001no I'm here yeah this is dirty so okay I know we do I'll try to help you keep on boy okay tech tech can everybody hear me okay there's just a lot going on tonight a lot of good stuff okay we're very excited to be here um I am going to go ahead and kick us off with a pledge of allegiance so for those of you that are able to stand if you wouldn't mind doing so please we have a full house of board members here tonight so with that I will call determinational Quorum and let's start the official meeting Dr Roberts would you mind taking us through sure just as we get ready to start the meeting I want to remind everyone of our strategic plan pieces this was approved over a year ago

002but just an affirmation of our mission our vision our mission and our core beliefs so as our vision for our school corporation we look at bcsc as the choice to learn work and play our mission is to develop expert Learners by partnering with our community to invest in people and our core beliefs our list of six items we all can rise to the challenge of high expectations learning is most effective when we have Choice flexibility and see relevance we Thrive when our physical social and psychological needs are met our community and School District are stronger when we partner with one another we flourish because of the diversity and variability within our community in our democracy and Democratic institutions are strengthened by our civic-minded citizens so just a reminder of our vision mission and core beliefs

003for our school corporation thank you Dr Roberts okay I think first order of business is uh additional appropriation by Mr Phillips good evening thank you Mrs wilvin as any time that we're going to ask the board to approve Appropriations that were not approved as part of the original budget last would have been October when the approval was done for this calendar year we're required to post a public notice conduct a public hearing and then pass a resolution we have posted the notice more than 10 days ago for tonight's public hearing and now this is the the public hearing time to take any any public input Mr Phyllis remind us the amount for that additional appropriation thank you it needs to be clarified because I did uh I did post the public notice for a full

004Year's worth of expected expenditures and so that was 1.2 million dollars in this calendar year it will actually only be expenditures through um from August to basically through December 31st so the resolution that's in your packet for approval later in the meeting is for six hundred thousand thank you for that and the use of those dollars Mr Edwards would be for the high school some work with the high school restructuring correct that is correct there we go testing testing thank you Charles so Charles is a former High School teacher and former High School administrator you've been involved with the research into this and support moving ahead with this particular model absolutely yes how quickly should we see results with this model uh we would begin laying the groundwork to see results immediately so we would

005begin to see results almost overnight I mean that's overnight is we'd see him immediately what are the unintended consequences of delaying implementation well I think we lose time um and so we don't get an opportunity to begin making an impact as quickly as as we could with with looking at this model I know that we pondered at different possibilities but Brownsburg is is a school corporation that we began talking with and and did a visit there took took several stakeholders that was the building we've been smart correct that is correct yeah so uh what what does their graduation ranking in the state of India they are significantly above State average significantly and usually probably in the top one to five oh absolutely yeah okay um Dr Fleek classroom teacher School administrator um have worked with

006at-risk students and a couple of different experiences is this a model in your position that you're supporting at this time okay um will will implementation result in higher class sizes for next year no it will not would implementation result in higher class sizes the next year no well not should it really ever result in higher class sizes how many certified positions in this model that will be covered by the collective bargain agreement would be added for next year I believe five positions added six six is the number at this point in time how many administrator positions would be added okay how many teaching positions it would be four all right yeah because we haven't promises yeah so how many um teaching positions covered on the collective bar agreement did we add to our school corporation

007last year and attempt to lower class sizes last year we added 38 in this current year we added 27. okay the 38 was was reduced to 27. yeah so we've been adding classroom teachers to reduce class sizes over the last couple of years um Chad uh you've been a secondary teacher and a secondary administrator as well and I think had a chance to research this model is this a model that you support in your position of a person who is helping with our money situation absolutely yes although we're asking for an additional appropriation is this money that should be available to us yes during the course of this year for with the revenues that we're expecting to have both through revenues and existing cash balance if revenues for some reason were flat okay okay um

008what what fun would the money come from with this resolution this would be education fund knowledge education anytime we have ongoing it's an ongoing every year cost particularly for personnel that's where it belongs okay okay so the education fund would be made up of dollars from the state level so my income taxes my sales tax I pay all the different things that go into the state right they come back to us from a tuition funding that's correct so if I so it doesn't impact my local property taxes that's correct education fund is not funded by local property taxes at all okay so besides the education fund what was the what's the name of another fund that might be thought of that the money's coming from the only other places where we currently play we pay

009some salaries out of Grant funds but the only other significant portion where we pay teacher salaries from is the referendum fund that operating referendum okay now that fun maybe in confusion just making sure that Community is aware that fund does come from property taxes that's correct right so the F taking from the education fund just making sure that it is clear that there's not an increase to people's taxes with this request for an appropriation that's correct okay what was the increase with the referendum 5.3 million dollars per year for eight years towards teacher salaries alone and then an additional separate amount for added support staff classified staff salary increases so someone would demonstrate that we're using that money well we come back in eight years well less than that now 2028 and have to ask

010for it again okay um are there any administrators salaries in the spend of those referendum dollars zero so the tax okay um so given that and as we look at the modeling is the education fund the only fun we can use if we choose to increase administrators it's the it's not the only phone we can use but it's the only fund we currently use for administrators that aren't Grant funded um I'll give you the couple of examples of exceptions to that that come from the operations fund um Nick Williams and Brett Bozeman because they are the operation side of things they come from the operations fund okay okay all right but these positions being building level administrators all building level administrators are funded from the education fund currently okay thank you Chad uh Charles Gina

011Chad anything in terms of other questions that we've heard um as as people have considered this this possibility that you would you would want to comment on that I didn't didn't ask you a question about okay all right any questions from the board before Nikki we would open it up for Public public comment saying that I am absolutely positively behind the team approach and the relationship building approach that this model um would hopefully produce my question is this how how much consideration was given to being able to shift to such a model either with a reshifting of current staff members or with just or with a significantly more it's significantly minimal increase to adding staff members thank you I'll take a shot of that question I think the best answer from where I sit is

012we are doing it with as few people as we can in terms of implementing a system or a model um similar to the one that we saw and similar to the one that we we benchmarked so I think I think we are doing it with as few folks as we possibly can in order to implement a similar model I'll just I'll just add to that I I agree um you well you know this all right I'm going to point out something that's obvious public schools are not every public school is staffed tightly as tightly as they could possibly be to serve the the needs of students we can't just increase revenues um you know by increasing profits by selling more widgets and so the revenues we come in we staff with the people we can

013afford primarily as much of that going towards the classroom as possible so it's not as though in a maybe in a private setting a private sector setting where you can reduce one sector of your business and then redirect those resources towards another sector here you know we basically we basically are staffed incredibly tightly yeah and then when researching the model Mr Grimes we we started with a review of the current staff we had and how those positions could fit into uh this model and and then took it from there in in terms of trying to create a number that would get the best and and most immediate results um and even in in some conversations we're advised that maybe an additional administrator was going to be necessary example Columbus's to be able to make the

014model work where we started off with two there was asked to to increase that to three um and as you know administrative cost is can be significant any other questions yep so I want to Echo Mr Grimes the statement that I'm 100 behind and supportive of the team's approach um I did have some concerns after reviewing um Miss London did send us the list of all the teachers and surveys feedback and many teachers identified this as rushed and needs to be in conjunction with other things and other items so I want to make sure that those themes are covered and whatever approach is brought out and the themes that I saw was how are we going to handle advisory period which I believe is after when I was there so that's one theme truancy limiting

015the number of resource periods disciplinary action and increased communication I think when we get to that final structure we need to make sure those themes are accounted for to make sure that we have Frontline buy-in of this approach because I was concerned I think out of the 50 or 70 responses Miss London uh sent to us I think one or two from the high schools was in support of the timing and the pro approach most of them were go with the approach but did feel that it was rushed so it's more of a statement on making sure that those themes are included in whatever Final Approach comes here appreciate that maybe just echoing that but um but to emphasize there was there were quite a few comments from teachers about um the the implementation of

016advisory if it was consistent across the board and I think that's really really important actually it fits in here with this new model well because I think this is true at both schools that advisory advisories are by grade level um and and they're also the purpose of advisory one of the main purposes was to have a relationship building time with students so I I would hope that part of this process is to revitalize the consistent implementation of advisories yeah so just so uh everybody has a perspective on where Brownsburg High School stands within the state of Indiana it's the it's pretty highly ranked they have a 99 graduation rate they have 78 reading proficiency 57 math proficiency so there are some things that they're doing right but just this there's two pages front and back

017to the surveys you can see it's yellow I didn't print it yellow so I actually read this uh I tried to understand it as best as I could and it's been mentioned by two or three other people now that in-class support is one thing I would add it sounds like teachers wish to have more help in the classroom they'd like to have smaller class sizes review of advisories on the list there were comments about discipline in the classroom attendance tardy hallway passes all these things that kind of tie together advice advisory is hard to advise kids that don't show up to the classroom they don't get a grade for it so what's the advantage for them to be there so we collectively have to look at that now and understand from you the teachers and

018parents that are out there that are involved with this every day what what doesn't doesn't work I think one thing that I saw more than anything was the restructuring is happening way too fast and I don't think I would disagree too much with that I think there's one of the suggestions I had requested was can we do one school instead of both just to make sure we have processes procedures in place that work rather than going out and trying to do it a little too fast in two schools and get overwhelmed last thing we want to do is have teachers pulling their hair out because they can't manage because it's so much different happening so fast and the kids will not benefit from that so so I think there's some things there I think this

019is looks like for the people that are at home watching playing at home there's a lot of people out here in the crowd and I would imagine that there's a decent number of you that are wanting to talk about this so it'd be really interesting to hear what you have to say and it's probably consistent with this and I think we've had several people talk to it so I'll be quiet now thank you Mr major any other questions or comments from the board before we turn it over to the public no okay I think we do have a couple of people who wish to speak on this topic so and a reminder they did not have to sign I think a couple of them started signing in yeah but that's not necessary for the public

020here so so I think the process is you can just come on up state your name um do we give three minutes three minutes um open open mic night okay if I like to comment ask questions comments on the appropriation yes sir yes okay you get I think that was coming sorry why not thank you if you just wouldn't mind stating your name to get us started I'm a homeowner in Columbus and Bartholomew County I also um several rental properties here locally so I pay my taxes I'm a teacher at Columbus North High School and a member of cea I've lived in Columbus for most of my adult life I felt compelled to speak tonight in regards to the proposed restructuring of the high schools at a cost of 1.2 million per year I'm concerned

021about the lack of data regarding the major change the lack of input from stakeholders and a proposed amount of money to be spent these concerns have prompted feelings of bewilderment and Grave concern in me and although it's difficult to do so I'd like to separate my teacher response from my homeowner taxpayer response as much as possible because I'm wearing two different hats so first of bewilderment and that is largely connected to my role as an educator in the community the Administration has developed many initiatives over the years for the high schools they include that are not limited to PBIS udl advisory block schedule have it to mind social and emotional learning senior projects the three R's gross mindset I grad and so on I may be missing a few some teachers are feeling the effects

022of initiative fatigue at this point it's less than two years ago we've restructured our school day for Block scheduling and advisory during the pandemic the rationale behind that was not graduation rates by the way but relationships with students unfortunately the advisories are staffed only by the teachers the department chairs counselors principals themes Etc do not staff the advisories so that relationship building has continued to be between teachers and students and not administrators and the students that would be a very easy change to us I think and it would cost absolutely nothing these initiatives were all supposed to advance student academic and social success all the initiatives have required time training and resources from teachers and administrators and now the administration is asking for another initiative to restructure the administration of eastern North again over the

023course of the last few weeks cea asked for evidence of whether the established initiatives are working or not we did not get a definitive answer that included statistics and data just an anecdotal answer perhaps the administrators might share their data with the school board but they have not shared it with us I think administrators have an obligation to provide statistical data to the board members about their initiatives and the success or failure of them as some of them are not working or actually producing results counter to Student Success in regards to factors such as attendance and graduation rates then we need to eliminate them before trying new initiatives in addition the restructuring is taking place very quickly with virtually no input from stakeholders such as the community at large parents students who have really good

024input when you ask them or teachers the only survey that was done to my knowledge was done by cea members we shared this with the administrators the teachers Deans counselors and principals are bewildered and uncertain about the future parents and students are largely in the dark about these proposed changes am I cut off or may I finish one more minute to allow you to finish okay I come from a lower middle class family where I had to pay my way through college and I'm a single parent so I like to think I'm able to budget I would like to suggest that you require the administration to supply data in print of the success or failure of their initiative consider asking the administration to go back to the drawing board and try to find a way

025to do the restructuring without spending any money and if you must move forward with the initiative would you please consider a faith implant starting with the seniors if the data suggests that we're moving the needle on graduation rates and a statistically significant way then consider adding classes but one at a time in a fiscally conservative way um I appreciate your listening as the school board members you represent the voices of the 52 000 Plus members of the community and I hope that you will consider that thank you thank you Miss hand is there anyone else who would like to speak on the appropriation topic hello if you just wouldn't mind sharing your name before you get started you probably yes ma'am please thank you I didn't mention that before I'm sorry I didn't see him

026I could hear her my name is Carla Craig I am a homeowner and also I am the library assistant at Mount Healthy Elementary and I guess my question would be what impact on the amount of teachers that we get to have will having more administrators cause so that's that's my question um my comment would be that we know that children get their basic personalities by like about the age of three um and it to me and I I haven't heard a lot about this so um it doesn't sound like a bad idea but I would think that starting at a younger age would make more sense um we need to make sure that our elementary school children are able to read and do math and social studies whatever before they get to high school so

027that would be my comment I don't quite understand why the focus is after they've already missed so much school and they've already got habits um it just seems like it would make more sense to start at a younger age is there anybody who'd like to respond to the questions some of those were kind of phrased as questions I'm just asking my response to that I don't disagree that we need to provide supports all the way from pre-k through 12 if we would invest dollars specifically and only at let's say ages K through two at this time and it's successful for the purpose that we were working on which is graduation rates we won't know that for 10 years so the investment that we are looking at at this moment in time are is very specifically

028at the high school recognizing that there there are efforts that have to be worked on and done throughout the entire school system thank you Dr Roberts anyone else like to speak good evening my name is Laura Daly I am head of the business department at Columbus North High School and a resident of Bartholomew County homeowner to as Barbara mentioned and just wanted to offer some comment this evening not to reiterate to many of the things that have been well said before my opportunity to speak but we have many things in place uh all with the hope of we want students to graduate we do all have that as the same goal um so but how do we go about that work and so many of the things that we have in place that have been

029mentioned I don't know if igrad was mentioned but adding igrad years ago and uh all the things that were to come of that our block schedulings and advisory were some of our most recent changes that we went through to help support social emotional learning but also building collaboration with students and relationships those are things why do kids come to school relationships okay and the things that they enjoy but how do we get them there and we are concerned as well as teachers that the graduation rate is declining but how do we go about it I would really like to challenge in this process to one slow down and really look at are we going to get the results that we're hoping to get we aren't Brownsburg but our what kind of projections can we do

