001[Music] [Applause] [Music] do [Music] so [Music] oh [Music] we're going to call the meeting of the school board to order it's tuesday june 8th and we're back in the robert crowe boardroom so welcome to the school board meeting thanks for attending we're going to start out with adoption of the agenda as submitted however i want to make a quick comment that we had a request to move item oops sorry let me find out here we go item seven presentation of the holiday with the hero program in carson city school district which is a for discussion only item we were asked to move that in front of public comments so that if we have any children or students here that might want to speak we can hear them and then we can they can go home

002if they so choose and so anyway this is a action item i'll move that we accept the agenda as proposed moving item seven before public comment second we have a motion in a second any board discussion seeing none any uh public comment from the audience on this agenda item seeing none sorry it's all in we're just moving we're just flip-flopping two items any emails no mr cassiopo okay hearing none all those in favor aye aye any opposed motion carries item two is the flag salute trustee karine [Music] and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right thank you item three superintendents report this is for information only superintendent stokes thank you mr president members of the board citizens from the community welcome tonight

003as you came into the building you probably saw posted on the double doors that because this is a city building face masks are not required and i know that we have heretofore worn our face masks and this is a time when if you are fully vaccinated you have the authority if you'd like to not wear it i do want to make everybody aware the fact though that our summer school is starting soon and we have hired staff and students and families who have elected to take summer school are doing so under the idea and the concept that face masks will be required during our summer school which takes us to the end of the school year and that is on summer school and on june the 30th i also wanted to let the community know

004that our community hey thank you so much testing one two i think we're live thanks so much uh community plc dates for the 2021 and 2022 school year will be and i will make these available on our web page and also by email to anybody who's interested september the 22nd november the 17th and those two dates are in the year 2021 and in the new year february 23rd and also may 4th just to continue on knowing that we have a number of folks here that are interested in talking about curriculum within the school district i just wanted to share some information with the folks that are here tonight as you may or may not know the department of education actually supports the state board of education and developing standards and essentially the curriculum that's available

005in the state of nevada and that's for all public schools individual school districts are required to adhere to the state's academic standards states or districts rather do not have the authority to change the state's standards the state department of education is also responsible for identifying the textbooks approved for purchase by the districts in the state in our district school administrators must approve any standalone materials that are brought into the classroom so we do have several layers of checks and balances that deal with the concept of curriculum in our schools i want it to be known by this group and by our community as a whole that critical race theory and the 1619 project are not approved to be taught in our social studies classrooms [Applause] so hopefully hopefully to answer some of your questions i

006want you to take a look at the cover of the june 2021 magazine that i receive from aasa which is an organization a professional organization that i belong to and it is the association that supports and provides guidance and expertise to superintendents across the united states so this is the front cover the back cover states this and it's an advertisement essentially for the aasa's national conference you'll notice that the name for this conference is student-centered equity-focused education now i know that it has been said multiple times in our community that equity is not a word that you like when dealing with concepts associated with critical race theory etc even though this is so this particular word of equity is a national uh consideration and i want to turn to a uh [Music] i guess a

007recognizable source of wikipedia which identifies educational equity also referred to as equity in education is a measure of achievement fairness and opportunity in education educational equity depends on two main factors fairness and inclusion so that's really the the gist of what i'd like for you folks to know tonight as you prepare to make your statements um we are not interested in promoting critical race theory nor the 1619 project we are however interested in providing education opportunities and access to education in carson city school district to all of our children so that they have the access that they need and desire to be successful in any of their future activities so mr president with that i don't have anything else to add to my report thank you richard if i can just ask a question that

008might be for the benefit of some of the audience members mr cassiopo can you hold please i we have no sound coming through this and i think we're addressing that thank you maybe or i will just borrow this one apparently i'll be the community michael yeah apparently okay can you hear me sorry about that my question to you richard was regarding masks uh for the benefit of the community who might be concerned we are requiring masks for summer school but once our regular school session ended meaning the students last day mass were required up until that point but now that staff is fulfilling their contractual obligations we have waived the requirements for masks if i understand that correctly so my question being we're not we're not shedding our mass tonight but requiring our staff to

009wear masks while students are not present is that correct we have asked that if our staff will be interacting with students that they wear their masks through the end of this school year and that this school year ends june 30th so during summer school face masks will be worn and any of our students who are traveling on our buses will also be asked to wear masks great thank you okay sorry too many microphones in front of me item four board reports uh board member comments this is for informational information only and we'll start out with uh report for the nevada association of school boards i don't have anything additional to report other than the elko training we do have a few spots available if anyone would like to come and join for the board of

010directors meeting and we're having a ranch experience out at ira wines's ranch out in elko so let me know if you're interested and i'll see if there's a couple spots available okay thank you do we have uh carson high or pioneer high reports tonight i don't believe we do but i just wanted to make sure we didn't have a student representative in the audience okay with that we're going to move on to board reports um trustee walker why don't we start with you thank you i have no report this evening thank you trustee wilkie mccullough your microphone isn't working sorry the ones you gave us yes okay these don't have any strings either that's nice um like to thank um pioneer high for their graduation they changed it within four days because of the heat

011and had it inside and it was just a great uh attended by families and friends and it was really a very exciting event it was really nice after the year we've had to see the kind of perseverance that a lot of these students and families had also i was involved in federal relief funds feedback for ndea put on by the family engagement council um so we got to to talk about what we'd like to see um indeed do with some of the funds that they're getting and where we'd like to see them it was a really good discussion we had people from washoe clark lyon douglas all over the place so it was a really good discussion and that finalizes my report thank you trustee karina yeah i just have uh i guess something from

012carson high school uh band announcement i just want to thank nick jocks the carson high school band director for [Applause] for holding a marching band mini camp last evening for about four hours incoming freshmen from eighth grade along with the drum line and color guard participated in a kind of a workshop a preview of the season to come and blue thunder marching band camp officially starts august 2nd and will be the two weeks before school starts that's all i have thank you trustee ramirez from seliger elementary school missona reported that they did a silicone showcase where various members of the crew had volunteered to share an idea a lesson or a strategy that went well this year and they're starting on their summer school tomorrow with 131 students and 13 staff members that are returning

013for 13 days the return that concludes my report thank you laurel trustee crossman i would just like to thank uh principal chambers and all the staff at carson high for all the work they did to put on the graduation on saturday it was a great event it was a little warm but i'll take that over freezing thank you trustee varner yeah i really have no report tonight but just to follow up on what laurel said is i thought the graduation went very well i want to congratulate everybody who graduated again i think everybody was well behaved and it was a wonderful event and uh i wish everybody the best luck in the future thank you and for me i would have a report for pioneer but i apologize i don't have one tonight but i

014did want to apologize to pioneer high i had every intention of being at their graduation but i was driving back from out of state and we got delayed it would happen to be our 30th wedding anniversary so i missed that and at the same time our dog passed away and had a pretty full plate so i want to apologize to pioneer but i heard their graduation went smooth and so congratulations to them and all their students and i want to reiterate to carson high school i thought their graduation went smooth i thought the three student speakers we had were fantastic if anybody was in attendance they were they were energetic excited and uh very well-spoken students so congratulations to all our students all our seniors who graduated we wish them nothing but the best and

015hope for great success in whatever they endeavor that completes my report um association reports item five do we have any association reports tonight dude we don't happen to have anybody no mr cassiopo okay seeing none we're gonna we're gonna come back to item six public comment but as approved we're going to move on to item seven first presentation on the holiday with the hero program in the carson city school district this is for discussion only and we have daniel gonzalez and maliah gonzalez and maybe more do we stand here there you go you want us to sit here any working microphone would be great a working microphone right always a caveat you're all right you're doing a great job it was a great powerpoint go back over here let me go check out sure um

017the heroes program in carson city for discussion only and i apologize for the delay please there was music it was it was good music [Music] okay third time's a charm [Music] do [Music] is number one [Music] do [Music] foreign [Music] so [Music] so all right they've chosen me so thank you for having us mr president ooh mr president fellow trustees and mr stokes sincerely thank you for having us here tonight um we wanted to take a brief opportunity to talk to you about holiday with the hero most people are familiar with us being in the community for as long as we have but we're growing and we want to continue to grow and we have some new goals that we wanted to let everybody know about so first off my name is malia gonzalez i'm

018the spokesperson i'm not actually on the board it's recommended that daniel gonzalez is on the board and that we're not doing that together so your board members are daniel gonzalez he works with the carson city sheriff's department um you've got jessica bogan she works at juvenile services you've got kat allison she is a retired photographer and we have just kept her and we're never going to let her go jason dannon he works at the fire department in emergency management and we're missing one board member tonight terry vance she works over at silver state industries so that's our board for holiday with a hero i have some notes so that i tried to stay on track because i know this is a limited amount of time like i said we're growing and growing we started in

0192004 that was the first year that we came together and had an idea myself i worked in reno at the time as a law enforcement officer and i participated in their program and at that time we said let's launch something in carson city in 2005 was the first year that we took kids shopping at that time we've got notes way back when only thanks to kat allison we served 50 students um in 2005. currently we're serving approximately 300 students every year our goal is to spend 100 on each student we've been able to achieve that even last year through the pandemic we were able to achieve that goal it was uh difficult and challenging and we were still able to meet our goal of doing that um like the slideshow said we have served 294

020000 worth of services into the carson city school district we have a couple of fundraisers that we do our holiday crawl is always held on the first saturday of december we've kind of branded that time it follows the tree lighting and it seems to be the kickoff for the holiday season so our crawl is always going to be held on the second or the first saturday in december um it's downtown we sell tickets for that we also have a raffle for that that's what brings in the majority of our fundraising money in addition we have an event called feast with a hero we're able to partner with slot world and bodines and your families can come and eat for the day and the proceeds from the eating of both of those restaurants get turned over

021to holiday with the arrow we make sure that the heroes are there to interact with the children and the families and serve them their actual meals and the rest of the donations come from the community they come from businesses they come from you reaching into your pocket and handed me two dollars and sincerely i've always said if everybody pitches in a dollar we can continue to fund this program and keep it going let me see what else there is here on these notes so some of the growing that we've been able to do the elks lodge partnership this year and they were able to help support buying the shoes in the spring through the mckinney-vento program and the elks lodge supported us in doing that and actually funded that program and i believe that they're

022going to continue to do that the nevada day store they just had a golf tournament and they wanted to partner with us they were able to raise some funds that they turned over to holiday with a hero 800 which was really helpful in addition they were able to have everybody that participated in the golf tournament they brought a pair of socks and we had 1500 socks um be given to peggy and her program over at the mckinney venture program so we were grateful for that and they're going to continue to make that an annual event as well so these are some of the ways in which we keep growing and doing new things i i want to say that the next part will probably be hard i wanted to come before you all prior to

