002okay we are starting this evenings meetings with a recognition we had two listed but uh one individual is not able to be here so we are going to go ahead and recognize the Columbus North girls 4 by 800 relay team now this goes back to last spring in the state championships in girls track at that time so if I could call up our Columbus North Representatives at this point good afternoon everybody I just want to say thank you for acknowledging our girls for their outstanding year um I'll be very short this year was a great year overall athletically for us and academically in the classroom we had a blue and white night on Saturday and I think one of the things that I spoke about to our blue and white all right Bulldogs Community is
003like how will our kids do inside of the classroom I think it's more important of the success that they have in the classroom than what they have on the field but these girls here they show both and I just want to show I just want to say how important it is for us to be acknowledged here because these girls do a great job throughout the year yeah on behalf of the coaching staff thank you again for recognizing us these four girls they actually they lost their freshman year of track to covid and they finished third second and first so they climbed their way up as they went and uh very deserving and um Lily Baker is on the far well my right uh Karis Glenn Jones Julia kiesler and Julie Klaus three of these are
004seniors are they're actually graduated now they're going all to Great Schools Lily is going to the University of Tennessee uh Julia is going to Boise State and Julie is attending Purdue so again our graduation there and then of course Karis is only Junior so we get her for maybe a few more of these recognitions so we just want to thank you again for recognizing us and giving us your support and I know these four girls are very excited to always represent our district and our in our town so thank you again congratulations [Laughter] all right thank you thank you back next year okay okay additionally we did have a state champion and girls tennis last year Catherine Wilson Catherine not able to be here tonight but congratulations to Catherine and her state championship as an
005individual in girls tennis last year thank you okay next we have school board member reports I'm going to go ahead and start with the public engagement subcommittee and then we'll go through the rest of the members Mr Stenner would you like to get Mr nallen would you like to get us started since Mr sinner is not here he is not um so I want to just fill you in on some of the the steps or the process that the committee went through because I think that gives you a glimpse of how we approach our work um so first we created actually we met with a good supportive contingent of public that we got a lot of input from from and working with them we created and brainstormed a list of ideas around improving public engagement
006then we identified various board actions things like receiving public input at board meetings adopting policy curriculum adoption expulsion hearings we tried to make as long a list as we could and we rated those board actions on a one to five scale that Mr Stenner provided us with that actually came from the EPA but it's the five different levels of how much public engagement there would be all the way well let me read them quickly informing was number one Consulting number two number three is involving number four is collaborating number five is empowering and we looked at the different board actions and rated them on what kind of public engagement seemed appropriate for them and then we began focusing on those board actions with higher levels of public engagement we were actually successful at tackling three
007of those we created a revised policy for board comments at board meetings we created a revised policy for adopting board policy and Mr Schultz is going to share those with you in just a minute and we created a recommendation around having special board meetings for the purpose of receiving input in an informal conversational way one of the things we heard from the representatives from the public that came was that it was very helpful for them to talk in an informal setting they one of the on our brainstorm list one of the complaints we heard regularly was that when you get up at a board meeting that it seems like you're just talking and nobody's listening or actually hearing what you're saying and so this was an informal way where they definitely hopefully felt felt heard
008so let me read the recommendation um so this is not a policy this is just a recommendation from our committee we recommend the full board or a subset of the board meet on specific topics of public interests for the purpose of public input these might be topics like major initiatives referendums curricula or policy proposals the board president could make a decision based on the topic and the levels of Engagement focusing on a specific topic would inform which Administration Representatives would attend the meeting these would be informal meetings not bound by Robert's Rule of Rules of Order and more conversational informat so we're hoping that is one way we can improve public engagement so this uh subcommittee and the public participants and so one of them was around the modification of bylaws and policies historically there's
009been low levels of transparency however with the boards on the most recent ones we've seen when transparency breathes more questions it makes the process a little bit more difficult but at the end you get a better result and so the new policy shows allows for three points of public engagement into the process and one of it is that they'll be posted publicly ahead of the first reading there'll be a way for digital capturing to capture feedback so for those that don't want to express it in person and then also you'll still have the first and second readings to express that feedback and the ability to watch the working sessions on policy so that was the recommendations out of on the policy changes that are presented in our packet and then additionally public participation which was
010required as well from Neola for legislative updates but also we added multiple areas condensing language clarifying areas where there could be differences of opinion and then also removing the tie to items on the agenda so that way if we have a situation where someone wishes to speak outside of the agenda that ability is there however at the same time the board understands that it has to do its business and so we did put the folks that are at the at the front of the list for those that are on the agenda items to make sure that those voices are heard on the actionable items that are being actioned by the board that night and so those were the two policies that were immediate that we knew needed correction to make sure that what we're presenting
011here as a a change of how we operate is also reflected in the policies in the bylaws so those are included in the boys packet and recommended I believe Dr Roberts to supersede the ones that are presented by Neola as part of the second reading today yeah so this is what if I could just comment on that very quickly to uh Mr Schultz's point in the board packet or were the notes from uh this uh subcommittee that led them to the work that you have in front of you that will be hopefully approved here uh not tonight but at a next meeting those two policies our zero one three one point one bylaws and policies in zero one six seven point three public participation at board meetings both of those were in that volume 35
