there you go there we go good evening so I'd like to call the uh regular board meeting for Thursday February 8th 20124 to order the four first order of business would be our Pledge of Allegiance hello this is my name is Ron Seiner principal of North Grove El school and I proudly bring Aurora Goff here to lead us in the Pledge of Allegiance I you start to the flag of the United States of America and to the republ for stands one nation God indivisible andice for all agenda come okay up next we have the adoption of the agenda Madam president I move we adopt the agenda as presented thank you Mr Alexander do I have a second I'll second thank you Mr Russell um all of those in favor sign signify by saying I I

I any opposed motion passes 5 Z and next we have uh Mr serer with North gr Elementary all I was just actually kidding with Aurora I I bring in all the people make me look good tonight so first up I would like to introduce Aurora gol if she would like to please come up here Aurora is a fifth grade student at North Grove of course um she's here with her parents David and Ashley and her little sister Amilia joined her here too um very sweeter to join um but yeah Aurora does it all she is our student council president of course does leadership with that but also she's involved their Viking voices choir she just started a folk dance club did the stem Club um and really you know her she's student council president which

obviously there's leadership with that but it goes beyond that um her leadership just by Leading by example she exemplifies our core character values each and every month she always gives her personal best to strive for excellence and really in fact I was just talking to um one of your favorite teachers who was um previously a teacher years the other day she was talking about that she really loved seeing you like helping kindergarten students on some of the work that they do um just one more thing you do to support our school and you know it almost helps me get a pat on my back whenever I shared with our North Grove teachers yesterday who was going to be representing um our school as a student and I got oh my gosh what a good pick

Mr serer so um I proudly bring you Aurora golf fifth grade student next now actually I was talking to Aurora today and she asked me what teachers are coming here today so I shared and when I said Diane Mamon she goes oh my gosh I love Mrs M so I'm going to bring up Dian Mammon up here so Diane actually went to school and first started teaching social sciences in terot correct um or I know you got your degree from Tero Indiana State and then um started teaching and then left the world of education and went into the business sector for a little bit but then she decided that she loved working with kids loved working at schools and she has been with Center grow for years um so um those 33 the last 14

have been at North Grove because before that she was with West Grove the entire time but has made that transition so um we love having her at at North Grove um you know just echoing the words that aora was saying because really like her role she's a special education assistant and and really um I mean although we encourag and work with all kids roora is not someone she would would be looking to work with but really she is wants wants to support and love all children and that kind of just shows you know like her comments of like wow I love Mrs mcam and just so how much she impacts all of our students and all of our staff and just one more thing you know just stealing phrases from people like I had a

teacher actually say to me today they said I love that you um chose Mrs mcon to come here tonight she moves mountains I was like she moves mountains that is wonderful um that is great um not my quote but I am stealing it for tonight so proudly bring you Dian Mamon thank you next I have our art teacher Chelsey rank Dolan so Mrs Dolan I I'm stealing from Bob Ross a little bit here but I do know she takes this approach that um there are there are I don't know if I say it right but I know it ends with there are only happy mistakes um yeah beautiful oops beautiful oops yes there are beautiful oops only happy mistakes because really um I mean she teach obviously I think you figured out she is our

art teacher but um it doesn't matter how artistic you are I don't think there's ever a child that ever leaves that class that feels like that they did not have a wonderful project um you know I know that I am I am that person like I am not artistic but I could sit in her class and feel very successful like wow I just made a Picasso um so between that but I always tell her that she has the least stimulating art room that I've ever seen just because art rooms I worked in a lot of art rooms and usually pretty stimulating um there's plenty of Art and really an art room though is pretty stimulating in in her room kids are so free to talk and work and they brag and they show off their

stuff yet we have children who sometimes in other settings struggle with those large large simulating but somehow that there even though it's very simulating they do not I think that's CU she has that perfect balance of having a stimulating room with love and nurture and caring um caringness and along with that um something really big she did this past year she brought to us our celebration of the Arts and um and really turned our whole school she didn't tell me what it was but I just said wow our school kind of looks like Pandora from a she's like yeah that's what the the purpose was but so and and really uh we loved it the community of cars trying to get in and out didn't really neily love it because it was so many people

who came and we're excited because next month we have another celebration of the Arts that we're doing some new things with it and really excited to be announcing that really really soon so so proud just one of those people that make me look good better than what I really am Chelsea Dolan and I'm only 68 years old [Applause] s school all right up next we have uh Dr hoofer with teaching and learning is that right and tonight we're going to have a focus on and learn more about our special education program so I'm going to have k Dr join up here because they're going to drive here in just a second and share all the good work with you oh I'm really driving okay all right I always go back to all of our work