023peggy sweetland's retirement and her announcement of that we were headed for the school board regardless because we were here to recognize her mostly we wanted to let you know about holiday with the hero but we were here to recognize her and then she announced her retirement so i'm so grateful that we were coming here regardless sincerely peggy has been working alongside us faithfully for a very long time we know that whoever isn't responsible for hiring her and replacing her you've got incredibly big shoes to fill we can't do this by ourselves we cannot do this without the school board we cannot do this with all the teachers we cannot do this without mr stokes we cannot do this all the principles we know that what we're asking you to do is a lot we know

024that we turn the children into terrible condition we know that they come back probably unwilling to learn and they have had a fun-filled day and they are probably too excited to get anything done we know that without peggy and jenna working in their office and helping us gather these children fill out permission slips do all the work that they do on their end we can't keep this program going and we know without the community participating with us fundraising with us helping us that we cannot keep this program going so um we can't do it alone there's a very few of us that do it year after year but the whole community supports us in doing that and without peggy's help we would not be successful so if anybody had any questions about holiday the hero

025i want to answer them i want to tell you that we have a website holiday with the hero please go to our website it gives you a fair amount of information about us we have a facebook page if you like our facebook page that will help you follow all of our information and any way that we can continue to get the word out there the most exciting thing that we're going to do is we've partnered with a donor and we've got some money to launch a scholarship and our next goal is to continue to support kids that have participated in this program through a scholarship we're going to make that successful in 2022 our goal would be to serve kids to help them with college anybody who's been in our program and then obviously anybody

026who's interested in doing the work that we do lastly i would leave you with holiday with the hero we started a long time ago we have three primary goals our first goal was to repair the relationship between some of these children and some of their families and law enforcement that's our first goal our second goal is to meet some items of need if there's anything we can get the kids that they actually need that's what we want to achieve and my third goal or not my third goal but definitely my husband's third goal always is that every kid deserves christmas and he believes that and he wants that to happen so when we pull these kids out of the classroom we send them to walmart we spend that hundred dollars we get their items of

027need we buy stuff for fun we then wrap all of their gifts we bag all their stuff we tag it all the fire department loads it onto big giant trucks we get it back to the schools the school counselors help us get it to the kids i mean it's a huge undertaking but it's worth every minute of everything that we do i can tell you on the slideshow almost every single kid on there i can remember i can remember their face i can tell you a story that would bring you to tears i promise you that and it's the favorite day of my year every year and i can say that for the entire board every time that we have the opportunity to participate in this program year after year we love it i've always

028said i'm not sure what the solution is for families that are struggling and i'm not sure how we can support the kids but i am 100 sure that for one day every year we can love them and i believe that and so we're gonna keep doing that okay so without further ado uh we've got some flowers for peggy where is peggy she's going to hide from us i know she is and we have flowers for jenna for her assistant for all of the incredible work that she does i'm going to stay by the microphone we've made a plaque for peggy and we would have done this uh regardless but we are so grateful that we got in here in order to do it before she retired and it says in gratitude to peggy sweetland for

029years of dedication to holiday with the hero and to the children of carson city peggy's done an incredible job and we are so grateful to a partnership with her [Applause] oh my goodness you guys are so sneaky we are sneaky oh my gosh well thanks you guys it has been my honor and pleasure to um do the holiday with the euro program and work with the school district for 25 years peggy's incredible yep yes sir if anyone would like to donate uh and send a check is there an address there is so our website will give you that information but just to give it to you right now our bank account is at bank of the west which is on north carson on the west side of the street our bank account is holiday with

030a hero so anytime donations can be dropped off there if you go directly to our website we have a venmo link so you can actually donate through the venmo link right onto the website that's another way that you can the carson city sheriff's office as well as the carson city fire department you can drop off checks with them anytime make sure that all checks are written to holiday with a hero if your donation needs a letter we're happy to give you a letter we are a 501c so any donations you can use for tax purposes if you need to do that as well okay you can find me i'll give you my phone number my email however you want me to collect your money i will come for it i promise you that well thank

031you and and thank you for what you do for the community i we appreciate it we're so grateful to be able to do it sincerely thank you do we have any other board um questions or anything for the group richard i just want to thank you for your work you do also i think it's very important the kids are a future and some of the kids really need the extra help so thank you but i also like to take the opportunity a board meeting ago we were going to honor the retirees and we weren't able to catch everybody so i'd just like to congratulate peggy for your retirement and to thank you very much for the 25 years that you spent in the dedication that you've shown to the district and i'm sorry that we

032didn't get to do that last board meeting but thank you and thank you guys again appreciate it thank you okay we're going to go back to item six public comment and this is for anything that's not already agendized and within the um authority of this board we're going to do this in person or through virtual participation no action can be taken on on this matter but we do appreciate everybody's comments i know sometimes we we come at things from different directions but we appreciate the input we just asked for people to come up to the table or podium sign in speaking of the microphone identify themselves for the record we do have to hold everybody to three minutes because of the amount of public comment we expect to have and we just asked that everybody

033not simply repeat comments ahead of them you know we're looking for as much information as we can get and with that i do have a list of folks that signed in but i want to let folks know if you didn't sign in and you want to come up and make public comments um you're welcome to so at the end of the list i'll call for any additional public comment and then at the end of that we'll close it and we'll move on so we'll start off now with um karen gonzalez sorry somebody somebody has to be first oh did i don't know i just uh there was no rationale um i'm new to carson city um i've lived here before and what brought me here was um the critical race theory um i'm nicaraguensei and

034one of the things that i pride myself in teaching my children that you know you you're the color of your skin shouldn't be the reason why you either are a victim or that you cannot succeed so i really wanted to that's what really brought me here and also you know i hope that the next school year there's no masks my son has had a really hard time playing sports wearing masks almost fainted several times so i really would like that to go away also i what was the other thing that i added on there um the uh vaccinations um i really you know i i i came from nicaragua and i had to have a ton of vaccines and um i don't i know for a fact that there was one vaccine that i have

035that to this day i i um anytime they do an exam i'm positive for this type for for i think it's like tv or something i don't want this to be to happen to my kids i don't think that mandated max vaccines are um something that should our children should have to be exposed to um i think it's a choice of the parent whether or not they should be vaccinated so i hope that you guys take that into consideration thank you [Applause] thank you karen next we have miles humphreys all right miles humphreys for the record uh that holiday with a hero uh double thumbs up with that uh one of the things that the gal said was uh every kid deserves a christmas and it's just like every kid deserves a quality education and

036i believe if we start introducing stuff that says equity and renaming what it really is and and stuff like that kids aren't going to get a good education what they're going to get is the vision in the classrooms division in the home life and they're also gonna have a hard time with the teachers and their friends and everybody else i mean you specifically said mr stokes that it's not the critical race theory and it's also not uh the 1619 project but it skirts around everything that's involved with all that stuff and the citizens of carson city they've kind of had enough of it and this whole room is full of citizens that have had enough of it and they want their children to be taught they want the reading the writing the arithmetics they don't

037want anything else in the classroom because it's going to create chaos and it's going to slow down the learning in nevada is way way way way way down when it comes to education and if you want to be a part of that and do that and bring equity which is really race the people who are bringing that and supporting that that would make them racist because by definition supporting race and bringing up the word race that makes you a racist so that would qualify each and every one of you that put that curriculum forth to our kids and i think it's totally not okay so the people of carson city there's a lot of rumors out there and what are you gonna do when all these people they know who you are they know where

038you live they know your public record and what are you going to do when they protest outside of your house i don't believe in that woke-ism but the stuff that we're trying to push in the classrooms is part of the woke-ism and people are going to protest against it and it's not good i personally won't be involved in it but there's a lot of rumors out there the people are gonna come outside and protest you guys personally because they don't need it they don't want it and rightfully so so let's do our part as a board and fight it and show the utmost leadership to where we don't bring nonsense into the schools for the children for the teachers for anybody involved in education and i could go oh and one last thing with the

039mask just as quickly as you said put the mask on you could take them off why does it have to be summer school that what they're they're going to be punished the summer school kids by wearing a mask so three minutes that's all i have it's just it's frustrating on behalf of the houston city citizen and the people have had enough thank you [Applause] thank you miles next we have heather coach sorry if i mispronounced your name that's fine it's co [Music] um oh i have a son in high school i have two grandkids they're going to be starting school for the first time this fall they will be ripped out and i will be protesting whatever it takes if there is need of this critical race or how you want to dress it up

040but my biggest concern is that you close the schools okay and you cost these kids a year of their education and my son did not do well he was in solutions he was doing amazing and you took that away from him even though robert redfield of the cdc said that school should have never been closed at all these kids aren't spreading this at all there's no reason to mask these kids up when they're not wearing them when they're not at school so what's the it they do not do the job there's proof of that and the other thing is i will not be vaccinating my children and my grandchildren will never be vaccinated okay for one thing children don't get this and it's very rare when they do so why in the world would you

041inject something that no one not even a year has gone by to see what kind of side effects there could be so why would you impose this on any child because you should you would be responsible for them dying or any any side effects or anything that went wrong if this is the case there is not an excuse in the world to vaccinate children and you do not know what can happen years down the road and the other thing is i agree with everything the last person said i'm not kidding this is the most racist thing and like i said i don't care what words you use to dress it up it is evil and it is what hitler did so that would make every one of you complicit in being the most horrifying divisive

042racist ever my children don't see color and we have a lot of it in our family and i will not have anyone tell my children that that's how they should be judged thank you [Applause] mrs coe for the record the school district is not asking anybody to be vaccinated there's nothing that has ever been published or stated by any of our officials that says we're demanding or requiring vaccinations they want to vaccinate everyone and i just think it is horrific since it's not even been a year for anyone whether it's an adult or a child i understand but the school district is not requiring that make sure there are never okay we're going to move on to the next public comment thank you for your comment next is is it jenny cole hi thank you

043very much for the opportunity to speak tonight my name is jenny cole and i do have two daughters in the carson city school district i've been healthcare for 28 years and for the last 11 i've been a pediatric neurology nurse practitioner and i am commenting tonight on vaccine exemptions and we are all here for the children i am really thankful that nevada is a state that allows for religious and medical exemptions for vaccines in our nrs language i'm very grateful for that and so it is my desire tonight to strongly support you all not just the children but to support you as policy makers and upholders of that to continue to protect the legal rights of families who will seek those medical exemptions in over a decade of clinical practice i've care for hundreds of

044infants children and teens with a variety of neurologic conditions and i've come to see the vaccines sometimes aren't benign and they truly are not a one-size-fits-all type of medical intervention vaccines can and sometimes do have negative effects on the developing neurologic system in my practice we have vaccine discussions all the time because we take care of little ones so based on a child's neurologic condition whether they're stable or unstable we often do recommend delaying vaccinations for important reasons sometimes it's just a matter of spreading out the time frame giving fewer all at once or some children truly need to avoid certain vaccinations we know some are more irritating to the neurologic system we also know that if they get a lot of them in a short period of time that can be very overwhelming to

