opposed close carries 4-0 and then uh item 2.02 are patrons who are registered to comment this evening we do not have any so we can move forward to the consent agenda uh dr terrell consent agenda please consideration this evening we have 3.01 our regular business meeting minutes and our special work session minutes and also our public hearing budget minutes for your consideration this evening along with our current grants for title 1 title 2 title 3 title 4 and also our nesb non-english speaking grant as well as the indiana literacy early intervention grant we also asked on 3.08 the high school is looking at the purchase of a couple of trumpets and then we have the personnel agenda item for you and then last 3.10 are about your registered checks that are listed there for your

considerations thank you dr you've heard the recognition to prove that consent agenda as presented we have a motion to approve so move exactly moved by mr babjack consecutive by mr hoffman any questions or comments um i just it just struck my curiosity to think when i saw the personnel agenda there uh how the substitute has been working substitute teachers been working on are we doing doing okay or having any issues it's a struggle yeah it still is it's one that we're seeing not only just in our uh our district but districts around the region here um as we continue to face that just like every year but i think even more this year with the number of subs that are needed plus with people's concerns with being out in public and still is there so

we're working through it we seem to be making the best of it right now that it hasn't hit that real concern of how we're going to continue to move forward we're only a couple days away from that becoming an issue though so thank you all those in favor signify by saying i have to prove the consensus and we have uh action items this evening item 4.01 is to approve the 2021 budget forms and resolutions ms dowling thank you mr president on your agenda tonight for adoption is the bus replacement plan the capital projects plan and our budget and budget estimate tax rates and levies for 2021. and the budget replacement plan is a five-year plan this year we'll be replacing six 20-21 excuse me we'll be replacing six bud six buses first approximately seven hundred

thousand dollars adding two additional for growth as we talked about at the work session um the capital projects plan which is from 2021 to 2023 covers all of our capital acquisition for three years as well as capital projects in nature that we knew at the time for the next three years um this would cover approximately 2.4 million in capital acquisition and capital projects in nature so these are the lighting projects the roofs things of that nature is about 3.7 million the the big number in there is the winfield renovation which we included as part of our process because we are aware of it at budget time the budget overall the estimates for 2021 are approximately 117 million dollars in spending only about approximately 41.5 million in tax levies if you remember we used to keep

our tax rates around the mid 130s that's dropped into the low 120s into the teens with circuit breaker implementation this budget will keep us in that range when we get our final approval from the dlgf um concludes my presentation unless you have any questions thank you i've heard the recommendation to approve the 2021 budget is the 2021-23 capital projects plan the 2021 through 2025 school bus replacement plan and fund transfer from the education fund to the operations fund and the corresponding forms and resolutions we have a motion to approve so moved second moved by mr angel in second by mr hoffman have any questions or comments for katie miss ellie i'm sorry no questions all those in favor signify by saying aye aye aye opposed motion carries four zero thank you miss dowling and 4.02

is the approval to apply for and receive the cphs prime math professional development grant mr hartman thank you mr president uh last year or last spring you approved a prime math grant to initiate for initial implementation at crown point high school this class is for students that complete core the six credits which would be algebra geometry and algebra ii but then would need to take another math class that would uh in some way support them so that they would not have to take remedial courses when they enter uh the university or post-secondary education so this this grant is in uh addition to that continues to build capacity of our uh staff through professional development uh currently we have 35 students approximately that are in the class the prime math we anticipate about 75 so for

continued development and supplies of the prime math class seeking your approval to apply for this cphs prime math grant through the state of indiana in the amount of ten thousand dollars thank you mr carpenter you've heard the recommendation as uh presented we have a motion to approve the move second this moved by mr hoffman and second by mr badger questions or comments from mr hartman you said we got the same amount last year yes we did it was just just underneath 10 000. was that the first time that that was available yes it was any other questions all those in favor saying aye aye opposed coach carries 4-0 thank you now we have item 5 discussion report items we have 5.01 update on a facility study dr terrell so this time i'd like to come