012number one packet you have because of the work that's being done and tying that back in conjunction with the work of the school board agenda subcommittee these now are the ones and those two were in your packet I think highlighted with all the changes and and that's the one we'll be looking at to improve I believe this is actually the third reading of of that packet of stuff and so I would recommend that we consider this a third reading and look to approve this at the next board meeting on August the 21st foreign do you have any other subcommittee I do not know reports no no Mr Grimes uh yeah so last week I had a meeting with the Indiana school boards Association where I served as the region 10 representative for the state and
013where we selected um this year's isba outstanding educator and outstanding board member from a rather extensive list of nominees also from the school Foundation several items of note just recently the school Foundation received a gift of fifteen thousand dollars from the Southeast Asian Network which will go into the foundation's unrestricted account and a lot of thanks to executive director Nicole Cunningham for all of her work putting together some silent auction baskets and so that that celebration with the Southeast Asian network was was last April and so the foundation looks forward to continued relationship with them the school Foundation was featured in this month's Columbus Living magazine a nice feature that highlighted you know so many and the things that the school Foundation does the impact of lightning grants and many other things that the foundation
014does that impacts student learning in a positive way just to plug for the foundation a reminder to any teachers who may be out there listening donors choose if any of you any teachers with wish lists projects that they would need some extra funding for donors choose a place donors to choose the place is the place to go and then for all community members any donations to the foundations programming scholarships so forth all things School Foundation can be found on bcsf stars.org thank you thank you Mr Gibbs Mr major do you have anything the next Health Trust meeting is the 23rd I think so we'll have something after that okay thank you Mr Bryant do you have anything tonight hey Pat do you have anything tonight no no no okay all right we'll go ahead and
015move on cabinet reports yes we have a couple of cabinet reports tonight and we'll start off with Dr Fleek and the teacher performance update this is a statutory requirement that we provide information to you prior to I believe September 15th Dr Blake and then we have to provide information to the state of Indiana so good evening I will be going a high level overview of our teacher performance our annual teacher evaluation results and please know that this includes teachers only this does not include classified staff and it does not include administrators and so when we do this I have Mr Williams here is a great resource and help to me in getting all of this data collected from all administrators and help to put in this type of presentation for you we look at it's
016kind of the same presentation we've done for several years again high level overview and this is showing you our evaluation averages over the four domains that we have our first domain is udl udl it consists of 50 of the overall evaluation PBIS is 15 of the overall evaluation and then you will see academic citizenship and academic success that was been using since Inception until last year and as custom State statutory requirements did shift and change and when the group met we Revisited and decided not academic citizenship correction academic citizenship is 10 academic success and learning outcomes we basically combined those this year and called on Student Success um because there were some changes at the no longer a school letter grades standardized test results no longer needed to be part of the evaluation of rubric
017could be but did not have to and also when we looked at two line items the wording was very close to where we saw teachers were getting the same score on both lines and we just combined them to make it better and then the day requirement used to have you had to be specific with learning outcomes and then that rule went away where you could use more of language that was consistent with your District so we used expert learner language so in looking at all of that the student success success component still comprises of elements of the academic success and learning outcomes of growth performance and achievement but we labeled it Student Success because it made it much easier than having all of those words on the score sheet for a teacher that was one
018thing Nick and I worked on for that and the rubric is called the teacher success rubric and a lot of that is dependent on the student's success so you will see averages 2013-14 was our first year we started using this tool and in this evaluation tool it was something that our district did create we took two years to create 2011 and 12 as a creation 12 and 13 was the pilot at three schools at that time Columbus East Northside Middle School and Smith Elementary and then 2013 was the rollout across the entire Corporation for everyone and so this is just letting you see the averages over time things have been pretty consistent if you see some drops or increases it was probably some change in statutory requirements during that time let's see the evaluation averages
019again this is the same look same slide telling you the same information one is the bar graph doesn't have all the numbers but this one does have all the numbers so it's basically the same information represented twice to you multiple means of representation um so in looking at this year's consistency from 22 23 you see the average of udl the component there and the udl is made up of five line items and the average was 3.62 the PBIS domain is made up of four line items for an average of 3.63 academic citizenship is made up of five line items for an average of 3.49 and then the academic and learning outcomes again we did not do we combined them together for the Student Success and that's four line items so and in the past just
020to let you know because I know we have some new board members the academic success the learning outcomes is again what we combine together for this and just a little bit of change in the line items the other report mandatory for us to do is present information based on universities and where the teachers come from and so this is basically any well the information we have on all of our teachers if there's a group of five or more obviously there are a lot of colleges on here teachers may not go to but if they didn't make a cohortify we didn't include the information on the screen for you to see and then typically every year in the past we've always highlighted the top three and it kind of gives you an idea of the top
021performing teachers and what universities they came from that in kind of looking at that as well you can look at the quantity and the counts it's different one thing that I found interesting and looking at all of this was that 61 percent of our teachers represented on this screen came from Indiana Public universities so the rest of them either come from out of state out of country private universities that's generated here so that was something in looking at all of that information of what it is and we do have some universities that will reach out to us throughout the year and ask us for the overall evaluation averages and how they compare to others so I just provide this with them so they can look at the data the years of experience if you're looking
022at the overall average here zero to four years 255 teachers which makes up 33 percent of our teaching staff the overall average was that was a 3.31 teachers with years five to nine and overall average of 3.59 that's for 189 teachers which is about 24 percent of our teaching staff years 10 through 19 184 3.62 again about 24 of our teaching staff 20 to 29 105 the average of 3.62 and 30 plus 44 of them in there please keep staying with us here uh 3.62 the overall average so I know it's something that we always talk about in cabinet the the average years of experience with our teachers and just know that this is bcsc years of experience so you could have somebody on the zero to four line that may have come to us