045the system i do just want to say that i truly am not anti-vaxx i've had raised three children they've all received their school vaccinations i myself have had a lot of extra vaccinations over the years just based on what i do but i do i'm here to say that vaccine administration does require very careful consideration because they're not without risk of harm or injury for example even my well-controlled epileptic patients often have breakthrough seizures when they receive immunizations just in the last few weeks i've had several families call to report that they're very well controlled teenagers have had breakthrough seizures when they got covered 19 injections and when children are very young if their seizures are not yet diagnosed or well controlled that often can result in uncontrolled seizures and effects on the their developing

046neurologic system sadly i have a few families who have children who suffered permanent neurologic injury and harm and their children were developing completely normally until they received their 18 months or their three or four-year-old vaccines um i know there's also controversy regarding autism and vaccinations and it's been hard for me to dismiss that when so many families sit before me i'm sorry jenny we are at three minutes oh okay if you have any additional comments and echoes for anybody if you feel like you needed to get more information across you can submit that to the school board and we'll make sure it gets put into the record thanks so much for the supporting the families and children of carson city thank you very much laurel if if you wouldn't mind i i hate surprising people

047that you know that your three minutes are up if you can give them like a kind of one minute left if you don't mind you can actually put the timer up so they can see it that'd be great uh next we have is it barb mathers bart mathers yes you got that right for the record um first i would like to know if any of you watched the video that i submitted at the previous school board meeting raise of hands by lee dundas you've watched the video that i submitted awesome are you still pro forcing masks on children after watching that it brought up some good questions but at this point and i'm i've been wavering for a while so i'm i'm on the we're just waiting for we had a lot of state and

048city directives for anybody who hasn't watched the video that i submitted it says it's a video that lee dundas shared and she shared two stories of children who had masks on while they were performing sports one of them died and was really was brought back and the other one passed out while she was crossing the finish line masks should not be worn while performing sports um i also want to know if masks are going to be enforced next year you just said they're going to be through the end of this summer school are you going to enforce them for the 2022 school year we're hoping that all of the activities from the schools can return to normal as much as they can we also know that families have the right if they want to wear

049masks as do staff have the right to wear masks but we'll be discussing that topic in the next several board meetings we are required to submit a plan to the state of nevada for a reopening plan which we intend to use many of the uh benefits that we learned this year from uh our building operations from sanitizing to exchanging air okay i'm just going to cut you off because i only have a minute left long answer sorry you ask me i'm sorry but i only have a minute left i really wanted to read a quote from president cassiopa this was in regards to our previous school board meeting he said yesterday's school board meeting public comment session comprised of some thoughtful input and some unintelligible rants it was clear that misinformation is abundant yesterday was

050a great example of the value of an education and the need for common sense he was referring to the parents who made comments last time i'm not unintelligent i'd like to know i have a college education and a lot of the other people behind me also have a lot of education we're not idiots masks are not good they shouldn't be worn on children while they're all day that's ridiculous i pulled my third grader out of school because i didn't want him to wear a mask i had to homeschool him while i flipped furniture you can see i'm covered in paint working full time and homeschooling is impossible and i really don't want to have to do it again this next year but if you're going to force masks i don't have a choice he's like

051me he overheats and he passes out when he doesn't get enough oxygen crazy idea right needing oxygen um so that's three minutes yeah he went he went over a little bit so i'm just going to take 30 seconds oh we got three minutes what's that or we have three minutes yeah we had three minutes but we spent some time with mr steve yeah sure so i just wanted to one question why did you cause further division there's already plenty of division in this topic i really don't understand why you did that i really don't want masks i really want my child to be able to go to school and i don't appreciate that kind of mentality calling us out that we're basically stupid when we actually know what we're talking about and i don't want

052to have masks in the school room if people want to wear masks that's totally up to them but forcing it is totally wrong that's time president cassiopo we have some young public speakers if we could just move them up now so that they don't have to wait much longer i don't know if they're the next in line but um it's getting late oh that's fine with me do we have uh miners that wish to speak come up and and just a reminder if you don't if you don't mind would you just let us know who you are and then we're just give us your name and then we're happy to hear from you my name is ashley stewart yeah a little bit and then you push the micro the button and speak into the microphone

053sorry can we get the microphone closer to her and it should be green at the bottom you can just talk you don't have to hold it okay you don't have to hold it yeah okay talk into it say hello hello okay there you go [Music] hello the vaccine has a material named mrna which alters dna lung tissue from a fetus and so much more such as mercury and some sort of magnetic materials some people have been able to keep a magnet on the arm that got injected with the vaccine and not the other arm the number of coveted vaccine injuries surpasses to make covet vaccine fifty thousand i have gathered this information from the cdc website so we know it is true and to stray away from scientific facts some of my friends at school

054have terrible asthma attacks the mass only make it worse i have a beautiful sister she will be going to school in a couple of years she already hates the masks and to force it on her and and many other children may result in injuries to the lungs plus the vaccine is still a test and to force it on anyone is wrong i got covered in april so i still have natural antibodies yes some people may perish but if you keep your immune system strong you will get over it everyone please save this next generation don't disgrace us for the color of our skin nor who descendants we are we don't get to choose our parents or the color of our skin we are who we are so don't shame us for it let us make

055our own choice let us have freedom ashley thank you very much do we have any other miners that wish to come up for public comment please come up to the table hi my name is jessica gonzalez and i'm actually new here i just moved i'm daughter of karen gonzalez um i'm gonna be going to this new school and you know having this whole race thing that would have been going on you know i think about the other kids a lot so it's like having friends or have different skin colors and then having to say that they're the oppressor or they're the oppressed that that doesn't that doesn't feel good for any of us so i wanted you to get like a my age kind of point of view to where we'd have to go against

056our friends we'd have to go against our teachers we'd have to go against some of our family members so you don't understand how painful that would be for some of us so i'd like you to take that into consideration and also the masks it's it's really frustrating too and not being able to go to school and then having to go to school or be forced to take a vaccine or next year if you do have to enforce mass and then having seeing these kids who got the vaccine but then having suffering from the vaccine or having suffering from mass we have to choose which way we go and suffer we shouldn't have to suffer we should go to we should be able to go to school and learn and make friends and how our teenage

057years be the best time of our lives this is not the best time of our lives right now when i was in california when i was going to school there i my grades dropped from a's and b's to f's because i couldn't go to school and ask for extra help i lost almost all my friends so having to wear masks or vaccines or having to be pulled out of school because we can't make a decision that's not fair so take that into consideration because none of us should suffer for it and we should all be able to graduate the same way not based on our skin color or health conditions so please take that into consideration thank you [Applause] thank you jessica any other students or minors they should say that wish to comment seeing

058none thank you we're uh let's see oh ashley you were on here anyway so thank you uh karen stevens good evening board members thank you for the opportunity to speak before i get mad at you about the mask issue i do want to say how grateful that i am for peggy and all the work that she did with holiday with the hero we were partners in crime for many years and she was the first one that started that program and so she is the hero in my opinion anyway i wanted to talk about how it's a myth that masks prevent viruses from spreading mass offer next to no protection against virus-sized particles children are not drivers or spreaders of the coveted contagion the cdc shows the k-12 mortality rate is point zero zero zero three

059that's literally zero as children have the lowest death rate the cost benefit of requiring the wearing of a face covering is impossible to justify there are 104 children aged 0-17 who have died from coven 19 and 287 from covid and influenza out of the 72 million children america's frontline doctors do not condone offering something to children that they do not need and an unknown percentage will suffer from given the fact that the children are not ill and have done nothing wrong that would warrant the infringement of their constitutional rights and bodily autonomy promoting use of a non-fda approved emergency use mask is unwarranted i've talked to the department of education where i used to work and the governor's office today i was told that they do not require school children to wear mass tell me

060mr stokes why are you i think it's ridiculous to force these children to go to summer school and wear masks they're in summer school because they need help and it's probably because they've been wearing a mask all freaking year we have inalienable rights as human beings these rights are not transferable or capable of being taken away or nullified we have universal natural rights that we must uphold these rights include freedom of movement breathing fresh air without the interference of any type of mask and the right to reject the coven 19 inoculation and i call it that because it's not a vaccine because if it was a vaccine you couldn't get covered right that's what a vaccine is about so that's what i have to say about that thank you [Applause] thank you karen next we

061have mary perkins good evening thanks for hearing us but it is your job after all we the people consistently make the gross mistake of believing that those who hold positions such as yours are the higher ups as if you are more qualified or more educated or smarter than the rest of us and i am going to work hard to obliterate this perception and just to add mr cassiopo's comments and making fun of us speaking speaks to that elitism as i looked at each of you coming in here wearing those ridiculous masks then taking them off at some part of it then you're sitting in these silly little cubicles and yet you passed around microphones i don't get it that would be a super spreader to me so it's all just smoke and mirrors and ridiculousness

062i i also think it's worse that you're mandating children to wear them i wonder who among you really believe in this okay so for those of you who really do i respect your decision whatever it's your choice wear them the rest of your lives after all if you believe the false narrative that they protect you then it doesn't matter what others do right but those of you who have bent the knee to be self-serving soldiers instead of doing what is right by our children and not speaking up that is despicable throughout history people didn't have the courage to speak up out against these abuses of power which resulted in circumstances that included and are not limited to stalinist russia the current chinese communist rule and the holocaust many who didn't have this courage became complicit

063participants this mandate is a crime against humanity it is unconstitutional no one ever talks about the united states constitution and it is unenforceable frankly people need to just stop doing it there's no one to enforce it and it must stop this was no better illustrated than at the carson high school graduation last saturday if you attended you saw for yourself what 99 of we the people thought of your mask rule finally you should remember you serve on this board at the pleasure of the voters and some of us we the people are awake and coming for your jobs thank you and good luck [Applause] thank you mary next we have lisa harris sure he's still three first thing i'd like to say is wikipedia is um editable so that's not a legitimate source that was

064the first thing i learned in college i can't tell if the microphone's on i apologize it says green i don't know but did you hear me okay okay i'm robert harris my wife lisa harris has allowed me to use her time tonight so thank you for allowing me your time i wanted to say thank you to community members who care enough about their community to actually show up to a school board meeting over the last two meetings we have seen parents who homeschool their children community members from adjacent counties and everyone else who cares enough about their community to speak up if they see our children being taught on american ideology it takes a lot of courage to get up and speak publicly after reading the newspaper coverage after the may 27th board meeting i

065want to make it clear that i have no misunderstanding of the word equity based on anything from christopher ruffo i found a clear definition of equity on the greatschools.org website most parents will never attend a school board meeting and i was one of these parents until a trigger word lit a fuse under me that trigger word is equity mr stokes can you please respond with a verbal yes or no to the next question out of respect for any visually impaired who are following along i was unable to locate an equity statement on the school district website perhaps it's user error does the district currently have an equity statement we do not but we are working to build one sooner the better who are the board of trustees i cannot find them either on the website

