001foreign just so I can get Josh to his place okay I have 6 30 on the dot we're gonna go ahead and get started tonight um for those that are able if you wouldn't mind standing and joining me for the Pledge of Allegiance the United States of America to the Republic for which it stands one nation under God of liberty and justice for all right okay all seven board members are present so we have a determination of quorum meeting called the order Dr Roberts if you wouldn't mind taking us through the whole way certainly Miss Wilson thank you so just as we move into the business of tonight's meeting would like to affirm the corporation's vision mission and core beliefs as you see on the screen in front of you the vision for our Corporation

002is to be the choice to learn work and play our mission as a corporation to develop expert Learners by partnering with our community to invest in people and then the six core beliefs that we share we all can rise to the challenge of high expectations learning is most effective when we have Choice flexibility and see relevance we Thrive with our physical social and psychological needs are met our community and School District are stronger when we partner with one another we flourish because of the diversity and variability in our community and our democracy and Democratic institutions are strengthened by civic-minded citizens I'll take this one too Mrs little this is fun stuff here we have a special student to recognize this evening I'm going to take just a moment and make sure everybody here understands the

003national champion award uh that we received here our our student received here from Columbus North High School so first of all poetry out loud is a program a national program that starts at the classroom or School a local level with an area organization as students memorize and recite poems they select from the anthology of more than 1200 classic and contemporary poems winners then may advance to a regional and or state competition and ultimately to the national finals which are held in Washington D.C since the program began in 2005 so approaching 20 years more than 4.3 million students and 76 000 teachers from 19 000 schools and organizations Across the Nation have participated in poetry out loud for this year's competition we were very are very excited to welcome this year's National Champion to tonight's June

004school board meeting so a junior at Columbus North High School is the 2023 poetry out loud National Champion striped recited poems by Emily jungman Yoon Emma Lazarus and Garrett hungo after doing so so she was named Champion during the national finals which took place in April in Washington D.C and as National Champion she received a prize of twenty thousand dollars so congratulations that's like a real National Champion when you get something like that we're so proud of shrupita and her family thanks Mom for being here today and we wanted to give sripada the chance to address us and also to recite the national championship of home so stupid I'm going to turn things over to to you can you can everyone hear me does this sound okay okay so first of all thank you so

005much for giving me this opportunity I'm really grateful to the teachers and everyone that I've met in the school district who have supported me um so I can you know have the confidence to do competitions like these um so I just wanted to share two of the poems that I read for the competition and one of the pieces is by Garrett hongo it's a contemporary piece written in about the 90s where this poet he witnessed this tragic scene right in front of his eyes and he creates this really emotional piece about it so um I hope this is like audible to everyone but this is the legend by Garrett hongo in Chicago it is snowing Softly and a man has just done his wash for the week he steps into the Twilight of early evening

006carrying a wrinkled shopping bag full of neatly folded clothes and for a moment enjoys the feel of warm laundry and crinkled paper flannel like against his gloveless hands there's a Rembrandt glow on his face a triangle of orange and the hollow of his cheek as a last flash of sunset blazes the storefronts and lit Windows of the street he's Asian Ty or Vietnamese and very skinny dressed as one of the poor in rumpled suit pants and a plaid Mackinaw dingy and large he negotiates this lick of ice on the sidewalk by his car opens the fair Lanes back door leans to place the laundry in for an instant towards the flurry of footsteps and cries of pedestrians as a boy that's all he was Backs from the corner Package Store shooting a pistol firing it

007once at the dumbfounded man who Falls forward grabbing at his chest a few sounds escaped from his mouth a babbling no one understands as people surround him bewildered at his Beach the noises he makes or nothing to them the boy has gone lost in the light array of foot traffic dabbling the snow with fresh Prince tonight I read about Descartes Grand courage to doubt everything except his own miraculous existence and I feel so distinct from the wounded man lying on the concrete I am shamed with the night sky cover him as he dies let the Weaver girl cross the bridge of Heaven and take up his cold hands foreign I hope that wasn't too much of a downer before we get this meeting started but I just think that poetry is a really incredible powerful

008tool that we can use to address some of the harder stuff that it's hard to express in statistics or numbers some of the more emotional experiences of I think being human are better expressed through poetry and with that I just wanted to share one more piece it's much shorter and I think it it's it has a different vibe to it as well so The New Colossus by Emma Lazarus not like the Brazen giant of Greek Fame with conquering limbs astride from land to land here at our sea washed Sunset Gates shall stand a mighty woman with a torch whose flame is the imprisoned lightning and her name mother of exiles from her Beacon hand Glow's World Wide welcome her mild eyes command the airbridged harbor that Twin Cities frame Heap ancient lands your story pomp

009cries she with Silent Lips give me your tired you're poor your huddled masses yearning to breathe free The Wretched refuse of your teeming Shore send these the homeless Tempest tossed to me I lift my lamp beside the golden door all right thank you great job foreign congratulations mom next on the agenda we have board accommodations I like to start on ends and Dale is first you have anything okay I would just I just had a couple um one was I wanted to thank Dr Bozeman and Greg Ferguson for hosting us over at Parkside to see the new Renovations and what's to come for that school over the next year and then the other accommodation to call out is Catherine Wilson who just won the state championship for Columbus North High School in singles tennis and

010then finally our facilities and transportation team for building Readiness and bus Readiness over this tight timeline for the summer uh congratulations to the 82 High School uh students who recently received the governor's work ethic certificate in addition the 120 junior high students who earned the work ethics certificate from the Columbus Area Chamber of Commerce also the 222 elementary students receiving the mayor's work ethic certificate in addition to what Logan just mentioned another recent state champ from Columbus North the girls 4 by 800 Relay Team two years ago with were third last year was second and this year state champion and then also accommodations to to Dr Pleak and human resources on the employee Employee Engagement surveys I'm not certain but I would doubt that very many corporations ask for input from staff like this Corporation

011does and uh hope that participation continues to rise in those surveys and positive results come about from discussion in regards to the survey responses so thank you for that shrimp I'd also like to thank Dr Bozeman and the people at Parkside it's um awkward to show the messy middle of projects but they did a really great job and I know all of the Parkside teachers and staff have had to work around things and it seems like they've done a nice job doing that so appreciate that thank you good Commendation system yeah so during the school year I normally would send a note out to principals asking for academic athletic and then staff level recognition but being the school's out I did not do that so what I wanted to do is I wanted to thank

012all of the teachers staff support personnel and administration for the work they did in the last school year finishing the school year successfully and also wish to all of those that have graduated and moved on to the next chapter in their life the best of luck and hope that they've learned a lot from kindergarten through being a senior in high school and that they're going to go out into the world and be good citizens so thank you to all of them thank you to all the teachers and staff and administration and again enjoy your summer my family she goes to Columbus North and East and new tech reference to their graduation group thank you to Mr Bryant okay next we will move on to school board member reports we had two particular items we wanted

013to go through I'll ask the team if there are any additional reports maybe until we get to those do any others yeah so the cicc meeting occurred on May 10th uh we covered PD days for the following school year um Mr Edwards went through the high school's teams model and how the prosgros is already making to organize those teams and get ready for the next year Dr Bozeman presented the potential renovation plans across the district that will be discussed further in our strategic planning meeting Dr Roberts also brought up along with cea leadership the Indiana Legislation and the impact that we will have on policy changes as we consider policies to make sure that we're in adherence with Indiana Legislation and then finally we discussed the three-year calendar I won't steal Dr fleek's Thunder but

014I'm very happy to see some changes of giving some more time around the major major breaks and we've had some subsequent cea and administrative meetings on May 24th and June 7th which led to it I'd say expedited process to get this before us so I think that's great to go ahead and so people can plan their fall break 2024 holidays so yeah since our last meeting I met with high ability bcsc High ability team and they it's actually actually coming up in our new set of policies what the state now requires and bcsc is ahead of the curve in terms of getting a five five part program together to send to the state so kudos to Gale Coors and her team for doing that and last week I met with the council for Youth Development

015their open meeting for June two highlights that I want to point out there one is they started meeting with the new student leaders for next year which are which next year will be sophomores Juniors and seniors at all Bartholomew County high schools including east north and CSA new tech and and I really admire them for their goal is how with the help of counselors and others in the school pick people who have leadership potential who aren't currently in leadership positions to really build new leaders which and think is a great program the second thing that I want to point out from that meeting is that the council for Youth Development and I believe it's along with foundation for youth but they have created an online training to go along with and to complement developmental assets

