Pledge of allegiance. >> No, it's a termination of >> Oh, yeah. Yeah. >> Um, Mr. Robert Vill, >> Mr. Randy Cordova, >> present. Miss Sandra Hawkins, present. Miss Lucy Morphine, present. Miss Antinet Serrano Martinez. >> Thank you. Moving on. Uh, pledge of allegiance. Lucy, would you lead us to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Moving on, approval of agenda for the April 15th board meeting. Is there any discussion? >> I have no changes. >> Okay. And seeing that there's no changes,
do you have a motion? Motion by Miss Lucy. >> Second by Miss Sandy. All in favor? >> I. >> Motion carries. Moving on to number five, approval and signatures of minutes. Letter A for February 11. I think we can take them all at once. >> Yeah, I have no questions on any of them and I motion to approve. >> Okay. So, we'll approve all the minutes for February 11th, March 8th, March 18th, March 22nd, and March 24th. The motion motion. >> Motion by Miss Sandy, second by Miss Lucy. All in favor? I. >> Motion carries. Uh board recognitions. Well, I want to recognize uh Katie, Pedro, and Rose for their great work they did for the concession stand this past uh basketball and volleyball season. And u Ricky for stepping up to coach the elementary.
So, I'd like to recognize them. Okay, moving on. Public comment. Is there any public comment? No public comment. Okay, moving on to a presentation. Mr. for Manning for the audit report. >> Okay. Can you hear me? >> Yes. >> Okay. You're fine. >> Can you see uh the cover of your audit report on your screen? >> Yes. >> Okay. Just making sure. All right. Well, thank you for giving us time to uh go over the audit uh for last year. Uh if anybody has any questions at any time during the presentation, don't hesitate to stop us and ask that question. Uh on pages 4 through six of the audit report, you have the independent auditor's report, which is the main reason for an audit to give an opinion on your financial statements. that opinion is
an unmodified opinion which is the best uh opinion possible. uh through the those two two and a half pages of the report, it kind of lays out the opinion, the basis for that opinion, the responsibility of management for the financial statements because it's always reminding you that these are your financial statements not ours. uh then it has the responsibilities of the auditor for the audit the required supplementary information that's due that's required under uh AICPA standards government accounting standards boards uh requirements and additional supplementary information that's required by the standards and also by the state audit rule uh do recommend that any member who has not read through the reporting uh the actual opinion do that so they have a good feel for what's included in that. On page seven you have your statement of
net position which is in essence like a large balance sheet uh overall for the school district. It includes uh all your assets uh including your buildings and land uh all your liabilities uh including pension and OPED liabilities that the state makes you put on your uh financial statements even though they're not really a liability of the school district overall. Down at the second to last line, you see that the total net position of the district is 10.8 million positive, which is better than many districts because because of the pension and OPED balances that exist. Uh many of them have negative uh uh net position because of that. On page eight, you have your statement of activities. Um, I had to actually put a decrease, but it's actually an increase of 800,000 during the year. Most
of that's due to changes in the pension and oped estimates uh for the state. On page nine and 10, you have your balance sheet, which is more what you're accustomed to looking at in a school district where the individual funds are laid out. Uh the cash balance for the operational fund, the 11,000 fund is about uh 765,000. You get that by adding the cash, the interfund receivables, and subtracting out the acred payroll liabilities, which are basically checks that were held uh at year end for uh pension payments or insurance payments and stuff that were due in July, August, September. uh the cash for the year uh decreased about $149,000 in your operational fund. On pages uh 12 and 13, you have your statement of revenues, expenditures, and changes in fund balance for the operational fund.
The change for the year uh was a de uh expenditures exceeded revenues by just short of $200,000. Overall on page uh 13 overall for the district among all funds uh expenditures exceeded revenues by about $52,000. On pages 23 through 51, you have your notes to the financial statements. Those lay out uh many of the accounting requirements that the district has to follow uh through standards or government standards or state requirements within the state of New Mexico. uh any new member to the board, I would recommend that you read through these. They're a little bit little bit more information to help you understand the financial statements. So, it's one of the few places that isn't just a bunch of spreadsheets uh that only us accountants really like. Uh, so I would recommend you do that. As
you get into the financials, you'll see that you'll get into several areas that have a lot of more detail. Uh, for example, your cash. It will lay out more information on your cash, your receivables, uh your capital assets, the pension, the oped, all of those items will lay out and give you a little more information that may help you uh as a board member. We're going to jump down towards the end of the audit to pages 94 and 95. It's your report on internal control. And at this point, uh, we're going to turn it over to Chris, who's going to, uh, give you some more information, uh, uh, from here to the end. All right. So the report of on internal control over financial reporting um states whether or not we found any findings during
our review and whether there were any issues with your internal controls. Now there are three levels of findings that you can have. The first and most severe is a material weakness. The second most severe is going to be a significant deficiency. And the third and final uh and least severe is a category called other matters. Now I always start off with the definition of what a material weakness and a significant deficiency is. So that way you have an understanding of of what those are. So a material weakness is a deficiency or a combination of deficiencies and internal control such that there is a reasonable possibility that a material misstatement of the entity's financial statements will not be prevented or detected. and corrected on a timely basis. We did have a couple findings which we consider
to be material weaknesses. This is 20245 and 2024-7. A significant deficiency is a deficiency or a combination of deficiencies in internal control that is less severe than a material weakness yet important enough to merit attention by those charged with governance. We did have several findings which we consider to be significant deficiencies. These are 2024-1 2 3 4 and six. And then we did have some findings that fall into that last category of other matters. Uh these typically are many times of a non-financial matter. They may be of a process error or of not following a uh non-financial regulation. Uh those are going to be 2024-9, 10, 11, 12, 13, and 14. And at the end of my presentation, I'll go over in a little bit more detail uh the findings. The next report is the
report on compliance for each major federal program and report on internal control over compliance required by the informed guidance. This is similar to the report on internal control except for it is geared towards your financial excuse me your federal funds specifically. Again, you can have the same type of findings, either a material weakness, a significant deficiency, or other matters for your federal findings. We did have in this case, um unlike your report, excuse me, the um independent auditor's report where you had the unmodified opinion for your federal programs, we have a qualified opinion. Um, and so we'll go over exactly which um which one of your federal programs that was to. Uh, that was for your uh impact aid grant for for 2024. Um, we did have one finding 2024-08 which we considered to be
a material weakness for your federal findings. This report here is your schedule of expenditure of federal awards. It'll list each of the federal programs, uh, federal awards which you were awarded, the program and the dollar amount. Also will list which were your, uh, major programs. In this case, this was your impact aid. And the district had 754,138 in total federal financial assistance. So, you crossed the threshold for a single audit by $4,138. This next schedule is the schedule of findings and question cost and it lays out a brief summary of the financials and any of the findings. It starts off with the financial statements specifically the type of auditor's report that was issued in this case an unmodified for your financial statements as a whole. The fact uh we did discover material weaknesses and significant
deficiencies. Um there was no non-compliance material to financial statements. Then in the federal awards again were there any material weaknesses? Yes. Significant deficiencies? No. the type of auditor's report, in this case a qualified. Um, then we have the identification of your major programs. This is just the federal assistance listing number in the federal aid program for impact aid. The dollar threshold distinguish between a type A and a type B and whether or not the audi qualified as a low risk. And in this case, you did not. This next section is the actual um findings and the way it's broken up, it's broken up into three sections. The first one being the financial statement findings and then your federal findings and finally those of the other matter. Uh, on this first finding, I'm going to go
over the layout so that way you have an understanding of the way that the findings are laid out and where to go for the any information you're seeking. So, we start off with the title of the finding. In this case, 2024-01. Um, and then there in brackets, you see 2021-00001. That lets you know that this is a repeat finding since 2021. And this is the internal control issues for payroll. There in parenthesis you'll have the level of the finding. In this case is significant deficiency. And as I stated this is a repeat finding. So you will see that statement of repeated and modified. The first section is going to be the criteria. criteria lays out the NMSA, the NAC, the federal regulation, the PAB guidance, whatever is the controlling regulation for the finding uh will
be laid out here. And since it is a lot of legal ease, um we try to bold the sections of the NAC or an MSA which are specifically uh related to the findings. So after the criteria we get to condition. The condition is where we actually lay out what the findings were. So during our review of payroll we noted that three employees have the wrong rate being withheld for their education retirement. All employees have a contract over 24,000 but have a holding rate of under 24,000. One employee did not sign or date their I-9. One employee did not have a background check on file. The business manager let their the district let their business manager go during the year. And since that point, there's been no secondary review of payroll reports to ensure they are
accurate. One employees actual pay does not match their contract rate, and the district did not have an explanation for variation. Now, in any repeat findings from the prior year, we'll have a brief statement after the condition laying out how this finding in the current year relates to the finding in the prior year and whether or not the district has made any progress. Next is going to be the cause. And the cause section lays out where what we believe in our opinion caused the finding to occur. Then we have the effect. The effect is what effect does this finding have either on your system of internal controls or your financials. Then there is the auditor's recommendation. The auditor's recommendation is our recommendation of what steps the district should take in order to uh rectify the finding.
