005crew and pit Orchestra did a fantastic job of putting this all together and I know that you've all received a lot of great feedback and it's certainly well deserved additional thanks for a great set design by Mr Dunner and Mr Wolf to our anchor Mrs Brewer for leading the Pitt Orchestra and each night's show great lighting and Tech by Mr Isaacs and gorgeous costumes by Mrs centif to the board of education and Dr Terra Nova thank you for this continued recognition also thanks to Maureen and Liz for organizing tonight stars of Tomorrow is May 11th here's hoping we bring home some awards [Applause] okay [Applause] um [Music] it's okay okay thank you you're on the stage [Applause] okay thank you all and uh it's a great show just like Broadway just like Broadway loved it
006next up I'm going to ask Dewey Weimer to come up and introduce all of these teams please Julie there you are thank you good evening everyone my name is Dewey Weimer director of Health PE and Athletics here at Victor Central I'd first like to start off by thanking Dr terranova the Board of Education I want to thank Mr cieso and Mr giefer they're unwaveringly support for our athletic programs it's it's really rare to have the kind of support that we have here at Victor Central and I really thank you and appreciate all that you do for us the State Association turns 100 years old this year so this is a pretty spectacular year for us here at Victor Central believe it or not we had six teams earn second place in the sectionals this year
007so we were so close to pretty much cleaning house for sectionals came really close it was getting to a point where I was getting nervous and then basketball and cheerleading in a couple of our wrestlers and some of our Bowlers and a bunch of our indoor track athletes started kicking the door down and we're going to celebrate them tonight so the first ones I would like to bring up is coach Caper in his State competitors Ty and Sam come on down good evening uh I'm Craig keeper I'm the head uh wrestling coach here at Victor I just want to start by thanking uh Dr Terra Nova and the Board of Education for having us here this evening um it's been becoming kind of a a great way to end our season as we keep having
008our student athletes do really well in the sport of wrestling so we get to come here each year and it's a nice way to kind of finally close uh the end of our season I want to thank Dewey Weimer director of Athletics as well as his staff Mike Ferrari and George uh Georgia Turner for all of their continued support as well athletes and coaches at Victor are extremely dedicated to the sports they take part in and coach for example one of our honorees Sam Ricky is away at a lacrosse game tonight and I myself just arrived here about 15-20 minutes ago from an OTA for wrestling with about 20 of our athletes our Sports here at Victor do have an in-season competition but the teaching and learning for athletic teams at Victor is definitely year
009round this is my 18th season as Victor's head coach of wrestling and for 18 years we've been very successful on and off the mat as all 18 years we have been Scholastic academic award win award-winning team this speaks volumes to the level of student athletes we have here at Victor and just to cap off you know the the year-round training I mean these young ladies I had the privilege of attending a few cheerleading practices last year and kind of our crossover thing that we do in the athletic department and to watch them work in their dedication you know I've seen them in the gym during the off season as well as preparing and the same thing is true for these gentlemen they're always on the court in the off season in the state championships congratulations
010to both squads you guys did outstanding [Applause] for my for my two gentlemen both Sam Ricky and Ty Raider um our two seniors who have shown outstanding leadership and dedication to our program and it's a great honor to be here tonight to pay tribute to their accomplishments they are great representatives of Victor wrestling and true role models to our younger athletes they have both been in the youth program since they were little guys I coached both of them in modified football and um you really grow to love your athletes not just coach them and I've had the opportunity to watch them both grow up and it's been outstanding so I'll talk a minute about Sam Ricky Sam Ricky was a class 1a champion in a New York state qualifier this year he's a three-sport athlete
011football wrestling lacrosse he's going to be attending Cornell University and we'll be a member of their lacrosse team there Sam demonstrates the importance of the three sport athlete and makes it clear that you do not need to specialize in one sport to achieve success he was a team captain this season and demonstrates true leadership qualities where he was able to put his team in front of himself this will carry him a long way in life he's a three-time all-county wrestler and a two-time first-team all-league recipient and this year he was also all Greater Rochester second team that's Sam Ricky and my guy right here uh Ty Ty Raider uh he was a section five super sectional Champion okay that's all of the classes combined um and he finished with uh All-State honors by placing eighth
012uh in the New York state championships this season he is a two-time Monroe County Champion Victor has only three multiple Monroe County Champions he's one of the three he's a three-time all-county wrestler two-time first team all-league recipient and was named First Team all Greater Rochester this season he was co-captained for this year's team he's a two sport athlete and will be attending St John Fisher next year to play football it's been an honor to coach Ty again thank you everybody for having us we appreciate it I would uh next like to to have coach godell in all of his sectional Champions if they can come forward for indoor program I know several of them are still training for outdoor coach Goodell and his indoor track thank you [Applause] all right we got everybody here I'd
013like to thank the school administration uh and Mr Wyman the athletic department for allowing me the opportunity uh to coach the indoor team this winter uh fillingham is the interim head coach like he said I'm coach cadell and I have a few of um my sectional Champions here not all of them could make it so standing here with me is Tariq Davis who was a champion in the 110 or I'm sorry the 55 meter hurdles this winter Pat Purcell and Colin chiricella along with Tariq were members of our 4 by 400 meter relay team along with Quentin Slaughter that won the sectionals and also set our school record in the 4 by 200 meter relay this winter Champions that are not here tonight are Grace Woodworth who claimed a title in the Thousand meter also
014setting a School record Lauren Schroeder in the pole vault who tied a School record and Grace Woodworth Julia sedoma Libra sakio and Melody harloff were also champions in the 4 by 400 meter relay this winter we also sent three athletes on to the state championships this winter Tariq being one of them Melody harloff being another in the 55 and the 300 in amigadel qualified in the 55 meters hurdles as well again I'd like to congratulate these guys and and the athletes that are not here and just say it was a privilege to be able to coach these guys this winter along with the ladies our program is growing numbers went up this winter which is a very exciting thing and the outdoor track is upon us we currently have over 100 kids in our Varsity
015outdoor program and close to 140 in our modified program so track is coming back on the rise and that is is a lot to do with these gentlemen here as senior representatives and recruiting and the work of the other coaches I I couldn't do it without the help of Coach Terry Odell Kathleen hobbecker and Ryan Ellis who are not here with us tonight but they did an outstanding job so thank you again for having me tonight [Applause] smile for picture thank you [Applause] our next Champions I'm going to bring down is as our composite bowling champions that's going to be Tim and Adam with coach labrake and Coach law please come on down [Applause] thank you thank you thank you for the board of education for recognizing Adam wakeley and Tim Doan as members of
016the state champions Section 5 all section bowling team this was a six-man team that is selected every year to compete at the state championship representing their section in the sport of bowling each section sends a team representative of the large School Division small School Division and the all-section division to be selected to all the all-section team the bowler must finish by average in the top six at the end of their League season footballer is on the winning team from either of the other two divisions they are removed from that list in the next bar by average moves up Adam qualified fifth with a 219 and Tim qualified six of the two 18. the team was then comprised of two Victor Bowlers two Fairport Bowlers one one Rush Henrietta bowler and one Genesee Valley bowler their
017combined team average entered them into the state tournament in the number one seed their team compiled a total of 6576 pins giving them the gold medal winning by 72 pins that's a lot of pins okay these gentlemen were also part of the 2023 uh Monroe County League champions um which is awesome you guys did a great job with that and we're very proud of them and the rest of their team they're also two of four captains that were selected to put in this position of responsibility and they really took this responsibility on well by teaching other Bowlers they step up all the time and help other players of the program especially some of the younger players that are new they teach them as well I'm very proud of that as well so thank you again
018for the continued support of inner Scholastic Athletics and to our bowling program the kids especially appreciated seeing Mr Weimer and Dr chernova at the match is rooting them on they are aware that you are there and they certainly do love performing for you so nice job gentlemen closer break resorts [Applause] thank you so next is going to be our cheerleading squad you might know that they're sitting right here since they're so loud but um I'm so lucky that my youngest daughter Ryan's really into cheerleading and these girls are her like her Idol she goes to their camps and Clinics and we had a chance to go down to watch them in Binghamton it was like the highlight of her life so thank you so much let's bring him up here Coach Alex and Coach Alyssa
