001the april 15 2021 school board regular board meeting here at center grove we have a mission statement that says we develop knowledgeable confident and responsible citizens through inspirational and innovative learning opportunities if you're all rise for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay our next order of business is the adoption of the agenda mr president i move we approve the agenda with an amendment moves action item 8.1 to the last action item hearing no objection do i have a second with that thank you mrs counts okay all those in favor say aye aye all those opposed and the reason for moving that action item down is
002so hopefully the softball team has finished their game up and can make it over here in time to be part of that presentation thank you mr alexander our next is the reports we have central nine career center building project this evening would you like to introduce him yes thank you oh there you are um mr kovacs with uh c9 is here today to present to you the c9 project um so he's got a little presentation for you um we will not be voting on anything this evening they'll be bringing something back here in a few months yes what was yours sir all right thank you um my name is bill kovach i'm the director at central nine and uh i came on board july 2019. one of the first requests of me when i came
003on board was to do a facility study of central nine it's been about 12 years since any major expansion has occurred at central nine so we actually worked with performance services on a facility study and obviously realized some major things that we would like to address up here is more like just a a data sheet to show you some of the the normal things about central nine there are about 1200 students and 12 percent of those students are actual center grove students about 140 we obviously in every program there are 26 programs covering seven sectors career sector so our goal is to not only have the kids graduate in those programs but to also earn industry recognized certifications and earn college credit while attending central ninth so this is a bird's eye view of the
004campus at central nine and uh some of the things we learned where that welding is a program that we have more students that we turn away than we accept so we offer a morning session an afternoon session as you know we have nine high schools that feed into that and then we also have adult education in the evening but we're full and actually the large building which is our building a the the top right hand corner is currently where welding is located we're asking to actually move that to uh the north part of building b which is uh kind of the center top of this screen and that would double the size of welding and allow us to have two instructors during the day instead of one and instead of 22 booths we'd have about
00544 welding booths and other equipment and so forth within that space and then in between building a and b you see kind of a an l shape that is for some more classrooms that would be larger with some lab space also bathrooms believe it or not not everyone thought about how many bathrooms you would need when you have 600 students at one time in the buildings and so something we would like to incorporate into this then we're welding currently is located we're looking to fill that with a large advanced manufacturing program that would allow for with the high ceilings for robotics electronics pneumatics and take students that whole manufacturing process along with that down at the lowest part of the map here we're looking to add what we are calling a large multi-purpose room we
006do not have a place on campus where all the students can actually gather for orientation for awards adult education when they want to do any kind of graduation they have to go off campus if we wanted to have a career day we usually find ways to scatter around the whole campus or around all of building a and if we 25 percent of our students are involved in health occupations and if we had a professional say from one of our local hospitals come in and work with the students on some training we could get all the students in one room so that would actually hold enough of our students that all of our morning or all of our afternoon students could fit in there and then also because we do currently have other groups that have
007meetings and gatherings at central 9 it would also be a larger space for outside entities to utilize the space there are some other things we plan to do on the campus one has to do with the busing loading and unloading along with parent pickup and drop off we're trying to look at a safer way to handle that because we definitely have more parents picking up and dropping off this year try to make it a safer plan so we're looking to do that in-house and not make it part of the project so there are some other things we're going to do on campus out of our own budget this is a rendering at lancer and bb the architectural firm that we have hired to work with us so just gives you a little conceptual drawing of
008what that could look like with the campus so going through some of the actual pictures this just shows you those additional classrooms that would be added plus some restrooms the rows of seats is not necessarily the way it would look but just to show you how many students you could fit that's the large multi-purpose room which i counted those are 600 seats along with bathrooms and then the current welding on the left if you vacate that and add another space that's a large space for the advanced manufacturing area and then what currently that's a rendering of what welding could look like but we probably have some work to do on that in order to fit certain equipment in there but the goal is to allow some more flexibility to allow the students and some growth
