001to call this meeting to order. Recognize we have four out of our five members here. Ryan might be coming here in a little bit. So, if you would please stand with me. We say the pledge of allegiance. I pledge algiance to the flag of the United States of America. and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. All right. I do have one change to the agenda. Uh we're just going to move something that was already on here. Uh presentation by Cammy Reynolds. We're going to move it right to the beginning here. So, I need a a motion and a second to move that to the top. Make a motion to move it to the top. I'll second. We have a motion and a second.
002All in favor? I I All right. All yours. Thank you. This is um Dr. Owen's probably the only one that other than the principles and the counselors know about this grant. We were approved August of 2024. It's for um prevention preventing youth suicide initiative is who put the grant on. So the whole corporation benefits from it and um there's a sheet on how much we will have. is basically um covering prevention, well mental, we call it mental wellness rather than mental health. And I'm planning on doing kind of like a kickoff for the community at the street fair. Um buying little gadgets and stuff and presenting it that way. We have money set aside. So, um, probably within the next couple months, a letter will go out to the parents letting them know that we're
003involved in this grant. So, I didn't want them saying, "What is this grant?" to you all and you guys not knowing anything about it. Um, it's I'm not sure what it really looks like for us. We still have a lot of planning. Um, but it'll probably be staff training. and possibly a program for students. Um, but it's really it's not decided yet either. Okay. Can you explain the different figures here? Um, the first year is 13,000. Okay. And and it is in your packet that was just with my signature on it and this 33 is second year. Okay. So, if you look at the preventing youth suicide initiative, the big packet that's in there, it breaks it all down, but I didn't want you guys trying to look through it and trying to figure out
004where it was. So, so that's um they give us list of resources to use and everything's been preapproved from this grant. If we want to do something different, we ask them and um they preapprove it. It's pretty much we don't make the decisions. They tell us if it's okay and we go along with it. Could it be used for things like student convocations and speakers or something like that? Mhm. Great. Yep. We've looked at possibly even doing something like that too with some of it. Um most of it will probably be with staff training just we have to go through a training every year through safe schools. Um but this will be through QPR. Um the counselors and myself have been trained in it. So we will have to hold the trainings for staff. Um
005but that's part of the money that they want us to use it for. All right. Anybody any questions or comments? Appreciate your work on that and look forward to seeing what you have planned. All right. Thank you. Appreciate it. Did we get an approval and a motion and a second agenda? Well, we had you know what? We had an approval to Yeah. to amend the agenda. So, uh, you motion and I don't know who you second. I second. Yeah. Mike second. Yeah. Any public comment, Vicki? No. Okay. All right. No public comment uh this evening. So, we will uh skip over to the consent agenda. Uh and this includes review and approval of minutes. Uh April 14th uh executive session, April 14th regular session, April 21st special session, and April 28th special session. Also review
006and approval of claims dockets. Uh there were no fundraisers for this month. uh review and approval of donations, uh no field trips, and then review and approval of personnel report and review and approval of out of district transfers. Um we need a motion and a second to approve our consent. Make a motion to approve the consent agenda. I will second. I have a motion, a second. I will just say before we vote on that like um out of district transfers a lot of those kids are already attending here this each year we have to we got to put in that they're out of district so they're not they're not necessarily new coming in for next year they just got to reapply uh for the for the next school year. So um so I have a
007motion and a second. All in favor? I opposed. I will say that uh our new program should be online next month where you guys will be able to get on and see all these uh documents, claims and donations and everything except for the personnel report will be available to the public. Um so we're excited about getting that up and going. So uh moving on to old business, second reading and approval of policy updates. Um, I'm not going to read all those off. There's a bunch of them. So, uh, but it is second reading and approval. Um, so if I could have a motion and a second for approval of second reading for policies. I'll make a motion to approve the second reading of the policies. Second. Have a motion and a second. All in favor?
