this meeting to order. Board members, you have the agenda in front of you. What's your pledge? [Music] A second >> motion by Mrs. Neil, second Miss Toth to approve the agenda for tonight's meeting. All those in favor say I. >> I. >> Opposed the same. >> Motion carries 6. minutes from our July meeting. >> July 16th, 11 15. Thanks. Yeah. Uh, we also have a hearing in there. >> I don't think so. I think we still have even if we did, I don't have the uh >> meeting. Yeah. >> Okay. >> This one. >> Yeah. >> What's the board's pleasure? >> I'll make a motion, Mr. President, to approve the board me minutes from July 15th. Do I have a second? >> Second. >> Motion to Mr. Van Hoy, second to Mr. Richardson to approve
the minutes from our July 15th. >> Mr. President, >> could I make a item's not here at the last meeting, but I want to vote on this tonight. I went through the whole packet and everything and any questions I had. I discussed with Mr. Bainy. So, I would like to go ahead and vote tonight as well. >> No problem. As long as you agree with what they say. >> I do. >> Thank you. >> All those in favor say I. >> I post the same. Motion carries. 60. Correct. No problem. >> Mr. Bainy, did anyone register to speak tonight? >> No, sir. >> Superintendent reports. Um, >> we got pretty brief report this evening. Um, school year started and it is so nice to have kids back in the building. Um, hopefully everyone's children slept
as well the first few nights of school as mine did because I think they were out the second that they got home. Um we are seeing uh a great start of the school year combined with um a lot of what we've been talking about over the summer with cost reductions and things that we are going to need to do in response legislation um that was quite frankly out of our control. Um and it has been received by staff uh so well and I am incredibly thankful for that. You don't want to come in and tell people, hey, we are cutting expenditures. Um but each meeting with all of the school staff. Um I I've gotten a ton of emails about ideas. we are not leaving a stone unturned to make sure that those tax dollars
spent um are absolutely necessary to do so. Uh and it just is such a relief to feel like a team doing that instead of feeling like doing that to the team. So, um that's been been great. It is um like I said, we're off to to a really good start as always is the case. There's some transportation things um that we are touching up and making changes on. Um traffic patterns change. Uh the number of kids on buses and car pickup changes. Um typically there's not a 20-minute delay like there was today, which created all kinds of fun. Um, but yeah, we're in a very good spot right now and everybody's happy to be back to it. That concludes my reports for the Thank you. Any questions for the superintendent? >> Hang on. We'll move
on to the consent agenda. Mrs. Madison, >> I have for approval tonight vouchers through 435655 a total of $1,562,641.38. You also have a financial reports um packet that will show bank balances, the fund reports for the district as well as the buildings. We have cash flows for education and operations funds, a transfer resolution for $35,000 from education to operations, and two donations from the Wilkinson Church of Christ. Each one of those donations were $750. Mr. President, I'll second that motion. >> Motion by Mrs. Neil, second Mr. Leonard to approve the consent agenda as presented. Any discussion? All those in favor say I. I. >> Opposed the same. Motion carries. Thank you. >> Old business. The board has developed a document that each board member uh has agreed to. uh I don't want to say adhere
to uh during their tenure on the board of directors. I'm going to read it part of it and then we can talk about it. Um is Charles A. Beard Memorial School Corporation Board of Trustees Compact. The board's conduct conduct and work together are always in the best interest of our diverse community and the needs of our students. Members of the board agree to be accountable to one another and to hold the superintendent, administration, and staff accountable for achieving the corporation's educational goals and objective. Through their collaborative work, the board agrees to the following working protocols and norms. Board members recognize that they have no individual authority, real or implied, except when duly authorized by the board to act as its exclusive representative. The superintendent is accountable only to the full board of trustees. The board
and the superintendent agree to communicate with each other with cander, honesty in a way that does not conflict with the orum event. the open door rule. The board will clearly convey its leadership expectations to the superintendent and will support its expectations through policies and enable the superintendent to implement the board's expectations through administrative procedures. The board expects the superintendent to exercise administrative authority to their fullest bound by the parameters set by the board and written board policy. The board understands that the staff members are accountable to the superintendent and will refrain from interfering with their assigned weeks. Individual board members will refrain from interacting with the media unless authorized to do so by the full board. Identify issues and solve problems through a collaborative process where all members support the decision and actively work toward
its implementation and its success. The members of the leadership team agreed to respect one another and sincerely listen and seek to understand the viewpoints of others and create a safe environment for the productive exchange of ideas. Respect the expertise that others bring to the organization. The board agrees to model best practices and continuous improvement through the Indiana School Boards Association and other leadership development activities. Board members, I'm going to ask uh is there any wording that you wish changed? >> Should the title Charles >> what I have in that right at this moment is the Charles A. Beer MSC. >> It's it's what whatever you want, whatever the board didn't have that. >> No, there's >> Thank you for that. >> It's my handwritten copy that I have. >> I don't care if it's abbreviated
or not, but I think it just be Yeah. Anyone else? >> Does the board agree to abide by this non compact? >> I guess too. I mean, I think that, you know, it's to be known that not only this school board, but then the ones that follow on this as well. >> This is hard to get done if times are bad. >> Yeah. If you don't do it with a school board that is already acting in these practices, um this board's legacy through something like this has a much greater chance of continuing year after year after year um with this with this being done. So, um I appreciate that you guys have have undertaken this and this will be a very clear expectation for boards to come and superintendent to come. >> I'm taking that.