023with 20 years of experience in teaching but we just look out for the consistent sake of the bcsc years of experience that they have So currently this is last year's teaching staff under 10 years of experience 57 of our teachers have less than 10 10 years of bcsc experience and so just some things here oh I know one thing I was supposed to that was asked of me I want to point out in looking at um these averages here the 3.62 all teachers are rated on those domains and the the areas they are either teachers can get a one two three or four and one is ineffective on a line item and two is needs an improvement a three is effective and a four is highly effective so all line items are scored either the
024one two three four that is a statutory requirement of those four headings that we are to submit for and in the end it all averages to the end to either be highly effective effective needs Improvement or ineffective overall rating for teachers and looking at changes for this year every summer the evaluation oversight committee that's made up of Administrators as well as cea members we get together we review the year prior any things that we're hearing any inconsistencies any strengths any celebrations and then we look at legislative changes to see if our plan needs to be updated because our plan needs to be submitted to the Department of Ed Again by September 15th so we did meet twice this summer because of some legislative changes and updated some language still the law is every teacher needs
025to be evaluated annually and they had to receive one of the four categories highly effective effective needs Improvement or ineffective but they're allowing more flexibility there used to be the minimum at least two evaluations a year and now they're saying that does not need to need to necessarily take place so we are exercising that flexibility and we came to an agreement if a teacher is with us and in the past three years they've received two highly effective ratings then they have the opportunity to go to a minimum of one observation a year and then if someone doesn't have that or they're new teachers or they have less than three years or less with us they're still going to get the minimum of two observations so an administrator can always go above and beyond and please
026know that only administrators can evaluate teachers you have to be on administrator contract to be able to evaluate teachers and so then at the end some other changes that we made besides going to minimum of one observation for those that qualify is we added we changed all the legislative language in there that needed to be updated as well as during the summit of time the summative is when the administrator meets with the teacher at the end of the year to go line by line look at evidence do an overall rating that if a teacher leaves there at the end and thinks I really think I have the evidence to support me moving up and if they believe that evidence in a couple line items would change their overall rating they have three days to come
027back and present that information for the administrator to be to consider it doesn't mean it'll change but at least they can have a follow-up conversation and make sure they're on the same page with that information so I feel like we're good to go with this year we are going to have training for the administrators tomorrow we have two sessions Zoom sessions where all administrators can come cea worked with us and we'll be sharing the presentation with them so they can share it with their members as well as their ARS in each of the buildings so looking kind of looking forward to it this is a little bit of a change for us than the past and we will take this year to reevaluate our rubric and our system to see if there are any changes
028with the flexibility of the law that we still want to maximize so that is what's new for this year I know I talked really fast but you guys know that about me so at this point what questions do you have remaining so I mean looking at the academic results pushed out by the Indiana Department of Education right if I look at 2014 if you can go back to this the bar chart 2014 ISTEP plus our combination of proficiencies on math and English was somewhere around the mid 70s at this point in Spring of 2023 the most recent it was about 31 I believe pre-covered we were around 40 percent so I'm trying to put a a mental barometer around how our students success is trending up relatively if you kind of look at academic outside
029of the little Peak there where our published data is dramatically declining trying to figure out what's the measurements and outcomes inside these scores that's not kind of mashing what's being reported out by the state and I think the one thing that you'll always hear is our students are more than a test score and our teachers are as well right so we look at the the whole year we look at multiple other assessments and achievement scores that students have outside of the typical iLearn scores and some other things to note with especially iLearn is that not all contents are assessed that all of our content teachers even teach so there are certain things it's usually English language arts math science High School you add the biology aspect in there but not all contents are established there
030but what I can tell you is since 2014 how many times the test has changed you did recognize that we went from isip to iLearn but each time it does seem like the cutoff scores continue to change and we went to the Adaptive testing and then like you mentioned with coven so then now the state has even gone to the hold harmless with letter grades so not holding schools accountable with those so now they're having a conversation about they're going to change I learn again and I think they're reviewing that now and I don't know I think the new assessment may start in 2025. there will be a new assessment and it's not an end of the year assessment it's throughout the year assessment of Standards type so when you're looking at this if everything
031we went by was the test scores and the tests continue to change and the parameters and the benchmarks and the cutoffs continue to change every year I think that makes it challenging but the state did give the freedom a couple years ago and say because before we always had a line on a plan on there about our school library and they removed that they had a line item requirement about standardized test scores and they removed that light on item two so that could be some changes that you're seeing there as well tour may seem inflated compared to some of our scores that you're seeing published appreciate that I've got a couple here Dr plea one is what what is kind of the average length of a teacher observation I would say the the one of
032the observing in the for this year that current year one had to be formal in nature and the second one could be formal or informal and the formal in nature I would say it depended on a class period what that lasts so I would say for me if it was when I was a principal it would have been 90 minutes if it was for reading and it may have been 45 minutes for Math and I think some of our high schools it's for a block but I would say average I will probably be about 45 minutes because if you're looking at more of content areas throughout our district and probably about 45 minute for that one but the second one can be an informal in nature it can consist of walk-throughs throughout the second semester
