I think that was intentional. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Heavenly Father, we're thankful we can come and do the school's business tonight. Lord, that the decisions that are made here will benefit our students and our faculty greatly. Lord, we just pray for a end of a good school year. Lord, a safe one. In Jesus name we pray. Amen. >> Amen. >> Okay. Now, I apologize to everybody, but being that this is the first meeting of the year, we have to do an organizational meeting before we can hold the regular meeting. All those four 70. Okay. It's recommended the board's

annual salary be set at $2,000. Just so everybody knows, this is set by the state. So, >> I think that's the minimum that the states I think there's a Well, it could be a little more. >> Is it? >> I believe so. Yeah. >> Well, is it okay if we keep it at the minimum? >> I'll make a motion we move it at 2,000. >> Okay. Okay. >> You can vote against it. >> That's right. >> He's looking for $2,0001. >> A dollar. We'll keep it though. >> I'll take the dollar for the cookies. >> Okay. Do I have a second for that? >> Sharon, all those four 70. Okay. Is recommended that Eastern Green Schools remain members of the following organizations. Um, Indiana Association of Public School Superintendent, Indiana Member of Indiana Association of School Principles, sorry, institutional member, Indiana Association of School Business Officials, Indiana Rural Schools Association, and the Indiana State School Board Association. any discussion on this before we >> I I can just add that all of those organizations do provide um important services for us whether it be legislative updates um professional development opportunities um and then of course who's your hills is where our students go for >> these cost we had to pay >> there there is some cost to to these um who's your hills it's just the the cost of what the students go there it's money we would get from the state we just share with them um the exact cost of each of these. I

do not know off the top of my head. >> I I know we have looked at the SC schoolboard association. We have received way more in free legal advice than we do pay. That I know because we've looked it up. So, okay. Any other discussion on this any issues? Okay. Do I have a motion? Dennis second. Sharon four 70. Okay. Um, we are going to skip the next one because we have no conflict. Does nobody here has a conflict of interest. >> Okay. So, we're going to skip that because there's nothing. Um, okay. So, I recommend the board appoint who is legislative liaison. Who would like to >> It wasn't me last time. I thought it was you last time. >> Thought it was me. I couldn't remember if I was policy or legislation. >>

Yeah, I think it was >> I think um I don't care to do that if you if you need me to do that. I'm not like volunteering, but I don't mind. >> Is that okay? >> Okay. Lisa, do I have a motion? Sharon, second Mike. All those four 70. Don't I abstain from that or I guess I vote for myself. >> You can vote for yourself. >> Okay. Whatever. >> Okay. Um it's recommended that the board appointed to be the policy liaison. A lot of these are formalities we have to do by statute. >> Heather. >> Okay. Heather. Um do I have a motion for that? >> Mike. Okay. Well, you're making the name. I have to second Sharon. All those four in my time. We've never actually had a meeting. Um, director of lay

and representative of federal programs um is recommended that Doug Lewis, superintendent be appointed as director and lay um representative federal programs and represent um the interest of Eastern Green Schools on the Hooser Heartland Trust, Indiana Southern Indiana Trust, Scraft Board, and Midwest Natural Gas Cooperative. Have a motion. Dennis >> second Heather close four okay Mr. A lot of responsibility there. >> Okay. Is recommended the organizational meeting be adjourned at 6:41 p.m. Do you have a motion? Dennis second. Natalie. All those four. Done with that. Okay. Here's the regular meeting. It was right. The meeting is called um to order at 6:41 p.m. Okay. Who would like to do the first student of the line? >> Middle school go. >> We will start with Hunter Meadows. Hunter was nominated by Mrs. Z. >> This is one

of the nicest, kindest kids in our building and he's always smiling and he is so polite. >> Can you bring him more over the center so we can see him on the camera? >> This will match. >> Look at you guys. Miss C says that Hunter is a boy who works very hard in school and never lets his struggles stop him from doing his best. Every day he shows determination by trying again, even when things feel challenging. Hunter never gives up and always believes in himself. He encourages everyone to do their best as well. He is kind and positive to everyone he meets, treating others with respect and care. He never speaks an unkind word and is always ready with a smile or a helping hand. Hunter loves to learn, is curious about the world

around him, and enjoys trying new things, making him an inspiration to everyone who knows him. I am lucky to have the opportunity to teach Hunter. Miss Clary says, "Hunter brings such a positive presence to our school every day. He is genuinely sweet, always happy, and never fails to greet me with excitement. He stands out. What stands out most is how kind he is to everyone around him, and I would agree. He treats his classmates with respects and makes others feel welcome. He is simply a joy to be around and our building is better because of him. >> And then Leighton Brown a little bit more over. >> Take a little steply. There you go. >> There you go. Okay. >> We want the world to see you. Yes. Okay. Miss White nominated uh Leighton. Miss

White says that Leighton came to EGMS this year and she is thriving. Leighton has adjusted to her new school, which was a concern at first. I truly enjoyed working with her in class. She is the bright spot of my day. Mrs. White. Miss Clary says, "Lighton is a newer student to our school and has jumped right in and with an amazing attitude. Starting at a new school can be tough, but Leighton has handled it with maturity and confidence. She's already built a strong group of friends that she eats lunch with daily and she's also involved in bowling which has been great to see. We're proud of how well she's adjusting and thriving and we're so glad that she's a part of our school community. Let's see. Do you want to come up? >> Perfect. My

kindergarten teachers are here, so I'm gonna invite them up, too. All right, Miss Henry's gonna bring Owen. >> Mom might come too if you want to. It's fine. >> Perfect. We're gonna bring the whole crew up here. >> That's right. >> That's good. >> That's okay. >> All right. >> More than >> All right, come on down. We're gonna start with Owen. Owen, do you want to I'll put you on this side. I'm going to give Miss Henry your certificate and she'll give it to you after I say the kind things that she has to say about you. >> Tonight, we would like to recognize Owen as a student of the month. Owen consistently shows kindness to his classmates and make sure that everyone feels included. He is respectful to his teachers and his friends.

