001infections in the community from literature published during 1946 july 27 2018. it pooled analysis we found no significant reduction in influenza transmissions with the use of face mask yet the cdc still published the mask because this was clearly not about the science i have much more to say there's there's uh there's data on the increase in suicides the the kids are getting outside and playing in school yards and playgrounds together and in sports and then they're come back to school and have to force to wear masks which serves no purpose so for the sake of our children's well-being we the group of parents here want all restrictions removed immediately including mask social dissenting temperature checks plexiglas dividers contact tracing and want all extracurricular activities and classrooms to return to normal [Music] donna white first of
002all i want to ask for extra time because i'm an oral cancer patient and i just had surgery ago and it affects my speech so bear with me did you guys hear that yes okay so bear with me my name is donna white i live at 3304 newton boulevard and i'm here tonight in reference to what our school corporation is going to do with teachers who hides telephones in his classroom and is taping little children in the restroom at smith elementary school i don't know i think mrs scheid said you you're aware of it i don't know if your other board members are aware of it dr roberts i know you're aware of it but she informed her mother at the beginning of august august and this happened last year at smith elementary school the
003teacher taught third grade this little girl knows one cell phone from the other he admitted to having cell phones in the kids bathroom doctor shed i'm going to interrupt here just real quick if i could our board policy is not to single out an individual teacher in our school corporation that could have that i think that you mentioned a school building in in grade level and we're starting to there's there's i i have not mentioned this this teacher's name he's not a third grade teacher anymore probably didn't help or hurt the uh identification of different individuals did it mr model i'm referring to school counsel in terms of uh public comment on individual but i think that we have to be very careful on that i would agree that this is sufficient identifying information that
004it does indicate yeah so if you have general statements regards to the done i think that's a that's appropriate well you know i think that every principal at every elementary school should be aware of this all these parents should be aware of this and you know what i'm afraid of the repercussions of what's going to happen to this little girl and the reason i'm of that is because that little girl is my niece and not one of you has replied to her mother not one of you school board members it's a shad you have yes so so one we're not going to generalize that's inappropriate and if you'd like to offer more detail you're welcome to share that in writing but as we have the advice of our legal counsel i have to ask you
005to stop okay that's fine thank you it's time for these parents to teach our children at home enough thank you next on the list is jason meyer major oh major sorry [Applause] all right is it on now yeah it's on okay um i just wanted to first of all i wanted to thank you all for you guys did answer my question that i had about the percentage of children or uh staff that were traced and positive so i appreciate that five percent uh while it is a little bit more than last year uh i want to focus on the 95 percent of the kids that are at home that are unable to attend school for whatever reason i want to just say that i love my parents i love my wife but most of all
006i love my daughter my daughter as most of your children are is the best of you and your spouse and there's not much i wouldn't do for that uh for that child um today she sent me a text that says i used to be excited to go to school now i hate going it drains all my happiness away i'm not happy like i used to be i can't find my happiness i just feel empty i have no motivation for anything and i'm stressed out to the max that's what she sent me after being covetrace for a week the term liberty means positive enjoyment of various social political and economic rights and privileges and what i want to focus on is the fact that she had her rights to due process taken away as has every
007single other child that has had been coveted traced and my concern with the cova tracing policy is that you're allowing vaccinated children to stay in school non-vaccinated children have to go home that's also an indication no different than the conversation we just had so thank you for allowing me to lead in with that too as soon as you send a kid home and let another kid stay you've indicated to all the other kids teachers that that child is not vaccinated that's violation of their privacy for their medical rights also because there's kids that are at school that have been vaccinated we all know that even though you're vaccinated that does not prevent you from being ill and ill an example i have is i know a family of four three of them are vaccinated the
008fourth is too young both of the parents and the older child all three over the weekend tested positive so my concern is is while you let some children stay because they're vaccinated and make other kids go home you could be contributing to having other kids get sick my suggestion as i noted was to if you're going to send kids home make sure that they test negative before they're allowed to come back um also real quick i wanted to just highlight too when when i went in to talk to the nurse about this my biggest concern when i walked in the building was the very first thing i saw was a secretary behind a barrier that had no mask i'll i'll be brief i'll try and not do more than one more minute but that secretary
009did not have a mask on for me to read the document that you guys have that unequivocally says everyone in a facility should have a mask i walk by an administrator's room in their office no mask i did two of those i go into the nurses area uh both of the secretaries and the nurses and counselors area no masks uh behind a barrier and uh the thing that really set me off the most was when i went to the nurse's office and the nurse was talking on the phone with a student in the room the student was sitting in a chair across from the desk leaning against the wall the nurse had no mask on talking on the phone could you summarize so um yeah i understand my time's up um but i do want
