participate in the pledge allegiance as you say desires to the flag of the United States of America and to the Republicans for which it stands one nation under God indivisible with liberty and justice and I do um this meeting at 5 30 PM are there any modification to the agenda van yeah anybody who wishes to speak tonight uh you need to fill out a request there so that we have that information for if anybody wants to comment and with that I call the sca 390ta meeting at about high school preparation of Trustees to order yeah we have a tentative agreement um reach for the 2022-2023 school year that tentative agreement was posted on the school website on November 10th of 2022 and this evening I would like to um present the tentative agreement um to

you this evening so beginning with base salary um the salary scale will be increased across the board by 750 all new hires and eligible returning teachers will receive the benefit across the board increase to the scale in addition a step will be added to the top of the Bachelor's in master Masters salary lanes and each returning eligible teacher will be able to take a step on the scale teachers who have newly attained a master's degree and are eligible to make a lane change will be able to make that lane change from the bachelor's to the Master's Lane number two article 3 retirement Severance the board's maximum matching contribution to a teacher's 401a plan will be increased from 450 to 500. foreign Bank the first paragraph will be amended as follows the corporation shall within 10

days after the beginning of the school year of initial participation upon receipt of a properly completed and signed sick leave Bank authorization form deduct one day sick leave from the authorizing employees earned sick leave allotment the sickly faith shall be for the use of all certified bargaining unit members and shall be used only for those who have exhausted their own personal accumulation of sick and personal leave days except as provided in the section of this paragraph verification from central office with the teacher's personal sick leave days have been exhausted the teacher has no more than three days of personally leave remaining and he or she is not receiving any public funds or benefits derived from public funds as partial or full compensation for the illness or disability causing the absence four we have parental leave

a teacher who's adding a child to their family due to one of the following reasons may use up to 15 days with pay for this purpose within the first year of the child's birth the replacement of the child with the teacher the teacher regardless of gender becomes apparent because the child is born to be a natural childbirth the teacher regardless of gender becomes apparent via adoption the teacher regardless of gender becomes a legal guardian through a court-ordered placement of a child as teachers required to provide to the superintendent's office a copy of the court order to support the basis for Parental leave the teacher regardless of gender becomes a foster care parent through a long-term foster care placement such Foster placement May entitle a teacher to no more than one parental leave per school year

and such leave must terminate if the placement ends during the leave the teacher will provide documentation to the superintendent's office confirming foster care placement this Lee shall be in addition to any lead to which the parent may be entitled through maternity leave or Family and Medical Leave Act five we have Association lead the president or president's designee will be allowed 10 days of Association release time each year with which to conduct Association business such as training civic participation Etc these 10 days may be taken in full or half day increments time spent for the association's bargaining team to meet with the school corporations bargaining team to conduct collective bargaining negotiations will not be counted toward this leave allotment and then we made the following amendments to appendix B1 which is the extra Duty schedule we

have deleted instructional team leaders we have added the master teachers and the mentor teachers and those stipends and then we have added that those stipends for these Master Teachers and Mentor teachers will be editorially removed from the contract on June 30th 2023. that is a summary of the tentative agreement that was reached between the burn County Educators Association and Brown County Schools the ratification meeting will happen on Thursday the public is um permitted to provide input at that meeting with the same process that we provide any public input at any meeting and then I have some words that I would like to add um that are just from me not in the tentative agreement um to know we are just coming back from an election that um Brown County schools had an operating referendum on

and it was not approved by the community um I have some bullet points that I would like to express um to be able to support reaching a tentative agreement for raises for our teachers I want to point out in our education fund ending cash balance this year is projected to increase by 250 000. even with our teacher pay increases that are being approved this week I also need to say that at the same time administrative and non-certified employee pay increase increases will be put on hold even with no budget reductions made through December of 2023 the corporation will go into deficit financing approximately 300 000 at the end of 2023. the deficit spending requires budget reduction efforts by Administration in an effort to keep the budget healthy however due to good cash balances we have

the time to make the necessary adjustments to the budget to address the projected decrease in Revenue due to the loss of referendum dollars fiscally responsible decisions have been supported by Administration and the school board have contributed to a healthy cash balances that we have today and those current cash balances provide us with the time that we need to develop a plan that will allow us to move forward as a district providing our students with quality education while still addressing budget limitations to be clear the loss of the referendum dollars are going to require all employees to do more with less but we do have the necessary time to discuss a wide variety of options that will allow us to address those budget issues I'm grateful for the support from our community that they have given

to our school corporation and I look forward to their continued support in the future my plan is to work with School Employees and community community members to meet every challenge that faces the school community and I'm confident that we will be able to work through it and have successful outcomes foreign well we are required by Statute to be able to reach a tentative agreement by a specific date so you can only open up negotiations I think it's um September 15th um around there and you only have from September 15th to November 15th to be able to ratify a contract before being forced to go into impasse where they require the school district to hire a um yes mediator to come in and and help finalize negotiations um we obviously had done all of those steps

leading up and um reached a tentative agreement at the same time that election day was was happening and um although when we ratify on Thursday we will be two days later than the November 15th we will not be forced to hire a mediator um unfortunately he can't come to agreements and bargaining that is contingent upon an election um vote so I don't know if that helps clarify that the agreement was reached before election day and uses existing reference and just that there are rules about the way that the contracts so there are just rules about the way a contract gets gratified as well so we came to that tentative agreement before voting day before election day happened but then bcea has to ratify that agreement and then there are so many hours before a public

hearing can happen because it has to be posted for so many hours before the public hearing can happen which is this and then there are a minimum of 72 more hours before the school board can ratify so and this whole process is legislated by the Legislative yes so it can't happen we have no control over that process sorry I couldn't remember your name I Heard It Corbin Corbett said it again foreign thank you for that clarifications there was that do I have a lot a second I wish I could paint regular discussion say hi hi thank you very much