019and her girls [Applause] my name is Alex Dayton and this is my sister Alyssa Dayton and we coach Varsity together we would like to start off thanking Dewey and his entire team in the athletic office himself Georgia and Mike are truly second to none and we couldn't do anything that we're able to do without them thank you for the board of education for your continued support and our recognition tonight our booster club and our parents we could not have done anything this year without you you've given these kids opportunities that only Victor cheerleaders get to experience we couldn't have made it through this year without all of you seeing your pictures in Crown videos this year was just as good as watching the routine videos so thank you for your support as always um this
020year was an absolute dream on paper this the girls had a goal in mind from August being a two season sport that's when we started so we were all very tired by March we knew in August that this particular team was special and this team we don't usually get it a lot but we had the exact same team from fall to winter season so we got to work a lot on just our team culture along with skills all the way from August to March and um we experienced some lolos and we experienced the highest of highs and we went through everything as a family we competed the hardest skills Victor's ever competed along with the hardest skills in our sport we started fall season off as Section 5 Champions and we ended this year as
021Monroe County Champions and ultimately New York state champions and we couldn't be more proud of them out of prelims we were in first place by 10 points which is almost unheard of and we ended states with the highest score out of every single division there making vbc Grand champions of New York State we are also the only Section 5 cheerleading team to have won two state titles so far this team exceeded all expectations and we are so proud of them and happy that you got to achieve what we knew you were capable of the minute you stepped in our program when you were on modified we love you we're proud of you and hopefully we'll be back here doing this again thank you thank you [Applause] yep good thank you [Applause] before I bring up
022our next uh our final team I I thought it was important to recognize we have a what we call our level up program which is our head coaches we combine them with multiple uh different programs to be able to use each other to support each other ask questions and just so happened that the group that called themselves is all about the experience that was their motto was coach Coach Alex coach Roberts and coach godell and I think there's no mistake there that that was all about the experience and great job for those three coaches so we've got we've got a group of real special guys we're going to bring up uh we're going to bring them up now with Coach Roberts coach vistoko and our state champion boys basketball squad come on up [Applause] thanks
023Stewie uh so when I first got here six years ago I looked around and I saw a success everywhere uh in school in the classroom extracurriculars every sport in our basketball program was on the rise and there were a lot of great people around our program and I'm just so thankful that everyone was able to work together and bring this state championship to this community the way these guys play on the court it's really sort of uh sort of a microcosm of what this community has done uh where there's literally dozens of people that came together off the court to make this happen and way too many people for me to name but I'm just incredibly proud of our community for coming together Behind these boys I read something Greg Popovich talked about he's a
024very successful coach for the San Antonio Spurs for decades and he talked about how the culture you see on the court is the culture that your players see every day the example that you set and it's not really the example that our coaching staff sets it's the example that our community sets for these young people and there's no place I'd rather be than Victor and this is just an incredible group to be part of and I'm going to introduce AJ query now to come up and say a few words thank you Board of Education out there so uh this is a good season obviously the best of a senior year uh could end but we just like to thank the board of education for supporting us throughout the season and every other team and Victor
025[Applause] IES keep going excuse me [Applause] you could have said more AJ okay I was trying to wait for all these tall people to go away all right so the next important uh recognition is the volunteer committed to service award so I'd let ask Heidi Robb and Mike modleski to come up and present this one thank you [Applause] I'm Mike modleski an English teacher and president of the Victor Teachers Association and a couple of students and ex-students in the room and just what a cool thing to see all of this exceptional talent and it's just this tiny little microcosm of Victor and to Echo what coach Robert said as both a parent a teacher a union leader I just couldn't be prouder to be here um and I'm proud of our staff it's an extremely
026intelligent hard-working dedicated group of people but it also takes a group of committed volunteers and for as long as I've been here we've had a volunteer committed to service award our Teachers Association partners with our Administration to recognize somebody in the community who does great work and this year in a kind of a World's colliding fashion it also happens to be one of my daughter's friends parents well I can't introduce her as a volunteer so I'm going to let her nominator do that I'm thrilled to be recognizing her tonight thank you so I get the honor to introduce you to this year's volunteer committed to service award our award winner Elena camporiali has three daughters that attend VCS one in 10th grade one in seventh and one in fourth Elena has been and continues to
027be involved in our PTSA last year Elena was instrumental in bringing back the ptsa's involvement with we deliver and our field days at VPS each month she also did something to encourage our staff whether it was signs in the adult bathrooms or a sweet treat this year Elena was instrumental in bringing back and even improving some of the PTSA family events she no longer has students at VPS but her entire family was at the primary school to help coordinate the lucky to be loved event Elena's heart is so big and she volunteers so many hours to bring smiles to our students and to our staff although I don't work with her as much this year on behalf all of all of the principals it is an honor to work with her please join me in
028congratulating Elena this year as our recipient of the volunteer committed to service award congratulations Elena foreign [Applause] I feel like I just have to start off by saying when I got the letter and someone called me and told me that I was the recipient I immediately jumped on Google to see what's this award all about and I stumbled upon the list of previous um recipients and I was totally intimidated I was like maybe they got the wrong volunteer but um I just want to say um that I'm so touched to be honored in this very special way and um I really never thought a lot about the time that I give to the district as being something super special because I only give the time that I have to give and I really love doing
029it it's one of my heart's joys in my volunteer work I've encountered and been inspired by Passion and dedication at every single level of the district much of my volunteer time I give to our district is through my work through the PTSA and serving on the PTSA has been incredibly rewarding to me um I'm deeply passionate about supporting programs and events that enrich the school experience for our students and their families here at Victor and I've cherished the opportunities I've had to work with so many amazing leaders um and I'm especially grateful to Cindy Riley and Carol Prescott who have inspired and shaped so much of my thinking about volunteer work here volunteer work is work that any one of us can really do because we really all do have something to give thank you
030so much to the selection committee for the recognition tonight for recognizing my contribution to this amazing School Community it's a privilege to be part of the school community and it's an honor to be receiving this award [Applause] okay Fun's over now we got to do some business um but but thank you to Elena for her volunteer work and to all you amazing students with your exceptional Talent so shall we raise the roof one more time congratulate everybody okay we're going to just take a pause and reconvene in the boardroom certainly you can join us there or not so thank you for being here this evening everyone okay welcome we are back uh like I said the Fun's over now we'll do some business the next thing on our agenda is item four which is our
031superintendent's update so off to you Dr terranova thank you Mr DeLucia a big thank you to all of our students who were recognized earlier um it was just fantastic to stand and sit or sit in the back and watch just so many kids being recognized for so many amazing things as well as Elena uh camparelli uh our volunteer of the Year Award winner uh who I've interacted with many times and is just an amazing adult in our district and we're lucky she not only serve as serves as a volunteer but serves as a incredible employee of Victor so I want to thank our PTSA I have a couple updates first is to thank the PTSA and collaboration with the town of Victor and their leadership uh advocating for increased safety for our families in front
032of our school campus I know that many of you know that I a young man at the junior high was hit by a car about six weeks ago just north of the high school on High Street thankfully he's fine he's doing great but it was a very very scary situation I appreciate the advocacy of the PTSA as well as our Board of Education to look for ways to make it safer around our campus so I ended up meeting with the town of Victor leadership and drafting two letters along with Cindy Reilly the president of the PTSA the first letter is to reduce it was given to the town of town of Victor border board to reduce the speed limit on High Street as well as have improvements in our crosswalk structure in that area currently