He follows classroom rules and directions every day and is always willing to help others even when he's not asked. What truly sets Owen apart, though, is how he helps out simply from the kindness of his heart. Whether he's helping a friend, picking things up, putting chairs on tables, or cleaning up spills, even when he doesn't know anyone is watching, Owen is an absolute sweetheart. That was a direct quote from Miss Henry every single day, and we are so proud to recognize him tonight. Miss Henry, do you have anything you want to add? He does this consistently every single day. I don't even expect him to do any of this and he just jumps right in. I'll be helping one friend and then I'll turn my back and he'll be helping someone else. He's just such

a joy to have. Thanks. >> Great job. Thank you. All right. Up next, I'm gonna let Miss Becker hold this while I read the kind words that she had to say about Miss Harper Spence. Uh we are excited to recognize Harper as student of the month. Harper always follows directions. She shows kindness to both her classmates and her teachers and she approaches her learning with a strong work ethic. I love that her diligent effort and genuine desire to learn and grow have led to impressive academic progress this year. Harper also goes out of her way to be helpful in the classroom, often taking initiative to complete assignments and classroom tasks. She is a wonderful friend and a positive role model to everyone in her classroom. Is there anything you'd like to add, Miss Decard? >>

No. Same thing um Miss Henry said. I don't I don't ever have to ask Harper to do better or to try again every time she does her best on her first time. And and it's awesome. She's grown so much this year. I'm so proud of her. >> Very good. Well, congratulations. All right. Good evening. Uh we're going to start with Eastston. >> Um so I had all the teachers respond to about Eastston. Uh and they all were very consistent in in their words. Um Eastston is one of uh one student that I respect immensely. This is from Mr. Hutcherson. Uh he's always on task in class. I can count on him to consistently be an honorable kid. I enjoy talking sports with Eastston. I'm jealous of going to the Peach Bowl. He really is a

great kid and I'm sure he'll do great things in the future. U Miss Bonamp said, "Eston is a wonderful student to have in class. Uh he performs well academically and is dedicated to his classwork, consistently asking insightful questions that benefit both himself and his peers. who was willing to step up to help with tasks during win and model responsibility and maturity by taking initiative to correct issues when he sees them. Um, Mr. Tar said, "I'm good with this choice." He was very excited about that. And then, uh, and Miss Bartlett said, "Eston has been an excellent worker, uh, the entire year. He never missed us completing an assignment, and his concern for quality is admirable. I appreciate his display of manners and kindness. I can count on him to treat others well. He has a

high level responsibility. He's reflecting in his work and in his behavior. I believe he probably loves to give speeches. I think he has a pretty good sense of humor, too. Thank you. So, congratulations. Our other student was Chey Cheyenne Bar. Uh she could not be here tonight. Um but the the teachers also um pretty much every single one of them also responded about her as well. Uh I'll read just a couple. Um Miss Bartlett said Cheyenne is one of the most conscientious students I have this year. She takes her work seriously and is sure to ask questions when unsure. Her work is top quality as she maintains high standards for herself. She's positively cont she positively contributes to the classroom environment and is supportive and encouraging towards her classmates. Uh let's see. Um also Mr.

Valentine said, "China is also a very conscientious student. She works hard in class to everyone around her and strives to do her absolute best in everything she does." Mr. Zapata also said, "China is a great kid who brings a positive attitude to my class every day. She's very creative and cares about her artwork. I really appreciate Cheyenne's sense of humor." Congrats to her for being chosen student of the month. So, All right. I know you all are having the time of your lives, but um this is a good point. Uh if for those of you that are student of the month, if you don't want to stick around, you are welcome to leave. It will not well most of us that won't make us cry. >> And you and you can you'll get pictures and

stuff with your prince in the hall if you'd like as well. >> Thank you. All right. Sandy, she's got to come back. >> Yeah, >> she's out. >> That's fine. >> Okay. So, I assume that means nobody's here to participate. So, we'll skip that section. It was recommended that the agenda for the January 12th, 2026 meeting be approved as presented with additions, corrections, deletions as recommended by the board. Any comments? If not, do I have a motion? Dennis second chair. All those four 70 is recommended that the minutes from the December 8th, 2025 meeting. Do we need to >> we need to add the 22nd as well? >> No. And the 22nd meeting will add the December 22nd meeting be approved as presented. Any Dennis second Natalie? All this for um yeah let's see I

was not here so I'll abstain anybody else >> I went there but I just voted yes >> okay that's fine okay it's recommended the claims numbers 21425 through >> one 628 >> 628 be approved as presented do we have any discussion about any of the claims n okay if not I'll I have a motion. Dennis second Sharon. All those four seven. >> Um, go ahead. >> Go ahead. All right. Um, first we have up is old check cancellation. It's um I seek a recommendation that the board approves the cancellation of all old checks as presented. >> Okay. Um, do I have a motion? >> Wow. >> Sharon. Oops. >> Yeah. If he can find a seat, you can >> I'm going to the ball game. So, >> Oh, okay. So, okay. >> Who Who bet?