no matter who's up here on what topic we're talking about we lean into this work that we have a system for all that we're doing and it's all connected the better we get at making those things work together the better our machine works where our system works and so the work they do in special education crosses all three of these areas very much how we do the work because ucation students don't go to that place to learn it's not the structure we are all learning together we have shared accountability for every student no matter whether they're in a special program or not and so it's a collaboration of all types of teachers working together and I'm sure they'll Express that in their work um sometimes we do have to different methods so effective teaching for

special education sometimes looks a little bit different and um that's more with special ucation teacher support and then of course our curriculum every students are trying to guarantee that they all learn certain essential things that are them go over to them and share lots of great support all right so as Dr Hoover said first of all thank you so much for letting us come and share um Mrs Brown and I promised that we would not get into the weeds with lots of things because we are very passionate people and especially passionate about special education so we'll do our very best to keep it under an hour or two no I'm just teasing just kidding Dr long I'm just kid all right so just taking a look at our special education um enrollment and and who

we serve so just kind of gives you a look at the district so we took a look over a 15-year period of time so 5 10 five and 15 years from now and the black fill shows you our growth in in general education student enrollment so as you can see I mean we're all very well aware that we have you know our we're our student population is growing but the red fi also represents our number of special education students so that also represents just that number is also growing so while it's remaining about in that you know we're hovering right around that 177% which is was is pretty average across the state of Indiana as far as a number of students that are enrolled in special education programs it just kind of shows you that

you know the needs as they grow with enrollment they also are growing in special education okay then taking a look at our areas of Eligibility on the second chart um in the state of Indiana there are 13 areas that they recognize as special education um areas of Eligibility um there are four here along with prek but we wanted to point out um autism spectrum disorder emotional disability specific learning disability and other health impairment and other health impairment while it's not totally inclusive of all of our students that have attention deficit a large portion of our students with attention deficit disorders are served under the El area of Eligibility of Ohi um we pulled those four because that serves about 65% or that represents about 65% of our student population and as we look at the

needs and some of the um variety of needs that go along with these areas of el ability our students on the autism spectrum emotional disability um attention deficit and and even in our specific learning disability those are not just specific to areas of academic need so we're also looking at the growth in all of those areas and also needs and other other spaces to keep our kids successful in as much in our general education and as as much as they can be in the environment as possible okay so now we want to share a little bit with you about our over structures in special education because those overall structures are really built on Federal and State accountability systems and this is where we probably could talk for like an hour but I promised I'd be

really short so um just to review some of those big federal laws and expectations that our structures are built on the first one is Essa or the every student succeeds act this is formerly known as the No Child Left Behind Act and it really puts emphasis on results accountability we don't just want our kids to go from grade level to grade level we want to see results from grade level to grade level section 504 in Ada or the Americans with Disability Act this is preventing discrimination for students or individuals with disabilities and also make sure that we provide reasonable accommodations to anyone with a disability so that they have access to our education programs idea is the individuals with disabilities Education Act so many words right so many accredits that's what it is in special

education we should have done that but that is our primary federal law and that requires a public school to provide a free and appropriate public education for a student with a disability and the two main components of that are developing an individualized education plan and making sure that our students with disabilities are taught in their least restrictive environment at the state level that's called article seven so we have our own state level regulations for that as well when we're looking at it from an Indiana expectation or system lens first and foremost we look at that Indiana Department of special education mission statement you can see that beautiful Vision over to the right right and it just shows you all of the great things and shared responsibility that goes into creating positive outcomes for students but

it is the expectation of the Department of Education that all students even those with disabilities are held to high expectations and have Equitable access to educational opportunities that enrich their lives and prepare them for future success as I mentioned article seven is really just State regulation that connects itself to Ida and then we have Indiana's accountability system which is called results driven accountability and I'm going to go to the next slide here in just a minute and there's a lot of data on the slide but I really want to draw your attention to just a couple of things so here is six years worth of historical Center Grove specific results driven accountability data so that top of the table you can see that that is in the results category so I'm sorry I should have

told you results driven accountability is looked at in three areas one is results one is compliance and one is timely data submissions so underne results you can see on the left hand side all of those subcomponents that um we are rated or evaluated on anything in green shows you that we scored the highest rating in Center Grove that means that we scored in the top 20% of leas in our group and those groups are based upon school size not necessarily peer groups but just school size and we actually are moving into the largest size next year because we've reached 10,000 students yellow means that we scored in that next level which means that we're in the top 40% of leas in those areas so what do we use this information for we first and foremost

