002who I think is going to introduce our I am going to let Chief Jackson do the honors oh I can see Chief Jackson should back [Laughter] there as Chief of Police I'd like to recognize Shannon Kett one of our three one of three of our school safety officers as you know our police officers and ssos work every day to keep our campuses safe build relationships and Bridge gaps with our students and staff staff it's our job and we take a lot of pride in it we don't do what we do for recognition or accolades but when we have an opportunity to recognize one of the many things one of our officers has done we want to take that opportunity and that's why we're here today on 9:21 of 23 officer Shannon Kett while conducting cafeteria
003Duty was approached by a Center Grove High School student who was choking the student approached officer Kut and had a look at a look of distress the student then made the universal sign of for choking officer knut's quick thinking and training led her to administer the heck maneuver after three to four thrusts the food was dislodged and the obstruction came out officer kette instructed another student to alert the school nurse while she continued to care for the student once the nursing staff arrived they took over if not for officer quick actions the results could have have been very serious for that student for her actions I would like to award officer kette with the first responder life saving pin and a shining store award she's really nervous I'm going to make her give a [Applause]
004speech can we get a photo with come on up it's good [Music] looking J [Applause] I know I told you I wouldn't do it but you got to introduce your family this is my husb all right all right looks like they all got Mom's hair all right thank you Shannon thank you Chief Jackson next up we have Sugar Grove Elementary in the spotlight we've got some exciting news well I am very fortunate to see in here to recognize some uh two staff members and a student for Sugar Grove Elementary so I would like to invite Ben Clare cond and Norma ier to the front please so I'm going to start with Ben um our Pledge of Allegiance student but also um our star student for Sugar Grove we asked our third fourth and fifth grade
005students to nomin or teachers to nominate students to be recognized at our board meeting and Ben was one Mrs vanderin my assistant principal and I um after reading the nominations decided that he was the one we wanted to represent our school and I want to read what his teacher actually miss cond wrote about him um in her nomination for you Ben Flores is the type of student most teacher's dream of having he's well-mannered respectful to both adults and other students and puts in his best effort I know I can rely on him to be the leader for other students and while he's not perfect I think the most admirable trait of Ben's is that his ability to take responsibility for his actions for example I had asked another student to stop talking in the hallway
006Ben politely raised his hand and informed me that he started the conversation in apology OLED in another situation Ben came up to me at recess and said he should sit for part of his recess because he was he was also talking in the restroom academically he does well but he is always going the extra mile to get the full understanding even when that means practicing math facts in the hallway I think the district and the community deserves to know who Ben is so Ben thank you for being an awesome um example of what it is to be a leader and what it is to be a bulldog and a Center Grove um Community member so thank you then you can stay [Laughter] here yeah I'm done like I'm done I'm out we also have Ben's
007dad Mr F here joining us as well so thank you for being next we have um Claire Conor she is a fifth grade teacher and actually a Center Grove graduate herself um we wanted to recognize Claire because she's a first year teacher in this build in our building um and just a first year teacher around but she has done amazing things in um our school and in our fifth grade already she's a positive example she goes above and beyond she thinks outside the box um and we could not ask for a first year teacher like Claire um to do what she's doing she does data she's actually um had some veteran teachers coming to her to get some ideas on how to do data and how to teach um students in a different way so
008we are super impressed with Claire and all that she's done in just like 10 11 weeks of teaching and so we're so glad to honor her this evening um and CLA if you want to introduce who you have with you as well so I have my biggest role model and supporter my mom I have another one big fan my dad over there and then I have my grammy and Papa we have Miss Norma cyh she is one of our most important um special education assistants that we have in our building um we can always count on Norma In the Heat of a moment in a moment of calm um she is always the first one to respond to check on people to check on our students and to make sure that everyone is getting exactly
