004Yes. Hey. Is there any public comment? >> No ma'am. >> There is no public comment. We are now this was the the time to make any public comment. So we are now closed for public comments. >> Madam chair, I stand for any questions on my superintendent report. Are there any questions? And I'd like to just clarify, Miss Gonzalez, in the Q&A when I asked about um the Yano Sea meeting because we're going to have our meeting on Sunday and I know people are going to ask me a question. So, I just wanted to be able to relate to them and I can say what you shared that there's additional documents from the appraiser. Yeah. >> Madam Chair to the appraiser. Yes, we got to get them the documents. >> Yeah, we have to get provide

005them to the Sorry. >> Thank you, Miss >> Okay. Any other questions, comments? >> I do have a question on the curriculum adoption for math. Um, do we have a budget for that for that adoption? >> We do not at this time. Um we have to see as we move forward but it is the adoption year so >> for on the table update you said uh for the month of April we serve so many lunches was that you mean to say April. Um, so the so that came from our cafeteria manager. Sorry. >> Is it like March? >> Yeah. And then do you know what the sites are going to be for the lunches? The swimming the summer lunches. >> Um not right now, but usually it's probably going to be from last year. Um

006here's goodies. They have one in >> No, it's that she's starting to plan. Is that what you're looking at for April? Oh, the month of April. I'm going to say she meant um March. Um, following up with Jason's comment, uh, she did mention how many students we're feeding, but how much are we throwing away? >> There's Yeah, and we know that it's quite a bit of food that we do to us and we don't monitor exactly how much, but we know there's Any other questions for superintend We're all part um chair at this time. I don't see um we have our financial report. I will defer to MR for any questions. I think um Lindsay asked about previously Mr. Dan was having the compensated um absence of student in the payroll. Did you >> I

007included the payouts the view payouts. It's on the very first page. Oh, it's not. >> No, it's on the very first page. It's the last item. >> I was looking for it. So, um, from the financial committee, um, I was looking looking at the top low balances, the critically lowances in the budget and food services 21,000. um is at 1,37155 and um it is you know basically so they're the they are pulling from from operations to cover that >> I guess that was part of yeah I was asking questions about the the balances too and so for the athletic budget it looks like it's already in the red but does That does it include all of the revenues to >> right now we're at 16,000. Um it has been decreasing if we're still in the

008negative. Um I think I mentioned in the past we have all of our POS already encumbered. >> So he already opened for baseball and track. So as soon as we start paying those out it may be decreasing. Um we are waiting for checks from Gan. So the everybody that's paying with the credit cards that revenue hasn't come in yet. So once we receive that, it'll probably >> And it should be a pretty big amount according to Eastern. >> Yeah, we haven't received it in all year, so it'll be a good amount. >> I'm sorry, what is that? >> The golden. Um, so he said he was So they're when we're receiving the checks, they're putting it to Pasco High School. So when we take it to the bank, they're not accepting it. So he's been

009in correspondence to get that corrected. Um, he talked to me last week about it. He said they weren't correcting it, but we haven't received the checks yet. So, it probably within the next month >> for the I guess this might be for you, Mr. For the baseball games since we're trying to admission. Are they also having like the gold pan for the baseball? >> I believe so. >> Or is it just cash for baseball? >> I think they're and um we can always ask them to do both, but at this point he said that they were going to do cash only and they're going to change the way they're doing it now. So, you're going to have one gate closed and have somebody at the end at the gate for that mission. >> Um, a

010second question. Um, what is Clay County Rural Health Cooperative? >> That is our company that we have to have one of our fax machines for the food services. I pointed out, you know, we only we have a very small sum left at $1,300. Are we we had a question earlier in the year about the reimbursement process for that? Are we are we being >> so we are receiving a monthly um so we never have enough um in budget for the 21,000. So we always have to budget for the in the 1,000 the 11,000. >> So I think we had budgeted already like 50,000 out of operation. >> Okay. So that's already been already accounted for. Are there any type of like um solutions or what are some like >> is this I don't recall this

011how getting this go last year >> it's always been recurring food is expensive every year we're we're encountering that it's increasing so >> um it's always for the past several years we've always encountered this issue >> and you've had to take out of operation >> yeah we've to cover. >> I'm going to say we're probably going to see it even the amount higher for probably this month and next month because of how the price keeps fluctuating right now. >> Um, and this goes to hand in hand with the question I asked about how much food we're throwing away. Um, do you think it would benefit uh us factoring out exactly how much food we're throwing away so we can um, you know, make things rather than just throwing away the food and the money that

012we're wasting on? >> Yeah, I would think so. >> We actually had a conversation today about looking at a different menu >> um to see how much food or try to save food and to save my the more homecooked meals. It seems like with our burn rate, right, if you if you take what we've spent from the seven months we've been providing meals, we're still going to be like 30 over $30,000 short even with the 50,000 that we have allocated in operations for food. So, I um I do want to remind the board and I think it was this maybe not this summer, but the last uh or maybe it was last year um where we were looking. So, we do get some of that funding back from the state for the reimbursements, but it

013does take some time before it hits the district. Thank you. question. At this time, um, we will move on to item seven, presentations, um, and discussions. I'd like to give the floor to Miss. Thank you. Welcome, Madam Chair, members of the board, Madam Superintendent. Um, first of all, um, standard. Thank you for putting us on the agenda this evening. Uh, before we get started with our presentation though, I want to introduce our board. Um, our president, Priscilla Lopez, had an emergency and couldn't make it. But I would like to introduce Josie Lopez. She is our treasurer. Uh, Florence the Hill. She is our secretary. Uh, John, who's not here, is our member at large, and I am the vice president. So with that said, last time that we were here, uh you have requested that

014we give you um uh invoices for money we have spent on our espadita and because most of our work is volunteer, these are the only two invoices we could find. >> Thank you. And uh I had at an earlier meeting presented um presented some uh incurred and projected expenses for escalant. But before I go on I do want to introduce the rest of the people that are here to support us. This is the board from the Los Franas Langra. Tina is me is >> vice president is secretary. Juan Lopez is president. And I think that's about it right now. But thank you for coming to support us. Um I just made some extra copies because I know you guys have used these just so that you have them again. Thank you. Um we are really

015we have been I want to call it a battle but we have been arguing the ownership of our esperita for over six years and I think we really need to come to some resolution. Uh are we going to get it? Are we not going to get it? Because we we've come to a point now where political entities are using the building. The Lasas Vang Grant uses our building. The Lasas Water Association uses our building. The ASA uses the building and the cemetery commission uses the building. Plus, any community member that wants to use it, but it's the Lasas Water Association is responsible for the upkeep. As you can see, we've spent over $53,753 for the upkeep. So far, we have estimated that it was cost us like $90,540 for um projected expenses. We have taken

016some pictures of our spitas just I think pictures say a thousand words. So, um, these are some of the pictures that are that were taken of this is a corner of our Esparalita. One of the corners. I don't know if you can make it bigger. >> Trying to make it huge or it's >> okay. Yeah, I tried that. That's the best it's going to be. >> Okay. Well, that's one of the corners that's falling apart. It's supposed to be part of a foundation, which is not really a foundation. The next one, please. This is another corner of the schoolhouse that it has eroded pretty bad. And this wall is adjacent to the wall that's next door. So we share one wall. The Spita shares a wall with our residents. So that's making it difficult. This

017is uh that wall that I'm telling you about. And um it's u it's falling apart. Uh we're starting to get mice in there and um all kinds of critters that we don't want. So this is really bad. And that's against the wall facing Mr. Lopez's. This is the back side of our Esperita. You can see where the Esparita building ends and the residence starts. And we would like to plaster that and take care of it because like I said, it's it's falling apart. That's another corner that we need to take care of. This is the inside of our Esparita, which we're very proud of. It's still like it was in the 1940s. Some of them are the original desks that we have there, the pot belly stove. Um, we have our maps there that people

018need to use when we have our meetings. This is where we have our meetings. Uh, I just wanted you to see what the inside of our Esparita looks like >> and how beautiful it is. One room schoolhouse. >> And one room schoolhouse. This is our um circuit um electrical box as you can see. And you can only plug in one thing at a time where the circuit blows off. >> I think that was the same one. >> Yeah. >> Three of the same one. Can you send the one on the outside? >> There's one of the very last. >> And that's what it looks like from the outside. But when you go in the inside and like I said, we need Wi-Fi in there. We need to rewire it again or again, we need to

019rewire it. Um, we would like to be able to use our laptops in there, which we can't now. Uh we don't have any phone service. Uh we don't have any restrooms. So doing the pee dance is kind of hard sometimes when we have these meetings for two hours. So I wanted you guys to see what what we're up against and how much it's going to take to fix it. But as a community and all the political entities that are represented here, we're willing to take that on. But we need ownership of the building. And like I said, we have done this for we've gone round and round over six years on this already. I think it's time to make a decision one way or the other. Uh Mr. Lopez, the president of the Lang to

