so with your permission i have a prepared statement on both face masks and the school district's strategic plan refresh plan starting with the face masks the center for disease control is recommending that schools continue covet 19 prevention strategies for the 2020-2021 school year among other strategies the cdc encourages schools to prioritize universal and correct usage of masks and social distancing this recommendation represents the cdc's most recent statement which was updated on may fifteenth two thousand twenty one the carson city health department supports following the cdc recommendations the cdc prevention strategies not only include the use of face masks and appropriate social distancing but also recommends that citizens of the appropriate age category receive vaccinations against cobot 19. carson city school district is following the cdc's recommendations for the remainder of the 2021 school year now
regarding the school district's plan to refresh its strategic plan it has never been the practice nor the intent of carson city school district to promote the critical race theory or any other single political ideology over another to do so would violate the board's own policy number 209 controversial issues on may 4th 2021 the district held a meeting for citizens and school staff to discuss the upcoming efforts to refresh the district's strategic plan unfortunately some have interpreted the work to reflect refresh the existing strategic plan as an attempt to insert a controversial opinion or theory into our curriculum a possible explanation for this misunderstanding could be due to the use of the word equity at the may 4th community plc meeting citizens referred to the meaning of the word equity as it is used in a
the document critical race theory by christopher f rueffel april 19 2021 in additional conversations use of the word sorry in educational conversations use of the word equity is used when school staff works to provide additional resources to students in need there is no hidden political agenda in this effort to assist students these are those interested in obtaining a copy of the current strategic plan please visit the district's website at carsoncityschools.com the original strategic plan document was created and approved by the board of trustees in the year 2012. in the fall of 2018 the original document was refreshed and the school board approved the revised version in february of 2018. typically the strategic plan has been in effect for a five-year period of time the current strategic plan ends with the calendar year 2022 the goal
of the community plc meetings with community members and school staff has been to prepare for refreshing the next version of the strategic plan once completed the updated version of the plan is intended to be in effect through the year 2027 as in the past any modification or updates of the strategic plan will be developed together by community members students and district staff over a period of several months next fall if any members of the audience would like more information we do invite them to get a copy of the strategic plan at the district's website which is carsoncityschools.com mr president that completes my report thank you superintendent stokes we're going to move on to uh item four board reports board member comments this again is for information only and i do not believe we have a

public comment will be accepted in person or through virtual participation via email comments may be made by members of the public on any matter within the authority of this board please note the public comment will be taken on items marked for possible action before action is taken on such items and members of the public are encouraged to come to comment on such items at the time they're being considered although members of the board may res although members is this onshield just died huh thanks sean okay there we go i'm back uh anyway in making public comments speakers are asked to come to the table sign in speaking of the microphone and identify themselves for the record we asked the speakers limit their comments to no more than three minutes we do have a lot of
people who want to make comments and to not just simply state what was stated with the speaker in front of you we're very interested in hearing everybody's comments we just want to absorb as much new information as we can um and i think that's it this is for discussion only and we will we'll start with mr vitell said you were kind enough to come up there okay sorry about that thanks joe i appreciate you giving me a couple of minutes to talk and richard i appreciate your comments uh regarding the paper that i sent you and i'm i i appreciate the fact that you took the time to read it um my concern is simply this we have a lot of new teachers coming into any school system these teachers are coming out of the
universities they're being taught by a variety of different people it appears like there's a lot of teaching in the universities that is teaching a lot of american history that is totally distorted and i'm referring to for example the 1619 project which basically says that america was founded in 1619 when the first black slaves were taught brought into this country and it was based upon the reason for the formation of the country was to protect slavery and anybody who knows anything about american history at all knows there's nothing could be further from the truth it's totally completely wrong critical race theory is an offshoot of that and fundamentally there are some buzzwords that we heard that that we've seen that indicate that are used in critical race story uh richard stokes and then the people the
other folks have told us that the meaning of the word equity for example is used quite differently in the education circles rather than our concerns so i'll take him at his word that that's just fine what i want to admonish this board to do is to be cautious and keep your eyes open for this kind of crap coming into our school system we don't want our kids we want our kids to grow up to respect america they need to be taught the foibles we've had problems we had racial problems we had slavery we overcame it we had great people like martin luther king stand up and and and show us the way and we we found the way in the 60s 70s 80s we're here today nothing could be the furthe further from the truth
to say that this country is a racist country it is not racist and we don't want to teach our kids that it's racist we want everybody to respect everybody regardless of their race creed or color and as long as you teach that as long as everything is going that way i have absolutely no no qualms about it and i think that's what you all want to do i'm just asking you to be careful be cautious be observant keep your eyes open and watch out because we sure don't want that kind of stuff coming into our school system thank you for your attention my remarks appreciate it thank you john [Applause] [Music] folks i i since we have somebody up at the podium i'm going to give you your three minutes and then after that i'm
going to call people up who signed the form okay just to go through them and then but we're going to get to everybody i just don't want to miss out on anybody so you're right so what we can do is as you come up if you put your your form on the table we'll collect them but i'm going to go ahead and read through these so we get these people covered as well and then i did forget to mention since it's limited to three minutes and we don't have a counter we asked um mr ryan russell if he could just give you guys kind of a one-minute warning so we don't surprise you with time's up so that being said please sir thank you my name is richard nagle i'm here to speak for mike
epps um i'm going to read a letter he gave to me i have asked richard daigle to read my letter as i cannot attend tonight's meeting to to work commitments on may 3rd i accidentally found out that there was a 6 pm community meeting in the senator square at carson high school the topic was to review the strategic plan for the school district i am a father of a 9 year old i often get communications from the school district about things that affect my child such as their lunch menu on specific days so when i found out about this very important strategic planning meetings indirectly it was a huge shock to me i should have received a direct communication from you what can be more important to parents than being involved in the discussing the
objectives of curriculum development of our or parents involved in their children's welfare i would like to know the next steps to review the school board strategic plan please rectify the situation immediately and publish the meeting schedule well in advance by by directly writing to parents i appreciate your your support respectfully submitted by mike epps thank you much thank you oh are you gonna okay thank you good evening everyone my name is joy truscinski and um greetings on september 25th 2020 the center for disease control came out with the survival rates of the cova 19 virus these survival rates have not changed they state from ages 0 to 19 the survival rate is 99 99.997 percent ages 20 to 49 is 99.98 ages 50 to 69 the survival rate is 99.5 percent and ages 70 plus
is 94.6 percent for such a dangerous virus these sure are high survival rates in fact for millions of people they had to be tested in order to find out they had the virus so why after a year and a half our mass still being pushed and why is our government pushing the covet 19 vaccines which are untested not approved by the fda and experimental government officials are even pushing for our children to be vaccined even when they are basically immune to the covet 19. this is outrageous diabolical and tyrannical to say the least in 2009 during the swine flu epidemic the cdc came out with the harmful effects of wearing masks these harmful effects have not changed wearing masks cause shortness of breath lightheadedness headaches acne development of chronic dermatitis wearing mass causes more wrinkles
on the face chronic respiratory conditions with more bacterial and viral infections and above all wearing masks weaken the humid the immune system all due to the increase in co2 levels in the body 14 forcing our children to wear masks is a form of child abuse let the teachers and administrators wear the mask if they are so concerned there is no evidence to date that children spread the covet 19 virus the wearing of mass do not keep us from getting the virus as it it is so microscopic cova 19 vaccines are unnecessary and should not be given to our children thank you let alone uh let alone cured i mean let alone healthy adults i want to say one more thing joy we got to let everybody go through but i would ask you that any
additional comments you have if you can submit them to the superintendent and we'll make sure they get on the record okay if you want more information though contact america's front line doctors thank you very much uh see angela dean come on down good evening uh joy kind of hit on some of my stuff so i'm sitting here trying to cross stuff out but my name is angela dean good afternoon good evening i have a senior graduating this year from carson high school and i want to talk about the masks and how bad they are for our kids it's required for everybody to wear a mask outside in the sunshine the sun kills the virus i don't understand why there is people having to wear masks outside mr stokes i did want to thank you for
your email back and clarifying some of that stuff that you uh said to me but you do have to ask yourself where is the cdc getting the information for this stuff their guidelines there's no science proving mass or social distancing protect people from this virus on the contrary it has been proven that mass don't work they cause hypoxia a reduction in oxygen which in turn inhibits the production of the type of primary immune cells that our body used to fight viral infections they give people including my daughter headaches and makes it hard for the students to concentrate a study on the cdc website which we reviewed 10 different randomized clinical trials worldwide reviewing a highly infectious respiratory virus transmission found no significant reduction in transmission with the use of face masks the world health organization
states there is no evidence wearing a mask by a healthy person in a community setting can prevent infection with respiratory viruses including covid19 and further concluded that universal community masking two minutes is ineffective at preventing infection from respiratory viruses including covid19 the who recommended against wearing medical masks as they may create a false sense of security against covid19 while further uh went out of its way to reiterate that there is no evidence against or available on a mask's usefulness to protect non-sick persons repeated episodes of low oxygen known as intermittent hypoxia also cause atherosclerosis enhance increases all cardiovascular events such as heart attacks as well as adverse cerebral events like stroke in closing i'd like to say yes there's a virus out there it is a flu virus however the response to this virus the
lockdowns the closing of the businesses and schools ruining people's lives making people wear mass and social distancing has been worse for people than the virus itself angela sorry we hit three minutes oh we hit three minutes yeah i just got like one sentence real quick and then i'll ask you for the rest of your comments you just forward to this okay okay um oh i just was going to say not only do the mass inhibit the breathing cause headaches and make it hard for students to concentrate but the mass and social distancing also cause depression anxiety and are causing mental health problems for our students they want to see their friends they want to see their faces thank you thanks [Applause] now i do appreciate that thank you angela next is karen stevens hi good
afternoon board members some of you i know from future work at the department of education and division of investigations i was here at the last board meeting and prior to that board meeting we were you were sent medical information from america's frontline doctors i also provided pamphlets that regarding face masks post serious risks to healthy individuals and i hope you read them it was written by russell baylock a board certified a new uh neurosurgeon so i feel he probably knows what he's talking about um today i would like to play an audio of a young man 10 years old in fourth grade talking about how his year went i don't think it would stay this way all year long and i was surprised by the rules a lot of them didn't make any sense to
me like the fact that we were not allowed to play on the playground or have stupid pencil or trying to face each other at lunch and we also have to wear a mess outside at pe and on track i love my school and all but my teachers seem really stressed and that makes me feel bad one teacher walks around with a clipboard full of referrals for any student whose mask isn't on properly it makes me feel scared that same teacher yells at us having our mascot to drink water while we are outside in carline she told us we had to wait until we were in our parents car to have a drink of water she had permits down the entire time while she was yelling at us which makes me and all my friends very
mad this happens a lot it seems unfair teachers take their mess off while they're yelling while they yell at us and that we need to pull ours up i asked my mom if there's a word for this and she said there is hypocrisy wearing a mask all day makes me feel really tired and gives me really bad headaches sometimes i'm in school and i need to lay low in the dark until they're gone my mask also sticks to my face when it's hot and it makes it hard to breathe i feel like i can't catch my breath and that makes me feel claustrophobic and anxious it's really stressful i finished taking all of my fsas and i had a hard time focusing with a mask on a few weeks ago i ran into my teacher
outside of school she didn't even recognize me because she's never seen my face before but i know it was her because she sits at her desk a lot without a mask on i know my teacher has asthma and everything but i understand why it's hard for her to wear a mask i think she should have that choice but i should too i have allergies and i feel really anxious with my face karen i'm sorry we reached three minutes it seems unfair it's almost it seems unfair and it doesn't make sense gonna give you like 10 seconds i miss the way things used to be i'm scared though never go back to normal breathing freely doesn't seem like something we should have to ask any other people for permission for please make math optional today okay
