001all the time [Applause] all right good evening and welcome to a regular board meeting of the bcsc board of school trustees i do want to welcome you all to one of our regular meetings of our board hopefully everyone has enjoyed the fall break and we return with a focus on the instruction and growth of our students included in the agenda this evening are two public hearings associated with our efforts to renovate individual buildings and to use effectively our taxpayer funds we are very happy to return to an open regular board meeting after having to hold our last meeting virtually given that public comments and threatening behaviors had gotten out of hand and had deterred important work for our students please know that we strive to maintain civil appropriate decorum and those choosing to make public
002comments tonight follow our guidelines that comments are limited to topics on the agenda and to three minutes in duration so welcome to all of you who are here this evening we have a tradition of starting each of our meetings with reflections and this evening i will turn to miss wilden hi thank you dr shed uh so tonight um i'm going to focus a bit on mom guilt i'm actually going to broaden that to parent guilt okay because i have a working husband as well and i know we carry that burden equally so i've been a mom for 13 years and as most parents i found this responsibility to be the most rewarding part of my life as a working mom married to working dad i do sometimes struggle with the concept of mom guilt i'm
003constantly asking myself questions like am i spending enough quality time with my kids and what is quality time do my kids know that i love them am i teaching them to be responsible and caring adults will they be prepared for the challenges ahead am i totally screwing this up last week i attended a society of women engineers conference in indianapolis and this concept of work-life balance was covered in many forms they thought about what this means to me i landed on a few pieces of data that help to answer these questions for me you know engineers like me we love our data data point number one my kids value hard work my daughter who's at northside middle school and had to complete an all about me slide deck for the first week of school earlier
004this year in addition to pictures hobbies and family facts she was asked to share her top three values what does she value as a 13 year old i got to proofread the document before she submitted it and i recalled the pride i felt when i saw that her number one value listed was hard work i see mommy and daddy working hard it's important for me to do the same that moment i realized that maybe she does get it when i must go to work on saturday even though i don't want to she gets that she has to pitch in and it's for a good reason she understands the value of hard work in her life data point number two i'm not the only mom who delegates and we can't all be wrong okay so if
005many of us feel the same way then it must be true the society women engineer conference last week i participated in a luncheon where we had an informal roundtable conversations with prompted questions first question was around work life balance slash integration they asked what are some tips and tricks that you used to balance your lives silence and as those of you that know me i don't take well to silence okay so i timed up and i said something benign about how i segment my calendar and manage that this sparked a conversation another woman at the table shared that she has this concept of 15 minutes of down time every day when she gets home so i walk in the door she goes to the couch she reads a book she reads a paper she looks
006at her phone or she just closes her eyes her kids know that that's her 15 minutes during her 15 minutes her 14 year old daughter interrupted her and said hey mom i'm hungry what are you making for dinner to which you replied after my 15 minutes we'll make dinner and to which i replied are you kidding me why i would have said what are you making me for dinner okay i just got home what about me making you dinner okay so just got a few giggles and nuts acknowledgement that we've all been on this journey to get our kids to be part of our work life situation we all shared examples of engaging our kids and our busy lives to share the load we talked about appropriate ages for delegating certain chores like laundry cooking
007animal care and dishes we also joked about how we unanimously unanimously felt that our kids should have to clean their own bathrooms especially their toilets even if we subscribe to cleaning service we agreed that there's just some things you can only learn the hard way that is definitely one of them in my house this morning when i was with the kids waiting for the bus to show up we were going over tonight's events board meetings basketball practice and project deadlines were discussed my daughter timed up and told me that she would help with her sister's homework and my son so there's plenty of food for them in the refrigerator to eat for dinner i didn't need to worry about that they did this without me prompting as they sensed it was a night when they
008knew i needed all the help i could get none of these recent examples are earth shattering and i've conveniently left out all those mistakes i've made in the last few weeks as well when our confidence is parents to shake and i find comfort in the small day-to-day signs that i'm doing a decent job i hope all the parents in the room tonight will take a minute to give themselves a break remember that your kids don't need perfect your best at any moment in time will be good enough wonderful thank you so much all right if you are able if you would please stand and join me for the pledge of [Laughter] under allegiance indivisible with liberty and justice for all [Laughter] all right there are six of our seven school board members here that is
009definitely a quorum so i'll call this meeting to order we start by sharing with everyone in attendance our mission and vision for our school corporation both of which guide the decisions that we have to make this evening in addition to our mission and vision we do have specific high expectation objectives these two are will be on the screen are listed behind us as again further guidance in the decisions that we have to make so the first thing we get to do this evening is one of my all-time favorite things to do and that is play with the gavel and to leave our regular school board meeting and to go into a public hearing so i shall do that this is an opportunity for two public hearings do i only get to do the gavel once
010or do i have to do it twice it's up to you doctor oh goody we're only doing it once our first public hearing has to do with the 2021 lease rental bond and mr phillips i'll turn to you to give us some guidance on this topic thank you dr shedd this probably feels like deja vu is this is i think our third or fourth board meeting in a row where we've had public hearings related to bond issues and the reason for the repetitive nature is we had to go through all these processes once for the refinancing of the existing bonds on central middle school and then we're going through it again for the issuing of new bonds to renovate parkside and uh some also some work at schmidt elementary school so the first public hearing
011is just related to approval of the lease a hearing on the lease itself this is a lease rental bond which is just a structure that schools often use to be able to borrow enough money to renovate buildings and then the second hearing is the additional appropriation hearing in case the district has to spend money in this calendar year that wasn't pr approved by the board in the budget approval process last year we were allowed to do that based on the after the public hearing tonight wonderful thank you for that summary are there individuals that have questions or need elaboration during this public hearing on these two topics i think we've done our job so thank you very much for sharing those and i will gavel out of our public hearing and we're back we're back
012to our regular school board meeting next thing on our agenda is to hear about the best practice one of many best practice i'm sure at southside elementary school so i will turn to mr beckmeyer miss jackson and miss wolf all right thank you very much i appreciate the opportunity to be here and talk proudly about our school i've got mrs jackson my assistant principal and mrs wolf our udl facilitator with us uh it takes a village to do a presentation like this and i do want to give a shout out to our teaching staff as they have worked tirelessly and effortless with a lot of effort to implement ixl a best practice here at southside so we will begin our presentation and then we'll give you an opportunity at the end to ask any questions
013if you have some so i will begin tonight with what is ixl and in the world of acronyms that we live in this is not one of them so when we talk about ixl it is actually uh it stands for i as in me excel so when we think about ixl it is a platform that is used for students to do skills practice in order to grow and that's in english language arts and in math we will talk tonight about different components of this tool when we think about the diagnostics this comes from it being adaptive so ilearn is the assessment that's taken at a state level for grades three through six in our building and this correlates to that in the adaptive nature we're going to talk about the real time aspect of it
014and the the pinpointing of what the needs are for each student when we talk about individualized skills those are based on skills from our curriculum both the hmh into reading and the go math and then targeted practice comes from the student score that is received from our nwea measure of academic progress assessment that is done three times a year so this ties in several programs that the district supports why use this when we talk about the need to meet every student's needs we need a program that can be used for enrichment and for remediation and ixcel is truly that program we're going to break this down into students and teachers this evening so when we look at the teacher components some highlights you're going to hear about are the live aspect of this and the