020say a few things that a few words by me. Good afternoon, madam chair, madame superintendent and members of the board. My name is Juan Lopez. I am the current president of the Las Grant. I am also born and raised in Lasas and um I have a few points I want to make out make about uh about this palita. is we call it has been our only gathering place for the community since the 1960s. I was in first grade the last year that we had school in that building and so since the since the 1960s that building has been used by the community as a meeting place so not by the school. Um so the in the 1960s the public school was closed. Uh, however humble and illequipped our building is, this building is our community

021center, which is the only place, the only public place that we have in town. It's the only meeting place that we have in town because our bus land grant officials have been holding the regular monthly meetings in this building for several years. We have current we currently have a regular meetings there for the land grant and we also host other meetings with forest service officials with state officials county officials and even uh people from the congressional delegation. Um I I'm also a um Mara one of the sec in the bus and uh the sec association. We use that building for our meetings uh whenever we have we need to have meetings. So the straas land grant is committed to helping with the maintenance and improvements to the building. In fact, as we speak, we have

022a contract with the landscape company uh to fix the parking area in front of the schoolhouse right in front there. They're going to do some uh some some more uh landscaping, more more than landscaping, it's more of a parking area. Um right now it's grass and weeds. We're going to do packing uh materials there and make it like the the land grant also committed to do the landscaping on the whole plaza in front of the church. And this basically is just the other side of the church. So uh but the last time we uh had work done in the at the plaza, we didn't have enough material to cover the uh parking area in front of the Esqualita. And now uh we have a contract that's going to do that within this next few weeks.

023So uh we support the transfer of this building to the community and we are committed to help out with as far as language is concerned. >> Thank you. >> Any questions? Open to question. >> I don't have a question. Maybe just a minute. So I didn't realize >> um I didn't realize that the So I actually took a ride up there to kind of see where it was at. I didn't I thought the whole building was the Esua. So somebody actually lives on the other side of that. >> I mean like it's wall to wall. >> It's wall to wall. >> Let if I might interrupt in in the 1750s this was a fortress a parking lot that big parking lot in front of the church in here that's common lands given to the community

024as part of the land grant in 1751. So it belongs the parking area belongs to the land grant in front of the church. It doesn't belong to the church and it doesn't belong to the school. But to your point, it used to be a fortress all the way around. So the buildings were all attached. >> And so this is a a piece of the old original fortress. >> History. That's where they want to keep it. >> Who took it away? >> It was given to the school district in like 193 193. >> Yeah. My grandma taught there. >> Yep. >> So I guess what our question is where are we with this? Is there an appraisal? I know there's been an appraisal. I know there's been a survey way back. I don't know where we're

025at right now. >> So, we were waiting for So, the appraisal our appraiser um had some health issues. So, there was a setback. So, now we have contracted with a different Well, not a different appraiser. >> Everything's complete. >> So, we got everything from >> We're just working with Don the attorney now. So, we were just waiting. >> There's so many properties. Sorry. That's >> I mean, we've been asking I'm going to say um I've been sitting here for two years, so we've been asking since and I'm I'm sure from before and then um but he was seriously ill um and unable to get the documents that we needed. We have him now there with the attorney. There's a couple of things that we need to provide them. Um we're working on getting all of

026that so we can submit everything. Okay. Um once we do that then we will come back to the board and um have the same decision that we had um when we were working with Bito. >> Okay. >> So I mean we're right there. We already know how it goes from here. So it was just waiting on those the paperwork from the um from the appraiser. >> So if we don't hear from you in a month, can we bug you again? >> Okay. I'm hoping it won't take a month, but we're working on it. >> Oh, awesome. Thank you. Thank you all so much. We really appreciate it. >> I just have a comment. Um, thank you guys for taking the time to come and voice your concerns. So, I really, really appreciate it. >> I'd

027like to add something too. Um, you know, at one point, uh, the bus also, the school bus also, uh, uses the plus area, uh, to drop off students. They haven't done it this year, but they did do it a while back where that was the children area where the bus could drop off the kids and the kids could be safe without having to cross the road. >> So, right in that front of the church and >> it's also, excuse me, it's also an area where the uh the free transportation the blue bus >> uh is that's >> right there for good. I I wanted I wanted to get down and like go in and I was like, well, I'm not sure. Um, but I'm glad because I thought the whole thing got into somebody's bedroom

028or something. >> And that parking lot is also used by the community for the Las Festival. And that's one of the reasons that because the property, the parking area belongs to the land grant. We spent over $20,000 just last year in trying to level it because it had been eroded very badly and we got another contract as Swan mentioned to actually put a better finish on it. So, we're spending money on the parking lot and we'd love to spend money on that the the building, but when it doesn't belong to us or to the community, >> it makes it more frustrating that we >> deteriorates. >> Yes. >> Like the back part of the the wall of the a you can see it. We really need to get in there and foster that. And the

029electricity, the little bit of lights that we have there makes it really hard to even have a meeting there. >> Say it's made of adobe, so you're going to have a hard time getting um electricity in with >> a big deal. Contractors that know how to do that. So, but we want better electricity. So, we have some good lighting in there. >> Okay. Well, then we will be looking for an answer soon. And so would it be okay so I can contact you then? >> You can contact me or Priscilla. Actually, she's the president. So maybe you should contact her representing because she can't be here tonight. >> I highly I'm hoping that you guys are sharing your knowledge with our youth. This way they know their roots, right? And where they come from and

030the educational component. >> Yeah. Today they the the Mr. 's class went on a field trip to the church and to the squalita and I showed him the skalita and what a wonder schoolhouse look like. They all were crazy ringing the bell. That looks like two miles away. >> I'm glad. Thank you for the good. I mean, >> yes, we don't want we don't want that to be lost. >> And I did mention to them that they need to be proud of their roots and their culture and and it's up to them to keep it going because we're old farts here. very soon. I don't know if you're around >> about a year ago, we had a big group of state legislators that wanted to come see the church and and you might recall when

031they had a public meeting here in Beast, the legislators. Well, one of your trips was to go look at the church and the schoolhouse and they were very impressed with the schoolhouse that is still the original schoolhouse. I actually blew that up. >> Well, on behalf of the school board, we apologize for the delay and it's been challenging for us to when it has when it keeps coming back and we feel like we are sorry that it's >> I'm very familiar with the bureaucracy, but uh I appreciate we all appreciate >> that you are trucking along to try and get it for us. >> Thank you. Thank you very much. Madame chair, um, board members, next on the agenda under item seven, presentations, we have NWC2, Miss Bell here. Thank you. >> Good evening, Superintendent,

032Madame Chair, members of the school board. I'm super excited to be here as I feel so connected to Piasco as my mom and dad, Larry Lopez and Loris from the Pasco Piasco area. Um, talking about a one school house, my grandma used to go to One School House up and down the Lago where her house is still at. So, super excited that I get to present to you all this evening. I would like to introduce my dynamic team. I have two awesome awesome awesome education coordinators, Miss Vicki and Miss Roberto Beill. As a matter of fact, Miss Roberto Hill also I went to school here till like second grade and Miss Roberto Beill went to school here till like fourth and fifth. And so her her mom and dad are also from Pasco. So we

033we felt just like a you know an awesome connection to to Pasco. Um the rec there's 10 RC's that are regionally placed across the state and we're number two. Our main office is in Chama where um again there's 10 of us. We we support um 69 school districts across the state. Um we're we we say we're small in number might impact and we're writing for the brand. We just created a strategic plan. So you all received it this evening. You have the thick one and then you just have like a quick brochure. It just tells us a little bit about what we do. So we there's our new purpose, our new vision, and our new mission. Sorry, Annette. Go ahead. And then what we work on is really the growth and the commitment that we

034make a difference because again, we're not here. I always state this even as a as a you know, this is my 29th year in education. You know, I was a teacher, a school principal, um middle school principal, high school principal. I've ser served in different directorships and superintendent of Quest and superintendent of TA schools and now it's a privilege to work with our region and I worked at the rec prior because we're able to impact many more school districts. So we serve eight school districts. So obviously on this side of the board um we serve Pyaspo Questa Ta and Mesa Vista and on the other side we serve him mountain Chama Cuba and um Duly. So we have eight total. Um we also serve um we serve Espanola, Pake, and Los Alamos in different capacities.

035So here's the RECC distribution map. And so we're number two, we're in the green. Um on this other side is number one, and they serve more like Farmington, um Aztec, Gallop, McKinley schools. Number three is on in the Raton area, and they're actually out of Raton. So they serve like Clayton, De Moines and Roy and and Moscow in that area. Number four is just up the road from us in Las Vegas. So the main office is at Highlands and they serve Santa Rosa, Mora West, Las Vegas, Las Vegas city schools and um Wagy Mount. And then of course there's six, seven, eight, and nine and 10. Five is out of Albuquerque. So they serve a lot of the state supported schools. of the students that are maybe um um incarcerated and they're still needing services.

