my school corporation meeting order I'll call all administrators are present and board members with the except Susan at this time I would invite everyone to join me in the Pledge of Allegiance and the flag is open to flag of the United States of America and to the repu for it stands na God indivisible withy and justice for all right the next item on the agenda is Spotlight on Excellence priv to have some of our student artist yeah so evening nice to fill the house um this is our second year presenting um student artwork that will be used to decorate our Administration office so last year we had five pieces this year we've expanded to 13 okay and we have Dr steel here as we use funds from the John and Kathy steel fund which was

put in place to benefit Crawford Zill Community Schools and Dr Steel's a former superintendent of Crawford Zill schools a local artist and a mother of an artist um so it is I think very fitting to be able to use that fund to do this and then after we display the students artwork for a year we return it the anyone's going to be a senior we know you'll want it for your open house so we'll only keep it for about 11 months um but no so I think this is a wonderful way to decorate our office to um show some of the talent in our school corporation and do a great thing with the funds from Dr steel Dr steel anything you would like to say well I'm just um pleased to see so many of

you this year and U it's always fun to enjoy art and I encourage you all to continue your artwor because you never know and um this year my son bought me this book on creativity and at the end of it he wrote a little not and said thanks Mom for supporting my art now it's time for me to support yours wonderful so this will be the fun part trying to work your way through it's like to step Around The Price is Right which none of you will know what that is all right okay I know you don't get it a badtime story all right and Ellie so Ellie come on up can you so Ellie had artwork last year Ellie has received several Awards and recognition for her artwork she's going to go study art

um you want to I believe okay what did you use so this is a mix of watercol and graphite so most of it mechanical pencil okay excellent all right yes and she's camp counselor at Camp Milligan and wonderful thank you all right next in the group Elizabeth rker oh yeah who is enamored with Ellie so all right Elizabeth you want to tell us what you use to make yourself I us chalk chalk okay wonderful very proud of you there we go Nora where are we at Nora you're over here all right Nora Carlson's a fifth grader Nora anything you want to tell us about your picture um I made this sugar skull with markers and permanent permanent markers and crayons wonderful ver go all [Music] right ver you um I used watercolor and color pencils

Jones anybody else we good all right well I would like to congratulate all of our artists and U appreciate the fact that you're allowing us to display your art in our building throughout the year [Applause] so and hopefully it goes into the brand new building we get that with this round of artwork um but good and also we had Melanie monosa LLY hung um J suor Kylie Douglas and Nikolai Alfrey so we had a great collection this year all right thank you round of applause for those not a all right so at this time before we actually begin the uh rest of the meeting we do offer you a chance to escape you're welcome to [Music] say I think should chase them down and there a different expectation okay so the next item is the

uh consent agenda to approve the previous meeting minutes are there any additions or Corrections my name was still WR Top Line just a transposition nothing subst hearing that motion to approve I motion move approval of of the full cage minutes El second all in favor I I all right there being no old business we will proceed to new business the first item is a public hearing for project and secondary preliminary determination up here so at this time um the board will hold a project to preliminary hearing on proposed capital projects if you're interested in speaking the hearing please make sure you have signed the signin sheet which would include your name and address after the presentation by Administration there will be an opportunity for the public to make comments about the projects we ask that

any person speaking limit their comments of 3 minutes and that the topic be limited to proposed projects under consideration the notice of this preliminary determination hearing was published as legally required and the first preliminary hearing was held on June 13th 2024 at this time I would ask the administration explain the purpose of this hearing yep so pursuant to Indiana code 20-26 d737 the school corporation may spend more than 1 million $1 million to build repair or alter a school building that will be financed by bonds it must hold a public hearing at which explanations of the potential value of the project to the school corporation and Community are given similarly pursuant to Indiana code 6-11-20 D3 one a school corporation must hold two public hearings of which this is the second hearing and adopt a

resolution to preliminarily determine whether to issue bonds for a project which has a total cost and excess of certain thresholds or if the school corporation has a certain Debt Service tax rate these public hearings and the consideration of the resolutions are the very beginning of the legal process and the resolutions presented at this meeting establish the maximum financial terms for the proposed projects okay now I hear from the administration about the process of communicating the projects to the community and meet the projects along with how the projects meet the needs of the corporation yeah so um as we've discussed before the challenges um we have to our operations funds that are presented to to our district with our low assess value um and being able to meet the operational and maintenance needs for our facilities