thank you so awesome to end school year on a really happy note like that thank you for your time i agree with him i think we should end this school year on a happy note thank you very much [Applause] okay next we have pepsi strasbourg i'm sorry if i mispronounced your name with a name like cassiopo i tried to get it right i know i have a hard time with that name as well for the record my name is pepsi strasbourg i submitted my comments in advance so i really appreciate that richard stokes superintendent stokes took the trouble of making an announcement in front i did go through the strategic plan goal curriculum that matters in detail and submitted the redlined items and questions i had in that category equity is used all around us
so it's best not to use that word even in the education sense in the education world because different people have perceptions of what that means and it's best to avoid any kind of misunderstanding on misconceptions as i said i read in my red line thing the first thing i read was the objective which said that provide the word equity in the objective i think we can simply delete that word provide all students with an opportunity to learn and bring that in line with the school district's policy stated policy of not to discriminate against anybody as well as the mission which says that in partnership with the community we will make the most of every day for every student by empowering them with the skills knowledge values and opportunities to thrive in another section of the
curriculum that matters goal there is a section that says district provides equitable resources and teachers and materials are equitably assigned i think that can easily be removed the word equitably sorry okay by saying that the district should provide sufficient resources in manpower and materials and all learners achieve a high academic standard to be career ready simply going to college that doesn't lead to a career is not meaningful use of resources my colleagues and i would be happy to participate in the strategic plan development and would welcome the opportunity to provide additional feedback i thank you for your time and once again please let us know in advance because the last minute uh notification that we got indirectly was not very useful so we'd like to get that notification advance so we can come prepared to
help you at the board and the district to develop a meaningful strategic plan for the next few years thank you for your time thank you very much next we have robert harris hello my name is robert harris in college i learned equity was two things you can get home equity and cultural marxism is also how you get equity so i wanted to thank you for opening the schools when you did thank you for understanding and reacting to the tangible science out there and not the political science out there i have two children that are currently enrolled in carson schools and a four-year-old that cannot wait for his first day of kindergarten my soon-to-be sophomore is one of only 24 children in her grade level enrolled in the jump start program we are very proud of
her work ethic and are thankful for the opportunity available to her our soon-to-be sixth grader is eager to begin her journey in middle school later this year i am here today because i am concerned about the future education of my children i didn't want my children learning an opinion or a theory let's save theories and opinions for a college philosophy class not our k-12 classes children should not be told what to think but how to think for themselves some of the conversations being had and proposed are ones that should be had at home not at school parents and teachers are supposed to work together for the betterment of the child both should be advocates for the child's scholastic growth when you divide students into groups labeled oppressed and oppressor you are telling the individuals they
are victims poverty is not in a single community poverty is not a single community problem in america and neither is ignorance you can grow up in poverty but choose not to be a victim take it for me i grew up on welfare and understood my situation but was also but also accepted why we did not have simple luxuries like color tv or full bellies at bedtime i will not allow my children to be taught they are something they are not martin luther king had it right in his iconic i have a dream speech when he challenged every american with this sentence i have a dream that little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character i
have lived by this creed since i learned it in public school let's not parse words when you offer equity you will not have equality poverty does not discriminate do you [Applause] thank you robert next we have maxine neetz thank you for this opportunity to speak um for those of you who do not know me i've been in carson city for about 35 years i'm a degreed engineer i've worked for nasa i've served on many committees commissions and boards here in carson city my mother was a school teacher in new york city and my father was a police officer blue lives matter i'm concerned about this word equity you use it as if it were your own word but unfortunately your words are part of the community's understanding of what's going on in the school system
you can't have buzzwords that you say oh in education we call this equity but everywhere else they don't call it equity it's something else you have to use the general terms that everybody understands and loaded words like equity which is related to the critical race theory problem and also to marxism uh i think need to be left out of our school system altogether anything that is smacks of partisan politics should be left out of our school system altogether i also had served at one point on governor gwen state curriculum committee and um i have to say i was disappointed to be the only civilian in the room everybody else was an employee of some school district from the state and um i also am doing online tutoring now i have students from all over the
nation including one from the carson city school district and i can tell you that a discussion of rigorous education is a nice thing but the kids are not getting it they do not know anything thank you very much [Applause] thank you maxine uh patrick lear thank you patrick lear [Music] so first i'd like to address the issue of the masks i think a lot of people don't realize that viruses are 50 times smaller than bacteria in fact they're a thousand times smaller than a human hair they're so small they go right through masks if you were trying to prevent flies to coming to get in i'm sorry to get onto your property building a chain-link fence would have the same effect as wearing a mask imposing that on students is unrealistic it's useless it puts
their health at risk it has no purpose other than showboating and giving the impression you're doing something when it comes to vaccines what we're dealing with is not a vaccine it's an experimental dna modifying drug most people don't the word vaccine is used willy-nilly but it is it is experimental and therefore it's voluntary the school doesn't have any business pushing vaccines or any kind of experimental drug on students in fact it's there is a lot of censorship about what these ex what this experimental drug is doing to people facebook has just been found to be removing people's comments for anyone who has a problem about this teens who have had it have have been found to have lots of them or have been found to have myocarditis which is an inflammation of the heart muscle
two minutes this is this is not normal for teenagers in fact more people have died from this experimental jab in the last five months than all of the people who've had vaccines in the last 20 course this is all being censored again the school does not have business pushing this on students they have an immune system we all have an immune system for a reason and the best thing to do is for us to engage with each other so that our immune system is strengthened anything else is pushing people the wrong direction thank you very much [Applause] thank you patrick uh laurie lori kusick i kind of think this is more something coming down world control and i think we anyhow i recorded something i don't like to really talk in public so i'll see
if i can get it to start and it's just going to start part of the way through i think start off things are not right they stillness god please move god please move [Music] oh deferred making the heart sick god please have mercy on us please forgive us please help us america was not built on socialism [Music] she was not built on communism she doesn't function well [Music] and his hoes are even a hint of those lord restore all her freedom lord restore our freedom please for your namesake a christian nation nation vote on the word for what i've gathered [Music] god good you're good we're not you are i ask for mercy on this lord take down the enemy lord the evil one the evil one [Music] show your mighty power god show your
mighty power [Music] please have mercy on america please help her please help her god [Music] [Applause] [Music] the good things lord to your ways what you want all right we're gonna have to ask you to stop now and and if there's more you can submit that to the district thank you lori i know it's hard to stop a video or an audio uh next we have mary perkins good evening thank you my name is mary perkins and it has been brought up about the criminal race theory today the masks and what we need to be teaching in our school district and emphasizing is the constitution of the united states i see you all sitting there i don't know any of you personally and i appreciate the roles that you have on this school board however
i also see you sitting there looking back at me all masked up in a very funny way because i sat in the audience while you were all getting ready and you didn't have your masks on then so it's a contradiction about why you are wearing masks and making people wear masks because maybe you are 100 in belief that they work but that's not what you show just like that kid in the school you're separating kids you're teaching kids that their constitutional rights can be suspended at the whim of who what there's no scientific evidence that this is happening these kids have had mental issues they've had social issues and you're continuing to play this game till the end of this school year what are we doing next school year we need to emphasize the constitution
of the united states thank you [Applause] thank you mary for the record i've had my mask on the whole time thank you next uh we have lisa walsh thank you again hello my name is lisa walsh i didn't prepare a speech or anything and i don't think that i could top anything that anybody here has said i am love history and i hope that you teach history to our children i'm against critical race theory white privilege anything racist i'm against i'm also for me personally i'm against the mask if parents want their kids to wear masks that's their right but if parents don't want their kids to wear bass they shouldn't be forced to wear masks and i also saw some of you folks out wandering around without a mask thank you lisa thank you
that's all the forms i have but does anyone else wish to come up for public comment again i just asked do you speak your name for the record yes sir the don rickaba and i'm returning uh this time just to say that i'm a registered nurse fam from a family of doctors and nurses from my grandfather's generation and fortunately they were ahead of their time and we were always taught to think ahead and freely it's been at the last meeting i brought up the stanford research article that and i would like to reiterate not only are the masks not effective but they actually accentuate and make a person more susceptible to viral and bacterial infection as well as decrease immunity of all types it goes without saying that even the manufacturers of the therapeutic experiment
say that it is gene therapy they say it is actually on the packaging not a vaccine but because we call it a vaccine it gets the immunity they can get all the profits and whatever control comes from that without any of the liability there's a reason that we haven't had mrna vaccines jabs before this time and that reason is because all of the animal studies ended in every single ferret dying before the end of the study so what do we do what do we do we need an emergency youth authorization and we need to use humans as clinical lab rats and that's what's happening and there's evidence of health insurance and life insurance not covering any sort of claims that might arise because you chose to get an experimental therapy so there's all sorts of
deviousness in this and i can't imagine how many am i met okay yeah so uh besides i hope that we can dispense with that i mean let alone the passport idea it's like uh what happened to nuremberg trials where uh we already been through this as a culture why are we going back to saying now we don't have medical you know authority or sovereignty over our own bodies we already covered this at the nuremberg trials and the masks like i said for kids if we all want to sit up here and make you know shorten our own lifespan that's one thing but for god's sake please quit suffocating the children thank you you john yes sir miles humphreys for the record um i don't know where i want to go with this uh you guys
have kind of heard what i've said before via uh zoom and whatnot but the major criteria that i kind of want to touch on again is the mask there's still no science that shows ages from a zero all the way up to 12 how it's transmitting to other people or other children we do know that it doesn't affect children hardly at all but yet we still want to mask them up and from my uh recollection of things that i've been seeing recently um there it it's not uh okay for or it's not uh how am i i'm trying to say this in a particular way that makes sense but how is it that the the principals in the schools have the right to to put certain age kids in mask in certain age kids not
supposed fifth sixth or second and third and who determines these numbers on how to mask up kids and how to social distance them and when there is no science that this school board has to go off of so it's just things like that where the science if the school board wants to go off of science then they better stick to the science but if they just want to go off a political agenda then they just better watch the news listen to the ridiculous mandates that our governor's opposing and i think that the school board needs to do a better job because we are just about last in education there's major disruptions with the mask and the school board needs to take leadership and show a direction that they're going on science versus political agenda type
nonsense so um those are some of the things that are frustrating as a parent and the citizens in carson city uh there there's a lot of talk out there and um they're not happy and uh this school board needs to do a better job for one with education and also show them leadership so the kids can breathe they can live and they could also enjoy an education without disruptions the mask and every other thing that's going on in the classrooms so that's all i have thank you thank you miles yes sir my name's michael morrissey i'm with battleborn patriots taking nevada back we recently tried to do a recall we know how to do these recalls we can recall anybody now so keep that in mind when i ask you these questions how many of
you are getting paid to sit in front of us to do your jobs any of you that's a question i want an answer please do you get paid any of you get paid all of you get paid to make these decisions for our kids and for our faculties and everything along that line well i think you should be fired each and every one of you should be fired or resign immediately because you do not belong in front of the public doing what you're doing do you do you know what's in the vaccine any of you any of you just raise your hand like in a kid in a school do you have any idea what's in a vaccine the vaccine contains toxic ingredients that should never be injected aborted fetal cells mercury aluminum e coli
polysorbate 20 polysorbate 80 whatever the hell those are animal parts spermicides insect cells latex rubber some i can't even pronounce pig blood detergent monkey kidney cells genetically modified yeast and some formaldehyde gm soy msg barium oh does this sound healthy to you but yet our quote unquote government mandates two minutes this vaccine for your safety for my safety i feel safer without this crap in my system i i recently saw a study today i don't know who did it or who what it's about but there's a guy that discovered the uh what is it called h i the the hiv virus he discovered it he seems to know a little bit about viruses he said that everybody who's had this injection may be dead within two years [Applause] thank you michael my name is jolene
