001good evening it's 6:30 we will go ahead and get started for those that are able if you wouldn't mind standing for the pledge of Allegiance please Al to flag of the United States of America and to the for it stands one nation God indivisible liy and justice for all we are a full board tonight so I will call Quorum meeting will start Dr Robert thank you Mrs Wen so at the beginning of each meeting we just want to reaffirm our mission vision and core values so a reminder the vision of the school corporation is to be the choice to learn work and play our mission is to develop expert Learners by partnering with our community to invest in people in terms of core beliefs we all can rise to the challenge of high expectations learning

002is most effective when we have Choice flexibility ility and see relevance we Thrive when our physical social and psychological needs are met our community and School District are stronger when we partner with one another we flourish because of the diversity and variability in our community and our democracy and Democratic institutions are strengthened by civic-minded citizens and that would take us straight to recognitions and I think my name's on that one too so I'll take it all right mayor L if you wouldn't uh mind coming to the podium we've been blessed over the last uh several years actually the fall of 2016 was the first offer that we made to the city and through the Redevelopment commission and the city council to perhaps gift us some dollars from the the Tiff districts that that uh are

003a part of the city of Columbus and we were able to receive some dollars at that time and have continued to do that has benefited our our kids in in so many ways uh through that time so we recently made that pitch again I guess this was number eight and we were fortunate to have that granted to us and mayor Len we greatly thank you and the members of of the Redevelopment Commission in granting those dollars to US well you're very welcome uh Dr Roberts and and to the rest of the school board and and the those people here this evening you know again we started about eight years ago which is when I started and the notion was that uh uh it is important for us to do a couple of different things one

004is to share you know the Tiff districts that we have here in Columbus have been very successful and as those have allowed us to invest significant amounts of dollars in infrastructure throughout our community in general Tiff dollars can only be spent on infrastructure uh hard things we can't pay for people but we can pay for projects with one exception and that is that we can provide money to the local school corporation to uh invest in VAR ious programs and so we selected eight years ago igrad stem and transitional learning I think those are the right phrases still is yes and and it was a way for us as a city and a way for us as a Redevelopment commission to invest in our community and to invest in the education of the of the kids

005who live here and so we're pleased to be able to do that we believe that it makes Columbus a better place to live and it makes us more attractive not just to the the industry that we're trying to recruit but also to the individuals who will work there because as we're all sort of becoming you familiar with we don't not not so much interested in Industry I mean excuse me we always will be but we're becoming more interested in the individual and I like to tell I told the governor the other day that the state of Indiana has done a good job of recruiting companies companies move to Indiana but people move to Columbus and so it's important for us to understand the effect that we have with respect to how we invest our dollars

006and make sure that there's a portion of those that are directed towards attracting people to Columbus and so we believe that this is money we spent money well invested in the education of our next generation and we're happy to be able to present what looks a lot like a check the the folks downtown don't don't trust [Music] me no that's not true we uh we we we didn't get it submitted in time to get it printed is really what the what the uh the true explanation is but nonetheless we're happy to be able to make this gift so congratulations you're welcome so much app all right would you mind indicating how much this check is I'm sorry the accountant forgot the numbers um $1 million we started off eight and uh as I said our

007Tiff district has proven to be pretty U pretty successful and I can't recall exactly but we went to a million bucks two three years ago four years ago it's our third time I believe third time and once again pleased to be able to do so take care yeah thank you so much mayor since 2016 with those dollars as the mayor is is exting um the those dollars have touched basically every child in our school corporation when you look at the way that stem has impacted us from K through 12 I grad various students who are were working to push and graduate students in special that have special needs who are transitioning into the workplace and into our postsecondary institutions it's benefit of our C4 program uh so really basically every child that's been in our

008school system since 201617 those dollars in one way or another another of touch so thank you again mayor appreciate it okay the next one is we have a [Music] presentation Katie we'll turn it over to you and you can introduce your team and take it from there good evening yes I'm not sure I can follow mayor linup I have no money to give um but but we are so excited um to join you this evening to talk about some really great things that are happening at Schmidt Elementary so I'm Katie day I'm the principal I've been there for 10 years now first half of those were with Dr Boseman and now Mr Jake shaffner is joining us as assistant principal we have Jill bless our Title One instructional coach she doesn't like when I say

009this but a lot of this reading stuff is due to her hard work and her passion for literacy and Kate edgren our udl facilitator that we share with busy bees so I think Jak Jake would probably agree we have the best coaches in the land or two of the very best coaches in the land this slide is about a little bit about who we are we're actually as of today 702 students rck Creek pre to sixth grade um we are eager to learn and grow Innovative and hardworking both are students and our staff um the screen on the left is our ethnicity is broken down and just shows just really how diverse um our student population is um and we are 11% multilingual Learners 19% students with disabilities and 4% exceptional Learners so just a

010little snapshot of of who we are I am probably preaching to the choir just a little bit um the impacts of early literacy uh so so very important to nurture for a number of different reasons so um the amount of texts we can get into the hands of our kids even before they walk into our elementary schools is so very important specifically for language development and as they grow then vocabulary um we think it's super important atent to have a very wide variety of books that our kids can access so that they can um see themselves in texts they can empathize during text um and so also they can learn some more social emotional awareness as kids definitely strengthens memory and problem solving and a lot of studies uh and you you may have heard

011but a lot of studies share even the impact of literacy and third grade proficiency and how that can sometimes predict success in graduation rates or success Beyond high school so we know we have an important job to do as Educators for our prek to6 kiddos you may have heard science of reading um the science of reading covers all of the things that are listed on the screen phc awareness phonics fluent text reading vocabulary and comprehension but it is a study of reading so all of the parts of our day all of the parts of our day can fit in and and and fits with one of these um subtopics so that's a lot of talking I have a lot of words the rest of our slideshow um my presenters here are going to talk about

012it's it's a lot of pictures we kind of wanted to create a scrapbook of some of just the the amazing things that our kids and families are are working on um involving reading and writing am I doing this right all right so I'm gonna start by sharing um a little bit about our curriculum and instruction piece of our literacy um starting with our our district adopted hmh curriculum um there are so many components that teachers are able to use with this series um it's very accessible for our students a lot of different um pieces that all align with the science of reading so we feel very fortunate that we've adopted this series that we're in our third year of using hmh um and again just so many resources for our teachers and accessibility wise and

013then um we use a program called epic along with other programs like Raz kids different um platforms that have books and options for students to record themselves to listen to books um to take quizzes so all kinds of different ways that we can interact with text um on our screen sometimes and then we wanted to share about IAD 3 we were able to be one of the five schools to Pilot this in second grade this year and we were really happy to get a chance to do that we were able to use the data right right away um off you know right when we started in August for our students that are now in third grade we have S students that passed in second grade so we are already moving the needle with those students

014up with some more challenging work those that did not pass we know those um we have already started implementing some practices with some remediation to help them get where they need to be some of them are right on track they just need the extra time to get there and so we're aware of that and the practices that we need to follow through with those to make sure that those students are successful and next I'm going to talk about our writing Series so again hmh we've had for three years and it has a writing component with it that is organized to match right along with our reading so teachers have enjoyed having that resource um and using those units we also use a program called smackin and we've done a lot of work around the district

015with smackin teachers have jumped right on board before we had hmh writing was a bit of a struggle with the last series and so we implemented um some of the strategies and smackin and teachers um have worked together as teams to create many units very engaging things that students are doing um I know our fourth graders have an Invention Convention and they work on persuasive writing with that our sixth graders recently went to exhibit Columbus and then they did some writing about which um exhibit they felt like was the most impactful and why and so we've just found a way to make our students excited about writing using the curriculum that we have and some other additional things that we'll share with you in a minute but um we're very grateful to have these two

016pieces um that teachers are using to get students really excited about writing in August we spent a lot of time working with our students just on um sharing who they are their passions and interests um we have um done a lot of this with Kate's Kate's help um she brought some Regio practices to us um and so we did some site visits and really learned a lot of great ideas of how to use literacy um in those in that that identity piece that we do in August so lots of book reading different varieties of books and then some extension writing so here's an example of a book that a lot of our teachers love is called the the best part of me and then students get a chance to think about themselves and what is

017the best part of them and then do a writing activity with it so we love getting giving students a chance um just to express themselves again with this identity piece in August a few of our interv ions that we have uh book buddies and title we um offer 30 minute sessions four times a week with our book buddies and our students love this is for our second and third graders they love this opportunity to interact one-on-one with an adult play games work on site wordss read books together um there's Larry one of our favorite volunteers he actually brought his cookies to us today he's constantly um really just the kindest man and our staff loves him and he's always giving us little treats to keep us going um and then for our title intervention we

018have daily um intensive groups that work in that are small groups using again the science of reading as their background with the level literacy and then they also have hdw kits where they work on building words and um practicing you know what we would consider encoding or spelling but working through those words and then learning how to apply that to Tech so we're very grateful for these intervention pieces our interventionists do a wonderful job communicating with our teachers and staff about student progress and we're constantly evaluating where students are and if they need to move in or out or we get new students and do they need to get into title and our um staff is does a great job of getting students in that need to be in and finding a creative way to