036So that uh that particular rec um focuses on that. The very first REC across the state we started in 1984 and that was out of rec um and they are out of um Rudoso. So they're a very large REC that's why we say we're small but mighty but we still provide the same services as our counterparts. Um in your book list you'll find also that what our work is. Here's our governing council and those our governing councils are basically our school board and they comprise of the eight superintendent of our region. So as you can see superintendent is one of them. So that we meet six times a year every other month and as a matter of fact we have a special governing council meeting this Friday. So I appreciate you attending even though it's

037on your day off. So thank you for that. And so that's our leadership. And then this is our super awesome staff. Um, as I'm the executive director, we have a, as I introduced, Miss Vicki Ao is our educational coordinator. Miss Roberto Vill is our educational coordinator and program support. Janine Sparks is our business manager, CPO, and HR. Vanessa Martinez is our assistant business manager. Jodie Lunlaw is our financial specialist. Martha Sanchez, um, super awesome. She's also our educational support CTN title three. So some of our districts belong to our consortium. So you have to, you know, I know when you were talking about budget, if if you have less than $10,000 in title three funds or CTE funds, the New Mexico PD requires you to find a fiscal agent. So we're the fiscal agent for

038many of these just because the school district doesn't receive enough. And then we have Dolores P um Patino. She's our Medicaid coordinator. And so we're super excited that we also serve as your Medicaid billing service for Pyosco schools. And then Erin Easley is our disciplinary literacy coach coordinator. So we also have 12 um literacy secondary literacy coaches that are placed across the state. I'm hoping that we get some of our RECC school districts applying for that grant this year so that way we can start serving the north a little bit closer in regards to that piece. So, as I stated earlier, we are administratively tied to the New Mexico Public Education Department, but we're not a compliance officer. We're here to help support, provide technicals assistance, professional development. We have a joint powers agreement um

039with our all of our eight member school districts and the state department. So here's some of our work. We um provide the CPI training for and trauma informed behavior practices. We we have we just had an empowerment series. It was our largest one yet at Buffalo. We had about 132 um educators and leaders that were there. Um we provide training and technical assistance and and special education inclusionary practices in Goldbook. We provide licenses for Goldbook for your district Amir Learning Licenses. Um we also provide Walsh Gig's law firm. So we use them and attorney at law Lori Gerky to provide some of those very specific specialed um professional development trainings. So we just had one on attendance and what does that look like? And then we provide Medicaid billing services. Um we we give out

040district needs assessments. So we appreciate you all creating that and submitting that to us so we can better focus on what your needs are. And then we also pay for your power school special programs. So as you probably have heard your power school is moving into synergy. It's going to be a big transition and a big heavy lift but we've been paying for that service for you all including digital signature. We'll help support with the synergy. We also help with different instructional resources based on some of the stuff we're providing. Edgy protocols is another big thing that we also are providing. Super excited to announce and I'll have Miss Vicki um share that a little bit more in depth with our child find. We're going to have a TA county first ever child find that's

041going to be with the mayor of TA, the TA county manager, the Qua mayor, you all um and have all three school districts. We're going to have it at the Don Fernando Hall and TA House. And so there's going to be a different menu that day. We're hoping that the culinary arts that we can hire your culinary arts to do some of the breakfast items, culinary arts from Questa to do maybe some of the snacks and then the culinary arts program from TAS to do the lunch and for everybody. And we also provided as I stated earlier the title three consortion service. So we continue this is we continue to work with your n northern transition team but for pasco you're part of um la marosa transition team. So we're we um are highly active

042in that. We are having a regional spelling be which your students did phenomenal last year. We have that coming up on March 30th which is a Tuesday. I provide mentorships for superintendents and principles. Um we also assist with school districts that do corrective action planning. So if you did receive a cap in special education, we help you walk through that. We also provide assistance with any data analysis and grant management and fiscal services. And some districts need HR support. So sometimes we even provide um we're a hearing officer for a school district like Vicki was just a hearing officer for Corporate Schools. So, it's a lot of professional development and we don't get very much to open our doors even though we're considered a state agency. Most state agencies get, you know, funding for opening

043their lights, you know, the location that they're at. And so, we only get 150,000 across the board. That's all 10 RECC's. So, the way we become entrepreneurial is through our intergovernmental agreements with New Mexico Public Education Department. So, as you can see in our booklet, we serve a lot of different entities in regards to IGA. So, we currently have an intergovernmental agreement with the New Mexico Office of Special. I work really closely with the OSC. We have one with ECECD with the uh two with the New Mexico Governor's Commission on Disability. We have an IGA with New Mexico um priority schools bureau as you some of you have that served um member for example when uh many many moons ago when we had PPE and TP superintendent Gonzalez was actually a graduate of of of

044PPE I was a graduate of PPE when I was high school principal in Qua and so um that we hold that IG and so we also hold IG with literacy humanities bureau with Seetto Martinez he's the director for that bureau And so we serve um in that IG that's where we get the 12 coaches that are spread out throughout the state for secondary litis. We also have an IG with the language and culture division, the community schools and extended learning division, safe and healthy schools, curriculum instruction division, and the Kellogg Foundation, which we just wrapped up that grant. So here are just some different PD that we offer. As I stated earlier, the trauma-informed practices, the the deescalation techniques, I think, you know, both the three of us right now, Vicki and I were trained

045the trainers for PBIS, which we've provided to your school district before back in 2019, but now um we are getting a refresher course because things have changed since then. So, um part of part of Vickiy's CPI training, she does come in and help with deescalation and trauma-informed practices. Um, we also provide the MLSS systems of the multi-layer systems of support training for you all. And we also provide a lot of sped law and compliance to make sure that we are making sure that the board is protected, the school district's protected um making sure that we're in compliance in that way. So again, we're not the compliance officer. We're just assisting to make sure that's correct. And then again with the college and career readiness, we have um a new um uh IG with CCRV. And

046then those are the IGS I just mentioned. And so our school I call them our school board. It's our governing council. They met we met with them last June and we came up with four goals for a strategic plan. It's a three-year strategic plan. So the first goal is on high quality, high impact professional development. I wanted to ensure that when we come out to do some PD that it's not just we come do it it's just to to do a check mark no but that it's very high quality and high impact that you can actually utilize it and that we're making a difference for student achievement with your students. The second goal is strengthening governance and accountability. That was important to me. Goal number three was the growth and expansion of NWC2 where it's

047looking very probable that we'll pick up three more districts um in the next couple of years. And then the last goal was on strengthening advocacy and collaborative partnership. So one of those goals within there was to come in and meet with our school boards of our eight member districts that we met with so you can have a little better of an understanding of what we're doing in your school district. So again, that's our theory of action that we intentionally um meet with our member districts to assess what's what are the local needs that we're making sure that the deliverables are sustained, but that it's evidence-based. And that's very important because we can come and provide PD, but if it's not evidence-based, research based, and we don't continue coaching and providing that technical assistance, it kind

048of just sits on a shelf somewhere. So, yes. So, looking ahead again, we just, you know, as we reflect on on this this last school year, we'll continue to um serve you all and look at student achievement scores as they come out. and more importantly that we also um not just student achievement but we're looking at graduation rates that we're looking at attendance rates and making sure that how can we better serve in those areas and just strengthening the different partnerships we have. So again thank you for allowing us to be part of your journey and and stand for questions and if maybe you want to say a little bit about the try to find event. Oh well, it's going to be a wonderful event. And so what we're doing is we're doing this um

049collaborative event with the county and which means Pasco and so Pasco and Qua. So, the three superintendents met with mayors and um and they also met with some other county managers and some other um people that wanted to come together to see what we can do as a community to support our students. Whether it's in behavior health, whether it's in literacy, whether it's in child finding for screening purposes, all those types of things. A lot of times families don't know what's out there and so they are clueless about what goes on in the school because sometimes the school doesn't get that information out as often as they need to get it out. Um so what we're trying to do is we're trying to give a jump start to the community so that they know what's

050available to them and the way it works and make the connections and then provide those screenings for them for free right there that day. Um to do um a lot of different things to show them about scholarships. So, um, superintendent's going to be speaking there at this event and it's on the 25th and so you are more than welcome to come. We love to have you there tomorrow the 25th April. Sorry. Send you all a flyer. One more month. But what what we also want to talk about is that some sometimes parents are like, okay, child fine, they're afraid of those screenings. So, we want to make sure that they don't need to be afraid that it's not, again, it's not a gotcha kind of thing, but how can you better serve your child? And

