thank you in the room yeah good somebody from Huntington beaches in California [Music] I know there's someone you know maybe not well please hahaha it tastes good we either are you aren't all right are you ready guys okay um before we start the community tonight um I'd like you to participate of the United States of America thank you [Music] budget sharing to order all right every one of you in front of me you have our register taxpayers this is what has gone into the paper and onto our website this is the advertisement for our budget-free and lists out our budget estimates uh the levy and the rate I'm sorry to Arrangements on this and this this perform only lists the budget everybody so um the purpose of the public hearing is to allow just what
it sounds like it's to allow comments from the public um for anything that has to do with this so uh do you want to use the forms for people to fill out to be able to communicate or would you like to just take comments and it's your choice well there's so many of us here I know anyone would like to comment on it there are papers in the back for you to fill out foreign I just the West column six could you explain that to me yes so what this is that column looks at our certified study for 2022 versus the advertised for 2023. so when we had our presentation last month we talked about how we need to advertise up and above of what you're going to be certified at and so there are
differences with that uh there's even more differences on the referendum because of having the higher rate we did not take the entire rate during this year we didn't even take the entire eight cents we took 0.076 so this is advertising even up and above that 12 and so hopefully when that passes in November the dlgf will certify our Levy and the rate and bring it down to the 12 cents yes and just for clarification education function comes from the state yes 100 funded from State money you do not ask for any tax money we are not allowed to put any tax money in the education fund and the lady day fund is strictly by what we have anything yes a very small portion of any extra products is that a percentage it is no more
than uh 10 of unexpended Appropriations and it's really many photos used for 10 million emergency rooms yes yes emergency situations but unforeseen circumstances things that we are just not prepared for within our regular budget sure any other questions on the board from the audience Kevin Patrick just um we just want to make sure we always follow the same procedure we know who we are but hey Rachel yeah don't forget blood type it for everybody is it red so as a bonus so I guess the only thing I want to basically ask is is that the budget that you said I heard you say is you're planning the 2.1 million dollars coming from the referendum there is um forecasted based on the 12 the new referendum value or is it a blend or how does it
explain that to me the 12 cents yeah we advertise up and above and then the state when they certify budget length rates and levies they bring us down to whatever our maximum is so if the referendum passes in November they'll make that 12 cents and then they'll bring it to the levy adjust to where it can be any more so it balances for both of them and the referendum does not pass then they bring it down to the eight cents that we will have okay so there is a risk of there being a decrease even at this at that level we want to do is there was that Gap you know um I have to have all that real quick oh I don't have my Amy on here I would have to have the assessed
values of our assessed values that we used so so if I recall correctly I think this 2.1 you know what I thought I did that one yes but this is actually a little bit more so we advertise up and above and then the state brings us back down so this is not exactly the 12 census and refresh my memory from the budgeting standpoint the assessor is providing the assess value and that gets locked they're certified on what they did and recall they will have it the state will have all the information when they yeah when they work the budget it's just kind of a wait and see wait and see it's kind of which comes first and you go back and forth so when these have to be built which actually was built probably two
months ago now a month and a half ago we didn't have those final figures so we build it ahead of time because it has to have plenty of time to to be advertising to go out for so long before we even bring for the board and The Debt Service part of this um what's the year the final year of debt and The Debt Service is it still outstanding I mean I'm sure there's bonds that yes and there are there are different um there's different debts that we have right now um the different ones have different years that they expire and actually we have um we are actually going to have a little bit of a decrease in our debt service and what we need to have um this is one thing that we looked at
and thought it would be best to go ahead and have that small decrease go down since we are asking for an increase a little bit in the referendum so it's going to actually when you look at the amounts when I do the calculation where I think the other thing is going to land it actually is going to have a rate a little bit lower than what we have currently even yeah that's important to know even if the referendum passes with the 12 cents our entire School rate will be lower than what it is right now with the current maintenance because we have some Debt Service and is is The Debt Service like the County's Debt Service that that's typically a percentage above and beyond the max Lobby is that how that works yes your debt
