All right, the time is uh 6 o'clock. We'll call the Mr. Robert Hill present. Miss Lucy Min >> present. >> And present. So we have you present. At the pledge of allegiance, we have some students in the back first in the English version and then the version to the flag of the United States of America. I salute the flag of the United States. can be a symbol of perfect friendship cultures. >> Thank you. >> Approval of the agenda. Everybody had a chance to look at the agenda. If there's not any questions, can I get a promotion? Motion from Miss Second from Randy. All in favor? I opposed. Motion carries. Um, so that was a regular board meeting agenda. Then B is a special board meeting for February 18th, 2025. had an opportunity to look at
the the minutes for February 18th, 2025. If there's not any questions, can I get a motion? A motion from Randy. >> Second from Lucy. All in favor? >> I opposed. Motion carries. Um and then C special board meeting March 8th 2025. Is there any questions for those minutes? >> Have any questions? Can I have a motion? >> Got a motion from Miss Lucy. >> I got a second from Antonet. All in favor? I opposed. Motion carries. Board recognitions. Any board recognitions for tonight? No more recognition. President, if I may UNDER the cross, we hate men. We hate Jews. We hate and we hate them just because they breathe. If I may, I spoke with Joby Dan about the uh board uh student achievement recognition that happens every year and if you all uh choose to
get back to me, they'll still accept nomination from school board up until Okay. Yes. Does it have to be a student or it could be a teacher? >> It could be anyone from the community, staff or student, anyone that you feel as as a board is uh contributing to the uh school district as a whole or to individual programs. In the past, I've seen school boards that just do students, some just do staff, but I was most familiar with community members to the school district. Um, public comment there any sign up for Miss Flowers, is you sign up for public comment? Is it going to be the same as the the presentation? >> Yes. Yeah, it's going. >> Okay. So then I'm going to scratch up the public. Um, so I have Mr. William Chapman.
So just just for uh so you know we give three minutes for public comment I'll let you know I'm actually reading this for OD Chapman who wasn't able to be here for family uh emergency the investigation into the light school walk out could still be ongoing as it was mentioned that it was completed in the last board meeting. However, it remains incomplete. It appears to have been a one-sided inquiry, the gathering of information from a limited number of individuals, notably the principle which was led to a distorted understanding of the reasons behind the walk out. Why are more people mo not consulted about this incident? We were only a selected few there. Why were only a selected few interviews? I spoke with the superintendent, Dr. Carol, three days after she assumed the role of interament
superintendent regarding her investigation. Eight months later, she presented that she referred to as a complete investigation. This investigation centered on an alleged gun that a student may or may not have brought to school, but this was far from the true circumstances that led to the walk out. Numerous others other issues about safety went unressed throughout the entire 2022 2024 school year which were which are currently under investigation. These are unre unresolved concerns were the primary catalyst for the walk out. Dr. Herald's findings along with the principal who was directly involved in the events leading to the students protest have allegedly shifted the blame onto two teachers who were instrumental to the poorest uh uh fostering educational growth at the school in 2022, 2023 and 2024 school years and who also were whistleblowers on bringing light
to the unsafe environment of Lightbrook School as as well as budget allegations. The only offense these teachers committed was advocating for students needs such as necessity for full-time counselors and a part-time security guard. One of them also inquired about the allegation of JOM funds. Therefore, the allegations against them were inciting uh in inciting the walk out are completely unfounded. These two teachers were uh retaliated against for whistleblowing and trying to defend the students. Furthermore, why were the PAC and IEC organizations suspended? I believe that the crucial issues have been overlooked and neglected by the administration. This board is well aware of the previous superintendent whom many believe has hurt the transportation department, the budget and staff administration of the whole district. Instead of terminating him, the board allowed him to resign and go on to
another school. What kind of justice is that? During this investigation was it mentioned that both the superintendent and the principal of Whitebrook were aware of the planned walk out on the day it occurred but took no action to prevent to prevent it. Had the students been participating lockdowns and safety and play drills it it could have uh significantly alleviated the situation. All stakeholders understood that safety precautions were neglected because no one knew how to respond. This includes the principal who was unable to u implement safety measures. He had not practiced throughout the entire school year. There were no lockdowns or shelters in place drilled conducted at all. Why was there no uh reprimand for this oversight? So now you want to blame two teachers who everyone in the community is asked loved and if if
asked loved and the students and wanted the best for them. The accusations that these two teachers led to the library student walk out on May 2024 is completely false. and someone needs to be held accountable for the lies. Several safety issues were not addressed in 2023 2024, including the library, school safety, fire bureau's lockdowns. >> Mr. Ch, so real quick, you're on five minutes now. >> Um I I have I have Sorry. Well, bottom line is I just I feel the same way that there has been nothing addressed. I've been to board meetings and you guys have asked really good questions. I think you're trying to to get to the bottom of it, but there's been no accountability. There's been nothing. Nobody's held accountable. You guys get on to them and then nothing gets done.
Thank you for your time. >> Yes, sir. That was all for public comment. Uh moving on, we're going to move on to presentation. Local publications DPA recognition crypto. Yeah, there she is. Oh, >> here I am. Uh Mr. Mr. Chair, members of the board, uh, Superintendent Kushman. Um, it's, uh, with with great honor that I'm here before you to recognize our students after their state competition. Um, I also have a group picture to share, but I think sharing is turned off. So, I've submitted a share request, but I'll go ahead and begin, and this is for both um, Liebrook and Coronado BPA. Uh, I'll begin with our finalists. So, we had uh several teams make it to finals round and we had our secondary secondary broadcast news production team which included Zack Oagon, Michael Suski
and Mateo Velasquez. They placed fourth. Our secondary podcast production team, Analysis Garcia, Ariel Salazar, and Amamira Smith, they placed fourth. Our secondary video production team won um Aiden Chakon, Marcos Choen, Malady Choen, and Martin Gutierrez. They placed fourth. Uh secondary website design team, Dante Baka, Janelle Martinez, Jeremiah Padilla. Uh they were finalists. And our secondary visual design team, Skyla Martinez, and Lynn Fam, they were finalists as well. Um, I'll move on to our national qualifiers from Liebrook Stack and Place Digital Game Design Team. Jesse Garcia, Daryl Scott, Amari Werito, and Kingston Murphy. Uh, in digital citizenship, we had a third place and a fifth place finisher. So, they qualify top five in that event qualify. From Liebrook, we had Raiden Tennyson and Rowdy Tennyson. And uh first place in middle school website design team, we
had from Coronado, Alfred Gonzalez, Malachi Valdez, Adam VPando, and Corbin Hecman. Third place, middle level visual design team one, Julio Delgado, Dante Fresquez, Rocky Madrid, and Troy Valdez. Second place, middle level visual design team two, Gabriel Gutierrez and Jordan Hawkins. First place at the secondary level computer animation team, Malaya Santos Martinez, Naomi Velasquez, and Lonio Velpando. And first place secondary video production team 2, Alicia Gyos, Chelin Haramo, Osha Morphine, and Mia Gyos. And so we're we're honored to have uh a number of our students representing our school and our state of New Mexico at the National Leadership Confence Conference. And so we just want to thank everyone for the support uh that they've provided all year long. So thank you. >> Miss Gagos, you can share that picture now. >> Oh, okay. Perfect. Thank you.
