003so first item is the approval of the agenda looking for a motion so moved Elizabeth Mitchell second Kristen Elliott thank you discussion all those in favor aye opposed abstentions so carried thank you and our superintendent's update Dr Terra Nova thank you Dr Parks welcome everybody uh just three brief updates the first is regarding our Capital project we've talked a lot about that last school year we're still waiting for the New York State education department to make a decision on the aid ability on the specific aspects of the capital project that involve expansion that would be at the high school the junior high school and the Intermediate School this is important because for us to lessen any impact or impact on taxpayers we really need to have the clear understanding of how much aidability we're going

004to have on those expansions so uh Mr valise is working hard along with our architectural firm to uh really for lack of a better word push the state to try to get information on that we believe we're going to hear something in the next few weeks once we do we'll bring that information to the board which when we'll clarify the scope of the project and then the board would vote for approval of that project hopefully in the October board meeting that's our goal but again that depends on the state Ed Department if that happens and the board's able to approve the project in October then we would look for a public vote in either November or early December so that's just a general timeline right now as soon as we have more information at the

005state level we will let you know but we have some critically critically important things in this next Capital project and we look forward to talking about it as we move through the school year second update is Summer and the start of school I set it in my July meeting I've had amazing visits at all the different summer programs that's occurring this week we have a continuation with the extension school year for students with disabilities our summer Academy is wrapping up for elementary students across our elementary buildings and our high school summer school is wrapping up with regions exams next week there's some amazing things going on and as usual this campus is extremely busy during the day and certainly starting up in the evening now with Athletics and other events we're excited for the start

006of school on Wednesday November sorry November Wednesdays yeah we're going to wait two months to start school this year uh no that's a joke we're starting Wednesday September 6th here's some good news at least some hopeful news according to the Village of Victor leadership they are still on schedule with completing the road work that you see and deal with every day on Route 96 and High Street they are going to begin Paving the week of August 21st and they are very hopeful that it will be finished by the start of school we appreciate everyone's cooperation and collaboration around that I'll have more updates if we get any and when we get them I also don't want to forget about the combination of the school district PTSA Victor PTSA and the town of Victor's push to

007adjust the speed limit on High Street as well as Lane Road by our entrances and exits at Victor that has gone to the New York State Department of Transportation they thought they would have a decision by July but obviously it's August they haven't had a decision yet I've sent them a email a couple days ago haven't heard back but we will be hopefully getting a decision for the New York State Department of Transportation regarding reducing the speed limit and strengthening our crosswalks and some of the other protective uh protective devices to support student safety especially our Walkers so I'll have an update on that when I hear more and then last thing just around the start of school I just want I don't know if you can see this Mr Isaac so I'm just going

008to hold it up but people should be receiving the Victor Central School District school calendar in the mail it's an amazing calendar it's a combination calendar and fall all newsletter start start of the school year newsletter we will have a fall newsletter in November so it's packed full of information I want to thank Liz Welch for her incredible work on this but it's a great calendar and again I would encourage everyone to look at it read it you should any students and fam of any families of students of the districts who receive this calendar in the mail shortly so I wanted to recognize Mrs Welch for that and the last update is we had our Leadership Retreat for our 23 leadership staff members from July 24th through 26th it's a really important three days to

009set the tone for the year and to really focus everyone on what is most important which is supporting our kids and the leadership around our district I've said multiple times this leadership staff is amazingly competent but also incredibly strong with social emotional skills and their ability to collaborate and build relationships so I'm just thankful to work with this group we spent significant time unpacking the 22 23 24 management plan which all board members have in front of them and you're going to hear more about that in a few minutes from Mrs frinter we also did specific professional development regarding the uh the concept that I think is is pretty revolutionary in the sense of uh Cutting Edge where we're really trying to focus on SEL social emotional skills equity and inclusion and academic proficiency and

010the relationship between the three of them they're not done in isolation and they're all critically important to build and work with a strong student and somebody who can graduate from Victor senior high school with the skills necessary to be successful and anything they would want to be so there was a lot of work on the intersection of those three areas specific PD on the culturally responsive framework from the state as well as some real strong specific professional development around the integrated co-taught model and special education that's new this year in terms of a program and a resource for special ed and then the the leadership staff put it all together starting to create building and Department goals that will then flow through their teacher leadership teams both at the building level and the department level

011so that everybody owns a small number of goals some specific action steps and a lot of work around what is it going to look like when we achieve those goals and this will be articulated to the board throughout the school year as we did this past school year we anticipate a update on our management plan and our building the department goals and the relationship between the management plan and those goals on a monthly basis during the school year so I want to thank Karen Finch our assistant superintendent for instruction did a fantastic job leading that three-day Retreat and that's my superintendent's update for August thank you Dr Terra Nova item four on the agenda presentations recognitions there are none at this time so we'll move on to item five which is public participation and allow

012me to read although the board's work is open to the public this is not a meeting with the public at this time privilege of the floor is offered to those who have signed up to speak chair will be happy to recognize those of you who wish to speak when you approach the microphone please identify yourself before presenting your thoughts individual comments will be limited to three minutes and the total time for this portion of the agenda will be limited to 30 minutes also please note that this is not a question and answer period with the board if if specific questions are posed please understand that you will receive a response from either the district office the superintendent or board leadership with an answer but it will not be this evening also please no issues related

013to specific District Personnel or students must be brought directly to the attention of the superintendent of schools privately as they are not discussable at this specific venue so we thank you for that and want to thank Tara Glenn for signing up and invite you to the podium please thank you good evening everyone my name is Tara Glenn and I along with Kristen moribito who unfortunately couldn't be here tonight are the new co-presidents for the Victor PTSA with support from Deb who is our vice president we just wanted to take a moment to hand you guys our new member forms as our member Drive is currently underway your support would really mean a lot to us we look forward to working alongside you all this school year thank you so much thank you Tara with that

