004things that are going to happen with VIP is in terms of their presentations and where they're uh going to present um and it really speaks to the the comprehensive nature of our district and all the great things that our kids are doing so just want to give a big shout out to all of our students uh we had a great meeting Tuesday with over 30 members of uh our vision committee including the Board of Education included a large number of students in fact we had three extra students that we thought we were going to have which was pretty neat uh because they were so eager to join so we ended up with eight total students uh pres uh helping us at the mission and vision uh the process will continue through the summer uh and
005it will result in a revised vision and mission for our district that looks out approximately 20 to 25 years so big thank you to the board of education for your participation in this uh really important Endeavor and it is a certainly collaborative across our community and another thank you to our Board of Ed for the advocacy uh to attempt to get appropriate State uh aid for our district for the budget cycle of 2425 uh the board in conjunction with Mike modleski VTA president Mr valiza assistant superintendent for business and myself met with assemblywoman burns on Saturday uh to talk about advocacy for appropriate state aid for our district board members are also joining me tomorrow and Mr modleski and Mr valiz to meet with Senator helming both Senator helming and assemblywoman burns represent our uh
006Victor school district and then members of the board travel to Albany last week to meet with legislators to give the appr the the the presentation around appropriate state aid so that we can get the money that we rich that we definitely deserve and I know Derrick's going to talk more specifically about that in his budget presentation but a huge thank you to the board for your advocacy it goes a long way um we have three presentations tonight um I'm proud of our Dei committee which is again a very comprehensive group of individuals that worked uh for over a year to finalize the Dei plan there'll be a presentation on that tonight also thanks to Karen Ryan uh assistant superintendent for pupil services and Lindsay Snyder our substance abuse counselor who will be presenting on social
007emotional learning and its impact on student performance along with a specific update on the role of the substance abuse counselor and certainly a thank you to Derek valiz Dorothy D'Angelo our leadership team and their ongoing work with a budget tonight we're going to talk about the Personnel budget where we are in the middle of March as as far as a snapshot moving forward with hopeful approval of the budget by the board in April that's my campus news thank you Dr tanova next item is item four there are no presentations or recognitions scheduled this evening but again I'd like to thank board members for their uh work and participation on this board uh certainly as you heard from Dr tanova they uh we all participated in the vision and Mission committee on Tuesday uh also Tuesday
008morning we did another visit um building visit this time at the Learning Center which was great visit uh so this board does things Beyond just this meeting and I thank you all for that item number five public participation I have a couple folks who have signed up first one is Debbie Palumbo sander someone we recognize to talk about Dei thank you so out of complete exposure here they didn't know I was going to speak but later this evening you will hear a presentation on our dignity equity and inclusion committee work as a participant it was a very positive experience especially due to the input from the high school students their presence was invaluable in all of us for understanding what they are experiencing from a day to day I trust that you will take these
009results and share them with the community because sadly there are so many misconceptions out there of what Dei really is fundamentally for Victor the program that will be presented tonight is a very simple concept it is to cultivate a sense of belonging for our students while providing resources so they can be the person they want to be the diversity of people that pass through our doors is incredible and our Dei program recognizes that there is strength in this diversity A diversity that should be celebrated I see the culture at Victor as an opportunity for the development of a person with a strong compassionate and respectful voice to become a positive Community member not only during their time within the school walls but also just as importantly after they pass into Pass High School into the
010community at large and so for that I thank you for the opportunity and the input for the board for allowing the development of this program even though it was mandated I think it'll be a great value To the victor District as a whole thank you thank you okay we also have Melissa fanto signed up topic join voice thank you hello I hate getting up here and it's really weird with this virtual so anyway um my whole point was just to introduce myself my name is Melissa fanto I've kind of taken over um chair of what was voice but really is just this parent group um which is me um and so I've come here to invite anyone who's interested to please please um contact me and we'd really like to move forward with determining um

013our soccer nets um and uh outside of the school Community but in our Community Partnership constellation Brands offered a very very generous donation of um equipment for our fitness center constellation Brands is moving um I believe they're moving out of our area into the City and they have left for us um almost outfitting an entire fitness center with equipment um so thanks to them and seeing the need that we have here so again thank you to all of our community members thank you for those comments anyone else just want to uh recognize on the Personnel agenda the retirement of Linda Tabit uh or as she's affectionally known Linda the librarian uh from the Junior High Media uh Center she's an amazing person amazing library media specialist she's retiring at the end of this year and
014uh the way she accepts all kids and makes a an environment in the library that's inclusive for every everyone and in such a great role model for really spearheading literacy across our grade level she's going to be sorely missed but uh just wanted to recognize Linda because uh since I started back in 2020 she's been a a real strong influence on me so thanks Linda okay thank you anyone else see none all in favor say I hi hi any opposed extensions motion carried thank you item seven a campus News Bring It On good evening I'm Amanda burn the assistant principal at Victor primary school and I have the honor of being here tonight we are going slightly out of order um as Rob D Rose will be presenting for the Early Childhood school and for
015the intermediate school together so um I'm sharing first and foremost about the experience our students had to visit the Rochester Phil harmonic Orchestra on Valentine's Day which was our first full School field trip um nice it was a wonderful um community building experience and we with the support of Kelly clink and transportation successfully brought 14 buses and approximately 750 students and staff at the same time to Eastman leader and we took up nearly the entire balcony um it was overall just a huge success we were so proud of our students they share showed so much care for themselves for others and for Kodak Hall itself um it was really powerful to see us all together in one space and some of the comments from students who had never had an experience like that before um
016were really heartwarming and it made it all worthwhile um so that was a really cool thing that happened for us um just recently our second graders in particular had even more excitement to look forward to as this was followed with another field trip to Rochester Museum and Science Center classes attended three at a time time in late February and early March while they were there students had um opportunities for guided self-exploration as well as a live science presentation on solids liquids and gases in alignment with their curriculum the students were thrilled and many of them talk with their teacher about how special this experience was to them as many more students than we realized had never been to a museum before it was um really engaging in the experience that align with their curriculum and
017finally um we're in the midst of a collaborative analysis of our staff survey we actually administered the survey in December and since that time we followed a purposeful progression of opportunities for all of our staff to process the results make observations about our Collective strengths and needs and participate in brainstorming some potential action steps together as a community we um as next steps tomorrow will come together as a large group to share out um what we've brainstormed in smaller groups and we feel this is so important and meaningful to Foster that climate of both transparency and collaboration within our school you know it's our school together beyond our building leadership and we're all um taking part in that analysis and that goal development so we'll use that to prioritize our next steps this spring and
018actually to create those building goals for the 2024 25 school year in alignment with our strategic plan thank you thank you good evening I'm Rob D Ro from The Early Childhood school the principal how cool was that full School field trip I've never seen a school pull something like that off that's an amazing accomplishment and looked like a lot of fun but here at the Early Childhood school there's so much to celebrate that we'd like to talk to you about during our campus news update the upk lottery was completed recently and letters were sent out to families in late February this year we had over 200 entries into the lottery which is up from last year we're grateful for our upk programs it's such a wonderful way for our students to participate in a positive
019play-based structured setting prior to starting at kindergarten a reminder to our community members that our kindergarten registration push has begun we will be having a parent caregiver information night here in the ECS Auditorium on April 17th at 6 pm. in late May and early June incoming kindergarten students who are not a part of our upk program here on site will be coming into the school for a screening appointment and during that hour we'll get to know them and they'll get to know us and it's a great way to show off both what a great great place this is to learn and have fun but also get to know the great students that are coming to know Victor as their new home during their school experiences students gathered recently in our hallways to celebrate their best
