any fire department vehicles thank you now maybe it'll look like I know what I'm doing number two approval of the agenda promotion please Elizabeth second Debbie hi Debbie any comments or questions on tonight's agenda yeah hearing none all in favor say aye aye aye any opposed carried thank you item three superintendent's update Dr terranova please thank you Mr DeLucia good evening everybody um I'm just going to give a quick update on the conference that I attended uh this past weekend and then Monday and Tuesday it was the New York State superintendent's conference in Albany New York and I was very pleased that the presentations were excellent overall I went to multiple presentations but four stood out to me in terms of excellence and and really you know struck me as something that allowed me to
think deeply about you know where our district is and what things that we can do one of them was around student voice one of them was around dealing with conflict and two of them were around equity and inclusion and what I noticed about all four of these is they had a common theme they talked a lot all of them talked about this concept of make sure you make sure that we utilize voice and understanding perspectives across different viewpoints which then leads to awareness and empathy in terms of understanding people's feelings and beliefs which ultimately can lead to better accountability coherence and coherence of definable action steps in whatever Endeavor you you end up doing or moving forward with so I'm just going to quickly update you just on some things from each of the four
presentations but really they tie into this concept of voice perspective and then accountability so student voice is kind of self-explanatory it was done by a professor as well as the actually the president of the New York State superintendents Association Martha group and they talked a lot about a district that has significantly worked on giving agency and listening to students so that kids are not just doing school they're immersed in school and she talked they talked a lot about voice which leads to agency which then leads to leadership and taking action to support students and their voice around their perspectives especially those students that may be marginalized versus a district that stays neutral around a student's perspective especially those that could be marginalized and really empathy and perspective was the theme from this presentation dealing with
conflict was done by a professor from manhattanville college who basically this is his life's work and and really looked at conflict as a positive thing there's three ways we can deal with conflict we can avoid it we can be aggressive towards it or we can address it and and his message was really listening to conflicting voices brings about better Solutions and it's all about again the concept of awareness and empathy you can't solve a problem unless you know what it is and that's both a cognitive piece as well as an affective piece and certainly communication and listening and articulating ones I ideas are important so his main theme was Institute dialogue rather than debate and there's a big difference between the two of them and then the last two presentations I saw were on both
on equity and inclusion one was by the Elmira City School District who's done a ton of work with equity and inclusion they have a very diverse student body and their main focus actually it really transcends Equity inclusion but just overall strong professional development they don't care if the teachers know the buzzwords around equity and inclusion it's about what you implement in the classroom and there's a major div and both of these Equity presentations spoke about this there are many people out there many places out there many districts out there that are performative in terms of their focus on equity and inclusion rather than purposeful in other words they're doing the things they're memorizing the definitions they're talking about it they're hiring the people but there's no real purpose behind it and it's not making a
difference for kids so their main focus that they've learned and Elmira was does whatever work they do with their staff around equity and inclusion go beyond defining Concepts and developing General awareness what specific practices do participants able to apply as part of the professional development and what evidence will be documented to measure progress towards more Equitable outcomes very very consistent with that and took a strong stance towards moving away from this concept of performative Dei versus purpose fill and that's really again crosses all professional development whether it's Dei literacy mathematics instruction those types of things and then the University of Rochester had an equity presentation and Dr Sean Nelms LED that one who's also a uh the superintendent of East and he talked again about the same concept of um performative versus purposeful and his
his was much more focused on when things happen having an understanding of what happened versus focusing on what is wrong and again his major themes and and U of R's major themes was to utilize voice to develop systems and structures aligned to areas of improvement how do you actually get purposeful change by focusing on the curriculum what they've done a lot on East is really do years of work on the curriculum development and the organizational coherence when that happens you you get away from this concept of performative and you move much towards a purposeful outcome and the curriculum being you know the key because everyone has to teach from the curriculum so they've done a ton of work there and they can be great models in terms of curriculum development for us so again the
themes from these four presentations was the importance of voice and perspective which leads to awareness and empathy which then leads to actually accountability and coherence towards actionable steps towards Improvement which I think is a philosophy and a process that we want to be using in everything we do related to Victor Central School District so very pleased to have that took many more notes than that that's just a quick summary but it's certainly going to be things that we are talking about as a leadership staff moving forward and actually it leads to um you know I think some really powerful presentations tonight you're going to hear a Dei update from Mrs Grimes as well as Miss Boyle who are part of the Dei committee and part of the steering committee and then we're going to have
two main major presentations around budget first on the actual 2324 school budget and the Personnel part of that which makes up about 75 percent of the total budget and then the second one is going to be on our next Capital project and then I'll have a quick policy manual update that Miss goodbarlette and I talked about and have focused on to try to improve our our policy review last quick thing and I don't want to be long here but I do want to shout out to students I know we're going to do some through the campus news but I just our kids whether it's Athletics Deca vipe the High School Musical that is about 25 minutes into its first show tonight it just speaks to the comprehensive nature of our school district and lots going
on and looking forward to seeing many of these activities so thank you thank you Dr terranova item four is presentation recognitions we have none I always like to take the opportunity to thank efforts I'd like to thank Dr terranova Derek Feliz and his team uh Tim's uh his team and all the building leaders and staff who provide information to help us build our budget it's appreciated and valued so thank you all that are involved with that um and also uh thank the facilities committee and all those involved in planning for our Capital project again um great effort and it's important information that we need and we thank all of you that are involved with helping us to plan for these things and you'll hear as as Dr taranova said uh information on those later in
the agenda so thank you for that I did want to recognize that this evening item five public participation although the board's work is open to the public this is not a meeting with the public at this time privilege of the floor is offered to those who have signed up to speak I'll be happy to recognize those of you who wish to speak when you approach the microphone please identify yourself before presenting your thoughts individual comments will be limited to three minutes and the total time for this portion of the of the agenda will be limited to 30 minutes please note issues related to specific School District Personnel or students must be brought to the attention of the superintendent of schools privately as they are not discussable at this venue thank you for that so I
have and forgive me if I destroy your name Cheryl Jones Richter is that correct thank you please come ahead thank you can you hear me yes yes thank you I'm clear um Cheryl Jones Richter I've lived in the district since I was Kindergarten age so long-term Victor resident um I'd like to speak briefly tonight regarding diversity equity and inclusion and in particular as many are aware the incident that occurred at the basketball game several weeks ago um I I think in many of the letters and things that were that were presented it talked about the intent of the students and I'm not here to judge intent none of us can judge individuals intent but I think it's important to not look just at the intent of the individuals that were there but also at the
impact of what occurred and in any situation that involves diversity it's important to look at the perspective from those who are the receivers if you have a sexual harassment issue it's not from the person who's who's involved and you know who says well I didn't intend it to be that way it's from who's impacted and the same should be true for instance for for issues involving diversity and racism um so I think that's important I think we need to look at things from a positive perspective I was very happy to hear the superintendent's report and the um and the and the things that you reported on in terms of the conference that you attended and I think what what we need to look at is what actions can Victor take to improve our diversity equity
