002we'll move on to our presentation this evening from USI student research project evaluating the effects of Brown County High School's summer athletic development program from Elizabeth Rous. >> Hello, I'm Elizabeth Rous. You don't already know me. and I'm here to talk about a potential uh research project for the summer to support our athletic our athletic program here. So, a little bit about me. Um I graduated from Brown County in 2023. Uh I was a student athlete for four years. So, athletes, you know, are my brother and brother. I love working with them. It's part of the reason I decided to go into the uh exercise science program down at USI. And in my third year, but I will graduate in uh this coming fall. Uh I don't know what I'm doing yet, but I will

003probably end up going into a master's program of some kind. So, a little bit of like a background that got me into what I uh decided on doing my research project for. So, last year I took a sport psychology and sport nutrition course as a part of my uh required coursework. And in those things, I was like, "Oh, this is really interesting." And it was finally when I was getting into actual like exercise science, exercise science course work, and I was like, "Oh, I really love this program." And within that, um, my dad benefited from this because he's the guy that I talked to and like talked through assignments with. So, we ended up talking a lot about sports psychology stuff as he was working with the high school basketball team and the girls were

004struggling and we were trying to figure, okay, can I help with that I've learned. And then the same on the nutrition side because it's a thing that I really wish we had more of here at the high school when I was an athlete. I definitely realized like, oh, I was under fuel. I was not performing at my best. So, I ended up connecting my dad with uh my nutrition professor and she was able to um give him resources to help our athletes with the athletic development program over the summer. And through my sports psychology course, I did an honors project in which I talked to some of the coaches I've had experiences with. We talked about like the Brown County way of like we want to succeed, but then when it comes to time to

005succeed, we kind of just were like it's okay if we succeed even though we really want to. And I did a survey with those coaches of like what do you think is the root cause of that? Is there a way we can start changing that? And it was a really helpful presentation. It kind of got me kickstarted on stuff I wanted to do over the summer. and my professor really enjoyed what I found, what I did, and he encouraged me to continue the conversation of like, let's do something better for our athletes here. So, that led into this past summer where I got to work with our athletic development program where I spent time in the weight room supervising our athletes. I've had classes and training at USI to do that. It was really nice

006to get hands on to work with the kids to start teaching form because a lot of the athletes are coming in with no weightlifting experience at all. And then I presented and organized on sport nutrition and sport psychology, but on the sport psychology side of things, I have help from Natalie Price, who is a counselor at middle school. She was a D1 athlete. She knows what it means to struggle as an athlete, especially when you're hitting plateaus. So, it's nice to have her perspective and to learn things from that and to just get the athletes started thinking like it's okay to struggle a little bit. It's okay to get frustrated, but here are the tools to get through those things. And then from the nutrition side, educating them on you need to eat. Even though

007you think, okay, I don't want to eat that much, but you really you don't realize how much you're going through when you're an athlete and how much you really need to put in your bodies to perform the best. And that coming off of the summer, I really enjoyed working with the athletes. Um, it kind of solidified like, yes, I want to continue working in exercise science. And I ended up kind of taking that this past semester of like is there anything I can do? I want to keep working on this and a perfect opportunity came up in one of my courses. We were learning about different technology specifically in the exercise science field and stuff that we had available at USI which I am extremely fortunate to have high quality top-of-the-line exercise equipment and body

008composition stuff. It's amazing to think like this is what I have available to me as a student. I get to use that in my research. I get to do anything I want with it. It was really nice. Learned about how to use it, how to operate it, how to administer a test to a member of the public because we have a program where members of the public can come and get body composition testing or exercise testing done and the students are there to assist our professors in doing that. But my professor is also my adviser, so I've gotten to know him much closer than I would with anyone else. His interest is student research. This is what he loves. He's absolutely passionate about it. He presents on it in multiple conferences throughout the year. And

009as part of our coursework, he's like, I want you guys to practice writing a research proposal. It's a big thing in exercise science of if you go into the research field or you become a professor, you're going to run into like you're going to need to do research. How do we go about that? So, we learned how to identify a topic, develop the topic, and then ultimately write the topic down. I chose to evaluate our athletic development program here because it was fresh on my mind. Wanted to be like, can I give back to my community and as an optional part, we could submit it for a research grant for undergraduates at USI. And my professor and I decided, you know what, let's do it. He really liked my proposal. He's like, "I think you