030to see what results we might could reasonably expect some actual numbers some statistical analysis and some data there to support that uh would be one thing so I'm not completely opposed to the idea but being more methodical and how we go about it and implementing it we have rushed to implement things in the past Bridge and we learned a lot from that and I hope that as we are certainly wanting to urgently address the declining graduation rate but be thoughtful in how we go about the work so that it's meaningful and builds credibility with students and builds collaboration and credibility across our building to support the initiatives um and I think that's all I wanted to say thank you thank you Miss daily okay no go go ahead you had time left keep going there

031was something else that was coming to my mind in that because here's what I wanted to say and it kind of dovetailed from the last comment but I hope that in this process of evaluating things I hope that we would um really take some courage to look at our entire district and how we're doing some things and maybe there are some things that we need to combine resources how can we better utilize some of the places where we're already diverting Monies to and that takes courage to make those kinds of changes but really looking at what are some systemic changes that we can make to help pay for some of the things we want to do of these other initiatives but just combining those resources and using them most effectively so taking that systems approach

032to things and really Having the courage to flip that and see what is it that we can do differently to achieve that better graduation rate thanks for giving me the opportunity to say that thank you okay anyone else who would like to speak on the preparation topic okay thank you we will vote on this item a little bit later in the agenda okay oh I'm sorry sir go ahead hi my name is Tony London and I promised myself I wouldn't say anything tonight but being a politician myself I find myself incapable by the way I'm a Republican I don't know if that matters or not but as a general rule I have a problem with additional Appropriations particularly a additional appropriations of this size and it's just a general uh issue I have with them

033I think such a wholesale change should be done at budget time I do feel like I try to stay as informed on what the school's doing because I have have a daughter in bcsc and had a son in bcsc and and I uh this is a big big leap it's a big change and um everybody in this room wants graduation rates to be a hundred percent and it sounds like a fantastic project but I would ask that the board table this request at this time so as more information can be gathered and uh and that the it wouldn't require an additional appropriation but would be done at budget time thank you thank you Mr London Miss London you don't need a introduction but if you wouldn't mind saying your name just to be formal about

034it it's nice of you to say it's normally my husband Mr London that doesn't need the introduction and people know me as Tony London's wife how does Amy London a school teacher her parent or now I have Kate's mom or Charlie's mom um I just first of all I want to say thank you to everybody who's taken time to look at this especially Mr Edwards everybody who went to Brownsburg I I really appreciate that on Thursday all of the employees from bcic have the opportunity to hear Dr Mark Brackett speak and um as the title of his book is permission to feel the subject has given us a lot of permission to feel there's a lot of emotions around it for lots of people whether it be money whether it be duties jobs information they

035got from a survey I'm asking you to look at the data I'm asking you to as a board to ask for the data my point is that if your car breaks you're not going to just decide well I'm going to get a new car and I'm going to go spend I think I heard some of my husband say this morning it's forty eight thousand dollars now for a new car is the average you're not just going to go buy a new car you're going to take it to the mechanic and say how can I fix what I've got going on and that's what I'm asking you to do as a representative as the president of the Columbus Educators Association our members as the exclusive representatives of teachers in bcsc our members are asking you to

036look at what we're currently doing and see how it is impacting our graduation rate and then from there how can we take those awesome folks that we have those udl folks those folks working on PBIS there's classroom folks how can we take them and make our graduation rates better see what happens let's see what information we get maybe we'll get the information that says no we need to implement what's going on at Brownsburg high school and do something similar here I don't know because we don't have that yet so as president of CA I'm asking you on behalf of our members table this vote take some time to look at the data look at the current practices that we have in bcsc and decide where to go from there thank you very much I appreciate

037your time thank you Miss London well hi I'm Amy Menefee just as a parent I have a daughter at East so I'm really not sure what the discussion is about it sounds like it's a huge change for what's going on so I don't know how many parents even know what this changes or how it will affect our children um I think that we I want to thank we've been having some school board meetings public engagement meetings about transparency I think has been a great thing with the school board I want to thank everyone that's been doing that and this is part of that discussion with the public engagement transparency is a big issue especially for parents to know what's going on so I'm concerned as a parent knowing that there's a lot of teachers wanting

038there to be a pause on this big change so I just wanted to speak for parents who may not even know what the change is and what the plan is it may be a great one but I don't think a lot of parents know what the actual change is okay I might just respond real quick Mr Wilson Amy um the the March board meeting I don't know if you were here at that particular okay okay so we did have a presentation on it then and then they we had a strategic planning session on Friday March 24th that was open to the public too and also reviewed the information of the board and then I see Janna sitting in the front row here she did an article on it just the last couple of days so

039we do we do have a couple of situations or have had some opportunities to take a look at it but in short the the concept of the model is to create teaming um at 9th 10th at 11th and 12th grade so as an example The Freshman Class nothing would change in the classrooms for them but the support structures outside of that the model would indicate they would have an assistant principal for that class an academic or instructional coach for that class A guidance counselor for that class Administrative Assistant for that class and then those individuals would follow that class through graduation so when you hear the comments about developing relationships and so forth the job of those individuals assigned to that class is those kids and their families and getting them across getting through our

040school corporation and having them success so in a very basic way that's that's the model that we're that we're talking about so in order to implement that model um and in the way that we would like with the number of people I just syndicated that's where the additional Staffing would come in outside of the classroom you're welcome I think the big concern though is if someone doesn't come to a board meeting or you know happen to watch it online that there's no information going out to parents um people you know to know what's actually happening here which we've been talking about like at that meeting I know that there you guys are trying to address that kind of stuff to find more ways for people to know what is going on especially when there's big

041changes like this that are take you know costing a lot of money so thank you for your your time thanks Miss man interrupt ion Dr Robertson we communicated to the parents at all through parent Square about this change I don't believe it was in the okay this past yeah so yes okay any other the other folks that would like to speak on this topic okay thank you very much for the engagement much appreciated okay next all those folks standing at the back of the room it's your it's your moment okay Columbus North High School State Gymnastics finalists yes we'd like to invite the Columbus North athletic director coaches up Mr Lewis will turn over to you or however you wish to to start things coaches otherwise but first of all I just want to thank

042the board for allowing us to get recognized tonight um our girls did a great job of kafina at a very high level this year we're actually able to reach the podium as a team and individual which we have a name which we haven't been able to do in the last couple of years so I'll pass the mic to Kayla so that way she can give you some stats on how our season went thank you for having us all tonight and for recognizing this wonderful team they did awesome this season and they worked together as a team and we couldn't have accomplished everything that we did so I kind of wanted to give some looks at what our season was so during our regular season we only had one loss we were conference Indiana Champions we

043had two all-conference gymnasts Rhys Euler and Lindsay Mullis we finished second place at sectionals and regionals fourth place finish at state and then at state resuler was first team All-State she finished fifth on the Vault second on the uneven bars fourth on the balance beam and then fourth in the all-round so we had a very successful season I just want to kind of go into our state meet we knew that we had to work as a team together and we knew that it took all individuals to make us able to finish in Podium and going into the last event we were neck and neck with another team another couple teams and it took everybody just fighting for it putting their utmost effort to accomplish it and we are super excited for everything that we were

044able to accomplish yeah you're gonna introduce the girls okay well anyway I'm Bob Arthur um and uh good evening everybody good to be up here again I'm glad uh as Caitlyn said to have the entire team early in the season we were on the floor getting stretching and and I said you know it'd sure be nice for you guys to be immortalized uh with the picture in the Hall of Fame with a fourth place or better finish and they pulled together and did that um you know the excitement for me at that meet was like playing the championship game although I knew we weren't going to be in the top three just but we did Duke it out with four other teams for fourth place and and it just so happened we were the last

045team up on vault and uh Lake Central and Columbus North are pretty much tied at the end of three events and Lake Central is up on vault first and they scored a 27.1 or 27-2 we at that point had to have a 27-1 to win the meet and um alley down where's Ellie Ellie right there was uh got up there and did an eight nine which was uh her the second best season Vault so I couldn't have expected any more out of her uh Lindsay was the next competitor and scored a 9.2 which I think was probably maybe your third best Vault score so we couldn't expect it anymore out of her now at that point now we've had an eight nine and a 9-2 so we had a nine point average we needed 27

046so we needed Reese to go up and score at least a nine nine one and uh she knocked it out of the park it's just if you would have put in a bat since we got the championship game going on uh it was two seconds left in the game she shot the three-pointer to win to get us up there so it was very exciting for me it's probably one of the more exciting um I want to say hello where's Barb I want to say hello to Barb yeah Barb is actually one of my former gymnast it goes back a number of years for her project see in mind I'm not going to tell you how long ago but but I will tell you that I also coached her daughter so that gives you a little

047bit of an idea uh anyway I'm just so happy and thrilled to be here tonight and have the entire team here because that um it's it's nice to be up here and have an individual recognized but it is absolutely fantastic to have our team and it was a team effort the girls didn't get to compete were the ones that were pushing the ones we had a very tight grouped on where the scores were it made the coaches decisions a very tough to decide who was going to be put in for those meets and we actually even you know made adjustments right up to the end to play the odds but anyway I've talked enough I'll let Caitlyn do the introductions all right so I'll go ahead and introduce each person on our team Miriam niang

048Reese Euler Laney Acton Lindsay Mullis Braden Bostic Ellie mcinteer Evie Richards r1tn Jaden Greenlee and Hannah Perry and we have two seniors with us tonight as well which are Lindsay and Miriam who this was a great accomplishment for them to have for their senior year [Applause] I'd be remiss if I didn't also introduce one of our other I we she's an assistant by name only she's a very productive member of the coaching staff she's been here for I'm not gonna divulge her privacy either she's been there she's been at it as long as I have so um uh anyway Sandy was here with us at least two nights every week and when we got closer to the end of the season she was in there with us pumping these girls up every night and her

049expertise and experience was a great value thanks Andy [Applause] [Laughter] situations [Applause] [Music] [Applause] [Music] [Applause] thank you that was fun okay next on the list we are full of recognitions tonight it's nice to be able to recognize people Mrs Wilden so we have Sid Jane Maverick challenge State finalists so get Laura back up here with uh Sid different hat yes how lucky I get to speak twice right um good evening and and thank you my name is Laura Daly I'm head of the business department at Columbus North High School and um and also a sponsor of the business planning competition Maverick challenge Maverick challenge has been sponsored for many years by our Columbus Area Chamber of Commerce so I would like to thank them for the many years that they have done that and

050and recognize that Maverick challenge is being embedded now with another business planning competition at the state level called innovate within but since 2008 Columbus North can be proud because every year we've had a Maverick challenge winner from our high school how many years that is to do that math but anyway so that's a good history that we have had we're really proud of that and that continued our students have collected thousands of dollars in their winnings from the competition and they've used that money to seed it into their education maybe personal development I heard there might have been a cruise for someone but also maybe they've seated those things into entrepreneurial endeavors so as that is being merged into the innovate within competition uh we'll we hope to be taking part in that as well

051but for Maverick challenge I want to talk this evening about Sid Sid created a business plan and his business was called Sid's Studios a digital media marketing business which delivers original and professional and it is professional social media content to customers at an affordable price the mission of Sid Studios is to empower businesses and individuals to build their brand and showcase themselves to the World by growing their online presence so sent presented his business plan at our local round of Maverick Challenge and he was first place there so check number one fifteen hundred dollars right he then also earned a spot to go on to the regional competition competing with the other counties and I'm really proud to say I think this was the first time we had someone placed first at the regional so

052he collected another fifteen hundred dollars I believe for that um and and while at the same time uh preparing for Maverick challenge he also was preparing to present his plan for innovate within and has made it through the first round there and is planning to present his plan in April so we'll see if there's more checks and accolades to come I feel pretty confident there are I'd like to also say that Sid is participating in Deca and uh just returned from a State Convention where he was elected a state officers vice president of marketing and that is another first for Columbus North to have a state office holder with Deca so we're really proud of that um and did I mention he's a junior so we still have him for another year he maintains an

053a average uh even among his AP courses took a look at that today he actually runs his business Sid studios and is making someone he's done some great work for businesses and organizations like Tipton Lakes athletic clubs Club k-pops if you've heard of k-pops create for a cause I think he even did something for bcsc right yeah so anyway I'm honored and proud to introduce him to you this evening for this recognition and thank you for this opportunity Sid Jane [Applause] thank you [Applause] your time to shine Sid hello hey guys my name's Sid like Mrs Daley introduced me I really want to thank the community because my business would be nothing without all of you um I especially want to thank Josh as well as he provided me the opportunity to pair with bcsc

054I have some great Visions for my business and overall growing the community of Columbus who various Endeavors that I want to explore and I want I'm just glad to be a part of the community in Columbus because you guys Empower me every day so thank you so much he definitely has that entrepreneurial mindset so I'm excited to see about what he's going to do in the future okay Dr pleet I'm glad to be part of the amazing recognitions this evening at this time we are going to turn our Focus to recognize the 2023 NF Soldier teacher Award winner and to introduce this great accomplishment and recognition I asked Marcia van neymen to please come up here she's the assistant director for iupuc Center for teaching and learning thank you that's just a tough act to

055follow with all these student accomplishments but we're up to the challenge thanks for sharing time this evening to recognize an exceptional educator in our community as a reminder the fulture award was designed to recognize the impact teachers have both in and outside the classroom this award is named for local teaching Legend Edna B Folger who invested more than 46 years excuse me of her life educating students in Bartholomew County the award celebrates dedication and innovation in teaching and learning the ability to motivate students and to form lasting relationships with peers students and their families and to recognize the Educators contributions to the community outside the classroom the folder award is funded by saiho Insurance Services we're sorry that John is unable to be with us tonight the Community Education Coalition Columbus Area Chamber of Commerce

056and the iupuc center for teaching and learning are co-sponsors now for the drum roll Angie Ginder is a dedicated and talented educator who goes above and beyond for nearly 25 years Angie has used relatable experiences humor or any other tactic to keep students and colleagues excited to be at school she puts relationships first and everything else second she builds these amazing relationships with her students their families and her colleagues by listening with a Caring Heart to keep her curriculum fresh and engaging for students she regularly reads books and articles about teaching and learning designs daily opportunities for Hands-On activities Angie attends professional development and shares what she's learned with colleagues all while using her extensive knowledge of curriculum content and holistic student development in her teaching her Innovative instructional approaches have resulted in several Grant

058as well-rounded highly motivated Learners ready for the next step in their educational Journey Angie's positive impactful relationships indoor Beyond any one school year as her former students invite her to extracurricular activities including dance competitions probably gymnastics athletic events and graduation ceremonies please join me in congratulating Angie Gander the 2023 Edna fulter outstanding teacher [Applause] thank you so much apologies to those of you who have heard that now three times um I want to thank my colleagues the students and the student families who nominated me for this award I'm honored not only to receive this award to be but to be on the list of Edna Folger recipients who were my own former teachers and having spent my entire teaching career at Rock Creek with some of the most amazing Educators in bcsc I'm also thrilled

059to now have Rock Creek on that list as well so thank you so much [Applause] thank you now it is time to recognize more teachers that are in room tonight with many family friends and colleagues to help celebrate them for the Teacher of the Year this is our third annual teacher of the year recognition and just to let you know a little bit about it there were nominations open that opened up in the middle of January through the middle of February and they were open for one month and nominations could be made from staff members students parents and community members and sometimes they're family members wanting to celebrate them because they know the work they provide to qualify for this award they must have at least three years of teaching experience in bcsc and the