And finally, there's the responsible officials plan. This is what the district's responses to the finding, their specific corrective action plan for finding and for board members, this is the part that is most important for you. Uh the timeline for completion of the corrective action plan and the employee or employees responsible for meeting that timeline. Uh so if you want to follow up on a finding say in a couple months, this is where you would go to see whether or not the timeline has been met and who it is that you want to speak to regarding your specific finding. The next finding is going to be 2024-2. This is your internal controls over compensated absences. Um also a significant deficiency. So there in the condition we'll lay out the multiple bullet points. Um the district policy
limits the amount of leave employees can acrue to 20 days but the district is allowing employees to acrew an unlimited amount of leave. District policy provides 12, 14 or 16 days of leave to acrew in a year. However, all but one employee was limited to 12 days. One employee acrewed 24 days of leave when policy was limited to 16. One employee had 40 hours of leave added to their balance without justification and the district did not pay out an employee their leave when they left the district. The employee was entitled to 7,79780 in leave pay. Next is 2024-03. This is a repeat from 2020. This is the purchase orders and payment authorization and supporting documentation. Again, a significant deficiency. Um, and in this one, we've laid out um all the different areas that we were
reviewing from operational dispersements to individually significant activity dispersements, credit cards. Um and there you'll see the the number of findings, the number of instances in which there was non-compliance of the dollar value, any dates that would be relevant to the finding. So you'll see in this one there are quite a few. The next finding is going to be 2024-4. This is unable to confirm payment of 941 tax payments. Again, a significant deficiency. So, the prior business manager was dismissed prior to year end and her computer files were not recoverable. Staff was unable to verify tax payments were properly and timely made and the June payroll taxes were not paid until July. Next is 2024-5. This is the internal controls over reimbursement requests. Um, this one is a material weakness. So during our review of reimbursement
requests, we noticed um, and we list out each of the funds how many dollars in unreimbured funds which had to be covered by your operational funds. For the most part, these are federal dollars and because you did not submit a request for reimbursement, your operational dollars had to cover those expenses. Um, you two of them were state funds. Um, but for the most part they were federal. The next is going to be 2024-6. This is the improper improper recording and maintenance of fixed assets, a significant deficiency and repeat finding from last year. Um, the district was not properly identifying all items which may be fixed assets and including them in on their fixed asset inventory. The district was not reviewing that fixed asset inventory to make sure auditing present and the district has not received
sufficient training on the software used to ample staff to properly record and track information, identify information quickly and make needed changes to the assets. Next is improper cash controls. Um this is a material weakness and a repeat from last year. So see again the district had deposited funds to one bank account but recorded them in a different bank account in the general ledger on multiple occasions. Um and items were not corrected when doing bank reconciliations. Reconciliations were not completed without variance. Reconciliations were not properly completed on an ongoing basis um but especially after business manager was released. savings account was not properly reconciled and interest from the account was not properly recorded to the general ledger. The general account had to be adjusted down $78,766 where the error was could never be identified but appeared
to be related to the improper recording of amounts deposits into one account and recorded in the general ledger of other accounts. And those are going to be your financial statement findings. This next one is your federal finding. Um there is one slight difference in the layout of the federal finding versus your financial findings. And I'll uh point you to that quickly. Here you have the federal program, the funding agency title, the pass whether you were passed through and the award year. Again, this one is a material weakness and material non-compliance. a repeat from last year. The one area where there is a a difference is going to be in the question cost. Um in this case, we did have a question cost of $434,13. Um and this is because the district had claimed 71 total
students as children living on federal land, six of which were the children with disabilities. As none of these students claimed have valid parent pupil surveys or a valid source check, all students claimed on the application became question cost. The district has received $434,13 from impact aid to date based upon this application under audit. Now, that's key because when you have question costs, um the federal government may come in and then request that money back. um if you in this case we didn't do the proper um certification of students who were eligible for impact aid and so that is a potential liability for the district. Now we get into the other matters findings. These are going to be um listed as your NMSA 1978 findings. Um, this is where I I usually point out the fact
that New Mexico is a state which has a zero materiality level. What that means is in the state of New Mexico, if we come across a single instance of non-compliance or even a $1 variation, we are required by the state auditor to list those findings in the in the financial statements. Now, in many states, some of these findings would not be presented as findings because they may just be something that we would verbally um advise the the management and the board of. And so, I will try to kind of highlight in this case where we have some of those findings that are are not financial related, but more are a process error. So, in this case, we have our budgetary controls and cash appropriations 2024-9. This is repeat from the last year. Uh we rebudgeted
our cash balance in excess of avail available cash balance in five funds. There you'll see the five funds listed what the original cash budget was, what your actual cash for those funds were and the difference. In this case we had a difference of $230,774. We also had um expenditures in excess of budget. Now, school districts have a slightly more stringent requirement for your budget authority rather than say a municipality. At the school district, the legal level of budget authority is at the function level. Whereas in most entities, it is the fund level. What this means is even if you may have enough budget for the fund as a whole, if you exceed your expenditures at the function level, which is the next level down from from the fund level, um that is a finding. And
so there we list the funds um and the amount that we expended the budget by. Next is 2024-10. This is the improper reimbursement of travel expenses. Can't repeat from 2022. Um, some districts are still having a bit of a struggle with the travel and predium act that was modified a couple years ago where the where we went from a either pdeium or actuals but a blend of that. Now, um so we list there in each of the items that we reviewed um where we were in non-compliance with the travel the travel bidium act. Next is 2024-11. This is the equity and athletics report. uh the district is required to submit your Title 9 in essence compliance certification to the state by August 31st. In this case, it did not happen, but this is one of
those where it is you just have a deadline to submit the report to the state and that was not done by that deadline. Next is the late repay payment and reporting of employer contributions for your retiree healthcare. Um, in one of the three months tested, the district submitted its payment and report to the retired healthcare late. The June payment was made in three separate payments on June 25th and 27th. Uh, and the report was submitted on the 20th. So again, this is a a deadline issue. Next, we have deposits not made within 24 hours. Another area where school districts have a stringent requirement where within one business day or 24 hours of receiving um any cash or check, the district is required to have that deposited into a bank. In this case, we had two
