Um on superintendent's report basically we'll get to you down in discussion uh the strategic plan is just kind of a calendar overview of what we're doing. Any questions on that? Coming up for y'all I know one of you said you couldn't be there for that board retreat June 26th 27th. But if you cannot be there if we could like schedule a Zoom or something like that. That would be good. We'll talk about it. >> That's that will tentatively be set. >> Okay. >> I don't know like be able to >> Yeah, there you go. >> Yeah, thank Thank you. Okay. >> That's a Friday,

005Saturday week. >> Yes. >> Okay. >> Any questions on this? >> No. I like it. >> That's all the reports. >> And nothing for public forum? >> No. >> So, item six, Board of Education issues. >> Um just a reminder for the law conference. There's an agenda included in here. It's June 4th through 6th. So, Adrian Favela's going. Amy, you're not. Alyssa's going, and then I have not heard from Susan. I have to check with her. And then the leadership retreat for the New Mexico School Board Association, July 16th through 18th in Taos. And then already a reminder, plan on attending the annual convention, December 3rd through 5th. You know, 15. And then we have the graduation events. You know, graduation's different this year. It's the fact that it's Thursday night, not Friday. So, 6:00.

006You have to be there at least 15 minutes early. Uh You know, it'll be Thursday night. >> Thursday. >> Yeah. And then the robing ceremony is this >> I won't be there. >> Okay. >> Cuz my son I mean, he is he is in that >> Okay. So, uh yeah. And then the robing ceremony, Wednesday. Okay. Any questions on any of that? >> No. So, we'll move on to consent agenda, approval of accounts payable and payroll liability transactions. >> Any questions on any of the checks? Payroll? >> Good meeting. Do you need to stand up? I didn't say anything to speak up. >> No. >> I didn't either. >> I'd like to entertain a motion for approval of accounts payable and payroll liability transactions. >> I'll make a motion to approve the accounts payable and

007payroll liability transactions. >> Question goes to follow. Do I have a second? >> I'll second the motion. >> Seconded by Mr. Dillard. All in favor? >> Aye. Any opposed? Okay, that motion carries. We will move on to item number eight, discussion items. >> Right before you have the Kingdom plan, we have Bonnie and Venita to guide us. So, they're going to tell them what we're standing. >> Sure. Good evening members of the board. As you know, we represent the board. It's nice to see you this evening. >> Nice to see you, too. >> Um and it's nice to be in Lordsburg. We drove down yesterday afternoon and we had um three great meetings today, two with students at the middle school and then students at the high school and then the high school teachers this

008afternoon gave us some ideas and information. Um they talked a little bit about sometimes you know, we don't go to board meetings, but you know, you know, to have the board understand their needs and everything and I said, "Well, one of the things that we're doing is a little bit differently in partnering with Everist um to go out and gather information from um staff, um parents, students and community and then bring all of that to you at your retreat to help you develop your strategic goals for the district. So, that way you have those voices because we know that you're not always in schools or maybe not getting all that information or >> Mhm. >> you know, teachers don't necessarily come to school board meetings. So, this is our way to bring their voices to

009you to help you better plan your strategic goals for the district. So, um we'll be here through Thursday of this week and we'll meet with Dr. Lucas on Thursday morning before we leave and I will Denise and I will provide him with a summary report of our meetings this week and key ideas and then he would be able to share that with you either in you know, sending that out to you through your board communication or at your next board meeting which would be right before the retreat, I believe. Um and then earlier this year Region 10 did some work with um staff and I think parents and community and gathering some information for your portrait of a graduate and Dr. Lucas sent that to Denise and me last week. So, we organized it and

010we put that forward to students today to get their input. We said we have the adult voices and we think the adults did a great job with that but we want to hear your voices. So, the students reviewed it, they added a couple of indicators to uh the broader categories such as you know, academic learners, effective communicators um and we told them that we would be sure to include that because we want their voices to be heard too because these are the skills that they should have upon completion of high school in Lordsburg. So, overall it was a really great session. We feel really good about it and we think we can produce a really good strategic plan for the district. >> This is awesome. Thanks so much. >> Thank you so much for all

011your work. >> Thank you so much. >> We have to get to work. >> Do you meet with the staff tomorrow afternoon? >> Yes, we meet with the middle school staff tomorrow afternoon and then we do have the parent community meeting tomorrow evening. We also know that's running up against high school and and some of their activities that hopefully we'll get some good input from that session and then we'll also be sending out surveys to staff as well as you know, the parents groups or community members that you have on your listserv. We want to speak specifically with the SHAC committee. Emily was shared that information with us in better communication so that we know the services and support that they have to offer students in the community because they're a broader network. So we