010have a shot at this." So, we submit it and I end up receiving uh the award. And the award is just $1,000 for undergraduate research. It can help purchase equipment, material supplies. Uh if you have to hire like professional services, or if you're like public, if you're publishing your report, which I'm not doing, that's not the research that I'm doing, but it's there. Um and it's an entirely driven process. The faculty is just there to support. If I had any questions, he helped me with like the budgeting and filling off the necessary paperwork and he's covering the university side of stuff. So, my research topic is like you can't really measure success like what does success mean? I want to put numbers to that. So, I learned how to do that in my classes and

011I'm going to be measuring uh athlete body composition, muscular endurance, and muscular strength. pre-program and postprogram to see, okay, with our current schedule, with our current regimen of what we're doing each session, is it improving our athletes, are we gaining muscle mass? Are we getting faster? Are we getting stronger? What more can we do if we're not meeting our goals? And I chose these three components because they're so important to building a better athlete. Uh body composition, it's just indicative muscle growth. So, we're going to measure lean mass with a non-invasive, relatively inexpensive way to measure that. Most body composition, if you want top of the line, it's like 15 grand for a machine. >> So, which that gives you a whole lot of stuff, but the um method that I chose to use is

012still worthwhile. It still gives you good information. Um, and I've begun the conversation with our athletic trainer here. she is going to assist with that. So, there is a medical provider that knows what she's doing. She has the same education background that I do and more experience in it. And then for muscular endurance, we don't have to buy anything. We don't have to do anything because we have a weight room that is fit for this. This is what it was meant to do. So, we're going to use what we have available. And same thing with muscular strength. We're using our resources. for making everything the best that we have available. And if you have more questions on that, I can talk for days about muscular endurance, muscular strength if anybody has questions. So my research

013goals, these are just additional goals, but I want to determine if our current program meets what we intended it to do. Are we getting growth? Do we need to do more? What changes can we make? And then I want to provide a platform to demonstrate that Brown County Athletics, we're making success. Like, look at us. We can hopefully bring in more athletes. Like, this is what we're doing over summer. It's proven to be successful. If community members want to get involved more of like, well, we can help sponsor this, we can help, you know, purchase more equipment. Just trying to get more of a community back into athletics. And then obviously it's giving me relevant experience in the research process because I will more than likely end up doing some sort of research in graduate

014school. And then that leads us to the next steps. I've completed all of the required uh safety training, privacy training, confidiality training from the university side so that our research will be confidential and protected. Um, we're just waiting to complete the other paperwork and order and receive the equipment that I outlined to purchase. And from the high school side of things, we're notifying school board, we're getting your approval. The superintendent mentioned that we should do this, so we're here. Um, superintendent has to sign off on something. And then in the spring, we'll be meeting with the uh coaches that are involved in the athletic de development program to better understand, okay, what can they help with? What's our setup going to be? Because we have 30 40 athletes at a time, 60 sometimes. We just

So, tennis, softball, I mean, it's everybody other than I don't think we have any cross country runners like long distance runners there just because they have their own workout and they're dealing with a lot of like They're

016more of a cardiovascular like aerobic athlete as opposed to like basketball, soccer, volleyball. Those are your power athletes. So getting them in the weight room, that's the big thing of like getting them faster, stronger, more ready for the playing field. >> Are you a partner or have you started that partnership with our strength and conditioning program that we're also trying to get up and running for the first summer. Um, now that we have Mr. Bruner in that position, >> not yet. >> We're waiting for this side to get situated first, but then we will continue with him. >> But Mr. Burner is aware of this. He's seen a copy of what her proposal is and he and I had a conversation the other night about spring breaks if we get it in. She can come