You made a motion to accept that. >> Yes, sir. >> I'll second. >> Motion by Mr. Leonard, second by Mrs. Neil to approve this compact as a board resolution going forward. I'll agree with Mr. Bainy. Uh this board has been acting on this through these criteria for many years. And like you say, it's easier to put something together like this when things are going good when things are not. So motion on the floor is to accept. All those in favor say I. >> I. >> Opposed the same. Motion carries 6. Thank you very much. Uh, new business. We don't have any discussion items. New business action items. Personnel report. Mr. Bane. >> Uh, personnel report for this evening. New employee Hannah Warner, Title One, KISS. Emily Irwin and Elliot Hogan, special education aids at KISS.
Change in positions. Katie Cook, third grade teacher. Bana Ruck, kindergarten teacher. Haley Clugsley, first grade, and Emily Roland, preschool teacher. Um, ECA's Alicia Chu, junior high cross country. Robin Gregory, 12th grade class sponsor. Scott Pickroll, fourth grade team leader. Lisa Kennedy, fifth grade team leader in Spellbull. Darcy Cooper, sixth grade team leader. Kylie Reynolds, seventh grade team leader in yearbook club. Megan Falconing, eighth grade team leader, homework help club, first and second semester. Lisa Lynch, National Junior Honor Society sponsor, Nicole Black, KISS Voice. Lisa Chappelle, Homework Health Club, first and second semester. Nikki Shelton, homework health club, first and second semester. Bronson Die Games Club. Carrian Falls Art Club first and
second semester. Liz Moore math bowl. Uh that concludes personnel report for this evening and I am so appreciative of seems like every teacher does at least one extra. It's appreciated. Most of them do more than one. >> Quick odd question for the ECA Lisa Lynch. Is her name last name spelled correctly? Uh, not that sh. >> It's L I N C H. >> Yeah. >> Last time I encountered it, it was L. >> That is what they go by. LC. >> I'll second. Mr. President. >> Motion by Mrs. Toss. Second Mr. Van Hoy to approve the personnel report as >> correct I guess. >> All those in favor say I. >> I opposed the same. Motion carries six. Thank you. >> We have a proposal for a new activity bus. >> Couple of them. Steph,
you want to take this one? >> Yes. Um in front of you you have a recommendation to purchase three activity buses and one wheelchair accessible activity bus. Um these are used for transporting back and forth for vocational for special ed and Newcastle. Um they're used for a lot of sports and club strips as well and they tend to have a lot of miles on them. So we would like to replace the fleet and add one. And >> this is a purchase of a lease. Correct. >> Correct. This will be purchased through bond funds. >> Okay. Total for all four is >> 321. >> That's for the um three buses, the three activity buses. >> Okay. >> And then how old >> above that you will >> the wheelchair bus is another 18,000. Okay. >> So,
for a total of $440,238. >> That's after trading. >> I'm sorry. >> After trade in. >> Yes. Well, this does not include tradeins, but we also don't know that they're going to be worth anything. >> Go ahead. Okay. to the trading. >> Okay. Board question on the the three columns of data. Is one of those selected? Um yes, it would be the one with the lowest price. Um which I believe are all Thomas buses. Um this comparison is gathered by um Central Indiana Educational Service Center. So they go out and um quote all the buses for the schools at the beginning of the year. So this is for their comparison >> that that does not include the trade. Well, if there's any value that maybe you never know. >> Okay. >> Not to exceed. >>
Yeah. Not to >> um No, I'm sorry. I meant the boards. If the board chooses to approve this then that motion will be done with a not to exceed this number. So whatever those tradeins are um would fall under that. So yes the trains would come back to us through discount offerings. Now, the company that we're buying these off of, are they willing to take trades? >> Mhm. >> Yes. >> Yeah. >> We'll be using Kerwin. And they do take tradeins. >> Okay. >> It may be something where we could be get more money from them if we do it ourselves rather than trading them in. So, >> we'll see what they >> But if we do it, we got to do an auction, right? Yep. get price as well. We got a bunch of
stuff to sell. >> What's the timeline on when they get done? >> Um, we're fortunate enough that they have I think the wheelchair one already made and ready to go and I think that the other three are in production. So, if I'm able to get a purchase order to them um this week, we should be set because normally there's a year's lead time in >> we'd be looking at probably less than 90 days. >> Yes. >> I think it does have to be auction. It has to be a public option. >> I think it have to be at a public I guess we could take sele [Music] when when we had the old vans. >> We took seal beds on those. >> Yep. We could advertise them. >> We could auction off mini refrigerators. Sorry,
