those in favor signify by saying aye aye opposed promotion carries 5-0 week moved item 5.02 is the approval to receive grant funds from the black blackbaud uh giving fund for colonel john wheeler middle school mr hartman thank you again there was a donor on behalf of the marathon petroleum company who provided this donation to colonel wheeler middle school in the amount of 65 dollars seeking your approval to receive those funds this evening mr hartman thank you mr hartman for the recommendation to approve to receive a grant distribution in the amount of 65 from black bond giving fund for the colonel john wheeler middle school i do a motion to approve some move moved by mr hoffman and second by mr smith any questions or comments all those favors signify by saying aye hi opposed motion
carries 5-0 thank you thank you mr harvard and uh 5.03 are the policy revisions and additions we have po2266 amendment mr akiwa thank you mr president members of the board i'd like to bring your attention to uh in addition to a recently adopted policy uh two two six six which is uh basically title ix update we've adopted this uh not too long ago but we finally have an item in place to just drop in that policy which is an email that will be added to the policy that allows individuals to report any infractions or concerns regarding this particular policy i want to thank behind me mr gill who helped set this up so the email is report at cps.k12.in.us will be sorted right into the policy there uh in a placeholder that has been uh
held for this exact addition so the recommendation is that we just approve the insertion of this email into an already adopted house thank you mr akira you heard the recommendation to approve this amendment to rectify written to recently adopted po2266 we have a motion to approve so moved moved by mr angel in second by mr smith any questions or comments from mr akiva all those in favor signify by saying aye aye aye opposed motion carries 5-0 thank you mr kiel and 5.04 is the health insurance renewals changes and additions missed out thank you mr president i'm going to go over the high points of this because as you can see it's a pretty long recommendation we have some major positive changes coming to our insurance plan effective january 1 of of next year with your
approval the first is aligning our bus drivers to pay the same rates as our 9 10 11 month employees they currently pay a significantly higher amount based on the hours per day worked and that average per day has gone up which is the reason for the alignment and it will be absorbed within the existing transportation budget within the operations fund the second is a change to our dental provider we currently use guardian where we recommend moving to delta dental which is going to provide savings a larger network also allows us to increase the benefits for our staff so max out of pocket numbers for orthodontia and claims per year go up to two thousand dollars from fifteen hundred next vision changing from guardian to imed again generating a savings also being able to offer additional
benefits to all staff who are on the benefit plan currently for vision eyeglass and contact benefits will go to two hundred dollars the insurance will pay towards it up from 130 it also will reduce the co-pay to five dollars from 10. um next our stop loss and our prescription plan are sort of tied together we had a major claim impact stop loss last year which caused us to generate some increase in rates which we can offset by moving to a different prescription provider that provider has a larger network to leverage better costs we are grandfathering or giving the option a grandfather for any covered person who takes a medication that will be exempted going forward as to not provide them not cause them any disruption and the the choice that we made the recommendation is
actually the one that causes the least amount of disruption to employees that generates a savings so that we can offset the increase in stock loss sorry this is a long one gentlemen um the last part of this may be the most exciting for for me personally is a partnership with a health clinic we've talked about this with you guys before in the past during budget time so this is a health clinic partnership through franciscan through their healthy network that allows us to give our staff who are covered by the plan access to health clinic services at no cost to them so this would cover like what a primary care provider would service covers x-rays labs lab work sports physicals for kids i know many of you know how much those are um as well as
a set list of prescriptions uh we'll be able to add a wellness component we're looking at some other ways to offer it but currently what we're asking for approval for is to enter into this agreement to offer for folks who currently take our insurance with that very lengthy description the recommendation the administration would recommend approval of delta dental for our dental plan imad for our vision umr hcc for stop loss and rx benefits esi for prescription benefits franciscan health health access nearsight clinic program for the rates presented which is the sliding scale 65 and then a sliding scale based on participation as well as allowing transportation staff to be categorized for for payment purposes as a 9 10 11 month employee so that's our recommendation also authorized to have me sign off on all the
various contracts unless you'd all like to come in and sign them you got it thank you mr you've heard the recommendation as as ms dowling just presented to us there i won't repeat those lines but we have a motion to approve so moved second moved by mr hoffman and that was second by mr smith how about any uh questions or comments from ms dowling ms darling or the guarantees i see four years on the dental three years on the i is that normal those kind of that kind of term it's normal in a conversion it is not normal for us as we've been with the same the same providers being guardian as the was the provider for dental and vision both so it's not normal for us but it can be normal when you're making
a change okay thank you i just want to add thank you for creating a relationship for the clinic the health clinic giving this opportunities to our employees and our staff um i think it's something that's overdue and it's important so just so i make sure i understand this i'm not sure we talked about this they can do it by walking her appointment because we now know that for so many it takes a long time to get an appointment or you're waiting for hours to get into the doctor sometimes when you go to the doctor this will help we hope will help facilitate a quick exchange of services they can get in they can walk in and we'll take care of them right away because they're um is am i understanding that correctly correct and that
they won't have to pay any any cost for those services that are rendered that's correct that's great if i can add there's seven north of san diego locations um two in like the crawfordsville lafayette area and three in indianapolis which you know is helpful for our folks who have kids away college and such but there's seven in northwest indiana region mr smith you remember you asked about this specifically during our budget meeting last year this is something that we wanted to do we met with the union in discussion last week as denise said it's a win-win from what we can see thus far but really dr terrell's support is what makes these things possible for us to be able to offer and we're still saving money and basically we generated savings adding benefits to be
able to still offer the clinic it's really net neutral for us well thank you to yourself and your staff behind the scenes because we know all those are involved and this is never an easy process when you're shopping health insurance and medical medical needs so thank you it's a significant accomplishment to be able to save money in this day and age with health care expenses and still offer additional services that that you haven't offered before so the other benefit and it's it's in my opinion is uh it's extremely pleasing to have been able to work with a community partner so we've got somebody locally that's trying to provide this service and is readily accessible so our thanks to uh franciscan health as well ari sutton does the major lifting for us as our agent um
and actually recommended franciscan given their proximity because we know that's an important relationship thank you all positive feedback let me let's make this one official with a vote all those in favor signify by saying aye aye aye opposed motion carries five zero thank you miss downing and where were we 5.03 5.04 now we're moving to six discussion report items 6.01 possibly revisions and additions the first reading p.o 6320 mr cuba thank you mr morning uh members of the board we uh would like for to bring to your attention tonight just for uh information first reading an update to policy 6320 titled purchasing uh we've added in there a mark up of the current policy to show you where we would like to make some revisions in summary uh this particular policy we would like to
change some numeric numerical values uh which are limits i've said in there to sort of uh create you know how things happen based on certain limits when we purchase things in addition there's some vocabulary changes in there as well these are just bringing this particular policy in line with state code and how we operate here at crown point community school corporation i'll sort of yield to katie dowling at this point if she wants to add any further commentary on this but did i do a good job there thank you so much give us flexibility and also adjust um some internal mechanisms that thresholds were setting higher to remove some red tape for staff now that's not in the policy but adjusting the policy to state law gives us the ability to do that so once
again what we were just doing is presenting this to you this evening just as a initial reading here first tutoring we'll revisit it at a future board date for uh requests for approval thank you mr cuba you're welcome thank you we have uh 6.02 facility update dr terrell good evening so we come to you tonight with an exciting uh report for you and look forward to getting in input and feedback from you as we go through this before my arrival here the corporation all of you have been in the process of a two year two plus year facility review and up to look at what is that we need to update what is it we need to do tonight is is kind of a it's not really a culmination of those efforts but we're bringing
all of that together to you to look at what is going to be the culmination of these efforts before we begin this evening we have several people in the room representing different groups who have been essential in getting us to this point and i'm going to ask if steve if you'd start in the back and just introduce yourselves tell us who you're here with uh we'd appreciate it um related to a project and operating our current findings thank you deanna serves for the scallon corporation and been the past several involved and i'm jim thompson with gibraltar design we're architects engineers and interior designers with school planning scott cherry with the skillman corporation then we also have cheryl zip our school attorney is here with us and mike moleski as well we appreciate you guys both
for being here um i was telling the guys from skillman and gibraltar friday i went out and walked through winfield and it's just amazing the progress that's being made there and where we at with that um really excited about how we're progressing and what's going to take place over christmas break so uh kudos and this is an example of great work that's being accomplished there so tonight what we'd like to do is just kind of take you through and talk through our facility study give you guys updates with different things that we're looking at as we're coming into this so one of the things that we do on a regular basis we continue to review the student opportunities and achievement with crown point all of our schools and look at what's coming with in the
