America. I salute the flag the flag of the state of New Mexico and the symbol of perfect among United. That's challenging with all the different >> times there. All right. Um we um miss uh our secretary is

absent today. So can we get roll call from our Miss Annette? >> Um can we wait just a second till Miss Oh, there she is. Miss Monique. Okay. >> All right. Miss um Monique Visaga, >> Mr. Jason Gonzalez, >> present. >> Miss um Caroline Grant, >> present. >> Miss Glen Symbolo, >> present. Miss Monique please present. >> Okay. We have a quorum. >> Madame chair at this time I would like to uh recommend approval of the agenda um as is. >> You've heard the recommendation to approve the agenda as it is. Can I get a motion? Make a motion. >> Motion by Miss Simyolo. Can I get a second? >> I second. >> Second by Miss Visaraga. Is there any discussion? Madame um or Miss Annette, roll call, please. >> Um Miss uh Monique Visaraga.

>> Yes. >> Miss Caroline Grant. >> Yes. >> Mr. Jason Gonzalez. >> Yes. >> Miss Gwen Simolo. >> Yes. >> Okay. Motion carries to approve the agenda items as as is. Our agenda contents as is. Is there any public comment? >> None, Madam Chair. >> All right. So, this would be the time for our public to go ahead and participate um on our agenda. So, so the rest of the uh meeting will be uh for our for our public would be by view only. >> Good job. Um madame chair um for item uh five presentation and discussion 5A uh board briefing of HQIM implementation uh grant. I just kind of want to let the board know a little a little bit about um what the HQMI uh implementation grant is. U Miss Annette, are you

able to >> Yes. >> So, this is a grant that Miss Bissell uh put together and Miss Bissell, feel free to jump in um as you feel needed. Uh she she wrote this grant. uh this is for to improve math instruction um increasing our proficiency by 10% uh over the over two years. So this is also hitting the board um >> goals that have been set forth uh and also to ensure equitable access to rigorous learning for all students. Now this grant is um pretty much for the high school more than it is the elementary. However, we have have asked for uh Mr. Goule and our fifth grade um teacher, Mr. Ortega, to be included in this because it's that stepping I'm going to say the stepping to uh sixth grade. I don't know if

you had a chance to see all of this. Um with this grant, uh we will be partnering up uh with TNT uh P for some professional development. this year is um a math. My gosh, I'm sorry. Um I lost my trail of thought. I apologize for that. Uh so we're partnering up with TNTP and then this year is our math. Oh my gosh, Miss Bissell. >> Yeah, this is our math year for adoption. Yeah. >> Thank you. >> Are you able to see the document, Miss? Um yes. >> Okay. >> And this would be serving all of our middle school and high school students. And like I said, if we can um we want to include our fifth grade um kiddos. It is uh part of this grant will um be for coaching uh family

nights uh student focus and PD uh and then looking at some different programming for math because right now even though we have some math um it just feels like not everyone's on the same page. I guess uh to make sure that I say that very clear uh this would help make sure that we're all aligned. And this grant was for 150,000 that we were um granted. >> So you've already been awarded the Oops. >> Okay. >> So So it's like a So there's a vertical alignment. It's going to the same curriculum will be throughout till till fifth up to fifth grade to high school. >> Um it's going to be middle school and high school. uh what we're trying to what we're trying to do is include fifth grade as well this because of this

it being a stepping into uh sixth grade. >> Okay. >> So um with this all I wanted you guys to know is kind of an um I guess a review of what um HQMI is um before I go into our next item. So is the um and the instruction is for for all the students. It's not just the the ones that are it's for the whole class for each class, right? It's not just for those that are under the level. >> It's for everyone, but this is also for PD for the staff. >> Okay. And as all also all the expenses are paid for like all the training and everything >> for any trouble substitutes. Um yes. So everything will be covered out of this grant. >> Okay, great. and training is going to be

held I saw so online and it's going to be >> coaching in the classroom. >> Yes. And then there's some other trainings that uh they will be attending as part of the cortum um with the I can't even remember the name. HQI. Sorry. >> Okay. >> Am I saying that pretty? >> HQIM. >> Okay. Is that anything else that you want to add with that, Miss Bissell? >> Um, yeah. I just want to say so this isn't to actually purchase the HQM. That's not the grant isn't for purchasing any goods. Um but um if I can just speak like as a math teacher, what we're seeing is there's been a lot of um inongruencies between what kids are taught um and so students aren't on grade level. And so if we can adopt a good