turner and i just wanted to let you all know that if you're censoring the truth or peddling the fear then we're coming to vote you out [Applause] my name is christy manwearing i've never done anything like this before but what i've seen over the past year has been so scary um i can't even believe that any of us are here right now over a virus with such an intently high survival rate and our kids are not dangerous and we're teaching them that they are and that everyone around us is you guys have way more power than you should this is not okay [Applause] i don't have kids but i feel for all of the kids around me you guys pretend like this is about taking care of the vulnerable it's not our kids are vulnerable
and you don't care about them and it's so hard to see all of you up here when we know the masks don't work this is all a false sense of protection which fauci the fraud that he is he said this in the beginning so that we would just continue to give up our rights because the sooner you give up your rights the quicker you get them back right it's interesting that it has not turned out that way just like a lot of us saw coming it's masks first then it's vaccines then its passports were all chipped and tracked and if you guys how much are you guys getting paid i just want to know how much you guys getting paid to keep our kids masked i just want to know where can i find out
that information you can go to an event transparent nevada and it lists all public officials salaries okay because i think it's disgusting that you guys are like selling your souls and then taking our kids with you if you want to do that that's up to you but it's disgusting it's gone on for over a year and we're still masking our children and they're breathing in their co2 we know that this is bad and you guys are doing it you don't seem to care our kids are vulnerable please take care of them this is all planned and if you don't say that it is then i believe that you are lying because i think all of you know what's happening and it's disgusting you guys have way more power to take this off i'm sorry for
cussing but i get very fired up about this when you can see that this doesn't do anything for anyone and it causes more fear more division none of this is right and if you can could have seen that from the beginning we wouldn't be here now but maybe you guys wouldn't have as much money in your bank accounts so please do the right thing i know that most of us still have some morals left and i would really love to see you guys taking care of our children like you were elected to do thank you [Applause] my name is jim growth and i just wanted to say um that uh in regards to critical race theory i was here a couple weeks ago um i've read again and again and again the testimonials of of
critical race theory thinking and that i that that what is mostly said about it is we we're not going to pay public dollars to teach children to hate their country and that's from that's from the critical race there man it's so wait i don't support that if you believe in the vaccines if you believe that the vaccines have have done any good that that these chemicals that we put into our bodies are any good at all why are you wearing masks like i mean i would presume most of you have been vaccinated um why are you wearing masks there's only two classes of people people who wear masks or people who have been vaccinated who really don't believe in the vaccine because they keep wearing masks and then those of us who are not going
to wear a mask and not be vaccinated if we're not required to by you know any gestapo mechanism uh i'm not gonna receive the vaccine but i may be forced to at some point i guess um but but i just i don't understand how you're vaccinated but are wearing masks and so you're saying it doesn't work thank you hi my name is chris lashley i'm an immigrant to this country i'm being frankly has sworn off to this country twice and as the lady back over there said the kfc should be learned about the constitution and even the 1776 project because as far as i'm concerned no one in here has ever offended me or told me that was less of a person and the critical where siri is the biggest pile of garbage that i've
come across right teaches case to hit [Applause] it teaches young boys and girls to hate themselves and they hate this country this is the best place i've ever immigrated to and i've visited a lot of countries i've participated in a lot of countries between france germany spain and here's the best place to be and no one needs to be hating themselves or hitting this country or hating any other people around here thank you [Applause] thank you chris any additional public comment [Laughter] no you had your chance but joy you can submit comments to the to the district yeah please okay so renee do we have any public comment from you please go ahead yes mr cassiopo i have public comment that was provided via email from barb mathers she recently attended the freedom rally in
battle mountain with the arise usa resurrection tour to celebrate lander county being the first nevada county to be completely open no masks no mandates no close businesses which is how the rest of our state should be 14 months into an emergency and it was awesome being with so many people who love our great state of nevada and are fighting to get us open she's provided a link with a speech that she would like to direct to the board specifically and i did provide that via email to each of the trustees that they had prior to she wanted to invite each board member to watch that if you're pro forcing mass on children after watching the speech you're a sick person you share she shared two stories of two teenagers who passed out from wearing a
mask while playing sports one collapsed from lack of oxygen and actually died as he was brought back you need to stop voting to keep masks on our children and allow mass exemptions to be followed if people choose to wear a mask that is up to them and their own health but to force mask mandates on healthy individuals especially children who know that wearing a mask causes more harm than help you need to allow us the choice to not wear a mask my children will not wear masks i will not let them be at risk open us up get rid of the mandates and let our children live without fear this comment is from susan i hope i say the last name correctly roush i'm asking that you review the academia of our schools your plan
should not include anything regarding critical race theory we do not need to have our children learning about transgender etc we want our children to have a full rounded education but not crt we want our children to love our country and know our history please do the right thing when you just when you develop the curriculum thank you that's all i have mr cassiopo okay thank you so at this time we're going to close public comment and i do thank everybody for taking time to speak and give us your opinions and we do take this seriously so whether whether you agree with us or think you agree or disagree with us we do thank you for your comments item seven we're going to move on to introduction of 2021 carson city school district retirees and employees

love this um so after 33 years in the district i just want to say thank you for the great experience i've had i've had so many great um administrators um colleagues i've met awesome parents that are just cheerleaders for their kids and especially the kids that's why i was always there and this year is going to be hard i have the best class and i'm going to miss them so much but i'm ready to move on so thank you [Music] [Applause] i just wanted to thank you for the 18 years i've been in the district to be able to provide for my children i'm better than i ever thought possible to be able to have the friendships with some of the people here tonight for more than 15 years to have stu teachers retire with
me that taught my children that are now almost 30 years old it's just been astounding this year was quite a challenge it was the first year for me to work in the cls classroom kindergarten through second grade the other 17 years i was an interpreter in the deaf and hard of hearing department but because of the low quantity of kids we had that signed i was given the opportunity to work in the cls classroom which was a challenge all by itself but with the year the way we had and i'm a firm mass believer for the kids and everyone else we can't protect ourselves too much i've gotten both injections and i i think vaccines are the way to go but that's just my opinion anyway thank you for everything you've been able to do
on our behalf for the employees and have a good life i'm going to enjoy my retirement [Applause] from fritsch elementary school if i could have if they are here in attendance jennifer corelli come forward former first grade teacher tanya fontes fifth grade teacher cecilia jimenez who was a custodian and nancy perdair second grade teacher please join me thank you so much so 31 years at fridge which um i just can't believe it's been that long i've had fabulous administrators wonderful staff members kids that keep me on my toes every single day never dull moments i'm a little more exciting than i would like but um it's just been wonderful you put that all together and my career has been something i've loved so just thank you and maybe on a side note respect empathy understanding
is important and i appreciate the board for showing that tonight [Applause] next we will honor our retirees from mark twain elementary we could have lisa hagen fourth grade teacher come forward christy schmidt first grade teacher and chelsea white speech language pathologist [Applause] i just want to say thank you um it's been a good 32 years of teaching and i have a newfound appreciation for you guys tonight and uh thank you to mr stokes and all the wonderful people i've worked with throughout the years so thank you very much as i was reflecting back on my time with carson city it started in 1974 as a first grader at fridge and later as a fourth grader at fremont our school mascot was some sort of rat or mouse and we were called the fremont freeloaders until
we had a contest that year when i was in the fourth grade and my class won and you became the fremont falcons so thanks to my class um i graduated from carson high my children went all through the school system so when i got hired for my job at mark twain elementary teaching first grade that was the dream i had i knew i wanted to be a teacher i went straight from carson high to college to be a teacher and first grade was my love and i found my home at mark twain it's my neighborhood school all three of my children went to mark twain and the staff and children there are an extension of my family and i will miss it greatly and i've loved being there and being part of such an amazing
school and thank you all from seliger elementary school retiring this year we have sunday dobson who is our cafeteria manager ms dobson are you here from student support services taya drew early childhood special education teacher deanne foley school nurse as an rn elizabeth isaacs speech language pathologist and valentina midbo adaptive pe education teacher [Applause] hi i'm valentina and i just want to say thank you for the most exciting job ever it didn't even feel like work but now i've got to do the rest of my life and retire and have fun so thanks [Applause] i just wanted to say thanks for this opportunity it's really nice to be recognized and i'm really positive about my experience here at carson city i feel very fortunate i kind of have a hybrid job i'm a speech pathologist
but i also coordinate a statewide project for assistive technology that's funded by the department of education and the school district has been flexible enough to allow me to do that pursue my dream work with kids who have communication issues but also advocate and collaborate with people statewide in order to have technology for kids with disabilities available and used and equal the playing field i know we're not supposed to probably use that buzzword right now but you know i feel it does um kind of equal the playing field and technology is definitely a piece of that i think carson city has been very innovative in terms of technology i've worked a lot with raymond and janice before that looking expects for kids and being a speech path i'm not a techie so it was always nice
to have that input from the district to know what will work for kids and what's a reasonable choice to make i worked a lot with leanne morris i mean she is awesome technology you know integration person she mentored me i collaborated with a lot of projects with her and um since i have your ear in case there's an opportunity to have more technology integration specialists it would really be helpful for our kids um administration i feel like i've always been supported from the top down ruth abersteri was my first director and boy was she awesome um and now i've got christy lennox who is miss positive and always supportive of our kids and our families and our teams so i feel very fortunate you know i think i'm ready for retirement it's been a long
haul i want to have a little more of a social life maybe have some activities that i enjoy outdoors but um i really appreciate this opportunity you know to be recognized and and thank you it makes me feel appreciated next from our professional development center we have dr laura austin our former esl director and margaret peggy sweetland who is a teacher on special assignment over looking and taking care of the needs of our students who are in transition [Applause] president cassiopo members of the board wonderful district administrators it's great to be here i did retire in september and it was a little uh longer i had stayed a little longer than i intended because of covid and we just i just felt like we needed to transition better through the summer and i hope i
helped i hope i helped to the district to get off to a easier start even though i know how difficult it was for all of you and the reason i came back this evening was just to thank everybody it's just 20 years in the district 39 years in education it was a privilege to serve you as the school board and we've had amazing school board members all the way through and so to get invited this evening by dr delfin and mr stokes uh superintendent stokes was a really an honor and with that said i just hats off to stacy wilkie i just think back to my mark twain days i know i am most associated with english learners and proudly so but i was uh principal at mark twain for seven years amazing team of
teachers there i was assistant principal at eagle valley for three years absolutely amazing team there served under ferd marianne i was a assistant principal at mark twain for a year served under the wonderful mary gary she taught me one of the most important lessons about being an administrator it was my first year it was let people do their jobs and i think about that all the time and uh it's just i have uh working with tasha the last couple of years was just truly amazing i learned so much from all of you and i thought i would retire and visit grandchildren has not happened yet but it will but i did take a position with sierra nevada university and i am thrilled working with in their teacher ed department working with teachers pre-teachers and also
a pre-administrator so it's in my blood and i'm i just intend to stick with it and i hope our paths cross and i just thank everybody for truly a great career thank you so much our final department to be recognized tonight is our transportation department and we have sean greenberg who is a bus driver and i'd like to invite sean up if she's here no one is moving so i want to just add my thanks to the folks who came out tonight these people are all friends many of them came to the school district the same time i did and i've had wonderful working relationships with all of them and i'm grateful for the the time the energy the expertise the dedication uh the teaching that has been done and i really want to say
thank you to these folks and let them know how much they are appreciated and with that mr president i'll turn the time back to you thank you superintendent stokes yeah i too just want to reiterate my thanks and congratulations to everybody that's retiring it's always difficult to lose quality people and those of you came up tonight are just that quality people quality educators and we wish you all the best that retirement has to offer unlike laura who still wants to work no but seriously i think you know every year we do this and it's tough to see everybody go but i said this i think last meeting we have some of the best teachers administrators and staff that i could ever think of having and uh you know i i'm proud to be a part
of the carson city school district in the small part i play and the part you all play is so much larger and i really appreciate all that you've done for our students and our district uh any comments on the board no just uh congratulations on the retirements um i'm retired it takes a little while to get used to but you'll enjoy it so just have a great remainder of your well i don't want to say working because you're not working anymore but just the remainder of your time have a great time i just want to thank everyone for their service and contributions to the school i know many of you and some of you have taught my children and i apologize to those who um weren't able to stick through this meeting until we could