019get time with them and then we we have um an amazing Library um this this quote this District statistic here says children with access to a 500 book Library over the course of their childhoods gained an additional 3.2 years of education just as much as those in homes with college educated parents so in we love our library our librarian great we have wonderful um reading incentives and great displays and students go to the library weekly to get books but we also know that there's a lot of power in the classroom library and our teachers making recommendations to kids and even purchasing books because they know their students would be interested in them so we've done um a lot of work around even just inventory in the classroom Library do we have a lot of a

020balance of fiction and non-fiction do we have a lot of different genres represented a lot of different types of characters um so we've done a lot of work with that and then we're very grateful for our PTO they've helped to support our teachers providing them with money for their classroom Library um we've used some we've partnered with Viewpoint and then we also utilize first book which is an amazing resource where we can get books at a discounted rate with since we are a title school um and so that helps our teach teachers build that classroom Library that's engaging for the students because we know if they don't have an interest in a book they probably won't pick it up to read it so I love you know we'll see teachers put a sticky note on

021a book for a kid and put on their desk and say I thought of you and ordered this book and that child's going to pick that book up and want to read it so um our teachers work really hard with this and we're really proud of our classroom libraries all right okay you'll see on this slide that any chance we can we celebrate by giving books so on the left you will see that some kids are um earning a or they are getting a birthday book so when they have their birthday they come down they get a pencil and then they pick out a book from our book tree and then we've also started implementing um giving a board book when a student atmi has a new sibling come into their family and you can

022just see their beaming and sometimes older siblings don't always handle that transition very well when a new member of the family comes into the world and so this is just just a way that we can celebrate them and their role as a big sister or brother and and a reader um and we just really want to share reading with the entire family um like Jill said we partner with Cummins and utilize that first book resource in order to get really great high quality books into the hands of our kids that they are interested in and actually first book they give out codes every once in a while for like $25 off and we have an ongoing text thread like there's a code go order um so several of us at SCH are just constantly trying

023to get more books for our our kiddos um you'll he hear Jill's name mention a lot because she just really truly does have such a passion for literacy and um I am happy to help support her in any way that I can to put on some of these really amazing events that we have brought to Schmid Elementary one of them is World read alloud day and lots of authors are very generous with their time on this day and so you'll see a couple of um pictures where they kids are gathered in order to do a zoom with an author and get to actually talk with them and ask some questions we also connect a lot of our older classrooms with younger classrooms for Buddy reading you can see some pictures of that um and then

024finally uh in the spring or early um in second semester our fifth grade students do what's called a mock cicott so our uh teachers are scouring for the top 20 up and cominging picture books we order them usually through donor's choose and then the students in fifth grade do some work to analyze and read and vote on which book is their favorite and they get a special Schmid cicott award but then they culminate that event with watching the actual cicott Awards to see if their selection made it in the cicott Runnings another really fun thing that happens at Schmidt as we do do a lot of book clubs some of these are teacher-led like the Harry Potter um if you can tell in the middle that was a teacher-led book club she just had a

025lot of students that were interested in Harry Potter so they met once a week after school to talk all things Harry Potter um that happens to me my daughter and I'm very grateful for this book club because I just have not yet read Harry Potter so somebody else was able to geek out about Harry Potter with her um we also do family book clubs where we select a book for our younger kiddos and then our older students and invite families to read them with us at home and we actually are in the middle of coordinating our fall book club we have 64 families already signed up which has cleared out our stock of books and I just ordered 20 more so that's just really exciting to see families interacting with books with their students um

026we don't only focus on reading we also emphasize writing writing and so um one thing we have worked to do and again really Jill has worked to do is Implement writing clubs this started preco and there is a lot of interest in getting a chance to write with friends and um focus on creative writing and then coid came so we made these portable writing kits that we sent home and thankfully we've been able to start up a real person writing Club again these are fourth through sixth graders who are self- selecting to write during their uh lunch period with with Jill um The Hope is that they're writing a novel that we will then publish for them and then finally anything we can do um to get kids excited about reading we're going to do

027it and so we Implement some challenges give a little incentive um giving kiddos a chance to track their reading and and do that at home with their families um try to implement the cool water bottle stickers that are all the rage when they meet the challenge and then in the middle it kind of looks like a restaurant and that is an example of a book tasting um a fifth grade teacher just did this this morning um but it gives a chance for students to taste different genres of books that they might not normally gravitate to and you can tell we um kind of go all out to make it really fun and engaging so that kids are learning about books they may not normally gravitate to so a couple other opportunities that we have at

028Schmidt um we have a book swap which is really neat to see our kids um get really excited and really engaged when they get to pick out their own book and sometimes maybe it's one that was swapped out so it's going through a couple different hands which is really NE to to think through as well um the photo here and the and the right my right am I right uh was actually an from an event that we had earlier this this year and families actually came to um this choir event and we had um the van here that actually gave out um books so it was really neat to see families come together and actually pick a book together to be able to go home and share that um share that experience together as well

029and we actually are looking to do something similar for our next family night our trunker treat which is later this week where we'll be working to get kid U books in kids hands um once again and so looking at some of the data um from um our experiences of working um with our programs um so 100% of our third grade students in our book buddies program um did pass I read um we are extremely extremely blessed to have a great volunteer base at um with our book buddies um and our coordinator Nicole wiltrout is phenomenal um just a wonderful ful person who loves kids and has a passion to help them um grow in their learning um so we're really proud of the hard work that she has put in and really proud of our

030kids for making that um progress as well and then I would be a Miss as well without sharing that we have two wonderful title teachers U Michelle puit Michelle denim as well as a great group of Tas that really push our kids um within our title programming as well um where 70% of our our kiddos there showed over years's worth of growth um by being with um their um their title teacher specifically so we're really proud of the our work with u both with our book buddies and with our um title programming as well and then just a plug here as well I I mentioned book buddies we have a wonderful group of volunteers it's amazing to see former Schmidt parents come in and volunteer and kind of give back um to the current um

031student body um we also have wonderful Community Partners that come in to Schmid as well as um you know current current parents as well so just a plug as well um for book buddies we always would love to have more volunteers and then also our imagination uh Library as well um which is an opportunity for a lot of our families and um for a lot of our families I should say um for kiddos um between birth up to five um that can um apply and and a part of the Imagination Library as well I believe I think we should start working for Imagination Library if you've not looked it up you should free books monthly for kids up to the age five so that's an awesome new program that we are pushing for our families

032too so I might have some help but we did put together some student recommendation of books for you and some staff picks as well as some student created bookmarks um oh I shouldn't move away from the podium Mr Williams uh but we did not mention we have staff book clubs both over professional development books and books that we love so you'll see both there um five star weekend is not professional development but hacking School discipline is so we hope you can enjoy and we appreciate you letting us come to share About Schmidt thank you okay team more questions do we have are you ready for questions so oh sorry ahead Katie I I am just overwhelmed with how many ways you've figured out how to get books into the hands of kids and families and

033and the fact that there're I mean libraries are great but the fact that those are their books I think is is huge so I appreciate that thank you it's amazing um I do have one question um that Mrs bless I think said that the the under the previous adoption the writing wasn't as good so you started using the smackin and with the smackin and hmh I guess my question is what was lacking and what's different about the writing that you switched to either smackin or hmh um in the O in the previous series um there just wasn't that writing component um in the kind of the organized fashion that we needed it and so the smackin really provided a lot of even direct instruction many lessons for for teachers to teach the writing skills and

034so we created a lot of things with um under that kind of guidance and then when we had the new series adoption we realized there is the writing Workshop piece to that so we've been kind of able to integrate the two together utilizing some of those mini lessons that the teachers became very proficient with and inserting those in where they kind of fit into the hmh plan so we've kind of made a blended approach with both of them thank you I've got just a quick comment and then I guess also an observation SL slash question but just to um piggyback off what Mr Nan said just to applaud all your efforts at looking for all the chances and reasons you can find to get actual books um in the hands of kids all while uh

035including families as as much as possible too so very good and then I guess my question I I and there's no way for you guys to know this but I think it was last meeting I maybe put in a plug for book buddies volunteers across the district and I noticed that you said 100% of your third graders that participated past the I learn and I guess my curiosity is just what the success rate might be across all bcsc elementaries with their I read I'm not sure that exactly but I I feel like it's probably pretty similar um it is such an engaging one-on-one program program that's ran by Gretchen and and she just does a fantastic job so I bet I'm not sure if it's 100% um but it's probably pretty pretty close and how

036many third graders do you have at Schmid about 18 that are in the program thank you and uh of those 18 what would that be as a representative of what you would say that at risk population for the ier is that um I mean is probably close to all okay could you talk a little bit about professional development as uh science of reading was rolled out and um I told Jill I was going to answer all the questions but she's just I'm sure Jill can't the new curriculum material so Jill we're really lucky she because we're a title one building we have a full-time literacy coach so Jill is that Dr hack does a great job um along with Megan shaft to pull those coaches together and really get them on the same field of