014we will move on to item six the acceptance of consent items need a motion moved board member Adams a second second it Kristen second by Kristen discussion any discussions go ahead I always jump in because I'm again completely overwhelmed at the generosity of the members of our community boosters um there were 30 new cheerleading warm-ups valued at sixty four hundred dollars from the Victor cheerleading boosters Association and uh two thousand dollars from the Victor track and field booster club to the event to the school district to be applied towards purchasing competition uniforms and our PTSA um gave us a 500 donation to be used for literacy program in the Victor intermediate school so thank you again and we are ever grateful thank you thank you Preston and then if I call the board's attention to

015item K we're gonna invite Mr valise to speak to the K item K of the approve the annual reserve and financial plan for the 2023-2024 school year as submitted yes so on June 8th the audit committee convened and we reserve we reviewed the reserve plan for the upcoming school year the audit committee has decided to move forward with funding the capital reserves because of their most they're going to be used sooner than the other reserves in addition as you guys remember during the budget development process there was some discussion about ibosi's Aid and we have been going back and forth with BOCES so in additionally in September you will see a memo for myself to revise the June memo that you had for the reserve funding plan because New York state has agreed with our

016calculation and we should be seeing an additional seven hundred thousand dollars in BOCES aid for the 22-23 school year so we need to increase our Reserve funding limits to accommodate that to make us in compliance with the four percent on appropriate fund balance anybody have any questions on that thank you Mr Willis very much and if the board moves along to item m M under consent items I mean about approve awp Consultants as facilitators for the Board of Education Retreat I invite our district clerk Maureen so last year for the board retreat the cons this um this Consultant Group actually held the disc did the disk assessment for the board and with two new board members coming on board um the the idea was to reach back out to her to see what what she

017and Amy Thomas from Monroe County School boards Association would recommend Amy recommended having Ann come back in and do a review of the disc but prior to that having the two new board members which it's done online do the disk assessment and then she will run new reports and come in and just be it'll be an hour work session for her to review it so what um her plan is is it's nine hundred dollars for the board to actually go through this assessment again and in order for us to move forward with that and have her send the emails out to the two new board members just wanted to a little discussion to make sure that you were comfortable with moving forward with that the same format as what we had last year there's nothing

018necessarily new or added on to that hour that we'd be with her yeah it'll be a review and it'll be a review incorporating the new information coming from the new board members and where that all falls with the with the current board okay thank you is there a way to reach out to her as to um what the existing board members if we have any specific questions that she could answer is there a way how would we communicate if we had thoughts about some parts of that Workshop prior to the workshop or during the workshop I mean I don't want to catch her off guard with anything I just thinking like maybe questions about the old Workshop or the new one coming up um about like because a lot of it is going to be

019review except for the new information that comes in so I thought if we had any questions or a particular interest in a Direction of our of our interests you know for example I thought about as I was reading through because you they do a little personality assessment where you fit and like doing skill building how do we work I mean do some role playing um with her I mean how would we reach out to her or express to her that the area if she had time that we'd be interested in that's what we'd have to look at because what she's doing is one hour okay of a review um what she sent us was you know the the ideas I think certainly you know it's it's if you want to send ideas to board leaders

020and I could forward them along to her and just say if there's time could we look into this a little bit but I know she's it's an hour session that's what she's focused on so you answered my question that if we had any questions or suggestions or interests we would send our that to board I would send it to board leadership then they can set or if leadership wants me to gather it and then share it with me all of us I would say board leadership and you because then from the conduit then the forwarding on that too right yes you did yours and then that way I can gather everything and then moving forward it along to Anne um but she's excited to to work with the board again is there among the board

021is there an idea that maybe an hour is not enough or that would be determined perhaps by what other so there's an hour set aside for what was going to be taking place that's the contract she gave us okay so if there was additional stuff we would just have to revisit maybe we could pick up in the spring sure another Workshop in the spring sure yeah does that answering that exactly what I needed yes thank you anybody else on any of the other items yeah all right so looking for that was our discussion so we'll put it to a vote all those in favor please indicate by saying aye hi any opposed extensions carried all right thank you we move on to item seven a which is campus news Dr turnover for the last time

022for at least another 10 months I'll be reading campus news looking forward to having our principals back in September but we do have some great news going on across our buildings Early Childhood school placement letters have gone out via parent Square recently more information will be coming soon via parent Square including welcome letters from our classroom teachers building is shining thanks to the hard work and dedication of our custodial staff big shout out to our custodial staff at the ECS certainly looking forward to working with our building leadership and school Community teams to finalize our building goals and the theme for the upcoming school year and we're definitely excited to build off a positive school year and can't wait to welcome our Early Childhood school learners in a few short weeks at the Victor Primary

024meet and greet at the VPS for students students are often so excited to see their teacher and classroom for the first time on September 5th there'll be more information coming from the primary school about that at the Intermediate School even though it's summer there's been a lot of learning going on in addition to the Summer Academy and extended school year Camp invention kicked off this week at the intermediate school with over 150 campers during camp invention students have explored physics and Engineering by building their own mini skate park practice their entrepreneurship skills to create their own pop-up shop and explored robotics to inspire New Creations a special thank you to Carol Prescott who oversees the entire program and certainly our PTSA as well for helping organize Camp invention for our students and all the program

025administrators teachers and aides who help make our summer programs a success August has also been a busy month preparing for the upcoming school year earlier in August our building leadership team of teachers met to review data from last school year and work together to help form goals for the upcoming school year focused on culture learning instruction and student supports and opportunities we look forward to welcoming our staff back during the opening day on August 30th we also enjoyed getting to meet so many of our students and families at our playgrounds popsicles and principles events we're looking forward to more opportunities to welcome our students and their families at the end of the month including the new student orientation at the Intermediate School on August 22nd and our supply drop-offs in early September at the junior

026high school while our extended school year has continued to be a success for our community of Learners Junior High School is one of the busiest places in the summer because we have multiple suburb programs occurring there Parks and Recreation was one of them and they just wrapped up their junior high last week which was a really successful summer for them our current and recent Junior High alumni that worked as cits and counselors did a fantastic job at The Parks and Rec Camp hoping for some future teachers at the junior high our incoming new student orientations are fast approaching and we're very excited to meet the newest Junior hires please go to our website for more information related to the orientations and the high school three quick updates one we are getting ready to welcome the

