we're unmuted good evening for those of you in attendance here tonight at the terrace room in the admin building on central avenue for the bartholomew consolidated school corporation our regularly scheduled school board meeting tonight monday november 9 2020 and for those of you who are joining us via zoom or via live stream online thank you for joining us we begin most of our meetings with a reflection shared by one of our board members tonight mr pat bryant we'll share those reflections i was raised by my grandmother and she had two things that she really wanted to make sure that i never forget one was that the creator is all giving all thankful and all loving the other thing that she wasn't able to do was vote this past election day i made sure that i

voted i make sure that i vote every time the election comes around not just for me not just for my grandmother but for all of america so i see a lot of young faces out there if you're not able to at this particular time when you come of age it is your american right to vote vote your conscious virtual heart and vote for america thank you thank you mr bryant if you're able would you stand and join me in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all board members bryant caldwell shed and bills are present in the room with us this evening and board members dehop dwyer persinger

and stinner are joining us online so we have all seven board members and tenants therefore we have a quorum i'll call this meeting to order our bcsc mission vision and high expectation objectives are noted on the placards behind us in this room uh we'll continue to refer to those as we go through decisions and our work of the corporation this evening we're gonna jump right in we have some exciting uh student recognitions this evening and and uh as well as uh staff recognition so i'd like to start off dr roberts if you would start with our first one yes thank you mr colwell it's been a while since we've been able to bring students in and recognize them so although we've had to shift adjust and move to e-learning today we are grateful for the

opportunity to recognize some very special students from tonight columbus north high school so i'll start off by having the columbus north golf team uh through sievers mr lewis who might be stepping up anybody ready to introduce our our middle attitude lord winner scott that'd be great thank you thank you 4.27 grade point average seven minutes but the fact is one of the best attributes i can't tell you how many times a parent has come up to me after a match [Laughter] can we at least give you an elbow oh yeah watch the chords natalie if you'd stay up here for just a second nick if mr williams if you could grab the screen pop that up there we would like to get a picture of you in front of our bcsc uh backdrop uh coach

mr lewis id if you guys would like to step up there we will stay uh back but allow us to get a picture again for from tonight for for natalie so while you're taking that photo i've had the opportunity as a as a recent retiree to spend some time at otter creek this year and one of the one of the joys as scott mentioned is just watching natalie work on on the practice range and it's like oh man that swing if i can only have that swing for myself and it's just just an old guy i'll never have it but man it's just fun it's fun to watch natalie and thank you thank you for the commitment for representing uh our school corporation the way you did yes appreciate it congratulations again natalie i think

it's important to note i think these are some of your teammates with you and that's a special thing and and i think representative of the culture you've created coaches with your team to have them here this evening so thank you for doing that that's fantastic okay and i did not advance the slide and uh quickly enough but as we get the screen back up you can see a photo of natalie from her receipt of the middle attitude award at the state finals okay we'll move to our next round of recognitions we had two outstanding cross-country teams from columbus north this year both the girls and boys programs i think were ranked near the top of the rankings all year long and from third place was columbus north girls cross country so coaches or mr lewis

from girls cross country good evening mr slater thanks for having us we uh we had a great season this year we were ranked in the top three all season we had an undefeated regular season and we won our i may get my numbers off a little bit but i'll air on the upside we were i think we won our 34th sectional in school history and our 31st regional school history and our eighth semi state in school history and we were led by mackenzie barnett who finished seventh overall and we finished third place over on the state good outstanding season if we can get the girls up here it's just going to be too funny if you guys are slow getting up here come on just watch the chords what you just maybe introduce each of

the girls uh first here is brianna newell julie kloss lilly baker mckenzie barnett jessica meza abby jacoby and ellen white and then coach weaver is in the back go ahead coach yeah what a great year ladies yes congratulations coach your teams your team's prowess through the year and the way your testimony about them i read in the paper were the practices that really happened starting about nine months ago uh and and that led to that just what what uh we saw you guys around town we saw you running we we know the hours and miles you put in so thanks thanks again for uh reflecting the best of this community in the work that you did and and the best in yourselves it's well deserved congratulations second or first next year okay i think well

on that note on that note coach from a student class or grade situation mackenzie you're a senior yes and everybody else basically sophomores yeah so looks like we have some good things maybe to come and they are if i brag for just a second they were invited um and uh to run into national scholastic national championships this weekend okay so that was uh is to my knowledge that's our first girls team to be invited to nationals fantastic looking forward to see how things work out for us next year girls we'd like to have a picture as well in front here so coaches girls we could gather in front do that real quick so we can know it's a 20 20 picture if you all leave your masks on definitely remember this one yeah that's a

great congratulations well done we're working mr williams here i'm pretty sure there'll be a motor on that next year good point um we also did have a photo of the girls from from the podium up at the state finals with her third place finish congratulations again girls all right then we also did have this year's state champion for the boys the first place columbus north boys cross country team danny yes and thank you again for having us i'm super i enjoyed your comments there to start off the meeting yeah we again we had a we had one loss this year at sectionals other than that we won every meet um it's a great year you know and talk about the boys and the adversity they've come across the past eight months as well you guys

all know every kid has but the both programs are showing resiliency and accountability one another into a common goal and i think that that says a lot for columbus north athletics and bcsc as a whole i think and we want to thank you guys for demonstrating that type of leadership uh for us to follow in terms of how to how to attack school from here on out um in the midst of a pandemic and uh we want to start there giving us thank you for giving us the opportunity to race and to train and trust in us as coaches to keep the kids safe and and to do to to do what we love to do and give them some sense of normalcy um in the midst of a year that's just been uh paramount

