so i'll start first with exciting recognitions and presentations so i'll turn first to dr mr phillips about our tips for education dollars thank you dr sid this is a uh each year since i think 2016 we went to the city of columbus and requested some dollars back to the school professional corporation to assist with a few different areas with us and those areas in our requests are always tied to workforce development so we have worked with ask for dollars to assist with our transitions program special education students lead students into the workforce as well as [Applause] as well as stem activities within the school corporation and then igrad as well and igrad is a program we have at the high school level that tries to meet the needs of our most irish students and ensure

that they can graduate from high school so those are three programs that's been pretty consistent over the last five years and we made that request once again and uh we are pleased that mayor luna is here and the city council for the city of columbus approved that grant request so i believe mayor lip you might have some dollars for us [Laughter] seriously you know dr shed when i was listening to your comments with respect to the difference between teaching and educating you know it brings true i mean what we want here in the city of columbus is a well-educated workforce and we believe that it starts with what you folks do with pathology consolidated schools and so we think it's incumbent upon us to be your partner and so we've uh we've offered uh dr

roberts says they come down and request well they come down and requested our request because we want to participate in in what goes on here at the school corporation because we believe it's it's just well done you know so with that in mind as as dr roberts said i'll just repeat there are four programs this year that uh you know this money is dedicated for one is igrad the second is stem then there's information technology pathway which is a new program with ivy tech that's for 72 000 this year and then transition planning which has been you know one of the three that had been with us from the start so once again we want to thank you for the the work that you do in our community and educating our our youth and we're

happy to be a participant so with that in mind dr roberts i'll step up you would come forward over here yes thank you all right next on our agenda is the opportunity for us to recognize the columbus north girls and boys cross country teams as well as one of our very special seniors at columbus north so who am i calling on looks like mr lewis athletic director of columbus north all right thank you [Music] oh my goodness did they tell you you had to have a big trophy first i just want to thank the song can you guys hear me just want to thank the board for allowing our student athletes to be recognized for all of the hard work and effort they put into this season i think danny and rick slew does a

great job of coaching our kids and pushing them to that point where they become great at what they're trying to do um i think one thing that sticks out to me is they're out there every single day reigns let us know um supporting our kids and they're out there working hard as well one of the things that sticks out to me is the monday after they won state they were out there running and training again i'm like okay well you guys just got done wanting to stay like why are you guys steady running so it's just an honor to them to show that i appreciate you guys hard work and i'm quite sure you know our coaches do as well so i don't know if you guys want to say anything or yeah for me

i just want to say thank you on behalf of the boys team um you know without you guys making the tough decisions and doing what's best for the boys and the girls and everybody in school corporation we wouldn't be up here with the opportunity to talk about the boys and the girls so i know on our my behalf i really appreciate that um you know we have a great team we were we were third in the state this year um and and that's a great privilege one of the deepest teams in recent history um and i'm really proud of the boys and i hope they represent the community um and the school corporation uh with the standards that you guys that you guys set so thank you for that thank you absolutely thank you we

didn't want to be outdone with the big check that the mayor brought so we brought um it's the first time we met i'm not making a good impression um but um seriously and congratulations to the boys team and reece kilburger stump for being the individual champion which i know you guys will talk about but we were really impressed with that our girls are watching out on the way over on the bus so congratulations and our girls team um you know i think we have good leadership at our building all the way down mr clark and mr lewis and then that's a reflection of obviously who hires those individuals so thank you for that opportunity to know coach weaver our assistant coach she and i um it makes us look good when we have good talent

and dedicated athletes and and that's really reflection of them starting in kindergarten and working their way through so thank you for the opportunity and and we were just blessed to uh they they love wearing their columbus stuff and they make fun of me for wearing the flying sea all the time but we love columbus north and we love our district so thank you very much for that opportunity and and we just enjoy we enjoy the opportunity to celebrate with you guys so thank you thank you all right thank you very much [Laughter] [Applause] thank you thanks for everything um [Laughter] thank you sir have a good evening all right thank you thank yeah they're almost all the same height it's the same stride [Laughter] [Music] congratulations [Laughter] [Music] yeah let's talk a little bit more

about rhys gilbert stump obviously he was individual champion uh this year um you know i'm gonna start off real quick and apologize for him not being here last summer because he was at team camp when he was runner-up in the track uh he chose i made the decision uh that it was more important for him to be with his teammates and the more you know of this individual the more you understand that decision and i love that about him and it's a great representation of our team and i hope you guys respect that and again i apologize for that reese obviously won the individual title won a lot of races this year a lot of a lot of accomplishments that he had and our boys had um between the starting line and the finish line

what this young man has accomplished between the finish line and the next starting line and the starting line he's about to start in life um is is just incredible um you know i don't i can go on and on for uh and talk about him and i know i'm gonna keep it short because he does not like me talking about him he does not like to be set an example for the accomplishments that he's done on and off the course but i'll leave you with the story that um every every recruiting call i get for him i talk to him i tell the story and it was a last spring he just ran four events which is the max he can run in the dual meet versus another team none of them were his favorite

but he did them for the betterment of the team all the boys went home he was cooling down because he was in the last uh he's in the four by four in the last he was the anchor all the boys went home us coaches and mr lewis were sitting around talking about what we could do better or what you know how the meat went so to speak rhys was cooling down on the turf picking up picking up leftover socks leftover trash um nobody asked him to do that nobody's watching him do that he didn't do that for the betterment or because he knew people were watching he did that because that's out of the goodness of his heart and i couldn't do i couldn't ask for a better young man to coach i couldn't ask

