foreign all right good evening it's very nice to see everyone here this evening I will um welcome you all to the regular school board meeting for the board of school trustees for the Bartholomew Consolidated School Corporation so it's very nice to have everyone here we start our meetings with reflections of one of the school board members and y'all are so lucky that it's me tonight so I was thinking about given some events that we had in the school of education at Indiana University this past week I really reflected on the integral work of teachers in schools in developing each learner's skills and how to read introducing Learners to different genres and topics and really developing learner skills to analyze what they read to think critically about new diverse or even controversial subjects I myself have

an Avid Reader in the various books afford me the opportunity to travel if you will the different regions of the U.S to different countries I even get to time travel if you will to different events and times in the history of our country in the world how thrilling and rewarding each of these travels is as I complete another book I know that I've grown in some way to better understand individuals and their lives or our history so the aim of the work of our teachers is for each learner to grow to mature to understand better the world around them and to participate actively and improving the world in some small way or transformative way Central to our core beliefs those about rising to the challenge of high expectations and the one on learning is most

effective when we have Choice flexibility and see relevance those core beliefs are are fundamental it's fundamental that our Learners have the ability to read and to be able to analyze and to think critically about what we read so also I mentioned in thinking about our core beliefs I'll highlight the value that we place on democracy and that core belief of our democracy and our Democratic institutions are strengthened by Civic minded citizens so in that vein I will highlight that this week there will be debates among the candidates for our four School Board seats one of them is this Tuesday evening tomorrow night and the other on Thursday evening these debates are hosted by our own Columbus Education Association and the Bartholomew County retired Teachers Association they are providing an important community service and I do

encourage everyone to listen to be informed about each of the candidates and ultimately I encourage each and every one of you to vote thank you so if you are able I encourage you to stand and join us in the Pledge of Allegiance thank you I pledge allegiance to the flag of the United States of America to the Republic for which it stands one nation under God indivisible with liberty and justice for all right all right we have five of our board members here tonight that qualifies as a quorum so I will call this meeting to order and again as the in the way that we start each of our meetings it is mindful for us to be think about our vision as a School Corporation our mission and our core beliefs and these direct us

in the decision making that we have before us this evening and at each of our meetings and as is my favorite thing to do I get to play with the devil so I'm going to gavel out of our regular school board meeting and I will gavel in to a public hearing all right but I'll only hit that once so we're officially in a public hearing as to our 2023 budget it is good to see you Mr Phillips it's good to be here thank you Dr shed as is the case um each year with the budget we go through three consecutive meetings the last meeting was a workshop where I shared much of this information that you're going to see tonight this evening is the public hearing on the 2023 budget and then the next board

meeting would just be the adoption vote no presentation at the next meeting but this is an opportunity I'll run through the the same information that we did last time but a slightly more quickly and from here instead of from home and then um we're happy to take questions from any of the board members and or the public as you see fit doc shed so this is the overall budget summary includes uh 5.1 percent increase over the prior year the majority of that is especially from a dollar standpoint is between the operations fund and the education fund and then we're going to go into each one of these in a little bit of detail this is the the only slide that I have some updates for you based on from when we we sent this out

on um when when Mrs Chrisman sent it out on Thursday of last week so the only thing that has been updated on here from the last time I presented and it's actually not on this screen I'm just going to give you a verbal update today is the ADM estimates so I mentioned last time that we had a very rough idea of of how things were coming along with ADM I would still say it's it's fluid based on the way that the state now our technology systems talk to the state every evening it just we upload and they sink and anytime there's two students claimed by the same school corporation there's a conflict and we spend lots of weeks working that out and so we even made some changes today but at this point I am

now going to estimate that our our fall ADM will be very close to flat and so that's good news over the 75 student decline that I had anticipated last time and it's good news because we've gained those students back from somewhere so the 75 student deficit was basically the difference between the graduating class at the end of last school year and our incoming kindergarten class which was Kindergarten kindergartens across the country are down this year because for some reason in 2016 it was the lowest birth rate in a in a couple of decades so that's the incoming kindergartners right now and so we have made up those students between grades 1 and 12 this fall so that's good news so that would while I haven't updated the the revenue projections based on that if that

comes to fruition it will end up being about a total of five hundred thousand dollar swing increase in in revenues for a calendar year 2023 of course we still have to have the count in February of 23 and then also in the fall of 23 and that also depends on the other assumption I put in there that the legislature this coming spring during our budget session would allocate a four percent increase in state tuition per per pupil tuition this cup for this coming fall fall from now the other assumptions remain the same that in February will be down about 150 students it's usually somewhere between 125 and 150 about 50 or 60 of whom are early graduates kids that graduate at the end of December and then we would be flat in September of 2023

which is the assumption that I usually build in for budgetary purposes that there's no student growth and then a decline of one teacher paid from the education fund this is again education fund assumptions and an ad of one non-certified staff staff member and then Health premiums I mentioned before the Assumption we're building in there is four percent I had a meeting this afternoon things are looking really strong from a Health Plan perspective and so I would anticipate that we'll be a little bit less than that even for 2023. on the education fund expenditure side you can see that um there is a 3.8 percent increase in revenues but again that could go up to about um 87.8 million if if ADM is as expected the main increase on the other revenues line is due to

the um interest rate increase so interest rates have gone up and so we expect to actually earn a little bit of money in what we have in the bank in the coming months and years as rates continue to rise salaries increased by 3.7 percent um benefits by 5.1 again that'll probably be a little bit less than that as we see Health probably not needing to be the full four percent on the Professional Services line I mentioned last time that is mainly an increase in the um cost of the curriculum for CBP and our need to now budget for Professional Services for speech occupational therapy and physical therapy as those positions have become more and more difficult to fill so those Physicians normally would be in the salary line but we've had to budget for some

of them in the Professional Services line now uh the communications line is mainly just the increase in the cost of software that's the primary used to be a lot of phone bills in there but now it's it's mainly it's mainly software costs in the communication line uh the supply increased from one year to the next relatively minor just building in some inflation into that line so that folks purchasing power at the school level to buy supplies for the classroom doesn't fall behind and then transfers to operations which we'll go through in some detail here at the bottom down just slightly over the prior year this next slide is just a reminder that the entire education fund budget the largest portion of our school budget 90 over 95 percent of that budget is salaries and benefits