>> Okay. Second, Heather. All those four. >> Okay. Next, I have Neiola policies, a second reading. I seek a motion to approve the second reading of the Neola policies policy updates as presented please. >> Okay. Any discussion? >> Okay. If not Sharon Heather all those four 70. >> Uh next um we have bid approval. I seek a motion to approve the bids for the high school track and field improvements and the high school pavement upgrades. These are both done through the um the the lease bonds that we have been talking about over the last 18 months. And um we do have this the Stephen Nogle group here this evening to present a little bit about those bids before you actually vote on them. So would we like them to >> Sure. >> talk now. Okay.

>> Give me a sit there. >> All right. Even better. >> Um we'll start with the track and field improvements. We had seven bid contractors attend the bid meeting. We're very pleased with the numbers that came in. The base bid came in at 863,000. We have four alternates for that project that we're asking you all to consider. Alternate one came in at $49,000 to reconstruct the shot put and disc area. Alternate two came in at $57,000 to construct the concrete stairs to the A building. Alternate three came in at $64,000 to provide hard surfacing through the north D zone. And alternate 4 came in at $5,500 for the extra concrete and stove paving around the north side of the track. with all the alternates. If approved, the bond project will be for1,38500. 1,ion38500. >> So,

I have a question on this on the stairs. Are kids just >> they walk up the they walk up the hill right now because >> as opposed to walking just walking a few extra feet. >> Well, it's more than a few extra feet, but yes, they walk up there and kids fall. Matter of fact, uh I was in uh Mr. Howard's office earlier this week or last week, late last week, and he said, "Hey, don't sit there." And it was like covered with mud because a kid had fallen down when they've been told repeatedly to walk around. And um >> And how much is that? The stairs? >> Um the concrete stairs was $57,000. >> Okay. >> We don't have to approve that piece of it. No, I was just wondering >> if uh >>

I mean um I think it's a a safety even when they walk down and around it's it's a safety thing for them to go up and down the stairs there would be a little easier but >> it's I mean it is further >> they walk further and then they have to curve back around and come back around up to the if you see it. >> Can we do we have the option that we could pull that alternate out and just re rebate it by itself for local contractors? It is. I think it's wetfield. >> I >> This is with your local concrete. >> Yeah, it is. Okay. >> Yeah, the concrete ended up being >> for for part for that project. Well, that one is is it? I don't think that. >> Yes, >> that

and your >> I knew this back here was okay. >> That's okay. >> I don't know. It wasn't right. >> Do the steps also have bananister? Correct. >> They're all safety drainage and we're putting the landscape back around the areas. Okay. And it's a pretty long run up >> end off the top of my head measurements. It is a good distance of steps though. >> Help us for football. >> Well, I was getting ready to say another piece of that is because when we charge people when they come to an event, they pay as they come in. Uh, >> so this is another way people can go up the the uh up to the the le that level, you know, to the it'd be more probably guests would do it because our home people are

still going to probably go up the driveway there. And so I mean now we can we can pull that piece out. >> We do have the option to pull it out and say, "Hey, if we have remaining monies left at the end that we will take this option and add it back in." >> Well, >> was there other bids on that or just the one? That's that would be the low bid. >> This was the lowest bid that was received >> for that ultimate >> for the whole project. >> Cost surprise me. >> I mean I don't know. I'm not trying to be a jerk here. I'm just saying that there is a >> black top path up to it. >> Get kids to use it. >> Yeah, I know. That's probably true. I just

depending on how we will we need the money elsewhere. >> Um >> I don't know. I'm just trying to >> I mean we can we can hold that as an alternate even if I mean I don't know how that approval works. I mean we pull that off and then revisit it at the end. >> We pull it off with the option of if money is left over that you guys have the option to pick it back. >> I mean that's why we put these in as alternates. >> That's why it wasn't part of the the base bid. So, if we want to, we would just have to restate that motion minus. Do we have to do that? >> Because you just pull that >> pull it up and put it in your owner contract agreement.

>> You too. What do you think? >> Me? >> Yeah. >> Uh, it's a safety issue. In fact, actually, I've had at least two sprained ankles on that hill. And actually, it was not yesterday. It was the day before. I actually had a kid have to go home because he against advice and suggestion, strong suggestion, he decided to go down it and he slid all the way down. >> That's the one that probably set Mr. Howard's office when he told me not to sit in that chair. That's the one. >> Well, it just seems like it needs to be done if that's a >> That's fine. I don't. I'm just >> Is this a place where the kids are going to use it or still go up the >> So where they go up the

hill? I I've asked that that the stairwell go stairs go there because what happens is that black that black top drive up it's out of the way >> and so kids are very linear I guess in their travels >> they're running on a schedule so they just want to run up run up the hill and catch the sidewalk as it goes up there and I think u and we have a couple places where we have kind John. So, >> how far would you say it is? I mean, would you say it's 50 yards from the >> It's about 40 40 to 50 yards >> from the the the stairs will go up >> 50 yards away from where the the pathway is. The asphalt I'm just >> that is alternate to Yes. >> But I

have had some injuries on that hill and that's that's My suggestion for came from. >> Okay. >> Having a student that has his home room over there. >> That's fine. If ever I'm just like that was a lot of money for stairs. >> I just didn't want to spend the money if the kids aren't going. It's not a place where the kids are going to use it anyway. Understand? >> He had a lot of complaint like he finally chilled out about it. But >> that's fine. If we want to do it, that's if the board wants to, I >> So, how do when I'm looking at the spread of alternate twos against the whole package of all your biders? >> Um, that's the next to the lowest for just that alternate. >> So, you can't

