001Great. Everybody ready? >> Lucy Sandy. >> Yes. >> Okay. This regular board meeting of the Heisman School Board of Education will now come to order. Time is 6609. 609. Uh Sandy, can you take roll call? Uh, yes. Miss Antinet Serrano Martinez, Mr. Randy Cordova, >> present. >> Miss Lucy Murphy, >> Miss Sandra Emler Hawkins, present, and Mr. Robert Beh Hill. >> I think Robert told me he's not going to be here. >> He's working. >> Oh, okay. Okay. Okay. Uh Sandy, could you lead us in? >> Of course. >> Um I pledge allegiance to the flag of the United States of America >> and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> You moving on. Rule of agenda. Anybody have any questions, changes? Sir,
002>> there's a major title executive session description. Executive uh session should say uh personnel with personally identifiable information. We have some personnel issues to update you on. And then uh I think uh we didn't note it separately, but under budget, we were going to talk about the housing rent rates under the budget approval as part of the budget. Just want to put that on the record. That's part of the discussion tonight. Okay, that's all I have. Okay, >> I still move. >> Motion by Miss Sandy, >> second by Miss Lucy. All in favor? I >> motion carries. Moving on to the minutes. Approval of the minutes. Anybody have any questions? These are for the May 20th board meeting. >> No questions. >> None. >> Have a motion. >> I motion to approve. >> Motion by
003Miss Sandy. >> Second by Miss Anton. All in favor? >> I. >> A motion carries. Moving on to board recognition. Is there Mr. with it >> that I'm aware of anyone else said. >> Okay, moving on to public comment. Is there any public comment? >> Believe so. >> I didn't see I didn't see any. Okay, so we'll move on to uh presentations, Mr. Superintendent. Okay. So, under presentations, we have the folks from the Northern New Mexico College, uh, including President Hector Balderas. We're welcome our honored guests. We have some issues to discuss with you also. Not sure who's doing the presentation, Skyos, or >> if you wouldn't mind, could we have you come up with the mic here? Use that. So, yeah. Thank you. >> Testing on. It's on. Nice hat, by the way. Broncos.
004Uh, honorable members of this board. Um, I'm President Hector Balderas, uh, president of, uh, Northern New Mexico College. Uh, here I have my boss with me, our chairman, uh, Mike Martin. Let me give him a mic. >> Good evening, uh, members. It's nice to see you again. I was here in 2019 before this board asking for support for the Milvi and we appreciate all the support that you've given us with our trades. Thank you. >> Thank you. And Mr. Chairman, um I also have Frank Letta. Really, he's our godfather of trades and CTE and a real road wire for outreach. He's one of these great educators that not only do we have faith, but he blogs the miles. And as as we know, we have a real high commitment for rural communities like this one.
005And so he's going to be uh presenting uh technical aspects of the presentation, basically where we were at and where we're where we're going. Uh but I'm here to convey our support uh the president and I you also have uh board member Serrano as a chair of our board uh in in the branch community college. And so we want you to know that uh we want to be accountable to you. We want to hear what your priorities are, but most importantly, we just want want you to know uh you're you're our partner and we consider you a VIP community. And so it was really important for us to to be here and we love uh the invitation. Um also I over ate the apple pie and the Frito pie, so I'm a little >> a
006little stuffed, but we weren't going to turn that down. I uh would love also just as a someone who respects boards as the CEO of the college if I can just share a couple points that I know are important to you as community leaders. Number one is um our our president was just commenting, you know, we we really struggled to get a clean audit in nearly a decade and we are now um in our second year with two clean >> and when we arrived we were on the at risk list, the watch list uh for higher education. We are now off that list. The reason I want to share that is you're our partners in getting that word out that that that's this community um you allow us or you trust us with your uh
007students. And so we want you to know that that um why can't we be good governance leaders in our community? And so that's the first issue. The second is we're going out and getting other investments. So we want to hear the type of courses and the type of partnerships you want in the future planning it out. I don't want it to be lack of resources. That's one of the reasons I came home and u and I must say you have some real superstars that are here on the ground and I just want to acknowledge we were blown away on the tour just now really the diversity of offerings. It's great to see your students in podcasting, computing, welding. Um, we're I'm going to for sure we're going to be your client and buying trucker hats
008and t-shirts here with the the amazing program that we just got to see the the t-shirts and embroidery work that you guys are doing. So, just as a leader, um, we think Northern is in a really good time frame the next several years, both from a financial aspect, a leadership aspect. We pride ourselves now. We're not going to be fighting with each other. How does that benefit you all as a board? We want to we want to be better servants and and better partners to all of you. So, these are exciting times for Northern. The other thing that's exciting is at the legislature, we think that we're finally uh getting our fair share. And one of the opportunities that I hope trickles down to some of our rural communities is we outside of the funding
009formula, outside of the traditional norms, we went and secured a $4 million investment. So New Mexico State is going to be helping us launch online programs. And so project management, business degrees, nursing degrees, teaching degrees. Your community here could potentially secure a bachelor's degree. So, we're going to really try to innovate and also deliver the kind of collegiate services that all our young people want. You know, you see how they get on computers and they order a pizza and they expect things fast. And so, we're also innovating and creating some operational excellence that I think we share a regional commitment to having this community survive, create economic opportunities. So, just without a real brief update, um I'd like to call maybe Mr. Loa and he'll walk you through. This is more bedtime reading I think
010um but it's just a packet to kind of share really what the progress of our trades program and how we think you can benefit by directly uh continuing to evolve our offerings. So Mr. Laura, do you want to walk them through Well, thank thank you uh today. Thank you. our plumbing instructor that first year in November got the electrical degree going again. They both have certificates and our electrical instructor instructors. Um and we started you know building our labs down there in El Rico and you know El Rico at campus at that time was not a very nice place to be. So uh it was a lot of work. Um we brought uh students in started bustling them in they were coming in that first year we opened in 21. We we got six credit
011students up there. um transportation not sustained so started spreading out. >> Yes sir. Um your principal at the time started bringing one of your students out to the El Rico campus we called him and uh great student. He's saw him the other day at Northern. He's in a different program. He started out in the electrical program went to welding and he's now majoring in engineering I believe. uh down there at the at the main campus um helped us out a lot here when we started coming here. You know, it wasn't sustainable to have these students transported to Elvinville campus. Your administration asked us to come up here. So, I started coming up here and twice a week I teach electrical trades up here and we started building this rapport blah blah blah. And that's what
012happened in a lot of our other schools and and our other partner districts as well. We started going out to the district schools and teaching out there as we were recruiting full college students go to our beloved campus. We developed uh on page four the date plugging and pipe fitting IAS and certificates, electrical trades AAS certificates. We have a carpentry AAS. We have an Hback certificate, the welding certificate and a solar PB certificate. These are live programs with financial aid behind them only accredited by the high learning condition that the train uh training sites of course they'll be for the campus Espanola campus now we're now campus we've renovated the site there we have a nice really nice lab there we are in Albuquerque local 412 plumbers ers and pipe fitters. Uh that's our site
013there. That's like northern New Mexico learning site. Um and we come here Coronado. We're in Espanola. We're in JZ Valley High School in Pueblovo. We're a Waltor Charter. We're in Escalante High. We're hockey valley high. And the charter comes to us. They said this stuff. We're in discussion with the New Mexico. That's New Mexico. Let's start off the electrical state. We're working on it. We have additional locations. These are learning sites recognized by the higher learning commission in the New Mexico Department of Higher Education as northern New Mexico sites at El Rita of course Espanola Albuquerque Espanola Valley High School James Valley High School and to a charter we're proposing students here your students are accumulating credits here at at a rate where whether we have to apply for for an addition ial site here
014if you want to continue to keep them on that pathway that's a requirement of higher learning commission once they've reached the 50% threshold of a certificate and or degree then we have to put in this application and uh and this make makes this site an additional learning site if everyone agrees to that right uh full-time faculty go but Unfortunately, he couldn't make it tonight. Uh he's our chair. Great man. Uh hardworking guy. He'll he'll he'll uh he'll make your program work. Steven Skelton just retired. Marvin Romero is our journeyman electrical instructor. David Sandival is our office manager. Kenneth Moya is a pipe fitter welding MC3 instructor. I am the current CT director. We have Joseph Baznagna who's a MC3 IET instructor. and I will discuss our Christian Gomez, our student training advisor. We are hiring
015a carpentry instructor soon as fiscal term for July. Uh we have funding for two years on that. So we got to make that work, get that enrollment in. Um we're hiring a HVAC electrical instructor turn of the fiscal year. And with Steven leaving, we're going to start a plumbing instructor as a part-timer and a solar PV as a part-timer. Um, page after that, I'm marked. Um, this is our adjunct faculty. We have adjunks. Crystal's one of our adjunks. Crystal Gos Escalante High. We have a couple there. Sandra McCarl does all our energy stuff. And most of these guys here are down in Albuquerque and Espanola uh in our plumbing apprentichip program. It's just a couple of pictures of our shops. This is the Elrito campus. Have a nice piranha CNC machine out there. Some industrial
016trainers for electrical. Got some real nice shops out there at Elrito. There's a student. He just graduated as a plumber. Both of these students have just graduated. This other one is an electrician. The electrician to the left, the electrical trade shop video. So, we're the branch community college trades department is is home is at Elco. That's why this says academics at Elco. What can you learn? Well, you can learn a lot of things. You know, first of all, we're going to start you off with safety. We're going to put you on a machine. We're going to put you on a pair of scissors until you know what what's safe. Okay. We're going to shoot you HVACs, valves, pipe fitting, soldering, bracing, cutting and bling, layout, design, carpentry, fixtures and rigging, plan reading, motor controls, power