service is always outside of your max level it is separate that service is always outside of max level is what it is for this year versus what it was from last year that service yeah when I work up that service the amount that you see in budget is the amount of all of the payments that I will have to pay in 2023 all of 2023 is also taking into consideration um and we have the extra fees we build a little bit for fees if we can charge from the financial institutions for those fees we have like I think maybe 1500 built in there so when I build the budget for the debt service is first we select all of the fees that we're going to have to pay to all of our payments for next
year and then we also take into consideration whatever is left um for the second half of this year which is July through December and it's also going to look at giving me a tiny bit and I mean tiny bit is it's of the entire next year is what we can keep as a cushion in case something happens so we filled it up service by starting to work with the payments and then we see how much Levy is needed to fund all of that and that's how you kind of work with the levy amount okay and so just like anything else I built it just a little bit up and above to allow for adjustment and the mistake now so I just noticed that there was on the other the agent item is when I looked
at the site is there was a mention of the bus replacement plan and then there was some capital budget learning but those are separate from this right here I appreciate that um and Richard okay anybody else thank you darling all right um a second yep what's up all those papers say aye aye Gary um are there any modifications in the agenda yes um we have the actually need an item the recommendation to approve an out-of-state field trip for the Brown County High School history Club Alicia Adams and Emily Llewellyn to travel to Louisville Kentucky on October 20th 2022. you have a motion to accept the recommendation for the out-of-state filter for the participate Club as presented so let's just add it to the gym right right second awesome okay any discussions [Music] Carol yes maybe
yes Vicky and Stephanie yes Steve yes did you actually need an item the recommendation for 2022 a Thomas 782 passenger conventional bus with purchase price of 129 819 and a Thomas type a white special purpose bus with the lift or purchase price of ninety six thousand eight hundred twenty dollars these purchases will be funded by Bond funding available recommendation to purchase the two buses as prevention salute second any discussions [Music] good choice on the white verse I read through the steps I've used those bronze lips before and those are good ones um Carol yes Amy yes Vicky and Stephanie yes Steve yes Brown County Middle School drama Janet Sears second one second question yes Amy yes Stephanie yes Steve yes follow me together [Music] any discussions welcome Carol yes Amy yes Vicky and Stephanie yes
yes and the recommendation to improve a 500 donation for way of the equal no specifications unused from an anonymous donor all right we have a motion to accept the 500 donations [Music] foreign discussion thank you as always thank you very much Carol yes Amy yes Vicky yes Stephanie yes Steve yes give the recommendation to improve the Educational Service Center playground while remediation feasibility proposal submitted by local architect Michael Chamblee for architectural services for nine thousand seven hundred fifty dollars to commence immediately you have a motion to approve the Educational Service Center playground law usability and proposal by the architecture I have a question before read no but I don't think I've seen the ACT I know he talked about it in the presentations we have the proposal but it sounded like with the amount on
it I thought maybe it was something that was not happening that's how much it costed you that he's never really study okay okay further discussion yes you say how quick he was going to start ASAP I think he's already become yeah Amy yes thank you yes Steve yes motion carries 5-0 and the recommendation to turn around a State field trip for Brown County High School history public allowed to travel to Louisville Kentucky October 20th 2022 the relations that the recommendation for the out-of-state field trip or the history club and the high school for October 20th 2012 second any discussion uh where are they what are they going to do I I don't have the ins and the outs and the details of it what I do know is the kiddos presented us to Mrs um
Adams and Mrs Llewellyn and um they have taken it and it's incredible opportunity for these kids so there will be a presentation they do that a lot where the kids stick on the plane again I think that's really good yeah we've been to so many Renaissance festivals yeah they I think they came about like just that's why it's a modification on this agenda because it just came about so um I was just wondering yeah I want a chaperone specifically Carol yes Amy yes Vicky and Stephanie yes yes I had the recommendation to purchase the following buses for 2022 at Thomas 72 passenger conventional bus with purchase price of 129 818 and a Thomas type a white special purpose bus with the lift course purchase price of 96 820 these purchases will be funded by the
bond funding available do you have a motion to accept the recommendation for the two boxes uh to be purchased as Absolutely I'll second any further discussions I appreciate the support of this I know Dennis is here to take any questions if anybody has any questions about it the white special purpose bus um will be our first midi bus I guess per se that will have a lift to accommodate um all students and this will be able to provide an opportunity for Mrs kelp and other special education teachers to be able to to take kids to the library or anywhere yeah so before we would have to you know have a giant bus that has a lift and then somebody has to be paid to drive it and so this will be huge for our special