So this is our our team picture. So this is uh both Liebrook and Coronado campus. So these are the students that represented us at the state level. >> Awesome. Very nice. Thank you. Good job. Congratulations. >> Thank you. And again, thank you to everyone for being so supportive. >> Thank you, Miss Gos, Mr. President. It's been a long time since I've been involved with BPA, but Miss Gigos, her kids, has been very uh actively making sure I know every detail and I'm very impressed with the program. She she definitely getting I want to come around. She definitely people are getting to know what a district is with the BPA because that's the only thing came down today. >> Yeah. Right. And they they went and observed what Miss Gagos was doing in a classroom and
and whatnot. So >> any program like this that keeps the kids involved, especially on the academic side or future careers is valuable to our students. And thank you, Miss Skyos. You're doing a great job, you and your team. And uh we need to throw in a plug. They're doing fundraisers, so they need lots of money. >> Thank you for that. And again, uh it's a community effort. You know how they say it takes a village to raise a child and we're just so fortunate to have amazing individuals supporting our students. You know, every so many people go above and beyond to to see our students succeed. So, we appreciate that. >> Thank you very much. Congratulations, >> Robert. Real quick, Sandy's on. >> Okay. Hi, Sandy. >> Hi, everybody. Sorry for being late. We'll move
on. Um, Mr. Muffet, uh, baseball, softball in the district. >> So, we are pleased to announce Library has a pilot program for the district for baseball and softball. The young ladies that were up here with the pledge are some of our softball players. And speaking with them, they're really excited to have that here. And Coronado has also expressed in hearing conversations throughout the district, they would like to start a pilot program there as well. So, we just want to make sure you guys are aware of that, you guys are good with that. And we found a lot of equipment from when we used to have it in Coyote that we'd like to reuse, reuse that field actually. We were speaking possibly with the county manager in hopes that we can do that in the very
very near future. So, we just want to make sure you guys are aware you guys want to support that if you would and we can bring more kids to more programs, more of our names out there in the district. So, That's nice deal. >> You know, we know the cost plays. >> So, we're working very diligently to minimize our cost. We found a lot of bats and gloves down in as I call it the dungeon where you know what I'm referring to down below. So, we're very happy to save on that expense. So, we can get you a number for our next meeting. >> I think it was mostly soft, was it? a lot of software. >> I think it was the last time we had anything that was soft and >> sound from the
sounds of it, it's been quite a while. >> Yeah. >> So, we really are hoping to bring that back to the district. >> As far as the bill goes, will the county help us maintain it or is that something we're going to have to do? >> That's we'll get in touch with them and figure that out and we'll have that for the next >> last time. We own the park the park >> so could we not do we ever use it also building that would be amazing >> the park is still according to I looked into it a little bit this week I was told that the school is still on the property at the park >> which I have to say you know, is it is it big enough for >> We can look
into that and do some measurements and get that >> about that. >> The gym gym and the gym. >> What about coaches? Would we have >> I have a few people that have expressed interest in the sport. So, I'm hoping that they'll be willing to do that. Um, we would like to offer a stipen, but that's something we can figure out with you guys. If you want to do like a pilot this year, where we wouldn't, then possibly next year or we'll leave that one at your court. Um, uniform would be our biggest expense this year. And that would be around 12 to $1,500. Make sure they're outfitted. >> So, do you have time this year? >> We can do not a full season. It's already underway, but I will work and I will get
us a mini season. Are we talking boys, girls? Go ahead. Boys and girls, >> boys, girls separate. So we'd have baseball team and softball team. We have 16 boys that express an interest in Coronado and 10 girls. >> And here we have 16 total. It's split. Eight and eight. So we do normally you would have nine. We're still trying to get that 9 in to each one. Fingers crossed. We do include one when we go through the application. But we're it's our first year. You put it on Google. >> No, I think so. >> Also and keep that. It's I don't know how that not too familiar how that one would work. Something >> I believe that according to your policy that I take the decision, but as Mr. Mets present the cost is fairly
low this year. I'm all in favor of it. Again, just trying it out. I think it would be a great opportunity to give it like you said a pilot program. Mr. Mo has come to me like they they were they last weekend. >> Uh they were doing their first game. >> So how did that go? >> We ended up losing. The boys lost 0 to8. The girls were I believe it was 19 to 26. So it wasn't a terrible loss and it was our first one ever. >> Thank you. So Cuba is letting us use their field as our home field for live ro. So our home field is in Cuba and then we travel with the Navajo League that we do just like basketball, volleyball, cross country out here. So we play to please
forgive me if I pronounce that wrong. And there's one other those are four items >> as we get ready to prepare the budget for this next year. I think it's good to have a short season and we've talked about that and Mr. Mets done a good job of scrging the equipment so finally. I agree. But I think if we're going to have a field in Gina, I think we should figure something out. That way they can have a field here. >> Right. Patricia has looked into county property. We could figure something out that would work according to the lead rules there in town. The technical subtlety here, you know. Yeah, >> they do have they do have uh back stop and stuff at the old school that's still set up over at the old library
school >> and that's just about the road that they play. >> It's about a mile down the road. >> Yeah. Is that our property still? I don't that's your property, but I know I know they probably wouldn't be against >> Halo. Halo is the one that owns it. >> Who does Halo, but I know supporters of youth, so I don't think that they have a body. I bet you allow maybe even help tell you what's your can't vote on it but I get the blessing to start on the program and then if we need anything approved by you as a board I can bring it a special meeting I know you're tenatively having a special meeting if not I'll after uh introduction flowers. >> Good evening everyone. I wanted to thank you for your time
and consideration to briefly introduce myself. My name is Courtney Flowers. I've been in New Mexico um since 2019. Lived out here young, naive with a fiance at the time and big dreams of ranching and raising a family. Um God had different plans for me, but I'm still here. I originally went to school after I graduated in 2013 um for early childhood education and um working in the schools last year um part-time as a substitute and um ranching. It kind of brought me back into my passion of education and I decided to go back to school um for special education prek. um to briefly introduce myself. For some background on this presentation, I was on what you would consider a weight list for housing um as an educational assistant um and was told, you know, it's
for teachers and I totally understand the reasons behind that with having to redo a budget. Um, then I just want to collect some information about why it might be good for some more districts uh to extend their housing beyond teachers. Um, I just want to clarify this is not me passing out ultimately saying, "Oh, don't give me a house. I'm going to quit." Or, um, anything like that. I'm just simply using this as an example of how it could be a good deal for the district and for the people who um might benefit from this in the future. So, the title of my presentation, supporting community and education through case by case basis housing policy, which is what the district seems to have been doing um in the years past. And so, this is just
calling for a stricter look at that. Um I'm using a quote from Sandra Larson. She is a longtime school administrator and this is an article she has in um shelter is a journal for community development through housing and education. Um her quote starts out, the school district should consider providing housing to the not just teachers when the cost of living in the area is so high that a significant portion of their broader staff including support staff such as custodians, cafeteria workers, and kids aids are struggling to afforded help um within the district's boundaries and this can lead to high turnover rates and difficulty attracting qualified employees profit roles capping the overall quality of education delivery which I've seen a high turnover rate um and for years I've been here as a sub and now as
an EA. Um so some key factors I'll be going over today is high housing costs relative to salaries, staff turnover and recruitment challenges, community independence assessment and allocation costs. Um so I put this in there should buy a house because I've heard that before creeping out here. um if the cost of living in the area exceeds average salary, not just but staff districts can and should consider looking into broader housing options. Now, I know many districts in Santa Cruz, they have a lot of students who are going to close by universities who are just ready to roll up their sleeves and get in the classroom and learn what it's about to be a teacher. But because we don't have that many universities here, um there's just not that um opportunity to recruit future teachers out
here um in that same way. However, for me, I'm going to school full-time online. And so having affordable housing and be able to go to school online, I you know, I feel like there's more people like me out there who would love to jump in and help in the classroom if they had that opportunity of affordable housing. Moving on, this is a little personal. Um, I do um receive this amount um give or take uh every two weeks, which is significantly more than other EAS. I'm only presenting that amount to show you the next slide, which is uh most places require three times the amount of income per rent. And um if you go to the next slide, um an average studio apartment is going to cost you about $16 to $1,200 a month. um
when you're bringing in um around $1,800 or less, it's almost impossible if you can go back to that last slide. It's it's nearly impossible to um produce three times the amount of income to even rent anything. Um moving on, that's a map of um rentals in Albuquerque and Santa Fe. And this is the map of rentals in our area. Um you can see that two popped up, but I looked into them. They're actually scams. So, as right now, I there's really not much in terms of granting um and to look to get a home um loan, the debt to income ratio is a little high for EAS or supporting staff versus teachers. Um so, another reason um if the district is experiencing difficulty filling positions due to housing affordability issues, it might be time to