for a better young man to go through our program and that's the story that i told mr clark in his letter of recommendation or whatever nomination for mental attitude award winner uh in the cross country it is obviously somebody gets that every year it is not every year and is very rare for somebody to win the individual title and get that as well that award as well so hats off to reece and again none of us be doable if you guys did not give us an opportunity to do this as well so thank you guys thank you rhys thank you very much reese before you sit down can you tell us what's going through your mind with that picture right there yeah i love that that picture too yeah yeah so congratulations girls and guys

on just an outstanding track seat or cross country season and reece with your individual performance there as well it was fun to pay attention to you all fall right thank you we're all very very proud and you can't see but there are huge smiles underneath these masks all right next we have the opportunity to listen to a presentation from mr yates from our richard l johnson center good evening i'm shane yates director of pre-k i do not have a big check i do not have a state championship title but i do have 60 amazing staff members who impact more than 300 three and four-year-olds every day and and i'm blessed to work with an amazing group of people it starts with this group right here this is kim bachmeier assistant director okay edgar and udl

facilitator at for pre-k and schmidt and then jessica anderson pre-k teacher at busy bees good evening i'm just going to give a quick update on our bcsc pre-k program currently we have 233 pre-k students that is our four-year-olds we have 41 early childhood students and that is our three-year-old program off to the left you can see our demographics there and then our locations last year we had seven locations and this year we were fortunate enough to add another one at francis smith elementary and hopefully get to expand even more next year we have four early childhood classrooms we have one classroom starting its fourth year at the legato spanish immersion academy and then we started a new integrated pathways classroom this year and that classroom includes students with autism paired with their peers who are

typically developing and then that classroom also consists of one classroom teacher one board certified behavior analyst and two registered behavior technicians and that classroom was inspired by angela allen and she is here this evening if you have any questions regarding that new classroom okay the best practices we want to discuss with you this evening come from conscious discipline i came into my current role about six years ago we had 19 classrooms in nine different locations for pre-k we had 19 different versions of pre-k and what i quickly realized that was that we needed a common language we needed a common approach so that as a parent as i am now a parent i could rely on whatever school i sent my child to would be similar whether it was taylorsville busy bees south side or

any of the other options i was fortunate a couple years ago to work with dr hack to participate in a book study with conscious discipline that helped me develop skills as a leader that i didn't previously have to look at situations in a different way that i hadn't previously for example i was able to move from looking at behaviors and barriers to students with missing skills as i began that journey i quickly realized that it wasn't it was far beyond growth for me it was it was growth that my staff needed so we could use to ultimately impact our students i look forward to mrs anderson sharing a little bit more to paint that picture for you three main components of conscious discipline align beautifully with universal design for learning they are safety connection and

problem solving and i love that they honor what we've been learning about for so many years regarding how our brains learn and how we are best able to meet our learning needs in the classroom for adults and for students the safety component is what you implement first with conscious discipline and it's looking at how controlling and changing ourselves is possible and has a profound effect on others and that is influential both for the adults in the room as well as the students so i think all of us in in this group this evening have learned a lot about how that affects how conscious discipline affects us as the adults in the classroom the next one is connection and that addresses how connectedness really governs our behavior and it honors the emotional state of our brain

and it's all about encouragement and choices again that udl connection as well as teaching students how to have empathy for each other and the adults in the classroom and finally we look at problem solving that's kind of the final piece of the puzzle with conscious discipline with problem solving we see conflict as an opportunity to teach and mistakes are an opportunity to learn something new and this is honoring the executive state of the brain and this is where we really want students to be at when they're in our classroom so that they're able to ask questions and they're curious about what they're learning each of these three components asks three main questions and jessica is going to talk more about that as she shares about her classroom good evening i'd like to tell you a

little bit about why i think conscious discipline is best practices for our classrooms we'll touch base on a few things development of a common language different breathing and calming techniques that we utilize working on building relationships because that's what our classroom is about the use of visual visual pieces to help friends who may have difficulties with expressing their emotions and we provide the skill of assertiveness both for our staff and for our students this oh sorry this is a picture of nash we have permission from his parents to talk about his victories from last year he came to us with some goals and he needed to learn self-control he needed expressive and receptive language skills and he needed to learn communication with his peers it was about this time last year that we started our

book study of conscious discipline and right away i noticed different skills that we could use from that to help him with his day we watched nash use these visuals and he not only expressed himself but he also was able to set boundaries for himself he was respecting boundaries from his peers he was talking to his peers more he was learning through his visual schedule and we just watched him not just meet those goals but exceed those goals and be ready for kindergarten the next year this is just a small part of some of the tools that we use we have our worry monsters they take the worries away we have different types of social emotional pieces that help you identify your body language along with those emotions how your body can show how you feel

even though your words can't we talk about the first step and the most essential step for conscious discipline is to have a common language in the classroom your staff members need to know that you're saying the same thing to the students you don't want to send mixed messages to your kids so we utilize and we have these on lanyards these are the seven skills of conscious discipline and the verbiage that you use for the different situations are on these so that we are maintaining that common language in our classroom and that the students you actually hear them as they hear us speaking you hear them saying the same things to their peers so they're learning through modeling by us and they're also learning empathy as they're teaching their peers they're checking on their peers they're

