001[Music] thank you [Music] okay if we're gonna get tonight's starter for those who are able if you would please stand and do the productive Allegiance with us of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all right hey we are missing Mr Bryant tonight but we still have a quorum so-called meeting to order first Dr Roberts if you wouldn't mind taking us through are who in life thank you Mrs Wilden so yes what we try to do before each meeting is just to reaffirm our mission vision and core values as a vision bcsc is the choice to learn work and play our mission is to develop expert Learners by partnering with our community to invest in our people core beliefs
002we all can rise to the challenge of high expectations learning is most effective and when we have Choice flexibility and see relevance we Thrive when our physical social and psychological needs are met our community and School District are stronger when we partner with one another we flourish because of the diversity and variability in our community and our democracy and Democratic institutions are strengthened by civic-minded citizens thank you thank you Dr Roberts welcome okay first on the agenda tonight we have our public hearing Dr Phillips thank you Mrs wielton uh this is I believe the third out of four meetings that we've had action taken on this 2023 Geo Bond uh tonight's additional appropriation hearing we had posted public notice of the hearing uh 10 days before tonight's meeting in adherence with Indiana code and this
003is a formality because the board approves an appropriation amount of tax supported funds for a calendar year if we need to spend funds in 2023 related to the issuance of this Bond we would have after your approval we would have the authority to do so I don't anticipate that we would have the need to spend any funds related to the issuance of this Bond during the year but it's a formality that we always go through when we do geo bonds any any comments from the public or discuss Dr Phillips just a reminder of the intent of any doubters from this mom would have spent in 2023 or not sure this is the 15.3 million dollar Geo bond to complete the renovation at Schmidt Elementary School thank you any public comments related to this tonight no
004thank you very much uh we will now move into our accommodations keyboard accommodations which I we can start down here go that way if you want so I don't I don't uh normally I've been pulling information from school principals but again since we're out of school right now I don't have anything from them but I do just have one real quick thing I just wanted to thank all the teachers teacher aides everyone that's out there that's working during the summer going to school themselves trying to learn something new that can help make next year a better year than this last year so I just wanted to thank everybody looking at self-improvement this summer and trying to grow uh I will recognize coach who so when you go home tonight and you go to your air-conditioned
005home I hope you think about coach shoaf and others from East with 25 kids in Brown County in tents tonight okay so there is um there's a lot of preparation that goes into keeping 25 kids happy and healthy intense at Brown County and I appreciate the work that goes in the cross country team cross country team yes uh I've got a handful half dozen here but they're quick first Commendation is actually to the State Board of Education for having fairly recently streamlined estate standards and if you ask the two or three teachers that are on the State Board of Education uh what they thought of them they thought probably they could have been streamlined more but it's certainly a step in the right direction secondly accommodations to Dr Parsons the new principal at Columbus East
006I don't know how I stumbled upon it because I am a big social media guy but somewhere I stumbled across a video that he did explaining and introducing the teaming concept at East it was very well done Jeff Norris done it I apologize I have not seen one from them yet third just commendations to all the elementary schools who have applied for purple star to apply to become purple star schools in in terms of uh [Music] some things that they have to do in order to recognize and acknowledge and in appreciation of military families in their schools fourth accommodations to the wellness committee I was able to attend with a couple dozen other teachers a a workshop here a few days ago on completing the stress cycle so I think that's excellent that the corporation
007offers such things to the teachers another accommodation for yet another opportunity for the for the kids at bcsc with Elementary cross country being introduced this year and then lastly even though um he just spoke and we'll we'll give the quarter two report here in a minute thanks to um Dr Phillips who's for always providing very clear concise well-explained Financial updates and then also congratulations to um who I don't know month Easter or so ago was Mr Phillips and is now Dr Phillips so congratulations to you Dr Phillips yeah and I'd like to give accommodations to bcsc Food Services and Taylorsville Elementary food pantry for providing food to our students over the summer especially in areas that most need it so good shout out I know that there have been a lot of work behind the
008scenes and yeah those bellies Don't Go full during the summer so they definitely could use the help and I appreciate that and um I would like to offer recommendations to Rhonda Laswell and other organizers and presenters for the upcoming udl conference at the end of this month I know a lot of work goes into that and piggyback on commendations to Dr Phillips I went to the isba workshop on school Finance because that's a big learning curve for me and he served on a panel there and and represented us very well okay okay I think next is School Board member reports and we will start with Mr Stenner sure thanks uh the public engagement subcommittee is continuing to meet the next planned session is Monday evening the 31st of July we'll meet here in the Terrace
