced for the minutes. >> So, do we currently have like our board secretary like description or duties, responsibilities? Do we have all that that we can look at? >> I do not know the answer to that. So, I can find out. Uh, Loretta's online and I maybe she can u let you know she is the board secretary and I'm sure she has a job description. So, Miss Taus, do you have a
088current description that you could share with the board? >> We can't hear you. You're muted. I'm sorry. >> It says she's not muted, but we can't hear her. Also, I think we should have our board secretary in person possible because it makes it kind of a lot easier. We're losing papers. Uh the the what was it minutes or what was lost? >> So, it's okay. >> Um I don't know. Miss Taus looks like she's trying to talk to you, but I cannot hear her. So Sean, do we know what's going on there? Stores, your microphone may not be working, but uh just for the sake of time. Um she's got the phone on, I guess. I'm not sure. >> Maybe we can Hold your phone up here. Okay. So, the question for you was, do
089you have a job description for the board secretary that you could share with both me and with the school board? >> Okay. If you could give us a past one and I'll check at our office tomorrow to find out if we have something current that you could further discuss and modify as needed. Okay. I >> Okay. You have any other direction or Mr. President that you would like to ask? >> Oh, that's all that we would like the board would like to try to have the board secretary in person if possible because it make it a lot easier like for the minutes hand over signing hand over to secretary right away instead of going from one person to the other and then getting lost. >> Okay. I understand that. But most of you guys do
090understand my situation. >> Family illnesses. >> Yes, we do. >> And it makes it hard for me to travel. >> Okay. So, Mr. Go ahead. I'm not sure how that could be corrected but there's at this point I cannot be in person. >> Okay. So Mr. President uh my recommendation going forward maybe um we have further discussion amongst ourselves about uh what your expectations are streamlining the job description updating it and then uh this is a position that would be at u the board's pleasure as far as hiring the position. Okay. Okay. So, thank you, Mr. Torres. >> Is that all? >> Okay, I think that's it on that item. Uh the next item on the list is discussion and action items. >> Yes. And the first one is go bond discussion. and online we
091have two representatives from uh RBC with us and then as you know we heard Miss Mononttoya's uh list and you all had an opportunity to travel around the campus I think u we I want to throw in here just a side note that we are planning an upcoming meeting at Libbrook I and we'll talk later about whether you want that in the next month or two months but and we'll make sure that announcement gets out but when we do that it would be good to also do the same kind of tour at the library campus. >> I'd say next month if possible when the weather still >> Yeah, still good. Yeah, >> we can make that happen. >> Yeah. >> All right. So, our representatives from RBC are on here. I'm going to let let
092Dice take it from here if you want and or do we want to just let RBC talk first or how do we want to do this? There's your button. >> Leave it on. I'll try to be quiet. >> Um, we have Eric Carrian who you all met last week um online. Eric, um, would you introduce your, um, partner there with you? >> Yes, absolutely. Uh, well, good evening, um, president, members of the board, uh, Eric Herrian with RBC Capital Markets. It's good to see you again. Uh Kaylee Wymerkersh who I work with in my office here in Albuquerque is also online with me. Um and so um just to kind of talk about the when we last met um we went over several different options that the um school board has in terms of sending
093a question to voters. Um it we we ran three different scenarios based upon uh a one mil, a 2 mill, and a three mill uh tax rate increase. And what the implications of those were. Um a 1 mil increase in property tax could generate a bond cycling program of 525,000 every four years. um and that would just continue to maintain that 1 mil rate and that would just continue in perpetuity. The district would also have the option to issue a one-time 20-year uh borrowing which would generate a million uh 1.7 million roughly and that would be for one mills for two mills. Um uh and I let me just go back for just a second. A one mil property tax increase would result in a $33 per year um increase for every $100,000 of home
094value. Um under the 2 mill um tax increase scenario, uh the district could have uh bond elections every four years in the amount of approximately 1.1 million. um or could go out for a uh single one-time 20-year geo bond issue in the amount of 3.4 million. Um and then the last scenario uh which was assuming a 3M tax increase, the district could ask voters for uh every four years for a bond amount of a,650,000. Again, that would just uh that election size would just continue in perpetuity every four years. Or you could look at um just a one-time uh issuance of 5.15 million. Again, that would just be a 20-year uh a 20-year borrowing. For a 3 mil tax rate increase, the impact per 100,000 of home value would be roughly $100 uh per year.