conscious of what's going on in our classroom um let's see here these are also some of the other tools that we have in our classroom different breathing techniques and how we do our classroom management and this is our calm corner where friends can go they don't have to be upset they don't have to be disruptive in the classroom this is a safe place that we can go when we come in maybe we've had a bad day maybe something happened on the bus this is just a safe area where we can be by ourselves we have different calming tools that they can use a cuddle ball we have a breathing flower we have different like squishies so that they can exert their energy but we also teach them about breathing techniques and before we go into

any situation with our students we make sure that our bodies are calm so we call ourselves star breathers we stop we take a breath we relax we say hey i've got this i can help these friends i'm going to find out what is causing these disruptions it's not the kid being bad it's something that they're lacking so we teach the kids the different the star breathing the balloon breasts the drain and the pretzel their favorite is always the balloon and we do that through our transition times i'll say hands on top everybody stop once their hands are up there we do three breaths and they get to make a little funny noise with their mouth so they love that it's a connected piece for us as well another part of our classroom is connection am

i loved the students on the other side you saw the handprints and then you saw the red and green choices so we connect that to our pbis by talking about am i am i safe am i kind am i responsible and we have the visuals there that kind of show what choices can we make that are safe kind and responsible are we being helpful in our classroom or are we being hurtful in our classroom you know are we are we hitting our friends are we spitting things like that so they have visuals of what we our expectations are they take those visuals and then they decide what our classroom rules are so they are a part of our community when it comes to being in the classroom being able to calm themselves and being able

to set the expectations for our room the board that you see in the background at the beginning of the year all the students made a representation of themselves as a craft we have what we call a wish you well board so as we come in we have other rituals that we do as well we go out to recess we come by the flags we do our pledge of allegiance we have a little song it's our little classroom song it's called hello jello it has motions and things that they can interact with each other and then we've we learned we pair sign language with that because we do have friends that are nonverbal so they throughout our day we have different signs that we use but we do our weather song in sign language we come

in and we talk about who's missing from our classroom and we we choose their person and we put it on the heart and we put our hands on our hearts and we send our love to them we wish them well so that they feel the kids feel like they're still connected even if they're not in the classroom and we we use this as a tool for counting too so we're counting how many friends are we missing and we do that that many times but then we also for good measure we want to make sure that those friends really hear it we do it one more time as loud as we can some other connected pieces that we do our friends are talking about their emotions we have our special magic boards and then we want

to make sure that every child feels special on their birthday so we have a special celebration they stand in front of the classroom they hold their board and they um are saying to and we always have a special treat with that so we just want to make sure that they feel safe they feel loved in that classroom with this our final part of conscious discipline is problem solving what can i learn from what happened in the classroom so we have an altercation and with the this is called the time machine it gives them a chance to learn accountability it gives them a chance to learn assertiveness i have the right to tell you that i don't like what you did to me i have a right to tell you that it was hurtful so they

use this as a visual they stand on it they wish each other well first they get to the next step they count to three all right i'm ready to talk to you and then the friend that was hurt will tell them i don't like that you hit me it was hurtful and the other friend has the chance to be face to face with this person and they can say you know i'm sorry i shouldn't have done that please forgive me and then they do something like an elbow bump or they'll clap hands and then we go about our day so it is a way for them to be accountable but it's also teaching them empathy it's teaching them that there are consequences for our actions they are being conscious learners and these are just some

of the tools that we use we utilize the feelings chart and i actually have kiddos that come in and in the morning they'll go over to it and they'll just they'll change it and they'll be like i'm sad and on the back of it it has a mirror and it's it asks them well how do you want to fix this problem so we talk about our choices it goes along with our udl you know we have a choice they can choose how they want to calm their body down we also utilize this when they're having trouble like at circle say we have a friend that may not be they may have a few wiggles we give them a choice first i will say would you like a chair would you like to sit in your

square so we've got that choice piece in there and if they're still having trouble i'll say i notice that you're still having some trouble would you like to go and maybe calm your body down do some breathing techniques to calm your body down and 90 of the time the child will stand up and say yeah i think i can do that and they'll go and they're learning coping skills they're learning how to self-regulate their emotions it's just it's an amazing piece to have in the classroom let's see here our [Music] we would do the conscious discipline we are talking about our next steps we're doing our professional development during our staff meetings conscious discipline 101 is for people who have not had a chance to learn it 201 is something that i'm helping the staff

with different techniques different activities that we do within our classroom that other teachers can utilize to help with behavior in their classroom and then we have one more oh okay okay what questions do you have for us [Laughter] besides wanting to do that in my office some days i'm i'm very interested and i'm curious what you share with parents that it is modeled at home or not that is something that i would really like to do that's something that i've also talked to shane about during open house i'm working on a presentation that i can do because when my parents come in they're like how do you deal with discipline in your classroom right right there isn't discipline in the classroom there's ways that we can learn to grow so i want to put together

a powerpoint for them to show them how i do it i also have a private facebook page where my parents can see how we utilize our calm down tools how we utilize our time machine how we problem solve and just all the different activities that we do to to promote that safety that love and that connectedness in your classroom okay so do you hear from parents like wow eric is really different today thank you very much yes i have a i have a victory we have a friend in our classroom that she just she came in and she her background was just it was atrocious what she had been what she'd been through and she was only four years old and i just had conference with her mom last week and she was amazed at

the difference that she's seen just just her daughter being able to come in and talk you know use her words to express how she feels instead of stomping her feet and she looked at me this morning and i was pretending that i was mad about something i stopped my foot and she's like mrs anderson you don't stomp your feet you use your words so they're making that connection sure sure very nice there are other questions individuals have mr stunner thank you great presentation thank you for bringing this best best practice to the board meeting tonight how did we learn about conscious discipline and and how did you pursue professional development to get to where you are so i had heard about conscious discipline when i came into early childhood six years ago but i was