the vast majority of the remainder is in supplies that go directly to the buildings in the classrooms so this is essentially funding classroom instruction and and school level costs from the education side ah doctor said would you like me to pause after each of the funds to to have questions and interaction or wait until the end I could do either yeah that might be easier for everyone if you don't mind it's it's probably easier to focus on one phone at a time so I'll ask those in the public if you have particular questions about this facet and then I can ask colleagues but we got a chance last time so are there questions that individuals have about the presentation of the education fund budget yes sir yes please Logan Schultz 6973 West Paddock Lane and

the question is given the recent inflation I think the Bureau of Labor Statistics was about nine and a half percent and our salaries and benefits really only increasing four to five percent we're essentially asking a discretionary income loss for these teachers and support staff of five and a half percent in their buying power what strategies is the administration taking within this budget to recruit graduates at a forty four thousand dollar slot range where in reality 35 to 55 percent of their income is going to be dedicated to housing locally with the rising and home prices and rent thanks for the question so um that was tough as I was putting together the budget thinking about the the gap between what I was budgeting for increases for next year and what we were seeing in inflation

um these are I will say that over the last three to four years we have taken substantial steps basically to front load not knowing we couldn't have guessed that we were going to be eight or nine percent inflation in in 2022 but for example from a support staff perspective in this um this most recent July 1 we gave all support staff members a six percent increase and just uh adjusted um each of the positions based on the line that they were to do to compare to surrounding districts and comparing comparable districts across the state to make sure that we were competitive and so for some and raised the starting salary to 14 dollars per hour from I believe it was 1122 is that right Dr pleake so and then the in the prior July one

we gave a nine percent minimum increase for support staff so that's on the support staff side um on the teacher side each of the last four contracts four years of contracts we've been able to give substantial increases both at the throughout the scale but also at the bottom and at the top to make sure that um we were catching up with our peers across the state so that addresses the past it doesn't address looking forward and none of this information is locked in this is these are just the numbers I used for budgeting again if we end up seeing more money from the state per on a pure per pupil basis this coming spring for next fall we can choose to give larger raises than what have been budgeted for longer answer than probably what

you wanted but but it's not locked in it's just from a budget perspective um and I'll just remind the board members too if admin ends up being higher than we expect or and or the State per pupil tuition increase is larger than what we expect we would come back to you probably after bargaining next fall for an additional appropriation to appropriate those dollars towards salaries or however the board felt we needed to very good thank you are there other questions yes sir Jason or Logan so so the other thing that I was looking at was the graduation rates and so Columbus North and Columbus East are now in the bottom 50 according to the Indiana Department of Education and I was wondering is there anything within this education fund or maybe if it's a later

fund just pause me that's targeted towards increasing those because right now I think with peers around our counties of similar High School sizes greater than a thousand were essentially eight percentage points off in terms of graduation rates I could only speak to from a budget perspective there is nothing additional or added in the 2023 budget from a Personnel perspective or any initiatives or programs but we do ask the Redevelopment commission and the city council to help support igrad which is our primary graduation rate Dropout prevention program which the Redevelopment commission did approve the first step of that just last week and the first week of October is the city council meeting to approve that then my last question was more around benchmarking has the administration or the school board done benchmarking to look for opportunities

from the surrounding school districts that are performing well regarding financials better or worse than um I'm going to say not from a not from a financial perspective I do talk to colleagues across not only our region but our state often um and there's not um there's not a lot of work that we do from a financial side to look at how one district is spending money compared to the other District unless there are programs or um materials programs is the best word out there that others are using that are making a difference um from a dollars and Cent standpoint and that is that is not the case that I have found thus far I will I would add though that we have Benchmark and you did say it earlier both our staff salaries and our

certified staff salaries so we have done that work to be sure that we're competitive and we're being supportive of what we spend 95 percent of our budget on you talk sure so questions from colleague all right we'll move on to the operations thank you so on the operation side we expect a 2.4 percent increase in revenues over the current year and this will be the first year 2023's budget will be the first year that I've budgeted for tax cap losses and so while the maximum Levy growth quotient increased by five percent so the amount that we collect in property taxes will go up five percent I've budgeted for 1.5 million fewer dollars than that to account for tax cap losses as those continue to increase which I'll show you in a second but just a

quick reminder how the operations fund budget comes along it's basically two factors assessed value and the maximum Levy and so it's a levy driven fund we can only level Levy a very specific dollar amount on the maximum end on property taxes if assessed value increases by a larger percentage than the max Levy increases than the tax rate will go down on the operation side if the opposite happens then the tax rate would tick up and so I do we will advertise in your approval in October we have rates for each of the fund which is part of your approvals at the meeting in October and that operations portion of the tax rate is expected to decline by about a half a cent per 100 of assessed value and that will actually help prevent us from

actually incurring as many of these tax cap losses as the dlgf had anticipated again I'm not sure how they calculate these prior to assessed value coming out but we get the estimates before we get assessed value from the county and we usually incur about half of what the dlgf projects each year and so this year this coming 2023 they project tax cap losses of about 3.3 million I budgeted for about one and a half guessing that that's that that Trend will continue of incurring about half of what they anticipate on the expenditure side on operations fund these are the the main categories of increases that we're requesting in 2023 over 2022 salaries and benefits increase of 7.6 percent we'll get in some detail about that here in a second so I'm going to skip that

one for now security which is SRO cost of 125 000 vehicle replacement one activity bus and two maintenance vehicles that we need to replace utilities and fuel probably the the fastest growing portion of the budget at this point at least of the the things that we control in the budget and then um we're budgeting for 500 000 in it additional School level small cpf projects these are the projects that almost always come in under the multiple quote threshold of 50 000 and they're things like replacing window blinds and carpet and doing small school level painting and things and things like that both from an inflation standpoint and still from about four years ago when we reduced how much we had available for those purposes this year we've um if you approve the budget in October

this will be the first year we've ever approved all of the building level requests for their small cpf projects and then the the district-wide request is two allocations one of one million dollars for district-wide Paving projects we have a large deficit in the maintenance of the large Acres large number of Acres we have that are paved and then also five hundred thousand dollars in district-wide HVAC projects and those essentially make up the difference between the revenue line of 32 and a half million and the expenditure line of 34.3 million this is the first time I've ever brought you a budget at any fund where the expenditures were greater than the revenues but I've been talking now for about the last year I think the last at least three quarterly updates from a financial perspective we