compare our own scores year to year why did we increase in this area why did we drop in this area and we create actionable plans and steps so that we can make sure that we celebrate our successes but also look at areas that we need to improve we also work with those other leas in our peer groups and we look at them and we say man we we dropped in that area but you guys gained what did you guys do how can we work together to figure out how you're excelling in an area or we can look at common data Trends sometimes we find that we've gone up in our leveled rating but we've gone down in our performance and we're like why did that happen you know so it's really nice to be able

to use that um that data within Center Grove schools but also being able to work and network together with our peer schools the bottom of that table is about compliance And Timely data submission I don't think people know how much behind the scenes goes into special education because doing all that great work with our kids and we're really really trying to close that achievement Gap but a lot of it is built on compliance are we meeting timelines are teachers holding case conferences on time we have grants and data submissions that are due and if we don't do those things on time it can impact our funding which ultimately can impact the resources that we can give to our students so we really want to make sure that we're compliant in those things um and that

we're submitting that information on time so I think the big thing that we would want you guys to see here is over the the last several years we have scored in the highest rating which means that we've been 100% compliant in those areas and we've met all requirements for Indiana's results driven accountability as well as the federal accountability system now we want to talk about the awesome people Diane left but she's one of them we have so many Special Education Heroes who are doing that work each and every day in our buildings to make sure that those structures exist and that we are meeting those standards and Dr st's going to share yeah and so we've heard often it takes a village and there are a lot of services that go into special education not

just teachers and as you can see we have we have large numbers of teachers but we also have a lot of support folks that are able to help us out um our school psychologists play a critical role our speech pathologists are able to um provide specific services and all of our school psychologists and our speech pathologists and occupational therapists and physical therapist requireed degrees that are well beyond um just a bachelor's degree so they they have to they have to exceed those expectations to be able to get credentialed um we have program support those folks help us with our special programs we have Behavior coaches that are added and they're able to support those behaviors in the classroom specifically for students and also in programs um and then we recently contracted with a board certified

behavior analyst who also works with our behavior and she's able to help us out in a lot of different spaces um that help us just to be stronger and better um and grow building capacity in the staff that we have not only in special education but also in the general education setting and I'm really proud of that I've been here now for six and a half years and as our needs have changed and our population has grown we've been able to develop in those areas like Dr Staley said the bcba or that board certified behavior analyst she just came on contract last year because we recognized we had a lot of students transitioning in from ABA centers and we needed that specialty area and that area of expertise so we really app support in being

able to grow in those special education Heroes all right another thing we're really proud of in Center Grove and again this is thanks to the board and all of the district leadership that is able to support the programs that we offer but we are able to offer a a very full Continuum of services to all of our students with special needs so uh Mrs Brown mentioned earlier we talk about lease restrictive environment so basically the goal is that we serve every student in the least restrictive environment POS possible for them to access education to for their peers and have the same opportunities as we go up the chart as from the bottom to the top those those restrictive environments become more significant and those just those match the behaviors those match the academic needs those

match the special programming but according to with you know with RDA it also monitors that so most of our students are served in their home school with the services that we have provided um in that 50 which is the Le restrictive of all of the environments um our more special programs again as you go up the Continuum the the most separate or the most support that's required we have a lot of programs that are special um programs within our district that are offered across the district in different buildings that support specific behavior needs um significant academic needs um and and just across the board in all those special areas that require more support the only thing that we are not able to support in our Continuum is a full-time residential so when we have a

student who is who has you know needs that are beyond what we can support in this District that's when we would have in that full-time residential and right now we we don't have students that are being served in a full-time residential so we are literally able to take care of every student in the Center Grove District within our programs within the district which again really proud of but we couldn't do that without some great support from our team yeah before you move on I want to share some significance of that because for some of those services with numbers of like 52 53 54 or not 54 52 and three we were using our Co-op to provide a lot of those Services when we were with earlywood so when we um went became independent we had

to either contract those out or bring those into our district so that has been a lot of the work of the last six years to not only bring them in but start to make them run effectively and efficiently and having no students that we can't serve in our own dist district one is a hugee um Kudos because districts half our size sometimes size have 10 to 15 kids that they're paying for in other placements that we're able to serve here um and and we only we just had one I think in the last year or two so we that's a phenomenal number that I want to give them a lot of credit for and the teachers and those special programs that we able to serve here and every time you send students out of other

places it costs a lot more than when we can do it here so it's two benefits one is a cost benefit the other is we keep kids at home so I'm really proud of that and their work so the last thing we want to share to you is specific to Center Grove we created this Vision framework several years ago and it takes into consideration those federal and state accountability structures what's important to us and servicing students here but as you develop those individualized education plans we also to make sure that we are providing Equitable and exceptional experiences for all so we feel like if we have the same framework that we can all Resort back to we can make sure that we're doing that for each and every student so if you start at the