060nominations once they're all gathered I provide them to the principals and the department leaders and there is a committee that is formed within the school or the department they review all nominations and the part they don't like is making the determination of who it is they want to celebrate a person but they like to acknowledge everyone that's been nominated as well so we are going to watch a video of the winners from each of the buildings and then we'll talk a little bit more and then have them come up and recognize them foreign [Music] [Applause] [Music] thank you [Music] [Applause] [Music] foreign [Music] thank you [Music] [Applause] [Music] thank you [Music] so of those winners we can say that we had 519 nominations that exceeds the previous two years of the amount of nominations we

061received we will be recognizing 19 teachers this evening if we count this year as a year of service for all the teachers being recognized collectively the teachers have 300 and 306 and a half years of experience serving our students in the bcsc community that is only their bcsc experience may not account for experience prior to bcsc um the next thing after this is that they want to be considered as bcsc's teacher of the year the one that will be announced in August they have a to complete an application that's been shared with them by May 19th a little bit of good thing I'm not handing out certificates or anything because we're going to buy them some little bcsc swag for being their building winner so that they'll get to select and this summer a bcsc

062committee will meet to review all the applications submitted to determine the bcsc teacher of the year that will be recognized during an August meeting and the teacher that does win the ultimate award for bcsc has nine months to prepare their application for the Indiana Department teacher of the year recognition so at this time I'm going to introduce the teachers and they will come up line up and at the end shake hands with all of you so Clifty Creek's Teacher of the Year Melissa strevel she teaches kindergarten [Applause] CSA fadre a teacher of the year Shelly Huff fourth grade [Applause] [Laughter] CSA Lincoln Elementary Diana Roberts second grade [Applause] Mount Healthy Elementary Robin Anderson kindergarten Parkside Elementary Jenny Taylor second grade Richards Elementary Corey Renner fourth grade [Applause] don't y'all squish right there there you go

064provide to our community and our students each and every day they are an example of the rest of the amazing teachers that work for us and I'm glad that they were nominated by those who recognize their talent and the Committees for also recognizing and it's a great pleasure to be here this evening and saying thank you for all you do for our students and our community at this time it's time to shake some hands thank you [Applause] [Laughter] [Applause] [Music] [Laughter] [Applause] [Music] such major [Music] [Applause] ity [Laughter] [Applause] this makes sense [Laughter] [Applause] somewhere on the other day especially it's very cool pleasure [Laughter] YouTubers [Laughter] [Applause] okay we're gonna get back on the track if I have Parkside Elementary here to present a best practice tonight this is good evening thank you board

065for taking a few moments tonight to allow us to present what we think is the best practice at Parkside Elementary School as you can see on the screen we want to talk tonight a little bit about reading foundational skills and something we're doing at Parkside that we think is working anytime we think about uh instruction and learning at school we always take a look at it through the udl lens first and we think that what we're presenting tonight fits very well in that model in that framework of udl as far as multiple means of representation and multiple means of Engagement so as you watch a couple of videos that we have in here what our teachers have to say think about that while we're going along also we also like to spend a little time

066with our uh the Strategic plan because we try to base everything as Dr Roberts knows around the Strategic plan and we also feel like what we present tonight to you will also fit very well with equal Equitable access to all as far as they're learning a little bit of History before we get started the bcsc elementary curriculum team did a book study last spring I believe and it was around the science of reading and the book was called Shifting the balance Dr hack Jeannie long and the rest of the curriculum team has since then started a leadership Series where they brought in teachers and my two teachers here attended that and they did the science or reading at one of those that day we also at Parkside Mrs bodart my two teachers and so forth

067took two of our PD days this year and worked with our K-2 teachers on the science of reading the book study they did we did a book study with them as well I'm sorry K through three teachers actually and all the classified staff that worked with instructionally with those students as well to improve what we're doing with reading Foundation skills so I'll let Dana this mod art talk to you a little bit more about the history of that and where we're going hello everyone my name is Dana bodard I am the assistant principal at Parkside and just to give you a little bit more background so several years ago we started implementing um a reading strategy of multi-sensory so that's seeing hearing saying sounds words manipulating Hands-On engagement with kiddos we have practiced that through

068K through two implementing that so that we can be consistent across the school across our building and we immediately started to see results with our kiddos an example is our I read scores last year went from 77 passing to retakes a month later at 87 passing so we see a lot of the things that we're doing supporting the data so that's a little bit about how they're doing it but the science of reading the Shifting the balance really gets into the the what what are what is it that they are working on so during the very first book study that we did the very first PD day that we had we had we're having some discussion around the science of reading and Ashley Christ Johns and Allison Beckner were both very in just passionate you

069could see the passion in them behind this and so I'm like okay we got to pull them on board with us like I need you to help lead this so I quickly not too quickly but I quickly turned it over to them and wanted them to leave because I know um as well as many people you know if if the teachers are the ones that are doing it and saying it then it must be good right so I'm going to go ahead and turn that information over to them so they can share with you exactly what it is that we're talking about so let me start here with Ashley hi everyone thank you for having us um the first thing that is important information when we look at our best practice we're talking about this

070evening is the fry sight word list this is a bcsc adopted tool that we use it was developed by Dr Edward Frye of the first 1000 words well not first 1000 words broke into groups of 100 based on the frequency of use um together they make up 90 of the words that we see in children's literature and spoken words so bcsc like I said uses this as our common tool of a word list to gauge um where our students are at so what we have done is kind of shifted our thinking from sight words um from being sight words would be something that you can just read when you see it and for us adults that's lots of words but when we're looking at kindergartners through second graders it's really not that many words until

071they get some more practice so what we have done this year is broken then into smaller groups based on a phonological or phonics based pattern um so this way students are more successful at decoding the words and learning to read them rather than just memorizing them from rope memorization um we have seen this with South Side as well and they went ahead and did all 300 words rather than just right now we just did kindergarten's first 100 they did all um sorry all 300 words and um have seen great success with that so we look forward to doing that next year just to reintroduce myself I'm Allison Beckner and like Dana said Ashley and I were just super excited when this started because we're both very science people this works but why does it work

072and that's really how my brain works and I know that we're not the only ones um so the next part that we're going to talk about just a really big buzzword right now that you're going to hear is phonological awareness um so what we're going to start with is this graphic to the side this is Scarborough's reading rope so it is a rope that is entwined with many many different threads so basically it explains that skilled reading takes a complex combination of many skills which fall under either language comprehension on the top or word recognition on the bottom so to have successful language comprehension we have to have our students have to have an understanding of background knowledge vocabulary language structure verbal reasoning and literacy knowledge really complex but it breaks down every single part

073and then the second part of that is the word recognition and that also has its own skill set that includes the phonological awareness the decoding of words and sight word recognition so um as you'll see the arrows to the side as readers become more highly skilled with lots and lots of explicit instruction and practice the comprehension becomes increasingly strategic and their word recognition becomes increasingly automatic so we're stepping away from the flash card what is this word into let's teach the code and as you're more exposed to it it will become automatic so as we said as readers become more highly skilled those two will increase and that's where you're getting that more tightly wound rope um phonological awareness like I said that buzzword that you're going to hear a lot um it's a big

074piece of that word recognition that bottom piece you'll see there Shifting the balance that book study that we did um it defines phonological awareness as the umbrella term for any work helping students learn to notice and or manipulate sounds in speech this has no there's no words in involved in this this is just sounds and this is that huge Foundation um so that might be how many words are in this sentence how many syllables are in this word let's produce rhyming words let's break apart this word and change change individual sounds so you're going to see up next an example of intentional phonological awareness practice in Mrs krystron's classroom whereas she is doing a hegerty lesson and hegarty is a research-based 35-week curriculum of daily phonemic and phonological awareness lesson plans so you'll see that

075next oh [Music] compound words we have two parts of the word and you're gonna blend them together for me are you ready foot ball football baseball so that was just a little snapshot of that um and like going back to the Rope it is very complex with as you see a lot of different parts this is just one tiny little piece but it's an important piece nonetheless so now you're going to ask does it work so what we have so far is thirty percent um growth and phonological awareness from August to December is what we're measuring and that's measured by an oral blending assessment something similar to what you just saw her do those with kids typically we do that with our whole class but we can also do it in small group for re

076for remediation purposes or for attention span purposes and even more exciting on the bottom 67 percent of kindergarten students are proficient in phonological Awareness as measured by our winter nwea map assessment reading assessment and that's what we use across the district to test our reading so we're really excited where we're at and we're going to keep working okay the next piece that we look at when we think about our foundational skills is guided reading and in the past guided reading has been based on leveled readers um which involves a lot of guessing words unless they know the sight words um so what Alice and I have done is looked at how can we make it sequential how can we make it decodable and how can we make it multi-sensory and a um sorry I lost

077my spot and a lot of this is still practicing those high frequency words but in the how can we decode um we've been we work with students on segmenting sounds you saw a little bit of that in the video with my students and then thinking about what letter identifies to this sound and then how can we blend sounds together to breed and so that is where we are able to pull in text and kind of get phonics and phonological awareness during our guided reading time we're about to watch a quick video of Miss Beckner teaching guided reading and her students will go through their high frequency words and it's amazing to see them decode them and then they will show you how they can decode a word to encode it which is writing it down

078foreign so these are our high frequency words words that we see all the times in our disposable okay what's this word damn let's check it um yep the next one is that's the heart word is it a couple more see this one this is the Heart part that e e e c two more dad and this one it's it's good reading so now we are going to do some tacking mapping spelling okay I'm gonna give you a marker put your lid on your marker and get ready to listen here we go all right the first word that we're gonna tap don't start writing yet the first word that we're going to tap is the word Bud say it but let's tap it uh how many fans three three so draw three lines but a d

079three lines now we're gonna spell it right say Bud again what letter spells buff excellent Bud oh that's a d can you flip it around for me okay what's the next sound in Bud say it again bud but uh uh what letter says uh you you that is correct that is correct and then we have one sound left Bud uh d d [Music] exactly so this is what you should have I know those B's and D's can get tricky those B's and B's can get tricky can they Max can you turn around that b after we thought our job is to check it so we're gonna say the sounds we're gonna Point watch me we're gonna go one two three and then blend it back together okay ready say the sound touch your first letter

080go boom uh but did we get it kiss your brain kiss your brains all right can you stop it I just turned around and told Dana like I'm so proud of these kids and it's like these aren't even my kids that are my best readers these are my we call them our bubble kids where they have really great really great foundations but you could see how proud they are of themselves and then the next piece is we're reading we're reading we're putting those words in those skills into books and it's just we're at that point of the Year where we're like it's working it's paying off and it's better than ever before so with that um we can kind of see our data here um as of December nope this would be sorry um quarter

08130 and a quarter three we have 72 growth in Reading CBC words as measured by your CVC list which is our words like cat Rod where you have a consonant vowel consonant and we also have um as of December in our NWA map Reading assessment 60 of kindergarten students were proficient in word recognition which is a big deal as we were only halfway through the year our next steps as I said previously would be looking towards how can we align K2 to make the phonological pattern fluent from what they know in kindergarten all the way up to second grade and how can we merge those with our multi-century approach and with our current reading series hmh um we are exploring more phonics sequentially aligned text to use during guided reading some more books that kind

082of match those patterns it's hard to find them as this is a big shift everyone seems to be undergoing right now but we're confident we will find more resources and if that's any the best way to fit high frequency words into the scope and sequence of just making sure we're putting words in front of students that they can read and that we are not just expecting them to memorize thank you questions I noticed they gave the mic back to you for the questions I'm not sure how to take that they have the answers but hey I have a silly one you did you did this like kissing sound and it goes from here to here what what was that kissing a brain because they did such a good job they were kissing their brains yeah

083it was a little something okay thank you okay no problem no problem it's a feel-good I'm interested in I think you mentioned that you had focused a little bit on particular best practice in a professional development day maybe one two three professional development days in a row or we took a couple I'm sorry how far back does it go so this year in two of our professional development days that we had through bcsc in our afternoon breakout sessions we we took the kindergarten through third grade teachers and and their uh other staff members that are instructionally involved and we worked with them on that and we took the fourth fifth and sixth grade teachers down to another breakout session and actually worked on uh vocabulary and building background and things like that so we've got

084another professional development day coming up what what will be the focuses this time we'll be at North High School oh okay a little bit different social emotion okay thank you different take this time yeah I appreciate the attention to measures that you put into the presentation I heard uh tracking I read scores um and then I think there were two different measures where we saw significant Improvement um 30 percent increase for this and a 72 percent increase yeah thank you phonological awareness and then scores on the nwea What Would We compare those two what what would these measures have been like two years ago before we started this initiative well we we met with our grade levels today in data meetings and we were looking at some of that not necessarily that but some of

085that and I believe if I'm not mistaken they were better than last year I can't remember two years back but they were better than last year and and as it shows up here they were improved from August or September to December and then the third quarter as well but they were better than last year you want to say something well and prior to nwea we did have Dibbles as one of our measures that is measures our phonemic awareness and our phonics piece as well so sorry aren't you going to help me here um so that was one of our measures that we would use along with other measures within the reading adopted series but the nwea gives a much better I think idea of how they are doing as far as the phonological awareness and

086the phonics pieces and then I'm sorry one last Sorry Miss Wilson one last question I'm guessing that your continuous Improvement Council focuses on this in a little bit in each of their meetings or are they helping you track this at this point they are not we we have a school guiding team that is a different group of teachers that we meet with and talk with that we put together and of course our continuous Improvement Council hears about things but but they're not always involved in different things that go on this was actually rsgt that was working on this it's one representative from each grade level that's involved in that similar to the cic but but not the same group say the name of that one again I'm less familiar with that the school guiding team

087thank you they work they work a lot with instruction and learning and curriculum and learning Sergeant um one thing you were talking about the PD days and stuff and what we've done in the past and what we're doing going forward as far as I am aware we do get Although our next PD is going to be at North around social emotional Wellness we are going to have the afternoons where kindergarten teachers from across the district are going to be grouped together first grade teachers from across the district are going to be grouped together and that is something that we are so excited about because it hardly ever happens and we're not the only people doing this so we're just really excited to say um thanks for your help on this what's happening with this so

088we're really looking forward to that to continue as well I do have to back up and say though Mr Center answer to your question before the PDS took place we did speak with the cic and would they helped develop what we would do with each breakout session in the afternoon so yes they were aware and they did decide on that so there thank you I appreciate the answers thank you real quick if I can piggyback off that because what I like what you just said first off thank you for doing the positive reinforcement I don't think I give my team cookies at work I don't know that the kiss the brain would I think I'll get laughed out of the building but it's it's every kid responds to something different it looks like you've got

089them to respond positively to that so great job with that the last piece that you just said is what I like to hear the cross-pollination of ideas and not just ideas but good ideas so I'm a little curious as to you your team uses this tool I would assume there might be differences in tools at different schools so I'd be really curious to see what historical data shows for performance at schools the different elementary schools along with how your performance has improved by using this tool and if this tool is superior to others may not work at every school but which schools would it work at and how you might be considered experts for the use of this and train your peers in some way so I guess I'll look over here in the back

