001thank you again welcome to everyone who's joined us for the board meeting tonight we will begin yeah with a public hearing for General obligation bonds that will be dated 20 to 23. and the purpose of the public hearing is to hear about the project and to have a second preliminary determination hearing so right now we're going to conduct the hearing Mr Phillips thank you Mr stinner this is a continuation of the process started during the previous board meeting and this is the very beginning of the legal process to allow us to issue bonds to renovate complete the renovation of Schmidt elementary school tonight is actually two different hearings we have confirmation we can conduct those at the same time it is the second preliminary determination hearing the first preliminary determination hearing held at the April
00224th meeting and also tonight is the project hearing um we will the bond issue is for a maximum of 15.3 million dollars and will be neutral on the tax rate as we have other debt rolling off and refinanced the 2013 projects earlier this year at a lower rate the tonight's forward action there's four resolutions that are required tonight at the later on during the approvals portion of the meeting the next step in the process for the board won't take place until the July 17th meeting when there'll be the final approval of the projects and the bond issue at the July 17th meeting so at this time Mr stinner we're happy to take any comments or questions from the public thank you Mr Phillips is anyone from the public here tonight interested in speaking to the
003project at Schmidt or to the bond issue so just a reminder in terms of the process these hearings are all legal matters for us to make sure that the public is aware of the amount of money that we are looking to bond in this particular case for renovations to Smith Elementary School again a maximum of 15.3 million dollars as we Embark upon that renovation many of you are familiar with a similar renovation in terms of cost happening at Parkside Elementary School right now so that's that's what this particular these particular dollars would be used on again thank you Dr Roberts last chance we are closing the public hearing on the bond issue and the project thank you Mr Phillips we'll jump back to our regular agenda now I will for the record note that we
004did have a quorum for the bond hearing and we do have a quorum for our board meeting so I will call the meeting to order we have on the screens in front of you displayed the bcsc vision mission and core beliefs I'll let you read those for yourselves we try to keep those in front of us as we're making decisions to remind ourselves of what's important to us a great way to begin our meetings is with recognitions Dr Roberts I know we have a number of recognitions to go through tonight and I love the name math stangs it's the first time I've seen that maybe um so uh thank you Mr stinner well we do have a great group of uh individuals to recognized here uh this evening the reason we are at Columbus North
005High School versus the terrorist room at the administration building uh is is we're here in order to accommodate this this great group of people we're going to start off with Southside Elementary math staying so Mr bachmeier if you could come forward [Applause] good evening Dr Roberts and the school board appreciate you having us and giving us an opportunity to share their hard work I would like to thank Mrs Keel our math bowl coach and all of the boys and girls and their parents for the opportunity to represent South Side it takes a lot of participation and a lot of hard work and a lot of rides to school early in the morning so we appreciate all of that so I'm going to introduce Mrs Keel our math well coach and let her tell you about
006her season thank you Mr brockmeyer and thank you to the board for inviting us to be here this evening I also want to thank the other folks at Southside who helped us host the competition back in April now and so thanks to our custodial staff thank you to the children for helping set up in the gym that afternoon and thank you to the other teachers and staff who helped in a variety of ways so that we could hold that competition that evening this year's math bowl Focus was Data analysis and probability and as the scores reflected Statewide it was definitely a challenging competition year during our practices we explored familiar Concepts like mean median and mode while also examining box and whisker plots and their upper and lower quartiles odds versus probability combinations and permutations
007paying attention of course to when the order is important and when it doesn't matter and solve those multi-step problems in only 30 45 or 60 seconds in an incredibly intense environment which is certainly a daunting task and so Statewide the highest score was a 29 out of 32 questions answered correctly so certainly spoke to the level of difficulty these children scored a 28 and earned a third place Statewide finish after considering the tiebreaker scores as well and upon further research I also discovered that we were the only true k-6 Elementary represented in the top ten so those other nine schools were intermediate schools of either fourth through sixth fifth through sixth graders or sixth grade only academies so during the the competition of course and the uh practices and everything more importantly in my eyes
008it was their ability to remain positive to support one another and to have this overall eagerness and excitement to learn and so I'm so proud of our math things and would like to introduce them to you this evening so we have Sohan bogurapu next to him is ISA pan Alicia yang Catherine Yang hamsika vinaman Nini vaishnavi Pena shrika redam advanu Luke woo of nital rohi panchwag ishantarik Connor Buchanan Marco Miller gracening advice and missing this evening said batula and surabi Ramesh so thank you very much very good thank you [Applause] congratulations [Applause] congratulations [Applause] [Music] congratulations thanks for coming tonight [Music] thank you [Applause] okay board members the next group we have to recognize this evening is the Smith Elementary Sonic cyborgs they qualify for the international competitions in Dallas Texas and went last week

010showed up for its kids in so many ways so many of the board members came and showed up for kids we let kids know that you support them yet again like we always do our team felt the collective support when we were in Dallas we had multiple text messages multiple Facebook messages in supporting us so we're so excited that you were able to live that story with us and now Smith's teacher of the year stem teacher and Vex coach Mrs Haynes had to add that in there we'll introduce our team well one thing about Vex is it's a student-run organization so for me to introduce the students would actually go against all the tenets of Vex but none of this would have been possible without amazing coaches that jumped in to help us and spent
011hours upon hours coach Kyle Weidner without him we would not be where we are today coach quirshi without her I don't know that all the kids would be here with us today because we probably would have lost him in Dallas and Coach Jennifer Roberts who's not here today is unable to be with us without her there we just had wonderful support and wonderful wrap around from everybody so I'm going to hand this now to Hannah [Music] hello I'm Hannah I'm in sixth grade I'm a driver and I'm co-captain of this team next up is Michael hi my name is Michael Isaac and I'm a drive full and a builder next is Colin hi I'm Colin and I'm in fifth grade and I'm a driver engineering notebook person and next up is Samuel my name is

013just a quick description of our metal so our metals are for placing in our division and placing in world so we had not given the medals yet we wanted to save this for this extraordinary experience here today so thank you for letting us do that all right [Applause] well staying on the academic Trail in terms of success at all levels of competition Central Middle School was an academic Super Bowl State finalist so Mr Payne or let's see coming forward this is the first time they've ever been this shy all right guys line up here that's true all right thank you for the opportunity to come and recognize these students uh we competed a couple weeks ago in the Indiana academic Super Bowl we hosted it for the first time so I want to thank Nick
014Williams and the tech crew for helping us put this all together and for our custodial staff and the volunteers that helped put this together so it was a great opportunity to actually host we had a seventh grade team and an eighth grade team so we had two teams in the five categories they compete in math science English social studies and interdisciplinary and they asked they answer 25 questions over the course of the time and they have a certain amount of time to answer each question and so we had our interdisciplinary team our seventh grade team finished as runner-up in the state and we had two state champions my coaches are Mindy Summers does the English Beth flamion does math Maddie klopenstein does science and Carly udy does social studies and I will let them tell
015you a little bit more uh yes I'm was the coach of the social studies team we actually came in first won the state competition it's the first time in Central's history that we have actually won the competition we've come in the top ten before but never won it very proud of our seventh graders for winning and obviously we have a great chance for next year so I was the I was the science Bowl coach and um like Jay was saying we had a seventh grade team we had an eighth grade team our seventh grade team ended up finishing first in the state with a score of 22 out of 25 correct questions which was pretty awesome um I'm a fairly new teacher so this was our first major victory which is very very exciting um
016but we'll go ahead and let the kids introduce themselves just say your name wrong ah um uh I was on amadithia I was on uh the interdisciplinary Bowl team the math bowl team and the English world team I'm suji pingali um I was on social studies and math I'm darnish um sadarshan and I was on um so study science and interdisciplinary absentee Vikram and I was on method science and I was on interdisciplinary science and social studies I'm Zoe pan I was a math English and interdisciplinary all right and again they're seventh graders so we're hoping that maybe we'll be back here next year with a couple more state titles so uh if you guys want to go ahead and walk around and shake their hands [Applause] nature South Side might be outside for a
017photo before before we leave this part of the meeting would it be possible could I ask the parents of all the students who are just recognized I realized that South Side folks might have left but would the parents please stand and be recognized we want to thank you for your students and the support that you give your students parents of the [Applause] okay Mr stinner we've taken some time to recognize students and the coaches and staff that work with them we're now going to take a moment to recognize our 2023 bcsc retirees so Dr pleek see at the beginning of this school year every year we always start with our first recognition as our teacher of the year for bcsc and as you've seen the last several meetings we've had opportunities to celebrate a lot
018of great employees we say this one as our last recognition one for the year our employees I will let you know that we have 36 employees at this time that have submitted their retirement and of those 24 are classified and 12 are certified and Mr Burnett has a video that we are going to watch foreign [Music] thank you [Music] foreign [Music] [Applause] [Music] foreign 36 employees that have re submitted their retirement intent based on from the last time we had our last retirement celebration last May so not all of them were in attendance but I think it's still worth to call their name and say how many bcsc years of experience that they have so at this time when I call your name please come up and we'll line up and then we'll be recognized
019by the board collectively at the end we'll start with our classified staff members Kathy Club bus driver 35 years Mark Mark Coomer bus driver 22 years Donnell Cantrell 36 years custodial skills trade Shirley Jefferson Clifty Creek eight years [Applause] Kathleen melbert Taylorsville teacher assistant 20 years Susan Parsons bus driver 24 years Julie Perkinson Parkside teacher assistant three years Suzanne Phillips tnl bus driver 24 years Joyce shireman tnl bus driver 29 years Pam Smith ISC 18 years Lisa Wheeler tnl bus driver 32 years Rebecca England Taylorsville and Parkside Food Service 30 years Leonard Pogue Central McDowell teacher assistant nine years Debra pfaffenberger North teacher assistant three years [Applause] Mark Evans tnl bus driver 16 years Kathy called ecsa new tech teacher assistant 23 years [Applause] Secretary of the administration building 23 years Deborah Acton Schmidt teacher

022miles a day [Applause] presentation time [Music] [Applause] we're sharing we're sharing that Todd already went for it yeah Preamble or just wait a couple minutes [Music] supposed to see [Applause] thanks thanks to everyone for their participation in the recognition part of the meeting at each of our meetings we also like to have a presentation that focuses on a best practice at one of our schools Dr Roberts could you introduce the best practice tonight please okay Mr stinner so tonight's best practice is Northside Middle School and we have principal Evan Burton and assistant principal Monica notestine here to present information for us thank you good evening school board and cabinet members and any audience members still left this evening as already introduced my name is Evan Burton I'm the principal at Northside Middle School this is
023my first year as principal at Northside after spending seven years as the assistant principal I am also a former Spartan so it brings me a joy to talk to you this evening about some of the things going on at Northside a little bit of a history lesson before we get started with best practice this evening Northside was um arranged by architect Harry whis in 1961 the original three-story brick rectangle is on the right hand side of the photo up there as you can see it does house an outdoor indoor area as I call it with the courtyard there in the middle that's a nice classroom space for our teachers and students on weather days like today it was renovated and added onto in 1992 by Andrea liers and Jane weinstaffle with the Limestone secondary rectangle
024there to the left of the photo has a variety of roof lines that replicate the feeder elementary schools that newer building if the 90s is still considered new was again has a large Commons area in the middle it has a double barrel cafeteria ceiling and six large science labs in our science Wing we received HVAC upgrades in 2004 a new roof in 2013 and most excitedly as far as construction and additions go a 343 kilowatt solar panel system that you can see that covers almost the entirety of the original brick rectangle and a large portion over on the left side of the Limestone building and those were installed in 2020. so if anybody would like a tour of the roof it's one of my favorite field trips I'd be happy to take you up there
025those are something to see as also on the previous slide Northside is the home of the Spartans current enrollment is just over 850 students and just 7th and eighth grade as the rest of bcsc we are growing and flourishing with our diversity celebrating our 15th year of Global Studies pathway at Northside and part of that pathway is the ability for seventh graders when they enter Northside to start to earn high school credits right away so this is an area of Pride for north side at the completion of the 22-23 school year Northside students will have earned 1 204 high school credits so as we get into a little bit more of the presentation this evening at Northside for the last two years we've used the Mantra all in for um and so what does it
026mean to be all in at North Side as stated previously it can be a challenge to feel connected in just seventh and eighth grade and so we like to say that you're either headed in or you're headed out with just those two grade levels so something that I think all Educators can agree on is that kids do better when they have a sense of community and purpose and when school gets difficult it's those activities that help sustain students through those School through those School times so it is best practice at Northside during those two years to offer all kinds of different opportunities through different media and modes so that Northside students can be all in as we consider the opportunities that we offer at Northside we look at three main barriers and trying to remove