expand housing options beyond just teachers. Community impact of stable workforce across all rurals is important for a healthy school community. So addressing housing needs for all staff and benefits students as well as teachers and the wider community. So that's fine. Um so improve potential benefits. Um these are we'll be going over those now. Improve staff retention by offering broader housing options. district can help maintain a more diverse and experienced workforce. Um, enhanced recruitment form, making housing more accessible can attract a wider range of qualified candidates for various roles and positive community relations. Demonstrating a commitment to supporting all staff members through housing initiatives can improve community perception of the district. saying, you know, we care about, you know, growing teachers, you know, providing an opportunity for um students who maybe want to do ranching and,
you know, support their family and live in the community and just take classes online and um become teachers that way and maybe when they're teachers, they can afford to buy something within the community and stay long term. So, I just kind of wanted to present that um just because I feel like it could be a good opportunity for some of our future graduates even um to have them as um even though they're not teachers yet, perhaps be able to live in the community and study and become a future teacher that way through our housing, which is far and between in the area right now. Especially with um the solar fields, we get a lot of people coming in seasonally and just filling up those homes to where if anybody did want to move in our
states, it's really hard. So, so I just wanted to open up for any questions or comments concerning this guys considering. But it's it's been the the policy. I think that first the teachers there's room then it's open for age of the school as far as I know. So I don't know if there's any houses available. There was one that's being vacated and we're waiting to find out what's going to happen proposals. So we tried to hold folks off until maybe shuffle some things around see what the turnover of staff is. It's hard because we we have a limited house and >> and um I get your situation at the same token we have to make sure we have teachers to you know teachers come from other communities or out of state or sometimes you get
the the teachers that come in if if we don't have housing for them we don't have school you know and that's what's that's what's hard so they don't understand where you're coming from it's hard for us as well. Yes. Things to consider if you guys were to say get a grant for housing and having the amount of house and say, you know, we don't just house teachers, we house future teachers. >> I'll tell you that. I'll tell you that. Can you look for grants and maybe present them to us and maybe because you are working at the school help us write on and get those grants so that we can maybe get more and better housing. >> Looking into grants would be a first for me, but it's not something I'm closed off to doing
>> because I think I think more housing would be great. We've been talking a lot with Mr. Chrisman about renovating what we do have. >> I've heard there's a company out of Santa that refurbishes mobile homes and I do know that there's a lot of mobile homes off of 96 that have even just been kind of left and you know maybe they just need 10k repairs. Maybe the owner would be willing to have the district pay for that. >> I'll definitely look into it. I do think there more options. >> Thank you. Thank you. >> All right. So, moving on. Um, board information and discussion superintendent report for Mr. Okay. Where to start? It's been a whirlwind. We I have to count on calendar how many days I've been on. I think it's four weeks
tomorrow as we put the pling of any areas of need in the district. Housing is one of them. Uh legislation uh is being uh promoted as we speak. I've got some updates on that and staffing issues and so on. I just said I don't want to talk about public just yet, but I at the legislature I can say that uh the uh Senate and House are fully behind the 4 day week uh for school districts. You know, that's a battle. The governor wanted all school districts to be five day a week and the superintendent association has opposed that as a whole and I think 50 something 51 or 53 school districts have joined in the lawsuit against the governor. every on the first ground to get local control in that decision making and this bill
by Gail Armstrong out of my residence county Kath County has proposed allowing local school make that decision believing that should be the city Stan rounds the director or the superintendent has said we should prepare for round two it's being appealed by the governor the judge put a stay on her order to go to the five day week and uh uh she's she's appealing that process. So, they're going to probably need one to $2,000 for each of the school districts to join continue the lawsuit coming up to help defend our right to make a local decision. I think all 89 districts should be involved in it, but that's not the case. So, be prepared for that. uh the return to work bill which affects individuals who have retired public uh they sit out 90 days and
then come back for a total of 36 months as it stands now either a consecutive 36 months or a combination thereof. Mr. caucus is an example of an individual that's affected by that, but the legislature is set to pass in five years and there's not been one vote of opposition against that. We're hoping the governor will sign that that bill as well. Uh appropriations bill has not been approved yet affects every program in the state. Uh but included in HB2 in the proposal is raising the teacher minimums to 55 65 and 75,000 depending on level and up from there and also including a 4% raise across the board for all school district employees. And there's a bill raising the minimum salaries for nurses to try to attract more nurses back into the school districts. So
this would be tied into the teacher levels and I'm not quite sure yet how that's going to work. See uh I have spent time in a couple of chapter meetings and uh been invited uh listening to some of the concerns about the walk out last year and the investigation process which we heard about earlier and just getting general information trying to get my feet wet there and build that relationship. uh we always hear from the local chapter house and we're going to continue to meet together and build that relationship. I've also suspended the uh assert or the interviews for the principal position here at Lbrook. When I got to the district that first week, those interviews had already started happening and I said no superintendent needs to be involved in that process. And not only
that, I made a commitment to the chapter house attendees. I don't know what we call members that were there uh to involve them in at least the uh process and getting their input here for the light work school community needs to be involved in selecting uh the new principal for this school. In the meantime, Mr. Hawkins is spending time back and forth and we think we've got a solution that I'll discuss with you regarding personnel a little later. So, uh, for the remainder of the school year, but that would not be the long-term principle necessarily. It might be, it may not be, but we might have a solution to get us through the school year. So, a lot of travel going on. Uh, had an REC meeting, re got reacquainted with the superintendent from the
region. Worked with many of them in the past. We have some good relationship there. Uh BPA, you heard a little bit from Miss Gagos. That's in full swing on fundraisers and I'm doing my part to buy coffee from them every day. So if you haven't figured out, I'm a coffee drinker. So we're going to do everything we can to support our kids traveling. I'm all for that. off for as we've discussed already but for the sake of the public is many programs and u activities that involve academic pursuits especially that we can involve our kids in there's always sports everybody wants to know about athletics but uh when it comes to programs like BBA and mock trial and all these hands-on programs the more we can do to help uh promote uh the experiences world
real life experience for our kids. I'm all for that. And so you'll hear me bring some of those before you or to expand current programs or just improve what we have because not all kids are college bound back. A majority of students graduates are now not collegebound. At least 60 to 70% of our students will graduate go on to military or vocational school right into a vocation. And it's our job to prepare them for whatever they choose to do in life. continue to have that discussion at the legislature. Fact, I've had it with the governor herself. She's promoted college right after high school. I had a interesting discussion with her the past about hold off on the scholarship, wait five to 10 years where kids can go out and experience life and then decide what
they really want to do and then go back and use it for vocational school or whatever. But she hasn't bought into that yet, but keep trying. So, I'm sure I've got a lot more. Mr. Hawkins, uh I'm missing something. I'm sure. Oh, I I would like us to explore uh the possibility. We talked briefly about this before about a bus route from Live Brook to Gena to uh try to keep some of our high school kids in district instead of them going to Bloomfield wherever they choose to leave. But uh we have interest from four of the library kids and families right now to come next year to the camp campus from high school and be involved in sports and some of the kids from library are already involved in BPA. So we're exploring that
possibility. I will tell you that the peed has cut the transportation budget for uh well I shouldn't say they haven't cut it based on students and mile but they are getting very buses in your district. So our district had ordered I guess a handicap bus and if we don't have a student that qualifies for those miles they're likely to take that bus on delivery and give it to another school. We do need another activity bus and so we have some ideas that we'll hear about on budget that for possibilities there. I'm exploring getting a used bus that to help us get through the next couple of years and lower cost. But we'll see what we can do. There just not a lot of them out there. Let's see. Uh the library still oil. I'll leave
it for your report. I guess we're off with the fire. Yes. Well, I kind of there a lot of other things that come up other headings. I don't know if you have any questions before. >> I I have a question, Mr. Kushman. So, you talked about the 4% raise for the schools that um is working its way through the legislation. So, just my experience with the federal side of things, if they're requiring the schools to do this 4% increase, are they going to fund that 4% increase or is it going to be status quo and we have to pull it out of existing funds? >> Yes, it's it's double-sided. So the uh individuals that are paid for it from federal programs u that increase is not there on the federal side but we will be
