any additions or Corrections hearing none I would entertain a motion to approve I'm move approval second all in favor hi hi there being no old business we move on to new business and Dr recer he will kick that off for us yes so let's go down to Dr Boart um for the public hearing for additional appropriation a be on our agenda okay so the board will hold an additional appropriate hearing on the proposed BR proceeds at the hearing we will ask that each person limit to comments three minutes on the topic that the notice of this additional appropriation hearing was published as legally required purs TD code before a school corporation can appropriate any dollar directly receives Bond proceeds it must conduct a hearing on those proceeds for the additional ation of those funds we
will now hear from Dr Bart about these projects which have been described in Prior meetings yeah so as we've talked about What's led us here and um the part the reason for reaching this project is U the challenges of our operations fund and low assess value and being able to meet the operational maintenance needs of our uh facilities so uh this project will allow us to address those um maintenance needs of our facilities and address improve improvements to school facilities including deferred maintenance HVAC Improvements roofing improvements site improvements and the purchase of buses which will allow us to meet the needs of safely maintaining and improving our facilities and providing needed buses to our Fleet as we phase older buses out thank at this time I'll open a public hearing um anyone have any comments
hearing on we close the hear at this time the business manager Andrew will summarize the additional appropriate appropriation resolution yes so this uh resolution does provide for the approval of the school corporation to appropriate the funds within the um account and fund that we have set up for these uh proposed projects in the same year in which we do receive the bonds we do have that issue scheduled in October it is for $2 million right now um and we have set up a separate construction fund fund 701 for these expenses and for the proceeds to go all right so you have a recommendation for us I recommend uh the board approve this resolution for the additional Appropriations all right any further discussion heing none I would entertain a motion to approve so Mo second all
in favor second okay I think at this time the business manager will summarize the final Bond resolution yes the final Bond resolution that's included in your packet does contain the project cost as well as the maximum interest rate in other financial terms that have been agreed upon such as the first interest payment due date and the maturity dates of all the bonds uh with respect to the issuance of the general obligation uh Bonds in October I do recommend that you approve that resolution so discussion very none I would entertain a motion to approve the final Bond resolution so moved second all in favor I I one further item here uh yes so we have um the consideration of the agreement for the bond registar and the pay agent uh we have selected Bank New York
melon with our the help from our financial um Consultants to have them be the bond register and to be the paying agent which means that they will be responsible for taking our bond payments that we make over the next few years and paying the bond holders that the bonds have been issued to I would recommend that the board approve this agreement in Fall any discussion he another would entertain a motion to approve I move approval second all in favor I so at this time here we have a hearing 2025 budget yes so at the last regular board meeting we did uh get approval to advertise for the public viewing our 2025 budget along with the levies and the rat tax rates that we are proposing um this is pre dlgf approval and adjustment as we
all know they do lower those when it comes December um when we take the next step after the final approval um this ta notice taxpayers did here in the journal review on August 30th and our next step is to open a public hearing so that we can get input on the advertised budget recommend that you open that hearing tonight okay this time I'll open a public hearing on the 2025 budget the notice that this public hearing was published as leg required are there any comments hearing none I would close a public hearing move on to the resolution ruce 2020 for Appropriations yes so as we do every year we have cash balances that are appropriated within our operations and our education funds um and we do look at lowering those Appropriations if needed if we
do not spend all those funds to be able to allow them to be available for the next year uh this resolution we do annually to reduce those um and this resolution grants authority to the superintendent and the business manager to lower the appropriation balances as needed to more accurately rep our July to December current year spending I do recommend that the board approve this resolution any further discussion or questions none motion to approve the resolution make a motion to approve second all in favor I back okay so let's back up to item a public he concerning Collective bargain the law outlining collective bargaining with teachers requires us to hold a public hearing to receive public input before the school corporation starts formal bargaining with Teachers Association I recommend the board to open a public hearing
concerning collecting our all right at this time I will open a public hearing to answer any questions regarding collector Barbie are there any comments any others no I will close the hearing that hearing thank you all right thank you Lexi for walking let's move on to consider approval of the discovery Club handbook Kathy reviewed and helped us make some corrections Discovery Club is one of our after school programs um kind of after school child care it is separate from the 21st century Grant so comments can be U just a few minor just minor wording things and couple little typo stres character type things but other than that content wise I move to approve the discovery Club all right we have a motion is there a second second all in favor next item is consider location
change for the October meeting yeah the October meeting was scheduled to be at CMS CMS is having a carnival that night U while it' be very entertaining we really have our space so I'm recommending that we move to the admin building for the regular meeting on October 10th um that would be the current change with that CMS um will present in March their board report um hopefully we are in our admin building I believe it is the admin building right now so hopefully we're in the new admin building if not we would move to CMS um Mr Strickland tonight had conflicts um so so again hopefully by April we are in our new admin building if not we remove the CHS so my recommendation to the board is to move the October 10th meeting to