without that so we appreciate that but yes we're state champions we'll return four of our seven and we have a great group of sophomores after that um but they have the boys want to come up yeah my assistant coach is andy key faber he wants to come up as well our three seniors are colin pruitt austin polkowski and andy store and then we have four juniors matt newell will keel evan carr and reece killed kilbarger stump very good fantastic year yes fantastic guys coach guys a very consistent year as coach fisher mentioned i think the only loss was in the sectional but there's probably a reason for that i don't think that everybody ran as we as we did what we needed to do to get to the eventual finish line which was winning the

state championship right so a great job all season again ran at the top all year long i think even at one time was right number one in the country uh perhaps and some of the rankings that uh that that they put out so congratulations on a great season and we look forward to seeing what the the four that remain i can do and the other three heading off to run maybe the three seniors all of you running a couple of you okay okay yeah congratulations awesome congratulations on that let's grab a photo of you here real quick in front of the backdrop welcome so [Laughter] dr roberts i think we have to also especially remember that uh our coaches had a pretty tough uh act to follow and and uh coach weinheimer and his his

uh for years uh good good record so to continue to keep this program uh both these programs running where they have been that's that's just a fantastic for the coaching staff as well thanks for your dedication timer left things in pretty good shape i'm sure he is proud of the job that has been done with with that program both the boys and girls level congratulations again coaches uh coach stever coach white coach schluter coach weaver uh coach fisher coach key favorite uh your leadership paramount at this time uh strange times for all of us and we appreciate everything you do for our kids uh mr lewis so brian still there he is mr lewis is your first year with us and a great great fall you've had a very successful one and uh it's it's

great that we can get you a ring this early it's that's it's a neat thing so congratulations uh mr lewis on on this fall as well and students again congratulations for a great year natalie the entire girls golf team we recognize natalie but the team finished sixth i believe so maybe just missed the podium so a great finish with our girls golf team and congratulations again to the third place cross country girls and state champion boys awesome finish [Laughter] now if you're smart you'll get out of here and like last i didn't forget to also show you the photo there's our boys cross country championship team from the podium good looking bunch of guys yes good team i'm kind of anxious to get to the point where i can wear my hair like reese that's

you know retirement retirement one of these one of these days florida all right we are next presentation awesome again to be able to recognize our kids this this evening uh we're also getting into presentations last week last month with the opportunity here about our seo program under the leadership of sarah frazier and tonight some important work that's being done in our community through our schools with our food pantries so mr lewis is here from columbus east and greg be patient with me as i fast forward through some slides i probably could have done this more efficiently somehow else that's okay just keep clicking we'll see yeah it's about 14 slides in so yeah the thing with this i think the slides were they had all the stuff kind of going on yeah there we go

that's the spot right there you can you can take over from here all right so thank you so much for having me tonight to talk about the food pantries at columbus east and at columbus north i'm going to start with the columbus east food pantry first because that's the one i'm involved with of course let me go back there is this okay so anyway so uh we there we go so we got our start in uh april of 2013. uh gleaners had uh approached us in february of 2013. uh gleaners is a a huge food bank that's located up on the south west side of indianapolis they serve a county region that is in central indiana eastern indiana and southeastern indiana including bartholomew county they approached bcsc and said we're starting a series of school-based

food pantries there was a meeting that was held i know bill jensen was involved in that meeting and mark newell and uh okay nick is is it this one there got it it wasn't on sorry okay okay there we go and so at that meeting was rochelle how she's shown there on the left she was our director of uh the counseling center at the time and so they decided we were gonna start one at columbus east and then an email was sent out and said we're looking for people to help and so i and ann o'neill who was in the middle on the picture on the right and suzanne ramansky we all folded in and we've basically been the leadership team from the outset um rochelle retired at in 2016 so during the 2015-2016 school

year i took over as the coordinator of the food pantry so this is our food pantry it's in the hallway behind the library it's about the size of a bedroom it's 13 by 19 247 square feet so but we've maximized that space consistently throughout this is what it looked like prior to march it was a client choice food pantry clients would come in either students or members of the community twice a month on the second or fourth friday and we would and we worked on a point system where they would get 20 points of food with most items being one point a can of ravioli or a can of corn that included five points in meat two points and a snack and they would put their food on the carts that you see there and

then a volunteer would bag them up and they would uh walk out with it well then in addition to that in 2014 i wrote a grant uh and i got to give a shout out to the school foundation and to healthy communities they had a grant to start community gardens and so that's our garden there we have those three raised beds that's on the southwest side of the of the building near the tennis courts and just a little bit of some of the fresh produce that we're able to supplement the canned and packaged food with so and in fact i just winterized the garden before i came here i still i have dirt underneath my nails sorry about that so this is what we look like now though so on march 25th the governor uh

the governor's shelter in place order went into effect and uh so my immediate reaction was well there goes the food pantry because we can't have people in the food pantry anymore but then i read the the the order and it said that uh obtaining food was an essential activity and i looked for guidance from dr robertson and dr mr jensen and uh they said yeah go for it so we immediately transitioned to a curbside drive up pickup no contact model and so what we do is pre-bag all of our food there that is the 240 items that we 240 collections of food that we had for our october distribution that is uh every every family that drove up got a brown bag the tan bag one of the white bags and then a bag of