009what they need all day every day so normal is one of those people that has a smile on her face even in the hardest moment and she is so positive about finding the good things in each and every one of our students regardless of what that might look like in that moment so we wanted to recognize Norma because she does go above and beyond and always keeps our students at the center of everything we do so thank you so much Norma for being an amazing Bulldog um and a member of our community and then would you like to recognize who you have with you as well I have my husband Jim um my youngest son CJ my mom Dolly and then over here my daughter Tori and her boyfriend [Applause] Gage [Applause] he's going to

011here and and celebrating with us as well um it's it's a it takes quite a while to get this uh recognition and so past uh your influence as well as all past principles that have been a part of that so with that all of you here just congratulations again and I know that the two of you are um going to Washington in next two weeks right before thanks before thanks with the teacher with and one of our teachers who is our teacher teer distri District teacher of the year go figure so if we could just give them a really big fantastic thank you so much and we we were going to buy them this big plaque to put in there and we were all sitting in the office and we said hey don't do anything
012we're going to get you this and her secretary came in and goes too late we already bought it sorry sorry so we were going to give it to you tonight but it looks really nice in the office thank you and congratulations again all right next up reports uh looks like we have a report from the Johnson County library tonight thank you yes uh this is the annual report from theary thank you I'm on a whirlwind tour of Johnson County School boards letting you know of all the great resources we have at the Johnson County Public Library I'm Lisa lner the library director and I know you have a busy plate tonight so I'm going to zoom through these slides so that uh we don't take up too much of your time you have the slides
013you can share with anyone who uh request them but first I I just want to say I want to thank uh Davin harp uh Middle School North he is a new member of our Johnson County Public Library Foundation this year so we're so glad to have him on board he's a great resource and uh want to Shar that we have the winter guide so all of our free programs we do hundreds of programs every month for all ages uh this Saturday at uh Independence Park we have trick-or-treating it's called Carnival 4 to 6 pm and I just want to remind this uh school board that we have Smart accounts for all the students and Educators so they have access to our digital resources and that's something they can go right to our website and access
014uh with those they can also qualify for a free public library card with us so like I said I'm going to zoom through these um we have four Library locations in Johnson County uh Greenwood and Edinburg the Greenwood Public Library and the edinberg public library are their own Library districts kind of like we have so many school districts we have three Library districts in Johnson County White River branch is the Center Grove Area School uh or library for your school kids uh we are now fine free uh we have no fines if you return the books and materials so that's uh reducing barriers to uh children who may come from low-income families it's a great thing if you know anyone who said they can't use their Library you ask them to come talk to a
015library staff person we're going to try to make sure that they have access to uh education materials at our libraries uh so just in case you didn't know I'm sure you knew we had free Wi-Fi but we also do free faxing which is a service that a lot of people use us for as well as free not at the public library you can schedule a time to do that and then you can pay for color and uh black and white prints you can bar uh you can rent one of our meeting rooms uh very low cost uh or free if it's for a nonprofit uh we have mobile hotpots for folks who don't have internet at home and in our southern part of the county they're used quite a lot we also Proctor exams for
016students maybe they're doing an online course and need to have a a verified Proctor uh we can schedule that at the public library as well and then anyone of any age can book time with a librarian so if you know someone who needs to learn how to use the computer create an email account all those things they may be kind of apprehensive to do you can schedule one-on-one time with us and we work at your pace uh discover your career path is a website that we hold and conjunction with the Spire Johnson County it's a site if kids are not on the road to college they can come and get lots of resources about skilled trades manufacturing health careers available right out of high school uh we're going to zoom on and then here's just
017some of the few things that we have for high high school and all ages of students but the ones on this screen are mostly going to be appealing to high school students we have lots of test prep uh free access they could be videos they could be actual taking the test you can print out some tests and take them for practice practice uh as well as the Indiana state driers test is a there's a practice test for that Learning Express library is really where your high school students don't want to miss this database with their smart account card they can access this free from you know anywhere they have an internet connection and that's where you get to take the ACT PSAT or act classes or tests and just kind of feel very comfortable taking
