001evening. Would like to call the regular meeting of the Morardi Edgewood School Board of Education to order. We have a recommendation from Superintendent Viviano to adopt the agenda for the MS MEESD Board of Education's January 20th, 2026 meeting. Do I have a motion? to move >> a second. >> Second. >> All those in favor say I. >> I. Opposed. Okay. Motion carried. We invite everyone to stand and join us in the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Thank you, Madame President. Um, Madame President, uh, members of the board, um, before we go on with the meeting tonight, um, we had some, um, sad news that was
002delivered over the weekend. Um, so, um, I'd like to recognize and and ask for a moment of silence for, um, Mr. Ronald Tutor Davis. Um, um, Mr. Mr. Davis uh passed away um on January 18th. Um have a little narrative here. Um Mr. Davis or tutor as most people um know him by was born in 1944 in Morardi. Um he went to um the schools in Morardi, participated in basketball and track and field in junior high and high school and was a member of the Morardi FFA. Um he served um chapter officer and was the New Mexico State FFA president in 1964 to 1965. He graduated from Morardi High School and was married um in 1966 to Shirley Dunn. Um many of us that that grew up um in Morardi or have been here recently
003and attended football games um know that uh Mr. tutor uh was uh was the announcer and the voice, you know, known as the voice of the Mororti Pintos for over 50 years. Um he announced the football games and um you know, finding out some more information. He also did some basketball games which included some basketball games that were broadcast on the radio at one time. >> Um so our condolences go out to um the Davis family. Um and uh you know it's going to be um for for someone again who um has heard his voice and and known Mr. Davis um for many many years. Um it's going to be a loss to the athletic program. Um his support he um was inducted into the Mori Arti High School Athletic Hall of Fame in 2022
0042022. Um so Madame President, members of the board, if we may invite anybody, everyone um with us um online or in the audience um for to join us in a moment of silence for for Mr. Davis. [clears throat] All right. >> Thank you. >> At this and um uh if I'm if I'm correct and somebody else may know, but I I believe the um there are some public viewing um on Friday afternoon uh evening and services on Saturday at Valley View. >> Okay. Yeah. And the services are in Mor I mean the the viewings 5 to 6 or 7 o'clock um Friday afternoon. All right. So, Madam President, we can move on. Thank you everyone to the swearing in of uh our new MESD school board members, Mr. Jeff Lawing and uh Miss Wendy Burns.
005>> All right. Go ahead and go right here. At this time, we'd like to introduce and thank the honorable honorable Bobby Garcia for taking the time to help us with the swearing in of our new board members. >> All right. [snorts] >> They're they're on the podium there, sir. I think Mr. Lawing was up and Yeah, they're >> Oh, we'll do it together. Okay, >> let's do it together. >> Okay. [snorts] Do you want to hold it? >> Yeah. You want somebody to hold it? >> Denny will come hold it. [laughter] Constitution and defend against all enemies foreign and domestyfully >> discharge the duties >> the office of school board member >> according to the best of my ability to the best of my ability. So help me God. God [laughter] >> welcome very much.
006Good luck to you guys. >> Good luck to everyone. >> Thank you for coming. >> Take care. >> Bless you. >> Thank you, sir. >> You're welcome. >> Taking the time >> and welcome back to both Wendy and Jeff. [laughter] >> Have a good evening. Thank you, sir. >> Thank you. >> All right, Madame President. Um we will move on to um board member duties. Um madame president, members of the board, um per board policy um in January um we do have a reorganization of um board officers. Um [sighs] the procedures uh to elect various officers. Um we shall have open nominations that will be voted upon. Um the nominee who receives the highest number of votes shall be appointed to the office of these nominations. The um board president shall take office upon election.
