I'll record it here as well. >> Not yet. >> Well, you told me to hit it. >> No, she to hit it so hard. I was telling you. >> No, not yet. She's trying to get us online. She's there. too much. Nothing yet. You good? Yeah, >> it's beautiful out there. Grass is green. >> Oh, I can imagine. >> We've had a inch of rain in the last two weeks. that storm. >> Yeah, we got a half inch the first time and then last week between the two storms we got another half inch. >> And then we got probably quarter last time. >> Last week she's trying to make me jealous. >> Yeah. Every time I wash my car, I know when it's coming. >> You need to wash more often. No accident. Yeah. Okay.

>> All right. Um, it's not the best recording, but I have this recorded at least >> and you have the recorder and then so when you guys step up, come up a little closer. You know what I mean? From your microphones and you know what I mean? Away from the mic so we can get um everyone at least on here. I would I would come right up over here. Right next, you know what I mean? Unless you need to to be there or speak very loudly. Okay. All right. We ready then? >> All right, sir. Clear meeting for the school district special board meeting at 503. 403. 403. Sorry. That's right. That's right. >> Thank you. >> Pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the

republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Right. Thank you, Mr. Chavez. >> All right. Um Cap, for the record, uh wanted to reflect that we do have a quorum. Um, board member Lawing Burns and Mr. Chavis are here with us present and uh, Vice President Young is on a Google meet with us and hopefully President um, Hudson can get on sooner than later. Okay. All right. Thank you. All right, Mr. Chavis, we have an action uh, recommend uh, approval of the adoption of the agenda. I recommend that we uh do a adoption of the agenda. >> Do you have a motion? >> I move that we adopt the agenda. >> Second. >> First and a second. >> First all those. all those approved say yay.

>> I >> opposed. Mr. Chavis, we have um approval of the draft of the regular minutes from the meeting that happened on March 17th, 2026. So, we need a motion to approve the regular meeting minutes from March 7th, 2026. I need a motion to approve the draft of uh meeting minutes for March 17th, 2026. Do I hear a motion? >> I motion that we approve. >> A second. >> We have a motion by Mr. Lawson, a second by board member Burns. All right. All those in favor? All those in favor say I. >> I opposed. Opposed. All right. Thank you. All right. Mr. Chavis, members of the board, um thank you for being here and and scheduling the special um meeting. Um, every year we have um applications that are due to um the state

that make their way up to the feds um for specific title money that is allocated um to our school district uh um title one all the way through IDBA IDA um which is special education funds. And so um it varies when the timeline or the deadline to get these applications in. I was looking last year and I think we had we're able to do this in a regular meeting um because it was due in late April. Um our application is due April 15th if I'm if I'm correct. And so that's why we needed to have the meeting today. Um in your board packets um you receive just a a gosh I don't even know if it's a 10,000 foot view. It's like a 50,000 foot view. Um it's this snapshot here. Um with there is

no way there was no way to print it as a PDF. It doesn't allow for it. So they took some snapshots u Mr. Gatsby um Mrs. Young and Mrs. Ortiz and just sent you the the big pictures and they'll go in to some detail um and be open for questions um before we um ask for approval of the unified application. Um, and the last thing I'll say so we can try to move this along is this is our second or third year, second year of what the state's calling the unified app. So, um, before it used to be separate different applications for all these different title monies. Um, and so I'm not sure if it makes it any easier. Um, but they wanted it in one uh in one uh snapshot. And so I will

turn it over to um who first Mr. Gatsby >> his first one. So be gentle be gentle and smile and members of the board. Thank you. I I want to start off by thanking Miss Young and Miss Ortiz. We worked on it together as a team and it made the process so much easier. um Miss Young having all the experience she has was able to uh guide us as far as what it should look like. So it was definitely a team effort and I just want to thank them for their for their efforts and all all of us coming together and doing this. Um so um all title funds are to be supplemental um supposed to supplement the state what the state provides each school district. uh title funds cannot supplant or replace any state

funding. Um so in our allocation snapshot you see that title one is the biggest pot of money there. Um title one is used to close the opportunity gap. Uh provides every student a fair shot at a high quality education regardless of where they live or their family's income level. MESD uses title one to hire instructional staff such as instructional coaches that help school schools close the opportunity gaps for students learning and proficiency. Uh we also allocate funds to schools for supplies and materials. Um title two um this is what we use for professional development. Um we use title two to increase capacity in our instructional staff to ensure students are receiving the most up-to-date instruction strategies. you know, title three is for our English language learners. Um, this pot of money is not as large

as the others. Um, but the population of our students is smaller as well. Uh, we use this for professional development of supplies and materials specific to the English language learners. And then title four is for well-rounded education and for safe healthy students. So that those are the four title funds that were stand for. For any questions if if you want some specifics any questions? >> No questions. Uh, Superintendent Viviano, members of the board. Um, I I'll review kind of the the general um fund, how we're going to apply the funding for um IDA within the unified app. IDA is a individuals with disabilities education act which is a federal law that requires us to proide pro provide a free and appropriate public education to students with disabilities within our schools. Um and that requires us