015quick turnaround for the data that they need along with knowing what skills the student needs and the insight into what's being done at home and at school the student side of things that we're going to review are going to include what they are going to do or what they do regularly and in addition to that those skills are practicing and what's their ownership in this because there is ownership and that's an important aspect of the program as well all right to to share what ixl offers our teachers um it is a tool that we use in grades one through six uh not only at south side but throughout bcsc we have a shared vocabulary that when we get together in grade level meetings or if we get together at the end of a quarter to
016have a discussion we're talking similar vocabulary and the other beauty is that data follows the students from year to year it also follows them from school to school in case they would move within bcsc it is a great tool because it provides remediation but it also provides the other end of that which is enrichment and often times we've used tools in the past many of them targeted one direction or the other this one allows us to to cover the breadth of those we're going to talk tonight about real-time diagnostics the ability to do skill recommendations its ability as a tool to align with state standards our adoption both in language arts and in math as well as tied to our evaluation that we use within nwea so as you can see ixl offers a lot
017to teachers it offers a lot to students as well it is an adaptive program so that allows for personalized experiences with the program and practice it also offers examples for every skill that is taught and feedback when students get a problem wrong as well as virtual badges and awards to keep the kids motivated and printable certificates at the classroom and the individual level that help keep everybody invested and involved and here you can see what our teachers and students have to say about what they like about ixl and what keeps the kids motivated so as we said we're going to go through these different pieces of the tool one is the real-time diagnostic teachers give the students opportunities in language arts and math to do an assessment after so many questions it will start to
018shrink that line into a dot and they'll work towards that dot that dot then gives each student recommendations based on their needs based on their individual student needs and that is one of the beauties of it and then about 10 to 15 diagnostic diagnostic questions per week continues to adapt those skill recommendations for that individual child as they move throughout the school year so based on their performance on the diagnostic the students can see their overall score as well as scores in each of the sub areas in both math and language arts one way that students benefit from this diagnostic information is what you see here it's a diagnostic action plan teachers can print these out for students and then they have a checklist of skills that they can work through that are that's tailored
019to their individual needs could i ask a question about that sure so are those numbers zero to thirteen hundred is that per grade level or is that elementary does that make sense i think it's through 12th grade yes okay thank you you're welcome another way that the diagnostic tool benefits students is through this recommendations page which is generated by the program when students log on they are automatically brought to this page which recommends skills for them to work on the other the checklist is more of a teacher-directed tool this is more student-directed student choice what do they want to work on today but all within what they need another option that teachers have is to utilize the skill plans built into ixl so in this situation students could choose between math language arts they could
020then hit the drop down and they can choose their grade level and they would have a spiral opportunity of skills both in math and in language arts that they could use that would spiral throughout the school year so that is another option that they have also within that um if teachers are using specific grade level standards uh indiana academic standards whether they're working on that uh as a separate entity or within the program they can go and in this example take a second grade indiana academic standard it's broken down into the pieces and they can assign or work on these individual pieces of this state standard and as we said also within our adopted materials from bcsc with the whom mifflin harcourt into reading series our language arts series they have modules within that series
021that is a printable skill plan but it also as the teacher moves throughout the book or skips throughout the book they can utilize the skills within that module that they're working on in language arts and they can use that as a an additional tool as they teach that module same thing happens with go math as we move through the chapters and go math they have the opportunity as in this example of third grade to go back into chapter one addition and subtraction and pick out the pieces parts that they might want to utilize to further that lesson or to give kids an opportunity to remediate or enrich based on those needs within that chapter so whether teachers are using the skill review plans the state standards or the adopted curriculum resources they can assign skills
022for students to work on from the student view when they look at their recommendations page there's a star at the top of the page that will tell them which skills have been assigned to them by their teacher and then they can click there see the drop down of the skills and choose one to work on based on what the teacher has asked them to do another way that teachers can use this with students and the assigned skills is through a fun activity called a group jam where all the kids will be working on the same problem at the same time the teacher can project it on the smart board they can work through problems together student answers are anonymous but teachers can see who is responding and how maybe they need to slow the pace
023down a little bit make the problems a little bit easier or maybe the kids are really getting it and they can make it a little bit harder they can change the pace they can change the instruction while working through problems step by step as a group and lastly we do give the nwea map assessment the measure of academic progress this is an example of a class report so in this class report we see percentile breakdowns uh we've been working very hard with our red students anybody down here that that needs that acceleration or that work and so in this example here we would take this student who is uh in the red we would take their we would be able to take their writ score and then we would be able to go into this
024portion of ixl which is tied to the nwa math map assessment and as you can see here that red score of 189 would fit in this range and then they would have specific skills based on that map assessment to work toward improving and or remediating or enriching those pieces within their map assessment so at south side teachers have chosen to use that correlation and then make printable to-do lists so to speak based on each child's needs and based on their scores on the nwea map so students work through each of the skills and they might earn a star or a sticker as they complete each one and then i have seen as students complete the whole page there's that real sense of accomplishment and i have really come far and look at all of these
025skills that i've mastered um there is a skill there that's pulled out and on the next slide you'll be able to see what the student can see when they look at a problem on the left hand side is what the question that they're being asked to answer on the right hand side it shows how they can learn with an example and then in the red you can see that both of those options are available in spanish as well if anybody would need that accommodation in addition to helping teachers and students this has been a great tool for us as administrators as we do our quarterly visits with each of the grade levels this gives us a common tool common language really vertical articulation it's a great tool to use but as we're working with teaching
026teams and as we're working with our udl facilitator we get analytics about the scores and about the work that the students are doing so when it comes to the analytics when this was actually captured uh last week we were at that total um this is a live update so i will say as i was reviewing tonight the score that i wrote down or the the number of questions i wrote down changed three times just in the time i was writing it down and we are now up to 668 783 questions as of 5 18 this evening so we are seeing that kids are engaging with this at school and at home which is a huge factor in this program and it really gives parents insight into what their students are doing what their children are
027doing because they're not students to them it's their child straight from our teachers so when you look at these two statements and you look at the survey this was from our teachers as well to give a little credence to the bottom statement there talks about in my career this was a veteran teacher not a first year teacher that makes this claim so we were impressed by that and 100 of those who surveyed and answered said that it is a beneficial tool and for that we are always grateful so thank you for your time tonight and we will now open it to any questions you may have awesome thank you so questions individuals have i have a question sure so thank you for your presentation i excel is something i'm somewhat familiar with um and i
028know it actually has other subject areas right like science and social studies and different ones but um thanks for that presentation i was wondering how this integrates into the udl framework or pbl framework or okay absolutely um i think this is working i can hear you you know so you know in the goal setting and um an action and expression part of the udl framework we look for students to be able to set goals for themselves and then you know think of your method for achieving that goal so this is one way that they can um produce that action and expression right that's kind of a self-regulation sort of technique and um i find it really interesting and then there's the engagement piece too um especially with the younger grades they love receiving the badges