so uh this project would allow us to address necessary improvements to school facilities including deferred maintenance uh HVAC improvements soping improvements site improvements and the purchase of buses thus um otherwise known as just the project so um it would also be important to note uh that with the timeline of this project running through the spring of 2026 as some of the projects that we are planning um as bids um are put out and received um if budgets change or or prices or quotes or estimates change as that comes in there is a maximum uh to the project and but we will do as many projects as we can afford Within um that Financial amount so uh this project will allow us to meet the needs of safely maintaining our facilities and providing needed buses to

our Fleet as older uh buses are phased out so as we look at some of the specific uh projects we're looking at of course is is the buses um playground um equipment for uh preschool for both those and uh Wilson um some some work on uh Hoover entrance some Limestone work that that needs done um in that deferred maintenance uh piece parking uh areas to both hose and uh Hoover administration uh build current administration building roof uh here um that that needs some some maintenance work uh the field turf at the high school um parking lot stuff at Nicholson U maintenance at the middle school looking at um down the road replacing the uh carpet there um and looking at their entry as well to increase some safety features there so um yeah that's where

we are all right Andrew can yes so for this bond this proposed bond issue it's that we're looking at um the maximum value of the bonds will be $2 million um the estimated hard and soft costs for this project are not to exceed 1, 835,000 with the cost of issuance coming from that 2 million of 165,000 the anticipated maximum gross impact on The non-exempt Debt Service rate um is 1727 uh so 1.27 cents per $100 of assessed valuation and that's just for this this issuance um but the anticipated net increase for our overall tax rate for The Debt Service fund is zero um with other debts falling off we will actually lower our tax rate and still be able to run this Bond issuance um the estimated interest rate for these bonds is 5.5% and

the bond will be payable between July 15th of 25 going to January 15th of 2031 okay at this time we'll now public hearing if you'd like to speak please ensure your name is on the sign sheet is there any public comment all right there are no comments uh this hearing is closed the board will look to continue to work with the administration and its professionals to look for efficiencies to conserve Tax St level of meaning the educational needs of the corporation uh I would just add that this is a lot like the project uh to build a middle school where the high school that was coming off so we it remain a tax neutral project okay first item is consider the resolution um would you summarize it for us so uh project resolution is required

when the school is planning to finance more than a million dollars on a given facility with type of work it contains the estimated hard and soft costs and the cost of issuance and establishes the total project cost it also contains the estimated tax impact I would recommend the board adopt the project resolution okay any further discussion hearing not I would entertain a motion to approve I move approval second all in favor I I okay uh at this time I would ask that the administration please summarize the preliminary determination resolution yep the preliminary determination resolution is required when a school corporation with a certain Debt Service tax rate is planning to finance more than a certain amount for a given the facility it contains the total project costs maximum annual payment and maturity and other financial

terms such as the estimated principal amount and the tax impact and I recommend the board to adopt the preliminary determination resolution any further discussion hearing that I would entertain a motion to approve so second all in favor I the next item is to consider preliminary Bond resolution at this time I pass Administration summarize the preliminary Bond resolution yeah so the the preliminary Bond resolution contains the cost for the project maximum interest rate and the financial term such as the first interest payment date and the maturity dates for the bonds I would recommend that the board approve adopt this preliminary Bond resolution all right any other discussion we entertain a motion to adopt I Mo approval of the preliminary Bond res second all in favor I I all right uh next is to consider Declaration of

inal official intent to reimburse expenditures this time i' asked Andrew to summarize this yes so this declaration is the reimbursement resolution relating to the financing for the construction projects uh this resolution permits the school corporation to reimburse itself from the bond proceeds for any cash that might have been spent on the projects prior to the closing of the bonds this is required for federal tax law in order to preserve the school corporation's ability to reimburse itself um I would recommend that the board adopt this resolution all right any further discussion I would entertain a motion to approve I move approval second all in favor all right all right lengthy process there moving on um the next item on the agenda is consider Mel Dental as a corporation dentist yeah um we've been using meller for

a while I recommend the board um approved using micheller dental as our Corporation dentist second all in favor I all right the next item is to consider Dr Patel is a corporation doctor Dr Patel is with proactive MD um when Dr Douglas um retired um we reached out to proactive MD because um trying to find a local F practice doctor was not going to happen so um so Dr Patel through proactive MD stepped in to help us out so I recommend that the board approve Dr Patel as the corporation doctor I've met him he's seems a really wonderful I'm second all in favor all right the next item is to consider school resource officer agreement with the city cerille yeah so Amber uh Reed did a great job working on this with CPD so this