new in my role and i was trying to figure out what i was supposed to do and it took me a little while to get acclimated and finally i realized as i learned more about it again through the book study with dr hack that it was something that we needed something that our our students needed us to come to school every day with skills ready to help them learn and grow and the further that i got into my personal journey the more i thought about individual students that i had worked with and i thought this child could have benefited from that this child could have and the list just kept going on and on i thought this is what we need and so then i shared it with my staff we had an optional book

study last year and out of 60 staff members we had 30 staff members participate after school hours so 50 we looked at as a a huge success as we looked at how do we build on that that's where we came up with conscious discipline 101 for those who didn't participate last year and then 201 for those who did participate and we already started discussions about 301 next year would you like sure last year was a pretty weird year how did that learning opportunity work for the 50 of the staff that were interested i mean once we started the book study i realized right away that this was something that we could utilize and that it could help not only our special needs kiddos but also our gen ed kiddos so it was just it was

kind of clear-cut it was like you can start with you know start small and then gradually add other things i think it was it was very effective last year we did have a smaller group of students to work with so it kind of gave us a big picture of what it was going to look like on a small scale and then we could only grow and add more things to we gave it kind of gave us the opportunity to add those things as we went along our school year and then we already have that kind of i call it my backpack of knowledge so we already have that in our backpack of knowledge and we could start our year off strong with it and it has made a major difference in behavior and i have

i have utilized clip charts befores and class dojo and sticker charts and this is by far the most positive and most effective classroom management that i've ever used in my classroom we i think we mentioned early on about the tie to udl somebody mentioned that it sounds like there are strong ties to pbis as well so consciousness one actually kind of contradicts with tbis but we do a blend so we we still feel the need to acknowledge the positive consciousness one does not support like a child getting a sticker or a piece of candy but we feel like in some situations that is appropriate great other question yes dr bills thank you for your presentation it was fantastic and i'd love to learn about the your early childhood center um the new aba classroom tell

me a little bit about that um i know there was someone here yeah if like is that just new this year and then kind of tell me what goes on in that classroom a bit during the day there is a lot that goes on in that classroom so yes that's new this year i'm not really sure where you want me to start so there is i'm a board certified behavior analyst and a licensed mental health counselor my name is angela allen i'm one of the autism coordinators with bcsc so i had this grand idea to start an aba based classroom here at bcsc i saw a few different gaps in our community and felt like we could help to fill those gaps for families and for students coming into bcsc in the early childhood program

and also helped to eliminate or decrease behaviors as students got older as well with the early intervention piece of that so the classroom consists of five four students on the spectrum one who is not but we are still providing um that behavioral support to and then five or six typical peers at this point as well it is a full five day program at this point in time there is one teacher in the classroom who is a special teacher as well another board certified behavior analyst who was one of our autism assistants rbts last year who's moved into that position and then two registered behavior technicians so the idea is that we are trying to identify those gaps in their learning to help reduce behaviors a lot of that is communication based so what we see

and what our goal is to identify what behaviors they're struggling with that are interfering with their learning really find out where those deficits are in their skills to help support them learning those skills so that we see a reduction in behaviors okay awesome great thank you so much that's a really needed service i think i'm glad that um that you you have all started that there is it at the john is it at the center yes it's a busy bees currently yeah right thank you so much thank you thank you other questions i did have a couple these are probably more general but i'm interested in i know there's a lot of discussion in the news about funding for pre-k what what what our outlook is for accessing i think government extra funds for pre-k

and then also i'm wondering about tracking our students if i walked into a typical second grade or third grade classroom what what percentage of those students in that room would have been through a bcsc pre-k program of some sort so um just back to your first question with the the funding we have blended funding so we have what is called on my way pre-k through indiana a family has to qualify through fairly stringent guidelines and if they do they they qualify for free pre-k we also have a full rate that's 160 dollars per week and then a modified rate so if a family meets the free and reduced lunch guidelines they get a discounted rate of 60 dollars we have some free scholarships as well that help families that can't meet some of the other

guidelines and then i'm sorry mr general what was the second question it has to do with tracking and our ability to track and say well you know here are the average scores on this test for the kids that had a pre-k experience with us and how it compares to kids that didn't have pre-k with us i think at one point we had started tracking things like that a few years ago i know that when i worked with mr phillips we had a five-year longitudinal study that had been completed that showed that students in pre-k had outperformed peers who had not participated in pre-k i don't know that we've updated that for a while i do know that with our 230 students in pre-k this year that it covers close to about 25 of the anticipated

students who will go into kindergarten we typically have a thousand to eleven hundred students who go into kindergarten each year great thank you very much great questions wonderful presentation thank you for doing this for our community thank you for letting us share absolutely thank you mr yates and team uh just a reminder to the board that um that we we had the busy bees program um tonight because that's the building we should have been in uh tonight so as we've made changes and and are holding our board meetings here we are trying to bring back in at least the schools and bring those best practices for you so you can see what's happening out in our abilities and that's our our our order or sequence is using the buildings that we would be otherwise in

so thanks again to mr yates and his team for their presentation of this evening indeed you're on dr robert all right i'll hit this uh relatively quickly uh the covet 19 update these maps stay pretty much the same the cdc's one is on the left which just kind of shows everything red the department of health one on the right and we are at a 1.5 or yellow right now and much of the state is is that with one blue one down toward the south uh locally this comes from last wednesday so didn't have the most recent data these this information comes out on mondays and thursdays based on sunday and wednesday's information so this does go back to a release from last thursday 30 40 positive cases on november the 10th 19 hospitalizations that time