051sometimes they're afraid, well, I don't want that stigma of having my child be on an IEP or be, you know, having to receive speech services or OT services, but that it's not a scary thing, that it's something that will help their child rather than hinder them. So, thank you for allowing us to speak with you all tonight. >> Question. Sure. in some of your professional development. What is what are are you doing any professional development for EAS? We are we actually came and did an EA training for you all and they also came in to do a substant training too um involves us in private and she allows us to come in and do a lot of the professional development. And so what we do is to try to strategically plan it so that if

052we're doing data deep guides that leads into the MLSS that leads into try to make it so that we're following state regulations and what's required out there for for the districts um to have done and implemented. So we provide all that interventions >> and part of this the for the Ian and the substitutes is for them to also know that what are the what is your district's policies when it comes down to identifying between a lockdown and a shelter in place don't know that you know do they lock the door in the shelter in place what do the kids do they turn off the lights in a lockdown so where do they hide what do they do they have even keys to lock their doors so we go through a lot of different scenarios and

053um even student with disability, >> are they serving them correctly? Because sometimes substitutes and EAs aren't really sure how to work with them >> and and that's at a pre preschool level also all the way >> to have provided um CPI training to all of our staff and I think we're probably up for next year. Yeah. >> Oh, and we pay for those services as well for your districts. And it was so a lot um about um supports and I know and you know talk with teachers on how to support the the children in school districts and you know restoative justice practices and those kinds of things and superintendent make sure that we are on top of that and really supporting the district and the kids by all that we provide. >> And Robera comes

054to us from the higher ed department so she's going to provide you a lot with SAT training. We just did a she just did a phenomenal SAT training at Dulce and with those teachers on how to prepare for the SAT, right? And then she also went into Chama Valley schools a couple weeks ago to do freshman orientation and also to do FASA. So she helped students and families fill out FA forms and >> so college to >> college >> high school to college and career readiness. >> Yes. and she also helps support um so for like our CT programmer and Martha Sanchez. >> Yeah, that's a quick question like mind-blowing strategic plan. Um what input did Pinasco staff, students and community members have in your implementation of this plan? So as your um superintendent sits

055on our board, it was um as you guys have done board retreats. So we had a council retreat to do a work a working session a work session on our strategic plan. So that was like we did the district needs. So you had your principles help fill out the district needs form and survey and say okay this is what Pasco is asking for. This is what Chama and every school district of the eight are different what what they're asking for. CPI is all around because that's requirement. So um we just wanted to strengthen that. That comes a lot from our governing council which is the eight member school district superintendent >> and each district is tailored for the school. Right. So we can't be in comparison to a larger district such as T. Correct. >>

056Correct. Correct. Correct. Yeah. Because TA has their own they have a lot of other additional resources whereas you don't have as many. So let's say you do need some of that behavior intervention support training like how do you deal with a student who is hurting a staff member and or hurting themselves. So we we'll even come and help with some of that um suicide prevention and so forth. >> Were you guys gonna come and do like the fast stuff for our seniors this year? >> I'll work with Superintendent Gonzalez or Carla. >> Yeah. Yeah, sorry. >> So, we've um our counselor has been working with um a lot of different entities to provide that FAFSA support, scholarship support um and then next steps for our students. So, we work with a lot of county agencies

057as well. So, um that's been offered to our students through um Bridges is one of the ones that's come in and worked with our students. And then um as we see more kids sometimes they decide at the last minute that they want to we we know where we can pull those resources from. So yes, we've been working with our seniors already and then also having conversations with our juniors because it's time to start that conversation and should we do that freshman orientation course for you all that they get, you know, just to better prepare them to be college or career ready. So >> thank you. for sure. Speaking of strategic plans, do you I didn't see it on the list and I unless I missed it. Do you also assist with in doing strategic plans

058please? So we can I I as a matter of fact I I um I I saw that our recipe for success. I don't know if if um remember I don't know if you were there for that recipe of success when I came in to do that. So we have I'm like oh it's still there. I'm super excited. So we've done we can we can what we who we used for our strategic plan was Miss Bobby Gutierrez. She was the superintendent in Santa Fe and superintendent Espanola but um she's currently sits as the state director for the New Mexico RECA. So for all 10 RECC's she's our state director and um she does strategic plans and she helped us create one. So we can in you know in collaboration with her we can come out and

059help. >> Yeah. Okay. Thank you. >> Thank you. >> Um, um, Madam Chair, board members, at this time I would like to hand it over another presentation and discussion. Um we are handing this one over to Ed Central. Um >> good evening everybody. Um thank you for having me here. It's been a while since I've attended any board meetings. So I thought I could just come and make myself known again. So as you know we have Central Family Health Clinic. It's located in town and we've had the schoolbased clinic here for going on 16 years now uh to serve the staff and students um because we know access to rural healthcare is hard for a lot of our students here. There's no transportation. Um getting away from school is hard. We got to take the

060day off. Um we're trying to make it easier so the kids don't miss school and the staff too. Um just want to make sure everybody knows we we are available. I know sometimes you guys call and we don't have a doctor or we're totally booked. Um I only have the doctor half a day right now, a couple of days, but we're trying to get it full days again. Um we don't have to be the primary care, but we are here, you know, for everybody's health and keep everybody safe and and everything. Um our goal is to get full services again. I do have my social worker on board full days. Um we plan to be here in the summer. Uh we're going to be here in June uh the second and third uh second and

061fourth Thursdays of the month and then every Thursday in July cuz in July we start with sports physicals and well child checks and I'll start scheduling those cuz I keep a list of the kids I've already seen. Uh anybody that has their kids in sports or knows the coaches I'll try to do outreach to them too. I try to be there for the parents and let them know we are available. um get our forms filled out. I have sports physical forms. Um I know the district has been really good with us. Mr. Null is really good with us. He'll go and he gets forms and gets kids going and he knows the routine. So, it's been really successful with him. Um just to let you know that. And then we continue to offer to be

062there for like classroom presentations. I know some teachers reach out and ask us to help with like STI, um, pregnancy prevention, um, diabetes, any like health things. If we don't do it, I have other resources that we can reach out to that can offer that help. Um, I know with the health teacher, she's really good with that. Um, I reached out to other teachers, too, and I know the principles um, reach out to us and try our best to help with that. So, we just encourage you all to use us for your health care needs. We're there. Um, and then on that note, I also want to request that we be included on the new school building planning committee. So, I just want to make sure that we're not left out. Um my my concern

063is right now we are located outside of the building and it's kind of a liability like with bad weather and snow um for elementary kids we have to come get them and walk them back and it's very icy and anybody that has to walk out there's a lot of fall risk and it just adds to it. I think if we're inside the building how you're planning it it would be ideal to have us next to like the school nurse and the front office and the communications would just be spot on. we can just be right there. Um, communication's great right now, but we're just on the outside. I think we get forgotten a lot. So, if we're in there, they'll just make us more noticed and more utilized and more productive. And that's my goal

064and my hope. And then just to allow us to um be part of the planning for our office space cuz I love our building right now where we're at and we want to just keep it the same and make sure we have the same space cuz it works well for us. And then if we're in the building, um, we can address any concerns or requests firsthand. Um, we do get school referrals for behavioral health, medical, um, any kind of outreach. We work a lot with CYFD. Um, we're appreciative of that, too. And getting kids, um, going with that. And I think that's really it, just to be included and be back in the school community cuz since co everything kind of fell through the cracks and getting back into that routine is hard. Um I

065do try to do a lot of outreach. I go to like sometimes I go to the games. I've gone to like school registry and it seems successful but then it just kind of falls through the cracks. Um yeah, just trying to be there and supportive of everybody. So if you have any questions for me >> have a question but I would highly recommend if you can go to the town hall meeting on the 30th we will definitely include you. I know that they did the walk through with our site principles. Um we had an after meeting our idea with the >> our planner and the architects and your your building definitely listed and it is within the building. >> Okay great. We just want to be part of the school community. Just we feel isolated.