095Um, so you know, when when you go to actually decide, you know, what you want to send to voters, the election resolution will include an amount. It doesn't really include a tax rate. And so it's really up to the board to decide, you know, what is the amount that you want to send to um, you know, to voters? Uh, do you want to do a cycling program, which you're able to go every four years, or are you looking to try to maximize the amount of proceeds that you get up front, which would be a uh a uh just a one-time issuance, knowing that if you were to issue any additional bonds or go back to voters for any additional authorization prior to 20 years, it would most likely result in a tax rate increase. Um
096so just you know just providing you know and giving that summary to you. Again this is uh the same information that I presented uh at at at the last uh board meeting. Certainly happy to answer any questions that you all have about the process or the amounts. Um and so uh with that unless Kaylee I missed anything um certainly happy to turn it over for any questions. have a a question on behalf of the board. Uh when we're talking about match money to public school facilities authority, do they have a preference? I know that we have to show that we've maxed out uh to get the match and then to um I can't remember the term now to get the additional monies on a project that uh above our match and do they have a
097requirement on one of these scenarios you've presented. So in other words, if our match is 40 60 and we can't possibly bond for the 40% that we would be required for a major project, but let's say uh yeah, I think you know where I'm going. Do they have a requirement? The amount we do have to come up with. >> Yes. Uh superintendent and board members, great question. So um so what uh PSFA requires um for a for a waiver of of that match is um uh is is that the district have a um and it's generally a 10 mil limitation but given the size of the district and Kaylee I think you probably know this better than I do uh what the the the rate that you need to meet. Most school districts need to
098meet a minimum rate of 10 mills to um uh to get a a waiver, but given the school given uh Hus Mountain's district size, it is a lower rate um to receive that waiver. >> Yes, it is. And for uh small school districts, that mill levy is uh seven mills or higher. So right now the district has um the district has a mill levy rate of 2 uh 297. So to get to that um to get to that uh uh you know minimum you know rate for the waiver you would actually be looking at um something closer to uh 4 um about 4.7 ms and I can kind of give you an idea of what that would generate. while Eric does that too. One thing I just want to mention is that even if you
099do meet um the mill requirement, it's to be able to qualify for the waiver for funding, it doesn't guarantee that you will get the waiver for funding, too. >> That's correct. And that's a good point. >> Just good things to consider. So understanding, I'm sorry, but it's my understanding that PSFA is really working with the small districts like ours that uh because the money is in the pot right now, especially when our schools are rated so high on the list for replacement. We did a quick tour and our main campus here uh is considered two buildings even though we're really under one roof. Uh one one half of the building is number three in the state for need of replacement. So, it's not the list you want to be on, but we're number three out
100of all of the schools in the state and number seven on the other half where the Library School is uh quite a bit further down the list because it's such a nice facility. Not that it doesn't have needs, but it is it it's not even in the top 50. I think it's something like 80 or 70 something. So, the the idea is to strike while the iron is hot and we're in that top ranking. So we are very interested in those numbers and we have this campus. >> Yeah. Apologies um superintendent. So to to answer your question, if we were to get the um district up to seven mills, which would require a debt service tax rate of roughly 4.7 mills, um the uh the bond issues uh on a cycling program would be about
1012.6 6 million. Um if you were looking at a one-time issuance, it would be roughly um a little over eight a little over 8 million. Um it'd be about 8.1 million on a one-time basis. Th those those election scenarios would get you on a combined basis, which includes your operating mill levy, your 2 mill levy, which was just recently approved by voters, and a geo bond. That would push you uh right to the 7 mil levy amount. So, you'd be looking about 8.1 million on a one-time and about 2.6 on a uh cycling program. We did speak to the attorneys that write up the resolution. Um, they said they've spoken with the two of you about the wording and need for a special meeting to approve a resolution should the board take action tonight and