029and that kind of thing so that's an engagement as well okay and then i was going to ask you about the chart um so i guess teachers can decide you know some of them use them daily some three or four days a week so they sort of tailor that to their needs of their students in their classroom um so that's that how kind of that works with the remediation or enrichment okay see teachers use it as morning work as students come in in the morning or maybe a station work as kids rotate different activities some groups have what they call a win time or what i need and that could be a piece of that so it really just depends on how the teacher is setting up their classroom and some excited for homework as
030well so they'll give them the skills that they work on and then they'll come back and the teacher will be able to see that reporter probably did thank you very much great other questions mr rhymes yeah um mr bagmar you said all all the elementaries in bcsc utilize ixl to a certain extent do they would you is it fair to say all the elementaries use it in a fairly similar fashion to the way you use it at south side um i know that we as a principal group have talked about ixl and its abilities and so yes most definitely i think the the opportunity to use it for grade level by need um and the flexibility of it really allows that to be done so i think it's an easy question as to yes it's
031being used and i think the flexibility to use it to tie that academic standards or go math for the adoption series i think really lends itself to being easily how long has ixl how long has it been part of the corporation for four years four years okay awesome i have a question i don't know that's necessarily ixl related but you kind of went there in one of the teacher comments that was made around missing out you know kids that have missed out over the last two years with e-learning and at-home learning and all of those kinds of things and i just wanted to tee off of that a little bit and get your perspective in elementary school where have you seen that play out for some of our our younger kids and are there any
032grades in particular where you found that now that we're back in school you know even with different accommodations that that's maybe showing itself differently than in other grades it's kind of a big question i think our primary grades talked about um with the integration of nwda and that assessment piece kind of gives us a view of where we are and in our conversations just within the last week and a half he was going to not sound the wrong way it wasn't as bad as they called they were pleased to see the academic programs um it also helps to dial in on those individual needs that we have so over that time frame there may have become gaps here and there but we can see them and then we can address them and i think that's
033one of the beauties of this program is uh during that time frame and during those opportunities where they may have missed this or that it really has allowed us to kind of dial in and be individualized with that need and i think that's been one of the real blessings of the program is getting into that individual level and the fact that it's a tool that can be used at home even when students weren't present they couldn't have used a device at home or any device to log on to isl and continue with that skills practice and with those windows examples that would help reinforce any direct instruction that they may be missing was still right there at their fingertips nice yes mr speaker i think at one point during the presentation you mentioned a specific
034vendor like houghton mifflin this this technology would have worked no matter who'd we chosen for that particular piece of the curriculum yeah so somebody's done a ton of work on the back end is this nick how do we afford this seriously what how do we how do we pay for this [Laughter] [Applause] i kind of want to make sure this works too i think we're just in too far in line with the speaker um what was that title yeah there's title money that's involved there's student fees that are involved we pay for some of it out of operations or educational funds so we have to get creative sometimes but make it work it just seems like a tremendous tool and then i was looking at the pages that you've labeled student views how so if
035i go in on that red red box item which had to do with multiplication facts how many additional screens as a student will i be able to see how many examples will i be able to work through is it just the one that i see here or does it go deeper than that it might depend on how many things i think there is an example that goes with each question so if they miss the question then it shows them step-by-step how to solve that particular problem it's not a generalized instruction it's very specific to that problem the one at the top that was about learn by example that is a more general okay this is how you attack this type of problem if you missed this one here was a way that you could have
036solved it and then how can how can the algorithm figure out the difference between somebody who was lucky and somebody who really understood the material [Laughter] they aim for what it's called a smart score um and 85 is considered proficient and 100 is complete mass hurry i guess um and i know from teachers and students that as you get problems correct your smart score goes up if you miss a problem it takes quite a few more tries to get back to where you were so i think that's how the program determines or distinguishes between guessing and working and you hear audible groans from students when they miss because their score they watch their score go down and then to work to get that score back up uh it takes some effort so they're they're very
037attentive to that thank you and then so the the assessments of the students are happening all the time that they're in this particular program on their devices the nwea assessments are quarterly okay and then the diagnostic piece is a separate login to do to do that piece and then it can be individualized based on the teacher need they could write a list of those skills that they want them to do up on the board as well okay it's keeping track in a multitude of multitude of different ways the diagnostic piece kind of sticks over here by itself thank you sounds wonderful thank you for the explanation all right any events miss jackson would you scoot over that way son he's going to hit you in the head uh mr beckman i'm just trying to say
038i have one small question uh if i i noticed in the students well in the red is that both english and math or is it just one up that specific one was in math i believe uh but they they'll get different scores for different subjects that one was in math excellent how exciting wonderful and i appreciate the utilization of our technology both for y'all as well as for our students other questions thank you very much for a thorough presentation of this [Laughter] okay thank you southside staff appreciate that update on the use of ixl it has been a valuable tool for us for the last four years as you've indicated it's a real quick update for you on the uh gun covert 19 as we try to provide you at least with information from meeting
039to meeting so these uh state maps that you see each time the on the left from the cdc the on the right from the department of health that's the most recent update from last wednesday that map does get updated each wednesday but it's based on sunday's data so data will already be in for this week we'll see what those look like for this week but the colors are getting better as a state it doesn't really look that way too much on the on the left but in terms of the way that the indiana department of health measures that we are still at 2.5 but the counties around us yellow and orange too this is from our local copa 19 task force database uh i checked before we came in for this meeting and still didn't
040have an update from yesterday's numbers typically we have a monday number based upon a sunday so this goes back to last wednesday october the 20th that new positive case number was at 54 but the previous sunday was much smaller than that i think that's an accumulation of testing and so forth done after fall break there were 21 hospitalizations which is quite a bit lower uh less than the numbers that we have seen at crh over the last few weeks in terms of our own internal numbers just a reminder we had 29 positive test cases in the first quarter of 20 20 21 and we had 106 positive test cases we went to e-learning on november 9th hopefully we can avoid having to ever do that again except for maybe a snow day or something like
041that um first quarter of 2021 22 we've had we did have 515 positive test cases as of friday the 22nd when mrs thompson sends that information out and we share that with the media at two it was at 549 positive test cases that breakdown was 480 students and 69 staff members a big piece of theirs is with those positive test cases we also then have close contacts not only close contacts of those 549 but close contacts for other reasons maybe a family member at home is positive and therefore the household is close contacts and they stay home too and they get counted in that number we had 2705 as of friday that is an average of 4.9 per positive test case it would actually be a little bit less than that because again that 200
0422705 includes all instances uh that'd be more than the 549 that are internal so less than five per positive test case in regards to that and i know that this is small for you but this is a new set of flow charts that we have come up with over the last week or so beginning last monday coming out of fall break we did adjust the protocols for close contacts and so we began to align with the department of health's recommendations and so the indiana department of health end of august or so uh during the time frame of one of the governor's executive orders that was to take place for the month of september since then that executive order has been updated again for the month of october and so these close contact guidelines remain in
043effect do and do focus specifically on a mask environment so if we're looking at that bottom flow chart where it says quarantine guidance for close contacts exposed at school without symptoms so there's some critical pieces in there exposed at school is one piece of that we can't control the exposure other places from a close contact standpoint and then staying without symptoms is also key and then as we go from that everyone mask is the next critical piece and so again this language is not bcscs it is from the department of health we've adopted that and began implementing it and so if we have a positive test case we do the identification of close contacts with those positive test cases and if we have a traditional classroom and or bus environment in a mask environment which