007Um Madame President, >> I think we can um would you like me to read the duties? >> Sure. >> Board President um will preside over all meetings and conduct meetings in accordance with New Mexico law. Uh the Secretary of Public Education rules and policies of the district. Carry special um call special or emergency meetings. Consult with the superintendent on the agendas for each meeting. Encourage and maintain orderly and democratic participation. Keep all discussions factual and on the subject at hand. Allow for full and complete exploration of each business items of business. The president may not act for or on behalf of the board without prior specific authority from the majority of the board. And the president shall perform other duties as assigned by the board or required by law. Okay. Vice President. The vice president
008shall vice president shall perform the duties of the president in the absence of the president and shall perform other duties as assigned by the board. And then the third um officer is the secretary shall perform all duties by as required by law and perform other duties as assigned by the board. The secretary shall be responsible for all records of board meetings and shall assist the superintendent custodian of public records for the district in providing access to these documents as required by law. >> So madame president, we now have um reorganization and election of officers. >> Okay, we will now move to the reorganization and election of board member off officers. Superintendent has read the duties of the officers and at this time it is open for the nomination for the position of board president. >>
009Nomin. >> Okay. >> President, I make a motion to let the board sit as they are. So that will make you president >> and vice president secretary to remain the same. >> Yes. >> Okay. >> All right. Madam President, we do have a nomination for Mr. Young as board president, >> right? >> Is there a second? >> All right. No second. >> Any discussion? >> So then, Madame President, we have a nomination for the officers that are elected as as they are now um by Mr. Chavis to keep the officers um in place um with uh you madame president as president >> Mr. Young as vice president and Mr. Chavis as secretary. >> So that would be the nomination second. >> We have that nomination. Do we have a second? >> I'll second that. >>
010Okay. Any discussion? We'll have a roll call vote starting with Mr. Lawing at the end. >> Jeff Lawing, no. >> Wendy Burns, yes. >> Albert Chavis, yes. >> Denny Young, no. >> Linda Hudson, yes. So, we have a 32 >> 3-2 vote to keep the officers >> as organized in place. >> In place. >> Yes, ma'am. >> All right. >> So, >> thank you very much. >> All right. Moving on, Madame President. Welcome to guests. >> Welcome to everyone. Happy New Year. I hope you all enjoyed a beautiful winter break and um it looks very exciting to see what you all have planned and going on for the remainder of the year. So, look forward um to seeing what all that's how that [clears throat] all is going to play out. So, thank you for
011those that are joining us and um welcome and we'll now move into the business part of our meeting. >> Thank you, Madam President. We'll move to approval of minutes. Uh, Madame President, I recommend approval of the draft minutes of the regular meeting from December 16, 2025. I should say 2026. >> Oh, no. 2025. Yeah, >> I'm so Yes. So, that one. Yeah. Sorry. Throwing everybody for a loop. I guess I was in 2027 already. [laughter] Yes. So, I recommend approval of minutes, draft minutes from December 16, 2025. Uh, Superintendent Bibiano has recommended approval of the minutes for December 16th, 2025. May I have a motion? So, move. >> A second. >> I'll second. Um, all those in favor say I. >> I have I have a >> Oh, question. Any comments? Yes. >> Uh, yeah.
012I I would like it reflected in the board meeting minutes from last month that the superintendent's contract wasn't we we uh >> tabled it. We tabled it because of a change in legislation. So it wasn't at the recommendation of Mr. Griano. It was due to a change in legislation. >> Okay. >> Is that okay? >> Okay. So I have a motion to reflect the reason why um we had to table um Superintendent Bibanos. So um may I have a second on that? I'll second it. All those in favor say any other questions or comments? All those in favor say I. I. Opposed. Okay. Approval and motion. >> Thank you, ma'am. >> Make the change. Yeah, >> Mr. Young. Thank you. We will get that changed. >> Yes, I think it's important. >> It is important.
013You're right. That's true. Okay. >> All right. Madam President, members of the board, members of the audience, we go to staff and student recognitions. Madame President, um it's an honor to um recognize two of our staff members who received some wonderful news um in December. Um they probably opened up their emails or got an email and um if I remember correctly, there used to be on on the on the screen um like little fireworks or streamers coming down and a congratulations. Um, we have two two staff members who passed um um and beca um the work and and everything they need to to submit um to become nally board certified teachers. Um currently the district has um 15 and so obviously this brings us to more to 17 um nationally board certified teachers. So we'd
014like to first uh recognize um Miss um Yolanda Chavis and for her accomplishments. You're welcome. >> Yep. [laughter] There we go. >> Thank you. Thank [applause] you. [laughter] >> This way. And our second staff member we'd like to recognize um with us on as a regular member of our school board meetings and and uh a big part of the of MESD as well as Miss Chavis and it's uh Mr. Erin Romero. Congratulations. >> You're welcome. for the picture. >> Oh, I [laughter] don't think we take a picture afterwards. >> Yeah, we feel afterwards. >> All right. Um, Madame President, uh, members of the board, if I may, if uh, Mrs. Chavis or Mr. Romero that would like to say anything about the journey or, you know, >> worth it. >> Yeah. Mr. Romero, >> it