take just the alternates from a different contractor. You have to take your lowest contractor across the board. >> Okay. Um, what if we pull that alternate out just all together and deal with it later? You guys can take any alternate, leave it. We can pause it for later. However the board would like to proceed. >> Now, how many bids it you have specific bids and that's one project? >> Correct. This was just specifically for >> the stairs. >> No, just for the track and field project. >> I put the stairs in. >> The stairs were one of the alternates within the whole bid package. >> So, we don't know how many bids was made on the stairs. >> No, there was seven. >> Seven. We had seven bids for that project and and they each

bid on the al each. So they had to do the base bid and then there was uh what four alternates and they all bid on those and then how we determine which which uh one we would like you to approve is based on the total of that bid project. So you know the the the the one that we are asking to to approve is Taber and Owens. Correct. >> Correct. >> Yeah. and their their bid is is cheaper about $60,000 cheaper than the next closest and several thousand the third and fourth closest. >> So, and to answer your question further, I know you're looking at the 11,000 >> and then that contracting company does not actually have the proper documentation to public bid. So, they did not even qualify. >> Okay. So to to also

look at this is the one that you're recommending in alternate four their bid was 5500 which is super low compared to all the rest of them. I mean the next the next closest one to that on alternate 4 is like 27,000. >> So >> which one's alternate four? >> What is that? alternate for is the concrete pavement around the exterior side of the track. To address that as well, we had the preboard meeting with Taber Owens. We discussed that specifically an error on their end, but they are honoring it. >> Okay. >> So, so I mean we're really gaining on number four >> compared to the number two. >> I'll tell you what the board wants. I'm just I just thought it was >> I do think it will be utilized by the kids on

a daily basis. >> I'll go like I said I'm not I'm just trying to >> and we can mandate that. I mean and then if a kid still chooses to walk down they fall and get muddy then they deserve to fall and get muddy and then go home. I mean I I don't know. I mean we put us if we eliminate the the distance of it and and and I will attest that we don't give them extra time to go out there. So they do have to >> kind of bust it to get out there. So, >> it seemed like it'd be a straight shot where they would use the steps. >> Yeah. >> Right. >> The steps would make them use it. Yeah, I believe so. >> It's also right right there at the

cross country finish line, too. I mean, >> we've got out there. >> So, is every I agree with you just go forward on all of it? >> That That's the track and field improvements. We also have a second one. These This is a two-part bid. >> Hold on. >> We have to bid I can explain them to you both, but I have to have two bids. >> Oh, I have to have two motions because we've only got one on here. So, we need because >> Oh, high school pavement. >> And we did it. They did it all together in a lump sum, but I need you guys to each bid. >> Okay. Okay. So, we're going to have to pull this out into the separate. >> I see. >> So, you need >> How do

we number that TVA? >> Just put a five after the seven. >> So, 1-125717.5 will be the high school payment. Okay. So, the let's do the track and field. So, we're going to include the stairs. What is everybody? We good with that? >> Yeah. >> Okay. So, we're going to bid we're going to >> So, we're asking for you guys to bid for the base bid amount including all four alternatives for a total bid project of 1 million 38500. >> Everybody good with that? Yes. >> Okay. >> Motion. >> We need a motion first. >> You got it. All right. >> Second, >> Heather. All those four 70. Okay. So, the next one is going to be for the pavement project. >> Yeah. Next, I seek a motion to approve the bid for the >>

So, scratch out high school pavement on Yes. >> 50 5717. >> So, next we seek a motion to approve the bid for the high school, excuse me, for Yeah. for the high school pavement upgrades. And again, the Stefanogle group will talk a little bit about that bid process and uh the winning bid there as well. >> Correct. In this bid, we had five contractors show up and bid the project. Your lowest bid, base bid was at $67,000. You have one alternate for this project and that is the terrain road on the north side of the parking lot by the I the transportation road >> the road Yes. Yeah. where the buses cut through. That's what that's shelter. >> We would we would pave all that and we wouldn't have those huge >> paving essentially everything.

Repaving >> except for the student parking. >> Oh, we're not doing that. >> Geez. Asphalt's expensive. >> Yeah, >> it is. And the transportation section of the parking lot needed some soil stabilization which increased the price of the project as well. Um that wasn't done originally when the initial project started. So the alternate came in at $19,900. >> Yeah. >> All go ahead. >> Sorry. If all were approved, it is $129,900 for the total project. >> So, can you explain one more time the the space that is getting the paving then? >> So, the front student drive drop off the front part, >> the entire front lot, >> the whole front lot, the whole transportation lot. Okay. >> If you take the alternate that terrain road and then in the back of the building or

the coaches park up to that back dumpster That was all included >> and the drive down to the culdeac. >> Yes. And then it is painting new lines, uh, painting the curbs for your new fire lanes. And then we did change some flow of traffic. So, we put a two-lane road into that front curvy student drive. So, that will now make it a one-way drive. So, you have to follow the flow of traffic. So, where there's parking now in that front drive, that parking lot comes out and it's a just a two-lane road. >> On the curve, >> there are actual parking spots on the curve to the front >> front drive. Is that what you're talking about? >> Yes. >> Those will be gone. >> Good. Because that was dangerous. >> It is very

dangerous. I I requested that those be removed. >> That was really bad. In >> fact, I think that whole thing >> Didn't you say we do some angled parking? >> We did angle some of your parking so your directional flow of traffic of how the parking lot will drive around. It'll be obvious that >> which direction you pull in and pull out. >> Okay. We're not going to use the method they used for the senior prank gate. Redraw the lines that way. >> I hope not. Okay. There were cards everywhere. >> It was just that one. >> I think I did know that. >> See if you ask for a picture or sometime because it's >> I think my son actually sent me a picture that day. >> That's a good one. >> Hey. >>