frozen meat that comes from one of the four freezers that we have in there now that's a big transition we've added more freezers since we're not doing it as a client choice anymore so how do we get these 240 made so they're not the best pictures there but they get the idea across we set up an assembly line in the hallway outside of where the food pantry is located uh these 14 kids helped me uh prior to the october distribution and i promised them that i would i told them that i was going to be presenting at the school board meeting i promised i would give them credit where credit was due so that's what that is uh for the november distribution uh with it being just a few days before thanksgiving the items on

the left were specifically ordered from gleaners by the way gleaners provides us with a budget of a thousand dollars a month to order food from their uh agency express uh food management system and so most of our food comes from there although we do get a lot donated as well but the items on the left were specifically uh you know ordered so that it could be incorporated into the thanksgiving meal you'll notice the other items which round out our 20 or so points this time are we try to have a broad variety of items and that would help folks you know prepare a meal or two or five depending on how they want to stretch it so and this was who bagged our food for uh the november distribution uh that's the ffa students from

north east and csa new tech that was their service project during the ffa national convention week and that's all that's ready there for the november 20th distribution so our focus from the very beginning has always been on just pushing as much food out of the building as we possibly could and so i think uh looking at the by the numbers uh we've kept really uh pretty meticulous records from the beginning and so since the beginning can you hit that for me i don't know okay so we've had 135 shipments from gleaners that represents uh about 85 tons i believe of food 170 000 pounds of food at a value of about 70 thousand dollars it's discounted we've been open 168 times to distribute food we've served over 9 000 families and over 1700 families since

the pandemic began that represents approximately 35 000 individuals served we've had at least eight senior projects tied to the food pantry we've got the thousand dollar grant from uh bsff bcsf and then those are the uh plots and then finally we've had at least 110 volunteers next slide please and so if you look up there you'll notice uh dr jim roberts right in the middle and down towards the bottom bill jensen so i want to thank dr roberts hadn't been here but a few couple of months when he said hey i'd like to volunteer there and he did it was a great help to us but we uh would not be able to do it without all of these volunteers if you would be that's also just maybe a little nudge if you'd like to

learn more about it there's no better way to do it than to actually uh help and volunteer and so i would encourage you to send me an email and i can get you plugged in so now could you go back to the north really quickly if you don't mind it should go fairly fast so let me tell you a little bit about norse uh the bulldog pantry opened in uh february of 2014 so about 10 months after ours it was originally coordinated by libby arthur who was my social studies department chair counterpart at columbus north and at northside and there's the gleaners truck and so there they are and keep going i guess yeah and so um one thing i'll just mention that um why we serve we we know that food insecurity is a

reality the gleaners website says that one out of seven uh people in central indiana has uh food insecurity which means they either suffer from hunger or they don't know where their next meal is going to come from necessarily we know that our free and reduced lunch numbers at both schools are above 30 percent so that's a sizable population and so that's why we um do what we do with this so they followed a similar model as we did basically client choice and so and they operated on a point system there are their distribution dates for ours are similar to that at columbus east we're open every single um friday for students and then once a month for the community for the drive up and uh columbus north is doing it slightly different than we are

they're not doing the drive up distribution they're taking appointments and they're having people in person in the food pantry which i think is great um i don't know that columbus east will go back to that model at least any time for the uh for the foreseeable future so beyond that i i've got to say that tanya's done tanya cruiser uh and she gets a lot of assistance from barbara hand and from wayne britton um she created a website where anybody who wants to find out anything at all that's going on with the bulldog pantry can get it um so i recommend if you want to find out more you could go there she's also created this really wonderful kind of community center feel to their food pantry like us they have a they have a

more targeted thanksgiving dinner box they gave out 120 last year they're planning to do it again this year um this is something i didn't know before preparing for this that they have a um a remote pantry that's coordinated with megan chef at mcdowell and amy sims i believe at brighter bright beginnings and that's quite innovative i like that a lot they had a winter coat drive last year i don't think they're going to be able to have it this year i think um i'm not 100 sure if they are but that's a great um event as well they had a holiday market i know that will not happen this year but again this was a fundraiser to fund all the great things that she's doing they yeah i didn't know this was there but they

did a car seat distribution through dorell they had a clothing and toy drive i think that is not going to happen this year they are planning to do the angel tree program again this year which is uh in conjunction with uh a local automotive company i think i'm not 100 i can't remember exactly who it was but and then they always have a need for volunteers as well so i believe that's it yep so if uh anybody has any questions i'd be happy to entertain those now i have a question yeah first of all thank you so much for this presentation and for everything you're you're doing um and when it was warm outside i was i always walk around columbus east and i saw you out there one day in the garden and i

talked to you and i don't think you knew yeah i didn't know i was like just asking random questions you probably thought who is this weird person oh no no i remember that interaction yeah okay so do you guys have access to a greenhouse by any chance yeah we do uh columbus east has a greenhouse and uh i i've talked with sarah cearcy who's our uh our c4 ag teacher and uh we are planning to uh probably take you know do a better garden in the past i'm not i can't say that i'm i just throw some plants in and hope they do well and uh keep them watered over the summer so okay great i just wondered in the winter months it might be fun to have a greenhouse oh yeah well i don't

yeah that's i hadn't even thought of that so just uh it would be cool to grow some uh some fresh produce in the sun in the wintertime i don't know so okay i think the greenhouse is an underutilized uh resource at columbus east so thank you opportunity yeah thank you mr lewis yeah my pleasure thank you so much for the presentation for all the work that you've done thank you so much i i think for tanya and i both it's really a labor of love so uh i put a few hours in there and uh i never ever say oh i gotta go work in the food pantry i genuinely love it so i'm glad to have the opportunity and thanks for having me tonight much appreciated thank you mr lewis and as greg indicated

