My computer's not open. That's okay. I would like to introduce an outstanding eighth grader at Middle School North, Mr. Cameron Trice, and he's going to lead us in saying the pledge of allegiance. I pledge allegiance to the To flag of the United States of America and to the republic for it stands one nation indivisible with liberty and justice for all Mr. President, I move we adopt the agenda as presented. Next, I'll turn it over for the middle of the day. So, I would like to uh start with our student Cameron Trice and remember this guy. Remember his name because he's going places. So, um I'm honored to recognize Cameron today as our in our student spotlight. Uh his op optimism and joy for life are truly contagious. uh making a posit he's making a positive

impact on both his peers and his teachers. He leads by example. Um striving for greatness in both academics and athletics. Um he's just he always has a smile um he his kindness, his resilience, his ability to lift others up um just make him an exceptional student and a perfect choice for this recognition. So I want to congratulate Cameron All right. And then I'd like um Melissa Wilson to come up. Melissa Wilson uh is our secretary to the assistant principal and our building receptionist. And um she just has such a warm and welcoming uh demeanor. and she has created just an outstanding um you know front office where everyone feels welcome and um is just a joy to have around. I've even had parents tell me that they now come into Middle School North um just

to get some Melissa Wilson therapy um because she's just so kind and warm and and has been uh just excellent at um efficiency and just improving all things. And so we're really proud of her and she was actually just named our um staff member of the year officially from Middle School North. And so I'm proud to present Melissa and then Amy Franklin. So tonight I'm thrilled to recognize Amy Franklin in our teacher spotlight. Amy's a true team player and um she consistently goes above and beyond to support her colleagues and her students. Um her dedication to creating engaging, resourceful, and meaningful learning experiences is truly inspiring. In fact, um I did a formal observation in her class a few weeks ago and I've been a principal for over two decades and it might have been

as close to a perfect lesson that I've ever observed. Um just does a fantastic job. Again, she's kind, she's professional, um she has great commitment, and she's definitely a leader at Middle School North. Thank you, Amy. What's your favorite lunch? You know what you want to do after? Still early. You don't have to Remember, it's still math. So, next on the agenda is public comments. question. Hearing no comments or questions. Do I have a motion? Mr. President, I move that we approve the consent agenda as presented. Thank you. Do I have a second? Second. All those in favor please by saying I read policy. Thank you Mr. Daniels. Um, tonight is the second reading of the proposed policy revisions. Uh, there's been no change since we presented these last month at at the board meeting

and so we're recommending approval of the uh, proposed policy updates as presented uh, last month and this month. Thank you, Dr. Long. Any questions from anyone for Dr. Long or anyone on the policy revisions? As always, revisions just catch, right? Right. They're they're um they they usually come at the tail end of a change in in in law or policy by the state required by the state. Any other questions or comments? Do I hear a motion? Mr. President, I move that we approve the policies revision as presented. Thank you, Mr. Alexander. Do I have a second? Second. Thank you, Mr. Russell. All those in favor, please signify by saying I. I I opposed 5-0. The eyes have it. Next, we have proposed revisions to the Central 9 operating agreement. Um, who will be presenting that

tonight? Dr. Taylor. Dr. Taylor. Thank you. Oh, yes. The Let me grab the dates. Is that Central 9 Career Center? Yeah. Approved an update to their operating agreement. Um, their board approved it on February 13, 2025. Um the really the major change were non-participating schools and the students they might send. Um the change was to attach those students to a participating school moving forward. Um it's actually a practice they had in place this year and so they're just formalizing it into the agreement and we recommend full support of this change. And I know Mr. Alexander, you're on that board. Is it something that they're doing because they're running out of space or is it is there a reason why they they've made that change that you're aware of? Um I think there was two drivers.

I think input from the superintendent um and you know um several other programs at C9 are at capacity. So they wanted to make sure that we're taking care of the participating schools um first that are paying the paying for those spots. So it was a it was a good change to the policy. Do we know how that impacts from someone who maybe doesn't live in our district but goes to our school? Do they qualify? They would not unless they actually attended our school. Now moving forward. So an out of district transfer to Centerrove transfer out would would be eligible to So if someone lives in a non-participating district that wants to go to C9, they should transfer to Center Grove. Yes. Yes. Preferably. Yeah. But they may transfer to any of the nine schools. But

we prefer But we prefer Center. Prefer it be Center Grove. It and and um Mr. Alexander's exactly right. We get first dibs at our seats and they're divvied out very fairly based off enrollment and AV size. We also get a second round of other school seats if those aren't filled. It's only then when they go into the third round that they look at nonparticipating school students and they're looking to formalize that and just kind of do away with that third round and have these kids be part of a partic participating school. Okay, I jumped the line. Any other questions or comments? Do I hear a motion? I'll make a motion that we move to approve the Central 9 Career Center operating agreement as presented. Thank you, Mr. Alexander. Do I hear a second? Second. Thanks,