ended last year with about 13 million dollars in cash in the operations fund which was more than double what it was about four years earlier and so Dr Boseman and his team and I put together a list of priorities for this year and identified those things that are one-time expenditures to start slowly drawing down that 13 Point approximately 13 million dollar cash balance in the operations fund and those are the the projects I mentioned on the previous page the vehicle Replacements and the one million dollars for Paving and the five hundred thousand dollars for HVAC some of the detail of these lines I'll go through really quickly again if it all would have printed out I would have gone through not all not all my pages printed out all right we're going to go off

a memory here and see how well I can do so I mentioned on the previous slide that salaries and benefits were only up 7.6 percent but actually salaries are up 13 and benefits are down just slightly that is only a budgeting thing we are not cutting any benefits for support staff or with the majority of the operations fund is support staff Personnel it's just that I changed my budgeting strategy for the operations fund this year for the first time to use more formula-based projections which we had not done with the operations fund before we've done it with the education fund forever but in doing so those formulas identified some trends that clearly meant we were budgeting more for the on the benefit side for years in operations than what we needed to which could be

part of the reason that we have a 13. 13 million dollar cash balance in that fund certainly a contributing certainly a contributing factor there so there there is no reduction in benefits here whatsoever but this 13.02 percent on the salary side captures the cost of all of the actions we took back in June that you all approved in June to increase support staff salaries and adjust the bottom to that 14 amount on the Professional Services Line This is is primarily made up of inflation on all the services that we use everything from trash pickup to elevator inspection and Fire you know fire system inspections the largest portion or at least one of the largest portions of Dr Bozeman's budget there around making sure that all of the all the things in our buildings are taken

care of from a maintenance preventive maintenance standpoint on the next line repair and maintenance again 4.43 percent that's just inflation over the over the prior year Communications line is flat and again that is essentially that's district-wide I know someone asked that question two weeks ago that's district-wide software that's not in the classroom so it's not classroom based stuff like canvas it's more like PowerSchool and Skyward the things that we use at the district level um supplies of 13.3 percent that supplies includes fuel electricity gas and and utilities water and sewer as well which we also saw a large increase this last year on Water and Sewer property equipment this is the big increase in the cpf and project line so the district-wide paving and um and that ends up right there in that line so

the overall increase then in the budget from the prior years right at three million dollars and about 9.5 percent over the prior year so happy to take questions on the operations fund at this time thank you very much so are there questions of those in attendance over the operations questions from the board members go ahead yes I have just a couple um remind me and you don't need to go back on slides but there's always a transfer from education fund to operations fund what what is that transfer for I'll just skip right to it and we'll cover it real quick because it does it does apply to both the education fund and the operations fund so it's a good a good review so um back five years ago the legislature changed the law and said

there are certain things that you have to spend you can only spend out of the operations fund and then other things out of the education fund and that's where really started segregating things in that education fund budget where it's 95 salaries and those are teachers and Tas and principals in the building serving kids and then the rest is supplies going to the buildings the operations side consists of all the things that it used to which were mainly transportation cpf projects and bus replacement and Technology those are the largest portions of the old cpf fund that we used to call it the new way of doing things is you still budget for all of those things in their appropriate budget or in their appropriate fund I should say but all of the things that the state

changed the law about and said you can't spend dollars from the education fund on custodians or assistant superintendents and superintendents uh utilities and insurance used to be on the old general fund which is now the education fund sros and then the administrative costs that I just mentioned so all of those all of those expenditures we still budget in the education fund side but then transfer the dollars from education to operations and then there are a handful of things that go in the opposite direction mainly technology costs related to the classroom they used to all be on the old the old cpf side and now if if they are if they are expenditures that are directly related to the classroom and classroom support they go back to the education fund so the net of those two

is just under seven million dollars when you net those out and so one of the approvals that we request for you at the next board meeting is a monthly transfer between operations and education and that's a resolution that will ask you to approve next time that totals that just under seven million dollars and the state set a threshold of 15 percent of the education fund as a limit there's not really it's a threshold after which you have to report as to why you spent more than 15 percent we have never exceeded nine percent and this year it is projected to be eight percent I have a couple other questions sure go right okay so so your cash balance and operations is almost 40 of your budget which you've highlighted is a little high what is

your what's your Target and over how many years do you intend to take you to get there we on the the operations fund side is a little bit different on the education fund side we we look for around 12 which is what the state sets for for their Surplus as well um I like to look at as how many payrolls I can pay if the state for some reason stops sending us money and on the education fund side that's relatively easy because it's 95 percent of the budget you know exactly where all of the money is going you could stop spending supplies if you had to and set aside everything else on the operations side I don't really have a number that I would feel comfortable as a minimum and haven't really thought about where

we would stop once we got down to that point but definitely more than that 12 percent range because this is the fund if for example gosh I don't know 15 years ago when I lived near East High School I wondered why there are all these emergency lights out there went over there in the middle of the night they were digging up the entire front entry because they had a some sort of water or sewer problem out there and I can't imagine how much that cost I was in this position at the time but this is where those kinds of expenditures would come from and you never know when you might have a half a million dollar hit with some expenditure or some emergency Capital need at the building level so sorry I haven't given you

a number at that point but I know the 13 is is too high well in utilities and fuel at least over my tenure half the time Wild Waves as well so trying to outguest to prepare ourselves because the lights do and he did it we do we do need to heat and air conditioning to be running is that it I'm done other questions thank you thank you again this is just a quick review of the bus replacement um it's not a separate part of the budget but for some reason the dlgf still does require us to post public notice of our 10-year bus replacement plan um I put five of those years on here for you it's 12 buses every year and again we I mentioned this last time but we will spend about 1.4

out of operations and about 440 000 out of the operating referendum fund to get us to that 12 that 12 bus threshold we already covered that um Debt Service fund is relatively flat flat up 1.3 percent we didn't have any debt roll off in 2022 and will not in 2023 as well but you can see that in 24 and 25 we have several several pieces of debt including some some large payments on Central Middle School will be paid off at the end of 2025 as well as a million and a half dollar payment on those old 2003 bonds that are were refunded in 2012. and the high school debt service fund which is the the the Capital referendum from 2010 um that budget will remain flat until it ends in 2029. relatively flat all right