008I I. None opposed. There are no first reading uh policy updates this month. So might back that in uh in June. So yeah. Uh new business. Uh additional appropriation hearing. Uh the next item on the agenda is for the board to hold an additional appropriation hearing on the proposed bond proceeds. There will be an opportunity for the public to make comments about the additional appropriation of the bond proceeds. Uh the notice of this additional appropriation hearing was published as legally required. Um this section here will be for public comment if we have any public comment on our on the bond uh appropriations. I don't assume that we do. So we will uh um I'll go ahead and read this. We says we will allow public comment. We ask that you state your name and address,
009limit your comments to the proposed additional appropriation of bond proceeds, keep any comments uh one to three minutes and avoid being repetitive if possible. Is anyone interested in speaking? There's not. So, we will uh move on to additional appropriation resolution. So, could I have a motion and a second to adopt the additional appropriation resolution? I'll make a motion to approve the additional appropriation resolution. I will second. I have a motion and a second. All in favor? I I. None oppose. Um, moving on to final bond resolution. Um, need a motion and a second to adopt the final bond resolution. I'll make a motion to adopt the final bond resolution. A second. I have a motion and a second. I have Caleb Moffett on the uh Zoom here for any questions that anybody might have, but
010I think we've kind of already gone over everything that we have had questions about. So, and I think I spoke to everybody with the idea that um we were looking at two years to pay that back. Caleb, do you want to explain real quick what the what the benefits are to the two-year versus the fiveyear? Yeah, certainly. So, uh you know, as you mentioned, the two scenarios that we had prepared, the five-year was more to kind of allow for flexibility um in the parameter set. So, uh, I guess the trade-off between the two, you know, a 2-year repayment, similar to a home loan or a car loan, you know, the the quicker you repay the the principle you're borrowing, the less interest you would um acrew and then have to pay back. And I think
011that was about a $20,000 difference over the life of the bond um when comparing the 5year to the 2-year. Uh, so you would save, you know, the taxpayer on that interest expense. Um, so that was definitely one pro, I guess, in uh the uh two-year repayment uh favor. And then also, um, both are set up though to keep the tax rate level uh at the 2025 amount. So due to the issuance of this bonds, we would not expect any taxpayer impact um under either scenario. But uh the one thing I will mention on uh the 2-year repayment is the new legislation that was passed uh and Brock might have mentioned this at the last meeting, but there is that uh one-year cooling off period. Uh so for any bond that has a maturity of less
012than five years um and is a general obligation bond, the legislation, and I'm not a lawyer, but I'll try to I guess give my best um kind of summary of that new language is that there is a 12-month cooling off period for you to issue another go or uh for a non-controlled project. Uh so that's kind of one piece. I'll come back to that. But uh you would have to wait 12 months after the bond that you are issuing matures. So we've um are expecting this 2-year repayment to mature on January 15th of 2028. uh which would mean the next opportunity you would have to issue a geo for a non-controlled project would be 20209 because that would fill then that 12-month cooling off period. I know you were planning for maybe a larger project
013in the future that could still happen because that would be considered a controlled project. Uh and I guess some background on controlled versus non-controlled is that uh controlled is typically uh smaller I guess in in borrowing amount. There's a calculation it's either 1% of your gross assessed value uh or the it's the lesser of 1% of your gross assessed value or um I believe this year it's about $6.5 million. You would be over that $6.5 million. So, I'm not really worried about that if that's the next issuance. So, uh uh just wanted to I guess make that known. Uh if you plan to do another small go bond next year, it might be more beneficial to go with the 5-year repayment so you wouldn't be subject to that cooling off period, but it sounds like
014you're targeting a maybe a larger issuance um to accomplish kind of more projects here in the future. Yeah. So, Excuse me. And then the 6 million would be possible at what's the earliest date? Uh so the earliest date would be 2029. That's at that's at the a non-controlled, right? A non-controlled bond. Yes. Yes. That would be a non the control bond. We can we can do we can do that next year if we if we choose to. Yeah. Yeah. because that would go through a different um approval process being a controlled project. So yes, as long as it's over that about $6.5 million um you would be fine. Okay. To issue next year, right? Make that clear. Yeah. All right. What let me ask real quick. Would the board be able to um do a
015general obligation bond next year or the year after if they were on a five-year process now? Yes, that is correct. Uh because that repayment term uh the legislation is for anything five years or less. So if you to do that fiveyear I think we it's five and change I would say five years and seven months depending on about when you know if you were to issue next month but uh you would then hit that 5-year threshold. It would no longer be subject to that cooling off period. Well, and that's something for you guys to think about. It depends on how long you want to go into before you issue another general obligation bond. If you want to do another $500,000 next year for projects, you're you'll have to wait the way I'm seeing it. Am
016I correct? Yes. Yep. I would agree with that assessment. So, if you kind of plan to do um you know 500,000 or so every every year, then uh you would be um I guess it would be more beneficial to go with that 5-year repayment uh in order to not subject yourself to that cooling off period because anything under about that 6.5 million threshold would be that non-controlled project and would need uh that cooling off period to be that before any bonds could be issued. What's the cost difference the interest? So, between the five and the 2-year, it's about uh $20,000 assuming uh you know, they were to receive the same interest rate. Uh but extending that that extra about 3 years um would cost roughly $20,000 more over the life of the bond. So that