and inclusion so for example what are we doing um we're in budget planning time frame now it's time to take action do we need an administrator who can really focus on Dei to really bring attention to it for our district so that's something I think that we should be looking at also what can be done from An Education and Training perspective for our teachers in order to learn how to recognize things that we may not be aware of that may have an impact on others so again looking at those kinds of things to to improve that I'd like to close with just a brief I'd like to read something from a document that speaks kind of to the things that I think we need to be thinking about racism is perpetuated and thrives when populations
operate in Social context in which they merely live side by side without opportunities for Meaningful interaction and I think we know with our Victor School District that oftentimes we we don't have meaningful interaction with those of many other races an Irreplaceable component of any strategy to overcome racism requires giving attention to the broader dynamics of community life in neighborhoods within neighborhoods individuals from various backgrounds need opportunities to come together to Define and engage in shared projects that contribute to its moral intellectual and material well-being to nurture a sense of belonging and build up the resolve to eradicate Prejudice when they are able to cooperate and contribute in their local reality it is through such co-participation that diverse perspectives are encountered meaningful bonds are forged and the dignity and capabilities inherent to all are made manifest
in parallel residents become more conscious of the lived experiences of discrimination that their neighbors face so I'd ask that the board and the superintendent look at opportunities to take action not just talk about what we could do but really to take action and put into place actions that can help improve our community thank you thank you thank you for your comments this evening the next person is Claire Noonan forward hi I'm Claire Noonan a former retiree of Victor Central Schools I just want to share based on the recent events that have happened in Victor 22 years ago my stepdaughter who is African-American decided to move go live in Baltimore with her mother because she said she just didn't fit in here and it just didn't wasn't really a place for her and as much as
her father and I tried to talk her out of that and dismiss those claims we came to open house that year because she left in late August and her younger brother was in the high school as well and we saw one of the staff members who was very close with her um and said and they said to us wow I'm really sorry to hear about what happened and she and I said yeah she didn't really fit in he goes you know she really didn't she said she really didn't fit in here and it would have been really hard for her to stay here and I here it is 22 years ago today and I still remember that and I remember thinking what are we going to do about that and and the recent events that
have occurred you know it made me think what have we done about this and so I am willing and I'm actually happy that there's a Dei presentation tonight I'm happy that Dr Dr Taryn over you're here because I got more emails as a staff member about this issue in the current events of the world than I did in my prior years of any District so I do really appreciate and respect that and I also appreciate respect this board and the Committees that are going to help really help this District move forward on this topic I'm willing in any way shape or form to help this committee if I you need volunteers I'll be more than glad I'm very invested having taught in the City of Buffalo in the Bronx I'm very invested in this topic
so I just want to stand behind you and support you and cheer you on and if I can help in any way I it's really an important issue for me while I'm still living in Victor thank you thank you thank you for your comments this evening okay item six is the acceptance of consent items I have 6A through here I so first I'll entertain a motion to accept these items please Lisa motion at least a second that's the fair any comments or questions about these items anyone uh yes Mr DeLucia just a note about our Personnel agenda to uh two recognitions we are losing Linda izo who's a incredible Elementary teacher for many many years and is now working as a teacher Mentor in her last year before retirement but she's announced her retirement effect

our teachers are doing the last two years at the primary school we have a Renewed Energy around our PLC work at the last after school professional development Amanda Byrne our assistant principal led a PLC workshop for our staff where they learned and practiced two different Protocols of looking at student work the discussions were rich and so impactful on our staff they saw the importance of centering their collaboration Time by looking at student work each plca made a plan to incorporate looking at student work for the remainder of the year in their plcs the next thing I wanted to show you I believe you have in front of you now that is our VPS cares you know I've talked a little bit about the expectations this year in our building and now we have a new
visual at the primary school a former graduate Emma Sager designed the logo for us and Emma is the daughter of Holly Knox who is our math coach Emma took the V for Victor and then a heart and hands it's very cute and put it into one so it kind of a V with a heart and hands and this is going to be our new logo for uh Victor primary school and it's Victor Primary School of care so we're really excited our staff is ordering sweatshirts and t-shirts and soon our students will have that on shirts for a field days as well okay thank you all right all right all right that was campus news brought to you with smiles and cool happenings thank you all right can I interrupt a second can we get a
couple of copies get this logo so they get I thought it was going to be projected could we just give a couple Mike Mr modaleski can I hand this to you so we can pass that around so some of our guests can see this as well it's great it's beautifully done thank you I was thinking of everybody else okay I believe we're ready for item 7B on our agenda diversity equity and inclusion committee update Jennifer Grimes Heather Boyle hello again so as mentioned I'm Jennifer Grimes one of the assistant principals at the high school and this is Heather Boyle she'll take a minute to introduce herself I'm going to get us started and then she's going to jump in so we just want to take a few minutes tonight to kind of update the board
and the community and the rest of the district on what the committee has been doing um so if we can do I have oh I do I have the clicker okay perfect okay so we just wanted to spend a minute talking about the creation of the committee and the purpose so our purpose was for the committee to work in order to integrate diversity equity and inclusion throughout the three primary focus areas that were presented in the Victor strategic plan so in doing so some of the things that are mentioned in there are some of the broader elements of that are creating a welcoming safe and inclusive community where all members are valued and the wellness of each individual is at the Forefront we want to promote culturally affirming awareness and practices and provide inclusive opportunities
and support diverse populations so those are taken straight from the Strategic plan for the district the major goal is develop a five-year Dei plan to support the Strategic plan and then in order to do that from about the 35 members of the committee we have a team of five myself and Heather are members of that five steering committee that are going to steer the work of the bigger committee so we're just kind of kind of drive and make some of those decisions as to how we're going to accomplish this and then the whole committee will accomplish the tasks we want to in doing this in the purpose of the committee we want to be able to create a plan for the district not just to be able to care carry out like Dr terranova was
saying not just not just Performance Based but for it to be meaningful and purposeful with a lot of student voice and a lot of student input um some of the things that that we've been talking about are looking at classroom environments and how they're welcoming to all of our students not just based on race and religion but thinking about things such as such as gender and some of those other subgroups that sometimes we focus a lot on Race but we want to make sure that we're inclusive to to all the diversity throughout the district we want to be able to identify gaps in our current curriculum that we have we're going to look at the whole idea of equity versus equality and providing Equitable opportunities not just equal opportunities for all of our students we
want to encourage our students to take ownership and accountability for their learning and their growing we want to review school policies specifically in regards to the code of conduct is a topic that was brought up in regards to the recent incident and then expectations at athletic events we want to look at homeschool Communications not just in variety of languages but also in modalities and how it's being communicated to families we want to start to develop restorative practices and educational opportunities not just disciplinary consequences for our students when there are situations about diversity equity and inclusion that come up and then we're also going to spend a lot of time segregating the data in regards to discipline attendance specialized programming by subgroups we want to be able to evaluate the trends and create a plan to
address disproportionality of certain groups amongst these things so I'm going to turn it over to Heather good evening my name is Heather Boyle I am the third grade English as a new language teacher in the primary building and also one of the members of the diversity Equity inclusion committee as well as the steering committee just going to start with some of the background about the work that we've started this year so far our committee has started in January 2023 we're made up of 35 members from across the community we have board members community members administrators teachers as well as students we've met three times so far and have some rich dialogue already happening to create some of this action plan items that Jen discussed and we have five more opportunities to meet prior to May