top those are basically our primary goals and expectations number one we know what is special about special education if a student qualifies for special education they need something more they need something different than what they're getting in the general education classro so we have to recognize what that is secondly we want to be working to close that achievement Gap that child with special needs and their typical peers so how do we do that we go to that next level of the framework we have to make sure that they're taught in that least restrictive environment so as you know Dr Staley was just sharing that Continuum It's Our obligation to have every level of that but we have to make sure that we're placing students at each of those more restrictive letter levels very intentionally so

how do we do that we're creating purposeful and meaningful IEPs every student with a specific learning disability doesn't get the same thing every student emotional disability doesn't go to a behavior program so how do we Define or figure out how to make that intentional for kids we use those four main components at the bottom and we work from left to right not from right to left so we focus on present levels first and we look at the whole child what are their communication skills what are their academic skills what are their behavioral skills what are their social emotional skills we see them as a whole child learner and from there we then have to develop goals and I always tell our teachers we can't fry all of our fish at once to choose those those

um lagging skills that are identified within your present levels um that are impacting that student's education the most from there we do what's special about special education it's called specially designed instruction we talk about it a lot with our teachers um but that is what is different how are we going to teach that child differently than they have already been taught to be able to make progress towards those goals and last last last last then we determine those Services the frequency of them and the of of them and the reason that we don't ever want to work from right to left is if we are we can sometimes be too restrictive with that first thought of what we need to do for this student so again it's really important that we work left to left

to right so we feel like this has been really helpful um in making sure that all of our Special Education team is on the same page and what our vision is for special education and that's it that's what we wanted to share with you guys sorry oh you got more know it's just summarizing what I just said Miss Stacy con just does such a beautiful job well you told the story and I did and I I think when we go back to that what does exceptional mean we talk on the right about that standard of care for every child um that is really the mission what you're doing we're doing that for every kid but with special education we do something a little bit different um more specialized really see that in the care that

all those Heroes those special education heres are giving and all the teachers they partner with so proud of they represent a lot of work here tonight we're thanking them that they're going to go share that with all yes and thank you and thank you all so much for supporting the work that we do I only question is probably more for maybe Dr Taylor or Dr Nelson there were 223 staff listed on the other slide are those the filled positions or the total number of positions f aren't they sure every of them percentage most perent mostly yes so I I mean we were just having a conversation earlier about Staffing that's why I'm asking the question is that they are very difficult to fill I I get they are but is that the number that's our

goal number that's our goal number that's what I was after thank you what is our actual number I was going to do that like get back to the board on that approxim a filled or open 12 openings right now are 10% oh yeah under under that yeah oh yeah and most of those would be support support yeah and they work really hard as do our principles all summer filling those that when that opening comes that is a tripar because they know Ron shaking his Ron well and I will say this too when there is an opening I mean that's that is also very much a priority so we have plan B plan C Plan D for our students especially with high needs and our special education teachers and teams are super flexible I mean every

day they come in and and sometimes it's a new schedule right because got to figure out how to get it covered but they are very dedicated to making sure that our kids get everything that they need to have an exceptional educational experience I just add to that that this is one of the areas where we see a lot of Home Grown Talent folks who have been working with our students for years that realize they can make that next step and both these ladies know how to tap those individuals and move them forward and we've had a number of folks move from a support position to ultimately their teaching license and they're working for us making big changes for kids F yeah thank you thank you all right up next we have public comments which we

do not have any so we will move on to our consent items uh do we have any discussion for that no do I have a motion Madam president I move that we approve the consent agenda as presented thank you Mr Alexander do I have a second I'll second thank you Mr Robinson um all those in favor signify by saying I I I any opposed all right motion passes 5- Z and with that I know we have some exciting new hires that Dr L we do thanks so much um as you know we've been working probably for the better part of two two and a half years to establish a jrtc program here at Center Grove uh tonight on the Personnel report uh we you approved the hiring of Lieutenant Colonel Richard melrath as our senior