which is a lower number that number has been going down uh here in the test turnaround time and stay pretty consistent under under one day this is information in terms of just breaking things out by quarters so starting out this year we were doing a lot of comparisons to a year ago particularly given the fact that we a year ago we're in e-learning right now um but as we look at the number of positive cases we ended the friday as we headed into fall break at 515. we did exceed 600 total cases last week and we're actually 625 total cases now but since fall break 110 positive test cases so 515 first quarter 110 second quarter and you can see down here just the the graph of the positive cases and right around labor day

weekend heading into it and coming out of it is when we had our highest number of cases yellow high school red middle school blue the elementary school and then we have ticked down now we do not have last week's number there that chart did go up a little bit actually about 29 cases from last week so we've been about right here if we tracked that coming out of fall break a change that we made in terms of mitigation strategies was the quarantine protocols and so we did align ourselves very specifically with the department of health which means that in a mask environment and specifically in the classroom on the buses again this comes from the department of health and if we identify closed contacts begins in a mask environment and they remain asymptomatic they can

stay in school and so that has made a big difference that's outlined in this flowchart of students who are staffed with coded symptoms on the bottom part of that quarantine guidance for close contacts that has led to this so if we look at the left side with green and red stay at school quarter one quarantine quarter one in terms of closed contacts 92 percent of the kids who we would identify as a close contact in the first quarter then were quarantined second quarter coming out of fall break that changes to 58 and 42 so the majority of our kids now staying in school identified as a close contact with that change in protocols and the 42 percent much of that percentage are kids who have been identified as close contacts maybe at home and so

we really don't have any control necessarily of that again the guidance from the department of health is very specific to the classroom and the bus and us being able to make the decision uh to keep them there from a mass situation i think that's the last slide that i have yes so for the math situation i think that question is going to come up to you now often is okay what about masks now and you might see other school corporations are starting to set a date where they will go okay maybe after january 1st so some for us to ponder as we look ahead i think the reason that that is the date being established the governor has mentioned that you know executive orders maybe he's going to slow down on those executive orders if

that happens that it does change things a little bit because right now the department of health's guidance on quarantines is linked to the executive order and if you go mass optional and you pay attention to the executive order actually you'd have to use six feet and everybody would go home from a close contact standpoint and so if you do go mass optional and these quarantine protocols stay in effect you actually are sending it goes back to 92 or percent or more that would go go home um but if the governor's executive order doesn't exist anymore then that there's there's a situation that may occur with the quarantine so we'll watch that closely to see what that link is between executive order close contacts quarantine protocols all those kinds of things as we continue to evaluate

our circumstances and again as we always do is continue to look at the numbers that we have mentioned a slight uptick last week we hope that was just a kind of a one-off in terms of coming out of fall break and that our numbers will even back out but that graph does indicate that we have been making pretty good progress since since fall break overall so those are a couple things the other topic that would throw out is just you're probably aware of vaccinations being talked about a lot and osha has said that even us public entities are supposed to be doing vaccinations i will only tell you at this point we're trying to pay close attention to what we actually have to do and having conversations with legal counsel and then kelly thompson director

of nurse our health services and dr pleak with human resources are attending webinars and paying close attention to what we might actually be required to do from an adult standpoint with vaccinations that information from osha is specific to adults who have not we have not had conversations about vaccinations with any requirements with students but you are aware obviously that all students or at least ages five and to eleven so now all students ages five and up are eligible for vaccination if their parents choose to to have them do that so that's a quick overview of everything that we're kind of pondering and thinking about as we continue to look at numbers and cases and situations but it will be interesting to see the governor during when issuing his last executive order did kind of indicate

that maybe that would be changing we'll see if that is indeed the case as we go forward right now the current executive order is through november 30th i believe kelly it's something like that at least into the end of the month so all right questions just an observation that of our peaks during labor day weekend and we are approaching significant holidays that's all i'll say yeah it's kind of interesting that um yeah so maybe maybe there's some data that would be trending in a good direction as we had fall break right and a lot of people going a lot of places and and maybe that little bit last week could be attributed that i don't i don't know but we were typically seeing a couple of weeks after that we would see that increase and

as you see labor day weekend is right on top of that yeah that time frame but you're right um we have a lot of a lot of times to get together here coming up we'll see what that what impact that may or not may or may not have right so we'll be glass half full on that one yes good way to look at it okay so next we have the opportunity for public comments the guidelines are listed here and mr grow i'm happy to welcome you back good evening everyone and as always thank you for your year my name is eric grow my family and i reside in district four and you can contact me at ekgrow21 gmail.com all right so mass mandates i'm apparent that while i never would have agreed the right decision

was made i could have agreed to the compliance with little to no dissent had the decision been handled properly by all of you collectively but here we are now parents still in the dark on this matter and when it might end so i would pose this question if not now when as uh dr roberts kind of just went over some things to think about you know all children ages five and up now had the chance to be vaccinated the recent vaccine clinic was even promoted through our school channels so what is it specifically what metrics have you guys decided on that will allow us to remove the mask mandate or you know are we kind of just going through it with no plan or you know even as i fear maybe the truth are we