066we have a tab for board members i must have missed board of trustees though is it under staff it's under board of trustees board of trustees is plain okay so i assume the school district had parents and students best interests in mind however upon looking at our school district equity rating on greatschools.org i see that the district is under pressure from teachers unions and organizations like greatschools.org to increase every school's equity rating i am also guessing you are getting money to incentivize a higher equity score amid the entire district according to greatschools.org every school has an equity rating the equity rating is designed to measure how well a school serves the academic development of disadvantaged student groups the rating includes data on how disadvantaged students are performing based on student progress or academic progress college

067readiness and state proficiency tests in comparison to the outcomes for all students in the state greatschools.org also measures performance gaps between disadvantaged students and non-disadvantaged students in a school what's the difference between advantaged children and disadvantaged children you ask greatschools.org defines disadvantaged students as students from racial ethnic and or social economic groups that show persistent gaps across all schools and outcomes within the state this allows greatschools.org to understand how well the school is educating disadvantaged students groups compared to all students and how these students are performing compared to non-disadvantaged students in each school and that's directly from their website equity offers a box for you to be categorized in instead of giving each child a fair shot at equal education each child should already be provided additional resources if they need them this is how

068you unlock unlimited potential in children i think we can all agree children learn differently the most three the three most common types of learning styles are visual hands-on and auditory learners it doesn't matter what your race ethnicity or socio-economic group you are from you need to cater to the child's learning style needs good teachers already know this i think we need to train the teachers education should be tailored for every child already the best thing a child can have is hope and the worst is a label labeling someone or disproportionately allocating resources based on race will create an equal and opposite reaction the newly created disadvantage group will hold a grudge forever so we are substituting one group for another group by creating divisive divisiveness in the community children do not think of their friends

069by their race grown-ups are teaching them to be racist by labeling as you all might have heard washoe county school district released a survey in which 83 of the respondents opposed social justice curriculum judging by this response of those surveyed i don't think our community is going to be welcoming your hiring of the new director of equity in curriculum and education the board has not been honest with us as you have not told parents about this new director of equity of curriculum and instruction nor about the proposed changes to the prior strategic plan you owe the parents and community transparency on the education of children and future citizens of our community words matter when you all took the pledge of allegiance at the start of this meeting you all stated you pledge allegiance to our

070republic for which it stands our republic stands for the constitution of the united states in the constitution you find the 14th amendment the 14th amendment has an equal protection clause for a reason and the phrase equity is one of those reasons we need protection from discrimination equity is discrimination and all children matter equity is not the same as equality just because the government gives you money doesn't make the program legal or morally correct i hope in your hearts tonight you all understand that discrimination against anyone for something they have no control over is morally wrong reject hate even if the government gives you money to spread it to the next generation my guess is nothing will change with this board based on tonight however a positive out of tonight is you board members no longer

071have plausible deniability of what equity actually is defined as in educational conversations i submit my comments into public record of this meeting by handing my write-up to the secretary thank you mr june 8th [Applause] argument thank you robert thank you lisa you were both on here if you want to speak as well or are you good six minutes okay next we have uh bepsy strasberg slash richard nagel mr president mr president board of trustees and superintendent stokes thank you for the opportunity to speak tonight my name is bepsis strasberg for the record and this is richard magel who has graciously given me his three minutes to make these comments i really appreciate superintendent stoke's comments at the beginning of the meeting however i was concerned looking at the title of the conference picture as well

072as the wikipedia definitions words matter and so if you are constructing a definition or a statement of equity for the school district please keep that in mind and please do take public comment for that definition i wrote to you on may 26th and i really appreciate your reply what i understood from your reply that the director of equity and curriculum and instruction was in development prior to the objections from the community about the word equity i wonder if the board had anticipated that reaction to the word equity given the events around us while that position was in development the second point i got from your letter or email that the school district needs and uses federal funds which is how this position was created initially my question is was it a specific federal fund or

073a general generic federal fund the reason i ask that question is not all federal funds are favorable to us a recent example is the excess unemployment dollars approved by the federal government anyone making 15 an hour or lower can make a trade-off between unemployment income and the prorated annual salary of 31 200. with this trade-off people chose to stay at home if the unemployment income is higher this is the guaranteed outcome we have seen a labor shortage in our community as people made this decision and it's killing our small businesses perth and nevada and the u.s constitution the state and this board can and should refuse federal funds which are deter detrimental to its residents we in the community have delegated the responsibility of good governance to this body which requires judicious use of funds

074which will bring no harm to any student i reject the use of federal funds which is contrary to this objective and so should this board and superintendent stokes if federal funds are conditional on implementing any critical race theory texts or surveys which i've seen on tv many times related to the topic there should be a public hearing to discuss that prior to the adoption of those funds i request the board to do this irrespective of whether the federal funding which was originally contemplated for the director position superintendent stokes have stated that there was a vacant director-level position in the educational services department which was ultimately used to fill this position that is really great news the reason i say that that means no generic or specific federal funds were used for this position and so

075so no federal expectations need to be met as such i think the board should immediately vote that this director position be retitled as the director of curriculum and instruction development no equity in the title this will ensure that there is community support for this director position and the important work that this director will need to do to raise our state ranking from his 48th position nationally closer to the best practices of the top 10 states one last point i wrote a i gave specific feedback on the strategic plan goal number two curriculum that matters at the last board meeting i'm told that the next meeting on this topic is on september 22nd how can we get ready in the interim between now and september 22nd we are ready to meet with mrs macy anytime thank

076you for your time today and we look forward to our next meeting [Applause] thank you bepsi thank you richard next we have brian kerland yes i didn't have prepared remarks sorry we can't we can't publicly hear you unless you come up to the microphone so it can be recorded thank you just wait just make sure the green light i can't see that far make sure the green light at the bottom can you hear me okay i didn't have prepared remarks i did come to the meeting because of uh what i assumed was going to be on the agenda about critical race theory and the 1619 project being included in the curriculum i was very happy to hear from mr stokes that at this point in time it's not on the agenda it's not a you

077know things can change but as of right now it's not expected to to um to become such the only thing i was going to add to that is that a little history on critical race theory for those who don't know and i know many in this room do know but critical race theory comes from critical theory and critical theory comes from frankfurt school cultural marxism and frankfurt school cultural marxism came about uh some 75 or 80 years ago when german intellectuals at the gotis school came to this country after realizing that in prosperous western countries the populations weren't going to rise up against the the the rulers and overturn the systems of government they had it too good um so they came up with frankfurt school with uh with critical theory and critical theory basically

078exists to sort of turn every standard every aspect of western civilization on its head uh it's there's nothing really critical about it um it's it's evil its intent is evil its intent is to destroy the nations in which it it's adopted a part to tear them apart from within and i i just hope that you know with that in mind that the school board at no point in time does go forward with the idea of allowing the very unscholarly and inherently racist and just simply incorrect tenants of the 1619 project to be to be implemented into the curriculum they have no place in in carson city they have no place in america and with that said i want to yield my remaining time to my son maury harland who is a uh just graduated ninth

079grade at carson high and he has a few remarks he'd like to make if that's all right with the [Applause] board uh good evening ladies and gentlemen of the board and ladies and gentlemen of the audience concerned parents and students um my name is mori i am an honor student at carson high school and i just have a few things i'd like to say beginning with i'd like to congratulate our local law enforcement and fire department on their holiday with the hero program i think that's a great thing that they do benefiting everyone in the community so kudos to them secondly i would just like to address the equity slash critical race theory that has been put forward slash suggested by various officials local officials um personally and it's i mean it's fact it's destructive

080i think instead of assigning various arbitrary victim groups to people based on how they look i think we should let them forge their own path to success i think we should leave them as just people we're all people i think we should be colorblind and i think we should leave them to decide how they want to live their life without any outside influence by not assigning them a victim group i think it's pointless it doesn't seem to work because everywhere that policies like this are installed it seems to breed um division and anger secondly i think regarding masks they there have been many instances where i have struggled to breathe lack of oxygen um it's very difficult to breathe when you're doing exercise in pe with a mask on it's actually kind of impossible and

081i just like to make sure that i can breathe and i think everyone else would too um i think they haven't proven effective and as far as vaccines it's a personal health decision that i think all officials and local staff should stay out of i don't think it should be required and i don't think there should be any consequences like wearing a mask for unvaccinated people because i feel like that's a form of discrimination thank you for hearing my remarks thank you [Applause] thank you maury next we have captain jack martinez my name is captain jack martinez i'm retired from the united states navy as a senior officer same as a full bird colonel and i'm here to tell you that the covet vaccine is an experiment and it's not a vaccine it's a gene

082therapy and what we need to know is right now as of last week 5165 deaths will be reported of this experiment for the age group of 12 to 17 we've had four deaths in one week your chances of getting coveted in that age group is like getting hit with lightning it's not going to happen but yet we've had four deaths across the country we've also had four thousand seven hundred forty adverse responses to this experiment we've had forty reports of heart inflammation 40 children from 12 to 17 have this heart problem that they never would have except for the experimental injection and i'm here to tell you in the navy we train in nuclear biological and chemical warfare and we just learned last week that the spike protein that the mrna is coded to generate

083in your body is deemed toxic the spike protein is the enemy and they're putting in your body and you put it in your children's body and i'm here to tell you that this is what we would do if we wanted to take out our enemy we would find a way in which to get them to willingly inject themselves with a spike protein event and you need to understand you must not allow this to any of our children in fact don't allow it for any of our population the truth is this is an experiment we don't know what's going to happen we do know the spike protein has an ade result meaning that antibody dependent enhancement will occur when you're introduced to an infection a live virus we have the flu season coming up this fall

084that's a live virus and if you are infected and you have this particular spike protein which you generate billions in your body by taking the experimental injection you may find yours yourself in a lot of trouble we we game this stuff at the same pack fleet which is now compact fleet we game this my wife was a naval prepared to lay out an officer for the whole state of hawaii and we game this and what we're here to tell you is that this looks so much like one of our games do not allow your students do they allow your children captain martinez for three minutes already injected with this deadly poison thank [Applause] you thank you those are all the submitted requests to speak i have does anybody else is there anybody else out there

085that would like to come forward and speak good evening everyone i just want to um uh talk about oh my name is joy trueschinsky hi joe hi joy um my comments are like i commented um last time at at uh one of these meetings that children have a natural immunity to coven 19 they do not need to wear masks on september 25th 2020 cdc issued the survival rates for people contracting the covet 19 virus from ages 0 to 19 as 99.987 percent which means children are immune from cova 19 and do not need to be vaccinated according to the cdc there is no evidence to date that children spread covet 19. the covet 19 vaccines and i put that in quotes are experimental they are not approved by the fda the long long-term effects of