0492023 our work has been grounded in these four areas to help guide some of the common language we want to create as well as develop some of those Rich conversations first the Strategic plan really started our work as well as started those charges that our committees looking at we've taken a look at the culturally responsive and sustaining framework that New York state has put forth through the state of education also the book belonging through a culture of dignity by Floyd Cobb and John cron Apple and in addition seven of our Dei community members there are three administrators and four teachers are part of the Wayne Finger Lakes BOCES diversity equity and inclusion Consortium where we actually have the opportunity to have dialogue and reflection and activities with districts in the Wayne Finger Lakes area to
really create that cohesive energy to kind of move our plan forward these are the four charges that came from the Strategic plan that are guiding some of our work and already in some of the conversations seeing if we needed to add some more charges to it but overall we're starting with wanting to look at multiple sets of data where we can see if there's access and inclusive practices to AP courses extracurricular activities Athletics as well as Performing Arts but also look at how we can create systems of data where we can look at multiple iterations to really keep that fostering of and sense of belonging going through Victor for the long term we want to review and recommend hiring practices that support more of a diverse workplace and looking at building Partnerships across the Greater
Rochester area to really tap into those diverse Workforce that could be beneficial to our community we're going to unpack the New York State culturally responsive sustaining framework to actually prioritize some of the initiatives that New York state has listed in there and really identify what are the priorities that we have for the short-term in Victor as well as the long term to keep our beautiful Community growing and finally want to just have a practice and have a process for reviewing the district curriculum to make sure that we have those research-based best practices that are at the Forefront to really create that intentional work to develop those strong citizens that we want in our community foreign so we wanted to spend some time tonight just sharing with everybody some of the things that the committee's already
accomplished and then some ideas for future plans that we have so we reviewed specific roles and guidelines of that culturally responsive framework that Heather had referred to that some different elements of that or roles our students teachers School leaders District leaders and then families and community members so we broke out into groups and discussed our roles and what that framework looks like and that what that would look like rolled out in in Victor we also created our smaller steering committee like I we had mentioned that smaller committee is meeting weekly to talk about some of the themes into and to guide where that the larger committee is headed and we spent some time debriefing about that recent incident we actually took our entire last meeting as a committee to debrief about that incident specific at
the basketball game some of the time that we spent discussing that is we fo we focused on some general concepts regard starting the incident by the time we had the meeting the incident had had passed in that immediate moment so we talked more globally about how we can deal with future incidents such as that and ideas to infuse into the Strategic plan so um we didn't want to spend as much time being reactionary to that specific incident as how can we prepare for if if and when this happens again and how can we create a plan a Dei plan infused in that strategic plan to be able to better prepare our staff and students and how to deal with situations in real time and then after the fact so being proactive in regards to some
of that again revisiting the code of conduct code of conduct and spectator guidelines for events we've discussed having a student panel to share about their school experiences here in Victor myself and and Brian siesto and one of our school counselors and Dr Terra Nova met with a handful of students at the high school immediately after this happened some of our they're all from various subgroups and had some some brief discussions about their day-to-day experiences at school and in the Victor community and we want to plan for an outlet to be able to have that panel of students share with probably what we're talking about at this point is our staff first-hand experiences in in this this happened before Dr terranova went to the conference but one of the one of the conversations that we had
was how valuable their experiences are they're the ones that are here they're living it obviously our students are at younger schools as well our high school students obviously can articulate that a little bit better and help us to prepare for what and how we can would deal with these situations in the future um we want to be thoughtful in future planning so that we aren't just react reacting to these incidents one of the things that I think is important that we talked about at the Consortium meeting that Heather referred to last week was that there's this cycle of how an incident happens and then there's a reaction and then we want to do all of these things and then the time passes and we kind of forget so part of what the committee really wants
to focus on is really being thoughtful about how we can prepare for when this happens again because the reality is something like it will happen again it happens every day in schools we just don't always hear about it and how can we prepare the adults and students to be thoughtful in the reaction how they respond to that and educate in the process since that's really what we're all here for so and again to be able to focus more on that restorative and education piece not just what's the discipline and what's the consequences so with all of that information we saved hopefully a few minutes for questions if anybody had follow-up questions from the board I just myself Lisa and Kristen are on this committee but I started reading belonging through diversity and I it's a
very powerful book I would recommend it to the other board members if you're interested it brings to light a much different approach than we traditionally put forward to it and having the students on this committee they bring the awareness that we as the adults I don't think fully realized what the students were experiencing at this time and they're they're very thoughtful students they're very it's most enjoyable to hear their story so the the work is being done it's that next step as Jen said is moving in into practice I think if I could just add to that too I think that they're incredibly honest the students are incredibly honest about their experiences in effort I think to try to help others understand and to educate not to be hurtful and again not to to say
that they want you know the the some of the other students or whoever the people may be that are perpetuating some of this they don't necessarily want them to be punished in a sense or Consequences they're more empathetic to that and they just want them to understand why it's hurtful why it's not okay why it's inappropriate why it's offensive and they want to be able to find a common space to be able to grow for that I think that that's truly their that's why they can be so honest in those moments and really just genuine and authentic about that because I think that's really at the heart of what they want um Jennifer and Heather thank you so much for giving this very brief presentation um in regards to the massive work that your committee
has a suggestion being a member who's not on the committee and just hearing about the wonderful mentorships we have vertically available to students within our district I'm wondering if there are possibilities for our older students from various backgrounds to be able to Mentor some of the their younger counterparts and and you know be be a source of support and strength than just so that our younger students see themselves in other ages on campus and to create a bridge perhaps yeah thank you as a possibility we'll definitely bring that back to the committee thank you yes um one I really applaud the student voice piece and I guess my my challenge or charge to the committee going forward Beyond just this year and the next is to continually refresh that voice and continually involve the students
because while we shape what they who they are and how how they evolve and the the faculty and staff are critical to that a lot of times I think we lose sight of the experts in the room are the students and it's not always the adults so just thank you very much this is Dr Parks had to say because I'm compelled to say I hope that there's a time that there's so much voice that there becomes a culture in Victor that we don't have to deal with incidents anymore and that's our goal that we become a culture where we are empathetic all the things that Dr terranova learned in his conferences because we cannot continue I know at this place we are in a learning and it's a learning curve and getting those voices to
the Forefront but to to to become less authoritative more empathetic and more of a culture where we we lift each other up and then defend one another and be part of a global community that Embraces the diversity because just like on this picture all the different colors it wouldn't be nearly as Dynamic if it was all the same color we need it's like a garden and I'm immensely proud of this committee and like Dr Parks was saying and we're all reiterating it really comes organically from the very students that are in this in and families that are in this community that bring this to our because no fault often is we're just unaware and that awareness comes through those beautiful conversations so thank you I'm proud to be on this committee I think my fellow
board members and all the work that's being done and many of us are Educators doing this work organically in our own classrooms and hopefully we're not going to have to teach anymore it's just going to be ultimately right okay another comments questions thank you for the information and the great work you're doing appreciate it thank you item 7c budget status update uh this evening Personnel update with Dorothy D'Angelo Derek blates please [Music] thank you everybody my name is Derek Felice this is a superintendent for business I will start out the presentation then I'll hand it over to Dorothy to talk about personnel so as always we like to go over the agenda so we're going to go over the goals of the the budget give you a reminder of where we were at up until