tanya cruz are certainly uh doing a lot of work at columbus north with their food pantry here as well so thanks to both of them fast forward through the slides here to get to the next part of our agenda mr caldwell dr roberts we'll look to you for an update on it seems like you've changed something with school this week yeah we did yeah and you might even notice the title of these these uh slides has changed it was reopening plan update uh for the first few board meetings and we're in november so we're not reopening anymore we're kind of doing whatever and unfortunately we have had to make a switch in our instructional model and we are in e-learning so all e-learning began for all students basically from to do today and will last

from today through at least tuesday november 24th and i state it that way is because we will be evaluating uh during these next three weeks to see what is going on with uh community spread of kova 19 i will give you some information on that in just just a moment but before i do i just wanted to highlight a few things for you make sure you find my cursor on here we are blessed to have wonderful resources in the school corporation tremendous people who are who are leading our departments and making sure things are organized and because of the work that we did last spring and then in preparations wondering what model we might start this school year in and then even regardless of the model in which we might start when we might have

to transition to a different one and so a lot of people put in a lot of time and effort to get ready for that and one of those is we have a tremendous e-learning website that's available for our community so via or going through our school corporation's website anybody who's paying attention online or or for media can also make sure this this kind of information is out there just about anything and everything you you need to know about our e-learning plans are there uh there is student information parent information it gets into connectivity there's an faq support and so forth so just wanting to point that out that we do have a lot of information readily available to our community about how to navigate this this e-learning world and we know it's not easy we

know there's all kinds of reasons that it's not easy and it may be because there's a lack of internet access or the child is trying to log in and just it's not working or some other software or system or site that a person is trying to access and get to and there are questions about that whatever the case might be a lot of information for our community there additionally this page was put out by our technology department to to our staff readily available to the community as well and it just talks about meals and food services all the things that we're doing to provide food throughout our community during these very interesting times i know when i stepped out today that we had a bus next to us here at the administration building so we're

again providing food in this area to our community as well as having food available at each of our buildings there is wi-fi internet help we know that again perhaps the biggest challenge for us is ensuring that every family every child has adequate robust access to the internet and can get to the things that we hope hot spots are a part of our efforts to make sure that students have what they need and i think mr williams right now we have exhausted our supply but we may have some uh that are that is coming back in or at least redistributed i think some today so continuing to work on that there's information about damage devices what happens if you damage your device or something's not working with it where are e-learning lessons and it's learning a

reminder to our board members that it's learning is our student manager student management learning management system if there's trouble logging in what do we do kindergarten e-learning what does that really look like what does that mean when are assignments due what do we do about attendance if you need language assistance how do you contact your teachers if we all of a sudden have new students trying to enroll at this point in time kind of a weird time how does that go what does our eye care program look like now that we're in elearning and then even what's happening with our early childhood education so some very quick pieces of information about the variety of services we're still trying to provide uh in the midst of of increased community spread of covet 19 and our transition

into e-learning we have a couple questions nick on the e-learning hotline that you have from nine to three on a daily basis what kind of feedback are you getting on that they want more they want more hours they want are you i mean is how active and busy have you been yes so um we we actually expanded our hours from last spring so we're starting at 7 30 right now and go until 4 30. so it is a callback system so sometimes we'll get the message get it to the right people attempt to call back and don't get through i think that's probably the biggest hurdle with the way we're doing it but today we had trying to look it up over [Music] right around 200 calls in today so um getting back to all

of those by the end of the day is pretty successful i think um and then we'll get some callbacks some of those are called backs but yeah so far we think uh we've gotten some positive feedback that we sent out to some of the users in the spring and made some slight adjustments from there okay good and then hot spots did you say do we still have hot spots we actually got in 50 today that we were prepping and we got so part of it is um so we have 250 out right now we actually ordered 50 more after bridge and cvp took up some of our supplies from the spring got 50 more in today and i our verizon rep and the people that we work with through verizon to get those have been

amazing we ordered those friday and they came in today so those we've passed out um just trying to look that up 36 on friday 20 today and we have another 20 tomorrow that are scheduled to go out so that again is going through lists working with principals working with the world language department to make sure we're hitting as many people as we can knowing that there are needs out there and i saw where mr stenner yes mr stinner to ask a question nick from online about the cell services and you mentioned verizon is that the one that we're primarily using then yes uh verizon kind of through our studies over the years have shown the most success on the west side uh in that southwest side so we we've had a few others in mr

center sprint for example and t-mobile have actually sent us some to test it's just difficult to it's easier to manage when we know it works everywhere rather than looking up addresses making sure it works in that specific area and then going from there okay very good nick i would ask you you and i had a conversation about number of calls as you said about 200 how many calls was it at the beginning of the um our time going to e-learning back in march april so that the first day um we had over 400 but that was including staff so this year or at least this e-learning experience is different because staff members are in the building so they are putting in work orders or working with each other in our techs in the building but

um i looked it up we had about 170 worker orders come in today so our staff is split between working the hotline and then working their buildings and do shifts throughout the week i was going to ask how many people were working on the hotline it varies um depending on load we know that the morning again from past experience now the morning's the the most difficult so we actually had three people transcribing this morning so they're listening to the messages getting them in our system and then we had three and bumped it up to four people calling back throughout that first shift and then the afternoon we were down to two listening and transcribing and then two calling back so our team is amazing they through bridge through last spring we've been able to get