037of development so I think if you don't mind chatting about that you can't tell me no so um through the district we've done some book studies um on the science of reading and really book studies that are very applicable with Hands-On things you can do um we've presented some professional development staff meetings and even teachers are just super eager on their own I know our our two title ladies have just recently watched three webinars and are sharing with some things they're learning so there's just kind of a buzz around learning um about the science of reading I know teachers will share podcasts with each other so I think there's a a big interest in that and I think we're able to you know work together to kind of talk about the issues and um get

038the resources um so mostly staff meetings um some professional reading that we're sharing is where we're at with the professional development on that and then um real quickly the uh we've talked a lot uh about it being a title school what are the demographics uh free and reduced lunge or any other measures um so we're about 70% of our students receive free or reduced lunch status so both below the poverty line 70% of 700 thank you so I was gonna note Mr Grimes had already brought it up about the book buddies so that's great that is a great program um I did have a question I think I heard it right but I just want to get clarification the preest in second grade that helps you for this year that was you were one of

039five Pilots right so there are five there were last year five um schools who took I three as second grade it was a pilot from the state and so now all schools will be taking I 3 in second and in third um and it was it's very helpful it kind of takes away the test anxiety of I read 3 as a third grader so all of my now third graders have already seen the test test and again having data that we can use that about a third of our grade passed a third of our grade is on track and then a third of our grade really needs some some strategic work was very helpful information to have right away in August actually before August we rostered using that data you you answered everything I wanted

040to know about which was are we going to be able to do this more places because it allows you to identify the gaps and help those kids that need it the most get the help first so a little sooner M good job I have a question on the writing what type of stories do you all get what kind of stories do we and third what kind of stories do you all get Oh you mean that we're going to publish yeah well I don't know Mr Bryant I'm not sure I can answer that sometimes they're very flavorful but Jill's Lunch Bunch is fun yes have always exciting um one sixth grade student who ends up in his video game like the game breaks and he becomes part of the video game another sixth grader is writing

041a historical fiction novel so they're kind of all over the board my daughter's in the club and is writing about the sinking of the Titanic so I know every fact don't ask me right now because I'm a little nervous but it's it's just super fun it's it's fun to see kids choose to spend time reading and writing and we're trying to to keep that spark going thank you okay your all's energy and creativity is awesome they are very lucky kids there thank you all for the presentation awesome because of my team yes thank you I will take a real quick advantage of the question about um professional development and the science of reading our next uh professional development day that's all day is November 27th and I think we have uh science of reading as

042a part of that morning uh so trying to take advantage of those opportunities we have as a staff when students aren't here to also learn as much as we can very good hey real quick real quick just um one suggestion just was just thinking about this as I looked up I think I see Mr hacking back um it might be cool to have those kids that are going to get the books published to work with C4 graphic R students to conceptualize the cover and maybe some of the inside and have you know C4 gain something out of it too especially you know if you've got some Schmid kids that are there that might think it's come back and help Dr Hackle we just partnered with C4 they built our robotics table for us so we'll

043I'll send you an email great thank you all appreciate it okay okay Dr Phillips in Miss London and they're smiling and everything it's good good evening thank you for having us this evening this is the second time that Amy and I have gotten an opportunity to co-present the tenative agreement I believe two years ago we stood here and did the same thing and so we're we're very excited about this agreement um and the potential for it to continue to make us very competitive um to attract the the best teachers and staff for our students um I just want to open up by saying that I'm very excited that we have reached a tentative agreement and um this work most of this work is behind us now so we I'm glad that we're here this evening

044and able to do this so so just a quick review of the timeline I know you saw you all have this in your packet so I won't read it to you but we started back in May with an informal meeting just to set the stage and then uh many of you were there in September when we held the the statutorily required um hearing to allow anyone to come and speak prior to the beginning of uh collective bargaining and then we reached the ATT tenative agreement on um October the 4th then went into fall break and then you see the rest of the timeline there um the ca is voting today and tomorrow so we'll have the results of those tomorrow evening or the the following morning and then uh because of the timing we're required

045by law to have 72 hours between this presentation of the tenative agreement this Public Presentation and the vote since we were getting together next Monday on the 30th for strategic planning anyway um we just put that in there as an approval item so we'll have an official board meeting on the 30th and request approval of the Ten of agreement at that time so we had uh two great bargaining teams um and we had lots of familiar faces there um myself Dakota huddleson M Keel and Scott rurn are all part of our executive board for CA and then we were fortunate to have some folks from ISTA Chris Campbell and Nancy Gatt who were helpful I I would say to both sides of the team just with their knowledge of bargaining and the the um rules

046that herb puts out there for us and then of course arer Roberts Mr Manuel was new to our bargaining table this year we were happy to have him and then Chad and and Gina and Nicole was new to our our table this year too so we were happy to have her as well and several years ago we started putting this slide together not only to present here but for ourselves as we start bargaining we review this each time and update it um every time that we sit down together just to remind ourselves of kind of where we've come in the last uh this is least covers the six years between 2017 and 2023 you know several victories there large increases particularly in the starting salary uh as well as the average um salary for teachers

047in our district that's from that 6289 is from last school year um and then we've been very successful with uh an Amy and her team doing great education uh to get large amounts of support overwhelming support from teachers in the vote then you can see the last two years on the the average average increases there after several years of lingering somewhere between 1 and 3% for about 15 years on an average increase you can see that last uh the last contract we were averaged six and 6.1% um a new one what we added this year hadn't been on here before is uh we have 547 out of our 768 teachers that qualify for the referendum experience uh payments um and that try to get these numbers right I actually put it down here 44 if

048they stay with us this year 44 more teachers will qualify next fall and another 41 The Following fall after that again providing that those teachers um stay with us so here's the everybody wanted to know the money um so in the 23 24 school year each um each person is going to add $4,500 to each line on the schedule um our salary starting increases from 446 to 491 which makes us um very competitive with our neighbors the top scale increases from 836 to 881 which again makes this very comp competive with our neighbors and then with our maximum with the referendum increases we went from 990,000 to 94,500 which was a 5% increase and then teachers are going to stay on the current step this school year um and the steps are not based on

049experience which has always been something that we have to remember we say over and over again because it's easy to look at that and then count and say well I've been here 10 years I should be at this at the 10th step but steps are not based on experience um so the average increase this this school year is going to be 88.3 increase um that's a big increase for a percentage I've been here over 20 years and I've don't know that we've ever had that in one year so that's a huge increase um it'll be retroactive to the start of the contract year and we had an agreement with um our timing for that and I believe the day when you work out the 19 days it's November 24th I think is the day before

050Thanksgiving so everybody can get in there um Friday shopping um and then for the 20425 school year because that Cal or because that year the state gives us less money than they do in the year prior to that so our amount that we're giving our teachers in 2425 is less than 2324 and again like I said it's simply because the state gives us less money that year um so we're going to add 350 to each line on the schedule and then after we add the 350 each teacher gets to take a step now to take a step they have to meet the experience and the evaluation criteria so they must be effective or highly effective to do that um then we're going to remove the first salary line and we'll show you a chart in

051a little bit here that helps explain that and then we add a line to the top of the salary schedule so for 2425 our salary increases from 491 to 5950 so a new teacher can start out by making $50,900 in bcsc which is a 3.8 increase uh the top of the scale increases from 881 to 89950 which is a 2.1% increase and then our maximum with our referendum goes from 945 to 996350 and that makes it for an average of a 3% raise in the 2425 school year so here's that table that I was talking about you can see and and um Chad can maybe he's much better with spreadsheets and tables than I am so we um you can see from there that a teacher is going to go in 22 23 they're just

052going to move straight over so wherever they were if they were at um let's say 476 then they'll move over to 521 and then uh when they go from 23 to 24 when they're at 521 they'll go to 53950 because they move over and then they go down one so there's an example of that exactly of what I just said so teacher a made 476 in 2223 and they are going to make 521 which is their $4,500 uh increase and in 2425 they're going to make 53950 which is their increase of1 1850 after a step and then you can see we gave an example here of a teacher more the top of the scale that um 8821 plus their $7,900 in referendum pay gives them the maximum of 90,000 is where they start so then

053this school year they're going to make 866 plus the 79 um they don't we don't do the step like we said in 23 24 so then their Max becomes 945 and then in 2425 they're going to make 88450 plus the 7900 they get for the referendum which gives them the 96 350 the important thing about this scale too is that everybody got the same $4,500 everybody got everybody got to um take a step so there wasn't anybody that was different on any of that which I thought was very important it was something important that our members told us when we surveyed all of our members that was very important to them as well and then the referendum pay structure remains unchanged since we've had that in place now for this will be the uh third

054full year I believe and so um increases of 5,000 10,000 and 15,000 based on years of experience up to that maximum salary as you saw in that last example so we have some other ways that teachers get compensated through our appendix BNC whether this be extra days in their for their teaching contract or this an athletic IC um position and so in 23 24 because we had an average of an 8% increase they are going to get an 8% increase on appendix B and C and then in 2425 it's going to be a 3% increase we are going to pay our folks who work a ticketed extracurricular event $30 an event that went up I believe from $10 and then our new teacher orientation uh we added to the list so outside of school hours