get to this agenda item so congratulations and thanks to you as well okay well thank you again everybody and once again congratulations and as trustee varner said retirement takes a little time to get used to i'm not there yet but i can tell you working takes a lot of time to get used to also so best of luck to all of you i wish you well okay we're going to move on to item eight presentation on plans for summer school for the 2020 21 school year this is for discussion only and we'll just just we're not going to take a break but just give them a minute or two to to be able to exit i think we're good anytime you're ready okay thank you president cassiopo members of the board i actually um just
have the pleasure of introducing my presentation team behind me and they're going to come and talk about programming we did hire carrie pryor to be our summer school elementary administrator so you all know carrie yes i agree with you who is our coordinator professional learning so she'll talk to us this evening about our elementary programming i have marianne weaver with me as well she's the dean of students at carson high and she's going to talk about our traditional summer school program for middle and high school in terms of credit recovery and then i have also jeremy lewis here who is the learning strategist at pioneer and he's going to talk about their summer academy that they have for rising ninth graders uh so current eighth graders this year who needed a little more support than
a regular credit recovery program so i will um invite carrie pryor up to begin our presentation um so good evening i'm carrie pryor for the record and like tatcha mentioned i'm taking on the role as the summer school administrator for just elementary along with my regular um duties so as you know summer school will run june 9th through the 25th it'll be 13 days total i've themed it 13 days in paradise so we're going to be really excited about that candy ruff has helped me come up with a theme song for each day that my staff will get to keep them motivated i truly have to give a big shout out to the 38 teachers elementary teachers that have agreed to continue their year after a long year as we all know they've continued to
be dedicated staff members and really support our learners during this whoops i know the feeling well i feel like my three minutes is up um so anyway as i was saying it's when i took on the role we had 18 teachers that had applied for the position and i really want to thank our hr department in really helping me advertise and send it out and send out an email to our elementary staff asking for more applicants and we ended up with 42 applicants which was a great number and we and we needed just 38 and so um several people just said carrie because of your email i agreed to apply but you can cut me from the list so i just want to say again how dedicated our elementary staff has been i just am
so encouraged by the amount of hours and enthusiasm they continue to show we'll have student contact time during those days from 8 to 12 and i'll show you a schedule here on the next slide we are supporting learners from all six buildings um elementary buildings but we'll only host at four sites and you can see those up there empire will also host fremont seliger will host um just select boardwalk bray will also host fritsch and mark twain will just host mark twain i do want to give a huge shout out i have my list of thank yous but um besides aj and jessica and valerie for figuring out how to make this work in the budget and tasha for her mentoring and support is this is my first role as an administrator um i need
to give a big thank you to the elementary principals who started the planning well in advance of me taking this on and then i have to give the biggest shout out to sheree fletcher i don't know how she does her job i mean i was on the phone with her today going over spreadsheets with student addresses we have over 400 students the next slide is actually incorrect because i had several students sign up today but we have over 400 students and we have to bus the fremont students and you all know what the fremont zoning area looks like get them to empire and then get them perhaps to the boys and girls club or home and she's rattling off these addresses like i know where this is in carson city and she's like okay carrie
here's what i think and this and i'm like i have no idea i don't live in carson but she's amazing and great and i am just super impressed so if you see her out and about tell her i will sing her praises for the rest of my life because what she's trying to figure out how to get these 400 students safely to these elementary schools is amazing um some additional information um we when i made the powerpoint on sunday we had 397 elementary students enrolled today as of today we have 411 so we're just over 400 which i think is a great number um you can see the totals by sights um seliger i just got a message from mrs zona while i was here in the audience that they were up to 144 so
they have they have quite the attendance at sea ligger um staffing i did have to hire some additional staff i believe we're at 38 classroom teachers as of today um we have eight paraprofessionals um two at each site one for special ed on one for esl there'll be two social workers with us and then myself i already talked about transportation she's amazing and then we will have breakfast and lunch provided free of charge to all students breakfast will be in the classrooms and lunch will be a bag and go if you have not met or engaged with elizabeth schneider impressive young lady and i mean really really passionate about what she does with food services i've met with her a couple of times the other thing is not everybody who's in education understands the role
of a teacher and the need to maximize our time and the way in which she talked to me about dropping off breakfast and lunch and making it so fast and flexible for our teachers she got that i needed to maximize the minutes and that i can't have my teachers having to walk down and get this and she's like just tell me where to drop it for example in boardwick we're all in the west pod and she's like my staff will drop it right there it'll be outside their rooms so amazing people again in carson city um i do want to point out we do have a lead at each of our sites um pauletta brill will be the lead at mark twain mike miella will be the lead at empire tara hornaman secularis will be
the lead at seliger and brian peterson will be the lead at bordeaux pray they will be the support for the staff on site when i can't be there we've made a schedule i'll start at one site every morning of course there will be a lead at every site and then our social workers will um start at different sites so that we have coverage so that as our families drop off we'll make sure that all students get to their classrooms safely and then we do have one other offering at the elementary schools because we do have two sites that are under our 21st century grants and we will offer enrichment at boardwick and that empire and then i do want to give a very big shout out to our curriculum team lacie carey pam copperthwaite mimi
laughlin dr carolyn cook and marla churchill they all put together training for our elementary summer school staff that's asynchronous done at your own pace and we had a training last night at pdc in person um to support the curriculum and the needs of our students and so this is what our schedule will look like at elementary the students will have drop off between 7 45 and 8 with morning supervision and you can see that they'll have breakfast in their classroom and the day will end with a grab-and-go lunch we will be using our reading program hmh hoot mifflin for reading interventions lessons and um as i mentioned lacie carey one of our ela specialists put together a phenomenal it's so well done i really think we should market it to hmh it's amazing for how
to use our program in the intervention lessons and then the primary math focus is going to be on number sense we looked at the map data and really dug deep into that data and decided that that's where we really needed to focus and so mimi and carolyn developed lessons around that and ideas and that's what the training was on last night and then the intermediate training will come up um a week from tonight and it will focus on fractions and as many of you know our intermediate students struggle with that number sense and fractions um so with that i think we're gonna have questions at the end right perfect i'm going to send it over to mary ann thank you for the record my name is marianne weaver i'm dean of students at carson high
school and summer school coordinator for middle school and high school we're all going to all both middle schools will be brought to the high school as well as the high school students attending we will be in the heist tech center from june 9th to the 30th it's 16 days we run from 7 30 to 2 30 we do have a lunch break 10 45 to 11 10 and then we have scattered breaks and those breaks for the high school the middle school will have different breaks so that not everybody's out at the same time um we too have i worked with liz elizabeth today she's fabulous i just want to echo um we'll have breakfast dropped off between 7 and 7 uh 15 so that the kids can have breakfast before school starts lunch will
also be provided and dropped off um no late 10 30 10 45 so our kids have the opportunity to have lunch there as well i just wanted to make a note the difference that teachers make in summer school i have done summer school for 21 years and i started as a teacher in the classroom and um pryda tasha coming and coming and asking what do you need for summer school to be a success i said i need staffing prior to that in 2015 we had a 47 completion rate which was the best that we had had prior to that point after that point once we had a content area for each teacher our rates were never less than 88 and that should have a little asterisk because five boys got suspended for playing with the
air gun in at lunchtime but that's a side note so but even um up to every year i have the same staff that comes back and if you can see the amazing difference that the staff that i have brought back with the content area has made and in 2019 we had a 96 completion rate which we had never achieved in carson city at least at the high school we had 105 students complete uh enroll in 124 courses completed 119 of them um covered last year we still had a 75 completion rate this year that is um our last entry is a little behind we had an update we now have 115 students enrolled in 209 courses as of today that number will only increase over the next week when um we find out whether or
not finals have helped students out um we have doubled our staff for that purpose because as you can see our highest number prior was 2019 where we only had 105. um so we are expecting more so we have more teachers we have through the grant which i greatly appreciate it has doubled our staff size all credit recovery classes or only core credit recovery classes will be offered at the high school um our estimate is 150 to 200 we've already hit 115 as of today um we have an estimate of 50 middle school that's given take 63 was the last one there's also working on the last minute credits that they can earn uh staffing we have two teachers in each of the course subjects math science english and social studies i will back up on
the math one too because that is where my degree is so and that tends to be the heavy course loads middle school um we have two english to math that is updated we now also have two additional teachers so we'll have six middle school staff additionally we do have uh special ed and ell paraprofessionals and we have ssw school social workers on campus as well for the entire 16 days transportation will be done for both pickup and drop-off for all of our students all the students from the middle school pioneer and high school will be on the same buses and they will be dropped off for us and then sent to pioneer breakfast and lunch is free of charge for all students just gonna make sure they get there any that's about it for me
jeremy lewis learning strategist for pioneer high school for the record um so we were faced with an interesting group of students who are significantly behind in credits um more so than you could traditionally make up in the um you know three weeks or so of summer school so um we decided how we're going to remediate those students so we asked ourselves um some questions um how might we provide some targeted remediation specifically in english and math to our struggling our struggling cohort of eighth grade students coming into high school and then so they can be successful as freshmen um and how might that targeted remediation um in lieu of credit recovery which would be a pretty heavy lift um provide some greater equity for um their success and so in thinking about that um we
also recently brought in apex for our um online classes as well as credit recovery and they also have another feature called tutorials and so we looked into that and we have put together a a camp so to speak um being an avid school in an avid school district we also wanted to bring in some core avid strategies to help bolster their skills during this time so what we came up with is a 16-day curriculum um students must complete all um 16 days and there are 14 modules out of two tutorials so there's a math tutorial and there's a english tutorial on each of those contain 14 different modules and then we've embedded various core avid strategies throughout that each of these modules will pre-test a student and these are these are relatively short modules so
they're designed to be somewhere in the neighborhood of an hour to an hour and a half so each module will pre-test the student and then if they have certain deficits it may take them further back than that grade level module is currently set at um the modules themselves are non-linear so students are allowed to sort of explore that at their own desire or their own pace um and then because all the students will be working together it's actually a synchronous classroom even though they're working sort of semi-independently so there is the opportunity for the teachers to provide um structured remediation or structured clarification there is the opportunity for students to collaborate as well um and each of these modules then students need to pass the post test at or better so just for you know
clarification sake one of the way that one of the ways that that differs from traditional credit recovery is that you know in the traditional credit recovery model you work at your own pace um to basically earn credit for any of the classes that you um didn't earn credit in um and that oftentimes would take significantly longer than we have for these students um in addition the credit recovery benchmark is 60 um the module benchmark is 70 so we're asking them to um perform at at a higher level they're doing more focused work and not just traditional sort of credit recovery um so the way the the camp is organized we call it a camp um that's it's foundational math and english skills um we have some core avid strategies that are sort of embedded throughout
that um they will be using an e-binder throughout the course of um their their time there that we're going to heavily focus on the focused note-taking process while they are working through those modules summarizing information goal setting understanding their strengths and weaknesses concept mapping and quick rights will be the specific avid strategies that will be supported during this time so the day is broken down into three sections we have a 50-minute avid instructional period and then there'll be a 90-minute english block and or 90-minute math block sorry and then a 90-minute english block and so what we did is we had the math teachers get together and look at what were the foundational standards or skills from middle school that they felt would make students most successful in algebra one and they went and looked
through you know sixth and seventh and eighth grade and pulled those key skills that they felt were critical to being successful in high school and then the english teachers we did the same thing looking at those and so the math pulls from sixth seventh and eighth english because it's spiraled differently is pulling from mostly eighth but actually a little bit of front loading in ninth grade um so our day looks like this um this is a sample of the obviously the first day the june 9th is different as is the last day but our regular days um we'll have our avid block we have our math tutorial and then our english tutorial and so all this has been laid out basically by standard um up here we have the strand names but um going through