066But everybody's really great with us. Communication's been good. Um I'm working with the towel schools now and communication's getting better. We're It's very busy over there. So it's a big contrast. I know our comm school community is really small, but I think we can do a lot of great things here for our kids >> and like resource to outside resources for more help. We need that support like a lot. We get forgotten here in our community. So, >> I was going to say you guys are very fast and efficient. Um I know I utilized you um um I'm going to say maybe about a week ago and I mean everything was done within that same day and so I appreciate it. I'm one of those >> people that need when I need it, I need

067it now. >> Yeah, good to hear. Like I say, I apologize. We're short-handed, so sometimes I don't have a doctor, but the next business day, we'll put you in if it works, and we're trying our best. >> We'll let you know everything happened on the same day. I mean, >> minutes connection. >> Yeah, that too. But yeah, we're here for all of you and your your students and just utilize this. >> Okay. Thank you for reaching out to us. Is there any sort of collaboration that they could do with like the CAV stuff that's happening in the elementary? >> Um, we have worked with CAV um more so with like the um high school stuff too. So yeah, but yes um moving on to our next one. So I will hand um I let me

068try that again madam chair. Um looking at item seven presentations and discussions at this time I will hand it over to Miss President um I'm presenting this evening on the uh graduation requirements. Um each district um voted on um two uh local requirements for graduation and um the school board chose uh computer applications as well as a capstone class. And so tonight I'll just follow up with a little bit of information on how we plan to implement that and answer any questions that you might may have regarding that process. Um so just a quick reminder um graduation requirements for this year's freshmen have been changed um compared to previous um cohorts of graduates and so we need to make sure that we're meeting the requirements. Um English four units, math four units, science three units

069a unit is basically a yearong um course. So just think of it as a year's credit. social studies for um physical education one health sales of 0.5 um here in Pasco we do our health credit typically um during their eighth grade year and so it's not something we need to factor into our master schedule in high school. So most of our students um are getting that credit in their eighth grade year. Um we have five and a half um credits for electives and those should be aligned to um career technical education or career pathways. And so students are um completing what we call next steps plans. And those plans help identify which classes, which electives we want them to be taking that align to their their goals um post high school. So once they graduate

070and then of course there's the two local requirements. The two local requirements as I mentioned are computer applications and then um our capstone class. So um what I pulled for you here is the definition for computer applications from um the state um guide which provides a general overview of what would be taught during a computer applications class. Um and I just kind of highlighted some of the the key things. Um, general computer applications is how do our students use computers? As we know, um, any career that our students are interested in will most likely have some sort of computer um, component to it. Um, we also want to make sure that our students are able to navigate the basics of sending emails, professional um, writing, um, how do we use word processing, um, spreadsheets, things

071like that. And so, um, the computer applications class will teach students how to properly use, um, your standard software packages, which includes Office 365, um, Microsoft Word, PowerPoint, all of the things that we do on a regular basis. And so, we want to make sure our students have access to that, um, more from the technical perspective. A lot of our teachers use those programs, but there isn't a lot of instruction provided to the students. So, we want to make sure that we're providing that. And then also making sure that if there's other software or um programs that the students have the opportunity to um explore those in in depth. So our if you can go back please. >> Sorry. >> That's okay. Um, we're planning to offer this um during their 10th grade year um

072so that our students have that opportunity to really learn a lot of those skills um before they get into um their more rigorous coursework um their junior and senior year. Um currently, um we're looking at um if we cannot find a teacher who's licensed and willing to teach the class, like able to meet the credentials required for computer applications, we do have access to Edenum, which is the online curriculum. Um we all know that that's not ideal for our kiddos. Um we're doing everything that we can to make sure that we can fit that into our matrix for our students. Um but we definitely need to make sure that we're meeting our lensure requirements um for any teacher who may teach the class. And so we're actively working on that in order to get a

073teacher in person who's comfortable teaching the class but then also pass the correct lensure because a lot of us we can teach things but it doesn't meet the requirements for peed. So we need to make sure that we're doing both. Um so we need a dedicated space. Um, fortunately we're onetoone within the district. So the devices go with the students. So we don't really need a computer lab, but potentially a space where we might have um students able to do presentations and a little bit more in-depth into the software. Um, but it definitely is a class that can be taught um in a general classroom. We don't need a dedicated space. Um, but we do need the teacher and we um and or an online program. Um we currently contract with Edenum to offer our

074online classes that we don't have teachers for. So um some of our high school classes, credit recovery are done through Edenum. And so um that is definitely how we would move forward next year if we're not able to get the teacher in place for next year. So it'll be scheduled, it might be online, but our hope is that it'll be in person. Um the next class is our capstone class. The capstone um is something that our piasco seniors and upper classmen are familiar with. We've done this before. Um the capstone is basically just a culmination of their learning and hopefully connects connects their interests in high school with what they want to do following high school. Um, one of the things that we're trying to do with our capstone class is, um, really focus on

075our community connections. We have strong internship programs and we want to make sure that we're leveraging those to continue that with our students and connect them to um, potential work-based learning. Um, we also want to make sure that we're connecting them to potential employers or programs um, that they can pursue once they graduate. Um, we need a teacher. Again, we're looking at lenture and what those teachers are able to teach. Um, there will be some training that's associated with our capstone class. Um, training has happened in the past in collaboration. I think there was a grant that was used to provide that training to teachers, but we definitely want to make sure to revisit that and that it meets the needs and the intention of what the original capstone was and then include um some

076new opportunities. Um, if I can go to the next slide. Um this is where I want to talk about new opportunities. Um one of the things that um and this is listening to our students that um some of our students have requested is access to honors or AP classes and the honors level course work is something that um we don't currently have in our matrix. Um our master schedule does not have the flexibility for that. Um but in looking at advanced placement which is AP which is an honors college level course um we are able to offer what we would call AP seminar which is a structured course that is basically the capstone and so it takes all the ideas of what capstone is defined by New Mexico peed and course guidelines and puts it

077in a framework so a teacher knows exactly what they would need to be teaching it also O provides an opportunity for students to get honors or AP credit for their work. Um, the nice thing about AP Seminar is that it's not at a level I I think when we talk about AP or honors, a lot of our students are scared that it's too much, it's too hard, it's all of these things. But the AP seminar class is actually um structured specifically as an entrylevel course so that any student can take it and explore the idea of honors classes and explore the idea of an AP course. Um the curriculum is very clear. It aligns with the capstone and the research base and the presentation and community collaboration and it has the flexibility that students can

078um do a seminar course on any topic that they're interested in. It's not um like a typical AP course like AP biology or AP physics or something that has that very strong high rigor um college level. that is sometimes too much of a reach for our kids um to be able to access at the beginning. So, the goal is to introduce them to it. There's no prerequisites. There's no testing or anything to be able to take the course and it has a very very good alignment with what the capstone is intended to be as well as giving our students an opportunity for honors and AP credit. So really trying to introduce that to our master schedule um so that our our students feel comfortable with honors and AP courses and um aren't afraid of it.

079>> So um this is just a quick graphic to kind of show how AP seminar and the capstone um align. Um, we're really looking at competencies that are trans uh transferable into a post-secary setting, whether that's um college um whether we're doing an associates or a bachelor's program um traditional academic programs um aligning based learning which is very um very important to our CTE programming and so that the students can start using those experiences in building these um AP seminar AR capstone uh projects and then research skills that are very important depending on where they want to go they need it. Um it aligns very well with our computer applications classes um and being able to do presentations um and then also making sure as I mentioned earlier pathways. So um just looking forward to

080um where we want our students to be academically. This is a a really good way to merge um those ideas of honors and AP as well as meet the need for the captain. And that makes them. >> Thank you. Thanks for taking the time to explain this. I know we've had different presentations because we've actually most fine one that I've been in. So, thank you. Um, so I I still have one more. So when you So the AP, it's a blend of both the AP seminar and the capstone. >> So when you look at the um the course syllabus for the seminar, it's the same thing. >> The same thing. >> It's the same thing. Um it just what's nice about it is it provides a very clear structure for the teacher. Um very clear

081expectations and a path to a capstone. I'm just going to say it can be um really hard to like wrap your head around how do I teach this to my students and how do I go step by step to make sure that they take something away um rather than there's a bunch of little projects and I don't know what they took away at the end and what skills they they learned. And so the seminar gives you that framework to be able to teach the capstone with the flexibility that it can be at any level that the student needs. So, we're using the framework of the seminar um to really meet the needs of the capstone and and not worry about, well, how does a teacher come up with what am I going to do for

082a whole year with students and what's the best transition from here's your beginning steps to the culmination of a presentation that is community- based, work-based learning, all of those things put together. So, it's the teacher through that as well. So, we're looking at both ends supporting. >> Awesome. And is it only so the capstone as I understand it is or you know the AP it's offered to seniors are are and I know it's only the graduation requirement impacts our current freshmen but are all of our seniors taking it. So they aren't currently because they're not required to take it. It's our freshman cohort that is required to take the capstone so we have some time to build this. Um it will take some training as I said with the computer applications. um we definitely need

083to make sure that our whichever teacher that we uh teach this lensure training all of those pieces before they jump into so we would like um all of our seniors to take advantage of a capstonear class but we really need to make sure that we're ready to do um the work by um the time this year's freshmen are seniors. So, we want to put it in place before, >> but that's some time that we're giving ourselves to make sure that we can be prepared for the class. >> I know that we're not supposed to like that's for seniors for the capstone, but um as far as advertising for these positions, are we going to be doing it sooner rather than later so we can make sure we have decided candidates? >> So, yes, that's the