Yeah. >> Um, no. It'll look nice and have a good flow to it when it's done. >> So, nothing's actually changing about the footprint. >> Correct. >> It's okay. That's why I Okay. >> Okay. Okay. You have a question? >> Anybody else have any questions? >> I just was wondering if um >> will you be able to provide us with this sketch of those drawing pieces of how we're going to line stuff? >> Yeah. Got it over in the other room. So, yep. >> You can review that as well. >> Okay. >> Is it something you would like me to go grab right now and review before you >> No, I'll just come after. Um and then the student lot itself is not getting anything >> correct. >> How how is it in relation just

general estimate is it about fif is it about 30 or 40% of all the paving in the facility there >> it's about 45 >> about 45% of it. So, and the thought was in the future project, so you didn't lose all your parking and we can't do all the construction that's happening this summer that we had to leave some of the lots open. That that would be a future project. >> Okay? >> Because we're not closing down the campus. I mean, >> for any of my summer sports, it's going to be a challenge already. Football is going to get locked into a little space. >> They're not happy about it, but they will. Soccer, they're going to have to park down there and walk all the way up. They're not going to be able to

go back there until the project's done. And we still need people that go in and out of the buildings. >> So we we're leaving some areas to do that. >> Plus all that artwork back there, they might get upset if we paid over. >> I'm just thinking of cost if it was about half the project or whatever. >> Just a little shy of half. >> Any other questions before we >> And I'm not saying it's the high priority. Something I will add is with the the the lease bond, there will be some funds left over and if that was something that we determined was something we wanted, we we could look at that. There are some other things that I think maybe take a little bit higher precedent, but we could discuss that as a

board. >> Right. >> Was it Will this be done in the summer? >> Yeah. >> So, it won't affect graduation. >> Correct. >> They're a matter of fact, they're starting right after I mean like the very next. Are they going? >> That's a mess. >> Yeah, we did not. >> No, >> we have none of your construction projects going on. >> Park up here and we'll bust them in. >> We're going to plan better than >> Are they going to grind up what we've got? Are they >> They're going to mill it down. Grind up and then we're doing so soil stabilization in seven to 10 specific areas where we did the boring that we know your lot is failing. Mhm. >> We're going to fix that in both the front lot and in the

transportation lot. >> Okay. >> And to save cost, some of the stuff they will grind up instead of them having to haul it off and pay, they're going to put it in our um it's going to get stockpiled and then put in our gravel lot that that exists down there to to put it there instead of stone. We're just going to recycle and use it. >> I was going to say farm could use some >> but we talked about that. It's a cost savings. They don't have to spend as much to haul it off. They deserve to take it down there and dump it and take care of that later. >> Doug, when we look at that transportation lot >> and with the land adjacent to it now, is there anything that needs to be

considered there? >> We could potentially I mean at some point maybe a a pass through that could go all the way through then come out onto the highway. But I know we would have to go through some >> steps to get really just thinking about the very edge of it. Not really to do anything with it, but is there anything? You're not curbing that or anything there. It's just going to be blacked off against that grass. >> Yes. >> Okay. >> Now, will the slope of that change at all? >> Well, yes, we'll fix the slope so it drains properly. >> Okay. That's what I was curious about. >> So, all that pooling you get in those you have a couple three or four spots that get really bad pooling. That will all be corrected.

>> Okay. And we've spent a lot of engineering, not a lot, but we've spent some dollars already engineering it, boring it, looking at it to make sure that we get it right because they were concerned that they were going to have to redo a lot in the front and they don't have to do as much >> base level repairs as they thought they initially might. >> You are correct on that. >> Okay. Any other discussion on this? Are we good? >> Nothing about construction. >> Okay. If no other discussion, do I have a motion to approve this with the alternates? >> with the alternate for your total project of $629,900. >> What's the sense? >> Zero. >> Oh. >> Okay. So, you made a motion. Okay. Kim makes a motion. Do I have a second?

Dennis, all those four 70. >> Okay. I have just a couple personnel items. First, um, I seek a motion to approve the resignation of Terresa Cox. Thank you very much. >> Thank you. >> Uh, I seek a motion to approve the resignation of Terresa Cox as night custodian effective 17206. >> Have a motion. Heather second Sharon. All those four 70. Um uh next uh an additional resignation um a motion to approve the resignation date change for Amber Snyder. Um I believe we've already done this once before and that was for uh March 13th. Um and she's going elsewhere and some of her onboarding she needed to move that up. So now I seek this your approval to make her resignation effective date be January 30th 2026. >> Okay. I have a motion Kim second chair

and all those four um 7. >> U next we have some donations. I seek a motion to approve the following donations. $5,81.94 from the Eastern Green Boys Basketball Booster Club to Eastern Green High School Athletic Department. This money will be used to pay for a portion of the huddle fees. Huddle is a video program that they use to video the games and help with some uh stats. Um, and it will also go to offset player travel gear and coaches apparel. We also um have a $510 donation from the Eastern Green High School Baseball Booster Club to Eastern Green High School Athletics for the purchase of new baseball uniforms. And finally, we have a donation of $3,736.50 from Southern Indiana Side by SideForms to Eastern Green Schools um for negative lunch accounts. >> Amazing. That's pretty

awesome. >> That's community donating to them. >> Yep. >> So, I seek a motion. >> Do I have a motion? Dennis >> second. Natalie, all those four 70. >> As always, we thank all of those that donate to our various causes here at the school and various groups and clubs. We couldn't do it without the support of the community. Um, we do have one late item. >> Yeah. Um, it's on the next page in your packet there. Um, I seek a motion to approve the hiring of Marissa Phillips as a kindergarten instructional assistant effective 1326. And this is filling a position that we did lose. >> Okay. Do I have a motion? Dennis second for 70. >> Okay. Now, do we want to do discussion items now or do we want to do them after

the We have to do a finance meeting as well after this. That way we this one. >> No, let's go ahead and do them now. >> The discussion stuff now. >> Yeah. >> Okay. >> That way they can get out of here, too. >> Yep. >> Sure. >> All right. I'll just start. We uh we actually talked about this. We feel like we just met and have not had school. So, we're going to keep it short and sweet tonight. Um, from the elementary school, I do want to update our enrollment is up to 387. We've had a few enrollments this week. Um, our attendance is at 94.4%. Um, I do want to highlight second grade with 97.46% attendance. >> Yeah, pretty incredible. Um, I do know that we are getting into cold and flu season.

