you have has just been incredible and it's really my honor to recognize a few students today writing talent in this district runs deep when we were remote last year students still came together to put agape together our literary magazine and we got a gold medal from columbia scholastic press all done remotely with the help of scott boris and shannon murphy uh so that was incredible we kept the paper harbor voice going all the way through and everything happening now our yearbook which is a really difficult thing to put together when the rituals of school don't happen and that's a lot of what a yearbook is uh still this year uh many of you have seen it it's incredible we're putting it in for columbia columbia scholastic press this year because it's it's just incredible so
there's a lot of talent to be recognized i'm only going to recognize a few of our writers today that have done writing competitions but i am super proud of the student body um not all contests ran this year of ones that did we did quite well in uh the walt whitman poetry contest ms murphy's ninth period nine honors class actually got honorable mention which was second place for the entire class anthology um of poetry which was incredible and we also have i hope she can be here with us today an honorable mention um for the poetry contest as well gabriella torres poetry takes more than just mechanical precision it just it takes a real ability to look at the world and see beauty and be able to distill that and uh i'm super excited that

the process of ordering two at roosevelt we already ordered one and then the district will be fully equipped and we are still looking to add as time goes on nassau county training for monitors at vernon very important um steve kokowski officer kokowski who's helped us so much in our school district had taught monitors about what protocols are for when they're outside the building during the lockout so we gave that training to the monitors and very valuable and very good for them the cleats and ballers were installed at teddy roosevelt as you can see and bill castoro who's been a great help in our health and safety teams um he completed uh training on building level safety plans and upgrades um and uh it was provided by new york state so thank you for attending that
bill we also had the approval of the 2122 district-wide safety plan by the committee we had an update from officer kurkowski from nassau county and also peter leduca who's a health and safety officer at nassau boces so tonight we are having the public hearing for the safety plan tomorrow the plan will be posted on the district website and it has to be posted for at least 30 days in case the public has any questions or comments they can contact me or email me about the safety plan i usually keep it up just keep it on there anyway more than 30 days and then in august the board formally approves the district-wide plan as well as the building level private plans that are not disclosed to the public so that happens in august and then by
october 1st we submit the district-wide safety plans and the individual building level safety plans to the state and that's kind of the uh the camera that's kind of the uh the calendar for our submission of our safety plan every year thank you thank you mr cipriani um any questions okay i'd like to close this public hearing then on the district-wide safety plan and then i'd like to move to thank you mrs pastor giovanni for pointing out that we did not reach correspondence of ms santos if you could read the correspondence so um all of these were via email one from demetria moreno regarding council administrators deanne mcavoy thank you kelly arsene softball renee mcavoy softball gina weinberg mass optional terrence kelly mass mandate jordana grant on nascar kids laurie um camback mass policy danielle barbar

thank you very much ms kowalski um i'm going to give a very brief overview of the visursa and the our federal grants that we're so excited to be able to receive from the federal government just a quick overview is really the main objective of these funds is see if my clicker is working okay the main objective of the fund is really to maximize learning opportunities for all students to provide a safe and healthy learning environment for all students to maximize in-person learning and to support all educators and all school staff there today i'll talk about the uh slightly about the funding plan for sarsa and arpa the timeline and a lot of this is going to involve some feedback from the community so we'll post our plans on the website and we're going to be
welcoming uh community uh uh participation in terms of uh questions and and questions that they may have about our plan federal stimulus funds are sorry maybe not too far away okay there we go uh federal stimulus funds are one-time allocations with restricted use over multiple years the funds are allocated to special aid funds so they're not the these are not funds that are part of our general fund budget our funds are voted on by uh by our voters and the allocations were really uh calculated based on the nyseb title one part a application okay so the source of funds three hundred seventy four thousand and twenty one dollars the expenses that we're going to get reimbursed for are for additional security guards monitors and permanent resident substitutes the funds related to these expenditures are expected
to be reimbursed next year in the year 21-22 we don't have a date an exact date as to when we're getting gonna get the money but it will be within the 21-22 school year the arpa funds which is the larger amount of funds will be utilized for health and safety such as ventilation and air conditioning projects for enhancement of student learning um writing led student student mentoring program and the enhancement of the summer programs and again the same theme for these funds are to maximize institut in person learning maximize learning opportunities for all students and to provide a healthy and safe learning environment for our students the timeline right now is a little bit uncertain because the state still hasn't come out with the formal application yet for the opera funds so we're waiting for
that to happen and then they're going to give us a deadline that's when we have to file for those funds so with those funds can we use them to reimburse ourselves for expenditures we've already incurred or can we only use them prospectively the uh the source of funds no these ones here the arps these go forward for 21 22 22 23 23 24. okay for future future correct the first there are for past 2021 expenses yes 2021 what what happened was there any opportunity to get reimbursed for expenditures in this year okay so 2021 is the reimbursement correct i got it okay so um this is the timeline the allocation amounts we received in the spring of 2021. we completed the part one of the auth application in may sursa application is already completed that