017quality and distribution. Those are only a few things that we teach there and at other places. This is one of our students here. There's a nice video there. I encourage you to go to that link and take a look at that video. Uh there are some student uh uh interviews there that are are very insightful and um and helpful for us to understand what they need from all of us. Right. This is the plumbing and piping center excellence. This is our Albuquerque Center. This is our apprenticeship program for the uh plumbers and pipe fitters. The UA412 We started this in 2020. The plumber pipe finishing went to Elto. It was supposed to start in El RTO and they took a look at the campus and they said that's okay. So, how do we recover from
018that? Well, let's do it at your place. Let's uh let's let's do something innovative here. Let's apply to the Higher Learning Commission and turn that into Northern Site. and they went for it. So, we're still there. We had uh you know, we we average about 160 students per year there. We're running that at a no cost. You we get we actually get a we're actually have a little balance on on that on that on that endeavor there. So we we work with the adult education program and the integrated education and training program IET. So the state of New Mexico has allowed the higher education department has allowed us to provide dual credit to those who have not obtained their high school education yet and are out of high school as long as they're enrolled in
019an IET program. So what we do is we deliver trade content and health CNA and phabbotomy is part of this uh to these individuals who are on their second or third chance striving to get their high school diploma. So we teach them this trade and or health content to use as examples to raise their literacy and comprehension skills pass their high school equipment test. They're getting dual credit at the same time. They're enrolled in apprenticeship, pre-apprenticeship programs. They get pre-apprenticeship. They get industrial certifications. They can go work at the hospitals and or the trade unions once they finish that and complete their high school diploma. This is, you know, this is this is what the branch campus does. Right now, we offer the multi-core curriculum, MC3. That's a pre-apprenticeship program that gets your student into
020uh trade unions, plumbing, pipe fitting, iron workers, interim credentials. That's a pre-apprenticeship program that uh has direct entry into the IBW. Um these programs start here in the high schools as well. In fact, these trade our trade industry partners prefer that we start with, you know, sophomores, junior seniors. And so when they're out, they grab them as soon as they're 18, put them to work as a full-time apprentice making wage. We have the youth build program. Youth build program is uh is a partnership. Uh we we have with the uh uh Fern San Juan County Foundation that's a deal department of labor program and uh these students uh get a stipen 250 bucks a week and uh we train uh on a on a on a real actual house. They're fixing up houses in the
021Rico right now. And uh your bill has to be the student has to qualify by either have dropped out before, be a school dropout, withdraw for whatever reason, have been incarcerated, have parents ever incarcerated, or you know, have some kind of risk that qualifies them for the youth build program. So pins, we're in year two. We're in year, we just finished year one. We're going to start year two of a two-year deal contract and we hope to continue that relationship and get keep funding keep that those funds coming in. Those are just some of uh our students in that picture. Um the youth build program uh calls for them to do volunteer work to be part of it upfront. So that's just them doing their volunteer work to get in the program. We just uh
022uh received a contract from the state of New Mexico, professional service contract for a pre-apprenticeship uh program, state registered pre-apprenticeship program in carpentry. The free apprentichip carpentry program is designed to equip aspiring carpenters with essential skills, knowledge, and hands-on experience necessary to excel in the carpentry trade. This program addresses the growing need for skilled labor in the construction industry and aims to create pathway for apprentichips and ultimately gain full-time employment in carpentry. So it's a 16we program semester carpentry theory construction practices hands-on work safety training upon completion direct entry status to the Western States Regional Council Carpenters Local Apprenticeship Program. We have an MOU with the carpenters. We started thatou two years ago and they helped us design and build this associate of applied science degree in carpentry. They want other things too. We can
023get Yeah. So the associate applied science and carpentry utilizes nometrical higher education department trades common course identifiers and learning objectives. That means that that degree if they come to us and they take two or three four courses they go to Albuquerque. Guess what? CNM is required by HD to have the same course identifier as your course objectives. So there's no articulation or transfer at all. Okay. all over the state of New Mexico. This is the first associate applied science carpentry. It's sponsored by the western states regional council carpenters been working with them since I got they're not you can't just throw something at they're very meticulous and the design of what they want. So after two years we finally came to terms on a degree. Now we're going to come in terms of the certificate
024that's designed more for industrial processes and for this apprentichip and of course they refer to as a journeyman carpenter as the lead instructor which will be starting soon. We'll be using career connections that's their pre-apprenticeship curriculum. We use IC curriculum for the IBW. We use MC3 for the UA412 and we're going to use career connections for carpentry 1319 at uh going back to campus. We got those labs up really nice. They're nice to look at. They're really nice, but getting people there has been a challenge. Who wants to drive elderly built struggling young student, you know? I mean every penny they have go they'll see watching movies or whatever you know so we're going to get the gas money all time drive to so we had to do something president Balderas opened up a building
025for us down in Sola and we renovated it and we have labs there too as well just a couple of pictures there's a CMC plaza cutter that you guys have right right here we have those uh in other schools as well. Um in Elito we have the monster the piranha lannel bought that for us. That's and there l's very very very supportive and they they help us out in many ways to to to make sure that this trade program continues and continues to grow. So we also have nonredit programs. We run concrete camps, lineman camps, code training, uh micro grid projects. We have the uh grip project at Elito. That's a big department of energy project that we're part of. We have contracts with the state uh energy and natural minerals department. We have contracts
026with them to provide training to do research on energy storage and batteries. We have been funded by the department of workforce f uh workforce solutions through hed to run nonredit camps and provide short training to get these people out in workforce. So we we we run them. We have them. We do a fine job at it. We have additional camp scheduled this year. another carpentry alignment man alignment camp and HVAC camp welding camp CDL permit training hydronic electrolyer research and demonstration project and a grid resilience and innovative partnership training program coming up so so we're pretty active bunch we just uh finished a a partnership project with Western Colorado Colorado university that President Baldderas and and President Baka of Western Colorado University put together. We sent our trades people up there. They ran a camp.
027They built a building. They put solar panels up. They just got back Sunday. This is very successful. They're invited to go back. They're trying to hire all of us. Yes. So, we got a fun out there named Butch Clark's helping us a lot. He's given us a lot of money to uh buy equipment, pay salaries. So, it's it's been he's been very generous. We train in sustainable education, energy conservation codes departments like the Albuquerque Department of Energy, uh, Los Alamos County Department of Energy and several other uh, government entities that rely on us for this training. and we'll collaborate with other community colleges and ports and other colleges uh to make this all happen. You know, it's better to have more than one look at things and to collaborate always. This is just some enrollment
028numbers here. This is the elev micro grid boundaries and loads. Just a map of where that research project is happening right now. Just a picture of a battery storage unit. We're going to have something very similar up there in El Rita pretty soon next to the solar array up there. And you know, of course, we have the mil levy that helps us that that that you all help get to start this whole uh Branch Community College program. Um there's, you know, we've been getting some funding for supplies and equipment. That's not to mention salaries and overhead and all the, you know, indirect costs and direct costs, but we also get grants and contracts. Um so we're out there getting funds wherever we can keep this going. Um so you know uh we have an appointment
02917th of this month with the state to get on their uh uh on that state uh carpentry apprenticeship program to uh start getting our students qualified for funding. So, we're hoping, this is a hope, it's not in stone yet, to to uh fund 30 students a year at 20 hours a week at whatever the state wants to pay us. We're hoping at least 15 bucks an hour to be carpentry pre-apprentices starting at 16 years and older, 16 to 29. So, we can get that funding, that'd be great. guys got a carpenter out here give me some training. So that's uh that's it. Any questions for me? >> Thank you. >> We're waiting for him to come back up. I like to say it's pretty exciting to see all the changes at Northern over the last,
030you know, even five years, but especially the last 20 plus years. It's come a long ways. Thought dad, you've come a long way, baby, or whatever. But, uh, it's exciting for our kids in our remote areas, especially here in northern New Mexico. Even while I was down in Animus uh as recently as two and a half years ago pushing some kids to come up to school up here instead of going, you know, in turn or up to Wiotech or wherever. You got some good programs. >> Thank you. Um yeah and I just want to close with uh gratitude for the invitation giving you a kind of an overview uh in both areas how we're growing as a college but also our commitment to the branch community by which you're a me a direct member and
031um and then finally just in closing u many of you know the state of education it's a hard business for all of us but as there's debates going on about how do how do we give students in rural communities an opportunity. I want you to know that I've kind of gone from hearing, you know, how are we going to build a trade school or how are we going to survive to um most recently as we're kind of feeling like we're barely getting by and helping each other and and making the drives. I think what's emerging is you all and and us, we're emerging as the future for rural CTE education trades. I don't know that we're intentionally doing it, but we're getting calls now from Robertson High School in Las Vegas, Raton. They're asking, "How
032is it that Northern is partnering with our partner schools?" I think we we did it out of crisis because we felt like we had to survive, but we're emerging as a premier trades model. So, I want you all to know that really I value this relationship. We really do believe we serve you as well. But word is getting out. And so, outside of our service district, Beyond Pawake, we're starting to get calls from Highlands University, Luna Community College. And Thursday, we're going to be featuring one of your very own Crystal Guy to talk about this partnership and what you're doing here, but for a bunch of other rural educational stakeholders and we're hosting it there at Northern. So, we're thinking, okay, are we emerging? Is our model now being studied by the legislature? It is.
