Right. The time is 6:00 pm. The Heisman public school board will call meeting to order. >> Can we get a determination of quorum? >> Mr. Robert Vill >> present. >> Mr. Randy Cordova >> present. >> Miss Sandra Morakis present. Miss Lucy Morbine >> and Miss Anton Martinez >> present. >> Um Randy can you lead us in the pledge? >> Sorry. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Can we get approval of the agenda? Has anybody had a chance to look at it? >> I would like to table approval and signature minutes for February 11th to the next regular board meeting. Do >> have a second. >> Second. All in favor?

>> I opposed. >> Motion carries. Approval of signature minutes will be tabled from uh February 11th will be table till next regular board meeting. >> Um executive session. >> Motion to approve with the changes. >> Oh my gosh. Sorry. >> Okay. >> Second. All in favor? I >> opposed. Motion carries. Executive session. >> Executive session notice is hereby given that the Heismans Mountain Public Schools Board of Education will meet in executive session pursuant to section 10-15-1H2 of the New Mexico Open Meetings Act and limit personnel matters specifically. One, discuss appointment of a superintendent including contract terms and two engage in contract negotiations. Uh how do we vote? Um, Miss Antonet, >> yes. >> Miss Lucy, >> yes. >> Mr. Randy, >> yes. >> Mr. Robert, >> yes. >> And I vote yes as well. >>

The time is 6:18 and the His Public School Board will be coming out of executive session. Oh, Mr. Robert. >> Yes. >> All right. So, moving on. Uh, discussion and action items. a approval of purchase and renovation of homes for the Triidge. Mr. Kushman, you want to give us >> So, we had we had a company that CES, the only vendor through CES that has modulars and mobile homes and a gentleman did a presentation for us a few days ago. Uh, single wide, threebedroom, two bath, just a standard single wide. And I uh he also get is sending prices on double wides, but the single wides are in the upper 70,000 range per unit without upgrades. That's but those are still 2x4 walls. On the exterior, I asked him to price out 2x6. Uh he

thought we'd still be around 80 or low 80s. Um and then we would have to add porches to those. So, um you know, they're they're basic, but they're um they've got stainless steel appliances except for washer and dryer. We would either have to purchase those or let tenants purchase their own. And then uh uh I feel that the single wides are probably more appropriate for housing than double wides in case they have to be moved in the future and just for settling and all kinds of reasons. Hang on a second. This monitor keeps going off. Uh, and I'm also looking into I got some information sent to me today by THAAD Fipps with CES about the PSFA public schools facility authority match for teacheres. So, I think we'll qualify at some level with our own

funds. I just don't know what that match would be or have any more details on that, but we're going to try to get some of that state money that was meant for teaches. The remodel on the house that I'm camped out in now is probably going to run on the interior. I'm guessing somewhere between 15 and 20 grand for floors, cabinets, paint, texturing, all that sort of thing. That's what I'm hearing from Sean. And then uh the Lindreth house needs a new roof uh for sure very soon and some exterior work. The interior looks great on that place. So, it's the best I can tell you on the housing right now. I would assure you that we would seek the best deals and probably won't be signing off on anything until at least another regular

board meeting when we have more quotes and exact prices. >> How many units are we thinking of purchasing? >> Well, it depends on the amount you approve if you approve that tonight. But I would like to get at least three to four new uh teaches. And we're checking out the Lindreth site right now. Sean is getting some help from people that know what that property has as far as hookups go, but I'm also going to recommend that we get at least one or two RV slots at the uh I mean Liebrook at the Liew Brook property. Um so we can uh I've got one person interested in working out there right now and said, "Hey, if there's a hookup, I could bring my own travel trailer." And I I personally have lived in a travel

trailer on other school sites as well. So I think that's an attractive option for people. But I would like to get three to four single wides uh for the property, remodel the house there in Gana. Um and then uh one of those mobile homes that we currently have is on its final leg. That's the one that keeps getting water leaks. And Sean's in the process of fixing or not Sean, I'm sorry, Jeremy is in the process of fixing another water leak in there right now. Those pipes have had it. It's quite a bit older and not worth fixing up anymore. Um, and what were you telling us about the uh the monies we have in the solar and the monies in uh from the sale of one of the schools >> state wanting to or