today and then Dorothy's going to go into the personnel and then a final budget calendar review so as always we our goals of the budget is to maintain a comprehensive education at the Victor Central School District Community has come to expect improve the alignment of resources towards the district strategic plan you'll see a lot of that today maintain the stabilization of reserves maximize the use of every dollar spent maximize the ability to generate aid for future years and of course transparency so budget update from February 16th uh so our biggest expenses as Dr taranova shared earlier in his update uh 75 percent of our expenses come from our people and our staff that is what makes us go uh so we're seeing about 47 48 million dollars in salary and and then another 26 million
dollars in benefits in addition to that there is uh a lot towards the Kepler project in here so we have an increase in contractual to uh for a capital outlay project and some repainting of the classrooms to make it a more warm and a welcoming inviting atmosphere overall our budget is looking to be up eight million dollars or roughly 8.94 and that's as of last meeting so we're going to talk a little bit more and we'll get a revised budget worksheet to you guys at a later date in order to pay for it we are experiencing a large increase in state aid we saw a little over seven million dollar increase in Foundation Aid which is great so for years we have suffered from being underfunded and now it appears that the state has is
going to actually fully fund us which is great uh in addition we have a increase in the tax levy of 2.18 percent and the rest of that 3.8 is largely due to the payment and lieu of taxes of commercial properties in the district so uh about five ten years ago there was a lot of Pilots that were issued and they're now really ramping up and a big thing about this budget is in Prior years we use reserves to balance our budget which is tapping into our savings so in reality we had a budget deficit and we were using savings to balance it and this year because of the increase in state aid we no longer have to tap in our savings to balance our budget all while still padding our reserves to try to bring
a capital project with minimal impact to the community so without further Ado Mrs Dorothy D'Angelo hey everybody I'm the assistant superintendent for personnel and it's my pleasure to present our propositions for personnel for the upcoming school year so before I get started on the presentation I want to share with you that tonight you're going to see some positions that are definitely being planned for in the budget and then you're going to see some positions that are italicized those positions are potential adds to the budget and tonight as I'm presenting I'm going to give you a context around the positions that we're definitely adding with the plan of returning on March 23rd when we have some more financial updates and to finalize some plans around those potential positions the other thing that I wanted to highlight
is that you're going to see that's a significant shift in the Staffing plan this year is that you're going to see there's a significant number of teaching assistant positions proposed in that Staffing plan in K-12 and the teaching assistants are able to plan and provide direct instruction support to students and that's why we're making this shift it's really going to be a tremendous benefit to our students but I want to make sure that everyone's clear that this won't this will be accomplished by transitioning current Aid positions to teaching assistant positions and we are planning to support existing aides who want to get the training and the certification to become teacher assistants so there won't be anyone that's losing their jobs and we are so excited because we have an outstanding talent pool here and believe
that the majority of these positions will be filled with existing staff foreign terranova has shared on multiple occasions this year he had an enrollment study done um and the information from that study was used to determine staffing needs that we have due to enrollment and he'll be providing more information about that but overall as you can see from this slide our K-12 enrollment is flat at grades K through six there's an increase of nine students in totality in K3 we have a decrease of 29 students and if that Elementary level we have an increase of 38 students at Victor Intermediate School that's not because of students moving in that's because cohorts have slowly moved up that are larger than the cohorts that came before them because one of the things that came out of that
study that was identified is that most families move into our district prior to Children starting kindergarten we don't see there are blips on the radar screen but we typically don't see influxes after that kindergarten year at the senior high level um seven or seven twelve there's an overall decrease of 38 students I just wanted to remind you about our commitment to maintaining appropriate class sizes and these are the ranges for each of the respective grade levels so in terms of Staffing that's directly related to enrollment based on that increase in the number of students at the Intermediate School we're proposing a total of three positions at the Intermediate School two of those will be new positions and then one of the positions will be an existing staff position at the K3 level where we're able
to reduce one section K3 based to a reduction in student population at those levels and because we're adding those sections we'll also need to add a point to FTE at Victor Intermediate School in music and a point to FTE for physical education at the Intermediate School and right now we're looking closely at Art we think we may have the existing staff to shift to address that need and so that's one of the areas that I'll give an update on on March 23rd foreign addition to the enrollment there are identified staffing needs that we have identified through work inherent in the Strategic plan and Jen and Heather did a great job of speaking about the planning work that's going on around diversity equity and inclusion and while there's work ongoing in all areas of the Strategic
plan some areas may not have Staffing in this proposal for 23.24 that includes Staffing additions for example diversity Equity inclusion is at that planning stage in terms of the Staffing process this planning piece is a critically important as was also shared by Jen and Heather we don't want to add staff without a plan that approach really gives the illusion of addressing an area on the surface it looks like we're addressing it but it doesn't actually result in addressing the work at a thoughtful and deep level so by engaging in a thorough analysis of our needs in the realm of diversity Equity inclusion and identifying the required infrastructure to support it developing that comprehensive Staffing plan as we have for other areas of that strategic plan and then adding staff will be able to support this
area at a deep level such as we have done with Safety and Security special education and student services so these are the areas of need that I'm going to talk with you about tonight so last year we added a director of Safety and Security and as you know security guards at the junior high and Senior High and one of the focuses of the work for our director of Safety and Security this year was to do Gap analysis around our Safety and Security and one of the things that showed up in that Gap analysis was in a need for an additional security guard at the elementary level so what we did this year our initial plan was that the staff that's at the Junior and Senior High would also help support us at the elementary level
and we moved into that plan knowing that in year two we may have to need an additional staff so that 1.0 security guard proposal is to support the school's ECS VPS and Vis with the goal being that that individual would be housed at the Intermediate School yeah our strategic plan this year um related to consistency and continuity across the district there was a student component that was focused on increasing opportunities for students and there was a staffing component that was focused on creating Equity across departments and secondary buildings and also there was a focus on looking at the infrastructure that we needed to increase staff collaboration so as a result of all of that work this year there's a proposal for a 0.8 music teacher this person would be a spring a strings teacher for
several years we've had an increase in the number of students that want to be involved in this brings Strings program we haven't had the staff to support it so that would be a position to provide additional opportunities for students at VPS and VIs and we're also proposing the addition of a 0.6 World Language teacher at the junior high which will provide increased opportunities for staff collaboration and the potential for greater professional learning and professional development under the potential additions um we have twenty thousand dollars and I'll talk more about these in depth on March 23rd for additional section coverage at the junior high-end Senior High the addition of a track and field coach one cross-country coach a football modified B coach and a point an increase of 0.6 in our athletic assistant Tulsa position our
strategic plan work this year has included a focus on communication processes and while our district has grown exponentially over the years we have never grown our staff in the Communications Department Public Relations Department it's been staffed historically by two part-time positions and so our proposal is to increase that one of the part-time positions by 0.7 to create a full-time position and a part-time position in totality and to shift that position to a District's Public District Public Relations Specialist who really has a Global Perspective around the needs of the communication across the district and can do that work for us there's certainly always a focus on increasing student achievement and over the past few years staff was intentionally intentionally front loaded in this realm so for example as you know over the past few years we've