027or minimize those barriers and first we look at time so we do offer a variety of activities before school and after school and then as you'll hear a little bit later we have an Ever growing list of activities that take place during the school day we also look at money so great care is taken to reduce or eliminate cost if possible no matter what the activity many of our clubs and our Athletics don't have any cost to them and when it comes to Athletics our athletic department uses funds to offset or defray as much of that cost as possible to families and then finally we look at grades coming in as 7th and 8th graders that's really the first time that students might start to take grades seriously and as we know academics matter when
028it comes to school however we don't want students to feel excluded from that if that's a barrier for them so the past two years we've been able to create an after-school tutoring program that is free to all Northside students it's offered Mondays Tuesdays and Thursdays after school for about an hour it's staffed from Northside certified staff members the ratio in there is is about three students to one staff member so it's pretty good one-on-one attention if you're if you're seeking that extra help and again those are our barriers that we look at to ensure that all students have the opportunity to be involved weather North Side good evening and I'm Monica newstein I'm northside's assistant principal and I am a former Northside student myself and product of bcsc so I cannot tell you how excited
029I am to be up here tonight and talking about our wonderful staff and students one of our academic team opportunities is our math counts program led by one of our department chairs Brad Branham math counts is a middle school math competition aimed at building math and problem solving skills we had a little over 30 members this year and they achieved first place at state in addition to math counts we also have other Academic Teams such as science social studies and other interdisciplinarian teams which all place in the top 10 during their challenge this past winter each season we offer a variety of athletic opportunities as the changes as the seasons change and so for this school year alone we had 376 Spartans participate in a Northside sport from our media center Mrs Sarah niece is
030in her first year leading this space we have had many Hands-On learning opportunities for students to engage with during the school hours which we take pride on because many of our opportunities are are being provided to students during the school day so they do not have to necessarily come back after hours and some of these activities consist of bookmark creation maker space and book character decorating challenge with which the kids thoroughly enjoy as you can see here we have a bulletin board that hangs just right outside of our cafeteria and you will notice 25 clubs sponsored by Northside teachers based on student interest so between Athletics and clubs we had a total of 682 students participate which is approximately 80 percent of our student population so we are very proud of our students and staff
031at this time Mr Burton is going to introduce one of our club activities which is the urban Greenhouse Club so we we thought we would Spotlight one of our newer clubs for you all this evening so this club started two years ago it's sponsored by our family consumer science teacher Ann Freeman and it was started with Mrs Freeman and her daughter Annabelle Freeman who is now at Purdue as a part of Annabelle's senior project and so this club uh so I'm going to talk a little bit about it but then I'll be quiet and let the students and Mrs Freeman talk about it with a video but this club does lots of things for Northside they take care of and cultivate our Courtyard they also have sectioned off a part of our Courtyard that Mrs
032Freeman uses to grow products for her family consumer science class as a little bit of a farm to table when when we are operating in that class so again as this video plays please understand that as I said this is a greenhouse Club so we are in the elements when we have recorded this video so there may be some wind and some other things as we try to highlight the things that go on in the greenhouse and then in this Courtyard foreign [Laughter] [Music] by accident coming in hot honestly it was established in 2020 by Annabelle Frank which is our fast teacher I'm the sponsor of the greenhouse I'm going to let our wonderful students tell you what happens in this amazing Club it's about Urban Greenhouse it was established in 2020 by Annabelle Frank
033which is our fast teachers daughter and um all these plants that we grow here we grow plants from produce all the way to herbs all go to our facts our facts class we use them and they're all fresh and all watered very nicely and all of them all the soil is very uh all the soil is very uh or organic and very clean so all the plants are really healthy another project we've been working on is our native plants band in partnership with this in quarterly trust so for the past two years we've been taking patients species out of the courtyard that includes like burning Woods or Mulberry wheat and those all restrict the growing plants but we've been taking all of those out and replacing the locative plants and that's all been with sick
034so they can grow better and we sell those through winter and all this wouldn't have been possible without our Turtle donors um that is the Sycamore land trust and uh um Jane Goodall Foundation we have been busy developing a second part of our garden our raised beds and our chocolates to grow more vegetables for the facts classroom Isaac Urban group busy group leader I have been very busy with building these pet boxes nms Greenhouse is a wonderful nurturing environment that I'm very proud to be part of the kids learn a lot of real life world skills and I'd like to thank all our donors that have made this project possible so don't say that you are warned about being out in the elements I'm sorry for for the wind there but again thank you for
035the opportunity to speak to you this evening and and highlight some of the good things that Northside has going on thank you Mr Burton in this next time I wonder if we might have some questions from board members Mr Allen oh you made eye contact so I'm calling on you well so I'm impressed with was what was it 25 different clubs do the students have a way if they want to start a new club that they they can do that absolutely so that board changes every year and throughout the year this year we've added film club last year we added a skateboard club and so students will come to whether it's one of us or a faculty member if they have an idea the faculty member will come to us and we'll work through how
036to set that up and communicate with families and the net board changes throughout the year when we have new clubs come in yes I think I noticed in the presentation about half the student body is able to participate in sports when you add in the club activities how close do you get to 100 participation in something so we had roughly 80 percent of our student population so 376 participated in a sport and then between sports and clubs it was 682 students participating which gave us the 80 percent so that is always an ongoing goal for us thank you for focusing on reducing those barriers any other questions thank you for the presentation we appreciate it Mr Allen has a question not a question but I wanted to just add that I want to thank both
037of you for coming back to bcsc thank you we've reached the point in the agenda where we're ready for board commendations do we have any board commendations tonight [Music] are we starting with later okay um I actually was going to mention one of these last time I didn't but in the past month um both East and North put on outstanding theater Productions East theater Department put on the play Beyond Juliet and the north drama club Put on the play Tinkerbell and there was tremendous amount of Talent on the stage at both schools and a lot of appreciation in the audiences um also Columbus North had two academic teams qualify for the state finals they competed in the state finals this past Saturday at Purdue University the north science team and I apologize for mispronouncing names
038before I start the north science team of Prisa murugudi Grace Huang Adrian Perez Michael Crossman and HP Dava Gupta finished fifth in the state and their coaches John Murphy and the math team led from start to finish and defended their State title so it's their second year in a row that they won the state the members of the math team are Michael Crossman harshal Gandhi Grace Huang ishan jasuja and Jay ning Wong and their coaches Mike Spock I have two also one I wanted to thank the bcsc C4 culinary team I believe they're pictured in the top left here but placing 14th in the National ProStar Invitational in Washington D.C based on my information this is the highest finish for India in the Indiana team so they not only represented bcsc well but also all
039the Hoosiers across our state the second was Operation Safe prom and the coordinators they're in I did a little bit of research just to understand this but according to the National Highway Traffic Association approximately 1100 students pass away due to prom related deaths every year nearly a third of all these teen deaths happen during prom season as a parent I can only imagine the pain that this would cause just after celebrating such a joyous occasion I start this off because on May 4th I had the privilege of attending Operation Safe problem right here at my alma mater Columbus North High School this program has been going on for 33 years and depicts a live-action drama of the tragedies that ensue after an intoxicated student crashes into a tree with its date sustaining fatal injuries and
040the tree is still there it's been going on for 33 years and taken the hit and in that to this day I still remember attending that exact same drama in 2007 and I know a lot of my classmates felt this the same and I firmly believe that this is how bcsc has been able to Buck the trend if we were to hold with the rate of national deaths we would have seven students have passed away over these 33 years I think it's great the efforts that these folks put in my predecessor in this seat Kathy day Hof Dwyer and also all of Bartholomew County Emergency Services the sheriff department CPD City Works Columbus Regional Hospital the coroner and 9-1-1 dispatch are all intricate in making that a successful attract or a successful drama to prevent
041such a tragedy thanks Mr Grant um I just have one here this evening and this is kind of a general accommodation to all the teachers in bcsc May is kind of loosely designated as national teacher month and and some districts across the U.S several braided teacher appreciation week last week some this week some a little bit of both but you know certainly I would argue that that good teachers are the backbone of any good school corporation and and for lack of a better term they're the ones in the trenches working with kids and making the real good stuff happen in the corporation and after 31 years in education myself I would also argue being a teacher for a number of reasons has not become any easier over the course of those years and you know
042for one reason a big reason Dr Roberts shared an article with this that I recently read about kids declining mental health as arguably the biggest Public Health crisis of our time and so that along with so many other reasons you know much appreciation and accommodations to to the teachers out there thank you Mr major do you have anything I do not okay so uh to stick with the trend that I've been doing I reached out to two different uh principles I was able to get one response from CSA new tech and this is from Mr Reed I'm happy to share with you some cool things happening in CSA new tech project-based learning is a primary instructional practice at CSA last year biology students Bill beehives for four Community Partners and helped install their own colonies
043they also installed a hive at CSA new tech and continue to care for that Colony today last Friday their cherry tree was blessed with a wild swarm of bees several of the students suited up and transferred the swarm with the queen included to a new Hive adjacent to their current Colony the entire school was able to witness this and they celebrated the event it was uh pretty cool because he also sent along some pictures obviously I don't I don't have those to share but you did see in the windows kids faces plastered against the glass just trying to see from a safe distance because obviously no one wants to get stung so but it is pretty cool that the kids are doing this and also that they're doing this in the community so thank you
044thank you Dr Roberts you got a number of photos on the slide up there did we miss anything I don't think so those that is teacher appreciation week last week was a a I think it's Monday was uh principal's day I think this week Wednesday is National nurse school Nurses Day there's a variety of days recognizing Educators in the last from last week to this week but this is the week that we are specifically focusing on trying to celebrate All Educators and we do mention that Mr stinner I'm glad you've you've asked about that is that yeah says National teachers or or principals or whatever the case might be we have 2000 staff members and we we consider each of them as Educators because of the impact they have on our students each day so
045from the bus drivers custodians Food Service workers teachers in the classroom whoever that might be a lot of impact happening each day with those Educators thank you very good we also have time this evening for school board member reports any school board members I'll go ahead and start that was just kind of typewriter this back to Dale so um the Health Trust did meet on the 26th uh we talked a lot about enrollment and costs that were really steady over the last year we celebrated Mr Green's retirement with some brownies and uh appreciated his 21 years on the trust we talked about reviewing bylaws in the future and backfill processes for committee leadership we also talked about investigating possibly even expanding the committee so that we have a lot more people to have more experience
046over time with this trust we felt that that would help with building learning retaining members we talked about future benefits that we're considering we talked about changes in the clinic when it moves to Nexus Park in the future and how we hope to be able to provide more openings if we can so good things coming from the Health Trust it was really positive for me to to hear especially that enrollment and costs were steady knowing that costs are kind of increasing in several areas through so uh that and thank you to Mr Green I don't think he's here now but thank you for the 21 years is a long time so thank you Mr major uh Mr Grimes uh yeah the school foundation will meet um tomorrow but some other news from the school Foundation
047last Saturday I guess April 29th uh we held a 5k at Southside and we're able to present Mr Darren Johnson 35-year teacher current C4 architecture teacher with the Grimes Wallace out of the box teaching award and that was our third annual and we hope to have many more of those legislative report All 48 bills that the School Board Association tracked over the course of the last one and a half weeks of this long session became became law and 12 of them were still on the docket on the final day the house wrapped up I believe about 2 A.M on Saturday morning and the Senate wrapped up a little after 3 A.M that morning and so lots of last second modifications to the state budget as well all kinds of legislation of note some to do