020self-portraits that they worked so hard on by singing Mrs Foley's original kindness song together in our hallways of the school it was a sweet moment to walk the halls and hear the sounds of our students faculty and staff singing together and see the smiling faces and their beautiful artwork you likely notice the portrait that line our hallways as you made your way to the boardroom this evening and as you head out tonight take a moment to read the speech bubbles that are on each portrait you'll read the ways that our students faculty and staff show kindness to others during a time of need Dr taranovas is right near Clifford on Clifford court right in our main hallway he did a great job thank you to our PTSA and school Community team led by Mrs Reynolds
021our assistant principal for coordinating this coordinating this positive and heartwarming event our school continued its kindness Quest by participating in a kindness collection to support the Victor Farmington food cupboard our goal was to have each student bring in one item or donate one kind picture to families in need in our communities we were excited that 68 81 items and a couple dozen nice handdrawn pictures for families were brought in to donate to our community thank you to Mrs Kim Galina one of our kindergarten teachers for her tireless efforts She's continually giving back to others within our school and the Victor Farmington communities last week was school social worker week we're grateful to have a full-time social worker in our building Miss Alexis LX a phenomenal social worker an incredible person and educator she's able to
022support our students their families and her colleagues navigate whatever unexpected situation comes her way thank you I'm also going to present for Ashley sakola on behalf of the intermediate school tonight she's at a leadership Forum at the University of Rochester a lot of exciting events recently occurred at the Intermediate School rev theater visited the V on MAR March 8th the careers in the Arts presentation by rev theater teaches students 21st century Arts skills and action such as communication collaboration critical thinking and creativity actors visited classrooms throughout the day and provided an interactive fun learning experience for our students the VIS annual science fair was held on March 6th over 250 V students participated in the fair during the school day classrooms took the opportunity to explore the science fair and visit fellow students hard work
023the evening portion was open to students and their families we congratulate the V scientists who participated in this year's science fair would like to thank the Victor PTSA for sponsoring this event our sixth graders recently traveled to the Rochester Museum and Science Center for a field trip connected to their science curriculum learning unit 1 the structure and physical properties of matter students observed the use of liquid nitrogen at minus 196° c as they learned how temperature affects energy and changes matter from solid to liquid to gas our students amazement turned to understanding as they explored and predicted the outcome of experiments with objects exposed to extreme temperatures thank you to our board of education for providing this amazing educational experience and opportunity for our students finally we want to recognize and thank our V building
024secretary Maryanne wub we who will be retiring at the end of the month I hope I said her last name correctly but Maryann has been an amazing colleague mentor and friend to so many at V her impact will be felt for years to come please join me in thanking Maryann for her years of service to vcsd congratulations to her and we hope that she enjoys her retirement thank you thank you good evening everyone uh Brian G the principal of the Junior High School uh so first off I want to start by saying our staff is very excited for tomorrow's professional learning day with our superintendent conference day um there's a lot of really great options and a lot of choice for our teachers to choose from I'm personally interested in seeing the AI sessions and
025how that's going to impact the teaching and learning process so want to thank the office of instruction for really kind of putting together a really great opportunity for some professional learning tomorrow and I'm also really appreciative of the induction program which you may have heard a little bit about um we got another initiative to help teachers build capacity instructionally and we had an opportunity as an administrative group to really look at that program in a little more detail the other day and I talked to some of the teachers who've been a part of that and all year they've said how practical that professional development has been for them in terms of things they can bring back into the classroom that they can see actual practical value for so we got another really exciting thing instructionally
026for us um on another note we uh we started I think I mentioned this last month I'm makeing sure I get my numbers right here that our Building Council uh has been taking on the charge of how can we best utilize the time we have with our students particularly if they have multiple study halls in their day and so we began a process of looking at a student internship program I think I mentioned that last month so now we're up and running we had 30 students who applied initially for an internship we've been able to place 24 of those students in an internship already we're hopeful the other six will get placements before the end of the year we got them laminant that they can wear around the building with their name on it and
027the list of where they're going uh the other day one of our interns on her first day in our 1213 special class setting uh came in wearing a suit so she had a nice black jacket on and matching slacks and her laminate and she was front and center with our 1213 kids for the musical preview uh which is really great to see so I want to thank our staff who's who's supporting that and certainly some really awesome kids uh who are part of that program um and then one other note as I'm thinking about things coming up um our music department is uh just putting together their uh pops Orchestra is going to be doing some traveling and I think they've made some dates to get down to some of the elementary schools later in
028May to be able to perform for some of our younger kids last night we had our incoming uh seventh grade parent night and we had the early session for our special education students and I know Karen was there along with Shannon Markin and Amanda trip and I think that early session was probably as well attended as I've ever seen in the years that I've been here and families came in and I think they walked out feeling very good about the support that their kids are going to receive both as part of that special education kickoff but also the the full session as well and we had a really full house which was nice to see we're starting to see that come back we had a few years where it was a little lean but I
029think people are starting to really kind of re-engage um so I really want to thank that and I want to thank Ashley CA and her team at the Intermediate School this is a time a year where we have to really do a lot of coordinated communication as we're thinking about handing off students and families from one building to the other and so this year in particular we've been very mindful of making sure that her parent squares are sharing information that maybe people might miss if I shared it so that we can really keep families and kids connected so we're looking forward to a great spring and look forward to more updates next month thank you all right thank you evening everyone my name is Brian cess I'm the principal at Victor Senior High School we
030have um some updates to share with you uh for the high school from this past month um as Dr tanova mentioned our spring musical uh is actually opening right now Hunchback of Notre Dame um I want to thank Mr Hawkinson the entire crew and students who are involved in this production um we did a preview for the show on Tuesday and it's the first preview that we've done for Stage production since 2020 um and I've I've been a little bit hesitant to do that um just because you never know how the how it's going to be received or the Behavior Uh but I want to thank Mr Hawkinson for having a growth mindset and working with me uh to make the preview happen um he got up on stage talked about theater etiquette and the
031kids were absolutely fantastic during that preview so I think it's going to be a great show this weekend and of course we've got performances tomorrow night Saturday afternoon and Saturday evening I want to recognize a couple of students who were received some awards last week uh senior sah Hammer uh she was one of 25 students from each School District in Ontario County who was recognized last Thursday night with an award from the Wayne fingerlakes bosies for the work she has done to advocate for for the voices in our building who need an advocate especially those in our lgbtq plus uh students and students who are often marginalized and disadvantaged um so I consider her to be a confidant in many ways and she is one of the first students I turn to when I need
032an honest opinion about something so I want to say congratulations to serea and also to Emily Owens who's a junior um last Friday she received the senator pan Pam helming uh leadership award as a representative from uh Victor so congratulations to her as well we had our first model un Club who attended the Rochester model un conference last Saturday uh last weekend at St John fiser University thank you Mr donro and Mrs fero for making this happen we sent 10 Victor students uh to that um Consortium and there were about 600 students from the Central and Western New York area uh and the participants um did some simulation in problem solving policymaking steps and strategies used by the delegates as if they were in the United Nations so it was a great learning opportunity uh
033for those students um we as Dr tanova mentioned this is a big weekend for robotics uh they're at RIT um rock to change is tomorrow at Spencer proos uh Mrs Grimes is going to be attending along with um about a dozen or so students from Victor Senior High School uh we had our first black uh scholar recognition event last month absolutely fantastic um I want to thank uh parent d Cole senior um and Dr Javon hunter from um Buffalo State who came to talk uh and address the students uh gave very uplifting talks about how important it is to invest in people and invest in others as well as um remembering our ancestry um and and paying homage to that by living fully in the present um we have our vipe home show next Saturday