010to make sure uh i do appreciate mr grimes thank you for acknowledging you read my letter uh dr bills dr roberts thank you for acknowledging you received the letter uh i know you guys get a lot but i do appreciate the acknowledgement thank you thank you abigail bryant okay i'm abigail bryant um my address is 524 high school drive edinburgh um i'm the librarian at taylorsville elementary um so i had two points i might not get to the sel problems but i'll address the masks and i love all the information that they've given just now i've also brought the articles on the cdc website which you might have already known about that so the pcr test could not distinguish between um influenza and cdc so the numbers that we have the numbers that you're using
011to um mandate masks and all that are skewed at best um there's also a graph that shows that uh influenza was practically gone last year miraculously so i understand that you guys are public servants you can't do nothing about the pandemic you can't just say well just come nothing's going to happen you can't do anything about it i get that you have to have a solution to the problem to address the pandemic i get that and you have received an eso grant i don't know how after only two days in school that we had to go to that immediately i don't know how the numbers grew that greatly in two days time meaning that the kids were the problem kids went back to school the numbers are astronomical now we have to wear masks at
012school it doesn't add up but whatever it's there we got what 10 million dollars that's for grant to me that seems like you could properly ventilate schools give each classroom hepa filters multiple even with that amount of funds which could be a nice compromise for now i know masks are probably not going to go away but it's an option we're not getting any other solutions to the problem so can we they're giving these filters to nurses in in secretaries and doctors offices how are they efficient there but not at a school you can have one hepa filter at each pod of students whenever the air is it's cool outside open the windows it's the ventilation in rooms has proven to be more effective at keeping numbers down than a mask has imagine these masks kids
013are going to the bathroom they're wiping they're putting their masks back on a nurse would be written up for touching their mask but kids can go all day go to the bathroom multiple times they touch their mask before and after lunch and it sits there they say if you can smell what you just use in the bathroom it's in your nose if it's all in your mask it's there all day i don't i don't like that for my son i don't like the mental the anxiety that he gets from it but there are other options there's filters you have 10 million dollars you can get the best ventilation systems for these schools and have a compromise to all this i was going to get into csel but i'll have to come to the next meeting
014for that but i won't compromise i want something thank you very much richard lynn hello can you hear me okay my name is richard liu i'm sorry you're good i grew up in columbus and i'm a former bcsc student i live at two four two nine winham place south dr roberts i'm your neighbor and i graduated in 2017. i now work online as an economist for the department of labor i wanted to start by thanking everyone for being here and i mean that sincerely because in school we are taught the importance of civic engagement and if there's anything that we can see around the world is that there is no guarantee that we are allowed to speak to provide input on civic matters and to deliberate on important public issues secondly i wanted to thank
015the school board and i think i'm speaking for many individuals here i've spent some time and looked into your backgrounds you are a group of educators citizens in columbus to run for school board you don't even list a political party i don't believe that you got into this position to play politics you came to volunteer your time and energy for the task of supporting your students education and i think you've done that i think that your mask mandate was the right decision i think that you've saved lives i think that you've kept students in school when they could be online and for that i respect that decision i thank you for making this decision when you also knew that it could possibly be unpopular i think that's an important example let me finish with a
016request and a recommendation my alma mater is indiana university of bloomington and last week in indiana university bloomington there were 64 positive cases of chronovirus 64. iu iub has over 45 000 staff and students on campus those students live together party together they see a lot of one another bcsc last week had 67 positive cases i do not know how many staff and students are in bcsc but my guess is it doesn't exceed ten thousand so a place with less than a quarter of the population has more positive coveted cases the difference here is that in iub over 92 percent of the staff and students are vaccinated have received at least one dose of the vaccine the best way to ensure that students can remain in school and continue to receive an education is to
017increase the proportion of bcac staff and students that are vaccinated whether it is through whatever means i don't know what you have available to you i don't know what you as the school board can do but that would be my recommendation to you in order to keep students in school and if at all possible to continue to save lives thank you thank you mr liu [Applause] please i will ask that you will always be respectful of everyone who is speaking mark nimmolek i do apologize on last names uh it was check check mark neymar okay i have a little something i'd like to read that i wrote about a gas called carbon dioxide not an insignificant gas when it comes to masking carbon dioxide is a waste product of human respiration like any other biological