education department and I know they're very grateful when will these buses be when we get them in an improved wall in contact with them tomorrow unfortunately starting next school year was there some maybe right around the year for both of them so they do they make them to order is that how that works yeah as you order them and right now you supply things they're trying to catch up okay tell us about the conventional bus I mean what it it's going to be modern I suppose maybe more certainly more than what we ever wrote when we were kids but what is it that um that this bus will include or anything yeah when you you say School Bus and it fits into the rotation of your 12 year replacement plan if you look at what
your inventory is now you're loaded pretty heavy in a couple three years so they're kind of spread things out and meet you back to where you don't have to buy multiple units at once to try to catch them that's what you can kind of rotate things in and out as they reach that 12 year as the camera technology kept up on those I mean I know we've got probably older camera systems is this anything new out there there's a there's a few little different cameras there's some that are in the middle we go more towards the seats our cameras right now are set up convenient to be sideways because if I were to take you down and get you on a bus the person you would notice would be how tall the seats are because
the federal government has a safety containment portion of the safety crash yeah and make those taller conversely now let's put the kindergartner the first grader in that seat the driver's looking in the mirror you can't see anything yeah so that cameras are coming this way now instead of just straight on all the time on the white Busters you know the sideways thing but there's a couple uh they go down the middle and they have multiple cameras coming out of it let's see just one camera appointments security camera software is easy to operate it's got a good quality there are some of your your small investors a lot of times sometimes because certain students so that takes care of that and then that way then your activity buses they're going to go a long way to
set up there will both of these questions be a smaller one will be the large ones oops and so after we get this bus then we retire or an older bus we will retire one and depending on which we make sure we'll retire on the other one your Suite right now I have several other products that we auction off just to kind of clear the fleet because equalizing back out for some that we're not really equalizing around thank you over that 12-year plan right now you're sitting with eight eight buses or 12 years old it looks like the last bus is probably purchased in 2020 that's when it was manufactured and then before that year 2019. 2007 she must have been a really good deal and it was uh yeah thank you what's the big
muscle diesel on the Earth yeah that was a small one was gifts it's hard to find a piece of engine for the small bus right now they used to use the max 7 maxboard that's going to have a lot of problems any other questions yes Senate agenda items I have the starting with the separation Brown County Schools payroll specialist afford the reporting secretary of an AC cat effective October 28 2022 through the appointment of Brown County Middle School fifth grade girls basketball coach Dave Bartlett group 14 1 000.23 one thousand twenty three dollars I've been effective October 5th 2022. this is a replacement for Greece was the Bartlett as some schools yeah [Music] you're going to be missed you've done a great job thank you questions what is your replacement gonna start from those meetings
oh probably the October 20th one and we'll probably do a little bit of training and she may sit up here to watch and observe so we've got one meeting in between that's a good question thank you any other questions Carol yes Amy yes Vicky and Stephanie yes yes [Music] um I went to um tonight specifically and intentionally I want to thank the board for not only supporting the Indiana School Board Association conference that we had this week but also those that could actually attend with me it is always such a reflective day um to be able to spend learning all about board relations about policy and about government so um thank you for your continued support of that conference and when you can go attending there are um you know it's always interesting every year
there are some superintendents where you know the board has ever fallen so they go by themselves and um I'm just I'm just thankful that I got some people with me um so thank you for that I also want to extend my sincere gratitude award for supporting our team to attend the advanced school safety specialist Academy that was last week in Indianapolis um Trent Austin Gavin Steele Mark Brunner Kelly Bruner Dennis Mills and myself and Christy reitzman we're in attendance um Shane Killinger Greg Bernard Chuck Hutchins they will all complete their certification this spring as you know School Safety and Security is a priority for one of our Broward County school strategy plan in one of the district goals is to have um to ensure that we have a team across the entire district and at
each facility that is certified as an advanced space safety specialist so I think when covid happened with a lot of things um things fell off the plate and when the doe doesn't have a life in person way to certify um it's just easy for everybody across the whole state to let that one roll off and we will now by Spring have everybody across our team fit being a school safety specialist so thank you for your support with that um I want to thank Dennis for being here tonight um and it's always you are able to answer questions that we have regarding transportation and just want you to know very much appreciate that Don I want to thank you um again for more detailed information that you were able to be able to provide on our
