001thank you very much the entire board is here and present so I will call this meeting to order Dr Roberts thank you Mrs Wen so we do want to start off each of our school board meetings uh reminding ourselves of our vision mission and core beliefs uh the vision of our school corporation is for bcsc to be the choice to learn work and play our mission is to develop expert Learners by partnering with our community to invest in people our core beliefs we all can rise to the challenge of high expectations learning is most effective when we have Choice flexibility and see relevance we Thrive when our physical social and psychological needs are met our community and School District are stronger when we partner with one another we flourish because of the diversity and variability
002in our community our democracy and Democratic institutions are strengthened by civic-minded citizens okay we have a lot of celebrations tonight te up our first one we'll jump in with our state wrestling finalist so we can have our um athletic directors step up uh perhaps we'll start with you Mr Miller for Columbus East first I'm David Miller I'm the athletic director at Columbus East High School um I'd like to thank Dr Roberts and the school board for recognizing our student athletes tonight um I have the honor of introducing Chris Cooper our wrest wrestling coach um Chris does an amazing job of leading the wrestling program a few of their accomplishments this year um they won the conference Championship for the eighth year in a row they won the sectional championship for the eighth year in a
003row and the Regional Championship for the eighth year in a row um also coach Cooper picked up his 300th win this year um as as a wrestling coach um but really the most amazing accomplishment of the wrestling program um had this year was they were academic um Award winners of the academic challenge which means they had the best GPA amongst all wrestling programs in the state of Indiana and this is their second year for winning that we are proud that Chris Cooper is leading our program and proud to call him an Olympian um excited to be here tonight thank the board and the cabinet for for having us and giving me the opportunity to talk about uh two of our wrestlers we got Monica McMahon who is uh a junior this year was 15 and
004five on the season first year wrestler in fact uh a year ago we didn't even have a girls wrestling team she was her and her sister uh instrumental in getting that started at Columbus East I mean I definitely uh maybe wouldn't have done it or couldn't have done it if they hadn't been on me just about every single day to to get things going so uh they you know they started wrestling a year ago and and to make the state tournament is incredible in your first year uh Monica placed fourth at the girls semi-state and then the next week placed third at the state finals so in your first year wrestling that's incredible also have uh Talon Jessup Talon has has been wrestling for us as as long as I can remember probably since kindergarten
005or maybe even before uh he's he's been a member of our wrestling club and and always been around I mean you talk about reliable didn't miss a practice all year does everything we ask uh wrestled 97 matches in the off season this year which is insane amount um one of the hardest workers on our team consistently as well Talent placed seventh in the state this year he was 37 and five uh five losses two were to the runner up two were to the third Placer and he split with the with the fifth place wrestler so uh both of these two I mean incredible academics as well you know really high GPA Monica was a junior academic all All State uh Talon will be next year for sure and uh you know both underclassmen no doubt
006in my mind they're both going to compete for for state titles for the Olympians coming up con okay if we could have Mr Lewis from Columbus North come to the podium first of all I want to thank Dr Roberts and the school board for recognizing um Columbus North uh wrestling team I just want to give credit to coach Joyce and his his um coaching staff coach Geor has has done a fantastic job over the last several years of pushing our kids to be better day in and day out I think one of the biggest things that I've noticed with our young men is that they become they have become really great advocates for our Athletic program on and off the field um coach Joyce this is his fourth year he came in with me and
007he's done better every single year our boys wrestling team hasn't been hasn't been a finalist at state for over nine years and I think this is um a really g a great job of Matt showing that how well he's done with our our wrestling kids so now I just want to um say congratulations to you guys and Coach George it's only you so first of all I'd like to thank the board and and Dr Roberts for having us and for recognizing these two outstanding athletes um Asher and and Justice they've they've been Staples in our program for a long time um and for them to reach this this level this early uh Asher being a sophomore and Justice being a junior um it it really shows a a testament to their commitment to wrestling and
008to um to our program in in general uh it's been 15 years uh I believe since we've had a a wrestler on the podium from Columbus North um I I believe it was 2009 and uh it's it's been a long time since someone's been here to to thank you guys for your continued support of our program um and for for your supportive wrestling in Columbus in general um I'd just like to um yeah uh recognize these two outstanding athletes awesome okay now we sorry was distracted by the cube kid by okay we are going to move the human resources part of our agenda up to the beginning because we do have two principle recommendations to tonight and uh with State Statute being as it is and that public comments need to be provided or at