everyone with some experience answering calls and kind of everybody on the same page so everybody's willing to chip in and chip out we actually had somebody come in and help prep hot spots today because we do have a few staff members out and it's just a great team environment great thank you mr williams maybe at this point before i jump into some of the other slides which might take us away a little bit from some of the questions about operationally about starting e-learning today are there any other questions from the board just about getting going today and and uh things you've either heard or just wish to to check in on as we as we move forward have we thought anymore i know when this all started we talked about e-learning centers at some point

um have we i know everybody's up for e-learning except for some pre-k and some dual credit and the ones that have to be there some of the students but have we thought about that anymore yes so so good question dr biltz um when i when i said basically all e-learning earlier as i started this slide we have quite a few students coming in for a variety of reasons um it's just we're trying to balance that with the fact that we have increase in community spread of of cover 19 with the needs of our kids and how we can best provide continue to provide uh instruction and meet needs and and so whether it is um legato is is continuing in in a person right now uh many of our c4 classes really all the ones

that require some lap time and and experience in that way being maintained some of our ap or acp classes may be bringing kids in small groups and so forth so who are performing arts opportunities given some teacher direction and otherwise might be having students in the buildings we have a special education and english language learners in the buildings and some cases so just a a variety of things that are happening uh and and running buses to try to help that in in certain situations from a hot spot or excuse me a an access we had referenced that and somebody remind me exactly what our wording was with access to the building for internet go how do we couch that we do have we do have students coming in who do not have connect will have

connectivity issues so like at east high school they're using the resource floor we had several students doing that at north high school they're using the library i think most the uh at central east library as well i'm not sure what north side has decided yet so we do have we've had a handful of students who have come in who have connectivity issues and we've stated that if they do have issues they can come in and access the buildings okay we have space to set aside supervision cover for that so dr roberts with special ed we got oc4 ap acp ll what which how many students are actually coming in on average yeah now that we've gone i wouldn't be prepared to give you that number after day one but it ends up being a pretty

good number over the you know the 18 school buildings that we have so yes you could still check that out and it could easily be a thousand students yeah out of 11 500 kids and remember that we still had a decent number of students still in bridge or cvp but 18 of our kids heading into today so they will continue to do what they're doing and then the rest of them being serviced in one way or another here but yes we can pull that number does the e-learning that we've moved into for the remain the the population that was in person does it mimic exactly what the bridge students are doing i wouldn't say that we would say okay yes it does right now in the secondary looking into the two that are managing that

a little better so mimicking that yes okay so it's essentially the same program right they just we moved everybody to it okay yes thank you all right yeah the reason i hesitate with that i knew the secondary level when teachers were having to balance both in person and bridge there was that going back and forth right now they're able to concentrate on that style of learning solely and not have to bounce back and forth doctor she had anything i i can't see you uh kathy or james or rich but any other any other questions from you nothing's coming in the chat and let's see expand them here there we go okay okay okay rich and james i'm no happier now that i can see you but that's okay all right i'll jump back to the

questions stuff okay all right so i will kind of run through the rest of this uh my fault the mass compliance just with the week we had last week i did not get all the necessary requests out i do have a secondary number there of 95.1 percent which is an increase from the time before so hopefully moving in the right direction with our continued efforts there and that'll just jump me right into the the the local stuff on spread of community the community spread of coven 19. this is the chart from today it was posted by five o'clock on our communities covet 19 task force web page it does show that we are continuing to increase at a pretty precipitous rate the per capita number and you will see that we now have the key

numbers or measurements of per capita percent positive test rate and hospitalizations in red a week ago if we look at november 8th which does represent yesterday again how this data works a week ago it was at 25.9 and so what about 80 increase since that time and the percent positive test rate is now at 17.4 percent uh we have then the covet hospitalizations are at 21 which a week ago there 12 so a 75 percent increase perhaps and and hospitalization since that time so again something we're going to continue to pay close attention to a reminder as to how we go through these weeks and this process is that we have this data posted publicly every monday and thursday by five o'clock additionally we pay close attention to this graph which is the states the

indiana state department of health's map about the county designations by color the best color is blue the worst color is red you see a handful of you see a very small number three reds a handful of yellows mostly oranges in brown county uh out there with with the blue still at 0.5 we're at a 1.5 but this data is lagging so if if that number which has already been turned in because they release it on a wednesday but it's based upon sunday we know that we will be in orange on wednesday based upon the per capita rate that we have the positive test rate that they report at the state still would i think it's a one uh chad they balance the the it's just a simple math you have a three i think for

the per capita is probably what we'll look at in terms of their score one for the percent or the positivity test rate it'll give us a two we'll be in the orange and we'll see where we continue to be but that's that piece i want to jump back real quick this this is a reminder of the flow chart that we had the beginning of the year and as i mentioned we have three reds right now that's getting to be substantial spreads so we are where we are with e-learning but additionally we added this the last time which was to try to marry up um the color scheme or or color designations by the state with some recommendations for us and although we were in the yellow last week we really knew when we made the

decision we were in the orange in terms of our real numbers real time and so we jumped to here but where it says all these may things about being in person at the elementary level or hybrid at the middle of the high school level we kind of jumped ahead of that because operationally we're running into so many challenges and operationally you can see on this slide that since monday august the 10th our first student day we have 106 positive test cases that 106 was reported at the end of the day on friday that number right now i don't have my note right in front of me but kelly i think is 119 based on our official account by the end of the day so from the end of the day on friday to right now

