001Good evening. I'd like to open up the Monday, November 10th, 2025 uh public school board meeting order. Please stand for the pledge of allegiance. Can you hear me? Okay. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> All right. Good evening. Tonight we are here for a meeting of the Dunham School Board of Trustees in public for the purpose of conducting the school corporation's business. The school board encourages public expression and will provide a time in the agenda for public comment on both agenda items prior to a board vote and for general comments at the end of the meeting. To participate in the public comment portion of the meeting, patrons must register
002on the clipboard in the lobby with all necessary information prior to meeting. All right. Um because this was for later, correct? All right. Let's move to items 30 3 uh 01 through 310. the consent agenda. Any questions or comments? If not, I'll entertain a motion. Motion to accept the consent agenda as presented. All >> right, I heard a first and a second. All in favor say I. >> Any opposed? Thank you. Item 4.01, 01 the 2026 2027 school calendar. >> Thank you. The administration is recommending board approval for the 2627 DSSE school calendar. If approved, the school year will start on August 12th, 2026 and end on May 25th, 2027. There are no significant changes to the proposed school calendar. So, it's very similar to when we have this year, just pushing forward the dates
003by a year. >> All right. Thank you. Any questions, comments? Matt, I'll entertain a motion. Motion to accept the calendar. >> Second. Heard a first and a second. All in favor say I. >> I. >> Any opposed? >> All right. Thank you. Item 4.02, the 2026 health insurance premiums and HSA contributions. Thank you. Health insurance premiums and HSA contributions for the upcoming 2026 plan year must be approved by the board prior to the annual open enrollment period which is in November 2025 so that all health insurance eligible employees can make an informed decision on their coverage for the upcoming year. The recommended specific board employer premium and HSA contributions for plan year 2026 are as follow. For a single plan, $8,681 with a $2,500 HSA contribution. And for a family plan, $20,91 with a $5,000
004HSA contribution. And both of those premium amounts are regardless of what plan that the employee takes. Administration recommends approval of the 2026 planer health insurance premiums um and employer HSA contributions as presented on the accompanying worksheet in your board packet. >> All right. Thank you for the information. >> Any questions? >> Make a motion. >> I have a question. >> Sorry. Yeah. Um, Robert, can you explain why the increase in the HSA amounts from 25 to 26? >> Sure. Uh, Dulan has a completely self-funded insurance, health insurance plan. And so we have an account where we build up reserves based on the number of claims that the plan has. Um it is estimated that we should have a recommended reserve level of about $2.3 million in that account to be able to account for the
005projected claims for the school year. And right now that that balance is right at about $4 million. So that excess money uh when we have that money we give back to the employees um that are members of the healthcare plan in the form of an HSA contribution. So, it's kind of almost a reward for having low claims over the last year. And that's obviously our goal in the plan since we're self-funded is to have as low claims as possible. >> Thank you. All right. Thank you. >> All right. Do I hear a first >> to accept the health insurance premiums? >> I'll second. >> All right. I heard a first and a second. All in favor say I. I. Any opposed? All right. Item 4.03, CHS proposed new courses for the 202627 school year. Good
006evening. I'm here tonight on behalf of the Department of Teaching and Learning and Chesterton High School to request board approval for the CHS 2026 2027 new course proposals. So, there's eight proposals for your consideration at this time. I'm going to briefly um review each of the courses with you now and you have a full course description that's available for you in your packet as well. The first is fundamentals of human services. This course will be added to reflect changes in the state graduation pathways. Next we have community health worker advanced social and community services. This course will be added to reflect changes in the state graduation pathways. Um next we have engineering design and development. This course is a capstone for our project lead the way engineering and biomed pathway qualitative chemistry 1. This course
007satisfies the chemistry requirement for the enrollment honors seal. AP drawing. This course is an expansion of our fine arts offering and has been advanced to an AP course level. AP 3D art and design is the same that will advance us to an AP course level. And then early childhood education capstone. This is the final course needed to complete the early childhood pathway. And finally, AP Seminar for English. This course will replace our current um English 10 honors course. So, at this time, we would respectfully request your consideration for approval of the CHS new courses for the 202627 school year. >> Before I wouldn't make a comment unless you had a question or comment. I >> I just wanted to say as I was reading these descriptions and having a children that are going to be
008entering high school, it's so exciting to see the different opportunities our kids are going to have. It is really exciting for me. I also didn't realize until this past fall that the AP offerings we had, how what a unique situ. I just want to bring that to everyone's attention because I did not realize that since my children aren't at the high school level. I guess I just didn't realize that. So, thank you. >> Yeah, my comment was going to echo Elena's is just how excited I was to see the increase in the number of not only the advanced placement but then the addition of those two capstones um to complete those pathways. So, really exciting um offerings at our high school level. >> Thank you. >> All right. With that, I'll enter entertain a motion.