near future as we continue to move forward with our educational systems and offerings for our students i've got a real hard time using this computer because in place of the p key there's a purdue p it's a challenge at best for me and those of you who know why i know why so as you can see here one of the things that we look at is the annual review of the preventative maintenance priorities that we have you're looking here at taft the assessment of taft middle school as you guys know is is a major concern that we have that all of you spoke to the first time i ever spoke with you in looking at taft middle school and where it is right now so as we look at as i mentioned the study began
0302017 really looking at district-wide facility assessment but also then our school capacities our learning environments and having just study the needs that we expect to come 2018-20 we continued with the assessments priorities were in place such as winfield which i just spoke about where we knew that that was something we couldn't wait until the end of the study that it was something we needed to address and you guys took action and we're looking at coming to the completion of that this summer so in 2020 we continue to review the considerations that are given my team cabinet members administrators the individuals who introduce themselves to you at the beginning of this report are all part of that review so as we look at this it's important to keep in mind our strategic planning goals recommendations that
come to you need to and should support the mission of crown point schools which is to ensure that all students become lifelong learners through the highest quality of educational program and i think that's really important that highest quality as we move forward so as we do that we need to maintain renovate replace current buildings as appropriately supported and we have to verify that it is a need that we're moving forward with so as we look at this there are three main goals here one of the recommendations aligning with our mission two is to maintain renovate or replace the current buildings and then three is to keep our school corporation tax rate at or below the current level and i think that that's a reoccurring theme that you're going to hear this evening and moving forward
as we go so here is our current schools it's a little hard to look at you can see there as we zoom in just a little bit so one kind of that greenish color that's our high school two and three the royal blue colors are our middle schools and then the red are our elementary buildings and you can see where they're located within our boundaries of crown point community schools so one of the things that's really exciting is as we look at our school district enrollment we had a study come in and we've seen what our expectations are but over the last years we've seen a 13 increase and i think that that's important to keep in mind one it's a great problem to have as we continue to anticipate um but nearly 80 percent
of the schools in indiana are seeing a decline on the state this year i think the total was is it 15 we saw across the state with the reduction because of covet impact and yet we're continuing to maintain and move forward so as we look ahead we through our demographer and the study he did based off our last census we expect to continue to grow for the next five years at least not saying that we're not going to grow beyond that but that's what we know right now we expect there's been some complications with the current study with the census of 2020 but as we get those results in we'll continue to compare and plan for the enrollment as as we see it coming so facility priority needs one of the most important ones that
we need to keep at the front of this is the enrollment increase that we continue to see at all grade levels and the crowded conditions that are currently taking place in our schools number two very closely behind number one is taft middle school built in 1954 it has seen seven additions and three major renovations and you'll see in a little bit here some of the things in the areas of things that have got to be taken care of there and then also crown point high school with the continual increases that we've seen in student enrollment the overcrowding is evident and apparent curriculum opportunities we need to make sure that we are where we need to be providing our students to be future ready in their educational process and experiences and then also the inadequate technology
that exists in all of our buildings and at the high school and being able to address those needs moving forward then also our elementary schools we continue to have overcrowding and capacity issues the biggest part of that is really when it comes to those ancillary support services that are being provided and you'll see some of that as we go through this and then our other student learning facilities wheeler the learning center etc all of our buildings really need to be impacted through this as we continue to plan for the future so looking specifically now at taft middle school you can see the entrance there which is an interesting functional entrance trying to be as wordsmith as i can here with brooks sitting back there trying to help me with this so you can see it
was in 1954 and at that time had seven classrooms so that was the humble beginnings and i think tom played in that gym if i'm not mistaken maybe not the 54s maybe there are a couple of additions i played in that gymnasium about 1960. 19. so six years later not far off uh where i grew up this is called a bubbler this is one of the original drinking fountains that is still in the building and kind of just gives you an indication as to some of the plumbing and fixture issues that we're still experiencing even now within that building you can see here the roof is is failing and and we've patched and mike's moleski's crew has done a nice job trying to stay ahead of it but as you can see from the picture
there's still some some serious issues that we experience there leaks i will tell you that the infrastructure continues to be a major concern our maintenance guys do a great job of replacing as quickly as they can but you know one of the things about leaks is if you don't fix the leak and the source of the leak you're going to continue to have ceiling tiles like this that need to be replaced and we continue to deal with the infrastructure within the building that causes leaks even from the second floor to the first floor so a few years ago we had major sewer repair if you can tell that's a hallway those are lockers on either side of that trench that's been dug there to replace sewer lines and you would think well if we did
that major renovation surely this is good to go it's still not good to go i mean it simply put us to a point where we could get limp by for a little bit longer sewer pair continues to be an issue throughout the building and then there the other major concern we have is with accessibility um you know one of the concerns is well yeah this is functional but at the same time if you're a student who has the need for accessibility to take the time to fold it down to get there again we want to make that as a fluid as a as a process as we can for all of our students converted store rooms in the student space you can see back there's a a rack uh for internet and computers i brian's
back there shaking his head and at one time that was in the store room you can see by the double doors over there where we've had to convert that now so that we can utilize that space here's another example where we're meeting the needs of our kids and giving them those opportunities and we're using every place possible you know wrestling here in crown point is a big deal this used to be the wrestling room as you would be able to attest by the padded walls we've had to take the wrestling mats out and put in carpet again so that we can service the number of kids who are there and i'll tell you i want to pause right here and just say kudos to our staff our staff at taft does an amazing job our
principals our administrative team there utilizing every nook and cranny possible to provide the services for our kids so now if you'll notice uh that's mr moleski right there walking across there nice nice action shot mike over there by those windows though rolled up is the wrestling mat and this is one of our major thoroughfares going from one hallway to another hallway to the gym to the cafeteria that's also now our wrestling room so once the kids are out of the building from the school day the wrestlers and coaches have to roll those mats out what you'll notice there is that there are no padding on the walls which is always just an added benefit in case somebody gets thrown off the mat in the back you can see our athletic fields are inadequate part of
it is if you notice where those bleachers are that's pretty much coming out right there at field level so those would be pretty tough to see anything that's taking place on the field but the other part of that is with the neighborhood that this field is located in having evening events is just something that we don't do at this time with the track is also deteriorating and beyond its life expectancy and needs renovation and work there as well here's our gymnasium and stage you know a few things that we want to point out to you here is that when this was built this gym was probably a nice size at that time that year the challenge is now with 1100 students in that building this isn't big enough to have school-wide convocations it's not big
enough to put on major productions the wood floor is to the point now where it's going to need to be replaced it's probably been sanded who knows how many times but it's to that point where we need to continue to look at better facilities for our kids years ago we had a nice portable wall that came out and really separated that into two buildings or two different gymnasiums for our pe classes we have this curtain now that is effective but sound goes right through you can also see and it might be a little bit hard from where we're at looking at this but the structural is just it's not where it needs to be as far as what we're looking at for our gymnasium our choir room our fine arts rooms you can see here
in the next couple of slides while our teachers and i can tell you having been in those rooms and talked with them they do an amazing job with our kids you can tell these are laid out right now in covent times to try and utilize as much space as possible just are simply not adequate for the number of kids that we have involved in these programs and i'm telling you our teachers do an amazing job and the quality that they get out of our kids and their performances is amazing um with these cramped facilities this is an interesting one and i can tell you this is pre-covet a picture that was taken off of our security cameras and the thing that kind of tipped my hat to this if you'll notice that manning jersey from
the broncos so it takes us back a couple of years but this is a real typical scenario um first thing i noticed when i walked into taft was my goodness i just felt tight the walls are tight the ceilings are low when you compare it to other buildings and what we have available there someone mentioned if if you dropped your pencil in that map and that during that passing period and tried to bend down to pick it up it'd be really hard not to get run over it's just it's too crowded that's the bottom line especially when you put in 6th 7th and 8th graders after gym class crown point high school you know one of the things that amazes me the first time i saw crown point high school is what an amazing looking
building it's beautiful they've done a great job keeping it up it's 20 years old and with 20 years old come with 20 years of providing services for our kids comes things that we need to replace the original roof is there to do the replace the roof that we need to do which is at the end of its life expectancy is right around 8 million so big buildings come big price tags with upkeep that we need to keep in mind you can also see here the exterior flashing and we call this what is it katie ethan it has to do with the flashing right up there where the brick comes to the stucco the other material that's there that needs to be replaced again looking at the capacity of our students in the cafeteria what does