034night um and one final update that I just want to give is that um we've had a lot of discussion uh and some ISS issues in the last month it's no secret uh with our restrooms and with our ongoing uh problems associated with vaping I've had I had a discussion with Dr teranova last week about some action steps that I'm interested in taking uh we spent our entire building council meeting today talking about it I'm meeting with a student group on Tuesday uh next week after school and we have some really good ideas of what we're going to do uh to to help not only educate students but also um to hold them accountable so I'll be giving the board some updates about that next month um a week from right now we're going on
035our senior trip about 260 seniors are going to be going I'll be on the trip uh so uh whether or not you subscribe to a religious belief system I kindly ask for your prayers so um I do have some um pictures from some field trips that we've had in the last month or so um I've got four that I'm going to highlight I'm going to try to be very succinct in my comments because when I ask the advisers for comments they'll send me pages and pages so our cheerleading team last month uh went to the National High School cheerleading championship at Walt Disney World in Orlando um they competed with hundreds of other schools from across the country and they were in the large Varsity uh division 2 Semi uh group um and they finished
036in fourth place um so I just want to say congratulations uh to the cheer team uh we also sent um the art Club one to Paris and Amsterdam during February break experiencing art culture food and bustling City Life for 10 days um there were five different museums that Mr denner um and Mr red out took the students to um they met up with a local artist in Paris uh for an urban sketching workshop and they just had an absolutely wonderful time and and a great experience our Victor robotics team 1559 went to Pittsburgh for the Greater Pittsburgh Regional last month um they had that was February 28th through uh March 2nd there were 50 teams uh in the event um and Victor uh finished in 17th Place uh not too shabby um there was some
037damage to the robot that they had to come back and and repair um so this is going to be a big today was the practice day at RIT and I saw Melissa guide us in this morning before she went off with the student she's one of our advisers um I'm going to be going there on Saturday but they're very very excited this is h a really big event and again it's another great opportunity for students to not only work together as a group here at Victor but they also get to team up with other schools uh later on in the competition so it should be an exciting uh event for them um and finally we have our uh students who participated in Deca um last uh last week uh the six we had 68 students
038who went to the state career conference at the Riverside Convention Center the students had a phenomenal experience I'm happy to say that we're going to be sending about 13 students um next month to Anaheim California uh for uh the international competition um so I I want to say congratulations to them um and to the to the district uh to our board Dr tanova for supporting what is becoming a very large and popular group uh here at Victor one of the largest in the state um and our success is is um something uh to be very proud of especially since we're sending so many students on to the international competition so those are the updates I have for this month thank you all right thank you okay there you have it campus news uh first one
039after the spring forward clock setting hopefully everybody's recovered from that time loss next on the agenda 7B is the management Plan update diversity equity and inclusion Dei we have a team to present this evening Mr delua as the group gets ready to present I just wanted to show gratitude for the pictur I just love seeing the field trips and the different events that are happening it was really a cool part of Campus news the addition so I'm really grateful for that I just wanted to say thanks a second that good evening my name is Heather delaport I a teacher on special assignment at the Victor primary and Victor Intermediate School and also a member of the steering committee for the diversity Equity inclusion committee here at Victor this evening the Dei committee would like to
040present our final VCS Dei recommendation plan the purpose of our final plan is to integrate diversity equity and inclusion throughout the three pillars of the VCS strategic plan culture learning and instruction and student support and opportunities this timeline represents our overall committee's journey to create the Dei recommendation plan for our community in January 20 2023 the committee of over 30 members from across all areas in our community came together for the first time to start the process of generating the 5-year Dei plan of recommendations from February to May 2023 we did foundational learning by immersing ourselves in resources around diversity equity and inclusion we read and reflected on the New York State educ ation culturally and responsive sustaining framework seven of our Dei committee members attended the Wayne fingerlakes Bosey Dei Consortium this was a
041four-part series where he took a deep dive into diversity equity and inclusion but the benefit of collaborating with other districts in our area we also reflected on the cycle of change introduced to us in the book belonging through a culture of dignity by Floyd Cobb and John Crown Apple these res sources were just some of the few launching points for our conversations decisions and recommendations that would create that we would create as we came to those common understandings during this foundational period we came to the conclusion that for our Dei plan to sustain the recommendations that we propos it would need to be intentionally aligned with the work of the VCS strategic plan this conclusion led to our process and the product that you'll hear about in the presentation good evening Jennifer Grimes assistant principal
042at the senior high school so part of the process was gathering a group of people of over 30 individuals from a variety of stakeholder groups that had input on the process and the ultimate product that we're presenting tonight so as a part of the process we wanted to be sure that we um provided a context for the work that we were doing and one of uh part of that context is being able to share some of the demographic data of the district from over the last 10 years so we've broken up the data into some of the subgroups and we wanted to just draw some attention to a couple of points first in the last 10 years you can see from the 2013 2014 school year to the 2023 2024 school year the uh total
043population of black Hispanic and multi-racial students has more than doubled going from 6.8% up to 15% so the expectation would be that that would continue to grow and then our students with disabilities is more than one and a half uh what it was 10 years ago so although that's not increasing at the same rate it still is increasing so this data like I said provides a context for the work that we're doing and why it was really important to um start having the conversation develop the committee and ultimately the plan that is aligned with the Strategic plan the next part of the plan is the definitions of diversity equity and inclusion um we wanted to make sure we thought that it was important to Define these words as the basis of our committee work and
044for our district as a whole so as we're moving forward to make sure that we're on the same page when we're talking about these three different um words that we have the same understanding as to to what defines them something really important about the definitions that the committee landed on is that much of the wording and the actual verbage that from the definition is right from the crsc framework that culturally responsive sustaining education framework and is also aligned with New York State Ed's definitions so we were very um we were very intentional in making sure that the definitions that we were using as a district is aligned with what other districts are doing hi am Amanda burn again I have the pleasure of presenting choice tonight um and I'm going to be speaking a little
045bit about the development process so really our work um stemmed from task 53 of our district strategic plan that asks that we develop a Community exposure awareness plan focused on diversity equity and inclusion allowing the district to share this focus with parents in the community which was part of our management plan for year two we were very thoughtful thinking how could we have this plan for um diversity equity and inclusion work in concert with our strategic plan so that we didn't have two separate plans working parallel but really work working very um carefully together so after doing that foundational learning together we spent the spring of 2023 and the summer really working together on making some first drafts of potential recommendations at each meeting we followed the same process so we would reflect on our
046previous recommendations and prioritize them using a protocol we would have time to individually examine relevant resources in research then we' meet in small groups to suggest draft recommendations and ended our meeting with a full group share out in time to process this fall and winter the focus of our work shifted to refining those first drafts of recommendations during that time we reorganized the plan which was originally created in alignment with strategic plan task we organized it instead by the three pillars we considered strengths and GAP areas of the current recommendations and we got feedback and editing from a variety of different stakeholder groups beyond our representative committee so we collaborated with pk12 leadership district and curriculum Council and other shared decision-making teams student diversity Club the superintendent leadership group the high school English Department and