too soon. Well, we can figure something out on 3D at some point. Whatever the advantage is, what's the board's pleasure about the purchase? >> Second motion by Mrs. Neil, second by Mr. Richardson to approve the purchase of the activity buses in total. Any other discussion? All those in favor say I. >> I. >> Oppos the same car. >> Transportation handbook. >> Mr. B. >> We have three. >> Jason's not here to >> Yes, he is watching the stream. Uh we have three things uh grouped together under this item all for the transportation department. Of course if the board would prefer to consider those separately that is absolutely no problem or it can be done um in one action. We have rebuilt the uh entire transportation handbook. Um has a lot of really important changes when
it comes to our uh cost effectiveness and efficiency. um compensation schedule has been updated with a recommendation to increase the daily rate by $10. Um that increase will bring the average daily rate of bus drivers to $114 per day. If this recommendation is approved, our route compensation will have increased by more than 20% over the past two years. The average driver will have a pay rate of $40 an hour or over. Uh the difficult part about it is three years ago we saw a a significant increase in the number of what we referred to then as shuttles. Those are transportation items trips that take place during the school day. Um to the point where we were spending well over $100,000 on this. So, um, we went through and reviewed every single one of those to
make sure that those were still needed. Uh, we looked at whether there were more efficient ways of doing this without impacting students ability to um receive the same level of service that they received before. we made adjustments to that compensation for those types of trips to better represent the time needed. Um, for example, if you're driving kids from KISS to KHS and it's a a four or five minute trip, you want to make sure that that is an appropriate pay amount. Um the the difficult piece is that we will have some drivers who are overall making less money this year with all of these increases than they did last year. However, there's also less work. They're not driving those shuttles that have been eliminated. Um and there are also a number of opportunities to drive
extra events and make up for that. Um, I point that out because that is included in your transportation compensation schedule of what some of those extra things are that bus drivers do and can take care of those things. Um, so the other piece to it and the reason why I was glad to see it increase by $10 last year and um, pushing it another $10 this year. When we get to the point where we're one campus, there's not going to be any shuttles. Everything's going to be right there. So, um, my concern was that we get to that point and eliminate the shuttles without having adjusted drivers daily schedules and now we've got a huge discrepancy. So, um, that's kind of the wise behind behind the changes and what we're looking at. Any questions about
any of that? Also in your packet, you have the list of approved drivers for the 2526 school year. Um, and as I mentioned before, you have the compensation schedule for the transportation department. >> Jason, if you're watching, that's on anybody. Unless you the whole thing. >> Yeah. I'm a volunteer driver. >> Yeah, >> you >> She's a volunteer driver. So, >> she doesn't gain anything by voting or abstaining. >> No. >> So, I don't that eliminates the potential conflict. >> Yeah. >> You need a second on that, Mr. President? >> Please. I will make a second to uh approve the transportation department handbook, compensation schedule, and driver rules. Motion by Mrs. Toss, second by Mr. Leonard to approve uh the transportation's department's uh recommendation. Any other discussion? All those in favor say I. >> I
oppose the same. Motion carries 6. Thank you. Any other business come before the board seeing hearing? None. Does anyone from the public wish to step to the microphone and speak to the board? Close it off too quick, but I don't want to keep you everybody there all night. Okay, board members, I'm gonna uh start this off. I have a thank you letter from Carly Smith for uh she is incredibly grateful to have been selected for the board me board school board scholarship. Thanks to your scholarship, I'm able to work towards my lifelong goals and achieve them. Being selected has also motivated me and helps me know someone sees potential in me. Thank you for your generosity and supporting me and supporting our community. Charlie Smith. I'll pass that then. Melissa, [Music] >> is it just