to you this evening with a report on our facility study give you a timeline and an analysis of where we are with this process so we continually review the opportunities for our students both programmatically and then also with our facilities and all of our grade levels here in crown point schools again looking at the annual needs of our buildings with preventative maintenance schedules and the priorities there as those change a big part that we've really looked at throughout this analysis and study has been the assessment excuse me of taft middle school looking at what we need to do there as far as the building meeting the needs of our students the overcrowding that is taking place in that facility and addressing those needs also with this it's important to point out that the district-wide facility

assessment as all of you are aware began in 2017 has continued up to this point and so at this point we're really at the point where we're just coming to the culmination of that review and study and bringing recommendations to the board from myself cabinet our administrative team as we continue to work through the report that we receive i think it's important for you to note that as we've gone through this process there's been items that have been identified such as winfield that we felt like we being the corporation the board couldn't wait until we got to the end of it and so we already jumped in and are nearing major success points with that construction project at winfield as well we will continue to look at the facility educational objectives here within our corporation

aligning them with the mission of providing a safe and secure quality learning environment maximizing the learning opportunities for our students at all grade levels appropriately manage and adjust functionality and meeting the needs of our students as our population continues to grow keeping in mind the anticipated future growth at cronkite high school and looking at the additional programs that we need to have in place for 21st century learning environments and then continuing to invest and preserve the facilities with prudent financial stewardship for the long-term investment of crown point schools as we have in the past so often a priority needs for our school district things that we're looking at right now um i think the main priority not the main the most obvious priority for our school district is the need to replace taft middle school

not an additional middle school but replace the current building that we are in um i believe it was a board member bet who sent us all the article from the 70s that indicated that that was a major part for the school board at that time and the still list of the states building was old when i went there yeah so we need to do some things with that and so that is one of the main considerations we're looking at also we need to make sure that we're planning for the continued increase in student population as we continue to see our community grow it's a great problem to have how do we stay ahead of that so that we make sure that we're offering great facilities for our kids we also need to relieve some crowded

and crowded conditions at our elementary buildings looking at that looking at the additions to classrooms and a couple of our buildings especially on the northwest side with an addition that's coming in there also advanced student opportunities at the high school we all know that the world continues to change we want to make sure that we're staying ahead to keep our high school as it was chosen as region best we want to make sure we're continuing to put ourselves in the position where we do the best we can for our kids and then we want to continue the priority-based preventative maintenance programs that we've talked about making sure that we're addressing the needs of our buildings to keep them in great shape priority objectives for all of our facilities again the function we want to make

sure that we are able to maximize the opportunities throughout the school value we want to make sure that we're balancing the maintenance of the buildings how we move forward with buildings so that they're able to be easily taken care of the efficiency looking at are there some cost-saving measures we can do with our utilities and the buildings as we move forward again creating those 21st century schools with flexible and agile facilities so that they can adjust to meet the needs of our students and then the aesthetics again to make sure that our buildings are pleasing and appearance but also very functional on the inside for our teachers and our students as well so our potential solutions to meet the needs of where we're at right now is to look at a new taft middle school

expanding the student capacity at elementary buildings expansion and updates at crown point high school and then addressing needs within every other building our two middle schools that we're looking at are going to be macarthur and timothy ball looking at the expansion and additional classrooms there and facilities and then every other building to you know elementary schools and then every other building within our corporation will be touched by the impact of this study as well looking at whether that be playgrounds whether that be technology enhancements within the buildings so that will continue to move in that direction also continuing our district-wide priority to stay on our maintenance schedule for other buildings so that we're keeping them where they need to be i think one of the biggest things that we're really excited about that's coming out

of this report as we work with so many different groups the financial obligation to us everything that we're looking at doing right now will not increase our tax rate at all we'll be able to maintain the current tax rate the financial obligation that will come from this will be 10 to 15 years and we'll be able to pay that off it does not keep us from having the ability to address other additional needs as they arise so so often when you focus on a couple of buildings or a few things that you need to do you really pin yourself to where you can't continue to do and make the improvements in other buildings we're making sure that we're going to be able to continue to do that throughout our corporation and address those things as