018waste it is harmful to re-ingest the earth's atmosphere contains only 0.041 percent of carbon dioxide higher levels are considered a pollutant and hazardous to humans anything greater than about four percent is very dangerous to breed yet four percent co2 is exactly what we humans exhale when resting like sitting at a school desk the average volume of that exhale is about a pint the average volume of space inside a standard n95 mask is about half that that averages out to to breathing an atmosphere of 1.5 percent co2 that is three times over osha's limit on indoor air pollution in the workplace but that's just for the first breath after applying the mask the math is cumulative and the percent increases with every exhale of a higher percent co2 comes an ever increasing percent of inhaled co2
019humans are not designed to breathe 1.5 plus percent co2 besides increased respiration and heart beat heart rate the body is subjected to a litany of health consequences let me reword with every exhale an n95 mask traps about a cup of 4 percent co2 which is breathed right back in with every inhale this waste co2 mixes with a double volume of regular air from outside the mask and raises the co2 level of inhaled air to 1.5 percent this is extremely high co2 atmosphere to be breathing it may not sound like much but 1.5 is 38 times the concentration in the natural atmosphere and in violation of osha's standards by 300 percent impaired cognitive functioning and other health consequences occur at only five times the natural consequences and i'm not an expert but impaired cognitive functioning doesn't
020seem like it would mix with school and education very well thank you thank you very much thank you for those views made the point of coming and sharing your thoughts we do appreciate the articles and i'll be sure to share them with all my colleagues that's it for those who signed up so we will move on to the what on our agenda please okay doctor said you have a few items information that might take a moment or two one is just getting through the policy revision recommendations that were made for the first time at the last school board meeting so second reading tonight and then we do have mr phillips will be doing a budget work session here shortly so i'm just going to quickly review the various revisions that we had again this is
021a group that we work with to make sure we stay on top of federal changes in legislation state changes in legislation uh any uh case law or anything else that that might result in us needing to change or revise our policies so starting with bylaw zero one one two which is a governance this simply gave us the option or we we confirmed the option of making sure it's clear that our school corporation does accept transfer students and there are other school corporations that don't and they're just language that was needed to explain that in that governance part of our our policies uh three policies here all related wording very similar but it breaks it down by my office as well as the offices of or the employment of professional staff members as well as employment
022of support staff members and gets into anti-nepotism and anti-nepotism provision so changes in that language that was in your in your packet again three different places in policy 2266 gets into nondiscrimination on the basis of sex and education programs or activities so revise policy that we've had this is specific some terminology changes so as of january 2021 there was a federal change in the recognized definition of rape and that is included in that policy 2266. policy 4425 is a new policy regarding nursing mothers and making sure that we permit additional unpaid break time for support staff members for that purpose of breastfeeding or to express milk that's a nursing mother's policy that has been advised policy 4430 is leaves of absence just a technical correction there was a word misplacement in that policy but even
023something as slight as that needs to be changed by you policy 511 is determination of legal settlement and eligibility for enrollment students without legal sediment in the corporation this is kind of timely in that this friday is count day for our school corporation it is a day where we turn in the number of students that we have enrolled at that particular time each student that is submitted we have to have certain pieces of information to verify indiana residency so that information is outlined in that policy policy 5410 promotion placement and retentions also revised policy already exists but just make sure that to ensure that any decision regarding retention is made in accordance with the student's iep or service plan so making sure that that is a part of that conversation our corporation has done a
024nice job with that but just making sure to articulate that in policy policy 6250 is a similar to the one just a couple of policies ago required adm counts for the purpose of state funding and verification of residency for membership uh it goes back to this is about a year ago the doe actually put out a memo but we're needing to revise it to incorporate the requirements of verification and again it does impact funding for the school corporation uh several pieces here so hopefully you understood much of that changes uh chad can probably explain that for us but policy 7450 on property inventory and policy 7455 on the accounting system for capital assets a lot of federal changes so just getting those federal references put into the policy was most of that that change and
025changes had not occurred for quite some time uh and so i think 40 years up into december 2014 there's some other changes here just recently but so you said a few slides and information your packets on that those policy revisions the technicalities of that policy 75 30.02 is staff use of personal communication devices those are updated as we get changes and this was house enrolled act 1070 from last year so it did change indiana code and just talked about the options for safe and appropriate use of cell phones and how that practice should be policy 8500 is on food services just a revision to make sure that we aren't stigmatizing students who lack the funds to pay for their meal and that's just now expressly stated in policy a bad thing to do good good