to provide specialized services and supports um within the unified application alongside the general education funding. um the the application um carries some asurances that we have to provide to meet that federal eligibility. Um so that is equitable access to services for all el eligible students, fiscal accountability and how funds are used because we can only use those funds for specific um expenditures and student privacy protections and then accurate reporting and compliance which we're required to do for the state and and federal. um together these these requirements ensure that the programs are implemented with integrity and that those resources are used appropriately and effectively. So this year we looked at the funds and and they're really not any any different. We I think we what did we get like $8,000 more which is only a portion

of what we apply to the students with um or provide for students with el disabilities within the district but um so it was basically to maintain what we're already um using these funds for which are staffing that directly supports students program specialists substitutes and ESY staff uh related services and specialized supports like speech and language, OT, PT, some contracted services for like the VI teacher or um aiologists, um instructional supplies and materials, and then program program oversight for IP um coordinate to make sure that we meet all the federal requirements with the documents and reporting. So in summary, the funds um maintain essential staffing that directly support students um provide required services, ensure compliance with federal requirements, and then support instruction and materials for yearround delivery of service. That's basically in a nutshell. We also

had to provide a description of how we um we provide services from early intervention from students for starting at age three through age 21 and then the um transition between prek to kindergarten, elementary to middle, middle to high school and beyond. Um basically everyone's involved from each step and we have meetings to ensure that people are informed to ensure that that transition happens seamlessly for students. Any questions? >> Are the numbers based on how many students involved? Is that a piece to it or so that's not something that you guys have to put into? >> Basically whatever they tell us. >> Gotcha. Well, that was what my question. We we're losing 8,000 from last year. Does it how's that going to affect? >> We gained 8,000. Okay, that's okay. Great. >> Yeah. As long as

we maintain a celebration. >> Yeah. >> Right. Because we want to make sure that that's being met all those needs. So, >> so those are good questions. It's it's it's a little different than some of the other budget processes when you look at per pupil spending. >> Yes. >> Right. And I think that's where the question is coming from. Sorry, I didn't mean to cut you off. Yeah. Yeah. Yeah. It's just an allocation >> um that they provide and it's uh >> supplemental. >> Yeah. Yeah. It's um you know and we you as a board there was approval for the district last year and then we had the situation with the federal government shutting down and that's why we had to do our second audit. Um, and hopefully it just lends it a lot more

smoothly and we get our money early. >> Um, so we can start uh servicing the students like we need with with the funds and not have to um find other ways to just uh supplement that. Thank you. Good question. Questions? We all >> right then? Mr. Chavis, I recommend approval of the 2026 2027 NMPED unified application. Been recommended by Superintendent Viviano to approve the 2627 NMPED unified application. Is there a motion? >> I move that we approve the unified application. >> Is first and second? >> I'll second it. >> All right. So, we have a first and a second. And if you would call for a roll call vote. >> Yes. Um, so I'll be calling a roll call vote. Jeff Lassing. >> Hi. >> Wendy Burns. >> Yes. >> Robert Chavis. >> Hi. >>

Denny Young. >> Hi. >> Thank you. All right. Thank you very much. A lot of work. >> Yeah. >> A lot of work. These guys put a lot of work in. >> Yeah. >> I will tell you we got it. >> You got a sharp crew. Absolutely. Absolutely. All right. So, Mr. Chavis, move on to business. Um I um recommend approval of purchase orders one through nine. Um these are purchase orders over 20,000. Um these purchase orders, anything that you see is CES, cooperative educational services are to get um our um carpets up and running. We have a cycle and um rooms are identified by principles and Lincoln and some others uh to replace carpets every year. So it's our carpet cycle and then we get a jump start by having this special meeting on

our math curriculum. Um everything you see from archway and then middle school math. That's pretty that's the middle school math. Um that's our math curriculum um that that has been adopted and approved by our our um teachers. So um Mr. Chavis. Um, I recommend approval of purchase orders um 1 through nine. >> It's been recommended by superintendent uh M. Piano to uh approve the purchase orders over $20,000 from 1 to nine. I have a motion. Oh, go ahead. >> I move that we approve the purchase orders one through nine. >> Second. So, we have a first and a second. >> Do we need to have a roll call? >> No. Okay. >> We have first and second. All those in favor say I. >> I. >> Post. Name. Okay. And the last thing, Mr. Chavis,

again, thank you for this special board meeting. This gets us moving on a few items from before for next Tuesday. Um, we do have uh a recommendation from me to approve out of state travel request. It's for the Moriardi High School girls basketball um team for this summer in June to go to uh Lakewood, Colorado to a team camp. So, ask for approval of the out of state travel request. >> Recommended by Superintendent Mr. to approve the out of state travel request for the girls basketball to go on uh to Goldtown team camp, Lakewood, Colorado on June 3rd through June 6th, 2026. Do I have a motion? >> I make a motion to approve that state travel for girls basketball team. >> Second. >> Have a second, a first and a second. Approve it. All

in favor say I. Sorry. All right. >> All right. And last thing, uh, Mr. Chavis, I recommend, uh, adjournment of our special board meeting for this afternoon. >> Do I hear an adjournment? >> I move that we adjourn. >> I second it. All right. All those in favor? >> I need to hit that one more time. Hit that gavvel just for a little of it. >> Thank you, sir. All right. Too much sugar. >> Thank you, Danny. >> You're back. Bye, guys. >> Bye. >> Where you're at? >> You're a bum.