009within central nine so that we end up allowing the students to attend to have the most opportunities they can while in high school of course one of the big questions is how much would this cost so this project is about 4.8 million with those pieces put together and in order for this to this building project to occur that would mean the eight school districts that are partnering schools with central nine would have a portion of the cost and so i'm guessing you'd like to know what senator grove's portion would be and this is through baker and tilly with or baker tilly what they did was look at if you were to do a 10-year bond what that would cost so this actually adds a little interest some schools would elect to write a check for
010their portion and essentially based on assessed valuation it shows what senator grove's piece of the pie would be on 4 million 4.5 5 million and so forth so essentially that is the project that we're proposing i look to work with the central nine school board this may to vote on this and then essentially six of the eight school districts that currently partner with central nine would then have to vote in favor of this in order for us to move forward with the building project then i can entertain questions no questions too no i sorry i was looking for the rest i guess couple comments yeah so i i mean first things first i'm i'm excited by the expansion of c9 i'm an alumnus c9 so and i'm really excited that you guys have that much
011demand for welding that you need to expand you know some of the trade areas that's pretty exciting dr gabriel i know we have been planning for this is this in line with our plan was that a yes at all okay yeah we'll do our best thank you and i wish you luck i was there in high school here when c9 started i watched it grow i've also heard the wonderful stories of light switches which no longer go to anything because of adding on and adding on so good luck to the construction crew whomever finding wires and things that lead to nowhere that's highly possible i haven't run into any of those personally but they may have corrected in the last construction so but no it's it's great to see how much central nine has grown
012and its purpose uh for those students and so forth and i would like to remind everyone our own joe hubbard is now president of the c9 school board so very happy for that yes any other questions or comments when will we need to take action on this dr gabriel is this just part of our [Music] budget maybe if you said it when do you plan to start and complete the project so a timeline in may if central nine school board votes in favor of this i figure may and june would be when the other school districts would then vote that um hopefully then we've confirmed by the end of june then we're looking at about uh five to six months of the the planning and then hopefully december january february actually start the project of
013this year slash beginning of next year okay yeah great well thank you mr kovic okay thank you our next item of business is the consent items do i have any discussion or comments do i have a motion mr president i move we accept the consent agenda as presented thank you mr alexander do i have a second thank you mrs counts all those in favor say aye aye all is opposed motion passes five zero thank you now we'll move on to action items uh 8.1 was moved so we'll go down to 8.2 which is accept bid for sugar grove renovation project dr arkanov thank you um let's see here and give dr long a little time to walk up but this evening i'm recommending that you accept the events for the sugar grove renovation project and
014dr long will provide you with additional information thank you as always whenever we do this i bring my favorite um fall guy if you have any hard questions jim goalie's here from hunt construction so i'll answer the easy ones jim gets the hard ones uh tonight we're asking the board um to approve the bids for just the the steel package for the sugar grove renovations on april 9th of this year we received three bids for the early steel package we're recommending approval of bid packet for structural steel to geiger and peter in the amount of 743 thousand dollars the interesting thing for everybody to note is that um the lead time for the steel for this for what we need is 40 weeks out and so um it's it's making jim and his crew earn
015their money to reorganize and and reschedule our the the scheduling of this so i think they've got a great plan but you know this is something that we're probably going to run into more and more frequently uh for for a while you know the the products for uh construction the materials are hard to get and they're becoming more expensive so but we're uh we're we're happy with geiger and peter's we've worked with them before uh we're anxious to give them the okay so they can get the steel ordered and and and we can start our cl countdown clock so that's our recommendation to approve the the bid from geiger and peters thank you doctor thank you dr long any questions for dr long or comments no i i appreciate the comment on the lead time