026to have that in policy policy 8606 is also a cellular telephone use piece it's been revised to reflect state code again hea 1070 and the then corresponding change in indiana code that's the reason for the revision so really all of these based upon either federal or state recognition recommendations revisions i don't know of any case law changes that changed these and we're just bringing ourselves up to speed with uh both federal law and indiana code all right are there particular questions colleagues have you consider those questions um we will certainly ask what you need to then we'll be bringing this back for approval during the consent agenda item so that's one of the items under the consent agenda all right you mentioned adm is friday it is 17. and i think i saw some recent
027correspondence about this how how is that kids on quarantine that day how is that going to be it doesn't change so that's i appreciate that question because publicly oftentimes people think well my child's not there on that day then they're not counted or it's i've heard a lot of things in regards to that that day um it is if a student is enrolled so that kid might be absent might be quarantined might be a lot of things going on with that child that day but as long as they're still enrolled in our school corporation then they count the one thing that that's the count day there's a period of time that's required for us to actually get all the information submitted because there may be two school corporations claim the same kid you know a
028student may have withdrawn started somewhere else and that paperwork's not all the way through or we're just trying to figure out a student that maybe has not been here for a little bit but students enrolled we take that count we we do some conflict resolution and then submit that number now there is no ada anymore is that correct that's correct average daily membership yeah which probably could still be that terminology still gets confusing in terms of that kind of literal interpretation of that so yeah mr stenner dr roberts you talked about the the process of sorting out uh which corporation the student's a member of uh it's a bad term but i remember the term d ghosting yeah um surely that's gone down hasn't it yes yes i i don't i'm not aware of any
029really issues with that we had the virtual option a couple of years ago with one of the school corporations so that's where that could happen maybe a little bit more that that virtual school maybe is claiming the student conflict resolution occurs they still have the student but then in that case that was a big one uh publicly a couple of years ago they weren't then going to class or achieving credits or other things but but yeah that's that's really not an issue and in terms of school corporations so we pretty much know every day who the student members in our corporation are yeah yeah it's a daily change because we may have a student that has not been here for a few days and we have we have one story we have to track that
030down see what's happened and all of a sudden maybe they have moved uh with with a parent somewhere or with another guardian somewhere and sometimes it takes a little bit to track that down but it is determined and found out uh before the end of the process thank you good questions thank you others i know these take a lot of work we should give credit to sherry for putting up with all of this and then also all of those who on the staff who read the various forms just to be sure that we're up to speed and current with both state and federal law so thank you very much board commendation i know i can count on you mr graham count on me i've got uh three here that are actually commendations from principals bcsc
031principals themselves about things going on in their buildings um first from brett findlay at csa lincoln he shared that one of the many positive things happening at school this year is the return of parents as volunteers it's been very uplifting to see so many parents return to the building working in small groups making copies volunteering as book buddies and as a result each class at csa lincoln has at least two parents volunteering consistently and he went on to say uh the return of a school community approach to helping our children achieve success should be celebrated so yes aaron's back in the building at lincoln very good and from katy day principal at schmidt says they've been working very closely with their pto so that families know the great things that they do i've had teachers
032and office staff porch deliver school items and meals to families who are quarantined some examples of going above and beyond at schmidt as well as i'm sure is going on in other buildings they have a bus driver that works in their cafeteria during lunch hours to help out and get to know students better another driver who has been substitute teaching for them because he has such a great rapport with students many staff members and families have donated school supplies to ensure that every new child who enrolls has a set of school supplies and mrs day also added we even had a family donate 750 watt bottles of water just so every child in the school had one to refill so good news at schmidt and then lastly from mr payne principal at central this week
033at central uh is central is kindness week says they have some great things planned but the main event that their social studies teachers have planned is collecting items for the refugees from afghanistan that are currently at camp vaderbury and mr payne says we're excited to show our kindness beyond our school and into the community and then also from central more good news for mindy summers english teacher at central mr payne was just informed on friday that mindy summers is a finalist for the indiana association of secondary principals academic coach of the year and she's been the academic coach there for 13 years and and the track record of their success of their academic teams is is excellent so good news from those three schools absolutely thank you very much [Music] other accommodations all right school