017extra three years here would be about um you know 6 6,300 per year in interest expense. All right. So if we go if we if we go the five-year option then we can still do you know the general oblig obligation bonds and that doesn't affect the 6 million plus and when we do that there that doesn't affect that at all. Uh that's correct. When do they have when do they have to determine that the two year and five years? Yeah, we so we do have a lot of time. I think we're planning for a sale in September. Uh and you could really you know we we can know up to a week or you know about 10 days before we actually sell the bonds. You know that's not something that necessarily needs to be decided
018today. So that's something we got to discuss. So, you said we're we're save if we make a decision by September, you said, right? Uh, not I guess not necessarily save more money, but uh we just don't need to know the exact repayment term that you plan on choosing uh today. You would have extra time. Uh we're currently planning to sell these in September. So, we would just need to know close to the sale date because that's when the final interest rate rate and the structure will be locked in. Okay. Okay. All right. Great. Any other questions? No. All right. So, I have a motion, a second on that uh adoption of the final bond resolution. All in favor? I. None opposed. So, all right, Caleb. Appreciate it. Yeah. Thanks for having me. You're free to
019go. All right. Thanks. Yep. All right. Uh, next up on the agenda, approval of summer seasonal assistance, maintenance, and custodial. Um, recommend approving summer seasonal assistance for one additional uh person. They we we approved six last month. They're looking for one additional worker. So, um, I need a motion and a second. to approve additional help for maintenance custodial help for the summer. That individual would be middle school, high school oriented and some outside work as far as mowing and the likes. It' be at the rate of 1550 an hour. So Monday through Thursday, 6:00 a.m. to 4 pm. They're looking at June 2nd through July 25th be the will be the span. So, not quite not quite too much. So, I'll make a motion to approve the seasonal assistance. I'll second. I have a motion
020and a second. All in favor? I I. None opposed. Up next, approval of food service prices for 2526 school year. Do we want to say anything about that? Sure. You know, I got lots of things. I wish I was easy like Tammy. I'm not. It's not. Um, just in case anybody doesn't know, I'm Becky's story and I'm your head of food service here. Um, multiple things. So, I know I know some of you might not understand how it works, but I am a fully self- sustaining entity inside of a school. So, the school doesn't give me any money. I don't take any money. Like we're all our own entities. Um so speaking along those lines, so this next year, like my funding from the government has already been cut $10,000 right off the top and
021it ends up being more like $15,000 once food comes into the mix from what the government provides for us. Um, so things are not going well. I mean, they're not terrible by any means, but they're not going the greatest. So, we decided, remember we took a chance last year and we went C at the elementary. So, normally I have um quite a big I guess pity in my bank, right? Like I have quite a quite a good amount of money in my bank. And yeah, a cushion. I do. I have quite a bit of cushion. And um I don't I don't know if you guys exactly know like what all this goes for. So I will tell you. So normally like I usually have a couple hundred,000 that I keep. We're only allowed to keep
022three months worth of operating costs in my account. So every year I have to do a spin down plan with the state of Indiana because I have too much money. So I usually have to end up buying something or so this last year I had quite a bit of money and we were like you know what let's go see at the elementary we'll cover the costs of the elementary meals. Um and they have drained me. So I no longer have my cushion. So I because because so many kids ate it. Is that in cost of food? Yeah. Like it's just gone astronomical. So, and we do get quite a good um reimbursement rate on free kids. The problem is our rate last year was at 36%. 36% of my kids at the elementary were free
023and reduced. Now, we ran it a month ago and there we have 26%. So, that's 10% less that I'm getting right from the state. So things are just What would have caused that 10% that nobody filled out applications? Okay. Yeah, because they're free. So yeah, a lot of those parents were like, "We don't have to do that anymore." And so it happens everywhere, which is I guess I did not realize, but um Mr. Jesy and I were talking about it happens. It does happen. Um but yeah, so I'm proposing that next year we do not have C at the elementary. Everybody goes, I'm glad there's no elementary parents in here because I think they would come from my head. But well, you Yeah, you you only have one though, right? So the elementary one of
024those days when they eat lunch at school. I know. I don't have to make as much. So I I just think that we're not going to be able to fund them any longer, which is okay. I mean, I think that everybody maybe will be okay with it. I have a press release available to go out to parents. Um, and things we're doing in our department, you know, we are, um, I'm changing a couple positions around. So, I'm making one of our six-hour positions at the high school a 4-hour position. Um, I'm going down one position at the elementary school. our our labor rates are filled by meals per labor hours. So, we have to have so many meals to support so many employees. Um, and honestly, we do really well. A lot of those girls
025have been here for a long time. It's like a, you know, it's every day to them. So, so we are going down employees a little bit and raising rates. You know, I feel like to be competitive, I think my elementary proposal is $310 and my high school proposal is $3.25 for a lunch for a student. And I know that that sounds high to me. I still feel like that sounds high, but then I think like I can't go to McDonald's and get my child a meal for $3.25. So, I don't know. So, how did it how did it work this year as far as how did you I mean, how did your account get drained? I mean, explain that to me because I'm I thought I understood it, but Okay. Kid came in and ate
026lunch. So, say I have a 100 children eating lunch at the elementary. Just 100 kids, right? And say 25 of those are free and reduced. So, for that 25 kids, I get a higher rate. I get $4.60 a kid. For those other kids, I only get 30 cents. 30 cents? Yeah. Oh, wow. So, like they give you a whole So, but if you have a hundred kids and 75% of them are free and reduced and I'm getting $4.60 for 75 and it covers it. But ours just did not cover it. But they have to fill out an application. They still have to fill out an application, which they will now. Yeah, they will. And the odd thing is is I'm getting less money next year just already off the top. And I don't even know.