that look like the challenge right now with covid taking place with already crowded cafeterias we're utilizing our gym as well and trying to spread kids out as much as possible so you can imagine in a regular setting having all those kids in the lunchroom again it's just a challenge that we're facing right now so here you can actually see some of our kids walking through there um and this is they have their mask on as you can see how tight that hallway is right now i want you to remember that while this was while we were in green so we had our kids in the building only 75 percent of our high school students were taking advantage of in-person learning so this is only three-fourths of our kids and the hallways look this crowded so
we've got to address some of those issues you can see here the building structure so the plate right there is actually where we have expanded the high school from the original building and there's a plate that's in there to give some of that movement of our building but you can see from the way the wood was bowed out there from some of the cracks you're seeing here from settling and again that's not unexpected but it's 20 years old same thing in this this picture here as you look at the floor how the it's kind of pulling away from there from settling again this doesn't mean that the structural integrity of the building isn't there it's just we've got to take care of some things before it gets to a point where it is an issue
a major issue our hvac system you know the challenge when it comes to buildings that size is you could put millions of dollars into them maybe up in the ceilings with hvac and wiring and you wouldn't notice that some of them are still working good really good here you got a 50 50 chance we've got one that's working great the other one as you can see here with the aging hvac system is with the soot that's on the floor there and that's just an indication of that it's not as efficient as it needs to be you can also see here as as we took apart part of the hvac you can build up there from moisture and you can see what moisture does over 20 years and obviously that's not going to operate as as
efficiently as it should one of the things as we look at this over the 20-year lifespan one of the things that has changed and that we've got to continue to do is address curriculum needs this is our current weight room this was not ever designed to be a weight room but we have made it a weight room and our staff does an amazing job getting everything we can out of the weight room one of the challenges here that you'll notice is mark lifts up this this padding there's a floor there is that it's crumbling underneath there from the weights that have been used over and over and over and these classes i'm telling you they've got anywhere from 70 to 100 kids in this room on a hourly basis every period of the day and
so we we need to keep up with it if you can see there that weight these are bumper plates and they're utilized for power cleans doing different things where you're dropping the weights we can see there that those cracks that happens because of how much that has been used not that it's been misused but just the use of it and actually we have a student at one of their jobs as a student assistant they keep track of the plates that are cracked like that and where they're at and at what point do they need to be taken out of the service so there's just a lot of different things that has to be taken place with them the other thing i think is really interesting so this is our fitness lab this room is literally
about the size a third of this room and you can see how those different devices are placed in there um these are original to the building so again we have a person who comes in when they break down and services them and they they do an amazing job trying to put band-aids on them and keep them limping along and so we need to really come up with an opportunity for a great fitness lab as well looking at douglas macarthur elementary school and part of the renovation here that we're going to be looking at is how do we continue to meet the student capacity concerns that are going to take place you know one of the things that as we look at student capacity you don't have to be in crown point very long to know
that we have subdivisions and housing developments going up all over our community which is a great thing to stay ahead of this though is one of the challenges that we face so you can see there though the crowding of the room you can see lockers there um that were designed when backpacks probably weren't a big deal and now they can't fit backpacks in those lockers so they try to squeeze their coats in and keep their backpacks in in the classrooms student restrooms again accessibility is really a big deal you'll notice how that wall sticks out there but yet notice the placard on the outside it says that it's wheelchair accessible i've never used a wheelchair but i'm guessing that getting a wheelchair through there is going to be a challenge at best again for our
students who need the accessibility we want to make that as smooth of a transition as it possibly can plumbing continues to be an issue throughout this building and the sink right here at this time was out of order i can tell you that our maintenance people do an unbelievable job trying to keep up with it but that's just it they're just always in that keep up mode with what we need this is an adult restroom a staff restroom again accessibility is a concern the door swings in now doors should swing out again giving that accessibility to get in there for our staff members as well the plumbing systems if you go back and remember what we had with taft with that dirt channel that was dug out through the middle of the hallway same similarly
that needs to happen in this building that wall right there the reason we're looking at that with that purple bulletin board and then the posters on the other side all of the plumbing fixtures are behind that to get to what we really need to update we're going to have to tear out that wall and get into there to really make the changes that are necessary there at macarthur again looking at our drinking fountains the additional plumbing systems that go along with that in the updates that need to be present there so one of the the issues with our drinking fountains at macarthur is we have a water filtration system and that's what this is because we're on a municipal well there that really is a challenge as far as making sure that our water is
everything that it needs to be so we need to have a more effective and efficient filtration system as well providing water for our kids technology continues to be an issue at macarthur and throughout our elementary buildings you can see here again we've got things squeezed in there storage is a real concern those are ipads if you can tell they're on those little racks but also then right behind it we've got major electrical panels and we just the bottom line is that shouldn't look like that we need more space though and we're utilizing every bit of space we have to provide the services our kids need classroom technology you know i'll give it to our teachers especially during this time we're living in right now they are unbelievably creative when it comes to classroom technology if
you'll notice the screen up there that's more of like a cloth sheet if you will that provides a place for them to be able to utilize their projector and put things up on the screen gymnasium the size is a concern again not being able to bring kids all together for convocations different programs but also if you look at where the bleachers are there that's at the ends um nice reverse layup takes you right into the uh to the bleachers todd i played a basketball on that one too and this is my shocked face i just wear it all the time um the floor there was it tile when you played there yes um you know the floor needs to be replaced you can see how the tile is beginning to buckle we really need to
look at something that's more flooring is that the same one flooring in 2021 is a little bit or 2020 is a little bit better than that and as options storage again you can see here where we try to squeeze everything in as we can in every nook and cranny and just we don't have places to put what we need to store moving on to timothy ball challenges here are many of the same that we just saw at macarthur or student capacity looking at the cafeteria here you know one of the things that i'll mention as we're looking at student capacity you know we like to keep our buildings right about that 700 students kindergarten through fifth grade so our goal as we approach this whole facility study is to look at what do we need
to do to get our buildings our elementary buildings close to that 700 number individual instruction um this is a hallway and i know that right now this is during coven and we're trying to keep small groups you know limited what we're doing but this is taking place in hallways and ideally we'd be able to have rooms for this to take place rather than in the halls you'll see here in this picture with this is a room that we're actually utilizing to provide services for our students but if you'll notice the placard on the outside that's storage so originally that was the storage room right now it's being utilized and revamped and utilized to provide services for our kids again the gymnasium here on the reverse layup you're running this time into a brick wall rather
than the bleachers um just not adequate there bathrooms uh the plumbing again is a real challenge and simply not adequate for the number of students we have in the buildings lockers again exact same issue that we were facing at macarthur at least they are consistent student support services this is the main office again our infamous mr molaskey as he is there in the front office but a real challenge to have any kind of social distancing as you come in simply because of how cramped that is and you know one of the most important things is that first impression as you come into a building and when you're coming into this building and that's literally about four feet between where our secretaries are they greet people and the wall there playgrounds are a big concern throughout
our corporation you'll notice the wood chips there you know we want to do some things differently here to address safety concerns for our kids but also the equipment that is being utilized on our playgrounds this is a great spinning slide especially after lunch mr g and fermi was giving us some vivid examples of that in cabinet this morning from his childhood so we've got some great pieces of equipment but some others that we need to reutilize and look at a little differently student drop off and pick up is a concern of ours just making sure we can efficiently get people in and out of the buildings especially as we look at the number the enrollment numbers being larger at our elementary buildings so the design team had objectives and these really can't come from skillman
and gibraltar the function value efficiency 21st century schools and then the aesthetics and those are what we really utilize as we look at everything we're doing they bring us back to these points repeatedly so what we're going to talk through here is really just conceptual i want to make sure you guys understand that none of this is set in stone this is what's going to happen but these are concepts that we utilize that have been brought to us by skillman and gibraltar with their expertise in the field as they look at trends and what are needed as we look at taft middle school realistically today with what we need for a middle school to function appropriately as a 40 acre site we're looking at the new middle school having a capacity of 1400 students right
now you know tafta's stat is has about an enrollment of 1100 what we want to do is to make sure that we're in a situation where we don't have to come back to this new building in the next 10 years and add on to it so we want to be prepared the total land area here is shown with 40 acres suggested as a minimum a separate car and bus circulation pattern similar to what we have at wheeler where they're on different sides of the building sufficient parking for staff visitors building aligned with the district of the district objectives for our middle learners robust technology again i think is just something that is absolutely essential as we prepare our kids for future learning opportunities the energy and cost efficiencies there we're looking at a savings of