034board member reports darn we haven't been to more committee meetings literacy task force met but they met without me okay so i don't have anything to report i know they're active and doing good work all right thank you for sharing that thank you i will say there's a lot of exciting things the redevelopment commission they do have a web page i encourage people to to view that there's a lot of exciting things happening downtown exhibit columbus drew me out and i got to see some of the additional renovations there's a lot of focus on walking paths safety is in mind of course with our students i've been sure to ask these questions but but it's pretty exciting stuff so i encourage people to please take a look at that offer suggestions there's a place to
035comment they're always looking for ideas great thanks for representing us there all right it's mr phillips turn you look so forward to this baited breath look forward to it all year long right good evening good evening thank you so i'll just uh remind you this is just a once a year process that we go through for the board to approve the tax supported budget for the following calendar year that's really a three-step process on your part and then one final approval by the department of local government finance tonight we'll do the just a work session uh you know you can um doctor should feel free to to recognize any of the board members to ask questions as we go along sure the next meeting during the september 27th meeting is a public hearing i'll do
036an abbreviated version of the presentation prior to that and then no presentation but just a vote for adopting the budget on at the october 25th meeting and then by the end of the year we usually have a final tax rate from the department of local government finance so i want to apologize up front the calculation for last year's budget everything in this year is as accurate as far as uh to the best of my knowledge but last year's budget if any of you i'm sure you saw that those numbers don't add up at the bottom um the the because this was a new budget item last year it's not included in the total here just the referendum operating budget so it's not included in so the comparison from 21 to 22 is off but the
03722 numbers are correct so apologize for that the total with the operating referendum budget for the 21 current year budget um is 128 million 600 000 was so the increase between the two is 9.7 million or seven and a half percent so i will send this i will resend this tomorrow with those numbers again everything in the 2022 that you're going to be considering and voting on here over the next few meetings is accurate but the uh just left out that referendum operating budget from last year's from a comparison standpoint so the budget that we're proposing for 2022 is a seven and a half percent increase over the current year so where is that money coming from for the seven and a half percent primarily from an increase in state per pupil tuition support so
038last spring as the state considered their uh and received news towards the end of session the session that they had a much larger balance and and tax revenues than what they had prior uh they had anticipated the increased state per student tuition support at a level that they hadn't done in approximately 20 years so you can see where that's coming from this current i'm sorry last school year so july 1 of 20 through june 30th of 21 the per pupil amount was 57.03 and for the current school year 59.95 an increase of 5.1 percent and for next school year since the legislature adopts a two-year budget in the biennium it's another four percent on top of that so sixty two hundred and thirty five dollars per student in addition our adm estimates um for the
039current year i told you at the last board meeting that we estimated that we were going to be up maybe somewhere in the neighborhood of 120 students i'm still confident with that again the count day is friday it does take us a good two to three weeks to work through all any conflicts clean up the numbers before we have a final adm count but i'm pretty confident in that at this point so the current fall estimated adm would be 11 427 students which is 120 additional students so you can multiply that by the six thousand dollars per student and it ends up being a good chunk of money that we will have in increased state tuition support right now we would anticipate that about 400 of those students will be are enrolled in our virtual
040program so not virtual duty covered but actually enrolled in the cvp program and just a reminder we do receive just 85 percent of the state support for those students that are enrolled in the cvp program we do estimate the enrollment for this spring the adm again we do another adm count in february and half of the half of state funding is based upon that amount and based on the last several years of history we would we would put our estimate of decreased decrease in edm at about 120 students so up 120 for the fall and then down a similar number for the spring and then would anticipate that in this the fall of next year we'd be about flat from this year it's it's usually what we anticipate we do um for your for your
041information we have been trying to get a hold of the demographer to do an updated demography study for our our community um thankfully none of them said we're going to take your money your money and waste wasted they all said wait until after the census data comes in so we do have our engaging in conversations with demographers to do a study and give us another you know eight to ten year look at where they anticipate will be in the future and they'll be working on that after the data is released late fall early early january so mr phillips i am curious um and it isn't a fiscal question so ballpark the percentage of new uh learners that are at virtual pathway are you asking about this wouldn't mean there's something about that that we are
042offering columbus virtual pathway that is um bringing student new new students to bcsc to bcsc i don't have a number on that i've heard some estimates but i don't have a final number i don't know if mr jensen has any or not but we can bring that to you okay what's the ballpark so some students i think we don't have a significant percentage yet okay outside the corporation okay just curious so this is just a you know an example of some of the assumptions we have to make when we build the budget we actually have three adm counts that are unknown that we have to to make some assumptions when we build the budget so some expenditure assumptions for the coming year budget this is education fund still the total budget would be about 73.4