by standard and then students will complete um every single one of those and hopefully we'll have um a better foundation to be successful in high school in lieu of traditional credit recovery so that is our that is our grand experiment for the summer thank you tasha fuson again for the record so um first off i just want to thank these incredible educators behind me because i want you to know they all have full-time jobs with our district and in addition to their full-time normal jobs they've been working really hard on putting together these summer programs for our community and our students so that is just amazing work and what i really wanted to point out is how much work is being done really to focus on curriculum and what the students are going to be
learning not just you know come in and we're going to uh you know throw some books in front of you which is not a bad thing per se but we're trying to be much more strategic and and really honing in on the skill gaps that the students have acquired throughout the year and making sure that we're trying to set them up for success next year even in our traditional summer school programming at carson high school for the middle and high school currently speaking our curriculum coordinators are working on customizing the courses that the students are taking so that they can hone in on the essential standards and we can try to help our students work smarter not harder to try to recoup the credits make it more achievable for them while making sure that they
have those essential knowledge that they need to be successful the following year so again i just want to point out that there's a lot of work that's being done i have the dream team behind me working on all these amazing opportunities for our students again i can i just want to reiterate how amazing the carson high school teachers or not carson high school carson city school district teachers have been because i was amazed that we were actually able to get enough educators at carson high at the middle schools both middle schools at pioneer and at all of our elementaries to run these programs so we we all thought after this very challenging year that we've had that we would probably not be able to get enough staffed honestly to work i think the state thought
so because in the learning laws bill that came out one of the things said is well prioritize in district staff and then if you have to go look for retirees and other people in the community etc i think everyone was kind of anticipating that but our staff in this district has really stepped up um and has has agreed to come in and really extend those opportunities for our kids so i'm just grateful to all of our educators as well so um any questions from the board to any of our presenters connect mike go ahead so i was just going to say to carrie that i was going to ask joe to put on a future agenda for us to approve the song list that you are proposing nice job everyone you can join in the
festivities from afar right unfortunately i'll be overseeing my own summer scope right yes uh lupe can we give them a big round of applause this is tremendous tremendous good job thank you for what you guys are doing this is amazing this is exactly what our students need and just on the side note we are doing the same thing at wnc for the latino leadership academy students because they um are you know nervous and they're skeptical about their transition to college and so we feel the need to do exactly what or not exactly but a very similar um activity or sessions that we're we're offering them to prepare them for for college and so thank you thank you guys i appreciate what you guys are doing for these students so much thank you i think it
sounds like a wonderful program i was wondering uh if we have eel students attending summer school do we need any eel teachers or do we have some already scheduled mr varner i'm so glad you asked that question so two things that i worked with today um as you know dave calario works with our social workers you've had it many times so the elementary is so tight um because we have for example social workers serving at different buildings we sent the list of students out that would be in the buildings and the social worker who was at the home site but were using social workers from other sites have identified students that they're going to want to touch bases with today i did just that with the esl with our ell population so we have on
staff at every building at least two to three bilingual teachers and then we have an esl para professional but because they might be at a different site the el designees at that site looked at the list of students and then helped that parapro determine the needs in each of my classrooms so it really has been a team effort i'm just super impressed with the work that the elementary principals have been doing to get ready for it and then all of the teachers coming together even the ones who aren't working um you know my special ed staff and and asking them about the students on ieps and what we can do to support them it just really has been a team effort thank you stacy so tasha just over just sorry um marianne we were just
going to address the the concept of esl actually and special ed support at the high school yeah we do have um two in addition to the core classes we do have two special ed um designated teachers as well as um the two ssws and ell parapros as well as ell teachers on staff as well stacey did you have i will try again are our numbers up this year the numbers of students participating in summer programming yes um in past years we have had an elementary summer programming in the past but it's not consistent quite often our students will participate in programming through like the boys and girls club or some of our community partners but in in in this particular year yes i think as gary said we're up to over 400 students at carson
high school they've looked they're looking at potentially doubling they're expecting double the amount of students would be in a normal summer school and i can tell you for pioneer they're probably four times the number of students they would typically have in their summer program so it's a substantially larger program than we've run in the past and what's the deadline for parents to decide whether they're going to send theirs or not to summer school so we actually had a deadline in elementary as of last friday but that was because we needed to have set staff and be able to let staff know if they were going to work however at this point in time if there is vacancies or not vacancies if there's openings in different classrooms we can take late enrollments for the middle school
and high schools both of the middle school the the our secondary students we don't have a cutoff date until i believe it's the end of next week and we also always intend or plan for late enrollments we often in the secondary world will get a substantial number of students on the first day of summer school that walk in and we always serve them we do try to get the numbers specifically for transportation and nutrition services that's why it was very important to actually have a registration deadline although it's a loose deadline but that way we could give um sheree the enrollment so that she could figure out the bus routes and we could give elizabeth the numbers that they could plan for breakfast and lunch but we do accommodate late moments as as weekends space
available okay and then jeremy i'm just excited to see that the avid program is still going i mean i can remember when we approved that and it's so refreshing to see the program go year after year after year after year and and see the progress that that kind of program has so i'm really glad to see that you're you're using that integrative integration to your summer school well i i think it's some i think it's as important as the actual content standards themselves um you know we we need to teach our students how to learn um and how to be self-sufficient um and that goes beyond just teaching them the the core concepts or the core standards within the curriculum so um yeah avid is nothing new but but it's packaged very nicely and it
works really well so i i i'm a fan that's a board member i'm not a fan of a lot of things but i'm a fan of that as a board member who spent a lot of money voting for it i'm excited that we're still using it i can also um i just want to give you a little bit more background because the reason why we separated out the students your typical rising ninth graders those who are only maybe half a credit to a credit shy were given the opportunity to go the normal credit recovery route and as jeremy stated those who were who were significantly credit deficient instead we routed to pioneer is state law does allow us to write intervention plans for those students as long as we're remediating their very specific areas of
deficit and that is so that we can hopefully help those students again get prepared for high school and lower the number of retentions in middle school i mean obviously sometimes retention is an appropriate step to take but not carte blanc especially not in a in a year like we've had this year so that is uh why pioneer stepped up and said no we will create this camp avid cam and we will basically write individualized plans for all these students and incorporate remediation for english language arts mathematics and executive functioning through avid and i'm thankful for that pull out of the ninth grade going into ninth grade because it's always been a difficult transition and i really wondered about the ninth graders this year and and how they survived the high school experience not being able
to be there except two days a week so i'm glad to see that we're starting especially with the eighth graders who are probably really really nervous especially if they're credit deficient even thinking about going on to the high school so i'm really glad that we put that safety net there and we have put the resources and the teachers in there so i do appreciate that that i'm just a tasha just a general question if you had it on the slide and i missed it i apologize but of being a challenging year for everybody students included what percentage ballpark of the students enrolled in the summer school program maybe the overall list of students that we identified as needing or benefiting from summer school i know so i know some parents for a number of reasons
may not participate but i'm curious how close to the total maybe we're seeing so far i'm not sure i have exact data for you on that i can tell you the number of students that are coming to summer programming is approximately eight percent of our student body in our district so it's a substantial number of students what our schools were asked to do is to take a look at their data this year from particularly from maps at the elementary and of course in the secondary it usually revolves around credits and to determine their needs list the elementary schools then reached out to those parents uh and and individually and um talk to them about summer programming options for summer programming and um were able to come up or come to the district office us with
a estimate number of parents that had responded favorably to wanting to be involved in summer programming and that's how we started with the staffing so i know that the schools have worked really hard to encourage strongly strongly encourage those families that had students showing that they were not quite at grade level standards to participate but you're right it's not mandatory so um at this you know at this point in time we're just trying to make it a very fun opportunity for students so that they don't feel that it's just a continuation of school but still be able to address the learning needs that they have and then and and hopefully that will again get get our students more prepped for the following year now i appreciate that i know it's an unfair question i ask
it just i just thought about it moments ago but i think it's an impressive number of students that are enrolled in the summer program and um no i'm i'm excited for them i think this is a good opportunity for them to get back on track and get up to speed so i just want to thank everybody involved carrie and you and the teachers who are eating into their summer to do this this is important and we appreciate that so thank you for everybody's efforts thank you a shout out to to the amount of parapros that we had that we're willing to work to because i was amazed at how many of our support staff members were uh open to working extra hours any additional questions okay seeing none thank you okay item 10. uh wait
no i'm wrong item nine presentation of budget preparation timeline and introduction of topics for the public hearing on the budget for fiscal year 2122 including brief discussion this is for discussion only uh aj president cassiopo thank you good evening trustees i'm not sure where everyone's going you're missing the highlights here folks okay so this evening um i'm going to i have three items uh the second item mr cornick will come up here and help me a little bit with that um the the one question i i i have this as a question in the final presentation and i just i want you to think about this and then when we get to that question i'll pause um we really still don't know a whole lot about um what the state's kind of contribution to education
will be i have taken so the budget this evening is really it's a placeholder you know we don't kind of have perfect information if you've been through these presentations i think all of you have there's about 85 slides of graphics showing all this analysis of the budget i have that already and it's all in here do you want to see that tonight or i will be coming back to you at the second meeting in june with an amended budget based on what comes out of the legislature and at that point it may be more meaningful because it's kind of real so i'm happy with either but i'm just throwing that out there for you to think about as we go through okay um okay me still those it guys being here so my apologies okay
so a couple uh quotes this is this is a new one but i thought i thought it was good because it's about giving money to schools it's from ben franklin the good education of youth has been esteemed by wise men in all ages as the surest foundation of the happiness both of sorry private that was dying last time hello hello hello thank you hello hello hello hello somehow i think you got your answer aj hello hello hello hello hello [Music] they're all dead hello oh yeah hello hello hello hello hello no test one two no um no i think it's a problem with that [Music] testing keith we're live okay everybody we're going to reconvene nope that's fine okay i apologize but we're gonna resume with item nine presentation of budget preparation timeline introduction of
topics for the public hearing on the budget for fiscal year 2122 uh with andrew fuellen thank you president cassiopo um i i just wanted to clarify too just from the earlier comment we are still going through the entire process tonight they're going through the entire budget the the resolution on the budget that we need to have approved this evening i'm just i'm just asking if you want to see kind of all the visual analysis of the entire budget when we know that that budget is most certainly going to be changing and we will be doing an amended budget so it's not not um bypassing any of those required processes this evening but just maybe saving on some time when it's going to change here real soon yeah i think personally and it's up to the
will of the board i think we could do without some of that tonight given what you just stated that you know we're going to learn a lot more in a very short amount of time yes and so as long as we meet our obligation i think a lot of what you you know what's going to be on there is stuff that's been covered already in past presentations so okay that's my thought and just to send it to us so we can read it you know because the graphs are my favorite part so right i feel like i'm getting i will come back with them i will come back with them and then i'm in june i promise absolutely promise um so and thank you to our tech support here for taking care of our problem
um so getting back to uh this quote that i was going to astound you with the good education of youth has been esteemed by wise men in all ages as the surest foundation of the happiness both of private families and of the common walls almost all governments have therefore made it a principle object of their attention to establish and endow with proper revenues such seminaries of learning as we might supply the succeeding age with men qualified to serve the public with honor to themselves and to their country and i put the old 100 bill on there because you don't see it very often anymore so it's kind of a flashback this one i think i shared last year nevada ranks 13th in the nation and average teacher salaries we are fifth in the western states