the admin building instead of CMS any discussion on that item motion to move second all in favor I mov on to grant for teacher appreciation yes so uh we are required to reopt the teacher appreciation Grant policy annually um and there are no changes to it this is how we've been for the last few years so I recommend the board approve the teacher appreciation Grant policy discussion approval I second all in favor I I consider memorandum understanding with headone yeah you see your pet the there with um Head Start I would recommend approval of that any discussions questions entertain motion to Second all in favor I next item is memor of understanding with mg County United nams oh yes so this is a new for us uh between the school corporation and the MCU band
boosters uh this will allow the school corporation to pay MCU band boosters $5,000 annually to help pay for their Staffing means for the shared band between the three Montgomery County Schools uh we did send this to the attorney he has provided the version that you have in your packets tonight I would recommend that the board approve this suppos one from I used to link off the there were two just two versions one on the 10th one on the 11th right I think they're the same version one is just a pdf version and one so the pdf version is has the dates filled out yeah um the i' move to approve that you ready to that I second all in favor next item is to review policy 4322 eventual try this first reading yeah so this
is a um repart policy and the policy draft senior packet is um based off of isba's recomend policy uh as well for uh the bital insury so uh ha 124 1243 requires uh local policy to address AIT TR students and the participation in extracurricular or co-curricular activities so this policy defines both habitual insance students and as um well in item F I would specifically point that out since that addresses that we would allow um students to participate or continue to participate in extracurricular activities and activities so have to take any questions on that policy so is is f saying that they normally if they're if they're in the not so good graces because they're Tru and continually habitually Tru and they're not going to be able to do any of the extra activities unless Administration
says it's okay that is yeah the there is to to give Administration flexibility to still be working I me talking about students so Case by case situations that there's other things that are involved I mean academic sures and all those things that come along too so um so yeah just want the if you if we write it the other way then the door is closed yeah I think that kind of goes in line with what we talk about years ago right and our I mean we trust our Administration will be working and doing the things to be doing what they can to get those those kids to school too so those will continue to come along discussion okay being a first reading was not take any action was on policy 4320 student intend truen and
prevention yeah so this would be an update to our current U policy um which if you scroll all the way down on um that draft document um in case you wanted to see what our original policy stated it is at the bottom there but um SCA 282 um addresses student attendance and insury prevention um and requires the idoe and state offic to address insury prevention in grades 8 through six specifically um so this policy addresses that requirement as well as covers definitions of attendants um excused and unexcused absences and Insurgency prevention procedures um in terms of unexcused absences or excused absences um all that is in line with what's traditionally been in our handbooks um the main change here is that K through six specifically um as IT addresses that so that is bolded there
to just kind of highlight um for you guys that that is um the main change to this um the specifically you can see that there's a 10- we um rolling period where students get their fifth unexcused absences um then the plan kicks into place so um Administration has been working on a plan to track that um because it is with it being rolling it is is harder know it is harder to attendance is already difficult to to track and and stay on top of so this does add um a piece to that but um the policy addresses that and lays out the plan and what interventions will take place so attendance has been Focus we know when kids are in school they're they're learning right so so it is an important piece there questions happy
to take those all right motion to improve this policy second all in favor next it is consider grant for the4 25 school year yeah so tonight we have six grants uh for your guys of approval uh first is our special education grant e allocations we just got yesterday um they are slightly lower than they have been in the past school year um but we did expect that uh the second is title one which did stay about the same and that um has the already been applied for as the due date was August 31st and so in your packet you do have the Doe's approval of our grant um title two title three and title four these are all around the same amounts as they were last year um those will be applied for uh by
September 30th this year and then um we did have a one year where we did not have our Rule and low income Grant they did not um qualify for it last school year so we do have that Grant back this year and that was about $90,000 what change did we I basis off of your percentage of poverty and our poverty levels SK reced from last school year at count day to this school year the previous year we missed it by like but our poverty level is quite a bit higher this year um and it's because it's B B off of spring Counts from the year before and then what's specifically on Title by what is the um our rule the tile um we plan to use those um to help with our HRS um certifications
for each of the buildings as well as paying for some of our English language teachers and some of those other some special teachers as well the majority of these screens will be payroll based so I do recommend that you guys approve us score those screens all right confir discussion I a motion to approve these scre second all in favor I next item is to consider resolution transfer M for the education operation yes so this resolution we do every year um this gives the business office approval to transfer an amount up to 500,000 per per month during the 2025 calendar year directly from the education fund to the operations fund uh currently we have set a $200,000 number each month that we do to stay within compliance with the state laws of only 15% of our