043million before transfers between education and operations and 84.2 after an increase in certified staff of 16 you might remember last year when we stood here and did this we decreased the certified staff by 13. so this gets us back to that level and plus a few more students as we added the cvp option and our adm was up non-certified staff somewhere in the neighborhood of 13 but that changes as dr pleat can attest often as we add in and add non-certified staff as needed throughout the course of the year the increase in the salary line for the budget for the education fund is nine point six percent that includes added staff so it's not a nine percent nine point six percent increase in pay it's just all the money spent on salaries next year is
044anticipated to be nine point six percent higher than this year our assumption is that the health premium would go up at a maximum of five percent it could be less than that but we'll be working on that as a health trust meets um dr bill's over the next uh we usually make that determination in october at our october meeting and then the other large increase over this year is substitutes we're budgeting a 35 percent increase in substitute costs this isn't because we necessarily have more need for substitute it's that the cost of employing them has gone up dramatically we increased the pay we added last uh i think when it was last spring or middle of the year last year in the midst of our um our covid staffing crisis we added a stipend if
045you subbed a certain number of days in a month we pay you an extra 100 we've continued that this year additionally we've continued to employ permanent subs so we've posted those positions we've hired some and then they've turned around and get hired for permanent positions with us but we've hired permanent subs to always be filling jobs with benefits and so that's a an additional cost there as well so here is a picture of the education fund budget last year to this year the increase of about 9.8 percent over the prior year salaries and benefits line you can see there is about 95.5 you might remember the last two years in a row that was more in the neighborhood of uh 97 to 98 the reason that that is back down in the 95 level has
046nothing to do with us spending less on salaries you saw that we're spending more on salaries it's actually because you remember the last two years we've actually budgeted for technology equipment to go on to a geo bond this year we did not issue a geo bond to pay for equipment so there's about one and a half million dollars in additional funds right here on this line for technology equipment so that then of course uh increases the denominator there reducing the percentage but still the education fund budget is more than 95 percent salaries and benefits before we dr shed i wonder before we leave this slide could you talk a little bit about the impact we had some speakers this evening i know there have been articles about the impact of federal funds on our budgeting
047process stimulus funds i think started coming during calendar 2020 might have been the first batch um how do those funds figure into this uh this slide it's a good question mr stinner it's a long-held practice on the part of both bcsc and the state and federal government that they don't intermingle federal funds with your local funds we also know that federal funds could theoretically go away at the end of next year or increase and double and so we don't take anything that would be here and use federal funds to fund it instead and we don't push federal funds into this to boost the education fund we keep them as separate as possible the education i'm sorry the esser funds are cares act one and then sr2 and sr3 those three pieces of federal legislation are
048completely separate that's why i think it was last board meeting you approved all of those grants um the title ones the title twos the title fours all of those federal grants are kept separate from this we don't intermingle our local tax supported funds with federal funds thank you so in the other revenues line there that's going from 3.8 to 4.9 um how are those funds different from the the ones that you just talked about the esser and the cares great question and good catch there with the grants up there so the only grant that is included in here is the summer school grant so the the state of indiana funds a state level grant that is we we usually recoup about a hundred thousand of our somewhere around 120 to 150 000 we spend on
049summer school every year they reimburse expenses and it's a specific pot of money that they never increase you just get your slice however depending on how much you spend during the course of the year but um those fluctuate just depending on the the federal revenue up there is actually only the it's called impact aid and it is based on the two townships that are up where atterbury is the federal government has a complex formula where they figure out how much we lose out on the property taxes from those areas being federal and they send us it has been about two hundred thousand dollars per year since i've been in this position and i think about 15 years ago it was a much larger amount but it hasn't deviated from that amount for several years but
050we put it in the education fund budget and then the in the increase there from 21 to 22 is actually in the transfers from education to operations so when we're going through this budgeting process we're budgeting to spend these funds in particular when you give us a financial report you're taking all of our revenues and expenditures into account i think you give us one at the end of every quarter the the the um quarterly financial report that i give is also just on our local tax supported funds okay so it matches this budget yes correct gotcha and when do we look back and say okay the locally tax supported dollars the federal dollars this is what it all added up to is that just once a year that we look at that uh once every