027Freshman Class of yes 2027. on Friday August 18th with an orientation program special thanks to Mrs Sarah and Lee and Mr John Aldrich as well as the student leaders who are going to be supporting our freshman class with a day of fun team building activities and check-ins throughout the year then on August 24th is a really cool event at Victor it's the annual senior connection which is a fantastic way for the class of 2024 to get together and kick off their senior year in a positive note students will be doing some friendly competitions team building activities and painting their parking spots thank you to our class advisors Miss Elise West sorry and Mr Eric dalstrom for working to make the start of senior year memorable for our class of 2024. and third but not least

028our annual College Camp has been running the past couple of weeks and has been an enormous success for our seniors who are getting a head start to the college exploration and application process this class started approximately 12 years ago with 15 students as an initiative by our English teacher Deb McManus this year 150 students attended and it was spread over six sessions the popularity is increasing every year in addition to Mrs McManus we also have Ela teacher Matt Main and our College coordinator Aaron Jacobs working with the students special thanks to our counseling secretary Kristen Smith who registered all the students and Mary banazak and the school counselors for also providing necessary support for the students as they enter the college search process they do a ton of work around their college essay writing and

029it's it's just unbelievable and actually one other thing they've seen an uptick in early applications for colleges from Victor Senior High School in the last three to four years many more kids are applying early which does give them an advantage in many different cases and a lot of it has to do with this college Camp so big shout out to all the people there and that is campus news for August thank you Dr terranova and we now move on to item 7B new textbook presentation and potential approval and Jen case and Laura avisado thank you for joining us hi thank you um so my name is Jen case I'm the 712 Humanities coach supporting English social studies and World Language at the junior high and High School this year I had the privilege of supporting

030both the 7th grade English and 9th grade English teams as they talked about their curriculum goals and vision and explored new potential texts to support those goals the seventh grade team is interested in adding The Giver in both the original format as well as the new graphic novel adaptation to their third quarter unit this unit focuses on the concept of finding your voice and empowers students to think about the impact their own voice can have as well as the importance of listening to the perspective of others The Giver is a dystopian novel in which a young man learns from listening to stories and experiences of the past about the potential problems in his seemingly perfect Society the main character Jonas after hearing these stories and learning about others experiences has to to find the courage

031to stand up and take a stand and embrace change in a society that has really supported sameness for a long time the goals of adding both adaptations of the text are to think a lot about student interest and student Choice especially as the team rolls out the new ICT program thinking about differentiation and the ability to work with small groups of students and to also look at new state standards that are aligned to comparing different adaptations and media formats of texts as students think about why the author presents things in certain ways so they're very excited about the opportunity to do all of those things through the adaptation through the adoption of this text hello I'm Laura avasado and I am a member of the English 9 team and also the teacher leader for the

032English Department at the high school the English 9 team would like to add patrons Saints of nothing a novel by Randy rubai to our curriculum this coming-of-age story tells the story of a Teenage filipino-american who broadens his understanding of himself and the World by having his eyes open to different perspectives in this text identity family and the complexities of Truth are explored ultimately leading to growth for the main character as you can imagine that story speaks to our students who are learning more about themselves in their world proof of this text would support our English Department goal of increasingly having increasingly diverse texts it's written by an Asian American and it actually the author also happens to be an English teacher so he very cleverly weaves in through the course of a very engaging mystery

033information about Filipino and filipino-american culture as well as a glimpse into the Immigrant experience thank you thank you does anyone my board members have any questions representers thank Kristen did you I just went on Libby and signed up to have it borrowed and I'm going to audio book it on my vacation but I was curious um it's number one in a series The Giver I don't know if you knew that yes the giver um was so popular when it first came out that she ended up expanding it so they would be adding just the first but one of the things that we really love especially at the seventh and 8th grade level is to introduce a text that is part of a series because it can be great for students thinking about what book am

034I going to read next and sort of capturing their attention as they you know grow as independent readers so are those other series books in the library available to them they are yes mm-hmm I'm very excited to read it enjoy I remember reading it in high school and it was outstanding so I'm very excited to see the Edition thank you thank you so much any other no other discussion all right it does call for a board vote so seeing there ain't no other discussion I do want to actually say sorry thank you for the explanation of why both versions of the text because that was the first thing that kind of popped up for me so looking for a vote all those in favor say aye aye the the patron saints of nothing yes um

035what types of when you say exploring what kind of information what kind of things are you what's uh what are you speaking to I guess when you mention that is there anything that parents may want to know in that book oh okay yeah I see what you're saying um mostly the characters exploring his own family's identity so the novel starts off with the death of the main character's cousin and he's just told that his cousin passed away in the Philippines um but the main character lives in the United States so he feels as though he wants to know more about where he's from and his culture and also what the truth is behind on the death of his cousin because his family seems very reluctant to talk about it and won't give them any information

036so through the course of the book the things that his eyes are really open to are um the politics really in the Philippines including the president's War on Drugs and so he starts to wonder if his cousin was in some way killed as a result of the president's policies about the war on drugs but um really the story is him having his eyes open just to the complexity of people's identities and how people can be more than one thing at the same time and just his own role within his family thank you questions or discussion all right give me a motion so I need a motion Elizabeth Elizabeth second Adam that was discussion all those in favor say aye aye aye aye opposed abstentions motion carried thank you and now we move on to item

0377c the management plan and Karen fenter thank you it seems like just last month I was here giving you a management Plan update but first I I do want to thank Laura and Jen for their presentation and I happened upon the curriculum writing work that was happening this summer with our ninth grade team as they they worked to bring that text within our curriculum and what that means and it was really powerful conversation across our English 19 supported by Jen and I really do want to thank them for thinking about these critical texts that um help our our students broaden their perspective of from the world of Victor and Beyond so thank you so in terms of the management plan you know the strategic planning process two years ago really set tasks across three areas