uh tuition support uh this resolution will keep us in compliance with those laws for the next calendar year I would recommend that the board approve this resolution any questions TR her there motion to approve motion to approve second all in favor next it is consider mcgomery County Community Foundation health and Foundation um mcgomery County Community Foundation health and program is used to help students and families acquire access to health related needs that otherwise would would not be attainable [Music] um funding will be used to provide financial assistance for medical appointments including primary and or urgent care dental vision and mental health glasses and any other health related needs funding will also be used to financially assist to School nurses and attending the annual nurses conference U education received will provide the nurses with up to-
dat Healthcare education information to share with stents and staff members I recommend the board approve a supply for the Community Foundation Health and Welfare F about discussion motion to approve this request move second all in favor on personel all right um Elizabeth all Liz um has been a West Central special ed specialist for us she she is going to go be a director of the specialed um I guess it's not a co-op for for delin you will be their special education director was talented I think she'll be very well there and I recommend the board accept her resignation discussion motion to approve approval second all in favor I all right so we're looking to hire Amber Smith as a Wilson child assistant Nicholas rice as a Hoover teachers assistant Natalie seore as a Wilson developmental
preschool Aid Cory Phillips is a Lon developmental preschool a and Michelle gilardo as a Hoover one-onone a these are obviously all positions that kind in that Aid assistant category that help make the world go around during the day so I recommend the board approve um all five PIR discussion there a motion I move approval second all in favor all right so in the grant world we did apply for a secured schools Grant at the end of last school year uh we applied for roughly $887,000 and have only been awarded 40,500 of that um the grant was written to pay for for our SRO contract with the city um the purchase of additional security cameras and vape sensors and to complete some infrastructure improvements at the middle school for secured office um with this decrease in
the grant we just let you guys know that we will only be able to fund the SRO contract um with the city and that we are currently exploring other options of gaining funding for the other projects that we can't fund through this SC there some Prett important issu so do they give any feedback as to why the full amount approved um the full amount went unapproved because of the amount of schools that applied for the grant this year um with the increase in security needs at schools combined with the lower level of exra funding available now more schools are applying for these other grants so everyone had their budgets cut for this gr unfortunately yes our SRO amount that the city $1,000 um yes and this grant has a 100% match um that we have
to supply to the local funds um so at this time we are looking at funding that additional 10,000 that the grant will not cover from our local funds and other business items uh just one we have new guidance that has come from the state for the accounting of our curriculum materials um it was is currently in fund 900 uh which has been set up for many years but now they have put that funding into the education fund um we will still have to account for it separately but we do have to also note that since these are the education fund they are not negotiable dollars for party that's all I have for my report right thank you yeah thank you um operations uh World admin building U took a look there we got some um
shingles on so roof is very close to complete with the exception of um the sides and then kind of the design area on the front um and if you look from the back the arch um the design on the back they're having to to build separately so that piece is is still to go but otherwise um they've worked hard the last two days so they were here late last night um still putting shingles on uh wiring rough plumbing conduit uh has been run in wall windows are scheduled for September 25th delivery as soon as windows are here then um get those installed then the brick will be able to go on that so um it is beginning to to take its shape it is a much different feel inside now with the with the roof
on so I'll have to add some some temporary lighting um as well as they continue to work inside um prek playground at hose and the toddler play area Wilson are um officially complete the prek playground is being utilized um kids are having fun on that new space at hose as soon as we're able to get fencing taken care of Wilson that one will be up and running as well so the fence has been ordered just waiting on the materials to arrive um as soon as those arrive they'll get out there get the fence up and and that won't be up and running as well um continuing to prep and plan for our two EV buses that we're receiving from line through the Federal grant so current um place that we're working on planning is electrical
updates to install the charging stations uh so we've been working with u Mark B and Houston Electric on what those what that would look like um Mark's been doing a great job um collaborating with ctmp and and um John Douglas there as well and we'll be looking at a new Transformer going in Steve you would asked at one point about um if that would be be tracked separately so it will be under that that plan um so we'll be able to see the energy that's going that also allows us to stay in a lower rate um since that'll be um on its own transformer and will also allow us to be prepared for expansion down the road e continues um to grow so that pie is is coming along uh curriculum instruction assessment uh beginning
look next week we'll begin administering the first isarn checkpoint so this is uh a new assessment for us in the formative assessment world with I learn uh this is in grades 3 through 8 uh and and this is part of the pilot year um with about 70% of the schools opted in to to take these this year so data is expected to come in quick and as soon as it does would this be a new data we'll have our teams ready to take a look at that data and determine the best way we can use it to impact what we're doing in the classroom so similar lines we've also started to at our Curriculum maps and um Elementary principles and coaches recently U met and uh discussed our current maps and and how they specifically