027I have like basically three different ways that I receive money from the government and one is just already 15,000 off the top and I'm like that's fantastic. But they're raising free and reduced income limits by 3%. So I'm getting less money but they're going to be able to eat for free because the government's already raising those standards, which is good for us. Well, yeah. Yeah, we get more money the more free and reduced kids we have, the better reimbursement. money per kid. I get I get less money per peg kid, right? Yeah. Even Even 90% free and reduced lunch programs have troubles making ends meet with this because you're right, parents don't fill out the paperwork. If they know it's free, they don't fill out the paperwork for it. They fill the paperwork out when
028they know they have to to get it. It's true. It is true. And it's just that So, it'll be interesting to see what our number goes. Oh, absolutely. Absolutely. But I know like um some people have talked to like Fountain Central and they didn't know if it was their year to reup because you can jump off C at any end of any year, but you can only jump on once every four years and they didn't know if it was their time to re-up and they were like they didn't know if they were going to be able to do it anymore either. Just be the same thing. Their numbers are not as good as they were. Well, we tried it. We did. We did. We tried it. And I mean, we'll see. I think my projection
029is like six months and I'll be back up where I need to be. But it's nice having that big cushion and now that I don't have it, I feel a little like I'm going to have a stroke one of these days and Vicky's going to have to pick me up. Going forward, if we have a big cushion, could you use that money to reduce Oh, absolutely. lunch cost. Absolutely. Yeah, sure. can if we had like whatever a couple hundred thousand like okay this next year lunch is only going to cost$ dollar50 or whatever whatever whatever we absolutely can yeah it'll be a different so um so it's odd how it works so I I will just tell you that Seagar's board voted to cover their last year now I haven't any idea about 2526 so
030we charge 4.75 an adult lunch I think I mean everybody knows this and Um, Seager does not. They choose to pay for all their teachers to eat. If they want to eat lunch, it's free. So, like the board would then cut me a check. I would do the math and the court board would cut me a check on how much it cost me. It would basically be the same. Like I would have to cut you guys a check, you know, on out of my account to cover the kids' Yeah. But it's something that we can look at going Oh, absolutely. Absolutely. And you best hope I better have hundreds of thousands of money. I mean, I do. I do get good money. And I don't want you guys to think I don't get good money
031from the government because I do. It's just things are so expensive at the moment. I just paid and I'm sure you guys all know this, but I just paid $30 for 10 pounds of sausage for sausage gravy. I was like my land. Like that seems a lot, you know? I'm like, but those are all my Oh, and also we are so we are getting an app. So by the end by this next school year when it starts we're going to healthy pro. So our lunch menus will no longer be online. you will go to our website and they'll re it'll have a redirect and um to healthy menus and you just click whatever school you want and you can parents will be able to hover over every item and see the nutritional value and the
032calories and everything. So I've also been working on that. So we'll see. Well, real quick, I'm not a programmer, but before we vote on these, can you just go over the what the new prices are going to be and then what your staffing proposal is? Yes. So, the new prices for student breakfast at elementary will be $2. Adult breakfast at the all schools will be $2.50. Student lunches at the elementary will be $310. And an adult lunch will be $5 for the whole corporation. Middle school and high school, student breakfast will be $2. Um, adult breakfast will be $ 250. Student lunch will be 3.25. an adult lunch still $5 for the whole corporation. Um the staffing changes for school year 2526. Um at the elementary we had four full-time six 6 hours is our
033full time in the kitchen. um six hour. We had four four full six hours uh employees and in 2526 we were going to go down to three excuse me three full-time employees. In the middle school and high school we've always had um eight six-hour employees and now we will technically have six six-hour employees and one four-hour employee. So that's a little bit different but they're doing great. Any other questions? All right. So, I need a motion, a second to approve the prices for next school year on lunches and breakfast. I'll make a motion to approve the prices for the lunches and breakfast for next school year. Second. I have a motion and a second. All in favor? I. None opposed. Then I need a motion and a second to approve the staffing proposal for next
034school year. I'll make a motion to approve the proposed food service staffing for 2526. I'll second. I have a motion and a second. All in favor? I I none opposed. All right, moving on here. Approval of elementary painting. Um I don't have that quote. We have it. Yes, we have a quote from Mark Doulan painting to do that top part around the gym, the letters and the whole bottom section of awning piece around all the way around. $14,000. So, what that'll he can he's he can do it this summer. So, that'll match if you I know you noticed because the the new part on the south side nice and brown. Yeah. the rest of them look like chalk. So, we're going to we're going to make it all match. We're going to paint that or
035the strip along the top of the gymnasium. Paint that all and hopefully pressure wash off the the brick because the old paints fall down and stain the brick. So, we're hoping to get that all cleaned up and get it get it looking get it looking good. So, that's what this uh project uh is. So, I need a a motion, a second to approve elementary painting. I'll make a motion to approve the elementary painting. I'll second. Have a motion, a second. All in favor? I I none oppose. All right. Approval of Indiana Online Academy contract. You want to explain that a little bit? Yeah. I mean, I looked into this because we got this renewal came to us. Um, I was under the impression originally that it was being used solely for um, credit recovery type