may coming in. >> Oh yeah. So, at the legislature this session and the governor is pretty upset right now, but uh um they're looking at uh I was told to expect that the public education department and the governor's office are going to look at our school uh cash balances. And when they did this the last time many years ago, they said anybody that had more than 2 to 4% in their um cash balance of their operational expenses, they were not going to approve additional funding. In fact, they would take credit off of our unit value and our other funding to drop us down to that. They'd like to keep you down below 4%. I've always argued against that, but the reality is um trying to remember which it was probably Bill Richardson's administration the last

time this happened, but they did come after our cash balance and forced us to drop that down. Uh and so those of us that have been saving for activity buses or uh teacherage or just general work on campus got hit pretty hard. And that's the situation we're looking at now. We would like to encumber monies before the end of June so that we can not risk losing them. And and the governor, frankly, is using uh Trump's u cuts, his Medicaid and Medicare cuts or Medicare cuts, I guess it is, uh as a reason to uh go after people's cash balance. >> So, with that being said, would we be looking at using the solar money? I think we have in last board meeting I think you said we had about 740,000 and then we looking

at that to use for the renovations and the purchase of new teachers. >> That's what I would recommend. But I would also recommend keeping at least 300,000 uh for another rainy day. It's raining now, but keep at least 300 if not 350 in that fund and just kind of monitor the situation with the governor's office. So, how much would you ask us to a lot out of that account for teacher at this time? >> I can spend it all. [laughter] So, um I I would like I really think it would be beneficial to the district to look at trying to get minimum of three units. Um and if they're 80 to 90,000 a piece once they're set up and all that, you know, that that's already 270,000. and then another uh 30 to 50 on

top of that for the renovations both in Guyana and out at Lindreth. So >> 350 maybe >> 350 >> would that would that be enough to do the renovations and for mobile homes? That's what I'm hoping. And I'm also hoping that we can even get more than that out of it if we can get a match out of public school facilities. But I think that's probably a good starting place unless you want to approve, you know, more and just, you know, uh I'm I'm pretty tight on the dollar. So I'm not sure what to tell you there until I have exact quotes and it takes a little time to get those. What about we put it between 350 and 400 just in case? >> Okay. And I'll keep bringing it back to you with the

prices I get. You never know how much going to renovation is that. Yeah, renovations are expensive, but I do need to get at least three quotes on any renovations because they're going to be over 10,000 on each place or over five. I think our requirement is 5,000 in district, right, for getting three quotes? >> Yes. >> And so, uh, >> we know of anybody that can do those renovations? >> Well, I know several people. It's a matter of timing and whether they're going to come up to Gina to do them. Yeah. Okay. >> We want to make sure that there's uh licensed contractors on that type of work and uh I don't know about in this particular work how much the bond would need to be on that, but I would look through for people

through CES and then I know people that would be interested in putting in. I just don't know what their schedules are, how backed up they are as far as doing work this far away from their home base. A lot of these contractors on these sorts of jobs will just literally come out and camp on site until they get the job knocked out, you know, go home on weekends kind of thing. So, and if you have local contractors, of course, it's always good to try to at least seek uh quotes from the local contractors. Uh, can I have a motion for dollar amount uh between 350,000 and 400,000 for renovations of homes? >> I move. >> I got a motion from Randy. >> Second from Sandy. All in favor? >> I opposed. Motion carries. Uh, so

letter B, approval of the purchase of a new activity bus for the district. Mr. Kushman. >> Okay. I sent you all the uh quote that we got uh from Tillery on contract. That bus is in stock. It's a white activity bus. And that price that's on the quote, I think it was what 230 something 237 that includes a high dollar paint job um or decals or the wrap. Uh the one that we have on the current bus is considered a high dollar wrap. I would recommend that based on the input we've already had, any bus we get would have a more basic uh logo on it similar to what uh uh maybe is on the floor mats that we have at the school. It's a mountain and then it says Hamus uh Mountain Public Schools

and then on one side there's an eagle and on the other side there's a leopard something along that line or get input from you all and the public on that. But uh uh whatever the case, that would be the highest the bus would cost and then we can come down from there cutting off some of the cost of the uh the paint job. That bus is in stock. It's a 25 model. The 26 models will be a pretty significant increase and they're a year out on production. >> And the funds from that would come from the sale of the Kotus cooling. >> That would be my recommendation. and you've had that money sitting for a while and again based on the conversation with the cash balance I would recommend that you use that money. >>