048with textbook fees FAFSA financial responsibility class to be added to the high school curriculum to high school Career Development the list kind of goes on and on and so I believe myself and maybe three other board members and Dr Roberts will attend the region 10 School Board Association meeting Wednesday evening in Seymour and I'm sure we will learn a lot more details about the budget the bills and an update on some of the court cases that will affect some of our decisions moving forward and then lastly the meeting agenda subcommittee we plan to the next meeting have our recommendations before the board as uh I guess you could say a first reading to be acted upon in in July and so we we certainly have agreed to and have come up with some meeting idea
049suggestions to consider moving forward thank you thank you Mr grams Mr Schulz um nothing covered at cicc meets tomorrow or Wednesday in the morning and uh like Mr Grimes attending the isba functions great thank you Mr Nowlin um yes the council for Youth Development and the Indiana youth Institute held it joint session out at the Columbus Learning Center on May 4th last week bcsc was well represented Dr hack was there several counselors were there other bcsc people were there it was two hours of really good data that looked at how Bartholomew County was doing compared to how the state was doing some things we were doing pretty well other things we have things we need to work on I rather than tell you all that I got enough extra copies of the youth development index
050so that is from the council for Youth Development and then up in the corner I wrote the Indiana youth Institute it's pretty easy web address iyi.org but when you don't have 62 pages of policies to look at it's a great website to go through and there's there's a general data section and then there's also a a page for each County that you can really dig in and look at data of for Bartholomew County and how we compare the state and they also I I should mention um the Indiana youth Institute um was very appreciative that that our County shares data with them so they can do their work thank you Mr nellon um Mr Grimes shared update from his subcommittee the subcommittee on public engagement we'll meet again a week from tonight Monday the 15th
051uh 6 p.m at the admin building we are not as far along as Mr Grimes and and his subcommittee but we're making good progress and we will help bcsc do a better job of public engagement in the future I'm sure um cabinet reports is next on the agenda Dr Roberts the first one we have is a food service update with Dr Boseman and Mrs millswell good evening thank you for allowing us a little bit of time I'll introduce Nancy milspa to lead through the presentation Nancy will explain to you how we run the the largest restaurant in the County serving thousands of students and adults every day and she does so in a fine way with uh Happy Happy customers and employees in a few openings something else I'll share with you today is um
052the menu options that she'll provide that she provides our students are not you know I don't know where you grew up or where I grew up Friday was my favorite day because we have pizza squares and they were pretty good and that was probably the only thing that was good from the school cafeteria and that's not the case uh here at bcsd so we're proud of that as well and I'll let Nancy explain more thanks Dr Bozeman thank you Dr Roberts and cabinet members for allowing me to talk about our program this evening um bcsc we run actually four different Child Nutrition programs through our district we do the national school lunch program School breakfast program the after-school SNAP program for schools that qualify in the summer feeding program um Food Service funding I always
053like to kind of remind people of this it's a little bit different we don't actually operate out of the operations funds for our budget it's actually self-supporting and that is through student meals we get Federal reimbursement for those meals as long as we're serving ones that qualify and then we also get our funds from non-federal funds from adult meals or a la carte sales and and some catering throughout the district on the reimbursable meals that we do provide they have to meet certain nutrition requirements uh set forth by USDA they have to have certain nutrition standards and sodium calories fat certain subgroups whole grains proteins and fruits and milk and some changes with USDA they're proposing some changes for school year 25 26. the first time that they've ever done a limit for added sugars
054which is great but it might affect our students in some of the products that are favorites like flavored milk or yogurt actually will not meet the requirements that they are recommending at this time so we're looking for our industry to decrease sugar in some of the products um this is our school meal participation it's just August through December that's just some of the stats on the numbers that are eating with us that obviously in 2020 we were under some waivers to the federal government we were allowed to do no meal charging at that time the numbers are a little bit lower in 2021 that those are higher because again we weren't in school a lot in 2020 for various pandemic reasons and then for 2022 the waivers to offered the universal free meals were removed
055by USDA and so we have required to go back to a meal pricing program so our numbers are a little bit lower as expected but not too far off from prior to the to the pandemic one of the things that we do to increase the participation is offer like Dr Bosa mentioned a wide variety of foods we're on a five-week cycle menu these are some of our homemade products that we've started this year which went over very well with the students we do as SD broccoli cheese soup it's homemade I think it Rivals a lot of the rivals in the community that have bread and their their name of their title and we just did Eros con pollo for our Cinco de Mayo on Friday it was very well received by the students we also
056do a chicken bacon flatbread and that's gone over pretty well with the kids our summer feeding program even though schools are ending it a few weeks we're actually ramping up to feed some more students and again these are just our stats we do offer breakfast and lunch in various locations throughout the community this year it will be at three different schools Smith Northside or I'm sorry not North Side North here and also at Central we'll be serving meals but then we also partner with Community Partners like foundation for youth the Donor Center Community program with the Rex program a variety of programs like that we help out in the community with again you can see the numbers just skyrocketed during the pandemic when a lot of the regulations were removed and allowed us to do
057Universal meals it allowed us to go into various areas in the community and to do bag and go meals that stopped last year in 2022 and you can see the DraStic reduction in meals I don't think it's just because of the we still serve free meals but also parents are still receiving the pandemic EBT cards which allows them to have actual money at home during the summer when meals are not there to use so I think that affects the participation some with that um I do want to mention for our USDA program our summer Mill program we uh nationally 98 sponsors qualified for a gold silver or bronze level this is our second year to receive a silver medal we were one of nine School corporations in Indiana to receive that so we do try
058to offer a good variety of foods for the kids in the summer not just some basic stuff with meal pricing I am pleased to announce that we are not raising meal prices for next year for the students that actually under the healthy kids act in 2010 was a requirement to meet a national level to raise lunch prices to reach that level so we were always required each year pretty much we're always chasing that price but with the Appropriations act they are saying that as long as you had a positive or a zero balance as of June 30th your exempt from Raising lunch prices for next school year and we were in that that category so um just to be clear this doesn't actually apply for adult pricing because they aren't reimbursable meals and so we
059follow a formula through USDA that is based on the upcoming reimbursement rates with our school and USDA is usually very late at giving that to us like last minute so I probably will not know till June how it will affect adult pricing for the next school year and last but not least these are our food service employees of the month these are some of the smiling faces that do it every year or every day and get it done for the kids out there we're really proud of all these folks they make my job so much easier and they're just part of the you know a larger group of employees at bcsc that make this place a great place to work and a great place for our kids every day and if that's the rest of
060my presentation I'd be happy to answer your questions if you guys have any thank you Dr Bozeman thank you Miss Mills Paul questions from the board the the only question I have is recently the United Way did a large county-wide food drive to support love chapel Salvation Army and Community Center of Hope and there were numerous companies in the community that supported that they were predicting that there would be more need in this in the food pantries are we seeing something similar I know we had 20 21 and 22 do we have a like a estimate what we think this year is do we see that there's still a need for or I know there's a need but a large need for summer breakfast and lunch I I I think there is the need out
061there I think where we run into a problem is with some of the regulations are in place there are restrictions on where we can offer the meals to and how we offer them like we have had to go back to the congregate meal setting so we can't just give you a bag where you can take an eat it off site that really restricts people people have to load up their kids and come to you and they're not really as willing to do that in the summer if I've got six kids to put in the car I don't know if I'm making it down to Smith to eat lunch today you know so I think those are some of the restrictions I think the need is definitely still out there so yeah but I think again
062the pebt cards that go out in the summer there will be a summer issuance of those and that puts the money directly in the family's hands that they can go the grocery store and have the food at home when they can't make it out to us too so we're we're not seeing that group of people thank you where are some of those congregate sites that you mentioned well any place that we are offering the meals program this year it has to be a congregate site so it's going to be North High School as far as our schools it would be North Smith and Central and then the Donner Park uh that their shelter house is one also Heritage Heights Candlelight is also a spot our new one for this year is Ashford Park Apartments and
063then we also have sites that will be open at some of the title schools during like uh the week before school starts ramp up week to get kids in there my one of my questions was is um and it sounds like you already I heard Heritage Heights so what are the targeted efforts to make sure that this is available and visible to the title one communities like Taylorsville where not only are we have a remote issue where public transportation doesn't get you into the city but also a majority of a language barrier as well um the advertisements that we put out are in Spanish and in English that we have available for flyers for the students Josh helps us to post that on the website and gets it out I'm hoping parent through parent Square
064those type of opportunities that that we advertise anything else to be CSC it's also on the major radio stations we send the media release to them and also in the Republic it'll be posted soon Grimes I've got an absolutely goofy question so um you know I saw a notice the the new entrees and I think I remember last year uh pot stickers being introduced I have those hung on yes those are still those are still on um we we've had some some issues with supply chain it doesn't end for us because there's only so many schools and only certainly foods that qualify for the schools and so you know it's kind of a first come first serve but yeah those go over very well and I we like those because you can serve different sauces
065with them so you might go hot with General so or you might go sweet and sour those type of things then kids tend to like it I like it so I'd encourage you come try them when we have them thank you other other questions I I did have one more about the the 10 cent a year raise that we got so used to over the last few years and I think you said it was a balance as of the end of June 30 last year that allowed us to not increase prices this time with with this new appropriation act that went through I don't know if that'll always be but okay with the new act yeah where will our balance be on June 30 of this year 2023 that's yet to be determined I will
066know on June 30th okay but we're we're all right yeah good yeah thank you for your management yeah uh any other questions thank you for that thank you Mr Phillips I think you're next with metrics tracking our spending of the 2020 referendum funding is that correct yes thank you Mr Stenner we like to bring this in front of you once per year and and the public as well give you a brief history lesson if you haven't been around for a long time or you've forgotten in 2019 in Fall of 2019 the board voted to put forth a property tax operating referendum for approval for the public that finally then of course in the in the winter of 2020 2019-20 there was an interruption to that so the election actually got moved back to June of
0672020 and 61.2 I believe percent of Voters approved a 15.6 increase on the property tax rate for a very specific purposes we don't want to go by law and that referendum voters approved an eight-year referendum so we can collect those for from started collecting those in 2021 and we'll collect them through 2028 those are the eight years of the operating referendum we want to bring that in front of the board every year remind them what we're spending the money on and what it's what it's producing in results so the first two slides here just show you you've already actually seen these slides in um you need me to go up there no I can just tell me when thanks the first two slides you've seen actually this is part of the 2022 quarter Four Financial
068results just showing you that first slide shows you that basically we increased salaries for employees approximately 10 point 10.4 percent over what they would have been without the referendum money the next slide shows the the other the remainder in some of the details and so 522 teachers receive salary increases of more than ten thousand eight hundred dollars about Eleven Hundred support staff classified staff members averaged more than eleven hundred dollars in additional pay over the course of 2022. spent 157 000 on school resource officers 420 000 on additional buses and 310 000 to sustained counseling counts work as that Grant ended um just uh July 1 I believe 2022 and then of course last year we started in just the fall with 10 certified teachers providing stem lab instruction at every Elementary School the next
069slide you can't read so I'm just going to tell you what it is this is posted on our website as well as all are all of the budgets for the eight years as well as the two years of History we have so actual 21 actual 22 and then budgets for 23 going through 2028. those are on the website under the referendum tab but look at those anytime we believe that in 2019-20 when we put this forth that we were the only School District that had proposed an operating referendum and said not only is this what we're going to spend the money on but here are the actual things that we're going to measure and hold ourselves accountable to accomplishing over the course of that eight year period we put those out before the referendum started
070and then we come back approximately the May meeting each year and just remind you of where our progress is developed on each of these goals and targets so the first one and and where the most money is going towards teacher retention in 2022-23 we are just under our goal of 90 retention of teachers 89 which is still better than where we were in 1920 and we're at 87 percent and that's of course going to fluctuate we're hoping tonight we only had was that 12 certified staff members that were retiring so we're hoping that next year that and only eight of those were classroom teachers the others were not classroom teachers so the next Slide the and and all ask for questions at the end as well um but I probably won't be able to answer