090if there's a way Dr hack that we could maybe look at performance of this I know we're looking at a lot of math material coming up as well but in this case if we've got something that really works thank you I have a small question is it any way that you can send this home where parents can also help with their kids do you do that Reach Out and ask how can I help my student with their sight words and I said well first we need to know our letters and sounds so we can read and then we can work on those CVC words and what I did was I copied off some of our hegarty which is the phonological awareness pieces and decodable books and said you know this book only uses the letters

091a m I guess S2 because it's like I am Sam and just practicing like that in a sequential way and I set those home and that parent has relayed back that it was super helpful rather than sitting there with flashcard she actually has two boys in kindergarten so rather than doing flash cards being able to sit down and have the same lesson going on at home and reinforcing them how to do things and not just um memorizing it thank you I give more down there sure Dale um but first of all to follow up on that I know sometimes with new curriculum there's parent nights where parents come in and actually get to maybe do what the kids do or see it have you done any of that or is that something you might do

092to to re-teach parents how to help their kids I guess again we were just having those same conversations in our data meetings today so I I can't say as a school as a whole we have not done that but I believe some of our grade levels are thinking about doing some of those things and we may as well as a school and I got two other quick questions so phonological awareness is a new word for me tonight I'm going to try to use it in in conversation over the next week we'll see if it fits but remember is is it a I'm assuming it's a sub score from the nwea okay um and you might have said this but so you're doing this in kindergarten or first and second doing at the same time or

093is it kindergarten first year this year first grade next year currently we work on phonological awareness phonics all that in kindergarten first and second grade what they are doing being more intentional and and working with a certain skill or a certain Blend or whatever is just kindergarten right now we would like to be K one two we've made a little bit of background work these ladies ladies have um working with their first grade peers and second grade peers on realigning those hundred words that they were talking about so they have done that with kindergarten first grade has done that with with first grade and second grade has to but that work came kind of a little bit towards the middle of the year so they're waiting to start to implement that next year where they

094can be more intentional with the words that they're introducing along with the score stories and and things like that so we're we're moving in the right direction fairly appreciate the videos that really helped to see it in action we wish we could bring kids with us tonight but we figured since you know the this is the next best but I love the idea of sharing those videos with parents too many other questions before you step away just a one question not related to the presentation but thank you for the presentation ladies um also nicely did you just move into some new classrooms so how was that we were in the gym for those of those that don't know Parks I just went under our kindergarten we just moved into our new classrooms the whole building

095is being renovated and we were in the gymnasium for an undisclosed amount of days um we made it work because we knew that there was a wonderful um end result and our first Monday in our new rooms I had writing time with music on and my kids are all focused and I almost my dramatic self almost had tears because I was like this is how it's supposed to be but it's incredible like it it allows all of us to collaborate and work as a team and to use our support staff and to be able to pull kids into our small group rooms and be able to see them through the glass and have our common spaces and I'll let you see students reported back two we did like my new classroom and there was a

096lot of feedback of my new classroom was quiet my new classroom was beautiful my new classroom helps me so it was really exciting and I agree that the students are really excited about our common space where we can actually fit all of our about 100 kindergartners in there at a time and they really enjoyed that either academically or through play they love the new space thank you again for the presentation thank you for your patience in the gymnasium that had to be a little challenging we're glad you're in a new space now thank you for the time sorry if we took a little long great topic thanks [Applause] hello everyone my name is Laura usley I'm the udl facilitator at Central Northside and McDowell my teammates will introduce themselves when it's their turns to speak

097I'm here to present to you tonight about the secondary math adoption so for our committee members Corey Williams is my counterpart at the high schools and at McDowell and she and I work closely with Brittany Coomer our coordinator for instructional technology because we know that we want to ensure that whatever we even look at would be something that would fit with our current techno or current infrastructure that Brady can help us like muddle through the I'm sorry I'm stuttering I'm a little bit nervous that the infrastructure for technology that we currently have so right away we included the department chair so we have Mr Branham and Mr Vogel from Columbus North and Columbus East and then we talked to them and we we know we knew that we wanted to make sure that we included

098a variety of Math teachers all grade levels both required classes and classes that are maybe accelerated High ability teachers and not so we just really wanted to make sure that we were selective about our committee we wanted a special ed representative we just really wanted as many eyes looking at the potential materials as possible so our goals for this year so we started out we wanted to reflect on what we currently use so we took a look at the resources we're currently using and we wanted to prioritize what we considered our significant areas of need um we wanted to make sure that when we selected resources we were being sure to be intentional about including resources that implement the eight highly effective teaching practices from the National Council of teachers of math we wanted to

099make sure that we evaluated a wide range of resources not just looking at a few or not just looking at maybe just the most popular we wanted to look at a wide range and finally we wanted to make sure that we selected resources that really fit our non-negotiables and that will truly enable our our students to achieve success in mathematics courses I almost said our children because all of us on the committee also have students who are currently in bcsc from elementary through High School in math classes so we really wanted to make sure that we were intentional about selecting the best possible resources and I'm going to hand it off to Corey um and like Laura said I'm Corey Williams I'm the udl facilitator for Northeast and then we split McDowell um so our

100timeline this started last May pretty much when we wrapped up social studies about a year ago we hit the round running again and got going with math and so Laura and I met with our department chairs um and Mr Jensen to kind of begin planning this process throughout the fall we had our vendor presentations we utilized a lot of the time on PD days so we didn't have to pull teachers and have subs for that which was the first time we were able to use those days for this process so that was pretty fantastic and we had vendor presentations and there is a rubric they are linked for you if you want to see how we evaluated it but it is a rubric we've been using for the last several years and then we tweak

101it and make it subject area specific each year and then January and February we had our kind of one two some subjects three top choices and we worked with for our second year in a row spin bridge and our representative there Charles did a fantastic job with our vendor negotiations and got our quotes back to us we were able to have our course feed calculations and final decisions made right before we left for spring break so kind of nice to have that that done before we left these were the vendors that we looked at and these came from where a year behind with the rest of the state in terms of adopting and so the math Caravans were last year so we were able to get a good list from those math Caravans last year

102um from Ed reports which you'll hear about later from nctm and from teacher requests so we asked the teachers what vendors you want to see what have you heard great things about and this was the list they came up with so these were all of the vendors that we then reached out to requested materials from and then had presentations from and before we kind of then get into our selections we just wanted to say the state standards are our curriculum for all of our our courses and so what we're seeking approval for is new resources that will help us support the implementation of these standards so first up with our choices I'm presenting for new tech tonight they don't have a department chairs Zach Schroeder their teacher did a fantastic job representing their choices on

103our committee um but isn't here with us tonight so these are the CSA new tech selections so for algebra geometry and Algebra 2 which you'll hear later kind of the core high school math classes they selected hmh into math and you're going to hear later that this aligns with Central's selections um so the CSA Central students will then use the same series when they get into high school so there is that vertical alignment for those students for their pre-calculus and calculus it's also hmh um and then they don't currently offer probability and statistics or finite but they do plan to offer those courses so they wanted to go ahead and include those Selections in this for approval and so those are their selections a couple of notes that Zach did pass along um part of

104the kind of justification for why they picked hmh especially for those core math classes is with their problem-based approach they don't necessarily teach the standards in order they're going to teach them within their their projects the problems that they're currently solving and this gives them that flexibility to be able to pull in where they need things when they need it and so they really felt that this series gave them that ability to have that flexibility that they need that's kind of unique to their pathway so those are the new tech choices and I will now pass it over to our other department chairs to share their choices good evening my name is Brad Branham I had the privilege of serving bcsc as a math department chair at Columbus North High School and also North Side

105Middle School um I want to start by just a huge thank you to Corey and Laura as well as the rest of our adoption committee for all their fantastic work in this process thank you to the board for giving us the opportunity to present tonight and a huge thank you to Eddie about a year ago I went to nctm Regional Conference in Indianapolis and immediately came back to Eddie we met together and we made a commitment to try to be as unified as possible in our selections tonight so without further Ado starting with North College Prep AP and dual credit we are essentially re-adopting the same curriculum materials from the previous adoption you'll see that there's increases in price for both pre-calculus and AP stats I believe that to be mostly due to the new

106additions as well as inflation surprisingly we have a slight decrease in AP Calculus and finite math I could only attribute that to Charles with Sprint Bridge as with some good negotiation techniques we have our largest class ever of calculus 3 this next year of 24 students and their resources come from Ball State and are paid for through the bcsc gifted and talented Grant and then our eight our standard statistics and trigonometry have opted to use current resources along with a website called stats medic which provides free effl lessons for every standard of those courses and so there will be no student fee for those two courses hi I'm Ed Vogel I'm the math department chair at East and uh at Central Middle School again I want to thank our committee they did a fantastic job

107I want to thank the board for taking time and I'll have to say that Mr Nowlin it's a little weird being up here with you being on that side of the desk we've done a couple of these done a couple of these together it's weird to me too it's weird to you too um like like North we're adopting really a lot of the same materials that we've really used the last six years with really two exceptions one being a different pre-calculus book by the same vendor our teachers just felt like a change was needed it's structured a little bit different but really has a lot of the same Concepts and and it uses the same type of teaching strategies and then we're also switching our AP Statistics book to Bedford Freeman and worth the practice

108of statistics and the reason for that is our teacher is very problem based and uses stats medic quite a bit and that book really aligns well with the use of status medic as well as being the most popular AP book for statistics um and so you can see again a lot of the fees that we have there are really in line with with uh with what North has a lot of those are actually decreases and so you know one of the things that we did is we chose books is we also wanted to be as Frugal as possible and so um you know like North we're going to continue to use the same problem stats book that we have for our semester course to try to save our students and parents money a rationale with

109our AP dual credit courses we feel like since we've used them they're excellent resources they have a lot of they they develop concepts with procedural fluency over time and the student engagement in those classes has been very high can you go go back one next second quite frankly the the biggest reason of us continuing to use the the resources from last adoption is the amazing amount of success that we've experienced in our AP and dual credit classes we currently have 401 students enrolled in AP or dual credit math classes with very high passing rates our cnhs Indiana Math League team placed second in the state of Indiana for the past two years second only to Penn High School and above very high performing schools such as Hamilton Southeastern Fishers Cathedral West Lafayette right next to

110Purdue Bloomington South and many others uh moving forward for our course classes for both East and North we are excited to announce that we will be going with imagine learning from illustrative math even though this is a new curriculum you can see that there's modest increases in price for both Algebra 1 and geometry and even a slight decrease in price for algebra 2. with this adoption students will be getting digital access as well as consumable textbook materials that they can take home the consumable textbook materials give them somewhere where they can write their work on a daily basis without having to provide it themselves or have the teachers provide that for them and also it gives them kind of a portfolio of sorts of their work throughout the course of the year so our rationale

111for illustrative math again it follows a lot of the nctm principles for teaching practices and also orchestrating productive math discussions each lesson starts or provides videos and written lesson summaries so that parents have an idea of what students are doing in in the classroom strong emphasis on teaching math and context and also in data literacy and then it also integrates a lot of mathematical Technologies the most important of those being Desmos which is now part of the the SAT it's a Tech Tool that's used there and so the familiarity of students using that using Desmos is going to be very important illustrative math received a perfect score 36 out of 36 on Ed reports for usability and I believe that's due to the fact that their lessons following launch explore summarize format that fits perfectly

112with our foundational udl principles to begin with with the launch is to help students understand the why that they're learning the math for that day I think it's a great follow-up to the math talks that are taking place across many of our bcsc elementaries and it can be given in a variety of formats as listed here so that it stays fresh with students each day the launch is followed up with an Explorer which is where students are trying to access the learning goal for that day in a variety of different ways to remain engaged they use a variety of different resources and manipulatives some mentioned earlier another one added on there is spreadsheets are integrated within the um within many of the lessons which I think is a very employable skill for students each lesson

113ends with a summary a lesson summary that both students and parents can see that kind of are the key learning takeaways for each lesson each lesson also provides a cool down which is illustrative Mass word for an exit ticket so that teachers can gauge the the effectiveness of the lesson and what students understood well and didn't and informed future instruction one more thing practice problems are spiraled to try to get retention over time and not just short-term memory for a test and then forget moving on bcsc accelerated this is this one is a continuation of our previous adoption for the most part our Algebra 1 geometry and Algebra 2 through the accelerator program will be using CPM similar to the last adoption pre-algebra 7th grade will also be using CPM which is new to us

114we felt like that kept it consistent because the students who take pre-algebra in seventh grade will then take CPM with algebra 1 after that and then CPM geometry and then CPM Algebra 2 so to get a little bit more vertical alignment you might be surprised to see that there's a little bit of a price decrease for Algebra 1 geometry and algebra 2. so I just want to take a second to explain that we were in a little bit of a tricky situation with CPM because they have new edition slash series coming out in two to three years and because we aren't really be able to see though that the new series we couldn't really justify adopting that since we couldn't see it so we decided to stick with the same addition throughout the course of

115the next adoption and if we wanted to purchase new textbooks for every student one-to-one with the same Edition that price was going to increase to over 29 which is almost triple the current student fee and these are very high quality textbooks so Eddie and I both felt like we could use the existing textbooks and just adopt digital only producing our families a savings of four dollars for algebra one geometry in algebra 2. for pre-algebra you'll see the price increase and that's that 29 I was talking about for the other three we don't currently use that curriculum those curricular resources for pre-algebra 7th grade so we would need to purchase textbooks for the students also those come with a student toolkit so our rationale and Dale can correct me if I wrong but I think we've

116used CPM I think for the last three adoptions I believe um and so is you know it's been a good a good book for our students a good resource for our students again we talked about conceptual development with procedural fluency over time with the spiraling of CPM students are very highly engaged and it really provides a smooth transition from middle school to high school throughout our accelerated honors classes similar to our AP and dual credit courses at the high school our biggest indicator for why we want to continue with this curriculum is our very high level of success that we're achieving with students using this curriculum and we have a high percentage of students going above proficiency on both Island and nwea our 2022-23 math counts team plays first place in the individual on Team

117chapter competition we sent six students to the state competition at Purdue University and we just see an increase of students asking to accelerate and take more math because their experience is so rich and they're feeling successful in those classes at Central and North Side our Mass 7 and pre-algebra classes we've decided to go with the hmh into math series and if you notice the fee there 29.53 CSA adopted really the same the same series uh and so um you know the difference with that is that they're adopting the really the textbook you know just as a resource um with with this adoption uh our our seventh grade and eighth grade would be receiving uh consumable textbook similar to the illustrative math and then a really powerful um digital tool with waggle that I'll talk about

118here in just a second but so that that's that's really the difference between the two prices so it's a pretty big increase but we feel like we're getting a lot of bang for our buck so Waggles and adaptive practice uh response Tool uh to student performance we're really excited um hmh has just acquired NWA and and we know that NWA is a big predictor of Student Success uh and so um we're excited that we can use some of that data we're collecting from taking mwa and then using um using waggle to be able to fill in those gaps for students that they've got based off of their NWA data they've got tons of tech tech enhanced type questions it includes language supports for all students and routines of language development that allow students to listen