012want better connections with them and get some input. But we will be doing that tomorrow. Then we'll be at the staff luncheon on Wednesday. And then our last meeting will be with RV Trailer Elementary School to get input from the staff there. So Yes, and the principal and and the administrators. And then we'll work with Ryan to get those surveys out to the community with the same questions and have all that feedback for you by the time you have your board retreat. Any questions? >> Thank you. >> Is there anything else you want to add? >> No, I think you covered it. >> So, okay. >> Thank you so much. I'm so excited. >> Yeah, we're excited. Thank you for being here. >> Okay, we'll move on to item nine, action items. A, discussion and

013possible approval of the 2026-27 operating budget. >> Good. Very good. Good. I'm not going to read every word. I think you guys have gotten the packet. I'll hit the high spots. >> Okay. >> We can go from there. Um, and I any questions as we go through, you just feel free. So, this is uh what we've put together for the Lordsburg Municipal Schools 2026-2027 budget. Um, and I want to make, you know, just real clear that all everything in here is an estimate. Like, we're just estimating except for what the SEG is right now. That's what they told us and and um as far as carryover, it's estimate what we're estimating will be at the end of the uh session or at the end of the school year. Um, so the this this page is

014kind of an important one to read because there's several things that are mandated from the state um that are included in your operating budget. Um, the one is they uh one 1% pay increase for all staff. That's mandated. Um, the SEG did go up 3.49% um from uh $6,877 and 10 cents a unit to $7,117.10 cents a unit. So, that's like $240. Which is good. But, the real kicker comes when it there's a mandated um 80/20 split with the insurance. So, now the district has to pay 80% of everybody's insurance that takes the insurance. So, so that kind of does uh make things a little bit different. Um, uh medical sure insurance will increase 9.95% and dental insurance will increase 4% and your NMSIA risk insurance will increase 11. 4196%. Very specific. So, so those

015are some things that kind of uh affect your budget, right? But, uh the Lordsburg Municipal Schools um collaborated with the administration staff and parents to develop a budget that is aligned with the school's goals. Uh LMS balanced the budget on anticipated revenues and 609 693,815 of cash carryover. So, we used that much cash carryover to balance this year's budget. And here's your budget summary. Um the school's overall projected budget is 18,794,582, which includes both projected new revenue of 10,820,670 dollars and projected cash carryover in all funds. And that's important that it's in all funds of 7,973,912. And we did include your bond down here in the bond building. We included that. Um even though we haven't really started getting the bill for it yet, it makes sense. So, we know it's coming and we know

016it's there, so we I just included it in the budget in the budget. Any questions on that? >> I know. >> Okay, so then here's a revenue summary where where in comparison where money's coming from. Oh, I thought I corrected that. I didn't. Uh where money's coming from this year as opposed to last year. Um or next year as opposed to this year. And everything's pretty well, you know, there was a few dips here and there, but for the most part, except this 88, I thought I corrected that 85 to 978, but I guess I didn't. It's like 8.5% is what that is really is. And uh So, you have your SEG, which was 7,450,465 dollars. That's your SEG for the year. Any questions on those? Again, these are estimates based on what we think.

017Um however, with the unified application, you can pretty much tell now what your federal funds are going to come in at. There is not as much of a guessing game. >> Okay. >> Um overall, Lordsburg shows a revenue increase of 14.49%, which is due to the sale of the bond, right? So, that's going to increase your revenue tremendously. But without that, it was like negative point one. I mean, it was like your it's about the same as it was last year. And here's the revenue continued, and these are the capital funds. We just based it on last year. And here's your program cost review, and what this is is it shows the SEG from last year to this year. What you get what you would have received for each program um for uh as a

018comparison. And you do have these in your um in your packet. There were a couple that it looked like your kindergarten and your three three four DD pre-K went down. So, that kind of that's that is where it was the most difference, but overall, you still increased by uh Uh I can't see it. >> 28 >> Yeah, 28. 253, I think it's what this says. So, an increase of 38 .38% from FY. From the previous FY. Okay. Any questions on that? Okay, and so this this graph kind of shows a an expenditure breakdown for you. Um like I said, uh you we were able to balance the budget using um some of your cash carryover from this year. Um and we we are anticipating the following carryovers from your other funds. Um as far as