016and developmental relationships I don't know if our teachers yet are making use of that but it would be a great way to to get professional development hours for teachers to renew their license just a couple quick things one from the school Foundation the 2022 impact report is out and available highlights a lot of the good things that the school Foundation did for for students and teachers over the course of the year the high school student scholarships donors choose how it impacts kids in the classroom from lightning grants Harlem Wizards cookies with Santa all the different programming is highlighted and the 2023 annual campaign is underway emails and letters have been sent out and anyone out there that would like to consider giving to the school Foundation as bcsf stars.org and from the legislative side of

017things I don't know if this is a good thing but I will serve on the school Indiana school board association's Awards committee for region 10 where in a couple months we'll be selecting the school board outstanding educator of the year for Indiana and a school board member from the state of Indiana for outstanding boardsmanship and the Indiana school boards Association has just released their 2023 digest of new laws there are 48 new laws impacting K-12 education in in Indiana in one way shape or form and those new laws take effect July 1 coming up here thank you Mr Grims there was a county Redevelopment Commission meeting recently where minutes were passed and there was a resolution to keep collected taxes from the Tiff areas accumulating until such time they've accumulated enough wealth to do a

018project with it so I've got two committees to report on the business advisory committee met I spent the majority of the meeting time discussing the Health Science pathway introduction of the project to members of the community lots of good feedback from the folks that attend the business advisory committee I believe most board members in in one committee or another have been exposed to the idea of multiple Pathways and the newest of which may be the health science pathway um beginning to get feedback and incorporate incorporating that into the plans the business advisory committee meeting was also at the conclusion a lot of recognition for Mr Bill Jensen who is retiring and it was his last business advisory committee meeting there were lots of kudos to him for implementing that idea and keeping with it for

019all these years the districting and Facilities committee met on May 18th also talked about the health science pathway at bcsc talked about growth in the community and then compared that projected growth future growth against our own estimates as well as limitations at existing schools and District Lines we also spent a portion of the meeting hearing from and then thanking Mandy Keel from the cea who has met with I believe every interested teacher Elementary School teacher across the district about buildings and facilities and what they would like to see in the future so lots of good valuable information for the committee to work with thanks to Mandy Keel from the CDA yeah so City Redevelopment met again we meet pretty much a couple times a month so you'll hear something probably from every month nothing's really

020changed from the last time there's still a lot of stuff happening downtown if you notice as you get close to the jail I think it's Second Street right there that uh the apartments look like they're coming along very well they hope to have some of those available this year I think a number might have been 50. if I remember right they do have a couple of new things that I hope to be able to talk about a little bit more in the future that are being discussed right now so hopefully I can have more to share on that later but right now it's things are going pretty well so thank you different okay so we will move on to our subcommittee member subcommittee reports Mr Grimes you get to go first um so yeah speaking

021on behalf of uh the board members that were that were members of the meeting agenda subcommittee that would be Mr Bryant Mr major and myself uh we met three we had three monthly meetings uh February and March where it just happened to be the three of us and then our last meeting in April we did have some community members uh present Who provided some valuable input so I will kind of do the cliffs notes version here of our proposed uh what our future meeting agendas will look like and I'll just go through the uh the proposed changes um in the section of our agenda that includes public hearing special approvals recognitions and presentations we keep everything as is with the slight modification to the presentation portion where we would limit it and most of the

022house say that most of our changes were motivate motivated by reasons to to have fewer transitions in the meeting and and just kind of to streamline things um so the the modification to presentations no more than two for any meeting and and limited to 10 to 12 minutes per presentation another suggestion or another proposal that we are making and I know this sounds strange coming particularly from me board commendations we propose to eliminate that section of the agenda I know I was the one that used to be very long-winded during those and uh I'll come back to why we propose to eliminate that in a little bit under cabinet reports just some slight modifications in the number of times that we would hear from certain Cabinet member members per year and then the biggie would

023be with public comments and I'm not sure I don't want to step on Mr stenner's toes here but uh some of our recommendations for public comment the biggest one being allowing members of the public to speak on any topic and not just be limited to those items on the agenda with first priority given to those people that sign up to talk about and posted agenda item the 45 minute time limit will continue three minutes we'll continue where as extensions can be added by through the discretion of the board president and then some some columns being added to the sign up sheet and some dialogue about um What bcsc official has have prior to coming to the meeting to speak what if any bcsc official have you had previously talked to and then uh and then

024an individual link to the school corporation as well um under how we will We propose to divide the consent agenda um into old or unfinished business and and new business with a vote to be taken on each accordingly and we just found that that that's pretty common practice across many school boards across the state and then for board input review at the end that is where we will keep the set you know keep things the same but anybody who any board member that had commendations since we are proposing that that segment be struck or eliminated that's when accommodations could be put in at the end as as individual board members provide their input and review and I believe that's a fairly quick summary and Mr Grimes were we still looking at maybe doing like the

025traveling Roadshow where we go out to some of the different schools too well and I don't and I guess to speak to that um perhaps I tried to just kind of keep this to the actual meeting the structure of the agenda questions or input for the subcommittee the rest of the team no okay all right so this is considered a first reading so we have time to digest what we've seen I know Mr Grimes did send this out a couple days ahead but and then we will come back um I believe next month next meeting rather and and actually motion or vote okay all right Mr Stenner would you like to give an update on your subcommittee sure I would say that our sub first off our subcommittee's work is a little bit more fluid

026than Mr Grimes I thank Mr Schultz and Mr Nowlin members of the subcommittee I think we're doing good work we are not at the point yet where we're ready to make a proposal in terms of public engagement I think what we're hoping to develop and time will tell but I think that what we want is a framework that would allow for us to maximize public engagement for the board to help the board make informed decisions that will look at a variety of tools and techniques that will be based on the issue at hand board and the administration will have the opportunity to choose any of a number of means of public engagement based on the topic and what would be appropriate for the topic so that's my update Mr Schultz and Mr now and may

027have additional points that I've forgotten I would say Mr Grimes I think that we provided some comments on the school board agenda and there was that one intersection that the two subcommittees share which is public comment during the board meeting that is a form of public engagement it's not foreign well it's it's not going to be the only form of public engagement that we'll try to use we recognize that that's uh where the two subcommittees where their work might intersect thank you any questions or comments for public engagement team well so I don't I don't know how this process works but what we actually have in the board packet then is our proposal for policy number 167.3 um which which is in the packet of new policies that we got to look over for tonight

028and we are actually correct me if I'm wrong Mr Center but we're proposing that this would be the 167.3 policy rather than the one that's in the in the packet that we got I mean there are changes to it from what's in the package I believe I believe the one that's in our packet represents the asks from Neola for legal citation and changes on the agenda Okay so we've already Incorporated that into the proposed okay okay I understood and and just to summarize for folks that are maybe they can get to see these documents ahead and just to follow along the main changes are are just what Mr Grime summarized um 45 minutes these same three minutes stays the same all of that stays the same a couple of changes on the blue sheet and

029it doesn't have to be an agenda item um but priority will be given if we if we reach the 15 people to those who are Beyond agenda items so those are some of the highlights okay very good thank you for clarifying that Mr Hill so further clarification purposes just affirming that we would be looking at from the public engagement subcommittee and I guess combined with the school board agenda sub committee for that topic that goes between or is Crawford cross-referenced by both would be a first reading of that policy through this meeting is it next month or next meeting okay all right so we'll vote on board agenda next meeting and we will see more of a formal um summary or proposal from public engagement perfect okay cabinet reports Mr Phillips good evening this is

030uh the bi-annual report of the extracurricular counts at the building level um receipts succeeded expenditures by just under six percent during this last semester I'm happy to report that I think about 16 000 of that was a result of the Investments that we did for the first time in a number of years using extracurricular accounts during the last semester and then you also see the amount of money that we have invested for this semester so every school of the one decided let's do that again and continue to make money off of our money during this next semester happy to take any questions if you have any at all any questions so the Investments is that what they chose to put into that fund to collect the interests essentially it is the um the title of

031that second column is incorrect it wasn't January 1 it was more more like March okay but yeah that's the amount that is currently invested this semester and we'll actually go through close to the end of the year the treasury we purchased was mature right at the end of December right before Christmas and they we would expect to gain about 38 000 during that time any other questions Mr Phillips how'd you do that Chad nicely done okay uh next I believe we have first reading of our next batches of yes Dr Roberts so as we Wade through um now months of of work through policies and Look Backwards at legislative changes that even occurred last year that were attempting to work on and as I think it was Mr Grimes it referenced this legislative session that