009room at 6 PM that meeting is listed at the bottom of the agenda tonight and it is open to the public I think that thanks to Mr Allen and Mr Schultz we're nearing the end of our work and have found some great ways to improve public engagement at bcsc thank you to Mr stunner are there any other school board member reports they all know Logano Todd another slow pretty in the summer so yeah yeah and so as far as just general high-level reports Redevelopment commission but actually today so this is I could probably give a meeting update almost every couple of weeks if you've sat in them um a lot of discussion around tips and restructuring uh one thing that is um look it looked like when I was leaving they were voting yes to
010do which was a housing survey there hadn't been one done in the last 10 to 15 years so that'll be helpful for us especially moving forward talking about possible expansion of the schools nowhere and how many and all that right so the future plans for housing will be known sometime they're looking probably early spring and then uh that I mean as far as what they were voting on tonight as the high points I think we're none okay next item I believe is cabinet reports and several meetings ago we had approved funding for a high school restructured and I think we'll kick it off with Mr Edwards to give us an update on how that's going foreign I just wanted to give you a brief update on what's going on with the high school restructuring so
011on May 30th right after the end of the school year we held the secondary cohort Retreat so it was held here in the Terrace room and it was a full day so we worked from about nine o'clock until about three o'clock it was attended by most everyone that is associated with the teams at both Columbus East and Columbus North I think the biggest takeaway of the day came from the data sessions so the last time I gave an update I spent some time talking about the common sheet and we talked about uh the common sheet and concept and we talked about how powerful it was and how it pretty much is the driver of everything that the teams are going to do because it is a sheet of paper that gives us critical information about
012students on a week to week basis and having that critical information gives us the opportunity to make real-time interventions that keep them moving forward so in concept it's pretty powerful in execution it's a bit more difficult so on that day the technology team led by Mr Nick Williams spoke to us about how to query data out of our student information system in our student information system is vast and so there are several ways to query lots of information and so we looked at all of those ways and what happened on that day was teams were energized behind the idea of being able to get that information but they also had a lot of questions um and so what happened next Nick and his team reached out to Brownsburg because they have the same student information
013system that we do PowerSchool and so they were able to make some connections there and learn some things about how to take that information out and put it into the sheet and so Nick has been training everybody associated with the teams on how to do that so again it's a pretty important piece of paper because it's the driver of the whole thing so I think there have been two sessions is that correct Nick and then there are two more coming up this week so for a total of four opportunities for everybody to get trained on that on that data uh so some interesting things here the phone systems have been up to set up to accommodate the team so if you call the schools and press two for team 2027 press three for team 2025
014I mean it's pretty so things are starting to happen the school websites now reflect the presence of teams with each team having its own page that introduces the team members um and you heard just a second ago that each school has a video about teaming and the purpose of teaming and Mr Grimes yes North does have a video um and uh that was uh Josh Burnett helped with that video and it's very well done and I'm Mr Clark's not here but if he was I'd give him a pat on the back in the video there's a scene of him shooting a basket over his you know backward not looking at the at the hoop and it goes in and so I I called Josh I said Josh that's a great that's a great piece he
015said well believe it or not it was done in one take so when you see Mr Clark the backward shot that you'll see on the video he did that in one take so anyway those those videos talk about the teaming and the purpose of it each school has reconfigured where and how the offices are set up to reflect teaming so that all of the members are within proximity to each other so there's been a lot of moving around in the offices each school has been meeting regularly uh to borrow a phrase from selective they've been working on the work so they've been getting together during the summer um outside of contract time to work to make sure that teaming is going to go in a positive direction freshman orientation at North is set for August
0161st at nine o'clock and parent meetings are scheduled at Columbus East the ninth grade will be on July 31st and 6 p.m and then 10th through 12th grade August 9th at 6 pm so the next steps for us we will be setting up our regularly scheduled meeting so that there is a regular Cadence of accountability that is established so that's what's next for us are there other questions with those videos Charles the the easiest way to get them Josh you can be on this isn't social media through Facebook or is it on a website at this point um [Music] okay so websites YouTube bcsc Facebook there's a few different places to check this out [Music] I guess the only thing I have is it sound like you guys are pretty prepared is there anything that