036programs for students who are either expelled or home ill or whatever type of situation. And u, come to find out it's a lot more extensive than that. We are using it for calculus. I have several of our our upper level classes are using this program. Um so that's why I decided to go ahead and extend it since uh it's being used for numerous numerous things. All right. Yep. I need a motion a second to approve Indiana online academy contract. I'll make a motion to approve the Indiana online contract. I'll second it. I have a motion in a second. All in favor? I I none opposed. Next item is approval of CDL bus driver pay rate in addition of perf benefit. Um I believe we would like to table this for now. We're trying to make
037sure we have the numbers correct. Am I am I right saying that? when I looked at it, the calculations that I had. Okay. Um, so we're we're going to table that till maybe next next month. We make sure we have the numbers correct before we before we vote on that. So I need a motion and a second to table this agenda item. I'll make a motion to table the driver. I'll second it. I have a motion and a second to table it. All in favor? I I none opposed. Uh there were no general public comments uh signed up administrative reports and they're over to you. I'll start with just a five-year facility plan. I put this together with the idea of looking primarily at year one. um a lot of flexibility with year two through
038five what you want to do. We know you know that HVAC is going to be a huge expense. Um I'm still waiting on some bids to come from Lindsum. He's having troubles getting bids on um some of the particulars that we we need. Um, we're looking at, we've had several rooms who have already had those corner units put in that are heating, air conditioning combinations. Um, they're very expensive. Um, like $110,000 a piece. And I've had some teachers tell me that they're very loud and they don't really care much for them. They work well, but um, and I don't know, Tammy, do you have one of those like a chat? That's what I heard. They're very very loud and they're disruptive sometimes to the class. So, we are looking at different alternatives and that's one
039thing he's trying to look at for us. Uh some rooftop units, um different things that we can do differently. We have presently we have at least two rooms that have to be done this year. Um Mr. Noble's room, Mrs. Hughes. I think it's Mrs. Hughes's room. Yeah. And I think there was a third in Mrs. Holiday's room and I believe that they've come and they figured out what's wrong with that and it's working without any issues right now. So, so I put down here a list of things for year one um replace the faucets K3 uh phone system and FA fob system which u Mr. Davis is working on. Um, we've got kitchen ceiling tile replaced. We're looking for a vendor for that. Um, I think we've got somebody in mind who may come by
040and give us a bid on taking care of that. Right now, that that seal those ceiling tile there are these old those old 9 in ones that slide together and once they break, you can't get another one in there. Um, and it just looks horrible with it. We've got pipes exposed and all kinds of stuff that's in there that doesn't look good. So, replace the bathroom fixtures in the annex and the junior high gym. Um, Ross has got a vendor guy who's going to come and take care of that. I think he's already signed on for it. Also, have a new ventilation for the welding area. We got a welding area that um I've been concerned about since I get here. It does not meet code. Um, the ventilation is not not appropriate for it.
041So, a company called Lindy out of Help me. Williamsport. Yeah. Williamsport um is going to come and visit me next Tuesday, next Monday morning, um with Ross and I, and we're going to get a good idea on what we have to do to get that up to date. Um the air handlers have to be fixed in the annex. We have new um heating and air conditioning units in that building. both those buildings, but the air handlers are not practicing. In the winter time, if we hear this loud whistling noise, that's what it is. It's coming from the air handlers. And I think we had problem in both these buildings. So, I'm sure the neighbors didn't care much for us for a while. Um, kitchen, electrical, and lighting. uh Davis has come and looked at it
042and he has got an idea of what we're going to do to make it so that it's going to be prepared for any type of changes you might have in the future. They're going to zone it for us so that if you buy new equipment at some point in time, all you have to do is plug it in. We won't have to worry about electrician. So, um should work out great. There's a switchboard at the grade school has all of our um phone lines in it. It's wide open and and I think they've got a curtain they pull across it to keep kids from getting in it. Um we're going to try to cover that up. Um we've got a plan to do that. Remove that digital sign on the outside of the grade school
043this summer. Uh we've got a plan to clean and paint the annex. Um the inside of the annex. Uh we're going to move the lockers to the junior high gym from the grade school gym. Right now they've two sets of lockers in each room that aren't being used. Fact there's stuff stored in front of them. Um they need to get those out of there because that is a um storm shelter and I can't have those in there in the first place the way they're at. So So we'll get those moved. Um replace baseboards in the junior high gym office and in your office, Mr. Davis. There's the baseboards that are missing. replace replacing the lights in the kitchen walk-in. Um, I don't know what that thing is we bought in there in the kitchen walk-in,
044but it should be a lot easier to replace bulbs in than it is. We cannot find bulbs for it that are reasonable. The bulbs they want to sell us are more expensive than the new unit was. Yeah. So, I mean, it's it's just ridiculous. Um, so you guys might not know this, but a couple years ago, they came through and changed all the light fixtures out. Well, I think because it was in a cooler. Yeah. Well, yeah. They had to buy something a little different and whatever they bought is not it might be up to code. But I mean, if you can't replace the bulbs in it, they're useless. So, um, we're going to clean the hood in the kitchen. We're going to fix a hole in the wall. We got two classrooms, two science