required to raise everybody's salary a minimum of 4% if the governor signs that bill that is also uh it's included in the leveling up of teachers. So that funding will come through unit value. And in fact, the index uh according to what I got from Stan Rounds today, uh they're changing the unit value index to lower it to uh sixth graders, which is an improvement. Instead of a 1.2% index or unit value, uh even sixth graders will go up to the uh 7th through 12th grade of 1.3 and that will help fund several million dollars of the state. So that is a slight increase. And uh I'm always skept skeptical as well as to what is actually included and where we're going to have to cut, but this year it's looking pretty good as far
as the funding uh coming into the schools. We'll see what happens. It's best I can tell you until the final day and 30 days later when either signed or pocket vetoed or outright vetoed certain bills. >> Thank you. Good question. >> A question I had was Mr. Chapman brought up the the walk out and that a lot of the committees have been suspended until the complete investigation. When we had a conversation with Laura Castile, the attorney, she said that those committees can reconvene. Have they reconvened? >> They have not reconvened yet, but again, I've already talked to the folks that attended the last chapter meeting. We did mention that, and I'd like to try to get those going in the next few weeks. as soon as practicable. We're I'm working with our chapter president. She's
been tied up with some family things the last couple weeks, but but I've been swamped as well, but we've committed to each other to continue and try to get those going soon. >> Any other questions? And I apologize. reminiscing some things, but I'll give you a full detailed update as I continue to figure out budget and uh continue staff and students and so on. >> Okay. Um, no other questions on national personnel recruiting and retention. >> Okay. We uh I was asked if I would like to go to the UN M uh teacher fair for recruiting. I turned that one down because my experience is it's not very fruitful for rural areas, but we are exploring uh Fort Lewis, Adam State, Highlands, Northern, and possibly Eastern New Mexico. I've got a connection through my own
our own daughter at Western. So, we're trying to get word out to attend some of these job fairs. Uh I don't want to waste time going if they only have so many graduates that they've already picked up. But we are recruiting and then uh we're looking presently going through everyone's files and talking to individuals about their higher status of our uh teachers file receives about their visas. We've had two meetings with them about whether they're going to be able to stay or not have in the future. I have to encourage recruiting through some contacts out there. Thank you. Uh I let me also mention on the retention we are addressing housing and I've got more detail on that with some ideas on budget but uh as was mentioned in the presentation. Uh, mobile homes are
a possibility, but our maintenance department is checking out sites here and at Gana to possibly have a couple slots mobile homes that teachers could actually buy themselves or or employees rent to spot the space in either of those a couple locations. It's not perfect, but it is possible. We're like schools, Mr. Papius. Good evening, board member. I want to start with staffing. Uh, we did have an EA that resigned. So, she'll be done her last days at the end of the month. So that position has been uh posted. So we're hoping to uh to fill that position as soon as possible. Light Brook staffing we're all we're all we're doing good. Um as far as the building uh here at Lightbrook uh the Maza continues to uh to uh maintain and clean keep it clean
as Mr. Kman mentioned a while ago. Um he is on a fire watch. Uh and him and Brian Argo they uh they switch out on that firewatch. Uh I spoke to Jeremy this uh yesterday and hopefully the Johnson controls will be out here uh to come out here this week, next week to uh program the the the systems that we got to be able to uh be reported to the dispatch once that's done and then we'll be off fire. So that uh the alarm system all has been updated. So hopefully they just have to come in and in the program and so hopefully that'll be done soon and once that's done and then we'll be able to uh be off firewatch. Um Mr. Alaso has been coached for the to get some of the repairs
done yet the leg school as far as the doors and they can all close properly. Right now being that the building has been settled some of those doors don't set close correct you have to go and pull them so they'll be able to fix those to where they'll be put on it on the front door. Uh transportation u Mr. here at Glrookin is doing a double route. Um we've not been able to find the replacement driver so we're working on that. Um we have a couple of uh people that are interested so when they go through all their uh endorsements they might be coming on the board. Um we had an a transportation audit on February 26 where the transportation came and did an audit of all the records that we have there at the
central office. Good news is that there were no uh findings. So they're u Patricia the they're doing a good job in keeping all the records for for our maintenance or um inspections and all that. So they didn't know no audits. So the school improve the school enrollment here in Nightbrook uh we're down to 65 kids. We lost five kids. Uh and the two of them they uh they moved to Durango with their grandmother. something to do with the family issue here and then three of them got transferred from Utah the family went back to Utah so we lost pride so at Gina campus we got enrollment we got 45 at the elementary 20 at the middle school uh we got 35 at the high school for a total of 180 students total that on campus
uh as far as our professional development uh car and I group continue working with CES. Uh Miss Kina comes out and works with our teachers again uh teaching them uh best practices in the classrooms, teaching strategies and to improve our our kids uh score. So that's the goal. Um we did have a I've been working on a schedule for a lockdown drill at a gyena campus. So that one's scheduled for April 7th with Palms. And at the same time, we'll be having a RAVE training, which RAVE is an app that we use to report any type of emergencies. Uh we could use it as a kind of like a mobile call for staff like we're going to have a cancel school or flower delays. We could use that as well to reach out to folks.
Um so, and we had that uh that uh training here at Nightbrook on March 3rd. So, we're going to schedule it now with Gina. Anytime that we do trainings with Palms, it's uh they're they're so booked that it's hard to kind of schedule those uh those trainings uh real uh real quick. They're just uh they're just real uh busy. Uh testing uh all our testing has pretty much been completed. Our wheel has been completed. Uh right now we are continue doing our monthly uh progress uh testing. So every month that first week of the month we do our our progress uh testing. Uh now that I move to Gina we going to going to be doing they were not doing the the NWA uh testing uh from all the way from uh from K to
05312. They were just using it for secondary. Uh we're going to be using it K12 so we can get another data point to see where we're at. Uh also the the ice station that we're using it from K5, we're going to use it K8. Again, just trying to get another data point from our schools to to see if we can gauge where they're at and see what what specific needs they need. So we're also kind of doing a uh a little bit of changing to the elementary schedule. Uh we had our we had our now he does under school improvement. So we had our middle of the year visit to the through ped and uh so some of the things that uh we discussed there some of some of the action plans that we uh
put on our plan uh we have to kind of start uh uh moving on that. So part of it is is uh creating some uh intervention time for our students which that's going to be scheduled at the end of the day for for the for the 25 students. Uh high school it's going to be a little bit different. They'll be doing doing it within their classroom during the day. Uh so that's just trying to see how we can uh give the extra support to our student to see if we can get out of that uh school improvement uh destination. So, I'm pretty confident that we can uh get there. Um, so some of the uh I said I I I put a a report for all the athletic activities. So, you guys can take a
look at that. Uh some of the upcoming uh events coming up. Uh of course, we already the this was supposed to be the our meeting last month, last week. So March 10th we had a again like we said we had a transportation we had a CPR first birthday training in so all the bus drivers uh they have to keep up with their with their training. So we had that schedule and we had that uh that training for the bus drivers bus aid suburban drivers and all those that are that are doing any type of a driving for the district. uh teacher preparing conferences there this Thursday the Thursday um we had a literacy night on here in Lbrook on March 12 um March 18th again uh parent meeting the class of 2025 we'll have a
parent meeting at Gina for the sponsors and then March 25th the BA will be having a card stea Um so I know that I have stop that reported that PMS I was working with PMS to come and provide some uh services here at night. So they are starting they're coming out two days a month to come and work and see our kids with the support. So again uh that's all I got for now time for any questions. Anybody have any questions for Mr. Huckus? If there's no question you want Thank you, Mr. President. I know. So, I got thrown off the book. I thought I thought it wasn't. So, sorry. Um, so we talked this before the opportunity to present reports um in your packet. I've included highlights weekly business office staff meetings. We're continuing
those. In those staff meetings, we were addressing um any of the audit findings, trying to figure out our processes, corrective actions going over those to make sure that we correct some of that. Um this year um we had our advisory committee meeting. We had about six staff that attended um the other day and we went over the procurement process which is part of the audit audit one of the audit findings to make sure that that all the um forms and approvals are in praise in place in a timely manner. So that's one of the things we went over in our meeting as well as we were implementing some new travel forms to make sure that all the approvals are in place and estimated costs presented when they go to district or to the board for
your approval. So we revised those forms a little bit. Um, we're still working on the implementation of scanning all the documents to get rid of all the that accumulated and it continues to accumulate. So, um, Sean's been working with staff on getting them so that we can be more ready for the audit when they come so that we're not trying to find file and and a lot of the paper. You'll see um this next couple of meetings, you'll see a lot of the budget adjustments as we start getting final allocations for grants. We're starting to put those into place. Um we're doing budget maintenance to make sure that we're in compliance with the budget alignment codes and making sure that all the expenses are correct. So, we're we're this is the time of the year