086this uh of these vaccines are unknown thousands have died after getting the coven 19 vaccines known harmful effects of these so-called vaccines are heart damage and blood clots there is cures hydroxychloroquine with zinc and ivermectin um have been known to miraculously cure seriously ill covet 19 patients it has been discovered that those who have serious coven 19 infections were deficient extremely deficient in vitamin d so it is important for our children to get you know vitamin d be out in the sunshine wear no masks and take your vitamins and eat proper uh healthy foods i am concerned that uh parents are uh also getting the vaccine uh the so-called vaccines which can do harm and again we do not know the long-term effects of these so-called vaccines so please research and i suggest you go

087to america's front line doctors for the truth about covet 19 the cures mass side effects of covet 19 vaccines thank you very much [Applause] thank you joy yes sir real quick this is on yes my name is jason tingle i have uh four kids in the school district um i'm going out on a limb here i hope my research is correct or i'm gonna be lynched with everyone else here that's on the other side of this so i'm gonna go on a limb here parents i need you to read between the lines you you have to hear this read between the lines okay i've been an outspoken critic on the critical race theory and a possible introduction of it into the carson city school district i'm here today to share my findings there's no doubt

088that the word equity in the usage of it was bad timing and reference to what a lot of us have seen across the country and just like the others who have had concerns on this equity plan i was just as pissed off but after doing my own in-depth research into the situation i finally found some answers in reference to the gem i was talking earlier there is something online you can actually research the the board of trustees and all of this what i'm talking about is online you can actually research it down to the wire where we get our money from it's all it's all out there for you to see i'm hesitant to put these answers out in the open as is a heated topic it is not uncommon for folks to take things

089out of context and i sympathize with that i truly do but i'm going to give it my best shot let me put it this way our school board is bound by these rules and they have people to answer to just like we do at our jobs one of them is our budget for the school district and this includes grants etc fortunately and unfortunately we rely on these federal grants to help our schools out and that has been the case for a long time there's nothing wrong with that but with reliance also comes some sort of compliance if the man or uncle sam says we have to do something in order to get a specific amount of funding well our backs are to the walls on that if somebody else has any other better plans on

090getting the money right now immediately then i'm all ears now keep in mind i'm not okay with some of the stuff that's going on but we need to hear this you would be happy to know that i've yet to see anything in the curriculum that shows that we are actually going to take a hardcore approach to critical race theory but what we have to do is show that we are a diverse community which we all know we already are and mr stokes wasn't full of it when he said the word equity was a term that was related to all students this includes access for russian speaking students to get the resources that they need to learn the english language or a student who can't afford supplies is able to get them so if there's a

091reason that we have to use this dreaded word equity which i hate then so be it now everyone should keep in mind like i've said it over and over again i've been very outspoken on this when it came to it i think it's poisonous to all students from all backgrounds i think is also poisonous to adults but nobody should be ejected to feel that way if my research is correct then we won't be seeing any theory of that nature being taught in this in the carson city school district i'm going to stop there when it comes to my research i have and anyone that is interested can simply just ask me i will go over with them in depth and it's not what you think it is i promise you that if anyone once again

092has any better ideas on where we can obtain this funding that is tied to the federal government than i'm all ears but until our kids come home and show us something different or tell us something different then we should keep our faith in the school district and let them do what they were sent here to do if you have gotcha additional comments you can submit them again for the record fair enough thank you any additional public comment yes ma'am is this on hello okay yeah twerking hello my name is eva cole i am one of the daughters of jenny cole that was speaking about nurse practitioners um i do not have anything prepared i was not planning on actually speaking but everyone in this room that has talked has actually inspired me and i'm like

093just so touched by everything that they said and i'm such an agreement with taking off the masks and everything like i actually have asthma and breathing is already hard for me and i love sports i love to do everything and it's almost like everyone around me just got asthma because they're having to wear the masks too it's just so hard for everyone to like run and like just enjoy life if you're basically having to wear a face that's not yours and it's so hard to hear people and people mis underst misunderstand people especially with wearing masks because you can't hear half the things they say and um i was actually very glad that whenever we were able to go hybrid um but half the people i knew and half the friends uh they all went

094on full online or on the days that i weren't so i was i had to make i have to make other friends other days and i only saw them about half the time and it's really hard to make friends when you're only seeing half their face and people are going to judge people either way no matter what and i just hope that everybody gets something out of this today and i just want things to get better thank you ava alice lloyd i've been in carson for three and a half years i've raised five children i have 11 grandchildren 11 great-grandchildren and i i just want you to really think about what you do because are you in an agenda or are you serving your constituents thank you [Applause] okay any additional public comment here in

095person yes sir my name is adam bland i wasn't uh initially planning to speak but i thought a few things were worth saying um i think there was many uh all the topics essentially tonight were worth discussing uh my focus uh is on the critical race theory as far as what i want to address um i just want to discuss how it emphasizes distinction and differences based on race and ethnicity that's what it is and this by definition is racial prejudice i've been taught my entire life that that is wrong and i agree that racial prejudice is wrong um it is wrong evil and it is the intention of the critical race theory creators i don't care what alternate name is used to bring this harmful division into our schools but i say that the

096board must work and vote to protect against allowing such practices um i appreciate that uh the comment was made uh that uh so far that curriculum is not currently allowed and there was something about all curriculum has to be approved i'm curious as far as what's the accountability if my children who have three children in the carson school district if my children come home and you know we frequently discuss what's taught uh and and they're they're using uh words and ideas that are part of that uh what what happens uh what what redress do we have as parents when something is taught that is not approved um and then i just want to say that uh my solution for this or what i am going to continue to work on right now is that i'll

097be praying that we will all be teaching our children to love each and every one of us as image bearers of god regardless of any other factor so thank you thank you adam any additional public comment seeing none do we have any on your end renee yes mr cassiopo i had one that was received via email as well it was also sent to mr stokes and the board this is from dr hans messin who's the proud father of a five-year-old boy who will be attending kindergarten in the fall they're very excited for him to take this momentous step and are looking forward to having him in the carson city school district unfortunately our excitement is seriously shrouded by the prospect of him having to wear a mask to school i understand that the mask requirements

098initially came from a lack of understanding about what this virus was and how to combat the spread unfortunately by now many scientific studies from around the world have conclusively proven that masks do not work in slowing the spread of the virus and are proving to be a physical and emotional health burden on children furthermore it has also been shown that children not only have an extremely low chance of ever getting infected largely owing to the fact that they have two to three times the amount of natural killer cells our body's primary viral defense mechanism compared to adults and it has been shown that children are not likely to be vectors of the disease several studies have actually shown that teachers in classroom settings are less likely to catch the virus than teachers that are not

099surrounded by children throughout the day children act practically as a protective herd for any adult in light of these facts and acknowledging that mass caused grave psychological harm especially to young children i would strongly suggest an implore that you lift the mask mandate for the 21-22 school year thank you [Applause] thank you renee any additional comments no mr cassiopo that's all okay well i'm at this point going to close public comment but i thank everybody for their comment we do take it seriously i take it serious and i thank everybody for attending we're now going to move on to item eight informational update and discussion on real property located at 1600 snyder avenue carson city nevada this is for discussion only superintendent stokes excuse me sir thank you okay yes mr president members of the

100board uh thank you for this opportunity to address you like to begin this discussion which has to do with a revisiting of the feasibility to consider 1600 snyder avenue as a possible purchase and asset to the school district going back to probably may of 2019 there was interest shown by administration and the board to look at this property as a potential site for a school or at the very least as an asset for the school district as you know it's a 10-acre [Music] uh piece of ground that is located on the southern part of town it is made up of two large buildings and two smaller frame buildings we've had the structure and the site visited and examined by a number of construction experts manhard construction a local engineering firm has identified the two largest

101buildings as being in excellent condition and the frame or classroom buildings as being in good to excellent condition the property has had an appraisal accomplished and that was done on october 22nd 2019 and the property was valued at approximately 4.1 million dollars on the property there was both a phase one and a phase two environmental study which showed no significant environmental concerns the property was originally owned by the blm and it came from an official land patent which had a stipulation that requires that the property remain either as a church or a school and if an owner were to change it for some other use that fair market value would need to be paid to the blm by the purchaser in may of 2020 the board voted to table further discussion and actions on the

102property and just recently it was suggested that we bring the topic of snyder avenue back to the board for discussion i have a lot of information here regarding the property and along with uh many of you who have visited the property along with staff members that are here tonight can certainly help to answer questions if you have any regarding the property so this is an opportunity tonight to speak candidly about the considerations just for your information land values and property in the community are skyrocketing and um in comparison the property at 1600 schneider avenue has about 43 000 square feet of buildings and we are just getting ready to break ground and go to work on the addition at eagle valley middle school which is set to build about 20 000 square feet of new

103classroom space at a price tag of about 14 million dollars so you can see there's a significant difference between building new versus remodeling a a potential property so with that mr president i turn the time back over to you and the trustees to talk about this and to provide either further direction or to ask for more information be brought back at another time for more information i did mention the appraisal that was done i did speak with mr john euhart who was the commercial realtor that we worked with before the property is still available it is unknown at this time whether or not a new appraisal would be required or at least an appraisal uh review and reconsideration just given the changes that have occurred in our local real estate market thank you richard i

104just want to remind everybody this is for discussion only we're not going to be making any decisions on this tonight um but at that point at this point i'll open it up to the board and maybe i'll just preface things by saying this is an important topic for us to discuss and potentially consider there's like most items there's pros and cons to everything last time we and we spent a series of meetings speaking about this we discussed timing along with expense and investigative outcomes and things like that and so with that i'm just going to go ahead and open it up to the board for discussion on again like superintendent stoke says any thoughts questions or concerns you might have so that um we can discuss discuss some of those now or direct superintendents stokes

105and his staff to get back to us with some uh answers so if anyone would like to lead us off i'm open i see richards got his hand on the trigger go ahead richard lead us off all right um in the past i've been hesitant about this piece of property the purchase of it several reasons we haven't really established what we're going to use it for number one and i'm also concerned about the estimate of the cost to re-uh i guess re-convert it to a school and what's that's going to cost i think some of the buildings there may not be usable for a long-term school so they may have to be possibly torn down and rebuilt and if we're spending 14 million dollars on the eagle valley property what is it really going to

106cost to build a school there and then where are we going to get the money with our budget shortfalls that we're going to be facing the next few years see and then if we did go ahead and find the money some way to redo it into a reusable school my other concern would be with the budgetary concerns how are we going to staff it and pay for all the staff that we're going to need to have a functioning school there so those are some of my concerns that i've had all along and i just wanted to repeat those okay thank you richard um laurel go ahead i'll go i i understand your concerns and i i understand the concerns of of we don't know what it will be at this time um some of the

107reasons that i would like to pursue this further is because the large building that is on the that one of the large buildings is in excellent condition and could be used by our district almost immediately for all of our performing arts groups for concerts for um events that all of the schools participate in um i even thought it could be used for prom rather than the high school gym which they spend over a week closing the gym to the students to decorate that for prom it's something that would be able to be used so even if we didn't put a school on it for five ten years it's it's an asset that we could use for to benefit the entire district and with an appraisal of 4.1 million dollars the size of that building which