I myself am on the tail end of it. Um, so just a reminder to parents, you know, if kids need to miss, if they have a fever, um, make sure you contact the office so we know. And then um if you can get those doctor's statements sent in, that's even better. So we can take care of those um absences. So I understand it's coming. You know, we're we will work with you. Um on a personal note, I want to thank the um my teachers, my students. Uh I had a birthday last week and it was a holiday in the school and it was really fun. Um I've never seen myself as a cartoon coloring sheet, but I now have 387 times. Um, my office was decorated. I had balloons. We had treats. Um, I had

a special gift from a student with a handwritten note that just really meant a lot to me. So, um, thank you to my students and everyone. It was great. Uh, I also want to congratulate our first graders on a successful music performance back in December. I know it was kind of tricky to schedule those. We had a storm coming and we canceled and we rescheduled and um, everyone was super flexible with that. So, we just appreciate it. It was a great show. Um, so I just want to thank students, teachers, parents, um, and everyone who had a hand in making that a success. Um, do you want me to read Allison? >> Yeah, if you have it, go ahead. And Allison couldn't be here this evening. She had a prior commitment and asked if she

could miss and I approved that. >> All right. So, from the middle school, um, December attendance was 97.84%. >> Yeah. Leading the way with sixth grade with 97.84%. Uh, middle school enrollment is at 343, which is up two from last month. Um, Allison would like to extend a huge thank you to her entire music department. Even though their concert um had to be cancelled due to the weather, our music teachers didn't let that stop the show or the students from having their moment. They pivoted. They made it happen through in-class concerts. So, every student still had the chance to perform and be recognized for their hard work. That kind of flexibility, commitment, and we'll figure it out mindset is exactly what makes our school special. Um, she also has a new year expectations. As we

start a new nine weeks, we look forward to a fresh start in the progress we know our students can make. Our focus is on high quality instruction in every classroom every day with clear expectations, strong engagement, and meaningful learning that moves students toward forward. Along with that, we'll continue using targeted interventions where needed so students get the right support at the right time. The goal is simple, steady growth for every student and a strong finish to the year. >> Uh at the high school, the high school is uh high school enrollment is holding strong at 346. Uh we had rough about the same number that hard actually came came in. Uh we also I think grad graduated a few. So, uh, 346 the attendance rate is fantastic. We're holding at 94.2%. Uh, and these kids

drive, so they're choosing to come. So, I'm really proud of that. Uh, January is an incredibly busy month, uh, where we are taking time to begin our scheduling, uh, building the master schedule for the upcoming school year, uh, the reviewing of handbooks. Uh next week on the 20th and 22nd, we will be hosting eighth grade parent meetings in the middle school cafeteria to explain the state's new diploma requirements. Um we're trying to really make a concerted effort to help parents understand all the changes um because there are quite a few. Uh scheduling night will then follow on February 11th and we look forward to having everyone out to select their classes. Uh we'd like to thank the the band choir orchestra. Um they had their Christmas concert right before Christmas break. Uh Mr. Lewis and

I along with some other volunteers were able to participate as instruments, >> right? >> Yeah. >> Should we ask a drum >> or just go with it? >> Yeah, >> we were drums. >> Just go with it. >> Uh wanted to thank all the students and Mr. Drummond and Mrs. Ogal for a concert full of uh Christmas renditions. Really do uh appreciate it. Really enjoyed it. Uh finally, we are hosting girls basketball sectional the first week in February and basketball homecoming is January 31st. Uh best of luck to both of our uh boys and girls basketball teams. Hope to see everyone out supporting our Thunderbirds uh on the 31st. >> All right. >> Yep. >> Um I just want to thank all of our faculty and staff for a great first semester. uh you know

things went relatively smoothly and it was just uh you know we we can't do everything we do around here without each and every person. So I just want to thank them for that. It was also great to see everyone come back um refreshed ready for uh second semester. I will say on the second day on Tuesday um the the little seem to be dragging a little bit getting off that bus but uh uh so but know it was great to get them back and uh knock on wood the weather cooper has been cooperating so far this month. Um, I probably just jinxed it right there, but uh, you know, if you remember last year, we I think we lost four days before we came back. Um, so it was nice to get that. Um, I

also want to uh, thank uh, uh, Don Sullivan, um, Allison Clary, Cara Quimby, and Ken Howard. Uh, they attended a school safety training last week. It was a couple days. Um, very good training. Um, and uh, it was uh, it gives us a leg up knowing what we need to do with certain events. So, I'm I'm And it was a free training that uh, we they had limited spots, so we got in, we could take a whole team up there, and it was a very good training. So, I appreciate their time. And we did go uh, the running joke was that Allison was worried she was going to get sick because everybody else was coughing and hacking and, you know, carrying Kleenexes and everything the on the trip up there and back. So, uh um