051six months six months you submit a data uh a report to the department of education called the form nine every time you use it and then the president's role you it's been i think four years probably since you were there mr stinner but there's a it's 200 pages long that gives every single line item that we spent from all of our all of our funds and we submit that every six months they're actually available online too right now you can go look at any six month period or any calendar year period or any fiscal year period and pull up those to see every dollar that we spent from all the sources correct correct every fund every dollar in every fund sorry any other questions on the education fund budget so each time i'll just come
052back to the the slide and show you the each of those just highlighted and so that was the education fund budget next is the operations fund the next largest dollar amount that we spend the revenue assumptions that we're making here the operations fund for the last several years increases by a quotient that is the six-year rolling average of non-farm income in the state of indiana now you say so that's non-farm income how did it go up by 4.3 percent for this year well all of that unemployment aid is considered income so in calendar year 2020 when we were actually afraid that as we planned for next year we were afraid that that might actually hurt as the unemployment rate went up it might actually hurt our operating fund revenues we found out that federal unemployment
053aid is considered taxable income and so it counted in that number and so we didn't have a huge drop in this year so that maximum levy increased by 4.3 percent in addition the assessed value and the county increased by six percent which that just helps us fund at the same tax rate and pay for uh increases in cost of materials things like technology that has that has gone up astronomically as well as salaries and benefits for employees while still keeping the tax rate flat so an increase when the av increases by more than the lack maximum level levy does that really is helpful to keep the tax rate flat tax cap losses in the operations fund that's the only fund in which we experience tax cap losses actual 2021 tax cap losses will be about
0542.2 million and the estimates from the dlgf for next year are about 2.3 million again there's three categories there residential and rental and agricultural and then business and those are at one two and three percent so there's each person that owns one of those kinds of properties is gonna pay a maximum of their assessed value at either one percent two percent or three percent anything that's above that we experience as tax cap losses as do the other taxing entities in the county um on this slide it looks like i mean if i take the 2.2 million in actual tax cap losses and compare compared to the max levy we're in the neighborhood at 10 loss is that it's correct fair and is that number changing is it going up is it going down it has
055changed dramatically for us recently but it didn't flattened out so we were experiencing under a million dollars until four years ago and then crept up to one and a half million and then this year at 2.2 and again we're seeing it level out at 2.3 this year and that's probably because of the increase in assessed value okay because av going up helps capture those revenues without increasing tax rates thank you you're welcome so on the operations fund side from an expenditure standpoint large capital expenditures again the last two years that we have put on go bonds that we paid through the debt service fund have come back onto our onto our operating education fund bus replacement being one of those about 1.4 million and then the technology equipment of about 1.6 million 1.3 of moves
056back over to the education fund because it's an educational expenditure 1.3 million of those are for devices being used by students so that's education fund about 300 000 being used by folks like me and i'm an operations fund guy we have about 1.1 million dollars in small cpf projects that average well less than fifty thousand dollars per project we usually stay around one point million dollars one million dollars per year in that category this year a slightly larger amount we have nine hundred thousand in large cpf project this year we've talked to you over the last two years about the fact that our operations fund cash cash balance has been higher than normal and have intended to start bringing some larger cpf projects to you for approval and this is the first time we're doing
057that so 500 000 to replace the remaining roof at taylorsville the portion that was not replaced before i believe that's in just the kindergarten area and then 400 000 to replace east footballs visitors bleachers as dr bozeman announced at the football game the northeast football even i think they got some cheers from the north side of the of the fans that night and then two additional positions a routing coordinator additional routing coordinator and transportation and then a maintenance supervisor to separate from the custodial separate those two any questions about the operations fund expenditures for 2022 go to the table then again just to compare those um you see the the bottom down there is actually a slight decrease from the prior year just for the cpf portion of the of the project so the operations
058fund again is made up of those three funds that used to be separate cpf transportation and bus replacement they're all together but told you for years that i'll keep showing you them separately so that you can view those but a slight decrease in just the cpf portion of that that's mainly because skilled trades had not been budgeted for in the operations side but on the i'm sorry had been had been budgeted on the operation side instead of the education fund side and should have been so we've always just trued that up at the end of the year with our last transfer between education and operations but this year i'm budgeting it accurately on the transportation side you'll see the increase there is uh this is all um yeah so property and equipment this is the
059bus replacement fund so you can see it went up from 200 300 000 basically to 1.5 that's the bus replacement fund again we had budgeted that from a bond last year and then the increase in salary and benefits reflect the 9 increase that we started back on july 1 for all support staff that's very straightforward there just a note on the bus replacement fund we always have to advertise this publicly separately and so here's some detail for you um we will place replace 12 buses at an approximate cost of 1.75 million and for those of you that have been around for a while do a little cheer inside there is no pension bond replacement offset required here so this is the first time in since 2006. i believe that we will not have to reduce