108i can't remember the square footage of that large building that is in excellent condition there's no way we could build it for 4 million and get 10 acres to give us the future opportunity to build a school site there if if we need it maybe it's not an elementary school and that was when when it was reviewed by the committee they had a community committee that looked into the property and that was at that time which has now been a year and a half for almost two years the recommendation was in elementary school we may see that we don't have the growth in elementary school but somewhere down the road we're going to have growth 10 acres of property in carson city are not readily available for us and at that at the purchase price

109i i see it as a long-term investment but with the added benefit of having a very nice building that could be used um for the entire district at this time thank you laurel anybody else stacy did you okay i agree with laurel i would uh i would be open to uh to re we looking at uh actually purchasing that property um for the future of the district i i think the the biggest issue is there's just not property available and i think this board has a obligation to think about the future we may all be off of the board by the time it's used as a school but at least it'll be something that will be there uh so i'm open to it i guess i i do share a concern about the upkeep and

110any um actually the general fund i guess as far as any costs related to the general fund but certainly i think uh the four million is affordable uh right now lupe i'm sorry we passed you up so that's okay it wasn't intentional so no i know it wasn't um so one one thing that i that i want to point out is with the pandemic changing um the way that we are offering education to our children um many of them are going online now and um my my thought is will we really have the need to have a physical facility to be able to utilize it i mean i see that many families are choosing online for their children so what we really have the need for this building thank you stacy i have a question

111for aj we've had this on our capital projects in our budget if we took it off would we still have to bond early for eagle valley would our bonding schedule stay the same would it lessen kind of give me a for an instant sure thank you um thank you trustee wilkie a.g feeling for the record um so regardless of any decision on snyder we certainly will need to bond again to cover the balance of the costs for eagle valley as those costs have escalated we're simply going to need the funding um actually next at the next board meeting our our bond advisor marty johnson will be here to talk a little bit through that um and so i mean this this discussion is kind of you know timed well for for him being here but

112again regardless of of what you decide or what we talk about this evening there there's definitely going to have to be a bond it's we're probably looking at um price six need about an additional little over six million dollars um to to do the balance of the eagle valley project we have capacity up to about 11.9 at this point so it's um based on the price that we historically talked about it's it's doable so if we didn't didn't take the f if we didn't spend the money then we would still bond for the 11 million or would that make it we would bond we could bond for 16. i should probably wait for well no that's a good question so the i mean the choice is we could simply bond for the eagle valley project

113um you could bond for the the total expected amount if you would do both and if the board chose not to go through with the snyder purchase those funds could be reassigned to other projects we still we need to get through our uh we're in line to do our facilities master planning process again to put some of those projects on the radar but there are plenty of maintenance projects around the district that we could use those funds for um but the the key is that the when you when you bond you want the average life of the projects you are bonding for um to exceed how many years you're paying on that bond so basically if you're paying for 15 years you want the average life of all those projects to be 15 years well

114the eagle valley project is many many many so it's going to outweigh so it would give us some flexibility with those other funds and then clearly there's still a lot of need in the district besides um that we could use we also have future bonds that will be available as well thank you so based on that there was a i think that we've we've talked about a lot of ways we could use it we don't know if enrollment will go up because the housing here doesn't really allow for young families with kids but like um laurel said that the theater is ready to go right now it's also close to the douglas border so it might be something that we might want to pair with douglas like maybe you know depending on things go but

115a lot of our our special ed and special need highly the highly serviced ones there's a need in this area with the rules if you look at the quads like we've had with the the partnership that we've had with covid those four counties and their needs for special ed especially the high maintenance one not maintenance but high it's a better word than me so you can tell i'm a handy girl but i need more people that are more experienced more capable and trained to deal with some of our special needs cases as it is in in some of these roles and there's not the funding for it so that's kind of a nice location for that and maybe pooling with another district or two would make that more viable um too and then like don

116said we're landlocked there's not a lot of areas for us to to even look at and we're lucky enough with this parcel that you can either be a church or you can be in a school so it tears out a lot of the competition where the land with all the building that we've had those builders and stuff wouldn't be eligible to buy stuff like that so i'd really like to get moving on this if we aren't just to get it off the books because like aj said we have a lot of other maintenance needs if we're not going to do this there's a lot of other stuff that we need to start spending this money on so that those um fixes don't cost us more in the future because as we see maintenance and building

117just keep going up and up and until we have another recession that's how it's going to be so that's why i was glad that laurel put this on and that we can discuss it again now that we're kind of kind of knowing where we're going with a lot of other stuff but i think it's something that we need to either decide we're going to do it or decide we're not now that we kind of feel for the budget well that's still kind of up in the air but better looking but that but i would like to keep proceeding on this and get it either on or off thank you mike so i'll just say i mean i i haven't been in favor of this project from the beginning i think that i share similar concerns

118with richard i think one of the things we haven't talked about is the fact that we're in hold harmless for the next five years or so last meeting we heard about how much the price of construction at eagle valley is skyrocketing and so i'm not sure you know we're committed to that project we've talked to those families we've talked to that school like we're breaking ground they're building roads i mean we're committed to that that's that's an expense that we're going to be accommodating now until it's done and supporting that school i'm not sure that it's wise to take on another project and for us up here it might sound like four million dollars isn't a lot in a time when we're facing financial uncertainty four million dollars is a lot of money and we

119don't know that we're going to be able to fill a school with that if we're in hold harmless we don't know that the new students who move in if new students move in are going to bring additional revenue and i think it's a real expensive project for music and choir and theater proposals when we have systems that work right now and so i think i think we need to be conservative on this one so that's that's my take thank you laurel go ahead mr stokes before there was when we discussed this over a year ago there was some indication that the smaller buildings at that site would be available to be rented out by our district possibly i think carson montessori was one of the schools that was considered is that something that may still

120be an option where we could rent out those buildings and that would also help pay for the expense of the 10 acres thank you trustee crossman at one time carson montessori had indicated that they would be interested we would have to start that conversation again and see if that was still the case [Music] we do know that the [Music] carson montessori school puts aside 345 000 a year for the potential purchase of property so they are in a place where if they elected to lease the building from us that um you know that would certainly be a potential uh group or organization to start with to see how they felt about the possibilities of of renting richard even if we'd move forward with renting the property if you bought it there'd be a lot of

121renovation that would need to be done before montessori could actually move into the buildings right i mean they're not really ready to go right now as a school for even a montessori or any other school really there are some things that we would need to [Music] work out with them for example if we're looking at that large multi-purpose room or building rather that particular building would need if they were to access anything on the second floor it would need to have an elevator put in because right now there's no uh access by elevator to the second floor is is that the one with the building with the gymnasium and kitchen in it not yes sorry auditorium correct so this is this is the building that as you're driving eastward toward the site it has the

122solar panels on it so it's the the longest it's the oldest building that's on the property and we also learned from our walkthroughs of the [Music] the the buildings that are made out of what looked like residential construction those places that were the [Music] classroom type buildings those do not necessarily have commercial grade mechanical units and so there would likely need to be some renovations or at least a reinspection of of that particular part of the properties to see whether or not it would require some renovation and i believe the kitchen need to be remodeled also right the kitchen is not necessarily up to commercial standards and then also i'd just like to maybe explore on the big auditorium i guess what we're considering auditorium that's really not set up as you would a regular

123theater right because it's got the flat floor flat stage so in reality to make that very useful there'd have to be some modification to that either stage or the floor right and i know that probably uh trustee warner comes from who you might be speaking with for example i think it's very turn-key for a number of things for example i mean it was obviously worked as a church prior to our interest in this particular area and even since then we have leased space at carson middle school for that same church group and so i think it would be actually fairly easy uh in a lot of different ways to actually open that building up as a revenue source i think it might take a little time but to the purest yes it probably would uh

124i think we heard from some of our music teachers that without the the inclined seating area it would not be the best uh type of venue for theater um so so we would if if we wanted to modify that in some way you know we were renee and i were looking at a a very old photograph of piper's opera house and i recently had a chance to walk through that and interestingly the stage is actually inclined from the front of the stage to the back part of the stage so you didn't have to actually have the floor being inclined because the actors were actually on an inclined stage so they could not be upstaged or so they could see each other i also just wanted to let you know that i have been in the

125district long enough that i recall a prior time when we were trying to decide where the 2010 bond would actually go how that money would be used and the uh the second runner-up uh vote for those dollars for those bond dollars was a performing arts center so that is the one thing that still remains elusive in our district we've spent a lot of money on other activities not necessarily on a performing arts type center even though it is not exactly what one might think of like if we look at the facility next door but for the price i don't think you can build a stand-alone performing arts center for 4.1 million dollars even if that's the going rate which i don't know if it is if i remember correctly richard i've been around long enough

126now to remember those same conversations and i want to say when we were looking at a performing arts center at the high school and this was around 2010 we were throwing numbers around 40 million dollars to build something like that and those are in two thousand ten dollars you can imagine what the cost of instruction now what that would be and mr cassiopo that was a high-end facility right it was it was but um but even the smaller sized space was significant because you think about the additional cost of all the extra sound systems and sound proofing and just the materials are of a higher nature than just typical you know uh commercial construction i mean and there anything else go ahead i was just gonna say to be fair that a lot of our

127performing arts are occurring right now in a high school gymnasium or in senator square the community center is booked quite often where they can't do it the high school itself doesn't have room to host all state um either for middle school or high school they they and this year was crazy because they ended up doing a virtual allstate but those are not only things that could be hosted in that building but they also i mean they bring in community support when those events take place the uh the final band concert uh i think was may 26th we uh carson high school band ended up on the front lawn because of all the stuff that was going on so it's definitely uh a need and i've i've heard concerns from because i i was a mom

128on a an allstate chaperoning trip and so i heard concerns about the um wanting the seats raised and the floor raised and and i understand that for purists on theaters um at the same time having the flat floor and the seats that are not in there gives you so much versatility with the building to host other district events there as well so there's trades on trade-offs with that but i i still don't see how we could um it to me it's hard to look at you can't build something like that for the purchase price and that um and it and it is ready ready to go for us is it in it so that that's where i'm looking at it is a good thing on that same strain though you have to remember and joe

129will tell you from being on parks and rec that auditorium loses money it loses about 400 000 a year a lot of that is because we use it for free but and and there's there was talk at our last joint meeting with the city wanting to charge us for using it so well and i think i just want to point out it's but it doesn't sound like it is turnkey we're going to have to do renovations and those prices are every day it sounds like they're trippling or quadrupling i mean we don't know where inflation's going to take us and that's i think one of the things we have to be careful of if if we're just going to pay 10 or 4 million dollars and then let something sit there for 10 years because