009least opportunity before any approval well this particular time on the agenda as it indicates is just if there here I don't see any on that topic so I don't think anybody signed in on that topic so if there are any public comments for human resources okay we'll move into then the approval for our human resources pieces Mrs wer thank you you're welcome Dr ple we will keep the celebrations going this evening we'll do one at a time um it's a great time to celebrate the promotions of hardworking Educators that are very deserving of these opportunities and before I get going uh before we discuss either one of them I do want to recognize in the audience tonight we have interview teams from both schools we have some staff colleagues friends and family for all of

011her Bachelor of Science degree in elementary education from Indiana University and then her MBA from the University of Ed uh University of Indianapolis and educational leadership her experience has been all bcsc she was a Parkside Elementary School teacher in first second and third grades she then became an elementary curriculum specialist for our Corporation she then serves as assistant principal at Cliffy Creek Elementary School and has been director of prek since 2022 again she is a proud product of bcsc as a Columbus East graduate but also attended Clifty Creek Elementary School and Northside Middle School congratulations Kelly thank you so what an honor it truly is to be standing here tonight um and as Dr Roberts just mentioned I did grow up in this District um it feels very much like home to me um and
012in Columbus and I have worn many hats in bcsc um in serving our student in teaching population in several ways but I have a a feeling that this is going to be my favorite hat so far um having graduated from East High School in 2009 I did retire a lot of orange t-shirts uh but I figured those would not be appropriate to wear tonight so I do have an orange dress but um and you know Mr Charles Edwards he could actually vouch for that because he was there when I was there um so anyways I'm back in Orange today and it feels really great um on a serious note I want to thank all my friends and family colleagues mentors District leaders and staff and even some students who have supported me in my professional
013and personal worlds uh 2024 has been a really exciting year for me seven weeks ago I moved into a new house with my husband and my daughter uh that's two and a half and currently out in the courtyard sorry six weeks ago today we welcomed our second daughter um Violet who is quiet back there um into this world and and then three weeks ago I was interviewing for this position at CSA fodrea um and today I'm standing here before a whole lot of people who have supported me um and accepting that position as a principal at CSA fodrea so it is not lost on me how blessed I am and how many blessings I can count today um so in closing thank you bcsc School Board um thank you Dr uh Roberts thank you Dr

015Dana well Dana is also a proud product of bcsc a colus North High School graduate I'm not sure that's the blue we've had blue orange this evening perfect U Dana received her education uh from graduated from Columbus North and then her Bachelor of Science in elementary education was achieved at uh Indiana University Columbus she received her master of education in elementary Ed from olette nazarine University and received her administrative certificate from Indiana Wesleyan University um her experience has been in our system as a teacher at first and second grades for Taylorville Elementary School she was also a teacher at Schmidt in second grade Title One and served as an instructional coach she was then assistant principal at Parkside Elementary before helping us out and becoming the interim principal at Rock Creek Elementary back in December
016and that's what she's currently doing now uh again I mentioned she's a proud product besides Columbus North she also attended Taylorville Elementary School and Northside Middle School congratulations Dana dear esteemed board members and school board I extend my heartfelt gratitude and the opportunity to serve as the principal at Mount Healthy it is with immense honor and enthusiasm that I accept this appointment and I am eager to embark on this journey of leadership within our esteemed institution Dr Roberts Dr pleek and Dr hack I'd also like to say thank you to you thank you for believing in me I am deeply appreciative of the trust and confidence that you have placed in me I am committed to upholding the values of Mount Healthy fostering a culture of academic excellence and ensuring the holistic growth and development

020statutory Provisions for that okay Schoolboard member reports can I start with how about Mr Stenner tonight nothing this evening thank you thank you Mr major uh we've I've met with both the Redevelopment commission and with the health trust but there's nothing really new right now to speak of okay thank you Mr Bryant nothing Well L counil we met uh February 7th uh they talked about the difference uh mental health and how to deal with that in our school corporation um they're on top of thing they're working forward they look good and so forth and we got to play B and go Dr Roberts won but I think he Che but anyway maybe it was fun it was fun it was good thank you Mr RI Mr Nan um so all three of my committees met
021since the last board meeting so the council for Youth Development met on Wednesday February 7th we heard from several different local groups that provide different services to help support local students including the Indiana youth group which provides an after school Gathering Place once per week we also spent time discussing data from CD's most recent data collection and they are hoping to gather data in the future around the impact of social media on our students um the high ability broad-based planning committee met on met virtually on Tuesday February 15th the meeting focused mostly on the current process of identifying students who qualify for high ability programming whether that is the elementary AC program housed at Parkside and Southside the elementary cluster program at all schools or the Middle School AC program a total of 2,482 students