071them the rest of the people others in the room will be the next slide is mental health and this was taking over basically the funding of the counseling counts Grant we were able to have a huge increase our Target was to increase the number of mental health providers in our schools from seven to ten and uh because of Partnerships with Centerstone and family services and others we were able to immediately jump that in 2122 to 32 Mental Health Providers that's everyone from certified therapists to what we call Family Support Specialists or bachelor's degree level help and they are all not none of those are bcse employees they're all contracted through our Community Partners we're still at 32 positions now but two of those are unfilled as those Community Partners struggle with with um you know
072supply issues as well in the labor market next this one is social emotional learning and we continue to increase the number of uh teachers who are trained in developmental assets and social emotional learning the next slide is transportation and we have managed to decrease the number of buses in our district that are 12 years or older down to 12 now and should eliminate that within the next year or two and be at zero buses that are 12 years or older the next one also related to when we put this operating referendum Ford filling bus driver positions was one of the most difficult challenges we were facing coming out of the pandemic and I did notice the large number of bus drivers that were named tonight during the retirement portion of the evening so um I
073I'm Dr Bozeman don't throw anything at me we're putting this on the screen we have no openings for bus drivers right now so tomorrow there's going to be three people I know that are going to leave but as of right now it's we are an anomaly in the state when it comes to the way we're able to retain um and and Recruit new bus drivers right now and then the last slide is the only metric that we added after the referendum when we added stem Labs 50 funded by referendum dollars and 50 of the cost of that funded by Tiff dollars and we uh anticipate fully that the remainder of the referee referendum period will be able to fund those 100 of students having weekly stem lab activities with a certified teacher we're happy to
074take any questions again just want to bring this in front of you at least once a year and review our results and our spend thank you Mr Phillips we appreciate the annual update any questions about the metrics how we're doing how we're spending the money sure couple questions and I know we talked to earlier um one I really appreciate the format the clear goals the timing it's very very helpful to understand and that's publicly posted if we can go back to the teacher the first slide that kind of talked about salary increases the average salary can you explain to me how the 10 880 is received by the teacher and like you know what stipulations are if any on the payment there are sure great question we um at year five after your fifth year
075in the district we provide a five thousand dollar salary increase as a retention incentive at after your 10th year of service that goes to ten thousand after your 15th year that goes to fifteen thousand up to a maximum which is collectively bargained this is the only portion of the agreement that is actually collectively bargained with the Teachers Association every year or two we hope and so there is a maximum level so if a teacher is already at the top of the scale on their conventional salary portion um and the fifteen thousand will put them over the whatever we set the cap at which for this year is ninety thousand then um the referendum portion is reduced to max out we pay that out every other week just like on regular payroll it's not a stipend
076that only comes once a year and then on the counseling counts works if you go to the slide that had like the 32 versus the 10. ship work is and I I'm I've as I read this I was trying to understand is this like a relationship with the community partner and then they're essentially working with the parents as insurance and or you know Medicaid situations and then delivering the services and essentially they're using our facilities as kind of like a home base to get closer to the client or how's this relationship work or is this really just we're Contracting it out and it's a service from bcsc I believe correct me if I'm wrong Dr hacker or others but the way you describe it is exactly the case providers are in the building students and
077counselors can refer a student to a provider and then the provider can either can do so much regarding providing immediate services to the child but then they can refer to parents to complete more paperwork to either qualify for Medicaid the company then receives that Medicaid reimbursement or the private insurance and then I may have a follow-up that draws Dr hack up here but the question I'll have is especially at the elementary level what is the role differences between what I would have traditionally seen as a counselor which happens by elementary school counselors in the room right now and the role of this therapist to our students what what and then what's the need of that therapist as we see this counseling count works sorry to bring you up so the difference is traditionally our counselors
078who are in every Elementary building see our students for some general things like maybe I'm struggling today maybe I had a bad morning and I really want to work with someone maybe my mom and dad are going through a rough time and I have a small group so counselors on the on the front one like Shirley Trav amazing usually do those sort of things a therapist gets more into detail a therapist has more opportunities to work one-on-one with clients and students and really meet the needs of that student where they are and then working in with families so our counselors may work with families but our therapists definitely have that opportunity to dig into what may be happening with trauma maybe happening at a deeper level with the child and then work with families as
079well so similar but definitely have have more of a therapy approach so would it be fair to describe it as the counselors more of a generalist and then the therapist more of acute or therapy a try I'm trying to do the right word but ongoing relationship for the specific issues absolutely and we want those therapists to build those wonderful relationships with our students as well as our counselors but the counselors again see more of a general field whereas a specialist a therapist would would dig into more trauma sure Mr now so I remember this coming up during the discussion around the referendum but I don't remember the answer so I'll ask it again um that the 92 percent retention gold does that account for resignations and retirements yes correct okay okay thank you Mr Phillips
080that completes the reports tonight I didn't know if they were all done down there the biggest question I had on number two was with the target of 10 but we're utilizing 30 should we adjust the target it seems like there's we're not going to go to 30 for no reason there's a reason right so it feels like there's probably the need the next question is is 30 the right number does it need to be 37 does it need to be 52 what is what what I made just some real quick things here how many uh how many student visits are there how many visits per student are there how many students with more than 10 visits these kind of things help us understand how how big the problem is and how continuous the problem is
081and it helps us understand what more needs we need to direct towards this issue I know we've talked about mental health earlier Dr Robert shared an article with us so I mean there's there's any of us that have kids that probably seen it or felt it you know I had a kid I talked about that Mr Edwards helped with a couple of years ago that was cutting his arms so I mean I think we've all seen these things I think we've heard the stories what what do we really need to do to protect the community yeah so I'll answer two pieces to that Mr major one in terms of resetting that go I agree um that we we got to 10 obviously very quickly because of the the grant that we had that came in
082from the Eli Lilly um endowment and and so that that allowed us to get there so resetting that goal and baseball need is going to be critical in terms of exactly how many we need we need more than that uh we're trying to identify that I see a couple of people here uh in in the front uh who we have the mental health matters um that uh effort that is going on in the community we just had a kickoff event a couple of weeks ago and so from both a youth and adult standpoint within the community we're trying to understand what that need looks like and similar to how ASAP was developed uh to help with with some of the substance misuse issues we had in the community this group is trying to figure that
083out from both a youth and adult standpoint will help us identify those those numbers and then uh the the last one being an engineer I miss out if I didn't ask about goal number six um especially having seen some of the excellent work that was presented earlier tonight with the uh the different groups that came in that had performed very well at the state level from a math and science standpoint um we've we've got uh a unique opportunity with the companies that are here in the community there's a lot of manufacturing that takes place all the manufacturing requires problem solving and so I guess my question here is is what what are we missing and what else do we need with respect to building uh stem Community here in Columbus that is unrivaled in the
084state and I will use an example of my nieces and nephews that live in Snohomish Washington their High School is one of the top high schools for robotics in the world and so how do we get to be we've already got a good start we've seen it with the kids that were here tonight but how do we get to be number one in the state and then work towards number one in the U.S what what's the Gap what else do we need well I don't have an immediate answer in terms of exactly what the Gap would be we'd have to have those measurements in place to understand how how we identify as number one right now from a stem standpoint obviously always opportunities for more more Partnerships more opportunities but as you indicated I think
085a year ago we had those state champions in math and elementary middle and high school plus the robotics state champion who went to the international competition and and one of only a few School corporations that had stem for every student at the middle excuse me at the elementary school every week so we're starting and trying to build up those things so what is next I agree what's that next that rung of the ladder to try to climb and and we'll try to understand that thank you maybe presentations at future board meetings on updates on counseling and stem and I had a I mean one kind of tie in there just from my experience at least from what I'm seeing in my time of partnering with Taylorsville and putting in the stem lab in it seems
086like we have a really good foundation at the k-36 level and then the other Doctor Heck has a really good strong system on the C4 side and the high school level it does feel like that Middle School level has opportunity we did I mean Jason and I were there at Northside we did see the robotics class so there is there but an insertion of that curriculum almost as part as the team's model maybe a situation where at least it kind of further Builds on that specials as they're coming out of K through six and and I think one thing that we talked about for three minutes was the potential to grow C4 into Middle School C4 program is a great program there's a lot of good things being done there and that might be an
087opportunity too to give the middle schoolers a little bit of taste of what they'll see in high school Mr nellum so I don't want to put more work on anybody's table but um I think that there is a lot of things going on it in terms of stem that there's pieces here and there that we are not necessarily aware of just as an example I know that we have had math modeling teams and National Finals multiple times so I think there are a lot of things that fall into the category of stem that it would be really cool to see a Consolidated list at some point but not by the next meeting I've made notes in terms of possible presentations in the future as to give a more coordinated look at both the mental health
088opportunities that we are making available for our students besides just the number that was presented as well as the stem opportunities in terms of uh follow-up on those items to Dr pleek the tracking of the retention rates is that that when do we get a report on that does that happen at the beginning of the school year I usually share some of that when we have the evaluation when we do the evaluation overall and I think that is has to be completed by September 15th so when we do that I'll give an overall a preliminary of the retention and maybe some of the trends that we're seeing so if they resign maybe what areas and what for and those purposes so that'll be at a later presentation great thank you anything else on the referendum
089update tracking metrics there we do have a number of business items on the agenda tonight and before we make decisions we invite public comments um we have a number of people who signed up on the blue sheet to make public comments I'll call each speaker up one at a time we have a three minute limit if it's a three minute timer in front of us it's probably got a lot of sunshine on it right now um some notes there that I'll call leave to you to read on your own we do ask that you clearly introduce yourself and give us your address we'll kind of go in order here the first person I see on the sheet is Shirley trap I'm Shirley trap here to comment tonight good evening my name is Shirley Trapp I
090live at 1070 West Lake Hills Drive and I am a retired 40-year plus teacher of the bcsc system my comments will be very brief uh I have read the draft policy and I find it to be appropriate and advantageous I would hope that uh the abort vote in favor of it I think it provides for the community particularly our school community and the board can continue on with doing the work for our schools that keep our children safe provide an education for them provide a challenge for them and keep it inspiring therefore I support the draft policy and hope that the school board does also thank you thank you the next person that signed in is Julie abadian good evening hi my name is Julia badian I live at 1048 lapwing Court I and my
091husband are parents of five kids who attended and graduated from bcsc schools um each of those five kids had very very different needs they had different strengths different challenges but they were all ultimately very successful in large part because of the education that they got in bcsc we've got one physicist one geneticist one engineer one salesman and one investment banker and all of these kids as I said they had different needs different strengths different challenges three of our kids I call them kids are where my husbands or are my husband's nieces and nephews and they arrived in this country not knowing any length any English at all they had very challenging circumstances and what we found here at bcsc was everything that they needed and even though all their needs were very different we found
092the that bcsc was able to adapt to what they needed all of their teachers were very tuned in to what they needed and even when they didn't have what maybe even at the beginning when the system didn't have what especially our immigrant kids needed um they the system adapted and um I I have so much confidence and respect for bcsc teachers and administrators and I know that they have and I've witnessed how they have continued to evolve over the years and I know that they will continue to evolve to meet the kids needs and to always have the kids needs at the Forefront of their decisions so I am here tonight to speak in support of the policy recommendations I I've read through all of the recommendations and I believe just like they always have