033it can be the teacher presenting at PD meetings it can be the performance of how case conferences were handled our parent-teacher conferences um so there are a multitude of ways for a teacher to Showcase their other professional attributes in another fashion rather than the observation in the classroom the standard thank you thank you so I have an observation of that question but but actually just pick a piggy tail on that and am I correcting remembering the second one can be unscheduled as well which I think is important for people to know yeah so the second one there have been changes with that one too so it can be unscheduled and then we added the language for this coming year the second one if the teacher needs the second one it can be informal or formal
034in nature and the if they choose the informal that's a collective agreement between the principal and the teacher because some teachers have the preference of don't tell me when you're coming just show up it shouldn't matter what day you come in my classroom so my observation is on this um because I love bar charts but um we're looking at it by year but I think it's important for us to remember that those aren't the same teachers each year so I mean one of the things that I thought was kind of cool was the the steady growth in udl and then when you layer on top of that that I don't know what percent new teachers each year but for many of those teachers udl is a New Concept when they come to bcsc so that
035that even speaks more to the to the growth particularly in the Udo section there my question is on the next sheet with all the data so I know effective and highly effective is is individual teachers but looking at the averages from 2223 what is the breaking point score wise between effective and highly effective when we when we look at the 3.62 and 3.49 highly effective begins at 3.26 so all of those averages are actually within the highly effective yeah the students success is the one that's okay thank you sure I do have one more so and I I know your answer to this can be it was probably a little bit deceiving because evaluations have the different components but do you know about what percentage of bcsc teachers were evaluated at needs Improvement or ineffective
036about two percent and that that includes some that were evaluated at effective or very effective but certain areas maybe need Improvement correct yes you could have line items that came out to be ineffective or needs Improvement but the overall rating will not be that way yes questions yeah I think one thing that would help me and I think would probably help everybody else is if we could get the questions that are asked that we understand a little bit more about the criteria for so you mentioned there might be four points that are being viewed during these evaluations and assessments I think that would help a little bit because I think that would probably answer most of the questions have been asked already the only other thing I had was if you go to the schools
037um page it there were three schools that really two or three schools that stood out so Southern Indiana Indiana Wesleyan and Indiana University Southeast those three schools look like they had the highest scores but they also have a low number so the sample size is small correct right I mean you're going to get a lot more good better and worse teachers at IU where you've got 152 compared to Southern Indiana that has eight what I didn't know is do we actively go to those three schools and try to go from 8 to 10 or from 19 to 25 to try and pull in some of that talent that seems to be performing very well and maybe obviously we're so close to IU that you really don't have to recruit hard you know they know where
038we're at they can make the drive easy but some of these other schools may not know us as well we need to recruit-hearted anyone that will give us the opportunity to recruit heart so IU does have a student teaching recruiting Fair IU also has a teacher hiring Fair most of these other ones Ball State does an online one other than that most universities because they're pool of teachers and their education departments have declined so much they're not even having the teacher Affairs anymore so when we do our bcsc virtual fair to help attract teachers and the you know that are getting ready to graduate from the universities we make sure we push this flyer out to all of these universities in our education departments and ask them to share since they're not having teacher fairs
039to help get the word out and Mr major you also made the comment about seeing the document it was a great segue of how I was going to end and we will be publishing our new evaluation document tomorrow on our website so if you go to the bcsc website it's under HR certified and teacher evaluation plan thank you and all the rubrics are there for all the different rubrics that we have Mr now so I just can't pass up the opportunity to point out that correlation does not imply cause spoken math teacher math teacher non-certified staff similar process just different different rubric is that how that works for our classified staff again all of them need to be evaluated annually and it's on udl PBIS and professionalism those are the categories we use so all
040of our all employees get evaluated on the one two three four okay thank you Dr pleek thank you very much okay Dr Bozeman we're warmed up for you sir I was I was considering Mr major how to uh mention I'm a southern Indian Indiana graduate from your other comment so I couldn't come up with a good way to say it so uh so good evening everybody thanks for making some time every every year in August we give a facility Improvement update of both major and and less than major projects we had going on across the district um I have uh Chris and Nate from Maxwell construction they are our construction managers for the Parkside renovation and um the East athletic project and then Greg Ferguson is our project manager for bcsc and Drew mynance our
041manager of Maintenance who he oversees many of the smaller projects that are on here a little gentleman will be happy to answer your questions here in a few minutes uh this is these are the items I'll cover with you tonight most of these you're aware of uh but just kind of a reminder of how we spent our time over the past few months especially over the summer it's been very busy the Parkside Elementary renovation as you well know is about a 19 million dollar full interior renovation we just finished up uh Greg did not accept my bet that we wouldn't be ready for school and he was right I was wrong we were ready for kids in the main office at Parkside we just finished phase four in the green there open phase three which
042is the blue purple color and now we're in Phase five um demo over here so this is a a 10 week or 10 phase uh project at Parkside that I know you're familiar with that is scheduled to be complete at the uh in the summer of 24 so we have a few photos to share with you as you know each of the grade levels have common learning spaces now this is second grade which you'll see on the right hand side the left is a small group room I'll give you a few other photos of that here's a second uh this is a group we were touring about two weeks ago looking out from the cafeteria into uh which would be the new place base and the bus slide I'll share some photos with that this
043was where the stage was at Parkside it's been opened up and finished um you'll see here in a couple minutes and added the windows for the inclusion of natural light this is that same common space without the technology installed quite yet and furniture that came a couple a couple of days later you'll see water availability and clean lab space on the left-hand side there so kids can engage in messy activities and not have to worry about too much about staining carpet and that sort of thing uh the float on the left is [Music] um two two mentions there the natural beams that are architecturally significance for the building and remain and then the occlusion some in some areas that natural light those windows were closed in by dropped ceilings before so they've been exposed and