also I do want to give a shout out to our Eastern Green bowling team. They did win sectional this weekend. Um they came from behind to make it happen. So, congrats to them. Uh want to, you know, thank the coaches for all their time and wish um the Bowlers and the coaches best of luck. I believe it's the weekend of January 24th and 25th. They will be competing in regional. I believe that's at Crawford'sville is what they were telling me. So, congrats to them. Um the last thing you >> think about starting to get a practice alley. >> We might we might um yeah I I uh I haven't bowled for a long time. I need to go do that. Um u I do have a a prepared statement here that I want to share

with all of those here tonight and uh watching online. Um I do want to before I jump into this, we we talked a little bit about spending some substantial money on the high school campus uh tonight. Um, I just want to make sure everybody understands that that's through our debt services. Um, which is a completely different budget of money that cannot be used for some of this stuff that I'm going to talk about here. So, bear with me. It's a prepared kind of a prepared statement. I hate to read to you, but I wanted to make sure I got the information out. So, I just want to say good evening to members of the board, those present here this evening, and everyone tuning in online. Thank you for being here and a part of our

meeting tonight. Uh this evening I want to speak candidly and clearly about the financial situation facing Eastern Green Schools. Uh this is one of the most serious operational funding challenges our district has faced in some time and it's important that our entire community understand both the causes and the potential impact. Um Eastern Green Schools has always operated with tremendous fiscal responsibility. Um, we take pride in stretching every dollar as far as we possibly can to support our students, staff, and families. We have a long history of doing more with less, and our community has trusted us to be good stewards of the taxpayers's money. However, the financial challenges ahead are not the result of any local decision we've made, any spending pattern, or any mismanagement on our part. They are a result of some significant

changes in state law, specifically Senate Enrolled Act One and the way property taxes are now distributed to schools across Indiana. I want to share our numbers as plainly as I possibly can. For 2025, our circuit breaker loss, which is the amount of property tax revenue we are legally capped from collecting, was $242,000. For 2026, that loss is projected to skyrocket to $1.2 million. As you can see, that's a substantial increase. Now, this is not a minor adjustment, but is but it is a reduction of nearly 20% in our operation fund. And we are we were we were not projected. We did lose $787,000 from the requested operational budget from the DLGF for the 26 budget. Unless something changes at the state level, those losses will continue to grow. All the experts in this area, they

anticipate that the 2027 losses will projected to be even greater than those for 2026. Now, just let me be clear that no rural school district in Indiana can absorb this magnitude of loss without some significant consequences. Uh before outlining the impacts of this, I think it's important to explain to everyone what the operational funding actually pays for. This fund is one of the backbones of the day-to-day school functioning. Unlike the education fund which is used mainly for salaries for teachers and administrators and classroom instruction, the operation fund covers essential costs that allow the school to physically operate every single day. The operation fund pays for all of our utilities, electricity, heating, cooling, water, wastewater upkeep, and operational expenses. Um the transportation uh not that's for all bus drivers wages, all the fuel, bus repairs, bus

maintenance, all the parts, tires, insurance, and potential replacement of buses. Um all custodial maintenance staffing, including their wages and benefits, comes out of the operation budget. Building maintenance and repairs. You know, with a building of this size, there's always HVAC upkeep and repairs. We have plumbing, electrical work, roof repair, groundskeeping, and emergency repairs. All of our insurance cost minus health insurance uh comes out of this. Our property and liability and all other coverage for all of our vehicles and other equipment. Our technology infrastructure, servers, network systems, wireless access points, and all the foundational technology upkeep comes out of uh the operations budget. Most of our safety and security cost comes out of this budget. Um operational equipment such as snow removal equipment, general tools, maintenance vehicles, custodial equipment and supplies comes out of this as

does contracted services such as mowing, trash removal, pest control, required facility inspection, whether it be boilers, fire systems, elevators, and of course our wastewater treatment plants all have to be inspected. Um every one of these are essential items. Um, these are not optional expenses. They require to keep the schools open, safe, and functioning. It's important to point out we already operate on a shoestring budget. And we anticipated this revenue compression and began reducing support staff and custodial staff for the 2526 school year knowing that this was coming. But even with those steps, to trim out $787,000 in a single year leaves us with many challenges to cover and basic expenses. If funding projections become a reality, it will be extremely difficult, if not impossible, to continue to pay all of our utilities, keep buildings properly

maintained, provide transportation for all students, and retain the level of support personnel our students rely on. And unless a law changes, these cuts will not be temporary. They will deepen in the coming years. Sea1 and the growing revenue losses will reach beyond operations and it will reach into the classroom as well. Without additional support, we may be forced to either not replace retiring or departing teachers. Um we might have to increase class sizes across grade levels. We may have to reduce or eliminate some academic programs. And we may have to scale back curricular materials and instructional resources as well as extracurricular resources. We may have to delay technology updates and building repairs. Um despite all of that, we are fully committed to keeping our current employees employed. But I cannot sugarcoat this. Maintaining our current

staffing levels will become increasingly difficult as these losses compound moving forward. I think it's important to point out that this is not just an Eastern Green Schools issue. A recent statewide survey of 148 districts found that 95.3% expected a negative financial impact from SEA1 in 2025 and 99.3 expect even greater impacts in future years. Superintendent from every part of the state and every demographic, urban, suburban, and rural, have shared concerns about affording utilities and transportation, losing support staff, potentially cutting positions. Many will be facing tough decisions just like us here at Eastern Green. I also think it's important that, and I've touched on this a little bit before, that we share that while the state has promoted that we are getting a 2% increase in the education fund, the reality is that we now have