015took me six years. This was my last chance to start over. I >> probably should. >> All right. Excellent. Excellent. All right. Well, again, congratulations. >> Congratulations. >> All right. So, Madame President, um we have on a regular basis on our agenda um a section uh for the Morardi High School student council report. Um, student council members were not able to make it, but um, >> I'm McKenna >> and I'm Mario >> and we can be there at today's basketball game. >> Made a short video. I think it's 40 41 seconds uh, to give us an update um, on the the happenings of the Morardi High School Student Council. Uh oh. Council. So we have sweetheart week which is takes place. >> I'm a >> So today we're going to talk about some upcoming things
016that we have in February that we planned with student council. So we have student takes place February 9. All All right. Adam, no. Don't no don't no don't no don't no don't no don't no don't no don't no don't no don't no don't no >> testing. We can [music] >> All right. Technical difficulties with the microphones. >> Can they even hear you without [music] Can they hear you? No. No. No. No. So far so >> testing. >> Thank you. >> Nobody touch anything. [laughter] Nobody touch anything. All right. So, we will continue on. All right. Um I [snorts] will also um work on sending you that video. Um but thank you, Mrs. Romero, and thank the students. Um they looks like they're homecoming sweethearts coming up. >> Um and uh a few other things. So,
017all right. Um Madame President, we'll move to principles and athletic directors board reports. Uh, let me pull them up. Do we have any questions for principles that are in the audience or for um athletic director Mr. Joeaya? >> Not at this time. >> I guess not at this time. >> Anyone? >> We're good. Okay, then we'll move along. Thank you very much. Um, Madame President, moving to board president and board of education. Any comments um or accommodations? >> I would like to just say thank you for your reports and your uh newsletters. I enjoy those newsletters. I think those are very uh wonderful going out to the families. And um um I was able to participate in the Route 66 spelling bee and that was a lot of fun. I enjoyed that and um look
018forward to seeing the district um competition later this month. And then also enjoyed the little littles and their um salute to the heroes. That was looks like families were having a a lot of fun there. And um so just thank you for the good job that you guys are doing and um keep it up. >> Thank you, Madam President. Thank you, Kevin. Appreciate it. Madame President, members of the board, any any others? >> Oh, one other question I do have um for um in regards to the MHS girls circle. Can you um address that a little bit more, Miss Natalie? And and give a little report on the boys council since it started last term. Thank you, Principal Romero. Madame President, um any other questions >> or comments? >> Um >> I just want to
019say how honored I am to be back serving on the board. Um I'm grateful for the opportunity. Um, I'm committed to listening, um, learning and working with as a team with the board, our administrators, the staff, and the community to support the, um, best interests of our students. So, thank you everyone. >> Thank you, ma'am. >> Anyone else? No. Okay. Okay. Then we'll be moving on to um superintendent's report. Um Madame President, um uh I've asked uh Mr. Gatsenbi to um help out with the presentation tonight. Um the presentation is our middle ofear student assessment report. Um this is these are assessments uh third through 8th grade. Um Mr. Gats and Bey had um the the percentages and numbers um for you in his in his report um and we converted that into a bar
020graph and wanted to present them publicly um because we saw some uh really nice growth um madame president u members of the board um as a reminder dur in our strategic plan um we do have a goal to increase growth um for our students um in English language arts which encompasses reading um language usage um and the third um reading and language usage um and that's uh an annual uh growth of at least 3% as measured by NMPED approved state assessments. Um the information you see um is compiled from uh uh an approved um state assessment. And then in math, we had a goal or we have a goal um to increase student achievement annually by at least 5%. Um measured by these same assessments. So if I may, Madam President, I'll turn it over
021to Mr. Gatsson Bey um to look at the um district data um that was compiled. >> Is your go ahead and get your microphone. I'll turn this one off. Let's >> Yeah. >> Okay. Okay. So, Madam President, members of the board, this is our um elementary data for reading. So, it's grades three through five. And as you can see, uh third grade grew about 19% or not 19, uh yeah, about 19%. Um or a little bit more than that actually. Um fourth grade is they grew 16% and then our our fifth graders grew 9%. And so that's some tremendous growth. Kudos to the elementary principles and their staff. They're doing a great job uh in elementary language usage. Uh you see a 14% growth here in the third grade, 4% in fourth grade, and then
0225% in fifth grade. And then moving on to elementary math. Um third grade showed 5% growth, fourth grade showed 3%. And then the fifth grade showed 19%. Um and we know while the growth is great, um we do want these numbers to come up. Um and I know that the elementary teachers and principles are working on this. So, it's something that we expect to continue to grow. Um, but we are showing growth and and we're pleased with the growth, but we do want the numbers up. >> And then, Mr. Gatsson Bey, if I may, Madam President. Um if if I may, um with our principles present and not to put anybody on the spot, um >> but but again, a congratulations to to the elementary um staff. Um and if any principal, um are there