can we stop for more questions sure all right do you want to go ahead or I can ask go ahead sure I'll do that on the last Slide the death service fund if you could uh the next hearing the next part of the meeting will be a hearing on a general obligation but could you just run through I mean since 2015 it looks like we've done one every year every other year could you run through how this next Geo Bond will fit into our portfolio sure so one of the reasons and forgive me if I get more more complex than the question you asked but we have talked a couple of times tonight now about the 13. 13 million dollar cash balance in the operating fund one of the other reasons that that was able

to happen is because we issued two Geo bonds and I'm gonna I'm not gonna get the year it's I think it's going to be 2019 and 2020 that we issued for one year we paid them off the very next year and one of those years we purchased our buses and the other year we purchased our computers or replacement computers to the to the tune of 800 000 or so and so that basically shifted that expenditure for one year from operations over to The Debt Service side um and so that's another reason that that happened because usually in the past we these Geo bonds had gone towards facility projects but in those two years particularly even in 2020 as as we worked our way through the pandemic we did not get property taxes distributed to us

in June of that year came later in August and so we were concerned about the possibility that we could struggle on the operations fund there for a while but to your point um to your point Mr stinner two of the Geo bonds have actually already rolled off as we again the 2019 we paid off in 2020 and 2020's geobond we paid off in 2021 and we've been able to do that because assessed value has grown at a healthy rate not to this year is 11 percent which was a surprise but to the tune of of three four five percent from year to year so this 2021 lease rental bond is the big one the most recent large issue and that is the Parkside Schmidt portion of the three projects that we've talked about several times

here the third portion of that the east north and athletic projects are not part of that lease rental Bond all of that money is is coming from build America Bond revenues from years past as well as this 2018 geobond that have had funds remaining from those projects back in 20 in 2018. the um 2019 General obligation bonds that we primarily use to um put LED lights in every building and solar on two of our buildings those those funds have been expended and those will be paid off in 2027. I mentioned the 2018 um I apologize the 20 2018 this line up here is where we will pay for the remainder of the East North athletic projects not the not the Geo bonds right here these those Geo Bonds on that line right there were for

mainly security creating secure entries at the remaining buildings that didn't have them and so now every building has those secure entries it was like me to go beyond prior to 2018. no no and then from a from a future perspective unless something very unusual happens next year I do know that we can um we can refinance these 2013 bonds next year and so I will bring that to you I just don't know at that time if we will pair that with another Geo bond issue we will wait for assessed value to come at come out probably in August and make a decision about refunding those bonds at a lower interest rate and issuing a bond at that point in time thank you all right thank you are there questions uh regarding this section Debt Service

for the school corporation for those in attendance covered it very well thank you and then the last fund that we haven't discussed that's a taxpayer tax supported fund is the referee referendum operating fund and the main differences the increase you can see from one year to the next here are both inflation for the purchases of buses which is on the property and Equipment line down here and then on Professional Services which is um which is mostly sros and then the other two expenditures that we had not incurred before this semester are stem lab teachers so 50 of the cost of stem lab teachers will come out of uh that's down here on this bottom line and then this past June we finally got to the sunset of the counseling counts Grant and all the tremendous

things that that program had brought to the school district but the operating referendum fund will now take over the salaries and benefits of for our director of of student and staff Wellness as well as taking on the contracts with some of the agencies that are providing therapists into the building both of which had been largely supported by the counseling counts Grant prior to this July any questions I can answer for you on the operating referendum fund go ahead and I have done um so I'm just so we've talked about the counselors for a long time because we know grants do end is it intended that we will always strive to manage that with a referendum or are there is it that we can transition it into our two major funds or we don't know yet

the plan through the end of the the referendum again assuming that the law doesn't change and we have to ask for the public to approve that again six years from now the plan is to use operating referendum funds through the eight years of the operating referendum and then ask the public to continue to support that and these are I know you said counselors I just don't want I want to make sure there's not confusion these are therapists that work for Centerstone and family services and external organization all of our counselors our school-based school counselors are all paid from the education fund okay these are the additional mental health therapists provided through initially through the counseling counsel Grant as well as they receive some Medicaid reimbursement to help subsidize those therapists being in our building sure

so so those are typically referrals from our school-based counselors correct okay or requests from the families or students themselves right all right thank you for that clarification that helped um just to make sure I'm understanding the use of the word operating here is really unrelated to the use of the word operations in in the other funds that we're talking about but out of this operating referendum operating fund if you had to guess which line items if they were part of our regular budget but we're going to be incorporated into our regular budgeting process which line items would go into the education fund and which line items would go into the operations fund great question thank you for pointing that out I know that can be confusing the the state has tied the term operating to

this kind of referendum just to differentiate it from a capital referendum and so there's two there's two possibilities when it comes to referenda and asking you know voters in a community to increase property taxes to pay for things in your public schools one of them is facilities buildings and that was that that line right there that's from the 2010 High School renovation and then the other is to fund operations in your district and and you're entirely correct it can be any kind of operation call so um the teacher's salary and benefit increases would be um 100 education fund I'm trying to think right now and I cannot think of a single example of a a person being paid from there that it wouldn't shift to the to the education fund some of those some of

those teachers that are on that line are paid from non-education fund funds like Title One Title II other Federal programs but the referendum portion of their salary is being paid from here on the support staff salary that would probably be somewhere the majority of that would be in the operations fund because that is custodians Food Service Transportation but then any of our administrative assistants and teaching assistants in the building at the building level they would be on the education fund side so that one could be somewhere it's definitely going to be close to an even split between education and operations on this one would be entirely um sorry I'm going to jump down this one would be split the we would probably have the director of Wellness would be education fund I don't know how

that happened I wasn't anywhere I wouldn't anywhere close to it um so about half and half sros would be operations director of of Wellness would be education fund Professional Service would be mostly education fund um property equipment would be all operations because that's buses and then stem lab teachers would be all education funding in these um I'm sorry these are the increases we were talking about earlier in the meeting that we were able to do a couple years back before inflation raised its head again that is a really good question sometimes I assume that you all are keeping up with everything that's happening inside of my head this this line up here for support staff salary and benefit increases this is the one dollar per hour for every support staff member and two dollars per