we rank 15th in the nation on pupil t-shirt ratio we are eighth in the nation for median number of school years completed by persons 25 years or older we repeatedly have the highest literacy rate in the nation we are fourth in the nation on the basis of money spent per people then that may seem like not the nevada that you know and that's because it was nevada long ago from governor grant sawyer so the presentation today we'll talk uh quickly about timeline um again we'll bring up mr kornick and he'll help me uh get through some of the capital improvement plan and then we'll get into the budget presentation and then there is the resolution for your consideration to approve this evening so timeline what we're looking at enrollment projections so as soon as students
get here in august of september we are doing uh enrollment projections for the next year under um all normal circumstances this drives your revenues and staffing this year is uh an incredible exception to that in in several ways um and we'll kind of get into that a little bit later but um we do updated budget projections then getting your post audit audit in november and really start in on budget planning then come to december we get our revenue projections from the department of taxation which normally is a really big deal and with the changes to the people-centered funding plan it doesn't actually matter anymore but we still receive the projections anyway and they they are represented in this budget but that is a part of the large change that is going to happen most likely
when we get to the um june amended budget here in two meetings from now the tentative budget was turned into department of taxation by april 15th fine-tuning continues to happen and will continue to happen after today um but then we do notice this meeting tonight as the budget hearing uh in the paper on the 15th and the 19th we are at the budget hearing and then by june 8th i need to submit the budget here tonight to the department of taxation and because the legislative session is happening actually shouldn't say special legislative session but just that there is a legislative session still uh in in in process if there are any changes and there absolutely will be some changes to this budget we are allowed 30 days after the session ends to do an adjustment
amended budget at that point so and then back or when we get down to december that is kind of the traditional time for an amended budget and that's with all the audit uh numbers and all that included so this year's budget will be the first year the biennium it's the start of the people-centered funding plan which changes the way that school districts in nevada are funded for the first time in 50 years a little over 50 years we don't truly know our primary revenue source from the state and there likely will be a special legislative session but hopefully we'll know really where we stand before that even occurs here in the first week of june just of note class size reduction funding is gone that has become that was actually cut and then made a
part of the people centered funding plan i believe some of that has been restored uh special education funding we just got numbers on the state level of funding which has increased but i don't believe we have our specific district numbers yet so we'll be estimating that still nutrition services should be back on track after two rough years due to covid but next year with all students eating free and being hopefully back fully that will make a big difference for the program sure so i was looking through that bill they passed yesterday it didn't look like our purple per pupil funding has shifted from what we anticipated so there's all these articles this weekend about the extra money they found is that what you're saying you don't know how much of that we're going to get
or it doesn't impact us so it's a little bit of both so with special education i i definitely don't know how much we're actually getting um it was reported that 500 million dollars has been put into education and um that certainly is a good thing a significant chunk of that is simply restoring the level of funding back to what it was in fiscal year 20 so two years ago um and and i believe and i haven't gone through it fully i believe there is extra money the the the downside for us is that because we're going to be in this hold harmless state once they got back to the point of restoring funding to fiscal 20 levels we don't really see much benefit beyond that so it's i'm very thankful that we are have gotten
back to that point um but it's i'm just it's not clear that there's going to be much more benefit um beyond that so if that answer is question okay um and then capital projects here we'll we'll get to um in just a sec uh with mr kornick so and that will be that's always under revision as we continue on any questions or comments about timeline highlights okay that's the end of item number nine president cassiopo any any additional questions for aj okay so we're going to move on to item 10. uh discussion and possible action to approve the revised capital improvement plan for the carson city school district for fiscal year 2021 2022 uh this is for possible action and again we have aj fueling joined by mark koronek you president cassiopo i have um
director of operations mr mark kornick here with me and we are presenting a little bit on capital improvement plan so the the plan itself still reflects work done by the facilities master planning committee going back to 2015. um it's something that we likely would have gotten back into this year if not for covid but our bond oversight committee has otherwise approved all these projects that we'll be discussing tonight one of the primary items is that it is certain that we will need to go out to bond again this coming year we sold a bond back in december of 19 for about 11 million dollars and that included early very early thoughts and estimates on what the projects in the district specifically kind of the largest one eagle valley the expansion there would cost it clearly
is going to cost more the price escalations have been incredible over time so we have capacity here in this next year to bond for an additional 11.9 million that will will easily cover those increased costs at eagle valley there is the ongoing question of the snyder property which we've been discussing for about a year and a half maybe a little bit longer than that but now with potentially bonding again it's just something that needs to be brought up it is represented on the capital improvement plan still again just because something is here and it's approved doesn't mean it's actually going to happen there still are levels of approval you'd have to give to authorize a purchase and that sort of thing so uh it's really kind of a placeholder at this point but again just
something that uh has been here for a while and covert kind of put a big delay on um getting to that so i guess putting that back on the radar um the document does change every time we bring it up because there's always modifications and changes in the amount of funding that's needed so with that i will let mr kornick kind of talk about some of the projects that are going to be very active this summer and really through next school year there's going to be a lot going on we will be spending heavily the bond funds that we have already received and then potentially with this new issuance we'll have to do a little bit later in the summer so mr corner thank you mr fueling mark kornick director of operations for the record
um thanks for having me here tonight uh i have the the current cpi here um capital improvement on cip and i put together just about four of the major projects that i wanted to update you on and then feel free to ask any questions on anything else that's there right now and i did these by largest to smallest projects and of course the largest one that we're working on right now is the eagle valley middle school that expansion project is going to be roughly 23 000 square feet added to the school 10 classrooms two stem labs office and work room areas restroom storage and support areas we're also going to do a remodel of the computer lab the older computer lab and the existing smart lab will be moved and the stem labs will be
utilized for those subjects and there'll be a choir room built in the existing smart lab this is again to kind of mirror what carson middle school is offering they'll also be a new drop-off area that'll feed into the properly property from carson river road um we spoke to that last time in uh well in november when we talked about that we are currently in a gpm process right now which is gross maximum price that we negotiate with the construction manager at risk and that is core construction is who we've contracted with um we'll be real close we should complete that by the end of the week um and our planned start date is june 14th um a few weeks away um we're actually they're actually set in a job trailer this friday when there's no
school out there and uh planned completion is july 29th um of 22. any additional questions or anything else you'd like me to comment on that on that project given the rate that construction material is going up how has that been addressed with the with cork core has done a budget about every other month as we've been working through pre-construction for the last six seven months um they've they've done a good job they've called us they called us in about a week ago and said all of a sudden steel price not all of a sudden steel prices have been going up there's been various things there were tariffs there were re negotiation of steel worker contracts and then with covid the supply chain um just went over the edge right so we had two steel contractors
subcontractors bid on this every other trade we had we had at least three or four some six trades in this trade so we didn't have a lot of choice um we did have two contractors um bid on it and they were about 300 000 apart on about a 1.7 million dollars worth of work that's the biggest part in the contract um so they negotiated with the contractors um the one the lowest bidder could not get a steal until after january of next year which would have put our start date at the school opening the school after labor day um into late september next year so they worked with the other contractor he was roughly still 300 000 over but we can get steel guaranteed by november and possibly by september both of those dates will
put us in the school on time um the second date is just going to be harder to get the job done because we'll have most a bunch of the building built and then we'll have to pour concrete over top different ways but they had four different plans to get that done and um every time i've met with them they've always have another plan and they've worked with us on the gmp we found some value engineering items already before we start got into gmp and anything else that we find that we can reduce or cut back on that doesn't compromise the project as we go along those savings will go into the contingency which comes back to us in a in a 75 25 split at the end of the project so i feel really confident
with them um they have um there's probably six or seven people on the team that we meet with every time we meet they're all um skilled in different areas of semar project and the communication has been fabulous and we've been out with them at site um up on a ladder drilling holes in the walls trying to find how we're going to structurally support piping that we're bringing from the chiller room all the way to the new uh exte um extension on the building and um it's been pretty fascinating how they work and uh but other than that the prices have gone crazy i mean conduit for electrical conduit has gone up 400 percent in the last month um there's a lot of conduit and there's a lot of copper wire in our project so um
you're monitoring all the time so do we have that in a contingency because we're seeing that with everything i mean plywood a year ago was 20 it's 80 a sheet now there's a escalation factor built in obviously it's not what it really should have been when we started the project but there's also a two and a half percent contingency which right now is over two hundred fifty thousand dollars and we have a couple allowances also that are in there um a large allowance for um winter work in case we get a lot of bad weather um if if we don't and we get through these six or seven days that they put an allowance in that comes back into our budget into the contingency so so how much total are we now talking about doing
eagle valley for i'm sorry how much more is it now than when we approved the project itself um we're at least a million over what we said before so we're roughly close to 14 million for the project all right well the other the second project that i wanted to tell you about was on the district office renovation and addition project that's roughly a thousand square foot edition which will house ed services storage and a copy room we're also doing hvac improvements on the west side of the building and this will we'll be connecting to the chiller with new ductwork and new ceiling tiles so we'll be taking all the sealing out putting all brand new ducting in and connecting to the same cooling and heating system that the other side of the building has we
also have a remodel in there because we're bringing grants to the district office and there's a couple offices that aren't actually four walls in the in that building so we're going to create a couple more offices we'll do some improvement in those offices with uh some of the block will be covered with sheet rock we'll fur that out to make it a more comfortable building um and then we're adding one of the smaller offices where ricky medina is now will become another conference room and then there'll be some improvements to the building entry ada improvements and a sign and new storefront where you enter the building new door the big blue doors about had it so um and uh let's see our schedule then we have a refresh section too which is new carpeting new
paint um and some case work that we'll put in the conference room and the boardroom um we moving staff to gleason pdc the week of june 7th we already have a container dropped in the parking lot where we'll be storing a lot of furniture um pre-construction meeting will be held june 7th as well with k-7 construction they're our general contractor and we plan to start on june 21st with the completion of november of 2021. any questions on that one oh i did not mention that we did have an ad alternate on that bid for a um emergency generator that will start that building and when we do have a power outage and we have elected to put that in the project and it is keeping us under budget right now any additional questions from mark
or aj seeing none just just getting a pulse yes are you guys done or was it sorry no i got a couple more okay i know i just wanted to make sure i answered a question all right so the next one is uh carson high school's turf resurfacing and track improvements we're going to be demoing the existing turf and replace with field turf which was in there a new a new grade of that a new surface and we'll be grading doing some grading and irrigation improvements and new goal posts track repairs will be minor repairs and repainting at this point we had a pre-construction meeting last friday with sierra nevada construction company snc and lloyd consulting which was the consultant we had hired has built most of the football fields and the sparks golden eagle
fields that helped us develop the spec and figure out you know what improvements were needed and they'll be with us through the bidding process and a couple visits during construction as well plan start date is 6 7 june 7th next month and plan completion is august 13th we're hoping that the team the football team can get a couple practices before their first game at the end of august and the last larger bond project that i wanted to talked about was a border wick multi-purpose room building the roof improvement there there's a blue metal roof on that building right now that leaks and so we're going to be removing and recycling that metal roof uh installing new underlayment and with and installing a composition roof on it instead of metal um flashing and gutter improvements we
had a pre-construction meeting um today actually for that with ponderosa um roofing company here in carson got that job and benchmark consulting is our roofing consultant that helped us with that spec as well if you recall about four years ago we hired them to look at all of our roofs and come up with maps in different projects how we could extend the life on them so we've just been going down the line doing those projects and it was time for the replacement of this roof um the planned start date is june 28th so we're not going to affect uh summer school there at all i thought we were going to start a little bit earlier but the contractor thinks he has no problem getting that done and the back of that school is not going