102get that in before the deadline. Uh, I think the discussion now, Mr. president is whether or not uh what direction the board wants to go. You saw some of the needs. By no means did you see all of the needs. We have a building that's sinking in certain places. Uh certainly a need for more safety features. Uh the roofing that was used in the original construction is a concern for long-term maintenance and then just other general projects. So, >> so my my question would be how much will we would we go out for? >> Well, the question I'm asking him is should we try to do the max or is there a way to do less and still get some kind of match waiver out of the public school facilities. Um, if it was lesser
103money, I believe we would just have to really prioritize and decide how soon the district wants to go out again. But uh you know just looking in this room for instance the glass blocks that are broken if you're in a general uh election or if you word it generally you say for needs of improvement on various facilities and where the flooring is needing to be fixed in certain places and completely replaced in others. heating in the shop area for instance, uh those doors that are coming off the housing, all of those things. You just the wording needs to be in general and money doesn't go as far as it used to. So >> So what like would we bring in somebody to take an estimate or get an estimate of what we how much it
104would cost or >> it's going to be more than our our bonding capacity. >> That's what I'm saying. Is it >> for sure >> if we're talking about all the real needs of the district, whether it's this year or we're it it's easier to do things before the building falls down and some cases repair just like at our homes, right? Um it's easier to repair the stuckle on the exterior and the siding before you have major water damage, that kind of thing. So, we're looking that on at that on a much grander scale. We we rely on you as the elected officials and the community members here to decide whether the community would really be supportive of this or not. And then it's our job once you make an approval. I've been involved in bond
105elections that fail and then you try the next year. Uh we try to go out and sell it. We use things like the video that's showing the positive things going on. We have the students do an open houses a couple times before the election where we actually have students lead the community through the buildings and point out the needs in that facility at both campuses. Um try to get the chapter house behind us um on the shade structure and educational things. And you don't promise uh a lot of specific things but in general we're going to have a list of priorities and move ahead on these needs for the district. We need a we need an expansion on the bus barn so that our new activity bus doesn't uh um get all the sun and
106weather damage. You know, they're sticking the back ends of those buses are sticking out of the bus barn and you can see where the older bus the paint the uh decal and the wrap are peeling off things just a lot of general. So I guess what I'm questioning is would be 7 million, 10 million, 2 million. What what what's the amount we would need? >> I'm sure if we had our veteran teachers here at the school and our new principal at LIbrook involved, we could easily spend 7 to10 million. uh you know literally I mean uh >> I mean we don't know if it'll pass but >> no our max our max would be what again Eric >> the seven mil which would bring in a one-time amount of what? >> Right. So, so that
107would bring in a a max of of 8 million if you did if you did a one-time bond issue. The the absolute legal maximum that the district could go to um is would be 14.8 million. That that's the that's the constitutional maximum that the district could go to. But to get you to the seven million, I mean, excuse me, seven mil limit, you know, for PSFA to qualify for a waiver, um, it would be an $8 million one-time issuance. >> So, my recommendation, Go ahead, Grace. >> Is it okay to ask the question? Um, Eric, you didn't mention um the cost to the taxpayer on that. Um, I think that that's something the board needs to consider as well on that map on the uh >> to getting to the seven mil. >> Thank you.