044then the photo on the right is um if you can believe in all the piping in this building was under the slab originally within the building so the decision was either tear up the large majority of the slab of the building or put the piping outside so if you've driven by Parkside you'll see around the perimeter of the building lots of work happening for the domestic and hydronic piping and that'll be restored and the trees will be replanted once that's that's finished there uh this is a picture of the student cubbies you may recall those previously were in the hallway and taking up a lot of learning space so now they're within the classrooms this is actually an adjoining classroom between two and then the restroom you can see there on the right I took
045this photo I think an hour after Furniture started to come in so you'll see it's a little bit dusty and dirty in there yet but the picture with the furniture in these common spaces look like and then again that small group room a lot of natural glass right there behind and then Clash them on either side this is a photo of the stem lab which you uh you view the last time we were Touring that building and a lot of a lot of care and thought had gone into the cafeteria both in the natural green color of the furniture but also you don't know you don't see too many long uh linear tables so they're round tables now and they're different sizes in different parts of the cafeteria and then the same flooring is here
046as you can see throughout the building in the places that are finished and that's another view out to that space that I mentioned there a few minutes ago just behind before freedom field there is the new bus lot where that pickup truck is that's paved over now that is finished for now the buses won't occupy that space until the start of the 24-25 school year but you can see the new sidewalks that go around there and then that space in the middle will be play play area grass for students once it's once it's complete and that's a picture my boss welcome to the kindergarten area I just thought it was a nice picture so we threw that in there appreciate it as well next uh Columbus East athletic improvements I know you're familiar with this
047project also this uh this is about a 5.8 million dollar project that includes both athletic lights at Columbus North High School which is the South Side Elementary which are complete and then substantial work at Columbus East everything in a dark in color there is new but you can see a new softball field to the right new baseball infield Turf and then all of the cross-stitch areas all new concrete Plaza with a new concession stand locker room and restroom area to the north of the football field that's a description of or a diagram of what the that concession building will look like and a close-up of where it's located we're finishing up on the new visitor bleacher installation at Columbus East on the football field and some Press Box Renovations there this this it looks really
048nice uh it'll be ready to go in time for their first home game which happens to be Columbus North High School so we're excited about that fencing will go it's already in between the track and the and the sidewalk there be a real nice place for for visiting Spectators the concession stand to the north you can kind of see there that will not be ready for the football season that won't be ready to go until baseball softball season in the spring it's a picture of the baseball infield to the left and one of the dugouts that's going in to the right that's on the softball diamond this is the softball Diamond just the same view a little bit further back it'll be all full Turf as I as I mentioned uh the lights are up
049they're not functional quite yet but they're up and then the the pole you see in the immediate foreground there that's that's for the uh The netting that captures the foul balls that are hit uh they won't have chain link fence we'll have netting that gathers the ball and a little safer that way uh the next couple items I'll roll through uh pretty quickly here but I'll I'll put them together each year we spend about a million and a half dollars or so give or take on what we call smaller cpf projects so those would be projects that are usually well under a hundred thousand dollars each um and I think Drew had 105 or so this year that he worked on and is still working on so I'll I I will not show you all

051forth a little bit running track improvements both at North side and North exterior step Renovations at CSA Lincoln The Taylorsville roof project this was uh this was a good Greg had led this it was a good project that came in well under budget we were very happy with that we replaced a good portion of the roof at Taylorsville about five years ago and put solar panels on top and then this is a finishing out of the the remaining roof that was we had originally there from 1998 so we had a good good 25 year run with that we also did several parking lot Paving projects this is um just me turning to my right on that same roof and taking a photo of Taylorsville uh you might be excited you might be surprised how excited
052people get about parking lots looking nice but it's a big deal so that's a photo of taylorsville's parking lot and I think we did how many parking lots we do nine across the district no lines in this one yet when you parked here so we'll uh we'll work on that tomorrow but we'll finish them up right now um some classroom um Cubbies at Rock Creek Elementary and then we every year we put quite a bit of time and effort into replacement of an upkeep of our security systems when we answer questions just In fairness I'm a little guarded on security questions and happy to talk with you afterwards but we're a little protected on uh details of where and how and to what extent and all that sort of thing but do know that we

060Moeller I have a couple of comments about the goals of SEL and Cyd and the search Institute the partnering organizations there a couple of goals are to council students psychologically and to have closer personal relationships the problem is these goals are in direct conflict while the personal nature of psychotherapy will often make the patient want to have a personal relationship with the therapist it is not ethical for the therapist to comply the true therapist must not allow a personal relationship with the patient since they are unethical on several grounds in fact developing personal relationships with clients is pretty taboo across the professions and violates their code of ethics it is especially prohibited in Psychotherapy since it can be detrimental to the therapy so if public education is now trying to provide psychological counseling to students
061through their partnering organizations and programs there should be no personal relationships violating the most common professional code of ethics suggests an agenda that is not true therapy excuse me another reason this is a bad idea is because the teaching profession contains a high percent of pedophiles since pedophiles more often choose careers that put them in close contact with children School staffs naturally contain more pedophiles and sex offender stats prove it let's compare to Boy Scouts of America one of the institutions with an established high percent of pedophiles BSA had to deal with so many sex offense suits 92 000 they had to file bankruptcy from 75 to 84 231 Scout leaders were banned for sex abuse among 889 000 leaders that's 0.003 percent yet School educators are a higher category with an average of one