130we're not going to get any substantial revenue increases from the state i think that's something to think about that's four million dollars that could go into our current facilities and support our students and schools and i'm it could go into other facilities but the capital of mon money can't go to pay staffing costs right i don't know i just want to make sure i was saying our other facilities have great need also and we're going to need to pay to upkeep those buildings also so i'm not i'm not insinuating we would use that for pay but i think that if you think about it in this sense if you're going to build a new school you're going to have to hire new employees which is going to mean we're going to need to have the

131revenue to pay those teachers and administrators and staff and that's going to be a huge expense on top of renovations so i think though i think we need to really think about this before we we commit ourselves because it's going to be a substantial price tag either way yeah i'll chime in a little bit now did anybody else have anything to add my thought is i think it has some interesting opportunities certainly i'm a i'm a parent of a performing arts student my daughter is danced for let's just say i'm surprised i still have a wallet but she's been dancing for a very long time um i love the performing arts i think musical theater dance and all the arts are very important i support them i i just i i tend to lean conservative

132on this and that it's still a large unknown what our expenses are going to be we're talking about a hold harmless that could last five years meaning they're gonna set the state's gonna set a cap and correct me if i'm miss stating it aj i don't mean to but basically in layman's terms we might see kind of a cap where we're going to get a certain amount of money maybe it winds up being a little more than we have now maybe it winds up being a little bit less and that's going to stay probably steady for a while but our normal expenses utilities salary increases insurance increases those are going to continue to go up so we have an uphill climb in front of us financially um probably if and i think this site is

133worth talking about some more but i think um we we we conducted we've paid for some studies on it already and at very minimum we're going to probably have to potentially pay for some of the same studies or at least say getting a letter from a professional that says you know i stand behind my report back then i don't know that we've spoken to the city yet about what we're going to have to do through them as far as permitting but i'm assuming it'll go might go through a special use permit which is going to involve public comment and things like that it's going to most certainly require a traffic study especially if we're talking about like a joint use with the city with douglas county things like that where we have the potential to

134bring more traffic to the area and i know we can justify well we were bringing more traffic to the area back when it was a church but that was then this was now i can tell you in my day job um the city to their credit they have to revisit these things and they have to maybe now ask for things that they either didn't ask for or weren't able to get before so i can see some new requirements of that property being imposed upon us and we don't know what those are going to be yet whether we use it for a school whether we lease it out to somebody else i agree there's going to be some expense at very minimum we have to we have to make some improvements and do some upkeep so

135i don't want to beat it down i think i still want to have some conversations about this um stacy to your comment i don't want to just go in circles and get nowhere but i don't know that i want to let it go away but i don't my personally i don't know that we're ready financially to take on another property um that concerns me i just don't want to get us into a situation where we you know we're struggling to afford what we have now and you know even if we hold on to that for five years like we see with all the programs we have and there was some conversation tonight about how we get our money and whatnot but but we do get money from a variety of sources and those do come

136with some strings attached we have to do x y and z and we don't know what a lot of that's going to be so i'm i'm hesitant to accrue any more debt given all the unknowns we have and i sympathize and there isn't a statement that was made tonight by anybody here that i disagree with um you know i am you know just from what i heard it's got short-term long-term investment it's got some asset potential um and those kinds of things i agree with all that i think having a venue for prom for um you know performing arts and whatnot is is critical and our community needs more of that but it's going to cost us money and we just have to make sure we can afford it and we can justify to the

137public that whichever direction we go we we can stand behind our decision any additional board comments or i guess specifically any direction you want to give to superintendent stokes on a follow-up discussion item or anything of that matter that we haven't asked for already just i'll share because i did attend the last bond committee oversight meeting where we discussed that if that we were looking at revisiting that and i don't want to you know um i don't want to misquote anyone but there seemed to be general approval at that meeting to move forward with it that this this was something and the comment was made at some point in the in the district you will need to build more schools and you will need to do it and if it's ten years down the road

138there's not going to be ten acres um available if it's it's something else and maybe that's a bridge someone wants to cross later um but i i do think there are things worth pursuing with it right now no and i appreciate that and i do want to and richard could speak to this better than i can the school district does own other land in the community there's a i don't want to call it an agreement but there's a 10-acre piece over by the high school there's and granted if we did anything with a bare piece of land it comes at a high cost um i guess personally i what i'd like to if we bring this back to the board richard i'd like to and maybe it's more of a question for aj look at

139a for you guys to consider presenting a couple of scenarios if we just if we made the purchase and we just assumed the four point million dollars were to be the cost and we said okay look we're going to use the performing arts building for lack of a better term for various functions what would be our minimum cost for overall property upkeep for maintain you know for maintenance of the buildings kind of to mothball what's on site so it doesn't deteriorate and what would it cost to continue to maintain the building we're using and um what would be required of us from the city to make such a purchase because even even just taxes on a 4.2 million dollar project while given our budget may not sound a lot it's just more money and so

140i'd like to just know the financials behind that maybe even the cost of if we left it bank it for five years what would be the minimal cost that we would have to do the upkeep to keep it a viable thing too did they fix the water damage that occurred thank you mr varner when i spoke with mr uhart he explained that the owner went in and repaired the damage and fixed the leak so it is back in sellable condition from his perspective and i would unless there's any other comments i would just like to extend a thanks to mr euhart um he's been uh you know he's acted very professional on this he's he's come to our board meetings he's provided us some information he coordinated with the owner i believe he coordinated with

141the owner to allow us access to the building back when we had staff and the public tour the facility and so i just want to publicly thank him for all he's done so far any additional board comments seeing none thank you richard we're gonna move on to item nine discussion and possible action to adopt two resolutions dissolving special revenue fund 279 full-day year-round kindergarten fund and creating a special revenue fund 279 student activity fund in accordance with governmental accounting standards board acronym gasb 84 in the nevada department of education this is for possible action and we have andrew fueling presenting thank you president cassiopo um so back in 2017 the government counting standards board gatsby issued statement without getting too deep into the accounting of it basically every most every district in america their schools

142have their own small what we call student activity accounts and these are generally when for co-curricular extracurricular activities they're collecting funds fees for classes things along those lines um and those have always been considered what's called an agency fund and the the district while that is in our audit and and these accounts are internally audited by my department each year they show up in our external financial audit that mr silva does for us they were not something that had to uh they didn't appear in a budget that you had to approve because it was really just the site's kind of discretion as to how those funds flowed um and so that that has changed and so the um working with mr silva and he's working with um lyon county and douglas county school districts because

143they're all doing the same thing as us tonight um going through and figuring out what we need to do and really what's going to happen is i'll be coming to you on the next at the next board meeting with a with a an augmented budget for the current year that now adds this new funding so it's something that we have to have in as of fiscal year 21 there was a one-year delay because of covid but now that covet is wrapped up they're requiring us to implement this in in the current year um aj could you explain so are the student activity funds for each site going away or they're just being accounted for differently through the district budget the latter it is exactly right yeah it's really um just the way they're treated and

144it's kind of a strange thing for for a school i mean when you're managing your your student activity funds you don't maybe you don't necessarily think ex exactly of budgeting them each year i mean you know how they're going to be spent but kind of going through that process and working with mr silva um they're i don't that is not really going to be the expectation is we're going to come up with a way to represent it in the budget that represents how much annually is taken in and expended but not not holding the schools exactly to what how they think they're going to spend it because things new monies come in they weren't expecting new payments go out they weren't anticipating at the beginning of a year so it would be um it would

145be really difficult to manage it like many of our other funds and i don't think there isn't that expectation so um so creating this new fund normally you would just have a resolution for this and we would move on with our day when looking at the nevada department of education chart of accounts which we have to follow they have designated this new student activity fund to use element 279. we already have a fund 279 on the books that we created long ago and so that's why you have the little quirk this evening of having two resolutions one is simply to uh dissolve the original fund 279 that the board created years ago which was for the full-day year-round kindergarten fund there's been no activity and no balances in that account since 2015. so it's well

146dead um and so then creating this new fund 279 that is the student activity account fund and that's really it [Music] just because i had a question from the way someone read the article about our board meeting they thought are you bringing back full day kindergarten and i said no that's an old fund that we're you know an old account we're changing the name of it so we're not doing year-round i mean we are keeping full day kindergarten we're just not doing year-round full-day kindergarten even though that was the name of the fund thank you for the clarification and i think it's a lot like the nia does the accounting for the student councils that's what it sounds like it is to me that you're separating them out it's probably similar yeah that's it okay

147do we have any other discussion or does anybody want to make a motion well this is an action out of i move that the carson city school district board of trustees adopt two resolutions dissolving special revenue fund 279 full day year-round kindergarten fund and creating a special revenue fund 279 student activity fund in accordance with governmental accounting standards board 84 and the nevada department of education a second we have a motion by trustee walker second by trustee karine any further board discussion seeing none any public comment on this topic seeing none any on your own no mr cassiopo okay seeing none back to the board all those in favor hi hi any opposed motion carries thank you aj thank you okay we're going to move on to item 10 2021 nevada legislative update report on

148items of interest relating to education this is for discussion only and we have superintendent stokes presenting thank you president cassiopo members of the board richard stokes for the record the legislative session has come to a close the governor still has a few days by which to consider bills that were passed late in the session so i had sent out a copy of the report that we that i received from dr perzinski our lobbyist and forwarded those to you and i have just selected some bills that i thought might be of interest for you to hear rather than going through all of these which you can read on your own i thought i would start though on the first page with an introduction to ab194 and as you know we have an accountability process within the

149state of nevada and this particular bill modified parts of the accountability process as stated in this update the there's an expectation for the school district to develop a plan and use the plan for restorative justice processes and progressive student discipline to be included in the accountability report so there'll be an additional layer of reporting that will be expected in our annual accountability report it also requires the board of trustees to adopt a policy to appeal the suspension or expulsion of a student i don't see that as being a hard process for us because we already have that written into our current student discipline policy and regulation i also thought it would be interesting to say a few words about ab235 this bill requires the school district to educate pupils and parents on completing the fafsa

150and also on uh the nevada college kickstart program that's the program where the um treasurer's office in the state of nevada actually provides a 50 kickstart amount for families just starting their schooling experience in kindergarten and so it allows for parents to put money towards a student's college education and a lot of people don't know about that and so this bill focuses some light on both programs i think carson high school really does a terrific job in helping students and families fill out the fafsa this bill however adds some additional responsibilities to the district it requires the district to [Music] report to the state treasurer the number of pupils or parents or guardians of pupils who attend that fafsa informational event the number of pupils who did not attend but otherwise received assistance from the

151school the number of pupils who completed the fafsa and if known the number of pupils who were offered financial aid and who accepted it and or turned it down so there's again some added responsibility for recording and reporting information based on this particular bill so mr stokes do our counselors typically get information if a student is offered and whether or not they accept it is that what we do have trustee walker is knowledge of the students who have applied for certain scholarship types but i don't know how they would know some of these other pieces of information so fortunately it does identify in the bill that this information should be recorded if it's known yeah i know all right um interestingly sb 102 changes some wording with regard to um when students should start school