033the speed limit is 40 miles an hour between the Lane Road intersection and the Victor Village line that speed limit poses a significant danger to our students so the first letter add Advocates to not only upgrade the crosswalks on High Street especially the ones north of the high school in front of Cassidy Court and Piper Meadows Drive but also to lower the speed limit to at least 30 miles an hour and those two things we are hopeful will make the town significantly through the area in front of our school significantly safer the town is a hundred percent for it Jack Marin the town Supervisor has been a great advocate for this so we appreciate that and then we wrote a second letter this one goes to the New York State Department of Transportation because ironically
034enough it's something that is in most schools but we don't have it here and that's uh school speed zones in front of our building so the other thing that the PTSA and the uh Victor Central School District are advocating for is the placement of a school speed zone not only on High Street in front of the Victor Central School District but also on lane road at the entrance on that road as well and what happens there is a we should be able to reduce the speed limit below 30 miles an hour in that section you're only allowed to have a quarter mile section of school speed zone we're looking for two of them again on lane road and High Street and also we are hopeful that they will put in place even more structures to
035to Really showcase the speed limit and safety for our Walkers as well as drivers and potentially having additional crossing guards in that area so it's a combination of lowering the speed limit creating a speed zone and updating and enhancing our crosswalks across those areas so those letters went both to the town of Victor and the New York State Department of Transportation about 10 days ago we are hopeful that all three of those areas will be fixed we are working collaboratively again with the town and as soon as I have information I'll update the board of education but again thank you to the Victor PTSA the Board of Education in the community for the leadership around that it's really important and uh hopefully it will increase the safety of our students just another quick update uh
036I know that tonight uh there's two major agenda items one is the Board of Ed approval of the uh 2324 budget the other is an update on the planning of our Capital project thanks to so many people many in this room and many uh outside of this room we're in the strongest financial situation we've had at Victor Central School District in years it includes the leadership of this board of education and the community to exceed the tax cap in 2020 and then since then having the district stay within that tax cap and continue to do so in the future but that was a major initiative that initiated a significant amount of revenue for our district and then the advocacy from this board of education as well as previous Boards of education for increased state aid
037which includes multiple meetings with state representatives this board has already had meetings with Senator helming as well as assemblywoman Burns to talk about the state aid situation to try to increase the amount of stay day that goes to Victor Central School District and also trying to deal with eliminating stipulations about some of the expenses being structured towards tutoring and other areas that we could use in a in a variety of of areas outside of that so it's been a great job of advocacy from our board it's led to a hundred percent of the state aid formula shifting over to Victor Central School Districts instead of 50 to 60 percent also great advocacy from our our association leadership especially the VTA to to support that it allows for additions of you'll hear about this tonight editions
038of badly needed Staffing it allows for a very little if any impact on the tax rate of the future for community members it also solidifies our reserves which will have a major impact on our ability to go out with a substantial Capital project later on this year without having with having extremely limited impact on the tax rate so that's that balance of the needs of the community with the needs of a school district and again I just want to thank especially this board of education and previous met boards for their advocacy because we couldn't do it without them so that's my superintendent's update for tonight Mr DeLucia thank you Dr terranova item five is our public participation do we have anyone signed up no we don't no one signed up for public participation item six
039would be acceptance of consent items it would be items a through J on our agenda a first entertain a motion to accept these items please motion by Debbie second by Christopher any comments or clarifications on any of these items oh please you sure I'm sorry I'll be quick uh Personnel agenda a couple things that I want to mention here first of all you'll see on the first two pages at least a significant number of hirings of our of teacher assistants just want to recognize these individuals the vast majority of them are teacher aides currently in our district who've decided to move forward and increase their certification to become teacher assistants which will be a huge support for our shift in special education next year as we really emphasize a a stronger Continuum of services including
040the integrated co-taught model that's going to be utilized much more significantly next year but a big just thank you to these teacher aides who are shifting to teacher assistance and there's a large number of them and it's just a tremendous amount of work on their part and along with our teacher our existing teacher aides who do an incredible job you can't you can't thank them enough I also want to recognize uh Leah Daniels Farren who she's a secondary special education teacher on special assignment She was recently hired in West Irondequoit as an administrator has done a fantastic job in Victor and I want to recognize her and congratulate her she'll do wonderful things for the West Irondequoit community and has done amazing things for our community a big thank you to Leah and also just
041a great person great teacher Suzanne gassman social studies teacher she's retiring at the end of this school year from the junior high school Suzanne's put in many many years and influenced thousands of kids over her time period we're lucky to have her throughout the the rest of this school year and I think I recognize Sheila but I want to make sure I did it's on our agenda finally Sheila Rittenhouse our payroll clerk she's been out for a few months and has now officially retiring Sheila has been in the district many years and is if you know anything about being a payroll clerk it's an amazingly complex job and kind of important to everyone so Sheila did a great job and we just want to recognize her as part of her retirement and last thing that
042I'll be quiet uh real thank you to Lori Fuller president of the um of the uh where are we here Civil Service employee Association or CSEA group on the Personnel agenda is the approval of the contractual agreement between the CSEA and the Victor Central School District for July 1st 2023 through June 30th 2027. uh thank you to Derek Felice Dorothy D'Angelo for working collaboratively with the CSEA and the just the collaboration between the groups to create this what I think is an extremely Fair contract and again goes to the end of 2027. yes that's it that's all I have okay consent item letter F just personally I continue to be moved by the generosity and compassion of our community members who continue to donate to offset so many of the the things that we need
043there was a three thousand dollar donation to offset uh the negative balances for students in the cafeteria which again allows students to not worry about that and and getting their day off right and then um a 662 dollar donation from the I'm reading this Victor baseball booster club to the Central School District uh athletic department and I'm sure that'll be used for great things too and as we celebrate our Sports these are the things that help Elevate our programs to the great levels and that we're at so thank you to their Community for that thank you for those comments anything else I just wanted to highlight a couple things item G I wanted to thank the monitoring task force for their work on updating the shared decision making plans so thank you for that work
044and then item Jay thank you to the facilities committee for recommending some additional things to do in our current capital project so a couple of groups that continue to do some good work for us and make some great recommendations thank you any other comments see none all in favor say aye aye aye any opposed extensions motion carried thank you item 7A is campus news so this is always kind of fun too and informative um good evening my name is Rob DeRose the principal of the Victor Early Childhood school I'm happy to report out on some of the many positive moments that have taken place in our school Community since the last Board of Education meeting last Wednesday was National paraprofessional day I'd like to take this opportunity to thank the many paraprofessionals who provide the
045district our school our students and our colleagues with a tremendous amount of support and help each and every school day their contributions to our school district Community are extremely appreciated and our day-to-day would be far trickier without their daily efforts last week was also assistant principal appreciation week I'd like to take this opportunity to thank all of our assistant principals our Early Childhood school Prince assistant principal Laura Reynolds for all she does and all the assistant principals for their daily dedication their hard work and their tireless efforts to support every child over the course of the month of March our school participated in the great kindness challenge students were given kindness challenges each morning on the announcements students were encouraged to smile at classmates try their best help a friend and so on students also
046brought items in to support the spot at the Vex bringing in over 450 items for our Early Childhood school learners this month we've also had performances by the Rev theater and Mr Tom Knight our students teachers and staff were captivated by the engaging performances by both groups filling the building with cheers laughs music and puppets coming up in the near future our kindergarten classes will be teaming up with our PTSA to complete their kindness rock painting project as we continue to focus on the theme of kindness this year at the Early Childhood school next Wednesday we will be hosting our kindergarten information night at 6 30 in the auditorium this is an event for parents and caregivers to learn about the important kindergarten school year if families are not able to attend the information night