119speak and write about different mathematical situations um it's going to allow our teachers to leverage data it's a very data heavy program teachers can get immediate immediate formative incentive data and then they're able to really adjust instruction based on that data that they get that period to be able to give students really what they need and then it's got a complete Indiana standards alignment with resources which which we know is very important one of the things I'm most excited about to math is that new topic that students are exposed to begins with an activity called spark your learning and Spark your learning is intended to be an open ended task that is in context that's intended to help students connect prior knowledge with the new content you can see here that it promotes mathematical discussions

120and helps encourage productive struggle which is one of our eight highly effective nctm mathematical teaching practices in addition to our curriculum resources we are asking you to consider approving a district license 7 through 12 for Delta math which would be an additional 1.62 cents per student if you can allow me just one second here to geek out on math um so the way this works is if you look here down here at the bottom part this is a geometry assignment students are asked that if they have this two-dimensional figure they are supposed to try to visualize what three-dimensional figure would be created if they rotated it 360 Degrees about that axis now when they're given that problem they're given choices and they have to try to visualize it on their own however if they have

121trouble visualizing it they can click the see example button and Delta mask will play a video like this to help them visualize that and then it will produce a new problem similar to this one to allow them to try to visualize this helps connect something that they learn in Geometry with later the disk and washer method for calculus one of my favorite Parts about Delta math is to help students build a growth mindset if you know if you picture practice and math you might think of a worksheet with 10 questions one thing that's fantastic about Delta math is you can set it up to where they have to actually attain Mastery meaning that you can set up to where they have to practice until they get 10 right versus just hey here's 10 and whether

122you've got it or not you're done with the worksheet so it really helps students have a growth mindset um you can spiral practice you can get any sort of combination of skills for an assignment students can see a worked out example all kinds of accessibility help you can display problems in other languages you can also because it's online you can zoom in and zoom out to make larger text or larger visuals and help students make connections between all of our different representations so right now we have several teachers at the secondary level that are utilizing Delta math the free version and so here are some differences with that we get for the dollar 62 and I'm not going to read the entire list but I'll Point um point out a few of them that are

123I think are highlights which are which are quite a few of them one is to be able to to print assignments to PDF for students that may have that in their IEP they may they may be able to take that home students can actually upload their work and so you can actually see the student work that goes along with with the problem since this is digital it is canvas and it does have canvas integration which which we know is important um I'm excited that you can embed videos so so you can actually provide instruction right now um Brad talked about students if they miss a problem they get a they get a worked out problem you can they they can kind of see that but you can also put you can embed videos to be

124able to provide instruction for students and and practice for students teachers create can create their own problems with the with the integral version um you can make assignments for individual students small groups and then you can also change the uh the uh the due date times for for individuals uh and then the other one is co-teachers you can you can foster collaboration through this by adding co-teachers you can add uh enl teachers you could add your special ed teachers you can you can add igrad you could add a lot of folks that are going to have access are going to be working with these students in summary all the series that we've presented to you today received green ratings in all three categories from Ed reports all of these curriculums have students as not only

125consumers in math but producers of math and most importantly our teachers are very very excited to roll these out to students and the engagement levels that we're going to see based on these curriculum resources and I'll wrap this up although all the Laura stole my thunder earlier um you know all of with with the with the student students comment and our kids you know we we all have you know majority of us have kids that that you know are taking courses in in bcsc myself we I have four I'll have one of these next year one at Central and I'll have um two that are linking two that are Lincoln and so when we're adopting these resources um we're doing it as Educators trying to make sure that we're giving the students the best possible

126resource that they can that we can use with them that's going to make them the most successful you know but selfishly as parents we're also trying to do that for our own kids and so um I I thought our committee was very conscientious and and and not only trying to pick great materials but also try to be cost effective and uh I'll turn it back over to Corey I think here to wrap things up um so we did do some benchmarking with other districts for these three main vendors so CP a.m Avon Community Schools in Crown Point Community Schools also use that series hmh Perry Township Imagine Learning the illustrative math this is the last year was the first year that they had that in Indiana so there weren't any Indiana schools that had been

127using it long enough for some data but our representative there was able to provide a school district in Wisconsin and one in Illinois for that so we were able to kind of look into some districts I know Brad contacted a few districts and so we were able to speak to people who have been using these these materials for in some cases several years um all of our resources that vendors provided to us a lot of the sessions were able to do virtually one of the benefits coming out of covid um and so we do a lot of these virtually and we're able to record them um some came in person though but we have online access so everything for the the series that we presented to you tonight are linked on this Google doc that

128is accessible to anyone who wants to preview them or if any time over the next few weeks because then we'll be back I think on the 24th for you to vote it's all accessible for you to look at preview before then if you want to see any of the physical samples some of the companies do send us physical samples not all but if you want to see any of those you can reach out to any of the four of us and we're happy to facilitate you coming in and looking at any of those materials but everything is digitally linked on that that Google doc that you have access to as well that I think we've done we've done adoptions for three years now and that's been part of our our practices all along so questions

129thank you for the time you guys all put into this and especially with your committees too um one thing that I'll ask um actually two things Delta math was an extra add-on it was like a dollar two dollars is that an optional add-on for kids that may want it some may not or is that going to be pushed to all kids if it's voted to approve it it would be everybody 7 through 12. so the teachers would have access so it's the way that they do their licensing at Delta math and so you can either do it by school or by District but at district 7 through 12 we actually got a discount if we do it that way otherwise it's just by school but then it's still every student in that school and I

130can speak and Nick Cantu from the parent perspective our eighth grader her teacher used it this year and it's been a lifesaver um on nights when Nick hasn't been home yet or Monday nights when he's been here with you all I've been using those videos to uh to re-teach myself some algebra one with my eighth grader so it is incredibly worthwhile I'm an engineer so I could use some new math teaching myself so it's different now I didn't think math was different than it was 25 years ago but it is so the other thing I would ask I do appreciate you guys looking into benchmarking Dr hack put together a really good uh just a one-page document that showed performance at those schools aligned with the tools that they're using I would just ask maybe

131if you could share that Dr hack with Dr Jason Dr Edwards that they might be able to put together some similar document because it's it's helpful to see not just that other places are using different tools about how they're performing I know there's a lot that goes into the performance of a school corporation or a high school but if we can see how those tools align it's probably a decent indicator as to whether or not those tools are are assisting in that performance or not so so I would just asked for that if you would help please thank you sure thank you all very much and I was just I saw a lot of AP and I may have overlooked it does North or east either either School offer any ACP courses financially okay Mr

132Nella and I knew I know I just knew um so I so there were there was a lot of stuff there but the ones that are used for core which I think was hmh for middle school and then the illustrative math um are the digital talk to us about the availability of Spanish uh the the hmh for Middle School um is available in in Spanish um the uh illustrative right now the algebra 1 is available in Spanish um with probably plans to to move to geometry and algebra two um and and we're exploring resources to to be able to if we can utilize you know Google translate things like that that we're doing right now okay and and also my questions are around those because those are the newer of the of all the all

133the complexity there um so talk to us about professional development for rolling it out and how that would might involve not just Math teachers but special ed teachers and ell teachers so a luster I was just emailing the rep end of last week after our conversation with Brad so we'll still work on kind of finalizing exactly what's involved but every company involved has PD options that will be kind of rolling out you know hopefully here before the end of the school year but then over the summer but then most of them also have options that we'll be able to pull into on the PD days next year but illustrative math for sure being the new one hmh will be the two that we really need professional development on because we're relatively familiar with CPM and

134some of the others so and that will include the support teachers especially yes yes yeah yep we did that with Ela and social studies too didn't we we really yeah and and finally thank you I know how much work goes into this I was just going to add that uh RPD PD day coming up on Thursday Brad and I part of part of that time uh when we have the the afternoon to be able to work uh with departments which is is really nice that we're adopting the same thing so that we not only can share within our building but also you know across the district uh part of that time is going to be digging into a lust driven and hmh in those grade level groups uh and and part of our exit ticket

135that we have you know at the end of that time is really going to be asking teachers you know where does that professional development need to be directed what what issues are we having what you know to be able to implement that what what what do you need and so that's going to be one of those questions that hopefully our teachers will answer um and give us some feedback on during that BD day just one more quick follow-up I believe both curricular resources electric math and into math it's an automatic with adoption two-day in-person training and then also an option of four virtual sessions that are more specific and then they have lots of a la carte PD that you can order so to speak based on our results of what we hear from our

136exit ticket thank you so much for the presentation and the time and effort that you put into it I don't think anybody on this panel can answer my question so I'm looking at others in the room maybe Mr now alone or Miss Dr Roberts I know year in year out there's discussion about the materials fees and the impacts on parents and there's been some discussion in the state house this year about whether or not that might change has that legislation move forward or is it dead at this point or no not dead but it's it's wrapped into the budget itself at least to the house version and so the Senate is reviewing that at this point and I would I would hope that at some point the next two weeks because the session's about to

137run out we'll see what the Senate version says but the house house aversion has the governor proposed that um textbook fees resource materials would be covered by the state in the budget the version of the budget has the tuition formula the dollars that come to the schools paying for that so it was not a new line item for textbooks it did the expectation in the house version is that you can cover it with the money that's calculated the formula that they currently have so the Senate is weighing all that having conversations and we'll see what that that uh what their version looks like and then I guess that that makes me Wonder will there be consequences to districts that choose materials that are more costly would they keep the savings if they lower chose materials

138that were less costly do you have any idea how that would work I I don't um no and if the legislation goes through when they're talking now about a budget that would start in July yeah July 1st so there would be a change maybe for the next academic Year yes back to Chad's budgeting usually has three different um uh dollar situations he's working on a July 1 to January 1 to genuine July one of July one again to January one yeah three different phases I just wanted to add that it's more complex as are most things than just having the governor say we're going to pay for textbook fees some districts have textbook fees pay for Chromebooks so there's an annual fee that pays for that we do not we happen to pay through that

139through the operations fund some of these activity fees that pay for example for toner usage in a building those aren't accounted for a lot of times when people think about textbook fees but curricular materials are defined differently in every District the definition is the same but they're applied differently in every district and so it's going to be interesting to see how the legislation plays out but our folks have to continue with the textbook adoption process that we know best keeping in mind when when the opportunity presents itself to be frugal we do so but in most cases inflation is going to hit as hard this year thanks for standing there while the answer [Laughter] [Music] very nice job thank you all very much and and as you said just for for those in the room

140this will be voted on in the next board meeting on April 24th so Brad and Eddie was it intentional to wear blue and orange for tonight's presentation just curious hey I believe we have one more presentation tonight is that right Dr Roberts uh Legato program Dr Heck and Dr Parsons enough well thank you for having us and I guess we're batting cleanup tonight uh and it's been a little bit of a wait but I tell you we are really excited uh to do that and as well worth our weight uh this is actually about a seven year uh ago process that this happened and we've been in implementation now for five years I believe this is our third update and this is probably gonna be the most exciting update that you will have uh since

141the creation of Legato and I do want to give a shout out to our school board even though many of you are not on it at the time but also to Dr Roberts because a dual language program in a in a community like Columbus a more rural setting is not common and you have to go against status quo Trends to be successful in certain things and he took a chance on Legato uh and he put it in Clifty Creek and it's this dual language school has just flourished in our students and our communities and the lives of our families so I'm very grateful for bcsc I'm grateful for that you guys took a chance for our kids and put them first and I think you're going to see today in our program our Legato the

142great things that happen and this is gonna be a first I'm actually going to speak very little uh I'm going to turn it over to Mr Happy our assistant principal and uh Gracie patina hi everyone thank you for having us um this first visual is just uh to show how much we truly have grown since 2018. so those two pirates on the left Maisha patino image they were our first a kindergarten Legato teachers so in 2018 they rolled in just fresh and ready to explore and then this picture on the right was just taken this just a couple weeks ago but that's how many teachers and tears we're up to now I'm just about 20 there are actually a few missing in this picture but we have just grown and gone from just two teachers

143bouncing ideas off each other to a whole team that can work together and collaborate and come up with great solutions for our kiddos some numbers behind that so in 2018 we started off with about 62 kids um in two kindergarten classrooms in a Pre-K room and we have gradually just grown that each year this year we're up to 10 classrooms with 220 kids we're Pre-K pre-k through fourth grade and this year we've actually seen the highest number of applications so our application process similar to the CSA programs we roll out and we've doubled an application since 2021. um so we had we had over well over 100 applications this year for just our two incoming kindergarten spots kind of where we're going from here so we will continue rolling through until sixth grade at Clifty

144Creek so next year we'll have our fifth grade classroom and then at sixth grade the year after and then continue filling out those sections in each grade level so when we are pre-k through sixth fully we hope to be around 15 classrooms with about 350 students to help us get there um this year is our first year that uh Maisha patino moved from the classroom to be an instructional coach she has been instrumental in really improving our practices and helping align K4 our Pre-K for our efforts um from Clifty Creek the Legato students will travel to Northside we are currently working with Mr Burton at Northside to see how that will look and how we'll develop that program and from there the the idea and the goal is to go to high school and get

145the Seal of multilingual proficiency from the state so this is just a an opportunity that we're thoughtful and planning pre-k through 12th grade for our kiddos and Maisha patino will now share even the better things about our program hola buenas noches everyone thank you for for allowing us to be here it's truly um just a blessing to be here but you might ask yourself what is legal and I know many of you are so um Legato Spanish Immersion Academy is a two-way immersion program other report asked to uh dual language immersion and you can see just our beautiful kiddos here smiling it is a program where we use two languages of course Spanish and English or academic instruction but I also providing that gift is what we call a gift of our bilingual education and

146the opportunity for our students to be bilingual bicultural and by literate and you might ask yourself what are these three beautiful B words right and uh bilingual means that you have the ability to speak and listen in two languages and by literate means that you're able to read and write in both languages as well as well and uh like all those Spanish Immersion Academy we're just so grateful to have that opportunity not only to be bilingual and biliterate but also by cultural because we are providing our students with the opportunity of becoming I'm just Global Learners and being able to look through different Pathways look through different cultures and be diverse and be able to seek other opportunities within their classroom setting within their school setting and their community of as well So within legado

147we have our students who are becoming proficient in both languages and Spanish and English and you might ask yourself as well who is legalo our students are what make up legal it's all of our students are English language Learners and our Spanish language Learners it's a whole group of kiddos who are coming together to identify their own cultural identity grow through academic success work together to just grow in in what they're learning in the classrooms what they're learning in the community and it's just beautiful to see that they're all coming together as one and they're growing together and learning together which is at bcsc which is so grateful to be part of a school Community like Clifty creek and a program like legado and of course the district that Embraces culture and it's not only

148your students in legalo it's also our teachers our passionate teachers our dedicated teachers our teachers full of energy who go into the classrooms every day with a smile with great enthusiasm being those Advocates and of course those teachers who are just shimmering the wealth of being culturally diverse allowing them to speak in two languages and just being there for their students so that's who legado is and you might ask yourself as well how does it work well our program to a language program has a 80 20 instructional model which of course Spanish is our target language and we're Pre-K and to first grade is taught we have their 80 20 models so 80 every day is taught in Spanish and 20 is English and you might say well what's that 20 in English it's roughly