045labs upstairs with holes in the wall. Um, we're going to fix both of those. Uh, there's a gun safe that's going to be um for the SRO that we're going to get installed. So, he's got some place to lock his lock up a weapon. Um, replace door at the greenhouse. The greenhouse door um does not shut and needs to be it's all bent up. Needs to be replaced. Um, we already have a new water heater in the annex in the grade school gym. So, they actually have hot water now. Um, we've got complex fence u out the complex we have some fence replacement that needs to be done. Um, he's got a vendor. Ross has a vendor for that. The local vendors we used to have here that we used to use I don't believe
046were in business anymore. So I think he's gone with somebody out of Terraote. That's who that's who did a lot of them before. Was it? Um, last couple years I think Alvin and Powell both went out of business. Alvin too. I mean, they're right there. Softball dugouts will be repainted. Paint crew will take care of that. Um, we're looking at painting the awnings. We talked about dueling doing that in the letters on the grade school. Um, paint for the junior high gym. Going to look at the crew to take care of that. Uh, we're talking about adding an SRO space. We're looking for a vendor. Uh, we've got a couple hints on who would do it. Um, I think we've got a place to do it. It's just a matter of getting the guy in
047here. I think it will take care of it. It's going to be an office. It's not going to be large. It's going to be six by 10. And I got a feeling you'll probably get it done. What was the original bid for that area? 2 230 something,000 to redo that whole area. Think you can get this done for under 10. Any problems. um clean the junior high gym area and paint some of it and then replace the ceiling tile in the annex as needed. Uh Ross will help out with that, take care of that kind of stuff. So, uh there's a whole list of stuff to be done over the summer. Um a lot of it won't be expensive to do other than the fact you just need uh we just needed the personnel and
048the time without students to get it done. questions about that. Sorry it's so long. It's a long list. All right. Second thing, um I have balance sheets for you. You can look those over. This gives you an idea of all your accounts on April 30th of the last five years. So you got an idea of how you stack up. Education fund is doing pretty level. Um operations, you can see operations is in the red. Debt service is down a little bit. Randy Day is still a million dollars. Um I would never I I've always done my best never to touch the rainy day fund until you absolutely have to. Um, but you can see that in the end you are down a little bit from a year ago. I did put together several pieces with
049this to give you an idea. The revenue comparisons for April from 2021 through 2025. You can see how your revenues have changed. From 21, you you received 2,920,000 by this period of time. That's not for the month of April. That's for January through April of 2021. Um, this year you've received 4,640,000 so far. So, obviously your revenues are way up, but so are your expenditures. Um, not quite as much. You can see the expenditures um were as low as 3,799,022 and they are at 4,968,000. So, right now you show about a $300 and some thousand deficit for this year so far. Um, we've talked before about how sometimes having that repay month really hurts school district like this. And you have one more of those coming in August. I believe there's a gain loss at
050the bottom to show you what the gain losses are. your losses are there's not a gain in any of them as you can see but your losses have gone down um 327,000 what your loss is um there's a revenue comparison on the next sheet for 21 for January and April and then an expenditure comparison and your last sheet shows the best and the worst revenue for expenditure comparisons your best March 2022, your revenues were greater than your expenditures. That's the only month of the 20 months I'm looking at between January 21 and April of 20 25. You have a couple that are down, not a lot, and you've got couple, and I think part of that uh as far as the worst ones show is going to be because I think that's right about the
051time uh Vicki came on board. I don't think she had had a chance to um access all the money from the state. Am I correct, Mickey? Um you're saying 2022. 2021 and 20. Yeah, 2021. Yeah, 2021. Yeah. Yep. Any questions on that? um last thing I'm going to give you. I have we received more information this week from the attorneys on the lawsuit. Um, won't mention a whole lot, but I will let you know I've sent copy of some of the emails I've received. Um, I just consistently tried to get back to them. Lindsay David is the partner for Church KD and Enrium. Um, just ask what they need for us to do. They're basically saying they're going to take care of pretty much all of it. U the next step is going to be
052written discovery. Then you're going to end up with depositions. Um I would guess this will take you probably another two to three years before you're done messing with it. Questions? The piece I've given you is not only the first part of it, it's just some of the uh emails back and forth. The second part is their answers to the actually the back part of it is their answers um to the plaintiff's some of the stuff they there's about 30 different things they have listed and they've answered all of them. So that's where they start to look and then they start to discovery. I think they've got a lot of our stuff including including the film the whole works. So questions on that. Um, last thing I had, I just received this. Um, looks like must
053have been late Wednesday night, early Thursday morning. I I found it. Um, there's a request to go to five outdoor adventure day trips um called Wild Indiana Adventure Club. Is that would I have that right? Formerly summer school. And we have four chaperoons who are willing to take their time for this. None of it is out of state. I don't know. Normally, I think in the past it's been my um understanding that you prove you have to approve out of state stuff, but if it's in state, you don't. Is that they still consider build? the summer. So, it's not how what they consider that. I guess if it's still considered field trips or um we're still kind of planning and and trying to see what it's going to look like, but I think the biggest