about 30 percent moving on then as we look at solutions at crown point high school so you'll notice here the the orange areas are new areas the purple are repurposed so what we're looking at on the orange side there with the classrooms is an addition of close to 20 classrooms first floor and second floor combined looking at cte utilizing those spaces differently and making sure that we're keeping up with the trends that are there having a robotic stem lab science labs looking at if you shift over there you can see that orange part right below the purple having an additional expanded cafeteria and then new lockers and commons we have a capacity right now of 2800 and we want to get that up to 3400 we're right there right now at that capacity mark and
so we need to continue to do that again some of the concerns there is looking at the corridor circulation repurpose the construction lab into a cte program and then one of the opportunities we've got listed here is the child care center relocated that could provide some additional supports as we continue to look at our early childhood programs throughout our district and providing more opportunities for students to work out in our elementary buildings again looking at the additional weight room being developed there on the southwest corner of the high school and the current weight room then being turned into a fitness lab setting that really will just be first-rate and provide the curricular needs of our students solutions to crown point high schools to expand it like we said looking at those additions there and they've
done a pretty nice job with the bus car bus circulation improvements but just continuing to evaluate those as we move forward here is looking at uh macarthur and again just reminding everybody these are just conceptual ideas nothing is set right now but one of the concerns we have there is looking at as i mentioned before getting our student capacity up to 700 students classroom upgrades additional classrooms making sure that we're providing kindergarten some of our youngest learners what they need as we continue to move through there on the end there you'll notice a new gym one of the challenges that we have in our elementary buildings and we love for our public to be our community to be able to utilize our facilities for events but right now that gym is in the back of
the building and have to go all the way through the building this would give us an opportunity for to have a private a separate entrance for the gym where community members can get in and out without having to walk through the entire building then looking at the purple areas again is re utilizing some of the space the current gem then could add additional space to the cafeterias the kitchen the media center one of the things as we continue to move forward in this that i want you guys to keep in mind is it's one thing to just add building add classrooms at a gym the other thing that we've got to keep in mind is when you add students if we're not increasing the size of the media center if we're not increasing the size
of cafeteria the kitchen to provide the food for the kids you can really make that congestion a whole lot more so it's really important that we continue to keep those areas in mind as we go through this same is true for our elective classes the administration offices making sure that we provide those services again one of the keys here is looking at our hvac systems and updating those getting them to where we need to be technology will be a major part of this and again just our circulation for our students arrival and dismissal as well solutions at timothy ball so as you can see here again if you look on the right side of the screen as we're looking at it there's a new bus loading area out there on the opposite end is the
new car drop-off area but we're looking at an additional or a new gem here again with the idea that it has access to immediately to the outside for our community use the orange are new classrooms kindergarten classrooms and then on the left hand side of the screen that's actually a two-floor addition so you can see uh both at macarthur and at timothy ball we're looking at that being about 10 to 12 classrooms with additional space that is there providing opportunities for stem room that we can do again large group instruction technology is a major part of this the accessibility piece is something that we really want to focus on at macarthur i mean i apologize timothy ball as you guys know this is kind of a tri-level kind of going back to homes that you
looked at when you're buying your home built about that same time when tri-level homes were really uh the thing so we've got an elevator right now that has our takes our kids up and down from the first to second floor a concern here is we want to put in a ramp that provides that accessibility for our students as well so that they don't have to always utilize an elevator to go from first to second floor yep on the on the bottom of this picture here in the the yellow orange section you are you expanding those existing classrooms yeah so similar to what we've done at winfield um and i think is a is a great idea that little bump that you see there in the orange uh miss rockman thanks for bringing that up will
be additions of bathrooms providing facilities within kindergarten rooms to make them more appropriate for our students at that age so continuing looking at the technology upgrades again we mentioned the restrooms earlier this is one of the things that we really want to do and if you'll remember back to winfield when we put in the restrooms there with that concept of the actual restroom facilities are two separate rooms but then where the sinks are are all out in the open i'm looking at something more like that just to really help out with supervision of restrooms and updating those as needed so the other areas that we are concerned about as well again we really feel like we need to touch every building in our district with this review wheeler continue to expand student capacity we don't
know what that's going to look like moving forward but we need to be able to do that and ready to do that classroom upgrades you know and as you look at it you think well wheeler and the high school there are new buildings and they're 20 years old 18 years old and so again they're great looking buildings but they just there's additional upgrades that need to take place compared to 1998 and 2000 when they were when they were open technology continues to be a major concern there the learning center could end up being reconfigure that for our early childhood development programs preschool as they go in there or it could be to relocate or rebuild that facility depending on what we need to do with wheeler as far as additional capacity there and again we're
so early on in that study again this is just conceptual and what they could look like other elementary buildings then again continue looking at the renovation technology-ready classrooms make sure that our playgrounds are where they need to be with the appropriate ada upgrades again keeping in mind we're our goal is to get all of our elementary schools up to that 700 capacity number so that we can continue to provide that for our kids so at this time we get into the what i call the nerd talk part of the conversation and that's really looking at the tax impacts and the important part of this and i this time i'm going to ask katie if she would jump in here to really give us um take over the presentation at this time and give us this
information yeah can you do the the nerd part for us she's really good at him that would be great i should have brought my candy just very difficult okay so my favorite part is all about the tax rates right so here what you have is for our area combined tax rates um for as you can see combined debt project referenda as you know we have an operating referendum not a project referendum lake central project referenda us no we're right in the middle um which in this case isn't bad by comparison of tax rate we're not the highest we're not the lowest we're right in the middle but as you all have heard us talk about through the last several years since i've been here and i know before me when matt was here is that
we've talked about what we need to do how we've maintained it the fact that we don't receive enough capital money to support it which is why we've issued geo bonds every year paid them off in two-year cycles but that we've been quickly approaching this point where we need to invest more because of our growth and the growth that we continue to experience so that we can continue to serve the most important stakeholders we have which obviously are our students this is a finance nerd quick fact although i'll give the credit to mr klink who found it in center township the trustee when they built this built taft was for 25 cents increased to 75 cents per hundred dollars of taxable valuation and that was in 1954 for a seven classroom center township elementary so when
you think of 75 cents which is what we are now we're not doing very too bad on the on the tax rate as far as maintaining it through time i think that's pretty good anyway i think mr clink is like one of those folks in athletics where they do the comparison like he's the first person to throw three touchdowns and sixteen interceptions and you know he's like sounds like a bear's quarterback i'm not embarrassed this is hot fast so this is what our existing debt service looks like you all have heard me talk about the debt cliff and that point where basically the high school debt is retired keep in mind we built the high school before tax caps before we knew that was coming right so this is that clip you can see um
in 24 when we pay off the high school essentially and we have this availability within our debt service rate i think you also hear it during board retreats not just budget sessions you hear from me all the time you're so tired of hearing about it i'm sure so we have the difference between those as that debt folds up that is what we're talking about doing so we want to replace the debt that's falling off and that's how we intend to fund the improvements conceptually that we discussed i'm sorry i like the big gap between 75 cents and zero cents what steve's referring to is this also the plan that we've discussed still enables us to issue those recurrent general obligation bonds every year to address factors needs things that are in the the overall facility
use plan you know replacement of roof systems building envelope we still have that ability so that's what you see in gray for future debt as steve was alluding to because we're not certainly talking about doing improvements at the expense of them doing nothing for a period of time then you can see what we're proposing in blue which essentially is what we talked about how that we fund this and we keep it tax you know tax rate neutral in terms of 75 cents and so that's where you can see the portion of the debt dedicated these projects would be at its peak about 59 cents let's see the no those are great graphics i'm not that creative i don't even know how to put transitions in that make noise like that so the talking about the
assumed interest rates the 2.1 versus 5 percent um as we go through this process you you all will have documents that come to you that will set essentially a maximum interest rate for any project that we work on so the financing structure did a maximum at five percent but then we have an expect the interest rate to be significantly lower which is what that 2.10 percent is based on estimates given the existing financial environment so the difference for us one of the most important differences is the change that makes in repayment as you can see at 2.10 it's 13 years eight months at five percent is 18 years and eight months so not just in terms of repayment but also it's four times the interest as a result of that change so still keeps that