017you can think of that you need our help with in any way shape or form to make sure this launch is a success yes patience we're going to make mistakes and we know it but we have spent a lot of time thinking about the ways that we need to be prepared so hopefully those are at a minimum but we are going to you know learn some things from our first week learn some things in our first month and continue to change direction until we're on course so just a little bit of patience but we'll we'll uh we'll get there um first of all I get excited anytime anyone mentions selecting so thank you for that um so I know that teachers aren't directly part of the teams but it's certainly going to impact what they
018do so um how is it how's it rolled out school-wide at the start of the school year well I don't know uh exactly how it's going to be rolled out from a teacher perspective and to to kind of talk about what you just talked about it's more of what teachers the support system that's going to be built in so I know that when I was teaching English uh grading you know 30 English papers in a night or two nights or whatever was arduous like it's uphill and then when you stop and think about you know now I have to you know call parents um and and and do and do that so that that was an added thing and then you know I have to follow up with the kid who hasn't necessarily done the
019work that he or she needs to do so that's an added piece so when you when you think about the team approach if I've got an academic coach who is handling uh students who aren't necessarily doing what they're supposed to be doing well you know we continue to talk about you know we we keep things on the plate but we never take things off the plate so all of a sudden that's something that can come off the plate now I imagine there are teachers who will still call home just because that's who they are and that's part of what they do but that part is going to be managed by some somebody else the the calls home to parents that that part is going to be managed by somebody else so it's more of an
020opportunity for teachers to spend more time in the art in craft of teaching and letting the team support in those other areas and and I assume when parents are contacted that the teacher would be informed of that I mean absolutely absolutely I I'm looking forward to this rollout Mr George what do you think a a good time to um you're not Miss Roberts or Mr Edwards first of all let me get that right uh what would be a good time to come back with a meaningful update I feel like you're going to need a little bit of time under your belt do you feel like mid-semester might be a good time to touch base again just on certainly at the nine weeks when you say mid-semester will know a lot um and probably mid-semester okay
021yeah okay okay we'll plan on another update then unless anything can't change is obviously don't be good timing because you'll have been through meetings with each of the teams and understand where students are after you know a quarter of being in our school system freshman brand new to the transition and the other was getting used to this new new way of keeping in touch with them can okay thank you thanks Mr okay Dr Phillips is back again good evening again uh tonight I'll share with you the quarter two Financial update and should be relatively succinct as most things are as we would expect at this point in the year financially um first from a revenue perspective and fund revenues are up about 6.3 percent it's about 2.6 million over last year that is the second
022consecutive row that we year in a row that we've been above six percent increase which is a testament to the increase in state support first of all from a per pupil tuition support standpoint and also our stable and slightly improving enrollment numbers continue to keep that that Revenue where we would expect it to be operations fund revenues up about 2.9 percent and operating referendum revenues are up 8.4 percent that one's mainly due to assessed value increases on the the rate that we Levy thank you from an expenditure standpoint we do see some big changes from last year there's a good reason for that primarily in our large operating funds you might remember last year I mentioned to you we had this strange year where we only had 12 pays in the first six months of
023the year and then had 14 and the second that evened back out this year we have 13 and 13 so there's an additional payroll in this this first part of the year compared to uh compared to last year so through the first two quarters of the Year salaries and benefits are up 11.7 percent over last year but 8.3 percentage points of that is due to the shift of a payroll forward into this first half of the year salaries and benefits are actually tracking just a little bit behind last year if you look at it from a payroll to payroll perspective from a payroll amount perspective but that's mostly due to just some slight changes in the number of open positions that we have particularly in the education fund side other expenditures and transfers to operations
024are as it would be expected at this point the year from an education fund standpoint fun side same thing you can see that salaries and benefits are up over the prior year um they're up 18 over the prior year um but eight percent of that again is more than 80 percent of that is due to the shift in that payroll yeah all of the other everything is within expected budget for calendar year 2023 the university expenditures outside of salaries and benefits from the operations fund are up and that's just because we ordered buses earlier than what we did last year and so we paid for those buses already in the second quarter and so it's well within budget as well operating referendum funds are as you would expect I noted at the end of the