060our bus the buses that we purchase because of pension bond replacement so might be the last time i ever talk about that i hope so i think a trivia question later on the um so in 202 the budget buses that we will order here in the spring of 22 um nine of those buses will be purchased with operations fund and that's on that uh on that line down there and then the remaining three from the operating referendum fund so again we've advertised to the public back when we proposed the operating referendum that a good proportion of this money would go towards student safety and security and one primary reason for that was to reduce the number of buses that were more than 12 years old and so these additional three buses uh each year will
061help us get to that by i believe 2024 until we have no buses that are older than 12 years old on the and then this is from the education fund so transfers from the education fund again i know a couple of you are relatively new to the board back four years ago the legislature changed the way that they they wanted schools to account for spending and they divided education and operations separately but at the time a large number of expenditures in the education fund that they said needed to move to the operations fund were funded by revenues coming from the education fund side so there's a long list of expenditures that we budget for on the education fund side and then we expend them on the operation side and just transfer them funds to them
062and so the those expenditures mainly include custodians and mainly uh admin administrative level offices like my own dr roberts dr pleak those expenditures all move custodians skilled trades when i mentioned earlier that transfer from the education fund to the operations fund and so the increase the large increase of you know a little over two million dollars there again is mainly coming from the fact that we are budgeting for all the skilled trades in the education fund side before we transfer them in addition the nine percent um increase a large proportion of this is custodial salaries and so a nine percent increase in those expenditures for the increase that started in in july is where this increase is coming from and so here's a summary again of those transfers from between operations and education 10.8 million
063moving from education to operations that's utilities and insurance or big ones custodial services the sros the portion that's not covered by the operating referendum and then some of the administrative costs expenditures that move to education are all technology that have always been in cpf in the past but they're related to student learning they're devices and and tech support people that work with kids in the classroom and in the buildings to support learning and so the net transfer is 7.1 million which is 8.4 percent of the education fund budget which is well below the 15 threshold that the the state recommends there if you go above that you get slapped on the wrist so again there is the summary of the total operations fund budget next is debt service funds the debt service fund is up
064about 2.5 million dollars from last year and that was mainly as we saw the assessed value go up by six percent we were able to budget for the um upcoming elementary elementary bonds right there we anticipate the payment next year being about four point almost four point three million dollars next year but all of that can be done again with keeping the tax rate flat thanks to the assessed value increase of six percent and you can see we did pay off the 20 20 20 geo bond in 21. i'd like to point out a couple of the the big you can see several things that roll off of our debt service in the next several years the uh this is an old our uh renovation repair bond uh a geo bond in 2024 the central
065middle school project and uh busy bees renovation from 2011 all both were often 25 so there's a lot of debt rolling off in the next several years and this is the referendum debt fund i should say 2022 at the top another correction for me to make again essentially flat and will remain so for the remainder of that through and then the rep referendum operating fund which was new last year the only changes are increases in the safety and security column the teacher increases will remain 5.3 million dollars per year and support staff salary and salary related benefits at 1.45 million the increases here are related to two things just a regular five percent increase for things like buses and uh the sros that we pay for through the operating referendum budget but additionally um the
066uh counseling counts grant that we expect to roll off we had budgeted only six months of it and this year next year we budgeted a full year and so that's the associated increase uh the three percent increase there and so the total budget summary again uh this number should be 1.128 128 million and seven and a half percent increase over 20 21. just to give you a picture of where we've been in each of our tax supported funds over the last several years you can see where our cash balance went up last year and the january one balance for this year was up uh mainly because revenue is higher than what we expected and expenditures lower than what we expected on things like utilities and transportation and even even staff rainy day fund we replenished
067again you all approved a transfer 1.4 million back into the rainy day fund earlier this year and so that's anticipated to be back at the 6.3 million that had been prior to 2019 and there's the operations fund balance again that i showed you that we're going to start drawing down with larger projects and then the debt fund cash balance will continue to track down a little bit i mentioned to you before that as older debt rolls off newer debt is only allowed to carry a smaller cash balance 15 percent of the next year's anticipated payment as opposed to 50 percent on old debt so that will continue to track down even if we add more debt and so just a reminder the next uh next step is a public hearing on september 27th any other