to be accessible so we're going to have a lay down area there and and waste disposable area et cetera so and then completion is is to be done uh by saturday the 7th of august so well before school starts and before returning teachers come back those are the larger projects we have we do have another roofing project at seliger that's going to be we're going to do about two-thirds of the multi-purpose room roof there's a single ply roof on top of that building but if if you look at the building there's a sloped area that is the roof over the uh multi-purpose room and that's all shingles you know shingles have been coming off in the wind so we're gonna get about two thirds of that done the the worst part this summer and and
finish it next year and then most of the other things are um that we have are our roofing projects um and uh that could be grouped into a large roofing project if we wanted to do that in a bond if we had money in the bond but later or if yeah if we had money there in the bond any other questions on those projects or any other other the capital improvement plan projects that we have just a clarification for the seliger one if we're only doing two thirds in fiscal year 22 where's the other third is that in fiscal year 2023 oh no there there is an amount um there for roofing the the two-thirds we're doing now is in this year's i think and actually i was just going to clarify that too because
two things um one with the eagle for example with the eagle valley project and mark was just mentioning that it's going to be closer to 14 million dollars and clearly if you look at the eagle valley line that doesn't add up and that's simply because there are our costs that are happening right now in this fiscal year and this represents next year and beyond so there are costs already happening right now and will be happening this summer before we get into the new fiscal year the other one thing i wanted to mention about five years ago mark and i kind of came up with this idea of setting aside some some pots of money for um we call the in the district-wide for asphalt roofing um and for like refresh like doing paint and things
around the district and and that has been 75 000 for each of those items for the last five years and so this year i i bumped those up a little bit just kind of reflecting costs so that's that's really the only difference there so i would say the majority we we have most of those jobs lined out in those three line items um and aj was is it was good enough to help us with um we didn't have a lot of extra roofing to do throughout the district but we did have building envelope items like windows doors so we have a lot of old doors that we're going to be able to replace some old windows at the high school that was still single pane windows and really causing us some conditioning problems in those
in those rooms so uh and i think that's going to help us also with uh comfort and utility there so um mark johnson's been working really hard on scheduling all these projects out so we have a very full summer and i think we're going to get a lot done good any mike question well i was just going to make a motion if there's no other discussion so i moved that the carson city school district board of trustees approved the revised capital improvement plan in the opening balance fund 300 capital projects for fiscal year 2021-2022 second wilkie okay motion by walker second by wilkie any board discussion hearing none any public comment in the online public comment no mr cassiopo okay bring it back to the board all those in favor aye aye are you opposed
motion carries thank you mark moving on to item 11. excuse me uh discussion and possible action on the final budget including adjustments to the tentative budget for the carson city school district for fiscal year 2021 to 2022 including adoption of a resolution approving the final budget and transmittal letter this is for possible action and we continue to have aj thank you sir thank you president cassiopo um finishing up here with kind of the the larger um budget item um again i'm i'm not um here spending too much time on the actual numbers but kind of talking about what's going on then i'll kind of get to that point where i ask you that question for sure that you want me to continue the visuals or not and then regardless we'll make sure we wrap up
and do everything we need to do to get this budget ready to move on to department of taxation um so you may have heard in the news that uh 500 million dollars has been added to k-12 education trustee walker had brought that up just a bit ago again kind of unsure of the the overall impact i mean clearly it helps out education but i guess more so the overall impact to us because we appear to be well into this whole harmless kind of situation for the next number of years we do know that funding levels from fiscal 20 have been restored so that was a that was a big step just not sure how much kind of beyond that we're actually seeing due to the changes of the people-centered funding plan uh it's yeah again
it's hard to say how much is additional sorry um then due to the whole harmless state the restoration of funding does help us but any additional funds do not so based on my understanding if um miraculously here at the end of the session they added another 500 million dollars to education i don't believe that benefits us at all i don't i don't believe we would see a dime because of this whole harmless state so um just kind of trying to frame what's going on there yep it also seems that the the additional amounts that they put in for like um frl and gifted yell you know what i mean they seem very low yeah it did not seem appropriate to me um in in that that gets back to um so like the el amount
is really based off the entire amount that was statewide paid for zoom and it you know when zoone came in i'll actually talk about it in 2015 it's it seemed like a lot of money but when you put it in the context of what is actually the per people amount statewide it's just such a small fraction and so at this point they have not added to that pot and i think that that may be something here in the last weeks of the session and or if if there is a special session to talk about um the federal funds where i wouldn't be surprised if the state does something to try to add to those weights and add to those numbers so i think we'll wait to see but yeah they do i think the el
weight was .03 and that does seem very small so talking about the kind of just reviewing the people-centered funding plan and really just a kind of a quick history because i i think it's just an interesting place to go because uh school finance isn't always seen as being um maybe ahead of the times but you know we've had a lot of conversation about equity here um and equity in school finance is really an old idea it's an old term and it's old in nevada in 1971 when so in 67 they started kind of the formulation of the new nevada plan funding in 71 it was implemented at that time they had to figure out they knew kind of basically how it was supposed to work but they had to come up with a formula a
system of how then you can actually figure out the specific numbers going to each district because prior to that every district was just funded based on the number of pupils he had and how many teachers they thought you would need and maybe an administrator it didn't take into account anything else and so back in 1701 when they created that the the formula that is used to distribute money under the old nevada plan is called the equity allocation model that term has been around for for a long time it's it's older than me and my kids tell me i'm old so it's a long time um so that old nevada plan which is kind of gets a lot of bad press now it dealt with something called horizontal equity and this is an old school finance
term as well horizontal equity you're talking about really a lot of the the geographical kind of more district level impacts that that can have on education for kids so they said that you know communities that are in really remote areas they probably need more money to attract people to come out there and since they're so spread out they're probably gonna have to share services they're gonna need some more money to make that happen to support those kids transportation costs clearly it costs a lot more to run the show in nye county than it does here so those districts so that those kids aren't kind of there's not enough funds to then otherwise provide the educational piece you have that transportation piece local wealth so on a resident or per student basis douglas county has an
incredible amount of local wealth as compared to carson city and other areas and so it wouldn't be fair if douglas county has so much local wealth that in other communities didn't that if the state didn't try to maybe uh make up for some of that with other communities so that it's a more equitable playing field out there so with the people-centered funding plan it's really keeping all of those pieces of horizontal equity and the problem with the nevada plan is that it didn't have what is called in school finance geek speak vertical equity and vertical equity is just taking into account the kids that you have in your schools and their needs so outside of the nevada plan back in 1973 the the state for the first time put money towards extra money for kids
under for special education services and really there wasn't much else until 2015. and in 2015 the state their zoom grant put money aside for english learners the victory grants put money aside for at risk as well as the um sb 178 was kind of a part of that as well and then a gifted and talented separate categorical gifted and talented grant so that was kind of the first real recognition of meeting some of the needs of of those other kids in our schools so at a minimum i would say supporting those needs was a state priority and the funding then followed because of it um the the fairness of those allocations and kind of the fairness of the old model brought about really this people-centered funding plan but now this plan and actually they have
taken special education out to keep it separate for reasons we don't really need to go into but so the idea is that it's integrating this vertical equity piece that many states had long long before nevada has now done at the i think the two meetings ago trustee wilke had asked about seeing that list of grants again that have now been kind of eaten up by the larger state education fund what is now going to be the general fund and so i just brought this back with these are all the the grants on the on the left side that are all now if there were any funds for these left if and if the legislature put money back into them they have now been moved into the state education fund and that that is really the
new general fund for us so all of these will no longer exist as something managed necessarily by the grants department at least from a financial standpoint there might still be requirements on the educational side the instructional side but it's not like the class size reduction fund which is fund 210 in your budget for this next year it's just goose eggs zeros there's nothing there because it doesn't it won't exist anymore um so so this new people-centered funding plan uh under the new formula if district generates less funding than awarded in fiscal year 20 the district will receive fiscal year 20 funding for as long as it takes so as years go on you'll stay there and then this line no additional funding for additional students so part of sb 543 in the last session was
the whole harmless was a flat dollar amount had nothing to do with how many kids you had you could add i had figured out we could add 1900 students in the district we wouldn't get extra dollar i don't that does not seem to be the way they're they're going with us now it seems like they're trying to make it on a whole harmless the bill um i forgot i have it over there um the funding bill for k-12 education just came out last night um i think there's still some work that has to happen with that sb439 has language about education um they're leaning more towards a per people whole harmless which um may or may not be good kind of depends on what we see next year for students so it's kind of an
interesting change and kind of late in the game but still not fully decided so we'll see where that that ends up again i expect that we'll be in hold harmless for five to seven years the the numbers that we are seeing at this point from the legislature um don't don't seem to tie with what we have been working with or what nde had been working with so there's a lot of kind of confusion as to how these numbers are coming being generated but we will figure that out but i think the the bottom line then is it's likely that the revenues we end up with in the general fund are better than what is represented in this budget but it's still likely that if not for federal stimulus funds we'd be running a deficit so
but those federal stimulus funds that is kind of the bottom line thing here is you you have a balanced budget and it's 100 because of those funds but it's because we're taking costs out of the general fund and moving them over into these grant funds questions so far yeah if we didn't get the extra money how big a budget deficit would we be looking at so the the budget the tenant of budget i presented i think had about a five million dollar deficit and that was supposed to kind of give you a ballpark um quite a bit of work has been done since then with grants trying to figure out which other grants that are available that they could use but as of right now we've put about um i think a little over four
million in costs into those federal stimulus grants so in in my mind that kind of gives you the number again so really dollar for dollar whatever increased funding we see from the state as compared to what's in this budget that will improve that deficit so if if our funding would be an additional two million dollars beyond what's in this budget it improves that deficit by two million dollars if it's three million it improves it by three million so it's i guess bottom line it it seems to be i i would almost say in the the three and a half to four million dollar range um and i think it'll improve but until we get that final number from the legislature it's not we just don't know for sure and how long are we going to
get this esr money that's a really good question i i have something here coming up if if you don't mind just waiting a bit we'll kind of get to that because that's a really really important kind of question within all of this are there any other questions okay okay so the federal stimulus so there's sr2 funds um the sr2 funds uh they were supposed to be good through the end of this coming school year a little bit passed into september 30th of 2022 most federal grants run through september 30th which is really nice but due to something called a tidings extension and basically tidings is that really for any federal grant that is for education whatever they say the end date is you really have another year that there was something established long ago um
and that has been granted for esther ii so we actually have access to use those funds through the next school year and the next school year we likely will spend i think most of it probably this coming year sr3 as of right now is definitely good through this coming school year and the following school year what we have not been notified yet and for us department of ed hasn't said for sure if they're going to allow tidings on those funds which would give us a third year and so that that's it may not seem like a really big deal but it because of the amount of funds it actually is a really big deal because if you have three years to spend all this money it helps you kind of smooth it out a little
bit if you have to spend it all in two years that's that's a lot of money to to try to figure out not that there's certainly a lot of good things we could do but but clearly when you're talking about dollars of that magnitude you're talking about staffing it's just it's so much money so for both of those pots we do have some that will be going to carson montessori school as well and grants is calculating that out now trying to figure out those funds what you cannot use the funds on are bonuses mirror pay executive salary and benefits for non-employees and i don't actually understand what that means but we won't do it i promise um and then expenditures related to negotiations which is pretty common so how will the stimulus be used i