047will be recorded and made available on the district website in the days following the event finally I'd like to end with a story this afternoon I had a brief conversation with a substitute who's new to the district after a long day it was hot out today and warm in the classroom she came into the office smiling and I asked her how the day went being new to the district I was curious what her thoughts were she shared that it was such a great day and that the ECS is such a warm and welcoming school and everyone in the building was so kind I shared this story because I believe it's a reflection of the hard work that both are building the other buildings in our district have taken this year in a directly connects to
048the building and District goal number one to create a welcoming safe and inclusive community where all members are valued and the wellness of each individual is at the Forefront thank you thank you good evening everyone I'm Heidi Robb the principal at the primary school in the next couple of months all of the students at the primary school will be going on a field trip I want to thank the Victor Education Foundation for funding an opportunity for our third graders to go to the Eastman house and then PTSA is helping to fund our second grade trip to Mendon Ponds and this year they have some added excitement to be able to go to Wild Wings we are excited that our students have this opportunity and appreciate our greater School Community with the funding thank you also
049to the board of education for recognizing the importance of field trips and adding that to our budget for next year these are learning opportunities that students remember for a lifetime in March many of our VPS students participated in their very first ever District orchestra concert as the students were filing in it was apparent that our youngest musicians had the longest line they just kept on coming through that door one of my favorite parts of the concert was watching their faces as they heard the other students play the big kids they were in awe the concert is such a wonderful opportunity for the entire music Community to come together and I want to thank all the teachers for their hard work on that concert day but also throughout the school year it's so evident of the
050amazing talent that we see through the years it was also wonderful to honor Mrs Joanne Lowe who will be retiring at the end of this year the students presented her with 520 flowers one for each of the students in our Orchestra program this year probably close to all of those 520 students among hundreds of others have been impacted by her dedication to our youngest musicians in our Orchestra program thank you good evening I am Ashley sicola principal at the Intermediate School bis recently completed a two-week fundraising event named play toys for polar bears the event was led by one of our fifth grade teachers Jamie Condon who helped the fifth grade classes organize and lead the fundraising efforts as a real life extension and application of their learning about zoos the event the event raised
051over four thousand dollars for our local Seneca Park Zoo the funds will go towards a series of animal enrichment items toys and also help to purchase water DNA kits as part of the conservation efforts by the zoo the students did an incredible job organizing advertising and leading this work as they are motivated and invested in advocacy prog project last month our Vis Building Council in partnership with our Victor PTSA hosted a viewing of screenagers growing up in the digital age this award-winning film probes into the vulnerable Corners a family family life and depicts messy struggles over social media video games and academics the film offers Solutions on how we can help our kids navigate the digital world following the screening there was a facilitated panel discussion of additional ways to support students and families in
052managing technology use our Vis Building Council is a shared decision-making team we meet once a month at Vis to plan Implement Monitor and evaluate decisions directly related to improving student achievement as well as students physical social and emotional well-being the committee conducted a technology survey last year and the results revealed that over 65 percent of parents reported some level of challenge managing technology within the home to support this conversation and challenges the committee in partnership with the PTSA hosted this event the council recognizes the need to facilitate dialogue regarding technology social media and other challenging topics students Partners students parents Guardians teachers and staff members are facing today we look forward to hosting events similar to this one in the future to continue to partner together and I think most importantly learn from each other
053to best support our students finally last month many of our music students across the district participated in Solo Festival and prepared and performed a piece of music for feedback from a judge following the weekend the intermediate music department hosted a special night celebrating 35 Brave Vis students as they performed their solo Festival songs at a recital for families and friends March was certainly a special month for our music department at Vis and in the district thank you thanks good evening everyone Brian here the principal of the junior high school as I mentioned last month uh part of our our work to kind of speak to Rob's Point earlier about meeting the goal of uh inclusive and welcoming warm environments was to get involved with listening circles at the junior high school and so we had
054an opportunity to do our first listening circle with our faculty before the break we're members of The Faculty came together at the end of the day and they had an opportunity to share in a very safe space their observations around our culture things where we're strong in areas where maybe we can improve and I'm happy to say that next week we're going to be doing the same thing with students who've signed up and students signed up in a variety of different ways some have signed up and as individuals just to come with whatever Collective group shows up and they're comfortable talking in front of anyone others signed up in smaller groups for lunch bunches with a few of their friends so Mrs Westerman and I are going to be spending time next week after school
055and during lunches meeting with groups of students and a very structured non-threatening way just to hear their voices is about their experiences in our building we will bring that back to our faculty and staff and that will help inform some of the work that we do moving forward so we're excited to kind of add that it'll be a new piece for the junior high school in addition to that we do have a couple of great upcoming events our music department is very excited about the Mark Wood experience which will be next weekend so if you haven't gotten tickets yet or you haven't kind of gotten signed up for that it's a great opportunity for our kids to get a chance to play with a really professional touring musician who kind of shows where you can
056go if you're learning something like violin or a classical instrument some real variety there so he'll be working with our kids quite a lot on Friday and then the concert and experiences on Saturday and then shortly after that I want to thank the PTSA for once again helping support Jared Campbell coming for an all-school assembly which we're going to also tie into some of our SEL goals and that will be on the 20th 27th I believe I'll be posting that through parent score shortly if I got the date wrong uh and then the last thing I just want to do a quick public thank you for Colleen Dix Colleen Dix we just recognized her as a retiring not that long ago and she stepped back in to help us out in our Spanish classroom she
057couldn't stay away and I think that just again speaks to the culture of the teachers in our building that we have a lot of folks like Colleen Eric Everhart and others who continue to come back all the time and pitch in and help each other out so I'm very proud and I want to thank Colleen and Eric and all the others who spend their time coming back after they've retired have a great night thank you hi everyone Brian siaso I'm principal of Victor Senior High School a few updates uh from our building for this month on Friday March 31st the last day before the break uh Victor once again sent a contingent of Representatives to the Rock to change Summit which was held out in Gates we had 10 students a company social studies teacher
058Mr Todd Forrest assistant principal Mrs Jen Grimes and Mrs Leah Daniels Farren to the summit and I was able to visit for a few hours Rock to change inspires and empowers high school youth across boundaries of geography race and life experiences to become effective change agents um they elevate the authentic voices of our youth through student organized region-wide student Summits on race and experiences preparing them to create anti-racist movements within their home schools and broader community and I'm proud to say that Victor is going to try host the next Rock to change Summit in November along with East Rochester and Wilson commencement high schools so we're very much looking forward to that and speaking of rock to change I also want to Echo what Dr Terra Nova said and thank Leah Daniels Farren for her
059service to our to our district in many ways she has been extremely instrumental for the Dei work that we are undertaking in this District right now she was very much a driving force behind that I want to thank her for pushing me our entire high school and our district forward and how we approach our ability to serve recognize celebrate and accept all people for who for who they are so a huge thank you to Leah and two final things I want to thank our two class advisors senior class advisors English teachers Mr Joe Kerry and Mr Mike monoleeski for a fantastic senior trip last month we want to Boston for a few days we brought 265 students and about 25 chaperones we've never brought that many before I had a great great trip to Boston