072good problem to have so immediately I contacted my friends at bcsc ifically Mr hack who connected me with Davina Harden Davina Harden and we were able to work it out such that several of the students instead of coming to our camp because we didn't have space we were able to refer to her and we were just delighted for that partnership to be able to do that one of the reasons we do this is because I don't feel that the black and by Russian youth in this community are as engaged as they could be experiencing all that they can experience the good news is that just this afternoon we were informed that two of the girls who was in that camp went to their school and asked to be on their robotics team so I'll call
073that I'll call that two starfish um the second thing I want to talk to you about is is um is the support that we received from both Charles Edwards and Dr boseman's team to help us with Transportation there's a program up in Indianapolis called the center for leadership development that they were able to support us on if they we had not had that support some of the students would not have been able to participate so I wanted to read for you a statement from one of the students who graduated in May that was able to attend that program he says I did not want to take part of this program when my mother told me about the program I begged her not to enroll me I had no doubt the leaders of the program and
074the program itself was great but I did not think it was for me because after all I knew I knew it all I was wrong the program was what I needed I must admit the first two weeks were challenging my instructor disciplined me and for forgetting my books later I matured and I found out the program really helped me I no longer sit in the back of the class I've invested more time in preparing myself and I now believe that I could be a great college student thank you Mr Grow good evening Eric grow I'm a bcsc parent I helped run the grow strong schools community group and I'm here with the Bartholomew County chapter of parents rights and education concerns of inappropriate content in our school libraries were brought to this body starting nearly
075two years ago parents came together and started combing catalogs examples were brought to these meetings sent in emails had in conversations but the issue was never addressed by the border admin we've since been compiling a running list of books with reviews ratings and locations within bcsc libraries some of the books on this list are fine but others are so bad it's abusive for an institution of authority to put them in front of kids some for hobbies pornographic content drawn out descriptive sex acts rape violence self-harm suicide normalizing abortion sensationalizing drugs and profanity that would make a sailor blush for example the book All American boys contains the word 39 times 79 times and was found in an elementary school the little black book for girls is a non-fiction that gives kids sexual instruction condones promiscuity
076gives tips on how to improve explains fisting and among many other things that clearly shouldn't be in our schools there are dozens maybe hundreds of inappropriate books and that's just what we've found we have to address that the issue around content in our libraries is bigger than just a book or two that slipped in by accident in our work we noticed inappropriate books have been disappearing from school catalogs while we are happy to see some of them go this raises more foundational concerns concerns of transparency in Candor many questions immediately pop up that our community should know what books were in our libraries and why were they taken out what criteria is being used to make the decision why is this being done quietly without addressing the issue there are many in our community that
077will object to this and we object too doing it the right way is more important while we get attacked as book banners it seems bcsc is more deserving of that label issues shouldn't be swept under the rug and not working through this has the potential to further fuel division amongst our community your community leaders this is not the transparency we've been asking for for the beginning and it's not the transparency that many of you sitting at that table have advocated for there was a restructuring of the board we tried to show some Grace by dropping this while everyone settled in but it's been two years it's two years tonight we ask for this issue to be addressed properly a place for Community discussion with the board like the community work sessions or subcommittee forums we've

083about inclusivity and book bands um my career is in information technology I am about 24 years ago got my start at St Peter's and then later went to Goodwill and one of the things I had to do is run internet filters and so I'm very aware of how futile some of the discussions about book bands are when 24 years ago we saw that as one of the founders of the internet pointed out the net sees censorship as damage and routes around it books get into North Korea books are going to get into the home books will get into the school parents will sometimes disagree on what's appropriate and what's not um so the the books that are there matter less than how the people how the children in the school feel how welcomed they feel
084how seen they are um one of the the hard things that I'm sure every parent has gone through is is the realization that you can't protect your children from the things in the world that you see is awful and for some parents those are those are words and some sometimes it's hate and it's it's disdain for who someone really is and the actions that we take as adults to say this is disgusting or these experiences or these lies are wrong or it shouldn't even be seen speak a lot more about who we value who is acceptable in society and who is worth less one of the tistics that that really disturbs me more than some of the words I heard lgbtq youth or three and a half times as likely to commit suicide three and

101for the support we've received within bcsc I can tell you firsthand that a child who's suffering from anxiety for any reason will struggle to learn their multiplication tables or parts of a sentence if they're able to at all despite the challenges that we've faced I have no doubt that my son is receiving a quality education and I'm grateful for the social emotional supports that he receives at school that are absolutely critical to his development these supports and a focus on his assets rather than his deficiencies have put him on the path to success I consider our principal Brett Finley his teachers this past year Delaney George his school counselor Alicia Thompson to be part of our team I know that they care about my child and are invested in his success academically and personally I

104expression of biodiversity in the image of God and creation I I was told growing up I was made in God's image and God maybe this way I didn't choose this for myself I didn't want this for myself for a long time I grew up in a straight Evangelical environment and I hated myself for so long and it wasn't until I got exposure to Media talking about queer issues that I finally began the process of accepting myself for who I am media talking about queer issues and the issues of our people is healing we deserve to know our history and what our ancestors went through to get us to this point the courage they had and just please keep these books talking about issues like these on the book shows queer people especially queer children like

106outside that's fine all right we will move on to the how part of the agenda today so again we've we switched up the way our agenda will alert look and so there is um consent agenda for approval of old business and then of new business what you're looking at is old business here Dr Roberts if you wouldn't mind taking us through this I sure will thanks Mrs Wilden and uh Mr Grimes another was on the school board agenda committee Jason whoever um correct us if we haven't quite got the agenda right but I think we've reordered this appropriately in terms of old business versus new business whisper with request for approval that was one of the items in that those recommendations for old business I would like to recommend your approval of the minutes of