038in terms of culture learning and instruction and student supports and opportunities and those goal areas haven't changed as we work through the management plan please know that that management plan the action steps are locally developed that we have a lot of voice and a lot of stakeholders giving feedback around how we're going to accomplish the goals of the Strategic plan so these goals and the buckets or or pillars of the plan have not changed but the action steps to bring those goals to fruition are really what change from year to year and as we know even though there are three pillars they're not isolated there's a lot of interconnected work and I'll talk a little bit about that tonight so how did we get here so we started at the end of last year in

039May really kind of looking through and having the key people that are identified for each of those tasks do an analysis to make sure that the work is progressing in those task areas and if we have to carry over any task into the new year to make sure that we did that and so we finalized those carryover tasks to incorporate into year two one being for instance work around the Mission Vision vision and values into bulla's stakeholder group together to look at that in support of of the board's leadership for the New Year's management plan we worked collaboratively with key persons with stakeholder groups identified to provide input into the development of the action steps and that work started at the leadership table and Beyond in some of our councils and committees we worked collaboratively

040over the administrative Retreat to finalize the action steps make sure that the document was clear was encompassing of all all of the pieces that we need to and and to make sure that we had identified the right stakeholders for each of those action steps and so we'll begin that work and are excited to begin that work when everybody's back on August 30th so as Dr terranova mentioned um you know we really do have a clear Direction forward and this work is incredibly integrated um and it's a little different than others approaches to it we know that our students need to be academically proficient right we want them to be able to achieve their fullest potential whether it's heading off into college a two-year program a four-year program or out into the world of work we

041want them to be prepared with those foundational skills but those skills don't become a reality in a vacuum right we want our students to be problem solvers and creative thinkers but they have to do that in a context of collaborating and working with others sometimes working with others that are very different from themselves and so we have to integrate these skills and our management plan from the Strategic plan helps to support that work and our goals for buildings and departments this year you'll see throughout the year are our instrumental into making that integrated work a reality so if we step out of the pillars for a second of the Strategic plan we can really take a look at some themes across our management plan and how those themes cut across some of the different pillars

042and so certainly as I mentioned having aligned goals is really important we want the whole of the district moving in the same direction and how do we do that right the buildings certainly have different different needs different Learners and different characteristics within them but the development of those foundational goals building goals our department goals to help the support of teams of teachers coming together and supporting that work is really important so one of the bigger themes of this year's management plan is to really support the work of those teams through the revitalization of our plcs or professional learning communities and make sure that we have those structures in place to stay in that work and we want to make sure that those teams have the data and the information that they need so they can

043be as responsive to student need as possible that's one big area and that cuts across the action steps that you might see in the culture pillar and as well as learning and instruction the middle uh major theme is a pretty big theme it is where um all of that instructional best practice comes to life it's really making sure that we are leaning on what we know to be strong practice in terms of backwards design what do we know what do we want kids to know and be able to do what's it going to look like when they get there how do they produce how do students produce artifacts of their learning that can be used by classroom teachers to inform those next steps how does how does that happen in a in a context where

044we're including more Learners in classrooms through our integrated cotop program and how do we do that in a way that supports student cultures and backgrounds and and provides those basic SEL skills we know we also need to not just firm up our instruction within the the classroom setting but when students don't learn the first time what do we do how do we respond what does that response to intervention or RTI what is that process and progression so those instructional systems support to support achievement for all are really critical and they cut across all three pillars finally the organizational components as a an area of theme they really do cut across really all three pillars but mostly in culture and student support but it's things like how are we attending to our staff's Wellness we can

045only you know it's that airplane when the oxygen masks come down the adults have to put them on first right so how do we help support our staff and make sure that the environment that we're working in is conducive to their overall health and wellness certainly under the direction of Mr slavny and Mr Marshall looking at Safety and Security and making sure that our students are safe that are that our faculty and staff are safe that mission and vision review work will help set a tone across the district within and within the community a very big initiative this year or uh or a focus this year we'll be looking at building structures and Mrs D'Angelo will be heading up a stakeholder holder committee to look at the different transitions from building to building and the

046components of structure whether it's grade configuration the programs with that are housed in different buildings and are is she's just beginning to gather some feedback some initial feedback from stakeholders around on the depth of that charge within the management plan and then finally looking at the ways that we enlist and support communication to families and parents how do we give them timely information and actual actionable information so that we can all help support student achievement so those are the major themes I'm going to walk you through very briefly I promise just a look at the pillars themselves so you can see within the plan what are some of those highlight areas so in culture culture not just things like our our wellness and our mission and vision but culture also in terms of diversity equity

047and inclusion you can see the major themes within culture that Mission Vision and value work that work around Wellness our Safety and Security and Facilities planning that idea and concept of continuity and Transitions and what how do our buildings and how they're configured support that and then working very closely with the district-wide Dei committee that just uh diversity equity and inclusion committee to develop a five-year plan and within that Five-Year Plan have recommendations around the other tasks set up in the Strategic plan for the district to engage in so those are the big pieces under culture under learning and instruction I talked a bit about some of those big instructional areas but assessment really is a big area of focus grading is also in that but really it is the foundational year to gather lots

048of information and then we'll launch that information with faculty on the following year goal setting and and supporting our PLC structures how are we continuing to develop and revise our curriculum so that it really is um most appropriate for our students and to ensure vertical alignment through program reviews and those instructional best practices again with the rollout of the integrated co-top model we certainly want to make sure that we are leveraging the the most effective instructional practices within our classrooms where students are at the center of their learning and then lastly under student supports and opportunities it really is and it's a lot of alphabet soup I apologize but mtss's multi-tier systems of support and what that really means is how are we looking at the multiple components that would yield the environment for a

049child's success so we look at academic certainly we look at attendance we look at Behavior we look at their sense of belonging and how do we use that information to help support the students so that they are not only developing their skills and building their skills but they're also being successful across all of those areas so developing a district-wide mtss plan and putting all of those pieces together is a big area under student supports and opportunities ensuring that we are supporting a variety of different subgroups and looking at the professional development that we offer for teachers to make sure that their skill set is matched to student need for instance our English language Learners as one example of a subgroup and then how are we integrating for students that need more not just in academics