047Kim Dole our district Public Relations Specialist so that work occurred over this fall in Winter and we're proud to present our finalized copy and draft for you tonight thanks Amanda good evening everyone Karen finter I'm the assistant superintendent for instruction um these recommendations represent the work as Amanda and Jen and Heather have shared from a multifaceted committee looking through research guidance from New York State and our own data the structure of our recommendations directly aligned to the pillars of the Strategic plan and on the left is a snapshot of the organization of those recommendations we'll be posting this document online for a greater Community but the specifics if you'll notice about how each recommendation will be accomplished will be done through the development of the management plan so the recommendations themselves are written fairly broad
048calling on us to look at um and analyze data to understand where we have areas of need and then to formulate an action plan to address those areas of need our stakeholder committee didn't engage in that work but they set the plan forward so that we can begin looking at um um those practices so our first recommendation area is around the culture pillar there are four themes represented a sense of belonging District policies and regulations Community awareness and staff recruitment hiring and retention under each theme there are subcategories which further break down recommended actions in Broad terms these subcategories recommend for instance as I mentioned collecting and analyzing data um looking at the climate and culture for students faculty and families and furthermore the recommendations call on us to review analyze the data and consider
049action steps under learning and instruction there are three large themes with recommendations directly tied to those themes the themes are professional learning curriculum development and instructional practice last month you got a glimpse into some of the work that's happening already around the professional learning theme um and how that ongoing work will continue throughout this year and into the Future these recommendations still call on us to collect information and analyze it we don't have all of the answers where some of our gaps might be so for example under curriculum instruction and materials we'll exess we will assess the extent to which our curriculum and instructional materials represent value and affirm student cultures and identities that's a big task big work that will take a a bit of time to do but once we assess that then
050we have a better sense of where we need to do some work the final area of recommendation aligns to our third pillar student supports and opportunities one recommend found ation there uh one theme rather calls on us um to complete an equity audit that is a way to describe how to do a State of the State if you will do all of our students families Staff feel welcome in our school Community what are areas and barriers to access within our school community so the hope is that while this plan um is written with the three pillars in mind it's not seen as a linear document that this in fact might be the very first step that we take to get that General sense of where we stand we want to review not only our data
051around access and participation but also look at achievement how do all students perform where are their gaps in performance are all students able to achieve at the very highest levels as you've heard this plan represents the work of a large number of individuals across the district and we're really grateful for their collaboration and approach and participation as you know effective implementation of this plan is critical it is not just an aside it is the work and so we need to turn this into action over time and align it to the day-to-day work that we're doing um so as you've heard some of the work has been started we haven't waited some of the work will begin this spring and finally some and most actually will be incorporated into our management plan for year three starting
052next school year and now I'd like to ask two members of our committee a faculty member Mr Matt howerin and Tristan burnhard a a VCS student to come up and share their perspectives on what it was like serving on this committee and putting this plan together hello my name is Tristan burnhard and I am a sophomore in the Victor Senior High School on the committee I learned numerous things and in the process I got to collaborate and work with many different people I would never get the chance to talk to or meet from The District in Greater Community otherwise everyone was overwhelmingly everyone presented overwhelming amounts of kindness and respect for one another and the work that we were doing of all the things I learned in my time on the committee one of the
053biggest by far besides fancy teacher words was to have confidence in myself when speaking at the start I barely spoke only a few words here and there but by the end I got to have meaningful conversations with others because I had gained that confidence through being there as someone who's very passionate about Dei work I'm glad I got to be a student voice within the process it is an experience I'm very grateful that I got to have for Do It Good [Applause] forw hello everyone I'm Matt Hower Senior High science teacher also a member of the Dei committee I was asked by the steering committee to provide a reflection tonight so as I thought about what I wanted to convey to all of you tonight about my experience on the Dei committee I couldn't help
054but think about my almost 9-month-old son he is my first and he undoubtedly has caused me to think deep and hard about what I value and what I wish to ingrain in him as he matures I think about what I will say to him as he grows and experiences a world that isn't as tolerant as his parents I want him to experience different perspectives cultures colors and even different senses of humor other than my own I want his world to be as close to the world as possible so that he can have a view not only of the wonderful things in this planet but also the many inequities it is with that in mind that I decided to throw my name into the hat to be a member of the Dei committee as an admittedly
055white suburban and middle class District I believe we are always at risk of becoming a cultural and educational Silo I want to work in a district where perspectives ideas and experience are as diverse as possible sorry I also want to work in a district that identifies inequalities and addresses them a Dei plan would put us on the path towards actualizing those goals this was my first experience on a district committee and I feel as though the experience that I gained was rewarding initially I remember being frustrated because so many opinions in the room made what seem to me like straightforward tasks end up end up being not very straightforward eventually I came to understand that the various perspectives in the committee were what made the committee so special and genuine how are we going to
056develop a plan that honors diversity without honoring the diversity of opinions in our group I was encouraged about my work in small groups of people where it felt like tasks were more manageable and doable I felt like my opinions were heard and valued and I enjoyed listening to the perspec respectives of others in a smaller setting various viewpoints were expressed and then funneled into the plan in a very productive way we truly did great work I'm going to be starting graduate school for school administration in the fall and I credit this community for helping to add to my perspective of what educational work can look like outside of the classroom before this work I'm not sure I would have been able to truly grasp the impact that work on the district and Community level can
057have I'm very proud of the Dei plan that is before all of you today thank [Applause] you so with that thank you very much and um certainly if the group wants to take two steps forward and then if there's any questions from any of you comments or questions anyone I just I wanted to thank all of you for being here to speak tonight and the work that you've done to to get this plan to this place I know it was not easy work we all put in a lot of time and I am very grateful for every single one of you uh and the patience you had um as Mr H just talked about it was not easy all the time a lot of opinions and where we got today and what we see is
058is a really great effort on everyone's part so thank you all down the line I'm just going to um a real nod to to the facilitators who did a lot of work behind the scenes put in an equal amount of time in the committee as well as outside and without their expertise and patience and organization I don't think we would have moved forward it like we did so thank you for um the moderators and the facilitators of that committee appreciate that uh I also want to share my thanks as well I joined the committee after um I had been elected to the board so had already been in motion um and I was thrilled to see uh all the work that had been done but knowing that there's so much more work that has to
059be done uh as well so I think we're on a really good path forward and I specifically want to say uh thank you to Tristan is Tristan where oh there you are um I I was in one of those small groups that Mr um H was talking about earlier and you were in one of those small groups and I think for all the confidence that you got out of the committee I think I got a lot of perspective and confidence in where we're going from you too so I wanted to specifically say thank you and thanks to the uh committee and the group here for really valuing the input of our students and hopefully we're continuing to do that as we move forward as well so thank you I didn't even no your preg until
060right now and I was like um as as a board member who did did not sit on the committee but heard you know frequent updates um as progress was made on this plan regardless of who all of our students are and who they will become they will all benefit from this work our our current kids our future kids um you know the the grown-ups involved the staff The Faculty the parents I just um you know I I get these waves of gratitude for this work and you know the work that everyone is doing in the district to make Victor such an outstanding District but when I think about how every child regardless of who they are they will benefit from from the task that this group um took on and will continue to refine so

