Time is 6:06. This special board meeting of the Heismon School Board of Education will now now come to order. Miss Sandy, can you speak roll? >> Yes. Mr. Randy Cordova, >> present. >> Mr. Robert V Hill, >> present. Miss Lucy Morphine present. Miss Antinet Serrano Martinez >> and Miss Sandrahawk present. >> And Antonet just drove up. >> President, I would recommend that we go ahead with the pledge and approve agenda and then wait for her to come into the room. >> Yes, we lead us. >> Pledge allegiance to the flag >> of the United States of America. and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you. Moving on to approval agenda. Any changes or >> none that I know of. Okay. Could
I have a motion? >> I so move. >> Motion by Miss Sandy. >> Second by Miss Lucy. All in favor? >> I. We're moving on to uh presentation is the the go bun discussion. Mr. Kushman. >> Okay. We have a guest from RBC. I don't know if she would like to uh discuss anything on the resolution uh for the the question at hand for a bond election. >> Uh yes. Good evening, President, members of the board. My name is Kaylee Wymer for RBC Capital Markets. Unfortunately, Eric Harrian had a scheduling conflict tonight, so he couldn't make it. But yes, the resolution in front of you asked voters uh for permission to issue up to $8.1 million. That election amount was determined off of increasing your tax rate by $4.80 so that your total residential tax
rate would be above $7 so that the district could potentially qualify for a PSFA waiver. Inside that resolution, you'll see a general obligation school bond question. Um, that's the exact question that will appear on the ballot, too. You know, with that question, you'll notice that it's quite um wide in its range and quite open-ended. You know, this is by design to give the district the flexibility to be able to use the bond proceeds on what you feel is uh best and needed. And I'll stick around and if there's any questions with the approval, but again, we went over everything at the last meeting. Tonight, it's just approving that election resolution. >> Thank you, Mr. >> President. for our last uh board meeting discussion and Q&A time. Uh I recommend we keep the language as presented
to keep it general in the nature of what we can use the uh bond for uh going forward. Okay. So going up to discussion on an action item consideration of an approval of a resolution proposing general obligation school bond ballot question and other matters relating there to Mr. I guess that's me again. We probably don't have anything else to add unless uh Miss Sutherland does. She's online. Um but I think we've pretty much covered it. We are finding more issues as we uh tour the campus and and see uh general repair needs, construction needs, that kind of thing. And um I will inform you that I did meet with one of the uh home mobile home companies last Thursday and we're finding the installation cost is quite a bit higher than originally quoted. uh the
homes themselves, it's oh, it's this price, but then the the price for uh setup, hauling it in and setting it up is is about three4s of the cost of the mobile home itself. So, I'm meeting with another company this Thursday, but I I tell you all that to let you know that we do want to pursue the match on the teacher um portion as well, and this bond would allow us to do that. Okay. Any other questions? Robert Sandy, >> can we like split it use to do different things or we just have to use it on one project? >> No, it's generally worded so that we can use it as repairs and new construction as needed. Uh, and I don't know if Kaylee wants to add anything to that. >> No, superintendent is correct.
Again, you can use the bonds on a range of different projects that are best suited for your needs. And we've intentionally kept it general. We don't want to focus on just one thing because then you're locked into that. >> Okay. Thank you. >> And will we get a match from SFA or >> once the bond if the bond passes and then we go and there's an application process which they can help RBC would help us with as well. And uh it's highly likely at this point based on what we've seen the last two years from other school districts that are similar to ours and similar bonding capacity that they would do a match waiver in our case and that's what we're hoping. So there's no guarantee of that. You never know what'll happen a year
from now and that we would want to move quickly in that process this winter. We have some strong support here in northern New Mexico uh and on the committee to help us get that done. Okay. Any other questions? >> I have none. >> Robert, >> I think it was S. >> I don't. >> Oh, no. Oh, I thought she said I have one. She said I have none. Okay. >> Okay. Did I have a motion? >> I so move. Motion by Miss Antonet. >> I'll second. >> Second by Miss Sandy. All in favor? >> I. >> A motion carries. So, moving on to announcements. Regular next regular board meeting will be Tuesday, September 9th at 6 PM in Libuk's schools. >> Yes. And we also have a regional board uh dinner meeting coming up. You
probably got the email again. Um, we'll get more information out on that as well as some other regional meetings that I'll keep you posted. All right. >> Monday, September 15th at 5:30 in Tos this one. Okay. I have a meeting in Pinasco. Can't keep track. >> Okay. With that, we have a motion for adjournment. Motion by Miss Lucy. >> A second. >> Second by Miss Antonet. All in favor? >> I. My motion carries. Thank you. >> Have a good night. >> Thank you. Have a great night. And yeah, if you have any questions leading up to the election, please feel free to reach out to myself or Eric Harrian. You know, that can include election materials also. We're happy to review those and even help you guys create kind of a pamphlet or a fly
or anything like that, too. >> Yeah, we'll definitely be in touch and I'll probably stop by your office in Albuquerque in the next week or so um to get moving on planning. Okay, >> that works. I I'll be on the road um through Thursday, but Eric Harrian should be around the office. >> It won't be this week. Okay. >> Next week at the earliest. Okay. >> Awesome. Well, wonderful. All right. All right. Well, you know, have a great night and thanks again for having me at your meeting. >> Thank you. Night.