050like in RTI systems but for social emotional learning how are we helping to support when they need some more what does that look like and what is that tiered system to support that so what's next we plan to share and reflect on these themes with faculty and staff during the opening of school we'll use the plan to inform goal setting and action step Development Across our buildings and departments will continue to review this with our shared decision making teams and other district-wide groups and then we'll start the work we'll engage in the work throughout the 23-24 school year and provide consistent and periodic updates to the Board of Education so I thank you and I wonder if you have any questions I know that was a big picture look but any questions from the board

051I really appreciated the opportunity to stop into the Leadership Retreat where a lot of this was underway and I was sad I couldn't stay longer but I just um the focus and the the path forward I think is just so exciting in each facet of the plan and I'm just really excited for updates throughout the year so thank you and thank you to all of the staff for making happen great thank you yeah and I just thank you Karen for that um very specific and clear overview of a very complex document of over 40 pages but that's what we have to do we have to keep it simple and make sure all of us look at the patterns and the themes behind all of the experiences in this plan to really get the most important

052and critical aspects of it and move those forward I want to just mention that each of the buildings are bringing in their teacher leaders in August to review the management plan review the big picture items that Karen just talked about and to really solidify the building and Department goals so that we could hit the ground running when before actually the first conference day on August 30th and then extend that work to those three conference days so that when kids start attending school that we are really focused and understand what our our main objectives are in the classroom so that's an important point and I think the principal and the administrators for their leadership around that strategic plan it was a huge undertaking there were a lot of people invested from all different parts of our

053community and our school community and this just so affirms that that strategic plan meant something and rolling it out very carefully everybody's on the same page it's it the excitement just continues to build I'm just really really proud of of seeing this it's great thank you again thank you our third Third special person presenting tonight Mr police welcome you and again thank you to Karen and Jen and Laura for your presentations tonight so Mr Willis will discuss with us the tax rate for 2023 2024 in the tax collection presentation and approval and then we will be voting on two items thank you um so the business office has completed their calculation for the tax rate for your consideration across the board all tax rates except for Victor has decreased uh the big reason for the

054chain Victor not going across is a part of the calculation of chargebacks which were changes to previous tax bills last year that happened after tax bills went out but overall even Victor only went up 0.011 cents per thousand which is .06 percent overall uh the big takeaway from this slide is you can see the correlation of the equalization rate in comparison to the tax rate so as you can see Farmington went from 88 percent down or up to 100 percent which re returned uh the output of that tax rate has decreased 3.93 cents per thousand overall our true tax rate which is what our tax rate would be if in the eyes of New York State everything was assessed at 100 our true tax rate is down to fourteen dollars and six cents per thousand

055which is down 1.77 or 11.2 percent if you remember back in the budget development process we were estimating sixteen dollars and three cents that was as Farmington was going through the reassessment and at that time we weren't going to speculate on what the new property values were but overall we were under our our estimate by uh two dollars and three cents per thousand this is the library tax rate that was previously approved by the board earlier today as item six eight H overall all tax rates across all municipalities for the library tax are down so I took one a property in Farmington just to show the correlation of Equalization rates and and just to show the changes in taxes and this is a precursor this is not going to happen to everybody it depends on

056how much your assessment what up due to the decrease in uh your assessment so this property actually went up 69 900 or 18 but due to the adjustment in the tax rate their school tax bill went down 540 from last year and as we continue the formula through to the library tax they saw a decrease in the library tax of ten dollars and overall this Community member because their assessment went up less than the decrease in the rate they will notice a decrease in their school tax and Library tax a total of 550 dollars now again this will not be the case for every family in Farmington it mostly decides if your assessment went up a higher percentage than the the rate went down that's really where you're going to be able to get an

057estimate but um not everybody's tax bill is going to go up just to clarify the library tax has nothing to do with the school district yes that's true thank you any questions about the tax rates a lot of people who are watching are going to go running to their bill to see they're the ones that are they should be getting their bills around September one the stuff that's good news though yes so we are looking to make changes uh to the tax collection process uh Victor Central School District we lost our tax collector they took another position in another municipality they had a great opportunity they couldn't pass up um So currently uh the it's all hands on decks and business office we're accounts payable we're a tax collector we're and then our primary role

058right now so as of right now we don't have a tax collector we have uh that spot has been filled they're looking to start 822 they have a strong tax background but the primary function of that position is Accounts Payable so with the center of 822 and tax collections starting 9-1 um and at the time we didn't know what type of candidates we were going to get what their skill set capacity was going to be so in the best interest of the district in the community I reached out to Dr Terra Nova and Ontario County and asked would you guys would be willing to collect taxes on our behalf so they currently already collect taxes for the Canandaigua City School District Mr Gary Baxter over there was really helpful in the process he's going to

059make it extremely seamless for us he's bent over backwards he was calling me from daring lakes in Massachusetts with his family in between rides trying to help me figure this all out for to be presented to you today so the only major impacts to the community members is previously if you wanted to pay the bill in person you had to go to Five Star Bank which is uh at 3 West Main Street the county will be putting a box in the Victor Town Hall at 85 East Main Street so if you want to pay in person and so five star used to be a box and you would just drop the tax bill in if you want to pay in person and get it stamp paid you can still come to the business office and

060there'll be more than happy stamp it paid and then give it to the county to process additionally if you're mailing in your payments five stars lock box is located in Warsaw so ever all the taxes would be dropped in and collected for the whole week and then sent down to Warsaw at the end of the week the changes you would be mailing it to the County's treasurer's office in Canandaigua the good outcome is that your tax bill will be processed sooner so if you need a receipt the district will be able to provide you a receipt much sooner because we don't have this leg of going to Warsaw and back especially with uh if you were to go in person because the county is going to pick up from the town hall every day not

061just once a week and we're hoping that this is only a one-year change but we'll see how everything works out any questions about the hopefully temporary change in the tax collection process well will families and residents be aware of that change that you just showed us on the previous slide is there correspondence from the district that is sent out about that or so uh it's in the the calendar that Tim showed you it is on the tax bill and we're in conversation with the county about possibly putting a little slip with the tax bills in there as they mail out because the county is going to be mail out the tax bills on our behalf um and I'm just thinking of people who don't have children currently in the district and wouldn't have this calendar