062be the only one who doesn't say anything um but I was just thinking about how uh students who feel marginalized just knowing that there's something happening it's the process is coming has got to feel good to them so thank you all all right thank you okay now we're at uh 7c management Plan update social emotional learning and substance abuse counselor good evening everyone tonight or I'm Karen Ryan I'm the assistant superintendent for pupil services and I'm here with I'm Lindsay Snider I'm the Substance Abuse Prevention counselor tonight Lindsay and I will be highlighting the district focus on maximizing supports and opportunities to to um support students overall social emotional learning the district has a clear direction to grow the intersection between social emotional learning diversity equity and inclus inclusion and academic profession proficiencies tonight's presentation
063is directly related to the management plan and it falls under the pillar of opportunities and supports the district's Focus for developing students overall achievement for social emotional learning has been addressed through the leadership's team's work to develop a districtwide multi-tiered system of support plan the councel is updating the comprehens ensive guidance plan through the lens of the intersecting seal competencies within core instruction utilization of um data-driven decisions to support the areas of need and proactively support students overall health and wellness and maximizing our current resources to support students achievement as well as their social emotional learning the K12 leadership team has been steeped in professional development around the mtss process through our Wayne fingerl exposes Roundtable um discussions work at our upk leadership meetings and going back to their buildings and turn keying this information
064the work that the leadership team started within this year was really looking at the structures and prioritizing the support that educates our whole child both social emotionally and academically we then looked at what's that problem solving process that needs to occur that ensures that we're asking the right questions when we're trying to identify the strengths and needs of our students and our work right now is really identifying the tiered level of supports for students so that they can access supports when they need it and they can be successful mtss ensures a culture responding sustaining environment that's welcoming safe bias aware forming the foundations of all instructions and interventions it allows for all students to be provided an inclusive learning environment regardless of age race ethnic ethnicity gender identity language social emotional status and living conditions
065the work that the leadership and building teams are engaged in this year will result in an mtss process that is very systematic and forges an intentional way of analyzing um and problems solving for student performance it really lays the groundwork and is the building blocks for the culture within a building where students have a sense of belonging and feel connected to the school Community therefore overall their social emotional learning will be strengthened as we look at the integration of our social emotional learning competencies within our tier one core instruction the state has provided District with two fundamental resources they've looked to provide the districts with um benchmarks for social emotional learning and the American um School counsel Association has provided um targeted areas for the K12 career um life Readiness skills the social emotional learning
066um standards promote self-awareness self-management social awareness relationship skills and decision making and the K12 um career Readiness um skills really sit in mindsets and beliefs and it crosses um learning strategies self-management and social skills the comprehensive guidance plan is being updated this year and most likely will be presented to the board in the fall and as the team of counselors is updating the comprehensive guidance plan they're looking at how are we integrating the plan of seal competencies along with the K12 um standards for career Readiness into that core one instruction and we're doing a crosswalk between the curriculum the classroom lessons that the counselors are um providing on a regular basis k12 and um and theal competencies this is an example of a social studies unit at kindergarten and is an example of how instruction
067is embedding seal benchmarks within it in this unit kindergarteners will be learning about themselves those around them and their classroom Community they will discover ways in which they are similar and different to their peers through various activities in which they examine their own identity the identity of their peers and they will collectively establish classroom rules and understand how rules support their Community within this curriculum map in red is actually highlighted the New York State social emotional learning benchmarks that this unit directly is teaching students so it's really showing the crosswalk of where we want them to be academically as well as social emotionally and so some of those social emotionally learning benchmarks is that you know at K1 the state is looking for students to be able to describe one's likes dislikes and needs describes
068the way we are similar and different identify ways to work and play well with others identify and perform roles that contribute to one's classroom so this is work is that's happening at K12 as the directors of instruction are writing curriculum and when you think about integrating seal benchmarks and K12 career R companies with the core instruction it really allows students throughout their entire day to be immersed in this type of learning and it takes it out of a silo and it puts them in front of that at every opportunity we have multiple the district has multiple data sources that really provide us information for theal strengths and needs of our students the counseling data that we have we draw it from the direct counseling supports that students get um either small group individual or sometime
069in the pushin lessons we also have a primary project that's um anchored at K3 that provides students um play based therapy we have a partnership with Rochester Regional Health that allows for students to receive individual counseling and it's more therapeutic and then we have our family support center that is a partnership with bosis that allows students and families to receive those services so as a district we really look at where are those Trends and where are the areas that students need that and that helps us develop um part of our counseling plan as well another data source is our Panorama survey the survey is given to students grades fourth through 12th grade and it is provided twice a year and it is anchored specifically to those um benchmarks the state um has asked us to
070focus on um this year we looked at self-awareness self-management emotional regulation the grit that our students have challenging feelings how they deal with them a sense of belonging their classroom effort and a growth mindset the a Valu metric youth survey 2023 was administered last year and it was administered at 8th grade and um 10th grade this was new to our district and this really looks at the risk and protective factors the social emotional well-being and the school connectedness and substance abuse Lindsay is going to highlight this survey and talk about how um our drug and alcohol um education plan support students at tier one tier two and tier three could I could I ask Who does these surveys so the Panorama survey um is administered um by the district and the counselors and leadership team
071look at some of those questions so it is a nationally normed survey and it's provided to students and we give it twice a year so we can get a um a benchmark of where the students are put interventions in place and then um look at it the growth in the spring so one area that the high scho identified they had added the belonging questions to um the 712 survey and so the high school counselors are going into classrooms right now and doing pushing lessons in terms of um helping support the the overall concept of belonging and being connected to the schools and some of the other um ones like the self-awareness and self-management um they crossed uh fourth through 8th grade the evalu metrics use survey um is a countywide survey that is given and
072Lindsay can talk about that great thanks just to complete the question um the value metric survey is a regional survey given in the Finger Lakes and Southern Tier it's part of the Community Schools initiative and so that's been done since 2013 as part of that Grant so it's been done throughout Ontario County Wayne Finger Lakes area so I'm going to focus on the three-year substance use prevention education and um and intervention plan that we've begun rolling out and what's been done so far this year as my role is new and how that connects with our work through seal the overall purpose is for us to ensure that every Victor student is obtaining developmentally appropriate evidence-based prevention education and that we are working as a whole Community together to further prevention through our area our goals
073are to use data and scientific evidence to have these conversations with our students our staff and our community so that we're working to increase awareness about the current concerns the state of substance use um that is being used by our students and how we can prevent that and intervene as well as the community resources available to all of our students and families we will see accomplishment as we see a reduction in our code of conduct violations um violations of our extracurricular agreements a increase in the age of onset of use and a decrease in the rates of reported use among Victor students as we're looking at those various survey points looking at the 20123 a value metric survey as a start starting point for our data review one of the things to look at is
074that current age of onset and what you can see from our age of onset numbers is the importance of really intervention and primary prevention it's very important that we're making sure we're having these conversations before the issue arises so that brings up the importance of that k6 health education and having those conversations early as a community and as a school this also aligns with the expectations and also the expectations of various um guidance documents that have come out from Oasis Oasis and nice it over the last few years another data point that we looked at in particular was perception of harm we know that over time as perception of harm decreases incidence of use increases among students and what you can see is that there is a great Variety in the perception of harm our