055an event that will be paid at $30 an hour to those new teachers so we're guaranteeing them their pay when they attend the new teacher orientation um with Dr pleek usually at the beginning of the year about a day long and then our retro pay as I said before is 19 business days after the ratification by you find folks which looks like to be November 24th and then we've always had mileage reimbursement it's been in our uh handbook but we went ahead and put it in our contract this time and I I think mileage reimbursement right now is at like 65 or 66 cents per mile so and then on to uh Health which is always a major part after money that comes that comes next in bargaining um and this gets a little bit

056more complicated because we have some unusual circumstances we haven't we haven't visited in a long time um uh first for the 2024 so the the health year runs on a calendar year basis as opposed to the school year basis so for 2024 the current employer employee percentage contributions that were in the prior contract remain in place but essentially uh that is uh insignificant because of the next bullet point there there's a a 0% increase in health and dental premiums proposed we have that on your agenda for approval and discussion this evening um the Health Trust unanimously um recommended moving forward with uh no increase in health based on some plan design changes that you'll also see here later um the 2025 plan year any increase above the current premiums would be split 50% employer and

05750% employee just the increase portion not the whole premium just anything that increases over 2024 but in that same plan year we put some guard rails in place there just to guard against if there was a unexpected crazy claims year and we have to increase uh the premiums by double digits um there are some guard rails to prevent the employee portion of that going up beyond the percentages that are on the bottom of the screen in those last two bullet points and then here is uh this is very much a new proposal that we have not we have not done before so um you might remember that in our budget presentation um we had uh budgeted for I believe a 3% increase in premiums when we put together the budget starting back in the in

058the uh late summer um but that that money will not be used now because um we having zero% increase for 2024 so um as a way to encourage uh this this proposal here serves two purposes number one it it puts some more guard rails around having an unexpected large increase in 20 2025 but it also re rewards individual employees who are part of the plan if we have a good plan year so in this scenario right here that's in the tenative agreement uh the teachers and the district agreed that we would set aside $200,000 for uh the health plan year 2024 and mainly those those dollars are there just in case we have a bad claims year and the the reserves in the Health Trust decline during 202 24 so when 2024 ends at the

059beginning of 2025 we'll look back and say do we need to put that $200,000 into reserves to help uh prevent any large increase in premiums in 2025 and if we don't need to do that because we had a good claims year and we broke even or even uh ended up in the black then that money would be uh would go into the health savings account for the approximately 900 employees um who have a high High deductible plan and have an HSA and that would happen in the spring of um and then the last part of the health down there is that we removed the vision exam requirement to earn the wellness incentive some folks were having to pay a little bit out of pocket for that and so we' removed that requirement keeping the others

060still in place just reminder Mr Philip Dr Phillips the wellness incentive is reduction in premium right that's correct reduction in premium $250 for a single and $500 for a employee and a spouse these are the plan design changes uh that again the the Health Trust unanimously recommends and they're in your packet for approval this evening recommending for approval um one of the things that we were um Adam about keeping in place is our tier one providers are the providers that have been negotiated with our thirdparty administrator and our our broker to have the most advantageous pricing and so highquality providers CR and schneck being local ones and community hospital system and Indianapolis being the the regional one that mainly make up our tier one so if you're an employee if you're a teacher or any

061other employee that's part of our health plan in 2024 not only are you not going to see an increase in your premiums but as long as you use a tier one provider you also will see no increase in your out-of-pocket cost for your Healthcare and so you can see that tier one in 2024 is ESS essentially exactly the same as it is in 2023 so again there are if you choose to to use a tier 2 or an out of network essentially tier Three is out of network if you choose to use one of those providers you will pay a little bit more um but the the trust also wants to encourage folks to make those decisions about get high quality care but use one of those tier one providers that have the lowest cost

062as well um before I talk about the non-compensation items I just want to make a quick note about insurance Chad and I talked a lot about educating our our employees not just teachers but all of our employees on what does our health plan design look like understanding that we're self-insured understanding that if you choose this tier or you choose this location how does that impact you not only um with your health insurance but with your salary because we have to spend more money on that so we're going to dedicate a lot of time and educating folks and I've already spent um quite a bit of time just in the last week talking to folks about well if I move from this to this because I have this medicine how can I save money and showing

063folks where those things are so we're going to spend a lot of time doing that or at least I can I'm volunteering Chad to say that we're gonna do that but um definitely think I think will be a great thing for bcsc um non-compensation items that we had that were added to our contract we've included our payroll dates and clarification to list of the pay and the list the payroll deductions we've never really had that in our contract we usually get a sheet at the beginning of the year and you know by the third week of school somebody's lost it or it's on the floor or they've put their old piece of gum in it who knows what's happened to it um but now it's going to be in the contract so folks can go

064back and look and know what what the schedule is we removed the perfect attendance stien it was $300 for perfect attendance um I believe Chad told me we saved around $6,000 to to to budget for that um there weren't a lot of folks who did get that and honestly it was um mostly Men Who uh their wives were taking care of the kids when they were sick or they didn't have children that were younger that they needed to take care of and it was the same folks so what we would like to do um is in the future look at one that we can have that makes more of an incentive to our employees that we can get in there so we took it out for now and we want to work on something that's

065going to be um more productive we've got lots of folks who um have become a power of attorney and executive of State or the sole survivor of a relative and so their bereavement and their time they need off looks a little different than if it were just somebody that lived in their household so we um included those uh I am happy to say this impacts me quite a bit we've increased the association days and the association leave days are for CA um we used to have I don't know five seven seven we had seven we now have 15 um and then we agreed that no more than seven would be used in a day and if we were to use that many in a a day it might be because we were sending folks to

066the state house and wanted them to advocate for teachers um frankly though an association of our size a local of our size like columbuses most of those School corporations have either a full-time or a halftime release president and I am a full-time special ed teacher at North High School and then I do this as well so um it takes a village and so I need to be able to have some of those days in my calendar that I can say I need to take a CA day to get this done because I got to get a membership report to Gina or I need to work with our membership chair or something so um I was very happy to see that we got those this year and then now we have new placement guidelines um that

067allow for placement no higher than the highest salary of a current bcsc teachers with the same experience we had a uh new higher salary schedule I think is what it was called in our previous contract and it was very confusing folks would look at it and say is this me is that me so now we have this language in here that tells us where to go and if we go outside of that then Dr PL will give me a call and and uh she and I will talk about it and we'll work things out a handful of other changes to appendix B and C appendix B are those uh co-curricular programs like band choir theater uh appendix C or extracurricular Athletics primarily um and so we made some changes to some of the stiens you

068can see there on the screen um Chang Deans to the high school cohort academic coaches to catch up with the changes we made last spring um and then made some adjustments to days for several positions that both sides agreed upon and then uh you may know that we added Elementary cross country to the um to the uh sports that are elementary kids participate in and so adding that to make sure those coaches get a stien as well so just an overview of what we've shared with you um it is a two-year agree agreement um the starting salary for this school year is 491 and the next school year would be 59.50 teacher raises this year of 4500 and then next year 18850 uh it's an average of an 8.3% this year and 3% for next

069year our referendum pay has stayed uh it structure has stayed unchanged we have no increases to health or dental premiums yayay and we are will require additional Appropriations in both 23 and 24 uh results and deficit financing in 2024 now when I look at that the only thing I know how to say about that and Chad can say it differently is that we had to look in different buckets for money is that probably the easiest way to say that yeah so and then the last slide here is just some of the bullet points from the first one updated for you I I think it was interesting earlier today we had some questions and so I started digging into some of our really old contracts um and so that first raised starting salary from 36720 to

0705950 that's between 2017 and 2025 I went and looked this morning and in 2001 the starting salary was just a hair above $30,000 so it took about 16 years for us to get from 30 to 36720 and then in the um eight years since then we moved from 36720 to almost $51,000 so big change in the amount of money that the state has helped provide to make sure that we can at least be as competitive possible the top of the scale there you can see just in that eight years an increase of 26% for those teachers that are at the top in 2001 that number was $559,000 so again it took us about 16 years to get from uh from 59,000 to 76 175 and then 20,000 six since then in the eight years afterwards

071um and then the the last note there just CA uh still has one day left of voting and so we'll we'll know tomorrow on that I will note that um Dr pleek and a whole team of folks are reviewing the actual text of the contract itself and it's in final review we'll get a copy in your hands before uh next Monday's meeting so you can review the the actual contract itself what questions can Amy and I answer for you is there a pondering question questions Dr Phillips and am I would like to thank Mrs wien and Mr major with what has been placed up here there was active involvement from the school board with having somebody in the negotiations team and of course Mr major the board's appointment to the Health Trust and that was