032had 48 new bills passed that will impact public school education and we will look forward I guess to some recommendations for policy changes there because each of those will affect us in one way or another this particular batch many pages long I appreciate your all digging into that and taking a look I am just going to hit the highlights of each of them again a first reading here we'll make sure those are out the Valley can be reviewed and commented on and some of you are starting to do that um the first one from 131.1 bylaws and policies those revisions there just clarify that when a vote to adopt a man repeal or suspended by a law or policy board members may be considered present for such a vote in any manner authorized by law

033there's been a back and forth on that in terms of being here present or in in person or physically versus virtually but there is some authorization to to allow for virtual too as long as you can be seen and heard my recommendation will be to adopt the revised policy to comply with the current state law again these are just the first reading to to work through them um going the wrong way uh policy 142.2 is oath of office which is just a technical correction so this policy has been revised to remove a rescinded codified provision so Additionally the IC uh Indiana code legal citations have been moved moved to the legal citation section of the bylaw and away from the body of the text so it's more in the typical location if you're looking for

034each of our policies and where the citations are there are some grammatical changes made so my recommendation is to adopt that edited policy public participation at board meetings I think this one is the one that was just referenced so I'm going to move through that this was um electing some number of minutes and so forth but I think we dove into a little bit more deeply with the conversations that were held by the public engagement subcommittee and the school board agenda soap committee uh 15 21 31 21 4121 is a reminder that there are some policies when they specifically uh impact um staff members that they'll end up in three different chapters of our policies we have administrators we have certified staff which are typically individuals covered under the collective bargaining agreement and we have

035classified staff members or support staff so in this particular case we jump into personal background checks references mandatory reporting of convictions and substantiated child abuse and arrests this policy being revised reflect changes made in Sea 115 to Indiana code which is listed there which prohibits the corporation from continuing the employment of Contracting with or continuing to contract with a person that's been convicted of an offense requiring license revocation unless the conviction has been reversed vacated or set aside on appeal it does add the offense of public indecency to the list of offenses which may be considered as a grounds to not employed not to not contract with or to terminate and finally it does reflect changes made from the um legislation to Indiana code regarding the offenses for which the idoe shall permanently revoke the

036license of a teacher so a lot in there just bringing into some concrete pieces the the reasons that a teacher's license can be revoked and the reason is that we must refrain from continuing with employment or Contracting with groups or a person in that so again I would recommend adoption of that revised policy to remain in compliance with state law policy 2431 is interscholastic Athletics this one was from uh it's a cross-reference to the new policy 2432 which addresses complaints about the participation of transgender girls on athletic teams or Sports again this is legislation from a year ago that does not allow that so we need to adopt the revision to ensure awareness of the availability of a grievance procedure required by state law and then in 2432 the grievance procedure for violation of state

037law limiting participation of transgender girls and Athletics a brand new policy this new policy developed to comply with new statute that was IC 20-33-13 it is in place right now it was added by house enrolled act or hga 1041 that prohibits the participation of transgender girls and athletic teams or sports that have been designated as being a female women's or Girls Athletic team or Sport and requires the development of a grievous procedure to address complaints by parents or students regarding violation of all again this is Indiana code so we're I'm asking you to adopt a policy to comply with the requirements of new statute um driver education this is one that we are not currently do not currently have driver's education in the school and many school corporations don't so this could be a moot

038point if you choose but it was renumbered to permit the addition of a new policy and revise to reflect that it is optional and so put into the policy in case that that program or something would be for one reason or another revised or or reinstituted so the rate numbering and revisions are necessary if you continue to have it I would advise recommendation of these revisions if you decide to delete the optional policy then we would renumber that so it is up I'm I'm putting it to the board in terms of if you believe that driver's education is something to continue to have as a consideration and possibility for a school corporation we would be working on renumbering policies and and revising that policy based upon that so that that's one of those that was

039changed simply because of what's happening with driver's education in in school programs it's becoming less and less policy 2464 programs for liability students has been revised this again it's being revised to bring it into alignment with current language and so I'll just ask you to adopt the policy to keep the language and intent of the policy aligned with State statutes um 31 20.02 is a new policy being recommended because house enrolled act 1251 allows or permits corporations to issue an adjunct teacher permit to certain individuals in order to fill a vacant teacher position offer a new program or class or supplement a program currently being offered so the recommendation adopt the new policy if we wish to take advantage of the ability to issue adjunct teacher permits and I would recommend that because it just

040adds flexibility if we choose to go down that route we have not had an adjunct teacher program yet but again added flexibility the state continues to look at ways to um provide flexibility and add ways that individuals can get into teaching and become certified in one way or another in and participate in that profession 3120.11 is the public hearing before commencement of collective bargaining and a public meeting before ratification this has been revised reflect the options available and gets into the electronic communication part because again post coven many of the things that were allowed during that time when we were sometimes in school sometimes not sometimes having board meetings in person sometimes not and after that we we have we're being allowed to take advantage of the electronics available to us including in these required

041public hearings or public meetings and and it is we we are asked to to make sure and provide the same opportunities to the public as might be available to board members and so making sure that that perception is clear so ask for your consideration on those changes again bring it in line with another policy that allows for participation electronically at regular board meetings supplemental payments for teachers is policy 32 20.02 another Senate enrolled act there that revised Indiana code that permits us to provide a supplemental payment to a teacher for any reason rather than the reasons that have been previously listed their Visions permit the board to elect to allow the superintendent to make a supplemental payment at the superintendent's discretion to limit the reasons for making a supplemental payment or prohibit making supplemental payments

042outside of the collective bargaining process so again I would ask that you adopt the revised policy to allow for those different opportunities it just expands the opportunities currently available to issue supplemental payments whether that is inside the collective bargaining process or not um policy 5420 is reporting student progress current legislative requirements as per House Bill 1093 was in regard to the corporation's responsibility and manner of informing parents of their students scores on Statewide assessments I would ask that we adopt the revised policy to maintain current status with state statute on Statewide assessment score reporting appearance so just a minor thing that was making sure to align with 1093 and how that reporting is done 5610 is suspension and expulsion of students it's been overhauled to ensure it incorporates all relevant Provisions that are in State

043Statute regarding the suspension expulsion of students there are lists of reasons that students may be suspended or expelled and at whose discretion that is and so would adopt I would recommend adoption of that to ensure again compliance with state law 6250 is required in regard to required ADM accounts for the purpose of State funding and verification for membership reminder that ADM stands for average daily membership and there are two dates during the school year where we take counts of what our enrollment is at that time and those counts go into the funding for our school corporation so we are revising this in response to enrolled Act 2 which requires a count of 12th graders or seniors enrolled in the fall but completed graduation requirements and are not enrolled in the February February one this count

044is to be reported to the IDE along with other documentation that may be required in this particular case this was in response to the fact that school corporations would have seniors in the fall they would graduate midterm they would not have them in the spring and the funding would be decreased because of that and so there was a account or this is looking at trying to maintain that payment of those uh graduating students at the end of their first semester of their senior year policy 6550 travel payment and reimbursement this is revised based upon the State Board of accounts now the suggestion of including language which in the policy expectation is for reimbursement of mileage and gets into the approved forms that should be submitted for documentation so recommend adopting that revised policy to keep

045the statement in line with a state board of account expectations and document documentation requirements policy 8120 is in regard to volunteers and this really um I mentioned those four or excuse me those three that were aligned earlier of that three categories of employees that we have but this would also pertain to volunteers so um having the the same expectation or requirements when we have volunteers participating so it gets into those very specific things um that we talked about earlier so just including volunteers um so the recommendation here to elect to impose the same requirements on volunteers as are imposed by law on employees and contractors and adopt all the other revisions required by Senate Act 115. policy 8121 personal background check for contracted services so it's sometimes different in terms of us having individuals here

046on school grounds and around kids who are our employees but we also have contracted services and this gets into also marrying up that effort with the policies that we've talked about and so or the revisions that were talked about with certified classified and administration and now volunteers making sure contracted services are a part of that so ask that we adopt that policy to remain in compliance with state law school calendar 8210 this one uh we we did just go ahead and change anyway but again this we're going back to some legislation that is from a year ago 1093 allows for no more than three virtual student instructional days some of you may recall that prior to that we had five days that we had set aside as potential virtual student instructional days before adding days