Miss Counts. All those in favor, please signify by saying, "I I opposed." The eyes have it. Uh, next item on the agenda is a preliminary determination hearing 10:28. I believe Dr. Taylor will be presenting. Thank you. Yes. I do have a script that I need you to read for me there. Absolutely. I now open this public hearing. I'd like to turn it over to Dr. Taylor to present the project, the financing of the project, and the actions we're taking this evening. Thank you, Mr. Daniels. This presentation has not changed since we met in February and did the initial 1028 hearing. So, I'm just going to hit the high notes. Um, anyone who wants additional details definitely can review back to to that presentation. Um these are two projects that we're proposing this evening. Um the

first one is middle school central every want to scroll down real quick to the work slide. Um the majority of this work is going to be in the physical plant and the HVAC renovations to bring that equipment up to uh current standards. We'll also renovate the finishes and floor coverings. Do some um cosmetics in the west gym and some reorientation of the of the floor to make that more a better usable space. Add an additional restroom in the lower level. uh rework the office area with a no major renovations but just give it a facelift and a couple new offices and then touch up the exterior paint. That's the first project. The second project in the package this evening is something that we've done since 2009 and these are reoccurring district projects. We use these

to keep up the maintenance and equipment and technology and security equipment throughout the corporation. We also recently started using this to purchase student technology devices and for the purchase of school buses and I wanted to indicate that out. Um we don't purchase curricular materials out of this fund. We do however purchase the device that a student might access a curricular material on. Um and so that's the use of this. Um this this both these projects come in um at a total of then 25,000 or 25 million. It's 17 million for middle school central and $18 million for the reoccurring projects. Um also just real quick, Miss Dober, if you'd slide down just a couple more slides for me. I'm just looking for property taxes. Right there is good enough for me. Um both these slides

contain all of the necessary information along with the resolutions for the board's action this evening. But the biggest thing is in the box of red. This will not come into any tax rate increase um to fund this project to something we're going to be able to fit right in our current tax rate and continue on. And we plan to pay back, especially the 8 million portion quickly like we have every time um when we've done those um those maintenance and technology projects. Um that's all the content I feel like I needed to rehash this evening, Mr. Daniels, but I' have to entertain any other questions. Just a point of reference You said 17 million and 18 million. Thank you. Yeah, I just want to make sure people knew that it was 17 and eight. Yeah,

I apologize for going a little too quick through that. You are correct. 17 million and then 8 million for the reoccurring. That's the same number for reoccurring that we did this prior year. And for those at home that might be not be able to see the screen, I like the capital maybe put in all caps next time, but I like the red in the upper right hand corner that says no tax rate increase due to this project. That is correct. which we are going on what 11 12 years pretty well stated. Yes. Very since 2009 we we've maintained a rather flat tax rate eb and flowing. We did raise it two years ago for the energy savings project. That's the only increase really of of major note. It was two yeah it was 4 cents

at that but that was and that brought us to the average and that was an investment in the future. I mean we're going to see the savings from that. That is 100%. We are seeing those savings. I did present that in January. Thank you. Great questions. Thanks for the correction there Dr. Any other comments or questions as it relates to the uh 1020? Well, actually, first let me open up the uh to the members of the public if they have any comments or questions. Uh Hopper may want to want to bark on this one. Um but if if anybody in the public has comments or questions, this would be the time. Seeing no one from the public appearing. Um are there any board members that have any questions or comments? Made my comments the last

meeting. Do you remember when was middle school? I don't know off the top of my head. The last real renovation though I believe is the late 90s. Right. 90 I think they finished that right after the high school. So 96 98ish. Does that sound right? It does. Yeah. So I can find that out by the end of the meeting and let you know. Mr. Russell kind of looked at like when we replace the pool people's still new. It's like no it's already years old or whatever. Same with the middle school central. It's a lot older than we think. I went there. I went there. It wasn't there. I think you just you just proved proved this point. My junior high got tore down. So, so I I uh close the public hearing and I ask

if we have a motion. Mr. President, I move that we approve the 1028 preliminary determination resolution for the 2025 middle school central and districtwide go projects. Thank you, Mr. Alexander. Do I have a second? Second. Thank you, Mr. Russell. All those in favor, please signify by saying I. I. Opposed. The eyes have it. 5-0. Um, a few announcements here. Um if any of the members of the public would like where we will have good for the grove this evening after the uh session closes. Also there will be a public works session on April 9th 2025 at 4 o'clock in the IT learning hub. We will post notice of that. Uh the gala for the grove at the garment factory is April 12th, 2025. Be in Franklin this year instead of downtown. On April 17th, we

will have an executive session at six o'clock uh which will also uh be be published. The executive session closed to the public. Following the executive session, also on April 17, 2025, we'll have a 7:00 board meeting right here. So, those are the official announcements on behalf of the school. Mr. Russell, do you have anything to add today? No. at ISBA board of directors meeting. We're fighting hard on this budget situation that's going to come down the pike. Thanks for the update. Anything else, Miss Downigan Smith? Um, I think you guys probably all got an invitation, but the first robotics team here is moving on to state, which is going to be hosted here. So, that's really exciting. And they won the biggest award last weekend, which means they're eligible to win the state version of

that award. qualifies them for world. So keep your fingers crossed for that. Thank you. Miss C, do you have anything to add? Mr. Alexander, nothing this evening, sir. I always seem to forget asking the doctors if they have anything to add. So I will just answer Mr. Russell's question. Middle school Central was built in 1976. Wow. I wasn't there then. It was two years after I graduated. Thank you. Dr. Long, do you have anything to add? No, sir. I have nothing else to add. Um hereby close the uh or actually can I get a motion for adjournment? So moved. Do I get a second? Second. All those in favor signify by saying I. I. Opposed. The eyes have it. We're adjourned. High school.