017in and talk to Coach Bell and Coach at the same time. Do you use slow cadence in exercises or not? Do you know what I'm talking about? >> Slow cadence. Not the typical thing like this, but literally >> 10 count in, 10 count out. >> It depends on machines and weights. >> It depends on what your program goals are, what the like athlete or the client's goals are. Um because it all depends on what are you intending to get out of it. Are you trying to get stronger? Are you just trying to build muscle? Are you trying to create more power? Are you just trying to get healthier, more fit? It all just depends on who you're working with. Some clients or athletes need to go fast. They like a faster pace. I know our

018strength and conditioning coach down at USI, he is on top of things. You have this much time to do it and he's counting out the reps when he's doing it. But there's I've worked with other coaches and professors that are much more let's go at your own pace. You complete the reps that are prescribed and this is how you you know they'll they'll walk you more through whereas our strength medicine coach is more like I expect you to already know what you're doing. If you find that this is effective um is there a plan that we could develop to keep it going after that? >> Yeah. And I'm currently in a class that like the whole point of it is to learn how to design an effective strength and conditioning program. I'm hoping to take

019what I learned there and saying here's the new stuff because it's updated. It's brand new. The professor for it, he is on top of things. There's new research out. He's going to know about it. So, I'm hoping to get more out of that box and help what I've learned. Translate it here. This is some new ideas to bring in something fresh maybe, you know, saying we can work with going for the athletes all year round as opposed to just the month of June. Can we extend it into July? And um I think it's amazing timing for our program and I think a lot of really really great things can come out of this. So thank you so much um for your desire and um drive to do this. I also want to welcome back students tomorrow. Um we did not have kids in in session today. It was our second district professional development day. Um, so I'm excited to hear from the principles and the teachers of of how it went today. Um, it was completely building based. Um, I

028know Middle School High School got to share some time um, in the afternoon today, but um, so excited just to hear the feedback and um, grateful that the staff get the opportunity to come together a couple days um, during the school year. Um I wanted just to give I have a few updates on the construction around um the district uh because we've got a lot going on um at the high school here. I think the the biggest thing we have is the renovation to the restrooms. Um and uh if anybody the board um would like to see the progress on the restrooms that are up by the comments um I'm sure Mr. Steel will will let us in there. But um they we have tile that is up now and so it's slowly you're starting

029to see some changes um which is really cool to see. So that they're going to have a meeting to discuss um the summer work um during spring break, the work that they can do during spring break. So um we'll get an update on on what will be able to happen um coming up for the high school. as well. As you know, we still have HVAC in the science wing, the aux gym, the main gym um yet in that phase two of that project and the restrooms in the 100 hallway. So, it's exciting and the the rest the HVAC isn't exciting as the restrooms, but the restrooms are going to look so nice. It's a little nervous to to open them up, you know what I mean? But um I think the the kids are going

030to notice a massive change and I think be really really proud of it. So excited for that work to happen. Um at the early education center, uh gosh, we have a demolish demolition of the girls restroom is complete. Um and they've they've laid all of the underground plumbing. Um and so the next step is that electrical roughen and and continue working over there at the EEC. And then we have at Van Burren Elementary School um as you know that's the massive HVAC project. So the air handling units um are starting to come in um chilled water pumps those types of things. So nothing to visibly quite see at Van Beern but it the work is happening I assure you. Um so that's just a small update on the construction. Um and then before I get

031to the finance part of it, I I did want to give a small update on the enrollment certification. So we have two student count days. Um one is in October and one is in February. As you know, count days determine um our state tuition um per student uh which is based on our enrollment um at that date that they do that count day. Um, and so we are officially down five um, from our October count, which it's it's right. Anytime you're down, you're you're down. We want to be up, but to be down only five on that second count day is one of the smallest numbers we've been down on that count day in a really, really long time. So, there is that piece of it for us. Um, we're working really, really hard. Um,

032I think it's also important for the board to know that um, you know, February 2nd is that count day and it is literally students that are there enrolled on February 2nd. we have 9.14 students and I'll explain the 0.14 that is in our actual count um of students that are here and a couple of those kids are kids that are homeschooled but come to us for one period or for one class. Um so there's a partial there that's how you get a 0.14. Um it's also could be a student that's a speech only student. So we only get a partial credit for that. Um and then the other the other which is about four or five um are students that are either placed with us because of a DCS um transfer or placement that came