093and the experience that we've had in bcsc these recommendations will enable the school system to continue to evolve to meet the kids needs and and will enable the teachers to do what they do best which is to teach our kids and meet their educational needs thank you thank you the next speaker I have signed up is Tony plattner foreign plattner I'm 2702 Lafayette Avenue right down the street from here um both my wife and I and my son really truly enjoy the the school systems here he's now a graduate thank you of IU and one of the things um both my wife and I had done is read I think Dale said early all 62 pages of the recommendations and we found them to be you know as much as you know I'm not a
094lawyer here but it seemed like a really good good recommendations and appropriate for the community so um both Gail and I would like you to go ahead and approve these as quickly as possible and thank you very much thank you Mr plattner next speaker is Kathy Oren good evening my name is Kathy Oren and I live at 2880 West Carr Hill Road in Columbus Indiana my husband and I raised three sons all graduated from North in 2010 and 2013 and as as others have shared they had wonderful experiences at bcsc I also have reviewed each page of the draft of the policy recommendations I do find them to be appropriate legally and for our community I've reviewed the minutes from previous board meetings and I watched the video from the previous board meeting in April
09524th I do understand that these policy changes are based on changes in state and or federal legislation or case law and it's imperative that the public schools adhere to State mandated changes as well as changes in federal requirements or case law and I understand that most if not all public schools contract with a third party to provide legal guidance for appropriate adoption of policy changes I understand that bcsc contracts with Neola to provide guidance for bcsc adoption of state and federal legislative changes into their existing school policies in fact many public schools across Indiana also use Neola for this guidance it's my understanding that Neola uses a law firm of Lewis and caps an indiana-based firm that is also a leader in the area of school law to provide a final review of these recommendations
096it seems a lot of time has been passed since the first reading of these proposed changes on January 24th a lot of questions have been raised by the public and by the board many completely unrelated to the specific State and federally mandated changes these unrelated questions and delays have made it impossible for the board to react to the new legislation in an efficient manner I understand there are two more volumes of State mandated changes that have yet to be presented to the board and that places bcsc board policies in a bit of a precarious position today I'm asking you to move forward with the decision-making process and to ensure that the bcsc policies remain in compliance with state and federal law and I would request that all presented policies at tonight's school board meeting be
097approved continuing delay just feels inefficient it takes away time from more important matters before the board and it takes our school leaders away from the most important business of educating our kids so thank you so much for your time and your commitment thank you Ms Warren I'd like to invite Dave Vincent to come to come back speakers Dave Vincent thank you thanks you guys I'd like to urge you to vote no on the policy changes the one that I caught my eye and um makes me ask you that has to do with the staff dress and grooming policy my wife commented to me tonight on my way out the door that she wasn't sure I was appropriately dressed to comment on a dress and grooming policy but here goes anyway I thought I'd take just
098a minute and read you our current staff dress and Grooming policy the school board believes that professional staff members set an example in dress and grooming for their students to follow a professional staff member who understands this precept and adheres to it enlarges the importance of his or her task presents an image of dignity and encourages the respect for authority these factors act in a positive manner towards the maintenance of discipline the board retains the authority to specify the following dress and grooming guidelines for staff that will prevent such Matters from having an adverse impact on the educational process all professional staff members shall when assigned to Corporation Duty a b physically clean neat and well groomed B dressed in a manner consistent with their professional responsibilities see dressed in a manner that communicates to
099students a pride and personal appearance the dress in a manner that does not cause damage to Corporation property and E be groomed in such a way that their hairstyle or dress does not disrupt the educational process nor cause a health or safety hazard that's our current dress policy guys this is pretty good matter of fact I think it's perfect um why would someone vote to change it that's what I'm asking myself I know it's not because Dr Roberts put it up for a vote because you guys love giving him the Dickens I know it's not because of Neola I don't trust Neola I don't know who they are I don't trust them I trust you guys because I can come here and look you in the eye and talk to you and you guys can
100figure things out I trust you guys because I know you're going to vote what you feel is best for our students and for our teachers again I urge you to vote no on these changes thanks thank you Mr Wilson Sarah Dunlap the next speaker I have listed here is Sarah Dunlap good evening thank you for giving me the opportunity to speak my name is Sarah Dunlap I live at 2209 Caldwell place I'm a former faculty member of bcsc I'm a very involved mother of two bcsc students and due to that involvement I did my due diligence and reviewed the draft of the policy recommendations I find those appropriate and I do encourage and support the approval of those policies okay thank you Ms Dunlap the next speaker listed is Kristen Munn your Podium was not
101made for the short of stature I am Kristen Munn I'm at 1055 Tanbark in Columbus Indiana I my husband and I have two children in bcsc a junior at North and a fifth grader at CSA Lincoln I want to say thank you to the administration and the elected officials for all you do to ensure that our community and our children receive a high quality education I have reviewed the 60 plus pages of the draft policy recommendations as well as reviewed the video of the last board meeting and listened to a number of the concerns that were expressed regarding the policy changes my understanding is that most of the proposed changes are based on state and federal legislation and or current case law and that it's not only reasonable but necessary for our public schools to
102be in compliance with these regulations um my children at different points in their academic careers up until this point have faced a number of challenges none of those have involved anything that their teachers are wearing to school so that's not a concern that I personally have for my kids or their education um so as a community member a taxpayer and most importantly a parent that cares about the quality of Education that my children and all children in our community receive I would kindly request that you devote no more time to what my opinion appears to be really standard policy revisions and I request approval of all policies presented tonight with no further delays so that we can get back to focusing on more important issues that impact our kids so thank you again for your
103commitment and your leadership in this matter thank you Miss Munn next speaker is thank you next speaker is Angie Grimes please hi I'm Angie Grimes and I live here in Columbus I'm asking you to reject these policies tonight I have several reasons why the first I want to talk about is school visitors policy the first issue that I have seen is that it states the superintendent or principal has the authority to prohibit the entry of any person to a school of this Corporation or to expel any person when there is reason to believe the presence of such person would be detrimental to the good order of the school I think that word or creates a loophole and that is very scary the superintendent or principal could keep someone for any reason entering the school potentially
104taking a parent's right away to have access to their child within that school my suggestion would be to change that and say something more like this the school board superintendent and principal have the authority to prohibit the entry of any person when there is reason to believe that that person or persons aims to cause harm or be disrupted to the school another issue I still have is with the visits by the school board I have some concerns about the school board having to go through the superintendent to have access to going into the school and I looked over policies in other places that use Neola and I've came across this one and I I thought it sounded a lot better than what we're proposing here it stated individual board members may visit a district school
105at any time board members may not be required to give prior notice of the visit another board member or District employee may not limit the duration or scope of the visit or direct a visiting board member to leave the premises the board member must sign in and out at the school's main office and wear his or her board identification badge at all times while present on school premises the board member shall be visiting as an interested individual in a similar capacity to any parent or citizen of the community these visits should not be considered to be inspections nor as supervisory in nature if during a visit to a school or program a board member observes a situation or condition which causes concern she should discuss or he should discuss that situation first with the principal
106and the superintendent as soon as it is convenient or appropriate such a report or discussion shall not be considered an official one from the board if the board member believes the situation or condition is serious enough he or she may also inform the superintendent I find that to be um a great policy from Neola and I hope that you will consider that and keep that in mind thank you Ms Grimes the next person who signed up to speak is Loria Thompson good evening my name is Lori Thompson I live on champion court in Columbus um Ray's two sons and have grandchildren that have gone through the system here my two sons graduated here from North I've read the policies and the proposed changes all 62 pages there were a bunch of redundancies in there and
107some of it was just clean up stuff but there's a lot of good information in there I was particularly interested in the curriculum portion where there's it's amazing the number of things that we're trying to teach the kids it's it's a vast curriculum and things keep getting added without many things coming out but it's all good I understand that those 62 pages is a lot but I do believe that we've had four or five months to review them and as leaders of the school system it's time to approve them which will enable the Stu the school system and the staff to get on to other important things whether it's policies coming after this or the things that you've planned like the new fourth grade math process that you guys are going to be starting which
108you approved not too long ago or the high school consort teams that you're going to be starting next year to keep the teams together to give them a better opportunity to graduate and of course my favorite hiring more diverse staff I can't wait to hear what we've done this year I've read the policies and the changes and they appear to be legally sound as well as really good for this community I urge you to approve all presented policies at tonight's school board meeting thank you foreign thank you Ms Thompson the next speaker signed up is Dan Oren damn it we're in car Hill Road um as someone who's had to deal with state and federal regulations as I went to read this set of policies it was eerily familiar I've noticed that there seems to
109be some confusion about where exactly these policies came from as I read through this just as an exercise I noticed that there are 53 references to the Indiana code there are 24 references to the CFR 18 to U.S code and 12 to the Indiana administrative code and that's just in the 60 Pages if you go look at the entire policy we're up to 250 references to Indiana code 102 the U.S code 75 to CFR and 31 to IAC basically what this tells me is these documents are the intersection of lawyers and legislators and it's pretty safe to assume that virtually everything in this document has been argued over and discussed Ad nauseam we had a concerned parent last time who was concerned about how morality would be in the mandatory curriculum I answered that question
110is Indiana code 20-30-5-5 where you'll find the exact wording that appears in these in this policy basically what this says is if you really want to change policy the school board is not the people to appeal to you need to go to see your state legislator or insert cases you need to go see your U.S representatives and eventually you got to go talk to the people that actually promulgate the code as requested by Congress been there done that good luck so I I think you've had time by now to consider the options that were presented to you by the current legislation and I'm sure by now you've had the chance to pick the wisest selection of those and I encourage you to go ahead and approve those changes tonight thank you thank you the next
111speaker who has signed up is Laura Garrett good evening Laura Garrett 19th Street Columbus Indiana I have two Elementary age students in bcsc I want to commend everything about the school system and what it entails from principles that care a school board that is spending way too many hours on something that shouldn't be talked about over and over again because of the exact thing that was just spoken about I have read the documents I want to be a mom I want to be home with my kids but I'm here um and I'm reading things and I'm watching school board meetings and what I'm seeing is wasting a lot of resources and time on something that very clearly is is standard it should be happening and what we should be doing instead is spending time actually
112benefiting the students that are in the schools and when we take time such precious time out of that to spend time discussing policies that are not amendable we then take away what we need our kids to do and how much love and support and care we have so what I ask is that we can we can do more of the support of all those great kids that stood up earlier tonight we can look at this policy along with the stacks of others that you need to approve and you can approve them and move forward and get onto the stuff that my kids in my in those classrooms experience every day thank you Ms Garrett we appreciate the comments from everyone this evening in advance of our decision making and I think now it's time to
113move on to that Dr Roberts you have some recommendations for the board tonight I do Mr stinner so just again so the request for approval I have in front of you the first group of those is pretty standards we have the minutes of the regular school board meeting from April 24th two weeks ago we have a list of supplemental contracts that you were given school fundraisers we have claims in payroll the claims dated today are a little over a half a million dollars the pre-run from April 1st through April 30th was 2.4 million dollars payroll 3.4 million dollars and then we have the additions uh so in the public hearing tonight Mr Phillips referenced these four uh resolutions so you have a project resolution a preliminary determination resolution a preliminary Geo or general obligation Bond
114resolution and a reimbursement resolution all related to the Schmidt Elementary School renovation project we also have from Dr Bozeman he is requesting permission to declare some classroom Furniture Obsolete and then you have the list of the oil policies that we have talked about for a little bit and you heard some comments about here tonight so those are my items of recommendation we've heard those recommendations from Dr Roberts board members what's your pleasure given given level of public comment I'm recommending that we move item G out of the consent agenda we have consensus on that second it does doesn't require a second I don't think yep thanks Jason so item G 3G will be voted on separately any other items in that category let's first consider items 3A through F please do we have a motion