022were tested mostly in kindergarten grade three and grade six and the IU Columbus Advisory Board met on Wednesday February 14th we got a report on the impact that introducing Sports as an option for students at IU Columbus um is impacting their current students and future students the sports provide an option for IU Columbus students to get involved with peers on campus it is also attracting new students that might have otherwise gone to other schools to play sports the comment was made that Franklin College now considers IU Columbus as their number one competitor for attracting local students we also heard about the um the Admissions Office at IU Columbus is working with bcsc and Charles Edwards to look for ways to remove barriers for bcse students wanting to go on to college none of mine met
023this last month um a couple things here uh first off from the School Foundation um one item of note um Dale on the trail one of our uh school board members I I won't say uh much about it I'll let Dale talk about it at the end here but uh is very graciously uh is going to embark on a journey that will benefit the school foundation and then also um from the school Foundation uh the fourth annual good better best 5K date has been set Saturday April 27 and that is a race in which the school Foundation recognizes a vcsc teacher um for essentially going above and beyond and and being out of the box in their attempt to reach kids uh registration information has been in the last couple of newsletters and can also
024be found at Indiana timing.com uh from the legislative front Indiana school boards Association Friday wrapped up um the short session of the legislature um the school boards Association tracking list is down to 33 bills and I have to admit I kind of lost track today so it I'm sure has been Whitted down even more um bills have uh bills that have moved on to the second chamber um have to be um the deadline is today in the house and tomorrow tomorrow in the senate for those bills to remain remain active and legislative leaders have said that this session will end on Friday uh roughly a week ahead of time so I would expect a flurry of activity at the state house this week uh lots of bills uh that could be mentioned um two that
025have been decided upon probably the bill that received arguably the most attention Senate bill one has uh is on its way to becoming law it has passed the third reading of the house and it's awaiting signatures from both the speaker the president proam and eventually the governor but the school boards Association certainly um hopes that Senate bill one will make a real impact on reading proficiency levels uh for elementary kids across the state and another uh bill of note that has been decided upon house bill 1376 um has met its demise um that was a bill that proposed limiting um controlled project referenda to only be on the November general election ballot so isba passes on a thank you to the Senators across the state that that took a stance in opposing that bill so
026again Lots uh lots of activity in this final week at the State House you Mr RS um there was a diversity council meeting uh about two weeks ago um Mr Edwards leads that there was a review of um data that the team kind of manages and and puts together there are a lot of um updates regarding inclusion initiatives that are active in in the schools that was was really good to hear and then um there was a um review also of another summer camp that will be offered this year focused on how to help kids get involved in their Community kind of good stewardship I think it was a big hit last year they maxed out capacity they're looking at how they can add additional capacity this year so for parents who might be interested
027in that please be on the lookout um I also wanted to provide an update on our superintendent search um reminder that Dr Roberts has announced he will be leaving us and so we we need to um find someone to fill those shoes we had presented a schedule uh several weeks ago and we were on schedule with that yesterday the board had an executive session with the University team who is who we've asked to help us through the selection process um we reviewed candidates that had applied and we also aligned on our selection process so what the interview schedule would look like what what we will walk through with candidates um on we are on schedule to start interviews the week after spring break that was our plan and that gets us to to superintendent in
028place for July 1st is our Target we have some cabinet reports for this evening and we'll start with the Envision 2030 update just a couple of weeks ago we had a strategic planning session and focused on this topic and wanted to get it out in front of the public again here this evening Dr bosan good evening thank you again for some time uh I will try to be brief we're making good progress tonight it's nice outside so I'll see if I can um help continue in that in that path um much of the information I'll share with you tonight you've already seen as Dr Roberts mentioned we shared this in a strategic planning session um did get a couple of questions from uh Mr Schultz that I'll try to address uh within the presentation here
029and then we have just a little um additional information on next steps with with the new Elementary School to share but um as I said most of this information you've seen um but in an effort to be open and transparent with you all and the public uh we we did plan on showing this over the course of two two board meetings this being the second this slide uh we started working on this gosh almost a year ago um but this is from the original presentation of needs that we've identified that we've we've brought to you and to the community and with this first phase that we'll discuss tonight um most of those items are being addressed in some capacity not to completion of course but um all are being addressed in some capacity with the
030exception of the expansion of um space at the high schools to address the PE and extracurricular needs as you can see there we have eight projects listed within phase one of our Envision 2030 project scope a couple of these I can speak to now and a couple I'll speak to in a little more detail here shortly so Johnson phase one uh that is just relocating Bright Beginnings from MCD from mcdal to Johnson as part of the phase one project there new Elementary and this west side of of town I'll speak to in a couple minutes um the east and north um C4 that's most down Dental area um of existing square footage in those buildings more at East than at North Central Middle School is is really just one stem lab um all new technology