019the full carryover, uh the full carryover from operational is 3,519 $34 from SB9 is 478,905 and uh 1,533,76 in debt service. Now, that carryover does not include the SB9 carryover does not include your bond carryover or your bond sales. That's just what you're getting. Because we included that as revenue for next year. So, this is just your carryover from this year. Um uh and like I said, once the fiscal year closes and we get the audit, we'll know for sure what those carryovers are. Um so, in this expenditures by function code, you can see that you've got 39% of your operational fund, which is your 11,000 fund, that's expenditures in instruction and 37 in classroom support for a total of 76% of the operating budget. Operational budget to be spent in the classroom. Which is

020you want that. Yeah. And uh That's how that And then you've got the the administration and central services. Playing really important. Any questions here? Okay. And here's an expenditure by function code, and it's just showing pretty much what the last one showed just in a different form. And you can see the comparison from year to year. Um some of that increase is the increase in the insurance, right? It's going to cost more for that. So. Okay. And this is a um This is for uh the pie chart to the right indicates that 78% of the operational fund uh are budgeted in compensation and benefits, 17% is budgeted into contract services, and 5% into supplies. So, you've got all of your compensation and benefits um tied up in there. And the below shows the side-by-side comparison.

021Any questions? No. Am I doing that good of a job? No, I'm just kidding. Just teasing. Um And here's the breakdown of your your um salaries where each of each of your salaries are. You've got your 31 teachers, 21 instructional assistants, and the breakdown of their salaries and what it it's costing. And sometimes like a teacher will be down lower and it's because they teach something else. Do you know what I mean? They're not Maybe not in the classroom where they're teaching now. I think that might even be Herman. Okay. That one teacher that's down there on my list. And then in the and below you see the additional compensations. Those are for any stipends that anybody will receive. >> Okay. >> Um Oh, wait. I I That's a mistake. The salaries don't include a

0224% increase for classified. It's just a 1% across the board. Sorry. I mistyped that. >> What is the COTA? >> That's the What do you mean? The COTA is the >> Occupational therapist, right? >> Certified occupational assistant. >> It's certified occupational assistant. >> Any questions on this, any of the positions? Okay. And then here's the non-personnel costs um including your reserve uh amounts. And if there's any questions on those, here's some more non-person non-personnel costs um your professional services and your um keeping the lights on, so to speak, and keeping the cars in repair. Any questions on these these budgeted items? And here's a graph that just shows um a 5-year comparison of what um has been remaining in your cash carryover. And so next year, I anticipate that the cash carryover will be 25219.

0232825219. >> Okay. >> That's what I anticipate we'll have at the end of the next year. >> So 2027? >> That That >> Mhm. >> That depends on how much we get uh you know, if the cash carryover that I anticipate is right. >> Mhm. >> So. But, that is what it looks like. And is subject to the audit. Okay? And I um I do have the um appendixes uh for and it's kind of important cuz you have to approve those two um the salary schedules. Um So, there's the 910 B5, which is the um where we get the SEG from. And these are the numbers that like that you don't want to know. It's just It's crazy. But, these are This is based on your 80/20 days, and then there's a multiplier that the

024state goes through, and then they give us what each unit value is per student. So, so that's what this is. That's the 910 B5. And that has to be approved and signed, not individually, but it is part of the budget, just so you know, um and are aware. And then, um we have your uh Uh it goes on for pages, right? Then we have your salary schedules. for your professional salary schedules, uh the reflecting the 1%. >> Okay. >> And then, um the uh classified salary schedules also reflecting the 1%. And And then the federal money comes. >> Which one is for which? >> Yeah, one's for instructional assistance, and one's for um Sorry, secretarial. Sorry. Yeah. And then, uh >> And everyone got the 1% across the board, correct? >> Okay. >> Everybody got

025it. And then, the custodial. And the federal aid. >> And then I just put the calendar in there for you all's information, but you've already approved the calendar, so but it is part of the budget that has to be approved. And with that I stand for any questions, anything that anybody has a question about. That was a very quick. >> As a famous man says, the distance is fluid. In this case, they're estimates. >> Right, right. They're estimates. Most everything. Right, and until we actually have the audit, you know, till the year end is closed out, everything is just an estimate. But it doesn't look I mean, it's a close estimate. I'm not saying it like >> Yeah. >> No, so much Who knows? Who knows? It'll be It'll be good. >> What what do