062but they're residents of those five towns that right encompasses well everybody that is a res I believe even the parrington and the Wayne County family should be getting the calendar I know that's probably not the first place people are looking to so we can try to do more on the communication piece to get that out maybe send out a parent Square will only reach the families so we got to figure out a way to get it out to everybody thank you foreign messenger yeah we can absolutely consider Daily Messenger through the social media and the towns have social media as well if they could maybe post something yeah on behalf of the district I'm just thinking of people who don't have a drug tied to our district but still obviously pay taxes right thank you

063in in the main purpose is because we want to minimize the errors in the tax collection with a new person and learning a new job it's something that you don't want to mess up any other questions thank you very much and so it's time to vote first we'll be voting on to approve the 2023-2024 Victor Central School District tax rates so we need a motion I'll make a motion board member Adams second Elizabeth board member Mitchell discussion all those in favor I opposed abstentions so Kerry thank you and then we move again I'll need a motion for a vote to approve the intermunicipal agreement for the 2023-2024 school year between the county of Ontario and Victor Central School District to collect real property taxes on behalf of the district emotion motion remember second yeah discussion

064all those in favor aye aye opposed abstentions okay thank you move on to item 7e we are going to select the Board of Education committees and the membership on those for the 2023-2024 school year now president DeLucia board member casteki did forward on their interests in the various committees we'll go through so we'll just I'll just start at the top the advocacy committee two members Tim and Lisa both did express interest that if we needed them to serve they'd be happy to Mr de Lucia was on that committee last year with Mrs Turner so all right winners athletic Hall of Fame committee I served on it previously I'd like to again but if there's strong interest I obviously would as we go through the committee selection Dr Parks would um are there notes I know

065there were a couple committees where you could only serve a certain number of years or terms so if any of those apply to selection of this year if you could just let us know yes they should not they don't this year because they applied the last question is two years as well as Visual and Performing Arts and Dr Parks and I got caught in the two-year cycle so we flipped we switched committees and this is only this first year going into the second year I just remembered the conversation last year I didn't know if there were any others I don't think there's any other graduates of Distinction well if we're good that was a what that was a two-year committee as well right I think there's only a couple of these that have terms the

066ones with the bylaws thank you anybody want to take that one away or otherwise I'm happy to serve all right audit committee last year was Mr Lucia maselia and Stucky and Lisa both did indicate their willingness to serve again I'd be willing to serve that again he postes liaison and an alternate last year board member Turner was the member and board member Elliott was the alternate when does that typically they just attend board meetings for them for both season kind of report back to your own board okay um they live stream perchance do you know I don't know I know we can read the minutes yeah and if you're unable to attend the BOCES liaison could report back on the minutes from their meeting but if they're not able to attend and it's live streamed

067and archived we could do that too yeah no it's difficult because I think the meeting is in Newark I think it is yeah I'd be willing to be the alternate but I can't commit personally to the anybody for the liaison if you want to come back to it sure okay okay all right District wide school safety team I know yeah actually we've kind of adjusted the uh the role of that safety school safety team committee so I asked our coordinator of District safety Mr slavny just to give a real quick update of what the role of that committee is if that's okay good evening I'm Steve slavny a district safety coordinator the district-wide school safety team committee normally meets at the end of in the spring to finalize the district emergency plan which goes to

068the state the it has been done previously via Zoom and we're also Dr turnover and I discussed earlier having the board member who there is supposed to be a board member on that committee having that board member be invited to the monthly meetings that the district Safety Committee goes through they need not attend they can certainly get the agenda and get the minutes of the meeting thereafter but once we get to Spring they would be they would be necessitated to be part of that committee and then what's the main function of the monthly meetings the main the main function of the monthly meetings is is actually is the distillation of the building meetings which are done those are also done in a they're done on a monthly basis within each building each building on the

069committee has a representative and monthly District safety committee meetings so looking at particular items of Interest particular items regarding safety uh looking proactively to what we can do to enhance the safety across the district and throughout n to be consistent across the district is I would Advocate sorry I I was going to ask if there would be a consideration because just about every meeting in executive session there's conversation surrounding safety would there be a consideration of this committee uh to have an alternate board member so if one board member can't attend another one could in their behalf yeah I I was just going to say I would advocate for the board representation to be at the monthly safety committee meetings rather than just the end of the year meeting that solidifies and finalizes the safety

070plan because honestly the safety plan is really developed and reviewed throughout the year at the monthly meeting so it would be up to the board whether you want to shift that to the monthly meetings and if you want to have an alternate as well thank you Steve you're welcome thank you I would be interested in being on that okay but I don't want to knock anybody who was slated previously I would love to do it again but I am a big fan of the idea that we have an alternate or I mean let's think about it this has been something that's been on our budget process for the past four years I think the board's ability to increase the two members two members or you can I think the one thing the board should keep

071in mind is that the timing of the meetings for those that are interested in these meetings correct me if I'm wrong our morning meetings correct second third Thursday second Thursday of the month at 8 A.M how long do they last an hour an hour an hour so just want to get that out there for those that are interested so you know what the timing no I appreciate that um Thursday 8 A.M I know I really want to do it my school day starts at 8 30 and I do have a little bit of flex but I nine o'clock dips too far into the morning for me to be I would love to be the alternate my morning schedule um depending on the day I don't start until 9 30. so I could yeah I'll resend

072none because there's more people who have better availability than me no no truly it's okay and if there's if there's any issue regarding attendance at all the board we we do take minutes within the meeting it's a it's an evolving meeting and we can send the agenda across and we can send the notes across if there is any in any questions I'm always available for questions okay so am I accurately hearing myself and then Kristen is an alternate or did you have interest Adam had an interest in it too um no I I will look to other committees because there are others that I'm definitely accustomed to there'd be a consideration of two members or would that complicate your committee that's I might be for them it's not our decision it wouldn't be our decision