009I'll make a motion to accept the proposed new courses as presented. >> Second. Hear the first and a second. All in favor say I. I. >> I. >> Any opposed? >> All right. And thank you for your work on that. >> Thank you. >> All right. Item 4.04, CHS Girls Lacrosse Emerging Sports. >> Thank you. The Chesterton High School Athletic Department in conjunction with the Chesterton Girls Lacrosse Club is requesting to transition from a non school club status to an official IHSAA emerging sport. This transition would align the program with IHSAA governance, eligibility, and competition standards while providing student athletes with school-based support and recognition. The group has expressed overwhelming support from players, parents, and community members to join the IHSAA structure. This move would promote inclusivity, expand opportunities for female student athletes, and strengthen
010the overall athletic program at Chesterton High School. CHS athletic director Jeff Hamstra is here tonight to provide additional background information. I see that um we do have some student athletes uh in the crowd tonight as well. Uh Jeff, if you wouldn't mind coming forward. Uh just a few added pieces to what Dr. Pettit said. Um currently girls lacrosse is a sport that is or a club that is handled outside of our school corporation, outside of our athletic department. Uh last year the IHSA, well actually this year the IHSA added it as a possible emerging sport, which is something that was added to the IHSA a few years ago. Um, with that, we have made the decision along with the leadership to to request your um, approval on that. Uh, and it and it gives these
011girls and and the program a chance to be part of the IHSA. Now, with that, there are some pieces that are involved that they haven't had to deal with before in terms of some rules, in terms of, you know, even some structure type things that they haven't seen. Um, but in talking with them and working with leadership, Jason Creel is here. he's one of the coaches or he has been a coach for them in the past and has been our main point of contact. It's been very good conversations and a and a a positive move in that direction. Um, a couple things that we've looked at too, we've got looking at staffing, equipment, uniforms, and those types of things. Sorry. And we're all working together to get those taken care of. So, if you I'll
012entertain any questions if you guys have them. >> Yep. >> Yes. Yes, we would. In in the proposal, it's to add a head coach and an assistant coach. >> Yep. >> Yes. >> Yep. So, they'd be they'd be using the the locker rooms on the north side of the new soccer lacrosse complex out there and then use that field as well. >> Any other questions? >> All right. It is re >> It is recommended that the Doomland School Board approve the addition of girls lacrosse as an IHSA emerging sport beginning with the next applicable season with full administrative and athletic department oversight. This recommendation is made with the understanding that the program will operate within IHSA bylaws, including participation limits, scheduling restrictions, and compliance with emerging sport criteria. >> Go ahead. I'll make a motion
013to um accept the proposal for um to name lacrosse as an emerging girl sport. A second. >> I heard a first and a second. All in favor say I. >> I. >> Any opposed? >> All right. How exciting. That's super exciting. All right. Item 4.05. permission to advertise for bids for Chester High School LED lighting and appoint bid committee. >> Thank you. The lighting at CHS is in its original state from when the school was built in 2000 and in need of replacement. This was a need originally identified in 2021 as part of a corporationwide facility study and has remained on a list of priority capital improvements since that time. The areas to have replacement LED lighting will be primarily in the academic portions of the building as some of the the large group uh