033And I think maybe hopefully long term they might properly fund us uh you know, us two entities as a partnership. And so we're really thinking maybe accidentally we're going to open up those conversations in the legislature now that people want trades. And going back to some of the opportunities you're offering here, the other school districts are trying to figure out, well, why why are the schools and Luna Community College in Highlands not farther ahead for those students? So, they're going to come study our model. And so I want you to feel a sense of pride that that this partnership here between the miles uh is really becoming the statewide model and she'll be a featured speaker. There's 140 educators coming from all over the state to study what Northern and u a school like this
034institution are doing. So just solidarity to all of you and thank you for the partnership and uh on behalf of my board chair and I were we we'd love to hear more from you or come back as we continue to offer uh our course offerings here and thank you for allowing us to be here because all this is a collaborative. None of this is a real um uh it's not like they'll give us an instruction book in Santa Fe. This is really a collaborative and partnership. Thank you. Uh, with that, do we have do you want us to stay? I noticed there was another item of theou, Mr. Chair, >> I think it's up to them. >> I covered. Okay. So, we can get these three on the road. >> Okay. Well, and I'll see
035you Thursday. And, uh, again, thank you for the opportunity. >> Thank you for coming. >> Yeah. Beautiful community, too. >> Thank you to the three of you. and uh we look forward to discussing further our plans for that construction program. Okay, >> thank you. >> Okay, moving on to board information discussions. Under board information discussions, letter A, business office report, Mr. Ree business office has been very busy closing out one year, starting another year. We're kind of in that transition phase where we're trying to um get everything finished up, the new budget in and uh approved by peed. Um in your packets tonight, you'll have we'll talk about the budget and you um have a approval page that we need to find. So hopefully it's in your packet form. All of you have to sign
036it. So um hopefully it's there. Um, and as we talk about the budget and get it approved, um, we'll just need those signatures. So, um, we're looking at all the grants, trying to close those out, finish up getting all reimbursements, spending the fund funding. Um we have until uh June, the middle of June to get um all the expenditure request reimbursements in um through May and then we'll have and July we'll finish up getting all the reimbursements and Tammy I don't know if you've met all of you have met Tammy she's been on some of the meetings but she's um helping me with here and she's um um the official uh procurement officer for for your district. um she's been great about staying on top of all the grant reimbursements. We do them at least
037once a month to keep the cash flow coming in. So um that's been really really helpful and keeping on top of that. So at the end of the year we're we're pretty caught up. We just have to submit the last the last ones the last request. Um in turn then we're working on um applying for grants um putting in budgets for grants, making sure that um we have everything um that we need to have u in the application and gathering all the data and things that we need for those. And uh so that's kept us all busy because it involves the budget, involves the program. So, we're all having to um get those applications turned in. Um some of them they don't let you know till the very last minute and we're really struggling for
038that. So, um we're currently just closing out, like I said, the year. We're going to do our final um check run in June and um we'll have that that closed out. We'll start then in the new year, the new fiscal year putting in purchase orders and and expenditures. Um the audit will start additionally. We've been submitting things now, but officially it'll start. He'll be here on Monday the 16th. We'll be down here um just going over the documents and stuff. So I'm sure Antonet that they'll start um schedule a entrance meeting at some point. So I'll I'll let you know as soon as I know about when that will be guys on the audit committee. Um, so that's about it for us right now. Keeping us all all busy. So thank you for the opportunity
039to report moving on. Letter B, principal report, Mr. Hawus. >> Good evening, Mr. chairman, members of school board, superintendent Bushman. Um, so what I got here today, I'll start with staffing. Uh, pretty much, uh, all positions have been filled, teaching positions. Um, I think we got one, uh, spent teaching position that needs to be filled up in light. Um, the building, I mean, the custodians have been working hard to maintain it. Uh, there at Light Bro. They've been uh cleaning over here. We're still waiting for the kids doll kits to be out so they can get started on their summer uh maintenance and cleaning and maintaining the building. Transportation. Uh right now we finished the school year with a te with a sub uh bus driver to finish the second route in Libr. We're hoping
040to uh bring her on a full time next school year. Hopefully she'll accept the position. The enrollment pretty much has stayed the same. Um, professional development, we just attended a law conference in Albuquerque uh, this past weekend. Uh, I think, uh, my personal thing, I think it's probably one of been one of the better law conferences I' I've attended. So, was a pretty good uh, conference. uh the testing I have all the testing that's being completed uh here at the at the at both campuses I've attached uh the some results you guys can take a look at those results um I can say that there's some improvement but we still have a lot of work to to do there's still a lot of uh kids uh where there's growth but not as much as I
041would hope for but there is some growth um the athletics uh again there's a report that I attached to with the with the packet of all the the sporting uh all the athletics that that uh went on this past year. Uh the promotion I got in the prek promotion went pretty well. The summer school will be starting now in the next Monday on the 16th and it'll run through the July 10th. Uh right now we got currently 21 students uh signed up for live broke and we got 16 students signed up for Gina. Uh and then and they're going to it's going to be part of the simless summer lunch program or the public can come and eat lunch, eat breakfast. Uh anyone under 18 can eat for free. Those uh any 18 and older
042will be charged $5 per meal. Uh so right now the just kind of working to finish the end of the year uh reports just working and meeting with all the staff and uh going over the teacher observations. Hopefully I'll be done here by time everybody leaves. I stand for any questions. pushing that last they weren't aware of that next week about it. I guess they call last week >> that uh we had a little uh delay in uh securing bus drivers and folks to make sure that we're going to be able to run the bus route. But did you did you guys let the committee know that's why it was delayed or >> No, we didn't. I don't think we said that. >> Well, just because the communication would help out with the >> I
043think right now we've had that conversation that community needs to be improved in that. Yes. >> Yeah, that was my thing because I've gotten a few calls about >> lack of communication. So, how are we figuring out how to put more information on our marquee? >> Yeah, we addressed that this morning at our staff admin staff meeting. all the she gets all I said every single week sign out there system And that's we had we kind of asked to kind of look into that some when the roboc robocall goes out. Not everyone's receiving them. Like today uh she said got two of them. I got one. I didn't get both of them. >> I haven't got any rooc calls in months. >> So there's a glitch on in that. So, we're she's looking into it
044and see, well, what can be done? But, uh, >> yeah, part of the discussion this morning is I'm going to send out a snail mail letter to all um, we may just send it out to the community, but certainly all the parents and ask them to send us their updated information and make sure we have the latest, make sure it's not that's not the problem, but we have some kind of problem in the system itself as far as robo goes, but that's no excuse. We we're going to send out uh traditional newsletters probably and make sure things are posted on the website. >> We just we need to improve >> like at post offices for like me. Like I said, I don't have an student in this district. I don't know what's going on until
045parents start calling me. So maybe even a posting of this is what's happening this week or this month or come join us. I don't know. as you know on Saturday I was discussing with uh I want to call her an older member of the community uh a little bit older member my age but she said the same thing and as you know you're part of that discussion and so we just need to do a better job but we are addressing that but that doesn't help with the current issue of our parents >> notification. So, if you can tell them, you can always give out my phone number, even my personal number. People have it, uh, feel free to do that and we will make sure they're on. >> Well, I just want to say I
046like the idea of a newsletter and I appreciate that we're starting to move away from strictly social media because a lot of folks either aren't on it, like I'm not anymore or like just whatever personal reasons, but there's a lot of people who just choose never to have been on it. um unless I hear from a kid or somebody a parent or somebody else's kid, I as a parent don't even know what's going on. >> Something I directed this morning, for instance, is a lot of the parents didn't know that tomorrow was the last day of school for students. So I said we are small enough that there is no reason that every teacher can't call their their students home with parents when there's something like the prek promotion or regular you know high school
047graduation or school ends tomorrow those sorts of things. So it takes 10 or 15 minutes to call six sets of parents just say hey want to make sure that we're looking to improve on that. >> Another thing I was going to ask kind of athletics, we already have coaches. We searching for coaches >> right now. Uh the positions haven't been posted. They could be posted up now and we'll be uh uh interviewing for those positions. is posting the open positions for coaching tomorrow and we'll try to keep them open for two weeks. Then do any questions? Thank you. >> Moving on to letter C. School health update. M Um, so the school health update, I know this was added during the COVID stuff, so we had asked for it to be removed. So if we
048could get that removed from future unless we need it, but future agendas. >> We do have a brief update on that, I guess, now, but yeah, we can that. So Ietta's on Oretta can remove that for the future. But um I guess on the health side, we should let you know that we've been talking to the local clinic about opening up here in one of our buildings and providing services to the community and also our nursing services going forward at the school district. So uh we're working through those details. Uh Darice and Patricia were on a a call with the director over here and uh you're making good progress. I'll keep you posted. >> Oh, that mean that we wouldn't have a regular school nurse or what does that mean? >> Right now, our nurse
049is retiring at the end of this contract year and they they would provide our services to us and billing would be done through Medicaid. So that would be someone basically on campus here in that office or one of the old uh parts build one of the parts of the old building and uh available to our students on a daily basis which would not be a direct cost to the district. >> They would offer the same service over there and we have our assistant still as well. So, we're working trying to work out those details. Uh, our retiring nurse, uh, is would consider also coming back on a contract basis if we need her to do so, at least part time. Anything else? Okay, moving on. Information technology, Mr. Ch. Good afternoon members of the board.