is it's 119. um i'm not going to remember the breakdown but as of the end of the day on friday it was 70 students 25 support staff members and 11 teachers i think the the critical thing as a challenge for not only us but the hospital any other businesses trying to operate within our community or anywhere in our state or nation is that it's not just a combination it's not just the positive test cases but from an operational standpoint a combination of the positive test cases and your closed contacts so at any one point in time our closed contacts and positive test cases are a combination of 10 to 14 days so for example today we may have had all kinds of people if we were in person all kinds of people out of the

building where it could have been the 14th day for somebody and the first day for somebody else so that that accumulation was was greatly impacting our ability to operate our school buses our classes during the press conference that we had on friday morning i stated that to the best of my knowledge at that point because i had not asked for the updated number we had 29 classrooms not filled um on friday morning instead was 37 by the time things were said and done uh so a challenge of course and that's after trying to work through things internally too so again our besides our concern with increased community spread of covet 19 we also have an operational concern that i know our hospital will also attest to and dr saunderman uh referred to that during the

press conference on on friday morning so that that's our status in terms of where we are as a community and i'm going to check the chat box here mr caldwell because i'm seeing some things come in and that may have been at the heels of the piece so no questions i'm good so mr stenner if i can go ahead and just read that off mr caldwell please yeah how high how high have our isolation numbers gotten in recent days and and mr stinner if you want to unmute yourself you can you can follow up on that isolation to me would mean positive test case would be in isolation there's also an isolation definition sometimes for within the household but is that what you're referring to with the positive or or just an accumulation of both

positive yeah how many students were out of school not just because they tested positive got it okay in addition how many of their close contacts were also out of school because of isolation or quarantine reasons yeah and and kelly please uh give me an exact number if i misstate this or am i if i'm not even close uh or bring me back closer if we would combine our staff members teachers and students who would be out today if we were in session today because of a positive test case or close contact we would be around 700. yeah okay okay so that'd be around what we would be so six seven percent six to seven percent of our yeah okay yeah we were about five percent wednesday thursday and then got into that over five percent

or so on friday and now we're as you said mr caldwell getting into the six or seven percent range of not being there then based upon those positions um the students are certainly one thing we want those students to be at school but then operating things with the adults that we have working for us based upon what positions those are and where they are it could be quite interesting and that's where we find ourselves at this point other other questions from the from the board i do i'm curious so are we running any buses so yes um although we are now doing e-learning right right we do have some buses that are running and dr bozeman i might ask you to respond to how we're doing that james will i see that you've raised your

hand as well we'll get to your question as soon as we hear from dr bozeman on dr shad's question for some special needs students based on programming in need um we will be running buses for c4 we're working on some scheduling for some some hub opportunities to get students that need c4 programming into the buildings hopefully to launch that wednesday or thursday this week we're running pre-k buses as normal for all pre-k sites and we're running legato buses for students that are in the legato programming okay great i i know james asked a question but are we in a position to continue to support all our bus drivers during this we we do plan to continue to pay our bus drivers we have them right now we're working on obviously those that are driving buses

for student needs to get get students taken care of but we're looking for alternate opportunities or things we need those folks to do for us over the course the next two and a half weeks at our t m side or other sites in order to keep them maintaining the same pay that they've earned previously okay great thank you dr bozeman while you're up there and talking about bus drivers have we looked for through any of the staffing companies to help us find substitute bus drivers or or even find replacement bus drivers if our if our current team is just not if we don't have enough numbers enough we we have there are challenges with that with um those that sometimes will have folks that will come to us with interest if they have a cdl

but they don't have the s-class endorsement right transport students right um some go ahead and go through the training that sort of thing um regardless of who you work for um that's a requirement of course in order to transport students so oftentimes we'll have folks that get a little discouraged if they have an active cdl already they're a dump truck driver or what have you with air brakes that they have to go back and get that s-class endorsement to go back usually we have looked at some staffing agencies not recently but in the past 24 months or so usually to my knowledge of that that's that's an all or nothing kind of deal that the the entire district is contracted out through that service versus as need uh you know substitute type of situation okay

so before you walk away james you had a question james persinger yeah there's a been 100 what'd you say positive test cases currently yes james yes how many tests have been conducted excuse me there's 119 positive test cases but how many tests have been conducted good question kelly do we would we know that we would have some report we would the numbers we would know from that standpoint are students we have sent home uh and if they've gotten tested to return to school they would let us know that but otherwise we wouldn't know that for every student and staff member i don't have that number readily available for you james in terms of what we've kept track of but i can get that for you but that wouldn't represent everybody who may have tested in

our organization and then it be negative okay all right dr roberts what else on that i have nothing else related to cover 19 at this moment so that would take us too yeah let's let's then we'll move to i don't see okay we'll move to and through the public comments section no one signed up so uh we're pretty sparse in numbers here i don't think there's anyone on the line uh let's let's move to our our uh uh next section of the agenda what section um we have a first reading of a potential revision to the board policy uh 3112 yeah so this has been you you've challenged me in terms in terms of trying to come up with the right language based upon your dialogue around policy 3112 and what it seems like i

was hearing or capturing was that in the social interaction letter c or section c part that we wanted some language that that removed unethical conduct and and instead laid out a more hybrid situation that you probably shouldn't do that and explain the potential legal liability and the way that the board acts and behaves which is a collective situation not an individual one so um based upon the last strategic planning session we have which was october 30th i think right the friday week ago friday um in that conversation uh based on all this said dr shed i think had tossed out that kind of hybrid i'm careful using the word hybrid since it's also an instructional model for us from covet 19 but it thrown out something to blend those so the the wording in red