Army instructor Colonel MTH has been an instructor at Shortridge High School and he teaches cyber security Mr Alexander so you guys can compare notes a little bit later um he's he's has lived in our our um in our school district at one time the Army took him away currently lives in planfield we're excited to have Colonel melrath here we also have with us uh command sergeant major James Garber is going to be one of our rooc instructors uh sergeant major Garber actually lives in Bargersville and has children in the uh the school district so we're super excited to have uh both you gentlemen here tonight and uh we are waiting still for approval from Cadet command um they uh they need to go through that process uh it should be just a paperwork thing but

if you've ever heard about the Army there's no such thing it's just a paperwork thing it'll take us a little while to get that all approved but gentlemen we're really pleased to have you here and don't know if you want to say anything uh feel free I know sergeant major does right [Laughter] he's I'm excited to be this opportunity of my kids go here I'm a fan of Cent supported uh I have actually one of my son so I've been through that process and he just accepted the I and so that's one quickly um my wife worked for the school district before we moved away and my kids went to Sugar Gro for the times that they eligible for so I know what sugar grove is and I've been in this program since I retired

in2 and I've seen schools all over the place and I'll just tell you these programs don't come to schools that specialist C growth so I am extremely forunate for the opportunity you're given and I'm super excited about what Sergeant I can grow thank [Applause] you I did tell them they could leave also they didn't need to stick around so sir quickly I did talk to theyed me one awesome great I'm glad you're here we're not in typical amering mode hurry up and wait well sort of it's been to a half years how much more of a hurry can we get so fair enough yeah thanks sir all right up next we have um action item 8.1 approve supplemental Personnel report Dr Taylor yeah in accordance with Indiana code 2026 51.2 I'm recommending that the board

approve the supplemental Personnel report any discussions do I have a motion Madame President I move that we approve the supplemental Personnel report thank you Mr Russell do I have a second second thank you Mr Alexander um all those in favor signify by saying I I I any opposed all right motion passes 5 z um up next action item 8.2 approve the sale of refunding bonds I believe Dr Taylor yes thank you very much um these are in reference to the bonds that were sold in 2014 and even with the current interest rate Market we have an opportunity to save about 1.5 million over the life that's remaining on the payments of these bonds and so what we're asking the board tonight is to approve us to go out and search the market see if this

is favorable these would be called and due in July 1st and so we actually would call them on that date and hopefully the interest rates fall a little bit more between now and then and so the board's action tonight has just given us approval to go out and proceed and if successful we would bring back a an approval later on once we know the actual dollar amounts that could be saved not cashing out any money on this we are just simply reducing our future payments on this debt that's all miss counsil all right thank you Dr Taylor any discussion on that no do I have a motion I move that we approve the sale of the refunding bonds thank you Mr Alexander do I have a second second sorry thank you Mr Daniels um all

Energy savings facility improvements and the equipping Project tonight we'd ask the board's approval to move forward and accept the uh results of the T28 hearings thank you any discussion all right do I have a motion Madame President I move that we approve the preliminary approval of 2024 2025 Energy savings facility Improvement and equipping project thank you Mr Russell do I have a second I will second thank you Mr Robinson all those in favor signify by saying I I I any opposed no motion passes 5 z um next up is action item 8.4 to approve the interim superintendent contract and Dr Taylor you're up again yes this interim superintendent agreement is in effect from January 8th 2024 and runs through June 30th 2024 uh Dr Long who has been who has accepted the position of interim

superintendent um will remain um will continue to work under his teacher and assistant superint superintendent contract they will remain in effect during the terms of this new agreement this agreement includes additional base salary in the amount of $233,350 for the term of this agreement the agreement also includes a basic salary in the amount of $20,000 which is eligible to be contributed by Dr long into an IRS Section 403b plan as salary reduction payments these payments shall be included in the interim superintendent annual compensation as defined by Indiana code the amount of this interim superintendent agreement is significantly less than the former superintendent's contract and as Dr long has mentioned we're not backfilling or replacing him at this time and so um this Corporation will realize some significant savings over the term of this agreement that

is all this coun thank you um any discussion well I personally would like to thank Dr long because I know stepping into the position you had about a week and a half of ice and snow and I think you did a great job fog F anyway I know I know that you had your work cut out for you and I just wanted to say thank you thank you yeah um anyway do I have a motion Madam president I move that we approve the interim superintendent contract thank you Mr Daniels do I have a second second thank you Mr Robinson um all those in favor signify by saying I I I any opposed all right motion passes 5 Z and you no turn it back Dr Long nope you're in now you're in now um all

and the end of school so they're going to try to get started uh think think we can have it all completed before school starts in August those answered your questions didn't isn't it always time when are we gonna be finished when be finished not on something like this that's only on big things okay any any other discussion do I have a motion Madam president I move that we accept the biz for the traffic at Pennington Road and Morgantown Road thank you Mr Alexander do I have a second second is that Mr Russell thank you Mr Russell um all those in favor signify by saying I I I any opposed all right motion passes 5 Z thank you yeah all right and up up next is announcements so our next executive session is March 21st at