016and you may have to punt this but what how is that going to impact our entire schedule at this point is it too early to tell figuring out how we can do other things a little earlier than what we thought to allow time we may renovate classrooms earlier than we had originally planned and you know we were hoping to have this part of it built and then as we renovated we had places to to move kids so now we may flip that around and and later in 8.3 i think i'm going to ask you to prove portable buildings for uh for sugar grove and for middle school central because of that and that gives us the flexibility to to move some classes around and also get in and do some of the work so i
017think we'll we'll have a pretty good plan to so hopefully at this point we don't know if we're going to lose months or weeks or no i think i think you know we've talked about maybe doing an early site plan and then flipping the some of the renovation of the classroom some of the hvac stuff that we've talked about doing as well so right okay yeah just it will look different than what we had thought we never told them was gonna be easy did we bill no i know for sure we're making them earn their money this time so thank you so so jim i mean we've got some other projects in the future and mr hubbard and c and i have one coming up i mean is this a trend we expect to continue
018do we expect it to get worse is this something we need to start as we look at our as we look at our future building projects is this something we need to should we buy steel for the next elementary and i guess that's sort of what i'm kind of indirectly what i'm asking but that and woodward i mean you're the expert i didn't know if you were hearing it we saw a temporary problem or it's going to continue we saw it first with the emergency operation center it was about 20 weeks out then and that was four or five you know months ago and that was double now they're saying about every you know every time did the 743 still come in within the range of what we were expecting or was it higher it
019was a little bit higher than what we had budgeted but the other two bids that we had were another hundred to 000 higher than than this one so it was it was higher than our estimates but it was lower than the other two and it was still within the range of not i mean it wasn't twice as much no no no thank you jim anything else dr long no sir okay that's it any other questions or comments there are none let's uh i need a motion for accept bid for sugar grove renovation project mr president i move we accept the early steel package from geiger and peters in the amount of 743 000 for the sugar grove edition renovation project thank you mr daniels do i have a second i'll second thank you mr hubbard
020all those in favor say aye aye all those opposed motion passes 5-0 thank you our next order of business is to approve lease agreement for modular classrooms i believe that's dr long that is correct yes sir thank you um we're tonight we're asking the board to approve a lease agreement with vesta modular systems for portable classrooms at both middle school central and at um sugar grove we need them we've had a little bit of growth at sugar grove and we need them also to give us the flexibility to move people around while we're doing our renovation at middle school central we thought we were going to need them this year had had we not had covered we probably would have had to have them this school year just because of growth and and i think
021the board's aware of a future project that we want to do some some addition and renovation at middle school central but we need these now and for to have the board approve them we can get them installed and and you know we have to get county approval to have them installed and do the fire alarms and phones and everything we need to get started right away so we're asking the board to approve the the lease agreements with the vessel modular for the modular classrooms at middle school central and at middle school thank you dr long any comments or questions dr long more leasing not buying we are leasing these because we bought the first set that we put at sugar grove and so we will own those and continue to use those these were both
022for a short period of time a relatively short period of time of 24 months at each location and it was it was more cost effective to lease them than it was to purchase these plus then we didn't have to store them and have another place to put them thank you okay do i have a motion mr president i move that we approve the lease agreement with thus the modular for two modular classroom buildings for middle school central and sugar grove thank you mr alexander do i have a second second thank you mr daniels all those in favor say aye aye all those opposed motion passes 5-0 thank you we will now move to the second reading of resolution naming high school softball field dr arkanov dude do we have any idea where like is the
023softball team done on their way are they i think we won and oh i'm sorry yeah so good news we won [Music] i'm sorry my apologies i didn't really go ahead gotta so tonight it's my privilege to present to the board for a second reading the recommendation to name the high school softball field the russ milligan field this is a rendition that mrs conrad did for us to uh to show that um to show what it looks like i i won't read the uh the entire thing but i i would like to hit the highlights that russ had 27 years of dedicated service to the school corporation he had 741 wins more than any other high school indiana high school softball coach with an 89 percent winning percentage he won five as he and his