031and some new furniture in that building Northside Middle School on the other hand is a full building renovation uh that building as you're aware has not seen substantial renovation since at least the early '90s and part of the building and before that for other parts of the building Smith similarly is in need of renovation it's a high priority site uh mcdal I spoke to um a minute ago in connection with um Johnson we're interested in moving CVP out of least space to McDow and then my healthy also high priority site uh not so much in need of renovation necessarily but um to improve the learning environment there because as you're aware that is still an open concept School which which needs addressed some photos we have here uh and they're around the room and and
032um this presentation's been shared with with all bcsc employees um as well a couple couple weeks ago just for your awareness um won't speak much to this but you've seen this material already with some example and and some um photos of the scope of work in terms of need um the new old mention on the west side of town in other cities uh this the design the layout etc for this building has not yet been determined of course I'll speak to that here in in just a bit um but we do only 23 Acres on the west side of town just south of the Westside Community Church that is targeted for this site uh C4 expansion at East and North High School as I mentioned a Smith Elementary full renovation to that building as I
033as I had mentioned these are just photos from Parkside Elementary that may look familiar similarly we have not met with the staff at at Smith yet to determine what that layout is and and what those needs are so we don't have renderings similarly at at North Side Middle School these are photos from other other projects and and what things could look like at Northside Middle School but that's a list of the needs at that building as I mentioned that's a high priority site in need of renovation as well and Mount Healthy I I spoke to as well uh we currently have um we're using a construction manager as Constructor and you actually have an approval item on your agenda uh to receive um bids for for this um currently Maxwell is our construction manager as
034Constructor for the Schmidt and Parkside projects um we are pleased with that framework so we continue we plan to continue that um in other packages uh We've packaged these five projects uh basically because of size and scope and complexity into three packages for biders um uh that we will have probably 10 or so different construction managers um solicit bids for so they're they're package there as you can see on the screen some of the smaller P projects like Johnson will be a traditional design bid build um that we'll do with CSO and contract out um outside of the CMC this is material seen you've seen before but this is the timeline these are the timelines related to that um CMC approval and uh some more information about the the new Elementary on the west side
035of town uh the additional information that's on your screen now that um was not last time are those um dates March 25th and 27th so we have four firms that I'll show on the next slide of who they are that have been invited to help design uh this Elementary School with CSO and our involvement uh they will come to town on March 27th excuse me 25th and 27th at 4:00 we'll do two presentations each night so uh one firm two firms will go on Monday and two firms will go on Wednesday uh those are open to the public we will host those at the Westside Community Church which is the neighboring property to the school as you're aware um that that uh Sanctuary seats up to 300 people I'm not sure we'll have 300 but
036we do expect a lot of folks and a lot of interest in there so we'll send out plenty of reminders and marketing opportunities with that um but that is around the corner so those those firms are coming to town um and this is my formal announcement of that event so I hope you will be there I hope many folks from our community will be there as well these are the four firms that the cumins foundation has invited to help design this new elementary school um we're terribly excited about this as as I've said that word many times in your presence over the past year or so um Jim Funk from CSO and I met with all four firms SE separately last week about a half day each one of them um they similarly are very
037excited to be considered to work on this project with us um we had a good visit with all with all four of them we met at Parkside Elementary and and walked that building and and talked a lot about what 21st Century Learning environments look like what the needs are of our students in Columbus are what we're trying to achieve um and it was it was time well spent so um three of these four firms have been involved in uh consideration for projects in Columbus previously a couple have participated in exhibit Columbus so they know Columbus well um and and they are excited to be here um to be considered so just as a reminder the way this process works is um as I mentioned they will come to town March 25th and 27th at 4:00
038at the Westside Community Church and uh they will give a public presentation on their firms in response to our RFP so we've given G them uh 34 pages of M material to look through and um some questions to answer such as talk about your project team how would you um support what we need in Columbus how would you you know how would your design reflect the cultures of of the community etc etc um so they'll spend about an hour that night um talking about that and going through all these things we have not asked them for a conceptual design of the building uh I want to be clear about that that would not be fair to these folks and frankly would not be fair to our committee to select um on a conceptual design by