149around 30 minutes of our day that it's literacy instruction for our students from pre-k to first grade well they're exploring um all kinds of activities where our teachers are committed to providing those authentic activities for our students where they're growing in both languages and Spanish and English and as they go throughout their Elementary School years leading into a 50 50 balance from their fourth to sixth grade years so it's it's truly impressive to see how our teachers are are striving to create those authentic activities for our students and igniting that Curiosity for learning but more importantly the Curiosity for language and the world around them and allowing them to be diverse Learners and just being curious of the world around them so it's truly amazing that the word that our student that our teachers and

150our students are doing I'm not only in the legal Spanish Immersion Academy but also within Clifty Creek because it's we're a family and we're very proud to be a cougar family and we always sit in the hallways we agree all everyone um we we say hola we say bonjourno it's really beautiful to see that we're all a cliff decree Community working together together learning and just for the betterment of our students and you can feel it whenever you walk into the hallways you'll also might ask yourself why choose Legato and we have two testimonies here from many many families of their just their testimony of saying why they chose legado and how that it just impacted their life story and it's beautiful to see that parent involvement and commitment is just key and crucial in

151a school studies especially in these are two of her families her current families in legado there's a Spanish and an English version so you can read those if you'd like but it's it's beautiful to see their commitment and um just that that they're a key and crucial point to the success of our students our our school community and our bilingual program so our our families are are a key a key point to to legado and it's it's beautiful to see their involvement parent meetings are a must as well in legado Spanish Immersion Academy because we see teachers that parents involved within our school building and um a year ago when I was in third grade we were able to have parents just come in one morning and just explore the classrooms of legado Spanish Immersion

152Academy it was beautiful to see and hear them say this is the first time I'm hearing my kiddo speak full sentences paragraphs in Spanish or English they were able to go into kindergarten classrooms all the way to third grade and Pre-K and it was just I mean it's just beautiful to see the parents commitment that they were there they were in their enthusiasm as well and they're their leaders for their kiddos any apparent involvement is more than welcome in ligado and of course Clifty Creek and it's beautiful to see that it could be like a morning like that where parents are immersed into our classrooms or where our students are maybe at the Raiders theater in Spanish for our second grade classrooms we see our parents there and it's beautiful to see their commitment there

153what makes legado special you will see here testimonies of current teachers that we have in legado and dual language is a very beautiful field a very interesting field as well and challenging at the same at the same time but within legado we do have our 100 teacher retention and that might be a number to some but to me that's very beautiful to see because our teachers come excited their enthusiasm is their their commitment their passion is there and their dedication as well and every morning they greet their students with a smile they greet their students with an Ola and they're ready to get the day started there might be some difficult days there might be some days where where uh maybe what am I gonna do today what's my my goal for my students today

154but they're greeting their students with a smile and you can have these testimonies they're in Spanish and English of what their what our teachers feel and their sense of belonging in in Clifty Creek so it's not only about legado it's it's all about our school Community as well and we truly love Lego but we truly love being a cougar family and you can feel it and and we just love that sense of belonging within our school building and part of a district that also Embraces uh cultural diversity as well as well so this is what makes legado special and not only are teachers but also our students they are our true Champions here um in legado and I asked them okay kiddos now I would love for you to tell me a little bit of

155why you love legado why you love being a bilingual learner what is so special about uh being a Clifty Creek cougar and this video speaks more than a thousand words like a picture and I'd love for you to hear them because this is what this is what they told me I like Legato because my teacher can help us grow a bean and I like Legato because all of my friends can help me if I need help and they're all my best friend I have my best friend out of my whole class named Melissa and she helps me with like everyone foreign is [Music] these were two siblings fourth grader and a first grader and just sharing about their love for their classroom their teachers and being a bilingual learner next we have two second graders

156a second grader sorry and a third grader and then just sharing a little bit more about why they love being a bilingual learner activities [Music] I like Legato because we do a lot of fun stuff and I do a lot of fun activities with my classroom and because I I love reading and writing and all the stuff that I learned about in my classroom it's been some great years of hard work and such a beautiful Journey that we've been all together in legado and we're really excited to wear um legado will be in the next couple years and how much we'll grow but we do we do say it all the time um being bilingual is a superpower and we can just see that with all of our students and these are just two extra

157videos that we had but um thank you for the opportunity legado has grown because of that commitment because of all of our commitments at bcsc and we're excited to see where it will continue to grow thank you [Applause] any questions always give the mic back to the principal that's what I'm learning she made sure of that right okay what questions do we have team um thank you so much for the presentation I was curious about the stats a little bit on the number of applications versus the number of seats available I think it was at the kindergarten level we've got two classrooms at each grade level now K through four oh was it twice as many applications as we had seats formed sure that's a good question so in kindergarten we accept 52 students 26

158in each class but there are 20 students already coming in from pre-k so of those 56 we have 36 spots to fill and we had a hundred applications that had come in to fill in those spots okay so we have two classrooms at every single grade except fourth grade right now we have one fourth grade classroom that was our first cohort and there's 27 students in that classroom but after we we progressed through they go through sixth grade eventually we'll have two in each grade But as time goes on there is of sometimes kids that will fall out for various reasons movement Etc that would cause that number to go down a bit but we start with 26 in each classroom in kindergarten what are we thinking about the the Demand versus the supply the

159the demand for the program versus The Limited number of seats that we have I think the demand is appropriate right now uh it's a very unique educational environment in a dual language program and a lot of people are very intrigued about it and we're seeing our numbers go up because more people are learning about it more people are hearing about it the word is getting out our greatest success is the Word of Mouth from our families and uh the number of siblings we have coming into the program so often and and often we select our students we want half of our students to be Spanish-speaking native Spanish-speaking students and have to be non-spanish native Spanish-speaking students so there is a complex process in selecting those kiddos to make a a healthy and Equitable dual language

160classroom environment so there is a process in it and we sift through all those applications and um I think it's an appropriate place we're in right now for the learning process of it any other questions yep um well I two questions that are connected um my grandchildren actually started in a duolingual school in Kalamazoo Michigan and then they moved to Louisville and did not have one available I wonder if you have had kids move in from other places that were in dual language programs that started not in kindergarten but they fit into your program we have and we're excited when we're able to have those students come into Columbus and often it's the benefit benefactors of cummins or Toyota bringing those families in and they're excited I think a huge Testament is we've had several

161families move away for their their families employment and they enroll their children into dual language schools where they go and similar to us those students take an assessment to ensure they have the correct Spanish ability in reading and writing to go into the program and our kids continually our parents will communicate back with us that they said this is one of the highest kids we have in our in our program our 80 20 model is not always common in dual language a lot of schools in the midwest run a 50 50 model but we run an 80 20 model and it's very effective I'm so glad we chose that it is the right model and as you see in some of those videos our kids are blossoming in their Spanish and along with that is

162there a way for students who might not have been in a dual language but they think they might fit do you have some way that you test them that they might come in after kindergarten I'm thinking you lose spots so can you do you have ways to fill those spots I guess that's correct and we feel uh quite often Gracie will do assessments quite often if families that move in into our community and we have a lot of families that move into our community that are already native Spanish speaking and if we can be a resource of help for them if they can come into our community be plugged into a classroom know the teacher's language right away and have success on day one that's a huge win not only for that kid but for

163for our school corporation compared to them going into a classroom where they don't fully understand the teacher we're sending homework the parents don't and cannot read because of the language barrier and they feel disconnected but when this kid comes into our program they can literally pick up the phone call the teacher understand what's going on feel connected immediately come into our front office be met with by someone that speaks in Spanish and just feel welcomed they feel at home uh it's a it's a great feeling to see our families blossom in that and I would say in my six years of clippy Creek a number of our Hispanic families that come into our school building each day has increased dramatically the idoe certification it was on one of the first slides uh can you say

164just a couple sentences about what that certification is and what it would mean sure it's it's a it would be on their diploma and it's part of the certification that they can test in high school so the the goal is that they will go through Middle School Northside Middle School in the global pathway studies that they will receive their their continued Spanish education there but then when they go to high school that they would have the opportunity and they would have the choice to become multilingual in that process as well maybe they pick up Mandarin maybe it's French Japanese Italian they have that opportunity and we're setting that up so that you know I always pick on my son my son is in the program and he would want to take Spanish one in high

165school that that would be his genius idea but we're gonna create we're gonna stop all that and be able to have them do that before they pay Spanish one through four before they get to the high school is the goal so that they if they want to continue on and become multilingual that opportunity is there but then we'll give them the opportunity to be able to test in that proficiency to be able to go as a I think it's called the Seal of bi literacy on on their diploma which is a a big deal in the state of Indiana and for colleges and for employment we want our students to be bilingual more than that we want them to be by literate we won't be able to communicate uh effectively both in spoken word and

166in written form um with their with the people that they'll be working with I really appreciate the the picture of all of the teachers it looks like a great team you brought great energy tonight um the whole team did thank you for the presentation and the videos in particular were really enjoyable that was awesome thanks good job thank you [Applause] okay for recommendations you know me I'm pretty linear so I'm going to start here at the end with Mr Bryant you know okay Mr major I think yeah so the first thing I think others might say this too so anybody that's walked down that hallway thank you to Parkside and all the students have put to that artwork together it's kind of nice I when I first walked down there when I got here I

167really didn't even recognize it to be student artwork because felt like it was in the right place so great work there I did reach out to two different principals so I did get responses from Kelly McIntyre at bcsc pre-k obviously Pre-K there's no athletic or academic accommodations but from a staff perspective she mentioned Stacey O'Brien at Smith has a lot of passion and joy for everything she does does a great job giving up time outside normal hours to serve students families and teammates and she's a reason why the pro one of the reasons why the program was strong I hope I don't mess the name up but Lindsay Linda Weber from fadre also provided a response mentioned that the math bowl is working hard to get ready for the next competition here in another week

168Stephanie Keel first grade teacher earned her recertification and project-based learning and one thing that's really nice to hear too that might be another few future best practices third graders scored 15 percent higher in I read than last year so that's a that's good to hear that as well she gave me a couple other things but in with respective time I think I'll hold those back the last thing I want to talk about real quick is um one of the people I work with brought up that Smith Elementary had Vex robotics competition about a week and a half ago or so at Lucas Oil with there was about 130 other elementary schools there and uh Smith placed third in the state and that qualified them for the Vex World competition in Dallas Texas in May so

169I want to thank Lisa Haynes and Casey Volts for their efforts there leading that initiative at Smith thank you Echo Mr Majors contributions also in particular want to thank all of the uh CSE employees whether they're staff members or teachers and all the parents that have been involved in all of the presentations that we've had this evening you think about all the support behind those students that we recognized all the work that went into the math curriculum and great presentations about best practices tonight so thanks to all those folks thank you um for me I'd like to recognize Mr Phillips and his financial team I got to participate in a financial audit closing meeting that was very exciting um but I've been involved in many audits as part of my day job and and I

170think the good news was there were no I'll call them major findings everything was kind of minor administrative things opportunities for improvement we don't know how lucky we are to have a school system that's financially sound and we have a great team looking over that for us so that's that's a blessing not every school system has that so thank you thank you for the team for that there's a lot of prep work that goes into those things and then also to Mr Burnett Josh um gosh it's late I'm a morning person okay so if I missed last names I'm sorry Josh but but the teacher of the year video these these collages that we put together you just do a great job like giving us a window into the day of the life so nice

171work thank you uh three quick ones uh first one Friday March 24th I had the opportunity to visit Columbus signature Academy and so thank you to Mr Reed the principal and student Abby shoot who is headed to Purdue next year to study chemical engineering for the great tour and explanation of all the good things that are going on there accommodations congratulations to Columbus East Senior student athlete basketball player Sage Stahl for being named to the Indiana All-Star team that's kind of the Apex in Indiana of basketball player's dream and Sage next year Headed to ISU to play basketball she's the fourth All-Star in Girls All-Star in East history in the first in 16 years and then lastly and this was on the across the top of the front page of the Republic a little over

172two weeks ago but more than a thousand Indiana high school students started the participation in the Indiana poetry out loud and Columbus North Junior sharifa darshana moon jaluri was the Indiana state champion and will represent Indiana in the 2023 poetry out loud National Finals so very very cool there yep and keep going with that um one of the things that I found just recently was the bcsc C4 culinary team is going to the National Championship in May at the National Pro start Invitational in Washington DC so I'd like to congratulate it actually shows all four high schools from Bartholomew County with Coley Hera and Tyler Martin from Columbus North Alexis Janis Cisneros from CSA new tech Brittany Gonzalez Tapia from Columbus East and Wyatt sessions from Hauser so when you're at the end yours get

173taken but so um but I had accommodations for Lisa Haynes the only thing I will add I tried to look up today how I could help support they're trying to raise money to go and I couldn't find it so I asked her tonight because she was here as the the Smith teacher of the year and and anyone who's interested she said contact Smith Elementary directly if you want to donate to help them get to Dallas or Houston wherever they're going Dallas and the other I had was stripa with the Poetry out loud I will just mention um so there were over a thousand that started there were 14 State finalists and one of those besides sripa was Austin Menifee from CSA new tech so there were two from Columbus in the finals okay thank you

174okay next I believe we have school board member reports let's start with Dale switch it up um so the Columbus Youth Development hosted a Youth Empowerment Summit at the Columbus Learning Center last Friday and I attended part of it it was it was awesome there were about a hundred Bartholomew County High School students from east north and Hauser many of them were from the igrad programs at East and North the whole thing was put together by student ambassadors which I learned about is a really cool these are people that are identified as with leadership potential who aren't necessarily students who identify with leadership potential who aren't in leadership positions so they they get together they learn about leadership and they put together the program they had four breakout sessions boundaries and being me diversity which

175was presented by our own Mr Edwards adulting in 2023 three I was curious about that one but the one I had to go to was successful failing and it was tremendous and and their keynote speaker was Hannah Omar who talked about her own um failing and succeeding from failing thanks coming up later this month both on uh both happen to be Saturday April 29th to kick things off that morning at South Side 8 30 will be the third annual good better best 5K the the winner of What's called the out of the box teaching award will be announced and then presented a big check that morning at 8 15 and then later that day from 11 to 3 uh Beast the school foundation in partnership with the visitor center will be offering architectural tours of

176three bcsc schools Schmidt Smith and Richards tickets are twenty dollars and proceeds go to benefit the school Foundation information for both of those things at bcsf stars.org oh now sorry legislative report this came up earlier um first of all thanks to Senator Walker for being one of the four Indiana Senators that participated in kind of a halftime report if you will that was put on this session or the halftime report of this session put on by the school boards Association as I think Dr Roberts said earlier a little bit less than 30 days left in this legislative session it's scheduled to end Saturday April 29 and the piggy that everybody seems to be probably waiting for the Senate Appropriations Committee is is slated to vote on the Senate Republican version of House Bill 1001 next

177Thursday April 13th and so that will be the third version of the state budget the governor's version of being the first the house Republican conversion being the second and then the fourth version will be the last and prior to that there will be an updated revenue forecast to come out in the near future fingers crossed from for good news from that revenue forecast I would say particularly for fiscal year 25 where where the current House Bill budget is is I would say rather lean to say the least several bills relating to K-12 education that have made it out of the house and are scheduled for hearings there are many of those this Wednesday April 5th and gosh I will I will stop there I was going to go on a little bit with more with