added many positions in the realm of academic intervention services so we are now not at that front loading stage anymore in this realm that we do in the early stage of the implementation plan for Staffing we're really at the right refining stage of the Staffing plan where we're going to be just adding a few remaining positions that are needed appropriately staff this realm or actually the result of the specific programming needs so we're asking for a point for FTE at the junior high science teacher and that's to support science instruction in the 15-1-1 and the 1213 program and then at the high school there's an online learning lab that provides support for students who are taking online classes working towards graduation um and we're proposing to shift the current Aid position to a teaching assistant
position because again then we have someone in that role that can really provide those students with direct instruction and increase student achievement in that Realm potential additions that we're going to be talking about on March 23rd a 1.0 support teacher at Victor Primary School 1.0 FTE support teacher at the Intermediate School and one FTE p12 stem coach so as you know over the course of the last three years beginning with the barrier report so probably going back four years now there was a lot of work to be done around special education and this planning work has continued as you can see this year there's been work related to the um strategic plan around looking at continued look at continue Continuum gaps looking at what training and Staffing we need the services available in each building
and really looking at that case a caseload audit because there are areas where we've really been short staffed but haven't had an opportunity to address it appropriately foreign so in terms of special ad and and how we look at that planning stage for Staffing whether we're at that you know initial planning stage where we have an added staff or we're at that heavy front loading stage with staff we're still at a front loading stage um in terms of front loading staff to support programming the special ed position but this is actually going to be the final large-scale programmatic shift that will require front loading of staff for the implementation and this year it's largely due to the addition of the integrated co-teaching model which is slated for the upcoming year so next year the integrated
coma co-teaching model will be implemented at the elementary level each integrated co-talk classroom will have a special education teacher and a teacher aide in addition to the classroom teacher so that's why you'll see um at ECS and VPS there's two special education teachers that's for the integrated co-taught there's also going to be integrated co-taught classrooms at the intermediate school but we have the existing staff special education teachers that we can shift into that role so there wasn't an ad that was needed in the budget and then as you can see there are multiple teaching assistants assigned at all three of the elementary buildings those teaching assistants will push into those integrated co-taught classrooms there's also special education that's being requested at the 712 level some of this Staffing will increase course offerings for students with
disabilities there's a plan for nine additional courses to be offered the 712 level that will provide special education supports in the content areas so we're super excited about that at the junior high level and in grade nine there will be integrate integration integrated co-taught classrooms that are also coming to fruition next year and some of the so that's what some of the teaching assistant positions are dedicated to but also there may be a portion of those positions that we can utilize in the senior high level in our self-contained classrooms so another area that we looked at at special ed as you saw were the caseloads state requirements and this is really where these positions that you see on on this slide stemmed from so the caseloads for our speech pathologist in grades k-3 are currently
maxed out um we're able to meet the need for the mandated services but we are not able to address students in that tier two level that needs support so to address that we're requesting a 0.5 speech language pathologist at the Early Childhood school and a 0.5 speech language pathologist at the primary school so that person would be split between the buildings and that would allow us to appropriately support those students in that tier two level that need support and we certainly have to give a plug for early intervention we know how important that is in terms of Occupational therapists we currently have an occupational therapist that spans grade levels four through twelve that occupational therapist current caseload is at 69 students and there are additional students who need support by adding 1.0 position that's a
district-wide occupational therapist it'll provide us to give a significant increase support at the intermediate level in the at the Victor Intermediate School where we have our greatest area of need um and it'll provide the necessary support for students in grade 7 through 12 as well Dorothy I have a quick question about your OT we have a an OT who's retiring this year so this would be an addition so we're going to be hiring two we're going to be hiring two with a net gain of one yes Dorothy I have a question about that position as well the occupational therapist is that going to be someone who works with children with IEPs or is that more of a tier 2 RTI Karen's going to address that thank you our goal for all three of these positions
would be able to support our mandated Amic related Services of OT and speech but also then service our building level Services of tier two so we do both that's great thank you so under student services this year the supports available in our College and Career Center were reviewed whoops I got home myself sorry wrong slide um okay so um as with some of the area other areas as you know in the past years few years we've really front loaded support around social emotional because of not be just because of covert but because it's been an ongoing deed in the district so this is also one of those areas where we're moving into that refinement stage we're looking at we've added the bulk of the positions but now we're really at that Staffing stage where we're
going to add those last few positions that we need to button things up so we are recommending uh 1.0 ad of a psychologist at the Intermediate School to support students and that's primarily to support students again in that tier two range we're meeting the needs of our mandated services but we really want to make sure we're supporting all of our students and then the potential additions in that realm is a counselor a 1.0 7 at the 712 level um a tutor for the tutoring center a 1.0 teacher for our tutoring center and then a teaching assistant 1.0 for our tutoring center as well yeah and just to note about the 1.0712 counseling potential Edition it's not necessarily a counselor it might be a social worker and I might be focused on supporting our students especially
around drug and alcohol needs and some of the things that are going on at the secondary level around that so it it could be a social worker we're still working on what that might end up being so this year we reviewed the supports available in our counseling and career center and as a result of that review and there's still work that needs to be done around this piece to identify what how much of a position it needs to be how much of an FTE but we're recommending a work-based learning coordinator so we have students that engage in internships for course credit and the addition of this position would really provide a lot more direct support and opportunities potential opportunities for students and allow for direct teaching support for these students as well foreign moves into
this part of the Personnel presentation are there any questions about the yeah what well just briefly the responsibilities of a stem coach your inventor would like to speak to that so New York state has released the Next Generation science standards which really are across all K-12 science classrooms and and science instruction at the elementary level it really calls for a very different mode of instruction in the science I mean science typically has always been pretty Hands-On but the the push is really to think about science instruction in terms of three dimensions having some core content understanding which we really need to build at our elementary level with with teachers and provide that content support professional development and and support within the classrooms around the delivery of their instruction it also calls for those science and
engineering practices to really be integrated in instruction and so this coach would be instrumental in helping to provide that professional development but to do it in a job embedded way where there need any with classroom teachers um conducting those Rich science instructional tasks looking at student work and then making instructional decisions about the path moving forward and so it's that layer underneath the wonderful curriculum that's currently being written and and adapted for our teachers here in Victor but then it's that support for the implementation of that work thank you other questions actually I have a series of them sorry just uh just I'm just gonna go through the presentation from chronologically so average class size parameters I don't know if this is a question for you or for Dr terranova but just how are those
numbers established is that within district is it in conjunction with the VTA is that are we pulling from National stuff um it's really just a conversation that we've had within the district over the last three years we've talked it over with the board looked at Best Practices research knowing that we want our elementary numbers really to be as many of them under 20 as possible at the K2 level and we've been very good with that the last couple years knowing that and then and then the three through six you know just slightly bigger but trying to keep it at 23 or under we know is is is ideal hopefully 21-22 and the only reason that we have um under 25 wherever possible 712 is we really were cognizant of the teaming aspect at the junior
high which can sometimes just by the structure of it have larger classes and then smaller classes but the teaming is really important and then we have some single section courses at the high school that are you know electives that are really popular and if you have 28 kids in that you're not going to have two groups of 14. so what we really want to keep our 712 classes you know under 25 as much as possible but it was done through looking at other districts talking it over with the leadership staff and um no you know basically knowing that we want our elementary to be slightly smaller than our secondary level in our early Elementary to be as under 20 as possible okay and then does the Teachers Association get included in having the GTA ever