HQ and go through the process um with a lot of professional learning from NMPED um as well as from TNTP um the goal is to get an HQIM that teachers are actually bought into and understand the merits of so that they actually use it so that our kids can be caught up and beyond grade level. Um and so for that note, high school may have different needs or maybe a better curriculum for high school then you know that doesn't work as well in the elementary and vice versa. There's a lot of really great elementary HQIM that stop there. Um, so we may not end up all with the same HQIM, but the goal is that we have the same learning going into it. So we'll have that same vertical learning for all the teachers so

that we can build those connections and make sure we're meeting the needs of our kiddos. >> And keep in mind when we're saying HQ, we're looking at that high quality instruction, >> right? So will you um will it's is it a is it a supplement or is it your this will be your curriculum, your math? Um this will this is training for staffing. >> It's training for staffing. So it's a technique. It's a it's a it's not necessarily curriculum. >> Yes. >> Okay. >> It also has built-in um we had to talk about how we're going to engage our communities. they've got a lot of money set aside for engaging the community and um trying to find an HQM that also meets the needs of the community and that we can get that buy in

um you know where the way we talk about math in our community can change so we can talk about the successes we can have um instead of just being so deficit mindset. >> That's cool. And this uh next school year since it is math math adoption year, uh there is a couple of changes um per requirements from peed. And I know that you guys just um approved the the high school graduation things, but there's some new requirements. So, we're hoping that this also hits on that as well. Um I do want to note uh before we move forward is that so TN so with PD and TNTP um they were the ones and I was fortunate enough to sit uh in this panel uh many I hate to say many many years ago but maybe

five years ago or six um in creating our core standards so like our power standards so we kind of revamped them uh and TNTP was a big part of all of that. So, they're very well aware of our New Mexico standards as they put them together or they helped revise them. So, of course, that um on the on the agreement there's an invoice of course that's going the grant is paying that 63,000 679. >> Yes. >> Okay. I have a quick question, Miss Fistell. Um, I know that you said that the grant monies will pay for a lot of like, you know, um, places and and, you know, fees and stuff like that, but other than that, how will these $150,000 funds be distributed among like as far as PD materials, coaching, stuff like that?

like is there a set amount for each thing or >> so there u Miss Visa if I may and then Miss Bissell um if you could chime in after um so yes it's all been broken apart uh based on how you know where the needs were when she wrote it. We are going to be relooking at it. I'm working with uh Kevin O'Shea to kind of move funding around based on um other needs that have come up. Um I will also say that in addition to paying for uh PD um substitutes, travel um any type of training um in person or virtually and the support especially from TNTP. It is also paying um some stipens from here as well for those that are involved. Um, Miss Bissell is taking the lead on this. So, she'll

be one of the ones that will be uh getting the stipen and as well as Mr. McCauley as a math teacher and possibly Miss Or Miss Ortega, but that has yet to be determined. It has to get approved. >> I mean, the sip. Yes. Um, and in addition to that, Miss Bissell's salary will be paid from here. Did I get all of that, Miss Bissell? >> Yes. >> So, all of her her um annual salary is paid from the grant. >> Yes. Okay. And this is based off of um approval that I re that I've received. So, I'm working on kind of re moving funds around a little bit. >> Okay. >> Is there any other Does that answer your question, Miss Fisa? >> It does. I have another question. I know that the purpose

reads as, you know, we're increase math proficiency by 10% over two years. Is there consequences if we don't meet that 10% in two years? Do we have to? >> So there is reporting that goes with it, but go ahead, Mr. SL. >> Yeah, there there's not a set um there's not like a set we don't have to pay anything back. There's not a penalty in that terms. Um but the we we actually like set that goal for ourselves based on where we were as a district um and where we're seeing math proficiency. So there's not any sort of penalty. Um, but our goal is as we're reporting, we're also getting coaching that's provided by an imped and they've um, we have not met the person yet. Um, but we are going to have like an