although it's someone who's just changing the order is based upon that dialogue from the strategic planning session so discussions between staff and board members of confidential subjects including but not limited to personnel grievances and problems student due process contract negotiations and litigation are strongly discouraged given potential legal liability and the fact that individual board members have no special authority except when they are convened at a legal meeting of the board or vested with special authority by board action so that's the first thing at least i think of what we were hearing and trying to to capture that in revision and before i go to go to section d the reasons the that sections a and b aren't on here is because we didn't change those at least in this draft section d uh public comments

uh is an addition and is an attempt to to clarify uh uh confusion around publicly commenting at a board meeting specifically and i think uh that was brought up a couple of times and at our last strategy strategic planning session i think mr stenner talked about me putting some examples in in the first part i think that was section a and what i heard i think was something around the school board meetings i know mr brian has brought this up as well and then in consulting with mr monroe as your legal counsel he mentioned um uh including including this in here so section d is actually an ad public comments all staff as any member of the public may make comments or present concerns to the board at a public meeting in compliance with procedures

for all other speakers and then second sentence these procedures include refraining from using the names of individual students and or staff members so it's a starting point this is a first reading for you uh not ready to approve this and you all need to digest that again kind of an interesting week last week but i wanted to get this wording in front of you for tonight so it could be you could have some dialogue around it and we could work on any revisions that are necessary through mr monroe for for next time thank you dr roberts for your work on on putting together this draft for us to consider i think it is helpful board members if you have any uh comments or statements tonight that will help if we need additional drafting or redrafting

so that this first reading could move to a second reading in our next board meeting and we could vote on on any changes are there any comments from any of you on the i'm board pull up our okay no if there if there are no comments hearing none then we'll we'll we'll appreciate the draft that we have this evening and and uh look for a second reading of that uh next week yeah thank you mr colwin if you have a suggestion revision or a question if you send that to me just please copy mr monroe so that chris would also have the opportunity to review that and help us craft whatever changes need to be made and ready for you for the next time thank you dr roberts you're welcome thank you but uh next

agenda item our board commendations board members mr caldwell dr shedd i just wanted to mention that we clearly are a corporation of superstar spellers we have three schools that have advanced to the statesville bowl that yeah those include north north side and central and that central actually was in first place in their regional contest with a perfect score i'm not going up against him anytime yeah thank you for sharing that doctor we talked about all the athletes earlier and and we'll see what happens in the state finals i think for each of these teams but outstanding work for our our staff members involved with that and by our kids right thank you dr shedd any other board members any commendations i just given the i think it was i know it's disappointing to this leadership

team and and and uh at bcsc and and to the community that after 60 days we of uh of yeoman's effort and work by our teaching staffs our administrators all of our support staffs and and all the students of coming in and being really good mask wearers and and uh and staying with the program that we had to give up on in person at least for temporarily in person education but i i just wanted to make sure we expressed our appreciation to all of you on the administrative leadership team the the teachers certified staff the support staff just fantastic worker i i think i think the the sanitation janitorial staff i mean just the the spotlessness of the schools um uh how incredibly clean they are they're always clean but just the above and beyond

how they've done i really appreciate that the work that you've done and the effort i know for those kindergartners pre-k and first graders that got 60 days in the classroom with their teachers whatever e-learning looks like for them it'll be much more effective than it would have been otherwise yeah so i concur and thank you for that mr colwell we we have had tremendous work from all of our our people and and blessed to have them serving the needs of our students and getting through those 60 days and i would just remind our community that we we all have work to do uh the i cited this statistic before but five weeks after the beginning of july fourth weekend we had we had a spike and it came back down and we got into labor

day weekend and five weeks later we had another spike that spike has kept on going but five weeks after the beginning of fall break we are in the mid-40s now because five weeks was just this weekend uh following the beginning so uh perhaps unfortunately we have a few breaks still in front of us but i perhaps with those looming we can all remember to continue practicing those mitigation strategies that have worked for us also do that make sure we're doing that outside of the school environment maybe we can get numbers back down and and return to in-person learning sooner rather than later i hope so all right anything from any other board members what about board member reports hearing none we will move to cabinet reports dr hack love chapel care facts thank you mr

caldwell love chapel and bartholomew consolidated school corporation are partnering together to provide nutritious food to approximately 465 elementary students who may lack access to food resources on the weekend starting this november love chapel will deliver the food to each elementary school weekly and the care packs will be sent home with students on fridays so again we support what's happening not only at our high schools with food banks but we're also having the opportunity to send food home to our students through back sack or care pack program so this will be revamped and now these teeth are these families will be picking up in the buildings where originally we were sending home we now will have those families come to us and we'll have those ready very similarly to what we saw at east high school

thank you dr hack thank you for sharing that dr hack i'd like to cite kelly daugherty uh with love chapter by kelly and then braylon nolting who's the council at richards elementary school for working together to make that a reality for our elementary school kids so a great example of what greg shared with the food pantry is also then happening at our elementary schools to take care of that food need that is so important could i ask the recognition sensitivity like so how students or other learners know what they are and that some students are getting them and others aren't i know that was a real issue when we were doing backpacks whenever we were doing breath so i was just curious about that and how that's being managed our counselors are very sensitive to

that and they also know the sensitivity of each student some students have very little sensitivity to it but others are are more in that line and so they engage what the student needs and they may take it to the bus and have it in their seat so that whenever the student gets on the bus it's already there they may have a family come in and get that back sack they may say it's an opportunity for those students to come to the office to pick something up and then the backstack is handed to them there so they really work with individual students and what their needs are and then addressing that and making sure that they're meeting that need okay how nice thank you good question yes all right let's move to item 4 on our