107the regular school board meeting from July 17th that was our last regular one the Public Works session where we talked about policies on July 17th in the strategic planning session where we talked about facilities on July 31st additionally I would like to request approval of policy 32 20.01 a revision to the teacher appreciation Grant or tag policy Dr pleek brought that information to you uh last meeting and that is a policy that we have to approve and then submit to the Indiana Department of Education policy 6320 also a revision a purchase which that policies name or is called purchasing Dr Phillips brought a recommendation to you that was based upon some changes in legislation that gives us some more flexibility through the purchasing process so asking for your approval of those three items under old
108business take that back is that well you had indeed that is correct okay thank you yeah forwarding through uh volume 35 number one would be old business because it's something we looked at a couple of times thank you so on this one just a reminder in terms of um we had a volume of policies we have taken some of those out not asking for approval yet because there were still some conversations going on with some of those policies and we just had not gotten those revisions done in a timely enough manner for you to have time to review those and bring them back so in this group of policies we have I'm just going to go by the the uh title oath and then the next three or personal background checks references and mandatory reporting
109of convictions and substantiated child abuse and arrests there are three of those policies because that should be 41-21 that third one there because we have three different chapters three different groups of employees that that pertains to we have interscholastic Athletics we have a grievous procedure for violation of state law limiting participation of transgender girls and Athletics that was a state statute or code thing that was adopted last year driver education programs for highability students adjunct teachers and then also public hearing before commencement of collective bargaining and public meeting before ratification of tentative agreement those are requirements by Indiana code supplemental payments for teachers required ADM accounts for the purpose of State funding and verification of residency for membership travel payment and reimbursement volunteers personal background check contracted Services volunteers and personal background checks kind of
110tie back into those those background checks we have to do for people who are tied to the school in one way or another school calendar school day and transportation and then just talking back over Mr Schultz and I were having that conversation it is possible I believe to to consider um went the wrong way here but to consider the two policies that were covered under the public engagement subcommittee as old business if this board is ready to to approve those so I'm going to add those to it and if if you'd like to pull that out go make that motion to do so or just ask that they be pulled out but it seems like there actually has been enough Dialogue on those two tying it back to the school board agenda subcommittee work as
111well as the policy discussion you had in the other public meetings so I would I would include those two that we referenced earlier in this group of policies okay so do I have a motion from the board regarding old business items a through d I move that we approve the old business as presented by Dr Roberts with the addition of the policy in regards to public engagement in meetings all right second I think you have a first and second open for discussion Clarity on the motion that includes the changes in the bylaws process as well correct both policies not just the public participation correct okay any other discussion or questions okay so all those in favor of the Motions real quick I did have some questions I did talk to Dr Roberts I know you

113reading it correctly the virtual school day includes teacher directed synchronous instruction at least 50 percent of the school day and I does that happen currently that when we're on e-learning is 50 of its synchronous I'm going back to that policy just a second Mr down finding that one and reading three it took me a long time to find it in the packet then it also but then it says unless what's part two or a waiver is requested and granted yeah so so the policy has been written to um align with State Statute where a year ago it was indicated that we could only count up to three um days um of e-learning without being 50 anything uh over three if we were going to do e-learning we would have to have at least 50 okay
114okay so so our calendar we stayed at three um not not knowing for sure we could get quite to that 50 threshold in every class uh so we we're keeping the calendar as we have but this policy indicates if we would would have more than three and try to count as a day it has to be at least fifty percent thank you you're welcome any other questions okay so the motion and second was to approve old business items a through D with the addition of public engagement and meeting content that we reviewed earlier in the subcommittee all those in favor say aye all right all right oh there's a post thank you for that so that was our old business new business are those things we just have put in front of you for your
115consideration tonight so we have field trip and professional leaves school fundraisers and claims and payroll you see the claims for August the 7th about 1.8 million dollars that's today's date payroll for July 14th and July 28th about 5.3 million dollars and you see a note there in terms of what those payroll payrolls included which meant it had no bus contracts or nine-month employee wages so a little bit less than the normal and then we also have an Administration appointment to the bcsc Health Trust so the administration of bcsc just like the school board appoints somebody to the Health Trust the administration appoints somebody to and we're requesting that John Green uh be uh allowed to continue in that position John was a former assistant principal at Columbus North and now is going to be doing
116some uh safety Workforce as a school corporation we'd like to have John's um we would like to have John approved to continue that work I think that is all for yes that's all my new items so I move that we approve item four requests for new business approval ENT I have a second second thank you Mr Schultz any questions or comments regarding new business items e3h the question I had was about patents so p-a-t-i-n-s I noticed it's a lot of money it looked like it was more contract but I didn't I looked at their website didn't quite understand exactly what they did for us and if we were Contracting I didn't know if we were paying salaries for them or how all that worked because it was about 920 000. yeah that's a great question
117Mr major so Mr Phillips Dr Phillips good question Mr major the uh patins Grant is a state funded it's actually written into the budget every two years they're a self-sustaining Grant supported organization we simply serve as their Fiscal Agent and so basically the funds just passed through us and they fall under our umbrella yeah and then they serve the state the whole state of Indiana and they do pay us a fee for that service uh goes into the education fund helps supplement it thank you Dr Phillips any other questions so motion uh motion was made and seconded all those in favor of approving new business items e through H say I I oh there's a post thank you motion passes Dr Robert thank you requesting approval of the HR recommendations as presented this evening and