you start working on all of that and make sure that we're all in compliance. So, you'll start seeing a lot of the maintenance bars and some increases because when you have um like I said, they'll re reallocate some funds and you'll get an increase or they'll say no, we actually aren't going to get this much money and you have to do a decrease. So, those are all the adjustments that have to be done at this time of the year. So, you'll see several of those come up during the in the meetings. Um we have a lot of reports that are due. I know we Mr. Christian and I met today with Patricia. We're trying to get um get a system in place where we can start filing those reports, gather the data needed to file
those reports for grants. So, we've been working on that. Also, we're looking at starting a budget process and we met with the advisory committee. I asked the members because they're from all different sites. We have representations whether secretary teachers and and some staff at the different sites that they start talking among themselves if there's bad dreams to find out if there are priorities for budget if there's any in particular that their school. Um I like to start the budget process from the ground up start seeing actually the schools and and what those priorities might be. hopefully they're working with their their leadership there at the school. As we mentioned before, we're going to start trying to budget committee and we might ask for um a special meeting sometime in April to do our um presentation
of budget and um your input on what your priorities would be and what you would like to see and start from there. So we might have or at the next meeting in April we'll have after the budget um workshop we'll have more information as far as our revenue what the actual legislative findings will be what will actually come out of um law and what we're testing. So we're going to start working on that. Um one of the things I did want to mention too was to address Danny's question about the federal programs. One of the problems that you do have when they when they allocate and um direct certain salary increases, your federal programs don't increase to cover those. So um that uses up more money with the federal grant that you continue to pay
for salaries and benefits might be an implement program. I know they're starting to talk about wanting, you know, the legislature increases that it's talking about the office budget, maybe transportation and cafeteria, but they're not addressing the federal programs even though we have to we have to provide those. The federal programs don't increase their allocations to that to do that. So that's always an issue that creates some funding problems when you have big boundary increases and you have to implement those in your federal programs. Um some districts have said you know um the federal programs are like we're supplemental we're not you know we're not your we're supposed to supplement what you do. So some districts have started trying to supplement some of that out to move that to operation. So that's something that you know
um people try not to put too many salaries and benefits and grants for that reason for public so your budget your dollars go a little further. So we'll be addressing that as well. Um, I did want to remind that um the bond attorney um are wondering, you know, are we considering is the board considering a bond issue? If so, when they when they mentioned that at the last meeting, they said that they'd have to have a resolution starting in April. So, that might be something that we might need to consider. Is that something that we want to do to provide the housing or the mapping for A and PS and have the state pay for it would have to be on the November ballot and that process would have to start in April. So that's
something a little further and at the beginning of April discuss that time so that we can do that. I look for any questions they have. >> If we have any questions for Mr. lease is available. I'd like to mention that um it's been advised by numerous people uh behind the scenes that peed and also our director of superintendence that we spend down some of our current capital monies because with budget uh issues at Santa Fe they've been known to decrease your funding if they look at you have too high a cash balance. We bought this a number of years ago. I can't remember how long ago I'll blur blur that if you had more than 2% in your accounts. Uh the state decreased your funding at your district level till you used up your capital.
We want to protect that and use it in house for the legislature take credit. So that's one of the points. I don't know if you have questions for either one or less on that. We need to look at some of the the wind farm, solar farms. That's what I was going to ask. How much do we have in that solution? >> 135,000. I would advise keeping, you know, a good amount of that money in the bank for a rainy day, but it's raining now and we definitely have a need for remodeling some housing, improving housing, activity loss, building the assembling the playground, equipment for the prek program that they got during extra money. have we have we have another account schools >> savings um right now we have 211,220 somewhere around a day >> and
then a question really separate was the audit uh has that been approved yet? >> We it's been submitted to the state auditor's office for review. So it's it's there u for review. Once he approves it, he'll bring it to the board for presentation. But he did he did submit it to all the answers that >> I always want to mention also for the sake of the public. I know you've ordered a big train on this, but there's certain pots of money and you have to be very particular about which final money is used for what projects. So, we can't just take this money and increase salaries or those sorts of things. It's not legal for one for another. So, we have to make sure it's used wisely for the future of the school, the students.
>> Anybody else have any questions? Thank you very much. Who will help this Debbie behind? board. Uh so today I was going to update you guys on the uh school bus cameras. We uh have installed the everything on one of the school own buses. We can test it out to make sure there's no issues before we move on to the second any of the contractor buses. So we don't have to worry about messing anything up on their buses. We can uh make sure all works good before we go on to theirs. The second thing we were having issues with was uh mis by misguided class. There was a dead spot in the internet and the me and elite went through there multiple times and try to figure out what's going on. I believe it's working
better now. It's not back up to 100%. They are currently trying to figure out what the exact issue is, but it's only in that one spot of the rest of the building is fine and they can't figure out what's going on with it either. Um, we are looking at maybe uh one of our uh access points went out or went bad and so we're looking at little trying to figure out the little networking issues that's going on with it. Um and the third thing that I have on my report was the um internet update for live. There is windstream has a they are laying fiber optic through this area and are going to be putting fiber optic into the school area. So maybe we could uh upgrade from uh SC up to the fiber optic
cable which would be windstream and I believe this is done through connect New Mexico. Uh the federal or the state program connect New Mexico I believe is what is funding all this um through the entire right now. Uh it's time for any questions. Sean, did we ever um come to a an agreement or find out about the Starling 20 student? >> So, I gave you guys information on the how Cuba pays for it, which was through I believe I remember which fund it was. >> Yes, sir. >> Uh it was originally Yes, sir. Yes. But now they continue paying through for it through uh one of the Native American >> Impact date aid. Thank you. I could not remember the name of the fun. um getting paid through uh week back date now after they
spent uh PS on to purchase the uh equipment at the beginning of uh during co and uh I'm I was I'm not sure do you want what we want to do with that? Well, first thing I think would have to be figure out what students would need the internet, right? And figure out what costs here. I think if I'm mistaken correctly, but I think here in Live Brook they we get a better out there in China. There's a bunch of dead zones here in that does not have any internet and I believe cell phone coverage isn't as >> So that fiber optic going to cure that or >> but not because it's only fiber optic up to where they run it to. >> Yes. Yeah. Unless they eventually branch out, but that's not a guarantee.
>> So I think we need to take a list of maybe put out memos to parents and ask >> and take a poll to see who who needs it and who's interested in it. >> Okay. and then get quotes, see what it costs both sides schools and then go from there. >> Include that in our parent surveys that'll be going out as part of the budget next year. Okay. So, I'll start >> because I know it's getting expensive for some of our students. So would we be upgrading if we went from charging to the fiber? >> Uh it would be because the fiber optic a lot more uh stable a connection compared to what they have at the at residences. It's uh a completely different thing. you get up to speeds of one gigabit per
second compared to I think they offer 50 megabytes per second for residents. So we'd be upgrading substantially from starting >> but that would be here after >> we get a quote for that as well. cost us. >> I would have to I'll get in contact with starting or not starting uh windstream and talk to them and see um I'm not sure if they would have a quote for us yet until it's installed the fiber optics installed but I will get with them figure out questions for Tom. >> Appreciate it. Thank you. maintenance of the Mr. >> No. Would you like me to address >> is not on there? >> No. Okay. So, we did a a walk through the camp, the main campus as well as over here Sean and I went through all the
buildings. There's serious upgrades or concerns that I would have a lot of it's the equipment that's still in there. We're cleaning out one of the rooms at the high school now, so maybe back to using it as a classroom. Uh we're looking into the possibility of removing a lot of the surplus desks and chairs from the uh what's the list called list uh so that we could legally give the items away or try to sell them. There's not a whole lot of top 10 items, but things that maybe the general public could like. Uh we can give it away to schools or nonprofits right now legally, but we can't give it to the general public until it's removed. Uh there is a again a desperate need for improvements in housing. The house at Lindreth has
been remodeled the interior. It looks great. The exterior needs some more work. It needs a roof put on it. The shingles are shot. I used to be in that industry a long time ago, previously. Uh, and if we don't do something about that roof soon, potential of losing a house with the roof. Neil and I went through the uh house that I've camped out of the appropriate praise. It needs some major work in that. The interior has not been done many many years and it's been treated fairly well, some settling things and so on. So, two houses need some major work. Uh, we probably should, uh, eliminate at least one of the mobile homes on campus where it's had major uh, water leaks the last few months and trying to patch that together right now.