108Great uh great comment. Uh yes. So so for 4.7 mills that will cost a uh a taxpayer per 100,000 of home value uh roughly $156 per year. your presentation, but could you kind of explain um how they come up with the value of your of your house or your property? >> Yes, absolutely. So um so your so so your your home um so the so the assessor places a value on your home. It may or may not um equal what the market dictates that the value is. And in some cases it can it can often be lower. Um but you know the assessor's value um of that home the way that it works is that um for every 100,000 of value that the assessor places on your home the uh the the tax increase would
109result at $156 per 100,000. And if you want to you know if you want to understand what the impact would be um you know for various home values you basically take the value you um you know you divide it by a th00and and then you divide it by 33 and then you multiply um you multiply that the the tax rate by that number and that will lead and and we can you know we we can certainly provide um you know a sort of a detailed chart to the district as to various you know home values and and the impact um you know to those to those values. But you know for example a $300,000 home you know uh home value the tax rate will be in and around you know $470 uh per year. Eric,
110that the home that the value the assessor puts on the is divided by is a third, right? >> The third taxes on a third of the value of your property, >> correct? >> The full value. >> So, with the caveat, you all know your community uh better than I I say our community, but I'm still the newbie here. um whether people would uh be supportive. I mean, if we're jud judging by the last two weeks in the community with the school, I'd say it'd be pretty positive support, but it's our job to sell it. I don't know. There's always people that are against bonds. I'm not big on bond elections. I mentioned that before, but we do believe in local control, and there's a lot of good things going on at the school and ways
111to make this positive. So, I think if we're going out for a bond election for the long-term good of the community and mostly for our students that are up and coming, our grandkids and so on, uh, I would go for, personally speaking, I would go for the amount that gets us the best match from public school facilities. And I really do believe looking at the political climate and the money that's in the coffers of the state, now is the time to do it. If we're going to try to do it anytime over the next the future, now is the time because they're very uh they expanded the list of schools that will qualify uh for the match money right now. It's higher now. They're matching more districts now than they ever have in the past.
112And we just don't know what'll happen if there's an economic downturn. So now is the time to >> I know last time we tried it didn't pass. I can't remember what how what the amount was, but I don't think it was 10 million. I think it was Yeah, I can't remember what it was. >> It was probably quite a bit less. And um but again, that's my opinion is if we're going to go for something big, we should go for the best m the way to get the match. Um >> I mean, all we could do is try. I mean, our community is a lot of older people and are on fixed incomes. And so, I mean, that's one thing that we have to think about, but I mean, we could just try it and
113if it passes, it passes. If it doesn't, doesn't it? I mean, the only way we're going to find out. >> I agree with with Antonet about trying. The worst thing that happens if it doesn't pass, but we've got to do something for our community and for our kids. And we're talking about, you know, celebrating and putting out there all these great things. our students are doing through CTE and now FFA and all these other programs, but we're not doing anything to improve the school that they're in. Eventually, everything we're doing academically isn't going to it it's not going to match up to what the facilities are that we're providing. So, we've got to get the facilities up to standard. And I also feel like every year we're approving more and more and more expenses on
114fixing things at the school that if we had an opportunity to maybe get a this to pass, um that would help alleviate some of those expenses and then we could put that money back into the classrooms and the education versus constantly repairing things that are falling apart. Um just my my two cents. emphasize that bond elections should never be used to uh buy short-term equipment, pay for sta, they cannot be used to pay for staff, that kind of thing. They need to be used for long-term items. Uh I don't even recommend generally going out and paying for activity buses like some school districts do with bond money. That, you know, that's a temporary thing. You want quality that's going to last. Spend more upfront for something that'll last the community. leave. It's just like this
115gymnasium. You know, everybody still talks about the quality of this gym and this district's had a reputation for one of the nicest gyms, especially for a small district in the state of New Mexico. So, that's this is a perfect example of a quality product that can be emphasized. So, With that, we can take a vote on uh and if we want to go through the go bundy Robert, >> I motion to vote to approve the go. >> Excuse me for just a moment. In your motion, we would need to know the amount along with whether you're going to approve going out for the bond. >> Yeah, that's what I was going to say. What's the amount that we would That'll go out for >> maximum. >> The maximum is what? >> 8.1. >> Eric, could