instances where we failed to make that 24-hour deadline. And lastly, we have the late filing of the audit report. Uh the audit report was due by November 15th. Uh we did not submit it on time and that is a final. And lastly, we come to the summary of prior audit findings. So what this does, it breaks up your findings in the prior audit year. uh breaks them up into their financial statements, their federal awards and then MSA findings and whether or not the findings have been repeated and modified or whether they have been resolved. So each of these are the findings that you had last year and then there at the end um a statement of whether they've been repeated and modified or resolved. So unfortunately all of the financial statement findings that we had
in the prior year were repeated and modified. Um one of our federal award findings was resolved. This was the failure to follow Davis Bacon and capital expenditure requirements and then the pledge collateral finding was resolved but the other NMSA findings were repeated and that concludes what I have. Do you have any questions for me? Okay. Um that's the report for the year. Uh again, if anyone at any other time has questions or comments, they can email or call us and we'll turn it back to you. This is Superintendent Kushman. I have not met with you Mannings yet, but uh I would like to do that in the very near future. I'll actually be up your direction next week. I don't know if that's possible to meet in person, but I have a lot of questions.
>> Okay. And we can help you out there. And of course, uh those who have been helping you right now, uh with it can also help a lot answer a lot of those questions with it because they're very >> they're very skilled in this area also. >> Right. I'll be talking with Darice and coming up with a a list. Okay. Thank you. >> Yes. No problem. Don't hesitate to call as you come up. We'll try to arrange something. >> Thank you. >> So, we're going moving on to uh business office report. Dice Sutherland. >> Good evening. Um, thank you for the opportunity to present the report for the finance and business office. Um, I presented a written report. Um, and I just wanted to touch on a few um, activities that we've been um, involved
in. Um, we're still holding our um, weekly uh, staff meetings. Um, After we received the audit report, we've been even prior to that, we were focusing on um the corrective actions that were listed and um looking at our processes and procedures and we have made some adjustments to those and um so we are working on that and we can uh be reporting to the on those u periodically to the board. Um and please if you have any questions that since you've had time and you've heard the presentation um we would um appreciate and welcome your feedback or any questions that you might have. Our um right now we're trying to close begin to close out the end of the year. We are working um with all of the grants um to look at the expenditures,
making sure that we're getting the requests for reimbursements in um and making sure that we are um sending down those grants that will be expiring this year and that you cannot that cannot be carried over. So, that's our priority right now. We're also um since we've we've gotten the audit report, we're able now to um make adjustments to the cash as the auditor was talking about. Um in a lot of the cases in the funds, um the cash was um audited cash was more than what was budgeted. So, we're able to actually put in an increase for those funds. And you'll see that um in the bars, some of the bars that are presented, you'll see the I which is an increase for that fund and it's um due to um either the grant a
grant getting a carryover allocation an adjustment or um the audited cash being greater and we were able to increase that fund. Um just FYI on the 2 mill levy, you know, we've been talking about getting that cash getting those tax receipts in and there was a big um receipt in December that was distributed to the district in January. So we have submitted a bar for your approval tonight to increase that um 2 mill account that fund which is the and uh by doing that and able to get budget authority as soon as peed approves that we can move some of those maintenance um emergency expenditures that Jeremy had to do that we posted had to post in 11,000 because we hadn't received the revenue. So, we'll be able to move those um expenditures actually into
the 2 mill. I think it was about 108,000 or so that um we received and then um the other big tax collection day is if you know if you pay your property taxes is due. The second half is due in May. So, there'll be should be another um tax distribution that we'll get um in that'll be distributed to the district in June. So those are the two big tax receipt times. So the mill levy should start beginning to be in um good position now that since we've gotten those first tax revenue amounts. So that'll be very helpful in the maintenance and repair um giving that u money available to Jeremy to do those um facility maintenance. As you know in the 2 mill we cannot pay for salaries but um the supplies materials any kind
of uh building improvements we can be charged to that fund. So that'll be um what we'll be budgeting for in this next budget year. Um I was hoping to request from you all um a budget workshop um and we can do that. I was hoping for the week of the 21st, but I know that you everybody's just coming back from Easter and um that's a busy week. So maybe um Superintendent Kushman can get with you all and maybe we can all um find a date. I don't know if we would want to do it as a work session before the next board meeting um or when when that might be u what might be an option. So, if you can please look at your calendars and maybe we can look at something um towards the
end of the meeting tonight. Um I didn't know if you had any membership um recommendations for the budget committee um because we will try to call that committee together um in the meantime. So, if you have anyone that you recommend and you've talked to or we want us to visit with, I would be happy to do that. We also need to begin working with on the calendar committee. We did receive direction um at the budget workshop this last week on um the instructional hours have not changed as far as for elementary and um secondary. So, we're still tied in with those instructional hours and trying to fit those in the 4day um school calendar. So, um, we'll be working we're working with that. Um, I know the union has some ideas and I know that
you probably have some ideas. I've had questions regarding the calendar. Um, and so it would be nice when we present it if you guys have some some input um at the next uh hopefully we'll have a draft at the next budget at the next board meeting so that you can provide input into that calendar as well. Um, that's all I have as far as the report. Um, we have all the bars and the other documentations uh later on in the agenda. I stand for any questions that you might have. >> Uh, I guess we can wait till we go to the finance. >> Okay. >> Do you have questions? >> So, we can wait until then questions. >> Okay. All right. Thank you. >> Thank you. Moving on to principal's report. Mr. Hawus, >> I
just I need to jump in here and mentioned that Mr. Hawus was prepared to be in person, but he had quite a few things uh church related with lint and um this weekend. So, I said he could just join us by Zoom. >> Thank you, Mr. Kushman. Uh board members, uh good evening everyone. Uh hope everybody had a good day. Um I'll start with uh staffing. Uh again, uh on staffing pretty much stayed the same. Um we're still uh looking to hire one EA position at the at Gina. Uh Liebrook is fully staffed. We did hire another EA uh Mr. Hal Collins. He's been hired to work with a one-on-one uh pre uh preK student that's required to have a one-on-one. Uh the building um everything in Nightbrook seems good. Uh again, you know, Mr.