was completed about a week ago in june the this is what i was talking about with the arp application part two that's the more extensive application and that's not expected to be due until july or august most likely august of 2021 because as i said they haven't come out with the application yet we're expecting to have some draft plans posted to the website in july and we're welcoming ongoing feedback and you know as with the state they changed their directives so there could be some adjustments to some of these uh some of these um allocations so um so stay tuned mr cipriani yes the 839 000 we can use that for the air conditioning projects we still have two outstanding air conditioning projects we were talking about for roosevelt and barnum we can use that
money towards that yes okay thank you and we can also use it for better ventilation i know during kovic like we increased i guess the maximizing amount of air flow from outside but there was better ventilation systems i think available that you should probably consider absolutely and that's that's definitely a use of the funds we're allowed to allocate for absolutely considered health and safety and they specifically mentioned ventilation air conditioning those types of things yes well my vote is to focus more on the ventilation and the air conditioning rather than the programming but that's just my opinion on it yeah that was the uh i'm sorry thank you very much thank you mr um there were no questions from the board other questions now to dr yani for the 21st century capital improvement third presentation
thank you miss koski um some uh this is uh again continuing the conversation that we started a few um about a month ago regarding our improvement improvement plans that we have and the opportunity that we have so again this presentation will be posted on the website and i we also going to create a flyer to send to community organizations so maybe we'll have an opportunity to present at different meetings throughout the summer and in the fall to discuss some of the plans and some of uh getting some feedback from from the community which is very important uh to us and to the board of education so some important facts that we have the the critical piece that we have to consider is the fact that the cost of living health insurance costs contractual obligations pensions
those are required for crs teaching retirement system employment retirement system employee retirement system those are all costs that are increasing at a rate that we we do not have any any control some of the contractual obligation we do have control but in general we have contractual obligation they're set for three four years at a time so that's that's a natural increase of course but when you look at the budget one of the one of the things that we wanted to show in this slide is to demonstrate that the budget from year to year and this is last year's budget compared to this year's budget the watch that we just passed there is an increase of 1.1 million in terms of expenses and that that's really pretty much the cost that is kind of maintaining the
programs that we have for our students maintaining the facility maintaining the equipment maintaining everything that that we have not adding any additional cost when you look at the when you look at this slide and you compare this slide to the previous one you see that the levy which is the the amount of tax that we get from the community um is about 54 million dollars compared to the compared to last year which was 53 million dollars so you see that the difference between the tax they will get it that we got from the community last year and the tax that we're getting from the community this year the difference is about 749 that's based on the levy that's based on the maximum allowable tax levy the maximum amount that we can get from the community
so you see that there is a 749 000 that we can get from the community but the budget without adding anything increased to 1.1 so you see that there is roughly a difference of of 400 000 that we have to fill that gap by being creative and so we do that by using a reserve using our state aid using uh other revenues to to the budget but the reason i'm showing this slide is to show to the community that if we don't do anything to the budget if we don't add any program we continue to maintain the programs that we have in place we still have a natural increase and that natural increase which is um the the in this case natural increase we get difference of 1.1 million is pretty much based on some
amount of levy that we can get so the amount of lively day we can get is 54. the budget is 61. so we come up with that difference and so how do we get to that tax levy and this is the slide that we have posted on the website during the budget process when we showed the community how the tax levy the amount of tax that we can get from the community is calculated that's a simple very simple eight step formula calculation that is given us by the by the state and what you see at this point is that calculating everything for us the the calculation uh gave us uh uh the amount of tax levity allowable tax levy of 1.4 so you see that part of that 1.4 was the debt service that we
have so that's part of the calculation and that's reason that's the reason why i'm showing this slide to the community to demonstrate that part of that 1.4 is also analyzing the debt service that that you have every year and that's one important fact the second important fact is that the first number in that calculation is the levy the allowable tax levy that you were that you were getting from the community the previous year so if the levy this year is set at 54 million next year that would be the first number in the calculation so if the levy is lower because of that service coming off or because of any other reason your your base number your first number in the calculation the following year is going to be lower okay so what we have
done in the past we have done a lot of work in this community uh the board has done a lot of work the community supported a lot of work some of them you know obviously you you see every time you pass by the high school you see the new addition to the music wing um the the gymnasium at the entire entrance that was created and that's the the bond that is coming off there was issue to support that kind of a project so we have done a lot of work with that and obviously there is a lot more to do so looking at the future what are some of the values where are some of the variables that that we know some of the facts that we know well one of the things that we