072a really big piece of this being able to get a z or 0% increase for 2024 um since you brought up Health uh can can you just share in 2025 we talk about a maximum employee contribution and those caps those guard rails of 20 and 30% what is the average increase that we've seen or can you give an idea of maybe what a maximum in Prior years has been just to know how reasonable that is um Health trend is usually about 7% um we've had years where we've only gone gone two or 3% and then we had a horrible year in 2019 where we had to raise premiums twice in the same calendar year um because we were we were literally had run out of money um and so in that year it was somewhere

073in the neighborhood of 177% um okay in that time frame so wide ranges um claims Drive everything when it comes to to health but um based on what we've seen we don't expect you know again we can't predict what claims are going to be but we don't expect 2024 to be an unusual year and it would have to be about a 10% increase I believe when we ran the numbers to to start budding up against those those somewhere between 20 10 and 12 when it triggered uh those we got to that 20 and 30% guard rails that we put on and that actually doesn't include the $200,000 contribution that could offset that Amy I know you've talked to your your teams how what kind of questions are you are you getting from teachers sure so

074um couple of things one prior to bargaining we surveyed people in May and then we surveyed them again then when school started again this contract hits what the majority of our members told us they wanted to see there are still some things out there that we we did not hit that were small groups of folks that you know Pockets here and there things like a scale for master's degree you know we looked at that and how do we figure out to do that and then give everybody this amount of money this you know 11% over two years couldn't happen we was going to have to give people less money and so we get questions about that um um we've also gotten questions about the middle of the pace scale where we have a group of

075folks that it feels to them like maybe I haven't taken a step or maybe I'm not making as much as I should or I've been here 11 years but I'm only this far away from somebody who just started um and and honestly there's a lot of things that have come from the state that have impacted our ability to fix that um there have been a lot of things that um we have to make sure everybody gets equal that H how do you that how do you do that and so as we go and talk to the folks at the state about here's what we need for teachers here's how we need we need we need your help those are the things and those are the people that we're talking about because it impacts them quite

076a bit um even though saying that I feel I can say to you CA supports this contract we've had over 60% of our members vote as of today CA supports this contract um I can't count on one hand how many T how many people who don't so um the other question that we're getting is like I talked about earlier about the insurance folks are then going oh this is how this worked when we've get done some education and explained the different tiers oh I didn't realize that they don't pull teachers aside and you don't do that in most professions and say here this is how you understand your health insurance and when you're trying to understand it it's usually in an emergency and who has time to go through and read all of that so

077those are the biggest questions we're getting right now okay thank you what else can we answer for you Dale you you gave the first looky look I well first of all I am amazed at I mean from our from my seat it looks like it was done very efficiently and and quickly I know it was a lot of hours but um but it seems to be done very well I have a couple questions one is more of a statistical analysis question but I'm curious the 8 3% and the 3% are they when you calculate those are you giving equal weight to each step or is it based on the number of teachers at each step it's actually a cumulative the cumulative salary for all 769 teachers 768 teachers um currently compared to the prior and

078then div you're taking into account how many teachers are at each step to get that particular correct every every okay yeah there's it's not weighted and then my other was two different ways of waiting them I think but go back I think it's two screens yeah the new teacher placement guidelines so I'm curious because I have heard in the past bcsc teachers say if I had left and taught somewhere else and came back I would be making more money is that does that address that okay thank you very much other question so I have a question I think it's on the other slide uh the 800,000 in deficit is that account for the transferred is that an excessive already the transfer to operations out of the education fund or is that before that like keeping

079that the same we're 800,000 above what the plan is keeping that the same there's already so there's already Revenue line that includes the 250 into the education fund and there's an expenditure line that includes 250 going out to spend on the curricular materials so that's all baked into there so we expect again unless ADM comes in higher than what we've estimated both in the spring and the fall of 2024 then I would expect us to dip into the cash balance in the education fund by about 7 or sorry $800,000 by the end of 2024 gotcha and then for the referendum it's still not applicable to those within the first few steps correct it's or first five years of experience unless they bring experience from out of the district where they get we give them one

080year for every three years of out of District experience so somebody coming in with 15 years of experience from out of District would qualify for that $5,000 increase and is that applied because one of the concerns I got from teachers was and what I heard at least in the public forum was is that is that going to be applied equitably regardless of the experience or is a one to three is that like kind of the written in stone at least to place them on that schedule that's correct K through 12 teaching experience okay and then I guess you mentioned very competitive I'd like to understand like is this at the top of the range for our Market to from an attraction standpoint for the starting salary I can tell you that based on what other

081contracts are today this would be the highest that we have in the region now everyone else in the state for the most part is bargaining right now as well um but I I you know I'll point out Amy mentioned that um the 8.3 and the 3% and new state money the the new money in this current school year for 23 24 was 6.1% from the state and next year was 1% from the state and so this is actually the fourth calendar year in a row sorry fourth contract year in a row that we've been able to allocate a greater raise than what the state has given us in new money great I appreciate it okay okay thank you thank you thank you look forward to hearing tomorrow evening yes good so a reminder yeah given

082given that we we find out the results from the Teachers Association and U hoping believing they're going to be positive then you will vote on this agreement next Monday night at six o'clock or a little after before our strategic planning session okay School Board member reports um Mr Stenner start in the middle thank you the uh business advisory committee met uh Friday morning last week I was not able to attend but I've gotten an update the focus of the meeting was to gather business corporate Community input into our stem and Robotics program and efforts within the district Mr Edwards told me it was a productive meeting so we always thank the business and corporate volunteers that support us by attending those meetings thank you Mr major yeah Redevelopment commission uh there's really not a whole

083lot new to share it's been pretty stable I did get to go through the uh Nexus park today and that building is enormous um the Health Trust uh we did meet and thank you Dr Roberts for thinking me but I'll tell you my job was easy in there um the consultant did a ton of work to support uh Dr Phillips did a really good job finding them they've they've been very helpful and uh I'm pretty much going to agree with everybody if if you can keep um the teachers and staff and they're happy that's what's important to me and walking through those meetings I I think every time I'd walk out I think we all learned something whether we learned what people wanted or we weren't learned what people could deliver and I think it

084was just a good collaboration of a lot of people so I'll take maybe 3% credit there and give the rest to everybody else so thank you Mr Brian anything to report today no I I actually don't have any updates Mr gmes no nothing on this end okay move on to Cabinet reports so we have our first reading we do so um yeah I wanted to get the this these policies in front of you and and just a a reminder that we spent the last two Public Work sessions digging into some policies that we've a few of them we've put in front of you for approval one of them is tonight the wellness policy that you took a look at at the last Public Work session but the rest of it has been trying to get

085geared up for January 1st where we have some policies that that need to be in place uh a selection of Library materials and some other things uh the the public complaint process so we need to work on those so in order to uh to to get that process moving I wanted to make sure that we had a first reading of those at least in place tonight knowing that we have some work to do so I'm just going to to at least work through the various uh policies that we were provided with after the legislative session there was kind of a really quick turnaround on some policies uh we didn't I didn't expect for the us to have them this early uh but that's helpful because there were some major changes and so just starting to

086run through those uh policy 1521 we're asking we're being asked to revise the personal background checks references and mandatory reporting I've highlighted those important things and the legislative Bill uh sea 342 in this case that impacts some criminal history checks offenses that impact employment some mandatory reporting and provision of references so with that bill uh there are some mandatory things that we have to go through as a board uh if somebody has a particular thing show up and either it's just notify you or um have you actually approve a hiring based upon some of those offenses so those would be covered in in those uh revisions of policy uh mandatory curriculum is also being revised policy 2221 to its h608 which prohibits a school an employee or staff member of a school or a thirdparty

087vendor used by a school provi from providing instruction to a student in Pre kindergarten through grade three on human sexuality so that was um a lot of convers ation on that so no human sexuality instruction in prek through 3 so we have to build that into our policy to make sure that's known uh policy 2414 also includes that because it was a specific policy on reproductive Health and Family Planning and human sexuality so very similar language then put into that policy because of the the uh common um common topic uh 2416 is student privacy and parental access to information this this policy uh interesting in that it took uh two bills uh Provisions from two bills and is trying to just put them into this one policy one was from 16008 that's where uh regarding

088identification so if a student identifies themselves with a different name or pronoun uh we have a a process for parent notification and so that's haa 1608 so that's built into this policy and also haa1 1447 is one that includes Provisions about uh uh surveys and evaluations and personal analyses and processes and involved with that so those two uh bills are there's some language being taken from them to go into this policy 2416 policy 2510 adoption of curricular materials this is one that we've had some conversation about in those Public Public Work sessions and this would reflect some changes to haa 101 which incorporates legislation prohibiting charges for curricular materials so as a reminder 101 is always the budget bill it it's it has a number one at the end because it's the most important bill

089coming out of the house and so uh the budget Bill included some things about uh we're going to get some money for curricular materials so we're not allowed to to charge for those curricular materials um policy 2520 we've also had some conversation during our Public Work session that's selection of curricular materials School library materials and equipment and that brings legislation in from haa 1447 legislation regarding School library materials and and they they by definition they use the Indiana code defin defition of obsin and material harmful to miners it also talks about what we have to do in terms of making the library catalog available both on our website as as well as in a hard copy if requested and then that 101 pops up again because there's a Prohibition on fees for curricul materials so