026you make the motion? >> Whoever makes the motion to approve the budget >> Yeah. >> No one has any questions? >> No questions. >> I will entertain a motion for the approval of the 2026-2027 operating budget. >> I motion that the I the budget with the condition to approve the budget pending final approval by PED with possible budget changes. >> We'll come back to you with any budget changes. >> Yeah, I'll make sure. >> Motion. I'm sorry, go ahead. >> And you all did approve that that blanket bar last time, is that is that right? >> Yes. >> That'll that'll get us through the end of the year. >> Motion by Mr. Della O. Do I have a second? >> Second by Mr. Fada. All in favor? >> I. Any opposed? Okay, that one carries.

027We will move on to B, discussion and possible approval of facility builds, DTMS cafeteria project. >> So, we included a couple of papers with their proposal giving you a 1.352 million to redo about 1,700 square feet or to add 1,700 square feet cafeteria space. Um And the bathroom on back side is where they'll be doing the existing extension of the current cafeteria. But if if this is what the board wants to build that first bottom line, then we need a motion to >> 1,400 square feet? >> Yeah, 1,400 square feet. >> Added to What do we have now? >> Um it's probably about 1,700 or 1,800 square feet. >> It's a big area, yeah. >> So, it'll be a bigger cafeteria. >> And that's it. >> I missed that. >> We were hoping it would

028come in less since we kind of scaled back on the scope of the build, that it would come in less than our original estimate was 1.4 million >> Mhm. >> for a bigger addition. But even scaling back by the time they got actually ran the numbers, still basically the same price for the smaller. Say that hundred thousand dollars or something. >> So there will not be a sprinkler system. >> Yeah, and we don't have like in the in our kitchen where there's food prep, there's a sprinkler system. But in that other one in the big one it won't But we can look at the bid when we need to now. >> This bid is market cost now. For what they're working on. I don't know this Their bid is market cost. >> Yeah. The initial

029bid we got was it wasn't a bid it was just a rough estimate to see if we wanted to proceed further. >> Yeah, so this is a current >> So this is a new bid. >> And that would be a >> Yeah, this is our CES vendor so we didn't have to go out for the bid but So we feel like we want to go with them because I mean we can We can do others but they're >> This is what everybody decided to do first. So Yeah. So we have the 1.6 million that we sold. So we'll have enough left over. I mean, you saw on Ryan's report >> Uh I was getting off topic, but 350,000 to do a repair on the track. >> Mhm. >> We would have enough to cover that

030after this. >> That is I know. Fast. >> Just like that it's gone, huh? >> Oh, yeah. And we sell again next year or year after. We would still have another 1.6 million after that. >> Mhm. Well, I will entertain a motion for the approval of facility bills detailing this cafeteria project. >> Well, I'll uh I think it's better. >> Come on. I think We need to uh >> Huh? >> We need to uh >> What am I trying to say here? >> I'll go with approve the commission >> I've motion to for the right possible approval or >> Or just get a motion to >> No, a motion to approve the preliminary bid. >> Right. >> Mhm. >> preliminary bid and proposal for the extension of the cafeteria. >> Mhm. >> Sure. >> Motion

031by Mr. Della O. I'll Do I have a second? >> You have a second. >> Seconded by Mr. Fada. All in favor? >> I. Any opposed? Okay, that motion carries. We will move on to discussion and possible approval or rejection of speech language pathology bids. >> So, we had one bid come in that met the requirements. Although, and it was from George Burnett, who's been here with me here for a lot of years. I'd like to go with him, but his proposal is a little unorthodox in the fact that he can only come one day a week. So, he proposes to do 20 kids, you know, group them one day a week, give me $55,000 for the year. And then we still have to contract for somebody part-time online like we're doing now. To get

032the other We have about 40 kids in the self-contained uh or in speech, so uh I would recommend that we go with it, I guess maybe then we get back in district full-time eventually, but uh I don't know if that'll happen since he's got a lot of house in here, so he's employed here. >> He can get some months. >> Yeah, right, three times a week. >> Well, uh he'll only come down one day a week. He gets some months for three times a week. A month Yeah, eventually. >> He'll see 20 students one day a week? >> One day a week, yeah. >> In 8 hours. What I do is group them, you know, like say all first graders, all second graders, and then those with severe needs would be in And then we