050Uh so with this update I wanted to give you guys a update on our uh the internet in Lybrook the windstream that we are having connected. Uh we have moved forward with that. We got a little bit more information and started uh we got in contact with them and we are getting the more details on the cost and the uh how well basically how much it'll cost the school district to move from Starlink to uh Winstream. Uh currently they have uh installed the fiber optic up to the school and we're just uh getting all the information to them so we can start testing to make sure it's up and ready to go if we decide to switch over. Uh me and Bill Mundy from Elite are planning to have a meeting with them in the
051next week or so uh so we could get the full information on what the cost will be. Uh the for the Gina campus we have been having internet issues within the uh school the Coronado school the uh we believe the wiring is getting old and just starting to degrade uh causing some of the access points to not work correctly. Today we had Elite go in and they went into the ceilings, got found where all them are and pulled some down to make sure we have good internet connection for summer school. And over the over the course of the summer, we are going to look at getting it to be more stable and run some uh new cables to the uh access points so we don't have these issues anymore. And the third item I had
052was the camera systems for the new buses. Uh so since we got the new buses, we were uh me and Patricia were in uh contact with someone to come down and look at our bus systems and see how much it would uh cost to get the camera systems installed in the new buses as well as the activity bus. as uh they obviously since they weren't here, we don't have any new writing cameras in there and we I believe that we talked to them and we were planning on having them come out next week Monday or Tuesday. They have not gotten back to us on whether or not they're going to be able to come out here or not on Monday or Tuesday, but they are willing to come down here and check out what we
053have and make sure what they have is compatible as well. And that does it for my update. I stand for any questions. Everyone uh see in my board report we have uh the Leopard's Den boiler uh water heater. Uh we're currently pursuing a warranty work for that boiler. I've been working with TLC Plumbing on this, getting it trying to get this fixed as soon as possible. Last update from TLC on June 4th. Uh they're still waiting on parts to come in for that unit. So, that's where we're at with that. Uh, housing. We're in the process of prepping uh mobile home RV sites at Guyana campus in Liebrook uh for new housing and staff that may have RVs. Um, I also brought a few samples from some of the houses that we're Okay, so these
054are a few h uh samples from Homespot for some of the houses we're looking at. and we're looking at a few different vendors. Um, and they're all similar in prices. Uh, these two models are three-bedroom, two bathrooms. Uh, they run approximately, uh, 70K plus setup. Um, we're also, one of our vendors is trying to become a CES vendor so we can get a price there, better price for the school there. Um, see, moving on. The Lindrith house, uh, we found somebody to do the roof so we could get that going as soon as possible. uh library campus. My staff and I have been out there working this week to uh prep those mobile home RV sites. Sorry. Uh we're working to prep the sites over there at the see library campus and we also started
055working on the interior to get uh summer work to get the building ready for next school year. Um I stand for any questions tonight. >> So um working on the boiler, does that mean we don't have to get a new boiler? If you're looking at the warranty, >> the boiler is still uh very new. It's still under warranty. It's only I think around three years old. So they're that's it should be covered under warranty. Everything. Thank you, >> J. That's cool. >> And moving on to letter F, finance committee. Mice >> meeting um last night had Sandy, Lucy all joined in um and we discussed all the documents. We discussed um budget, discussed um the audit. I think we covered about everything um during that um conversation. So I stand for questions or any comments
056from the the other two ladies on the committee or Mr. >> Christian. Good morning. >> Thank you. Moving on to letter G, Mr. Kushman. >> Hey, as Mr. Hawkins let you know, we have been doing some hiring. Very I am very happy pleased to announce that we have hired uh a teacher to do PE. Um and uh the other half of his contract will be to bring back the OAC program. So that's going to be uh full force and uh uh we get FFA go up and going again and uh Mr. Hawkins and I have both reached out to our contacts in the A world state and we're already getting a great response from other districts to help us jump that program. Uh Mr. O is the teacher that'll be doing it. You probably met
057him when he was here prior. and his wife. He was he taught PE and started coaching, but there was a family issue and he needed to leave the district early this last but uh their recommendations and background checks came on both he and his wife was a certified teacher. So, we hired him as a package deal and u he would like to involve our students in the trades and he's real excited about the pro northern structure and so I'll address the issue. We had some very high proposals come back on the remodel of the house that I'm out in and decided uh made a decision that we were going to put that on hold with contractors and hand it over to the OAG program and let them use that as their construction project and learning
058the trades because the cost was prohibitive and just it would be throwing good money out try to remodel it from an outside source. So, and we won't need that house now for this school. So, that's a good project for those kids to learn on right here on happy about that. Um, we are still working details to get a bus route from Wybrook uh over to here every morning school year. We have several kids at least six to eight students that of uh the families have said we want our kids at. So we're trying to work out the schedule for the uh first period class especially that that bus can leave as soon as the other routes get to live pick up the kids that would be coming over. I need to adjust their morning start
059schedule. We've got some creative ways to do that so kids don't miss out on credit. And then the staff that lives over this direction would also be able to ride that bus over to there in the morning, get them there and then reverse that. We're looking at the possibility of doing a instead of three periods classes at the high school after lunch doing two longer periods an hour doing half so that we can have athletic PE and our elective classes that are in the afternoon have a longer block. earned the equivalent credit, but uh we're going to be working. So, lot of creative things going on and any of you would say that those meetings that you're more than welcome as long as we don't have um Yes. >> Sorry. uh staff, student, and activities
060handbooks. Uh we need to update all three of those this summer. And so asking for uh volunteers to sit in on those committees. I'd like to get at least two high school students to sit in on the student handbook portion of it. But we got to get that done and uh completed by later in July so we can use it. There's a lot of updates that need to happen in discipline matrix. everything from dress code to just some of the details about attendance and changes in high school graduation requirements, that sort of thing. So again, if volunteer to sit in, you're more than welcome. uh grounds maintenance housing. Uh I don't know if you want me to present uh my proposals now on some of the rent changes or wait just wait and then uh
061by travel u I will be attending tomorrow. I'm going to the government to government uh meeting from Indian ed. It's required of some school administrator to be there. So I guess I'm it. It'll be at Santa Fe Indian School tomorrow and I'll be back and then on Friday and Saturday I'll be attending the rec director's planning retreat. I'm actually here for a solid week and then uh I will be working remotely and nothing you say will change that because I'm see the new grandbaby in St. And uh so I'll be working uh remotely uh toward the end of the month and early July and over a period of available for our staff and meetings. And we'll go over calendar here in a few minutes. And I don't know that we got the calendar in the
062packets. >> It was supposed to get in the packet and so I'm not sure. Did you email the the latest that you all ratified? If you have it, maybe someone could run and make some copies of it or you Okay. Or we could put it on up here. Um staff development and training. I'm asking and we'll be uh asking you to approve along with budget a little later. Um staff training out of district at the first three days of the new calendar year for the school teacher for all staff. I'd like to take a 100% of our staff on a three-day retreat on July 28th, that's Monday, leave here, uh, arrive either in Farmington or Albuquerque. It's looking like Albuquerque. We we've gone through monies that we need to spend from professional development portions of
063several grants and uh do the capturing kids arts program for all of our staff including maintenance custodial office staff bus drivers everybody to have everybody start this culture of communication. It has to do with communication with parents, the way we greet students in the morning, the way we interact with each others and it's a very good program that's is spreading across New Mexico. all over the states that uh we would do uh staff training from noon on that Monday through about noon or so on Wednesday and have built some of our campus together. We went over the numbers earlier this afternoon in great detail. We do have the money to be able to do this. Sometimes it's cheaper to go off campus. Even though you're spending money for hotels and meals, it's cheaper than bringing
064those professionals into your district to do the training. So, it's just a good team builder. So, I'm going to ask that you uh allow that. And then to make up for some of the travel and inconvenience staff spending the nights over the three days, they would get three and a half worse. training itself and some fun stuff. Uh there would be room for the board uh board members to attend should you choose to do so. And you see the new buses pictures I sent you. There's larger pictures if you want to look at those. Um I happen to leave them in the copier so I brought them. But uh uh you can see I'm in person out here. The paint delays on new buses are uh 3 to six months. So we have time to
065figure out how we want this bus painted and then we'll send it down. Have tied up there with those folks for two or three weeks to get the new paint on it. Whatever final design we choose. So be thinking about that. Yeah. I stand for any questions. >> Lastly, we talked about kids came over here and we're going to play sports. How we're going to how we're going to address taking them back to bring them back or we >> right. So, we have discussed that. That's part of why I want to do the hour and a half walks in the afternoon. So, the seventh period or sixth period that would be an hour and a half would be uh for athletics. And if the kids aren't in athletics, they'd be in another class that's got