hour for bus drivers that are above and beyond their pay including the increases that we've we did both this last June of six percent and the prior June of nine percent those are paid for from their traditional fund from the the operations fund mainly that's the additional dollar per hour and two dollars per hour so I mentioned before that we raised our our starting salary uh on the um the pay Matrix to 14 per hour essentially when you include this it's 15 per hour thank you any other questions related to this hearing yes sir so I was trying to better understand Professional Service where you had said we have outside counselors coming in to help based on potentially referrals is there is there a reason we put the bill for that as opposed to the

families with the like for instance if I my kid's sick right they say Hey you gotta go follow the doctor pay the doctor bill right or my misunderstanding how it works that's how I'm asking um I'm not 100 sure say I have a child they can you take him to the doctor we have a kid has a issue they go to the counselor they say Hey you really need outside help it sounds like we're saying well actually we'll help pay for that help is that true yes yes they will um If the child is Medicare eligible those entities can usually go build Medicaid and receive funding for those but we know not all of our students are going to are going to qualify for that and so if they have mental health needs that we

can help serve in the building then some of these funds are set aside to help do that all right I was just curious how that all works sure um the other question I had that you can probably answer pretty easily the property and Equipment again I probably have a misunderstanding but when I thought that everybody voted on the referendum I thought we were going to try to put everything towards salaries and that really kind of the only thing that kind of stands out but maybe I'm just misunderstanding this one is one that we included under the category when we when we proposed the referendum and passed the referendum under Safety and Security to make sure that we could get to where we didn't have any buses that were older than 10 years old on and

we're tracking in that direction because of these additional four three and a half buses that this allows us to buy this year Miss thank you you're welcome all right thank you very much are there other questions all right thank you so again that's just the the overview of the overall budget and then here is our tax property tax rate history and the important number here being the bottom left-hand number I apologize if you all can't see that in the very bottom hand corner we're going to ask you in October to approve an advertised rate of one dollar one 1.63 cents which is substantially lower than what we've advertised in the last couple of years but it's it's getting easier and easier each year to not have to advertise High to make sure that we can

um it's just easier calculus today than it used to be to be able to figure out what our tax rate is going to be and I would anticipate that our final adopted tax rate will be slightly lower than what it has been each of the last two years again best based on assessed value increasing 11 percent all right any final questions so you were reminded we'll be doing this again or we'll we won't be doing this again we'll be voting on your your proposals at our meeting in October do we just get to flow into the Geo Bond one yeah I'm Eric Rhodes at 2247 Rolling Hill Court I was just curious if there's a place that we can go to see the breakdown into detail of like individual receipts for those know budget categories

for things I know there's the the state one we can be referred to but it doesn't even really break it down too much more than what was in your presentation so I didn't know if there you know we had access to that somewhere to to really see the detailed breakdown of where that money goes good question so it depends on how much detail you want to get into all of it all of it if it's all of it feel free to send me an email and I'll send you the 1200 line or so that's just the education the education fund side is about 1200 lines and I'm happy to to share that with you the states if you if you're interested in getting into it at a slightly higher level the public Gateway I just

Google every time I'm looking it up just public Gateway and there is a budgets tab in there that you can look up any public entity in the state of Indiana and look up each year and each fund and dig into at least the details at the at the higher level around salaries benefits for each of the programs you're welcome all right so may we move to the hearing on the Geo Bond fee so this next public hearing that we have is related to the Geo bond issue that you took initial approval two weeks ago and have some two resolutions that we're requesting approval for tonight this portion is simply approving us to spend the dollars that you've already taken the first steps towards allowing us to borrow them so since we have not the board

has not approved spending the money that were the 5.8 million dollars that we're asking for approval to borrow this additional appropriation hearing is a as a technicality for you to approve us to actually spend those in those in this calendar year all right and as reminders these are related to the park side and Schmidt projects Parkside and Schmidt exactly right the 5.8 million dollar 2022 Geo bond is to complete the to help us complete the two Renovations the complete renovation at Parkside and HVAC at Schmidt all right thank you so are there questions from those in attendance about this yes sir yeah hi it's Jason major 3241 Overlook Drive here in Columbus I did have a question about uh just the overall Geo bond in general from what I read in the newspaper I had

the concern I have is uh I'm not I'm 47 years old so I'm not real old I'm not real young anymore either I'm old enough to have lived through the early 80s and saw some times of great inflation and right now for me I think for most of us this is probably about as bad it's ever been everything I've ever learned in life is during times like this you try and hold your cash as much as possible and not incur any additional debt unless it's absolutely necessary so I guess my question about the things that I read in the newspaper that we were going to be purchasing changes to the bathrooms at Parkside I think there was a roof that was being worked on HVAC and a bunch of athletic facilities how does all this

tie into educational necessity I I look at it and I think if there's the bathrooms for example if there's already bathrooms why are we spending money on new bathrooms the roof if the roof leaks replace the roof that makes sense HVAC if it's very old and it doesn't work replace the HVAC uh I I meant I was a former athlete so I would love to support all the school athletic facilities but if we have a softball field we have a uh concession stands do we really want to spend that money today on purchasing something that's probably inflated in pricing to the point that we could have probably purchased two just waiting a few years in the future with the hope that inflation will come down or should we look at spending some of this money

in a different way towards teacher retention bonuses for teachers attraction bonuses for teachers or for assisting the teachers with more school supplies thanks for your questions Mr major um just a few things I'm not sure I'll be able to answer all of your questions in this one setting but um our facilities are on average including Parkside is the the primary target for these funds Parkside is in need of a complete renovation most of our elementary buildings are more than 50 years old Dr Bozeman feel free to scream out if I say anything anything that's incorrect from your perspective so the facility needs are there both from a finishes standpoint and a technology standpoint the facility itself HVAC needing replaced Parkside while it's while it's a complete renovation and we're making changes for educational purposes as

well it is also receiving HVAC upgrades improving efficiency and so on and so forth and so the list of needs that we have just to keep our facilities going after 50 60 years and keep them clean and safe and and the best environment for students to learn in there are infinitely more needs than we have funds to spend those and so um that's that's from a need perspective and then I'll approach it from the other side so we are talking to to our financial advisors we anticipate that we're going to be able to borrow These funds at 3.3 percent interest which is which is still paying some interest don't don't get me wrong I'd rather not pay interest if we don't have to but it's still competitive and it's still relatively low rates to be