084that's the plan. Uh we've already started um posting some of the positions. Um we're working currently on the 10 B 109 B4 10 B to kind of get an idea of how much funding we'll be getting for SE. >> And then one more question tying to that. Um as far as admentum, have you gotten student feedback is how much they enjoy menum versus inerson? I I think you know the answer to that. Um it's definitely in person. Um we know that that's um ideal for all of our students because um an adult who's in the classroom can gauge the learning of the student better than somebody who's sitting on the other side of a screen. Um they can also see where the the the roadblocks are or the speed bumps are that are slowing our

085kids down and then adjust the instruction for that. Um, my goal is to have as many of our classes taught in person as possible, but again, we're working with staffing and accessibility for those pieces. Unfortunately, >> there's something RC helps with. So, we're we're definitely looking at um our current staff to see if we can coach them up to teach these positions. Um we've already had those conversations and we're currently working on um using the staff that we have um inhouse as best as possible, but we also don't want to throw a teacher into something and then they feel overwhelmed with teaching something they're not comfortable with. So, we're we're we're we're working on that. So >> we also know that um like with Edenum um online courses you have to be very self motivated

086and some of our students I mean we're using it as a credit recovery and I mean they're struggling in school and then we're I mean it's what we have but you have to be very very self motivated in order to even get through those and it's a struggle even with having a teacher there who monitors it. It's still in example I'm just going to say our language requirement for high school um students who need to take a foreign language we don't have a teacher certified or the staff to teach that. So unfortunately we're looking at either credit as our option to meet that credit requirement or Edenum and that's just the reality of a small district and what we have to do to piece together uh all the all the requirements for our students. So,

087it's not ideal, but we do our best. We also have teachers who monitor um and kind of make sure that our students are making adequate progress. Does it work all the time? No. But we do our best to try and make sure we have those check-ins um and then also check into the families to let them know kind of where the students are working um if they're on target to um complete the course. So, those are things that we have in place. Is it ideal? No. Um are there challenges? Definitely. >> I like how you said um it's important to have that um what what did we learn? Did we get something what you get from this this course or this learned this capstone? And um last year with the I I don't know if

088I'm mixing them up, but was it the graduation capstone? Yes. It was amazing and they were awesome and we saw them on the on the you know going outside of the the campus. But if there's any way to have um even like a graduation or some kind of major production that um highlights what they've done because it's a big deal >> and I think that would also you know it would put them in a mode to prepare for it to um present or do a video or whatever it is that they you know how whatever outcome they want to whatever whatever the way they want to show it. Um, lack of better words. Um, I I just think it would be amazing if it could be showcased more. >> So, one of the things we're

089trying to do is blend the profile of a graduate, which is basically outlines all of the skills that we want our graduates to lead with, but then also combine it with our capstone so that it's a creative way, but they've also learned some skills along the way to represent what they've learned throughout their high school career. That's the profile of the graduate, but the capstone is the culmination of it and the opportunity to present it in a professional way and learn some more skills about um communicating with community partners, with um presentations, all of those pieces. And it just gives our our staff a nice structure if we bring that with the AP seminar. There could be like an assembly that to celebrate it because it um just having it on on the wall is

090good, but I think it would be great for the community to see. >> Well, we want to make it a community event. That's the goal of it. It's not just something that happens in isolation in the building with a teacher or one or two people. We really want to make this is because that's the goal of the seminar is to really get out into the community and share the impact the community has had on the growth of our students but then vice versa how the students are interacting with community as well. >> One last question does internship into this at all? They they all kind of it just depends on what word you're using um and the structure of them. work-based learning, internships, all of those are part of the capstone and part of our

091graduation requirement is to offer those opportunities for our students. So, it's really blending all of those together to to build what we would call the capstone project. >> Are they getting is that getting are they getting paid or >> So, yes, that's the workbased learning. So you're you're getting paid for the work that you're doing and hopefully it serves also as an internship, an opportunity to to learn from a community member in a in a position that's you know we're we're creative here because Pasco is limited in its job opportunities for our students. So we're definitely working to build that and the capacity that we have for work based events. Thank you questions. Thank you. Um members next on our um our presentations um before I move forward with do we have anyone we have

092anyone who's listening They're like three maybe. Um, next on our list for presentation and discussion is item 7E which is J dash 06 uh one JF open enrollment and this is our first meeting. You think we already ask you if you don't need your restroom or anything? And I know it's up there, but there's no way I can see that. Um, yeah. And I am going to say I know we have this as a first reading, but I believe this is our second reading for this. Um, so this is uh the one that we brought to you and so I do apologize for the mis um title because we brought it to you about the weed last time about how we selected our students are coming in. Um there was some language changes that we

093needed to make and I don't know if this one reflects the needs in it or not. >> No. So, I am going to ask Can I do that? Can I ask if we could table this? I'm going to ask if we could table this because this should have been a second reading. >> Since it's not an action item, I would think I think is it should have been it should have been a second reading, but it mean that it's under um presentation. Do we have to vote on it? because it's under presentation which they had it under before >> so we don't but this is but what was presented is the is the original language not okay without any of the new language >> I ask We need to table that. >> Yes. >> Okay.

094Mad. Uh, next on our agenda is item eight, approval items. Um we have item 8A the NIA part-time uh resolution. Um as you guys are aware um this will actually be M's last board meeting with us. Um she has accepted a position um at Mayo. Um, so in the process of all of that, we're trying to make sure that we have everything in place uh prior to to her departure, which um is in now in April, a couple I want to say a week and a half from now. Um, and this is just uh making sure that we I want to make sure they have the right one changing the Okay. Are you looking at her business manager form on employee resolution? Um I will >> we have to do this yearly. Um this is

095to ensure that we give our part-time employees um the opportunity to get reurances. So this is a requirement from MIT that we have to renew every year. So you heard the recommendation by the superintendent to approve the resolution for MPSAI part-time. Was there a motion? Motion by Miss Bissell. Do we have a second? Second by Miss Simolo. Any discussion? I think it was answered in the questions, but just to refresh my memory. So, give it 820 on this correct and it's optional. Any other discussions, questions? So, Madame Secretary, please do a roll call to approve the resolution for the NIPS part time. >> Miss Gonzalez, >> yes. >> Miss Bissell, >> yes. >> Missa, yes. Miss Caroline, >> yes. Motion carries. >> Yes. Thank you, >> Madam Chair. Next on our agenda is item eight

096um B approval items resolution to remove a business manager from um the bank account. um as stated previously and I apologize that that miss um we know that she's leaving so we're trying to collective um and I'll say m is also being collected and helping us get all of this um documents ready so in order for that recommendation by the superintendent to approve the to remove business manager from letterhead is there a motion Motion motion by Misso. Is there a second? >> Second by dismissal. Any discussion? >> Ch. I just want to make sure for the record that it's not to remove her from um letterhead but to remove her from the bank account. So, um, madame secretary, please do a roll call to approve to remove the business manager from the bank account. >>

097Mr. Nathan Gonzalez, >> yes. >> Mr. Amanda Bissell, >> yes. >> Missolo, >> yes. >> Miss Monique, yes. >> Miss Carol, yes. So the the letter head that this is on is wrong though and they might look missing as secretary but she's not listed as secretary on the left that might be >> let me see >> that's right >> I can make that change right Yes, you're correct. >> I have to change the actual >> at the bottom. Um, Secretary Visa, can you tell me who made the motion and who second? >> Um, first motion was Gwen Simolo, seconded second by Amanda. Madam chair, board members, next on our agenda is item 8C, NMSBA student scholarship nominee. >> Yes. >> Is there just one? >> We had a really hard time getting >> Yes. Seems

098like I was shocked. I have to call um our concert. What's going on? Am I seeing just one? >> Oh, and I apologize because we were so busy today that I didn't add them till just a while ago. So the links in it >> just one's the one. >> There's two of them. Um AD and JP. >> Okay. >> They're here on the links. >> Yeah. Miss Unhabina sent them to me. Well, they were ready to date. So we have to push the kids. How many we have? We select one. Correct. Do you think in the past there's been letters of recommendation that have come with you? >> They didn't. Okay. >> I might have to excuse myself from this vote because I'm related to >> I know in the past we've we've blacked out

099their names. So, but I think because of the push it might have. >> Yeah. >> You want to still leave the discussion? No, you go for it. Okay. >> Has everybody had a chance to review the two nominees for you? >> Yes. is um one nominee standing out to you over the other. >> Yes. Um would it be in so we like had like it was encrypted or >> so um >> one or two maybe >> one or two A or maybe >> how about you miss so I might also have to recuse myself because Um, both of the candidates are very close friends of my son and I have a soft heart for both. So I this is a hard decision for me. So I might have to myself. Do you do you feel