033can accept or reject. I mean, I I think so. Having somebody in person is better than online. So, even if we get 20 kids, you know, that's half of our speech students that are getting in-person instruction uh versus zero. I mean, online works, but it's not as good. >> Well, one for 20 within 8 hours is it beneficial? Um, because you're having to bring somebody else in while you partake in >> Right, and they'd be a part-time reduced rate up, you know, so it would offset the cost and work out. Cuz our contracted, you know, full-time is basically $100 $10 an hour for 32 hours a week, $3,200 a week. >> So, um in my opinion, I don't think we should commit any of these sign-on bonuses in We got the travel and then we

034have >> Well, no, he'll be traveling here. He won't >> Right, but so you have two and two and a half hours travel. >> Uh-huh. >> Is this you What's the time frame? >> So, he'll be here during school hours during the school day. He'll be here from start to finish of the school day. >> So, he would Are you trying to say he won't be traveling during those hours? >> No, he Yeah, yeah, the 4-hour travel time is separate from the school day. >> Right, and and so you have the 4 hours that are allowed for his therapy, right? Or is it >> It's 8 hours allowed for his therapy. >> For 20. >> And then he'll have So, basically, he'll be doing 12 hours a day. Or he'll either come in Sunday night,

035stay the night or whatever night he comes in, come in the night before and then go back, you know, after. But the travel time is outside of the 8 hours. >> Right, I'm just trying to focus on what's the allowed time >> is given to the kids. >> 8 hours. >> Total, total. 20 per day? >> Yeah. >> Is that feasible? >> It is. I mean, we can always try. I mean, you know, if we were trying and it doesn't work, we give 30 days notice and you know, we can void the contract after 30 days. With 30 days notice. >> So, the part-timer is that they're going to be qualified? >> Yeah, yeah, I mean, they're they're certified uh SLPs. We found one. But they're The only thing, you know, they're certified in New

036Mexico, but they may be calling in like when we had this year living in Wisconsin. They called in and then when we had uh I I just think we get better service in person. Cuz he, you know, we we worked with George before and he's always gone above and beyond. >> You know, on on me I I I get you, but uh I mean, what's the team input on this? >> Well, uh Kim is for this. Well, first we Well, cuz initially we wanted it 2 days a week. But, he can only do one. He's the only one that can do 2 days with his schedule. >> What kind of stuff is >> So, this is Yes, so if we don't approve tonight, then we would have to reject the bids. >> And go out

037for bid again? >> Yeah, or I mean, I can work individually cuz one of them we're going to have for the for this quarter of our attorneys last time I checked. So, we didn't get any. At least that was what they said we didn't have to go back out again. And we've already made the effort. But, more than likely he wouldn't come. So, we'd be back to just getting it turned in online. We had a guy in Alamogordo that we were interested in. Uh but he wasn't willing He He was working in Deming, but now he's in North Carolina. But, he's moving back to Deming and then he goes back and forth. Wife lives in North Carolina. So, maybe next year we might be able to get him full time. But, I mean, right now

038we have nobody in person. And we haven't This was our first year and we've had some hiccups as far as like paperwork, not on our side, but on paperwork on their side getting everything done and turned in on time. >> And this is quality. >> May I um what's your input? >> Um My input is my daughter um worked with George. And he was really good. I've always seen him be really good with the students. He I honestly think he was traveling here before. >> Right. >> He traveled all around the area to different schools. So, that's my input. >> Okay. >> So, essentially you would have two part-timers. >> We would have two part-timers. And we can keep looking. I mean, if we can ever find somebody willing I mean, I'm Yeah. >> It's

039just hard. >> Yes. >> It's a piece of kind of work. And then in the Southwestern Mexico, we have >> Mhm. >> It's very hard to Yeah. And now they're all wanting especially after COVID, they're all wanting to do remote. At least George is willing to come in person. And a lot of them now want to They all want to do remote. >> And if we can I mean, if and if we're not I mean, if we're not happy with it as a district, I mean, and we can give them >> The 30 >> 30 days, I mean, I think it's kind of I think it's something really that we should really >> Yeah. >> go into. I mean, if he's the only one, I mean, and >> Yeah. >> And I'm and I'm on

040board with that. I mean, I think me personally, I think the kids I mean, it's better like you said in person than online because the kids do they get they fall out of it, you know, because they get bored with it, whatever online. And this way they got the one-on-one bring him back to >> Right. >> to work in here instead of all the kids get out of it and then they're just there and then it's kind of a waste. >> Yes. >> They're with it.