Just make it liveable for the rest of the year till we know what's happening with other houses. That's the main things on campus right now. He's just the general work and he's getting ready for spring cleaning and mowing addresses those areas of concern. What was the deal with the water line here? There was something we just upgraded or you mentioned settling the building. Wasn't there something? >> There's some contractors came out and just walk through and they feel like the settle's probably uh pretty much done. a lot of the areas that they're kind of looking at the corridors and stuff like that. >> Talking about the water pressure though, we met with the state park and because of the water pressure being so low, we may want to address, you know, some problem here. But
there is water storage here. >> We have a tank back. Um, but it would be nice to try to look at the future and upgrade that for the safety. Being able to really hit a fire if there was one. We did discuss some alternatives there. Jeremy, I'll bring that to you future. >> Well, I have a question on the gym. Um, so every summer there's always a potential for forest fires and a lot of times Sammy can uh attest a lot of times we will rent our facilities the summer to the forest service last year um they rented our facilities while our showers weren't working so we could they couldn't take showers in our school. Um after that I do remember Dr. Jeremy and him saying that he was going to get those operable. Have
those been fixed? How are you? >> I I use the gym and I've tried to use the showers beside the gym and they're still off. >> So, got the showers in the gym. >> I would like to get those fixed in case we have a pretty dry winter and I don't know if the force is going to need it again this year. >> Okay. >> That way in case the guys have showers or or the after games if they want to take showers or whatever. I'll look into that and uh give you the jar about that one. Back to you. Thank you. >> I do have a question. Um we were meeting with Tammy. There was an emergency heating. It was a pretty large bill for emergency. >> The boiler went out. >> But something
different because we had already figured the the 60,000 or what was it called? >> At the gym. He went out. >> The heaters in the gym >> went out. Somebody had to fix stuff. That's what the other I didn't. The boiler went out and then right after that heaters went out. So those >> is that radiant heat or is he update? >> No questions. We'll move on to the finance committee. Um Tammy met with the finance committee on standing. You wanna >> I'll I'll I well I want to thank Tammy for having a lot of patience with Lucy and I last Monday when she met with us. We did have quite a few questions and she was very patient with us and understanding walking through us um through our questions and and that. So really
appreciate it. I uh I think we recommend moving forward. We we even went over some of the other items that we'll um approve later, but it was a really good discussion as far as the finance committee goes. >> Thank you. >> Uh moving on, audit committee. I don't think we have anything for audit committee present. No, there's still no updates on that other than that the audit was submitted to to PED. >> Thank you. Um so policy on date and discussion. Uh the first one is going to be for or the only one's going to be for uh out of state travel. So it be a first reading u vision. So A is a honesty trouble for employees. Any comments or questions on that? >> I have a comment. I know that's going to surprise
you. You'll get used to this. On both of these policies, I'm going to recommend that you consider adding a requirement of a report to the school board immediately the next regular meeting after travel. So anytime an employee or a student group goes on out of state travel or uh anything that you had to approve find funding for travel such as professional development or national DPA competition whatever that at least some representatives of those groups kind of present the resort brief presentation on what they learned or gained from that travel. Yeah, that eliminates a lot of privile request. We'll keep you updated on what's going on with the students and stuff. So, the plastic health for employees what uh was it still the superintendent is going to make the I think wanted it uh reviewed, right?
The employees is that the board would be approving out of state travel. >> Yeah. Right. So that's that's a proposed change, right? >> Yeah, that's the way we propose it for the you brought it up. I think Dice, you said that you're gonna whatever you wording you want we didn't use, we'll revise the policy and bring it back to the next second reading. And then uh so we I wasn't sure exactly what you had in mind, but um >> so the first reading >> the first reading of each policy will be tonight either employee. We've kind of separated them out employees and um >> students. >> So >> and then that way after the second reading we have the wording and then the third reading gets approval. >> Correct. >> Uh B is out of
state travel for students. I'm not sure if there's anything that wants to change in the students. >> I think it's still important. >> So, if there's nothing there, we'll move on uh to discussion. No actions. Well, let me say this. So, um next month we'll have the second reading. You don't have to add the out of state for students. >> Okay? because that one I think is everybody's content with. But the one for the employees, >> if you can add that one as the second reading and then >> Okay. So when we get down to action, you can tell me the actual wording that you put in there and then we'll bring that back to you in the on the action item. >> Okay. >> Um discussion, no action. and the 2025 NSVA scholarship program.
There's no school board president. So, as far as a scholarship program, are we recommending scholarship program? Do you know that? >> In the past, we've asked the students to apply and then we submit um whoever gets chosen. So I guess it's totally up to how we want to do it this year. >> Do you have a criteria that in place for the scholarship? >> Did they have like a letter of interest? >> Um we did a letter of interest and then the board then we come together as a board and go through them if I remember how we did it. >> Yeah. Require them to present to you. >> That's what I was going to ask you. Can we have a present like five minutes each in a board just some sort of presentation? What's
that do with the scholarship? Is it uh I don't know anything about it as criteria if it's for just students going to college or again is it for any use? I think it's for any use was invented. >> Could it be? >> I think it's college, right? Either either vocational or >> Yeah, either or. Um, I know that they sent us an email with all the information, so we could probably put that information out before we send it to students for their interest. >> I'm happy to go to the senior class and and talk to them about it once I know. >> You guys said that you guys are going to send out memos u families as far as like families or >> planning survey this spring. committed to >> well over the next few
weeks we can do >> we could do an out call >> we can do an out call about the scholarships or anything everybody's aware so what does it do I'm not sure I'm looking >> I remember getting an email >> if not I'll call Joe >> okay so it is open through April 11th so the email will have the guidelines and the nomination form So yeah, the deadline is April 11th. >> So we have our next meeting on the 8th. >> So can we do something for Sorry, I misread this. I didn't real I thought you were talking about a scholarship. You all did. I I misread it. I apologize. We're talking about the New Mexico School Board Association scholarship that is for uh higher academics and I can get that criteria out for the
students. >> So can we do something >> by the April on the 8th >> because because uh to submit it is on the 11th. >> Yes, we can do that. process and I can put our heads together, present to the students, make sure that they're aware that should be plenty of time. It's not very complicated simplify commandments as well. What I would like to see now if everybody has any additions and maybe they write some sort of paper something like you said as to why they want the scholarship what they're going to use it for you know what what the four rules are and then present it at a board meeting is the one that they usually push to have going education I'm not sure I'm not reed it's been two years since I've done
uh on this scholarship. We'll get the criteria and we'll get it out there and then we can add the presentation or at least write up for you. Moving on to the discussion and action items. First reading of policies 30,000 out of state travel employees and um real quick the I6500 out of state travel. Can we table that? That's one she's going to work on. >> She's not going to work on the out of state students. >> Oh, no. >> That one's not going to change. So, we can disregard that one. >> I guess I table just disregard it. Anybody have any objections to that? >> No. >> So, going to take are we going to take what uh Mr. Kushman said into consideration for the students about them presenting when they come back or is
that just going on the employee >> both I've always liked doing both it's good for the students to get used to presenting and not just assuming they have a >> but do we need to put that on the students >> I don't think you need >> or do we say the employee must have the students >> present >> right now for your purposes I think the action you need to take is regarding the employee travel. We can tell tell we as administrators can tell each group as they apply or ask for out of state travel that we're requiring it. They do a presentation to the board when they come back expectation is still on. She could probably some thoughts on that as well. >> Then we can disregard rights. >> Yeah. Um any suggestions on
wording for the outstate travel for employees? >> In my opinion, I think that the wording is fine. Just change it from superintendent to school >> and then add the presentation. >> He's going to require it. >> Well, no, on the employee side. >> Yeah. So, we need to add it on the employee side and then Mr. Kushman can require it of the students without adding it to the student side. >> Go. >> Was there um this may just be more of a process and a procedure, but I know you were requesting some uh estimated cost. Would you like to add that if they present that as well? >> Yeah. Prior prior to >> prior to travel. I know that was one of the questions you were asking. >> We're always asking that they still have
>> they do have a form, right? They have a form that they have to fill out in a certain and that would come to you um with the estimated cost. >> But what's the time frame before their travel? How two weeks? >> Has to be two weeks. >> It's the policy your policy says two weeks prior. >> Well, maybe um like a month before or so before they go on a trip. So the board could have time to or whatever. It's just like >> once you change it to the once you change it from the super to the board, I think that you would need more time. >> That's what I think. >> And at that time they would just have an estimate. They wouldn't really have their travel form completed. They would just be