060so I just want to thank them for their leadership and for providing the seniors with a great experience and I also want to thank the board of education for visiting the high school yesterday for stopping into approximately a dozen classrooms or so the teachers were definitely energized and I just want to thank you for your time and commitment to coming in and seeing the important work that they do every single day so appreciate that and thank you Dr terranova for visiting as well great thank you okay so there we have campus news brought to you by our friendly building administrators always hear something that makes me that joyful and happy person you see before you [Laughter] know looking forward to the basketball game I'm not sure I'll let you all know that's not something that
061I think likely I've tried to follow the steps inclusive excuse me with everybody I don't think uh foreign uh be able to sit in the meeting negative things that can be addressed as well and those things have been addressed for the next person may not have the resources to get my point across and again well thank you for your comments um do we have his we do have his contact information correct Maureen I don't 503-7943 okay we we do have yeah we'll look for it I can make sure that the board has that information sure absolutely yeah thank you for your comments I I did give you privilege of the floor out of sequence but uh felt that it was important to hear from you so thank you um where am I what's my name
062am I here okay we are now at 7B Capital project update turn it over to Mr valise our assistant superintendent for business thank you everybody uh as Dr terranov said my name is Derek valise I am the assistant superintendent for business uh today we're just going to give you a couple of project update uh as we're getting further and further along in the prog process so today for today's agenda we will review the current proposed scope list talk about the financial implications of The Proposal then we will seek a board of education feedback and then we'll start explaining what the next steps are so the current scope we start with the theme so we when we were looking and making decisions on what to include in the capital project we went we kept coming back
063to these five themes one is a to address the existing infrastructure of our facility such as the roofs the parking lots and our elevators address a portion of our space concerns within the district there are significant needs within our district in regards to space and we're not going to be able to accomplish all of them but we believe that we were able to accomplish some of them with this proposal addressing Safety and Security infrastructure and expanding parking creating warm and welcoming facilities and addressing the ability to maintain more consistent temperatures in the buildings classroom through HVAC controls and heat generating systems so the ECS uh well in every building you're going to see PA clack system upgrades that is part of our Safety and Security is a way to notify everybody in the building of
064anything that's occurring so outside of the PA clock system upgrades the two other big things would be uh parking lot expansions in the main office and the entryway the front steps make it more accessible and creating a larger space in the office to allow parents in and create a larger workspace in the primary school again they have the PA clocks but they their big needs was again redesigning the layout of their main office so it is more conducive for how they work and then addressing the bathrooms and the both students and staff bathrooms they're dated and in need of repair both tiling and fixtures in the Intermediate School we are looking at a proposal of an addition two additions at the Intermediate School the first would be a five classroom Edition on the north end
065of the building along with expanding the cafeteria out towards the Junior Senior High the the intermediate school as well needs some Renovations inside both the student and staff bathrooms when you walk in some of the the heaters on the wall that are starting to rust and they're just not very warming welcoming environment we have events that happen in the intermediate school and that is uh what the bill what our community sees when they use our facilities our Junior Senior High has had the most needs largely space needs so in the Junior Senior High there is a proposal for a one-story addition that would connect the Three Dog legs that face High Street that would be the Junior Senior High and then in addition there would be addition to the Junior High cafeteria several years ago
066there used to be a quiet cafeteria we have absorbed that for office space and now some students with sensory needs are just looking to accomplish homework the the cafeteria is too loud and it's hard for students to concentrate in that environment so there are two additions also throughout the Junior Senior High the student and staff bathrooms need to be renovated and there are some roof repairs that need to happen in addition because of the location uh turf field number seven there's there's a recommendation to turf field number seven put up security fencing and a sidewalk that would allow the field to be more accessible for community members with mobility issues um and uh linear sidewalks that would connect those athletic fields over to the high to the high school we actually had a traffic study
067done in October with aerial drones and people counting the cars and that was the biggest need and uh our traffic pattern addressing for safety concerns we saw students Crossing in between cars and there was blind spots so the the sidewalks will provide a better line of sight and a safe way for students to access the buildings from those fields so the biggest part for today's conversation is to talk about the rationale and the justification for the classrooms and support space so overall in the last 15 years I have special education population has doubled it was 3.3 and it's around seven percent right now and in addition to the rising number of classification of students the district has initiative to start bringing those students from out of District placements back in District that promotes an inclusive
068opportunities for the students with disabilities when you bring those students back though you need a place to put them so part of the addition would help our our special ed Continuum and help have a classroom space for the special like students and in their Intermediate School in a single classroom they're breaking out the classroom to hold special ed instruction resource room and ICT all in the same classroom our English language Learners has tripled over the last three years and they have special needs and they need a space to be able to address those needs and educate those students we have seen an increase in economically disadvantaged students in 2008 we had 10 percent of our population today we are at 27 of our student population that qualifies for free and reduced students in doing so
069the district via the the board and the budget have increased the number of social workers we have actually doubled the social workers over the last three years but those social workers need an office and a dedicated confidential space to work with those students and so as in our current footprint we really have been making do but they don't have adequate space to address those science curriculum so with uh the shifts of Common Core um there is the classrooms are not really conducive for instruction for example in the intermediate school they have limited access to water materials for storage and electricity for probe wear and Technology in the Junior Senior High they have a classroom and then a lab space that is separate so in the new space it would be a classroom lab a conjoined
070space so uh that would provide a more robust science instructional environment we currently have a work based learning position in the budget for next year and we will figure out in the meantime but we will be creative in the meantime of what space this person would be working out of in the meantime and then room utilization the cafeteria the intermediate school begins lunches at 10 A.M and I think they go until 2 p.m and they are cycling about a thousand kids through that space during that time so some of the times that the kids are afforded to eat lunch is not ideal uh the Intermediate School also has 10 classrooms that are doubled up limiting instructional uses and flexibilities throughout the day and in the Junior and Senior High there are 55 classrooms based off
071of the black scheduling that have different content area in there throughout the day and the different content area requires different needs of the classrooms and different layouts so this is the staff has been wonderful working through it but this is to provide a better learning experience for all students and make life easier for staff uh in this beautiful building in front of you is our newly acquired a 200 South High Street which is now the Victor Learning Center it is uh and when we talk to the community about it we we told them that we would have two million dollars set aside for renovations the renovations would include the parking lot and everything inside so overall the total cost for the proposal is just shy of 75 million dollars with the largest bulk addressing the
072space needs in the Junior and Senior High in the Intermediate School so the financial implications we have today we were talking in the facilities committee and we would like the the board to have a little discussion about this today um so we're we're passing around three options right now so the first option would be a proposition that would be all-encompassing of the the scope list that was just provided for you with our estimated year and capital reserve balance of 17 and a half million dollars we expect the cost of the community to be to be about ten dollars per month per three hundred thousand dollars assessment this is a this is a large thing to do with how the state aid calculation is done with additions versus not so uh we have an asterisk down
073there we are currently working with the state ad facilities Department to to justify the not to justify but to explain the needs of the additions because right now the formula for New York state is a very cookie cutter formula that doesn't take into local needs so a district that may Outsource a lot of special ed or ell students they have the same number of classrooms as Victor so we have to justify and explain to the state we are looking to bring these students back in districts so therefore we need additional classrooms so uh Mrs Fincher and Mrs Ryan over uh the break in April was able to work with our architect Mr Phelps from swbr and we have filed paperwork with New York State education department which will hopefully allow more adability to the additions