just relying on outside entities like a regional hospital to let us know when that decision in one way or another is made for us regardless we should still you should still be able to share with us you know what the end game is either here's a specific metric you know something that could even be overly aggressive that you could let up on later if you decided or you know we don't have a plan mass mandates are indefinite you know just just don't let it go unspoken like talk to us about it like what is the plan like where's where's the finish line at right we should have we should be able to come up with some metrics um for that so we know when you know it's it's it's not a surprise we know when

that day is going to come right when we don't have to wait on a board meeting to hear it school board meeting to hear it we will all know where you guys stand um you know and maybe it would be wise to give parents a little more time like maybe a week or two to get their kids vaccinated if they chose but don't make part of your specific metrics be tied to something as arbitrary as like parent procrastination or winter break or something like that i just think that would diminish your authority as a group to do something like that it should be based on something in scientific and black and white [Music] also on this topic what are each of your positions on mandating the vaccine to our children and that's gravely important and

shouldn't be unknown to us to surprise us later switching topics my hope is that the process of this board can be reevaluated and updated to be more conducive to parents and constituents involvement and to have a better structure for communication this will prevent future topics from popping up in provocative ways like the mass mandates did for example the new elementary social studies curriculum has been in the works for at least several months most people won't hear about it until next spring in which case it'll be voted on two to four weeks later and you know this kind of has the potential for the same thing so just something to consider and speaking of provocative so miss instagram we've gone out of time and i we don't have curricular issues on our agenda this evening so

it was in regard to just general process very very short summary please yeah so the last thing you guys should really look into according to bcschools.org the library catalog there north and east high schools both have a book titled out of darkness by ashley hope perez and the east library has a book titled what girls are made of by elena k arnold and i kind of just found those on a whim i haven't even dug in yet so you know please look into that the gravity of the situation that begs you guys on this is huge get ahead of it you know don't make me stand up here and read excerpts publicly to you because i don't think we should have to get to that point that kind of pressure to get answers again thank

you for listening i look forward to engaging in conversation with any and all of you and please let's talk about some of this all right thank you eric is impossible to have a copy of your notes just with the different topics you hit is it possible okay thank you all right mr grows the only gentleman and a person that signed up so we'll go on to the next item on our agenda and it is board commendation so i'll turn to my colleagues yay mr grimes uh just a few here um first off in no particular order uh congratulations to the band uh the sound and spirit of columbus on a very successful season as a combined unit from both north and east congratulations again to not only the north girls and boys cross country teams

but all to all the fall student athletes and teams across the schools lots and lots of success in post-season state tournament sectional titles regional semi-state obviously the girls cross country state title lots of conference championships and particularly to to those kids to you know not only the team accomplishments but some of the individual accomplished accomplishments in terms of being recognized all-state and also academic all-state loads of academic all-staters from north and east which is wonderful also i just want to mention mr burnett and all others that have a role in putting together the newsletter the live streaming of endless bcsc events and all the efforts at you know keeping communications out there for the community to to see and hear what's going on in vcsc and then lastly i just mentioned uh dr bozeman and

the evaluation committee that reviewed uh the proposals that came in for construction manager as constructor for the upcoming renovations and their time that they took to interview and and sort through and make reference calls and all the legwork that went into that so thank you thank you very much are there others dr bills thank you dr shed i have two one is i was fortunate enough to help volunteer on monday november 1st a senior project and kade kickendahl from columbus east high school did a pollinator project around the pond at columbus east high school where it's mar road and state street and i was happy to help plant 43 bald cypress plantings trees around the pond we had over 30 volunteers and many of them were students and it was finished with all those volunteers

in an hour and a little over an hour we had so many volunteers so um i this is i just wanted to i told him i would be mentoring mentioning him at the board meeting so um so that is one commendation congratulations to kade kickendahl and his senior project and we had another pollinator at smith elementary school a project by colby payne and he is a sixth grader he's on the student council and he planted five trees and i think three red bed trees at smith elementary and that and he um so yeah i want to i think it's a great project the pollinators and and the um planting native trees and shrubs and plants so i just wanted to congratulate and give commendations to those two students in our school district thank you great

thank you very much all right we shall move on to school board member reports colleagues have had committees since our last meeting mr grimes yeah a few things from the school foundation first off a big a big thank you to executive director susie bruin for her energy enthusiasm and dedication to the school foundation she will be leaving her position as executive director early next month and congratulations to nicole cunningham who will be transitioning in with susie over the next few over the next few weeks we had our brighter futures for all 5k um two days ago unfortunately the turnout was a little bit less than we'd hoped for i think perhaps a lot of people may have went out for lack of a better term due to the weather but uh you know it didn't

keep the uh yeah well um and thank you and a lot of thanks to uh susie and angie for uh for securing a lot of community sponsors for that event and so in spite of the fact it was our first annual i think that's one that we will continue and are maybe looking to make it a kick off the school year event next year so we'll trade 28 degrees for possibly 95 and then also the the school foundation will have a presence in the city's festival of lights parade december 4th as well all right we'll look forward to that others i'm not good at wait time sorry i'm sure you all can teach me how to do that better um all right cabinet reports and dr roberts our first reading of some new neola policies

yeah so as uh with neola um typically about every six months we get a new set of policies based on case law and indiana code legislative changes federal updates and so forth uh one that's uh in in the kind of in the middle of that so beyond the regular cycle of getting policies is the special look at just participation in meetings through electronic means and so we have four different policies two new ones to add based upon current indiana statute as well as some revisions because of current indiana statute updated new uh to make so this is one uh bylaw zero one six four point five so it the bylaw chapter or reminder for you the very first set of of policies that you have that talk about board governance and and how are you