033after the count day which was February 2nd or any families or students that enrolled even on February 3rd. they get to they won't be claimed by their previous school. Um so if if they could have had a a week out, I I think we would have been able to to actually be out the the four students um and be able to celebrate that. But um we are officially at 1389.86. We also um do not get in state tuition for prek as well. And I think I believe we have about 108 preschool students across our district that we serve. Okay, I will jump over to the finance. I'm going to have you Lizzy unhook here. Um and that will give me an opportunity to pull this up. And then Jackson, I'm just Apple TV. Sometimes it

034just takes a minute to switch. So I apologize. Um and be before we talk about this um that is up here. Um the board you have your fund report that I have printed out for you. Um so you can take a quick look at each of those funds that are are listed. The there's only two things that I would like to highlight for you. One of them is um you will see in the 2025 bond a transfer out of 500,000 and you will see in the operations a transfer in of 500,000. That is because we have got reimbursed um for with the bond money and so the bills that we had to pay came out of operations and we were just able to transfer that money over to be able to pay for that. Um

035so so that's why you see that transfer in and transfer out. And the other thing I I will always keep reminding the board to um take a look at is that self- insurance fund. And um you remember from December when we had this finance report, it was 573 11103 and now we're at 6115. Um that's just a number we we want to keep an eye on and a target um to look at. So it goes up, it's good. Okay. So if you remember also from December, we took a look at operations. Um, this came out of an opportunity that that Megan and and I looked at trying to find a way to be able to categorize expenses on a monthly basis that was easy to digest and and give the board and the public an

036idea of, hey, what is it costing for trash or utilities or uh whatever it may be in in a month's given time. So um these are January expenses for the operations fund. Um remember we we don't pay teacher salary or teacher uh or curriculum per se um insurance for teachers or staff. Um that all comes out of education funds. So everything else to literally operate the district will come from this fund. Um so so you can see some of those categories. Um a few uh notes uh admin uh salary and benefits from the operations was down from December um because of that retrop pay. So we always do bargaining and negotiations and settle the master contract right well when we do that for teachers we also look at support staff and non-certified administrators right so

037anybody that's in that category that's paid we also give them a retrop pay which is usually paid in December. Well, January, we don't have that that bump, right? So, you just see a little bit of a difference there. Um, you'll also see uh Amazon maintenance supplies. Um, we have to remember there is a time period we shut off spending for the district. Um, so when that spending gets opened back up, we will start to see that number probably rise a little bit. Um, a a big thing to look at right here is this RJ credit, which is um a credit in 326,719. Um, the grand total, if you look at the bottom for January, is just under 200k. Well, if you remember from the December, it was over 800,000, right? Well, 326,000 of that came

038from a a bill we had to pay for the 20 25 bond. So that was reimbursed back to us. So you can see a big difference there. Um board salary increased because we added a work session on January 19th. So that's why that's different from December. Um bus contractors, there's an increase there of $3,800 because we had to double run the buses when the water we had the water main break and we had to send a middle school and high school home on an early release. So that's the extra that we see in bus contractors. um janitorial is more than the prior month. Um this is just one of those nuances that we don't get an invoice um from our middle school high schools um second shift custodial contract on a very consistent basis. So

039this invoice really covered from November 20th through January 22nd. So, we didn't have a bill in December to pay, which makes it look like January was more than December. So, um really wanted to point that out. Um and then in utilities, we had a $20,000 increase in propane. Um and then made a note that we switched gas and diesel and put that under the transportation category because stuff fits fits there more. So, um, the only other thing, uh, is that Scraft fee in January that was over $200,000. That is a onetime annual fee that we always pay, um, in December. So, you'll see it every December, but but that's a that's a massive one. So that is a a summary for January. Um I think a couple other things. The school resource officer is on