047to the end of the calendar or taking advantage of other days that we could maybe make up a day physically the recommendation is to adopt the revised policy and we'll talk about this a little bit I think when we talk about calendar here in a few minutes in terms of what's proposed for the next three years after next year school day 8220 policy revised in accordance with again 1093 that a virtual school day shall meet the state requirements in order to be counted as one of the statement of a 180 day school year so in a virtual school day there are expectations about what happens during that day and this just makes sure that we meet those expectations to be able to count it as a as an actual school day 8400 is school safety

048this would revise policy the school safety policy due to changes in the definition and training requirements of our sros that is also in 1093 house bill 1093. this new definition requires sros to be a law enforcement officer with required training timelines established by State Statute so just additional specifics around their training Wellness is 8510 this has been revised in conjunction with the doe it is recommended that the superintendent and wellness committee review the new options and make a program appropriate recommendations to the board that is a long policy and our Wellness Council Works through that which we do have as an active group in the corporation 8600 is transportation this policy revised to incorporate changes to the definition of appropriate vehicles and also uh the uses for appropriate vehicles in quotation marks and special purpose

049buses and so it's been expansion to that the recommendation is to adopt a policy to provide for flexibility in the use of our special purpose buses as well as what we might deem as appropriate Vehicles based upon the legal definition of that and so that was enough talking to dry my mouth out and I will now turn it over to you for any questions you may have again appreciate the thorough review you are doing with the number of pages that are involved in this particular set of uh policies team what questions um these batches that come do you think that most of the I realized that the the 48 pieces of legislation will have different effective dates right do any of the are any of the 48 pieces included here they are not so all

050of that is still coming it is and it that your question Mr Center goes to the efficiency of of moving through these and whatever practice we developed process these procedures we developed to make sure it's done as efficiently as it can be with their review because as as you just stated it's very possible that the 48 bills that you just mentioned impact one of the ones that we're talking about that you know won't take those will take effect many of them uh July 1st there are some it's later than that there are very specific effective dates that are listed in those policies or or those uh new new laws but many of them do take effect July first and and these will not get approved until at the earliest after July first right and it's

051very possible some of those will impact this will be coming right back to you with revised language of language you're just now revising but to the best of our ability we'll stay on top of that and just try to make sure that what when our when the public goes to a policy that we have it's as current as it can be and up to speed with what the state has done what the federal government has done what case law is the is depicting at that particular time uh just just so what is current as as is possible foreign okay lots of reading guys yes again thanks for what you're doing with that um we'll turn it over to Dr pleake for uh the next cabinet report which is the three year calendar good evening I

052wanted to start by this might be kind of tiny font for you to see but if not I think you had one in your board packet as well to look at but first want to start off by bringing to you a first reading of the proposed calendar for the school years 2024-25 25 26 26 27 just clarifying purposes this is not for next school year we still have a calendar for next school year it's the third year of our last cycle of rotation so this is a year from now um interesting enough this is typically approved in the fall we're looking at moving it up because we are getting a lot of phone calls from families and businesses wanting to know what our calendar is going to be because they schedule a lot of things

053around those dates so I'm excited to be able to bring to you the first proposed calendar and come back to you in July for approval a little bit about the process I would like to thank Mandy Keel she is ceas co-vice President she worked with me on developing the agendas for the meetings and creating the different versions of calendars we can look at I also like to thank the 16-member committee that came together on a couple different occasions with other small meetings in between to discuss to proposed one there was a lot of good feedback from many but on the committee I will state that it involved teachers District administrators building administrators classified staff non-pub School athletic directors parents board member and a community agency partner and in that um besides the parents that the

054two parents that served on it that have a total of seven children between them of the group that were parents we had 20 students represented on the committee of 16 members so the thing I did this is my third cycle being on this committee but my first time leading and the one thing I reached out to the Linda declue just saying okay please give me some feedback here you did this for many years and Linda's feedback was there's no perfect calendar adopt the calendar adopted as early as you can and communicate it well so that was kind of the guidance we took but before the committee we had a lot of different proposals and feedbacks and things that we just kind of flushed out looked at pros and cons to each and come to you

055tonight with this proposal some things we quickly wanted to make sure we knew we did not want to start before August a lot of school corporations do start before August we don't want to stop start before August we wouldn't want to end before Memorial Day if possible we need the first semester to end in December and we want to balance the days in each semester and the one thing we did make sure that we have learned from previous calendar is when we our first week of school we want to make sure the high schools get an A and B day both in in that first week so if the teachers get to meet all the students and the students get to have a full rotation of all their courses and the structure here of this

056calendar before you is similar to the one we did this year so it is the state requirement is 180 instructional days but with this one you'll see we have 176 and that is because we intend to continue to apply for the waiver that allows for flexibility to improve the school corporation outcomes and we use those four days as professional development days so you will see four PD days built in have there's been some tweak though from the past year and a half of when those days are going to occur so we look at the first PD day that was agreed upon by the committee was to have it right before school starts one thing one great thing there it does help families that have child care throughout the summer to continue that and it's less

057it's easier for the parents to be able to get that child care covered but it also allows us so we have any new adoptions or any new initiatives to be able to start those everyone together and start a beginning of the year meeting the next PD day that you will see um is oh goodness it is oh the Friday before fall break that is a change too currently the last this year we had the Monday after Labor Day so we're trying to keep things towards the beginning of each quarter so that helps and then the third PD day is the Friday before Martin Luther King Day and then the fourth one this is where it gets a little antsy so some of the feedback that we got is families like the idea of having the

058PD day at the beginning of a break rather than the end because it's easier to remember that their children are going to be home with them maybe at the end of it so we were able to accomplish that but if you look at um April 17th on the 2024 our fourth PD day we're going to have that as the Thursday before Good Friday and like we did this year where you will see the change and make note is in 2025 and 2026 Easter jumps up earlier and earlier both of those years and they're closer to spring break each year so the committee had taken that consideration and some feedback we heard from community and others on the board is let's offer a Monday after Easter there may be some more convenience for families there they're

059traveling over the holidays to be able to get back so we thought if we tried it in 20 20 25 26 we can get feedback from employees and families on how that went on our next three-year cycle we can take that fee back into consideration so we are starting in August we are ending Memorial day but we did keep Memorial Day on the calendar just in case we do have to add days to the end of the year that families do know that that is a holiday regardless and the one thing we had conversation about but we're going to stick to the first three days that we have all for inclement weather or any other reason those will be e-learning days as we have had in the past and then any days Beyond those three

060days will be added to the end of the school year so that is state law where you can only have three asynchronous e-learning days to provide so I'm trying to think of anything else we are ending the semesters before at the end of December graduation yeah so I think the main thing to make note is that fourth PD day is the only thing that is tweaked a little differently but the days are spread throughout but we are very excited to be able to bring this to you now that possibly get approved in July that we can start communicating well and with that teacher days there are 182 and a half days built in for teacher contract trying to think if there are any other notes I left out Dr Roberts is there anything else that

061I left out I don't think there's anything you've left out Dr pleague just wanting to stress or emphasize that the the main change to these three years versus what's coming up next year is just the scheduling of those four PD days correct that moving of one to the beginning of the year which would have been Labor Day around Labor day before moving to Thanksgiving one up to around fall break and then second semester instead of that President's Day we've been up to Martin Luther King Jr day that fourth one's staying around the same time but pivoting it instead of Thursday to Monday in those last two years everything else is pretty much same in in terms of how the calendar was approached and how it lines up in those those nine months yeah and again

062I do want to thank the the 16-member committee because a lot of insight and a lot of feedback was given and a lot of things were processed and talked about and um and thank you to Mr Schultz he was just like okay let's just get it read in in June instead of waiting until July so that's why we got her ready and presented this evening thank you do you have any questions or feedback as school board members I know we're all interested in the days of education as a parent could you walk through just from top to bottom what are the days off you know when is there a long weekend when is there three days in a row off when is there a week off so if you look if we're gonna if we're

063families and we're looking at students so the teacher work day will be early August and it's the first Monday it looks like possibly throughout and then the first PD day would be a no date no school for students and that would be the day before school starts and what we think that might help with Mr stinner is a lot of school corporations like having their open house a couple days before the first day of school to give teachers the day to really work in their rooms and or really get ready and get a break from not have a long evening in the start your first day so this does get a little space to that so we assume teacher work day with open house and then the next day PD day and then students will