014parts of the building have already been replaced. The administration recommends authorizing permission to advertise for bids for the LED lighting replacement project at CHS and appointing Linqu Oakley and Robert McDermott as the big committee >> at this time. Any questions? >> I have a question about uh Is it replacing incandescent lighting or was it originally LED? >> It'll replace incandescent lighting. Approximately half of the facility has already been replaced and this is part of an energy savings plan that we anticipate the cost of this replacement. We will recoup that cost within seven years of the of the construction. >> I am happy to entertain a motion on this. I will make a motion to advertise for bids for the Justin High School LED lighting and appoint a bid committee. >> Second. >> I heard a
015first and second. All in favor say I. >> I. Any opposed? >> All right. Excited. This has been a topic of discussion for a long time. All right. Item 4.06. Hang on one second. This is just >> I would agree. and entertain a motion. >> Make a motion to accept these policies on final reading. >> A second. >> I heard a first and second. All in favor say I. >> I. >> Any opposed? All right. Thank you. Yes. All right. Item Oh, hang on. 5.01 patron participation. At this time, the board will provide time for public comment. Miss Lean would like to step up. Hi, I'm Norin Legan. I live across the street at 602 West Morgan Avenue, Chesterton. Okay. Um I'm here because um I've talked with Dr. Patty before about these booklets from um Ed Sha Doc uh Senator Ed Shabinar. They're four the fourth grade uh schools here all teach on um Indiana history. the
023um state government puts out these booklets and I'm going to give each one of you um one of these, but it talks about the the all Indiana talks about the um Indiana state symbols. It talks about the flag, the poem, the song, and it has different activities, crossword puzzles, word search, different things that um a teacher could use um for even a test booklet. Um, and it's something that could go home with the kids so that the kids have also it even talks about how to write a bill and uh what a legislator does. So, I'm going to give these these are free. We could get these from Ed Shaviner. Just a call for and I just talked with him last week. Um, and um these booklets all you do is have to call him.
024You get them in all the schools here in Dulan. Um, and that's what he would like to see happen. So, I'm kind of like his adversary there. community or you know try and get it. So um I'd like you to take a look at it. I'd like you to take this is not filled in this one. Um I I you had taken a copy of mine from before but this is the newest copy. I'd like you to consider it. I had hoped my goal initially even a couple years ago I I tried to get um this going um to give it out on Constitution Day which is September 17th. Of course, I could not get these booklets from Ed before this. So, um I'm thinking the end of this year and then constitution put it
025into since next year is 250 years celebration of our country. This would be good. I'm hoping I could find some materials from the federal government, a booklet like this too for the from the federal government that tells us all about the United States and our air making same kind of things in it. So, um, uh, I just like you to consider it. Um, like I say, it doesn't cost anything but a phone call to to Ed and he will get all you need. Okay? I asked him for 500. He gave me 50 because I wasn't re recommended or I wasn't part of the school, but I'm hoping you guys will follow through because I think this is an excellent thing, you know, for the kids to have in their hand for a lifetime. I I've
026um shown it to many adults and they've asked me for a copy of it. >> So um Okay, that's >> perfect. Thanks. >> Thank you. All right. Item 5.02, superintendent economics. Thank you. Tomorrow, many of our Dunland schools will recognize veterans who work in our schools and in our community. Each of the schools carry purple star designation from the Indiana Department of Education for displaying a significant commitment to service members, veterans, and students and families connected to our nation's military. We are thankful for the sacrifice our servicemen and women have made to secure our freedom. Please enjoy this short slide presentation recognizing the current Dunland School Corporation staff members serving that have served in the military. Glory. Halleluah. All right. Anything else? >> Um, all right. I'm going to entertain a motion to adjurnn. Okay.