073that would be theirs if they want to invite a second one I think okay Adam is your schedule super flexible I think there would never be a question that you could do it within reason to be able to make the majority of those meetings mine is very tenuous depending on the rotation of my schedule so I'll step back from that I don't then I move to alternate okay because I had definitely have flexibility but it sounds like you have the most at that time Scott yep and then if you take the lead on that and then if I'm the alternate and that with that committee and I mean with all the Committees I would just make this push with this having been such a priority and we can say this about a lot of these

074committees I'm just encouraging all the board members myself included to try to get our eyes on the minutes from all of these committees that we're not on necessarily just to kind of still stay fully immersed as an aside okay so we move on to the Dei committee last year that was Miss Elliott Miss costecki and Ms Palumbo Sanders I know you have interest again correct indeed and Lisa does as well and so there's an opportunity for a third member I have interest as well good is that all right board member Adams actually Maureen are you right now okay all right facilities Kristen and I have done that I'm gonna really advocate for this this is a committee that I still want to maintain my seat when are the meetings um Mr valise is very very

075kind yes he is he puts them on Thursdays from four from four to five does it say usually right before executive session okay so we just load up that Thursday okay cool I've served on it for a while yeah absolutely oh Kristen and Elizabeth thank you humbly thank you graduates of Distinction that was Miss Palumbo Sanders I'm I'm interested in that one sold like Monty Hall the inquiry program representative Elizabeth um for me last year so and there was a bit of a hiccup with the scheduling but I'm very supportive of the initiative I just don't know if I'm able to do that regrettably get a regular cycle schedule remember I'm trying to get it totally I I could be on that and I would literally the first day of the school year I have

076my whole calendar I understand what my rotation will be so I would be able to say you know what days I can and cannot do so if there isn't anyone else I I can do that because I again I have a flexible morning depending on my rotation all right so the inquiry program yeah thank you Maureen are we green to go to the next one I am all right so Monroe County School Board Association information exchange committee a member and an alternate last year it was Miss Palumbo Sanders and Mr DeLucia Mr DeLucia has already communicated that he is very willing to serve on that committee did he indicate as lead or alternate he didn't indicate either way just keeping in mind these are meetings that take place at noon noon on the first Wednesday

077of the month where are they typically held Double Tree in in Henrietta Jefferson there question is do you want to be an alternate or the lead uh I would have interest in being an alternate all right Mr DeLucia just became the lead sold to Mr delusion and I know that Tim will be fine Monroe County School Board Association Labor Relations Committee Member and Alternate last year the member was Mr DeLucia the alternate was Miss Palumbo Sanders Mr DeLucia has identified he would like to do that again so I think we're looking for an alternate are those also during the day Maureen yeah yeah all of them are noon Labor Relations are noon on Wednesdays of the Third Wednesday of the month Monday according to school board stuff is usually DoubleTree yes it's all yeah so

078essentially it's noon on each Wednesday of the month and each week it's a different topic or group yeah so one's the information exchange the following week it's Labor Relations and the legislative committee and that's an hour you're very good they're very timing yes my lunch is drinking I have lunch from 11 45 until 12 30 so I could only do part of it on the internet okay well I mean it is as an alternate I could do all and there I've been at not the Labor Relations but I've been at the information exchange before where people are coming in at different times or having to depart at different times because yeah all right we move on to Monroe County School Board of Association legislative Committee Member and Alternate last year was Mr DeLucia and Ms

079Turner Mr DeLucia has volunteered himself again so we are looking for an alternate unless someone is very strongly inclined to be at that time right yeah that's all living it's so hard for the school schedule and it's very I'll let you know it's very rare that Mr DeLucia doesn't attend I'm just gonna say he's normally I'm not on for much all right Mr Snyder thank you I'll see subcommittee two or three members Mrs castekim and excuse me Mrs casteki Mrs Mitchell both served last year Lisa has indicated she would like to serve again Elizabeth I would love to be on it again is there anybody else that because we have room for a third well and I also um want to just state that I think the whole group collectively will be doing a lot

080with policy this year as we make the big shift I if you wanted to speak a little bit more to it Maureen but I know that we'll need all hands on deck this year hold on to your head because we're we're going to get busy I just received two cases of policies our first draft is done already from erie1 BOCES for our complete policy manual those are the rec those are the required policies they're not the vector specifics so you're right we're gonna when I get back from vacation I'm going to sit down with Dr Terra Nova and we're going to kind of go through the process understand it a little more ourselves but it will be the entire board that we'll we'll figure out how we're going to divvy that out so this policy

081subcommittee will talk more about um District specific policies something that comes to mind is the service animal the therapy dog policy Karen Ryan and I just met about that yesterday again so we're going to be bringing that to the policy subcommittee again to review one another time before we bring it to the board so you're right as a whole the district will be doing a lot of work on the the policy manual that's up for revision but we're going to have some things to bring to the subcommittee this year some few items so it's not a it's not a monthly meeting or it's an as needed so we can take up to three people for that one if there's anybody else interested on time thank you technology committee it was Elise and Elizabeth last year

082and at least indicated that she is going to I was going to let you finish before I jumped in I'm not gonna I'm not gonna nominate anybody finally a committee where I have expertise no I would be interested in the technology committee I don't want to fight anybody for it but you can go for it all right thank you Mr Adams and Visual and Performing Arts Hall of Fame Miss Elliott request beyond that thank you and again yes thank you very much and so that brings us back up to the which anticipated BOCES liaison and Alternate we have the alternate I need liaison and that's one that I'll be honest with you is I don't know how many times we've ever really attended BOCES meetings when did they meet I'd have to look it up

083I'm not 100. I think it might be Tuesdays but they're they're not in the E sometimes they're not in the evening either they're like four o'clock in the afternoon or something like that they conflict with agenda setting um we can move that at any point um is there a way uh we could table this to September and get a little more information we probably I could do that I could reach out to Cindy Murray and see I mean I don't see why they they would need it right away anyway so I can get a little more information from her I can find out if they are live streamed if they're archived right I mean that's exactly you've hit my question if they're live streamed um then I could be more committal to that so I