025first quarter that we have more teachers who qualify for the retention increases and so we would expect that to be running a little bit hot and it continues to do so and then notice on the safety security line there we increased a significant amount over last year at this time that is also due to the shift in the bus payment timing because we purchased I think it's two and a half or three buses out of the operating referendum fund as well on the cash balances with tax anticipation warrants generally the variations here are due to the amount that we borrowed uh varying this year compared to last year so I won't spend a lot of time in these and just skip right to the when you pull out the tax anticipation warrants you can see
026the cash balances this year compared to compared to that last year at the same time education funded operations fund both down a little bit because there's an additional payroll in there I will point out that the health and dental big variants here at least from a positive standpoint health and dental is up that's also partially due to the payroll shifts because we pay ourselves essentially when there's a payroll we pay the Health Trust from each payroll but also we continue to see just milder increases in claims than what we had seen for for a good five year stretch there at the at the end of the last decade so I'll knock on wood as I point that out but generally things are as would be expected and within budget at this point in the year
027happy to answer any questions you might have Dr Phillips you don't need to go back but several slides there was a bucket of transfer from education Ops it's always flat it's always the same can you remind us all what that transfers for sure so each year when we do when we complete the budget in the fall one of the line items is transfers from education to operations and that's a result of the change in the state law when they said we're going to take all these expenditures that you used to spend from the education fund and put them in the operations fund the board approves a transfer amount at the beginning of the year and I do that each month at the end of the year we'll true that up so every month will look
028exactly the same until we get to the end of the year and I come back to you in January and ask for approval to do that final transfer amount once we see the actual expenditures that moved from the education to the operations fund and the categories that those expenditures are are spent on almost mostly custodial utilities and and property and liability insurance and then basically Dr pleek Dr Robertson my budgets are the the largest proportions of those there might be some very small other amounts but that makes up the vast majority of it what would be the impact from the state legislation pass if anything in here for the seven-ish percent I think incremental funding I don't know if that takes place until next calendar year and then also the textbook I know it was
029like a hundred and sixty dollars per child I'm assuming that's not going to cover all the costs or is there any vulnerabilities in here that we would expect from that Indiana Legislation that's came through good questions both the the budget year for the state because July through June and so we actually um today or actually could have been Friday received the distribution with the new per pupil amount starting July and so that runs through so this next quarter we'll see the impact of that on this report and it'll be reflected in collective bargaining with the teachers and so we look at that on the textbook amount we it is it is woefully inadequate I'll just point out the fact that we just spent approximately 2.5 million dollars on math adoption and we expect that 151
030or 160 dollars per student to Total about 1.6 million for us and so in right off the bat we're starting out about nine hundred thousand dollars in the hole from that perspective now we are making some adjustments we're going to delay next to your science adoption partially because of financial reasons but mainly because the state said we're working on new standards don't adopt anything right now and so that actually gives us a year to take a breath financially but we also were good through this first semester of this year and I do plan on bringing you something as part of the budget adoption this fall to address the deficit starting January 1. so if you were to take a ballpark like if it's 160 I think it was up roughly 160 per student if I
031recall yes like what's the actual cost per student just in my head just so I can north of 200 or um it's really hard for me to nail down all of them I can follow up with some more detail but um yeah it varies so much from a student who's taking High School classes that might have some AP courses in there compared to to an elementary an elementary student the 150 160 might have been okay for the elementary by itself perfect that's what I thought I wasn't sure so I appreciate it you're welcome dollar amount the Health Trust is is growing and what you mentioned which is good and does does the Health Trust committee do you do they entertain bids from various providers each year no we look at um there are certain things
032that we do on a schedule um we evaluate the third party administrator which is generally as a self-funded Health Trust we basically you have a handful of options it's Anthem United or a local option and we have been with Scio for a couple of decades now we evaluated often I can't tell you how many conversations we've had over the last five years about whether or not we should take it to bid and we usually ask our advisor to go out and Market test it and they come back to us and say you're probably gonna get the same or similar experience to what you are now thank you the experience we had last year with 12 pays and one half of the year and 14 pays in the other half I know that there are organizations