borrowing funds and since we're paying them off in two years the total dollars in interest are relatively small sorry I'm trying to think of oh and then the to the last point or I think the second to the last Point These funds when you borrow dollars um from a bond perspective those can only be spent on facilities um and equipment and Technology you can't fund the state will not allow you to use those funds for personnel basically to to to commit to a cost that's infinite as if you're going to have 780 teachers today you're probably going to have 780 teachers in the future and they don't want us to fund those ongoing costs with temporary dollars and so we can only use funds that we borrow through Geo bonds and Lease rental bonds the

two that were that were shown up here the two types of borrowing on our facilities and could I clarify I don't believe athletic fields are in this Geo bond is that correct the there very likely will be some portion of the 5.8 from this Geo bond that will be spent on the athletic facilities but not from the two existing older bonds right last year's or the 2018 bond that I mentioned before thank you yeah so I very that was a great explanation thank you that helps a lot um do we have like a and and so you talk a lot the schools are very old right if anybody's done the architecture tour they kind of talk about the age of some of these schools a lot of them done in the 60s and 70s do

do we have like an estimate of how many more bonds need to be done in the future to cover because you've got a lot of schools and they're old so from the standpoint of replacing repairing um do you have an estimate is it another 5 million is it another 5 million per school so you're looking at 60 or 70 million what's kind of the rough number to just have everybody kind of get ideas to where we're headed over the next five to ten years that's a really good question and we do um we asked CSO our Architecture Firm to update our facilities plan every five years and so most recently about a year and a half ago I believe is when that was that was updated and so we have we have that 150 or

so page document it does not come with cost estimates it comes with this is what your needs are in the short term your immediate needs midterm and then some things that can be pushed off primarily because I don't think any any one of those Architects would put a number next to one of those things particularly in this environment when it comes to comes to inflation and so there's not a there's not a number there by the time um you know we spend the next I'm guessing four or five years addressing the highest need elementary schools will be you know by that point in time Central Middle School is going to be almost 20 years old and I was hard to believe anyone who's in the in the community when we built Central Middle School but

it'll be pushing 20 years old and I'm not saying it will need extensive Renovations but a 20 year old building that has 800 middle school kids coming in and out of it 180 days a year is going to need some some repairs and some HVAC and roof kinds of needs after 15 and 20 years so as the finance guy I wish I could say there's an end point in 10 years we're done in 10 years we'll just have more facility needs assuming we still have you know terrific community and lots of people that still want to live here and send their kids to our schools I would just compliment your comment in terms of we we do um as a board receive that assessment of all of our facilities and it's very thorough it's all

kinds of columns and it's red yellow green and so that we help along with the administration so what are our highest priorities Within the the finances within tax rates that we believe the community will tolerate so we're always we're working with the administration and with CSO to help us find that right balance and we're doing that on a continuous basis I think I've been through three cycles of that red yellow green so it is something that and I appreciate um compared to listening to colleagues and other school corporations that we are very proactive about that we are not waiting until we're dealing with a 70 year old building and they still have chalkboards um we have we're really being very proactive about how we're maintaining our facilities other questions about this particular Geo Bond sure

Mr Grove first maybe a parliamentary inquiry at these hearings is this uh just to have uh questions directed at the presenter like Dr Phillips or is this for questions to the board also at these the focus of the questions is on the topic no no for sure right so if you ask any of us some Super Dollar details I will happily defer Phillips if there are different questions we'll do our best yeah yeah I just uh Jason's comments just made me think of it sure he brought some stuff that maybe was more appropriate for you guys to address that's all right um so I was just curious for future reference more than anything um I just want a clarification on at the last meeting something that was said about the tax rate increase or or

not I guess um did this Bond will incur a tax increase or or it won't I think it might have been a matter of perspective issue um so my understanding was it's like our tax rate will be X number if we pass this Geo Bond it will be X plus something due to the bond is that correct correct if we did not issue this Bond the tax rate would decline if we did not issue this Geo bind the tax the tax rate would would decline um when we talk about when we talk about being overall tax neutral we're talking about maintaining that rate at around the dollar one mark that it has been for the last several years but yeah yeah so just be clear effectively it is a tax increase though so we we

have a tax rate and passing it will increase that tax rate effectively I'm just trying over what it would be if we didn't pass it right okay all right thank you all right thank you you might just comment on that a little bit more Mr Phillips and as Mr girl was asking I just pulled up the tax rate scale there and so we were in the 80 cents for a decade and with a referendum that took us up to about an even dollar and then the state average tax rate on the on the right and maybe comparing that to a question Mr Stenner asked earlier or ask for some explanation of the bonds and so as those different bonds Geo Bonds were taken out of different projects were completed the attempt was to to Mr

Rose Point if you don't do those things the tax rate will start decreasing it is going to go down because you're not having to fund that project the intent of the school corporation over that decade has been to try to ease through those those projects so that the rate doesn't go up from the current number so it could could drop down if you don't have that project you bring something back but with going back to the tax rate it's been trying to navigate through those different projects let me go yeah while still maintaining basically the same tax rate so when Mr Phillips was indicating no impact on the tax rate today it's a dollar one if we don't do it it drops to something else if we do it it stays at a dollar one

that's the explanation was trying to be made if there's any further comment from you on that that's attempt over the last decade and just that again we have more facility needs than there are funds to to address those needs and our primary goal with the tax rate is not only to make sure um that we're able to stay around that dollar one mark but more importantly to provide consistency for members of the community so if we if we let one of these one of those pieces of debt roll off and then let two years go past and then issue bonds the rate could go down and then increase eight cents or 10 cents creating surprises for folks and so we like Dr shed try to be proactive and look two three four five years ahead

at what debt is rolling off and then start fighting over what facility gets you know gets the attention from those dollars good good questions Dr Phillips um and to that point too I wanted to point out uh do to you know term on the board 2013-2014 a dollar 33 is what the tax rate was and you know I feel or it was advertised thank you um you know and we look at how how that all transitioned in a course that you know we always advertise a little higher but like Dr Phillips or Dr Phillips I'm so sorry one day you'll be there you just need to keep working at it um Mr Phillips uh this one last days but you know and that's the thing that I think I look at is try and be