know for sure is that there is some that service that is coming off it's almost like uh when you have a mortgage in the house or you're losing a car you know the time we know the time when that mortgage or that lease is coming to an end and so the question is do we put another lease right at the end of it or do we put another mortgage right at the end of it or we just let it let it go the other thing is we have a building condition survey there is almost a checkup of the building that is done every five years and needs to be submitted to the state architects engineers they go around our entire staff go around and look at everything make sure that the bathroom are up to
code doors in in up the code windows walls tiles ceiling everything pipes um heaters everything uh controls all in place so that is a complete list that is submitted to the state that we have to fix independently of we're doing a capital project or not so it's almost like a list that comes out and say you have your boiler that is not in proper order you have to fix it you have piping that needs to be insulated that is not in order not up to code and you have to change it by law facility needs to the facility needs make our school ready for the 21st century kids the way they're learning today is different than the way they were learning 10 years ago 15 years ago service that we have to main date students
is different that used to be 10 15 years ago so we have to follow those mandates and they are given to us by the state department that we have to follow so you have to address certain students you have to provide service to certain students in certain locations and has to be done in that way you cannot change it so those are all factors that that we know for a fact the other thing that we know right now which is good for us thinking about a project is that interest rates are currently low and i'm not sure how long that that interest those interest rates are going to stay at the same level now what what we don't know is the budget variables are changing so cpi which is part of the calculation for the
tax levy trs crs health insurance costs those are changing the construction cost they could potentially change five years from now if we have to do capital work that that same work that we're gonna do it in five years could cost could have a different number than the cost could be different than than it is today so definite the construction cost could potentially increase when you look at the debt service analysis we have shown this in the past you see that i i call it the magic school year is 23 24 because that's the year when you look at the last line last row you see that the debt service is going from 2.2 million dollars to 522. so it's almost like you're losing a car you think about a very expensive car you're losing you're
losing you're losing that lease comes to an end now if you bring this in simple terms when you're leasing a car and you think about at home it's a very simple question you get another car or you walk or drive or ride the bike to work but when you look at the school system it's different because that difference between 2.2 million dollars and 522 that very last line that creates a major impact on your levy calculation on the tax that you get from the community so if you do not have a debt service if you don't have another mortgage if you don't have another lease your tax levy are going to go to a negative number you will see in a second so you'll see that there is a drop of 1 million 700 and
and change and so that is the number that we know for a fact because we know when that lease is going to come and that that uh bond was issued when the gymnasium and the renovation of the library was done many years ago i believe 15 years ago so this slide is also i believe a very important slide because it gives you an indication of obviously the fluctuation but also the decline in terms of the interest rate and right now they're at the lowest point when i created this presentation that was from from a financial advisor that was the very last rate that we have 1.2 so you see the decline there are some peaks but overall there has been a steady decline so why why thinking about another bond right now and you know
talking to some some of our board members that have tremendous experience in in the area and you know it's it's it's about being responsible and so we have to be responsible when we call it fiscally responsible it's not just managing your operating budget it's not just how do you spend your money being conservative doing the right thing and make sure that you have the right program for the kids but it's also managing your reserves managing just like you do at home right you you watch where you spend you also make sure that you have enough money in in the saving account so if the roof goes down you can you can call somebody and get that roof fixed right away but the other thing that you do you're also managing your debt and you see
that you have a budget and you look at the budget and you're trying to create any financial advisor will tell you that to create to create to avoid fluctuation in your budget is definitely a plus and the other thing that you want to do to be fiscally responsible you have to plan for the future so if you know for example that a boiler is about to go down in three years you're not going to wait till the third year when in the middle of the winter the boiler goes down and then you got to call a contractor that is going to charge you for the boiler and for the service to come in at the last minute it's the same exact concept um so some important facts that we have to keep in mind because
at the end of the day people can ask oh look i i'm not too interested in the levy calculation this and that i'm i'm interested in knowing what are the some of the critical facts and i think that those full bullets will tell it all the district is making the final payments on on the 2013 2015 refunding bonds there was a bonds that were issued then they were refinanced because of the interest rate right and that that that that work that it was done was approximately 10 million dollars right the payment for those uh for those bonds that were for the bonds that were issued is about 1.7 million dollar per year so if you translate this into very simple uh in simple terms you're pretty much doing a final payment on a car that
is you know worth it you know pictured 10 million dollar car it's a very expensive car and you make a payment every year 1.7 million so that's coming to an end we know that for a fact that's reality now the capital improvement project for the district that we're proposing is about is approximately 30 million dollars and the payment for this estimated project is expected to be the same that we have right now so in other words if i have a 10 million dollar car right i'm getting a 30 million dollar cop for the same payment and that's why we're saying in multiple presentation and no no additional cost because is the same payment that you have being consistent um one of the one of the you know some people could say well where is the