075students associate with illegal substances and driving under the influence of alcohol versus that harm that they perceive from using alcohol or marijuana this is something that we would like to address starting with some of our tier one interventions starting this year already I have been going into the health classes I've had the honor of being in the seventh grade health classes and the 10th great health glasses um we focused on vaping marijuana alcohol and the opioid epidemic we have worked to partner with the PTSA to enhance the Community Connection and build those family connections as well and there have been newsletter updates going out to start that information and the education to our family and Community about the information the prevalence of use things we can do to prevent use and engage early conversations and
076also Al resources in the community as we continue to move on we're looking at tier 2 groups so there's a group at the junior high that we're looking to do a tier level inter or tier 2 level intervention for students who um have a number of risk factors but aren't quite at that tier three level but looking to prevent that um escalation to tier three concerns I've also been involved in implementing some engagement with the students who've violated the code of conduct and Al also those who have violated the athletic code of conduct we're working through providing education and getting the students to understand the facts and the information so that they can make informed choices for thems and hopefully make smarter choices and healthier choices for their future Lindsay can you clarify something that
077you just said what is the if you talk about the difference between violating the code of conduct and then violating the athletic code of conduct like I I'm confused about the difference between the two could you just without obviously giving specifics but so there's um the School Code of Conduct that applies but then for our students who are also athletes there's an extra standard that they're expected to hold up um and so for our students for instance who are in athletics if they violate the School Code of Conduct they also have an extra level of um not consequence but education that comes along with being part of they had that additional standard that they agreed to as student athletes um and so under that that's something that I work with the athletic director and we
078make sure that that additional um agreement is upheld as well thank you I I have a quick question um because what keeps going to the back of my mind is there's a legal piece P to this because it's all underage is there some sort of opportunity for families to work together um who are at risk because I I guess I'm just looking at how legally like um counselors but um I don't know how to phrase the question I'm looking is that just out out of our jurisdiction we leave that legal piece out I mean students for example who are driving under the influence you know that that becomes effective in obviously code of conduct if they're an athlete but how do we work together with the community service programs and again I'm I was not
079very eloquent but do you understand where I'm going with that um I think a little bit and if I'm not going to answer it correctly you can interrupt um so there are a couple ways we can partner um early on to try and intervene before things get to that level um we haven't had any instances and with the school there's not um too much where it would fall into actually having a student being um in a situation when where they might be driving Under the Influence that would fall under the student code of conduct um that would typically be a community response and a Community Law Enforcement involvement from that level however if there are behav behaviors that we know about conversations that we could do to educate students about the impact of those choices
080before it gets to that level where there might be legal involvement and consequences I'm certainly I'm confident that in part of those pushin lessons that the whole legal piece is discussed as well and consequences of how that could affect all the hard work that they're doing you know but they make a mistake on a weekend make some bad choices and um that is part of the the educating process so I guess I was looking to affirm that so thank you appreciate it absolutely that's saving me from my bad question that's covered in both the seventh grade health and the 10th grade curriculum and then my lessons also supplement and we also cover the um Good Samaritan law as well that encourages students to not only protect themselves and follow laws but if they're in a
081situation where someone needs medical attention remember that that is the number one priority and they need to make sure 911 is called and help is received so tonight Lindsay shared with you the year one plan and um we have worked with um building leadership team and the PTSA to look at what like year two and year three will be and the goal really is to develop um high level of prevention and educ ation at the younger level so that as our students enter um those older ages and the risk factors increase they have more resilience and understanding so that they can be um overall well and healthy first thank you secondly and I'm not sure to whom to direct the question or if it's an answer for tonight or not but have we as a
082district been using either the youth risk R ryds youth risk y r ybs the you the new yes and then there there's YB there's a yrbs there's then the yds is another one is that something that Victor has used that we have been having at our disposal I know a lot of Monroe County Schools there's a big push and the other question I had is have we ever been able to access the it's casses the Consortium for alcohol and substance abuse service is that something that's available to us and if it is is it something that would or would not potentially be beneficial for us as a district and our students and our staff which would so um we have not participated in the youth R Behavior survey um I did come from R County
083I'm very familiar with that survey and um we did ask uh conversations about what that would look like if we were to utilize that survey in the future as considerations um because it is a one that's more widely used throughout our region would we have to partner with Ontario County public department or Public Health Department in order to do that or is that something we could do independently we did it independently we've petitioned for them we've asked if we can become part of that they're in the process of transitioning um from one um leadership person to another and so we'll probably have an answer by summer for us to be able to do that that is a goal for us um and it really lies in the fact of if um incorporate in us into
084that survey um we would also want them to help us Analyze That survey so we get the information back and so that's what we're waiting for and they're also shifting their own utilization of the survey so that is going to change so it's waiting to see how that looks as well um in terms of casus um and flra um we're familiar with a number of those um I attend the Ontario County Substance Abuse Prevention Coalition meeting as well um so those are different resources that are available to us as well um the youth court is um partnered with us okay awesome thank you thank you for all the work I'm just going to jump in and and thank and this goes back to Mr siesto comment in his campus news and all of this conversation
085is courageous because it's not glamorous it's a it's a real problem and you can avoid it or pretend it's not happening and to be very upfront and very open and very o honest and Frank about it um is important because if we can't get past this all of the academic work all the curriculum work all the all the other things you know fall to the side and so um I do appreciate just the transparency that like many other districts Victor had has you know a challenge here and we're embracing what we can do to move forward and improve at least kids understanding the impact of choices that they're making but I just the open conversation is is appreciated had had a quick comment um it's pretty shocking to see the percentages of students who think
086it's slightly or no risk at all and what Ive I've heard a lot and we all probably grew up with some of this but um it's shocking but there are parents who condone privately some of this stuff behind closed doors and um and it's hard no matter what we do here if they're hearing or seeing that at home it's you're fighting an uphill battle and so you know when a student's caught or something happens or they're dealing with it I think if there's any way you can get parents involved as much as possible because them just sitting down have to listen to what the students dealing with or the what's how that's going to affect them I think would be a great step because I've heard it a lot more than I would have liked
087to So within that tier three direct support to students and so when we do have a student that um you know was in violation there is a family component to it and so that student does engage in work with um Lindsay creates a project presents it to um some teachers or leadership and the parents there so the goal is really when we talk about educating our students but also our community and our families it starts there you're exactly right we have to partner with them so that we can um really provide them the accuracy in terms of what is at risk and the changes that um are different from maybe when they were younger to now and what's forth what's coming so like right now we know vaping is an issue but we also know
088that down the road that's going to be replaced by something else so we're already looking at how we're going to educate our children on that next piece the surveys that you referenced but that the students complete is that all done anonymously I'm assuming anonymously electronically so the um and at the high school um because there's two surveys um Brian Sesto works with the counselors in terms of when that's occurring so it it and um at the junior high sometimes they cover out that morning period they might shorten the day so that they can take the Panorama Serv survey and at the intermediate it's most likely given an Ela or math okay um Lindsay specifically a question for you have you had students W with you being in this role and serving in this capacity have