get so the most important thing to understand is that it's going to change based on the outcome of the legislative session so positions we are now projecting to be in the stimulus funding could come back to the general fund if the general fund revenues improve if that happens we may have positions that move between s or three and s or two um if it comes back as well or gets better as well we may be adding new positions all together with some of these funds to do more support for kiddos in the schools so there's going to be a lot of moving and shaking here just in in the next couple weeks with with all this and again the tidings extension two or three years it will make a big difference as to how much
money we are spending kind of in these compressed time frames so this is a hopefully kind of a simple graphic of kind of the question that trustee varner asked and if you if the the blue line and the numbers really in this case aren't important it's kind of the concept that's important the the blue line represents the general fund revenues that the state is going to give us the orange is our general fund expenditures so clearly they're not in line and you can do that for like a year or two but that's not good long term and so we will be using esther funds to a great extent to help fill that gap and if if we assume that we will get a third year with sr3 we could do that for three years but
the point to this really is that while that orange the expenditure side always increases it always tends to increase as you get into four years from now all of a sudden all that sr funding is gone and because we're on hold harmless our revenues have not changed so that that's kind of the the conundrum of this like we there's a lot of good that we want to do for students but we have to be really thoughtful about either two either three years or four years from now if the sr3 funding goes away after two years so everything has to be spent within these first two years that third year you have that fall off happen a little bit sooner so it's just it's going to be a little complicated and we'll figure it out and
we'll we'll get through it but it's it's going to be a lot of planning to kind of navigate through that so right now what we have in the esther funding um so 13 class size reduction teachers so those are um basically elementary school teachers uh 12 all 12 of our social workers six deaths and set for tosas a work-based learning coordinator one counselor all 12 of our prior zoom positions and the summer school programming that we have some of the some of the high school or summer school program that we have going on and i do have five more teachers projected to be an astr three the state hasn't actually made most of any of that available yet so we can't even make that official but i guess the the point is that unless things
improve in the general fund you know clearly there's a lot of positions here and there's a lot a lot of costs here that we need to try to figure out a way to work back into the general fund but it's it's going to be a bit of a process but we have at least two years three years to try to navigate through some of that um so again i'm i'm not happy in any way that cove would happen but these stimulus funds have really um given us at least some time to kind of work through and try to uh make some adjustments within our budget to um bring these things in line with what we'll be able to have for future revenues so before you turn this slide so are you saying if we hadn't
had stimulus money we would have lost all those positions or those would have had to come out of our ending fund balance if so that's one way to look at it if if we wouldn't have had stimulus money we would have had to find a way to cut 4.4 million dollars out of our budget it's not necessarily by any means these positions but some ways somehow that would have long term would have had to happen if it didn't happen this year would have had to happen in the future at some point it's not something that we could sustain so this is where the question comes up and i think the consensus not that you're taking action sorry mr russell if i'm violating anything is that we'll kind of skip some of the visual pieces but
just get to what we need to to wrap this up for tonight that's okay okay so i'm just gonna skip uh a bunch of these slides oh and i'll tell you i was really excited today renee found enrollment information from 1939 and i'm planning on integrating that at some time in the future um so so again i guess again what you have in the general fund is a balanced budget you you absolutely have a balanced budget there's no impact to the general fund the only the only thing there is that there's a million dollars in contingency so when you look at the change when you're if you have your budget in front of you when you look at [Music] page um sorry if you look at it's page two which is the ending fund balance
explanation kind of the the top number you see on the right is about 9.6 million dollars as you continue down to the the first double underlined number it shows the ending fund balance is 8.6 million dollars and just below that you see that 1 million dollar number so that one million dollars just represents the contingency that we have always have approved for a number of years not that there's any expectation that we spend it but it's just there and as a part of the calculations that taxation has within this that has to be uh included with that um then with the last thing is nutrition so we always have to kind of go through what the prices are going to be for this coming school year the prices are not going to change the department
of u.s department of agriculture is not requiring changes every year they normally do so that's why the prices go up um but this year the prices will stay the same now you may say well why does that matter because every kid is eating for free i don't know but i think we should still say yes we're approving this because it's really just kind of a part of the larger budget that you're approving so i just wanted to make sure you saw this and you realize that this is being this is a part of the budget but truly next year i they're the only kind of cash revenues i would expect are if kids are buying extra milks you might have some really large high school football players that decide to buy an extra meal they
would have to pay cash but otherwise then a la carte items would be cash really it's going to be all federal reimbursements for all the meals that we have and that really is kind of that um adult ed and prisoned we're still those numbers are in the funding bill statewide not for the district specifically so i just carried the numbers from last year which i think is actually where it's going to end up special ed i have a slight increase they look to be about the same the federal grants fund in this budget has been increased to recognize the increase in esser funding but again we don't know exactly how we're using it so the expenditures probably uh in here don't reflect the reality how they're going to be used just yet it's going to
take a couple more weeks to figure that out um that's that's really i think kind of the highlights of it i don't know there's much more no we appreciate that there's been a lot of meetings talking about budgets that really fall on this is all we know at this time we don't know a lot yet and it seems like information is trickling in and changing so we i appreciate the updates and i know it's it's hard to present on topics that we still don't know so hopefully we'll start seeing some you know some better clarification in the near future not not from you but in general from the process so thanks aj this is an action item or for possible action yeah we have a question first go ahead on the answer funds are they
um on a reimbursable um after you spend the money you ask the feds for the money and they return it to you yep that that's that's a really good question that's exactly how how it's working so all all of the the stimulus funds so far have been on a reimbursable basis and um really most all of the grants for state and federal now work on that system it used to be state they would give us a lot of the money up front and that's really kind of gone to the wayside so i just want to make sure i guess if it's on a reimbursement or do we have enough money in our general fund to carry that and pay the bills while we're waiting for the money to come back yeah that's a that's a
really good question too um we on a cash flow basis we can we can definitely manage that um and the so our grants department at a at a minimum on a quarterly basis they're requesting reimbursements and the state is generally pretty good at turning that around with um many of our grants it's actually on happens on a quicker basis so we ought to for cash flow purposes and paying those expenditures and making sure we're still covering payroll and the lights even well these aren't our lights but our lights in the district we are we are going to be fine thank you so kind of going back to what i kind of asked last time i i appreciate the the grant part of it but what programs or positions are we cutting because we're not getting
funded like the jump start i had no idea that we weren't being able to fund textbooks until the foundation came to the table bringing that slide back up i knew i'd get a graphic some way okay here we go so i i think the the short answer is when so early on back when we were planning kind of for this move and and you have to remember that just really five months ago um we didn't know about sr2 or sr3 and so that it was kind of this worst case scenario of looking to make these cuts in the general fund what was going to come back um and so in talking with bob chambers and grants and uh mrs fison trying to figure out what we could do at least like within say the dual
enrollment program like what could we do to maintain certain pieces of it even though we may not be able to do the entire thing and kind of what were the priorities within that um with some of the other grants like class size reduction is and that that's basic that that is 32 elementary school teachers and most of them have no idea that they're funded by this outside grant that the state has given us and so that that clearly is a priority simply to meet all of our requirements with ratios of students and classrooms um gate funding so that that some of it is being brought into the general fund some of it is going to be in the esser grants but i don't there's not there's some reduced spending on like supplies and and in
services their contracts so those have been reduced in moving over zoom has not i don't has not been impacted all the staff related that still um and all the costs are still here um everything in ab309 and sb551 i believe is continuing work-based learning is continuing the ap piece i think ed services is actually no okay not continuing okay um computer science grant was only i think that's only like two thousand dollars i don't actually know what they do with that money oh okay materials thank you um read by grade three so those the literacy specialist positions all went to the wayside with all the elementary schools now being title funded some of them have created other positions because they're not specifically restricted to being literacy specialists they've created other positions within their title funding
that are a little more flexible for them to use within their schools all the social workers have been moved into the astra funding so those positions are whole school resource officers that is a part of that i have that as a part of the general fund so we as a district have been paying about 230 to 250 000 a year as half of three resource officers in the schools there was a grant last year that basically paid for two more or two years ago that paid for two more and that went away um with some of the the cuts during the special session last year so that that has those positions are continuing within the general fund or have been put into the general fund at this point to continue and that's all of them
would it be safe to say that programs haven't been cut we've had to reduce some of the services so like i think if a program like you're asking about it i think that would be a decision we would have to make as we were balancing our budget correct i think so and in the i i think some of the reality of it is you know like thinking about the dual enrollment piece that was something that mr chambers i think was was working on and mrs fuson working on well before we really knew that as again that esther was even coming so that a lot of that was in the works already um and and clearly if things improve we may have some more flexibility with some of these astra funds to do more good and
bring some of these services kind of back fully but again until we get to that point where we know what's happening at the legislature it's kind of hard to make some of those additions you know we don't want to be premature and how do you feel about your number for the end of this year this fiscal year for the general fund the 9.6 do you feel that that's a pretty it so that's a good question actually so i i think this year um the there is going to be a deficit this year um so it but i think right now it's probably in the half million dollar range so this reflects a much more significant reduction going into the new year so i think sorry so at the end of fiscal 20 the deficit or
the ending fund balance was about 13 and a half million um i think when it's all said and done um [Music] it'll be more well it'll probably be more in the like let's say 12 and a half million dollar range so then if you have a balanced budget this year you know you're kind of still in a good place the reason that this looks so incredibly low is when we did the amended budget in december we didn't really make any adjustments to the expenditure side of things we kept them kind of at what a normal school year would be because i really just i didn't know and having that comfort of having that in case we had to go and buy a whole bunch of stuff but i did reflect a significant reduction in revenues
because we had lost so much in enrollment so it looked like this massive i think it was like a three point eight million dollar deficit that showed or something like that we're we're not anywhere near that so it'll we'll be in a better place um here uh with wrapping up the fiscal year any additional questions don did you have something i'll make a motion i move that the carson city school district board of trustees adopt the final budget for fiscal year 2022 by approving the resolution and transmittal letter and further instruct the director of fiscal services to file the necessary documents to comply with nrs chapter 354. do we have a second second by trustee wilkie any board discussion seeing none any public comment no mr cassiopo okay bring it back to the board all
those in favor aye aye any opposed okay motion carries thanks aj item 12 approval of the consent agenda this is for possible action i move that we approve the consent agenda as submitted second motion in a second board discussion any public comment not in person no mr cassiopo okay all those in favor aye item 13 informational items for discussion only any questions on the informational items or any comments seeing none item 14 requests for future agenda topics laurel yep um i would like us to revisit the snyder property um and see have it on the agenda to discuss whether or not to direct mr stokes to um do further research into that okay mr stokes um well give some thought as to when it would make sense to do that i know it might take
staff a little effort to answer some you know project some questions that might be asked okay any other future agenda topics now that we know that the resource officers grant's not being approved anymore i kind of think that might be a discussion to have with the board of supervisors to get a feel for what they feel on their side and what we do on our side and to give us a better knowledge of what we need to do in the future and i think that discussion could take place at that meeting to be more beneficial yeah i think that's a good idea all right anything else seeing none before we adjourn i just wanted to take a moment and thank the board this was a long meeting difficult at times i think most people who
pay attention to the hole and not pick and choose appreciate for the most part with you know what the board in the district's trying to do so i just wanted to extend a personal thanks to the board each of you for everything you do and to the superintendent and his staff um it's not always easy and it's certainly easy to arm share quarterback things but uh on a personal note i wanted to thank everybody that said uh meeting if i could would it be appropriate for me to make a comment just a regular comment on the adjournment item or well no on the public input from earlier i think we're i i wouldn't recommend it okay i think we're past that unfortunately there'll be opportunities but with that um we're adjourned thank you everybody [Music]
bye [Music] wow [Music] so [Music] so [Music] foreign