to pay for all textbooks and curricular materials from that 2% new money that we've received. We used to get a separate line item of dollars to pay for that. So, we in essence are not getting any new dollars. they've rolled that in and it's actually a little bit less than what we were getting before. So, while it's been advertised as an increase, the practical effect is a 0% increase in the education fund. Um, so this will place even more strain on a fund already stretched thin by staffing and classroom obligations. So, as I mentioned earlier, we have not waited for this crisis to reach our doorstep. We we recognized it was coming. We've reduced custodial and support staff positions. We've deferred maintenance updates where we can. We've prioritized spending. We are utilizing our bond money

that was already preapproved to fix as many high need areas so that we can um withstand these changes that are coming about and that will certainly help. Um but many of those dollars we cannot we cannot use the bond dollars legally to pay for uh utilities and stuff like that. Um so even so these steps uh it's just not going to be enough to offset some of the losses coming from SE1. So, I'm not sharing this information to cause alarm or panic, but more so to be um I I think I'm sh I am sharing it because I want our I think our community deserves the transparency. I think our stakeholders deserve honesty and our students and staff deserve the advocacy that we can give them uh to talk about the effects of this bill.

The consequences of SEA1 are real. They are immediate and they are severe for us especially and without legislative action they will continue to worsen. We want our board, our families and our broader community to understand that upcoming reductions or potential reductions in services, programs and staffing are not choices we want to make, but they are choices that may be forced upon us. So what can we do moving forward? We just need your voice. We we need you to advocates. We we need to have a unified support for our students and our schools. Uh please stay informed. Talk with legislators. Share the impact that this law is having on our on our district. Um our rural school matters. It matters to our children and it matters to all of us. And the long-term future of Eastern

Green depends on some meaningful change with SEA1. So over the coming months, myself, the board, the faculty and staff, and the school community will have some challenging decisions to make as we continue to look for ways to cut spending in all areas while still maintaining excellent excellent education that we currently offer our students. Now, despite all these challenges, I can confidently sit here and say our commitment to our students remains unwavering. Our entire team here at Eastern Green Schools will continue to fight for our students in in our school community. We are 100% committed to providing both excellent academic programs and valuable school experiences. We will continue to serve our entire school community and we will continue to be transparent with our community every step along the way. I thank you for your time, your

partnership, and your continued support for Eastern Green Schools. And if anybody would like some more details, please contact me here at the school and I'll be more than happy to share uh more details with you. But that's really all I had. Again, I don't say it for alarm. I just think I want to be transparent and I want our community to know that some of the challenges that we will be facing. Um we're still going to do a great job. We have a great team here that will work hard and we'll we'll get it done. We just might have some challenges along the way getting there. Um, and to put that into perspective, I I've got out in the car, if anybody wants to see it, um, I've got um how this is affecting every

county funded unit. And while we're getting close to 800,000 cut, Linton, which is a a bigger school by several hundred kids, is only getting cut about just shy of 400,000. >> Why? because of the properties. We have more people that fall under more a higher percentage of people that fall under the property tax cap than they do. So, they have a lot more housing that's turning over. So, they're not hit. We have people in our area um that have been on the property a long time, so they get the most advantage of the property tax cap. So while they've got several hundred more students, we're getting hit with several hundred thousand more dollars. I So >> the the the amount our percentage of loss uh we work with a budget consultant and works with 30

schools and our percentage of loss was the greatest of any of the schools he works with. that the that's circuit breaker and that's the tax cap that that we are we are not allowed to collect more than that based on and it has to do with and nobody knows exactly how it's going to work because sea1 is very complex used to be everybody was the same but they're not there are so many other factors that go into that so we really won't know the true impact until we start collecting taxes in the May draw and then in the November draw but they estimated I hope their estimates are wrong they estim estimated to be 1.2 million and that's why the um on our 1782 which is the document we get from the state when we

put our we submit our budget they approved us it they cut our operations what we asked for $787,000 because they anticipate that you know based on this 1.2 too that there's just going to be less money coming in and the state the the county cannot give us a t I mean if they can't draw the money in they can't give it to us if they don't have it. So it's it's very complex. It's hard to explain. Um and if somebody has questions I'd be more than happy to sit down and and try to explain it in layman's terms if somebody wants to come see me. >> I think that that help I mean I think that that little >> it was a lot it was a lot of information but uh I thought it had

to be said. So >> it does. >> Thank you. Can I do one more? Sorry. Um, one thing I forgot to say, Dennis, on a personal note from all of us, we offer sincere condolences. >> That's all I had. If >> you share any >> No, nothing. >> Okay. So, we will adjourn the regular meeting um at 7:38 p.m. Do I have a motion? Dennis second Sharon all those four now. Okay, you guys want to leave? >> Thank you guys. >> Have a wonderful evening, guys. >> Yeah, we got to do this board of finance meeting. So, we're just Okay, >> I'm going to call this meeting to order at 7:39. Okay, >> what are we doing now? >> We've gotten this board of finance meeting. >> One of these things that we'll never deal

with, >> but we got to legally >> This is legal required. >> Board of finance. >> Yeah. Okay. Is recommended. Who wants to be the president of the board of finance? >> I think Dennis should be >> You want to do it? You're a banker. Okay. >> He's a bank man. Dennis nomination by Heather. Anybody want to close that nomination? Sharon second it. Kim all has recommended that Dennis be the president of the board of finance for 2026. All those four >> seven or 61. Who wants to be the secretary? Who wants to make a nomination? >> Mike. >> Okay. Mike. >> Huh? >> Yeah. You got just got nominated. the secretary of the board of finance. >> Okay.