054thing is we would require the use of the school bus. Um I think that's what we kind of need the schools. I may be overstepping, I'm not sure, but I think that's what we need from the school most of other stuff. that that's pretty much what she said is is the only assistance uh needed would from the corporation would be to cover the cost of gas and the drive. Um they would be going to Indiana Dunes for I think this is a day and then the following week you take another day. I don't know how it's set up. So um in the past my daughter was the last one to go on the trip before they had to close it for 2020. But um in the past we had uh some day trips and we
055did overnight camping trip. Um, fortunately, our camping supplies have they're gone. So, um, we would potentially, so in the past, Mr. Thompson would send out letters to different specified businesses, which I have that list, um, requesting money to support the program. Um, I have Amazon wish list already ready to go of the supplies that I quickly have put together on what we would need. Um, so if to make it 100% we would do uh the four day trips, one day trip with an overnight camping adventure and then we would come back home. So it' all be done in one week? No. No, no, it it it we're going to use the last week of May. There's one trip on that Thursday. Okay. And then the month of June. And we're kind we're we're behind the
056eightball right now. So, we're at the mercy of what these um state parks have availability. I'm trying to get the park rangers that are there to give us some programming. We need a Since he's chaperoning, I would assume since he's chaperoning, I would assume Mr. Smaltz would be the driver. So, in the when I went in the past, Mr. Smalls, the bus driver, I have mentioned it to him in passing. Um, and that's as far as we've gotten. Okay. That way, he said he would be interested. He We haven't been in communication to know how far we've got the dates or anything. kind of just at a stand still. I don't want to get too far ahead of the Aball, but then I don't want to not plan in case it is a go. Okay.
057So, do we need a motion for It's not on the agenda because I didn't get it. Well, too late. I didn't It's You're just going to have to let me know what you want to do with it. Well, and you may not even need to do anything. I mean it's although you do have to provide a driver but sounds like a good yeah it's been good in the past we need to look into is it well received you have quite a few students we need to look into what we need to do I guess it to be everything you know the way it should be as far as we need we need to vote on an agenda item you know do we need to come in and have just a five minute meeting And this
058is beginning when patient. So it's the Thursday after we get out of school is the first date that I have kind of tentatively scheduled. Can't remember. I think the 29th maybe of May. Yeah. So I have three of them pretty well secured if we get approved. Um the other two I saw some planning um to get locked in. Three of them. So, what do we need to do to get it? Well, we'll have to look into it. I can't remember what we've done in the past as far as approval. Well, I'm not sure. I was on the board when they did that last time. So, and there would be a small um in the past what we've done is there's a small fee per per student. So, like $40 $50ish. Um but there's also like
059a lot of things that cause like if if money is your hurdle, then we come up with ways to help. get over that hurdle. Is there a way to go back, Vicki, and see what we've done in the past before? So, when do you think the last year we did that was? It was 2019. 19. Okay. It was closed for years. According to what I got, it had even opened since it shut the program down and part of that is because of CO and then Mr. Thompson retired and I've just taken the like, "Hey, can we do this?" Yeah, it's so I know kids enjoyed it. So, yeah. So, we'll look into what we need to do and let you know. How many kids do you take? So, one of the places that I have
060secured is called the Challenger Learning Center. It's in Hammond, Indiana. It sound like I'm really excited about it, but we go it's a it's a like a simulator. So, I have to put kids into groups. Part of them are on a mission control, part of them are like in the shuttle and they have to it's a STEM lab and they have to work together to collaborate and I think on Mars and a comet's coming or something really like it's it's so there's a cap of 34 on that. So um I'm not sure again how we'll work it logistically. In the past, I want to say there was about 50 40 50 kids that went first. That's what I couldn't remember too. I can't remember. On the Challenger Learning Center, we have to cap it at
06134 or we buy another mission. So that's the only one that has decent price tag on it. The rest are very minimal. Two of the state parks we're getting in for free because we're reduced I don't know if it's specific, but two of the parts here and it didn't work. She said I never heard it actuallysually. that a lot of work. So then really it's just a matter of us, you know, if it does need approval, just figuring out how to do that. Yep. Transportation, gas, fuel. Everything else is kind of on our end and it's just the transation of the bus. Okay. We'll look into it. We'll we'll see what we need to do and let you know how soon you need an answer like yesterday. Yeah. Yeah. So the point where I can
062get these things locked in and especially if we want to try to do a camping trip because I have to try to get those funding letters out. I already have them drafted up ready to go. Okay. So the sooner we can get that items ordered. The other thing is maybe we could do the day trips this year and push that camping trip next year. So many of us You say you have something else for us? Yes, in the same email that they brought up the uh Wild Indiana Venture Club. I was also told that uh we're going to have a different summer school teacher than we had in place. Um Jody Snider is going to do the other role. This summer school I'm finding is very uh um challenging here because all the paperwork I