033that are impacted by the 27 pay a year issue maybe once every 10 or 15 years and I can't remember is that something that impacts us or if we got a way around it it is but it's way down the line before we have to revisit it again it caused all kinds of problems a few years ago when we addressed it last time but I think we have until 2027 I think before it rolls back around again for us thank you okay okay we have another round of policy updates do you care if I take a second just for this audience please talk through our Public Work session that happened just before this in case there are different people in attendance so um some people have seen we did post that we held a public
034work session from five to six today this is just in reaction to us as a new board figuring out how we work together and provide input and understand each other's perspectives on policies as they're ever changing so we don't make decisions there we don't vote there we just get an opportunity to talk about our perspectives as new policies come up Dr Roberts provides a list of the policies that we have niola revisions for we provide input on those that we have questions or comments on and then we prioritize those tonight and I think we made it through four so Dr Pleak was nice enough to take notes for us that input will be discussed by the end Administration and then a few of us will work with Dr Roberts on her visions that would then
035be provided to the board before our vote on on that grouping which I think will be on August 7th so for people who wanted to know what that meeting was that's what it is public is welcome to attend we don't necessarily have a portion of the time set aside for a public comment that can still happen here in the business meeting but it was our first go-around I think it was pretty successful was really helpful to get input from the team so just a little context there now Dr Robert thank you Mrs Wilden so we have a few different things happening here the first two bullets are in regards to First reading on some policies that just from a timing standpoint we needed to try to adjust but again just a first reading tonight no
036no vote revision to policy 6320 is there is will be a recommendation that policy is called purchasing and then revision to policy 32 20.01 which is teacher appreciation grants relatively small majors in each of those there was a dollar amount change in regards to purchasing agents syncing out price quotations and giving a range and in terms of where those dollars were in terms of when that need it would occur Dr Phillips you might want to take just a second to indicate we moved recommending we'll be recommending 150 000 moving to three hundred thousand dollars in terms of falling within that window of dollar amounts sure we we made a special request to add this one to this agenda Dr Bozeman and I the legislature changed this threshold only for schools um to have to go
037competitively bid projects increasing that threshold to 300 000 for us incredibly advantageous and they recognize the the dramatic increases in prices for for several items over the last handful of years I'll just give you one example you all approved I believe it was a a chiller for Northside uh just in the last handful of months if this threshold had been in place we could have just gone and purchased that Chiller had it installed with the specs that we use there's only basically one or two vendors that could have done it anyway but instead because we've had to competitively bid it we had to incur the cost of an architect and engineer go out and do the bids run them in the paper so it actually cost us more in that case this will allow us
038to if more efficiently meet our facility needs without having to unnecessarily competitively bid projects up to that three hundred thousand dollar Mark as opposed to 150 000. a quick question on that doctor you just mentioned the north The Chiller at North Side so and I think the policy reads a minimum obtaining a minimum of three beds what happens when there are not when you can't secure three bids as long as you show an effort to contact vendors and say here's our specs can you bid this uh not bid it but provide a a quote competitive quotes for that anywhere between 50 and the three hundred thousand dollar Mark then that suffices for the State Board accounts okay thank you Dr Phillips the second one first reading to that teacher appreciation Grant this is based upon
039a requirement by the state of Indiana the Indiana Department of Education has a due date for us to update this policy or not but we do have to provide them with a board approved policy annually and so there was an additional paragraph added in this one and it simply gives us a May provision to add some flexibility and statute allows this to potentially take some of that grant money and use it for a mentor program to teachers and so Dr palick any additional comment to how that could work now this is just more flexibility added to the policy and we have to submit it by September 15th and it is tied to the staff performance the previous year so we get the amount by December 5th from the state and then we have 20 days
040to execute and delineate the funds to teachers but this does allow the flexibility and so of course this cash stipend up to 10 for Teacher mentors and we'll get a good idea of our ADM account and look at that amount and see so up to 10 and um maybe we don't plan on going over that so it just adds more flexibility mentors are very important to that and this actually gives us so many we've not had before to be able to pay mentors a more respectable amount of the work that they do okay thank you Dr plate and then as Mrs Wilton indicated at our last meeting we did have a first reading on several policies from Neola and and were designated that as volume 35 number one and board members already have number two