024team won five ihsa state championships three state runners up and was inducted to the indiana high school softball hall of fame was named the state softball coach of the year three three times and the district coach of the year five times and coach two miss uh miss softball players so we're asking the board to approve the resolution that the center grove high school varsity softball field shall hereafter be named the russ milligan field and the athletic department authorized to take any and all reasonable steps to designate and identify the high school field as the russ milligan field thank you dr long and i believe there's someone here to speak on behalf of that's you jerry all right if you would step to the mike cherry hesitation i was going to make some comments but um
025[Laughter] i've my second vaccination was 60 days ago so um i'm going to read my comments if you don't mind and i'm hoping that we'll approve this but my name is jerry kester and i was fortunate to attend over 700 softball games that russ milliken coached at center grove during those 25 years i witnessed his success in raising the center girls softball program to fame throughout the state of indiana i know many many former players that will forever treasure the memories of being a lady chosen softball player with milligan as their high school softball coach i personally know softball coaches around indiana who told me they chose to emulate russ rather than be jealous of him at road games when he quietly walked from the bus leading the team to the first base dugout the
026opposing team knew they were playing against the most recognized softball program in indiana lady trojans of center grove now that is leadership after russ passed away i received texts and phone calls from many of his former players from over a dozen states and great britain as well as numerous softball coaches from south bend to evansville and the indian metro area of course they were sad shocked of course but wanted to honor him sometimes we don't we do not fully appreciate the impact someone like russ milligan has on the community until they are gone heck last week we played roncalli high school during the prayer before the game the announcer read a three to four minute tribute to russ milligan no one makes an opponent do that that is respect softball in fields need to be
027prepared before games in 25 years i rarely saw anyone but russ milligan drag our infield home plate was cleaned and painted bright white before every game and you had better not step on until the game began or else he once told me jerry i take better care of our softball fields than i do of my own lawn name in our softball field and memory of russ milligan will be more than just a tribute it would honor his contributions to us as a he would honor our it would honor his contributions as a classroom teacher a long time coach of student athletes plus show public respect for russ milligan's legacy to the center girls softball community go trojans i'm hoping that you will approve this thank you very much thank you thank you thank you mr
028kester and i'd just like to say mr kester is not only a aficionado on softball he attends many many sports events here at cg he's he's quite the center grove fan and we greatly appreciate that do you have any comments or questions this is our second reading this would be approval tonight bill one of the other start on this if it gets approved i i believe the uh the goal is to have uh we have a we host a trojan classic tournament on saturday the 24th i think they'd like to do this that saturday before right before the uh the first before the first game so like nine o'clock on saturday morning and then the first games at ten so be able to have the ceremony and then give the two teams time to warm
029up and still start at 10 o'clock okay any other comments thank you dr long i need a motion mr president go ahead mr president i knew that we approved the resolution thank you mrs counts do i have a second i'll second thank you mr daniels those in favor say aye aye all those opposed motion passes 5-0 thank you thank you that's the end of our action items do we have any other business mr daniels anything uh mr hubbard yes sir just a minute here okay mr armstrong armstrong mr alexander i knew i'd do that earlier wow no comments tonight i need the alexander personality no comments tonight mr russell thank you this counts okay just real quick i gave you the state board agenda just i try to attend that once a month not a
030lot was going on but it was one of their first meetings back i did want to let you know at the it's simon youth and i have to get used to saying that instead of alternative school that simon youth we have around 79 kids at at this time it does go up and down as as they finish things and where we get new students in and at the bridges academy we have 22 students going on we are having a little not issue but just uh our care pantry doesn't seem to be getting used as much as it used to so we're looking at how do we build that back up uh but as in a lot of the pantries it's a roller coaster no donations are still good it's the amount of using it yeah
031people used it yeah our schools especially elementaries are just wonderful at the when it's donation time which is thanksgiving on huge amounts so we're doing good on that end it's it's getting people to come back in that's all i have there announcements on may 20th we will have a work session starting at two o'clock at the i.t center and then we will have our regular board meeting at seven o'clock that evening so before i adjourn we might remember that we're going to have to readjourn for the executive meeting and we'll do that here in this room uh once our audience is left we appreciate you coming we are adjourned we do need to sign paperwork though thank you thank you sorry sorry i was i thought the i thought um the coach in the team