090if uh if there is something that's considered a curricul material in that policy then we have have to have some language about fees uh policy 3120.4 is a revision for adjunct teachers and this just goes to that same sea 342 about uh criminal history checks and offenses that impact employment mandatory reporting and provision of references as I've indicated before sometimes one piece of legislation will impact a variety of policies uh that's that's an indicator or that's true here same thing here policy 3121 personal background checks references and mandatory reporting and just reminder that when you kind of see a same number popping up maybe the first number is a little bit different it's just a different chapter of our policies because we have chapters for certified staff members um covered under the collective bargaining agreement

091for example we have administrators and then we have classified staff staff members who uh don't necessarily have to have a license to to do the position that we're asking them to do uh policy 32 20.01 there's a teacher appreciation change this also is an haa 101 which gives uh the ability for us to have policy where we can provide some additional dollars from that Grant to teachers who are serving as mentors to features uh policy 4121 is is an example of what I was just indicating that here's another chapter uh about personal background checks references and mandatory reporting and we're following sea 342 that new legislation there 5710 is student complaints and really the just big change here is to make sure we have a reference to policy 9130 public complaints and concerns because that

092policy will be revised that's also a policy you have been talking about in your Public Work session not 5710 but 9130 5720 is student activism and this is just to make sure there are some things uh governing regulating student activism where haa 1447 uh will will lead to us needing to revise any student engagement in political activism lobbying or efforts to persuade members of the legislative or executive branch at the federal state or local level as an incentive course of study grade credit reg when you start building in incentives or or grades to things like that then you start to maybe not be as as partisan or yeah you're not as nonpartisan as maybe you would you would hope that we are as a school corporation so it does have some um some buffers in

093place in that language for student activism uh in in the schools student fees and charges 6152 again gets into that legislation that prohibits charges for curricular materials coming out of the budget bill h811 but it also specifically uh reminds us that the mcken vento act requires corporations to review and revise policies to remove barriers to the education of homeless children and youth including barriers to enrollment and retention due to outstanding fees or fines or absences I'd remind this group that our homeless student population is double that of the state of Indiana our homeless student population by the definition of mcken vento is 4% the state of Indiana is is two so just a piece of information as we have our team of people who take care of this uh trying to remove those barriers to

094enrollment and retain mention public 91 policy 9130 is the one on public complaints and concerns this is the one that for school library materials that had a very specific section where it talks about a timeline and how you go about um when a when a complaint is filed or concern is expressed about school library materials is what we have to go through so we'll be building that into there and it also brings in those Indiana code definitions of obscenity and material harmful to miners so again that's one you have been all have been talking about 9700 is relations with special interest groups a few years ago there was uh uh legislation that made sure that we were allowing um access to our students if that's the right way to put it but for the Boy

095Scouts of America and other groups that that might uh just want to at least get some information to our our kids well this one is being revised and this will also include a a policy 2416 reference which is student privacy and parental access to information as well as it has a mandatory curriculum reference to policy 2221 and then also has Provisions that would address the administration of personal analyses evaluations or surveys so three different changes in other policies roll into then needing to revise this policy to reflect those changes too and I think that gets us through all of those uh policies that um have been placed in front of us after the legislative work from last legislative session we thought it might be a legislative session that was a little more quiet on the

096education front but it it wasn't uh so we have quite a few things for you to look at um to review again wanted to get a first reading in front of you so you can digest all of those completely a lot of options for us still still to complete and fill out but I know we have some Public Work sessions to get into and maybe even one scheduled for next week so five o'clock next uh Monday night before our strategic planning session we'll have another Public Work session on on policies uh these policies that I I put in front of us here this evening so take any questions and try to answer those as I can at this at this point so I think I'm remembering this correctly that we adopted a new policy around

097policies um and part of that is that that these policy recommendations will be available on the website sometime yeah we'll get those uh placed up tomorrow okay perfect thanks we we we had talked about this before long ago but um what what about uh translation for those yep I don't think we'll work on that we'll see what we can can do Mr major yeah we did not have that for the last one I don't believe but good question and and Dr Roberts of the policies we talked through tonight some of them have a bit of a hard stop they do thank you yes so real quick just a reminder to those in attendance tonight as well as you all the one we've been hitting at the public uh Works session 9130 public complaints and concerns

0981447 is the one that they they allowed School corporations to take some time um in in January 1st a lot of times the date for codes or or new legislation to take effect is July 1st so January 1st um get back here to 2520 selection of curriculum materials and 2510 curricular materials so 2510 2520 and 9130 are the three that we'll try to to to be as efficient as we can on um after this first reading if that makes sense Y and as and as we said we'll go over future meetings but those will be the focus in our next public work session which is next Monday as a reminder thank you make sure we get them done yes on time any other questions from the team okay Dr Phillips thank you Mrs Weldon so

099uh ADM is now complete I think there may be one or two conflicts still out there among school districts floating around um but we do have the an official number for you that should not change this is the spreadsheet that I update every three days during the fall as I obsessively track this number but in total uh from last fall to this fall we're down about 55 students um which was actually kind of overperforming where we thought we would be the demographic study had projected us to be at 116 down and so we just kept adding adding students leading up to that date and the kindergarten class was larger than what it was expected to be based on birth rates um the total enrollment K through six at the elementary level is just down three

100students and that was expected to drop a little more um important to note these do not include pre- students ADM never includes preas students because there is no State funding associated with them it's the primary purpose of the ADM count um again the uh large kindergarten class was a surprise in that it is actually larger than the average of the first to sixth grade um groups which again we were just surprised at there were 904 outgoing eighth graders um and just 845 incoming seventh graders so both middle schools then collectively are down um 67 students between the two middle schools um and again that's all in one grade as the smaller seventh grade group came in I'll say more normalized seventh grade group because we had about six cohorts in a row that were the

101largest cohorts that we had we had seen in recent memory and so that the high schools will finally see a relief in that freshman incoming cohort in two years so as that seventh grade group moves into just 9th grade two years from now because they are uh and particularly North is just is just packed um larger larger four larger four classes collectively than what they had seen um again in recent memory um this is just a a chart that I like to show this is the gray line is the cumulative growth in ADM since 2002 each of the bars is just the individual year um and this is fall only there are years in there that they didn't make us collect ADM in February and others that they did so this is just fall toall

102fall the average across the entire period there for about that 21 years um is 6% and it would just be terrific if it was 6% flat all the way across but anyway everyone in the state in my position would take 6% every year consistently um we've added uh just more than 1300 ADM in that period although I'll point out 440 of them are in this bar right here and that is when they went from Counting kindergarten students as a half a student to a full student so it's not actually um you know we didn't have 594 new students to our district but it's that only accounts for 440 of that so there was a increase of 150 students during that year um other than 200 yeah other than 2009 fall to fall ADM has only

103in decreased three times um 5 years after the Great Recession began 2019 when cumin had a large reduction in force and then this year so just three years outside of this was actually uh 2009 was the year that the charter school opened um some of you may remember that but uh and then they actually in 2013 in the spring of 2013 they came back to us so that the school closed then and so we saw a bump of that 74 students was actually a return of many of those students students during that time and then this last slide here I haven't shown this one before um I hadn't created it before it was now that we have two demographic studies that kind of overlap one another uh right before Dr Roberts came to the district

104we had one done um because we had never had one done that I know of and then when we got the new census data in 2021 we had another one done so there are two um two demographic study the orange line is the 2016 study and then the green line is the 2021 study um and then the the dotted lines are the low and high version of that based on how it could could play out depending on birth rates and an actual enrollment um and that's based on the 21 study but con the lesson here is that um the demographic studies so far have been very accurate the assumptions used by demographers um if they vary dramatically when it comes to birth rates or um single family home permits um that could Trend us closer

105to the Upper Grade line any questions about ADM that I or any of my colleagues can help answer any questions okay I apologize for all the long you have to listen to my voice we'll go right into the next one yes so this one's um interesting because it actually several of these ADM ADM numbers are playing into to where we are from a revenue standpoint in particular so uh education fund revenues this is the quarter 3 2023 financial report um education fund revenues are up about almost $4 million from last year um and that's you know we have to build the budget as you guys heard recently from me we build the budget not knowing what the state is going to provide for us from a funding perspective and what our student count is and

106so um because ADM count was was higher than what I projected the ADM count for both this spring and this fall you know we're uh were up compared to where you know we would have been otherwise so that's what really essentially allowed us to dip further in on the contract negotiations and and use some of that you know conservative budgeting to our to our benefit because we're going to collect more money this fall than what we would have otherwise um operations fund revenues are up about 6.5% about 1.2 million that's mainly because of increased interest earned and um some indirect costs for federal grants that um put some money into that account from those federal grants and then operating refer referendum revenues are up 8.4% and that's all entirely because of increased uh assessed values