tax rate 75 cents per of net assessed value also thinking normally when we do you see large projects for bonding they're usually repaying those over 20 years generally speaking so we're trying to stay ahead of that we're not taking the maximum amount of time because we understand as we grow we're still going to have needs dr terrell is there anything you wanted to add to any of the my dirt nerds i love the uh no impact with the graphics but i think i think one of the things that's really important is that we need to understand as we look at this with interest rates being what they are right now it's really advantageous for us as you saw that last one of the last slides there from 2.1 to 5 wow in years gone by
five percent would have been considered a really good interest rate 2.1 is an unbelievable interest rate the other thing that we need to keep in mind is the supply the cost of materials as we continue to look at what we need to do across our corporation it just continues to go up so as we look at projects as we look at what we're planning through this study is really putting us in a place to address those needs especially in both taft and macarthur to really take what we have laid out as a 10-year 15-year need to be able to take care of that now and get that taken care of so then we can move on to the next buildings and issues that we need to address is really in put us in a great
a great place as a corporation so with that gentlemen who are here with us this evening if there's anything you'd like to add board members if you have questions we'd be more than happy to entertain and try to provide answers for you and if we don't have those answers we will make sure we get those answers for you he's going to make one comment i've kind of put this growth in perspective and i know you you've talked about what it's increased over the last several years but when i first came on this board in the year 2000 we were school corporation of 5 300 students so they're now 8 800. yeah so either one of you from skillman scott or dion you guys probably know the taft building probably better than your own houses based
on projects you've been involved in over the last let's say 15 years 10 years your just quick assessment based on i know we've saw in pictures dr till explained um from a perspective of construction management would one of you just like to say that where we're at with that building sure thanks dion and i don't even put you on the spot but i know you guys know that building so well and be kind so based on the assessment that we've been working on taft alone without taking into consideration like upgrades to the athletic fields any type of upgrade just to address preventative maintenance type of items in that facility to bring it up to speed for say 10 to 15 years your in your investment construction only is 22 to 24 million if that gives
you some perspective and that's just for preventative maintenance needs that's not addressing overcrowding of hallways that's not addressing any type of expansions that's just addressing the approximately 159 000 square feet of that facility so that kind of money for a building that's already 66 years old what was it 20 to 24 million correct good question old scottish younger than i am scott you're right you have something off i'm only under i'm on the under that one i would say what diane says but that's just some of the things and mike milaski would you know what our katie what what have we spent probably in the last 10 years on renovations there got to be over three four million dollars right yeah yeah i would say we were not investing a significant amount um five years
before now five years like beyond five years because i think there was an active discussion at that time um in the last i mean we've made improvements like the security enhancements we added to the grounds in terms of concrete and asphalt i mean we've invested i think it's closer to five or six miles yeah well the sewer project alone i thought was close to two million or something yeah with the restrooms and some of the asphalt pavement in the back closet at 2 million and then you also take into consideration in 2008 2007 is somewhere near when we completed the wheeler project we also did cosmetic items it tapped as well uh just under five million but that was just cosmetic i mean that was flooring and wallpaper and since then mike if you want
to add you can replace some of those one thing to take into consideration is the fact that we have done a lot of things to sort of aesthetically make taft a little more pleasing we have not in any way addressed the growing capacity in that building we have used every nook and cranny and we are literally out of nooks and crannies and mike maybe you can address uh when uh uh mr clink or katie referred to that future the future deck where we do our two million genera uh geo bonds and all that what isn't one of the major other than roofings things like that it's just keeping up with paving every year um well you've got the big four which is roofs boilers chillers and parking lots and that can with a district like
ours we can hammer through a 2 million government bond like and i know high efficiency i think todd you said 30 30 and if you guys could see the nibs go bill for taft on a monthly basis in the winter i mean it would it's crazy so to have those kind of efficiencies available not take advantage of them something that uh like dr terrell said guys uh not to throw a curveball anybody at anybody put anybody on the spot but as we're talking about like changing education aren't you you guys are could tell us as well as anybody the buildings around the state that are keeping up with the times of the 21st century it's a different style of learning correct when we're talking about these gymnasiums and the need for spaces in technology that
i mean without a doubt that's correct before we need some advancements right absolutely keep their eye on what the students need regardless and when i hear my pulaski talk and since everybody leads what are we doing to the students so i would say you're you're poised to really take advantage of what you could provide with new modern facilities and i've heard educators thought and sometimes it's like the splinters under the fingernails for the teachers trying to get to what they need that's right as i thought it was worth mentioning we're just you know we we talked a few years ago about how you know the the old-fashioned library and the dewey decimal system and whatever doesn't take place in there anymore you know they're they're they're it's a different style of learning and um the
debate of aesthetics or uh the cosmetic look of a building can we can debate that forever but when you're renting capacity crowding and giving the children the opportunity to learn the way they're supposed to learn today compared to 30 40 50 years ago it seems like this as far as the overcrowding issue are we are we above 95 capacity for children in each building except maybe whitfield where we've expanded they've repurposed some spaces to make that logistically work um jerry ross is not at capacity there's mr jane fermi mr kevin myself walked all of the k5 buildings last christmas break uh when i shared with dr terrell this afternoon is there was no one of those buildings except for jerry ross which we know is a logistical issue because of the k235 structure that had
more than two classroom spaces available so that would be the measure that i would use and then the buildings that have been renovated such as macarthur and timothy bald they don't have the advantage that an eisenhower has having gone for a full renovation of ancillary space small group instruction rooms that's why you see storage rooms being used you know and then because we're using them like large and small group construction and ancillary space yeah exactly the classrooms that we are calling available it's not like they're empty what was the most recent expansion what year was that 12 200 on the high school i'm sorry on the east wing you remember yeah and once again just for the public's knowledge that the building was built to add up correct so when it was designed originally is
that the same case with what was at least brought up today about the possible that on the south side were those additional classrooms between the tennis courts it was the same way it was built for expansion concept to expand out towards the towards the tennis courts correct all right and to your point the original construction when we finished in 2003 the structure the roof structure actually was poured with concrete the structural steel columns were set to accommodate those feature expansions that were completed in 2008 okay thank you i think too at tablets remember we spent yeah how much have we spent on the bathrooms attack we redid those that was a couple of million was that well when you consider the actual the trenches for the cemetery and then the paving i think that's where
i'm thinking five to six when i think about how much you know we've spent or invested in that facility and also the fact that it was two buildings originally that were blended and the functionality part of that the high school though if i remember mike uh mulanski telling me originally the next expansion was going to require us to relocate athletic fields this gibraltar identified as an area that was open space where we could do that two stories so we're not moving those things around which is helpful from a financial perspective as well and when it came to tap when we did the recent renovations attack we added parking in the back of the building because with growing student capacity we had staff capacity that increased we also put in a secure entrance in that building
it was the only building that did not have a secured entrance and that's how we got to that 5 million plus mark as we went through there um you know and we like i said i think we really have done a great job of maximizing our space usage the wrestling room in the comments right now also serves as the choir practice when wrestling's not practicing so well and i think about you talking about like the media centers and what they were intended for you know we did construction in there to take space out of there to create three different ancillary spaces because it's not being utilized at the same level i mean when you say every nook and cranny i mean they've done it there effective tax rate i like to 2.10 obviously when or
how do we know what the rate will be is it the timing issue if we were to move forward the timing of when the debt is issued so what will happen is um as we go through this process there will be a resolution that's approved that sets up maximum which will be five percent but we won't go anywhere over that the expected is just to show the difference because frankly when you see five percent over that time period you need a counterpoint to be more expected so you'll see a maximum we won't know until we receive the bid they're tabulated we'll report back that will tell us what effective our effective tax rate is if you will insure interest rate excuse me not tax rate so we'll know at the point that we open bids
and we finalize the bombs one thing i'd like to point out for the board members i know you guys are aware of this and for our public as has been demonstrated tonight i mean we're throwing questions at dion going back to 2008-2000 and he knows like they take extra pride in what they're doing here dion's a member of our community but to have skillman have gibraltar who are as in touch with what we need here and how they work together to make this happen we're really fortunate as a corporation to be working with partners who as we just throw these things out there going back 10 15 years they're able to just come up with answers like that just demonstrates the interest the extra interest in my opinion they take for us their hands-on approach