023any comments? Um what do you see in the classrooms? any anything that that may be a little bit different this year from PD to just um instructional practices that that you might want to attribute to to the growth in your in your schools >> or not. >> Well, I think >> Thank you, Principal Loose. You're welcome. Um I think it's important to know too when you're looking at midyear proficiency numbers that IMASA assessments are um they assess students on the full year's curriculum at the beginning, middle, and end of the year. So at the beginning of the year, they're assessed on all of the third grade curriculum and they have not received instruction in any of those areas yet. as of mid year they've received instruction in presumably half and then by the end of
024the year we'll then have had that full year of instruction um even though they're seeing that content in these assessments at each of those three benchmarks. Um so that's just an important indicator to keep in mind when you look at your data >> for Thank you. >> You're welcome. >> You have a comparison to the rest of the state how we're doing it. >> Yes sir. I can provide that to you. >> Yes, sir. >> The middle of the year data is the is what they say is the best indicator of what the end result might be. So sometimes it's >> it shows you >> but we can get you that data. >> I'll give it any of the >> Go ahead, ma'am. >> I'll comment. Um for our fifth grade in particular, you can
025see that our went up quite a lot from the beginning of the year and for us I know it's because our teachers have really um taken ownership of the building strategies and those are the engagement so high in the classroom and so the kids are really thinking math deeply and I think that has made a huge Thank you for sharing that. >> Yeah. >> All right. We can move on to secondary. >> Yeah. On to middle school. >> Okay. So, middle school reading. Uh we see [clears throat] that sixth grade stayed at 19%. Um, seventh grade went up 4% in reading and our eighth graders went up 8% oops in reading. Um, I know that at EMS they had a brand new sixth grade teacher, brand new to the curriculum. Um, Amplify is not an
026easy curriculum to learn as a teacher and then turn around and try and keep pace >> um, in the curriculum the first year. It's it's a very difficult curriculum. Not making excuses, but I think it it's it's not a an easy task for a brand new teacher uh, at a middle school. uh language usage, we saw sixth graders grow 3%. Seventh graders grew up grew 6% and then our eighth graders jumped 20%. Which is outstanding. >> Phenomenal. >> Um >> yeah, >> just tremendous growth there. Mhm. >> And then moving along to math. We have 10% growth in the sixth grade, 8% growth in the seventh grade, and 4% growth in the eighth grade. Um, I can I can say that the math teams at both schools are fully invested in BTC and and I
027think um, you know, Mr. Romero and Mr. Maldonado can probably attest to this as well that their commitment to BTC and the strategies is really pushing the rigor in the classroom and therefore the results are coming. So, it's exciting. >> Can we get this by school site? Sure that >> because I I saw Mrs. Luc's >> Yeah. >> in her report. >> So I know what her data is, but I have no idea other than some numbers on a paper. >> Sure. Right. >> Um but hers is an actual report. So thank you. >> You'll have them tomorrow. >> So yeah, I'd just like to see it. >> Sure. >> One's carrying the other. You know what I mean? >> So >> Well, congratulations and thank you. I think it's evident to see that the
028PD that you all are are doing and the community uh and environment and atmosphere that you're uh implementing is evident to see that there is significant change in the kids and their abilities and aptitude. So, thank you and you're right. I mean the numbers are good. We want to see them go higher, but congratulations. That's a good report. >> Thank you, Mr. Gatsum. Madam President, before we move on, um if I may, I'd uh like to offer up the the same kind of questions to um Mr. Maldonado and to uh Mr. Romero. Um you know, Mr. Gats and Bey talked about um the um ownership taken by um some of our math teams, I believe he was saying, um with building thinking classrooms, but uh you know um anyone either one of you would like
029to or both you piggy back on that? Yes, I I would just like to I would just like to reiterate and confirm Mr. comments about a brand new teacher in sixth grade and he's brand spanking. [laughter] So, not only not only is he learning the pedology, but he's also learning the curriculum of how to teach children how to learn. Not making any excuses. Implify myself before. It's a very difficult program. You can get lost in rabbit holes. And by the way, he's a college professor. [clears throat] So he gets lost in rabbit holes [laughter] and and you have sixth graders and you know how they are. They still need a lot of nurturing and a lot of love and he's teaching them at this level. So he's learning. >> He's learning. Um we had another
030a shift in personnel. I I moved him to eighth grade because our eighth grade teacher transferred to the high school. Um, so I moved him to eighth grade simply because it's a it's a more mature population. Maybe he'll do better with those eighth graders. Um, I think he's going to be a fabulous teacher. It's just and then I have a special ed teacher move into that position doing a phenomenal job once again. It's a great program, but there's so many resources that >> I think I'm hoping to see more progress. >> Thank you. >> Mr. Romero, anything? >> Sure. >> Thank you. [laughter] >> Thank you. team uh they take their very personal uh very very personal and so one of our 90day plan goals is to become more familiar with our standards in an
031effort to teach at with more rigor and so um seventh graders are varying hours the question specifically about building sites we saw grow sixth grade and eighth grade, but our seventh graders kind of stagnant across and so um yeah I have time they take it very seriously we have a couple of people in our ELA department who are kind of new and um one having taught another country and so yeah there's been you know a learning curve for them and but excuses. I think this is the curse of being involved in education is never sufficient for us. >> Thank you, Madame President. Um you tell Mr. Romero used to coach and uh yeah, get us fired up, right? Right. U heard a quote uh recently with when you're when you're in education and and you