to conduct business what's a quorum all those kinds of things so under that chapter uh this new policy member participation meeting through electronic means of communication is based upon the last legislative session hca 1437 which provided specific conditions for that to occur so you do have some information about how how that bylaw could look um it does the hea-1437 does require you to adopt a policy to address procedures uh that would allow board members to participate in board meetings by electronic communication um so again something for you to do if we think back to a year ago when all of a sudden we were thrust into an environment where nobody was really anywhere and we were conducting meetings we did a series of things whether it be electronic or just met uh in an environment

and everybody was was present at the meeting people participating or watching were doing so virtually there were emergency procedures put in place by again the governor at that point in time as that time went on and we got into legislative session it was decided that legislatively we need to have something more long term and that's where he 1437 comes into play leads us to making sure that we are ready for whatever the situation and really these policies the four that you have in front of you are whether it is during an emergency declaration whether it is from the governor of the state or done locally by a local health department official or somebody locally who has that control or it's just a circumstance that creates that situation for for the board and it may be

you have an individual who couldn't be at a board meeting tonight and wanted to participate virtually or electronically how would that go and how would you do that and how would you make sure that person could participate and and or vote there are some provisions nhea 1437 that says you can't vote if you're electronically and it's a it's a basically a dollar thing you couldn't vote on a budget for example when mr phillips last month october had you vote on the budget those in attendance could vote on that if you're not in attendance and participating virtually you could vote on other things but not that one that was going to say hey we're going to spend x amount of money in 2022. so there are pieces in there as to what can be voted on

or what not and so that's outlined so you have again 164.5 is participating participation meetings 164.6 is meetings during that declared disaster emergency so different circumstances different provisions 64.4 is one that was already in place that's been revised to comply to comply with new laws the new law and then 67.1 is also currently in place and also being revised to line up with 0.5 and 0.6 which are new policies for you so you have those policies in your packet they are marked up in terms of what makes sense but but they are basically a recitation of law it's hga1437 here's what you can and can't do and then we are messing with that that's that's what we're recommending that you put into your policy or bylaws and just follow hga 1437 that gives you the

ability to participate via electronic communication either when subject or not to an emergency government order thank you for that summary um and we've had the details to read in our packets are there particular questions individuals have of dr roberts our leadership in general yes mr stenner thank you dr shedd well i guess the first question is kind of general in those places where there are options are you looking for direction from us give me a specific example and i'll tell you no no no that's okay because it i don't think on your one in particular mr center i don't think it printed out and i'm looking at um maybe yes so i'm looking at and that's why specifically four five yes so if 164.5 member participation in meetings through electronic means of communication there are

two options that could be considered but we stayed specific to the law these were additional things that you could add in terms if you wanted to set the number of board members who may participate in any particular way whether in person or virtually or if you wanted to put the total number of meetings in a calendar year that may be conducted a certain way that's not law that would be an option for you to choose so those are crossed out i'm just staying with a specific law so no other no other changes to that in that same section of the the policy draft um and you you touched on this point i just wanted to make sure i'm on what is it page two of two in that one six four dot five section okay

say one and on page two of two there's a paragraph that starts out board members may not participate and the way i read that is if if the board has on its agenda a final action for adopting a budget or making a resolution regarding personnel that even participation in the meeting by electronic means is not allowed not just not just voting on that issue yeah because i think the legal intent was to allow participation until it came time for the vote but it does work that way so it's something for us to look at between uh first reading and second so just for everybody's sake the the list of items under there are from statute where board members may not participate in a board meeting by electronic communication if the board is attempting to take

final action too and all the listing of things is to spend money adopt a final budget make reduction personnel initiate a referendum establish or increase the fee establish your increase of penalty use the board's power of in this case eminent domain or establish rates over into a tax so those situations kind of around money saying can't really good point there mr senator we'll clarify that legally as to what that what that means versus vote thank you are there other questions as we work on this draft so reminder in each of these is just getting it in front of you tonight to have a chance to look at ask questions that you have and then we consider we can consider adoption at the next next meeting okay thank you you're welcome dr hack to offer us

a update on love chapel you're good dr heck i think she was just wanting to get this in front of you to make sure and get the information so you see what love chapel is and does and our student involvement in that so pretty pretty big deal in terms of how we are involved in love chaplains delivering food yes i think the big thing is the biggest part of the top over 500 food packages each week so thank you yes thank you and just a good reminder of all the community responsibilities we take on for the good of our community and our students and families it is now time for requests of approval of the list that we received from dr roberts yeah so a relatively small list comparatively over the last many meetings but

a through e are things that are typically on there so starting off with minutes of any meetings that we've had since our last meeting we had the board meeting on october 25th and we had a strategic planning session we looked at our next five-year strategic plan we also have you also have a list of supplemental contracts in your packet field trips from professional aid school fundraisers as well as claims and payroll so get a set of claims dated today there's about 2.1 million dollars in a set of claims pre-run claims that are dated october 26 through november to the 12th those totaled about 6.8 million dollars we had payroll of about 5.6 million that covered two different payrolls the one from october the 22nd covered september 27 to october 8th that was normal except we

did have the fall c stipends that's from our extracurriculars the the collective bargaining agreement but also only had a one-week pay for less than full-time support staff because of fall break and then november 5th just a week or so ago i covered the work days of october 11th through the 22nd and it was a normal payroll nothing new on that um we're asking them the two additional things besides a through e that we have this time and it was referenced earlier i think by mr center about the construction manager or one of you guys mr graham somebody yeah mr grimes permission to approve construction manager as constructor for a multi-school project it is our first time delving into that way of approaching our renovation so we appreciate all the work that's been done with that