018them before you take the real one uh that you're paying for and then we also have something called LinkedIn learning and that's uh majority of adults use this but it's a video tutorials uh through Linkedin it used to be called linda.com um some businesses pay a lot of money per per month for their employees to access this you get it free with your library card we also have six week courses called Gail courses and they're um like if you're kind of interested but maybe can't afford College you can take these uh courses and get a certificate at the end and it costs you uh no no dollars at all and then for new Learners we have uh English as a second language courses through Transparent Language but it also has over a hundred languages uh
019that you can learn so we have your basic Chinese Spanish Arabic Punjabi Japanese um but there's also some kind of more obscure languages that you could learn maybe the school doesn't offer a class and somebody's interested tell them to come to this site with their library card and they can uh learn a new language it's very kind of game based so it's very fun um and it's great also if you're going to another country as a tourist it's a great resource for that uh we have um artist Works which is music lessons you can take and um we also have something called creative bug brand new so if you're a Crafter tons of videos through Joanne Fabrics again free uh this is a service some people have to pay for but we provide it for
020free and then the next slide we have um ebooks as you can imagine we have lots of digital resources we have lots of apps you can access with your library card I'll say that Libby and hoopla also have audio books those are so uh we we check out more audio books digitally than we do like like from you know the CDs on our Shelf just incredible checkouts on Libyan hoopla hoopla also has movies comic books and music you can check out and then we have library of things you may you may not know that you can check out a ukulele or guitar or a keyboard or a sewing machine or a pickleball uh pickleball set um yes we have those thanks to commissioner Ron West we we have those now um and then we also
021have experience p you can check out uh experience past go to the eel jorg museum for free you can go to the Indiana State Museum and it includes parking uh this and and then we have some pool passes that are accessible during the summer as well microscopes lots of stem stuff and my last thing is hey if kids are going to prom we have literally thousands of dresses don't let your kids spend 500 bucks on a dress they're going to wear one night have them come to our project prom we also have some suits and a few tuxes for guys including accessories jewelry shoes uh so anyone should be able to go to prom if if if if they come to us we'll we'll make them look gorgeous and that is my presentation for you

023fulfill those needs thank you an everchanging Community thank you well I will say a quick update on the White River Branch we have we have decided we are going to do improvements to White River where it is we're not going to relocate and build a a bigger Library we're going to try to renovate and expand it just just a little bit there's some woods behind where we are located now but we're going to keep it in that spot and so probably in uh late 2024 early 2025 I will make sure all the school board members and that you can share with your uh Community here too that will be um wanting to do some major improvements to that library to modernize it okay thank you all all right next up on the agenda this evening
024is public comments any person who desires to address the board concerning a scheduled action item on the agenda must register before the board meeting and this evening Mr Mr poor has asked to speak about action items 8.1 and 8.2 if you would step to the microphone sir state your name and address and I think you know the drill Mr for you have three minutes on the official Tim keeper you're you're almost always well within but I'm just giving heads up I thank you for that uh I hope I can get through this in three minutes okay uh as you know my concerns about the budget and going deeper in debt so I'm not going to go there I would just like to say I have met with Mr Taylor twice since the last school board
025meeting and I fully understand how we go about budgeting this organization uh there for anybody that doesn't know our tax rate is going up mainly because of one item and that is this go uh geother thmo and solar energy proposal that they have uh put into to that we want to try to do I agree with them that if we do this it's going to uh maybe save us some money and that's what the budget is all about is to save us some money and they look forward to this all the board members in our Administration looks any way they can to cut the money so that taken get more funds for education so I uh I'd like to say that uh after doing some really in intensive research in the last month on the
026internet about geothermal heating and cooling and also solar energy I think uh we are going at it in a just about the a little bit wrong way we want to put we want to budget this money this year and this money will not be spent until after January will not be uh well spent really till after 2025 so I don't understand why we're doing that but this year next year put it in next year's budget I don't have any problems with that but to put it in this year's budget I don't understand but I think uh my main main point I'd like to bring to the board is I propose that you take uh before you take a vote on this I think the uh tonight the vote on the budget tonight that you will