064start after that there is no school on Labor Day on a Monday and then the PD day will be the Friday before fall break and that'll be the end of the grading period there and then there is still a full week at fall break for families and employees to enjoy off Thanksgiving break we kept that Wednesday Thursday Friday and the last calendar adoption is when we added the Wednesday off because it used to just be Thursday Friday and a lot of families and employees like having that extra day either for travel or preparing for the holiday to host the holiday and after we return from there then winter break begins and we do get two full weeks I believe three full weekends for the winter break for families and most employees and then the teachers

065return to work on a Monday each of the calendar and classes begin the Tuesday after that Monday with the first PD day being Friday before Martin Luther King Day again this is something new this is given a four day weekend for families so they'll have off the Friday before Martin Luther King have off Martin Luther King day and then return and then spring break is still one full week Monday through Friday and then the next PD day this is where it will alter it'll be the first year the Thursday before Good Friday the other two days the Monday after Easter and then the last day for students each time is still a nice day there May 21st May 20th and May 19th and then the last day for teachers the 22nd the 21st and 20th

066a reminder that's a half day for teachers with the graduation being May 24th May 23rd and May 22nd and again we left Memorial Day because if we have to add significant amount of days to the end of the school year Memorial Day will be a day off Channel so first of all I don't know if it started this year last year but the built-in professional days I think are just a fabulous addition to the calendar in light of that I'm wondering so it used to be that the first day back after winter break for teachers like the January 6th was partly a teacher work day and partly professional development is within schools is that now just a teacher work date that varies among the schools because it is a teacher work day and I shouldn't

067say just a teacher workday yeah it is a teacher work day however some of those use waiver days to have parent-teacher conferences first semester or other events that occur that they can use that time to be able to either turn the teacher work day into a half day or no report of day because they got approval from ccic to be able to use a waiver day for that day but each school goes for a separate vote and approves that as it is and it goes before ccic for approval thank you um I assume those probably aren't even submit kid days each semester but really really close it is so I can tell you it's 90 days each semester um well 88 days semester and but the first semester or the first quarter in the third

068quarter both have extra days in it compared to the second and fourth and the only impact that that truly has would be more of the Middle School level because of their quarterly specials where they switch every quarter but as far as the high school and the elementary not the impact but when we spoke to the Middle School administrators they said it's not an impact it is fine and that is typical it's usually like 46 42 and 46 42 I believe is what it ends up being but it's 88 each time and I do have one more question so this calendar is assuming that the state grants four fewer student days each year and I would guess there's a pretty good likelihood they'll continue to grant that waiver is it possible to do the waiver multiple

069years at a time or that has to be done with each year I assume yeah it is it is an annual application Mr Grimes we a year ago did ask to do it multiple years to finish out Discounters for two years and was refused on that application and advised to only do it one at a time so Mr Grimes at any time that the that wasn't a prude or that flexibility was no longer allowed then we'd have to come back to um ask for revisions and amend the calendar but we're gonna feel like we are going to get this approved to go from a slim chance that it's not granted would those just revert to students yeah yeah I just want to have a last comment on Dr pleake thank you for getting this through

070I know you said it exactly right there's no perfect calendar I'm not an educational background but a number of different things we were trying to avoid with iLearn testing and testing at the high school levels some people like graduation on Memorial Day Weekend some people don't all the balancing feedback there's a lot of feedback that was taken into this consideration it was very considerate so I appreciate it thank you okay any other questions I feel left out if I don't say anything of course I just want to thank Dr pleake I did have some questions she was able to get the answers so my questions just so everybody knows was um I'm a little old-fashioned so why could we not start on Labor Day finish on Memorial Day and she explained how they want to

071try and get the first half of the school year done before the end of December so that's the breakup for that so that was the only question I had it was the answer very well so thank you thank you thank you Dr quick so this is our first reading and then we would we would move to adopt in the next meeting after people had time to digest so maybe to summarize on that Miss Wilden um we had a couple of agendas a subcommittee um reports that we have some first readings coming out of those uh we have the first freedom of the YOLO policies and the First Freedom of calendars so a few items that get questions in let's make sure we address those between now and then and see if we can be ready

072for approval at the next meeting if not we'll keep moving but that's that's what's on the table right now thank you okay thank you Dr Roberts all right our next item on the agenda is public comments we do have several people signed up to speak I will call you up as you're listed here on the sheet um Miss Cindy Fray your your address is listed thank you very much for that if you wouldn't mind starting with the topic that you'd like to cover when you get to the microphone and we do have a three minute timer and I think it'll pop up over here good evening hello I'm on the Cyd that's Council for Youth Development steering committee so I'd like to talk about the search Institute Middle School pilot it's item I um so

073I serve on cyd's steering committee that means I'm familiar with the search Institute and it's evidence-based approach to help all young people thrive when you look at the funders of this organization it really speaks to the quality of this organization and the results it's gotten over the years folks like the Ford Foundation Lilly endowment and the Bill and Melinda Gates Foundation just to name a few I understand that the previous studies the developmental assets survey and the resilience through strength survey helped our youth organizations Better serve youth in our community I think it speaks very well of bcsc that a group like the search Institute has chosen to work here again and to Pilot this program with our community so it is my hope that this goes forward I fully support it ultimately I would

074hope that insights gained from the survey and actions taken in response to those insights end up creating Better Learning outcomes both for our students and those across the country thank you very much for your time okay thank you Miss Fray okay I have uh Kristen Mudd you've also listed your address thank you very much if you want to just mind giving your topic before you start I just wanted to speak uh briefly on the permission to participate in the search Institute CAD project as well I am a member of the community I'm a mom of two bcsc Uh current students and also have volunteered extensively in the community also with the council for Youth Development so I am familiar with the work of the search Institute in relation to the developmental asset survey and resilience

075through strength surveys that were conducted with bcsc students I think the data collection is very important and that it helps us better understand our students their strengths and potential barriers to educational success these surveys provide valuable data not only for the school but also for our community and data that helps us determine how we can better support children locally I believe the cad project represents a great opportunity to partner again with a search Institute to Pilot a project at one of our middle schools it's an opportunity to be responsive to the survey results and offer additional support to our students and I just wanted to come tonight to speak in favor of bcsc participating with the search Institute again and hope that the school board will will approve this thank you thank you Miss man

076Mr Mark niemoller your address is listed sir if you wouldn't mind stating your topic when you start thank you uh I'd like to comment on the same issue the search Institute I assume it's another survey so I think the previous survey by the way I like to oppose it and I'm opposed to it I don't agree with it because I believe the previous uh survey had a question for students on their sexual preference um it's it seems like a pretty personal question and if you research the search Institute it it's not very hard to see that it has roots and CRT that's critical race Theory um there's hidden agendas um regarding gender ideology and racism there's a lot of anti-whitism that's uh part of these organizations and their materials doesn't take much research into their

077organizations to see that to discover that um and bcsc has a policy obviously Against Racism so one of the racist elements and they hide it pretty well one of them is they teach systemic racism so we've all heard that term what the problem is it seems like they're fighting racism but in the process they commit racism because the systemic in systemic racism um is the system and the way they Define this system is the white race so it's it's a criticism of the white race which that in itself is is racism even though their claim is their fighting racism they're committing racism in the process so if there's any material in this search institute's uh surveys regarding that then the racist and they're violating one of your own policies another related uh concept of theirs

078is white privilege I think we've all heard White Privilege also well that is a racial stereotype because they Define privilege as something that's not deserved so here you have a a negative racial stereotype in this organization it's it's part of their agenda it's just another tentacle of CRT and uh so I oppose it and there's a lot of other indicators that uh well bcsc should project a better image than to be Associated than to partner with all these organizations that seem to have CRT elements and thank you [Laughter] okay uh Eric Farrow Mr Farrell your address is listed thank you very much if you in mind reminding us of your topic when you start a topic will be on policy first of all and also uh speak about the search Institute and I'll just have

079a little thing if I wanted to add to this was that a senior order was possible that searches to might be asking children their sexual identity I mean so why would they be asking that what did this information go and how would they be using it what's the need for it um and I also want to make a comment that uh I don't believe that we need a third party Institute without 100 transparency and there seems to be a lack information on uh search Institute on bcsc's website uh and uh to me that's the lack of transparency so it's hard for me to understand a lot of it with that information going on with it um point out my policy comment was going to be a story that I read recently and it was a