responsible to our taxpayers that we do have buildings that age and just like homeowners that we have to maintain our homes them every 20 30 years we may need a new route or we may have health damage we may have you know bad weather or fires or things and um you know I appreciate the fact that we're trying to keep it low you know looking at what the state average is keeping that consistency that that way you know because it'd be great if it you know drops to 80 percent or 80 cents and then something and we don't do anything for three or four years and we know things are going to build up next thing we know we're going to be needing two bucks and that is not something that we need to do

people are on fixed incomes people you know are out of work you know inflation and everything else and I think if we could kind of just maintain the the study and get us through this time hopefully sooner than later that um you know we can kind of go through the storm so to speak and then you know and then see a lot better days but um you know looking at the past and what the state average is you know given the fact that you know we look at what we've done for teachers and our buildings and and it's a quality of life I mean hvacs are not cheap but given the situation with covid and trying to put HEPA you know to keep the airs clean keep things ventilated I think that's an important piece

of having a good you know good school good quality school where kids are safe and healthy thank you and the woman in the back has a question for us thank you Nick hi Jennifer langevin 4610 Woodcrest Drive um just a quick question because I'm not sure that I understand correctly I think it's great if we can keep the tax around the one dollar as you're saying but I guess I'm a little confused because I know sometimes bonds and things come through when we vote on them is this something that's just naturally part of our tax rate and it's not something that we vote on or what's the difference between the two things just so I can understand better good question thank you so there are essentially three different kinds of bonds that we can Levy

to address all of them for facilities one being a general obligation Bond and that's the kind we're talking about tonight and it requires a relatively low bar of bureaucratic Hoops to jump through multiple public hearings which we've held each of the last two meetings Public Notices and then the board's approval across multiple meetings the second kind is called a lease rental Bond and that's when we we have a building Corporation and we essentially they take on the lease independent of the school district and then lease the buildings back to us it's complicated but it's any time it's a larger dollar amount and so there are more bureaucratic Hoops to jump through and again multiple approvals multiple Public Notices public hearings the Third Kind is a referendum a capital referendum and that's the kind back in

0772010 when we renovated the two high schools and that's above even a larger threshold from a dollar amount perspective for example if you're ever going to build a new building you would have to do a capital referendum and ask the public to approve through a vote whether or not you could do that and they're all defined by the threshold the dollar amounts that you're spending there are other questions about this particular Geo bond hearing yes sir Jason all right Mr Williams is coming uh Roy West 2730 Orchard Lane um I was just curious because there was a talk about new buildings and you also said as far as new you'd have to do referendum do we ever look at the like is it ever cheaper to build a new building as opposed to repair the

old have we ever looked at that good question not since Central which I was two years in the old building and two years the new and I can tell you from personal experience it's a good thing that one came down this great degree building there are lots of things about it that were good but but it was it was to the extent now it was a hundred and well over 100 years old by the time we tore that down but um I'll defer to Dr Bozeman and The Architects on whether or not any of our buildings are to the extent that we would tear one down before we would renovate it and I I don't believe we're anywhere close with the facilities that we have now thank you any more questions thank you they've been

great questions yay and you answered them all extremely well yeah hello all right I'm going to call this public hearing close for both our 2023 budget and the 2022 [Music] Geo Bond so next on our agenda is the opportunity for board commendations I'll turn to my colleagues I know I miss Todd well hey I think great Mr Grimes sent me some commendations [Music] um so these are from Todd Grimes we're all thinking and sending very positive thoughts to him this evening um so first from Mr Grimes thanks to our Columbus Youth Development for teaming with bcsc for a successful spark spirit week which was held September 12th through 16th students were able to learn a few things about themselves and what they can get excited about while exploring their interests over the course of the

week Mr Grimes also extended congratulations to the nine students from north and east high schools that have been named as National Merit semi-finalists sixteen thousand students across the nation have been so named once finalists are named a little over 7 000 students will receive nearly 20 million dollars in scholarships so he extends for all of us best wishes and good luck to our bcsc students so he is with us I wanted to share a commendation that we receive from C4 really congratulations to Carrie Utterback on receiving the 2022 Jack Kramer award Kerry's been a positive influence for our students in the community for many years coach of Elementary running clubs Middle School Track Columbus east north and Donner swim teams and several travel teams so CR so truly she's been an asset for our students

and our community are there others all right yes go ahead special commendations to all those folks that are involved as you are out in the community or in and out of school buildings you'll notice a tremendous amount of extracurricular activities that start up in the fall the time that teachers and staff staff members dedicate to those programs the parents and the community volunteers it's just amazing to me the variety of interests that can be accommodated um and comment like I said commendations to the people to help bring all those programs off all right now is our opportunity for public comments and we have three individuals who've signed up so first Mr West about our meeting agenda technology um I'll keep it brief I just had a question uh for the board and I know I

know you can't answer it and that's kind of my question um and when we have public hearings like we just did [Applause] there we go technical skills you take the computer and come back on thank you Mr Williams anyway my main question was during the public hearings that we had we gavel in and out of a meeting so we can have dialogue and I really like that and I don't know if that's possible to do it public comment but if it is I would recommend it and that's that's really all I had so thank you okay I do appreciate the suggestions so thank you next on the agendas uh Mr Meyer about our Geo bonds to answer questions awesome [Music] all right well thank you for asking him during the hearing because you got great

answers Mr Grow at first I think I'd just like to say prayers to Todd continued prayers um yeah good evening board an admin um [Applause] we got a malfunction [Laughter] recently a survey was given to our students titled resilience through strength by the search Institute which included questions about sexual orientation and gender identity notification to parents offering the option to opt out was sent the notification stated other than some possible discomfort where students May reflect on their own experiences there are no risks in participating to the contrary there is an argument that the survey in one small part of a hole in normalizing selective subjective truths um that many of our community believe are you know in conflict with their objective truth you know there's also the possibility that the result the results of the

survey may be used to push future agendas that would also hold risks concerned parents and members of our community were told they could not be provided with a copy of that survey they could only physically come into the schools and view the survey on a computer the reason being worried about bias and Survey results that was even after the survey was already given to our students I understand the constructive perspective of this survey you know we want to gauge the mental health of our students I even to the surprise of many understand a reason to categorize those results based on gender identity and sexual orientation however discussion should be had over whether being able to identify differences in data based off of those factors is worth the degradation of objective truths for much of our