027And then we're going to write into our public hearing. Hang on one second. We will now conduct um the additional appropriations hearing for the education and referendum fund. Miss Quas, please proceed. >> Thank you. An additional appropriations hearing for the education fund and the referendum fund was authorized by the board on October 20th, 2025 and was advertised in the times on October 29th. During calendar 25, several unanticipated changes occurred in conjunction with involving needs that increased the following initial expenditure categories in both the referendum and the education fund budgets specifically in the education fund instructional salaries and benefits. This increase is budget in budget is needed due to an accounting change that occurred in 2025. Salary and benefits for our exceptional learning department director and administrative support and coordinators was moved from the account payment
028through the referendum fund to the education fund to match with the state support revenue for exceptional learning. 2025 funding in the education fund is sufficient to match this increased budget appropriation in the referendum fund. it in the area of support for instruction and students, professional and targeted marketing services for the Northwest Indiana online school um to increase enrollment as well as other professional service costs in conjunction with the referendum renewal process is needed. and in the instructional salaries and benefits funding to support the 2526 teacher contract stipens and salary increases for the portion of the 2526 school year that will occur in calendar year 25. Statute requires that in order to spend funds that were not appropriated in the school corporation's annual budget, an additional appropriations hearing must be held to allow the public the
029opportunity to comment on this action, just like they are allowed to comment at the public hearing held during the normal budget cycle. The amounts to be appropriated are $400,000 for the referendum fund and $800,000 for the education fund. The additionally appropriated funds will be used as noted. The funds are part of the unencumbered cash balance in each fund and represent 2025 revenue that was not expected when the 2025 budgets were first developed. At this time, Madame President, you may take a public comment and move on with the hearing. >> Thank you. The public hearing is now open. Public comment is limited to items presented during tonight's public hearing. Participants must preface their comments by an announcement of their name, address, and hearing item they are speaking about. Participants statements are limited to three minutes in
030duration. House statements shall be directed to the presiding officer. No person may address or question board members individually. A participant attempting to use the public comment portion of the hearing for items not on the agenda will be asked to stop. If the disruption continues, will be asked to leave and subject to being charged with disorderly conduct. Um, anyone like to All right. I guess this public hearing is now closed. At this time, I'll entertain a motion to adopt the resolution uh authorizing the additional appropriations for the education and referendum funds. >> Second. I heard a first and a second. All in favor say I. >> I. >> All right. And then we I'll entertain a motion to adjurnn. >> Thank you. >> I'll make a motion >> to adjurnn. Thank you. >> Oh, okay. Go
031ahead. >> Before we open up our our next hearing, we have members of our lacrosse community still in attendance tonight, and you have been waiting very patiently, but if you do not want to stay for the corporation to conduct the rest of their business, you're welcome to leave at any time. Thanks. >> Okay. Thank you guys. >> Of course. All right. Hang on. I'm going to All right. I'm going to open up this. I'm going to call to order this meeting as held in pursuant of Indiana code 20-29-6-9 to discuss the terms and tenative agreement of the teacher collective bargaining agreement which is posted on the Juland School Corporation's website. When you join the meeting, thank you. Today we're going to discuss the tenative collective bargaining agreement. Um the the tenative agreement is from July
0321st, 2025 through June 30th, 2027. Uh, school corporations have the option to do a one-year contract or a two-year contract. So, our negotiation has landed us on a two-year contract. Uh, and as required by Indiana law, we have to have a public meeting to discuss that tenative agreement. Just as a reminder, the scope of collective bargaining means that the school corporation and exclusive representative are able to negotiate salary, wages, and salary and wage related fringe benefits. And you can see those benefits that are there on the screen. And that is all that we're allowed to bargain during this process, which has changed back in 2011 time frame. Um, prior to that, there were a lot more items that you can collectively bargain within the state of Indiana. So, here's our timeline. You can see we
033started informal bargaining uh back in the spring and in the summer. We had a a public hearing to start our formal bargaining on September 8th. Um are we started actually bargaining on September 15th. The Dueland Teachers Association, who is our exclusive representative, ratified that contract last Wednesday on November 5th. And right away the next day, we posted that tenative agreement which is required by law on the DSC website. And so we're at that second to last step here for the public meeting and that we have uh one final step which is a schoolboard ratification which right now is projected for Friday. So just looking at some tenative agreement key points. Um one is that our bargaining unit consists of 374 bargaining unit members and so we have to have an approved definition from the Indiana