is our annual SRO agreement for our two two school resource officers um only changes to um to this compared to the the past annual agreement is our contribution did increase um which we knew was coming and and are more than than happy to do is we move from one to to two officers uh from from the past so uh CCSC will now contribute 50,000 per officer with half of that being covered with our school safety Grant so we will increase the amount that that we are that we receive with school safety Grant to help cover that as well so thankful for the partnership with the city of the mayor and detective madingley and his team and officer leondo and officer so it's good good relationship and good partnership so do an outstanding job for us

so I would recommend um approval of this agreement so well just I just want to know for the record just I don't believe there's a conflict of interest because of my capacity as the City attorney but just out of an abundance of abundance of caution I obain from voting on this item and the item G all right with three remaining board members we do have a quum for that so I second motion to adop this all all in favor I've approve as well so have a motion we'll pass them so moving on the next item is to consider um the school food prices for 2425 yeah that there's a tool that we have to use to go through and look at our school food prices and look at our balance in our school food account

um with both the tool and where we are at we do not need to raise prices so I would recommend that the board approve um the lunch or meal prices to the 24 25 school year to remain the same as the 23 24 school year how can that be that's saying the price of food well just have a calculation works but I think that due to reimbursements that we receive um I think our schools offset on that yeah food service group does a great job and then with the our higher percentage of free and reduce um our that reimbursement we receive as well so yeah the majority has to do with just the balance that we have right now in the Food Service account great that's good news yeah all right is there a motion

to approve so move second all in favor I next item is to consider special education excess cost authorization yeah this is something we do annually um this is the board giving me the authorization to be able to sign for any student that may um be in a residential placement or a place a day placement for special needs um you know occasionally we have those situations and this is just the annual authorization that I can approve that because what'll happen is any of those type of placements go above the cost of the funding we receive for the students I recommend the board foring [Music] discussion J second all in favor I I the next item is to consider the RightWay easement for the city of cville for sanitary SE yeah so um the city's been issued

to construct that new uh sewer system it's along State Road 47 there behind the high school um I know which way you look it's kind of that grass area down down Bo between between the trees there so um so uh the school would be granting utility right away easement for construction of the system and then also for uh maintenance of of that system once it is uh constructed so there will be an access um roadway from the fire lane in the back behind the high school for them to be able to get down maintenance wise and and in your pocket there is a a diagram there where you can see where that will be so it will be a brick um building we'll have fence around it we'll be security as well with with cameras

that the city will will monitor um and uh exciting part with it is the the trail access so um that will be part of the construction of the project so that will lead up to Grant Avenue and connect with the trail um there and I mean we do have some students that do walk along there so being able to increase safety uh for them is is an exciting piece piece of that as well so um timeline bits for their project are expected to go out this fall then construction would begin um in the spring so I would recommend approval of uh this Seas so I I go through the the document but my question is there's already sanitary sewer there are they just upgrading the existence y so they're bring it across from the other

side and um so expanding so the current system is not enough and the trail is already connected to our property on the west side right yes go from the parking lot from the from the de building this will run down in front of this will go long Pizza Hut down along State Road 47 and come along so um and I do I have seen kids walking along 47 I know we tell them not to but they do anyway and it makes me so I'm very excited that the city is going to work with us to get a an access a trail a sidewalk whatever we want to call it and I had a kid that used to bike to work or bik to school and it was uh you know they can go in the

back but but uh they always want to cut on 47 so I'm I'm happy that we're doing this yeah all right is there any other discussion just know for the record I don't believe it's a conflict but I'm obain from this vote saw your name on the bottom of those yeah move to approve second all in favor and I do V to approve as well all right next item is to consider grants for the 2425 school year yes so as we started last year getting approval for um us to apply for federal grants um we just currently have one that we have an allocation for our Title One allocation did come in earlier this week um it will be right around 667,000 500 this is just slightly lower than last year's allocation but we knew

that was coming that the title One funds were going to be lower this year uh so I would recommend that the board approve us to apply for this title one application any discussion entertain a motion to approve I move approval Sor all in favor all right all right so the next item is to consider School Technology advancement account application yes so uh we've done this kind of advanced Loan program in the past um to help purchase computer hardware and software for student instruction uh we are writing the current application for um Chromebooks and course catalog software for the Athens Virtual Academy um this would allow us to get a collection of 100 Chromebooks along with 100 seats virtual seats for the courses and the total of this application is 46,500 with the ability to have

more funds in the future if they do not run through their entire allocation of $5 million for the state so I would recommend that the board approve this application as well I thought the calculation on this form was would that classic governmental multiply by this number then divide by this number you know you could have done that in one step like we could they could have simplified that but I move approval for this uh for this application second all in favor all right all right moving on to Public Works projects yes um so as we started with the last meeting um to pass these by the board for approval each time uh the first one will be the high school parking lot crack ceiling and restriking project um so included in your files is the