044again is a school corporation we remain mass required those individuals identified as close contacts in those settings are allowed to stay at school as long as they remain asymptomatic so beginning last week we started having that situation we would pick up the phone and call a parent and indicate that we have a close contact identified as long as it was in those environments those very specific environments we can keep those individuals in school so it does mean that there are other situations that will happen at school that close contacts will still need to be quarantined lunch for example extracurriculars choral classes pe other other situations where it's not that traditional classroom setting where we are in a mask environment a little bit more controlled um so you have the everyone mask and the any one
045unmasked columns or or parts of the flowchart to go through the rest of that flowchart it just goes back to the students or staff with coveted symptoms and is a reminder that if a person has coded like symptoms what are the steps that we take in that situation whether it be get a test with a pcr or antigen test or seen by a healthcare provider and given an alternate alternative or alternate diagnosis or it is a positive case and we have to work through the isolation of the individual because there's a positive case so that was just updated last week we'll make sure that we get this on the website and out but it is the practice that we uh we are following at this point in time and mrs thompson i don't know if
046i gave that justice or not in terms of that explanation if there's help needed i would you can give that okay always give me the thumbs up back there so i'm assuming i handled that okay questions in regards to the code numbers that we've had and then the change to the close contact changes that we have mr center the uh a couple of points thank you for the presentation the numbers section i always get confused when i see the total numbers how much [Laughter] so as of friday october 22nd 549 positive test cases that's that's going back quite a ways in history start of the school year and so august the 6th yeah the 515 win when did that happen so first quarter august 6 to fall break 515 and that's just to give a
047comparison to a year ago just it's just a mark difference that's that's just the way it is and then since the beginning of fall break so really the last two weeks the week of fall break and then last week being back in school we would have had another uh positive test cases so total for this school year is here i can begin removing you know that one here we were just leading up to from a comparison standpoint of a year to date or a year ago first quarter one number this year first quarter a markedly higher number scratch that out now as we get to friday october 22nd and today that number so i'm sure we picked up a few more cases today kelly but it's going to be around 550 plus at this point
048okay thank you and then on the slide with all the colored rectangles red yellow and green um this one when did we start okay internally when did we start using the new guidelines for contact last monday coming out full break last monday okay so we've had a full week of experience we have and so we had seen cases start to decrease so we hit our peak in terms of weekly numbers heading into labor day weekend and then the week after so so that that those two weeks around labor day weekend highest numbers per week for us this year since that time at all levels elementary middle high school and then as a corporation as a whole numbers decreasing per week and so with seeing that and also recognizing that going back to that number of
049close contacts 2705 close contacts i don't know average number of days out of school eight um you're going to have 20 000 plus uh days of misinstruction there and so we believe that it was an opportunity to take advantage of a adjustment to mitigation strategy because cases were going down number of cases going down and so moved to that last week when we began contacting parents so again aligned ourselves with something that exists department of health indiana department of health recommendations it's not yet a cdc recommendation it is an indiana department of health and begin that change i don't know yet mr student i did not look to see what what difference because your question might be heading this way and so should have anticipated that what difference has it made in terms of the
050number of people we've been able to keep in class i will get that number and just and just send it out and share make sure to share that as a part of our regular report now as well but we would have had a a big change too and just number of kids who were kept in school last week versus sent home for the 10 days that they would have been sent home that's great thank you yeah well i think it would help as well if you started just reporting second quarter because it i mean for example the way you put this together this is the only way for us to know the impact of fall break right and so i know some of our conversations was are we going to make these changes right after
051the fall break so yes and it wasn't too bad but i think that would be helpful for us too and just for us to be mindful of and help the community too that when they're not in the um environments that we're controlling we have to be sensitive to what's going on for our students okay yeah we can pivot and then just change the way that's stacked on there to show that we're moving from into the second quarter what that looks like versus fall break so fall break and last week we would have had again 34 cases total in those two week period of time and we can start tracking it yeah that way and i would add for the board saying i didn't mention this again i referenced the fact that we were following the
052indiana department of health guidelines we also did we don't operate in a vacuum and we have consistently had many conversations locally and and so we did have dialogue with columbus regional health as well as the the mythology county health department uh just to run this by them and indicate we we don't want to also surprise people and just start uh acting arbitrarily all of a sudden so we did have that dialogue in that conversation uh locally too and again then attach ourselves to the department of health all right great thank you very much all right this is the opportunity for public comments or two individuals who've signed up i'm and i'm anxious to hear your comments but i don't see these exactly as agenda items but given the i'm going to assume the context given
053what you've written here all right um jason meyer you've written that you're going to talk about at home zoom yeah so uh the reason why i felt it was appropriate to talk about this tonight is because i had to write in excuse me there you go thank you item during last month's out of building board meeting and i don't know if you guys had a chance to address it yet and so the question was is uh i had i had noted prior that my daughter had gotten traced and sent home for a week and it made it a little bit difficult for her to keep up with class being at home considering she couldn't see the teacher she couldn't see other participants in class she didn't have all of her homework when she was sent
054home and she wasn't allowed to go back into school and get it my wife had to go get the homework and another friend of hers actually brought some homework with her so my question was um in the september 27th uh i had wrote that i had spoke to both dr grant or mr grimes and dr roberts about my daughter being traced and wanted to know if it was possible if children that are sent home and you saw there's many of those could get the opportunity to have a zoom set up in the in the rooms so that they even though or they're not in the classroom they can still participate and the concern i had which i noted was it is hard to learn a foreign language at home by yourself right and so she's
055taken spanish and that was one of the difficulties she had was just the enunciation how to say the words but it's not just that we're very lucky that she works really hard in school and we give her time and we help her as much as we can not all kids get that so my question is i hope that you guys have all seen that i hope you've acknowledged it and i'm curious as to what the plan is to protect kids so that there is no no kid left behind right so so that's my question i'll i will seat my minute 10 and let you guys respond thank you we'll certainly take that under advisement but we're not in a position to offer a discussion about that this evening i could add um just dr shedd
056in regards to that sweetie the conversation i can follow up and and and share uh the steps that are being taken to at least try to have improvements including one that we've already mentioned in terms of close contact and trying to limit the number of kids in that in that situation already okay cool great thank you um next on the list is eric grow and you're probably correct in your assessment i would argue i guess that communication would be relevant to all topics but you know in good faith i definitely uh have a specific agenda behind my topic um i actually have some grievances some pretty serious ones but i'm not going to take the time to talk at you guys about that tonight i want to use my time for two more important purposes
057first i want to take a moment to publicly call on our community to start paying attention i don't mean that in some like backwards way of like mob rule to strong armor school board or something like that i actually um have what's best in mind for this school board in that regard you guys can represent your constituents better if they're involved and this isn't you know just listening or reading it's it's a attention to the extent you pay for something you know things like time and effort so when something that is important to you is happening it can come to your attention and then you can put forth effort to influence that to the best of your abilities and that's a calling and there should really be hundreds of parents in our community called here