um the uh various vendors who put in a bid for that have been reviewed and we would like to approve that and you have that information in your packet additionally mr phillips says in front of you the 2022 tax anticipation warrant resolution that's an annual thing that we look for heading into the new year as we wonder when we might get our different tax draws and we wish to be prepared for that so those are the two extra items that we have very good thank you so first i'll entertain a motion for approval of 4 a through g as they're presented to us thank you mr bryant is there a second second thank you dr bills are there particular questions about any of these particularly the two newbies that we have on here yes thank

you you're welcome i i did have a question on the uh is it maxwell is that the name of the firm that um so tonight assuming that the vote is positive we're kind of approving the selection of this company but there's yet to be a contract drawn up and i'm curious for a lot of things like this often the the state of indiana has approved forms for contracts i know that there are forms that architects use for their contracts this being relatively new are there those kinds of forms available to us yes and most of those costs we know ahead of time um our process is to bring to you um your permission to approve maxwell for that um cmc they're actually here with us tonight and uh as part of the decision that our

group has made to bring that recommendation to you is was their submission of fees and and et cetera profit margin that sort of thing so we have that information and as i said we'll bring that to you as a contract next next board meeting in december okay thank you appreciate the help and thanks to the folks from maxwell for working with us i appreciate that question mr senator so approval of maxwell tonight is at construction um construction manager as constructor he used to say that that terminology and then we'll finalize that contract and bring you all the details uh for approval at the december december meeting all right any other questions okay thank you dr boson so hearing none i'll ask those who approve for a through g as they've been presented to us if

you'd signify by saying i i those opposed all right those were approved unanimously dr roberts thank you dr please it's your turn i request approval of the human resource recommendations as presented this evening all right thank you i'll entertain a motion for approval of those recommendations as they were presented to us so moved thank you mr grimes is there a second okay thank you mr bryant are there any particular questions we have of dr pleek how's our how's it looking as far as hiring teachers assistants are we uh have everybody hired settle down you're always currently hiring and looking for amazing employees who want to make the difference in lives of children each and every day please go to www.bcschools.org to apply a script in front of her there or something and or she says

it often enough we're making progress right we are yes all right thank you for your that hard work i mean it is a tough market right now all right the motion is presented all of those who are in favor of the human resources recommendations as presented to us if you'd signify by saying i those opposed all right we've passed them unanimously thank you dr pleek and as we always come to an end of meeting offer the opportunity for individuals to provide their input or comments i won't change my order so i'll go to mr grimes okay first off thanks to mr grow for being here this evening and sharing his thoughts and any other community members that may be here is listening thanks to mr yates and his fellow staff members and their presentation on

all good things going on in early childhood education thanks to mayor lenip and the city of columbus for their continued support of pcsc and lastly i think it's worth mentioning again congratulations uh to the columbus north cross country teams and and to reece for his in you know their team accomplishments his amazing individual accomplishment and um you know i think that the columbus north cross country program is i'm not sure too many people necessarily realize how widely looked up to and what a model program that is for the state it is um you know it's a it's a program that largely was started with coach weinheimer in the early mid 80s and it has continued to blossom and grow and is obviously under um you know great leadership of coach fisher and coach sluter and

lots and lots of places across the state that are that are very jealous of the program that they've built the last gosh nearly you know 35 40 years it's it's really pretty amazing right thank you very very much mr stenner i'd like to echo all of the thanks that came in the comments that mr grimes made i'd also like to i'm aware of several of the remembrances and programs that helped remind us all of the value that veterans have added to our country and i appreciate the fact that bcsc provides students with the opportunities for those kinds of programs and remembrances i want to thank all of the students and teachers and staff and volunteers that are helping with that important work of love chapel and i was up there that day that that was

uh pretty amazing so those are my comments my input thank you wonderful thank you dr bill well i'll ditto mr grimes and mr stenner and ad i want to shout out to the teachers who do work with the students on the senior projects and on these activities and projects around our community and shout out to the community members who help the students with their senior projects so it's an important part of our culture here at bcsc that students leave and have contributed something to our community through senior projects it's a i think it's a great opportunity so wonderful thank you mr bryant i want to thank mr yanks and his crew for doing such a great job i think we will see a lot of changes in our attitude as far as our kids is

concerned as they continue to grow then i want to thank the veterans for being given their service to this country and our community very good thank you i don't know what i could add except i do appreciate i appreciate having marilyn appear and his reminder and care that it is truly a partnership of this school corporation and the entire columbus community to take care of our students and we are clearly taking care of a great number of families i see the numbers from love chapel and i'm so grateful that we do it but it i have to say it makes me sad that we have to and i think it's important that we remind ourselves of the importance of all the great work that we do that's not just in classrooms and on athletic fields

and at music centers yes i'm very proud of us so we have one more school board meeting in the year of 2021 it will be on december 13th we will be here in the terrace room we look forward to another very productive meeting and conversation yeah i had some real quick yes you may sorry i just thinking of the job that our kids are doing seeing the uh sounded spirit of columbus here recognizing columbus noise cross country team tonight we have drama productions as well and so columbus is this weekend that's why i had to squeeze it in right now it has footloose so if you're looking for something to do on friday night or saturday night or sunday afternoon the columbus seas trauma production of footloose will occur so they'll do an outstanding job