100like just based I understand that I'm going to push you just a little bit like based so you know these students will go up against other districts from the all over who are eligible, right? and there's a certain selection committee that'll vote on it. We definitely want to put the candidate forward that we think even if it's just has the best application, right? The strongest application so they have the better chance of succeeding and receiving the does one application stand out to you as stronger. I think both of them are very very great, you know, um, candidates and I don't think it'd be fair for me to try to put one against the other because like I said, my heart is very soft for both of them and okay, >> I care for both of

101them deeply. I understand that. All right, Mr. Gonzalez, is there one um nomination form that's standing out to you or the other? >> A All right. Um, >> it's this one. >> Is there more? They're um they both stood out to me, but since there's three votes, I'll just it doesn't matter. I'll go with A as well. Um all right. So, we've heard the nomination for um for form A. Is there um can I get a motion to uh to accept this nomination? >> No. By Missaga, second by Mr. Gonzalez. All in favor say I. >> I. >> And just to name I guess. Oh, you want to do a roll call? Okay. Roll call and then you can name Jason Gonzalez. >> Yes. Yes. Thank you. It's a really busy day. I think if

102their names were redacted, I think I would have been able to make a better decision. Yeah. No chapter. There's so many details. >> I know, right? >> Remember about every process. >> I know there is. No, it's okay. >> I'll write a note for next year. >> I I know how to do that. >> I'll I'll write a note. >> Madam Chair, board members. Um, next on our um list is item 8 D, the BM B application, which is a valable multicultural education program. Um, we have the recommendation by the superintendent to approve the BME application. Is there a motion? Motion to make a motion. Motion by Miss. Is there a second? >> Second symbol. Any discussion? >> No. Um this grant. So this um this grant is used to support students um who I'm

103going to say um to support students in um their English proficiency that may be either uh in multilingual. So it can be our Spanish or our native American speakers. Um it does support both our bilingual students and our KA students. >> In what way does it support? Is it the >> it's with instruction? >> Some of it is instruction, some of it is PE and statements. >> And you project it to be for all students? Well, our hope is um that in for next year that we can offer it. So, right now it's offered elementary through middle school. Um our hope is always and we do it like this every year that we can include our high school students in here. If we can get that a certified teacher um with a legal enrichment um

1048 through 12 would be nice. >> Yeah. Okay. So that um projection the 254 is the projection of all of them. >> So would you have a a bilingual instructure instructor in both campuses? >> So we would share that that issue. >> Okay. So, we have one. So, at the elementary, all of our teachers currently are either licensed or under a waiver with the exception of one uh who um is in the process of getting retesting for her test. Um it's very difficult. That's all elementary. Um she does at this time have somebody that is covering that Spanish part of her class and then she's taking another taken that group up the other class to teach something math actually supports middle school it's 6 through8 but currently I think 19 >> okay just in the

105structure of licenses cuz because it's like a K8 license and then a 912 that's the split Did you ever get a waiver for a K8 to teach 9 through 12? We could definitely We could try it. I've never tried getting a waiver for that. Um but if we depending on who that um that certification and it it's depends on what that and everything is right about the lensure and how it's stated on the license. So even if they have a way, if there's a waiver, you would still get the sub. >> So with the labor, yes. And with the labor, it it's if that teacher is willing, so they there has to be proof that they're taking classes towards that um to get that ninth endorsement. They have to do there's always something that comes

106with it. So currently we have two other um teachers that are elementary that are on waiverss for this but they are all working towards better. >> And how many total teachers do you have work there by the volunte? So we have five most of them are elementary. Is there any integrate different grade levels or there's only one teacher grade level? Any other questions? Secretary, please do a roll call to approve the BME application. >> Mr. Jason, >> yes. Yes. Yes. Miss Caroline Grant. >> Yes. >> Motion carries. >> Madam Chair. Uh next on our agenda, uh we have um item sorry item he this is B-0230B board membership elections. Um, appointments. Oh, sorry. Appointment appointment. This is the second meeting. Uh, we did go in and we changed the language. Um, >> is it what

107we saw on the >> Yes. >> Oh, that was good. Yeah, there's a comment in there. >> Yeah, we we Sorry, >> it didn't come out. >> I didn't think it Let me get it. So, we changed it to the language that was put on in the Q&A. Did everybody get a chance to read that or does it have to be on here to approve it? Does it have to be on this? >> It'll be there in just a sec. She >> There it is. >> I thought you still had to type it. >> No, I just didn't link it. I guess I forgot or I don't >> um Thank you. I don't know if you want to put it in the Q&A, but thank you for doing that. Um we use the language directly

108from there. I don't know if everyone had the opportunity to read what was stated and if you need to read it or if you want to review it please. >> There we go. >> Is it linked? Yeah. Go ahead and do a refresh. So I pulled in the language from the LEA because that seemed very relevant. I thought it was beautiful. So, thank you for doing that. >> Yeah. >> And I do apologize. So, I I had put it in there and I linked it and I was trying to get ahead of Miss the whole agenda. Don't know how that happened. >> She has her classes already. So sometimes get her classes. I the so thing I'm noticing I think um so on this as it is right now the legal reference needs to be

109updated. >> Oh right here >> that still links to the the seven number. >> Can you tell me what the legal reference was? >> I don't so just when I clicked on that link there cuz I >> just take this one off. Yeah, I think we can take take that out. I don't know if there's I can see if there's a LED uh I'm sure we could get that um >> yeah to tell us what the correct is but for that 22-5-8. Okay, let's see if I can change it. 22-8 and then Scott that's needs >> I can put it I'll put it as a I'll put the link mission in on the agenda because that's where >> it's you probably have to go to the original document that you >> Yeah, I'm going to

110have to go to the original topic. >> Oh, yeah. I just posted it on the on the agenda with links. >> All right. >> Like the comment, right? >> That was good. I'll get that changed. But the rest is okay. >> Has everyone had a chance to take a look at that? So, we've got the recommendation by the superintendent to approve the uh policy of board membership, elections, appointments. Um, is there a motion? Motion by Miss Grant. Is there a second? Second. Second by Miss Bissell. Any further discussion? All right. So, um, Madame Secretary, please do a roll call. Mr. Mr. Jason, >> yes. Amanda Bissell. >> Yes. >> Miss Gwen. >> Yes. Yes. Miss Carol. >> Yes. Can you tell me is that Christmas? >> No. >> Um, next on our item on our

111agenda, we have item A, approval. Item AF, uh, purchase of laptops. Um so in front of you go back you read and I will uh you have um a quote for some laptops that will be used for students and for board member I mean sorry for staff um for some board members. Um this comes out of our ET. So we had used part of that funding uh to purchase devices K2. Uh we had some rem like a remainder balance and so we have a couple of our of our stock devices that are having issues. Um we tried also with our board to do the dino books which we know um were like dinosaurs. They didn't work very well and there was still some issues. So, uh, we're wanting to grasp the worker permission to use

112the remaining of that fund to purchase, um, staff laptops and or heard the recommendation by the superintendent to approve the PID staff laptops. Is there a motion? Motion by Missaga. Do I have a second? Second. Second by Miss Simalo. Any discussion? And you said these were this were the ed secretary. Please do a roll call. Mr. Jason Gonzalez. >> Yes. >> Bissell. >> Yes. Visa. >> Yes. Miss Caroline Grant. Yes. Motion carries. Chair board members. Next on our agenda is item nine. Um consent agenda. I ask for approval. I apologize. That's it. Sorry. Item nine, consent agenda items. Um, a payroll vouchers, b payables, and c bars. Thank you for the recommendation that superintendent superintendent to approve the consent agenda items. Is there a motion? >> Make a motion. >> Motion by Miss Simolo. Second.