individual coach to talk talk to us about how do we survey staff to get ideas. Um, so they're really trying to be supportive, but there won't be a penalty. Like we we self-imposed that um that benchmark of 10%. However, I do feel very confident that we will meet that. Is there any other questions? Okay. Um, madame chair, uh, moving on to item 6A, uh, for approval item TNTP service agreement. as you s um miss can you pull up the next >> Chris and John I thank you for your patience. >> Oh no problem. >> Um so I'm bringing this uh to the board because it is over the $20,000 uh dollar threshold that we have. So it needs board approval. It is for the 60 um let's see missing it. Can you scroll down? 63,

I believe. Right there. Yep. 63,679. And this is part of the grant. Uh the grant does pay for it and it is already written into the grant, but because it is over the 20,000, I have to bring it to board for approval. But per policy, >> right? >> Okay. >> Madam So, Madam Chair, make a recommendation of approval of item 6A, TNTP service agreement. >> Make a motion. >> Okay. Okay. So, you've heard the recommendation to approve the item TNTP. Um, uh, I heard Miss Simyo made a motion. >> Sorry. >> Can I get a second? >> Sorry, I'm having technical difficulty. There go. I'll second. Okay. Maga seconded. Um, is there any other discussion? All right. Roll call, please, Miss Annette, to vote for um for the TNTP agreement. Miss Annette, >> sorry, I

thought I was unmuted. Miss Caroline Grant. Yes, Miss Monique Bisaga. >> Yes, >> Mr. Jason Gonzalez. >> Yes, >> Miss Gwen Symbolo. >> Yes. >> Okay. Motion is approved to uh to approve the TNTP service agreement. >> Thank you. Thank you, Miss Bissell. >> Thank you, Miss Bissell. >> Thank you, guys. I'm gonna hop off. Have a great night. >> You too. >> Um, Madame Chair, uh, board members, I ask for approval of item 6B, the resolution for lease purchase of education technology equipment in the amount of 150,000. Um, this came uh to the board, I'm going to say last or last month. And so, this has to go through the second reading. Now, I will defer this to uh any questions to Mr. uh to Chris or or John? >> Yeah, this is Chris.

Thank you, superintendent. Just real quick, the the resolution, this is a kind of peculiar statutory thing. So, you did take action last month to recognize the approval of 150,000 and then under the statute, it requires that you come back for a special meeting between three and four weeks from that first meeting, which is peculiar, but required. So, that's what this meeting is. And what we've done tonight is the the note will be placed with the SEC uh the state treasur's office and the interest rate is 4.23% and John can add to this uh which produces about $18 worth of interest. So, we'll close next month uh and uh issue the note. the state treasur will provide 150,000 uh to the school district and then the next day the school district out of already existing debt

service funds will pay that note back uh with $18 worth of interest >> and Chris summarized it to the tea. So we'll be closing on November the 18th which is the following day after the data date of the transaction. Chris, may I So, we have to pay it back on So, it gets if it gets approved now or tonight, then it gets released tomorrow to the school. >> No, no. So, get uh superintendent would get released uh on November 17th is the targeted closing date. So, we do it now and then there's a 30-day period to wait and then issue the note on that 17th. the the state treasures office would provide $150,000 worth of note proceeds to the school for to use for edtech equipment. The next day, the district would then pay the

state treasures office back out of existing currently available debt service mill levy monies that are uh on deposit plus one day's worth of interest which is equivalent to $18 roughly. >> Thank you. Just wanted to make sure that I wrote that down. And can I just clarify there the state does not match correct or they do they do match in any way? >> You know there is no matching with this. Yes. >> Okay >> madam president. >> Okay >> I don't know if you want to put up the resolution. >> Oh sorry I'm bad today. I have a I have a quick question there on um section two. It says the lease payment is blank percent. Is that the $18 that you guys were talking about? >> Yeah. No, I'm Thank you, board member. Um