058for the issues we've been having and you know this here directly and immensely impacts my children's future our neighbors and our communities children's futures you know so i guess to the camera you know what are you currently paying attention to that is less important than that you know maybe make some time to start paying attention to our schools and getting involved where you're called to collaborate with the board and bcsc staff and the second topic i think we all need to kind of take a step back and evaluate our foundational principles i mean that board bcsc staff and parents i think right now we're all in our trenches and you know the way we're conducting ourselves is driving a wedge further making it less likely that we can be productive and help our children so
059you know to talk about those foundational issues they pretty much revolve around communication i think you know we don't have an effective means for communication uh to function properly right now you know us coming to school board meetings to talk at you um the email process is really not working um you know it's it's really resulting in the understanding that what we have to say is not important to you you don't care enough to give time and effort to it um i'm not saying that's the case i you know i actually believe you probably do care um i'm just saying that's the result that we're experiencing and most of you are you know your mysteries to us for the most part and i think at this point you really need to be overly forthcoming you
060know explain in detail have dialogue have thoughtful email exchanges have meetings with parents host town hall style meetings where we can have discussion and i understand there's some legal issue with that it's really weird but just some ideas and right now you're allowing a big part of your community to decide what you think and believe and that's like a really really terrible idea right now um you know inevitably you're a caricature of a school board and we're going to fill that box with other school boards as examples you know and you don't want that box filled with you know places like hamilton county or loudoun county in virginia on the school boards of school board associations that have recently asked the fbi to investigate parents for dissent um you know firstly don't be like those
061school boards but secondly don't let us put you in that box let's open some communication and that fbi example raises a great point as a leader you evaluate your past actions and when you make a mistake or don't do something as well as you could have and you will because you're all human and we all do tell us explain it and we can come to understand it would be much better if you don't you're telling us you don't think you did anything wrong and we're gonna notice when you do stuff wrong so you know that leads us to all kinds of conclusions about where your hearts and minds are telling parents that being able to speak at a school board meeting is not required by law and is a privilege granted to us by you
062now that does help us paint a lot into that box about you but that statement tells us how much you think about our voices and your duty to represent your constituents not only did you disenfranchise all constituents for the actions of one or two that mentality is a violation of a very deep foundational principle your principle for deciding what you should do should not be what you are allowed to do you're supposed to do what is right this is illegal versus moral and there have been some really powerful case studies through the 20th century on this one parents mr grove i'll wrap up if you would thank you to parents i say get out of your trenches extend a handout collaborate with this board and bcsc staff to bring about the best issues the best
063results on these issues and board please take that hand parents we need to step step back also and review our footing and admit where we were wrong before we can come to this table there's a time for words of action there's time for unrest and there's even a time for action but this situation is not lost yet and therefore those things are premature we can still step back address these foundational problems and come to the table in collaboration don't forget the price that is paid for failing our children and in future meetings i look forward to bringing to light and diving into specific issues i thank you for your ear and hopefully for your consideration thank you very much so next on our agenda is our what list so first i'll turn for board commendations
064i know mr grimes is ready go right ahead i'll stick to one this evening um so i think we all know and can acknowledge that you know there are adults in a number of different capacities and roles in the corporation for it to function properly and i just like to take a couple seconds here just to recognize five individuals i think oftentimes probably go maybe unnoticed and slight and more than slightly unappreciated in the role that they serve uh in terms of keeping kids safe and that's the the five student resource officers of bcsc uh julie quisenberry eric stevens eric kapinski greg ross and tancom clark um and if i could just uh real quick just read a couple things that sergeant quisenberry shared in the the first quarter report from the sros she says
065that this semester has been the busiest one that we've experienced since the sro program began back in 2014 and then goes into all the programs that they've done all the incidents that they've been a part of and in summary this has been a wild first quarter our sros are doing a great job dealing with a very trying school year so far i could not be more proud of their efforts and enthusiasm for guiding working with and protecting the students and staff in our buildings and that's from sergeant quisenberry so thank you very much to the five sros of bcsc thank you very much for sharing that are there other commendations miss wilden did you want to share anything we have a bunch of runners in columbus oh my gosh dewey so columbus north wow like
066really amazing job so cross country across the board in columbus indiana is a pretty important sport and i'm also gonna i know it's not bcsc but st peters lions did the same and they went to regionals they did an amazing job great thank you very much others all right next on our list is school board member reports yes go ahead and start crimes i've got two quick ones i'm not sure this falls under maybe uh the proper category but i just wanted to thank the corporation for the opportunity for three of us to be able to attend the school board association conference last week in indianapolis lots of good sessions very informative speakers i know personally i gained a much greater understanding of several different topics than i had before particularly the uh the notion
067of cmcs as the corporation continues to to move forward through that progress or process with uh the many facility upgrades we have to look forward to um so thank you for that opportunity and then also the bartholomew consolidated school foundation another plug for this uh saturday november 13th with the start line and finish line at the somewhat new now still bcsc soccer complex sign out on posture drive we hope to have a big turnout lots of drawings from local businesses um and anybody that might be interested in looking at that opportunity before you leave tonight i've got plenty of sheets here with qr codes you can scan and register right now so saturday november 13th cross fingers for good weather and a big turnout to support the foundation's general fund awesome thank you very much
068are there others no i i have a mine's not going to take very long um but the health trust met um october 20th and we went over the quarter three financial report talked about the updates on the vaccination incentives and premiums with and mj insurance always gives a report along with scio and some of our other partners optim rx quarter three reports and the health center gave a report our on people that came into the health center and kelly gave a wellness update and um yeah i think always kind of the same sort of go over the same format every time with the quarter reports and then we may have some other business um on the trust and then sometimes the other members come in virtually this time to give reports on like scio and
069health center and those kind of things so learning something new every time thank you mr phillips and then you do have an approval item under your list of approval items that came from the dialogue of the health trust meeting julie speaking of right so the premiums have been set for calendar year 22. based upon your approval right yeah okay they are they're up for approval tonight yes thank you thank you thank you i will briefly share that on friday the 22nd the business advisory group met as a group we had a overview of our strategic plan in its final draft a conversation about the proposed calendar revisions which is also on our list this evening in addition to a covid update and very cool previews for our november meeting so i can't wait so you'll
070have to wait for my november report and thank you mr grimes for mentioning the conference i too found it very interesting the the president speakers that we had about uh digital media were very thought provoking as well as the importance of personalized learning experiences which was a wonderful affirmation for everything that we do here in bcsc and i found all of the sessions that i attended very helpful i mean useful and i concur with mr grimes i have a much better appreciation for construction manager as can contractor after sitting through it it just takes me more than once to get get it as complex as that is for me anyway right anyone else okie dokie we are on to cabinet reports and mr phillips good evening thank you dr shet i'm going to embed the
071adm update in the financial report so you'll hear a number update there just as part of the the financial report this is our quarter three financial report um this is a visual of our revenues in the three major tax supported funds through the end of the third quarter on the education fund side there at the top you can see that we finally in 2021 passed the 2020 year miscellaneous revenues in that fund are actually down for this year mainly because of interest income but in july on july 1st the new state support amount went into effect and so that's why we have now passed 2020 for the education fund revenues also starting in november our new adm should take effect there and we are up approximately 126 students over the prior year the last couple