041have been reading through those as well I'm just going to quickly go through the the names of those policies and it was a I appreciated the the board taking the initiative to have the meeting that they did at five o'clock today because it just gave them an opportunity to raise questions bounce those off of each other and for us to listen to those concerns and and have a chance to take it back and maybe do some do some revisions but by laws and policies with zero uh 131.1 oath which is the technical correction uh public participation at board meetings what we're doing there we'll have a recommendation uh in a little bit for some changes to the school board meeting agenda already that will start to um it includes some public participation pieces and then
042hopefully we'll have the policy aligned to that as we get through with everything personal background checks references mandatory reporting of certain convictions and and abuses shout out substantial shot abuse and arrests and just a quick note you see three policies there a reminder to those who've been paying attention to that we have administrator policy we have certified staff policy in terms of of individuals covered under our collective bargaining agreement and then support staff so oftentimes we'll have a policy that actually ends up in three different chapters interscholastic Athletics uh was we have some recommendations there and there is some some pieces that are tied to transgender girls on athletic teams for sports that was a very specific piece of legislation that came out last year and it was a grievous procedure for violation of that
0432432 driver education in case we have that particular program programs for high ability students adjunct teachers just another way to flexibly or gives us additional flexibility to add teachers to our staff public hearings before the commencement of public or collective bargaining and a public meeting before ratification supplemental payments for teachers the way that we go about doing that the reporting of student progress is that written reports is that parent-teacher conferences Etc suspension and expulsion of students and just what that policy looks like and the reasons that students might be suspended or expelled required ADM accounts this is a process in terms of us being able to count the number of students enrolled and then that drives or generates our tuition reimbursement travel payment and reimbursement for individuals that receive that policy on volunteers and how
044we screen volunteers our system and that was a continuation just that recommendation and then a personal background checks similar to other background checks we do for employees is what do we do for those who are providing Services through contract with us since they're going to be on school grounds school calendar just mentioned some things there based upon changes in legislation a school day it defines that school safety talks about the process we go through to ensure safety in our school system and then a wellness policy being reviewed that covers everything from Food Service to physical education to things that are done in the classroom Transportation changes and gives a definition of appropriate Vehicles besides buses that can be used for transportation I think that is it so you see a long list there are board
045members have been reviewing and asking questions about and again have the opportunity tonight to talk through some policies and we'll take the questions and the information they provided and make some revisions and get that back out to them in a pretty quick period of time because our next board meeting is three weeks right so we want to make sure that they've had a chance to digest that and ask any other questions and we'll make that those revisions public as well thank you any questions for the board before okay all right we are on to public comments we have Mr niamoller who has provided a Columbus address so thank you very much for that and if you wouldn't mind just when you get up to the microphone let us know the topic you'd like to cover
046a little bit context please thank you foreign hello yeah here we are uh yeah about policy um I went online looked into some of your policies and uh I found maybe some inconsistencies so I'll just go through those um policy number 2464 um I think it's one of the program for high ability students and uh under the heading is under that program is the heading the plan must include the following components and there are several items uh drawing your attention to Item B and I think I've got this accurate the plan must include a student identification systems multi-faceted assessments to ensure students are not identified by traditional assessments due to underachievement are included now the way I translate that is uh the program for high ability students must include some low ability students to me
047that that seems inconsistent the program's name if if that's the program's name seems deceptive if I'm reading that right and it doesn't appear to be based on ability it's based on something else entirely now moving on to item f the plan must increase the number of participants in high ability student programs who are from racial and ethnic groups that have been underrepresented in those programs okay if selecting High ability students is based on race it is not based on ability again the name of the program seems deceptive furthermore selection based on race is racism you can't favor One race without discriminating against another furthermore it's the kind of affirmative action racism that the Supreme Court of the United States just ruled unconstitutional so you might want to check with Neola about this recent very recent
