United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Okay. I would like to call to order the statement of purpose hearing. Um, next item on the agenda is for the board to hold a hearing on Sorry about that. hearing on an amendment to lease an additional appropriation in connection with proposed project. If you are interested in speaking at the hearing, please make sure you sign in the signing sheet, which should include your name and address. There will be an opportunity for the public to make comments about the lease rental to be paid under a minute to lease and appropriation of bonds proceeds. At the hearing, we will ask that each person limit their comments three comments to three minutes and that

the topic be limited to lease rental and appropriation of funds under consideration. The notices for this hearing were published as legally required pursuant to Indiana code 20-47-3 before a school corporation may enter an amendment to lease with a nonprofit building corporation. The school corporation must conduct a hearing regarding the execution of the proposed amendment to lease and whether the rental to be paid to leaser building corporation under proposed amendment to lease is a fair and reasonable rental for the proposed improvements. Similarly, before a school corporation can appropriate any dollar and directly receives the bond proceeds, it must conduct a hearing on those proceeds for the additional appropriation of funds. We will now open the public hearing. Remember, if you'd like to speak, please sign in the sheet which is located over there by on the

table. And as I mentioned earlier, we ask that you state your name and address and limit your comments to proposed rent to be paid under the lease. Or yeah, lease and appropriation of bond proceeds. Keep any comments to three minutes and avoid being repetitive if possible. May I ask the signin sheet now and I will begin calling names off of those? I don't think there was any. Would anyone else like to speak? If so, please state your name and address and sign in the sheet after you're done speaking. If anybody wants to speak, we can just write your name on a piece of paper and it doesn't have to be the official sheet. I don't want that to scare anybody off. Okay. Thank you for all participating in the hearing. We will not close the

hearing reopen to the regular meeting. But first of all, we have to ask um I will go through those resolutions towards the end of the meeting. I think they were agenda. Can we approve them in the regular agenda? Yeah, we'll approve them under seven. Item seven. We can close the public hearing at any time. Uh we're going to close the meeting at 603. And now we're going to go to the regular meeting. Correct. Do a motion. Yes. I moved. Can I get a second? Second. Any discussion? Vote. Doug. Yes. Carol, yes. Vicki, yes. Amy, yes. Yes. Motion carries. It's closed. Um, now we're going to go to the regular agenda. Would like to call order. Any modifications to the agenda? There are none. Recognition of visitors and comments from the audience. Okay. And then we

have a presentation. Okay. Good evening everyone. Good evening. My name is Megan Connley and I am the director of career connected learning and adult education. Uh the reason that I'm here tonight is to talk to you about the governor's work ethic certificate program. So this is a program at Brown County High School in which seniors and early graduate juniors, so any students graduating this year could participate as a way to demonstrate their work ethic. So, the governor's work ethic certificate program was founded by Governor Pence back in 2016 as a way to kind of set a common standard for what we believe a strong work ethic to be in our high school students here in Indiana. This was also an effort to connect high schools with local businesses. Um the standards for work ethic here

were kind of created in conjunction with a team of high school educators and business representatives. So this program takes place throughout the year. Um ours started back in October and it just wrapped up here in April. As I said, any graduating student could participate in this. Um all that they had to do was sign up and say I want to work towards this certificate. We started out with 12 students. We actually ended with eight students. Uh but in order to earn the certificate, they had to demonstrate their work ethic by meeting a certain number of competencies. So some of the things that they had to complete in order to show their work ethic were one, they had to demonstrate the qualities of our graduate profile. Um, and they had to receive a signature, a verification

from three different teachers, staff members, uh, coaches, bosses, certifying that they had in fact met these competencies, that they do demonstrate work ethic, innovation, engagement within their community, strong communication skills, and social emotional wellness. Additionally, they had to participate in a number of activities to prepare them for their post-secary lives such as creating a resume in which they included different school activities they participated in, work experience, relevant classes, and extracurricular activities that they participated in. They also had to create a post-secary plan that described what they plan to do on the Monday after graduation. So, do they want to go on to college? Do they want to go to trade school? Do they want to pursue a job? They also had describe things like what is their financial plan? You know, have they applied for

any scholarships related to their postsecary plans? Where do they plan to live? How do they plan to get there? What does their transportation look like? Uh who are their supports in making this happen? What do they still need from Brown County High School in order to accomplish that? So, it's a pretty thorough postsecary plan. Um, additionally, they had to complete a mock interview with either a boss or a staff member here in the district. They also had to maintain a 2.0 or higher GPA throughout the year. They had to demonstrate that they follow the school rules and that they show respect for our policies here. So, they could not have any more than one discipline referral. They had to complete at least six hours of volunteer work. The majority of our students completed far more