032know um in any position we are the distributors of hope, right? And so we just keep working and we have a a goal to meet. Um we take care of the kids and it looks like uh the buildings are doing that. um which means the learning environments um you know are are at at a place where we can we can see the growth um some proficiency levels are low um but I'd like to the board to keep in mind that uh it's really important that we we track the growth of our students um that they're moving forward um like all the principles were saying um through through the year through the curriculum and then with these assessments. So thank you ma'am. All right, Madame President, then we will move on to um on the agenda,
033we have the 2026 New Mexico State Legislature information that I wanted to present. It's it's really brief. Um for those of you that that may not know, um the um legislator hit their gavl at noon this morning. Um the representatives were in their chamber, the senators were in their chamber. They went through uh a few um items of order and business. Um they came together as one legislature to listen um to um uh Governor Luhong Gisham's um state um address. Um then they went back to their to their chambers um to finalize some agenda work. Um today again is um the opening day of the legislature. It's a 30-day session. It will end on February 19th. um legislation not acted upon by the governor on March 11th um is pocket will will end up in
034a pocket veto and then the effective date of legislation not a general appropriation bill or a bill carrying emergency clause or other uh specified dates will go into effect on May 20th. So that's kind of the timeline there. It's going to be fast and furious. Um, Madame President, members of the board, I did um and and and um the cabinet has has copies. I presented um to you all um some of the general fund um public school support recommendations. Um and if anyone else would like a copy of this, I can get a copy for them um after the meeting. It shows the current FY26 operational budget uh $4.1 billion um for public schools um throughout the state of New Mexico. And then we have a column going from the middle to the right that
035is the peed recommendations, then the executive branch recommendations, the legislative finance committee recommendation, and then the legislative educational study committee recommendations. Um again these are preliminary numbers. These are recommendations. Um these will go through committees. Um these people will be questioned and they will come and have a hopefully um the budget prepared for us uh you know soon without having to call a special session um for funding. I want uh to point out um on line 16 um something that that we're looking at closely. Um again this is all important but if you look at line 16 salary increases um the executive branch is um recommending a 1% salary increase for public schools. The legislative finance committee 1% and the um legislative uh LEC is recommending a 3%. um they are striking out the word
036average and these would just be um negotiated upon as they move forward. If you look at line 19 um it's insur uh um insurance parody and then it says 8020 and then it has the a little number two next to it. Right. Um this is funding um that would come to the schools. Um the legislative finance committee is recommending 73 million um as well as the LEC 73 million. Um this funding would come through if legislation is passed where school districts would pay 80% of insurance um premiums um for all of their employees >> um at a minimum. At a minimum um madame president, members of the board, we did have a discussion about MESD um trying to fit that in the budget. um during our budget discussions last year. Um we weren't able to
037fit it into the budget. Um but if this becomes law then then we will automatically have it going and um it looks like they at least the LFC and the LEC is looking to help uh fund and offer up some some um compensation to the districts. Uh line 25 um percent and change in the operational budget. Um I just wanted to point this out as well because there is some changes you know um peed is asking for four again this year it's 4.1 billion um the peed is asking for 4.4 it looks like 4.4 four across the board. Four almost 4.5. >> Um, again, how they add up or what they recommend to come up with that 4.5 um um is is different obviously because you see numbers next to some of these line items
038here um and then you see some blank dashes. Um the peed um under this column is a6 um change in operational budget with uh a lot of empty spaces compared to this year's operation budget. Um but if you look on the second page, um starting on line 56 and going down to 76, many of the many of the items that would fall under, um this year's operational budget are being recommended above the line to be funded through different types of programs. And so that's why you see a 65% change um just with these programs. So, um, you know, without getting too deep, uh, I wanted to present this to you for you to look over if you have any questions. Um, you know, I'm more than happy to try to answer them as best as
039possible. Um, I do have an expert, um, that I think is, uh, the best director of finance or CFO in the state. Um, and we look at these and sometimes our eyebrows go down, sometimes we go up, uh, sometimes we get memos in the morning that, uh, things have changed. Um, but it's a matter of following following the state legislature on a regular basis, um, each and every day. Um, one area that we're looking at closely and then I'll wrap it up here is on line 89. Um, this is this is considered a below the line um, funding. It's career technical education. Um this funding um all of the departments except for the LFC um has a recommendation for funding um CTE and programs through this. Um the best explanation um that I got and
