Welcome to a special edition of the superintendent town hall. The Community Schools of Frankfort would like to take out a 2026 tax neutral bond. Over the past several years, we have made maintenance improvements and renovations to each of our buildings. With exception to resurfacing the floor, installing new bleachers, and painting the gyms at the middle school, all maintenance improvements such as roofs, HVAC, safety enhancements, and classroom renovations have been our top priority. We have not touched any of our other athletic facilities. With this 2026 bond, we plan to use the majority of the funds to make improvements to the Frankfort High School swimming pool and Frankfort High School outdoor athletic facilities, such as synthetic turf baseball, softball, and football fields. We will also make improvements to structures and hardscapes that uh are around and surround
these fields. I want to take a few minutes to clarify how school funding works in Indiana, especially as we continue to share updates about current and future facility improvements across our district. We know that when people hear about building upgrades or facility projects, a natural question follows. Why are we spending money on this? Could that be money Could that money be used somewhere else? The most important thing to understand is that school funding in Indiana is divided into separate funds. You can think of them as just different buckets. Each bucket has rules about what money can be used, and these rules are set primarily by our state and federal legislature. Teacher salaries and classroom expenses are paid for from what is called the education fund. Facility upgrades, building maintenance, and large-scale improvements are paid from
separate funds designated specifically for operations and capital projects. Sometimes these even come from one-time grants that are very specific in how we are allowed to use that money. By law, those dollars cannot be transferred between funds. Facilities money cannot be moved into the education fund to pay teachers or cover classroom costs. They are separate accounts with separate purposes. That means when we invest in roofs, HVAC systems, safety upgrades, classroom renovations, or athletic facilities, those dollars are being used exactly as the state intends. Spending in those areas does not take away from funding allocated for our teachers and academics. So, why invest in facilities at all? First, our buildings require ongoing maintenance. Delaying necessary updates often leads to higher costs down the road. Responsible stewardship means caring for the existing assets that our community has already
invested in. Second, facilities directly impact the student experience. Safe, modern, and well-maintained schools create environments where students can focus, participate, and feel pride in where they learn. Our facilities should grow and change to fit what best serves our students' needs. And third, facilities matter when families are deciding where to enroll their children. Enrollment drives funding in Indiana. When families see strong academics paired with well-maintained and well-equipped schools, it strengthens their confidence in choosing our district. That growth supports long-term financial stability and helps us continue investing in both people and programs. Our goal is always balance. We will always strive to maintain our strong academic programming while also caring for the spaces where that learning happens. As we share future updates about facility improvements, we want you to understand the structure behind those decisions. These investments
are about safety, stewardship, competitiveness, and long-term sustainability for our district. Thank you for taking the time to stay informed and engaged in the future of Community Schools of Frankfort. We are proud to partner with you to ensure our district is a place where community comes first. Thank you.