involved in conversations around that uh no no I'm just kidding uh Mr mother let's keep sitting right there yes we talk about class sizes all the time okay all right one especially say elective courses we just approved to really popular ones that we're in yeah the the next one is to culture Staffing additions consistency where it was the potential additions the one question is with the italicized are those in priority order or just as a group no they're just as a group just as a group okay and then with track and field and cross-country is that serving both the female and male track and field athletes and cross-country athletes or is that one team versus another okay thank you the student supports and opportunities Staffing additions first yes first I am really excited about moving
to teaching assistant I think just Applause to all of you for that my question about that while that is very encouraging will we still have a need and we'll be able to fill it financially for teachers aides while those aides are training into teachers assistance what that need may be to still have additional teacher aids and will we be in a position to be able to hire the necessary support so that we can have those yes we are not yes we are not looking to eliminate Aid positions we're looking to repurpose them in a at a higher level in terms of what we can provide to student support so where there's still going to be a need for Teacher aides so it's an back filter okay and then the 1.0 FTE district-wide occupational therapist the
questions that piqued my interest from our fellow board members is so that's essentially cutting the caseload in half are we as a district and it might be a Mr release I'm not sure positioned that that is enough or from a caseload standpoint we're going to be back here next year doing this again and are we positioned to potentially if that would be the case potentially address it this year because it's amazing what happens when the state aid actually you know is what it should be I think at this point right now for that 1.0 occupational therapist it would provide the VP more of a full-time 1.0 and then the rest of that would go at the 7 12 level we have a little bit of need where we may even extend that um to the
lower level but the case loads right now are okay with the pieces what we're really monitoring are our incoming kindergarteners the preschoolers the impact on our related services caseloads are really a result of a lot of services were interrupted during covid so many of our younger speech language students coming in didn't have articulation therapy so they didn't make the growth in preschool so the caseloads are higher at that level we also see that a little bit um at at that k6 level for OT but the services are back in place now so we do have to watch that we don't anticipate those needs because if we're able to address at that four or six level if there's a need at the lower level the following years we could always utilize an OT at the lower
level I just want to make sure you guys are asking us for enough to support what the work [Music] on the potential additions under student supports as far as counseling support tutoring center teacher and teaching assistant yes and that one same thing that's not prioritized that's just correct okay all right I'm done thanks sorry okay anything else no thank you so how are we going to pay for those positions so uh if in the beginning of the slides we had a difference between our revenues and expenditures of 717 thousand dollars while we do believe that there is a very high possibility that the strings of the high impact tutoring set aside will be eliminated uh the rest of the people who spoke today who are much smarter than me have assured me that the other
positions that we have enough that some of the positions that we've included in the presentation could be justified as high impact tutoring so based off of that premise we are using we will be converting what's in your current budget books that you have that is just a light item that says tutors to be able to repurpose that money for those positions because there wasn't anybody really assigned to it it's just the strings to the money that's how it was put into the budget because we were told we had to so uh some of those positions are going to come out of that 778 thousand dollars which gives us to 1.5 million dollars that covers all the non-italicized positions uh so when the state aid came out the governor's run came out I was kind of
a little drawn back on the BOCES aid number because the district has made a one-to-one initiative a need that we identified during covid that we were just lacking devices so I've been working with the BOCES business office for the last week and sharing up those numbers they have assured us that they believe that every dollar that we spend we will get so I have my own projection and BOCES is doing Theirs to kind of sure up that number because right now we're talking about adding positions so we were we were hopeful that we can get some type of corrected reporting before we go ahead and hire those positions but I both myself and BOCES feel pretty confident that we're going to be able to get that corrected and but before we go ahead and tell
you that we are going to get it we're trying to see that correction but that at 500 000 for the BOCES eight increase will cover all of those italicized position so if we can get that BOCES eight corrected all the positions presented in today's presentation is possible for sorry it's released for the 500 000 at the last meeting I know and we didn't have it nailed down we couldn't have it nailed down but the ballpark was a 500 to 700 000 is it still potential and you're just locking in the low number to be safe or is it and they're still yeah we're being conservative on that one okay uh just again just we don't want to get in a position where we over promise and under deliver so right now we're just being very
conservative perfect thank you yep and then miss frivolis so the 500 000 that would come as the projected Aid increase through BOCES we if we're able to bring in those italicized positions we would be able to sustain them year after year correct so the big increase in BOCES which is what's causing the discrepancy is the district one-to-one initiative and plus we've been outfitting the district with flat panels and the one-to-one initiative is a five-year process but right as soon as the five-year process ends the phase one or year one of those will begin the refresh cycle so it will be a continuous process so yes BOCES is an expenditure based aid but according to our current technology plan of continuing bringing in new devices that it should be sustainable through our technology plan thank you
good question though so just a reminder on March 23rd two weeks from today we have a final budget hopefully based on known state aid numbers Dr turnover shared that there is going to be another BOCES or Governor run coming out later this week maybe next week so we'll be able to work off of that next Run April 13th the Board of Education will be adopting the budget April 14th will be the last day for any prospective board candidates who would like to run for the Board of Education the following Monday in the business office we we will be drawing the order of the Board of Education candidates and the names and how they will appear on the ballot on April 24th we'll be filing the property tax report card uh Thursday May 4th is our
that's the new day everybody that's Thursday May 4th budget hearing and meet the candidates sponsored by PTSA and Pi on May 9th in the district office we will have voter registration and lastly the budget vote is May 16th any questions comments questions okay very thorough and thoughtful analysis uh we appreciate it thank you back next item you're on good to leave so today we're going to talk about the capital project update where we're at today how we got here in our next steps so we developed a scope using three mechanisms the first of which was surveys two were sent out the first one came went to staff back in October we received 147 responses from staff in addition to the staff survey we sent one out to the community perspective so even if you were
a staff member you were eligible to complete this different survey from the perspective and lens of a Community member and a parent that was sent out uh in the new newsletter as a QR code it was pushed out also through parent Square in a pop-up on the district website in the community survey we received 509 responses and those responses have been shared with the facilities committee over the last several meetings in addition to the surveys we conducted two building walkthroughs with building leaderships the first occurred in the summer primarily geared at the beautification of our building but also we have some new administrators so we were talking about how to extract some of that information some of the young administrators or not young new administrators they wanted to welcome their staff back into the building
and kind of listen to their needs so in October November we did a second walk through that really talked about what type of needs the buildings needed our last way of extracting information to develop the scope was we we held two days of interviews with the architect we sent an open invite to building all District administration with the architect present and that I it was very important to have the architect there because he was able to ask pertinent questions in order to design and give us a real actual not real but a closer at cost to what some of these scope items may be because as we're whittling down the the scope we really need to know what it costs and how much of that we can afford so this was a very important step
so after these three mechanisms together the scope we came to a list that was a little over one billion dollars so a little a little bit too much more than we could afford so the executive team which is comprised of myself Dr terranova Chris Marshall our director of facilities the architect Dave Phelps the construction manager George spinaris and our financials advisors at fiscal advisors Benz Lona and John Bick we began eliminating the high dollar low probability projects to to start from a reasonable standpoint a reasonable starting scope after the initial Cuts we were able to reduce the scope down to a hundred and just shy of 148 million dollars which includes renovations to 200 South High and the necessary upgrades for electric buses once we get this list down to 147 million dollars we sent