So So if I remember correctly she said that we had a balance about 220,000 in there. >> What was that? You cut out for a second. >> If I remember correctly she said we had a balance of about 220,000 in there and I think that would leave us about 17,000 short. I'm guessing we cover that from some >> Yeah, we would either need to cover that out of this other fund or um try to get it out of the general fund. Either way, but uh it's not going to be that total 17,000. We'll be down below that price hopefully. Plus, I'm also looking at I guess we have two or three school buses that have been sitting that are not usable. Some have been stripped of parts and that sort of thing. We'll be able

to trade those in. We won't get very much for them, but that would help dispose of the older buses that we can't use. >> Yes. >> Questions on the bus? >> No. I motion to approve. >> Got a motion from Sandy to approve. >> Second from Miss Lucy. All in favor? >> Opposed? Motion carries. uh see possible appointment of the superintendent including contract terms. So I'm going to read uh something that was drawn up here. So first off I want to thank everyone who was involved in the superintendent search our search consultant advisor committee applicants and finalists. I especially want to thank the finalists for giving up their Saturday to spend with us. When we originally set our criteria, including salary range for the superintendent search, we did not think it was necessary that our

next superintendent have superintendent experience. However, as we weigh the qualifications of the finalists against the needs of the district, we did not feel comfortable entering into a contract negotiation with any of our superintendent search finalists due to the lack of their superintendent experience. Instead, we reached out to our current superintendent, Mr. Lauren Kushman, to see if he might be willing to negotiate a new contract with the district through June 30th of 2026. He indicated he was willing and we have begun negotiations with him in executive session. Based on those negotiations, I would like to make a motion. I move to offer Superintendent Kushman a new contract beginning March 24th, 2025, June 30th, 2026 at the prrated annual salary of $145,000 with all other terms remaining the same. Mr. Mr. Kushman's previous contract as Mr. Kushman's

previous contract with the district. This contract will supersede our prior contract with Mr. Kushman. >> I made a motion that I have any second that I second. >> Second by Randy. All in favor? >> I oppose. Motion carries. Another motion is I move to authorize our search consultant to reach out to our finalists and inform them of the decision and thank them on behalf of the board. >> Have a motion. >> I so move. I second. >> Have a motion from Antinet and a second from Sandy. All in favor? >> Opposed? Motion carries. Congratulations, Mr. Kushwinner. Thank you. Yeah, just uh to make it formal, I formally accept your offer and look forward to working with uh the school district and school board, including the community as we move forward. >> Well, thank you very

much. We appreciate it. We look forward to working with you as well. >> Thank you. >> Did you want to address the stuff about Atlanta? about what? >> About Atlanta. >> Oh, Atlanta. I wanted to ask you all I did look into rental of a vehicle and can get a van that would hold probably eight. Um, if you're interested or, you know, I I'm not sure how many are going. I know formally it's four of you plus me and then uh uh some others are tagging along at their own expense. But uh uh just let me know if you'd like me to uh rent the vehicle or not. And then I'm traveling I believe most of you are traveling southwest and it looks like I will probably catch up to you at your layover. >>

Okay. I I'll let the board members get with you and what they decide as far as renting the van. >> Okay. >> They'll be interested or not >> or a vehicle that would hold everybody. Then also uh uh as far as the student achievement award goes um I will submit the names we've discussed tomorrow and I will sign on your behalf Mr. Veh. >> That's fine. >> Okay. >> All right. >> So um other announcements. Next regular board meeting will be Tuesday, April 8th, 2025 at 6 p.m. here in the Hemis public school boardroom and also on Zoom. Uh adjournment. Can I have a motion to adjurnn? >> I move. >> Sec. Uh motion by Randy. Second. >> I second. >> Second by Antinet. All in favor? I >> opposed. Motion carries. The time is

36. The meeting is adjourned. Thank you. >> Okay. Thank you again.