Yazy, he continues doing a a pretty good job uh keeping up that building uh keeping it clean. Uh Jeremy and uh his staff, they do a good job going out there when anything needs to be repaired. Uh the Gina campus seems to be in good shape. Uh we did have a little water damage in one of the offices in the sped room, but that's being taken care of. um transportation. Um Mr. Brian Largo at Lbrook is still doing a double route. We do have a subd driver that's been recently hired in the district. Uh she is thinking about maybe uh subbing for the rest of the year doing the second route in Lightbrook. So I'll be meeting with her this coming week and see if we can work something out. Uh as far as uh
the enrollments to enrollment, uh Lightbrook stayed the same at uh 65. Um Gina, we kind of took a little jump. We went from 108 to 112. So that was that's pretty good. Um and you can see the breakdown where elementary is 45, middle school 28, high school 39. Um we did have some uh professional development this past week. Uh this past week at uh at the Gyn campus um on Monday we held a lockdown the drill that pumps came and worked with us. Uh we also had a training on uh the rave that panic button. Um what that is is uh it's a a pro uh a nap that that we downloaded in your phones that we can u uh any type of emergency to uh 911 from anywhere in the campus. Uh any teacher
can report uh whether an active shooter there's an emergency uh uh uh situation in a classroom or anywhere on campus they can press that they can request for help. It could also be used for non-emergency uh um things like contacting the staff in the event that we have a a delay, a tour delay or no school due to bad weather, we can contact uh the staff within the the the school. So that's a pretty good uh app to have. Um, a child find was held April 4th at uh, Lightbrook and uh, and another one was held April 11th here at Gina, which was a pretty good uh, um, uh, Miss Becky Gibson, her spir uh, took care of that. Uh, as far as testing, uh, we've been continue doing our monthly progress monitoring with Ice
Station and NWA. uh staff are still kind of looking at the data, see where the kids are, need that uh extra support. IMASA assessment uh is giving out uh we're currently doing the the NMASA third and third through eighth graders and the SAT was given to 11th graders today. So, we'll see where we're at. We still probably have to do some makeups. Um I attached an athletics report for you all so you guys can take a look at that. uh some of the upcoming events. On April 30th, we are having uh the end of the year uh meeting with the priority schools and that will be Dr. Matt Williams will be coming in to kind of just go over the um next step plans goals that we can set up for the the upcoming school
year to see if we can meet uh the get that growth that we need to get out of uh priority schools. Um, we have had some uh some baseball games. Uh, so the kids are having a a really good time. They're doing pretty good for having the first year softball baseball. And um I'll make Mr. Muffet just completed the schedule, so he'll share that with you guys. Um, that's about I got for as far as for the for my report. I stand for any questions. So, I have a question. Uh, when the mid school went to compete at the track and field in Hems, I was told that there was only two students on the bus that went. >> So, was there a suburban available or >> Well, we have uh kids that are low
numbers. We usually do take a suburban. Um, I'm not aware of the numbers that participate in that event. Uh, but I can uh find out for you, you know, see exactly the numbers. But usually, but usually when there's no numbers, we really try to take a suburban if we can. >> Well, yeah, that'd be the right way to do it, right? >> Yeah. And we had do have suburban drivers that are in the district that usually will take on those drives for us. >> Any other questions? >> Okay. Thank you. >> Okay. Uh I know that uh the health service that Miss Deborah Vill is up next. Uh she did ask me to uh to to uh give her a report if you if uh if you don't mind. >> Go ahead. >> All right.
So uh what she g gave me was the first uh end of the year health services duties. uh health services continues to work uh on NMPED, NM DO requirements, uh Department of Health requirements, screenings, unmizations, first aid care, health plans, reports, uh inventory orders, and more until the end of the school year. Uh two, the nurse and health assistant schedule. Uh Glenda does at Lightbrook on Mondays and and uh Tuesdays. Deborah is at Library Wednesdays and Thursdays. Glenda is at Coronado campus Wednesdays and Thursdays. Debbie is in Coronado campus Mondays and Tuesdays. If the school nurse or health assistant is out, the district and the other will take will stay on the Coronado campus uh because they have higher uh higher numbers and higher needs of uh students with uh medical conditions. um review of
illness uh management uh isolation quarantine guidelines flu and CO numbers uh there uh probably some siting by in districtwide missiles uh advisory for the state of New Mexico health services on alert for any suspected symptoms case or alerts within the surrounding communities um community food drives uh Coronado and Gina campus Dana Hopkins has organized the food depot to deliver food boxes to gyena and surrounding communities and students once a month. Donna also provides a free daily snacks for all students. PreK12 uh snacks are donated by Lucinda uh incorporation. Lightbrook campus uh Glenda Collins Lison organized with a roadrunner food bank to deliver food boxes to light counselor community and lightbrook students once a month. Glenda also provides free daily snacks to all students. K8 uh snacks donated by Ducinde and uh Glenda Collins, health assistant
and homeless lison continues to provide needed resources to families in need districtwide. These resources include food, clothing, hygiene products, household utility resources, and other needs. Um, I think uh Glenda has been doing an outstanding job and I'm really uh proud of her of what the work she's done to help uh parents and students uh at both uh uh campuses. Uh she's been a great asset to our district. So uh just want to say that um that's all I got for uh for the for Deborah uh healthless and report. >> Any questions? Thank you. >> You're welcome. Moving on to liturgy information technology. Mr. Sean, good evening. Uh, so I wanted to give you guys an update on the pricing for Windstream, but I reached out to them. I reached out to uh the regular Windstream
and they gave me the business office and I then I re then I when I was talking to the business office for winstream they gave me our representative for Windstream and I have given him multiple calls and emails and I have yet to hear back from him so far. I will continue to reach out so we can get the pricing for what the windstream in by Brook is going to be and I'll give you guys an update on that in uh as soon as I get it. Um, the next thing that I have is the bus camera update. I have installed the cameras on all the buses on the Gyena campus. We have they're up and running in Cena except for I believe it's uh one of Larry's buses because it was an older bus.