each building's list to the building principles and ask them to prioritize what was the most important need to the least important need and if they didn't feel like there's some things in there that the building principals probably don't notice like roofs I I hope they don't spend too much time on the roof but so they only prioritize things that they were aware of and that's how we began that process is uh Mrs D'Angelo shared we also took in consideration our enrollment projections because as you will see in the scope coming up there are a couple proposed editions and we wanted to make sure that our additions were reasonable and that we were over building but building to accommodate our size So based on the enrollment projection Specialists they believe that we should not be building
addition based off of future enrollment and in the current capital project planning phase that we should address known space needs in our buildings which there is plenty of those already so current scope there are those are supposed to be number consecutively export from Google slides to PowerPoint it renumbers them but they're all important they're all number one to us so number one addressing the existing infrastructure of our buildings including roofs parking lots Windows masonry and elevators number two or the second number one addressing a portion of our space concerns in the district there are a lot of space needs and unfortunately we're dealing with facilities planning we might not be able to address all of them addressing Safety and Security infrastructure which includes expanding parking that was a topic of today's facilities committee for a
little bit enhancing 21st century facility space and creating warm and welcoming facilities addressing the ability to maintain more consistent temperatures in the building's classrooms through HVAC controls in heating Generations generating systems and implementation of infrastructure for electric buses so we're gonna go scope by each building we're only going to talk about the high level we will list put this on the website and please please share any feedback that you have so some of the big topics of the ECS is the main the original portion of this building is still on its original boiler so it's about 70 years old it works really well um it's sometimes controlling the temperature isn't ideal but it's harder and harder to find parts to replace it that comes at a cost of just under four million dollars the main
office needs some renovation which Inc which we would include a secure entrance and renovation to the front steps making it more uh ADA Compliant with less crumbling of the steps and a more secure railing so we've been working to maintain those additionally there's window replacement most of the building I mean obviously there's a new addition that does a new new addition but if you look above your head those windows are fogging and have moisture that's due to the seal breaking on the windows and they're just not working as they're originally intended so we're looking at this number we've already decided to do it while we haven't completely decided we've made a cut of half of them at this point to try to phase out the window replacement but begin possibly replacing some of the windows
and parking over in this parking lot over by district office expanding parking they're yes the only the only thing that caught me is when you said more ADA Compliant or either ADA Compliant or we're not ADA Compliant so I'm just trying to get a visual a ramp at the far door but not at the main door so got it in the addition we would add another to the main entrance thank you the primary school uh the bathrooms need a new furniture and fixtures in there along with new tiles a main office configuration which would include a nursing station for new mothers renovations to an 8-1-1 classroom So currently we're using a classroom that wasn't originally designed for 811 classroom again additional parking over in that parking lot it was part of the original scope a
few projects ago but it was scaled back and a fire alarm system uh the fire alarm systems working as is but eventually there will be need to be replaced the Intermediate School the intermediate school has always hovered around 900 to a thousand kids and that's not the the intended size of that building so we are looking at a classroom Auditorium Edition the all the bathrooms in there also need tiling and fixtures when you walk into the when you walk past the student bathrooms you can see the heater vents rusting music classroom renovation and sound proofing both side to side and up and down to help the other students in the neighboring classrooms be able to focus a cafeteria expansion expansion which would allow kids more time to eat and get through the lines and they
have some of the oldest roofs that are left to be repaired so those are some of the things that we're looking at at the Intermediate School Mr Belize absolutely when you say classroom Edition is that a single classroom or is that plural it would be plural so in the current design with because of the auditorium we're currently looking at about six classrooms but that may be sized back a little bit okay thank you the Junior and Senior High School this current proposal has an addition to the front of the Junior Senior High we're currently working with uh Brian and Brian and to assess the true needs of that building now that we have the enrollment study so we're still assessing the needs of that the Junior High cafeteria needs expansion at one point there used
to be a second cafeteria known as the silent cafeteria that we have kind of taken over and turned into classrooms so we're looking to expand the cafeteria in the junior high uh just like most of the other buildings the bathrooms need new fixtures and tiling uh parking lot replacement it's getting a little rough uh the track we did uh we re-rubberized the track but the the foundation underneath the rubber is starting to crumble so it looks like we are we are due for a track replacement and due to safety concerns of field number seven and the displacement of the marching band there may be a need to to turf field number seven which is our soccer field right right there was another side that was Operation maintenance transportation in that one had the two big
ones were the 200 South High and uh roughly about five million dollars for Transformer and uh conduit to run under the parking lot for charging stations for the electric buses the vetting process so we still have this really large scope everything has its purpose and its importance so we really are looking to categorize our current scope essential critical and important and then the executive team along with feedback from everybody we are looking to possibly build multiple proposals one that can be supported tax-free due to our Capital reserves one that may have a small tax impact or a series of referendums with the primary one being the largest possibly most likely supported tax-free with other referendums that are contingent on the first one being successful so we could propose multiple but is if the first referendum
got struck down the other ones fail but if the other ones fail the main one still holds so our next step is to address our needs through a review of both critical and important items from staff input to make informed decisions as we make further progress and downsizing the scope we're thinking about holding something similar to what we do for budget hearing and open it up to staff and present the scope items to staff tape it and send it out to anybody who may not be able to attend and a company that that presentation with a survey for staff to provide their feedbacks because they're the ones that deal with this day in and day out uh we will continue with the building and District leadership to develop a long-range facilities plan because if we
can't get it done here we need to look at addressing them because as we said everything's important and we just need to figure out when we can do it and share that with staff because it's very important that staff may not get what they want but if we can kind of give them a timeline of when we expect that we can do it even if it's not this Capital project we feel that is very important we are revisiting the deed for the size of the additions both at the intermediate school and the Junior Senior High and then we're going to work with our financial advisors to continue to explore the adability of each item and compare it to the local share impact because the more aidability that these projects have the more that we can
put into a capital project and have no impact to our community so obviously things that have higher Aid ability will have more emphasis in consideration as we build the scope a tentative timeline and I as you can see at the bottom uh it we're pending approval from SED facilities planning they just reached out to us last week and they said that they're about a six-month approval process but when you do additions you and you're proposing it to the community you want to know the eight ability before you present it so this is tentative approving or it's tentative on facilities planning approval so on April 13th we will provide an updated School presentation to the board of education and then May 11th we're hoping that we can get approval from uh the state we can push
them a little faster get it present full scope and adopt referendums end of June just like any time we do a budget vote or uh the vote for the 200 South High is required to have a public hearing and then we're hoping for the middle of July to hold the community vote anybody have questions questions you only have about 5 million for the electric buses what about the changes they would need for the mechanics is that an additional so actually when we when we did the bus garage we were fortunate enough that our lifts were designed to hold heavier buses so there's not too much of a need in the that the main five million dollars is to create a Transformer and to break down electricity but we believe that the the mechanics are in