120one thing that I would ask to give feedback to the board we have a policy for getting inappropriate books out of the libraries and I would like to hear when people come to us about a book they don't like that they have started that policy and whether or not that policy is working to to get the form from the library and fill it out turn it in and and let us know if that policy works also teachers for the back to school adren were very thrilled to get back on the bus Thursday morning and be us outside and are excited for the new year and I know the dedication they have there I'd also like to thank Dr Roberts and Mr Burnett for the back to school video I think it definitely highlighted the fun
121of getting back into the groove of Education after a fun fun time at summer also commending those at the state championships that we just recognized in cross-country and Tennis similar to Mr Allen I want to you know commend the and I had a little Spiel here but I'm going to go ad-lib which is always dangerous but I we I like the passion I would just caution that we share a lot more in common than we differ and at the end of the day um if you recall I believe it was may we were in north and policies were the thing of their age and now we're we're working iron sharpens iron it's gonna work its way out and we're moving forward and we've got those policies moving and at the end of the day this
122is another similar situation where the Venn diagram has 85 to 90 percent overlap and really at the end of the day what we need is an outlet not a board meeting like this where everybody feels it's a one-way dialogue an outlet similar to the public subcommittees which I know many of you have attended and I encourage more if we do one because I think that's a little bit more conducive for the conversation we need to have to determine where that line is and again right is we got to be reminded this is out as an outcome of Indiana Legislation and removing protections for our professionals and where they're I 100 trust the professionals but again everybody's measuring to a standard and if the standard's not clear then that's where we're at risk and uh right
123now it appears based on history that I've seen there's disproportionate ways of applying that standard and that's where a risk lies and so I would encourage this board to form either the board itself or a committee they're in to establish a public subcommittee that would allow for the book topic to be brought and any other legislation induced topics that will come effective January 1 so that that could be the outlet and means in which the public gets its feedback in and feels like it's heard it has that conversation we can decide what is appropriate I have four children in elementary school I would be very concerned if they heard some of the words that were here today deeply concerned but again right as every child is different and especially although some books may come off
124harmless to others for some I mean I'm a parent of a foster children and those have taken on sexual trauma and there's things that known as secondary trauma and you can get secondary trauma through honestly some of the I mean some of the language that was just brought forth here and so I would caution a one-size-fits-all mentality I would always I would encourage this board I guess I'll wrap up on mad libbing too far I would I want to ask this board to formalize the committee on the library materials to establish a line and so at the end of the day the folks out there have an accountability factor to us that that's where the line is drawn and if so be it they want to change then there's elections that could do that thank

127to somebody in the audience my kids were exhausted this weekend and it was amazing okay so I appreciated the few days they had to get up early I got a sleep in um I'm sure the teachers felt the same way and I hope they're they're got some recovery this weekend to hit the full week first full week in stride and then um I I really appreciate Dr Bozeman the work that your team does on on all of these facility upgrades um you know it is important a kid has to feel like they can be set up for Success when they walk into some of our schools and see the resources that they have available to them so I think we're thoughtful about the work that that we do it also has to be a great
128way to draw in teachers and the right kind of teaching Talent so so anyway I'm I'm really excited to see some of those things come to life thanks for that Mr major yeah I want to thank everybody that's worked really hard to start this school year off right I know that there's been some bumps along the way with different things I have learned more about how Breakaway lanyards worked in the last week than I ever thought I would need to know and I have tested it and it does break away but my 17 year old did not appreciate me running the test on her so the it um it is hard to do a lot of this during the summer so I appreciate all the work you know again there's teachers there's AIDS there's Administration
129uh we we often don't highlight custodial and grounds Crews and bus drivers and all those that do the behind the scenes work cafeteria that do all the the behind the scenes work to get everything ready so I just wanted to show some appreciation for that and also for everybody that got things running quicker when things were found to be deficient um please all parents and students as well please be patient and give it a little bit of time it was just the first two days so we're on day three now so give them a little bit of time to get everything sorted out it was I did earlier that I did donate some money to Taylorsville Elementary School food pantry I will highlight that as if you have the opportunity to throw 10 or 20
130dollars their way something small they feed support around 410 families and around 1900 different individuals from that food pantry uh it's that's that's quite a few people that are not getting food as regularly as they should so uh I committed to donate my whole two thousand dollar salary so they got uh 442 dollars and 10 cents recently so a buck here too if everybody could do that we'll help them out a lot I wanted to thank everybody that spoke tonight on both sides I'm not going to agree with everybody on everything but it is very hard to stand at that Podium when you've not done it before and so I appreciate everybody that shared their life stories uh uh it's there's stories that are sad there's stories that are happy on both sides and I

132take the book that I read at The Forum that I felt that was very inappropriate it is very hard to read some of these things aloud and I put that through the test so at the beginning of the summer it had stopped with Dr Roberts we knew that there's laws that were coming out that were being updated and some of the things that we kind of left on the table to revisit have been mentioned by everybody but I'll just reiterate I think a committee will help I think looking at the public agenda and looking at or the meeting agenda and the public engagement committees it gave people the opportunity to speak and we were able to deliver improved processes if we have a conversation you all aren't going to agree so take the 95 percent
133of it you don't agree on and focus on the five percent that you do make a little bit at a time all right you're not going to get it all on either side just a little bit at a time I think the if we look at book ratings it gives the librarian something to go back to and say it's it meets these criteria if we have special sections of the library where a senior can go but a freshman can't I think things like that help we've even talked about from a technology perspective when you're when your child goes to check a book out that you may not see all right there's not all these people are not bad parents if their kids look at these books the kids are interested in something they're curious in