152existing law requires a child to be five years of age on or before september 30th to be admitted to kindergarten and so on the new language in the bill changes the date from september 30th to the first day of school so i i don't know until we actually experience this i don't know if this is going to be a hardship for families it actually goes into effect with this new timeline for the school year 2022-2023 ab231 is a bill that requires the state board of education to appoint a subcommittee to review and make recommendations on the manner in which to provide information to students concerning the holocaust and other genocides earlier in the session this was a bill that would have been put into law originally for the immediate coming school year but this bill

153asks for a subcommittee to be recommended and as part of this no that's another bill i'm thinking of so i'll end ab231 on that note uh sb 172 trustee crosman i know you just had a graduate and this particular bill requires that a uniform grading scale for dual credit courses and international baccalaureate courses be created and that the same weight be assigned to each course as is assigned to advanced placement courses if the dual credit course is in a core academic subject so in other words it could change a lot yeah so right now there's a little difference in the weightings for college courses ap courses and also for um our um ap courses and so this will have an impact and we'll we'll need to work through this as well so people that have

154got their points so far are they grandfathered in you know that may have to be part of what we point of what we set up the actual bill goes into effect um july 1 2021 but there are some caveats that are left in the bill that have some other threads but yeah i think we're going to want to be cautious that we don't impact anyone negatively when we're setting this up and i expect that the department of ed would help us with some of this so that we have because as i understand this a uniform grading scale has got to be across the board that's going to have to be statewide yeah the next bill that i had marked for um bringing to your attention is sb 439 and i was going to ask mr

155fueling to share some of his insider information with regard to this particular bill no that hasn't come through yet thank you mr stokes um i'm actually going to quickly speak to three bills that have um some impact on funding and the one that mr stokes was uh just about to get into senate bill 439 that that effectively um is the revised sb 543 from the the prior session so that that is the new pupil centered funding plan bill um there are some other quirky things in there but that's primarily what it is and and generally many of the most of the pieces from sp came through and there were some modifications and other bills and i'll quickly speak to those but the the the one uh change that's i guess stands out that was um

156kind of a late change was um if you remember the there was a protection again from bargaining of your ending fund balance at 16.6 in the original senate bill 543 which put us on par with other municipalities in nevada and that was reduced from 16.6 down to so that was just one notable change um senate bill 458 was the k-12 funding bill so every year there's kind of a bill that tells you how the funding is um going to flow and then one bill that tells you how much money there is and so that funding bill contains a lot of language about hold harmless so president cassiopo kind of back to your question earlier the hold harmless actually was as it finally came through it did come out on a per pupil basis which uh

157that was not originally how sp 543 was written um and not really expected um to end that way but um so it's we're being held harmless to a per pupil dollar amount that we received in fiscal year 20. so whatever that amount was in fiscal 20 that's what we're going to be held to as long as we're in hold harmless and actually it's not exactly that number they shaved a little bit off of it so the language they use is it's reasonably similar to that per pupil number um but it's like 0.6 percent so it's not that significant whole harmless was extended to charter schools initially uh in in the original senate bill 543 charter schools were not eligible for hold harmless they now are districts and charters in hold harmless have flexibility uh with

158how they use their funds so while in the way it's laid out it looks like we have specific money we need to spend say towards english learners you're allowed to keep the programs looking the way they were so in our case the bianna funding that was designated for english learners is actually not anywhere close to what comes out of that out of that bill so we're kind of continuing our own programming because we can move some funds around and be flexible with them um then also the last part of that bill is 50 million dollars in seed money was deposited into the or will be deposited into the education stabilization account so in the future if there ever is um a financial crisis for the state not that you could ever imagine something like that

159happening there would be money to help support uh schools at least to start and the hope is to increase that the last one ab assembly bill 495 um that was the bill that brought in the new mining tax which gained a lot of [Music] news or was very newsworthy and as of 2023 the funding that comes from that which is expected to be about 85 million dollars annually will go into the state most of it will go into the state education fund and also within that bill section 59 the state set aside 200 million dollars of its federal stimulus for uh k-12 education for learning loss so kind of similar to what we've talked about with esser iii but we yet to be determined how that actually would get distributed or allocated out that's the

160end of the funding and that's why they're having those feedback sessions too with everybody's to find out how we might want to use those how they might want to use those monies for the learning right they're they're required to go through a lot of those stakeholder feedback so mr president members of the board i just have one final bill that i was going to share with you that is of interest you may have heard the about the treatment for people who have had an opioid overdose the substance is called narcan and it can help counter the effects of an opioid overdose but ab205 has been passed in the state of nevada to authorize a health care professional to issue an order for an opioid antagonist is what they're referring to these items like narcan to

161a public school for the treatment of an over of an opioid related drug overdose overdose that may be experienced by any person at the school so this bill is permissive it doesn't require that we go down that road but it does allow us to move in that direction should we be so inclined we are fortunate in our school district that for as long as i've been here and as long as mr cassiopo has been here we have rns in our schools and so we do have qualified individuals that certainly could help provide this uh treatment if it were required so uh with that if the board has any questions we would certainly make an attempt to respond to those i would say that we're planning to bring back another round of these when when we

162receive them or have them and then of course as we all attend the various events that are scheduled in the fall and in the winter we'll be learning more about these bills and how they apply to us and of course we'll be bringing to you potential policies or modifications to policy and regulation as we try to adapt these into our system uh richard thank you it's i always appreciate the information there's a it's been an interesting session any questions or comments from the board seeing none thank you very much okay we're going to move on to item 11. discussion on the nevada association of school boards nominations to be considered for recognition during the 2021 annual conference this is for discussion only and for the benefit of public what we every year we as a

163board we make recommendations on a variety of nominations administrator of the year school district employee making a difference veteran school board member new school board member and a variety of other things the deadline for our submission and i should have had it in front of me i apologize oh it's friday august 13th of this year we only have a handful of board meetings um that get us there four to be exact if i counted correctly and um in my defense at 9 45 i'm even as an engineer i'm not counting as well at 9 45 so i apologize but um my thought after speaking with superintendent stokes and trustee varner was what we'd like to try to do is solicit nominations from our board give everybody a chance to think about it and maybe at

164the next board meeting on the 22nd have a list of nominees that we can consider and discuss a little bit and then by the july 13th meeting if you look at these nomination forms in your packet the front is a nomination form and then unlike years past on the back of that same sheet we have a grading rubric that can help guide us in in our decision and help us tally up the the votes as a board if you will at the end so if we've got a couple folks that are we're pushing for one may rise a little above the other if you will but i would ask that we get these rubiks complete com completed by the july 13th meeting and this is all open to discussion still and then try to render

165a decision by july 27th and at that time have letters done or be in the process of wrapping those up so that we're not trying to squeeze this out at the first meeting in august because we only have one meeting in august and i can tell you i'm one of the guilty parties in waiting till the last minute and not being as active in this as i should be early on um and i don't want to make excuses i've been delinquent and uh anyway i'm i'll just open it up to the board right now since this is for discussion only if anybody thinks that's a valid time frame or thinks maybe we need to stretch it out a little farther we only have till the 13th of august so i think it's a good timeline

166i think that we're always ambitious and then it it takes time to write those letters and coordinate with mr stokes and renee and other people in the district so i think that probably all of us need to be a little bit more involved than in the years past because there's a couple of us that i know kind of pick up the slack at the end so it'd be nice if everybody was doing a little bit yeah no i agree and um you know we do have the benefit keep in mind that we you know we've had you know we we know our our recent winners if you will and we also know who we've recommended in years past that you know maybe didn't move on so we want to consider everybody who we feel is

167worthy of this honor but we do have the benefit of looking at some folks that maybe were presented in the past and and by that i mean we have write-ups on some of these people so depending on which direction we go it might it might be possible that you know who somebody thinks is worthy of recognition has a write-up on them already that might just have to be updated but i do want to just remind everybody we want to keep this open to everybody it is certainly not a given that if you were nominated before you'd be nominated again but um so we do have some work cut out for us and i just ask that everybody myself included get on this and um let's get some names submitted by the june 22nd meeting and

168we'll see you know we'll track things accordingly from there and maybe if there's any public out there that has somebody that did something outstanding because we're not in the schools as much as we should be to know that that they feel free to solicit us too to to give us some ideas yeah that's a good point our you know i'll say our doors are open but our emails or if you see us in the stores you're you know if you've got some thoughts on it please let let one of us know and we're you know we're happy to bring that forward mike so i guess i would just say one thing for mr stokes we're probably going to nominate you for superintendent of the year so there's no fighting it oh it's not even in

169there anymore see you've missed your chance mr stokes we were in humble last year so get your acceptance speech ready they changed it to if i read it right you guys changed it to the governance thing so that's only the superintendent and so there is no school board of the year and there's no superintendent of the years oh somebody did that was the awards committee i wasn't part of that chain well that's right that's the immediate that's bridget that's bridget so that's a good point i mean i guess step one is let's read through this and make sure we understand what the categories are and then the other thing if you see anything on the rubric that we should change let me know because that was my committee two years ago that put together a

170rubric so i appreciate that any other comments on the board if not i look forward to seeing who we present this next or who we bring forward on our next board meeting thank you everybody mr president i would just add one thought here sir um if if you want to give me a call if you're working on this at home and uh have a name or are looking for a name i certainly would be happy to be a conduit or or somebody to bounce names off that i might be aware of of people who have done extraordinary things this year and mr walker we can still say no mr president may i ask a quick question please with regards to the june 22nd meeting would we would you want the trustees to provide information to

171me to include in the board packets so everybody gets the same information and if that's the case if i could have that um hopefully by the thursday prior to so i could have that in packets on friday yeah renee thank you i apologize i kind of put you in a bad spot by saying that but so june june 22nd is the meeting school board meeting so by are we saying june 17th no june so in june we're going to be presenting names no we're kind of on a it's it's it's a bit accelerated so we have to move quick i think if anyone's not going to be here at that meeting these folks he's just making sure that you don't end up writing all these from us procrastinators or am i he wants to give

172her lots of time to ride a ball okay are we clear all right um item 12 we'll move on to is approval of the consent agenda this is for possible action i move that the carson city school district board of trustees approved the consent agenda as submitted second wilkie okay motion by trustee carini second by trustee wilkie any board discussion seeing none any public comment no mr cassiopo okay back to the board all those in favor aye aye aye any opposed okay motion passes moving on to item 13 informational items for discussion only sorry try this again i hope my microphone was on for all that um the the consent agenda item 12 was approved item 13 informational items for discussion only no action will be taken any questions on the or comments on the

173informational items seeing none item 14 requests for future agenda topics do we have any requests from the board seeing none item 15 is adjournment we are adjourned thank you everybody [Music] so [Music]