039somebody that the building may not look like that um but we've also we've also spent some time with them explaining um you know these are taxpayer dollars and and we need to be fiscally Mindful and and uh they understand that and respect that as well um I mentioned last time we together we have a committee of about 15 people or so that will serve on that um selection committee um we'll bring We'll Meet April the 4th I think um as a group and then bring a recommendation to the board for your formal approval on April 15th for the the uh the final selection of that design firm Mr nen and Mr Stenner represent the school board as as that as that group this is uh new content as well this slide was not on the
040last presentation I won't read it to you but you can see some of the um timelines we have drawn in the sand here written in pencil so to speak on on the new building um we are we will start soon on that design team creation so uh different than Schmidt and Parkside those design teams are able to be formed by existing teachers and staff in the building that's not the case on a new building obviously so we'll need to uh pull folks from across the district for a good representation of that um some folks are already starting to ask about um what is districting look like for this so I've added some bullets here uh that we'll work with an outside consultant over the course of really the next two calendar years and determine what
041that looks like um that will engage uh lots of stakeholder groups and lots of feedback sessions Etc with a tentative date of bringing a recommendation to the board in December of 26 on what boundary lines would be affected by uh the creation of a new elementary school and um any other adjustments need to be made um in other schools at that same time so uh we have a uh we will form a committee it's not facilities committee which would then bring the recommendation to the school board for your your review um and approval this is my last slide and then uh Dr Phillips has one at the end for some financial information this is the same material you've seen uh before I'll add a couple of a couple of notes here you can see the
042timeline at the top for Parkside and Schmidt which I think you're aware of um the um on on the same topic of of the 12th Elementary um we've we've talked pretty openly one asked especially in community sessions of you know where does that 12th Elementary Fall in terms of priority does it does it happen in a first phase as it happened towards the end um our demographic study that we've we've been talking about for the past year um has really indic um so it's in it's in the first phase for that reason um the data suggests that that we we have the need of course I know you're aware of that we've talked about it many times um one other thing I'll mention up here is you'll see on the future phase projects at the
043bottom um that those are the other projects that we've been chatting with you about over the course of the past year they're in alphabetical order um no particular order down there but um East and North project two that that includes both um existing excuse me uh the need we have to expand C4 programming to meet the needs that I know you're aware of and also um that extracurricular um those projects as well in there um we did as a team chat about trying to you know we talked about welding quite a bit um early on and we had some sort of rendition at East of some welding solution and a few other se4 Solutions in that first phase uh the but the more we talked about that frankly the more unsettled we we were on
044some things such as should we have welding at North and East both or should it all be at East or all be at North that sort of thing so uh we didn't get settled on a great solution for that so because of that Mr Edwards is going to work with the team get some feedback from some stakeholders families and students and staff to determine what the best course is and we'll put that into a into a future into a future project here so um and then Mount Healthy you may see that number on there at 8 million that's actually grown um the more we um have spent time on that that's grown I think it was about 3.8 originally now it's eight uh we'll do what it takes am Mount Healthy um Elementary School uh
045CSO uh is starting to tour that building now uh they know the building well but they're starting to spend more time in there in the coming weeks and then uh we will the schedule you see shows some pre-design work um or schematic design work rather in January of 25 I actually met with the staff at Mount Healthy um a couple days ago and and we'll probably meet with them um in the fall to help get some feedback on that so we'll do what it takes to Mount Healthy elementary school if that number needs to grow then that number will grow but we'll take care of the needs there the last thing I'll mention about Mount Healthy is that's listed as CMC there but you may remember it was not one of the packages on the
046previous slide for CMC um so Our intention right now is to put that through a construction manager um design uh but we didn't want to put it out to bid now if we're not going to start any work out there until you know the end of 25 or early early 26 let Dr phelp speak to the bond issue estimates here a bit thank you Dr Boseman uh so this just lays out the the schedule of when bonds would be issued based on the construction schedule that was on the previous slide and so um we intend to issue the first set of bonds to come to you for approval to issue those first set of bonds um probably in May or June and that first uh that first bond issue would be for approximately $ 44.1
047million uh principle that's an estimate at this point in time all of these numbers will be finalized and in the public documents when we hold our first hearing later in the spring the reason we're going to wait till later in the the spring and the summer to start that bond issue is so that we have the assessed value that comes out in August and we can have a accurate prediction of what the the tax rate might actually be for the following year so that First Column there is actually all the dollars that that Mr Funk has projected we would spend on all of the projects that Dr B bosan described during the remainder of 2024 as well as through the end of 2025 and then the next column is the bond that we would issue