agenda request for approval dr roberts i think four a through f you have for us tonight i do have a few things for you uh minutes of the regular scheduled school board meeting from october the 19th we also had a special board meeting october the 23rd where you approved the the tentative agreement for our collective bargaining agreement as well as other increases and insurance premiums as well as minutes of the strategic planning session from october 30th i cited that that strategic planning session conversation about our policy supplemental contracts that were submitted by dr hack and mr jensen that included the items that are listed on the screen we did have no requests for field trips and professional leads but you did have some school fundraisers in your packet additionally we have a list of claims

and payroll from november 9th or dated november 9th we have a total of about 1.4 million dollars and then through the month of october a total of about 4.3 million dollars and then a payroll that was totaling 2.7 million dollars we do have a policy update of covet 19 related policies and volume 32.2 just a reminder those volumes come out about every six months this particular one did throw in or add cover 19 related pieces were just we needed some revisions adjustments to our policies so with those if you'd like me to run through those again i can do that um i'll do it as quickly as you need for me too do you board members do you need him to run through these again i mean i think the language no but i am

going to raise a question about one so let us bring it up for a vote first then for a motion do i have a motion to approve items four a through f as presented uh by dr roberts don't move okay thank you i heard mr bryant first and second dr bills yeah second sure i think he's dr chad cafe sorry kathy yeah that's all right second by kathy dayhof dwyer that's good all right now dr shed you had a question on a couple i did and i apologize i didn't bring this up but reading them again for tonight so in my education world i know what accessibility means particularly when we're talking about exceptional needs students and blah blah blah blah blah in the in the world world accessibility means more than that and so

i'm i was sensitive and wanted to ask out loud if that was reference to internet accessibility versus just the content that makes sense so i i mean i would love that all of our learners have accessibility but i just wanted to be sensitive as to how this is worded that we aren't stating we're going to make sure everybody has internet accessibility so dr shedd you're talking specifically about 7540 yes lc75402 sorry i'm looking at it on the screen so i didn't explain myself i apologize yeah so so dr shedd and i had a chance to briefly talk about this prior to the board meeting and what i propose is just making sure and chris i'm asking you to go back through and read that you see there any opportunities to clarify that because what dr

shedd shed is referring to is that we don't want to have a policy that's pledging the internet accessibility uh we talked about that challenge already and e-learning that we're trying everything we can but we can't guarantee that somebody has internet accessibility to get to our website now we can guarantee that if you get to our website that we're meeting all the requirements for the office for civil rights which this has become a pretty big deal and appropriately so um in terms of making sure that we're meeting meeting needs uh but it's not internet accessibility to dr shed's question but website so chris i would still recommend the approval and that we uh we have that review done by you just to ensure that that's clear from a legal standpoint and that there are any revisions

we would bring that back to you at the december board meeting okay i'm uncomfortable with that are you sure chris just getting a thumbs up from you you heard everything i said there in regards to 75 40.02 thank you are there any other questions there's a motion in a second on the table to approve items four a through f is presented all in favor uh dr roberts you're going to have to give me a screen up there all in favor please give me a right hand sorry let me bring them back up sorry board members okay i see hands uh kathy i can't see your hand put it somewhere there probably thank you yeah okay thank you thank you sign that motion carries unanimously thank you dr roberts you're welcome item five on our agenda

thank you i'm requesting approval of the human resource recommendations as presented this evening thank you to have a motion to accept the request from miss heidi this evening so moved thank you dr bills is our second second thank you dr shedd any questions for ms ine all in favor of the approving item five the request for for approval of human resources recommendations please indicate by raising your right hand all right thanks oppose the same side i guess i didn't have to be specific that it was your right hand i'll i'll let that pass that one passes unanimously as well thank you all right thank you miss heine board members what else do you have for this evening mr stenner anything from you okay miss dahlfdyer nothing thank you thank you for attending mr persinger okay

you good mr bryant thank you for your reflections this evening dr bills hey i wanted to say thanks to uh bill jensen and the group who worked on the post-election protocols and shared those with commute the community because we're using those a lot of those at ivy tech so i don't know who else worked on that with you but please extend my thanks to those uh that group thank you thank you dr bills dr shed i just want to say it's so easy for so many people to just think about school as learning and textbooks and lessons and exams but today tonight was just so wonderful that it's our extracurricular both athletic and academically and this amazing food food service community that we provide to our community so just a wonderful reminder to everybody that

a school corporation is so much more than what goes on in classrooms and i just appreciate that reminder and i hope everybody watching live stream understands we do so much more than what we do in a classroom all right thank you dr shed you're welcome dr roberts the only thing i would add to was as we're talking about students and recognizing them and it was a wonderful chance to do that i'm glad we were finally able to give back to that i also want to recognize we have a young man back here from columbus east malachi welcome tonight malachi parks from columbus he's senior right and was quarterback of a pretty good football team so he is shadowing josh and helping out with our live stream this evening so welcome thanks malcolm thank you dr

roberts um i would also say thanks for hanging in all the way through mr grimes you'll have a better seat in a couple months i guess here uh or a different seat let's just put it that way at least yeah i would remind you that our next school board meeting we only have one in the month of november due to the thanksgiving holidays and and we have one as well scheduled in the month of december that's december 14th back here at this location uh 6 30. that'll be our plan right now if anything changes so that we'll we will let everyone in the community know but if there's no other business for this board this meeting is adjourned you