115for approval I motion to approve live items 3A through 3F as presented second it's been moved and seconded I'll open it up for discussion questions Dr Roberts are you ready to answer any questions we might answer I do have one question Mr Schulz um looking at the fundraiser requests it looks like a lot of these are retroactively Grant approval given that out of the 19 I believe only two are still have not started and 16 are completed is that I'm just making sure like is that correct working I didn't know what the process was so that's why I was wondering about that that's correct Mr Schultz the this is one of the items that the State Board of accounts after an audit several years ago said every single fundraiser needs to come in front of
116the board um it seems somewhat repetitive a little bit but it also brings to to light how many we do and how much kids are working hard to make sure their clubs last so they sometimes get get them in forehand but most of the time not and that's what I was just checking to see what was the purpose okay thank you yeah and I I think my question is it's probably no but is there a lower limit to like a pre-approval because looking at these there were 19 and only five of them were over fifteen hundred dollars several of them were 250 200 bucks something relatively cheap um is there can we put a limit to say anything under fifteen hundred dollars has got a pre-approval is there something like that because to Logan's point
117I I don't what if what if we did not approve these but they'd already taken place right I mean that's the of of these only two or three of them have already been completed so 16 of them I think are already over with I do believe that would be a policy question and I'll dig into it make sure it's most of the time the State Board of accounts is auditing us to our own policies so we can we can adjust that or introduce a limit whereas now it says all that pre-approval would be great and the only other thing I had is there there was one for a very large amount can you just make sure that the hundred and ten thousand dollars wasn't a typo will do thanks it's a very successful fundraising other
118questions about items 3A through 3F any other discussion on the matter [Applause] if we're ready for a vote it's been moved and seconded to approve items 3A through 3F all those in favor please say aye aye aye any opposed say nay the board of outside I think that is approved unanimously I do 3G do we want to start with a motion for item 3G all move that we approve item 3G the policy recommendations as presented by Dr Roberts a second it's been moved and seconded to approve the policy recommendations from Dr Roberts I'll open it up to discussion so Mr nelin um so I second but I'm not ready to pass it I just want to discuss um so I have a proposal for policy 9150 which is the one about visitations School visitations particularly
119the school board this isn't a big change but but um I got a lot of feedback from people that it um doesn't sound very inviting um so so my proposal is um the first so this is the last three paragraphs in the board documents page 117 on the on the other it's page 61 I think just that policies so my proposal is to delete the first sentence which states individual board members who are interested in visiting schools or classrooms on an unofficial basis shall make the appropriate arrangements with the superintendent so I propose that we strike that sentence and replace it with individual board members are welcome to visit bcsc schools facilities and classrooms on an unofficial basis a board member shall make the appropriate arrangements for such a visit with this superintendent or the
120superintendent's designee okay so so that's a proposal so I'm desperately hoping for a second we've got a motion and a second to approve and Mr nallen you're moving that we make it maybe I'm making this so I don't know what I'm doing is no this is I am I don't I don't know can I make I'm making a motion that we change that my Park is this something that we can do after we've motioned you can to vote pull that one out you you may make a motion to amend the motion motion to amend thank you on on the table for consideration and I believe that Dale's motion would be that he is saying that the policy should be approved as presented with the one change being this sentence in policy 9150. that motion to
121amend would require a second and the board would have to be in favor of that Amendment I'll second that okay so the do we go back so so my question is because we have a discussion on that yeah let's talk about the amendment first Mr Nowlin that you moved and noted Mr Grimes seconded to my my rationale is that it's not changing the the legal content of what's there but it gives the message that we as board members are welcome in schools and um and I I appreciate that the policy clarifies that we're not there under any kind of inspection we're there to inform us about what's going on but it just could sound a little more friendly any other discussion or questions I have sidebars but not on your Amendment so okay um what
122do you have sidebars I mean I like I have extra but not pertaining to his Amendment oh not on this one on this one something on this amendment Mr major I didn't want to steer away the conversation from the amendment understood we'll we'll get back to the main motion can you can you can you repeat what it was that you wanted it to State um so that I'm trying Okay so the first sentence currently says individual board members who are interested in visiting schools or classrooms on an unofficial basis shall make the appropriate arrangements with the superintendent and my proposal is to remove that sentence and replace it with these two sentences individual board members are welcome to visit bcsc schools facilities and classrooms on an unofficial basis a board member shall make the appropriate
123arrangements for such a visit with the superintendent or the superintendent's designee and I added that because typically we've been notifying the assistant superintendents along with Dr Roberts any other questions or discussion on the amendment if we're ready for the question all in favor of the amendment as proposed please say I I this this just is for this one this vote is amending the Motions this is the two sentences that would replace one sentence this is not the vote on the policy and to be clear I believe Mr no one's motion is approval of the policies with this one change to the policies um I didn't think so I thought Mr Grimes made the most I think there may be other issues to come up that I was trying to take them one at a time
124right now so let me let me so real quick I think real quick Mike I think the first motion Mr Grimes made a motion to improve on everything as it is erect inside I got seconded correct inside of that we've made a motion to amend correct and we're ready to vote on the motion to amend the underlying motion approval of the policies so the amendment is to that motion my understanding of the comment was that the amended motion would be approval of the policies with this sentence having been changed that was my intent but I don't know how the whole thing is so Dale I I just think that if there are other pieces of this that we're going to talk about it would be it would be efficient to vote on each one individually
125and then see what we have as a package when we're done it would be my assumption that we'd move on to other items is that within this set of policies right after we've decided that that was my intent with that motion Within These set of policies if that works there could be further motions to amend As you move along and that that's fine if that's very good I'd like to move forward all right so right now the motion to amend from Mr Nowlin seconded by Mr Grimes I think we're ready for a vote I think maybe we actually started the vote um if I could interject just real quick Mr McIver correct me if I'm wrong but with the um Motion in second to amend 91.50 and and therefore the policies overall be uh now
126ask for a vote with that amendment to 91.50 it doesn't stop other discussion about other policies at this point in time before a vote is so the motion of the second is is to have that change to that policy now we're discussing those policies any other questions comments from the board would happen during discussion after the vote on the motion to amend okay so we're ready for a vote on the motion to amend the whole reason I I wonder ask about that Mike is I I understood you to say that voting to amend that wasn't just that policy it was that and then of proving all policies I believe the underlying motion is still to improve all of the policies you are you are not taking the action to approve all of the policies without
127its vote though thank you so we're voting to change the recommendation here to just include his okay let's make sure we're up there okay okay so on the motion to amend all those in favor please say aye aye aye any opposed please say nay all right so Mr nowlin's motion to amend 9150 has passed we still have before us emotion from Mr Grimes to approve item 3G so to be clear the motion in front of the board at this point would be approval of the policies as presented with 9150 now having been tweaked that is the motion that is on the table further discussion or questions I do I do have some comments and I want to first start off by saying I appreciate all the feedback from the public on pro and con and
128I've taken a lot of it in and in reality a lot of it fundamentally comes down to two prisms in which we look through a collaborative one and a fortress one a lot of these have legal statutes a lot of these have legal interpretations that we can take one way or the other and similar to I Believe Miss Grimes who came up I too found that exact same policy and it's just a different way of approaching the same outcome and still being in adherence to Legal statute and so when I look through these prisms I I say do I want to see the school system that I recall that always brought parents in that always welcomed in that Community aspect and broke down those barriers and that's the prism that I want to see and
129that's the prism that I look at when I'm voting I have four Elementary age kids uh just first Giggles five six seven eight they keep me very busy I've spent at least 50 hours reviewing the policies and the attached statutes this does not move the needle on graduation rates and this is where we need to get past but I can also say I have a lot of unanswered questions and I've provided those questions I can go through them line by line but they're still unanswered and so I get I mean I will always adhere to a common courtesy on 9150 and professionalism as standards because at the end of the day when a school board member comes even as a parent and Mr bachmeier is not here anymore but if I come into my own
130child's school it's an educational disruption at this point and I recognize that and again right as that's just looking at it and I'm just explaining myself ahead of time because I don't really feel like it's the Public's best interest to go through question by question but if that's what we need to do it's just two different prisms I really want to see that school system that brings the community in to move our students forward and again just like Miss Grimes showed for every policy that we're recommending on legal statute there is a much more open and much more welcoming version out there thank you Mr Schultz additional questions or discussion from the board foreign I got nine pages of stuff here so staff and student relations this is one that I think there was a
131lot of conversation around um let me try and find it real quick so I get the right one here hold on sorry for not being having this one ready [Music] staff and student relations so they're um this one's uh a little bit tough to go through because we had everything listed as accepted then it got struck out and it seems like it was back and forth and back and forth there was never a good Rhyme or Reason why things were omitted and I think we need to have some pretty solid Clarity on what is and isn't acceptable with respect to policy for how at all levels the staff shall interact with students I got a couple examples here one example is from fox59.com South Decatur teacher charged with stalking since 600 messages to students this
132teacher has been charged with stalking after sending a 15 year old student more than 600 text messages which included lewd smutty jokes and memes there's two pages of this but I think we need to have Clarity on how a teacher or staff in the student should be allowed to interact she was brought up on charges of misconduct and stalking along with misdemeanor battery there were several instances of inappropriate behavior between the teacher and the student uh several hundred 600 to be exact uh text messages allegedly had sexually related conversations with the Juvenile and another student in the classroom told the students about her toys told a lot of other very inappropriate things about herself let them call her derogatory names the police reviewed these messages as well that's why she's been uh removed from schools
133and was arrested she made several inappropriate touches to the child on the shoulder on his arm running fingers through the hair took the student's phone did some things with the phone when the student finally quit she kept sending vulgar jokes a lot of this information was tied directly into staff and student relations for example it was listed I know we had struggled with the hugging there are times where hugging is obviously appropriate but there's also times where it's inappropriate but we had struggled a lot with this hugging section but kissing a student should not be allowed physical contact Beyond handshakes and fist bumps uh probably not allowed putting your arm around them patting them on the butt those kind of things not acceptable telling sexual jokes should not be allowed engaging in talks with sexual
134innuendo or Banner with students should not be allowed talking about sexual topics not related to curriculum should not be allowed and even if it is related to curriculum if you are not the teacher of the curriculum it should not be allowed showing pornography to a student should not be allowed in any form whether it be written in a book heard on an audio cassette or recording or in any form of video taking an undue interest in a student needs to be defined there are some times where some students do have needs Beyond what's in the classroom and that's where a teacher needs to be able to identify that and work with the appropriate counselors to ensure that that student gets the needs that are needed for them I know Mr nowon has used examples in
135the past that are good examples of how he's helped kids but there are boundaries that need to be well defined and clear so that people don't go past those boundaries initiating or extending contact with students beyond the school day for personal reasons should not be allowed using any form of communication to discuss personal topics not related to school should not be allowed with the exception of the communication being initiated by the student in order to seek help for a problem then the person receiving the contact should redirect to a counselor Dean or administrator depending on the issue once complete the initial contact should be broken off and allow that administrator Dean or counselor to continue that contact and get them the right help giving students rides in the staff member vehicle or making students or
136taking students on personal outings without administrator approval should but not be allowed it specifically said without administrator approval I don't believe that it matters if the administrator approves it or not what about the parent where's the parent in all this so today I can tell you that in the past I uh coach wrestling at East for a little while and I gave students rides home because they wrote one individual Roadie's bike from up near the airport the East every day his parents never picked him up his parents never attended a wrestling meet and so there were several times when it was raining where I would throw his bike in the back of my truck and take him home today I would suggest that if we did do something like that since all of us have