113Second. Second by Miss Thistle. Roll call, please. Second by Mr. Jason Gonzalez. Yes, >> yes. Yes, Miss Carolina. >> Yes. Motion carries. >> Madam Chair, um we have next the items suggested for future meetings. Um we I recommend that we put um item 7 the J-1061 JF open enrollment down as approval for second reading. Yeah. >> Could we um add either a summation or some kind of report out from the town hall meeting? >> Yes. >> There was also a recommendation by a community member to put a summation on the Piasco of the results of the the meeting. What? Yes. the town hall meeting that's going to happen on March 30th. That um I'd like to discuss the Department of Finance and Administration travel update that was brought up at the uh spring budget. Oh,

114Miss um the department finance and administration travel update in particular to um discuss policy alignment with state statutes. I think that your Did we um I kind of mentioned it before, but are we do we do go over our strategic plan being that it was 2023 that there was a system? Um I don't know. if we would need to have another a whole group of committee of parents or community members to to redo to redo it or do we just need to update it? I guess I have to like have that discussion of it needs with the process update. >> Yeah. Yeah. Should we update it to that extent or does it just need updating with I mean is there is it that different is the climate that different to to get a new new

115input? >> Is there somebody we could invite to be a part of that discussion whether it's like Miss Wanda or like I know the future wait was it future focus or focus they changed their name right >> it wasn't future >> it was that >> I don't know transformational >> transportation leaders transformational leadership >> so CES who is also part of that >> I don't know there. But I think I think that's a worthwhile discussion, but we already need some outside input. >> Yeah, it would be we could go with Yes, which is brief. >> Yes, we do. Um I have two more topics I'd like to add to the agenda. Um accreditation for and schoolboard training requirements for for us. So, and we talked about it at our region two board meeting just to

116give everybody an update. I think it's important for all of us. And then, um, Medicaid, I can't get the words, but I'll I'll email you there. >> Like Bill or >> Yeah. Um I don't want to go into too much depth right now because it'll take us in into the weeds but um basically billing under Medicaid send me full title for all three. Yeah. Thank you accepting the school year to be approved. >> So yes. So I'm also going to request if we can have a special board meeting. There's a couple of things that need to get approved uh sooner than later. like the school board calendar to be approved before um Miss Durant um >> so I was I'm going to suggest if we could do if we could have it on 3:31 which

117is on a Tuesday. >> Isn't that the board isn't that the budget budget meeting budget input? That's earlier in the day. >> 5:30. >> What time is the budget committee meeting? >> I guess how my question would be like how long you special meeting or other. So um we would do this um we would have a executive session on that one. Okay. But it depends on how I mean how fast. So um I would include the um approval of the calendar um the it's called FA FB fine arts um application and our IDFB assurance. So it's the FA. So our finex assurance page and our idea B assurance idea B. Are we having are we going to have participate in the local child find or just the one? >> You're doing okay. >> So the

118one where ones are already planned for our next um literacy night. Okay. And then to get more people, >> how long is the meeting on the 31st at 4:30? How does that schedule look like? >> Um, we usually schedule it for an hour. >> Are you going to both campuses or >> So, we do one at the high school and then the following week we do one at the elementary and this is going at the high school, right? Yeah. >> The library. Yes. I show on um my schoolboard calendar that we're it's for the quarterly um quarterly board evaluation, but is that accurate? I was probably trying to see when our last one was. Was it a few months ago? December. It was January because I had just come back and I was like I

119don't feel like I can evaluate very much. >> Yeah. >> December. >> We gave it out in December and then um they had to we had to come back. you have to review it. >> Either way, um it it's going to be due. So, I guess just just back to the special meeting. I'm I'm just Yeah, I was just looking at how long of a because I was hoping to attend the community budget and budget site were here. >> You could also >> I could try. It just may not have to. Does it have to be a Tuesday? No, we could do it on Wednesday, but the first I guess at all. I just want to make sure that we some of this stuff gets done prior. I can't do Wednesday. I can't do anything.

120>> Yeah, >> I'm working. So what I can do is I can have everything and put it in OBMS and then once you guys come up with the date that's all 31st second I can't do the second but I can do 31st I can do I can I mean not the budget meeting Which budget may we get? >> The community budget. >> It's a community budget, >> but it's at 4:30. The special will be at 6. >> No, I know. I just don't know that I can commit to like that's all about like >> where humans will be. >> Oh, yeah. >> It's fine. Let's go with that. That works for everybody else. >> Include the principles because they're the ones. >> So, they represent French. >> Yes. So that mean I mean everything you

121should already have everything and yes >> they'll be the ones >> um so they'll be the ones you and them will be >> I'm sorry we do but is that it um were off and I can't do this. Actually, I can >> do the seven. >> I'm just looking at my calendar. Sorry. I'm not even I can do this by now, but I do not have on your calendar with me. So, I don't see any confidence I could probably make it like September 6:00. >> Yeah. Six. >> You had to, right? >> I haven't heard that in a while. Bring it in. >> Are there any other items? >> Did we have to do anything for the graduates? We have to prove something for the graduates. >> We already did. >> About it. We brought

122that up. Um I maybe not next agenda, but I really we need to improve our board award meeting. >> Yes. >> I was thinking that I Sorry. I think like just giving the award and not saying at least reading what you know what what the what what they do >> we used to read and make >> Yeah. Well >> and I and this is not to harp on you miss at all. They know you have like such a busy schedule, but we like usually like we'll get the mail and we'll get the invitation like the day or two after it happened. >> Hey, this year I called a week ahead. >> You did call me. >> Did you call everyone? >> Yes. >> Yeah. >> Did you >> I called a week ahead and then

123I did the robot. So this year was better. >> I didn't. >> But I don't know. >> I know. It's hard though and it should I don't I have actually been thinking about this mentor >> because um I was telling Miss Gonzalez um we've been doing u like 4.0 GPA. We've been doing it after the semester, but a lot of our kids are already on vacation. And maybe what we need to do is instead of going with that, we can go with the criteria like the elementary school, they give their awards. Maybe we should go with their criteria so that we how do I say you're going to get more kids because when we're waiting for that last semester grade often times some kids even fall off. >> Yeah. >> Even on the outstanding and

124perfect attendance and all that >> some kids fall off and I've had like the counselor say this one would have made it but now we're doing semester so they fell off. Maybe we could go with the criteria that we used to do before and that's what what is elementary giving for 4.0 what is uh outstanding and um >> we need to do it sooner as well because we're not getting we're not getting that participation that we would be getting. So, like if we had it like the awards assembly for the elementary, I'm sure there's probably rattlesnakes out already. >> Mountain Lions. >> Yeah, because every for every board award you you guys come with like a big stack of awards and you guys still go home with a big stack of awards. We can do

125an onion almost. >> Yeah. So I think maybe when they do their um end of year award assembly, maybe we can also give it to them then and that would be >> that would even help participation for um parent participation at the elementary and maybe do one at the secondary as well. So you're recommending that we the board would attend them and then provide those um those awards to them. >> We give our board awards to seniors on senior night. I think that could >> now we're going to several events. So >> we can do two or three or >> I would do two because then if you do senior senior night then you're not including >> we don't want yeah and we don't want to take away from the senior like night. I think

126it should be does a high school middle school give a give their awards. >> I mean um yeah they can have an assembly >> and we can we can still have an >> why not. >> Yeah. >> Well that would be on for discussions. So the the 4.0 would probably be I don't know do we want to keep it calling it 4.0 because sometimes that 4.0 know actually um conflicts with who ends up being the valid Victorian who ends up it it's been controversial before >> so do we want to call it something else like >> achievement >> high achievement >> excellence and >> excellence yeah something >> academic >> Uhhuh. But it's also like the kids who go to state. It's not just that. >> And then there's the community members too. >> Yeah.

127>> Discussion >> and that would be on regular regular meeting. >> Would that would we have to approve anything that then? discussion. >> I make a good point though, Jason, because if we don't, it' be just discussion and 30 days later is >> because it's already Yeah, because it's April and then we have to make we have to do something in May before school. >> It's just about arranging the agenda though. So like we don't put it on the agenda for July. just decide on the date. >> So we can do the discussion and then we can have the approval. >> Yeah. >> And because then we have to put it on the calendar because then they're doing all kinds of activities. >> Yeah. >> Let them know as soon as possible. >> Yeah. It'll

128be good. >> Can I ask that these important events that are coming up in the next two months be calendar including our spring festival? Anything that But as they have time to do that, >> I see what you're saying. >> I can one of us can do it. >> Yeah. >> Okay. Sorry. >> By this time I get a little buzzy. We're very happy. >> So, I think I was just looking ahead. I I think the um contract is no longer in the board folder. Did it get moved? >> It did. on days. >> Um yeah, yeah, there's there okay because there it wasn't there earlier. It wasn't there on sat Sunday night in record I >> it hasn't been there yet. >> When did you see it? >> Actually >> Sunday night that's where

129I saw it. That's where I because I looked at it and I was like oh I don't I'm not familiar with the evaluation and that's when I put the question about the evaluation. It's under your governing council. >> Yeah. >> Okay. So, I looked there. I found the evaluation, but I don't see >> No, I sent you an email with all the other stuff. >> Maybe you're like me and you get a lot confused cuz there's so many dots. >> I sent an email to you with all with the independent uh email. Is it March 21st at 108 now. Thank you, >> Miss Can you tell me who wrote the motions on agenda item, please? agree >> uh motion first was someone and the second was myself. >> Yes. >> Okay. >> Thank you. >>

130They missed that first. >> Sorry. Anything else for anyone else? >> I may limit that Medicaid one or just send a question to you. And chair, at this table, I recommend that we go into executive session for the recommend recommendation by the superintendent to enter executive session and to discuss uh the superintendent contract. Do I have a motion? Motion by Mr. Gonzalez. Is there a second symbol? Roll call, please. Mr. >> Yes. Yes. >> Yes. Miss Caroline. >> Yes. Motion carries. And I don't know if I wait the time. >> Give me the time. >> So, we will enter executive session at 8:18 p.m. >> Okay.