027take and table this until we find out exactly what this is going to cost may I extend my time one more minute go ahead sir I just want want to say that I think now on 8.1 on that the people that we're going to hire to administrate this I think that we should get these people on board and get these people hired and then we find out exactly what they can do for us and how much it's going to cost approximately and then we proceed I understand that this is all going to come on board in January with an 8 or with a 1028 this is the proposed so at that time we will find out from this company exactly what it's going to or not exactly but approximately they'll go through the the the
028uh book or the building uh schematics and everything and they will know how to figure this out that's their job so I think that would be the way so I would last board to table the bond issue or the uh uh budget for this meeting and I know we are up against time restraints we are uh for the state de mandates and stuff like that but we could still table it and we could wait till we get a and come back and take that money out of there and then reapply it next year in next year's budget and go further on I have much more to say on it but uh my time is up thank you very much for the extens Dr Taylor when you go through the budget hearing will you address a

031on August 21st of 2023 we advertised a request for proposals for a guaranteed Energy savings contract in the Daily Journal on September 18th of 2023 we accepted proposals and on October 3rd we interviewed the only response to our RFP cmta with 11 years of experience in 753 full-time employees and 140 of them uh offering performance Contract Services ta was not only not only the only response but an outstanding selection to assist us on our Energy savings projects in the past two years cmta has worked on 43 guaranteed Energy savings projects throughout the country with a guaranteed first year savings toing over $10.5 million tonight we're just asking the board to approve cmta as our qualified provider for Energy savings projects and they will be doing um what Mr por suggested doing an assessment of all
032our facilities and then bringing back to us their recommendations of which projects uh to take on that would save us the the the most money uh so we're we're recommending that you um approve cmta as our qualified provider and during our Public Work session earlier today they came in and gave us a presentation with some of their initial thoughts and and after after the conversation they've done a little an assessment of our facilities they've looked at three years worth of um energy bills for all of our facilities uh gas electric and water and are developing a plan for that if and when we decide to accept any of their proposed projects uh we'll go through the the whole bidding process like we do for any other project uh we'll come to the board every single
033time that we bid a project and ask the board for approval um I would be happy to invite them to come come back and and kind of give a presentation as after they've kind of refined uh the projects that they're recommending and and but again the board and the community will have an opportunity every single project that we work on uh and that we bid the board and and the community will have an opportunity to to ask questions and speak on that so just for clarity what you're asking for is kind of tonight is to get them started right let us partner with them and when they come back with those proposals then making decisions correct I was impressed with their presentation today the the how they what they've already done and what they still

035you I was a little confused for a moment too um this evening I'm recommending that the board approve the 2024 budgets for all funds and Dr Taylor will provide you with some additional information thank you the full budget presentation was shared in September and um that was an open Hearing in which we allowed public comment and that's still available if anybody like to review that and again ask any comments or questions just to address what Mr por Shar earlier it it is a little different how we do things Indiana um what we're asking the board to do this evening is to formalize an increase of four cents on our tax rate taking it to a doll six which would still be right in line the central or with the Indiana State average tax rate for
036local local property taxes um what this will allow us to do is to pay off some debt sooner we will pay it off in 2024 thus making a debt capacity available in 2025 for the project that we plan to bring to the board that we just agreed to partner with cmpa on um again we got a lot of those details and some great progress has been made um the numbers in the budget estimates from last September are actually the numbers they presented today are better than that um and so it would appear our our overall cost come down and our overall savings will go up so those are those are two great directions to go so while we're asking for the increase this year it is to make that project available um so that we