procurement packet for these repairs at the high school we did have three vendors that we reached out to Autos parking marking company David Price Excavating and reath Riley uh we did only receive uh quote back from Autos parking for 19347 so we would recommend that the board approve this Public Works project to be awarded to Autos any discussion approval second all in favor bo uh the Hoover parking lot and sidewalk repairs this will be for the front of the building uh we did request quotes from three vendors again the same three Autos David Price and reth Riley we did receive quotes back from autos for 23,43 and David price for 31,8 44 so we'd recommend that the board approve this Public Works project for the Hoover repairs to Autos parking I move approval second all

in favor I okay a hose yes the last one is the hose parking uh this will be the parking here on Fairview Avenue uh this we did request quotes from the same three Autos David Price and re Riley we received quotes back from Autos parking for $23,400 and David price for 27,1 15 so we would recommend that this uh Public Works project contract be awarded to Autos parking for those spots so second on favor hi hi uh Just for information where is a out of not heard green greeni whatever they have done worked with us for years theyve I looked it up too because I was like I don't know that yeah yes green wood they did the they did the repainting of the drump off lanes and everything here at hose last year and

doing the pillars that were installed just sign my dad's name was aado we always teas him that he ought to have a car all right on a [Music] Personnel yes so yeah in our resignations uh we have Brittney Cooper who's um our director of Elementary education she's taking a job in Green Castle where her three kids go to school and just received um resignation from kiny Cabin who's a Hoover receptionist um I recommend the board approve these resignations so moved all in favor I and hiring which I do believe this is the shortest July list we've seen in a long time um so hopefully that is good thing and um so I recommend kylen Simpson so would be an admin assistant at West Central Jordan Chandler so Jordan was in one of our Esser positions

um as a school social worker um that position ended Jordan did complete her LCSW licensed clinical social worker um test and certification um which we had talked about being able to if we could hire an LCSW that allowed ows us to receive Medicaid reimbursement and can provide supervision over social workers that can then receive Medicaid reimbursement um so excited to be able to bring Jordan back in a new role um that will be strong for our students mainly we work at CHS and CMS um for mental health services but also be able to hopefully be able to expand our Mental Health Services in time um we did apply app for a mental health Grant um that would if we receive it will allow us to significantly increase the number of mental health workers that we

have in our school and this was is a key piece to have for that so many reasons that this is a great hire and Jordan's a a graduate of cordsville high school as well so um Aaron Keller um who's worked for us in the past and he's coming back he's our currently our Varsity wrestling coach um he'll come back as an assistant Chase Justice another Crawfordville Alum comeing to work for CTE Katie Jordan CTE Gina Galloway CTE um Cynthia hunt U special education Aid Camden Patton Hoover life skills a harvis Lind will um cover is on a one-year temporary contract cover maternity leaves at hose and Hoover um Audrey Riley Hoover teachers assistant and Maria Mariah sorry we all know Mari too right SE um Hoover Media Center a recommend the board approve all hirings

second all in favor next item is the business manager report Dr oart I have nothing to report so we will need to um yeah I'll start with operational management so just update on admin building progress so utility hookups are all complete um except water which should um occur soon so uh back filling a sanitary sewer piping if you saw some additional fencing up around the athletic area which actually s that has come down from this morning when I was out there so they got that P building they have moved that that fence uh back around so um so that is now down that was in front of the athletic building so um coming up next uh they do have the slot board uh walls hallways with been marked so if you are out there you

can kind of navigate and walk uh with the the floor plan so to speak would be um as soon as those walls arrive they will be going up so um things are moving uh few preschool child care updates um couple deliveries coming up for playground equipment so July 25th we're going to have some topl playground equipment arrive um that'll go out there along um Jefferson uh street that will be for our new um Child Care um there off of Wilson so it'll be exciting to to get that in there and then be covered as well it will have a sun shade um and there will be fencing um as as well a shorter fence three and a2t fence that'll go around um and then addition of preschool um space over at hose um adding a

a dedicated preschool space there so um July 26 we have SL some delivery for equipment there um as well that'll be on the South Side um of the Green Space inside the the fenon area and then that will be fenc um as well since that will be dedicated preschool space um and kind of along the same lines at Wilson so construction for that infant todler space um is is is complete um 99% probably at least complete um and the remaining rooms and office are that we hadn't done um has also got new flooring and completed as well and um also the gymnasium new flooring uh in there as well which is is really really nice so um lot of good um space upgrades and and things in Wilson as we expand that that space so