080story about a common snore student who was describing actions being taken by her teacher and how uncomfortable it made her feel these actions included calling this student up up front class for casual conversations claiming to be a family friend became very it became very personal and very uncomfortable for her also asking how old her great-grandmother was and how they uh how the student and a teacher would how the teacher proposed a the teacher and the student go surprise her great game mother and then there was texting the student's mother about things not related to the school but about the students and also asking personal information is your mom remarried how long has it been since your father has passed away this teacher stopped the student one time in the hall she was going to the

081restroom teacher had told her to come to his class after school the student didn't go to class and left early felt very uncomfortable and unsafe and messages shared by the students the teacher continued to make attempts to getting this student to go with him one night after the student was done at her work the student and her mother went to the store the student comes out and there's the teacher they see each other and the teacher is calling her name the student goes to her mother and her mother's boyfriend which is with them the teacher went to them to introduce himself but that was cut short by the mother because of the emotions that her daughter were feeling that's one story another quick story was a teacher in Greensburg reported on May 1st 2023 was

082arrested for stalking a 15 year old student the teacher had sent 600 text messages with lewd smutty jokes and memes also showing up at the students baseball game after the student quit responding to the teacher's texts these stories go on with further detail but I think you get to just and that the point is that I think there needs to be a policy about boundary Invasion and I hoped you would adapt it thank you Instagram is Amy Hale hi good evening so you all hear me there we go again my name is Amy Hale I'm a parent of two bcsc students and I'm also a local physician so I'm in a large majority of my practice involves treating mental health conditions so I've really seen firsthand that the impact that's had on our community I'm

083also speaking in favor of the Cadre program and bcsc's participation um I also just wanted to say that I think the most important way that we can prioritize how we support our youth is to ask them directly right it's important that their voices matter and our youth have responded both in the search Institute and resilience through strength survey and that's given us some really valuable insight and I think it's important that we listen to our youth and address those concerns that they have so again for those reasons I fully support bcsc's participation in the program thank you you miss tail Mr airgrow is lifted if you wouldn't mind specifying your topic please it's a hair grow I'm speaking on the Cadre project also uh Community member father three um children that will be in bcsc

084um in our community I mean we basically just don't know what it is exactly right so like what is it specifically what's the purpose what's the goal how is it in the best interest of our kids what's you know what benefits and obligations come along with it etc etc this is the first time it's come up and you're excited to vote on it tonight and our community is just in the dark so you know I want to add two points on top of that this is from a company called search Institute as we mentioned before the same company behind the survey that garnered so much attention last year over questions regarding gender ideology and sexuality and then just your general lack of transparency with parents in that case there was a contract that committed bcsc

085to certain obligations like not being allowed to share the survey questions with parents even after all of our students had taken survey even after all the other schools had taken the survey um and then the second point is concern over where data regarding our kids go and what's used for maybe even mistaken here but my understanding is that there is some Association or collaboration with Indiana University in this project or between the search Institute and IU I mean with urgency I would caution every school board member against collaborating research data of our children with IU even by proxy at least until IU stops celebrating at best questionable at worst disgusting figures like Alfred Kinsey and his so-called sexual Revolution those research is blatantly faulty by any scientific standard and includes disturbing pedophilic acts IU still

086emphatically celebrates this please don't make our kids data points for such an institution so besides what should just be the norm the Baseline you know providing all the information that you can to your constituents and giving them time to consider and provide any feedback they may have they're extinuating circumstances on top of this Baseline that call to the interest of our community members such as precedent with the search Institute consideration in what is being done with our children's data and there's just a general concern with this over emphasis on culturing our kids and maybe a discussion just needs to be had around them what are our schools in that cultural discussion but you know maybe there's no concern at all uh the issue is we just don't have the information to know if there's a

087concern or not [Music] um and you know I don't I don't see this I see this as the result of the real problem you know the lack of of forward communication and transparency I mean I hate being a dead horse but here I am again um thank you Mr Grow I appreciate it yeah yep thank you have a nice night [Laughter] okay we'll move on thank you Dr Roberts I think we've got several items slated for approval tonight okay uh we'll jump into there are several items here the first five are typical for you with the exception of a just has a couple of extra meetings included but asking for approval the minutes of the regular school board meeting from May 8th the special board meeting on May 16th in the executive session on June

0887th Additionally the list of supplemental contracts that were provided to you school fundraisers that were provided to you as well as field trips and professional leads we do have claims in payroll that claims dated June 12th are about three and a half million dollars pre-runs dated from May 1st through May 31st about three and a half million dollars and then our payroll over a long period of time payroll dates of May 5th May 19th and June 2nd that included extra stuff like summer and certified retiree payoffs and spring schedule B stipends those amounts were about 11.3 million dollars additional recommendations for approval the Doe's dual language Grant application this uh is used for arligato pathway permission from Dr Boseman for Chiller equipment at Northside Middle School permission to expend a donation received for Taylorsville Elementary

089School I had a generous donation sent to their Direction a permission to participate in the search Institute Cadre project and reapproval with full Board of the neoli policy revisions from the last meeting is the point of clarification uh with that so that was a list of policies that we reviewed at the last meeting those policies were first provided the second meeting of a second scooper meeting of January with those policy revisions there were only five board members in attendance that evening in review of our bylaws some confusion in terms of the wording there in terms of full board with a parenthetical statement after that said physically present so we are just making sure to um follow through and regardless of the interpretation there we do have a full board here tonight so ask for those

090policies that were put before you before to once again be reviewed and I'm recommending approval of that so those are the items that I have this is Dr Roberts I'd like to motion that items I and J move out of the consensus for line item boot second okay just want to make sure that item I would be separate and item J would be separate so yeah I understand the motion in the second okay no vote is needed for that yeah thank you all right so first on the table would be a motion to approve items a through H as per as printing I'll I'll move to approve a through H is written thank you Mr major do I have a second second thank you Mr Schultz any comments questions discussion from the board the the

091only thing the only thing I had was something very very simple but school fundraisers for any fundraisers that are pleaded could we have a column that not just says estimate but maybe how much money they earn so some of them are done in the beginning of May so that's the only thing I would request is to have an estimate and then what they actually earned if they were done okay any other questions or comments um I had one question for the supplemental contracts that the tech team stipends I think the understanding I think now is that was just a typo in the beginning date and end date because the beginning date was oh gosh August of 24 end date May of 23. hey I had the same question and it was confirmed that it was

092a typo okay yep and then the only other thing I have is under field trips it's a comment not a question um Mr Finley the principal there in Lincoln that just looked like an intriguing I guess uh for lack of a better term fundraiser for Lincoln the servathon and I thought that might be an interesting thing to uh to hear back a report on at some point and I don't know if that's something Lincoln has done for quite a while or okay yeah they've done it for some time very good any other questions comments okay I had a motion I had a second all those in favor of approving consent agenda agenda items a through H please say I very good motion passes thank you okay next on the agenda we have approval of item

093I participation in search Institute Cadre project so are you looking for a motion I am Mr now I would move that we approve um item I permission to participate in the search Institute Cadre project thank you Mr noun do I have a second second thank you Mr Grimes any questions I do have a question yes it says um fall of 2025 that school B would begin the Cadre but I'm assuming that would depend on the statistical results from school a that if it didn't have the impact we hoped for that school B wouldn't participate that'd be correct Mr Darrell yes so maybe on that just to give you information about how that that question is framed uh the Cadre project with two middle schools search Institute searching for the school corporation that had two middle

094schools so there could be comparisons of eight between those middle schools and their efforts to continue the work of Developmental relationships that was quoted by a couple of people here the council Faith development Elite agency serving youth here in our community continues to do training for all youth serving entities on the concept of Developmental relationships and aiding in that so it is something that a project such as this is aligned with work already happening in the community as also indicated a couple of times the search Institute is a group we're familiar with and the strength resilience through strength survey was referenced a couple of times any surveys that would be given in this particular instance that would be developed will be developed internally as as a team in the school so the survey questions will

095be based upon the needs that are identified through strategic plan planning process one of the two middle schools would be identified as the school that is working with staff and students to develop gaps or opportunities to work on improving developmental relationships the other school would not so be one of the two would be working through the process and then the surveys that would be or evaluation tools whatever that language needs to be would be developed internally based upon the needs or gaps that were identified both schools and would take a a the same evaluation so comparisons could be made and to Mr Allen's point about whether or not success occurs the first year 2324 would be a planning year the implementation year will be 24-25 which then goes to Mr noun's question about implementation at