074in addition there are some debt from prior capital projects that will be falling off during this time period And depending on the eight ability from New York State and the debt falling off there is the potential that that 10 a month will significantly increase based off of how much the state is willing to Aid I mean decrease I'm sorry yeah definitely decrease yes no if we get more into what it cost us more money sorry about that yes yes before you move to move two dollars a month for a 300 000 assessed house so if houses are assessed under 300 000 so like in the two hundred thousand dollar range hundred thousand dollar is it still it would be lower than yes 3.33 per 100 000 assessment okay thank you and that's a high-end estimate
075yes and that's based off of when we worked with our financial advisors because we don't have the tax roll numbers for this upcoming year we are using the current assessments from June 30th of last year so and another thing that could also help lower that dollar amount is the growth of the Farmington that we're we've explored the enrollment needs so as those houses start contributing taxes the spread of this debt over the new uh homes that our community will also lessen the blow but we can't speak to how much that impact will be until the houses are developed houses contribute to the tax correct even after the first year it can continue to dwindle down as the community grows okay thank you yeah the eatability would come before we propose it to you so um
076today we're not asking for you to make a final decision we're still working with the state to determine how much it will talk because we wouldn't want to go out to the community with a proposition full of empty promises that we can't deliver any questions on the scope or the the justification or financial implication uh well I should I'll keep going into the second option so the second option is that we could uh reduce the scope and with talking with our financial advisors they believe that we would scale back our additions by about seven and a half million dollars because right now they're going off of the fact that those are drawing absolutely no Aid um but the reductions could be problematic so we were actually as a committee developing the scope we were looking
077and trying to scale back what these additions may look like um specifically at the Junior Senior High but if you were to shorten the length so it's not touching the dog legs of the the wings that come off the building it starts to create blind spots on the perimeter of our building or opens up a courtyard where people can access the existing entrance to the senior Junior High depending on where we shorten it so we the belief is that the reductions could become problematic if we were to do that and then the third option is to give the community the option have two propositions one where it has zero tax impact and the 7.5 million Edition as option b obviously option b or option two or 3B cannot happen unless 3A gets approved because we
078can't just do seven and a half million dollars of addition so we have three options that we're available so uh today the facilities committee met and we discussed these options and it it is the recommendation from the facilities committee to move forward with option A it while that was the recommendation to the board of education but at the end of the day the decision is up to the board of education so I'll turn it over to you guys option A you mean option one option one sorry okay don't confuse me and again this is uh a conversation the board doesn't have to make a decision tonight we still have at least another month before the capital Project's finalized okay I'm going to begin if I may um based on what you presented tonight Derek I
079see that the um additions and expansions are justifiable based on needs of our students especially specific populations of our students so I would lean in the direction of option one as well knowing that the possibility of additional Aid could reduce that amount of increased taxes and the fact that Farmington is growing and I know that because I sit on their planning board and you know over the past few years we've had like 200 housing starts a year um that could significantly contribute to the tax base and reduce that amount as well so that's where I'm leaning I think with option two um it seems like a security issue that would be problematic having access to doors that really shouldn't be accessed if we don't bring out that Edition on the Junior and Senior High School
080all the way so I think based on that and knowing that as part of our strategic plan we're really focused on you know safety security welcome environment I to um really in favor of the first option of the three I'm going to jump in and as a representative of the facilities committee first of all I need to thank so many people who have worked I mean Mr valise put together a program for us to see tonight which summarizes hundreds of hours of work with committees there was a survey to all of the staff what would be your big dream I mean it starts really started with the very people that it's going to impact the one thing that I have it the number looks shocking but I have to share with you there is nothing
081frivolous going on about this project everything that's in there has been thoughtfully considered has been rendered how can we do it more efficiently how can we meet the needs of our inclusive students I have never seen a more dedicated committee in terms of where are we now and where do we want to go I think what struck me most is we have an ongoing space issue a current space issue that we're not just trying to plan for the future we're trying to you know we've met the needs and the and the request of the community to bring in more Professionals in terms of meeting the needs of our mental health of our first students but we've brought all of these Professionals in I think in our one of our slides in another presentation we've hired
082over a hundred new staff members but we haven't increased the footprint of our campus so now what's happening is where I mean as I look around this beautiful space that we're in in two corners of just our space there's accordion walls creating many classrooms but it doesn't provide privacy if it's needed and I think there's just such a great demand and I again I want to thank the committee and all of them I mean I know I would leave people out so I don't even want to start listing but really the hard work and dedication of seeing a vision for safety for academics for all of the thing that all of the things that we do every day for our very clients which are our students and um I'm deeply proud of this district and
083the work that's going on so um if I need to put my two cents in I absolutely unequivocally with no reservation say go with option one I have a common questions um we we solicited for a survey to determine our population growth student population growth and it indicated they would be flat that's correct so we're now asking to put additional classrooms in and that to me is showing due to the 55 shared classrooms and the 10 shared in the intermediate that we are still as a district catching up to the needs of our students we're not we're not going out for what's going to happen we're taking care of today and with this Capital project it's going to be several years before it comes to fruition and finishes up so we still have 250 to
084300 students or so for each class that we're going to be addressing this issue on their behalf and I still as Mr DeLucia pointed out drive through Farmington and it's yeah the neighborhoods are just springing up all over so I I think it's a very prudent decision for the community to support their current population and your population of students going forward it's um our educational system is based on community support it has been it is now and it will be in the future and that's really what our our country was based on our Victor Community Victor Farmington Community it's all been Community supporting those who are going to be our future for tomorrow I mean what's that it's a it's a big ticket to swallow but it just allows us to catapult into opportunities creative
085use of spaces and different I mean there's new curriculum coming through it allows flexibility um it and you know we we mentioned it in the facilities meaning if we were to look at our student population upk-12 it would be hard to find any student that wouldn't be impacted positively from this in whatever fashion and and many of these students would be impacted in multiple ways um starting with the drips that won't be on our heads right those roofs we've got to keep up with the roofs but uh I mean it's it's again hard work a lot of really good work for many many months this does not come lightly and it's with great risk shock Factor but there's nothing in here that's not needed and well deserved for this community but I think too um
086you know several of us have said over the years just how much the staff does with very full plates and we're you know there have been things that this board and previous boards have you know taken to increase staff increase supports this is another way that our community can support our staff who you know do incredible incredible work each day with very full plates hearing you know these shared spaces in the Junior and Senior High School it's just as an educator myself I I cannot imagine those additional challenges of sharing a space that maybe you know for math in one block and you know English and another and just you know having that on top of all of the work that our staff already has I think it's imperative that we that we get this
087done also I think there's a cost Savings in doing it all earlier because as we know there's an escalation of costs as things go on so I mean you know putting projects off in the future I don't think that's going to be a cost savings for the district absolutely if not we know it's inevitable so it's a matter of fact it's going to be a bigger cost to the community in my opinion to put it off in the future and not just the community our current students and the cost to them and the loss of time where they could have used it the staff could have instructional space instructional space for them that's appropriate and for students right so all or there's no savings to us in doing that it'll be an additional cost in