didn't install it on that bus and he's going to get because he was in line of getting a new one and there was it would have been wasteful to install the cameras on the bus right before they get a new one. Um, for the Light Brook bus, I was planning to go out this past Thursday, but I I had to I got the board was getting the board packets ready and didn't have the time to go to Library to get it set up out there. Um, that I will get done as soon as I can. It's not too difficult to get that set up for them. And then the last thing was the uh >> internet parent. >> Yeah, the parent survey. Yes, the internet parent survey. I uh gave you guys a copy of
the draft that I have uh in your board packets and I just wanted to see if you guys had any uh anything else you wanted to add to it. Any other comments on it or if you you guys thought that would be a good thing to send out to them as soon as we can. >> I think it >> Okay. And that's all I have for the technology update. >> Thank you, >> Mr. President. While Sean is up there, uh I think we should recognize him for going above and beyond with um all the services he's offered in the evenings and weekends during interviews and so on, especially during uh the passing of his grandmother. And we want to pass on our condolences to Shawn and his family. >> Thank you. >> Yeah. Thank you,
Sean. Moving on. Letter E maintenance update. Mr. Pia. >> Uh good evening everyone. >> Okay, for uh my maintenance update report tonight, we have uh showers uh Leopard's Den. Uh myself and a local plumber did get the boys side upstairs and downstairs is working. The girl side is a whole different story. We're missing tons of either downstairs or upstairs. I forget. So I'm in the works of ordering all the valves and stuff, but there's another mixing valve because each side is separate. It controls one side controls upstairs and downstairs and then the other side controls the girls upstairs and downstairs. So, the girl side needs a mixing valve, which I found is like $2,000 to $4,000. >> Sorry, $2,000 to $4,000 for that. So, I'm in the process of trying to get a price for
that. Uh, but we do have the one site working so far, which is good. Um, let's see, what else do we have? Uh, housing. Uh we're working on getting quotes for the remodel uh for the housing and we're also working on getting quotes for to purchase some new mobile homes. Um we're also at the Guyana campus. We're getting ready to work on summer projects, getting all the stuff ready for all that stuff. Uh we do have in the leopard's den girls locker room upstairs. The floor buckled and it's the whole floor. Well, half of it needs to be redone, but why would you do half? So, that flooring needs to be redone because it uh somebody stepped through the floor. So, yeah, it's buckling. Uh Daniel stepped through the floor. He said, "Look." So, yeah.
So, we have that to that we need to take care of. But, good thing it's summer. Um so, uh let's see. Moving on to Liebrook. We still are on firewatch. They came last week to update it and get us off of it. Uh, everything's up and running except for they had some Johnson Controls had some type of a technical difficulty getting the enunciator to communicate with all the new Starlink that we have for the fire alarm and the mobile side of it. So, they should be there either tomorrow or Thursday to finish that off so we could get off of firewatch and we'll be fully on uh online. So, it'll communicate to the fire department and everybody else involved with that. Um I did meet with the fire marshal out there at Liebrook for the
fire hydrant issues. That is our issue is what he's telling us. We are responsible for that getting those going. But he did tell me that we could submit a letter to the fire marshal chief and uh see if we could get those just capped and terminated because we've never had them up and running ever. So they might work with us on that because that's going to be a significant cost to the district. Um and we do have some uh door issues over there. The door issues are all exit security doors. Uh, so a lot of those don't close properly. They're heavy doors. It's a fire safety issue or and security issue, right? Because they don't close. So we need to get those fixed and they're commercial heavy doors. Uh, that's a lot of liability on
us and the school if we fix them. So they need to be fixed by a professional company because they're just security fire, you know, safety doors. Uh, really that's all I have tonight. stand for any questions. >> So in the Gina campus the fire uh they already checked for the hydrants everything work. >> Uh yes sir they we did uh so the fire marshall did come out to both campuses we did a walk through that he's going to generate a report campus all our fire hydrants are working good adequate pressure everything here it's just the liebrook that we're missing the fire pump and all that other stuff that was never originally put in to make those hydrants work properly. So the district is responsible to fixing that or >> Yes, sir. >> But he's still
the fire marshall is still looking into it with the chief. >> Okay. >> To try to see can they get us funding? Can we go ahead and cap them? What can we do? Because that's a significant cost to the district. Yeah. >> To get those up and running. My rough estimates from the several contractors that I have brought out there to see what it would cost is anywhere from 250,000 all the way up to a million dollars. So, if we cap them, what does that mean as far as hydrant or water for the school? >> Uh, so if we cap them, first we have to get permission to cap them, >> right? >> And then if we do, then I'm not sure what the next steps are. Are they going to make us put uh
sprinkler systems in the school because you have to have secondary? That's our secondary, right? So, it has to we have to have some means of another fire. >> Okay. So, I'm still waiting for the chief to give me the full, you know. >> Thank you. >> Yes. So, I don't know if it's the question for you or for Mr. Kushman on those mobile homes. Did you guys already start getting quotes to put pricing to bring in? >> We have several different companies that we're looking at. We do have a few quotes, but we're trying to see uh so we have there's few different CES contractors, right? There's only I think two or three, but some of them don't have uh what we need as far as like Colorado rating for it's all south. >> We
need >> I'll address some of that. I can address some of that in my report or or right now I'm working with PSFA also on uh match funding with the money that you freed up uh to spend on housing and also we have two major companies involved in the process giving us prices currently and we need to look at the models specifically. Um, but we're in a good position to uh start moving forward this summer on housing. If I may, I want to address the Liebrook school as well on the fire suppression system. I've already contacted PSFA regarding that. I I know the state fire marshall. I've worked with them in the past and we're looking into some funding from the Homeland Security Division. They're in the same building there in Santa Fe as the
fire marshall and there may be some grant opportunities or funding through the state. Um it's actually federal money that flows through the state and uh they can help us upgrade that system. As far as sprinklers go, I'm told that uh those would not be necessary because the building's grandfathered in from the original construction. We would have to come up with another system. Okay, >> Jeremy's also looking into putting a couple of RV spots uh outbrook so that if teachers are hired that would rather live uh in an RV during the week, we're hopefully going to be able to uh uh accommodate that by midsummer is the hope >> because uh for hookups and that you mean or so we >> Yeah, we would like to put at least two mobile homes out there and two
additional RV type stations. I know that I was told someone lived out there in an RV previously, but we need to do it properly. >> Okay. >> Yes. Any other questions? Any questions? >> Yes. Thank you. And now letter F, superintendent's report, Mr. Kushman. >> Okay. Uh, no particular order here. I guess I mentioned the fire marshall and homeland security. Um, I've been attending several meetings including going to Atlanta with four of you board members. Um, it was good for the discussions and some of the training there. I've attended another chapter meeting, a tri-chapter meeting, mostly to address the road situation out on the reservation uh for bus routes. Uh Cuba schools has a lot of problems with their bus routes, but uh we have I think it's two roads. Mr. Hawkins could correct me
if I'm wrong, but I think the bus goes down two of the reservation roads that we're trying to get some improvements done on. Um, this week I'm attending I'm currently at the special ed law conference that's put on by peed and I might add at their expense for housing and so on here at the hotel. But our attorneys are the ones that are um doing the training. So it's been very good today and continues tomorrow. Next week I'll be attending the Indian egg conference put on by peed. It'll be up at Kirtland and then there's an overlap with that and the JOM uh conference that's down at Route 66 hotel and casino um put on by the Johnson Ali folks and I'll be getting some more information for the district on that. I did have