they come about it also positions us to handle the future increases in enrollment that we project and see coming on the horizon and puts us in a place to be able to provide great opportunities for our students and our community also provides resources for enhanced technology and stem opportunities in our buildings and again the great thing about this is again every building in our district will be able to benefit from the plan and the things that are coming through the study that we've had going on for over the last two years so that's just a brief update there'll be a lot more information a lot more formalized information that'll be coming to you in the near future as we begin to position ourselves to move forward with the study and then also the plan of

action from the study any questions or comments that you guys may have i mean outside you mentioned a lot of things a lot of you're talking about new buildings you're talking about expansions increasing efficiency the value that comes along with that and and doing that all with no tax rate increase and you know every every building is going to benefit from it that's that's exciting stuff so very very pleased to be in this position i think it's real important to note that a lot of that goes back to the proactive approach that the district has had the board at this board and the boards before this board have had in our approach to what we how we go about business and think it's really prepared us for an exciting time coming up over the next

two three four years here in crown point schools anybody else with any questions for dr terrell thank you for the uh thank you for the updates link it up last call move forward the information items and uh websites starting off with 6.01 we have the superintendent discussion groups um tom anything to update us on winfield still hasn't had a meeting in some time typically providing the facade improvement grants but as you can downtown they've done a conservative amount of paving this summer most of which was funded from uh fifth district fund so that money seems to be being put to good use thank you that's 6.02 he's got a nice nice new title this evening right chief academic officer now mr harper um as we approach the upcoming winter and the possibilities increase of school

cancellations because of our recent experiences in cobit 19 it's been an opportunity to grow in our ability to deliver instruction i believe online or virtual distance so we are in the process of putting together some plans expectations to have distance learning in the event that we would have a school closing for weather or any other uh area so within that we're working with the the administration the cpea to devise those expectations and we're considering considering the of course the length of the ins the instructional day because this will count as one of the 180 days we're looking at when assignments would need to be posted when they would need to be due what kind of instruction uh instructional activities there might be uh um expected of our students as well as planning for the teachers

we're also uh considering and recognizing that there are special services that are necessary accommodations for our exceptional education uh population so to make sure and try to accommodate all of that when we are closed so that it is a viable day of instruction for for our students so those expectations are being developed and we'll be ready for uh for that hopefully as long as it doesn't snow tomorrow thank you that's at 6.03 and the director of elementary education mr beerus thank you mr president and board members i would like to take this opportunity as it is my privilege to recognize our teachers support staff and administrators in a successful transition from yellow to green at the elementary level there was much work thought and time that went into preparing for rds schedule changes homeroom teacher

changes buzz course packages that needed to be loaded finishing up with grades from our first grade period and it was just a true reflection of the genuine commitment of our teachers and staff who really made this a successful experience with some flexibility and understanding that none of us have been either taught how to teach during a pandemic nor to um be administers during a pandemic that was not part of our coursework but we really have all been hands on deck with a focus on quality education and learning opportunities for our students we continue to hear from parents regarding the strong partnership that teachers are forging through strong communication which i think has really been enhanced throughout this time and i am still always in awe of the opportunities for joy and for normalcy that our

teachers are providing to our students whether that is recently at timothy ball there was walk to school which was a really great opportunity for our students to practice fitness for life our kindergarten teachers at winfield elementary did a virtual tour where the teachers themselves went more socially distanced since the students couldn't go to the apple orchard this year it was a great opportunity for students to get to kind of experience what they would have seen had they gone on a typical class trip we're in red ribbon week this week and again i just think it's a true testament to the commitment of everyone that serves in crown point community schools to see how our first three weeks in green at the elementary levels has been a success so thank you for the opportunity to share

these recognitions and unless there are any questions i'll conclude with that welcome thank you very much mr hoffman i appreciate that thank you thank you and director of secondary education mr gene fermi this was more on mrs ramirez's level let me bring that up okay thank you mr president board members um today was our first day at the secondary level going back to our green model so our our high school saw 75 percent of the students come back to in-person learning and taft and we each saw 85 percent of the students return to the buildings and we know our secondary buildings house a lot of students so it felt a little bit more at uh moving the pace that we're used to in those buildings so it was interesting checked in with everybody everybody felt