072of meetings i've taken a an educated guess at about 120 and we ended up at about 126 with a fraction in there as well we always have fractions of students somehow but we would expect that to continue to grow in 2021 compared to the prior year on the operations fund side the increase in revenue this year over the prior year is almost 100 from transfers from the education fund and miscellaneous revenues tax collections in the operation fund's property tax collections are basically flat over the prior year and the referendum fund is exactly as would be expected with the tax rate being uh being flat on the expenditure side uh this is the education fund salaries so far for this year are up just about 1.3 percent over the prior year but the added staff uh
073in the fall and in august just you know just hit the payroll in the august payrolls as a matter of fact it was the last payroll in august and any teacher increases in retro pay won't hit until november again pending your approval of the collecting collective bargaining agreement this evening all other categories are as would be expected compared to prior year as well as on track for this year on the operations side salaries are up nearly eight percent over 20 20 and that's because um we were able to staff up um particularly compared to 2020 you know we had a lot of positions that we just didn't fill during 2020 as we were shut down for a good part of the year so we're back up to full staffing in 2021 as well as the
074nine percent support staff increase to the salary schedule to the salary matrix for support staff members that started on july 1st the other category is a little interesting this year we budgeted you all budget approved a budget for 21 that was about 20 i'm sorry 2 million dollars in cpf projects across the district small improvement projects repairs and those kinds of things and so that's one of part of that but nick would tell you that our the cost for technology continues to grow with supply chain issues uh and and just our demand in other school district demand for technology so a lot of that other category growth in this current year over prior years comes from we need more devices and there they cost more money on the operating referendum side everything is tracking exactly
075as we would expect at this point in the year and just a an update this is a slide i started a couple of quarters ago just to show you where our operating referendum dollars are going and the impact of those dollars so you can see uh almost 550 teachers have averaged just over five thousand dollars in experience increases through the third quarter that on top of the other teachers 218 that didn't qualify for those experience increases that received a stipend back in january more than a thousand support staff members averaged 837 dollars in additional pay through the end of september and then our safety and security budgets have been fully fulfilled for this calendar year as we have ordered buses and paid some of the quarterly invoices for school resource officers and were it not
076for operating fund revenues we would have spent 8.5 percentage points less in salaries in 2021 and so thanks to those uh those referendum dollars that's compared to our education and operation fund expenditures on salaries compared to where we would have been otherwise and last this is just a projection of the month end balances actuals and then you can see the prior year compared to this year everything's tracking almost very similar to as it as it would have last year the only thing that i'll point out to you a couple of uh of highlights there is that obviously we needed the taxi anticipation warrants and the operation operating referendum fund we had no money to start the year um and we probably will go forward with a tax anticipation warrant there next year next board meeting
077will bring a resolution to you for approval and then just looking at the the health and dental trust this evening our we do have a positive this year year so far this year compared to a couple of years ago and so this is two years in a row but we still are seeing cost of prescription drugs driving our costs up and we usually track up at the end of the year with expenditures compared to the beginning of the year as people hit their out-of-pocket maxes and those kinds of things and so we do have a recommendation for you later for an increase in health premiums and then and actually a decrease in the dental premiums as we've reached somewhere in the neighborhood of 60 of annual expenditures in the cash sitting in the dental fund
078and that's you know where our target for health is and so 60 percent in that deal dental fund which is a much lower um you know amount of money in general it flows through that fund but that's just an update on the uh the health and dental for you happy to answer any questions you might have thank you are there questions that individuals have what what drives it looks like a trend in june june we see operations fund go up significantly as that but bus spend over the summer is that building work that occurs over the summer but last year and this year we see an increase at that month it's exactly um it's summer work so a lot of the facilities work while they get as much as they can during the course of
079students being in the building during june and july a lot of those projects that we have budgeted for the year you know little five thousand to twenty five thousand dollar projects to improve our facilities a lot of that gets done in the summer we order a lot of the technology in the summer and sometimes it's also bus order when we order the billion and a half dollars worth of buses and then on the technology piece how do we recycle our laptops do you guys do like a power sweep and you do all the schools at one time or you do rotate schools what's the process we use to update technology and i'm going to jump on a related question is there any thought with the troubles in the supply chain of trying to extend the
080life cycle of what we've got now so i can address most of those um the our all of our student devices are on a four year rotation so every first grader fifth grader and ninth grader gets a new device um and really we recycle them yes uh after so many years but the old chromebooks that we've kept up and then hung onto really kept us alive during the pandemic and are still helping us and they're seven-year-old devices we do find that chrome will time out their updates so we have to it's kind of like apple or any any device now they'll just stop supporting a device after a certain time so they kind of make you update and we can't we can't keep on to them very long so we do try to do that
081the the orders this year we actually already have in and we actually are going to put them in storage um just anticipating the increased demands and still knowing that there's chip shortages and a lot of other pieces of the device that are on back order nick do you want a second job as a material planner for a nice little factory south of town i could use some help getting some chips i'm trying to recruit our technology director and miss wielden mr phillips you gave a quick update on the uh adm count and i i wasn't writing things down could you run through those numbers for us again sure we're up 126 over the prior year and i will send we'll probably do a in the next friday note i'll give you some detail you know
082grade by grade building by building breakdown this year is unusual in that we have 475 close to 500 students who are cvp this year and so comparing apples to apples and looking at how many students are in southside elementary for example compared to the prior year it's hard to compare those when you have a certain number of kids that have chosen the virtual option and so we're going to try to organize that well for you visually and then send that to you in a friday no but up 126 students over the prior year it's a good trend and it's bucking the trend that you see in some other districts particularly since we were up last year which was a surprise during the covet issue and related topic you've talked at previous meetings about a future
083oriented demographic study where are we in that process still looking at january for that and so we have engaged with a demographer and she is working on with census data and the data that we send her and she'll probably have something ready for us in january and i can't remember does she when we order a demographic study are they able to drill down and come up with numbers that would help in terms of school planning you know this this school is going to be more used the school's going to be less used they do school by school using our district maps do projections using those thank you awesome thank you very much mr phillips mentioned a friday note so we will have friday nights again now next not this friday but the following was at
084november 5th i think and just to add on to that i know dr bozeman has also prepared one there was a question at a board meeting in terms of uh air quality control and as a mitigation strategy for covet 19 and so we'll send you a list of the various things that have been done and are ongoing in regards to that air air quality all right i don't this is close to the longest list i don't i don't know what alphabet has has the winner but here we are um we are asking for approval of items a through n as they are presented to us so first i'll ask for a motion for approval oh do you want to go through let me run through them okay so make sure that yeah that will give
085you some time thanks appreciate that so yes the doctor said indicates there are quite a few again uh so many of these tied to the public hearings that you've been having and the renovations and just trying to accumulate the the right dollars to be able to move forward with those i able to summarize very quickly looking at the list you have it's a through and a through e are the typical things i want to go through the slides here but i think this is just important even for anybody and everybody here so those are almost always going to be on there but f through j are tied to renovations and we've had public hearings in prior conversations a number of times on those renovations so a lot of information already out there and then letter
086k is adopting the 2022 budget you've had two meetings public meetings to talk about that budget and and receive detail from mr phillips the revisions to the three-year calendar you had a detailed uh report from dr pleek uh last last school board meeting uh some kind of a first reading of that that change the collective bargaining agreement which is letter m you have had two meetings about that topic as well that are now statutorily required and then the health dental plan premiums were just referenced and dr bill's had a chance to attend to that meeting so just just wanting to put that out there in terms of how things are grouped together and the fact that most of the stuff on here you've had a chance to dialogue about publicly in the last two to