a sess uh meeting on the phone today with uh two individuals from federal programs at peed and they're helping us get our consolidated application completed and corrected where need be and uh have given us an extension that was necessary uh because this really should have been addressed a few months ago. But uh we're in the process of getting that application complete along with all of our other budget issues um uh that we need to take for next year. Let's see. Um I think Darice already mentioned we attended spring budget uh conference last week and um we were hoping for the final numbers for several items uh for this budget process, but those should be coming out very soon. We did receive some numbers. The biggest thing is the calendar battle is still going on with
the peed. Uh the four versus 5day school week. The governor is very um upset, I guess, is an understatement. And she uh still is pushing all schools to go to 5 day weeks. So, she's taking it to the appeals court um because she lost in the first round about local control. So peed is instructing the superintendent and districts to plan on a five-day week under their current statute and our argument statute in our current argument is that you lost that round. So we're planning the 4-day week, but um would probably behoove us to have plans for both four and five day school week as we move forward because we do not know what'll happen at the appellet court. Um, in my opinion, all 89 districts ought to be involved in that battle because it's not
really about the calendar, it's about local control. So, whatever poll you might have with other school boards that aren't uh helping in that fight, uh, you might want to have discussions with them. and uh uh New Mexico Schoolboard Association scholarships uh nominees were due and we have no seniors that would qualify for this particular scholarship. They're not going into the right uh career field. They'd have to be going into education to even qualify for the application process. So, we did not submit a name on that. Um we are currently advertising for teachers for next year. I'm back for uh several positions for next year. We're advertising as tentative openings and I plan to start up the principal interviews in about two weeks. Looking forward to getting a a permanent principal for the live school very
quickly. We're also working with the transportation department at PED to try to get the uh approval and uh personnel in place to transport students to the high school from the library community. We've had several uh students reach out through their parents uh requesting some way to get them to school uh here in our district instead of going to Cuba or Bloomfield. Currently I have a list of about eight kids whose family from I think two or three families where they want to send their kids to the main campus. Let's see here. Uh we need to have well let me skip that for a moment. Let's see. Um today I got the uh information from public school facilities on our school rankings or tenative school rankings for upgrades or remodel um andor new school buildings and
the library school is way down the list for improvement. They recognize that that building is in very relatively good shape. We've heard about a few minor items that need to be fixed, but the Guyana campus is in the top 10 for replacement. And so that brings up the bond and mill levy uh question again. And I'm going to defer to Darice to talk about the process there if she's still on. Um I see you're on there, Darice. Would you be able to address the bond and mill levy urgency to make a plan? >> Sure. I um Thank you. Um, Mr. Kushman, um, as you recall, we had a presentation regarding, um, bonding and what the timeline, um, would have to be, um, if we want to be on the November ballot. I think, um, they
advised that we'd have to adopt resolutions in April. So, we probably missed that opportunity. Um, but I'm Mr. Kushman and I are are following up um with the financial advisor um just to get um a feel for what our options are and what the cost would be. Um but in order to take advantage of any of the programs through the PSOC um PSFA um you know we do require a match right now our match um for any of the projects that we would apply for is 47%. So, um, we can, as Mr. Kushman addressed earlier, we can apply for some smaller projects which we would might have the match for by freeing up some of the money that that we have in the in the wind farm solar uh fund. Um, we might be able
to u parlay that money into some additional money from PSFA if we want to use that as a match. But we need to get um some tax information presented. So I would like to schedule that um in May um to have a a financial advisor come and give us all the details and the process outline um you know start how much money that um we would be eligible for, what our capacity would be and what the matching would be so that we can start working on that. Just because you missed the November election, we can still do a mail ballot election whenever the time comes. It has to be within so many um weeks away from the general um or any other election. Um but we would have to bear the cost of that, but
at the same time, that might be a a good investment for us to look at. So, those are the kind of things that we're looking at as far as getting some um real advice from a financial advisor as far as tax rates um what they would need to be set at, what our options are. So, that's what we're looking at. >> We did talk to another one of the bonding uh companies that facilitates bonding that I think would be probably a little more efficient, but we'll need to discuss that some more. Um, any questions about bond or mill levy while we're the two of us are here? >> So, I was under the impression that we were supposed to decide tonight if we were going forward or not and I don't see it on our
agenda. >> It's under the discussion is under my report. >> No, but as an action item, I was under the assumption we were voting tonight because of the deadlines. I think it's already past where you >> I think. Yeah. >> Well, you got a presentation by I forget Leo's last name. Is it Martinez? >> Valdez. I'm sorry. I always forget his last name, but uh he had mentioned that we would have had to take action at point. we would have had to have um had a time frame ahead of time to have resolutions drawn up to be adopted no later than this board meeting. So um that would have had to have been done back in March to have them ready for April. And right now we've just been in the discussion stages of whether
to proceed or what the options might be. I'm not sure what has been done here in the past, but my experience since this changed uh the process changed several years ago is had a little more success doing the mail out election because then you can focus on that election and really uh take the time to advertise and do walk through of the buildings and that sort of thing with your community. and show them the need of the improvement of facilities. So, we'll be at your player on that to decide what you would like to do going forward. >> So, Mr. Kushman, uh the activity bus that that you said we were looking at purchasing, what's >> Yes, it's been ordered. It's actually in stock at Tillery right now. And again, Darice and I had a
discussion with Tillery while we were at spring budget. And we're prepared to take delivery of that bus, I believe, in mid June, early to mid June. And then the paint on the bus will be delayed. They're way, way behind on painting activity buses. So, uh, we can get the bus and use it if we choose to. if there's summer activities and then uh send it back down to Albuquerque for the paint once we decide what we want. But they're currently running about three to four months behind on their paint. It's a white bus. It's um like I said in stock and been ordered we we're processing the paperwork right now. >> Okay. And then also I'd like us to consider going forward the lack of drivers and possibly require as many districts do that uh
uh group sponsors, clubs, you know, uh athletics, whatever, that those sponsors, it could be BPA or FFA or whatever we have going forward that those sponsors be certified as suburban drivers so that we have more available. >> Yeah, that'd be good. >> Okay. So that's all I have unless you have questions of me. I can jump in later on in the agenda on some items. >> Anybody have any questions? >> No more questions. Thank you, Mr. Kushman. >> Thank you. >> Moving on to >> You guys are about two inches tall on my screen. And moving on to a finance committee, Miss Dice. Hey. >> Um, yesterday evening I met with Sandy and um, Lucy and we had a finance committee meeting, went over some questions and um, the reports and I will defer to