like it went really well i do also want to acknowledge our building level administrators our teachers and our support staff because it's so much work to switch those models and to restart after already starting for so many weeks and they just did a fantastic job to try to make sure that this transition does not affect our students education in any way shape or form so i can't say enough about all the hard work they did to make this happen and we're off and running so i'm going to leave some of the recognition for the great things that happened on the weekend for the the board members so with with our volleyball teams and stuff so don't forget those all right if there's any questions you mentioned something there was a question i was going to

have uh so it looks like about 75 participation in back in school correct at the high school a little bit more at the middle school the middle school the middle schools followed suit of the elementaries at about 85 correct correct thank you thank you and we have director of exceptional education [Music] good evening mr warnie and board of trustees um i just wanted to give you an update on the work we continue to do as a result of our programmatic audit last year i meet weekly with mr hardman and mr jan fermi and mrs ramirez and that's part of our efforts to unify our systems instead of functioning in silos as separate departments we are including the growth of students with ieps into the school improvement plans for next school year looking at all of

the interventions and data systems that are used and how we use that data what do we do with it both behavior and academically and then something i'm most excited about is next month will be our first parent advisory group so any questions you know i would just like to say that i remember from the audit report and the zoo meeting that we had that one of the issues was just functioning in silos so it's good to hear you report that you guys are continuously meeting as a curriculum group and forming more of a team so very cool thank you mr pascus and chief financial officer [Laughter] superintendent of school with dr terrell yeah so i'd like to start first brooke allen as you guys know has been with us now for a couple of weeks

and it seems like in some ways it's been a day and another years it's been months the amount of information she's been able to help us with already has been really beneficial for our corporation we appreciate the work that she's doing there want to talk a little bit about covet green update and you heard from our directors already but one of the things i want to specifically go into so today we had a large number of students at the high school who were impacted through cobit and a lot of that is coming from extracurricular groups again from things that happen outside the building coming into the building we still are not seeing a large impact within our school day so in other words one student having it and then it being spread on a large

scale like we saw today with over 70 students at the high school and again we're trying to work through a lot of that had to do with end of the year activities with sports teams trying to make sure that we are being proactive in our response to that so we continue to monitor the data points that are coming in to us the information that is being provided for us as we look at where we are understanding of course that positivity rate in wake county continues to increase one of the things that we are looking to do on our table that we have posted on our website that is updated daily and by friday at four to make sure if the school is still at zero impact so everybody knows that that will be updated by

four so they can be assured that we're sharing that information with our public but we're looking at adding two additional lines on there we'll go back and fill in information historically that we have had as well the first line will be a student line and what that will indicate is students that have been identified with positive or for being positive for covet 19. and then we'll also do that for staff and so we'll keep a running total of that on the bottom of the chart as well for each week what we won't do is to say for instance a particular building has once one student one staff member and part of the reason for that is there have been situations where only the person that has been identified with having covet has been the only

person impacted and so then it becomes very easy to identify who that person is and so we continue to keep at the highest level that we can the sensitivity of this and making sure that we don't reveal information on a personal basis where it's easy to identify at the same time i understand that there's going to be people that say things and even tell on themselves if you will self-report to others what may or may not have happened that's their call as far as at an institutional level we're going to continue to make the highest level of privacy and information for for our students and our staff members as well so we're looking at adding those two additional lines i really think that that'll be beneficial kind of answer some of the questions that we

are hearing out there from our community members one thing that i know has been requested and that is when we send out an email for instance from one building about a situation that took place in their building to the stakeholders of that building we've had other building parents who have said we want to hear that information too we're we're not going to do that we still again we want to really honor that trying to keep it as close as it can on a need-to-know basis again understanding that there are going to be people who afford emails and different information again that's a personal choice that is made by them we're going to continue to try and keep that at the highest level as well so just an update on some of the data information that

we're going to be sharing and updating our our information as far as the positive cases what we're working on right now hopefully by wednesday of this week we'll be able to go back and post all that historical data and then moving forward by friday on friday at four o'clock is when we'll update the past week's cases of positive identifications rather than do it on a daily basis again trying to keep from being able to identify exactly what building it's coming from and what the situation involved is with that so that's just information for you for our public as we uh are continuing to try and provide additional information for them understanding of course this is a challenging time for parents this is a challenging time for students for staff members and we want to be