coming to you to get approval and then actual due and have an estimated well we have this many. It's going to cost this much. >> Yeah. the ballpark theory >> ballpark. >> Is there something in the current policy that mentions uh if budget allows or recommendations for line items how they would fund? >> They were supposed to they would have to have that information to kind of we're paying for it. You know, I'm paying for it now a grant or this. >> Yeah. I I don't know my experience there hasn't been a lot of out of state employee travel, but there has been some. And I think that's good for even though the estimated costs fall apart. >> So I think we do need to change the wording then from two weeks if it's two
weeks to at least a month because >> well I think I think if we're going to if we're going to upgrade a time frame I say we do if we can through months that way if there's an issue they have an opportunity to correct and then re reent it again. Well, as soon as they find out where they're going to go or what they should ask for presenting, >> right? But what I've seen is because usually they it's like one month's going to find out conference or train whatever that >> we would have if you didn't want specific like 60 days or whatever you say two regular board weeks prior I >> I think the two regular board meetings prior to Um, in my opinion, I don't know what everybody else thinks. Um, just that
way if there's an issue with with something, if somebody asked a question that they don't have answer to, we can always >> have them do the next board meeting and have it just go away tentatively. >> We'll bring that back to the next meeting. So that we voted on >> just she the first reading does she? >> No. So we leave it and then we just give her what we did now. Right. So with what we've been s what we said tonight as far as the two board meetings prior uh an employee has to request from the board along with an approximation of cost which would include room and board meals uh registration fees fair whatever it may be um whatever they're asking for the school to along with uh board approval and that they
must report to the school board the board meeting after the completion of travel. >> You have a motion to approve that. I move >> motion by >> Rand by Lucy What's that? I All in favor? >> I motion carries. Uh B honestly travel for students. We already decided that that's over action loss. Um okay. Number two, Indian edsd school year 2024 2025. We've been uh we submitted them and uh we're waiting to uh to get them approved. Uh but I know that there was a lot of change over at the chapter hall as well. So we were send them over there to get them signed and they will sign them. So, >> and do we know why they would sign just for the change over? >> Well, I think a lot of it had to
do with with what happened with the walk out and the investigation and all that. >> So, I know that and I I don't know where she went. Vicki, >> yeah, she she walked out. She stepped out. >> Okay. I can kind of elaborate on reasons why it's a lot of the um budget. So I guess they were asking for they wanted transparency on what things were being spent on and nobody's ever really submitted anything to them to show them what the money from Indian education money was going to and what that money was. But that was a clarification that the officials from the chapter must fly. >> Did you know who they were asking? >> What was that? >> You know who they were asking for those? >> Um I know the school they asked
several times. >> I never got any questions. >> Oh, I'm sorry. Al Tennyson. >> Okay. So, real quick, our super Vicki she could come back when she gets back. But okay, there she is. At the first of the chapter meeting, we discussed sharing some of the budget items you all had requested the past. I'll provide that to you. So, we had worked out that again as I become familiar with it with this detail and hopefully address the chap next regular chapter meeting which I'm not sure what date that is. um April 11th and regular meeting >> and if I'm not able to be at one of those meetings I'll send >> you one of the one of the um requirements for impacting funding that we submitted our application for is to have the internet policies
procedures grouped by the chapter and the board and the ones that that we are currently in effect were in effect through February March through March >> through March. So we have to get them the policies approved by both submitted to impact >> and then explain it to everyone and I'll do it again. I won't sign unless there's a plat committee. There's all an IEC committee here and there's also whatever you guys stated in that that's followed. You're not following that every year. And so our people before me wouldn't sign either. So I'm trying to work off and I'll sign, but those have to be in place and those have to happen. It should have h happened before. I shouldn't have gotten it the day that it was due and that was bad. Um, I don't
know when you guys received it, but you guys know it comes every so often. You already know it's there. So, I'm just saying I will sign it unless that happens. >> And Miss War, that's remember that that's part of the discussion. She was with me at that first cap meeting and so as well as one of the attorneys for the investigation that we talked through some of these things. We're just going to try to approve communication, but I'll get I don't know what information they need from the past through this term. >> That's one already approved. Waiting on the chapter. We can approve it now or >> it needs to be the chapter has to approve it. Both of you have to. So we can approve it now and then we can just wait on
the chapter to approve it. Hopefully Mr. Kushman >> I think that what I understand that the IEC committee and the committees I don't know if they were one and the same in the past but um that they were had been suspended during investigation. So there was not a community to approve it and now I don't know how easily and I know that Dr. Carol had been working with Naval Nation and she was waiting for some information. It's just that they never got back and I I part of those emails and they didn't respond but we're past that. We need to go forward. How do we resolve this now? you know, um I I I can ask the board to approve it on our end. Can we work with the chapter house to get them what
they need? Um I understand the frustration, but and you know, we say we want to work with them, so let's work with them and get them what they need and and move forward and get these. So what I would propose is that uh rather than waiting for your regular meeting at the chapter house, maybe we could set up a meeting with you and the southern and me if you want other representatives there. But how would you like to do that? >> I mean it said you have to have those committees that haven't happened yet. You know, I know that you know they're working on it and there's stuff that's happened but Dr. Carol knew about this. So were their names >> and the superintendent before that >> were their names presented? >> Mr. Jack says
no one about this as well and those you guys took it away because there was an investigation I did but still there's those two communities are still in place. >> What are you talking about? >> What? And then also they said it says in there that you're supposed to have a community meeting to where you hear the the parents that you hear the teachers that you hear their complaints and then you're supposed to it says in there that you're supposed to work it get rid of those complaints. That's what it says. And that hasn't happened in years. And I don't I don't that's the reason why Damian on this team who is the past president didn't sign it and I know that this is crucial. I know that there's a timeline but all those things
should have happened. I'm sorry >> at that um chapter meeting that I attended. Did we not see the complaints you had brought? Um >> yes you did. But it's not it wasn't it is only addressed to it was only addressed to us. There has to be a meeting with the parents. There has to be a meeting with the students and their parents and their whole community. It was just us >> with the complaints that they just that all that has to be addressed within you have to hear them >> and then address those issues and right now I was brought another thing that's that water pump that you're talking about that needs to be done. If something happens to this place and there's a fire here, you're going to have nothing to save the children
because these fire trucks out there, fire, they're too far and sometimes they don't even get here. They won't not get here. >> Are you talking about the fire hydrant? >> No, the the pump that >> that's what we were talking about was the hydrant. The fire marshall is assured us that the initial attack on a fire is sufficient. He was concerned and he signed off on it that and the inspection was just two weeks ago. He signed off that the initial attack would be plenty to get everybody out of the building safely, etc. He was more concerned about the structure itself once everybody's evacuated for a fire that lasted several hours. So, they wouldn't have signed off if they thought there was any danger to any of the occupants of the building. >> That was
the tape fire. I thought about was water pressure. But I mean like if you had a hose and there's no pressure, what are you gonna say? You know that I don't know that's >> there more than ample water and pressure to do the initial attack again. So it was the long term effect on the building itself, not for the occupants. He said you have more than sufficient to meet the need to get everybody evacuated in time. things community are concerned. We don't know if all these, you know, things that you guys are doing to improve the school. We don't know that. It's just at you guys's level, the community know, you know what I mean? Like, >> well, were they invited to this meeting? >> Yeah. Like even that there was a game here. all
the parents were in there and then all the parents left. You know, it should be separate. And I know that you guys cancelled last week's meeting and then you rescheduled it to here, but you know, if they're occupied by something else, I'm just I'm just I'm trying. I'm trying. I invited everybody again. I >> And we are too. We're trying to however the meeting ended for an hour >> and Terrence left >> they could have gone from there to here >> right >> u so either way right I'm not blaming anybody it is what it is it's a relationship we have to we have to build >> right um so this is my suggestion I don't know what you guys think is would you be open to signing it and approving it if if the