087three to four meetings actually so a through d is on the screen here minutes of the regular school board meeting of the 27th a public hearing meeting on the 28th tied to collective bargaining and a special schoolboard meeting october 19th tied to collective bargaining supplemental contracts field trips as we actually don't have any of those in your packet and then school fundraisers letter e is claims in payroll each time the claims for today the 25th are a little over a million dollars the pre-run that covered october 1st through friday the 22nd is over fourteen and a half million dollars the payroll is about five point eight million dollars and is two different ones one from september 24th to cover the work days of august 30th through september 12th normal payroll did include experience pay somebody
088some additional dollars for some of our support staff members and then the payroll on october the 8th covered the work days of september 13th through september 26th it was normal there was nothing additional in that payroll the other things uh letters uh f again through j tying back to all this renovation stuff so refinancing central middle school bonds and then 2021 lease rental bonds four different items there resolutions that we're asking you to approve and i think a lot of signatures after the board meeting for for you at least some of you and then we're asking for the adoption of the 2022 budget that mr phillips has approved has shared with you asking for your approval the three-year calendar that doctor pleak indicated and again just a quick summary on that three-year calendar some tweaks
089to the beginning and ending of the calendar so for example instead of starting on friday starting on thursday so it's a day change there that then changed in the first semester beginning the second semester into the second semester but then the professional development days that we received a waiver from the state board of education recent state legislative action allowed us to file a waiver to count our year and number of hours instead of number of days we're trying to take advantage of it and have some professional development days for staff full days that's in that calendar change the collective bargaining agreement was has been rolled out on a couple of different occasions and information shared now publicly even through the media as well as administrator contracts included in that recommendation to you and then approval
090for the health dental plan premiums for the 2022 plan year as mr phillips indicated kind of a plus and a minus there so a recommendation for a and decrease of five percent and the dental plan an increase of five percent uh on the on the health plan and the changes in in premiums that would be for both the school corporation and and staff members so that letters a through n uh is my list of of approval recommendations this is the calendar forgot we had a slide tag to slide on to the end of this so you can see in yellow the changes uh over the next couple of years professional development day is added second semester monday february 21st and thursday april the 14th will be the near term things and the next school year
091in the following one those various adjustments to that calendar and hopefully we can set that in stone or at least kind of you never know what might come up that changes things but um at least that's what we'll be looking for for the next three years if this is approved we'll put out a revised calendar for this year in the format that we typically have their school callers and logos and so forth get that on the website and then social media that shows what the new calendar actually now would be so asking for approval of all of those items all right i apologize for jumping the gun having read them all i was like yeah i know these things okay um so i could entertain a motion for approval of items for a through n
092as they have been presented to us thank you mr bryant is there a second second thank you dr bills does anyone have questions about these items mr grimes yeah while it's up there yeah i've got a question in regards to the three-year calendar uh for dr pleek or whoever they want to answer i i guess you know my question is is is there already a plan in place for future professional development is that still to be considered will that be corporation-wide building-wise and i guess i ask because quite honestly and i understand the concept of banking you know the extra hours to take days for professional development but i guess you know quite frankly my concern is for less student days here as well so yeah that's my question professional development plans for that yeah
093so so the the challenge revolves around you know professional development period and the opportunities to get that done in a contract that is set and almost 100 of that time from a teacher's standpoint in front of students and so how do we leverage time around that day or add extra times or extra days to that from a contractual standpoint we have about 180 extra hours of time versus the minimum both the secondary and elementary school level so about an hour per day we're going longer so that the challenge of of carving out professional development to link back specifically to our strategic plan in the new strategic plan which we talked about some but on friday with our strategic planning meeting you'll see what that looks like and the specifics behind that some of the strategies
094programs and methods targets that we're shooting for and taking the professional development schedule over the next two and a half year ten different days to link directly back to that that would be a combination mr grimes of both district-wide initiatives to make sure the foundation of what we're about is is then supporting the work that we're doing as well as then targeting individual buildings and the work that they need to do in those buildings so it will be a combination of those things we will work in conjunction with our teachers association and support staff members because it is not only the teachers that are involved in professional development is all two thousand almost two hundred staff members and they're just as little opportunity to get that accomplished in the current structure that we have and
095so we are looking at this these two days that we have or asking for in the spring will give us a really good indicator of that success we know that there is a ton of accountability that should be expected from us for this in terms of is the investment of time where we are having students not report to school teachers and all support staff members so two thousand plus members in training is that investment of time then resulting in better outcomes and so that has to be a part of a part of our work and part of our accountability but it does tie back to trying to leverage the opportunity provided and with that opportunity provided by the state legislature can that come back and impact us positively with with professional development we believe it
096can that's that's the reason for asking for it but but understand definitely your concerns in terms of kids aren't here we have staff here and working working through that and so just to clarify that for everybody's sake if we had 180 student day calendar before next year it's 176 student days the number of hours easily exceeds still the number of minimum hours of instructional time that's required by the state of indiana because of how many hours we have per day but it is to mr grimes point 176 days versus 180. for that question um so so in some context we'll talk more about that on friday is in terms of what the accountability measures will be yeah so through our ccic work which we have a meeting on wednesday morning through your strategic planning session
097and then ongoing conversations with representatives of our teaching and support staff we'll have that carved out for you okay other questions i've got one more doctor in regards to letter n um the health and dental plan premiums so the the dental uh the proposed uh a decrease in five percent premiums and the health plan proposed a five percent um increase in premiums and and my question is in regards to the health premiums whether that's for mr phillips or again for dr roberts whoever um would that be see if i can figure out how to word this so it appears that the the trust the reserves are in in pretty pretty decent shape and so that the the rationale for the five percent increase in premiums would you say that could be defined more as would
098it fit the category of a necessary increase or more of a somewhat modest increase to avoid perhaps larger increases in the future i think you actually characterized that or summarized your question pretty well mr griswold mr phillips address that since he sits in and helps organize those health trust meetings really good question mr grimes and it's um i would characterize it as a break-even amount the trend in healthcare is usually around seven percent and so even if you wanted to break even we would say we were around seven percent but based on the expected expenses that that our consultant mj provided we with this five percent increase i'm gonna try to remember the numbers we we would be anywhere from a plus 700 000 at the end of 2022 to a worst-case scenario is negative
0991.1 million what about 3.4 million now our target is thirty percent of expected costs which is about six million dollars we get to six million we feel like when we're in good shape and and you know we could take a maybe someday a uh a no increase here but um based on what we expect expenses to be in the number of employees we expect to cover where our range is we could and no one can predict claims that's the worst part of this whole this whole game but plus 700 000 to negative 1.19 mr phillips was that that range included three different models i believe three different um possibilities that were shared with us based upon expectations projections right ranges of possible projected costs so does that range cover the year of or is that
100eating into what we currently have in reserve well at the end of this year what do we what are we having reserves carries forward to next year right and so it covers the calendar year 2022. so so you showed and and i know it's early december is always a surprise so it was at about 4 million 3.4 right so so the 700 000 to minus 1.2 does it is that eating part of the 3.4 that is a good question that is the calendar year expected profit loss okay so you would add you know say best case scenario more plus seven hundred thousand add that to this calendar year-end cash balance and that would be our 2022-year end cash balance okay so worst case scenario a loss of 1.1 million would take that off of our