them um, for any recommendations or answer any questions you all might have. >> Well, I guess my question would be on uh, the reports we got there. I mean, there's a lot of negatives. So, especially like athletics, the cafeteria, transportation, uh I can't remember which other one, but uh I I I see that the way we're headed and the way we're spending it, come June, we're going to be in the negative on operation like 300 and some thousand. So, I mean, what we're going to do to change or >> Well, as I explained earlier in the in the meeting, uh, on my report, a lot since we just got the audit report, we'll be doing increases in cash and we'll be able to adjust some of those expenses because we hadn't had um increases in
our 15100, our 31701. So, a lot of those expenses were posted to operating so that we could get them done and completed, but those expenses will then be moved into the appropriate capital fund and also into the um impact aid, the 15100, the 15200. So, um and a lot of the cash increases, transportation, cafeteria, operating, um the 15100, they all had additional cash that wasn't budgeted in the original budget, but was more in the audit. So now we can adjust those budgets and increase them and that will take care of uh most of the negatives that you're seeing. Now >> I'm also surprised you haven't had a few complaints about your new superintendent because I'm questioning just about every requisition that's going through and uh uh I know that Darice and Tammy have been uh
hearing from people why hasn't this been approved? But it's because we're taking a much closer look uh the last several weeks, couple months on all of these requisitions to see if they're necessary. >> We have um cut off the requisitions to be entered into the operating fund which is pretty normal for this districts for this time of the year so that we can get a handle on the cash and actually do an estimated cash. We're also looking at all the incumbrances because a lot of times you have encumbrances that have been sitting there that just um as like a placeholder for that account and have not been used or will not be needed. So that'll be the cleanup. So once we approve um a lot of these bars and we get them back from peed
um part of the problem is that the audit was so late so that delayed us being able to do these adjustments earlier in the year. Also on the garden short sports, I mean I didn't see any back up on the checks. What was all there was a check on uh March 24th for 10,218 and then on the 27th of March there was another check made out for 2083 but it doesn't there's no backup to what it was used for. Was it uniforms? Was it what was it? >> Um I will look at that. Let me look at it. uh right now and I will get back to you before the meeting is over with to give you the detail. >> Okay. Yeah, because I think it said that the to the total amount or something
was like 29,000 for gun short sports, >> right? >> And >> I know there was the the baseball at both schools and uniforms if I recall. Yeah, I mean I just uh for the >> for the future maybe uh we back up on the check listings or whatever so we can know more or less what the money's going to. So just like garden for sports and we don't we have to guess what it's being used for. >> Is that on the are you looking at the vendor report or the checklisting? >> It was a checklist. >> Okay. >> It's check number 392 and 23399. Okay, I see 92. Okay, I got it. I will get the detail for that and then I will see what kind of report um that you were getting in the
past and I'll try to duplicate that report for you in the future to give you the detail of the checks. >> Yeah, it just be helpful for us to uh know more or less what what the money going to, you know, where what it's being spent for. Okay. So, >> I will look and see what reports you were provided in the past and I will duplicate those reports. So, you were getting the detail of the text in the past. Um, >> yes. Like like if it was for whatever it say uh Yeah. You remember when like meals for this is this fast basketball or whatever it was, it was detailed. >> Okay. and that we could know more or less what we were looking at. >> Okay, I will I will run those reports and
I can even run those um and get those to you. I can email them all to you um after the meeting as well. >> Well, I mean for the next board meeting we can just >> we doing it then it'd be and it'd be good. >> All right. All right. I will I will do that. >> Okay. Any other questions? >> Oh yes. So, no, we had a good conversation. The only question that I had and um of course it's left I think to the committee for the budget, but been getting a lot of questions from parents and I asked Jerice this last night and I told her Lucy did a good job reminding me. So, we've noticed that spring break has been disappearing off the calendar and and Jesice was really good about explaining
the reason why. Um, so I had a suggestion for the committee. Um but basically because we have the instructional hours or days we have to meet in order to not extend the keep extending the school year out on either end. Um we had to cut other days. So, I suggested because I know other schools have done it, maybe giving up some of our usual days off like I don't know, President's Day or Columbus Day or we have some kind of cultural day, not this Monday, but the next Monday. >> But that would be like three days that could give kids a full week off for spring break, but just a suggestion. Like I said, a lot of people have been coming and how come we don't have spring break anymore? So, um I don't know
how the committee wants to resolve that, but that was a question that I brought forward last night. Would you like to serve as a representative from the board on our committee calendar committee? >> Sure. >> Gotcha. >> And you're right, there are some holidays that many of the 4 day week uh school districts like the even Labor Day is so close to the beginning of the school year. Uh you mentioned uh uh Columbus Day or Indigenous People's Day. I don't know what we're calling it in our district, but uh and then MLK day is right after Christmas break for instance, winter break. And so a lot of the 4-day weeks do eliminate some of those and just make sure we communicate with our parents. This is why we're eliminating them. It's always a trade-off. I
think in the past, if correct me if I'm wrong, um the disus mountain has sent out a couple of options of calendars to parents um for input. So, I I plan to be to do that this year and I know um Mr. Kushman and I have talked about getting this done and also the union with Crystal. We're we're starting to look at this current year calendar and see what what changes we we might be able to to um make or what the input we get from parent. There's also a few creative ideas for including some Fridays if we were doing field trips on Fridays or, you know, alternative education uh days on Fridays that might count toward instructional hours. >> Thank you. >> Your approval. >> Yeah. Um we we would recommend um everything for
approval moving forward. >> Okay. >> Moving on to letter X audit committee. We just had it. >> Yeah, we just had the update. >> Okay. Moving on to the policies, operations and discussion. I think you I think you all received the the um revised based on our last the last meeting discussion. Um it's up for discussion tonight. It's also the second reading and then it's up for a action item um under action later on in the meeting and I would be happy to take your input if you have any suggestions or changes. I I well, Robert spoke to me uh earlier and told me that he talked to Elena and she said that we we don't need to have three readings on something that's already in place. You're just so she said we could vote
on it like tonight. >> Okay. Okay. >> That that that's what he told me. So I guess she's >> Yes, sir. That's the discussion we I also had with the Lena to confirm, but it's always been my understanding and according to your current board policy, if you are modifying an existing policy, you can do it at any time as long as it's properly listed on the agenda. Uh if it's a brand new policy, that's when you have to do the three readings. And this is a modification of an existing policy. >> So, we can vote on it tonight, right? >> Correct. >> Okay. So discussion, no action and then discussion and action items. First second reading policies G-3000 out of state travel employees. I have a motion. >> I motion to approve it. >> Motion
by Miss Sandy. Second by Miss Lucy. All in favor? >> Motion carries. Number two, JMSD final 63024 audit report Byron Manning Manning Accounting. You have a motion. >> Motion by Miss Antinet. >> I'll second. >> Second by Miss Andy. All in favor? >> I. >> Motion passes. going to number three permanent cash transfer from 41,000 debt service to 30,000 31,100 bond building and 43,000 from 41300 EDT tech debt to 319 edtech fund. So what what is this? This is a permanent cash transfer that we was recommended um by peed and also um by our bonding um advisor. When you sell debts um you sell your bonds, you get sometimes a discount, a credit on those bonds and they actually give you the bond buyer actually gives the district money towards uh paying the bond. And
when that was done, I had to do a lot of research on this because the money we have no debt, but the debt sitting the debt payment or money for the debt is sitting in the debt service funds. So um come to find out that that was what had happened that the amounts of the credit are sitting in the debt service fund and in the bond uh edtech fund. And um in order for us to be able to recoup that money, spend it, we have to move it into the bond building fund and the edtech fund. So this is another uh freeing up of some money that um we can do for capital improvements. And so um my recommendation is that we do a permanent cash transfer since there's no further payment to do on