137cell phones and the students can contact their from their parents they should ask for permission no one should give rides to anyone for any reason without some written via text email letter or no approval from a parent invading a student's privacy by walking into the bathroom or locker room or any other reason should not be acceptable the area here that would be a concern would be the locker room an example would be if a PE teacher or coach may be in the locker room when a discussion should take place then ask the student if they can meet with you after they're dressed and leave the locker room going to a student's home for non-educational purposes should not be allowed Only Exception is If the parents and the teacher are friends and the parents are home
138and the parents are the reason for the visit inviting a student to the staff member's home without a chaperone should not be allowed here's another one even with The Chaperone it probably should not be allowed without the approval of the parent giving gifts or money to a student for no educational purpose should not be allowed if a student has a specific need then it might be best for us to establish an assistance program if one does not already exist that could be identified to help the student accepting gifts or money from a student for no educational purpose should not be allowed being overly touchy with students should not be allowed favoring certain students by inviting them to come to the classroom at non-class times should not be allowed pulling a student out of class to
139visit with the staff member should not be allowed unless there is an educational purpose for it providing advice or counseling a student regarding a personal problem should not be allowed unless you're trained to do so talking to a student about adult issues should not be allowed being alone with a student behind closed doors without educational or counseling purposes should not be allowed in the case of counseling that is highly likely that the parents will be involved with the conversation as well telling the students Secrets or having secrets with students should not be allowed there was a section there where you can add some things and I felt that we should probably add purchasing Alcohol Tobacco or vape products or any other items for underage use should not be allowed there's a lot of information right
140there that again was in policy out of policy I think that with these examples of Next Door County of South Decatur that at least for this one we need to make sure there's clear policy and when we talk about clear policy another one on fox59.com is talking about Brownsburg Indiana in Brownsburg Indiana there is a law firm representing a family of a seven-year-old special needs student who was told to eat his own vomit by the school staff at Brown Elementary School this was done because their policy indicated that it was to encourage children to keep eating even if they spit out their food what do we not know the difference between vomit and spitting out food because we don't like it there were five or was it five or six teachers here um that either
141witnessed and failed to report or were part of this issue and this incident and again this was referred to the police and uh were charged with class B misdemeanors that does have policy for spitting out food but again is it clear so for 1301 32 1301 and 42 1301. those are the concerns I have with those policies it's a dress and grooming can we talk about that one are you going on to another one or can we talk about that one well let me ask this question have you already read my nine pages yeah so you've already heard these yeah I wanted I was going to comment on this particular one about please do okay because that's so when this first came out we had issues I think I was the first one to bring
142it up that if we're going to say you can't hug a kid don't go to graduation because you're going to see a lot of hugs um and and at first when they crossed when the solution was to cross out all the examples I thought oh that's going too far but I'm okay with that because um first of all the examples aren't the policy I mean anytime you give examples it's going to say include but are not limited to the following we can't come up with enough examples to cover everything and part of it is examples that seem like yeah that's a no-brainer we shouldn't allow that so one of the ones you read and this is going to be tough for me to do but I'm going to do it g prohibit initiating or extending
143contact with students beyond the school day at least he's twice in my career I made a trip to Riley Hospital to see kids who were terminally ill sorry it had nothing to do with math and yet I would be violating that policy so it yeah when you read it you think well yeah teachers shouldn't do that but then there are situations where it's not inappropriate and it fit the same words so that's one danger with examples and another danger I think is that that people are going to think it's it's an exhaustive list and I am really comfortable with with saying the board prohibits inappropriate boundary invasions by a corporation employee into a student's personal space when you give examples when we talk about things that are inappropriate we all know they're inappropriate but when
144we try to give examples it's it's really hard to not have an ambiguous example that could swing both ways and just in in response Mr major to seven years I noted that you know a lot of the examples you came through some of the examples you you mentioned you know should probably not be allowed or should not be allowed with these exceptions or unless and so yeah just to kind of back up what Mr nellon said there I think you know it's not black and white there is a lot of gray area there and you know that's why I feel it makes sense to take the examples out if we have a lot of examples with this exception or probably um defeats the purpose yeah I I guess I have some questions as well was
145there a legal statute that triggered this policy because I'm not seeing any cited it was believed that our current policy manual doesn't have anything specific to staff and student relations and so this was an added policy this is a brand new one just to address that specifically besides anything and there is a there is a policy about staff ethics that kind of thing but this is an ad and I guess I look at it through there's a chance this board will see a teacher right there and after a judge through the lens of this policy and this policy doesn't Define what a boundary invasion is it doesn't Define personal space personal life does that include social media in today's world does that include I'm with Mr dahlin I'm with many that hugging even emergency trips
146I mean I know your past examples of housing a student and life situations happen but we need to have those protections within the policy to have the clear definitions so that that teacher isn't measured through a level of ambiguity that could be perverse in One Direction and then the examples I never saw them as an exhaustive list I saw them as what raises to the level of egregious Behavior to meet that policy and that's what I've always looked at these examples and so yes I thought hugging honestly there's some situations with kindergarten my child may come up and kiss their kindergarten teacher to a demaro and I don't want to see my kindergarteners to teach her right here so kissing is kind of in a situation there like telling sexual jokes tell containing sexual innuendos
147showing pornography to a student these were raising to the level of egregious behavior that I would like around with a defined of what is a personal boundary what is that invasion of that so that when I have that teacher right here in good faith I can look through a policy that clearly defines the fate of that person because if not it's up to a lot of our Discretions and that's unfair to the teachers in a situation like Mr Allen he's saying well at least I may not be judged by this but honestly if a teacher takes someone up there there's a chance we may and we have no policy to Define what's the appropriate mechanism to prevent the future Mr and Allen from sitting in front of this board and being possibly available for possible
148termination and that's that's what fears me the most other questions or discussion I've got one quick so this question is probably is either for Dr Roberts or perhaps Dr Bozeman it's uh 63 25 under procurement federal grants funds the the small purchases of 250 000 and the sealed bids of two 250 000 plus the terminology there is adequate number of bids to be obtained and I my question is what is finds adequate number or maybe what has been past practice yeah we did not put a specific number there Mr Grimes because we have seen situations where we may have a responsive bidder who is a little is is a low bid and it's just one bitter we were unable to get a second one so to tie ourselves to being able to have a second
149one when one is not necessarily available is is why that word is there without having a a specific number and Mr Grimes I'll just add we always adhere to the federal guidelines which are pretty consistent in everyone in the state uses 150 000 for the competitive bids and 50 000 for multiple quotes that's pretty standard across the district thank you other questions or discussion I have one on 53 40. and I know we have oh I think he left the former or the new athletic director but one example here and this is a question that I asked earlier but I haven't received an update is on Section B there's no page number here it'd be this the second page of 5340 it's asking the the second group of section B it's asking for a coach
150to maintain the original or written statement that the student has permission to return to practice our coach has changed quite often and so and they wanted us to maintain this for three years after the student reaches age 18. my coaches when I was here at North High School weren't here when I hit 21 and so again this is a situation where one can a coach even be in the process to maintain that record and two is it a because I believe the return to practice as a medical record is that a HIPAA violation for a coach to maintain that record versus it being applied and probably stored appropriately with the school nurse which is the other section B and these are examples that just we got to go through yeah also on 53.40 this one
151to me has to have a good review against ihsaa Athletics guidelines there were some references in here about different forms it'd be nice to have those numbers so they can look at them there is a comment about before beginning practice this is a little bit confusing is it before beginning practice that day or before the start of the sport so just adding some clarity there um to the point that Logan made there's notes about forms being maintained by the coaches it should be nurse or athletic office I think that there's some notes in here about uh Stu it's the policy is just so everybody knows student concussions and study sudden cardiac arrest and so um one of the statements here is that if you have a symptom of sudden cardiac arrest in practice or a
152game you shall be removed from practice or play at the time the symptom is identified and apparent or legal guardian of the student athlete shall be notified of the student athlete's symptoms unless the student is at least age 18 or an emancipated Meyer a student athlete who has been removed from practice or play may not return to practice or play until the coach has received verbal permission from a parent now the difference between cardiac symptoms and a concussion is um to return back into play let's see it is noted here that an applicable student who has been removed from practice or play may not return to practice or play until the coach or sponsor marching band leader other official designated by the applicable students schools receive verbal permission from apparent or legal guardian of the
153student of students 18. within 24 hours after giving verbal permission of the applicable student return to practice at play the parent or legal guardian must provide the coach marching band or other designated written statement of this that the student has permission to practice and play the the big difference in a lot of this is just the level of parent review and approval versus where I'm trying to find it there was I think there's a note in here uh where's it at about a doctor who is suspected as determined by a game official coach or the applicable students team licensed athletic profession physician assistant Advance register licensed practitioner marching band or other applicable student schools receiving the system where is that it's not I thought there was something in here about where is it at ah
154I'm not finding it now I thought there was a note in here about a doctor having to give approval for the concussion but I'm not seeing it now either way I think that I worry about getting a verbal from a parent for a cardiac issue having had I've had three concussions myself and have not been allowed to return until a doctor was given approval so I think this is again something that we need to understand the ihsaa and make sure we understand their guidelines because there could be some variance between what their expectations are and what ours are um thank you any other discussion or questions on the Neola policies I just have one more to frame out 91.50 there is an option that limits the ability for outside therapists to come into the schools
155and I just I mean as a foster parent for six years as an adoptive parent of two of those children they've had outside therapy I can tell you as the parent it was very difficult to get their Specialists inside the school and I think it was a little bit more cumbersome than it needed to be I think when we have and I saw the stat most recently I think one and a half percent were foster children a lot of these folks are receiving outside Services a lot of these children are coming to our County from Marion County and some of the larger population counties and so trying to allow for continuity of services is critical to the well-being of these children as they're experiencing the trauma of not only separation but the abuse that they
156have and I think anything that we can do to expedite it I know we have family and services inside the facility but I think there needs to be done something done as honestly when I had to go through this it was a back and forth with and I can't remember the person's name at the time to get the counselor to be able to attend to my children who both suffer from sexual abuse and that's not really a specialty that was provided in the school system and so again I recognize those parents I had a lot of emails from foster parents inside Bartholomew County experiencing very similar issues and that was a key issue for them I found it it was on the other side of the paper so it does State here that uh is
157suspected of sustaining concussion or head injury and practice or game shall be removed from play at the time of injury and may not return to play until they have seen and been evaluated by a licensed health care provider I think that same verbiage needs to be added for those who exhibit Cardiac Arrest syndrome symptoms so that was on 53.40 4 30 12 16 32 16 and 42 16. there are notes there about compliance with Title IX and Title VII there's no notation as to which sections um it also uh Mr Vincent earlier spoke and talked about uh being clean neat and well groomed I don't shave every week does that mean I'm not well groomed so what is the definition of clean neat and well groomed um is there a defined dress code for this
158policy it does state that it is to be done in a non-discriminatory and uniform manner if that's the case we need to Define it so that everybody understands what it is otherwise it does offer for discrimination if it's not clear um there are uh uh another note here about it used to state that the board retains the authority to specify the following dress and grooming guidelines for staff that will prevent such Matters from having an adverse impact on the educational process all professional staff members shall when assigned by to Corporation Duty that has changed to the board authorizes the development of standards for staff dressing grooming that promote professional educational atmosphere that gives consideration to the impact on educational process and diversity of the school staff so what are we what are we actually defining