066lock or a wheel of other choices. Uh mid school has plenty of time to do that. But then if the coaches needed longer, we can make arrangements to send a suburban or something like that at least with a turnoff or whatever and make arrangements for parents to uh meet. But an hour and a half, Mr. Hawkins and I have talked about it, Mr. M. If if the kids are serious about sports, they do most of the practice have. So that's why that account. >> So it be it' be all the kids >> all students. >> I'm saying like say volleyball team or basketball team they'd all do then they would be practicing after school. >> Most of the time they should be done by the bell. as a coach, you know, coach is we'd have
067to get flexible on if they want to do one day a week that's extended or something like that, but we're going to have to work to be flexible on that to make it make it happen. And this is common in and again small rural districts in the state now. So, I think we're going to be able to accommodate that for the most part. It won't always be convenient, but you know, athletics are a privilege. And then uh those kids that are saying volleyball uh or cross country the first season, as soon as their season's done, if they're not going on to basketball, they would be put into the other elective classes with those long blocks. And there's ways to do it. I've done it in the past and it's worked out quite well. So, um
068again, it's not always perfect. It is can be inconvenient, but we can make it work. We're going to do everything we can to get the library kids over here and and not lose them to the neighboring school districts. >> Okay. >> No, I'm just glad to see the ad program coming back. I think you guys are tired of hearing me talk about it for the last six years and I actually found my FFA jacket a few months back. So, woohoo. Do you still know the planter salute or whatever? >> Not a snowballs chance that it's going to fit me. So, >> all right. >> Committee update. >> We have no update other than what we just heard of the We'll be looking for an entrance meeting and optimism. Okay. So, one other thing I wanted
069to say. I've been to a lot of law conferences and I do not agree with Mr. assessment of the law, but uh we got some good information, but um it wasn't quite what it's been in the past. So, it's all relative. >> Okay. Moving on. Policy updates and discussions. Is there any new Okay, there's just the the graduation was that the only one that was all our policies. >> We do need to do a thorough re we need to do a thorough review of your whole policies. I'm not sure when the last time you went through the whole policy, but that would be something that if we uh plan it. I believe Dan Castile is still working with the Cuy firm, but um there may be some other options for us, but uh specifically the
070graduation requirements have changed and there was a lot of talk at native cloud and some of the other requirements. So you just need to you got it packed. I would recommend that we approve of policy. So, so you want do you want to do we do that now or do we do it later? Okay, we do it later. Okay. >> Uh do you want to have a like a work session or >> Yeah, but our summer is so busy with everybody. I think we talked about putting it off until after school actually gets started again and then time that we can breathe a little bit and get all all five of together. >> Okay. In the meantime, I'll look into and talk to uh Joan about some help to review the policy. >> Okay, moving
071on to uh discussions and no action general obligation bond November 2025 election. Mice, >> um, as you remember, we discussed it last time when we signed the agreement with RDC to um, be the financial adviser if we wanted to go out for a bond issue. And um, he is looking to schedule a time to actually take some time with the board and do a full presentation and update the board on um, tax situation. it is now with the residents of the county school district and um show the different impact how that would affect and what the bond may be used for. Um so we were just looking at maybe um talking about either a work session before a board meeting or in July or maybe a a special board if you wanted to do that.
072could probably be about an hour and a half for questions and discussions allow for that that much time. So kind of hated to take that much time up a board meeting but I think Mr. wanted to do the presentation even on Zoom. We could arrange that for like the time that I'm out of town and still have it in person here. We make arrangements for that. It's going to be at your pleasure whether you'd rather have it in person or online and include it at the regular meeting or have a special I prefer this. Do you have a preference of waiting till the next regular meeting or having a special just to address this issue or anything else? with the presenter be available next week at all toward the end of the week or are
073we available towards the end of the week? We would need 72 hours to post. But if we if if they could be available, do we know if they're available or not? Or we could give you two or three proposed dates, you know, in the next day or two. >> Yeah. We'll just do it that way. >> Moving on discussion next memorandum of understanding between him as public schools of Northern New Mexico. Thank you members of the board. Superintendent Fishman. Um again, it's an honor to stand here before you uh with the great success of our students and uh I believe the a copy of the memorandum of understanding is included in the board packet. Um and as uh our our uh partners from Northern shared uh we're seeing a lot of success from our students,
074a lot of credits that are being completed here on our campus. And so what theou is basically um to promote that collaboration and it's a joint educational uh venture. Theou will remain effective until June 30th of 2028 and um the responsibility the I know if you have any questions if you need me need me need me need me need me need me need me need me need me need me need me to go over uh some of those responsibilities um but I'm I'm open to any questions I recommend approval of the MOU. I have a motion for approval. >> I second. >> Second. But is antel in favor? >> I. >> Motion carries. Thank you. >> Thank you. Do we need a copy to get signed? >> Back supposed to be the packet. that I
075had should have a signature page of the MLU and so we need your signature on that and it should have a couple of the other documents as well >> and you all have it that we need at least one good set and needs to go to Sean not me. >> Thank you. And then I'll follow up and I'll provide this copy to Northern. >> Thank you for your support. >> I think what they're doing now is a good idea to have them just sign it now and not wait till the end of the meeting. So okay, moving to number two, boss contractors 2025 2026 contracts. Mr. Reese did include in in the amount of the contracts and a 4% increase on the and I think that that's traditionally what's been the case. >> Yeah. >>
076Uh that the your employees of bus line employees get the same increase as as the um employed by the district. So that is included in that. And we do have um the payments in 10 equal payments starting in in August through May. There's two per month. So that was clear this time instead of like last time. Um and other than that, there were the the pretty general contracts. I think the bus contracts >> figure out um the um Okay. Patricia wasn't here to ask her. She was um up, but I had just brought it to their attention that um bus I think it was 14 and >> there's a typo on one of the two contracts. We'll get that figured out. >> It's not necessarily just a typo. It's that they added that same location
077on both contracts. >> Correct. >> We need to fix that. So, I would ask for your recommend approval with the just ability for me to fix that with Patricia. >> So I recommend approving with the route description changes. >> I abain from voting. What was that? I abstain from voting. Okay. Another thing that I just um bring up too is that um this is the year that this summer that Patricia and I think Mr. Pis will be doing the mileage following the bus on documenting auditing the mileage and the stops that's required every two years. So that'll be on the agenda for this summer have that done. >> There's usually I thought in the past that they they ride the bus. >> Some districts do it different >> like that over here. I'd seen that
078where they they'd ride the bus, but um I guess it's up to >> Yeah, I believe Patricia spoke with the drivers and was going to arrange to ride with them, but personally, I followed the bus because I didn't care to ride the bus with the kids, but at the time, we'll make sure we're meeting the requirements. Okay. So I have a motion from Sandy and a second from >> enter. >> Okay. Motion carries. You should have a packet in your uh in your packet for the budget presentation. extra packets if you need one. >> Anybody out there want anything? >> Crystal probably was a hund online. This is the presentation that was um I did for the public hearing uh for the budget hearing and I just wanted to to make it available to you
079all and just to touch go through it quickly to touch the highlight of the the 2526 budget. Um we just started out with the addressing the legislative impacts. Um, as you all have heard that the school employees were m the districts were mandated to provide school employees with a 4%. It wasn't an average. So, every employee will receive um a 4% salary increase on their current salary. >> The his is in the budget. Yes. Yes. So, we we had to show that every employee that we pay receives the 4%. Um the minimum wage will increase to $15 an hour. However, um when we checked, all of the um Cis Mountain employees are are at least $15 an hour. So that wasn't an additional cost to the district. Um they increased the minimum uh minimum teacher
080levels. Um the level one minimum is 55,000, level two 65,000, level three 75,000. However, once again, uh heus mountain salary schedule exceeds the minimum. So that was not an additional cost which was very fortunate for this district that you've kept that up as high because some districts this is really really affecting them. So, um it's a good it's a good retention um and recruiting salary scandal that you have. Um the unit value has been set at two at $247.60 higher which um so it's the current unit value is $6,81. Um our average student count decreased by 29 students from prior year. So that affected our funding. So this is where I like to address um even though they say in the SEG they allocated funding for everyone to get a 4% salary increase, they may
081have done that, but every district showed if you have a decrease in your student enrollment that brings down what you're actually getting and you still have to do the 4% salary increase. So decrease student enrollment. um some some if you're TNE or at risk any of those factors decrease that means less money for the district too. So that's how come you know it just doesn't guarantee that the district has that much extra money um in the in their formula for their own district. um the at risk index which um takes into consideration being reduced um title one the it's uh decreased from 2.251 to 2.207 for the district which is good in some sense because it shows that we have less at risk student fewer at risk students but then that also decreased the funding
082that came to the district as well. Um the staffing multiplier increased by 0.11 um which means that um the district replaced um younger teachers with less experience and um less education with higher more experienced teachers. So that was a good that's a good thing. Um but and then and it's different. you guys are an exception to the rule because most districts now are um having to replace the higher experienced teachers are retiring and they're finding lower experience. So that reduces your uh equalization amount as well. But it's a good thing that the district your district has um high experienced teachers. We had an increase in ancillary FTE which generated some more funding. um that's you get ancillary FTE for all the services that are priv provided um to the special education students speech diagn psychologies