is unmatched i was informed of a slight issue back at winfield didn't even know about this occurred back as part of the project and was corrected and fixed within days and that just goes to show with their hands on uh daily basis of being on the project that we've had just outstanding commitment from them to make sure that all of our projects are done in a timely fashion and with taxpayers in our community involved making sure we stay within the dollar that was appropriated so greatly appreciated even with our gibraltar group as well making sure that we stay under those when those projects are set in stone that there's no surprises coming in yeah absolutely i was just going to make one final comment on the taft expenditures i'm trying to clarify my own mind
but i believe in my first term we spent five million dollars on taft too on technology air conditioning and a few other things but it was it was about a five million dollar tab it was probably all in the ceilings and yes on the walls yep plus uh appreciate your your help and input and joining us this evening um we have anything else for you but they're not dismissed [Music] any final thoughts before we move on we good dr turner we are thank you it's a good presentation this evening appreciate it uh we have item 7.01 authorization to advertise the notice of public hearing dr terrell so per our discussion uh this evening the report that was just given to you and pursuant with the indiana codes that apply we are now asking for you
to authorize december 7 2020 will be the date that the board will hold a public hearing to discuss and hear objection support regarding the proposal for the 2021 safety security capacity and improvement project consisting of construction of new tap expansion of crown point high school including site improvements expansion and modernization of douglas macarthur and timothy ball elementary schools renovation of and improvements to other school and community facilities in the school corporation and the purchase of real estate equipment and technology labeled as projects on december 14 2020 the board will hold a second public hearing to discuss the and hear objections and support regarding the proposed projects and we'll consider the adoption a resolution making a preliminary determination to enter into a lease agreement relating to the projects and issue the bond to finance the projects
we invite our public to attend these public hearings and we will have additional information posted for that as well so tonight we come to you and i ask for you to approve the advertising of these public hearings as listed thank you dr recommendation to approve the advertised notice of public hearings we have a motion to approve so moved second uh move by mr hoffman that was mr maverick on the second correct second by mr baptic we have any final questions or comments for doctor too i want to make one other comment with regard to taft we've we've had a i think a rolling 10-year improvement plan we used to have big poster boards in the in the boardroom that showed what was going to happen when uh original projections were that we were going to
build a new middle school replacing taft four years ago so we've we've postponed it at least that four years i think now is the time to get that job done gentlemen all good on the 7th and the 14th because i know tom mentioned he might be so you guys are just to make sure we got a quorum okay good any other comments all those favors signified by saying guy hi opposed most carries five zero thank you thank you everybody for your input this evening and we can move to uh information items we have 8.01 superintendent discussion groups about uh mr smith or hoffman anything from the different communities the crown point rdc has been continuing to move forward we should have a new occupant out at the uh north street uh fields out there in
the building that the city had we sold another lot and there's going to be another building being built there but the second thing that i think people will find of interest at north and west street where the tennis courts are on the on the corner they're building kind of a monument to jerry ross it'll be brick and it will have the i guess they call medallions logos for each of his space missions imprinted into the po positioned into the brick and it took a while for that to happen because although it had to be approved by nasa so but uh they started the brickwork and it'll be interesting to see how that comes along winfield is a standstill thanks robin and uh chief academic officer mr president could i director of elementary education mr ramirez
thank you mr president and board members it's my privilege to take this opportunity to recognize our teachers staff and administrators during our transition to red we finished our first complete week at the elementary level and i think that it goes without saying that their collaboration the structure they've provided the quality teaching and learning that has been happening has really resulted in engaged students and in talking with principals and talking with parents we're hearing that the attendance at zoo meetings the attendance and participation throughout the buzz agenda has significantly increased there are opportunities for connections with peers and with other support staff members that are being provided to support our students during these times and also the active communication that our teachers and our staff are engaging in to work in partnership with our families i
think has significantly increased and i think is really worthy of noting overall i think that when we look at what red looks like now for us the growth and yet the unwavering commitment of our teachers to figuring out how to leverage technology how to use instructional strategies to meet the needs of kids is really resounding and i'd also like to take this opportunity to thank our families and our caregivers for their ongoing support and involvement i'm going to steal i think a quote from one of our excalibur students who spoke at the beginning when she said that you know for them for yearbook they're figuring out the new way of doing things and i think that that's a true statement for all of us and i just think that it's genuinely a commitment that our
community has shown to making things work given uncertain times to make sure that kids are learning and thriving in our schools lastly i would just like to share that i think something that has not changed is our community of care and so it's exciting to me to see weekly in the elementary newsletters what is going on whether it is pto fundraisers that are being done with slightly different pickup procedures but still that commitment to our school communities food bank drives we're seeing kids who are still working to give back to those who are in need this holiday season as well as then things like virtual book fairs figuring out how to transform something that has been done in person into an online platform so that kids can continue to build their home library so i
just want to commend everyone for all that they are doing to make everything as good as it possibly can be and i think that is aligned with really the mission of our school so there aren't any questions i will conclude thank you thank you mr thank you and then uh director of secondary education mr dean fermi well mrs ramirez stole much of my thunder so i'll try to fill in what i can um you'll have to go first next month yeah we gotta switch that up a little bit um you know last month i spent my time acknowledging and complimenting our secondary teachers administrators and support staff on all the work and the layers it takes to move from one learning model to another and we know within that month we were somewhat devastated by
contact training so this time when we started knowing that we had to move to red and distance learning for all of our students they were in the midst of dealing with contact tracing still teaching in the building and then preparing for this and knowing that the distance learning this time would be much different than it was back in the spring that the expression expectation would be you know live zooming recording themselves doing the instruction flipping the classroom if you will being available for those kids that needed help via zoom via phone call via email and also in some cases at the high school the buildings are still open so we have cte classes where you really can't do a bandsaw lesson on the zoom so there are still kids that will come in in small
groups and work and work with teachers so just another amazing job by our our staffs at the secondary level uh an illustration is you know getting a call from the high school principal on a late sunday afternoon thinking he's gonna talk about a game he just saw but he wants to know what are the expectations for red because i'm about to have a voluntary zoom meeting with all my instructional leaders at six o'clock on sunday and they're all gonna be there okay this is what we're doing so those are the things what we don't see our teachers doing putting all that extra time in and all that preparation so they really have done a great job of putting in mechanisms to to create that student engagement which is a challenge sometimes at the high school
and middle school levels in this distance learning so they've really done a great job with that i do want to acknowledge a group who often are in the back during our school days our school nurses are taking care of all those little things that keep that school running all those emergencies and situations and they were thrust into the front lines over during that contact training they did a wonderful job i know uh dan turian our head of nursing and chris ohmann and corey saboten the high school tiffany bowman at taft middle school um kristen gorski at colonel wheeler and then our floater keller mccartney that's all at the secondary level i don't i don't know all the elements but just a wonderful job by them and really appreciate what they did and that was very
stressful for them and they really really without them we wouldn't be able to manage all that so any questions on the secondary level thank you all right thank you g for me director of exceptional education ms pascus good evening mr morning and board of trustees um just to kind of back up what mr jan farmy and mrs ramirez also spoke to is kudos to our staff um recently observed my one preschool teacher doing a zoom lesson with all preschoolers up in the on the screen you know about six little faces looking at her while she was teaching virtually it was pretty incredible and then we are asking a lot of everyone and one of the things we know that is right for our kids with the most need is we are going to bring our
applied skills students back next monday instead of thursday we just feel like with many of them not being able to interact with technology being non-verbal and having several therapies you know located at school we felt like it was best for them to give them a head start with in-person learning so they're going to start back next monday so i thank my teachers and my parents and food service and transportation who are starting things back a few days early for in-person learning for that group of students we had our first parent advisory meeting last week and it was via zoom but we had a small but very positive turnout parents were very receptive to the changes that have already taken place within the department as well as working collaboratively with us and giving input in what
they feel like they need from us as a district in a department they gave us some great feedback and input on communication and in january we're going to have a behavior workshop led by our behavior specialist who we're so thankful to have and then in february we'll meet with them again as a group and then in other exciting news in a couple of weeks we're going to meet with dr cole and dr hardy who were that was part of the team that came and did the audit they're going to meet with the academic team and talk to us about possibly helping us with the strategic plan for some of the other action items we need to move forward with thank you will we will we be providing them with a kind of list of things