able to share information that makes sense that is helpful for them as they make decisions and i think it's important to remember we still we have provided that opportunity for people if they don't feel good about this to make that decision to be distance learning or in person especially when we're in green as far as data review i think it's real important again that we continue to let our people to let our board know we continue to review the indiana state department of health information which includes the positivity rate includes the county color codes the zip code data and now there's also a new chart that indicates the new cases bicep codes so not just how many people within your zip code that have been infected but now they're releasing another one that has to

do with new cases within the zip code so we can kind of see where the spikes within our county between 500 600 000 people where can we try to drill down and see is that impacting just certain areas more than other areas as we make all these decisions again please understand that not one of these is like the data point that we're going it's all of them combined with our own crown point school data that we have and then also looking at we get a weekly update from the community healthcare system that gives us kind of an idea of how many beds are available how many ventilators available all the different information that they're collecting as well to really try and bring that information together and look at what are we doing as far as

how we continue to move forward here within crown point community schools so any questions or comments that i can help you guys with that i think could help our public as they're watching this video or will be uh as we post on our website all right i mean i appreciate it's one of those things where you know people want transparency but there's but you also got to protect the people that are affected by this so i mean i think you guys are doing a great job of managing that um the cumulative totals of students and staff affected i think that's you know that'll be helpful to kind of put put the grid and more of a perspective of who's being impacted so i think that's a good upgrade as well i i shared a i

had a conversation with todd on friday and i brought a question to them if we had any metrics or considering metrics on a number that would require a classroom shutdown or a grade level shutdown or a building level shutdown and you know we i think we both read an article and thought came up and did you have any thing to say about that so the the advice we've been given is that there are two positive cases in a classroom which is easier to define at the elementary level than it is at the secondary level that the students within there would all be quarantined we continue to receive ever-changing guidance on that and so we're trying to just stay with that fortunately to this point we haven't got there yet between the information we're receiving from

the state and the resources that we have when we get to that point we'll be we have people we can reach out to to get final advice based off of what is happening right now um rather than just a document that was posted at one point in time so i think that's really the key here we've got we being the lake county superintendents have a meeting scheduled via zoom with dr lavi lala two which is our state our county health department doctor to talk through some more of the changes we're seeing in the spikes that are happening as we continue to look at that and evaluate it last week i was on a zoom call of all of them the county superintendents to and even regional superintendents as we're all looking at this struggle together

i can tell you that one of the common things that we're hearing from all the superintendents is we still are not seeing the transfer taking place within our buildings so in other words a student a staff member may come into our building and then test positive and impact people around them because of being close contacts but as far as me coming into the building and now mr warner you contracting the virus from me we aren't seeing that still and i think it's interesting as you look at national trends there was just an article out of the new york times that had an article based off of that very same thing washington post had an article looking at all these different data points from multiple states that's just not what we're seeing within education realms right

now and i emphasize right now because this is a fluid ever-changing situation but that's what we are hoping continues as we move into green so we can continue to have our kids in buildings uh item seven other business of the board um anything you guys like to discuss this evening that has come up that we maybe haven't had an opportunity to put on the agenda or just conversation we're worth able to have prior to the meeting okay anything specific i moved for statements of appreciation and recognition we start with mr badger do you have anything to see i do um i saw on crown point cares facebook page that um a parent from timothy ball had called into one of the local radio stations and gave special recognition to principal cuccina for taking the time

to walk a student to class the day after national walking to school day because that student was not able to um walk on the on the day that was designated and i thought that was that's typical nick but i wanted to make sure that i mentioned that today a very cool thing for him to do go above and beyond anything else um mr ranger we know you got a couple sport updates for us right a little bit um so as mr g and fermi mentioned we had some success both girls soccer and girls volleyball the girls volleyball great season and unfortunately lost to a really good monster team on saturday and five cents for a chance to go to semi state girls soccer team won their sectional as well advanced and was down two to