048in late 2025 for all of our spend in 26 so on and so forth going forward so the first set of bonds that bond issue for 44.1 million uh in principle would uh then also have about $24 million in interest over 19 years and at an assumed interest rate of 5% today we'd probably be closer to four projections they always tend to overestimate on what it's going to cost us and then if it comes in lower than that um you know that's to the our advantage if we were not to issue these bonds this 44.1 million in principal 24 in interest that's uh 68.1 million in total payments over the 19 years the tax rate in the community assuming we didn't do any other debt issues would go down by about about 5 and a
049half cents in that each of those 19 years so 5 a half cents would be the decline again all of this is laid out and the final numbers these are estimates at this point those final numbers will be in the documents presented to the board in the spring and are every time that we issue bonds but um we had some questions from the board earlier so that's the uh um detail on the first set of bond issues that action will come to the board for the first time in and probably in May have any answer any questions may have thanks any questions from the team I got one or two uh one I want to thank for the feedback on Mount Healthy I'm really excited to see its prioritization out of all the schools I've
050toured I mean that was one that I received the most looking forward feedback to the construction just given the open concept do you does the scope of work now try to mitigate given that it's increased the the sound issues across these classrooms is that what kind of adjusted the scope upwards towards the 8 million is actually and again we I say this without really getting in deep with the staff there yet but um that 8 million is reflective of a um small proposed addition to the building which is a little counterintuitive because we actually as part of the project with the 12th we'll actually have lower enrollment and get Mount Healthy back to where it was designed to be um but the thinking right now um that's reflective of the eight is at a small
051addition which then uh which I can't tell if it's two or three classes classrooms in there but then that gets the the condensation of so many classrooms in the existing space a little more out and flexible so we can have some common learning spaces in the middle separate those classrooms a little bit more so that's that's what the the uh reflection is of the change and then the other question is around the 12th Elementary itself I mean I remember going back and I was given information that uh my memory may be a little bit uh fuzzy and I'm trying to make sure I understand is a lot of this was predicated on the Garden City project do we have an update from the city of where that stands and I guess are we getting is
052the is the wagon in front of the horse so to speak of this coming ahead of the um their approvals it's it's not contingent on that project so if you remember the demographic study um was based off of census data which was um you know current bodies from the 2020 study obviously and projected um enrollment of those of those families um not including any potential or rumored or expected growth so um so that's my way of saying the need exists out outside of Garden City so even if we even if the Garden City project City View project um as it's tabbed um doesn't launch we still have a need um that South is going to be over capacity um in the in the I would say mid to long term but it's really short term
053from what the data we have so that that Garden City City View project just exasperates the when you mean the demographic study you mean the study that said that the preference is a Elementary School 700 or less no the demographic study was um we do those every 10 years that was uh from Dr brudvig out of Northern Kentucky that is that the 2021 study it was given to us in 21 yeah yeah because I was confused because the 2021 study actually showed a decline in population over time it had inflection opportunities but and I believe the data I got from Dr Phillips was southside's ADM is down slightly not very much and mount healthies is also so in reality these schools could hold into a holding pattern it's not ideal I agree with what the

062a gun is unsecured accidentally kills his aunt these are the people that die in this book there are many lessons there's racisms there's sexism there's anti-Semitism there's child abuse and more there's a young man named Rand we've not been told his name that's his name the trauma he felt because he felt he was alone he didn't know anybody else had this trauma but he made the right choice he decided not to kill the perpetrator because he wanted to be a policeman and he wanted to leave a valued life that's a message that has not been told I think it's important we know those if you did not see 60 Minutes I recommend that you watch it it's on YouTube it's about Ms moms for Liberty and gun violence it kind of foreshadows and tells what

065it to operate how is this to be funded is this federal state local monies who's responsible for any liability involved for example who is responsible if a student has something happened like an allergic anaphylactic reaction seizure fall Etc on the way to or from the clinic whether that be at the student school or on bcse transportation and what or what about actually in that clinic and speaking of Transportation what kind of Medical Training do the drivers have will the student's parents be present at all clinic visits what kind of relationship will the clinic have with the student and parent medically financially Etc who is responsible for keeping the medical records updated upd dated and Reporting visits to the students primary care provider or other providers will bcsc follow up with a third party to ensure