037don't have to turn around and ask for an additional raise um in the following and would allow us to remain flat that's what we're able to so just wanted to share with that again the goal of all of this is the fact that we have such limitations on our operations fund and how much it can generate in Revenue that we are now planning these geothermal and solar projects bring down our operational cost so we will see these savings as the board saw earlier today for the next 20 years beginning as early as late 2024 but for sure by 2025 I think those are all the key points nothing else has changed in the budget and as we see other tax units come on it seems to be right in line thank you Dr Taylor any

039for 2023 Dr aranov thank you Mr Alexander this evening I'm recommending the board approved the additional Appropriations in the education fund the operation fund Debt Service fund and the high school and sugar road construction funds and tonight's a hearing so I'll let you take that over thank you this evening's board meeting has been appropriately advertised as a hearing on the additional Appropriations I now open this public hearing I would like to call on Dr Taylor to provide information about the additional Appropriations and I believe he has a just real quick I appreciate that Mr Alexander this is a formal process that is prescribed by the department of local government Finance um the board will approve from time to time the expenditures of money whether it's approving a budget or self doing a project um giving
040arrays um whatever it may be those all action it have to be approved and appropriated and so that's what we're bringing tonight these are Appropriations for the second six months of 2023 um this is in part due to new revenue from the state and the board would expect to expend that to other action items whether it be a budget approval or the addition of compensation down the road um and so it's for personnel cost it also comes in the form of approval of new positions where as you'll see in the operations fund um we added two new bus drivers this year and so this memo kind of summarizes what the different appr would go towards again a lot of this is new staff for compensation as revenue is increased and cost of living increases might
041be applied um in the education F so the operations fund it's 450,000 in the education fund it also includes the teacher appreciation grant money which we expect to receive in the next month from the state um no later than December um it also includes quite a bit of uh funding to pay cost of living increases um and also the addition of nine teaching positions and class mates and then two that are kind of unique we haven't always done these The Debt Service fund um while we made and transferred a payment on the last day of the year it's what we typically do we make our mortgage payments the last days they're due U so we can retain that money and draw every P of Interest we can one did post until the first of the
042next year and so we just want to increase our Appropriations this is not new debt it was just simply it did not go in on December 31st it hit on January 1 so I wanted to make the board aware of that amount and then finally um um while it is expensive to borrow money it's also a good time to have some money and so to offset some of the construction expenses at the high school we're went ahead we didn't do a band anticipation of this so we didn't take out a temporary loan on that project we just jumped right into the market back when interest rates were a little bit lower than they are now and because of that we're going to actually draw additional interest that we didn't expect when we brought that to
043the board originally um and that was for the hearing on high school and Su project so that's going to generate an additional four4 million in earnings don't worry that's going to get offset very quickly by expenditures but um the board yet has to appropriate that just to to be clear and with the department so just wanted to share a little more there than probably necessary but you got all the details and the M very clear if not and I'll entertain any questions you may have thank you Dr Taylor um this is the appropriate time for members of the public to comment on the additional Appropriations hearing or information uh presented by Dr Taylor members of the public who would like to comment okay um seeing none I now close this public hearing are the board

047to the board's attention or or discuss and potentially get some questions asked uh next up uh board superintendent comments uh Mr Russell yes uh just a few here you have in front of you the isba 2024 legislative priorities uh roughly about 10 of them this is what we work on with with talking to legislators uh and uh when they call and ask us what do you think's going on around the state um so just wanted to have that in front of you uh some interesting reading this will also be discussed at the uh November 15th Region 8 meeting uh sadly u i all of you are scheduled out but if something changes it's at Primos on Southside there um also we have raised about $1,300 of the I believe it's 5,000 uh needed for digitizing