040um listening um to the press conference [clears throat] was that the LFC is is basically is not recommending additional funds. um they believe that by increasing um the secondary unit value um and including sixth graders um in that unit value for this year that that CTE funding um is being covered um in our operational budget. So it's interesting to hear um the narratives and and their explanation. Um Mr. Lawing, we kind of had that same puzzled look when I heard that and and I ran down quickly into um Mrs. Young's office and we were talking about it. So, um I don't think it'll be a blank um when the budget comes out. Um there will be some funding, but I'm not sure it's going to be at the levels that are being recommended by the
041peed, the executive or the LEC um to continue. And the we're talking about workbased learning, innovation zones, and some other pilots >> focusing. Madame President, uh member Lawson, you're right. there's there's a a big um initiative and push and great work being done by school districts across the state um when it comes to CTE to engage students and to prepare them um for the workforce um you know after or even during during high school. Um, so it's going to be interesting to listen to um these committee uh or this topic during um committee um when they when they get it to the Senate Finance, Senate Education, House Finance, um House Education. Um so that's the funding. Okay. >> That's that's the beginning of the funding uh conversation. >> Yeah. And then, Madame President, um there
042is a time for state legislators to um whether it's a a senator or a representative to pre-file um bills, memorials, um um and and um this is a list that that was printed out. Um I didn't I didn't count how many, but there's several pages of of pre-filed, and I do have highlighted a few. Um, one of them is uh was pre-filed opposed to amend article 7 of the constitution of New Mexico um that require that school elections be separate from partisan elections. Um I didn't click on each little hyperlink to to read the bill. Um but to me, um we used to at one time have schoolboard elections as standalone elections and it looks like uh that Senator Trillo um is looking to have that >> [clears throat] >> um go back >> um
043related to driver's education. So this is important for us, right? We offer driver's ed classes >> that um driver's education courses in schools to include at least three hours of education and training on driving with vulnerable road users. Um I did click on this one because I wanted to know what a v vulnerable road user. Um and so as part of training for our students or anyone going through a driver's education course, it's um to take them through education about um workers like construction that's happening on the road. Um pedestrians um um someone that may be riding a horse >> on the side of the road or on the road um you know and so I I just read real briefly the beginning of it. So, um really actually to be honest, I just read
044the definition of a vulnerable um road user. >> Um some other public school um pre-filings um uh create an office of special education that would be under the secretary of education. Um math requirements for teaching lensures. Um we, you know, are looking at that one closely as we talk about our students growing and and the um teacher training. Um let's see here. There are public schools um established policies regarding the management of public school libraries um relating to public schools. Um this is Senator Thornton. Um we've had discussions on this um in in previous board meetings um and it looks like um this is where they are going to introduce a rating system um for the libraries um public schools um creating a high school water management and conservation program to your pilot project. Um
045and then lastly, um again, these aren't the only ones. These are just pre-filed. Um public school personnel reducing the frequency of certain required trainings or professional development for public school personnel. Um this looks like it's an um a proposal um this bill instead of having um annual trainings for certain categories that you on your onboarding or when you're hired, you go through a certain training and then you don't have to redo it annually. So, they're trying to reduce some of that. Um, so, Madame President, uh, members of the board, I will keep you updated when I hear um any or when I hear anything or get updates. And we will be um planning on being up in Santa Fe at the beginning of February um during the legislative session. >> Thank you. You're welcome, Madam
046President. Moving on to director of learning services. Um, any questions for Mr. Gatsenb or Mr. Gatsby? Any updates since you submitted your board report? >> Okay. She sent it to me. Did it distribute? You sent it to me. Okay. Okay. [laughter] All right. >> You got to know the OMA. You know, you know that. >> Excellent. Any questions for Mr. Gas and Bey? >> No. All right. We'll move on to uh director of student support services. Um Mrs. or TE's any updates um or any questions? >> no updates. >> I'm leaving you alone. >> We're going to leave you alone this meeting. >> All right. >> It was nice to see the newspaper article though in your report in regards to the health clinic and I think that the East Mountain News is really >>
047coming on board to support the district in highlighting a lot of good things. So that's good to see. >> Yeah. >> So thank you. >> They've become a good partner. >> Yes, they have. >> They have. >> Yeah. >> All right. Then we'll move along to um item business. Madame President, um we do have consent agenda finance items one through three. Um I recommend approval of consent agenda finance items one through three. >> Superintendent Viviano is recommending consent agenda consent agenda items finance items one through three. Do I have a motion? >> A second. >> Second. >> All those in favor say I. I >> opposed. Okay. >> Thank you, ma'am. All right, Mrs. Young. Any updates uh needed for your reports you submitted or Madam President, any questions for Mrs. Young? >> I don't.