089you had students approach you about problems with usage like that they themselves recognize that they have a problem and they're looking for support and help yes so as it took a little time for my position to kind of be known but as other students were connected with me they've brought friends and um there's actually been a great deal of parents reaching out as well and saying I've have some concerns about my students can you meet with them um so it's a nice combination of students who were referred because of choices they've made during the school day um and students who are choosing to come voluntarily families that are saying we need some help and being willing to access the resource as well I'm really glad to hear that some students have approached you on their
090own that that takes a lot of Courage um for students who might fall into tier two or tier three repeatedly is there a plan for for supporting them if it's kind of like a yes frequent flyer situation or so the intervention plan we laid out um the tier one level is that Education First and assuming that maybe they don't have the information so we want to make sure they have the facts so that they can make more informed choices tier two is based on the evidence based based School based intervention teen intervene um and so I use that which I've been trained in specifically looking at is there addiction do we need to engage in outside treatment and referrals at the time specifically with vaping there's a great resource Vape Escape through U ofr so
091I've utilized that with a lot of students as well in addition to the supports that I'm giving them and then tier three there's an expectation for some outside support at that level as well okay thank you very much I just want to say um it's pretty amazing and actually it's fitting that this presentation is right before our Personnel budget presentation because Lindsay's position didn't exist last year and Miss Snider's been in the job for seven to eight months and this is the type of work that's already happening thanks to her expertise and the related expertise of our people service department but one of the things I take from Miss Snider's leadership is this relationship between social emotional needs of kids mental health needs of kids and then substance abuse and it's such a strong relationship
092which is why we have to continue to focus on the social emotional skill sets in conjunction with academics and uh I just I appreciate your leadership uh Mrs Ryan's leadership overall in the program and I know that we're headed in the right direction but we definitely uh definitely have challenges ahead that we need to deal with thank you all right you item 7D is the budget development update Derek and Dorothy uh we also have to authorize a couple of propositions and legal notice but we'll listen first and do that subsequent to that thank you so um as you know today we will'll be talking about the the largest part of our budget makes up about 75 to 80% of our budget and it's one of the most important parts of the budget which is our
093our staff so just an agenda we always go over the goals of the budget we're just going to give you a reminder of where we are from our prior presentation which is uh mostly just non-personnel but we do have two propositions we do need to approve so we'll talk about those as well and then I will hand it over to Mrs D'Angelo who is our expert and Personnel she'll speak to you about uh what our plans are and then give you an update on our budget calendar so our goals for the 2425 budget is to enhance a comprehensive education that our community has come to expect improve the alignment of resources towards the district's strategic plan you've heard a lot little bit about that today maintain the stabilization of reserves maximize the use of every
094dollar spent maximize the ability to generate Aid and future years and transparency so this is a large spreadsheet but this is a breakdown of our non Personnel in the various categories overall this is the exact same if you guys remember in the prior presentations we have not made any decisions on what to add to the budget because we haven't given you a full scope of everything that's in consideration so last year our non-personal budget was 22,7 54,55 and as of today for next year's budget it is still 27 or 22 mil 745 551 so first up is to establish a capital reserve in our prior discussion it uh we felt that it was necessary to just do a $20 million capital reserve rather um it it doesn't mean that we have to fund $20 million
095it just gives us a an Avenue to fund it um this does not have any impact on taxes um Mrs goodl do I do we vote now or should I wait until the other proposition first we'll do them together okay in addition to that the bus purchase Reserve after considering all the resources available we as I mentioned we are doing a a study uh for electric buses that is not far enough along so today our recommendation is to move forward with six large diesel buses one small gasoline wheelchair bus one small gasoline bus for the estimated cost of $1,375,000 want to talk about the legal notice as well so at this point um did you have those together so we'll it'll be one vote for the two of them together so at this point we
096also what I did is I Incorporated those two propositions into the legal notice okay um the legal notice the reason that you're voting on it now is because it has to be in the newspaper 45 days before the vote and in order to get that done this is the meeting we have to do that so um those two propositions the way it's the way it reads is you're voting on The propositions and the legal notice it's because we'll do one vote but it'll be the propositions and the legal notice and it can it can go as one okay so I I will need a motion then to authorize the two Bond propositions and the legal notice for the May 21st 2024 annual vote and election Lisa motion by Lisa second please ran Brian any comments

098in we're looking at $101 million 544 uh our non-personnel budget I shared with you is almost $23 million our rollover Personnel budget is currently and that's including all Fringe benefit salaries is just shy of $80 million which gives us our total expenditures right now of 102 m287 959 that leaves our budget in a current deficit of th514 we are still going through the refining P process we're looking for efficiencies in the budget uh Mrs D'Angelo has spent a lot of time with me this week working through uh and tweaking the budget so um we're hoping that we can find some more efficiencies within the budget without impacting anything we do feel very confident that we have a lot of options available to us that we are not expecting any layoffs or Cuts in our in
099uh for next school year we believe that we can close this Gap either through additional state aid efficiencies use of reserves one way or another but we feel confident that we'll be able to close this Gap and at least have our existing personnel and possibly more um as you guys have when this weekend when we met with assemblywoman Burns we heard some how more of how the state budget works and uh we've seen uh the Senate and the assembly's budget come out they're looking more positive than the original one um obviously there's going to be some negotiation back and forth but it does appear that there is some a light at the end of the tunnel for us in the state aid so hopefully we have some better news in uh future presentations next up
100is Dorothy thank you I don't usually have to bend down for the mic this is new for me I'm Dorothy d'angel I'm the assistant superintendent for personnel and I'm happy to share um the progress that we've made today we're certainly still in progress with the Personnel budget but I just wanted to point out before I started the presentation that it will look a little different to you tonight than it has in years past over the course of the past few years the Personnel budgets have included concentrated Staffing additions to address significant gaps in several vital areas including Safety and Security social emotional support for students special education academic intervention services and building cleanliness I'm happy to report that moving into the 2425 school year the majority of those areas are now appropriately staffed so you'll
101see a Nar narrower scope of need areas represented in the proposed Personnel budget that I'm going to share with you this evening so in terms of K12 enrollment um projections for next year there's um an increase a projected increase of 51 students in grades K through 6 and a decrease of 27 students in grade 7 through 12 so the projected enrollment is a net increase K12 of 24 students there are a couple of um things around enrollment that I'd like to highlight so going into this year the projected enrollment for kindergarten was 314 um students and as you can see the actual enrollment is 267 which was a difference of 47 students so they projected 47 more than we had so we're really watching those kindergarten numbers because based on live birst the projected enrollment
102next year is 325 so we're looking at data from previous years you know spring enrollment in kindergarten we're in the registration phase right now we we look at prek numbers how many kids have been on the wait list in the past year because in in previous years that's been a predictor um but at the end of the day kindergarten is always a wild card but we're going to watch that closely so that we can appropriately staff that um we did have um an influx of students in the fourth grade this year um 19 students um in August late in into late summer um so we were 19 over the projected number um in fourth grade and we have some large um grade levels moving up into fifth and sixth um so we're projecting increases in
103those grade levels next year any questions about the enrollment numbers so as we were planning for um our enrollment and the class the number of General Ed classes that we had to have to um support that I just want to remind the board that these are the r es of class sizes that we try to stay in um at each level so in order to address those increases um in needs for staff at the Intermediate School we actually need to add three gened classrooms and up there you're going to see that 1.0 FTE um at V two of those positions are going to be accomplished by a reduction in first grade so that kindergarten class that's moving up to First is much smaller than the current first grade class so it will actually only be
104a Net game of 1.0 F that we need for gened to support those three intermediate classrooms and then we need the requisit specials to go with that so a point 2 art Point 2 music and0 2 PE as we look Beyond um just enrollment and we're looking at other Staffing requests and needs across the district we always come back to that strategic plan so everything that we do in the district including budgeting for personnel is tied to that strategic plan and while these overlap they're not mutually exclusive exclusive of each other um in the impact that staff have we're going to be speaking tonight when I'm talking about positions in the realm of culture the positions um that we're proposing are really around consistency and continuity of programming for students and also maximizing opportunities for