096the other Middle School in 25. Dr Roberts any other questions I have a couple questions sure um Dr Roberts or whoever was on the steering committee for this was there any engagement from public entities local corporations leaders and or parents as part of this recommendation uh specifically involve Mr Schultz would have been the Middle School administration um myself the wellness directors because we have two overlapping each other now with Kristen schutz and um Julie Miller we have the council fee development has been engaged in conversation again with their use of the accounts review development um with the counselor for your development and the number of entities that are included in there that conversation at any given point in time involves 50 to 60 people but beyond that no and then the follow-up question is and

097I mean just for visibility of the folks behind the scenes we have four pages here there was three primary areas that left me with a lot of questions I have no protocols here in terms of data privacy data usage data sharing policies from the search Institute I looked up online and it really just said that they're in their legal description that their partner organizations would have access but it doesn't give to what limitations that access is and want proper uh confidentiality perspectives are there forth and honestly left me searching trying to understand that and then lastly I have no visibilities into what these and I know the public had concerns as to what these proposed lessons are that start as early as fall 2023 so really those were kind of the three areas of no

098no information for myself the proposed lessons would be with the The Guiding team chosen by the building no implementation across the school until 24 25 but and I mean just kind of my last comment I mean kind of goes back to my take on the resilience surveys I don't think there's any question about the Mental Health crisis that we do have however I mean we had two very different groups here with public comment it appears one's closer knit to the council for Youth Development has honestly additional information that the public if they had access to it may share a very common opinion and so again if I think this is in my opinion something that we have to share before and be transparent and break down that Fortress mentality and go more towards a partnership

099school and be thoughtful prior to seeking public comment on okay thank you we will continue with board questions any other questions or comments from the board yeah I would I would concur with uh Logan um I I think some of the things number one uh the difference in opinion um that the two groups had tonight I think it would be really nice to understand a little bit more I asked some questions prior to coming in today and I got some answers but I I still don't quite understand enough about what the program is some of the tools that are used some of the data privacy protection data sharing I looked at the website as well I tried to look up I thought it was cater so Cadre thank you all for helping me pronounce that

100right but I couldn't find that on their website so I couldn't look at history and it turns out that we're somewhat of a pilot program so that started to make me worry a little bit with all the changes that we have from a high school perspective I wasn't a hundred percent sure coming into today until I got an answer of what schools this was going to be prepared for so I found out that it was Middle School it's good to hear that other people have heard that as well but I I was I'm a little concerned because again we don't know enough the survey if the survey is going to be created by our staff do we really need an external entity to review that with this or can we do that internal I am

101I personally cringe when we hear Consultants just because it means we can't do it ourselves so I I think my opinion here is I don't want to say no I just would prefer to say not yet so that we can collect a little bit more information make sure there's better understanding make sure that the concerns I agree with those in the public that talked about all the concerns with the surveys that were done last year and parent engagement with those before I was sworn in I had numerous parents at basketball games tell me hey you need to do something about the surveys we didn't appreciate that we didn't like it we didn't like the lack of transparency so I think we we owe it to them to just make sure we really understand this before

102we implement it so what I would ask I know we've just voted we just motioned to vote Yes or no what what I would ask is everybody to vote no immediately after that make a motion to table this then unless we can table inside of this I asked for someone that's on better understanding of rules robbers Rules of Order but I would really like for us to have just a little bit more time to be able to maybe come together and understand this a little bit better before we reject it or accepted in a second we vote on the most emotion correctly I didn't give Micah Mike tonight he needs one mm-hmm so I think that is the appropriate steps for the motion that's on the table it is possible to amend the motion that

103is on the table and that Mr Majors is referencing I don't know yeah I'm not necessarily asking to amend it I guess my course action would be to vote it down so if it's not being amended then and then so that we can understand it and study it a little bit more okay thank you thank you to Bryant survey no and there's a state statute regarding the participation of students on a survey a parent can say I don't want my student a part of this project right yes okay thank you thank you Mr Bryant final question will will it be an opt-in or opt out survey for the parents the most recent legislation which if we were able to stay current on policies um has you must opt in we have not yet so so

104that being said for the future that would be a really good start for us to understand it so we can educate people get through that process so in the future we can help them understand why these things are important topic so to bring us back we have a motion and a second to approve item I which is participation in the search Institute Cadre project all those in favor say aye aye oh there's a post I know okay okay so yeah no problem thank you so I think motion passes five two okay and then I believe we have one last item item J on the consent agenda which was reapproval with the full board present of the Neola policy revisions that were approved in the May 8th meeting by 3-2 vote so they were not the

105policies that we had a first reading of tonight these were policies that have been reviewed several times since January and were approved by 3-2 vote on May 8th so I move that we approve item J reapproval with full Board of Neola policy revisions from our last meeting thank you Mr nelin do I have a second second thank you Mr Brian all those in favor wait I have a question sorry I have a motion sure could I ask a question first sure um I want to make sure so there was one policy I don't remember the number but about school visits that I proposed an amendment to the policy and that was approved by all five present so I assume what we're voting on is those policies with that amended change correct that has been amended

106uh yeah yeah to not send anything to neoli yet waiting on full board approved okay sorry I don't know any other questions or comments I just have a book sure so I'm going to motion to amend uh the policies shown to the items that you have at your table titled Schultz proposed amendments for third reading or were you approval um these are also shared on my social media for the public if they want to see them and so I make a motion to move the to those proposed languages so I can okay so I have a motion in a second from amended motion which would be to approve item J policy revisions but to include the Schultz proposed amendments which people here have so we will now move to vote on that I'm looking at

107Mike just to make sure I need to vote first on the amendment whether that would be part of of the underlying emotion or not thank you and then is there any discussion on the proposed amendments that missiles has provided just one of I mean highlight I mean the the Highlight three areas is I want to make sure that this medical information in return from athletic return for athletic Readiness stays with the nurses rather than transient coaches or athletic directors that we don't have at the elementary schools we have multiple areas where it says verbal permissions from parents to return to sporting activities I would rather see written permissions to reduce liability to the school corporation there's an area where children can receive PB J after three days of no no lunch balances so essentially nine

108dollars on the elementary side I would like to raise that to 20 so that it gives the parents the time to get a paycheck and bring those children up before they get that stigma and then there was some language that was lost on 6110 around the board getting visibility to proposals for Grants greater than ten thousand dollars I'd like to retain that while still giving the superintendent flexibility to identify a Project Director and then finally on the staff student relations and kind of very similar to the public comment it actually provided Clarity around what is a personal boundary what is a personal boundary Invasion and it did provide examples it got away from the examples that were proposed by Neil that in my opinion were vague and did left a lot to be interpreted these

109provide a lot more clarity and will not allow for uh too much Administration discretion but also allows the board to understand what those levels come to a good example is kissing was one that was taken that was put in there didn't hear it says kissing in a romantic manner so for example if you were to do a forehead kiss as a volunteer we're not going to come that's not going to come before the board at this kind of situation other ones was like physical conduct it would be physical contact of a romantic manner you know nature and so again trying to Define what is a personal boundary what is an invasion and then finally the welcoming and visitors it instills the right for the board members and for others to be able to visit the

110schools but again it recognizes that we create educational disruptions that we should by all means work with this Administration to schedule those ahead of time and adhere to those standards by reporting those incidents to the superintendent himself thank you Mr Schultz any other questions or comments from the team hey so I believe we are voting I'm sorry to make sure on the first couple of pages are specifically called out and then on the last couple of pages the amendments are the green parts yeah the green parts are the amendments proposing okay so we are voting to approve these amendments to the policies is that right Mike I'll make sure I get the order right so Mr Schultz has made a motion to the initial motion that was made was to approve the policies and the

111manner that they were approved last month yep Mr Schultz has made a motion to amend that approval and incorporate these changes in front of you so your first vote is are you incorporating these changes into the approval amending the motion for that approval approval okay thumbs up then the second vote would be to approve the policies now with further amendments if the vote is turned down the next vote would be approve the policies in the same manner that the okay thank you very much yes what would we do without you Mr MacGyver okay is everyone clear I'm looking around for eye contact and head knots on what we are voting on right now yeah Ms wielding one more question the policy revisions that we adopted on May 8th in the sense that they came from