084you know I have read the book um and I'll be the first to admit it's rough and you know in the in the rather unique setting where I teach I can assure you there are kids that have been through many more um not to if you put them on very unspeakable I mean hores that um are every bit as bad or worse in some cases than are mention um in this book and I think um you know any chance that we have to be able to and again I sit up here with first and foremost in my mind the best interest of kids and and you know somebody made the comment if it saves one kid it's it's worth it and um I'll I'll stop my comments uh there but I just thought it was
085important for me to um let people know um where my stance is and why thank you Mr Grimes to to be clear it's not listed here on the screen but in our board packet was a decision to um um uphold the decision of the Review Committee and maintain the book in the library okay just want to be clear I do also have a couple comments right I I know where I'm going to be on this decision and and that I'm at I'm at peace with it I will say it's been inferred that I have association with outside groups I can tell you for sure that's not the fact um in governance which is what we do here you regularly have to make tough choices that may or may not please a group um but in
086my opinion you always stand strong to your principles um I've read the book uh Miss Hopkins tackle the tough subject that we have in the United States I actually believe there's a couple of Miss Hopkins books in my own personal Library uh based on it my recent review but it clearly possesses our rated material in the forms of racial slurs excessive profanity gun violence sexual assault and child rape General access is a concern that can lead to long-term emotional distress especially those with traumatic pasts that may knowingly or unknowingly get emotional triggers from that material as a father of children that have suffered what those two pages say I can tell you there will be a child hurt as well when they accidentally walk onto those two pages there will be a rein a reinvigoration
087of their emotional trauma and it's hard for me to say that but I feel an obligation as a person that represents the Foster CH care system and also children from that system there will be children hurt interestingly enough during a board me I was not present I was on a work trip January 8th this same board joined a class action lawsuit that focused on the impact of social media companies that are having on the mental health due to providing adult levels of content to minors the same content is just in a different form in that lawsuit the United States Surgeon General notes and I quote evidence indicates children are exposed to harmful content ranging from violent and sexual harassment which impacts future State medical conditions we've talked a lot about the Mental Health crisis this
088is where it starts this in joining this class action lawsuit BCS is quoted in our Republic as stating and I quote we're going after the major social media entities that have laxed rules in place of in terms of how people can access them we're just hoping to enact some changes in some of the rules and regulations to better protect our kids as they grow and immature and their brain develops these discussions are both about adult content the same adult content but one is written in books and one is written on an online social media platform the children are the same the brains are the same and they're maturing at the same rate the content is the same but in one we want firmer rules to the point that we're willing to join litigation and here
089no rules in we want to have rules and around no parental content on our own we want no parental cons consent on our own policies the lead attorney on this exact class action lawsuit that is now representing bcsc so essentially us publicly stated in an interview and I quote that the level of adult content in the form of sex profane language racism violence and harassment is atrocious and we need firmer rules with these companies that also help Drive parental engagement there's never been a desire to ban there's been a desire to get parental consent why the difference now why are we not going to hold ourselves to the same standard that we are going to litigate companies for it is a principal obligation and I said at the beginning we have to stand by our

094up them up shortly and then lastly approval of the HP 103 waiver resolution for the 2425 school year this has been an annual thing for the last few years for us HP 103 was a legislation passed a few years ago that gave us the ability to file applications for waivers on a variety of things the two that we have concentrated on one is the ability to wave time in a manner that we can count hours ver versus days uh we do exceed the number of minimum hours uh in a school day by uh about an hour per Elementary and secondary and that gives us some some ability to then have professional development days during our contract time so an example during President day we had a professional development day students were at home we had
095all 2,000 plus staff members together so we're asking to be able to do that again for next year additionally we're asking for a waiver of legislation that indicates that a virtual school is to considered a school given its own School number and then some um is required to to certain reporting requirements after it exceeds 100 students we have more than 100 students in our virtual pathway but that number has been decreasing since uh covid and and the the um the largest number that we had at one point in our virtual pathway so we are just asking for a waiver to table that till that number uh evens out um over a period of time to make sure that it's truly going to be a virtual school for us um so those are the two waiver