that we've you know action items that we've taken and get their input on that yes we'll definitely update that on what because we have gotten quite a bit accomplished in a short time so before you sit down i think important for you guys to know so heather has led cabinet through at least two different meetings already with a list of the things that we have to accomplish given updates of where we are with them what are we doing next so when we come back together so we're reading on a regular basis to address those concerns and making sure that we are doing the most appropriate and efficient and effective means possible to address the needs that are there you heard about those tonight with the parent advisory with looking at our behavior specialist and what
she's doing for our our buildings already our corporation looking at preschool and how now that we address that issue is one of the major issues that came up in that report as well so heather and kudos to the directors as they continue to work together weekly but then to bring it back to the rest of the cabinet members on a monthly basis so that we can continue to stay at the forefront of this and making sure that it's not slipping back that we are making sure we're addressing the needs as they've been identified well yeah i think it's great that they're i mean they're literally coming back to review within the first year of delivering the actual report i wasn't expecting them to come back that fast but i'm glad that they are so that's
good thank you thank you mrs passes mr hartman chief academic officer i just want to poke out some words that were just spoken of we had a goal that we wanted to improve instruction from last march through the beginning of the year to this point in time uh within the red we all knew that there had to be substantial improvement and working with the principals working with the teachers working with our blended learning specialists that was the charge that's what we wanted to do and i think what you're hearing here is that is occurring we're not there yet we will continue to improve i know that when that point in time comes where we move back to a green status at some point time or possibly a yellow that's one of the goals too is
to make that improve when you have quarantined students and or students that are home as well as being in person so we'll continue to work towards towards that you know mark used the word thunder and i do think there's in a sense that if you could just kind of think there is a thunder right now because i think things are improving for our students and i say that for our students people are reaching out to touch our kids our disengaged kids people are spending time to try to get them engaged for our students that are with us they are actively involved when we i was in uh one of our child care sites and uh to see our little kindergartners on a computer zoom with their teachers standing up doing activities it was it was
really amazing just to see what is what is taking place uh within the school corporation so i would like to thank you know heather sabrina mark the principals uh jeremy walker susan valentine jennifer grill we've got quite a staff that's working educationally to work with our teachers so that they can be best supported to accomplish the things that they are doing and within that you think about the money that's been put as far as the technology we appreciate that and then the support through the personnel department we have people that are dealing with stuff and we're really working to help people handle their situations in the best way possible so i would say thank you to everyone and what a great time this week to actually be able to say that to all of you
so thank you very much awesome thank you thank you you know if i could add to that so friday i mentioned i was at winfield walking through checking on the construction and realizing of course we don't have kids in the building so those guys are really getting after it even more so now with everything they can do but i i walked past a classroom and it was like i heard all this noise and i was like are there kids in that classroom and so i backed up and looked in the window and you could see the teacher in front of her laptop and she's doing all that and it hurt it just sounded like a classroom and i was to me it was rejuvenating because one of our concerns all of our concerns anybody who's
an educator their concern is that interaction with kids as jim sabrina mark heather i've spoke to already and i thought wow that's really cool and i went down the hallway and it was repeated room after room after room and so it was just really encouraging to me to hear i mean it just sounded like a regular classroom because of how the kids are interacting so just a neat experience for me so as you were speaking mr harvin too and from what you just said dr terrell i think it's a a good time to say thank you to the parents and the grandparents and the care centers as well because it's we've all known ed that part of it hasn't got easier we have uh three of us board members have children you know scott and
i have elementary well we have elementary children uh so we can relate the we see that the we see the change this time and the full day of scheduling and i see uh mr caceres shaking his head a little bit too from skillman but uh um so we've seen that in we've seen that effort um from the corporation and then we just also can can see the the the parents effort that goes into it and that's been there as well so okay we go chief human resource officer mr akiba yes thank you mr warning board members dr terrell um with the same theme here um i'm going to highlight a few areas here that that might not normally be you know recognized but that wonderful term that we've all become very close to and we
love so much called contact tracing the the effort and perseverance it takes to manage these moments that are incredibly fluid and spontaneous sometimes coming at us on a saturday sunday uh six in the morning uh when you know positives are reported and i think one thing to keep in mind is we reflect and we're still working with this right now is that you know granted we're reporting out to our school communities on the effect that a positive case on one of our school sites has had on our school corporation but there are positive outside of our school corporation that affect us for example if you know you happen to have a family member that's positive that positive case never made it on our campus but yet that employee is affected or that student is affected
you know they have to quarantine um so this is quite the frantic moment as this information comes to our schools we've got an employee who's worried it might be symptomatic it might be a close contact what do i do already they're calling the principal and just to give you an idea our point person for all these are our first person we want to listen to that individual is the nurse the nurse is the one that really filters out the facts of that situation and establishes if you will the quarantine window what should we do and when do we need to start looking at and all of a sudden the contact tracing team springs into action and that's pretty much the front office staff so um mark already mentioned the nurses but i want to you
know make sure that we recognize every nurse and that's our subs our contact tracing teams our front office staff members these are folks that have to look through the seating charts and identify all these folks and then make the phone calls to the families which are not always pleasant but just done an amazing job how courteous they've been and so much uh perseverance and intestinal fortitude to make it through you know what they've been through so uh but now once that's done it's very important to understand that we have employees that need to be quarantined due to the state guidelines from the health department so they may or may not be able to teach from home you know we may or may not need a substitute for that person there's a lot on the back
end that has to happen with emergency leave and employee data in regards to leave days so all that information again comes into the hr area and i just want to go ahead and thank right now sherry lotzenheiser cheryl emery and lori cooper because they're the ones that are reconciling all this on the back end and it's a lot and again we're doing whatever we can to support our staff members and our cafeteria workers and our bus drivers to make sure that they get paid accordingly for work that they're doing either on our campuses or at home and if they're not able to work at home we're getting them the necessary emergency leave forms to fill out so they are made whole with the emergency cares act money uh leave that money so again uh sheri
cheryl and lori thank you so much you guys done a wonderful job and uh hey we've got great people here um and it's amazing how much care energy and teaming just happens spontaneously in these situations and it just makes you feel good to be a part of all it's hard but i wouldn't want to take on this challenge with anybody else than the folks we have in crowd point community school corporation so thank you everybody and that's all i have thank you thanks and ms dowling the chief financial officer 25 minute speech prepared is that okay your time is up man tom the first i think just for everybody's benefit is i don't have children in the district but i have a lot of friends who have children in the district and i have been
um pleasantly surprised at their positivity as we've had to shift this time um very complementary to the teachers the staff that was not a good choice of words yeah positivity their positivity rate positivity rate of defense [Laughter] what's that communications direction they've been very complimentary about their feedback has been complementary as to the experience and just how things have shifted how fluid uh our teaching staff is and how well they've adjusted to be able to provide what kids need um you know i added on my whiteboard flexibility is a life skill my mom tells me that my whole life and i think our our staff is definitely especially from a parent perspective because these are folks that maybe weren't as positive in the beginning so it's refreshing here we go with positive for them to
be positive moving on from that um wanted to recognize two different sets of staff first um chantelle pierce and we've talked about her before she's our our data specialist within the business office but really for the whole corporation um her first year in this position and chantelle always does 120 percent but i continue to be just floored at her ability to be efficient and to solve complex problems efficiently timely the demands on her have been immense and she's continued just to rise to the occasion to be able to give staff what they need to be able to do what they need to do in rds and buzz so that the teachers can do what they need to do for kids second as there's such a focus on cleaning of the buildings and sanitation on the
custodial staff and the corporation as well as mike moleski was here this evening you know our custodial staff have done an outstanding job making sure um that we have coverage that our cleaning protocols are met appropriately that includes them doubling back doubling up working over because you know custodials had some impact as we've gone through on this process but in addition to that mike has actually tripled their custodial subs available by recruiting which serves as a great feeder but also gives them even more coverage so we can put people at ease that they're you know they have coverage buildings are clean things are done appropriately so i conclude thank you thank you thank you just one one point uh going back to your earlier presentation showing where we rank as far as our tax rate
gary will now move beyond us with their recent referendum is that accurate i would assume so i haven't i don't know what their ending rate will be gary gary's referendum but that was operating not capital was that yeah it was i think there's just pure operating okay okay thank you miss dolly and superintendent of schools dr terrell so i'm going to continue with the thanksgiving theme this evening um you know i i think back to conversations that i had with all of you and your recognition of things that needed to change here structurally as we went into you know all of the directors the cabinet members this evening have mentioned the challenges that we're facing with covet we already have a complicated task and that's educating our kids and with all of that that's taking