083therapy OT those kind of things so that generated a little bit more money as well students did increase by a.5 student our bilingual hours membership hours decreased which was uh really unfortunate and that was um having to do with some information the way it was accounted for in the state reporting system. Um, some of the classes were not identified correctly and that reduced our and I know Sean's been working really hard on getting that corrected for this coming school year. So, we're we're staying on top of that on those count days uh to make sure that we're getting all the funding uh to provide the bilingual um instruction. Elementary fine arts decreased because we have lot it's based on the number of students that are in the district and we decreased elementary students by 11
084students. Um small school size adjustment and rule population units decrease due same reason to decrease student count that reduces the amount of money that you'll get for those programs. The result of the net decrease in the multipliers in our formula is a decrease in program units from 594 2.429. And when you multiply that difference by the 6,000 something. You can see that it was for a district this size. It's kind of a significant decrease in the in the program of 20 20,000 which it could have been it could have been worse if we hadn't had the increase in those other little factors that we had. Um the school district is required of course to implement the legislative salary and benefit increases with less funding. And then I I wanted to address each of the um
085cost increases resulting from the 4% salary increase is $217,000 is what it'll cost to uh implement that. The increase to $15 um dollars was zero. Um the biggest increase other than the salary increase of course is an increase. We have a 10% increase in the medical benefits um that are offered and paid help. um shared with the district on the cost for the employees. So that's >> So let me ask you this on that mandated 4% salary. >> Do we have enough to cover it or did we have to get money from somewhere else to cover the the increase? >> No, we we have that >> or did the state >> the state gave us >> they didn't give us enough? >> Not quite enough, but but we did we are able to put in
086the 4% increase without any major issues. just trying to be more efficient in spending and uh the actual staff needs versus uh wants that kind of thing. And we've implemented a saying in our admin, I'm going to test Mr. Hawkins. Just because it's good doesn't doesn't mean we need it. >> That's right. So the employees will see an increase of 10% in their medical cost and so will the district portion of that cost as well. Um something I always like to include in a budget when presentation is to show you the board and the community exactly, you know, we talk about, oh, let's hire a teacher. Well, you look on the salary schedule and it's $65,000. Well, let's hire one and it's only 65,000. But then when you look at all the addition and the
087benefits and all the supplemental um it's actually an average teacher uh is actually closer to $106,000. So it's not just higher win for six. It's almost double actually and it is for an EA when you look at the EAS because the percentage of that district shares and pays on their benefits is a lot higher. And so um most of the um the average EAS they actually make more in benefits than they make in actual salary. So that's always kind of an eye openener to see that you know 85% of some salaries are benefits. So this just to reiterates that that the average cost of a teacher is 106 and the average um EA with benefits is 50 about $55,000. Um this is our projected utility cost. Um the industry standard is just to include a
08810% across the board um because it's hard to nail down what each of them are how it's going to increase that. So um the total cost um of the utilities right off the top is about going to be about 226 227,000 that we budgeted. So when you look at the decrease in the SEG of 20,000, you look at the cost of the increase, the increase in benefits, um increase in utilities, we're looking at a decrease of about $437,000. Um, one good thing about the district, um, that we we're working on right now is that a lot of the expenses that have been picked up in the operation budget in the past um, can now be picked up in the mill levy. So, because we just got our first and I told you we've been waiting
089for that mill levy money to come in, right? The first money that really big money came in in May because that's the time that second half of the property taxes are due. So, we've gotten too big. So, a lot of this expenses that we're showing, this is just addresses operating money um can be moved into a lot of Jeremy's projects then can be moved out into the to the mill levy. So, that's a lot of the savings as well as what Mr. Kushman is saying. We're really looking at the judge, looking at FTE, making sure that um if we have a a retirement or a resignation that it's actually something that we really need to refill. So, that's the FT we're going to be looking at. Um and two, there was a lot of um
090some extra spending on um other stuff that we're we're looking at as far as like supplies and materials. looking at that stuff. A lot of the grants, you can can put a lot of that money into the grants and um we're really looking at that to make sure that we're spending those monies as they're intended that um some of the bigger grants, title one, title two, IDEIDA, Indian ed grant, JOM, those are all bigger grants that have kind of impact aid. Um, so we're looking at really allocating those costs um across the board more uh efficiently where the operating fund isn't taking all the because we we do this district does receive a lot of grants more than than a lot of districts and that's just a lot of them are just entitlement grants. um
091you have to turn in how you're going to spend them, but it's based on the need the data that the district has at the state level and at the fed level. So those are called entitlement grants. They just flow to you. Um so we're looking that's the first paragraph on the discussion page is that we're starting to look at different funds that we can move some of these uh fund expenditures in out of operational and um use them for um like SB9. what it was really intended to do is mostly a lot of building improvements. Um, nothing major out of SB9, but it can be custodial supplies. It can be carpet and painting and all of that kind of stuff that needs to be done. >> And this projected cash balance on the bottom you
092see is that just the date wrong or it says 6:3021. >> Oh, I just typed it. >> Okay. Yeah, I was like aren't sure. Sorry, typo. I probably was doing this in 21, but not for you guys. So, we're trying to just keep that cash level. And this next sheet shows that we're um last year the cash balance in the operating fund was 765,000. When you look at our projected revenue and expenses, it looks like we're going to be right around that 700,000 um dollar, which is pretty t pretty uh normal percentage wise for for a district this size. Um the rest are just the numbers showing, you know, what our SEG is for the year, what we'll have in tax revenue carryover. This is our revenue synopsis. $ 8.5 million budget basically flowing from
093all the different funds and the available money that we're getting in. Um again, just reiterating that you're look at using the impact aid, the capital outlay and grants um to be able to um be more efficient with how we're spending our operating funding. the what you really you know the goal is to have the operating funding go to the classroom, right? That's that's the goal that um that's where your your money is going. So that's what we want to make sure that we're doing with the operating money and u being able to supplement that with other funds as well. Um we talked about in in the past you guys um instructed instructed us to look at using our savings account for the activity bus. So that is happening. Um we're also looking at the solar
094funds to use for renovating and that's what the estimates are coming in for. So um that'll be helpful. We'll also have um some um debt service money that we're moving in um to that the bonds were paid off, but there was a little bit of money left there and we might be able to use some of that. I'm asking for permission to to use that money and to um help with some of the cost of the housing as well. >> But were you going to use the from the solar from the also was it? >> Yes. Housing >> 400,000. I >> think it's 400 >> 400 is what you'd said. Yeah. >> So that's the presentation. I think you've got all the details and the numbers. Um, as far as >> So, can we use
095some of that grant? Well, I guess it depends how you write the grant, but you could pay salaries out of that. >> You can you can pay you can pay salaries out of um most of the grants actually. Um, so and that some of that hadn't been done in the past and we were really looking at looking at impact aid um and um also like the title grants. There's quite a bit of money that's out thereational, right? Definitely. Definitely. In this packet, there was a calendar, but I don't know if it was the LA if it was the most recent one. We've kind of >> So, Sean's putting it up there. You might use that as a guideline. >> Here's also. >> So, I just ask for um I know Mr. address for rental now
096before we approve the budget, but this would help the um we're looking at the Triidge account and this year because of all the repairs of the Teetridge fund, we're really short on the Teachridge fund which is the 12,000 fund. Um so that starts a whole another discussion, the rental. >> Yeah. So I gave you the current uh tenants list and what they're paying on rent. I've got some recommendations based on this. This has not been addressed with rent increases for quite some time. And so, uh, you notice we have a very similar housing throughout the district, uh, here at the loop. I don't know what you call it, but, uh, um, our current tenants, and there's also a difference. For some reason, in the past, the two older mobile homes that are on campus are
097a higher rent rate than some of the houses. So, I'm going to make some suggestions to you. This was for you to follow along here. So, if you look at house uh number one and then on down the list too and so on, those are very similar. Um they're two-bedroom homes, one bath. They uh do not have a garage on there. The current uh monthly cost is 275. It's been set at that for quite some time. If we do not increase our rates, uh, what's considered competitive for the region, the IRS will require us to, uh, come back and count these as employee benefits, which are then taxable for the employees that are living or who are living in housing. I believe the Forest Service probably faces the same thing, but not sure how you
098handle that. Um, but we can still um charge very reasonable rates below what it would cost down the road here. Uh, they have their formulas. At the neighboring district to the north that I worked in a long time ago, we had a lot of back and forth with the IRS and that's uh learned a lot about how we do this. We don't want to go high because we want to attract teachers, but we don't want to be too low and we also need to make sure we have more money coming in. So, my recommendation on the two-bedroom houses, not mobile homes, but the houses for our current tenants, uh, to be grandfathered in from 275 to raise their rent to 325 per month. Okay. And then in the and any new tenants coming in from