budget budget Workshop budget adoption and everything that comes with Finance across so thank you for your hard work in the presentation that you always put on um and then I also want to thank um Chris Townsend and Trent Austin and Performance Services for giving us a tour of the construction over Eagle manufacturing this evening before we made it over here um it's nice to be able to see the progress and looking forward to more um we held our second Brown County Schools Ambassador meeting last week the topic centered around the business of educating kids which again included presentations by Don Ray Corporation Treasurer Dennis Mills of Transportation director Jim Jackson our maintenance director and John Heimer chart Wells director and Paula Waterman who's our food service director the meeting was incredibly informative it ended with
a tour of the Early Education Center highlighting not only the Early Childhood Center the career resource center but we also got to take our ambassadors on a sneak peek of the construction at Eagle manufacturing as well although we didn't miss a few participants we'll be sending out this answers to questions um that people had and then also will be working with David and Allison to build out um a section in our website that is dedicated to just ambassadors and that way we can um hey anybody can go on there and find out information which is always helpful but B it's a it's a good housing spot for us to have this information and moving forward so um we'll be working on that in the next week for students and staff are going to be on
fall break so I'm just hopeful that our our staff our kids our families they take time to relax rejuvenate and enjoy the time with family and friends it is very much deserved [Music] so um it is kind of nice so it's kind of nice there with that um showing how they organize it are they organized I think the whole agenda is on the PowerPoint and it's awesome so that they had that fare and then it's on the site so the report members can use their iPad in this particular School jobs and so I just thought it was interesting to look at maybe something to consider in the future and then there's this this is the form also another sheet here that explains all the rules and stuff and then if somebody wants to speak on
anything then they pick this up and give it to the appropriate people so I just bought copies of it just to give it to you guys I thought it was very interesting positions that I went to um hey I'm glad you brought that up because I went to one of the sessions on Tuesday um that was from a superintendent LED and he talked about um some different ways that he organized information and communication that comes to the board and whether it's new board members or every year with current board members he had some ideas that I kind of want to play with as well so they take a little bit of time to Fumble through some things and see what works and what doesn't work but I would hope that you guys would be open
to some of those things and thank you any other discussion I would just like to say nice job with our security issue last week and working with law enforcement and while Dennis is here about something else we had a new radio system installed for our buses what's your opinion of it is it took me a little bit of time discovered it is nice there's not a monthly fee that goes with it it took to the radio the radio painted the location I didn't gather some other information from it like the speed of the vehicle it's nice it's got some limitations as far as you know stockings containing you're paying a monthly subscription like less dollars a month we've got about thirty thousand dollars it was nice and it did a lot of things with the
system you've got for what it does is not once I figured out what the password was it was the passwords right on top of the radio right but it was nice and I'm able to see how what it is and for a guy who doesn't know as far as the voice radio it was I think with their last system that they did a new location on the tower I think it's supposed to be better description [Music] and it's good well I think it was a major upgrade from what we had before which was um partly because the cell tower which is a new cell towers aren't good chatting good so I haven't noticed any any problem areas where there's a death but I'm sure there's a sliders here around but I just haven't noticed I
bet we can all tell you what it is well I have two votes Verizon so yeah and I'm on a good shot but there's nothing else higher around the North Salem Church oh yeah I'm very satisfied with him to learn something about great great thank you I I was thinking about the same thing yeah I wondered I hadn't heard anything back on um right models and frequency so there's been more than once where there's been a stop arm thing and they've called in to let us know [Music] and you can imagine how beneficial that would be yeah I will have to say on the school safety specialist thing I was surprised how many school safety Specialists you all have which is good education there's a lot more than a lot of bigger schools now so
we're proud of that it's good I think as of last year we may have only had one one in a district that was actually up to certified so um yeah we can do it it's um there's no reason why we shouldn't and have multiple and every facility represented and our district is Mr Steele so he and myself um are the ones that will take will take on anything District in regards to safety but it's different that was the focus a lot of confidence the last two days foreign I'm not going to make a promise it'll be on October 20th but I'm gonna put it down for it to be in the future for me I'm just interested in what's going on there with us you know I my main source of information at this point
is at the website but if there's plans to do different Outreach programs or I know she's done some pretty good work at The Visitors Bureau with this or something there so be interested to see how she's going to apply the craft I think that's a great idea anything else okay um I'll move that we should adjourn okay um