107from 2022 to 2023 these are education fund expenditures I'll remind you that in 2022 we only had 12 pay rolls through June as opposed to the usual 13 and 13 splitting halfway across the year um this quarter we caught up with that so this is the same number of payrolls in 2023 as we had in 2022 at this same point in time so with that in mind education fund salaries and benefits are up 6.2% uh with the same number of payrolls in that time frame um and that's over 2022 so the the tenative bargain agreement that we just presented to you will result in the need for an additional appropriation of about $1.7 million for this current year and I'll just remind you that's not um we're not asking to spend any cash balance that

108is the increase in revenues that we're collecting this year because our ADM count was higher and because the state increased during the legislative session that didn't finish till May the state increased the the dollars that were available for starting July one of this year per student and so um next board meeting I'll have an additional appropriation for this current calendar year to accommodate the um tenative agreement Collective baring agreement that we just presented I also remind you while we're talking about education fund expenditures that that non- english- speaking grant that used to be um separate from the education fund was rolled in on July 1 again that was done during the legislative session that wrapped up in May so we didn't know that when we built the budget the current year education fund budget so

109I'll also O come with uh additional uh appropriation request in the next meeting to accommodate that Dr Phillips yes Mr new agreement with the ca on the retroactive piece uh will all that show up in the fourth quarter then for yes correct what we actually incurred in the third and fourth quarters will all be loaded into the fourth quarter correct okay correct because then we won't we'll pay the Retro on all the way back to the August payrolls but it'll all be paid in the month of November so it'll all appear in Q4 uh next slide operations fund um just point out we are uh salaries and benefits are up 10.7% over 2022 um primarily due to increases in in salary we raised salaries um you know 6% this last July and 6% um the

110year before um and also the fact that I've told you many times we are just hiring more people we're filling more positions and keeping them filled and so that's a that's a good sign expenditures and salaries outside I'm sorry expenditures for the education fund outside of salaries and benefits you can see are up um they're up about 2.9 Million from last year almost entirely due to timing just timing of purchases timing of completion of uh Capital Improvement projects the only one that that's not the case for is both uh electricity and natural gas are running a little higher than what they were last year which was um frankly expected another additional appropri I've never done this many additional Appropriations but in operations we had um we had ordered some buses that were not supposed to

111be delivered until 2024 and so we were we built that in the budget to pay for those in 2024 they are delivered and they are in our bus lot Dr bosan has them ready to go uh but we did not appropriate any dollars for them in 2023 and so it's $161,000 that all again in that same additional appropriation request at the next board meeting will also include paying for those buses that were delivered earlier than expected and then uh last on operating referendum expenditures um teacher retention salaries are up and that's a good thing because more people are uh are staying and qualifying for those um and again fourth additional appropriation next board meeting um we think that we will exceed the budget for U particularly teacher salaries and a salary related benefits by about

112$400,000 in this current budget year and so I'll come with that request um and all of those additional appropri appropriation requests have revenues to support them Andor cash balance to support those and then cash balances are where you would expect based on the increases in revenues that I described to you before um as well as the increases in expenditures across each of those each of those funds the one I didn't speak about was the health and dental trust and you can see the increase from last year to this year is indicative of a good claims Year good solid consistent claims year um which derives our cash balance any questions on the quarter 3 financial report I can help with I don't think so Dr Phillips thank you okay uh so we will move on to

113public comments just a few um reminders of our process here so um people who would like to speak um can sign up on a blue sheet when you walk in the door so we have three people signed up for for this evening um I'll call you up to the the podium and and you can go ahead and get started you will have a timer here to help you stay on track for three minutes um I I do like to stay close to three minutes so I'll wave my hands and try to get your attention if if we've reached that time um please don't use names of individual students staff members or specific titles it's kind of the same thing um so refrain from doing that and and be more General in your comments um you

114may pass if your intendent point has already been made with three people that may not be um an issue and and if you are here as a group it is okay to defer to a to a spokesperson the other thing I'd like to ask um for tonight and and going forward sometimes we get cheers or jeers I do like the energy that people bring and the the um passion they have on their topics but that can be a little intimidating um to people as their speaking so I'm going to ask that you just refrain from clapping or or otherwise um if you want to pump somebody up afterwards just feel free to do that after they take their seat um just so to make sure everybody feels comfortable coming here to speak to us tonight

115okay so with that we'll go ahead and get started um the first name on my list is Carla Craig hello oh I guess it's on yes um so good evening um I am Carla Craig I live in ogilville and I am the library assistant at Mount Healthy elementary school and I have to say I have heard the word guard rails more in this last hour and a half than I have the whole rest of the year but it has been on my mind since our last meeting there was a gentleman who was up here and I believe this is the analogy I got that our libraries were like a winding road without guard rails and there are guard rails I am a guard rail the principal's a guard rail and our procedure is a guard

116rail so there are guard rails so I just wanted you to know that um the other thing I want to tell you is um at Mount Healthy now we've read seven of our beginning young Hooser books um to this last week we voted on our first seven to see which was their favorite and so I reminded the children that they live in the United States of America where they get to make their own decision their best friend can't tell them how to vote their um parent can't tell them how to vote and I can't tell them how to vote so in our community we have a diverse set of families who should have the choice to be the parent of the student and be the person respons responsible for what they're reading so thank you

117thank you Miss Craig Mary Mills I know there is a lot of differences of opinions in this community however I want to focus on what's positive and instead of putting more work on our teachers and school librarians let's make it a better place and work environment if you want to get involved donate to this reading program they talked about um earlier donate so they can buy books for that program I think that's an excellent program you know instead of dividing let's bring ourselves together and do for our schools to make them a good place for learning a good learning environment um we have an excellent bookstore in town if you want to make a donation there I know that the owner and the staff there would be willing to pick out appropriate books for the

118school libraries I um and if that's not your thing I know every classroom could use Kleenex and paper towels and even Sanitary products and whether you think so or not even elementary girls need Sanitary products some of them so make it a positive do positive things for our schools instead of trying to divide based on the opinions and what's being said by people who don't even live in this community whose motives are un unknown so let's do things for our schools and build them better and make that yourself a positive in this community instead of being divisive and dividing that's what I had to say thank you miss m and Kevin Leonard on hi yes uh I'm I'm new to Columbus my wife and I moved here two years ago why moved from Minnesota uh

119I was a counselor for 30 years coach for 35 years my wife taught English we have two grandchildren here and that's why we're here I want to support teachers I want to support Librarians they know what they're doing and I think that my daughter and son-in-law should decide what and their teacher and my grandchildren should decide which books they want to read along with their teachers I don't want anybody else making that decision thank you thank you Mr Leonard okay I think that's all we have for tonight on public comments I appreciate everyone coming out I think I I probably have a few here miss won so I'll start with the request for approval for old business and I am asking for approval of the minutes from the executive session of September 25th from the

120public work session of September 25th and the regular Schoolboard meeting of September 25th so we were you were busy that that evening as well as asking for approval of policy 8510 uh the wellness policy a lot of work have been put into that by our Wellness team our Wellness Council and we talked through that at the public work session of the last meeting I thought that was very valuable appreciated the input and conversation I ask for approval now of that too so that's those are my old business uh requests thank you Dr Roberts do D have a motion from the board I move that we approve the old business found in number three letters A and B is presented by Dr Roberts thank you Mr Grimes do have a second second thank you Mr Bryant

121are there any questions or comments from the board no okay all those in favor of approving item three A and B please say I I all those opposed thank you motion carries thank you for that uh item number four for tonight my next set of requests are of new business and so I am asking for approval for any field trips field trips Andor professional leaves we have provided to you our supplemental contracts list our school fundraisers as well as the claims and payroll numbers claims for September 25th uh totaled uh about $1.8 million our payroll for September 25th was about $7.2 million uh that number did cover two regular payrolls the 22nd and the in October the 6th for the work period listed there of August the 28th through September the 24th just an extra

122note is the September 26th payroll included classified experience adjustments we do have that as a part of our agreement there and uh also we have pre runs for the month of September that totaled about $4.3 million additionally um asking you to approve a resolution to adopt the 2024 budget a resolution authorizing the 2024 tax anticipation warrants a resolution to transfer dollars from the education fund appropriately to the operations fund a resolution to authorize the 2024 reductions a resolution to adopt the 2024 capital projects fund plan and a resolution to adopt the 2024 bus replacement plan each of those uh listed there um from Dr Phillips are necessary as per state requirements so even though we've kind of given you a big budget to look at all of those resolutions are necessary to approve that budget

123that has been presented to you uh I also ask for approval of the 2024 health and dental premium rates and the plan changes that were covered during our presentation earlier permission to receive bids for sports lighting and scoreboards on our um uh athletic fields at North and East permission to award bids for Northside Middle School Chiller installation and permission to award a guaranteed maximum price amendment to our educational improvements project this applies to Parkside Middle scho Parkside Elementary School I believe it's our seventh amendment that Dr bosan has provided to you as we've worked through that process so I think those are all the ones that I have so I ask for your permission please or approval please I have a motion from theard prior prior to that can I ask a question around one