048Madam President, members of the board, I will just let you know that um the single audit part of our audit is due February 9th. So I had reached out to see if we need to have a second audit exit conference um and we just haven't connected. So I will bring up with the >> Thank you for your due diligence. >> All right. Thank you, ma'am. Moving on to director of personnel. Um, Dr. Buckley, any updates or any questions, Madam President, for Dr. >> Buckley? >> Making progress. Yeah. >> Very good. >> Any questions? >> No. Okay. >> All right. Thank you, Dr. Buckley. All right, Madame President. Um if it's okay then we will list off the support services, special projects and other items. Uh um we do have I believe Mr. Linen here for
049transportation coordinator. Any updates uh Mr. Linen or um any questions for Mr. Lin? Any updates since you submitted your report? No, I do have one couple of new things that we started this January one that she is upuntally get out of my decided we also started a new employ about 10 minutes ago. But yeah, our employary starts in the morning. I asked her for a quote unless she wants to go. kids that you've had for years come up to us. I asked her about she said >> chickens. [laughter] >> She asked her husband. >> Does she sell eggs? [laughter] I think that's awesome. Yeah. >> I think she's been driving a bus for a lot longer than 17 years, >> right? Wow. >> Record with the district. >> Oh, wow. >> I think she was
050with a contractor prior previous. >> Absolutely. Included driving a bus >> all her life. Most of us were little kids. Wow. So, >> well, thank her for us. >> That's something we like to do every month. Somebody have questions about that. >> [laughter] >> anomalous. [clears throat] >> Okay. >> Right. Right. >> Right. >> Okay. Well, thank you. Thank you. That's uh I will follow that bill and if it makes any traction, then I will uh I may be calling on you for your expertise to >> fill us in some more. All right. Thank you, sir. >> All right. Any questions for Mr. Thank you. >> No questions. >> Yeah, >> thank you for what you do and and um the new things that you've implemented to get more applications. >> Yeah, that's awesome. >>
051Good. >> Wow. >> Good news. >> Absolutely. [laughter] Absolutely. >> Good news. Yeah. >> All right, >> Madame President, moving on um to our other reports. Um Madame President, members of the board, any questions for the tech coordinator report, maintenance, food services, or our CT um coordinator? >> Anybody have questions? >> No. Okay. It was nice to see um the CTE um report though. It's looking very exciting >> for what's to come. >> There's a it's been a it's been a a big task. Um there's a still um a lot of people that are involved um staff members from the high school um the district office um and uh you know Mr. Adams still um taking a lead in educating himself on what it looks like. um but also um making some movements. So um
052we we do have um planned for the February meeting um for um Mr. Adams um to be here to to make a formal presentation on um what has been happening um under his direction. Okay. as our CT coordinator for the for the district >> because I was going to ask what out of the six students that are in internships. Can you give us an idea of what those topics are, those areas are or should I wait for him next month? >> No. Um I know that we do have some um I guess we're calling them internships um right now. Again, it's a it's a matter of semantics. Are they really is it work-based learning or internship? they they kind of separate them when you if you look at different um definitions, but we have um
053a majority of them in the schools, right? Um okay, they are going to the preschool, right? We have the preschool and we have some at Morardi Middle School. >> Um so they're interested in some capacity of of education. Um, so it's nice to be able to do that inhouse and kind of just cross the street or just drive down the road um to have those students um you know uh last year I believe um Mrs. Romero if uh we had two that were that were in the same type of internship or work-based learning um program and now we're we're starting off this semester with six. >> Okay. >> Yeah. With six. >> Great. Okay. Thank you. >> All right, Madame President. Moving on to board policy. Um, Madame President, members of the board, and I
054may ask Mrs. Young to um step in if uh if I'm uh if she if she if I need help, but I think uh um presented you um we do have policy GCCA, which is titled professional support staff um general leave. On the second page of the hard copies that we provided you um is a highlighted area where it says employees will not acrewue paid leave benefits if their absence from work including any approved leave results in a full pay period of continuous leave without pay disability or other nonpaid status. Um this is currently not in our policy. we'd like to add it. And the reason we'd like to add it is because it falls under um um the same um language and rules um that FMLA does. So this is a first read. If