088addition the use of it not happening absolutely and in anticipation of these future spaces being available we can start sooner in developing creative and functional ways of using those spaces in all of the summer curriculum and staff development work knowing that this is going to be on the table and that we're fully committed it gives them time to prepare for that so it's only it's just going to get better and better okay other comments and and to lend to class sizes I mean you know when you have a lack of space your class sizes might be a little bit bigger and there's all kinds of research that if if we can get down to a reasonable level of class sizes and by having more space we're able to do that that just benefits our students
089or even programming that is that capacity right now due to space constraints which we you know here firsthand from teachers based on our building tours as a group so all things to consider I just want to add to my prior comment concern about the 55 and the 10 is that as we address the social and emotional needs of our students if if they have a teacher that they feel most comfortable with who's just pushing a card around and they don't have a safe place to go to um that to me is is huge when you don't have that opportunity form isn't I mean it may seem Petty in 75 million dollars but we're trying so hard as a district to address those student needs that having a ground Place grounded place for the students to
090go to is huge I think and just morale for from a staff standpoint as well having a home base and it's great that we share I mean you know that that's important but I mean it would be nice for staff to feel like they have roots and not have to turn over spaces um as blocks move on throughout the day um other comments I think you have a sense but go ahead Eric if you would go back to the slide that that's no one more please nope nope where it shows options two and three oh sorry sorry thank you so the first thing that I heard in your presentation not first but one of the things that was very resonating for me was getting our students back on campus that were Outsourcing and so I
091think we want to talk about culture and Community okay let's check that box right there that that's a primary focus of ours the when we overrode the tax cap years ago one of the things that got tabled because we couldn't go even higher was Safety and Security and I think if you go with option two we're gonna have Safety and Security issues again so it feels like we're just kicking it down the curb and to your points it's only going to be more expensive when we do it later if we're positioned financially to to do it I think option one is is massively obvious for us and the point about you know the for a teacher that they're pushing a card around and does a student have a safe space to go the culture that
092we create for our faculty and staff creates the culture for our students because the faculty and the staff are the ones who create the warm and the welcoming and the supportive culture in our buildings so again I think it's a derelicted duty on our part not to really push for hey this advocates for the for the adults who help create the culture for the students to live and breathe every day as well as the adults the other piece that I jotted down to from the security the academic piece which is which is Paramount I do always ask the question of is it enough is there something else that is you know it as efficiently as facilities and everybody involved in it has created this list was there an obvious and I don't know that this
093is answerable now was there an obvious thing left off because well two million dollars more would just be too much to swallow which and I don't know if that occurred because is that and I'm making up a number of two million is that two million well by the time we get to the next Capital project is that an eight million dollar cost so is this as complete as as you want it to be and the teachers to your point and the faculty staff the nurses the administrators have made it work and I think it's time for us as a as a board to continue for us and the community to make it work so that the teachers can just go do what they do best and that's educate our students and and be there for
094them so I think it's it's incumbent upon us and this group to really push to make it work so they don't have to be worried about making it work yeah to your point Dr Parks I would say that over the next few weeks as we hopefully get more finite state aid numbers from New York uh we can then we will take another Deep dive into the entire project see if there's anything missing see if we're able to access anything else uh and that will be our job over the next couple weeks two to three weeks so that again if the state comes through with a timeline we'll have better data on the aid ability of the project which then can be presented to the board in May uh uh and so we'll we'll take a
095look at that thank you okay anything else so I think you have a sense of where this board is leaning um continue the good work you do great thank you so next step um on March 31st right before break Dr terranova sent out as part of his weekly update to staff a presentation that was Prior recorded by Mr Isaacs over in the corner of uh we where we shared with staff the proposed list that you guys saw today and in addition we sent out a staff survey that accompanied it in the last day I actually got 10 more response so we're up to 43 responses and these responses were shared with the facilities committee earlier today uh updated Capital project as Dr Taran over was our updated Capital project information will be shared with staff
096between this meeting and the next Board of Education meeting and then the capital project scope will be shared in public public session as actually was saying in the May Board of Education meeting with potential approval by the board at this meeting um judging by the current state timelines just in all transparency it does not I'm not feeling extra confident that it will be happening in may just throwing it out there we're still waiting on the budget so just it may be June but currently right now we're we're going to try to push the state as high as we can to get those answers for you in May the goal is to have a public vote in mid-july this day could be changed based off of the state ad facilities planning time constraints if the voter
097if the vote passes the district will enter into a 12 to 18 month design phase where 200 South High will be prioritized actually we may even get that done prior and get construction underway immediately for 200 South High following the design phase we enter into the bidding process where we solicit for requests for proposals and except bids by the Board of Education groundbreaking would occur approximately summer of 2025 with the completion of Summer of 2027 and unfortunately we have a great team that's been able to get some feedback from the state so we will continue to push the state to get us an answer as soon as possible so we can bring the best to our students and our staff here Derek can you buy that you just set up so with the completion and
098summer of 2027 if this project goes forward and the community votes for it and it begins this timeline are there um are there items outside of 200 South High Street that will be expedited thinking about like the space needs in the Junior and Senior High School specifically or like the cafeteria in the Intermediate School like how are those is that based on like construction timeline or is that just we can prioritize what happens when so there's going to be a lot of design phase so we're going to evolve as a district between now and then and some of the the spaces that we currently have slotted for that may look different based off of the needs and programming needs so we got to get into a design phase and then we will start breaking ground
099in the addition so then when we are ready to retrofit the existing offices we have a space to put them so it will be phased out there are a couple other small hanging projects but the additions because of without limiting and restricting education and instruction during the school year it will be strategically timed we will work with the architect and construction manager to try to not burden students and staff with the construction as much as possible so with the additions and losing space for it it looks like we are going to focus on building the addition move the classrooms into the distance and then renovate the existing using interior space yeah thank you yeah yeah so the additions would be the first part okay okay anything else thank you again I'm all set okay you're
100waiting for me to tell you that we're at 7c for adopt the 2023 2024 budget so we'll begin with um your review and then I'll ask for a motion okay um so not much has changed since we spoke last but we'll give you an update of what has happened and it will be really quick and brief here so we'll go over the goals of the budget update on the projected revenues and expenditures tax implication and the budget calendar review as a goalsa budget is always to maintain the comprehensive education that our community has come to expect improve the alignment of our resources towards the district strategic plan maintain the stabilization of reserves maximize the use of every dollar spent maximize the ability to generate eight in future years and transparency so our projected expenses no
101change but we did as a reminder we did add 24.9 ftes from the current school year to next year a lot going towards the Strategic plan as identified as our goals uh let me just add can I add to that last slide sorry Derek uh just because this is the opportunity for the board to approve the budget I want to just quickly clarify it's similar to what Derek said so the the 24.9 ftes plus the additions in the asterisk those are all tied to the Strategic plan there's also a strong correlation between the Staffing increase and the capital project you just heard about so for example major I would say there's six major aspects to to the Staffing increase the first is special education and student services we're bringing more students back to the district
102we actually have a higher than normal number of incoming kindergarten students that need significant Services coming in next year we're adjusting the programming from from all consultant to a integrated code taught and consultant model which is going to take space we're also adding significant social emotional and mental health support across the district and as somebody is one of the board members said when he had this many staff you need space for them to to work but this includes the tutoring center at 200 South High Street and also a full-time drug and alcohol counselor to work with our students not just at the secondary level but do proactive teaching across all levels so that's number one a huge a major aspect of that is in pupil services we have enrollment we do have an enrollment increase