048all our yearbooks uh so it's it's working it's just going to take a little time Mrs counts so I um I have the pleasure of sitting through the um Ed Foundation meeting last night and one of the things that stuck out to me was um they had $555,000 in requests for um their grants this round which is huge and um last night they approved almost 40,000 to go out so it's it's a huge win for for our teachers and and staff so some really really cool things that they talked about last night but I'll let them share the winners I thought it was um there's there's some really cool grants that are going up this year so anyway and um I'll just add to that I can remember a time where we were happy if
049we got up to $110,000 to give out in Grants and they had to be little yeah 500 type things but they are now giving grants for teachers to go to professional development and things like that yeah yeah there's there some really cool things that they did last night but um their Gayla is uh Saturday April 13th um they also have a trivia night coming up in January and off the top of my head I didn't bring my paper in with me I'm sorry uh in January there's a trivia night and uh the Pacers game I think is November 19th good time something like that it's a Sunday I know it's a Sunday game at 5 so there is a Pacers game as well that's a nice fun Raiser for them and cool experience for the
050kids so anyway M Robinson first of all I see uh Christy Berger out there and I just wanted to recognize her because you do so many things uh behind the scenes that make C go great number two uh got to meet the initial meeting with the cmta energy serving sa energy saving project very impress with them today I really want to thank Dr long and Dr Taylor for reaching out to them I think this could be a great thing for our uh community and then the third thing uh Dr long and I got to uh go to the township trustees board meeting Tuesday night together and he did a great presentation and uh for the safety of our kids and over some uh things that the trustees on board with us so uh it was
051honor to be with him it's honor that uh the township trustees put the safet of our children first thank you thank you Mr Robinson Mr Daniels I was just going to echo on the cmta I think the Energy savings that uh Dr Long Dr Taylor and others have have kind of looked into should be a good thing for the community going forward not only lowering utility bills but potentially also some tax credits that are out there so and at the end of the day if we can be more efficient users of energy it benefits everybody in the long run too so I think it's a plus I'm glad to hear their forethought and bringing such an exciting project to us and I look forward to seeing it get off the ground sooner rather than later
052yeah and uh kind of to to echo on to that I I agree and we actually got some compliments uh Dr Long got some compliments from those guys about some of the things we already do in our buildings around the LED lighting and some of the things we do with some of the controls that we already have in place and you know they they kind of looked at us and said we don't normally see that kind of forward progress and thinking and a lot of lot of schools that they have done these types of projects in so that's going to position us well moving forward and um I know there's a lot of effort been put in by Dr Taylor and Dr long to get these guys the information they need so I want to
053I want to thank them for that um I want to thank Mrs counts for filling in for me last month while I was dealing with some family issues um I don't have anything report on on the Johnson County Redevelopment commission our last two meetings have been canceled because there was no new business to bring about to the Redevelopment commission so uh nothing new to report there I've just got two other things during our work session we also had some other good presentations we heard a lot about teaching and learning from from Dr Hoover which I appreciated we got other updates too during that the work sessions I think are valuable for us to kind of dig deeper on some issues we had one member of society in the back that kept raising a Ruckus but
054no those those are always open to the public and being open to the public we appreciate when people show and and listen but we I just want to thank everybody that put all the time and effort because I know we see it from 2 o'clock until six o'clock or five o'clock however long but I know it takes a lot more hours than that to prepare for it so thank our three assistant superintendents and Kristen Nelson who's hiding in the back back there for her efforts too um and and putting that all together so thank you I didn't see I couldn't see her back there either she's hiding she's hiding Dr aranov any comments from our yes superintendent sir thank you yes a couple you know I just feel bad I want to make sure that

056about tallot presentation I believe that is this Monday at 6:30 p.m. at the high school auditorium correct at the high school auditorium um I know we had what 200ish people RSVP so that good so you can just go you don't have to RSVP now so please go it's uh phenomenal information for parents and for kids and um just some real eye openening stuff so I encourage folks to go uh :30 again yes 6:30 p.m. he's fantastic presenter so um really I think that's great and I thank you Dr long for getting him to come to us um and we started that last year and yeah so I'm really thrilled about that so um and I think that's all I have all right we are oh one comment I do need to make we need to