trick over here you you get 10 million for same price you get 20 more million for the same price is obviously because of the interest rates right now um that is that is low and the fact that it was refinanced multiple times so when you look at the if you look this in a simple bar graph the blue bars represent the one that the payments that we're doing right now right the red bars are the one that we are proposing to implement uh the the bond that we we proposing to issue so then we can maintain some sort of stability in the um in the debt service in the debt payment in the in the payment that that we have and so the the proposed project uh projects they're not only taking into account the
fact that in 2324 the the bond the the debt service goes from 2.2 to 522. it also takes into account the fact that in 2627 even the 522 is coming off so this project the these projects what they will do will take into account multiple drops of the debt service and creating that kind of stability that is um that is basically sound for the district and so i go back to the same to the same point of helping the community understand that when you look at that service debt service the payment of a mortgage of a lease so is critical in the calculation of the levy that's the main component and and uh in this case is you know beneficial to us because the interest rate are very very low so what would be the
timeline the one thing that is critical here is that there is a december vote if the community is supporting this it must be a december vote if we decide to vote somewhere else in april may or some other time you were not going to have enough time to submit the project to the state and get the approval get the work started and get banks which is uh bond anticipated notes or bonds on time to be on the in the books for the 23 24 that that is coming off so the timing is essential over here okay so here we is a slide that we had last time so looking at the december vote and then you have the work starting in the summer of 2022 which is next year so the scope of work i'm
going to go quickly through this um you will see all the pictures we put in multiple presentations so i'm going to briefly go through that but i want to point out that in red our items they're coming from the building condition survey that's the checkup that i told you about before those are items that will need to be done no matter what if you have the project or not they need to be done because we need to make sure that the the the buildings are up to they're in compliance with code and regulation so high school we talked about the second floor renovation of the back of the library and again this is just preliminary once the board decides and the community is in support of it then at that point once there is a
vote done then we go full force in the designing and taking you know looking at all details and that's coming also at that point we'll have renderings of how the work is gonna look just like we had done in the past so this is the library this is the second floor uh third field and the back of the high school over here and the field is going to be used for multiple sports vernon same thing in red must be done part of the building condition survey and here we have multiple areas you have entire music and music and classroom renovations renovation of the butler building which will be extended and completely renovated inside you have also a storage facility towards the turf field and you have the extension of the cafeteria which is original roosevelt
will have an extension of the building will be a two-story building that is attached at the end and that's the first floor in the second floor on the right the timeline of work i think this is important at summer 22 the turf must be done first and the reason is because the turf in terms of designing in terms of submission to the state and approval it's got the quickest turnaround because it doesn't have plumbing electrical mechanical so that is a faster rate of approval when you look at the summer of 23 then you have the majority of the project that will go into the fall and then you have summer 22 24 2024 will be a completion of all the work one of the good questions that i received from from a community member was
for example extension of of the building how invasive that would be and how can they do the work uh during the summer so during the summer when students are not around the bulk of the work is done completely outside completely done then when the work when the school starts they're going to do work inside and if there is any noise if there is any trucks that have to come by or anything like that that's done after school after hours and that's all taken into uh into account into the obviously the the the cost of the all the projects um again the timeline we have we have done three presentations um we'll we'll we created a flyer we'll submit uh we'll send it to community members um i anybody listening anybody that would like for for
me or my team or members of the board uh to present and explain it would be a pleasure our next meeting that we're going to talk about this i know this summer is usually people go on vacation so we wanted to be really open and and clear and transparent about our thinking and so that's why we have been doing all this presentation when school is in session the summer time july people go on vacation but the next one will be in august and in the meantime i'm open to any invitation anybody at any point anytime i'll be more than happy to go over that that's the timeline that we follow we created a website uh tab on our website and uh we're posting everything but feel free to call my office email me personally and
i will be more than happy to go over anything i don't know at this point if the board has any questions for me or for us any questions okay thank you dr yoni now this moves us on into the next portion of our meeting which is personnel actions resolved upon the recommendation of the superintendent of schools the board of education of the oyster bay east norwich central school district hereby approves the following professional personnel and civil service personnel resolutions as listed and that goes on to page three do i have a motion second any discussion all in favor all opposed motion carries moving on to business actions resolved upon the recommendation of the superintendent of schools the board of education of the oyster bay east norwich central school district hereby approves the following business resolutions