063had to turn in by March and it all depends upon and is hinged on uh what the student scores are in May. So um I can't figure that out. I'm like, okay, I I don't know. Put the cart before the horse, but um at least we'll have two people who will be able to do it. We have turned it in. It's will be a little greater expense um than what we had planned on, but we'll we'll be fine. And the kids that for second and third grade kids, it's only what two weeks long. general he's one of them and Jody I do do good things I give them food for free every year so they have great okay you got anything for us Paul I just got a couple go along with what market said
064with doors door number eight. Um got an automatic uh handicap accessible button. We're going to take that all out and just fix the doors. The door parts already been ordered and uh mahops are going to be the ones repair all fours. What they're doing is they're they're get rebuild kits for those and shuts. Um so that's that in the works. Um the other thing is starting on the 15th uh door accesses they will start with the middle school gym and the admin building get those panels changed out and then on the 21st they'll start with the principally two weeks max and what reissue all new keys and everything. We've already got everybody's name and everything down access. So, put a little bit of work on Sam and I um some of the projects for this
065summer um we're we're tightening up security um just because of cyber security and everything. Um we're going to be moving to a twostep verification for at least the teachers. That way nobody can access their their stuff on computers as well. We'll be changing all the emails how we have them now changing to a different format for that next year. I make a little bit easier when students lose their password and so forth so on it will be a little bit harder. Um they move on down. We use parent square right now for notifications. So like twohour delays um and just pushing out emergency information and everything. Well, luckily when we were going through um all of our stuff with our new website, yes, it does. Um they have a program called MXR E through Final
066C. It does the same thing and more than what is switching over to MXR and we'll have that done probably within the next 30 days or so. Um we'll be getting rid of All right. Anything for us, Vicki? Um, yes. I have one thing that um next month we hope to bring before the board the opportunity for employees to do a payroll deduction for Maryland's Village. Okay, cool. Good deal. Um, I think for those of you who weren't here at the last meeting, Paul, originally we thought we were going to spend $40 to $50,000 on the new phones because the phones were in bad shape. Um, as far as the system itself and what's it going to cost us by the time we're all done? Less than $2,000. Good job, Paul. The phone bill down
067from what we're paying now by down below. Beautiful. It's awesome. I did see Paul drive a new truck. Hey, that's all right. It's all right. All right. Um I did have something with Ross. Okay. Yeah. Um he had a couple things he wanted to mention tonight. Uh, basically just wanted to make sure you knew that Mark Dulan's schedule has us he has us on the schedule to start this this summer and be done with it before the school year starts. So, um, he has a meeting scheduled this week to replace the bathroom fixtures at the middle school. We talked about this locker rooms and the annex buildings. Um, he's going to meet with whoever it is. I think it's what? Is it Lewis? Lewis is that his name? Um, as He's got a meeting with
068a fencing company to price the remaining fence replacement at the complex. Um he's he writes in he's continuing to try to keep up with mowing and trimming, but he's been short-handed because he and Gary both I think have driven they end up driving about every day. um whether it's a vocational route or special ed route or something, they're driving something every day, which cuts into the amount of time they get to do what they're actually hired to do. So, how can we fix that? I guess I get a lot of a lot of stuff on the moan. How uh and yeah, for me, I guess, and I think a lot of us agree, we need to keep that addressed somehow. Um, anybody? It's not It's not a new It's been an issue since I've been
069on the board. So, it's Well, that's we need to try to fix it. Yeah. So, just something we need to definitely address. So, we need to hire like the leaves underneath the fence at the elementary school just during the spring season and the fall when when the grass is growing. hire somebody even a retired guy to come in and mow. So that's I said yeah when we get to summer help in the summer the grass ain't growing like it is now. Yeah. I want to I'm retired. I I guess the the main point is just to keep we want the place to look as good as it can look. You know, one of the guys you're you're uh you're hiring for summer help is a college student who wasn't going to start until what did
070I tell you, Vicki? Right. He's on the personnel list. He's on the personnel report. Okay. He was going to start the 20th or something. 23rd, something like that. Uh he's coming out. He's going to come in early. Um, it's going to be a heck of a lot easier, I know, to take care of that stuff once the kids are gone and you don't have all these guys driving buses instead. Um, well, that's the thing, too. You got your extra help when nobody's coming to the schools, you know, when Yeah. when when I'm dropping my kid off elementary school and the grass is a foot tall, I'm I'm not happy. No, nobody is. I mean, that's just a matter of having to go to the prime. Yeah. But, you know, all right, we've got people coming
071in now. Where the people sit, it's pretty bad. So, I mean, like I said, not not throwing blame at anybody, but we need to figure out the solution of what we before we get around to next spring. We need a dedicated person to mow. Yeah. And that's what they do. They mow. Yeah. Yep. So, that's a discussion that needs to be Yeah. You're not doing anything after Jul after after June, right? All right. Well, upcoming upcoming dates, June 9th, uh, regular session meeting at 6:30 right here in the library. Can't you be here? Okay. Um, we might need to change that though. That' be great. We'll look at that. Not for me. Um, okay. So, I need a motion and a second to adjurnn. I'll make a motion to adjourn. I'll second. I have a
072motion, a second to adjurnn. All in favor? I I meeting a journ. All right.