101current or year expected year-end 21 expenses putting us down somewhere in the neighborhood of you know two point you know in the low twos from two million from uh cash standpoint at the end of 22. okay okay we have lived through year-end in only six digits that's what i had to ask okay all right thank you thank you for that question are there others can i just make a comment being on that health trust sure can i am i allowed to do that right now of course okay um we talked a long time about the health premiums and dental premiums so it's not um you know it was taken under consideration we you know we went back and forth for quite some time and ask questions uh mr grimes especially because i know you yeah
102ask the questions so it wasn't you know this isn't something taken lightly to you know raise or even premiums um it was um considered carefully and and in order you know we like to have the health trust here in bartholomew consolidated school corporations we have to keep it healthy you know on the one hand and we have to also you know look after our members on the other hand so it was a discussion it was a very in-depth discussion so i just wanted to assure you all of that it's not um it's not pleasant to talk about it in that setting but it we also have to look at the health of bcsc in the health trust too so and then just a reminder to to the board that the health trust is made up
103of a school board appointment which is docker builds as well as cea representation support staff representation and a school building administrator so try to make sure that all employee groups are represented in that that dialogue because it obviously impacts them with any increase that we that we have here and so well i can add i appreciate what i consider kind of a steady state approach to the coming year versus i have been on the board when we've gone through crate i'm sorry my word crazy ups and downs so i think there's value in doing that and that we don't we still aren't at the level that you suggested that we needed to be comfortable which i heard you to say around 6 million right okay 30 30 of expected annual costs right that is always
104the scariest one i must say mr stunner probably an easier question but just to clarify i've had some conversations with parents and i wanted to make sure i'm characterizing this correctly my understanding for item l is that we went through a whole process as a community of establishing a three-year contract calendar calendar three-year calendar thank you academic calendar contracts are only allowed to be two years that's correct but a three-year calendar and what we're doing now is just tweaking that or adjusting that to allow for the professional development days we've not gone around parents or done an end run this this is a change that really has come about because the the state approved our request for the professional development days and when we go to to do a three-year planning process i would assume
105some board in the future goes through that process for 2024 through 27. yeah there will be lots of community input and data gathering as we produce that through your calendar that's correct mr stenner so the process to get to the one that's now being modified was to ask for stakeholder feedback put out a survey try to get a feeling for the the the kinds of things that the community wanted whether the length of fall break length of thanksgiving break length of winter break or when is the start time what is it in time does first semester end before christmas or after length of spring break do we use e-learning days or or not in terms of makeup days and then you know ending at the end of the school year so all that stuff taking
106into consideration the three-year calendar put out this change precipitated by the professional development days and where would they fit in that calendar the other yellow pieces were changes made just by day so now you know it didn't change fall break or length of thanksgiving break or actually did kind of students actually get an extra day coming out of that but in the future years but um it was a very specific example to give for example given putting a revised counter in front of you is that this year we started school on a friday just that experience of starting on a friday was if we're revising the calendar we can ask for that that revision let's start on thursday for all kinds of reasons but just going on a specific example for the high school is
107the high school block schedule let's get thursday and friday get a whole schedule in for the students and then roll from there um so those tweaks were made given the fact that the professional development days were on the right on the right list of recommendations dr blake anything in addition to that summary okay good questions thank you all i'm not hearing anymore so i'll ask for approval then of items for a through n as they've been presented to us if you do approve if you'd signify by saying i i those opposed all right dr roberts they have been approved unanimously thank you dr pleak it is your turn i request approval of the hr recommendations as presented this evening all right thank you very much um i'll entertain a motion for approval so moved thank
108you mr grimes a second second thank you miss wielding any particular questions for dr bleak how many open roles do you currently have teacher positions very few very few okay less than 10 yes yep okay just a few good awesome thank you so i will go ahead and call the question those who approve the human resources recommendations as they've been presented to us if you'd signify by saying i i those opposed there you go dr plate thank you thank you all right an opportunity for individuals to offer any comments after this evening's meeting we've had quite the agenda mr grimes oh okay yeah first off thanks to mr major and mr grow our two uh members of the public for sharing comments appreciate your input very much um i don't know if they're still with
109us but our cast from the cast from south side mr bockmeyer mrs jackson mrs wolf thank you very much for sharing what i excel does at south side and then larger part the entire corporation and then lastly good luck to columbus north boys and girls cross country as they both pursue state titles this weekend saturday at terre haute yeah awesome thank you miss wheeldon uh so so i just want to commend the team who worked through the close contact process changes i felt like the the group approached it very thoughtfully we didn't react to the opportunity to change our process immediately there was thought put into it there was an analysis of trends there was what's the best thing for students teachers et cetera so i appreciate how much work goes into making these changes
110it's not taken lightly and i and i think this is in the best interest it's a really good change um i'm excited about the calendar changes like super excited so so um and i just um i'm also really happy that we had the um the pay increase for teachers um that went through with the the contract that we've all just approved that that's just so important to recognize the contribution and feel like we're recognizing the talents and the impact that they're having on our kids in our community so so that felt really good i'm glad to be back in person i also appreciate the comments that were brought here today we are listening how to respond is not always clear to me i'm still learning personally but but i am i'm always listening and and
111thinking and processing so so thank you very much thank you mr stenner thank you dr shetty i i'd also like to thank the folks that made presentations this evening the folks that made public comments during that portion of the meeting and then a big thank you to everybody that was involved in the establishment of a new two-year contract between the cea and bcsc that's a major major milestone and with the especially with the community referendum to support increase in teacher pay i'm really glad that we are putting our dollars as close to the classroom as close to the student as we can i think that's an important priority i'm glad we've been following that priority thank you great thank you dr bills uh i'm not gonna repeat everything they said but i just agree with
112all of it but i do want to put a shameless plug in for the columbus pollinator park at blackwell park i'm part of the friends of the pollinator parks group here in columbus and if you all haven't been up to blackwell park to see the pollinator park and what they've done to it in the last couple years it used to be just all weeds invasives he spent days out there pulling invasive plants and now it has paths and the library and pat probably knows about mr bryant probably knows about this has helped put up posters for education um kids go out for field trips there it's it's just really nice there's still invasives to be done so next volunteer day i'll make sure and text all of you but um yeah it's a great it's
113a great park and hopefully you've all been able to see it lately but if you haven't it's it's a nice place to go and have it has a picnic table have some lunch walk around the little trails and see the educational post signs around see the new soccer fields at the same time yeah and see the soccer skills at the same time thank you very much mr president all right thank you so much and and we all appreciate and i know i don't know that we say it enough there is so much work on subcommittees for all these presentations that are made to us and we deeply deeply appreciate the work it's it is hard to really grapple with and appreciation for all that has been presented to us it is the fruition of a
114great number of meetings and time i too am ecstatic that we have a two-year contract and a very positive one one that's very supportive of our teachers and also to recognize the very hard work our administrators did in an exceptional year so yay and i appreciate the comments thank you mr grow you've given us a lot to reflect on we have more meetings so friday october 29th at 9am we will have a strategic planning session here literally here in the terrace room and our next school board meeting is on november 15th at 6 30. so with all of that i will call this adjourned you