112that um firm with the lawyers that had vetted the policy changes there was some protection for us built into that if I understand it in terms of they would be willing to defend their policies that's correct Mr Stenner so does that work so Neola provides a legal warranty to the extent that we adopt policies as they have prepared them they have their own internal attorneys and folks monitoring all of the things that Dr Roberts referenced earlier state state statutory changes state regulatory changes Federal statutory changes Federal regulatory changes court cases and they incorporate all of those into the policy templates that they send us as part of that they also have their policies reviewed specifically by an Indiana attorney that they partner with if you adopt the policies in the format that they provide them

113they provide a warranty that those are in compliance with the law and they will provide defense of those policies if they become challenged materials that they send out reference what they refer to as Corporation specific edits to the extent that you all change policies that they have sent you they do not provide that same warranty for the changed portions they specifically say they are not warranting and will not defend those changes thank you Mr MacGyver okay we are voting on whether we approve this amendment and then we will vote on the policies okay so all of those in favor of approving this amendment to the policies please say yay I didn't yes can we raise our hands and do that again all those in favor of approving the Amendments please say aye thank you all

114those not in favor please say they nay five two hands again okay five two I believe I believe okay so we are back to the original motion which is to approve policies that were presented and approved in May 8th vote all those in favor please say aye and raise your hand I all those upload posts please say lay and raise your hand okay motion passes with five two vote thank you all for helping us through that okay Dr pleek I request approval of the HR recommendations as presented in your packet thank you motion if I could prior to making emotion one thing that I neglected to mention in our meeting agenda uh proposal restructuring is that in this section of the meeting that Dr pleet just provide a very short summary of what it is

115that we're voting on uh to to be in an effort to get you know some pertinent information out to the public you know examples might just be resignations a number of new hires the number of newly created positions uh retirements and then also if possible just a brief report on kind of a current open head count as well um that would be great if at all hopefully that makes makes sense and with that said I will I move that we approve uh the human resource recommendations as presented by Dr pleek a second thank you all those in favor of approving HR recommendations please say aye aye all those opposed say Nate okay motion passes doctor please thank you we do currently have 13 and a half teacher openings at this time okay okay I believe

116next we have board input and review open mic did you like to say um yeah two things um well three things so the poetry reading just blew me away right I get why she won I didn't hear any of the others but I get why she won um I wish I could read poetry like that anyway the other is in terms of policies this has been a very frustrating Road for me and hopefully our training will help with that I I voted no on Logan's um proposals but there were some things there I'd be okay with and I don't know how we go through the nitty-gritty of here's a policy let's have a discussion instead of having to bring formal proposals It Feels So cumbersome when we have 100 pages of stuff so I I

117don't want policies to become a roadblock because I know we have a lot to do but I wish we had a better way to do it second thing in terms of the the Cadre that we voted on the council for Youth Development does regular workshops on developmental assets and developmental relationships and I would encourage board members particularly this this thing we voted on is all about helping staff develop help helping staff in terms of their lessons to get students to have better developmental relationships with with adults that can help them in their life and so anyway I would encourage board members to go to the council for Youth Development website and sign up for the workshop and find out what it's all about right I went through one last fall I think on developmental relationships

118and it was very worthwhile I'm like okay I mean uh I'll Echo Mr Nolan's uh assessment I think the policies process has been frustrating not helpful in my opinion that I've been I'm I'm probably approaching 100 hours on this process and Mindy probably wonder why we're even kind of keep going and at the end of the day we just had a training internally at the trainer 40 50 plus years of experience I think he had I mean this is the primary core of our work we don't I mean outside of the other areas of business this is the core this is the foundation and as a board member I challenged where can we Break Down The Walls and be more of a partnership we've seen it in the public engagement subcommittee they want more information

119they want more engagement they want more partnership and at the end of the day we're not seeing that in Nepal so I mean frustrating I I hope for Action I asked for action and so I appreciate everybody's consideration I appreciate your comments as well Mr now uh congratulations again to sripada and thanks to her and her mother um yeah that was uh that was pretty awesome and I I know I'll never uh think of Emma Lazarus as his poem quite quite the same again um and then also thanks again to Dr Bozeman and all those involved for helping you know showing us through Parkside prior to the board meeting and then lastly I'll just say I voted in favor of the Cadre project for a number of reasons and probably the biggest of which is

120after 31 years as an educator myself and seeing kind of the ebb and flow and changes in in the world of Education over the years things have changed considerably in in the last few they've been thrown upside down and I think anything that can be done to promote and stimulate thought about thoughtful intentional developmental relationships the better off that we'll all be thank you thank you Mr grants um my last this is more of a commendation I know Mr major touchdown but I got to go to the East High School graduation I'm normally out of town I came back into town just for one graduation it was the only one I could work in and I texted the board members and I started crying and I didn't even have a kid there it was just

121so well done um the happy families just everybody celebrating these kids Mr Newell did a great job Dr Roberts did a great job um I I shook the hands of several police officers there making sure everybody stayed safe and orderly everyone was on their best beers just really really well done but it is so much to put on when you see all of those people there so it's just it's a lot of work but thank you all for that experience and then policies are a big part of our job but so is helping the school Implement strategic plans and move things forward and make exciting changes and and we we did approve a restructure of our high schools and so I've asked Dr Roberts just to get an update on where that stands knowing you

122know it's still in the forming phases before we start the new school year so we can just stay stay in touch with that so in future meeting when that makes sense please Dr Roberts um I appreciated the comments from Mr now and Mr Schultz and uh I I do think this is an opportunity for improved um processes and practices around public engagement uh going forward I hope that's part of the work that will come out of the subcommittee policy consideration specifically as I leave here at night I leave a little bit disappointed that we received the agenda last week had very little time to understand this Cadre program and rather than take a little bit of time which we have to better understand it we just voted it in and I feel like this is

123the we have to understand it we have to vote it in to understand it rather than understand it to justify it and prove to people that it's the right thing to do while we have two distinct groups in the audience tonight who represent probably the most of the people that you're going to see in the public outside of here that are going to look at it from two different perspectives and we just voted it in and I bet tomorrow none of us could tell anyone why so I think we need to do a better job of understanding policies and the things that we're voting in so that we can tell all of you we're doing the right things to add yes that young lady made me sort of think back and I'm going to take

124myself a little bit rather than a Blog we should step in our fingers because it was great and I like that and I'm sorry I can't pronounce her name but she did a great job and I'm proud of her thank you yes thank you okay reminders of our next school board meeting which is on July 17th 2023 6 30 regular scoreboard meeting it will be here in the administration building and then a strategic oh executive session on July 10th thank you very much Sherry what would we do without you you do a great job reminding us July 10th we have an executive session um at 5 30 here July 17th as a regular board meeting and then strategic planning is at the end of July and the 28th at nine o'clock here as well before

125going on this woman do we have a date yet Mr stinner for the public engagement okay in case we did make sure okay thank you we'll do our best to get that information to all the might be interesting speaking of that real quick from a meeting agenda perspective do we need to provide anything more than what we've provided or I know that public engagement amended a policy I don't believe we have a policy for agenda do we are you expecting to see something at similar level of detail for that or what we have is that okay think in terms of of what you all provided in the packet seems seems sufficient to me I'll look to the other board members to to see if you were looking for anything else before we vote on the

126agenda subcommittee proposal maybe maybe if you do if you want to get with the folks on that team which are Mr Bryant Mr major and Todd can ask any questions in between now and the next the agenda and the policy attached to it or how is that I don't think they have to be approved together um Logan because I think there's flexibility in the current policy that we could adopt the language of that agenda proposal without necessarily amending the policy right away but just for clarification given Mr Schultz's question is is that I think we indicated biblically it was the first reading tonight right on both of those so at least technically now we would be looking at that if there's further discussion needed or you know whatever and I guess to give feedback right

127that was drafted directly in the public engagement subcommittee with the public so from a feedback perspective they were under the intention of that as well so I would commend you guys for using the Public's voice in that thank you sorry no problem so next time we vote on the new set of policies that we got is that correct potentially so yeah I mean that's the recommendation part of that in terms of our our subcommittee I'm assuming would be that we're going to propose replacing the one we wrote with the one that's in there as an amendment to accepting those policies yeah and I tried so in that sense yes right yes yeah summarizing what I believe is the case based upon the first readings tonight would be that the agenda details provided by Mr Grimes

128the policy detail around public comment would be first readings the policy one recommended by the subcommittee would replace the one that had been sent to you originally as you were still working on that one so it replaces that one and the remainder of the first reading of that policy volume would would be but we'll need to propose that and vote on it next time yes okay I'll be already recommending that you do that you you thank you move from there I'm picking up the gavel I think I'm eating adjourned