um instructional area so area we've kind of been working in and focusing on lately has been the I learn checkpoints and how to navigate that uh with this pilot years so um believe it's a good thing overall just kind of a gray area as they work through their final pieces uh this year before you know the fures come out for from the doe for um 2526 would no longer be pilot uh which a little over 70% of the schools opted in uh to the pilot so good direction just in this pilot year um as we figure how to navigate our formative assessment and the intervention tools that with that um is is a little challenging but but so working through that piece um and then planning new teacher orientation and Elementary curriculum training so uh

new teachers orientation that will be on August 1st that Thursday before school starts and then elementary teachers uh math and reading teachers will return on August 2nd for some curriculum change so to the season uh coming around so yeah with that that is your assistant superintendent rep thank you Dr Boart Andrew right all right Dr reer yes um seems like about daily we are working on the Infant and toddler program and with preschool expansion um so it's been great to have kind of a team Britney was heading most of those things up and so um quickly moved Amber Reed over to take care of the infant and child care um needed somebody that you know our teachers you know that's a quick concern coming up with who was going to take care of this and

Amber you know has is very well established and people know and trust Amber so it was great to give Amber that responsibility so that um our staff members who had their infants and toddlers signed up and had a little bit of um relief knowing who was going to take care of that program um also means that the Amber's learning the whole new program but um you know her background she is very equipped adapt able to adapt to legislation regulations and dives into those things so it's great we um you know Brent's taking the project side of it um working with Heidi and Adam on programming and so those type of things coming along um they're great problems do have but you know we we divide and conquer and Andrew's taking care of the the finances

which he was pretty much doing most of those things come along with it uh other time we've spent quite a bit of time working on a three-year strategic plan I've given each board member a draft and we can talk about this in our board retreat um that we have coming up so this is a draft we are this is we're getting toward a final draft um we working with uh charity Flores from the Flores Consulting Group um she's come in she's met with administrator she um we met with a group of teachers and kind of worked through it we had kind of sketched out our three-year plan um to make sure it was there and then just working to make sure that we can communicate it well and and it's there I mean last year

was the year that we said that we were you know kind of in putting the the playbook in we had a lot of initiatives with a kind of a promise or commitment that we would have as few as possible moving forward so I think the Strategic plan sticks to that we also wanted a strategic plan that was real you can see you can look on a lot of school pages and see 100 page strategic plans but this one I think is real and kind of sticks to what we do uh three key areas um you know those of you who had your kids uh in my buildings I always said we want to keep your kids safe make sure they're learning and having fun um which kind of lines up real well with the marzana

things which you can kind of see here is that you know safe and supportive environment learning focused classrooms and then found foundational opportunities um you can get fun out a foundational but um those kind of focuses that come along so that there we know legislation will send us a couple little curbs in our path um but I think the our plan allows us to adjust to that so I think if you get a chance to look over that we we'll work with it and then um work with the teachers on those things but I think the whole goal is is that people can see where we're headed and and the pace that we're moving so hopefully that is good okay and that is really your superintendent report thank you Dr rer I am not aware

of any of the business this time Communications P comments before we officially Jour a meeting Dr Ste was a pleasure to have you see join us my questions did you drink snacks all right at this time I would entertain a motion to adjourn move adjournment second all in favor thanks everybody yeah so I missed my announcements I can't I don't know if I can do this yeah do right uh first of all new teacher lunch is August 1st at 11:30 at CHS I'll will send you invite for that board retreat July 29th and have us to go from 10:00 a.m. to 3 p.m. right now the agenda is very manageable um I'll send that to you as well we have at we're looking at Fusion 54 but we haven't got the complete confirmation yet and

we'll work through that also the fall conference September 23rd to 24th Stephanie I'll work with you and getting Reg registered for that and my normal I'm Rex rer and I'm an Athan I missed that miss that yeah which our marketing campaign you will see more I am and Athenian videos coming up right you have the fall conf is two days but really we only go once correct usually Ty well the last couple years it's been one but yeah we do have a dinner opportunity on Sunday um so we'll talk about that July [Music] 21th little tight you get this I get that okay signs it great you have this one in the sign the yeah you put the signing the package secretary and I T the ones that are just out okay you tomorrow thank

you I not mess with anything yeah I have to submit that one tomorrow okay have your file there it is yeah re something in here in and my nose started dripping and I was like oh no I like it's probably like you know old building the [Music] mold no we a perfect