than that. Um, around the community. Many of them volunteered at local school events such as helping out in the concession stand. Several of them volunteered at like the Hilly half marathon, Mother's Cupboard. So, they were all around our community this year. And then they also had to meet an attendance requirement. So, they could not have more than four unexcused absences throughout the year. Again, these these competencies these requirements were developed with feedback from business partners. So they kind of clarified to uh the governor and the developing team that these are what they wanted to see in future employees. Attendance is very important. It's important that you're putting in work each and every day, that you are staying safe and following the rules, and that you are showing up and working hard and doing the job

that's asked of you. So by meeting all of these competencies, students are awarded the governor's work ethic certificate, which is a way of saying that they have worked hard throughout this year and they will be excellent employees and members of their community going forward. So that is what we are here to recognize tonight is our students who have earned that. As I said, we had eight students earn the certificate this year. They are a mix of Actually, we have one early graduate junior and the rest are seniors. Uh, so I'm going to call their names and if you're here because some of them joined us tonight. If you're here, if you could come up front and stand with me, I would appreciate that. Okay. So congratulations to Juliana [Music] Gallagher Freddy Ella Jackson [Applause] Tyer

no Lewis Sophie Matis [Applause] Schultz and [Applause] Eli. So these are the 2025 recipients of the governor's work ethics certificate and I believe the board has a little something for you as well and they will also be recognized at senior night and with the big banner that will congratulations. Congratulations. Congratulations. Thank you. All right. Well, excellent work and thank you guys for all of your hard work this year. Um, you can go ahead and head back to your seats if we want to give them one more round. And thank you for your time. Thank you, Megan. Um, you guys are more than welcome to stay for the remainder of the board meeting, but I will also give you an opportunity to head on out if you have dinner plans or something else on your agenda

Yeah, I just real quick um just want to acknowledge the the race to the end of the year is here and I'm sure is felt by so many. Um there are so many exciting things that are coming up. I mean, I was signing graduation diplomas today and um you know, usually they just

stamp your signature and I made a point this year that I wanted to I wanted to sign every one of those diplomas today and I I think about as careful as I was signing my name so it wouldn't look sloppy. Um when you get to glance up and look at the kid's name that is on it, um it's just a really really proud moment today. And then flooded my brain with TEDex is coming up and graduation is coming up and awards ceremonies are coming up and it all goes it's all fleeting, right? It all goes so fast. So, I I just want to remind our our whole community to just remember to pause and enjoy the moments along the way because they are fleeting. Do you have anything you want to add? Uh, yes. We

have a new janitorial service that's doing work here and we're doing a good job at it and we're still in the current process of interviewing for so it's going and I just want to thank um Dan Bur for stepping and help employee down there to be off today. I want to thank the theater department, the music department. Big fish was awesome and uh I had heard so many positive comments from the audience and it's just always so much fun to see a project come together like that. So I'm really proud of our our school when we do those things. We really put on a great performance. Okay. Can I get a motion to accept claims? Second. Any discussion? Vote. Yes. Carol, yes. Vicki, yes. Yes. Motion carries. Legislative update. Okay. No, that sort of says

it all. Um, so I was just trying to get an update to see if something happened on the one the schoolboard bill that we've been following all session was supposed to go to a conference committee today. Supposed to go to conference committee last week and it didn't. It looks like it didn't go today either. I can't tell. So, um, it's a weak bill. It's about whether or not we're going to have um, parties in schoolboard elections, which um, we've been following really carefully. And it's a pretty weak bill. We've fought it back for three years. This is the fourth year in a row trying to fight it back. So, the juryy's still out on that. Um the they're trying to end the session by Thursday. Um so, last week we at at a four o'clock

session, I don't know if Barry's still here, but he did a great job of telling us what he could tell us about property tax relief and how that's going to affect our budgets for the next 10 years. Um and so we're all trying kind of trying to figure out what that is. So, that is already passed. that is done deal and passed and signed by the governor. Um last week the state as you probably heard got bad budget news it um two billion dollar shortfall that they weren't expecting. Um so we were hoping education fund would include some you know one or two% increase. Uh but we don't really know what that looks like and they're going to be in session all week trying to figure that out. So it's just a real toss up

about how things end. It's always like a big surprise in the last week. So, um you know, we've really been trying I've been really trying to monitor a lot of these bills. There's a lot going on and um it it's just it's amazing. I think that it affects our lives as schools so much. So much changes every single year. And those of you are doing the legal work for it, I can't even imagine. So, it's it's just really hard to keep track. And then again, it go it it you know, it bounces here, it bounces there. we slide something in at the last minute. Um, so but I I'm really proud of our school community, our public school community for really really stepping up. It was a huge I think it was last Monday was

a huge red fored um all the teachers showed up and had a really um you know really a big impact and I do think we have had an impact uh lobbying for public schools and public teachers um this year and so that it doesn't always feel good but you know we're trying to make sure that we get our voices heard. So, thank you for any of you who've, you know, talked to a legislator or talked to your friends or written a letter. Um, it really, you know, they tell me it really makes a difference. So, I'm just going to keep doing it. Thank you. Thank you, Amy. Can I get a motion to adjurnn? Second. Second. All in favor? Any opposed? Ask the signs, please.