084can bring that one back to the board in September for another discussion yeah yeah thank you all right that brings us on that was the committee so thank you everybody for I did have a question um just to clarify for all of us um if if we as a colleague were interested in attending a committee that we are not on the list for his representation what is the expectation for Behavior around that like if I wanted to sit in on graduates with distinction or like how how does that work if somebody would like to audit a committee and just like listen in what's expected of US during that you further my understanding and Maureen jump in if I'm off is so let's say you want to pick one of these committees if those committee members

085are there board members are there not committee members then you could actually be there as an observer as long as we have not reached for okay because then we have a quorum as a board right and it would be as an observer you just wouldn't be able to offer input okay correct you could listen and correct that's right similar to agenda you can't speak to it but you can similar to agenda setting yes where you could go you're just you're not allowed to begin for clarity's sake to say there are two members of which only one is attending and you are attending as someone to audit it doesn't mean you you fill that seat right you're sorry clarity's sake you're still a guest Observer guest does that answer your question yes okay very thoroughly thank

086you any other questions about committees and then we'll get more for the September meeting on the board thank you all right thank you for volunteering we're being volunteered whichever was the case and we will now move on to item 7f to rescind the following field trip the French trip for grades 9 through 12 to France from March 26 2024 to excuse me April 6 2024 to participate in the Victor Ren's Exchange program I don't know Dr Terra Nova did you wanna when this came up about why it was rescinded was because there's a change in so they they yeah the the um or the partner School backed out or correct so the there's an exchange program that we do with France and the school in France is unable to participate in the exchange program so

087we were anticipating that we were doing it we would go there they come here and they are no longer able to participate in the France the school in France so the French students parents they still wanted to have an opportunity for the kids so they just we had to rescind that trip and then they just um revised it it shortened and they will see it in item G right it's the same trip you're going to see yeah so in item G is is the in on the cover letter that they actually provided with the itinerary it gave you a little more idea of what they would do but it's a shortened it's a shortened trip something they didn't expect I mean we've been doing this exchange for years other than during covid thank you for

088that so for item F looking for emotion to approve the re well improve rescinding the trip so moved so moved Miss Mitchell second Kristen discussion all those in favor say aye opposed abstentions so carried we move on to 7g approve the following field trip requests we have the cheerleaders to Orlando Florida from February 8th 2024 to February 13th 2024 to participate in the varsity cheerleading Nationals also the varsity baseball team to go to Myrtle Beach South Carolina from 3 29 2024 to 4 7 2024 to participate in spring training and the senior high school French students to go to Paris France from 3 27 2024 to 4 3 2024. I need a motion so for clarity uh one is during February break and then the other two are during forgive me I misspoke because there's

089a little overlap as I read in the field trip request so the the cheerleaders is that one is not during February give me I misspoke need a motion Elizabeth second Insider discussion outstanding opportunities for our athlete Center um high school students glad that they can still pull off going to France that's outstanding what a disappointment otherwise all right all those in favor indicate by saying aye aye aye opposed extensions so carried and item h7h policy review is our first reading of the policy homebound instruction policy and input from the board questions all right we move on to item 8 meeting reports a Monroe County School Board Association committee reports key standing committee updates I had a committee update but um I have been attending virtually the summer law conference through nisba and it's been very

090informative and as I finish I would love to share if any of my colleagues are interested in some of the new changes with like educational law and regulation that are new this year school safety there's a lot of it was it's very full I'm working my way through it since I wasn't able to attend virtually on the live days so I'm way through but it's been a wonderful learning opportunity for myself everybody else all right moving on to item nine our upcoming events we have our new teacher orientation August 23rd that is 8 to 8 30 at the ECS right here our superintendent's conference day which is opening day for the staff August 30th from 8 to 9 and if any of us any of the board members are participating attending either of those if

091we just give Maureen and Dr turnova yeah that's one where we'll introduce we'll introduce the board members whoever can attend the new teacher orientation and then Tim DeLucia will say a few words as well and then for the Orient or for the first day of teachers will also introduce the board and Tim will also have a few words what's your orientation it is awesome see all the new hires and it's a really great opportunity to kind of mingle and get the energy going and I know it's it's something I look forward to going to so I'm going to sell it it's great to have all the board members there as many of us that can get there that'd be great thank you um opening day for staff Dr terranova is that in the Junior Senior

092High Auditorium or is that Corbett Field yes no it's going to be in the auditorium thank you thank you and then our next regular board meeting is set for the 14th of September 2023 at 1915 in the Early Childhood school boardroom right here we'll be back and I want to just take a second to talk about the board retreat because I'm still missing a couple of responses on days so it's a two-day board retreat the first day would be with and I have I have printed out the responses from the Google form so it looks like um on the 11th which is Monday we would do a five to six or a 5 30 to 6 30. it's an hour September 11th September 11th so I need to know I have to firm up these

093dates with the with the consultants and with Amy Thomas from Monroe County school board so Monday September 11th is just one hour five to six or five thirty to 6 30. I have four out of the seven board members that can do either so I just need to know if I can do either you can do either okay if we don't hear from you that means we've answered you what's that oh am I I'm not trying to be cheeky I can't remember if I responded I'm pretty certain I did I didn't want to like get anyone in trouble I was trying to be kind of covert saying if we don't hear from you does that mean we're okay with you um okay thank you for telling me that so I will email the board members

094that didn't respond and try to get that firmed up and then Tuesday September 12th and the very next day is Amy Thomas coming in from Monroe County School boards Association and that one is a two hour and um there were three different time frames we could do a five to seven a five thirty to 7 30 and then a six to eight I have four board members that have said they could do six to eight one said they would prefer earlier but they're flexible but everybody could do the six to eight so it looks like it's going to be six to eight I just need to know if everybody can do six to eight on the 12th that's a busy week Monday Tuesday Thursday a lot of together time but at least it's not the

095opening day right opening week so I will send emails out to who I need responses from specifically and then just um once I have that I confirm that up with consultants and Amy Thomas thank you thank you anything else for the general go to the order of the district need a motion you're in our meeting [Laughter] board member Mitchell second I will second that board member Elliot or do you have a discussion or not right discussion no discussion all those in favor aye aye opposed abstentions for Victor so carried