nothing and then lost in overtime three to two to chesterton so two great seasons for the ladies bulldogs so uh congratulations to those ladies and then uh special thanks and shout out to everybody involved in these decisions being made with the information we're getting to decide on whether or not it's green yellow red obviously dr terrell is our chief officer makes that decision but he's getting information from all these sources and then talking with our cab his cabinet and making decisions that are won our best for students staff faculty and everybody involved and i would just like to say thank you as a community member and just happen to be a board member that we are doing this with information and once again as most people know we're not even sure if anybody has the

right answers but we're doing what's best with the information given so on behalf of myself and i'm sure the other board members thank you to everybody that's involved in those decisions on a daily basis because it's not easy and nobody has the magic button so thank you it's not going to add to your sports updates so girls and boys cross country teams both competed in semi state this week um boys will be advancing and going down to terre haute this weekend so congratulations to them as well so and i forgot the girls golf team who finished 10th in the state first time or second time ever top 10 finish in our history but congratulations those ladies as well the football team has their first sectional game friday night against maryville possibility for snow in case

you're going to attend thanks well while we're on the theme of sports uh the last board meeting we had jesse is a mendez track yes so did you guys did you guys know that the following week he was participating and now i'm looking at scott badgers kind of follows it more yeah participate in national event i think he came in ranked in the top five and well yeah he he is the number one wrestler at his weight class number one correct became the number one yeah a major national flow wrestling competition they do once a year i believe he was 138 138 pounder he uh won it with a takedown in in overtime uh to become the number one the number one guy in the country after we had that meeting we were i was

together this is after he got his accolades from right right from lisa back um not a specific one but i don't know across the elementary is that timothy ball for sure the bullying program that they run uh is that something that we are are all the elementaries participating in the bullying program and with the kindergarten or first grader this year um questions that they came home with in the little worksheets that so simple but they were really uh hit to the point so i think that's something that we've always discussed around here with the advocate programs and you know and what not to take place but that was a neat activity to see and um i also wanted to comment on the new cabinet structure um i think as board members not that we i'm

not going to say that we may have ever questioned anything in the past but when it was when this new um kind of cabinet structure was formed i know we're all very excited about it so you know for anyone maybe listen i'm talking about mr hartman leading as chief academic officer and having mr g and fermi as our secondary director of secondary education mr mears is our elementary education so we're all excited about that i think it's yeah i think it's important to note that that was part of that was feedback that was given to us especially at a teacher level as well as during the interview process uh questions that we hit on uh with our finalists about you know how things should be structured specifically and just becoming more efficient so yeah i'm

with you i applaud that those changes as well i've almost got it all worked out one other thing i i smile under the mask but i want to thank mr gill in the back for streaming our meeting this evening so the first time we're gonna you know first live stream i know the last one got put out on a what a day delay or whatever it's pretty quick but uh mr gill i also want to thank you for you know i can't sit here and say how well i know you how good i know you are at your job but um the stress that i'm sure you've taken in the last eight weeks uh all i've heard for sure is that i've never backed away from the challenge and i think as i know the

board members up here um that means a lot and so you know thank you for thick skin and sticking with it because uh you know that that's all you can do right so appreciate it i've heard from members of the public and they said it's loud and clear the video is good you're doing a nice job zooming in on the speakers and at that time that i received this text there was 19 it just moved up to 20 viewers so all those who are doing that now it's at 25 25. there we go very good and and you were even able to finally get board members logged into their own email address thank you for plus technologically challenged individuals that's a good point uh mr agent i want to make my last comment about that

with the uh at the beginning of the month following the last board meeting us board members received our cps email address well in the switchover from the way the board email used to get forwarded to my yahoo personally as a board president i would receive it and pass it along to the board members my email address dropped off by accident i have two digits following my name and it got dropped off so for three weeks i wasn't receiving board emails so i'm sorry for anybody who may have reached out to us or been waiting for comment um luckily we figured it out it was a simple mistake of my my email address missing a couple digits and um you know we'll have that problem moving forward but i essentially mentioned the board emails that mistakes

have i would just advise never put an exclamation mark as your last password because it is somewhat confusing okay anything else this evening from anybody anybody uh um yeah we've we've been pretty flexible on the opportunity do we have anybody that would like to make comment before we look for a motion to adjourn any um in the audience if not the promotion second moved by mr angel sacramento badger all the all right thank you [Music]