place we still continue to do both and do it well and you know i think a lot of that goes to looking at the it was just six seven weeks ago as i was reminded today that we reorganized responsibilities as a cabinet and the things that these individuals sitting in front of you tonight have taken on and the way they've taken that on has really put us in a place where we're able to provide the additional supports for our people and buildings to be able to make the changes that have been necessary to look at and remove responsibilities and shift things around so that we can focus on covet impacts and all that that's done for rd and but yet the financial piece so the amount of work and the willingness of this group that
sits in front of you this evening that they put out on a regular basis and are willing to do and do very well um i just appreciate very very much um second thing and last thing that i'll bring to you this evening so we're starting a new tradition here in crown point schools and that is for our christmas cards so we're going to develop a corporation christmas card and in there we will have a message from you and me from our administrative team here and we will send those out to our stakeholders businesses we work with different groups so we identify as key communicators so this year what we did was we asked our elementary schools to create christmas cards have their kids do christmas cards so behind you this evening before you leave we
have the top five so we received a stack diana am i exaggerating a stack of christmas cards and so what we did is we put them out throughout this entire room and we had everybody in the building here come through and they could vote for their top three and they would tally those up so what we've done then is we have brought the top five to you this evening before you leave i'd like you on the sticky note that's in front of the the five cards behind you put your first second and third place and we'll tally those up and those will become the crown point christmas card for this year and we'll get those printed up and give you guys and then we'll invite the winner in give them a stack of christmas cards
that they can use to send to their relatives or whatever else they want to do awesome but just kind of a new tradition that we're going to do here in crown point schools so before you leave please make sure you pick out your first second and third choices thank you thank you thank you and then uh other business of the board um i have a few if you guys remind me opening um so we'd be right with all of you guys i'd like to reach out to michael adamson in the next couple weeks but to schedule something in january or february for the evaluation process um does that sound right wait until the end of the beginning of the year um so i'll just check with him check his availability we do we definitely would
like to continue to work with him correct yes okay you do that by zoom i would plan we'd do a zoom yes yeah save him to travel and maybe we could knock out two briefs maybe some trucks yeah right sure i have to come back from arizona um my personal opinion the emails being now sent to the entire board is a great uh a great improvement um some have been mis i've missed some have responded some but we've got now we've got all the eyes to catch them coming through and i think if we haven't got back to somebody uh you know it's clearly a mistake but i think we've done pretty good job so thank you guys for helping out with those just in relation to that is there an expert on that that
can help me forward that to a different email address yeah i'm doing that as well so uh yes it's very helpful trust me logging into ours talking about security we're still trying to figure it out that's a good thing is it possible to have the mailbox added to our iphones as one of our additional mailboxes yes we can make that happen that's that's what i would do that's what i would prefer and i can choose that as well over 50 i know nothing about technology [Music] so imagine what happens when you're older than that he was complaining about the dewey decimal i still like going to look up those cards and there's nothing wrong with that system um oh question for dr charles uh which schools are 700 capacity right now i'm assuming it's lake
street and eisenhower so right now lake street is winfield is ross is eisenhower is not correct it's a little under a little underwear over six but i don't think i made seven we did the addition there but i know for sure we did that project we expand it's over six but i don't think quite some so then which ones are which ones are seven then ross winfield and lake street is that yeah got it windshield will be yes okay yes and if i remember correctly eisenhower's close like i want to say between six and seven somewhere about oh that's eisenhower solon is and that's one that we will have to look at and address in the future as well okay so and then miss darling the um we've had some conversations in the past the
education foundation or we is that something you think we'll get figured out in the first quarter of 2021 hopefully and get the ball in well actually the funds have been distributed to the crown point community foundation the existing funds that were left in the education foundation that was there um ironically there was also a match available which is great it went into the crumpled creative school endowment so that filters right back in um attorneys nick has been working on the dissolution they we did have didn't have a 501c3 there's some legwork i know she sends an email i believe on friday that i'll be honest i've not gotten to yet uh with another update but she'll keep us in the loop but yes i mean i don't anticipate we'll be on that show i don't
know okay and if there's any information i can pass to you know those that are maybe looking for something for closure um just let me know if i could say anything wrong um i'm all finished who else has any other uh board board business nothing for me how about uh we'll move to statements appreciation if something comes up we could you mention it through that uh we'll start with mr smith for more statements appreciation recognition thank you dave i i just want to say happy thanksgiving to all of you i know you know in the midst of of this work cycling this year it's been interesting and i i hope and pray that you guys take some time and breathe our teachers will take some time away and breathe we have a lot to be
thankful for even in the midst of all this and as a corporation as individuals so i hope it'll take time to reflect and appreciate that i appreciate you know serving with you guys all of you and so much what is what was said tonight i want abco and it's it's really fascinating to see through all this through the changes through covid you continue to do your job uh even at times when i've you know brought concerns or others have brought concerns they've been addressed in the midst of all this and it's really been impressive so i want to commend each one of you sitting here today and as i say and i have said for four months thank you to the teachers thank you to our staff our administrators because it really is from from
the top all the way down everybody has done a phenomenal job and tried our best and i i'm excited i i'm actually excited for the direction we're going and so i know we're tired i know people are tired but i'm excited you guys done a great job so i want to commend scott scott on the election and your campaign congratulations on your win i know that's tough and a lot of time and effort goes into that so i want to commend you guys and then lastly todd i think you went and solved the play i did as i do always the trials of the news are scrooge um they went off and they got through it so i want to commend all the students um mr degenhardt mr flu and bobby kobach for all their
hard work there's a great stage you know it's a courtroom it's home to me it was great not seeing that and they did a great job with it especially in spite of all the distancing and the things that they have to do and that goes for any of our extracurricular activities to be able to continue to function in light of or in spite of the uh restrictions it's pretty impressive so i want to commend them for their efforts and it was a great show so thank you did you notice the newly refinished theater stage four i did not get close enough to it i'm down below so i need to go check it out so is that another courtroom you're undefeated in brian i wish i could say that thank you brad how about uh
mr baby uh two groups of people um kind of echoing some comments from today obviously the the teachers and in in partnership with the teachers the curriculum development team that's in this room um because when we when we first went started this journey this cova journey how anybody could have any expectations of the teachers to kind of deal with that situation when we didn't even really have you know any expertise in just having an e-learning platform at the time so for them to go from where we were in march to where we are now i mean has been absolutely amazing and i've seen just the energy level in my own house you know listening to my kids in the background in different rooms in the house and just hearing kids talking and you know a
scheduled time frame for their learning and it's just night and day different so between you guys in this room and the teachers you guys have rose to a tremendous unbelievable challenge and i thank you for that that's it i'd like to obviously echo the sentiments of the things that have been said but as as dad mentioned we we've got thanksgiving and um someone suggested it starts from the top and so my my thanksgiving moment here is thank god for todd i want to commend you for coming into the school corporation taking on a huge challenge in the midst of this pandemic making immediate changes that that are producing great benefit uh i think we've got some camaraderie back in the school corporation some teamwork and i expect a lot of positive things to happen not
positivity but positive things thank you so it's funny because we don't collaborate on what we're going to say and mine was the exact same thing with another thing on the end and that was dr till's come in here and allowed people to be people and do good do what they're best at and that's allow those people that have the specialties in their areas to collaborate and come out with things like the result of tonight with this so that being said though i also want to thank previous members whether it be cfos superintendents for putting us in a financial position with their wherewithal to be able to be in a position to do this because not to say that would be criminal in that matter um so thank you to those past individuals that allow us
to be in the spot we're in today but to dr terrell and stepping in with feet on fire making sure he put people in the right places but allowing to hear and listen to them so we knew what needed to be addressed includes every area of uh secondary education middle exceptional learners i mean with the audit and all that and the pace we're going forward excellent work already dealing with everything on a daily basis katie on the financial aspect and to our newcomer in the back brook allen who doesn't sit at the table but to wrestle in some of those that need help with communication and to be able to be put in a position where we can communicate now freely to our community partners to our parents and all that in a way that
they can now get it sooner faster in a better way because obviously we knew that was one needed part even interviewing dr terrell i mean that was one of the sell points with dr terrell knowing that he has already had a communication director in his previous spot and that we could get to a level of where we need to be on that aspect we may provide quality education for fair tax dollars and all that but we were lacking in some areas and that's kudos to dr terrell for fixing those lacking areas even with covet going on so i'll sentiment with the happy thanksgiving thoughts this is just can't wait till january 1 until 2020 is over so let's let's get to thanksgiving first but uh yes that's all i have hey guys i think you