me or does he pick you first every time? I don't know. I'm gonna start. Um I'm glad that everyone's had good starts in the year. Um I'm always happy to see when we have enough bus drivers. I know so many other you see signs everywhere. So you know people are hiring bus drivers and looking for bus drivers. But it um it's amazing to know that we have drivers and volunteers or not volunteers but sets as well. Um Charlotte from Lily's a scholarship. >> Okay. It was it was wonderful. Um then uh the war compact I think it just shows staff where we are at the board as well and give them a certain amount of peace I guess um to know what the leadership and what um standards that we hold ourselves to here. Um,
and I think that's a toss down. I mean, just the kind of integrity and dignity and honesty that is expected here at here. So, I'm glad that it's worked time together and do that and it was fun to spend time together. >> That's it. Hope the year continues to go. >> Um, I express my sincere appreciation I mean, >> well, I I too want to say uh thank you to the administrators and the teachers and everybody for this didn't start with new school year. Uh it's going to go fast as we all know. It'll be over before we know it. Um but anyway, thank you everybody for that and I'm I'm real glad that we got that board compact. I've been on the board many many years and tell what now when I first came
on the board I'm thinking you know what do you do? What can't you do? And I think, you know, this lays the ground for all of that to have happened and I'm glad we got that finished. And it's about all I had. Monica. Um I felt like through the meeting tonight there were multiple times that um we know this year things might be a little bit tight but um everybody works together and I think that's what makes night sounds special um that everybody's willing to chip in and do their part and um be it from you know losing refrigerators or um you know doing extra activities and groups as far as even the community because it's it's almost monthly that we have donations multiple donations from the community. Um, so it's all very much appreciated.
That's what makes us special. >> Great. Um, as always, my continued appreciation to all levels, the administration employees, the uh administrators, the the teachers, their helpers, medical services, transportation, athletic department, all of the working together to make another school year get going. like to acknowledge the two donations from the book of Christ with the other comments. This the numbers of these donations it's appreciated. It's great means something on the compact recognize Steve Association having come over two days two Saturday afternoons wasn't what I thought we were going to do that but with his help and mentoring and refereeing and mentioning and this is and that's that's how we ended up with all those points worded words came from us and um I've been on board nine years now and all I've ever seen is activity
exactly as those points linked cooperation recognition movement together maybe Some other times it was a point that we have a base good strong bas instead by way of summary of what that compact means the national anus of many I say this is that. >> Thank you. I'm going to make a announcement about the uh ISBA's fall conference coming up in the middle of September and encourage you to to be there especially since we've got a couple of folks that's going to be presenting to a group on a topic. So, We've got the one of the finest business managers in the state amongst us and she's going to be presenting with Mr. Damian and I'll tail it along just to be an agitator. So anyhow, uh I've been on the board almost 19 years and and
this compact the board agreed to tonight has been as far as I'm concerned 19 years coming. Hopefully uh prayerfully um It'll continue for many years to come. We've got the best staff, the best administrators, and I'm pretty sure I'm going to stick be got to brag just a little bit. One of the best boards anywhere in the state. Everybody works together to achieve success for our students more than I've seen anywhere else. >> Thank you. >> With that, Mr. >> Mr. Bur last comment there. >> School boards aren't overly ranked across the state of Indiana, but there is a data measurement that I follow. uh the Indiana School Boards Association of this all board members and boards who achieved the different ranks education funds and about a year ago there's seven boards in the state
of Indiana that had four members of Nice. This year the ranking came out they were on three boards that had four. We're still on with uh Susie Neil's recent achievement. We may be the only board in five that just says number one but looks good to me. >> Mr. B. >> Yeah. Nothing. You got nothing. >> We're injured. [Music] >> Goes with that code. >> We need to go down. We went that way. It needs to go down this way. >> Okay, that's stream is off.