district uh if the district and the chap house enter into a memorandum understanding that these meetings will convene within the next two months. >> Um, no, >> the reason why is because like I said, you guys have known about I brought this up how many months ago? I gave you I told you about it this they brought it up on the thing. I'm just >> This is what we'll do is we'll go ahead and and see if we can approve it on our end and then um if the chapter house wants to approve it, fine. If they don't then we're losing funding not just for our school in GA also for this school year. >> Was it going to which is going to affect students in both districts? >> My my experience with the Indian
education committee and J is that those names are recommended chapter and then the board groups them and forms the committee. So I don't know if they've presented any names to be considered for the committees uh for the IEC or I think you you call you just have one committee right there but there so whatever there was an IC committee then later on the thing they be required to have a separate JOM committee but at the having a word that the IC we only have one one communities. I think it was last year where they uh they made a requirement that they have we have to have we have to have an IC meeting and a J. >> That was something new that they changed last year. >> The pack is justation. >> Yeah. That that
has nothing to do with with Indian or nothing like that. Yeah, that's what I >> if you recall that we had uh talked about at that first meeting that I attended about having a community openhouse uh here and uh but I was under the impression we're going to try to do that later in the spring for a lot of other issues, but maybe we need to move that up. No talking about the 27y. >> I'm sorry. >> Yes. What were we talking about on the 26th or 27th? Something was going to happen with that. >> No, that's a different totally different issue. um that's a road private chapter road meeting it to address this one piece only that's been open >> I just I just thought you had said something we could attend um something
at the end of March um there's an April 11 meeting and also April 18 meeting that's for the planning meeting and regular meeting those two I mentioned Give me those dates one more time. >> 11 and 18. >> Okay. So, moving on. I guess on our end um in in reference to Indian policy the procedure GMS school year 2024 2025 uh we approve it as a board and then um it'll be in the hands of the chapter house at that point. So can I get a motion to approve? >> I got a motion from Lucy. Got a second from Randy. All in favor? I >> I >> opposed. >> I >> You oppose or are you for it? >> I'm opposing because I don't think we're going to come to a resolution with the chapter
house or the parents if we don't make it a priority. Now, I understand it funding is be going to be an issue. We could lose funding. Um, but I just I feel we haven't until recently we have started listening to them, but for the past year I don't think we've actually truly listened to them and now we're starting to make those amends. But I don't know if we can move forward without their approval or signature. Um, obviously it's a majority rules, but I do want to go on record that I don't support. So, I don't think we're saying that we don't want to work with them or or um by us approving this that we're kind of just working it aside. That's not the intent at all. But that way, it's approved on our end
and hopefully we can as a district come to an agreement with the chapter house and then we don't have to reconvene and take up more time. It's already approved on our end and hopefully it gets resolved um before it's due. That's that's the only reason I want to I want to approve it tonight. >> And so, uh, again, I'm not going to I told you before I would not speak to the past because I wasn't here and involved in that, but I can speak to the future or the hope of the future and I am committed to working with the chapter house on behalf of the school board. I will need names of recommendations like Southerntherland mentioned for those committees and uh then bring those to the board. I could possibly do that at a
special meeting that we've talked about having soon. We would like to reconvene those committees quickly and certainly I will attend or have a representative that you accept at the chapter meetings as often as possible to communicate what's going on in schools and with your kids here at Linebrook and the kids that attend in GA and discuss that. And I would like to get the Southerntherland to at least one of the meetings that we have or Tim to talk about the budget budgetary issues and our restrictions. Just give you information so you have that. Again, I won't speak to the past superintendent and the proof's in the pudding, right? When I show up, you'll know that that we're following through, but I hope in a year from now, you see that the district is following through
on a new commitment. Okay. So as far as the uh Indian educ education policy procedure uh the vote was 4 to1 um in favor. So the motion passes um so moving forward uh well let's let's just say that Mr. Kushner will be in hope we get everything. Um journal entries number 459 correct protein salaries to correct fund from 24160 room schools to family index index of 3297.34 got a motion from Randy second from Lucy. All in favor? I >> opposed. Motion carries. I number 460 direct posting of savings deposit from 1100 0 cash one 0 savings $104,356.64 in favor. >> I got a motion from Lucy. >> I'll second. Second from Sandy. All in favor? I >> I opposed. Motion carries. Budget journal entries number 32 bars 28M fun 271493K. A motion for Randy. >>
Second from Lucy. All in favor? >> I opposed. Motion carries. number 33 to put bar 29mm fund 24106 idea B got a motion from Lucy or now I don't believe that you have to mention these individually that you could take them together >> not from county or previous school district experience but I would you still take time for questions but I would recommend that you do them all Okay. Well, then we'll go from um 33 all the way down to 43. Does anybody have any questions on any of the bars? >> No. I motion to approve. >> I have a motion from >> Sandy. >> Second from Lucy. All in favor? I >> opposed. Motion carries. Uh discussion and approval. We'll do the same thing here from uh discussion approval of bars from number 0560
all the way down to 0560 0 the the impact aid operational to the rural income. Is there is there any discussion? >> If there's no discussion I got a motion for Randy second. >> Second from Lucy. All in favor? I >> opposed. Motion carries. Uh, moving on. Executive session is handy. >> All right. Executive session notice is hereby given so that the Hammonds Mountain Public Schools Board of Education will meet in executive session pursuant to section 10-15-1H2 of the New Mexico Open Meetings Act limited personnel matters specifically so that the board can discuss legal discuss and legal counsel can advise regarding personnel matters. Um and this one's to discuss personnel matters. How do you vote Mr. Randy Cordova? Yes, >> Mr. Robert V. Hill. >> So, real quick is to discuss personal matter per superintendent
contract. Yes. >> And uh per I'm sorry. And Lucy. >> Yes. >> All right. >> Recording in progress. You guys ready? >> Yeah, we're ready. >> All right. Executive session notice is hereby given so that the Heis Mountain Public School Board of Education will meet in executive session pursuant to section 10-15-1H2 of the New Mexico Open Meetings Act limited personnel matters specifically so that the board can discuss and legal counsel can advise regarding person personal matters. um one to discuss personnel matters and two current superintendent contract. How do you vote Mr. Randy Cordova? >> Hold on real quick. Sandy, hold on. So yeah, the time is 9:20 >> and he public school board will reconvene in regular session. So being that you read that. Yeah. Sorry. >> Okay. Um so Randy said yes. Mr. Robert
Vho >> yes. >> And Miss Lucy Morphine. Yes. >> Okay. Um, >> we're moving on. Um, announcements next. Uh, so announcements. Next special board meeting is going to be Saturday, March 22nd, uh, 2025 at 8:00 a.m. in the Heis M public school boardroom and Zoom. Um, that meeting will be pretty much uh, executive session. And then another special board meeting was scheduled or is going to be scheduled and posted tomorrow for Monday, March 24th, 2025 at 6:00 pm. Um and that board meeting will be uh to discuss and announce possible superintendent. Um the next regular board meeting is going to be Tuesday, April 8th, 2025 at 6 p.m. in the Heis Mal school boardroom and it'll be available via Zoom as well. Uh can I have a motion to adjourn? >> Wait, wait, wait. Sorry
to interrupt, but I need to know if any of you are attending the regional board meeting in Dulce on April 1st. >> So, ours isn't in Dulce. Ours is in Mesa Vista, I believe. >> On the 31st. >> Yeah. Well, that's what I thought originally, but the notice that Joe sent me said, >> so D say is not part of our board region. >> Okay, maybe better. >> So, what day is it? >> The 31st. >> What day is that? >> That's a Monday. >> In two weeks. >> Yes. All right. Thank you. >> So, I need to know how many are planning to attend that because we'll have to post a forum at a meeting if there's three or more of >> I might say >> I need to check my schedule and I
will let you know tomorrow. Okay, thank you. And then >> I will not be able to attend. I'll be on travel. >> Okay, then we will not need to post the quorum because there'll only be two of you at the most. And then I need you all to contact me by noon tomorrow if you have a selection for the uh board award, the student achievement award. >> Okay. If anybody has uh any uh recommendations, can you please email me um your recommendations for student for the student achievement award other than that? Anything else? >> So, I'm sorry, but how I don't feel comfortable giving a suggestion of a student because I'm not at the school. So, I would think that would come from Mr. Hawkins or Mr. Kushman because they're around our students. They would
think they would see who's excelling or who's even a good candidate for this. >> As I was trying to say earlier, this is the first district I've seen that's actually giving it to students. Normally, that's uh most districts give it to a community member or a staff member that helps students achieve Well, I think it's always been done for a student. >> Yeah. Yeah. So, >> I done with that and I think it'll be with the school counselor. >> I'd like to check with Mr. Maverick and see he he knows who's uh what kids are. So, if you guys are going to make the selection, can you guys uh email us and let us know is >> that's okay with you guys. >> Yeah, sure. >> Fair enough. Anything else? All right. All right. Can
I get a motion to adjurnn? >> I I got a motion from Lucy. >> Second. >> I'll second. >> Second from Randy. All in favor? >> I >> opposed. Motion carries. The time is 9:25. All board meetings are Thank you.