need to be adjusted to align to those checkpoints so we've engaged with u Dr Jerry Flores who also worked with us on the what's that ago well she so she's been a great uh resource uh for us with having been at the the department she certainly brings the lens of um while she may not be as connected as she once was with with what's coming through has a perception and lens of how that information travels and so she's provided us with some some templats to to take a look at as as we look at what's best um with aligning with those checkpoint uh blueprints um HRS level two uh so over the last week buildings have been administering level two surveys a staff that covers effective instruction so uh with being level one certified level
two is our certification this year um so leadership teams in collaboration with our Marano consultant will begin to analyze that data start to look at areas of strength things that are going well and um our instructional practices that come along with it so um it's been exciting to see the instructional piece take um take root um as as we've been moving along in um last year or late spring um that was one of Dr Riker's big ones coming out and it's been exciting to work through and and it's gain good good momentum and it's exciting to be in the instructional world of it so excited to see where it goes is your assistant super yeah today I had the opportunity to be on a panel of four superintendent with all of our grand experience being
in up second year to um talk with 30 brand new superintendents through the association of public school superintendents um the largest number of new superintendents that they've ever had right now in Indiana the superintendency is lasting just a little less than two or three years so you guys are almost done with it um yeah yeah now so yeah it's yeah it's it's interesting to see but yeah it's a good group also um I was I'm lucky enough I was selected and I will have an executive coach um so actually Dr books who is the superintendent at Wayne Township um serving as my coach they sent 15 experienced superintendents to Harvard to be trained to be coaches and so I was one of 15 that was selected to have a coach um so it it's great
to have a coach and somebody to get talk to he is me a lot of assignments so difference between a mentor and a coach right so that is a great opportunity for me and I hopefully that will show in my leadership for our schools truly proud of our new teacher Institute U Dr Bart and um a few of the administrators and some U teacher mentor this week they had on Tuesday we had year two teachers in and then today they had in year one teachers um I think this is a program that sets us apart and Dr Boart and his team just are making it outstanding um so I think that you that would be something sometime board if you want to come in and um smile shake hands eat lunch we'd love to have
you in with the new teachers and it is it is a very good program that we have Brant is doing outstanding with it um Personnel Emily Ras received the Chamber of Commerce Emerald educator award um you know it's recognizes the outstanding Innovation adaptability and organization shown by K12 Educators Emily continues to devote herself to students in the classroom and through several extracurricular activities she's a great representative of the athenium way um organizational management yeah we're just working through the SRO obviously we believe having two sro's um is very important I wish I could we could actually find a way to have another one but um so we will work through that in the organizational management way to look out figure out our funding for that um Community last week had the privilege to listen to
Mr Strickland talk about chs's Journey um to be level one certified for the high reliability schools at rder um so Jay's always fun to listen to because he never holds his uh back his pride for Crawfordsville in Crawfordsville High School so that is great he gets to say the things of the superintendent W say but no um please see the September Athenian Oracle um so many achievements for our students and staff did go out to cane Farms where our fourth graders and fourth graders from all over the county were there um for the AG days and they get to learn about water and soil conservation and had the privilege of Jess Kane and Dr Moran from North Montgomery giving me a tour of the different stations and providing historical background on the event don't put
this in the newspaper but Jess Kane who is School Board president at North Montgomery has come to do our reading leaders as readers program at hose um so but we're not going to public no you we should we have a really good relation ship with North Montgomery we'll keep that so but no he yeah he's connected to Mr welchire and so he you know it you know sometimes we we get caught up in the disadvantages of our organization but they're having an outsider come in and just talk about being in a K1 building and just what it felt like and the energy and just those type of things so we also you know sometimes we may forget there are great advantages to our organization and when you have an outsider com in and just you
know can respond to a feeling of a K1 building so that's good um Brent and I made a real quick trip up to Camp Tuma for the annual fifth grade trip um right getting 180 kids 30 teachers parents two Camp theuma I mean right busing Food Service Subs it's an operational feet um but it is really impressive up there and it's it is worth it it wears everybody out stresses everybody out but absolutely is an amazing thing that we have for our kids there our leaders of Reader Program is up and running at hose um several community members are involved including mon so he's got his guys is just going to come back on a weekly basis I don't know that he's going to be on a weekly so but yeah probably not during har
yeah no so um so I'm really proud of this program and how it connects our students and our community to reading and just you know everybody feels good when they read the kindergarteners so if anybody wants to let me know and reminder um we have our fall conference coming up and let's talk about Transportation after the meeting I'm Rex reer and I am an athe thank you Dr rer not a work of the business move on to board member Communications anything I would add my two cents worth at going to yesterday from my picture didn't have to tell [Music] me building my day that is my yeah principal princip principal great energy that's that was fun to see too yeah I think he's he's in his Groove he he's got demeanor for K1 building I
hope he doesn't too you know get drawn back to the high school ranks or anything those things because he was going very well he did seem very comfortable very just yeah great great energy all right any other comments Pap comments I would entertain a motion Tove you [Music] that's