048legal change um furthermore finally you already have an anti-racism policy in number 1662 under anti-race harassment so there appears to be a situation where you have one policy that violates another contradicts another just my opinion thank you bingo thank you Mr Mueller I don't think we've ever had anybody that perfectly on time before here okay Dr Roberts items for approval tonight yeah let me get to my pages here have quite a few items for you and so we'll run through those in terms of what we're asking for approval for this evening first of all minutes of the board meeting from June 12th and then you also had an executive session on July 10th the consultant in just reviewing governance and those kinds of things supplemental contracts always have a list of those for you quite
049a bit this year or this particular time claims in payroll we have the claims for July 17th of a little over 3 of 3.7 and a half million dollars pre-runs for June 1st through June 30th so the entire month of June total almost 16 million dollars and then from a payroll standpoint over 5.6 million dollars in some detail there in terms of the dates that that covered and reasons as to why some of those things were happening so for example the June 16th payroll was only a two-day pay for nine month employees due to the end of the school year whereas the June 30th payroll was the first summer one with no bus contracts or nine-month employee wages so just some variations there perhaps versus a typical payroll additionally they were asking for approval of
050the three-year calendar for 2024 through 2027. Dr Philippe presented that to you at our last meeting as a first reading we have a resolution for Indiana purple star school designations you receive some information in your packets about that it isn't through the Indiana Department of Education schools apply for that designation designation and they need an approved resolution from you in order to be able to upload that and have permission to seek that and that resolution indicates the kinds of things that they're going to do as a commitment to honoring the the military families that are in our community and in our schools we are asking you to adopt the final Bond resolution the hearing that we had at the beginning of the meeting from Dr Phillips is in regards to that just in case some
051of those Appropriations need to be spent on in this case Schmidt Elementary School we also ask for you to adopt the recommendation of the school board agenda subcommittee Mr Grimes represented that group at our last meeting but Mr major Mr Bryant also a part of that team and they had some specific recommendations one of those about public participation as I indicated earlier approval of an HVAC project change order from Dr Bozeman permission to expend donations received for Columbus North Athletic program so the Columbus North Athletic program actually received a significant donation and is just asking for the ability to deposit that money and to start spending it for for the needs that arise within the athletic programs and then permission to dispose of laptops and desktops we have a number of laptops or desktops that
052might be recycled or or utilized in different ways maybe a classroom is going to use them and take them apart or or something like that and so we're going to take them out of our service and then put them at other places and so asking for permission to do that I think Mr William Mr Williams had some specific information even included in the in the engine item that went out to you I believe that is it so those are the items that I have for this evening would gladly take any get Dr Roberts you're welcome okay do I have a motion I'd love to have a motion do I have a motion to approve items a through J is presented tonight I move that we approve I uh number three items a through hell Jay
053oh my God I'm sorry sorry a through a through J uh as presented by Dr Roberts thank you Mr Craig let's drive a second second thank you Logan okay and I wrote on the top of my paper motion and then discussion because I forget that step every time it is open for discussion so tonight the only question I have only one um is I didn't see anything maybe I overlooked it in the board packet about the Columbus North Athletic program donation I just wanted to kind of get an idea as to what what that was and how it would be used other than that I think everything yeah we don't have a lot of the specifics and terms or at least a person doesn't hasn't necessarily given all the information to come through but uh
054the athletic department we did ask about how that might be used and Mr Lewis gave us some information in terms of uh the day-to-day operating cut operating costs as well as uniform Replacements which when they do that is always a very very large expense and then some equipment repair and updates those are the three things that they were looking to designate the money for any other questions comments I have one for Dr pleake okay I would be remiss if I didn't ask this question so apparently by chance by happenstance our spring break has aligned with IU's the last several years and a concerned parent friend has said it no longer aligns with IUS which is difficult for their family and so can you just remind um remind me our our factors in determining the spring
055break week that we that we've identified in that calendar and looking at that we did not consult other universities calendars I can tell you that but we did not make a change this is an alignment of the previous year Spring Breaks with that so those were the factors that was given and also looking at the quarters to try to get the balance of days and quarters yep okay okay thank you and uh and then I was I was going to ask Mr Grahams to just remind us all the high points of the school board agenda subcommittee because our intent if we vote this in tonight would be to change our agenda format for August 7th just so we all are reminded of what that would look like so just a handful of highlights that our