124of them or do we need to do it I think it's after a motion after motion thank right I move that we approve the items under new business found in uh under number four letter C through p is presented by Dr Roberts I second thank you Mr Grimes and Mr nelan now we have any time for questions I think we share the same question to yeah go ahead on line item G is that including the 250,000 transfer that was proposed from the referendum fund to cover the curricular cost or is that a decision that we are making at a later point it does not include a specific transfer from one fund to the other it does have a line in the revenue on the education F side and a line in the expenditure side but

125no transfer and approval of where it comes from is part of this budget that'll come later and then line I is that for the 2023 budget year for Education operation fund to cover 2024 so would that if that's approved would that inhibit the ability for the operation fund to cover that as a reduction of the transfer which was one of the proposals brought forth um the two options if we wanted to adjust uh downward the transfer from education to operations would be to um do another resolution later in the year or just transfer less approve it as a transfer less because that's a maximum that resolution is a maximum that we would transfer from the education operations and so we would just transfer less if that's what the board decided they wanted to do I

126have no concerns with that thank you uh Dr bosan I have a question for you uh and it's maybe not any specific item from here but we've talked a lot lot about costs and how they're changing growing Etc regarding construction can you just speak to the latest landscape on are you getting bids where are they coming in at how how do you see that playing out the next year too sure uh things are getting better um the um the addition you have on item p is um not because of Any increased construction cost that's actually because the project was uh when Maxwell bid that as the construction manager it was anticipated to end in March of 24 it's actually ending in July of 24 so that's just added Staffing um but to your question um

127construction cost and and Workforce um those things are are on the on the increase in the betterment for us since we're post pandemic okay good thank you while you're up there um just a real quick uh there were two or three things that stood out in capital projects there was one uh for replacing the bleachers at Central about $100,000 uh there was another one for a little over a half million for roofs and then there was a million dollars for district wide lighting so just a little background on that so the district wide lighting is you actually have an item to approve also for uh receiving bids um for that it's combination with scoreboards also okay so that's the scoreboard okay correct combine lighting field lighting and scoreboards on the um football fields um at

128at East and North High School um I'm happy to answer other questions you have about that uh the bleachers at Central Middle School uh that's a gigantically long story that um I'm happy to catch you up with later on we uh they they do not function as they need to function we've tried about everything in the world that we can to get those um in a place to where they're they can be used correctly and and we're at the end of our rope so we're going to we're look to replace those and I'm sorry you asked about one other item uh oh roof roof replacement which which roof yeah that's um that's still to be determined but maybe uh Lincoln is probably one of our candidates that we're looking at next we try to do

129a roof every year if we can um just a matter of keeping up on on things and not not falling behind and have to spend you know substantial amounts of money on on Roofing and not have enough contractors in one year so that'll work thank you any other questions from the board okay so we have a motion to approve um items four C through p and a second all those in favor please say I I I all those opposed thank you motion passes thank you Dr ple I request approval of the HR recommendations as presented this evening thank you I move that we approve the HR recommendations as presented by Dr ple that good thank you Mr Bank can you summarize those for us Dr ple we as far as the appointments we have one

130retirement one appointment to replace the retiree and two leave of absence great thank you okay all those in favor of approving human resource recommend recommendations item five please say I I all those opposed motion carries thank you thank you okay board input Mr Grimes go I'll start with um thanks to Mayor linup and the city um in in regards to the uh Tiff dollars that support igrad stem and transition there were three of us that went to the Indiana school boards Association conference oh about a month ago and we went to a session specifically on tiffs which can get pretty messy at times but uh Columbus was a community that was that was brought up in particular um in in regards to how how unique the relationship is here and uh you know a lot

131of other schools and communities just starting to kind of develop those kinds of relationships and way ahead of the game here so thanks to the mayor and the city um in terms of uh uh lots of successes this fall in the classroom but also just want to say congratulations to all the fall sports teams other extracurriculars as they wrap up or are in the process of wrapping up very successful Seasons um thanks again to the Schmidt staff um and and their U presentation on all their programs and efforts to promote to promote reading and writing uh thanks to the community members that were here with us this evening and and chose to spoke speak excuse me I can't speak and then uh thanks again always to Dr Phillips who at least in my opinion always

132presents very thorough and well explained financial information thank you and then uh lastly uh hu huge congratulations um to the cea leaders and the administration on a contract that uh I I don't see how it couldn't possibly benefit uh all those individuals that it directly impacts and then you know the the overall health of the corporation and what what you know we're all here for is you know I think uh it will certainly impact kids uh as as as much as anyone in the long run so thank you Mr yeah following Mr grams is always a struggle for me uh because I had a couple things and they all checked off um but yeah thanks a lot to the presenters M Dr Phillips always provides such thorough details I know there's a lot of questions

133around budgets and so forth and um thanks again to all the presenters the public comments um I find it very intriguing the science of reading because so putting a quantitative approach on a qualitative subject and always appreciate uh the the Ben the benchmarks that we've seen uh I know Parkside was one um and I I know now Schmid and so my my children have benefited a lot from these programs especially a book buddies so I appreciate the volunteers and the presenters that supported that um and then just the continuing investment that this board and Dr Roberts and the staff have at us of you know like Mr Grime said being able to visit the isba conference and learn more um not only around uh the tiffs which I'm not going to lie some of went

134over some of it I got um but we also talked around Community engagement and how do we get more effective in it I think that's one area where we as a board have taken a lot of feedback and how that we can better represent the views of the public so um appreciate all the time and effort that that took and uh that's all so when I go first and I hear other people think oh I should have mentioned that when you don't go first it's like okay I don't but I feel like I have to say in terms of of the Tiff money coming from the city that that really says something about both our community and the work that our Administration has done to collaborate with the community and and um and and at

135that isba presentation to put some quantifiers on it most of it went over my head but but it was very clear that Columbus was unique and that many school corporations feel like tiffs are is money stolen from them and and this is the community working with us to benefit kids and it's just tremendous um one other thing and I again was blown away by schmidtz they never mentioned math once but I was okay with that it was so good um Mr Stenner and I did a school visit to um Richards today and one of the things that really many many things impressed me but one that really stood out was the number of ways that they are dealing with um kids with special needs with with language learners um the whole diversity of students that

136they have and they have so many dedicated people working to keep those kids up to Pace that it was just impressive you Mr Nan Mr Bryant have anything to add I'm just gonna say I did owe Mr Grimes Mr major yeah D Dale's talking about going first and third over there we're we're at the end so pretty much everything pretty much everything's been said but um I'd be remiss if I didn't mention the fact that um my daughter is a senior at East she's a cheerleader and I just wanted to say congratulations uh and thank you to all the seniors I know uh Mr Stenner did this last year so it's a little bit harder for us as some of you have kids entering School some of us have kids that are exiting or have

137already exited school and a lot of them have grandkids that have and so so um I just wanted to just give a special note to all the seniors out there that participated in their last game match meet or event and I want them to all remember these uh moments because they're very precious um there some of them you'll never get to do again right you might play your last game uh you know who knows some kids go on and play in college very few hardly any going playing the pros so life is not about playing sports it's about learning what you can in school making friends in school and uh just want to make sure that all those kids take something away from it and uh hopefully have enjoyed what they've done uh this year

138and the last several years and I will try and repeat that again uh after the next season two more times yeah Mr Steiner thank you um a lot of focus tonight appropriately so on the um success of a new contract with the Columbus Educators Association and uh passage of a budget for 2024 what I try to keep in my mind as we're talking about the dollars uh th this is really about our ability to recruit and retain the best teach teachers and staff that we can to serve the kids in the schools and what Mr nen said about the the visit to Richard this morning we do have amazing teachers in all of our buildings only a few of them are going to be teacher of the year for their building and only one of

139them will be teacher of the year for the corporation uh but they are all doing amazing work day in and day out and our students are the beneficiaries as are all the rest of us so that's what I I think about when we pass a budget thank you Mr St um I just want to thank everyone who participated in the negotiating team um it was my first time at that table I have negotiated contracts before I can tell you that this experience was like nothing I have experienced before um Amy did a fantastic job representing the teachers here her team very well prepared um they had put a lot of thought into what they were going to ask for um I think Chad and the rest of the team on the administ ation side also

140had had come in prepared um and everybody had the best interest of teachers at heart so it was really good to be part of that and did take a lot of time in preparation and I appreciate you bringing a newbie along with you for that first for that first experience okay next we have upcoming dates so hopefully we will be here on the 30th um approving that contract once we get um a fingers crossed vote in tomorrow um so that will be on the 30th um we will meet at 5:00 for a public work session we will be focusing again on the three policies we had a first reading of tonight which is 2510 2520 and 9130 all of those centering around around books and and how we how we look at those in our

141school corporation we will have the strategic planning session then immediately following at 6:00 um and then our next regular board meeting will at 6:30 p.m. on November 13th and just pointing out Mrs W boardroom is where those are so as you're looking at the public work sessions have been held there anyway and with the strategic planning session coming right after that we will stay in that location upstairs but we will have the vote hopefully again if that's where things are after tomorrow on the teacher contract as before we get into the facilities conversations with strategic planning good okay with that I think meeting is adjourned thank you everyone for your participation