community and perhaps it is perhaps the data will even reaffirm those objective truths and ideologies like these will be reassessed but the point now is that parents in our community were given pushback they were given barriers um you know barriers were put in their way to to access information that they believe is important to their raising of their children and I would raise another relevant point to this with regard to the topic of this meeting and and last meeting and that is both the budget and the Geo Bond just you know the lack of forward information around those the lack of details forwardly so you know as this board believes in a strong partnership with parents and Community as part of its mission statement and core beliefs I would raise a few points could we

make make comment on what consideration has been given around the cost of further straining relations between our school board and our community versus the possibility of bias in the survey should um non-parent community members still not be informed of important information regarding bcsc as it pertains to their stake in the future of our culture and educating our children what can the board are communities elected representatives into our schools do to improved transparency and communication in general around something like this survey but also with regard to agenda items like the Geo Bond where there was really no other information posted but the title you know so I'm suggesting something like maybe we post a hyperlink on there that we can click on I mean most people in our community didn't even know what a Geo Bond

was you know so just you know I know we post we post a notice in in a Legacy Media outlet but a lot of our community is just unaware of these things so I know I'm out of time but finally can we just could we offer a community space where we can discuss things instead of just you know having the one-way Street here there's a lot more topics that deserve our attention and our effort besides just what gets put on the agendas as always I thank you for your ear and I would love the opportunity to converse with any and all of you you know I'm not up here just to beat you guys up or to stir a pot I really truly want what's what's best for our kids and for our schools so

thank you all right thank you that covers everyone who signed up for us this evening so thank you all and now School Board member reports so um I can share a little bit about the two committees on which I represent you all we did have a ccic meeting so that's corporation uh continuous our Corporation continuous Improvement Council we love to talk in alphabets in the field of education so the ccic med on Wednesday the 14th we did a very nice debrief if you will about our professional development day on September 6th and having experienced that one talked through ideas and what might be the emphasis for our next professional development day which will be on November 28th it was a great conversation about the various topics that we could cover and so there is a

corporation a professional development committee that is working on assessing what makes the most sense for the district and the individual school buildings which is a nice plus that we do with those professional development days to offer the opportunity for information sharing that is district-wide but then an opportunity for the teachers and principals and others in each of our buildings to spend quality time with each other working on various topics important to that particular building we spend some time learning about the two coming our new learning management system which will be canvas and talking about the process that we shall be going through as well as parent Square um and it was we talked about and we appreciated our cea Representatives giving us information at the time regarding the uh debates that will be held virtually

this week that's it that's what we covered there and then on um I can just share um it we didn't have a business advisory committee for this month we're encouraging everybody to participate in the debates this week and just briefly what we discussed at the August meeting because I was for God to bring this to the August meeting it was great to have a conversation about Legato and its success we've we have had Legato for five years and it has it is really growing and is really such a wonderful asset to our school corporation as well as the community and conversations that we shared a number of various individuals sharing how meaningful it is for our corporate for our Corporation and our community to be thinking of the wide range of cultures that we have

here in our community as well as students in our schools all right I'm done with that no one else all right the opportunity for cabinet reports I don't believe we have any this evening wow all right so we are now to request for approval so I'll turn to you Dr Roberts to describe for us a through G thank you Dr sheb we do have a few less items tonight than we maybe typically do a through D are similar so we have the Minnesota regular school board meeting from the last meeting on September 12th two weeks ago you have a list of supplemental contracts with an addition in front of you tonight there was a additional uh contract there from some additional meetings that a person had so those are in front of you field trips

and professional leaves are included for you the claims in payroll the summary of those getting two different buttons here the payroll from August 27th to September 23rd is a total of about seven million dollars that it includes some experience adjustments for US based upon staff and accumulation of experience years we also had claims dated September 26 today that approached nine hundred thousand dollars and then we have these last three a title four part A Grant application Mr Edwards has been placing quite a few Federal great applications in front of you for approval so this is title IV and then those last two items are Geo Bond the 2022 Geo Bond related items from tonight's additional hearing on that particular request so we have two resolutions to potentially approve for that those are my items all

right thank you so I'll entertain a motion for approval of the items three a through G as they've been presented to us so moved thank you Dr bills is there a second thank you Miss wheeldon are there particular questions if Dr Roberts or others regarding these items question about the title grants and I was wondering if um Mr Edwards could just give us a brief I know he served he was here so he's still back there yeah yes just a brief ex you know kind of tell us what some of the title grants you've been doing explain that that's okay yeah microphone so the title IV Grant is a Federal Grant and um three it's broken up into three parts it is safe in uh healthy schools um technology and then the other part is

uh well-rounded education so we have funded things like coaches in there we have funded things um stem out of out of so it allows us to be pretty uh creative but those are the types of things that we do we focus on the well-rounded education so that that's people and so we bring people in the classrooms and just kind of give students opportunities uh that they wouldn't otherwise have yeah this traveler's just to add instructional coaches correct instructional coach yeah yeah what did I what did I say coaches construction yeah exactly sorry about that all right thank you thank you and that total mystery average is about 138 000 right dollars this particular application yeah thank you all right thank you Dr bills any other questions all right those in approving items three a through

G as they've been presented to us if you'd signify by saying I I those opposed all right there you go Dr Roberts thank you I will turn to Dr Blake I request approval of the HR recommendations as proposed this evening thank you very much is there a motion to approve our human resources recommendations as presented to us thank you Mr hofdwire is there a second thank you miss wielton any questions for Dr pleek all right so as you approve the human resources recommendations has presented to us if you Sigma Supply by saying I opposed there you go thank you Dr pleek thank you all right this is our final opportunity for input or comments from our board members following the meeting Dr bills um so yeah thanks for everybody for coming tonight and asking questions

foreign I'll just say I I texted a few of my colleagues here um uh this last week on Wednesday I went to the idem which is Indiana Department of Environmental Management um Governor's award last week so there were several awards given out to people who are making a great environmental impact in the state there were two schools recognized which I was really impressed by and I I was I took some nuggets away some things that I think there's always opportunity for us to do better but a lot of the things they are recognized for were led new HVAC improvements to to decrease you know impact on the environment a lot of things that I think we're already progressing towards so that also felt good you know so it was a combination I've always moved to