098Mr Bryant nothing tonight okay thank you Mr major I'd like to thank all of those who were able to travel last week to watch both of the Columbus high schools play in the first game of the boys basketball sectionals at East Central High School I think that uh watching that game we were probably able to fill their gym up with our students and families it was something that was really a sight to see I want to give a huge thank you to the sponsors the supported the fan buses I probably am not going to get them all but I know pritchet Brothers Roofing Exteriors and the Columbus Bowling Center were two of them that I caught that uh were able to provide sponsorship to allow the students to to travel that was a wonderful thing
099that they did um I also saw that uh the north gymnastics won the regional and they're off the state so wanted to wish them the best of luck thank you Mr Stenner um ffy in Columbus is nearly a hundred years old now um in many communities there are boys clubs and Girls Clubs in Columbus we have the foundation for Youth and their facility on uh Hope Avenue and programs that coordinate and cooperate with a lot of organizations in the community I'd like to point out that they're going through a strategic planning process to help set uh their goals for and vision for the future the communities invited to participate um just wanted to give a shout out to ffy and all good work they do and uh their need for Community participation in their strategic
100planning process thanks thank you Mr Stenner um I could not read my writing earlier when I gave an update on our superintendent process and I I left to point out um in our working session yesterday um we did um include Amy London and I appreciate actually saw her in the back a minute ago um who leads our teachers union and she was able to collect a lot of um input put from from teachers and present that to us in terms of their input for the superintendent selection so I much appreciated her time um and presenting that to us and all of the teachers who partic to do next so thank you for that Mr Grimes uh thank you to all the community members stakeholders that are here this evening and uh also certainly those that
101took the time to speak um like Mrs wien said Thank you to Mrs London and the teachers uh for their feedback and input regarding the superintendent search and also thank you to the community members who took the time to fill out uh surveys and provide input as well uh congratulations again to miss bodart Mrs McIntyre for their new principal ships that will start next school year congratulations again to the four student athletes SL wrestlers from East and North that were recognized here this evening for their accomplishment and then lastly um just to kind of end on a positive note here I I just want to say there lots and lots of good things going on and and some very admirable accomplishments taking place right now in bcsc and just to uh um you know as
102evidence by The Weekly Newsletter um that we go out that that goes out and um so yeah I just wanted to end on uh a little bit more of a positive upbeat so we'll we'll keep positive things going thank you m Schultz I want to also do very similar I think it was very insightful hearing from what the public and Miss London the teachers I've had several talk to me personally about what they're feeling and I can say it was heard it was definitely well received and appreciate all the insights congratulations to all those that uh Miss McIntyre Miss bodart and bcsc wrestling um and then also just thanks to all those that talked it takes a lot to get up there um I I do know and I'll continue to challenge this board on
103principles if we're going to do it this way then we should back out the litigation stand by principal take it by principal um that's where I'll stand um even though I do agree with joining the litigation um I I will say as I asked this board I never thought books would take the highlight of two years on or a year and a half on this role I I feel like honestly it's very memorable that we have the reading achievement celebration picture here and uh bcsc has an impending crisis when we look at I think it's c a bill one the reading bill I mean we've got 300 third graders that need assistance and we need to see a plan I we can't wait for next year we can't I mean my daughter is one of
104them and I can tell you right now her teachers are having very similar struggles of like what's the there's four different systems all of them have different criteria I I would love like to see a plan here to how we're going to address that before we get to I next year um and I I that's the one thing I'd ask this board to consider requesting um I don't I mean we can talk about Wellness clinics we can talk about books uh but at the end of the day I think we need to see where do we need Tas where do we need uh extra book buddies where do we need these resources compiled in our Title One schools to make sure that those child children are not left behind and the Senate bill is going
105to force us but it doesn't mean we can't act ahead get head now um test first graders I mean that was one thing that was brought up to me today why are we stopping at second graders just because that's what the state says test the first graders let's move forward let's get ahead of the problem so um you guys stole my stuff but maybe instead of talking about books we should talk about book buddies maybe that's the the the the theme there and I I guess I will also reiterate it because because it was very very helpful to um get the feedback in the superintendent search from the teachers and from the community and um and I really appreciate the amount uh the the percent of people from both groups that actually did participate in
106that um and on a personal note um so some people know this for for stress reliever I go out and um walk in the woods with my tent and my food um and and you'd think once I retired I wouldn't need the stress Rel anymore but somehow I I still do so I have been talking with Nicole Cunningham um from the school Foundation of how I could use that to to the school foundation's Advantage so um I hike the appachan trail every summer I've actually gone from Georgia to New Hampshire I last summer I ended at mile marker 1,875 um and this summer I'm planning to do 200 miles in New Hampshire and Maine and um and I will shamelessly put it out here I have um some info here if anyone is interested in