116you repeat what we're what we need to vote on if we're going out for the max allowed uh for the or whatever we need to do to meet the match the >> Yes. Super. Yes. Uh, superintendent, board members, uh, we would recommend that if the, uh, district wants to get to the 7 mil limit uh, and generate the maximum amount of proceeds, we would recommend that the uh, uh, the district send a question to voters in the amount of 8,100,000. >> That would recommendation. >> Okay. So they have a motion for 8.1 million on the bundle. >> A motion. >> I second. >> Motion by Miss Sandy, second by Miss Lucy. All in favor? >> I. >> The motion carries. >> Thank you. Now we're going to need to um uh request it can be
117online, but we need to get the language put in place very quickly and we need to have a special meeting. Um what's our deadline, Eric, to get the wording to the attorney? >> I believe it is August 21st. Um so I would recommend that uh the board um try to have a special meeting as early as Monday. Uh I think there's a 72-hour requirement for special meetings. >> Correct. We could do it on Monday if you all are available. we can uh we can make sure that the um Cuddy Law Firm will have that langu will have the resolution to you as early as tomorrow. >> We spoke to Carlos earlier today in preparation for this. That's the new attorney that uh is taking over much of Pat Ives work as she retired. And so
118we c we could get that language out quickly to you all and uh if Monday would work for a majority of the board we could do it on Zoom. >> Stand Robert would you guys be okay with Monday? >> Yes. >> At 6 o'clock is for you at 6:00. >> I'm good. I don't see Robert on anymore. >> Oh, okay. We have someone on an iPhone. Uh I don't know. Uh we could ask them to identify themselves on the iPhone. >> Currently not. So um we could you want to plan Monday at six o'clock? >> Yes. On Zoom. >> Okay. >> In person. >> We can do in person. >> I prefer in person and Zoom if you have to. >> How many? Okay. So we'll put it as either option. So, those of you
119that have trouble getting back that soon, we can we'll do the usual. And so, uh, Loretta, can we get that out there? Um, I don't think we'll have any additional items on that meeting. Just make it short and sweet. So, okay. >> Eric, could you um have Carlos or yourself give us the um language that needs to be on the agenda, please? >> Yes, absolutely. Loretta wants to talk. >> Okay. So, we'll get that done for Monday. We'll get the language out to you as quickly as possible. U Eric or Kaylee. Kaylee, I've not met you. I'm sorry. Apologize for that. But, uh uh we can talk tomorrow and get the details ironed out on this on the language and such. >> Sounds like a plan. >> Very good. We will be available. >> All
120right. Thank you very much. >> Thank you. Have a great rest of your meeting. >> Thank you. >> Okay. Moving on. Was that all on that? >> Okay. Moving on to number two. Out of state travel to Denver to jo to JOM National Conference. Mr. So, it's my understanding that JOM uh all but requires that each district that receives money have a representative at the national conference and I am unable to attend uh due to a conflict and so I've asked if Miss Mononttoya would do that uh in my place so I'm recommending out of state travel to Denver for Miss Mononttoya to the JM conference. Have a motion. >> I move. >> Motion by Miss Antonet, second by Miss Lucy. All in favor? Hi. >> Motion carries. Going on to number three, November board
121meeting date discussion. >> Okay, that's uh me. I have an important conference in unit uh 16 in November and uh will not be in attendance at that meeting unless we move it up a week or back a week. I uh pleasure is yours. But um and I doubt that wherever I am we'll have phone service unless I complete the conference on Saturday. fourth. >> Move it up to the fourth. Is that uh that election day? >> That's election day. >> It's al Oh, we can't use this room on that date. We could move it to a different day of the week though if you wished. >> Yeah. >> Would you like to check calendars and see? >> How about the 18th? It's the following Tuesday. Uh, one of our me other members can't do that
122on uh, Tuesday. Um, >> first week is fine. >> What about the Thursday of the first week? >> The sixth. We could still do it the same night. Uh, but we could just change the location to another room on on the campus if you wanted to. If you want to do it election night, sixth. Okay. >> Is that okay with you, Sandy? Yeah, >> Thursday the 6th. Okay. And hopefully Loretta got that. Um, we'll double check with her later. >> That does not require a vote. That's just a consensus. >> So, moving on. Number four, kitchen staff salary. >> You want me to address this or >> Okay. So, uh, in doing, uh, contracts for the school year, uh, Patricia was writing up contracts and she found an error on the Cook salary schedule that's
123apparently been there for several years and it had to do with the number of hours that the salary was based on. So, it was inaccurate. The hourly rate was correct. So, we're asking, I think you have it in your packet for an update on the uh, salary schedule for cooks that you approve that. uh the it only applies to one person uh currently and we've already talked to her about any adjustments. Um it did not adjust her annual salary for this year. So um she there was a um a difference of the pay that was due her from last year and uh as it's a personnel issue I'd rather talk about that in executive session but I'm asking for your approval of the salary schedule as presented. We have a motion for the salary schedule.