the debt. So, the money is just sitting there not being able to use when it should have been put into the bond building and the edtech building uh bond funds. So, once PEED approves that, you approve it, peed approves it, we can actually make that cash available um for spending on capital projects. >> So, that money is just in limbo or what? like it's just been sitting there and once the debt was paid off um it it didn't show up I mean I guess for a couple of years because um the debt has been paid off so it wasn't it wasn't wasn't needed so it was like why is there still money in that fund so I did some research on the debt service and um the recommendation from peed and the bond council was
that that money should be should have been put into 311000 when it was received and not into the debt service fund. >> So, it's just been >> and that money can be used for >> capital >> whatever you need >> anything, right? Anything that the bond issue was was based upon which bond language back when you had the election is usually pretty general. It's usually building building repairs, anything to do with uh um computer, anything like that that was included. And when you do a bond election, that's pretty general. So, it's mostly available for any kind of a capital improvement fund um maintenance or um just for an example like um Jeremy was talking about those doors, the heavy doors at Library. That's something that we could use this money for once we free it
up and put it into the actual budget. Otherwise, it's just sitting there till I don't know because it's not needed. There is no more debt. So, it wouldn't be any good to us unless we can move it into the capital account. >> Okay. Thank you. >> A motion to approve. >> Second. >> Motion by Miss Sandy, second by Miss Lucy. All in favor? >> I. >> Motion carries. Moving on to number four, 24hour deposit rule waiver request to PED. What's >> When you look at the when the Mr. Manning presented the audit. You saw that that was one of the findings we have and it's pretty common. Um it's repeated is to have the um deposits made with to the bank within 24 hours of receipt of the funds. And um due to the distance
of the bank from there's no local bank in town. Um it was recommended that we ask for the waiver to be able to make those deposits at least once a week. um rather than the 24-hour rule. PED can grab that waiver. >> So, the we don't we don't use the bank in Cuba anymore. >> We do, but since there's no local bank, they're not going every day to make the deposit. >> But aren't we sending people to library every day? >> That's they take Couldn't they take a deposit being that they go we have somebody traveling that way every day? This would work for Monday through Thursday, I suppose. But, uh, if you have deposits from Thursday or over the weekend, Friday, Saturday, you need the waiver. >> So, I guess a question I have
that I didn't think to ask last night when we had this discussion was, can anybody take a deposit to the bank from the school or do we only have certain people that can do that? Theoretically, yes, anybody could, but we would probably not I wouldn't recommend that. And there's some people that would not like that responsibility. This is a common practice. It's still we still have to show good faith in depositing as quickly as reasonable under the waiver. >> I personally was not in favor of the waiver. Um because I think I don't like the idea of having the money kept at the central office for a certain amount of time. Um I think that our office staff should be able to make a deposit at least every other day. Um I'm I'm not in
favor of the waiver. >> Yeah, every other day would require the waiver. Otherwise, it's uh got to be deposited within 24 hours of receipt. >> So, we would have to take 48 hours for it to be every other day. >> We can come up with guidelines and we would still make the effort to deposit >> Monday through Thursday. They saying we could put stipulations on it. So we could do every other thing. >> You can you can make a motion >> and then when we don't do it every 24 hours. >> So what you're saying is if we do it a stipulation or adjust it to every 48 hours, they would still have to do it every other day, right? >> Yeah. Yeah. So, if they got the deposit, >> my simple mind, if if
they got the money today, they would have to deposit it no later than Thursday versus if they got it today, they have to go deposit it tomorrow. So, something comes up where they we don't have anybody that can go do the deposit tomorrow, then we're in violation of the 24 hours. Whereas if we give them 48 hours, they would have Thursday. >> So instead of 24 hours, you 48. >> That would be my my recommendation. We we had a long discussion about this last night and I don't think quite still w. >> So I don't know if you if you've heard what we were discussing here. >> Yes. And and last night at a meeting, um I did advise them that they could change it to from once a week um to whatever hours if
they wanted it 48 hours, 72 hours, whatever that option is, whatever you feel comfortable with. Um and like Mr. Kushman said, "We still are making the effort and it's still um enforce we're trying to enforce that 24-hour rule because um I can already tell you that we we're in violation up until today for this year. So, it's going to be another fighting. Uh but we need to try and resolve this once and for all on a plan for the district. So, our recommendation is to uh approve the the the deposit waiver to 48 hours instead of 24. That's what you >> Well, to approve the waiver, but with the stipulation that's every 48 hours >> instead of 24. >> Yeah. >> And there's no guarantee that this will be approved. Is that correct? We're just
applying for waiver. >> We are just applying for it. Normally, they will apply. they will do it and I will adjust the waiver to to take out the because you have to have a plan and most of them put like I did at the top the with them at least once a week but if that's the board's wishes I can change that to at least every 48 hours. >> Okay. will will uh there's a stipulation of you uh changing the the wording or whatever 48 hours instead of 24 hours. >> So I motion to approve the 24hour waiver request with the stipulation that they have to deposit within 48. >> You have a motion by Miss Sandy. >> A second. >> Second by Miss Lucy. All in favor? >> I. >> Motion carries. Moving on
to number five. end of year budget adjustments and cash transfer authorization. >> I'm presenting this memo to the board um because of this tight turnaround that we we you'll run into at the end of the year. And I noticed that this was adopted by the board last year as well um to allow um us to to present the bars to peed as soon as we have um the process them and send them to peed get them approved and then they will all be presented to you at the following meeting. So, anything that we do from now will be if we can have that authority, we'll process them, get it to peed. Um, and then they'll all be presented to you in May and June and then in July if there's any that need to be
done in June. >> So, if it's been our practice in the past, I motion to approve. >> I second. >> Okay. Okay. So, we have a motion by uh Miss Sandy and a second by Miss Antonet. All in favor? >> I I >> I. >> Motion carries. >> Moving on to number six, 2025, NMSBA scholarship program, JMS board. >> I believe this is the one I already addressed in my report. I had Mr. Check with the seniors to uh confirm that none of them were planning to end going into education. So, we had no qualified candidates for the MSBA scholarship. >> So, we don't need to vote on it. >> No, sir. It was just too late to uh get it off the agenda. >> Okay. Moving on to journal entries number 480- correct posting
forest service payment from 21,000 to 11,000 for $35,992. Motion to approve. >> Motion by Miss Andy. Second by Miss Lucy. All in favor? >> I. >> Motion carries. Moving on to number 520- correct. Posting of bus 8 salary account code 27149 prek. Motion. >> So move. >> Motion by Miss Antonet. >> Second by Miss Sandy. All in favor? >> Mr. Chairman, tonight I'd recommend that the next items number 45 through 55 be approved as >> as one. >> Yes, sir. >> Okay. We'll take them all on the budget journal entries number 45 through number 55. All motion. >> I move. >> Motion by Miss Lucy. >> Second by Miss Sandy. All in favor? >> I. >> Motion carries. >> I would also make the ne the recommendation on the next item. uh 0057 through 0069
uh budget adjustments be approved as a whole unless there's any questions regarding any of these. >> I motion to approve as a whole. >> Okay. I have a motion to approve as a whole by Sandy, second by Miss Lucy. All in favor? >> I. >> Motion carries. So moving on, executive session. Is there a need for executive session or Mr. Kushman? >> Uh, it would probably be a good idea. I have some updates for you. >> Okay, Mr. Sandy. >> Executive session.