055you have any questions or want to think about it, um we will have this on the February for a second read and um an action item. >> Okay. Action. Yeah. Okay. similar. Um, we have G Oh, did I look at the wrong one? No, I have this one. GCD. This is professional support staff. Um, vacations and holidays. Um, Madame President, there are two sections that are highlighted. One, um, to make it consistent with the actual wording in the policy, we'd like to change the title from professional support staff vacation and holidays to professional support staff annual leave. um with the definition of annual leave that also includes employees will not accure um paid leave benefits if their absence from work include any approved leave results in a full pay period of continuous leave without pay
056disability or other non-paid status. So the same language for both of them and then for GCD it's just a change in the title. >> Okay, any comments or questions tonight? All right. Thank you, ma'am. All right, Madame President. Um moving on to citizens comment. Um we do have one citizens comment. Um we have from Mr. um Dwayne Lambert. Is Mr. Lambert here? >> He's back there. >> Hello, Mr. Lambert. If you'd like to come up to the podium and we have the microphone for you. Um Mr. Lambert. Um, you'll have two minutes to address the board. Welcome. >> Uh, sorry, sir. [laughter] Uh, two minutes. Um, and you put down that um, your topic is the digital display board at the Old Edgewood Elementary for community news and announcement. Right, sir? >> Okay. So, we
057ready, Mr. Gatsenbi? >> Okay. >> Am I on? >> Go ahead, sir. Whenever you'd like. >> Yeah. Twof actually purpose being here. one, thank you for allowing me to address you. Um, 40ome years ago, I was in FFA and I knew parliamentary procedure. I kind of forgot. So, if I don't address you correctly, thank you for um and I would like to tell you I have been volunteering at South Mountain Elementary working with the students on reading. So seeing those graph charts awesome this is and the first grade and second grade teachers out there commendable personable knowledgeable and encouraging and I've really enjoyed that being said I have also volunteer in the community with the park recreation and I'm very involved with the Route 66 committee this 100 year anniversary of Route 66 in December
058I transported Santa Claus the Tinker Hill Tinker Light parade. That week I went to multiple businesses in the area getting things to set myself up for the parade and just telling people about it and the number of people in the community who had no idea the train was riding that was a little disheartening. And I've gone to the meetings up here at the old elementary school and right there in the lot is a digital display board that I asked why can the community not use that for the benefit to announce things when I was close to school district. And so I again asked well who can take the time to go and ask questions and so here I am. Um I think it would be beneficial because it's there. It's not being utilized. It's a
059busy intersection. So, I just would like to be make the board know that it's just a member of the community. I would be more than happy to step up be a leazison to help communicate between the city and school board to see if we can make that be a possible thing. >> All right. Thank you. >> Thank you, sir. And thank you for the work that you're doing with our students. >> Right. Yes. and for the community. >> Mhm. [laughter] >> Yeah. >> Thank you. All right. >> All right. Yeah, that's Yeah, thank you. >> All right, Madam President, moving on to advanced planning. Um, I do have a list of um dates and um happenings moving forward. Um, the Torrance County Spelling Bee, um, I will get that on um, my weekly update to
060you as well. That's going to take place at the Performing Arts Center at Morardi High School, January 27th at 9:00 a.m. Um, again, the New Mexico School Board Association Board Member Institute in Santa Fe. >> Um, February 5th through the 7th. Um I do um I'm not sure Madame President, members of the board, Mr. Joe Gillian sent out a more detailed um agenda >> um with the the breakouts. Um and um so if you if you didn't get it, um let me know and we can get you a copy of it. >> I think we got it. I just didn't open it. >> Yeah, it came. >> Excuse me. >> I think it's still the preliminary. >> Was it the preliminary one? I thought there was a new one today. >> The new one today
061was a legislative update. >> Oh, okay. All right. Never mind. >> Did I give you copies? >> Okay. Thank you. >> Okay. >> Um I do not have um I I missed um on February 16th um we President's Day we will not have school that day another Monday. Okay. >> And then we are scheduled for the MESD board of education um meeting of February 17th. Um a work session and then a regular meeting session. Um during the work session, um the principles will present um their updates and their spring movement on their um dash plans or 90-day plans. >> Um and um the data that you saw um might even be drilled down, it will be drilled down a little more specific >> and they will talk about the action steps that they will be
062working on um to for the remainder of the of the semester. Um any discussions or items um moving forward? >> No. >> Okay. No. >> All right. So, Madame President, I recommend that we adjourn tonight's uh regular meeting. >> Superintendent Viviano recommends that we adjourn our regular meeting tonight. Is there Can I have a motion? >> A second. >> All those in favor say I. I. >> Okay. Motion carried. Meeting is now adjourned.