040here that that is only about three times a year. Um so we wanted to be able to show that to you. The supplies that you see for $79.95, uh they probably in the future go under a different category. Um this was a a flout floral arrangement for a funeral that um the district paid for. Um and that was the only thing that was under there. So um just trying to really shore it up and and figure out what things go in which categories and make the most sense. Um but pleased to to be able to share this and and the work that that Megan um and the team has put into this uh to get us here. claims that have been presented. Legislative update. >> Um yeah, I I just want to mention that Janice and I are going up tomorrow um which is both ISTA teacher union day as well as schoolboard day. So, there'll be a lot of red, I'm guessing, red. Um, and uh trying to make appointments with our representatives so that we can talk about some education bills. So, if there's anybody who has something you want us to tell our representatives, let us know tonight and we'll make sure that there. Um, I've been I'm really not scrolling my phone for fun. I'm really trying to find out what happened at the legislature today because there were a lot of changes. Um

042we are in the uh week eight of nine weeks that uh we'll have for the legislature which means the bills are I think actually the first bill I've seen that's education related but it's related to your thesis actually maybe is uh um Senate Bill 25 um is looks like it's ready to be passed on to the governor. So, um we're getting to the point where the next two weeks bills will finish their process. Um and that bill is one that will determine what the order of schoolboard candidates will be when they're on the ballot. So, um there has that is determined now in this bill to say it'll be the parties followed by independent followed by nonpartisan. So, um, the other bills are all like in that in between process and I know there were

043changes in the social media bill. It it was gone and now it's back. Uh, the cell phone bill looks like it's going to be bell to bell, right? Which means that um, currently this cell phone bill says you can't have a cell phone during instructional time and the new one will say you can't have it at all during the day. Um, and so each school I think then will be able to devise their own process on how they want to do that. >> I updated myself this morning. >> Okay, good. I was going to say and I heard that that you know and again you can decide to do a number of different things and how you want to do that. Um, but it is it is going to be a cost to um schools.

044So I'd like to see in addition to that that paid for some of that they do say that we can use the school safety to do that. So, um that's I think that was added. Uh so that is a bill that we've been watching that is um Senate Bill 78. Um also the the bill that I've been watching the most and I think has um not consequential to us today but could be consequential to us later is um House Bill 1423. That is actually about the Indianapolis public schools and how their school boards are arranged. and they have said that what they're doing in this bill is a model for what they want to do in other school corporations. And that's not really in our opinion great for uh for small school corporations like ours.

045And what it would do is it would um take some of the operations, which is specifically buses and buildings, and put that take that away from the elected school board and give it to a board that is appointed 100% by the mayor of Indianapolis. And he appoints all nine positions. And those can be a lot of business people and other things. And then that is taking decision making away from the elected school board and it is also giving additional property taxes to charter schools which are not currently getting them. So both of those things are huge changes and they're trying it out in IPS and they've said that it is a model for the future. So that is probably my number one bill to talk about tomorrow with our legislators. Sometimes you only get to

046you got to choose one or two and that's it. Um, so you kind of got to decide what is what is what's the hill you want to die on. So, um, that is one that we're just watching really carefully as are, uh, I know the Indiana Coalition for Public Education is, uh, really on top of it. They had a call blitz today from 11 to 1 just on that one bill trying to clog up the um, phone the phones at the legislature. Um, so those are most of those. I think you know next at the next meeting on March 2nd legislature will be done. So they finish on February 27th. Um but I do encourage you to pay attention to if you're in education organizations or whatever to the bills they're talking about because this

047is this week is really one of the last times that we have an opportunity to have input. Um so we want to make sure that if there's something you feel strongly about that you do call. Um they do listen. They do count. So if you know today I had a hundred people call about this one thing and usually I only get two you know that indicates that something's going on and maybe I need to pay attention to that. So I think it really does matter to call in bigger numbers. It also means that I think as of Friday like the 19th is the end of committees. So again, this is the week where they'll finish up their committees and then the last week will be reconciling the House version with the Senate version in either

048a conference or they can concur and they can say, "Well, the Senate changed our bill, but we're okay with that." So they can agree or they can say, "We changed it, we can't agree." So they will get together and they will then have a private conference in which they will decide how that bill is going to go. So those are kind of the next processes that come and as I said they have they have set their own deadline to be done on February. That is what I got.