099out of district, people who are not in housing currently to raise the rent on those same units to 400 a month. Didn't want to see a huge increase for our current tenants. Uh but should have some I would also like to raise the security deposit for new tenants. We can't raise it for current tenants, but for new from $300 to $600 minimum. going forward. If you uh were able to see, I believe my first month here, we talked about the remodel projects and additional housing. The house I'm camped out in, you'd be amazed at how trash that house is over the years. We need to make the deposit uh something that hurts a little bit if you don't get it back. And uh and the way we can do it on uh for teachers, someone
100coming in just out of college or whatever, any new tenant, is to let them deduct the deposit out of their first two paychecks with the district, so they wouldn't have to have cash on. Okay. Um on the houses, uh going down the list, let's see. >> Would you change the pet deposit? >> Yeah, I'll get to that. I have another solution about pets and housing, but I shouldn't say that in public, should I? So, um uh I I I digress. Um the houses such as the one I'm in, the uh three bedroomedroom with the garage. Uh the there's only two of those and the one is uh being vacated by a teacher who's leaving the district and the other one is the one I'm camped out in. I would like to raise the rent on
101those from 355 to 500 per month on the three bedroomedroom houses with the garage. So, don't all the houses have carports? >> They have carports, but not not a garage. These two h those two threebedroom houses and the twobedroom out at um Lenderth have a garage, single car garage. >> What was the amount again? I'm sorry. >> I would like to raise that to 500 a month >> with a 600 deposit >> uh at least. And so, personally, I think the uh security deposit ought to be at least one and a half times what the rent is, monthly rent. But 600 is probably good just to keep it the same across the board uh for now. We can always address it again next year, but um we'd like to try this. And so uh that's
102the garages. And then on the home at um at Lindreth that teach um our new principal has already uh moved in there. She's not on staff yet as an employee, but she's already moved in there. It may be temporary, but I if she stays in there just like the other tenants, raise it from 275 and that one has a garage as well. So, a little bit more of an increase, but I'd like to go 375 for the current tenant or 450 per month for new tenants. That's the house that Jeremy's getting ready to put the new roof on. The interior has been remodeled. They did an excellent job. It looks great. That's across from the Baptist church up there at Lindreth. Okay. And of course, they pay their own utilities and such. Our trailer spaces,
103that would be for people that wanted to move into their own travel trailer. We have u we're considering one space here on campus. Correct. That we could use. We don't want to um use both spaces because we're going to move a mobile home in one of them. Um but keep that at $100 per month just like it is now. They pay their own utilities. They're metered spaces and u I think one of our tenants actually moved a mobile home in instead of just an RV, didn't they, at one point >> or not? No. Okay, I guess I misunderstood that one. And then uh Jeremy didn't talk about it, but um he has worked with uh uh the utility, what do you call a contractor to find the utility spots out there? You want to address
104that out at the other campus? Uh, so at the library campus, we're currently there's three old spots where they had um I believe they were barracks or portable buildings. So, there's three spots with sewer and water and we're trying to get those going and then electrical, but we need to see if the electrical lines are clear so they can just pull new wire or if not we'll have to retrench. We'd like to put uh at least one mobile home out there, if not two of the single wides and leave at least one or two spaces, use the third space and double up uh for RVs again for people to have all those utilities and that would be a benefit to the district. And when we bring in the new mobile homes, I'd like to address
105the rent on those at that time. have no pets in the new homes period and uh higher rent because of the new housing. But I'd like to address that separate as far as our current housing. Uh rather than right now they pay a one-time deposit for dogs and or cats, pets in housing. And I believe it's only $50 per pet and there's no limit. It's my understanding. like to change that to um a higher security deposit if you're going to have animals. At least $200 more on the security deposit and $50 per month per animal with a limit of a total of uh three, but I'd really like to keep it two or less, but no no pets in the newly remodeled homes as we do that >> and on the new and on the
106new home >> or in the new homes. Uh yeah, there's certain odors that we just don't need in there and and they trash it. The house I'm in has the doors are scratched up. All the doors are scratched up and you can tell there's been in the house and I and and when we do the policies and procedures and and the new uh lease agreements, um I want to state something about dogs that are deemed a threat by the school superintendent or maintenance director. We uh if a dog has to be kept on a chain because it's so aggressive um we don't want them on campus. It's too risky with children. Other words, if they can jump the little fence out there off the record, I'll tell you my solution, but not on the record.
107But uh those are serious things. I've dealt with these over the years in in school housing. And again, it's a privilege. We don't want to completely restrict the pets, but we have enough older homes or will have going forward. Even, you know, if they're remodeled and they have just the uh hard borders inside, no carpet, you know, maybe a pet's okay, but the higher rent would help make up some of that damaging. So, it needs to be something that's significant. So, those are my recommendations as part of the budget. So if you don't have any just if you want to discuss it further we can or just include it as approval and budget is presented it. Okay. >> Thank you. You have anything to add to it? >> Have number three approval of the fiscal
108year 2526 budget. I have a motion. >> I motion. >> Motion by Miss Sandy. >> I second. Second by Miss. All in favor? >> I. >> The motion carries. We not to number four. Approval. >> We want to sign right away too before we forget. >> Yeah, that would be helpful. Please sign it. Give it to Sean or Dice and don't give it to me. >> You've seen my desk lately. >> I said it. >> I'll I'll take it. Is it in >> while you're signing those? let you know with the bus delivery. Um, part of the deal we made with Tillery was that they had to take all of our old buses because we either have to go through the bin process and all that and you get nothing for them and uh to
109cut the deal. I said you're taking all of these in trade and they did sell two of the buses locally immediately when they took them. can't do that, but they can do whatever they want with them. And we still have two that they've got to pick up and remove, but they're not ro. >> Yes. So, if they don't sell them locally, they'll have to pick them up in the near future. >> Yeah. >> We're just trying to clear the junk. >> Okay. Moan for approval of fiscal year 2526 calendar. Mr. Reese. Okay. >> Um I'll kind of tag team with Crystal and and Mr. Kushman on the on the calendar um approval. Um we've met at least twice and I know we presented um some um draft to you at the last board meeting and
110address the different Yeah. And um so Mr. Christmas is going to go over the the calendar with you and um I think it's been ratified by the by the >> It has been ratified by the union. I'll I'll let you know that. I apologize. We thought it was in your packet, but um there is some copy in there, but it's not the accurate one. So, this would be the uh instructional staff calendar. This would bring back all all instructional staff on Monday, July 28th for a 4-day week. And uh that would be the retreat I mentioned. And I did not pass this by the union yet. And I'm letting you know we we did agree that we'd have some flexibility on the required inservice days. And so I asked them to just uh in good
111faith let me make some decisions. So, I'm going to recommend tonight that we approve that inservice out of town on the 28, 29, 30th, but it count as three and a half days of school instead of just three days because of the evenings and so on. Okay? And uh we're going to get a lot of work out of them anyway. Um, and I did add a requirement as we talked about before, one additional day, and again discussed with the union representatives to all new to the district employees. They have a day before this. They would come in uh, one day the week before this calendar that's not reflected on this calendar at the same rate of pay, no additional pay, but that's for filling out their insurance paperwork, retirement, all that. so that we're not
112taking other time for that. Okay. So, this calendar starts July 28th. Uh the teachers would have the 31st to set up their classrooms in addition to their own time over the summer. And then we get into August here with the first counted instructional day of August 4th. And that would be for secondary uh students only. And we would start that school day probably at 2 in the afternoon instead of at 8:00 or so in the morning. That would be an openhouse type day where parents come with their kids. We would run through uh shortened versions of the midschool high school schedules. We would have coaches meetings. So we'd have administrative presentation assembly format and go through the uh school calendar at least three times during that even afternoon evening. So you have two kids in
113school you would have the opportunity to attend um all of their classes with both kids. If you have more if we do it twice if we do it three times um if you have more kids than that you're going to have to find someone to help cover. Uh basically it'd be a repeat where the teachers talk about their expectations with the parents and the students. That's part of also we'll implement some of the capturing kids hearts uh training at that. And uh then parents would also go to the registration table uh when they first come in. We're going to bribe them to be here. We have some prizes and things that we'll offer at the end of the evening like a big screen TV and some other things I'm getting donated from vendors. Um, and
114we would have a hot dog dinner. I have not talked to BPA about this, but it would be their first fundraiser or one of our student groups where they could sell 25 cent pots, keep it cheap, so families can come, but charge a little bit to cover things and that money goes to whatever group um bins goodies that night. So, uh just basically an openhouse kind of instructional day to open the the school year and then elementary kids would start uh the next day with on a regular schedule with their families. But that's the general plan on that start date. We go through the month of August and then September. We kept Labor Day on the calendar because that's traditional end of summer holiday for most families. Then we get into October. You'll notice that
115um trying to remember why the ETH oh parent teacher conferences on the 8th. Some of these weeks you'll see are um highlighted as uh the energy uh weeks and so on or would be but uh we did not take uh you want to call it Columbus Day, Indigenous People's Day, whatever. We did not take that day as a holiday. We would have school that day as long as we get the word out to parents. November, instead of taking Veterans Day, we are required by state statute to have election day off. And it's an election year. So November 4th is no school, no employees for election day. We would come to school on Veterans Day uh observed um and do some lessons with local veterans and so on and build it into the curriculum, recognize our