124>> I so move. >> Motion by Miss Antinet. >> I second. >> Second by Miss Lucy. All in favor? >> I. >> Motion carries. Moving on to optional food vendors. >> Okay. We've uh been having trouble with our current food vendor on delivery dates and schedules. Uh Cisco, sometimes they're good, sometimes they're not. Uh we have been shorted u on deliveries a couple of times because of their schedule. So, I'm asking for the okay to go out to other food vendors as options, uh, CES approved vendors, so we wouldn't have to go out to bid, but just as a backup plan, but that does require board action because Cisco was the, um, primary vendor chosen, right? My understanding. So, I'm asking for your approval to use other CES approved vendors. Have >> a motion. >>
125Can I add to that? Um, now does Liebrook do they deliver to Liebrook or we deliver to Liebrook? >> Yes. >> The answer is both. And that's part of the problem is they have not been timely in all their deliveries. For instance, we'll be short. The cafeteria wants fresh food in both cases. Both of our head cooks want fresh food when uh all the time and that requires that they have it delivered on a certain day of the week. Francisco has been pushing us back. And so again, Mr. Moffett's picked up food. Veta goes many times early in the morning with food to both campuses and uh we're scrambling for tomorrow's lunch here on this campus and VA was the hero there and found the supplies we needed. But we're having the same problem on
126both campuses. Right. That's a problem. So, uh we these two vendors would be Labat I believe direct and uh Shamrock possibly. And is there one other? I think those are the two major ones. So, this will give us a good backup plan. And most of these these do vendors do deliver up to Bloomfield and Farmington from Albuquerque. So at the library school that would definitely help. This campus is the one that's a little more out of the way in this case. >> A motion motion by Miss Lucy. >> Second by Miss Antinet. All in favor? >> I. >> Motion carries. Moving on to six. I already I already mentioned this but uh in discussion with you Mr. President, we would like to modify the current meeting, board meeting, public meeting policy to require that all
127attendees in person or electronically uh must identify themselves uh for the meeting. And if they were online, for instance, and we didn't have them identify themselves, they would be blocked off of that meeting um just like we require as a sign in here at the uh meeting in person. Okay. Do I have a motion? >> I so move. >> Motion by Miss Antinet. >> I second. >> Second by Miss Lucy. All in favor? >> Motion carries. Moving on to adjusting journal entries. M Reese. Well, there's nothing. Yeah. So, we'll go down to uh approval of bars. I'll take what one two. >> Two. Do you have a motion? I moved >> motion by Miss Sentinet. >> Second by Miss Sandy. All in favor? >> I. >> Motion carries. >> Moving on. Executive session. Mr. Superintendent.
128>> I recommend we go into executive session to discuss personnel with personally identifiable information and potential and pending litigation. We also take a brief recess prior to that. and for the public's sake to say that we have no action after executive session. >> Sandy, >> ready. >> All right. Executive session notice is hereby given that the Hemis Mountain Public Schools Board of Education will meet in executive session pursuant to section 10-15-1H2 of the New Mexico Open Meetings Act, limited personnel matters to discuss personnel with personably identifiable information and potential or pending litigation. How do we vote, Miss Lucy? Uh, Mr. Randy, >> yes. >> Miss Antonet, >> yes. >> And Miss Sandy, yes. >> So, the board will go into executive session. >> And I know it's uh not a policy, but in the past,
129you've had board members step away when they're not in person, but I would like to ask with your indulgence to have our board members on on with us in executive session. You'll have to change to create a >> Yeah, we'll have to create a quick Zoom link if Sy's able to join us. Are you able, Sandy? >> Yeah. Thank you.