103in specific to the intermediate building which is another reason why that impacts the the facilities and capital project for that building we have comprehensive programming increases in music art World languages and extracurricular activities across the district that Staffing is going towards that we need to increase our substitute Staffing to support uh our students on a daily basis additional security for the elementary level that will really beef up the entire security staff to a level that's even more appropriate for a district our size and one specific addition I want to mention is the career coordinator position which would be a full-time position at the high school would expand our career center which is again one of those Capital project needs and give opportunities especially for our kids in Junior and senior years to have a much
104more expansive experience in internships across the community and somebody who can really guide our kids whether they're approaching College military or work experience After High School so I didn't mean to take too much time but I wanted to kind of clarify that 24.9 because every single piece of it is Justified and needed as we move forward thank you so year to Deer year uh we are looking at a 10.9 which is 9.7 million dollars the largest driver of that is uh our contractual raises uh natural inflation due to supplies of materials equipment and 24.9 ftes in addition the district aligning resources we instituted a capital outlay project which will help address some of our facilities needs while generating quick return on with state aid and investments in there projected revenues no changes except for the
105state budget so a pair of the New York state constitution the budget is due April 1st April 1st fell on a Saturday which mean meant it was due on April 3rd on April 3rd we were eagerly waiting to see what would come out and we received an extension until April 10th so when we came in on April 10th we were waiting until just after noon around one two o'clock they extended the April 17th so unfortunately today we're I'm we don't confidently we can't say with you with a hundred percent confidence that our state aid is what we project it to be but what we do what we can say is that there are three items holding up the budget currently and none of which should impact Educational Funding both the February and March State 8
106Governor state aid run reports had the same methodology of fully funding state aid we did see a decrease in the March one but that was because of updated enrollment numbers not because of a change in philosophy so therefore we we feel pretty confident that the state aid numbers will remain as presented to you uh in the previous meetings so going forward we have an increase of 9.7 million dollars in Revenue which is 10.9 percent but one of the big things is that we are we have eliminated the use of savings in this budget because we we fund route savings at the end of the year and then we tap into them the following year to balance the budget and we seem to just be coming in a secular pattern so now we are able to
107start saving up for capital projects so that we can present these capital projects purchase buses with less impact to the community now that we're not dipping into the savings that we fund every year so that's a that is a huge step forward in our budget as well so year-to-year comparison we see a 10.9 increase budget to budget only a 2.8 percent increase in the levy large largely due to the state aid fully funding the foundation Aid formula but we'd only believe that the tax rate uh increase will only about be 1.26 percent and again as we've mentioned in previous uh meetings that we this may be reduced because the tax rules are not final until June 30th 2023 when we run a preliminary tax uh calculation for the the rate per thousand we use the
108assessments from last school year and then we enter in the same information as if we do the calculations so that tentatively could decrease again after uh the board adopts budget in August uh per requested last meeting we see a rate increase of 19 cents per uh per 100 000 or per thousand dollars which the annual increase is 19 per 100 000 a monthly increase of a dollar 58 a month per hundred thousand dollars and a 1.2 percent increase again these are all tentative until the board adopts it in August and to what Dr turnover or in the facilities committee you guys mentioned that increase of 108 ftes and we've been able to do that while saving additional money so we have 34.76 of our budget in reserves while maintaining a stable tax rate So currently
109with this school tax year we are still lower than we were in 1920 and with this we could potentially stay right around that same dollar amount once the rules are assessed so uh through the advocacy of this board with getting the aid that we needed and pushing for overriding the levy a few times um this this chart speaks to the community in the Board of Education and the work that we have done over the last several years any questions about the budget before we go into a review in a vote no questions no no questions okay then I'm going to read the budget adoption resolution and then ask for a motion and a second so resolved that upon recommendation of the superintendent the proposed budget for the 2023-2024 school year be approved as submitted for
110a total of 98 million subject to approval by the qualified voters of the district at the annual vote and election on May 16 2023. I'll ask for a motion please move by Christopher second by Daddy we're competing for these okay I will ask Maureen to do a roll call vote please or no if you're in favor of the budget or not in favor Trisha yes Debbie yes Elizabeth yes Tim yes Dr Parks yes ma'am Lisa yes Kristen yes emotions carried thank you congratulations to our community thank you for that appreciate the work Derek thank you so much work there so now that the budget is adopted our next steps so tomorrow is the last day for any prospective candidate who would like to uh pursue a position on the board of education that is due

112time I had one question here in here for a they'll be available obviously we had to approve the budget tonight and then we have to get the candidates that goes yeah it'll go to the printer on Monday I'll have absentee ballots probably by the end of the last week of April and does an individual just need to they can reach out to me email me okay do individuals who need an absentee ballot have to request it personally um like can you pick one up for someone who is unable to get out on behalf of that individual typically I usually have the person reach out to me that they need one and I can mail it to them okay someone can pick it up but I I always verify their registration so I can't just hand
113them out I just I have to go through the process and make sure they're registered vote okay thank you okay thank you uh next item 7D rescind the following field trip senior high school art Club to New York New York on the 21st through the 23rd of this month you all saw the note about that letter about that so I need a motion please Elizabeth Elizabeth second by Lisa Lisa any comments questions all in favor say aye aye aye any opposed no ocean carried you're confusing me again item 7e approve the following field trips we have two trips senior high school cheerleaders to Honesdale Pennsylvania from August 24th through the August 27th to participate in cheerleading UCA camp and the French trip for grades 9 through 12 to France from 326 24 to 4 6

115going to say thanks for being here once I'm sorry that's it the emergency procedures though too the evacuation I mean they need to know that right away right well that that comes uh second after welcome welcome and if we have to leave this is what we do yes right so that's that's the reason for the changes to this board meeting procedure so if you are all okay with it we'll bring it back all right okay you don't actually I mean if we're good with it in the juxtaposition what is consensus to move forward you could do a one in and approve it tonight and then I can adjust the agenda for the main meeting if you want to do that I would recommend that right now as we all agree on it make a motion
116make a motion motion by Christopher Kristen Kristen all in favor say aye aye aye any opposed any abstentions motion carry thank you thank you thank you Mr delisha for those changes yeah that sounds great good okay good uh let's see now what do I do meeting reports item eights I have not been to any meetings lately who would like to comment on any Monroe County School boards committee reports information exchange coming up next week next week right yeah how to be a highly functioning board and I saw that come through as well okay um standing committee meeting updates I wanted to offer being part of the Dei diversity equity and inclusion the last meeting we spent a good amount of time trying to Define what it means and that's was a pretty deep exercise it
117took a lot of conversations and we aren't even there yet but the committee is trying to is not trying to successful in bringing this whole process through a very orderly and thoughtful process for the district my two cents thank you the comments see none item nine reminds us we have a special board meeting for the Wayne Finger Lakes BOCES admin budget and annual election vote April 26 time to be determined I'd like to try to pinpoint that tonight if we can a little bit this is a literally a five minute meeting we can do it early in the morning you know 7 30 7 15 we can do it at night five o'clock it's literally just voting on the administrative budget and um they're board candidates does it have to be in person it does
118because we you we can't meet via Zoom okay we haven't adopted the policy for that so um literally I need a quorum and you tell me what works and I can you know we can make it work anytime works for me on that date I'm open also yeah I agree I can I can make any time work my son has his first chorus concert that night and it was rescheduled and it starts like we have to be with them in the cafeteria at 6 15. do you want to do in the morning we could do morning I mean if people wanted to do morning how early can we go you tell me depends on how early I can get out of bed yeah I mean we may not get it I could pick you up