159for dress and Grooming standards when I looked at uh 3216 and 4216 and administrative guidelines it refers back to the policy and the policy doesn't State what clearly is allowed for dressing grooming standards [Applause] thank you Mr major anybody I'm going to look for this next one real quick if anybody else has anything they want to talk about I'm ready so we had some comments earlier about mandatory curriculum I think that when this was first sent out there was no reference to any line items of code uh since then in the last week we received some information on that that helped out and I think that the concern I have is some of the definitions of mandatory curriculum within our policy are not necessarily consistent with the wording and description that is in the state
160laws and I guess my recommended right my recommendation there would be to instead of putting all these different sections can we just put in must follow law abc123 for mandatory curriculum I think then as the curriculum changes we would not have to update any of our policy it would be just a better way of doing that but one in particular just to kind of give you an idea uh I I am not a woman so I don't know when we should start with mammograms section J in the mandatory curriculum says that we should have high school girls doing mammograms I I looked at my wife and my wife just was like what that doesn't make sense so a lot of you women that spoke tonight who read this policy I'd like for you to think
161about when you had your first mammogram and so the breast cancer screening recommendations from the CDC tells us that women should weigh the benefits and risks of screening tests when deciding whether to begin mammograms before age 50. not in high school Jason oh I don't I don't know what page that's on I can't find it now but I looked that one up too and I believe it says that high school girls will be instructed about the importance of mammograms not that we're going to give mammograms to high school students but I don't know what page it is so I can't find it right now Rick section J the way it's termed instruction regarding breast and testicular cancer including the significance of early detection through self-examination and in the case of breast cancer regularly scheduled mammograms
162so it's it's High School regularly scheduled mammograms in high school instructions converting the way the wording is is confusing okay well it's it's specifically says instruction about regularly scheduled mammograms not that we're giving mammograms to high school kids it's part of the health curriculum it's very you don't need in high school or put in high school first in high school we shall have instruction the way it's worded is confusing okay well not to me but possibly thank you other questions or discussion about the policies School accountability so this one talks about I think this is just a simple update but it talks about the principle must coordinate the development of initial three-year strategic continuous Improvement and achievement plan this policy was adopted originally in 2004 so I don't think we need the initial three-year plan
163but um I think that uh there's some things here that concern me a little bit about members of the committee shall be appointed by the principal but we can have the committee be of people interested in the school including administrators teachers parents and community and Business Leaders um I supported a cic at the Central Middle School and I was the only parent out of eight to nine hundred students that did that there was no one else from the community so I didn't get kicked out of the group but I think we need to ensure that we're allowing those that want to participate to be able to participate assuming they're legally allowed to be in a school um let's see there are some things here about um what the the committee shall and then there's a
164whole lot of stuff that I think is probably outside of what the committee shall so the committee shall identify racial ethnic language minority cultural exceptional learning and socioeconomic groups that are included in the school's population I think that's something that the school administration for the school can do I don't think the committee should do that I think the committee should be focused on continuous Improvement strategies to help make the school better uh incorporate culturally appropriate strategies for increasing educational opportunities and educational performance for each group in the school's plan recommend areas for additional professional development as necessary to increase cultural competency in the school's education environment my question is around cultural competency what does that mean and having been to several schools Logan I can't remember how many different nationalities were represented at just at
165Northside was it 13 or 14. so how many cultures do we have to be prepared to teach how many cultural appropriate strategies need to be evaluated and developed how much training is this for teachers how many new lesson plans is this for teachers how many new teacher teaching approaching approaches is this for teachers how much more of a burden is this on teachers to have to be prepared for all of that so I think we need to understand what culturally appropriate strategies means and what the impact is on the workload for teachers I also read that there's a statement of if a school has developed materials that are substantially similar to a component of the state mandated plan the school may substitute those materials for the component of the mandated plan I know somebody had
166referenced several people reference law does this mean that we can be similar but not as much as law so this statement I think needs more discussion around it as well better and was that a change or was that part of our existing policy well I didn't I didn't read just the changes since I was new I tried to read the whole policy and sometimes the changes need to be taken into context by reading the whole policy sure that's why it's taken me so long to do this trying to read what it was to what it is because not all the highlighted sections not all the changes were highlighted so the very next last sentence says if the school has developed materials that are substantially similar to a component of the state mandated plan the school
167may substitute those materials for the component of the mandated plan so are we if we're doing more than the state mandated plan I think that's fine but this almost makes it sound like it can be substantially similar so it could be less than I just want Clarity on that being just as good if not better see 55 11. dress and grooming this I think is for students um I think that uh there there was a significant amount of information in the uh administrative guideline that we all need to review as well if you have not looked at it just to make sure we understand it to me one of the things that I struggled with was it stated that each principle can create their own dress code why do we not have one dress code
168for all the students that way it's common and simple and easy to understand one of the things that was changed without highlighted was there's a statement of students who violate the foregoing rules may be suspended from schools now it's the students who violate the foregoing rules will not be admitted to class and may be suspended from school if they're not admitted to class where do they go what do they do and how do they get back in line with what the expectations are foreign twenty two so the first sentence I gotta I'm trying to find it real quick but the first sentence made a statement of how um for school-sponsored publication and Productions that uh it changed from May sponsor to board sponsors and that was not highlighted I think there's some things here that
169obviously need to have some conversation because when we start talking about uh School sponsored Publications especially with respect to some of them being able to be published outside of the schools one of the things that stood out to me was there was no notice of an editorial board that would be created to ensure that the information was being published without violation of potential copyright issues so the first this says the school board sponsors student Publications and I I suggested that we change it back to May sponsor student Publications and Productions um I think that uh as we look through some of this there was a whole lot of things here that stood out to me that um again see which one I want to talk about so a teacher student or group of students who
170wish to have non-public Forum student expression published performed outside the school Community must submit to the superintendent a request for prior written approval for such publication and performance so what is the when they say submit um what it just says submit it doesn't say that um they must receive approval as well it just says for prior written approval but they must get approval before publication but at the same time who reviews this material do we have a group of people that review what is being submitted for a non-public Forum student expression says here option a select if the board intends to designate all School sponsors student media to be limited purpose public forums I.E not subject to Prior review and restraint and generally allows them to be published performed outside the school Community this is
171the most permissive of the options again no notification here of appropriate editorial board school officials will not review or restrict the content of school-sponsored student media prior to publication or performance expect with accept with respect to unprotected speech how do they know it's unprotected speech if it's not been reviewed Google sponsors student media shall contain a notice to the reader viewer that the material while School sponsored is student directed and not subject to Prior review even a newspaper has an editorial board what are we going to do to ensure that we're protecting our students our teachers and ourselves with the material that's being produced the school officials uh advertisements shall be publication or advertisements submitted for publication or inclusion in a production shall be reviewed by school officials for determination that they are appropriate by
172juveniles so now we're saying we're gonna have a review there's some confusion here are we reviewing or not reviewing Mr major if I might interrupt I I believe the motion on the table is for the approval of the policies with the amendment that's been approved I think at this point for the board it would be appropriate either to have further amendments to that motion or to vote on the motion that's on the table I guess the one thing I will state the last thing I'll say is uh two weeks ago we came in here and we voted to push everything out there were four of us that agreed that we should do that I hope that you look at um what I had sent plus the questions that you have and that you have gotten
173all your answers in the last two weeks I don't think I have and I just hope that you have thank you any other questions or comments if there are none we'll go ahead with the vote the vote is to approve item 3G the neoli Neola policy recommendations with the change that the board has already approved tonight Mr Nolan's motion regarding number 9150 all those in favor of approving the policy recommendations as amended please say aye hi hi any opposed please say nay nay nay I believe the motion carries three two and the policies are approved we appreciate everyone's attention to these policies and we will continue to try to make them better next item on the agenda is human resource recommendations Dr pleek I request approval of the human resource recommendations as presented this evening
174thank you you've heard the recommendation from Miss Pleak is there a motion I move that we approve the HR recommendations as presented by Dr pleake and number four second it's been moved and seconded to approve the recommendations all those in favor please say aye aye aye any opposed say nay that motion carries thank you Dr pleek we have an opportunity for board input and review I'll start with Mr major I got enough speaking tonight thank you thank you Mr major Mr Grimes uh yeah thanks to all the community members that were here this evening community members stakeholders that came here to speak this evening in regards to policy thanks to Mr Burton Mrs note Stein at Northside for their presentation and especially a big congratulations to the South Side Smith Central students for all their
175accomplished accomplishments and congratulations and a big thank you to all of the bcsc retirees this year thank you Mr Grimes Mr Schulz uh yes I mean following Mr Graham saying thank you to all the reckonies but I messed up I should have gone first um I did have one thing I wanted to bring up and I recognize that it's frustrating to go through this and we owe you better and we will do better um as a board um board there's some some review and input that I want to give because I wasn't here during the last meeting due to business travel I was unable to attend however I want to discuss concerns with the approval that I receive significant negative feedback from constituents on that was removing the parents ability to join their children for
176lunch at elementary schools throughout the district now I must say this is not an activity that even registered in my head and I recognize that as a parent however as a board member I'm asked to look through multiple lens and there was a lot of parents that reached out to me and said this is really damaging to my life situations I had two parents that stand out that our second shift parents one's a single mother that was the only time during the week that she was able to spend awake with her child and I don't think we took the gravitas that that brought to the equation and I recognized Dr hack mentioned safety space I I agree with that I recognize I think there's mitigation factors there however CSA Lincoln is the smallest School in
177the district they've got a gym Materia which for those that don't know what it is it's a gym and a cafeteria put in one and they make room um and my God children are there and I'm hoping they're very safe and so I think we need to look through the lens of all these parents and say what is that one touch point because at the end of the day it goes back to those prisms that we're looking through on these policies do we want to collaborate or do we want to build that Fortress and I feel like this is just one more layer of bricks that we put on top and so I asked the board in a future state I'm not going to call for a motion because we're all tired but at the
178same time as we need to revisit that I hope that that comes into the public engagement I know I received a lot of negative feedback at least two dozen to date of parents that now without their knowing outside of I believe Mr major shared it ahead of the vote lost that right and that that's just something that I think we should all understand the gravitas that there's a single mother out there that now won't see their child awake during the week and there's probably for every one of those there's dozens of other examples that I could share but those were the ones that were brought forth to me following that vote for now on um so I guess it was in January when we first got this 62 pages of of policy and I read
179it and I thought this is pretty boring and I had no idea how much excitement 62 pages of policy could stir up but um I really really do appreciate the the emails and the comments and um people that came and spoke and I feedback from people who thought all over the map on those but but it's good to see them engaged and um and I I guess to go along with what Logan says I I hope in the future we have a smoother way for people to view the policy and policy changes and to to give feedback on those so give us time to work that out but but continue to be engaged for those people that are engaged thank you Mr Nell and Dr Roberts nothing at this time at the coming meeting dates
180listed on the uh display board there we have public engagement subcommittee will meet next Monday night May 15th at the admin building starting at six the board will be in executive session May 16th starting at 5 30. and then our next regular board meeting is June 12th we'll be back in the admin building in the Terrace room with the 6 30 start meetings that are open to the public are always on YouTube so the June 12th meeting will also be on YouTube there being no further business to come before the board tonight the meeting is adjourned thank you foreign