056subcommittee has proposed one being the the frequency of some Cabinet member reports Maybe slightly being altered with Elementary secondary title and special ed giving quarterly reports and one that I'm sure Dr Roberts is thrilled about Dr Roberts altering a state of the corporation on a yearly basis at a school board meeting somewhere near the end of the year our our consent agenda that we are voting on right now to be divided into Old unfinished business and new business um under Dr pleek's HR recommendations giving a having her give us a little summary on what it is we're voting on in terms of resignations new positions um retirement notices those sorts of things and then also a quick head count on where the corporation is currently in terms of open positions eliminating the section that ironically
057enough that I've always been so fond of board commendations and just to get rid of that transition and any accommodations that board members have be placed at board input review at the end and then lastly and arguably the biggest change being to public comment to now include any topic and and speakers not be limited to Simply agenda item and so that's kind of a quick synopsis of what we're voting on Mr Gramps okay so I have a motion I have a second to approve item three a through J all those in favor please say aye aye oh there's a post okay passes seven zero very good thank you zero six of us here thank you okay Dr Blake I request approval of the human resource recommendations as presented and as presented this evening you have
058it for you 13 requests for appointments 10 exits and one leave of absent out and just to give you a clarification there on YouTube Orient teacher orientation is Monday and so far we have 57 new teachers that will be joining us wow that leaves us with current seven openings to start the school year wow that's awesome thank you Dr please thank you you have a motion to approve HR resources recommendations I move that we approve the human resources recommendations as presented by Dr pleek second thank you Mr grams thank you Mr major any discussion no okay all those in favor please say aye aye oh there's a post question carries thank you okay board input and review I just like to start on one end I think I did that one now and I'll go
059back to this site again Mr major you go first yeah I I think for me the most important thing tonight that we did was um e the resolution for the purple star school oh Mr Williams and I both probably enjoyed the very moving Veterans Day program at Richards which we attended I didn't go to other elementary schools because I had a kid at Richards so but I can tell you that there was always tears and eyes for good reasons remembering family and friends that uh maybe were had passed away long ago like a grandparent or um you know a mom or a dad that might be overseas right now and so I think those having that preserved in our schools so that people can reflect on that get a chance to celebrate the their their
060ancestry in whatever way it may be I think that's very important and it's uh it gives a good nod to those who are willing to fight for us so thank you Mr stone I'd like to express appreciation to uh members of the board and members of the cabinet that help pull together the policy review Public Work session that we had at five this evening I think that was great and I look forward to more opportunities for conversations like that Instagrams I would just like to say thanks to the members of the public the stakeholders that were able to attend our Public Work session earlier and we're in attendance at this evening's meeting and to the gentleman who spoke here this evening thank you foreign so we're under an hour but one of the focuses I
061want to talk about was the thanks to this board I've been here now six months I believe roughly and I think we're making this stride so where we're going to streamline these policies through and we're going to be able to function and get get moving and moving it all forward and I just want to say thank you to Mr Center for chairing the public engagement I think we've all came and open eyes and understandings and I think we've drawn solutions that are representative of the community so I just want to say appreciate that and to the administration for hosting that public working session on policies so I want to Echo that that the public work session I thought was very valuable time I appreciate the people from the public that came but I also appreciate
062the conversation we were able to have the other thing is I mentioned this last time but I don't know if I had a date I will mention it again the council for Youth Development is having a developmental relationships Workshop six to eight on August 30th it is free open to the public and also open to school board members it's not again Daniel August 30th it's at the Learning Center and it's a great opportunity for us to see how our teachers and staff are being trained about developmental relationships awesome thank you if I'm back from the Appalachian Trail by then I plan to go very good [Laughter] um we do have yep strategic planning session here July 28th on next so that's next Friday at 9 00 A.M the public engagement subcommittee July 31st 6 p.m
063and then our next regular school board meeting will be on August 7th at 6 30 in this room and school starts on August 3rd third yes it's almost there two and a half we're almost there just a quick note the strategic planning session that basically the time is going to be spent on facilities and we hope we of course are spending some time and money on two specific buildings right now but we have other needs and we just want to make sure that's all out in the public and you you have a chance to talk about those and figure out some strategy moving forward very good with that oh meeting you Jordan thank you everyone [Music] thank you