178deadlines and process but I'll stop um the Bartholomew County Redevelopment commission had their meeting today so so um this committee guys is just starting to spool up so we're just starting to collect Tiff dollars I think they have about a hundred thousand dollars in the bank that we talked about today so we have a few meetings this year not a lot of money to spend on any big projects they're just accumulating wealth to help support Redevelopment kind of up in the Tiff region near the Edinburgh malls Leah Byers was was sworn in today as a new member of that committee and then I think the next meeting is June 5th to talk about approving a resolution and we'll have some more information on some of the tax District changes and I think Chad that's the

179one that you'll want to come that you you'll want to come to as well on June 5th okay last Monday evening the 27th of public engagement subcommittee met again we had great conversation and continue the last meeting we kind of worked on the goals what would our goals be for public engagement as an organization and I think as we move forward we'll be going from that what our goals are into how to achieve our goals foreign this month the Health Trust did not have a meeting and uh the city Redevelopment commission did meet on the 20th there was nothing new to report from last month the meeting was very short it was nine minutes long there was a note about the grand opening the 1821 Trail downtown that is this Thursday at 9 00 A.M

180that you all should have bought your bricks for last year when I encouraged you in every single board meeting to do so Mr bright give me anything nope nope nothing tonight okay next we have cabinet reports Dr pleep the cabinet report this evening is about a calendar change and right now I'm just in a foreign view of the requests that we're going to make at the next board meeting on April 24th if you haven't heard on April 8th 2024 about a year from now there will be a total solar eclipse in our area and we are in the pathway of it I know Dr Boseman is in a lot of conversations with those in the community about that day it's predicted that the eclipse will create challenges in communities all across cities in our state

181so there are a lot of state and Community city and county conversations going on about what the day will look like as it impacts the operations of the city and county including schools we had conversation with cea and with cabinet members and we are looking to make a change to the school calendar come back to you at the next four meeting for that so we can inform our families before this school year ends so they know next year's changes to the calendar the change that we are asking about is to move our bcscpd day from Thursday March 28th that's the day before Good Friday and to move that ask to Monday April 8 2024 so with that change students will come to school on Thursday March 28th as a learning day and then we'll be

182off Monday April 8th and while staff will be participating in MPD opportunities which creates the next question if depending on how the community is we'll impact that will that be on our 2000 employees the PD committee will take all that into consideration from city and county and to make the decision of how we will maximize the use of the PD day for learning opportunities for all employees on that day so again we will be asking at the next meeting on April 24 to move the PD day for March 28 2024 to April 8 2024. thank you and and just as a reminder the solar eclipses meant to pass through Columbus around what time of day Dr please you would have been close to our dismissal around 2 30 3 o'clock I believe that's the area

183three o'clock okay and the whole thing is you're thinking well that's already dismissal why not a learning day but there what it is is it the increase and the concern and challenges for City and County officials is they believe all the visitors from all over our country will be coming to the area and there are different areas and it's like it will stop movement it'll stop roadways it'll stop anything like that so it's happened previously in other communities and enough so that we have a lot of communities across state that have their own website and little taglines probably selling T-shirts and all that but it only lasts about five minutes I believe but it is something that people want to come and be part of and we'll be welcoming many guests to our community on

184that day thank you yeah so just a reminder on that whenever we have a calendar conversation we like to give that to you as as kind of a first reading as a first reading and then come back to you after people have had a chance to think about it community's been informed to to have a vote the next time so that's we will have a recommendation for approval on April 24th okay and then geobond Phillips so this is just a reminder for you and kind of setting the the meetings to come we've discussed a couple of times in public meetings that we intend to pursue a Geo bond this fall um first action would take place in April and we post notice of public hearings and then we have four public hearings that are part

185of this approval process just because the Geo bond is above a certain dollar amount there's additional steps required so there'll be a public Hearing in April two more in May and then the final one in July and then the bond sale we anticipate will be sometime in August After we receive updated assessed value for 2024 and just a reminder this is a tax neutral bond issue that we're able to do because we refunded just this last a couple of months ago the 2013 projects at a lower cost and then also the 2003 projects we make that last payment this calendar year so all of those things will come to you in the next next few meetings thank you Mr Phelps okay next section of the agenda I believe we have public comments uh I believe

186there's one individual who'd like to speak tonight John Appleton I believe if you wouldn't mind correcting the way I said that if I was wrong apple b sorry about that oh I see it now my name is John Appleby and I am a resident of The Shadow um Shadow Creek subdivision here in Columbus this is Karen Abel she is with Brighton Realtors here in Columbus as well um I'm a fairly new Resident to Indiana and unfortunately due to the sudden passing of my wife I've had to put my home up for sale and in this situation we've discovered that for some reason my home is the only home that is sending children to Mount Healthy whereas everyone else around my development is going to South Side so I am seeking the boards help to redistrict

187my property to Southside Elementary um Karen was able to get a contract on the house and unfortunately the contract was voided due to incorrect School District information so I'm not just looking at this for myself but I'm looking at it for the future of any families that are going to own this home you know as we grow up typically we love our friends to be surrounding us and we all want to go to the same school so that is the reason for my request I am going to pass you a map which kind of illustrates the scenario my home is down here in this corner that's the only homegoing amount healthy whereas all the blue is south side my address is 1938 Creekstone Drive Columbus what I'm asking of the board is what my few

188further steps would need to be if any and I appreciate your time and your consideration of this situation if you have any questions of me this job will be may I take a photo of this that's just from my records thank you thank you well that's being passed down I I am thankfully new to anything districting related and I don't understand the process at all for for things such as this could anybody just give some background information on how how this how these things happen or work I can give a little bit but redistrating itself is a relatively complex process um that area was redistrict in 2011 I believe when there was overcrowding at South Side so lines drawn in in the neighborhood and some homes then in Shadow Creek are going to Mount Healthy

189in other homes are going to to South Side with I don't know exactly we'll have to dig into that one in terms of that one house surrounded by others or whatever that case might be but it's it's a about 12 years ago that was created and that's the circumstance so there certainly are homes or families who can see South Side Elementary but go to Mount Healthy the kid's good about healthy so is this something that we can control or is this going to like the zoning board no it's a redistricting or deciding where students go to school is it was able word eventually a board decision yeah they did not just we'll do we'll do stated and this is understanding the challenges um changing one house it was probably not what you could do you'd

190have to look at that entire situation or circumstance any other questions for Mr Appleby from the team we can have a couple of people take a look at that and at least have further conversation we're sorry for your loss sir thank you for coming to talk to us tonight appreciate it so in no further steps that I need to do at this point no we will need to do do we have your contact information [Laughter] thank you sir okay next we have a requests for approval Dr Roberts it's quite the list um so I'll just uh review and then we'll take it from there um a lot of things we've had several meetings even though we only had one regular session meeting in March we do have the minutes of that meeting but also minutes

191of executive sessions on March 8th March 24th and March 28th as well as a strategic planning session on March 24th so you guys were together quite a bit supplemental contracts you have a list of those as well field trips and professional leads are included for in your packet as well as our school fundraisers we have claims in payroll um the claims for March 6 were just a little over a million dollars the payroll about 7.1 dollars and that payroll covers the check dates of March 10th and March 24th included the work period from February 13th through March 12th so a month it also included some extended season athletic payments as well as some scheduled B and C coaches payments so there were some additional payments in there we also have from Dr Boseman a request

192to receive permission to award a guaranteed maximum price or GMP Amendment a second one for heating ventilation and air conditioning for Schmidt Elementary School uh we also have a request from Dr Boseman and AJ McKeon to declare certain school buses as Surplus and then have the ability to donate and or trade or sell those we also have a recommendation for the elementary math resource adoption so similar um meeting you heard a presentation from our team that's listed there so as a first reading and now we're asking for your approval tonight the secondary math adoption was was a presentation tonight we will ask for its approval on April the 24th the next meeting uh we have a privilege Jewel agreement settlement so that was a long process and probably do people do realize that nationally a

193lot of individuals had joined into this lawsuit against Jewel and we do have a settlement amount of of approaching three hundred thousand dollars to the school corporation so we need to approve that settlement and sign paperwork and move that on so we're asking for your approval to settle with Jewel and receive uh approximately uh three hundred thousand dollars for for that the we also have based upon the public hearing today tonight a request for that 2023 additional appropriation resolution that was uh six hundred thousand dollars and then we do have uh the upholding of an explosion examiner's determination regarding student discipline there was an appeal to that so we're asking that you uphold that and that is the list of items I have letters a through K are my recommendations thank you Dr Roberts do

194I have a motion Miss swelden before we uh take a vote I would like to request that letter J be removed and voted on separately the additional appropriation resolution okay Mr McIver is nothing more than that is there except just one member asking that being moved off okay okay we'll take letter J out of there so recommendation would change to a through I and then K do I have a motion real quick um I do have one question about age and once we get through a motion in a second then we go for questions and comments if you're able to okay is that okay yeah I could wait I'm Mike's teaching me okay I'm following rules here Robert's Rule okay yeah yeah can we do that then please so yeah so Mr major request for

195letter H to be pulled out as well so that recommendation now changes to a through G I in case of whoever's making that motion and since I missed the meeting for k I will abstain from that vote so do we need to vote on that separately yeah okay so yeah because I've traveled I I think so Mrs will and so recommendation based on those three being moved out of the consent agenda item we would have a through G which takes us through the um typical a through e and then the guaranteed maximum price Amendment for HVAC is Schmidt and the declaring school bus is a surplus so a through G and then also the approval of the Dual agreement settlement letter i a through G and I move that we approve the consent agenda items

196in number three letters a through G and I as presented thank you Mr Grimes do you have a second second thank you Logan all those in favor a question yeah real quick the only question I have is this uh Jewel agreement what is that money going to be put towards yes real good question Mr major what we want to do is make sure that we use that dollar Mount somehow toward the issue that was caused right we joined into the jewel lawsuit because there has been a tremendous increase of vaping uh what that Remedy or solution looks like for us we don't have that Mr Phillips in terms of receipt of those dollars we signed a paperwork get things in we're looking at a a a a single dollar knot to begin with and then

197a couple of years of smaller dollar amounts right right and it's the total settlement amount is just under 300 000 we expect to actually collect more closer to 200 000. thank you after returning fees somebody has to get some of that dollar and then so 50 of That's supposed to come sometimes sometime towards the end of this calendar year and then two smaller payments each of the following two years and I think Dr we were talking about this said it best we would love to use that in a way that actually helps kids stop vaping we just need to put together a group to to really look at that and see if the best use of that is yeah and I I that's where I was kind of ahead it was is this going to

198be treated like a restricted Grant where it has to be spent on certain things and it sounds like it most likely is it does it's not required to be that way but we would like to look at it that way and bring you a proposal as to how those dollars would be used probably our Wellness Council being a good one to take a look at this from a district perspective and come up with a recommendation thank you okay just since it's a one-time source of funds we'll look at using the funds in a one-time kind of way mostly yeah again we have those couple of extra payments that will come out after that first one but yeah we're looking toward a one-time thing that does not result in us having an unfunded situation or cliff

199okay all those in favor of recruiting consent agenda items a through G and item I say I oh there's a post Mission approved thank you I think next we will move on to uh letter H which is elementary math resource adoption so any moves that we approve item H elementary math adoption thank you Mr nallen do I have a second second thank you Mr Grimes any comments or questions yeah the question I had was related to the document that Dr hackson out a week or so ago and it was a good breakdown of different School corporations and the fifth and sixth grade proficiency levels of each along with their math resources our our go math puts uh I'll just go off with sixth grade is around 40 percent math proficiency looking at I believe it

200was Eureka Math that we're proposing other school corporations Marion schools obviously they're newer only having used this tool for two years 25 percent Northern Wells two years fifty percent and uh Batesville uh two years 47 percent compared to Envision maths of Oz uh New Albany which is comparable to us maybe about a hundred person 100 student difference is uh 45 to R40 Center Grove is 58 percent and Batesville or sorry Batesville is 47. Green Castle was the other one that was Eureka that was 38 my my concern with um Eureka is that in two out of three of the cases where Eureka is used their performance is less than ours and three out of three Envision is greater so I just I know there's a lot of work that was put into this I just

201kind of want to understand a little bit about um what the what the differences between envision and Eureka and why it looked a consistently perform better for students I'll appreciate anyone answering thank you so glad you were able to read the Friday notes and let us explain a little bit more about the process as well as data collected around the state I will let Gail respond to that just making sure we understood the question first as well as all the complexities that go into all those scores when they adopted how they did PD how they rolled it out are they consumables so there are other things that aren't listed on that sheet that really that really make up the curriculum and the components of what happens inside that math class so while there are a

202few facts on there there are multiple multitude of many things that happen within that math classroom so that's that's one big reason that we like Eureka Math because we really are going more into complex math I know that you're asking specifically about enVision Math and that is not one that even landed as our one of our final three again looking around those eight principles of teaching mathematics and where our kids are and where we want them to go and teachers understanding that we're missing that conceptual piece so really looking for a program that would help us as teachers to be able to help students so things like manipulatives and exploration and what does that mean and multiple strategies and and even to go back to what the secondary people said tonight that conceptual development with

203procedural fluency coming with time so it's not going to be an immediate overnight that we might see a change it's going to take some time but then that can't be taken away from us because we have that conceptual development not just procedural fluency we can teach kids to do a problem we can teach the steps to the process but if that Pro if that application has changed if the scenario is changed if the student has to make a decision about which process to use that's where we're struggling so we really wanted to find that piece that would help us to build that framework so that we continue to grow I can't speak specifically to Envision don't have that material in front of me I don't have my paperwork in front of me to to speak

204directly to that program but I do know that it didn't even land in our final three okay thank you okay anything else thank you all those in favor of approving item H elementary math resource adoption say aye all those opposed motion passes unanimously thank you thank you uh next we will move on to item J 2023 Edition appropriation resolution that we discussed quite a bit tonight do I have a motion for item J I I don't know if this is appropriate so maybe I can get some help but I would move to table this to our next meeting in those gaining additional information for the request of the teachers and um citizens that spoke tonight volunteer I'm not sure we've got the recommendation nobody's made a motion to approve it so let me go ahead

205and make a motion and then you can table it or does this table first or table second okay that's what that's what I'm requesting is to the next meeting yes okay I have a motion to postpone item J do I have a second for that motion second okay all those in favor of a motion to postpone and just to be clear we would post be postponing the decision to our April 24th meeting is that what I'm understanding the motion to be yes and I'd like to with that I'd requested that we have more data and background consistent with answering some of the questions that were requested earlier so if it's been moved and the second we could have questions before we vote right right I thought you were about to ask us to vote yeah

206no no we can we can ask questions but again our vote when we come back will be a vote either to postpone it or to continue with it in the agenda and vote so I I think the appropriate question is to ask Mr Edwards what impact would that have um if what I'm still struggling with myself is do we do this 2023 or do they do this August of 2024 but but Mr Edwards could answer if we do vote to postpone and we're still looking at implementing in August 2023 what does that do does that make sense I'm thinking about hiring and what that time what that does the timeline about filling spots so what you just mentioned is exactly what we would end up facing so if we postpone then ultimately we're delaying posting