116veterans. kept Thanksgiving as a traditional break, Thursday, Friday. Uh Christmas break, winter break would be December 22nd. Uh and and through basically January 1, students returning on the 5th. Martin Luther King Jr. Day is not uh a day off on this calendar. We would like to have instruction there so close to Christmas. So come to school that day. And then in February, we would still take President's Day off because that's kind of a mini break between uh Christmas and Easter or spring break. In March, uh the spring break, uh we settled on March 16th through 19th. We checked the calendars at both Bloomfield and Cuba schools to make sure for the families that have school uh students going to those schools, we could keep families on the same schedule. So, uh, you all or some
117of you had asked for a traditional spring break, so we got that back. We had a lot We had probably more discussion about Easter weekend than anything else, I would think, didn't we, Miss Gyos? Uh, uh, whether how many days off because some of our especially our Catholic families um very involved in church activities that week and so on. Of course, we would remain flexible, but you'll see that um the uh well, what was the second? I got to go back here. Sorry. Okay, that's Easter weekend. Uh we decided to just have uh Thursday off before Good Friday and uh rather than taking the Monday off, we added it somewhere else. And Miss Gigos, can you help me on that? I don't remember where we added that. the the end of the I think so
118to try to get us out at a set date. Okay. So, um although it's not the extra Monday off, we didn't want to take too many days off there. But of course, if we have employees who are uh doing religious observances that are considered um or orthodox, I don't know what the right term is, but uh or traditional religious observances going up to Easter, we would honor that with them. It's uh if it's just some madeup holiday or whatever uh we can't recognize that. We want to make sure we respect uh the beliefs and tradition of our families. So we will do that and that would be administrative discretion. And then uh continuing in April we have oh staff professional development day on the 6th of April. Oh, that's what that Monday was. We said
119the families were off, did we not? Or did we mean to remove that? I don't recall. We don't have it highlighted on this calendar. Okay. So, that's a we need to remove it over there on the right of that calendar uh before we present it to the state. And then in May, uh, we have Labor Day off, but we had a lot of discussion about whether to start earlier in July or finish at the end of May. We like to get out of school along with late u Memorial weekend, but um, we decided we needed the because of the counts that are required, we had to go through the 28th on this calendar. We would plan graduation on the 21st, Friday the 21st. And that would count as a staff professional development day. We would
120require all staff to attend graduation. That's their professional development. >> So, okay. And I think you had said that and we discussed it and I think it's important that all of our staff, everybody be there to honor our graduates. So, we're moving that direction and and we reached that agreement. So, there's some other PD days on uh time-wise that we need to do on some Fridays. This calendar does allow a little bit of flexibility. Should we have snow days, even though they're not reflected here, we have the time on here. We uh we will have to start actual instruction. I think it was about 5 minutes earlier in the school day and uh get out at 4 to meet the hours with this calendar without any additional days. But the discussion was we would prefer
121to make it a little bit longer and have less full days on the calendar. So that's our calendar. The year round calendar is very similar, but to meet uh the 235 days, it follows basically this. And I I don't have it for you printed. >> Oh, did you get it? >> Okay, we're going to pull it up here. Okay. So, uh if you would just allow me to approve it. Basically follows this calendar. It goes through the end of June next summer, but it uh would require that we take a couple days off here in July uh at the start of the new calendar year, the new contract year. And those days are July 4th is on Friday. It was uh July 2nd and third off. Did we take the first off? I don't I
122think it was just the second third, but I told staff that are going away on vacation want to make it a full week. They can take two vacation days that week and be gone the week. So, it would uh for the 235 employees, we would be shut down on the 2nd through the 4th of July weekend and then start their new contract. Uh that would be the set July 7th Monday and then follow the traditional um school count year round calendar with the same uh winter break, same Thanksgiving break and the federal holidays. So I ask for your approval of the calendars as presented unless you have any discussion. >> Have a motion for approval. >> Yes, move. >> Motion by Miss. >> I'll second. >> Second by Miss Sand. All in favor? I >>
123motion carries. >> Yay to a full spring break. >> And mark your calendars now for that Friday graduation. I will say that we chose Friday over Saturday so that families, you know, can plan ahead now and then uh have an extra long weekend with their new graduates. So, okay. Okay. Moving to number five, approval of 4% salary salary increase for all personnel. is Dice. >> I'm not supposed to and often um to approve that 4% salary increase on the salary schedules. Um also um I think Mr. Kushman wants to address the minimum years maximum years of service that are allowed to be brought forward on the schedule. So, if we could do that both at the same time so that before we publish the actual schedules, they're correct. >> Yes. I I tried researching the
124history of why you had a limit on years allowed. I think that goes way back about 15 20 years ago when there was one of these increases trying to save money. It doesn't save a whole lot because when you count years of experience, you're getting extra money like uh Southerntherland already mentioned with we have an we have a more mature staff in a lot of districts and I would like you to remove the limit on years of service up to 25 or maybe not eliminate it but take it up to 25 years of acceptable service from out of district instead of 16 where it is now. that helps us in recruiting veteran teachers. It has been an issue when uh I've been told in some of the people that have called to get information about
125our open positions, they've said I can make 4,000 or 2,000 more right down the road where they have housing that so it will help us in the future with recruiting. >> So I have a motion >> a motion to approve. Motion by Miss Sandy, second by Miss Lucy. All in favor? >> I. >> The motion carries. Moving on to number six, ancillary service RFP award. Miss Dice. >> Yes. Um I think you have in your packet the memo. That's a recommendation to award the um RFP for ancillary services. Um we actually had two um actually three proposals submitted. >> Becky's online should >> Oh, okay. and Tammy's here too. They they evaluated the proposals and uh are making the recommendation uh for approval of um the vendors that they chose. Becky, would you like to
126address this? >> Becky, can you hear us online there? Would you like >> Tammy? Tammy, >> we can hear you now. >> Online. Yeah. Yeah. Can you hear me? Okay. Is Tammy there? Is Tammy online? >> She's here. >> Hello. >> She's in person. She's here in person. >> Okay. Tammy, do you want to do that since I mean you and I talked, but you wrote up the you wrote up the memo. Okay. >> So, we went through the vendors and you can have more when we went through the RFP you can select more than one vendor. So, we selected the order based on the services that they could provide. Um the we said in the RFP that we prefer someone in person rather than over the internet. And so the first one that we
127chose, they are currently working here and have a contract and they are doing things live and come out to the schools. The other ones can do some remote work, but we listed all of them on there because sometimes with they'll sometimes with ancillary contractors, they'll say we can get you all these people, but really when it comes down to it, they can't. And so if you just choose one company, they might not be able to offer you all the services that you need. So based on the services, we have the companies in there and so we can Becky can go through them and try to get the best ancillary services for the schools. >> So who did you guys sign? >> Um I don't have the list in front of me. Sorry. The memo should
128have been >> Yeah, >> Tammy. We we chose LSG and Sunb Belt. >> Yeah. LSG is one, Sun's two, and then Proare is three. >> And Proare is very expensive. >> Yeah. >> So, we did not >> LSG is based out of Albuquerque and we do have some of their people working here. Our OT currently comes from their Sunb Belt. Um I don't know out of Michigan or somewhere. U they're they look for in person ancillary. However, uh we if if we need virtual, they're probably the ones that we'd go with. just wanted to leave our options open and so that's why we kind of did it in this order and left our options open >> and we can we can still use CES um if CES comes comes up with uh in person we
129can still use them because they're a state vendor so they they didn't have to reply to the to the RFP Do you have any questions? >> No. Seeing that there's no Thank you. See if there's no questions. Uh I have a motion. Motion by Miss Lucy. Approve the not all three. >> All three of them in case they need it. >> Okay. So I have a motion by Miss Lucy, second by Miss Antin. All in favor? >> I. >> Motion carries. Moving on to number seven, approval capital asset listing 2025. Mice O was emailed. >> I think you got the listing. Um I guess the last couple of years, I'm learning about the inventory process here. The last couple of years they've had somebody come on site, a company come on site and do an
130actual physical inventory. And these are the items that they have provided to the district after doing an actual physical inventory. >> Oh, I was under the impression VA did it. >> She upkeeps the inventory like if something needs to be added after that or like we added three buses to this inventory to give to you. Those are the three major items that they didn't have. We w didn't have when they came to do the inventory. So she is responsible for updating it and keeping it up, but they do have a company that does physical inventory. >> That representative was here recently, went through the district for what, two or three days and uh made sure labels were in the proper places and spot check different portions of the prior inventory and added lot items. So
131who labels it like when we buy tools whatever who marks or stamps it or whatever >> the policy and I don't know again what the past practice is but it should be that any item that comes into the district that qualifies over I don't know what the minimum amount is. Is it $500? >> 5,000 initial but everything but we supposed to get the barcode label and added to the list immediately before it goes into service. Any questions? >> That's a long list and it includes more than the just the 5,000 because we want do want to track, you know, you don't want to lose track of the Chromebooks and the and the iPads and things like that. So, those are all um identified as well. It's just that officially for um accounting is um 5,000
132and more is what you report as a capital asset. But anything 500 or more is what they're tracking um individually.