034Education Employment Relations Board. And so we did have a change to that uh to that definition this year. We added our instructional technology coordinator uh and our student services support services coordinator. Excuse me. We removed them from the bargaining unit. Those are the the the positions that are not uh part of the bargaining unit. Every other certified position is part of the bargaining unit. So, looking at salary uh and benefits, we have a two-year compensation plan. In 2526, we have a base salary increase of $3,000 for our bargaining unit members and a one-time $500 stipen. And then we're duplicating that in the second year of the contract once again with a $3,000 raise and a $500 one-time stipen. Uh it's important note to be eligible for those salary increases that the uh teacher must have
035had a highly effective or effective evaluation re uh rating in the previous year and must have worked for the corporation for at least 60 days. Uh those that are new to the school corporation will receive a $2,500 raise. Um, and in year two, that would also be a $2,500 raise to individuals who are new to our corporation teaching in the second year of the contract. And then what one thing that's new this year is that any teacher that has received an early literacy endorsement must receive a differentiated salary by law. And so the differentiation for our two-year contract would be $200 in year one and $200 in year two. meaning those teachers who have acquired that early literacy endorsement's total raise would be $3,200. This would take our starting teacher pay to 56,500 this school
036year and then next year to 59,000. Um look at this chart here. We've come a long way since 2016 2017 where our beginning teachers were making $39,000 a year. You could see that in 2526 it would be 565 and 2627 59 as I've mentioned before when they started ranking school systems in 2122 we were fourth in the state 2223 we were the third highest paid in the state uh we dropped in 2324 and 2425 to fifth and eighth respectively uh and I believe with these numbers that we have here 565 and 59,000 I'm projecting it will easily be in the top five of the state, if not higher, once those rankings are released. So, we've come a long way and so thank you to the board for allowing that. That helps us to to retain
037and attract teachers to our district, which is very important. Board contribution, we talked about this here in the previous board meeting. um we had took a 5% increase to our health insurance and you can see the rates for the contribution from the board uh for 2026 and then within the contract we have a 1% agree uh 1% increase agreed upon for year two. Um, but for the first time in our contract, we're going to have a contract reopener. Uh, which states that if the insurance in year two in the 2027 cycle increases by more than 4%, that could reopen up the contract solely to negotiate health insurance premiums. If there was any extra money that the school corporation had and can contribute, that would be bargained. At that point in time, uh either party, either
038the corporation or the exclusive rep would have to share their intent to reopen uh on or before October 1st of next year. And then once again, our our uh contribution to the health insurance, excuse me, into the HSA account for our HDHP contributors or members is $2,500 and 5,026. And then we have uh uh a definition in there for 27 and that is if our self- insurance reserve fund exceeds 3.6 I'll just say 3.7 million instead of reading that number there. Uh if it exceeds that on September 30th, we would continue with that HSA contribution. If our self- insurance reserve fund would fall below that number, then we would revert back to a previous contribution of 1,250 for a single plan and $2,500 for a family plan. We've increased our 403b matching annuity, which used
039to be $300 per employee uh for a certified employee, which is now up to $500. And then our extracurricular schedule. Um we have make adjustments to our ECA schedule based on comparisons with league uh to the uh Dulan athletic conference and local counterparts. Once again our extracurricular are all not only athletics but all the clubs uh and extra duty assignments that our teachers have uh within their position. We've added numerous unified sports for our exceptional learning students and activities uh especially at the high school and starting to move some of those into our middle school. So, we're excited about that. Uh and we have a continuation of the expansion of our leveled club system. Uh so, we have when a new club is approved or is proposed and then approved, we place them at either
040a level one, two, or three before we make them a permanent part of our ECA schedule. That way we make sure that the club starts attracting students. It becomes something that's going to be ongoing year-toear as opposed to adding a club it might not make and then we've got to remove it from the ECS schedule during the next contract negotiation. So this is the second contract with the leveled club system and it's worked really well for us during the last contract. Overall we have a $63,000 increase in our ECA schedule bringing our total to 1.6 a little bit more than $1.6 million. So, school corporation spends a lot of money for our ECA schedule, which we believe is important to keep students involved in activities outside of the regular school day. And I'd like to
041turn it over here to Miss Bobby Hall, who might want to speak on behalf. I don't know if you have to or if you want to, but Mrs. Bobby Hall from the Dulan Teachers Association. So our starting I don't think is here.