105students um in the learning and instruction pillar it's really looking at those positions that impact student achievement and under student supports and opportunities we're really looking at those special ed um and student services positions so we have had 61 additional students that have signed signed up to take strings um and so in order to ensure that no one's on a wait list um we are proposing a point for uh music teacher at V and vsh to support the Strings program last year if you'll recall we added a work-based learning coordinator and great news we have students that want to do summer internships and we would really love to support that work so we're asking for some summer hours for our work-based learning coordinator to be able to appropriately support those students and for those students
106to be able to do their internships in the summer we have a few courses in the junior high that need additional section coverage and then the addition of um one coach for um the modified baseball team we're continuing to expand our integrated coach teaching model so at the Intermediate School um in order to expand that model uh we're proposing four full-time special education teachers three of those teachers will be supporting the integrated co- teing models model um and one of those positions will um help release one of our current special ed teachers so that she can solely concentrate on providing specialized reading to students in order to also support that integrated co- teing model we're proposing three teaching assistant at um Victor Intermediate School five at the senior high so we're extending that integrated Coop
107model at the high school level you'll see that 1.0 um full-time District teaching assistant that's Aster that's because that is a transition of an aid position to the teaching assistant position the other positions that I've listed at teaching assistance those are not transitioning those are full positions we're supporting and then we currently have one um behavior analyst for the K12 span um and there's a recommendation to add an additional um behavior analyst we really want to support all of our students on campus and they're an incredible resource in terms of um the learning and instruction um component we're still refining and as I uh mentioned looking at what we need for personel so we're looking at things like math at the high school um there were conversations about adding um some courses next year um
108so we're looking at that and just all across um those instructional areas to see if there are any additional needs um and to look at needs that have been brought up to really Define what exactly those needs are um with and I'll come back on March 28th with an with an update on Personnel when we complete our work in that realm so in terms of the financial um cost of each of the positions um that's broken out for you on the slide let give you a minute to look at that this is the remaining positions um that I spoke of this evening and just so you know the cost um includes the salary health insurance payroll tax pension cost and workers compensation so that isn't just what the base salary is Dorothy I have a
109quick question could you go back to the slide before so if just to help clarify if I were looking at like of one FTE and you look at the cost so you're saying that 7.65% of that total is the payroll tax part of it is that Mr valise if you so like the pension cost is 12% so if I looked at the behavior analyst for example of that 93,000 12% of that 93,000 is their pension cost and 3% of that 93,000 is workers comp cost uh kind of sort of it it wouldn't quite work I mean to complicate it because like health insurance we're not going to pay pension costs on top of that and workers comp so we use a uh rough estimate of our salary and then in with our uh with our
110salaries we we takeing we just look at the average salary and then I add on uh the payroll tax BAS off the base salary pension cost workers comp and then we kind of get a blended average of What the health insurance plan is because we don't know if this person is going to take a single family Etc so um that those percentages are on their salary only so it wouldn't be on all the other costs okay all right just and this is just another general question for retirees we would just absorb we would assume that those are hires to replace the retirees so the positions that you're looking at that are in addition to our current Staffing am I right yes we we have intentions of replacing every total does not include the transition position
111for the teaching assistant um The work-based Learning summer support the section coverage in the coach any questions I have a question uh the behavior analyst is that a school psych position or admin can you just speak it's not an administrative position okay um they typically have um a psychologist background or Karen help me out what other background can people have for a behavior analyst guys are asking really hard questions tonight it's good thing I have my friends with me so our Behavior analysts can um there are bcbas and they can stand alone or many I can be a school psychologist with that credential so they either one would serve in that role and if there's two so there if we already have one and then there's the proposal to add one FTE would they be
112split like Elementary secondary or not necessarily it's just based on District need I think we would look at an elementary secondary um split but then also the needs of the student would drive that and so um but what we're finding right now with just one we're not able to meet the needs K12 okay thank you is just for the general population is behavior analyst a rebranding of behavior Specialist or is there is it Nuance different rebranding it's the same okay and then one very blunt question is you put in all this work to recommend these positions to fulfill what district leadership identifies as the needs of our students on our staff there's still time in between is this enough or is it well this gets us to where we think we can make it work
113for the year are you asking us for enough is what I'm saying because if if if you're not please do thank you for sharing that sentiment we're we're working through the process to ask for what we need um and we're still going through that process to determine what's needed right any other questions I mean Karen finter is looking really lonely back there so she's the only friend I didn't call up yet thank you and thank you for your support in previous years of felt really really different this year going through the Personnel um process and a real sense of accomplishment on behalf of all of us um that you supported all of our work the past few years we really feel it and the kids are really benefiting as you can hear from the presentations
114tonight great to hear thanks thank you so as we continue to move forward uh as I shared we got to continue to monitor The Bu the development of the New York State bu budget um some of us will be uh sitting with Senator Pam helming tomorrow uh they've released their budget so it' be great to see a little bit hear a little bit of insight from her on her opinions and whether or not there's going to be any credibility or if it's going to come to fruition again we're going to continue to keep looking for efficiencies in the budget figure out where we can uh reduce the deficit to include these positions to help support our students and uh we will be back on March 28th to give you an update from what we've found

119regular basis and so I was really pleased to see the work that we do on our board and thanks to all of you um we get five stars five stars all right um I didn't attend any committees but Dr Parks and I enjoyed six hours in the car on the way to Albany and back so um my condolences it was was a really um really eye-opening experience I got to meet with a policy maker um and the group that I was in was just we had a really good conversation it was very interesting to hear the difference from meeting with assembly woman Burns this past week compared to discussing um you know our items of of need with someone in policymaking specifically so I really um I got a lot out of those two um
120different experiences I'm going to thank the two of you for the commitment to going I wish they hadn't changed the date um but you think about all the advocacy work that we're doing meeting you know with um helming tomorrow and then the breakfast the leadership breakfast and it's like you you think back that we have a very strong voice in advocating for all of our needs for this district and proud that you know Derek could continues to say he's optimistic hopefully those conversations are part of that um receiving some of the funding that we're due and so um proud to work with you all but thank you again for going because that was a big commitment it was a it was our pleasure and I also just want to thank um my colleagues for the

124I did some research I checked with building principles um talk to board leaders and the buildings have no reason there's no reason why we can't shift it in their eyes I know we tried to do that once before and we had National Honor Society that we didn't you know didn't check the buildings um there's nothing going on in The Bu at building level here the only thing going on is a PTSA meeting in this room and there's the Victor Pops concert in the auditorium um I talked to PTSA PTSA said they would just swap with us and flip flop so we could do our meeting on Wednesday the 12th and they would take Thursday the 13th in order to do their PTSA meeting um I just it's also a night that we're recognizing um the
125the 10 year candidates so I really think it's important to have everybody here as many as we we can and I know Lisa you're on a business trip so the country y right so if if in fact everybody can shift to Wednesday the 12th of June we'd like to start advertising that just to let people know I I think with the recognitions that occur at that meeting I I am very much in favor of moving to Wednesday so we can get as many of us here because those those are very valuable people to the history of this district and our me one of our Mentor teachers is here so um she'll she'll make sure that you know the 10year candidates are aware that that recognition would take place on a Wednesday instead of Thursday okay