207jobs uh having interviews typically when we post a position it posts for about two weeks and then we look at the candidates and get them scheduled in for interviews as quickly as possible so um if we if we delay then we are looking at uh pushing that pushing that timeline back in in the stat becomes relevant then is we have folks in our ranks who will apply for some of those positions um and we we expect that some of the folks in our ranks apply for those positions because we've been getting them ready um for whatever's next for them and so um that will cause a backfill and we will have to then go out and fill those spots and so if we know that's happening the sooner we can um get in front of

208that then strategically it gives us a better opportunity to get positions filled before say June um or or July which which sometimes happens but we we want to stay in front of that and I I think my concern is consistent with what you heard earlier from people that spoke I just when I read through I don't I don't know how many people read through the survey information but when I read through it it was fairly consistent with the over 50 teachers that responded I think it was actually in total closer to 80. it was 83 that's what I thought I focused on the 50s that were secondary education because they were going to be impacted the most by the change and it felt like it was very consistent throughout their commentary that it was restructuring

209way too fast I think that um if if we're able to I know we've had a lot of conversations around this but if we're able to put some slides together kind of a better understanding of how these processes are going to work how the change is going to impact we've talked about data there were a lot of comments in that document the I think like advisory for example that might be simple to change might not fit anywhere within this model that we're trying to implement but are we looking at and listening to some of our largest stakeholders which are our teachers right I know Amy had mentioned earlier that a lot of parents aren't aware and so I think it just it's a huge change right I know it doesn't might not feel like it

210but it is a huge change uh to the teachers to the parents and to the students that I think it's worth just taking three more weeks so I'm not thinking three more months but I think three more weeks might be good enough for us to come back look at you know one last time maybe have people look at this maybe we set up a quick committee or something to look at the stakeholder feedback and understand is there anything different I know in this there were a couple of really interesting models that people proposed on how they could more fundamentally change a lot more than just adding a couple of Administrators at each school so I think there's just some other ways that we might want to look at this so I'll be quiet there okay

211thank you for that Mr major sorry Dale another question um based on some of the feedback we heard could you tell us was was the stakeholder process used in coming up with this and if so tell us a little bit about that so this um this this wasn't a stakeholder This was um this was uh designed or thought about or conceptualized um among the um cabinet in in that team and so we started having conversations about what that would look like and started finding um went out and found that model and that was something that we looked at in began having conversations that way and yeah so I'll respond to that deal in terms of there's a very specific way to go through the stakeholder engagement process right you throw things in the middle you

212got the who I want how and you start working through it all those bases were covered without going through the the actual having the process in front of us and moving that and what I mean by that is from the whose standpoint we try to engage all stakeholders and I know we hear that this has been rush but it's a concept that began November December looking for Solutions and then getting out to all stakeholder groups that are tied to our school corporation ccic the business advisory Council the diversity Council I whatever those different groups we have as a school corporation cea and having discussions and certainly uh sometimes when those are going to get pushback as to whether or not that solution is the best but from a who part we had a list of

213the key stakeholders that had to be addressed in a conversation had did that and then the next part of the stakeholder engagement process model is having a shared understanding of the data the data was our graduation rates are to have been declining over the last couple of years and they need to be improved so the next part is is the what and what targets can you set we have to improve those graduation rates what numbers that have to be 90 has been stated I think we can be higher than that but set targets move on and then the last part is how right and so from a house standpoint when this idea was identified we then sought you know where does it seem to be the best and then done the best Brownsburg was cited

214as that prime example we followed that we've been asked to Benchmark and Benchmark probably the best in the state in regards to at least performance on graduation rates did that and then built the model based upon bcsc and how it could best be worked so I just answer that in terms of that formal process you're probably thinking about but in terms of making sure we hit all each of those pieces around that wheel we did the process I always felt guilty as a department chair if we didn't do yes yes um okay so I have one more question about what we're voting on I this this is a really tough one for me um if we approve Appropriations does that mean we're also improving the model as written and I will say the reason I

215ask that is I get I think the history behind the three assistant principles at East is that two it was just too much work so three makes more sense but I'm really not sold on how we're fitting those three in where one assistant principle has two classes that they're responsible for and the others each have one if that's something that that people at East will have a chance to work on down the road that kind of makes a difference to me like I so my question is are we voting on The Appropriations or are we voting on the plan so there's a very specific sheet with those in your packet that was to vote on appropriation so so we've taken time to make sure to explain the model and the reason that we're requesting that

216that different amount or that additional amount for the school year or calendar year um but but it's you're voting with an understanding of the direction we're handy with model right but you're not that's a really good question the the technical question is you're voting on the appropriation and giving approval for that money to spend period without any explanation that resolution as to how exactly it might get spent but we're defining for you the you know the direction that we would like to go with that money does that make sense Chad as you're reaching for your microphone correct exactly what I was going to say yeah it doesn't it doesn't mean we will hire those positions just means we have authority to spend those dollars on salaries and benefits from the education fund but but to

217piggyback on that into the question and the timing uh Mr now and if if approved out of the appropriation I mean our intent you know to Mr Edward's point about delaying would be to begin posting positions and at least getting to the point where that model can can begin to be realized it doesn't mean changes would be made like you're indicating something wouldn't be reviewed in in some some change made suddenly decreased or whatever the case might be but we would start the process of hiring and and just as a clarification if we if we delay three weeks or delay today the work that needs to be done on clarifying exactly how this is done taking some of that cea input and I'll need a very specific list from the board just exactly what you're

218asking for say that I will need a very specific list from the board as to what you were looking to have on April the 24th so the motion in front of us any other questions from the team okay the motion we have in front of us is whether we want to is to delay item J to April 24th I had a motion I had a second all those in favor say aye I I oh there's a post all right do you have a count on that Mr MacGyver boy okay so motion to delay is denied do I have a motion to approve item J additional appropriation resolution I make a motion that we approve item J okay thank you Mr Bryant Drive a second okay thank you Mr Stenner all those in favor say aye

219aye aye conversation I have additional conversation I I just want to clarify we're talking about starting in August of 2023 and having the authority to spend the funds during that part of the year between August and December when you are leading us through the budgeting process Mr Phillips will this continuation of this initiative will be baked into your new budget for calendar 24 correct and I realize I think Mr Edwards said we're getting pretty close to the point where if we want to do something different August 23 we need to appropriate the funds and start start the ball rolling if we want to wait till August 24 to to have a different kind of initiative then that would be baked into the budgeting process that you'd be doing later this year yes yeah I just

220don't want to wait I'm not sure that we have the perfect plan now but I think appropriating the resources continue to development of the plan which can be closely monitored by the border I feel that we have a responsibility to closely come after that going forward I'm going to support motion thank you Mr Stenner just to also kind of see where my head's at least we started by talking about our core beliefs tonight we said our community and School District are stronger when we partner with one another and tonight what I heard was we all feel like our graduation rates need to improve there is not a question that anybody raised that said we don't have work to do and that we need to improve I also heard from various sites that we all think

221a team-based system is a winning solution what I think I'm hearing a lot of disagreement about are all of those details that in my opinion will never be worked out delayed Perfection is is an impossibility I'm a continuous Improvement A wise man once told me you can't steer a parked car um I I think we need to move I think waiting another year is another year worth of kids that we're maybe not providing the best opportunity for so although I agree with Mr Stenner I don't think everything's perfect now I think there's there's time for people to work together to make it the best first step that we can make I I don't disagree with that and I think from the strategy session one of the questions I had was can we look at doing

222this at one school and not both and that was not agreed upon so jumping in with both feet sometimes is a little dangerous as well so I think we my opinion again is if we wait which it sounds like we're not based on the vote we just took we just negated listening to all this feedback was given from teachers that they want to hear more they want to talk more they want to have a conversation and so we just told them no so I that's how I view it maybe that's wrong but I'm not an educator I never ran as an educator but what I ran at was trying to get parents more involved teachers more involved with the board more transparency and right now I feel like with respect to this we we had

223a lot of feedback that might not have been I guess taken serious okay thank you Mr major yes Dale oh good sure yeah I mean I just want to Echo I mean I guess and I'm 100 supportive of the team concept and honestly I want this to happen and I want this to succeed I have two issues here and that's where my vote is and honestly I still have it circled I don't even have which way I was Voting because I'm still that's how toss-up but I'm concerned one is we just talked about positive affirmation and being heard and Miss London presented a lot and I I'm with you the 80 20 principle has to be applied on that feedback but just getting answers on those four common themes at a high level I think

224puts a lot of teachers at rest hopefully the other thing is as Miss Menifee has been at every public committee subcommittee so far I believe I'm correct and so I would assume an Engaged parent as a child at East High School and that she doesn't know about it then I'm concerned and so those are the two things just to kind of give feedback of where my head is at that's that's where I'm struggling okay thank you Mr Schultz sir I was gonna wax philosophical here so I think we're all interested in change and I think people I know people approach change differently one way to approach changes let's get it all planned out so we know exactly what we're doing and then let's do it and the other is let's jump in and start doing

225it and fix things as we go I'm more comfortable with the first but I'm not the one who's going to be doing this um so so I am okay letting us move forward I would say two things um I'm disappointed that there wasn't more involvement um with the people at the high schools earlier and I realized it was a quick thing that kind of came up but but the pushback we're hearing is that that when people heard about it bits and pieces kind of on the Fly and I would so I would hope if we move forward with this that there the people at the high schools are involved in a much greater way um not just here's our plan now do it but but in Baldridge they always talked about not getting below the

226line like here's our goals for you you decide how to do it and I would like to see an opportunity for that yeah and real quick one more thing um I'm not against the team part of it but it's the how you eat it Alpha it's one bite at a time I think that my my opinion is we go slow we go fast so yep thank you Mr major okay um so I have a motion and a second to approve the 2023 additional appropriation resolution as presented tonight if I can ask as we vote if when you say ah you also raise your handsome Mr MacGyver can get an appropriate account for me okay all of those in favor say aye I all of those opposed all right motion passes four three thank you I'd

227like to just take just two seconds here and playing uh Live Oak and again um I do wholeheartedly um agree with the team concept and I I am absolutely behind any attempt any deliberate attempt to help build relationships not only with kids but also their parents and Guardians and not just you know and not just with kids that are at risk of not graduating but but with all kids and and you know certainly the end goal to help kids and do everything possible to get their diploma however it's just in good conscience I I believe there's just way too many questions concerns that I have right now to support this specific model I would say I am an educator and I am familiar with a lot of very different models of this teaming concept throughout

228you know they take on all shapes and sizes require you know different Staffing at different levels and again I'm just a lot of questions concerns about the details of this plant at this time thank you okay I believe we are moving on to item K which is to uphold expulsion examiner's determination regarding student discipline Mr major did you yeah I understand from this because I was traveling for work at the time this was helpful thank you thank you Mr major do I have a motion for item k a move that we approve number three item K to uphold the expulsion examiner's determination thank you Mr Grime stove a second second thank you Mr Schultz all those in favor say aye aye aye all those opposed motion passes thank you okay Human Resources meant recommendations Dr

229pleake I request approval of item four uh the approval of the HR recommendations as presented this evening Dr plate driver recommendation to approve Human Resources recommendations I move that we approve number four HR recommendations as presented by Dr pleek thank you Mr Grimes to have a second thank you Mr major all those in favor say aye aye aye oh there's a post motion passes Dr Pleak and then Mr MacGyver last item okay thank you Mr MacGyver do I have a motion to approve the human resources determination as presented tonight I move that we approve item number five the HR determination as presented by Mr McIver thank you Mr Grimes drive a second second thank you Mr Bryant all those in favor say aye aye oh there's a post aye motion passes with five two okay

230next we have schedule of upcoming meetings um so if uh there we go yep that one okay great so our next regular board meeting is on April 24th um in this room at 6 30. um however um I would like to ask the team if um we can agree to have our subcommittee meetings that Monday prior on April 17th last week there was at least some dialogue in terms so yeah we just didn't have everybody there and and I wanted to do that in person so if I could kind of look through can people make the 17th work I'm seeing the committee those have been starting at six right yes oh six o'clock at six feet typing at the wrong time okay six o'clock on April 17th I think I'm seeing confirmation from people we

231can make that work Nick can you change that to six o'clock on the slide and get rid of that excellent or that question mark and then we can at least have it and then correctly noted and then as um you know we kicked off these subcommittees we were hoping to get to a point of recommendations that we could Implement in the new school year and so much like some of our other um initiatives new ideas we're going to have our first reading and then a vote so I think the idea is the agenda subcommittee seems to be a little bit further along we'd like to Target having a first reading in the April 24th meeting so you guys will have a chance to meet on the 17th and then on the 24th we will hear

232what that team has to say and then we'll we'll kind of move forward past that with the public engagement if that is the case a reminder to that group which is chaired by Mr Grimes that we would want the document about Wednesday to get in your Thursday packet okay great very good great okay anything else guys we didn't do that but that's up to you skipping it on purpose I didn't know if you were skipping it on purpose I'm a person that could do that sometimes but I will allow for an input review do we have anything else to discuss team tonight are we worn out try to go real quick I uh I value um the conversation that we had tonight on a topic that we disagreed on and I want to make sure

233that the I do feel sure that the administration um as it moves forward on the team concept at the schools will be open to input will be ready to incorporate input that we've already received from the cea survey from a variety of other sources uh I think approving the appropriation tonight was the right thing to do I think going forward we need to continue to refine the implementation plan as best we can and I may be wrong but Mr Phillips I think the additional appropriation would allow us to spend up to that amount but does not require us to spend a dime thank you everyone else yeah yep yep I'll start at the end again well I just want to say having the teachers of the Year from each school and um and the Edna

234Folger awardee gave us a small sliver of all the great things and the video was really cool too but it just gave us a sliver of of what we're all about and it's teachers and kids and I just want to thank Dr Roberts I know you got back with a couple of the parents on the policy changes they both followed up with me I would just encourage that we get those posted this week so yeah we have the public committee that can get that engagement as well and then also they have time to provide input by the next meeting yeah Mr Schultz thanks for bringing that up I made notes to myself to bring that up to you so we would have had it on the the list for approval tonight but did not have

235that posted so we made sure and made those changes made it hopefully a little bit more easier for you to read and understand got it out to the parents as Mr Schultz indicated and then simply I did not direct that it be posted on the website so that should be done thank you so again real quickly back to regards to you or to the additional Appropriations I I would I do have a list of very specific questions and concerns and and would be glad to have a conversation it might be a lengthy discussion but I would be glad to have that discussion with anyone thanks again to those that spoke during the public hearing thanks to all the presenters and all the time they took in preparation for this evening and congratulations again to the

236large amount of students and teachers here this evening on that were recognized for all their accomplishments continue okay I think we're done for tonight real quick are you sure Todd I don't know if you have time on Wednesday evening but I think Dr Roberts mentioned that he would like to have a list of things that we want to see so I think it would be beneficial that I mean even if it's just you and I that we could sit down and if that's if that's okay with you I don't know Amy if you have anybody that would want to sit with us and talk about those things maybe Wednesday evening if that's possible I know it's short term but that gives us the ability to have those concerns put on paper and gives plenty of

237time for review analysis and response okay we'll let you guys we'll get back with that we'll let you guys work out a time okay great anything else meeting adjourned thanks