Annette, did you get the final resolution I sent to you earlier today? >> Yes. Let me pull it up real quick. >> Okay. Okay, Jason, fair question because it's blank. Uh that will when you'll see when uh Mr. Sanchez pulls it up, we'll have 4.23%. And so the draft that you had in your packet was pending pricing today. And so the the pricing is based on an index that the state treasures office uses. And so that calculates out to the 4.23% which is in now section two. And then if you look down in uh the the section below with the table, it shows uh the uh 150,000 plus $188 of interest. So it's actually 4.34%. Um and so now what you have in front of you is the completed those were the blanks that were

filled in from the from the draft. question. Any other questions? So, Miss Gonzalez, how um as far as paying that back, how does that work in in the finance? So, as Miss uh Miss Chris mentioned, I'm g slaughter your last name if I even try. So, it gets released to us and then we pay it back from from what was released. >> But as do you have like a set a fixed amount that you do or have do you need to determine that? >> It would be the 150,000 >> All of it. Yes. >> Okay. >> Am I saying that correct, Chris? >> Yes. and and and madame president, it is from debt service mill levies that have already been collected. So, uh it's unlike a long-term bond like your geo bonds which are over

a number of years and annually you get debt service monies coming in that make those semianual and annual payments. This there is an excess of mill levies that have been produced under the applicable mill rate. Uh and so this is an opportunity to uh convert those debt service monies into usable proceeds for edtech equipment. So the money to pay it back is actually already in the district's debt service account. >> So Miss Grant um and board me sorry madam chair and um board members. So this fund these funds will be used like for the purchase of um devices for the students. And then just a reminder that this is also helping us keep that our our numbered at the right amount for our new school. >> Correct. >> So we already have this money. >>

Yes. >> Okay. >> So you're kind of borrowing from what we have and then paying it back right away. Yes. >> Okay. >> Yeah. It it really is just a way to convert debt service monies which you cannot use for projects. they are legally required to be debt service. That it's a it's a mechanism that's legally permitted under the statutes and the state treasur's office provides a service of buying the note uh to basically convert that money into usable note proceeds so the district can buy the technology. >> Okay. Okay. With an interest >> 18 bucks and John's agreed to pay it. Yes. Thank you. >> Okay. Does anyone else have any questions? >> Yeah. To do the motion. >> So, all right. So, um you make the recommendation, right? Yes. I make the recommendation

to approve item 6B, resolution release, purchase of education technology equipment in the amount of 150,000. >> All right. Can I get a motion? >> Madam Chair, I make a motion. >> Motion by Miss Simalo. Can I get a second? >> Second by Mr. Gonzalez. Is there any further discussion? Right. The net, please do a roll call. >> Miss uh Caroline Grant, >> yes. >> Miss Gwen Symbolo, >> yes. >> Mr. Jason Gonzalez, >> yes. >> Miss Monique Pisaraga, >> yes. >> Okay. Okay. So motion is approved to um accept the resolution or approval of the resolution for lease purchase of education technology equipment. >> Thank you Chris. Thank you John. >> All right. Excellent. Thank you guys. Talk to you soon. Bet. >> See you. >> Have a good night. Safe travels. >> You too

>> as well. Bye. >> Bye. Um, madame chair, at this time I ask that we go into executive uh session uh to discuss personal matters. Okay, you've heard the recommend recommendation to enter executive session to discuss personal matters. Can I get a motion? >> Make a motion. >> Motion from Miss Simolo. Can I get a second? >> A second. >> Second from Miss Visaraga. Roll call, please. Miss Caroline Grant, >> yes. >> Mr. Jason Gonzalez, >> yes. >> Miss Gwen Symbolo, >> yes. >> Miss Moniquea, >> yes. >> Okay. So, um motion is approved to go into executive session at 6:33 p.m. um to discuss personal matters. U Miss Annette, can you make sure that we're you stop recording? >> Yes, I'll do that already. Yes. >> And if you can stop share, >> you

still seeing race? >> Yes. And I think it's still recording this, isn't it? >> I'm having There we go. You want to stop recording to