good position with the new bus garage you gave a little bit more information about um the Mandate of the electric buses like the time that districts need to adopt what percentage of the fleet cost um and um it's on the tip of my tongue how available the equipment is for servicing electric power stations and so forth yes so it's a bit of a controversial issue oh it's a very controversial issue right now um So currently I believe beginning 2027 we are no longer allowed to purchase diesel buses and the fleet completely has to be retrofitted by 2030.35 um uh right now bus the electric buses are running about four and a quarter to four hundred and fifty thousand dollars there is a two-year lead time on buses even the Transformer necessary for electricity we're looking
at a two-year lead time um so availability of a lot of these things are not there I know Naples had received the Grant and they actually had to send it back because they're just not ready uh so there's been some conversation about teams for example going to States and the the length of time an electric bus the fleet needs to be turned over but it doesn't keep up with the needs for example having to recharge buses has there I guess what I'm saying is has there been any thought of advocacy that sometimes electric buses don't meet the needs of schools when they need to do field trips and so forth so in those cases would private motor coaches be used at the cost to districts so they could get students to States Nationals and that
kind of thing maybe Mr Weimer can jump in on that because that's a big part of the conversation how how does that work into a budget when you have such a great unknown but there's limitations to the electric buses so right now there is an advocacy so actually even if you Outsource Transportation you are still those vendors are required to have electric buses as well so I don't think a motor coach is a solution so right now the association of school business officials has a proposition to the state where last November they approved the clean energy bond in which there was 500 million dollars set aside for buses so the proposal by the Association of school business officials is to use that money in all the electrical grids areas of New York State and fully
fund an implementation and run a trial run and learn what road bumps that may come before the New York State asks all of the taxpayers of New York state to front millions or billions and billions of dollars for the infrastructure and the purchases of the bus so right now from the business officials our concern is just whether or not we could really do it all the way in the this aggressive timeline giving the long lead items a lot of the bus manufacturers are just now shifting gears to electric buses so as you mentioned the lead time for the buses so I haven't heard advocacy about completely doing away with it although there are some Rumblings about that as well but right now uh the professional association is just looking to Pilot some bus uh programs
across the state before we fully implement it yeah Derek I've also heard about those pilot programs and they want to do one for each um each grid I guess it is the electrical grid yep yeah um is what we're doing going to be part of that do we have any type of funding from the state or federal to support these initial infrastructure improvements for electric buses yes so right now currently I we keep trying for all the the grants that are available so we weren't successful last time we had a presentation about it we were really low on the on the list but right now they're telling us that they will Aid the electricity up to the electrical box in the transportation via building Aid and then from the electrical box to the buses the
buses themselves via Transportation Aid which is a more quicker turnaround you get it the following year where building Aid is overall extended period of time they have also allowed that you can Finance it over seven years as opposed to right now buses diesel buses are over five years which will lessen the immediate impact of the buses but when buses are three times as expensive it won't have as much of an impact because is not quite three times as longer but they're allowing for us to be able to minimize the immediate impact of buying electric buses by spreading it over two additional years buses have a longer is there a shorter turnover longer turnover they don't exist really too much so we don't know okay okay I know gaze has one but they do maybe they
can answer a lot of questions yeah I don't think that it's been through his whole useful life yet so we're not really sure what to expect there's a lot of unknowns right now so are we doing this infrastructure now because of the lead time with the components yes and because this is going to be the only Capital project that we have between now and when we have to start buying electric buses so either we're going to have to start using really old electric diesel buses which our mechanics are great they'll be able to keep up with them but it will be a little bit taxing on them but we won't be able to buy we're supposed to be buying electric buses in a couple years and we won't have anywhere to plug them in so
they'll just be sitting in the parking lot if we don't do this so the conundrum is that we're committing to a proposal of electric buses before in in this upcoming potential project and yet there's still such an unknown that the guidelines may change themselves yeah the the state has really dug their heels and they haven't been willing to even entertain extending the deadline I mean we're we're talking about it right now we're fortunate that we're going into a capital project and but there's some schools that are ending their cap the most recent Capital project in their further out from this so um we're hoping that maybe when the the state adopts their budget in April 1 they push that time out a little further and then we can have conversations about whether or not we
want to do the electric uh infrastructure right now or if we want to wait till the next couple of projects it will be largely driven by the timeline from the state of New York okay I'm sorry I just had a quick question about um the bus has kind of tied in with the capital Improvement so when that goes to vote in July like typically when we do our budget vote in May buses are listed separately for purchase outside of the typical budget it's one of the propositions will that be the case for our Capital Improvement because we'll have money allocated towards preparing for electric buses that piece won't be separated out that will be part of the entire package the capital Improvement project yeah so the electrical piece of it will be included in the
capital project but in future budgets when we start buying those electric buses the buses themselves would be a separate proposition yes thank you for clarifying yep yeah I wanted to I wanted to build I'm sorry I wanted to build on um a question that Debbie asked before about um mechanics um I'm speaking from experience here I I drive a bolt right I had to search to find an available technician trained in working on an electric vehicle um and I got estimates anywhere from three to four week wait because they don't have the availability of trained technicians so what do we have to do to make sure that our mechanics are trained to work on electric buses so our uh our transportation department is Stellar they're already on top of it they're aware of this coming
down so they've already amongst their own Professional Organization there's talks about it I know that there's uh they're developing professional development and training for mechanics as well because it's not like a typical bus there's no there's no oil change on an electric bus right right um so they they are working on it and I we have full confidence in our mechanic staff that they'll be able to adapt with this because they are a very great mechanic crew that we have over there so they will have to give them probably a lot of Summers going to professional developments to sit there and walk I know one of the bus manufacturers wanted to take them to one of their plants so walk them through and see how they're made and they'll give them a better understanding of
how they work and how to address the needs of these buses okay great thank you if we go oh I'm sorry if we go ahead and we include this 5 million in our proposed and it's accepted by the community and then the state relaxes this mandate are we able to spend that 5 million in a different direction or does it just kind of earmarked right earmarked for just electric buses and the infrastructure yeah so potentially we could possibly repurpose it would depend on the timing so our timeline currently right now is after the state proposal for this Capital project so if it doesn't happen before this we go into about so once the capital Project's approved we go into about a year of design phase which could potentially buy us time but if we don't
believe that the state's going to make that shift we're going to have to issue purchase orders for some of this stuff because of the long lead time other it's we're kind of stuck between a rock and the hard place on this one so depending on when that is we're hoping that maybe in April 1 when the the state adopts our budget there's a different timeline which is before when we bring the pro the referendums to your attention okay you you also mentioned before I think in comments and I can't remember where that the bus fleet would probably have to be double what we have currently because of um making runs bringing a bus back plugging it in taking one that's charged yeah so in the budget next year we're looking to add in field trips
but after the buses do the uh picking up students and bring them here because they do the Junior Senior High first and then the k-6 the bus will need to charge again also our Fizz add as Dewey mentioned in his campus news update we bring them to uh Dick's Sporting Goods for some activities and then there's a couple other field trips and then after school the buses to bring student athletes to their competitions so we'll need additional buses because of the amount of time to charge them so part of the the money that we're talking about does have a parking lot expansion to include additional buses for this and I'm assuming we're going to consider level three type charging stations ideally we like the the fastest charging one yeah there's level three and yeah it
will burn out our Genie yeah but some of the concerns is that we were talking about a little bit the facilities committee is like our senior trip when they go to Boston like what does that impact have on departing and coming back with having to stop to charge the bus so there's a lot of questions here and we have more questions and answers right now okay um work with other school districts on the route [Laughter] right it's like two students thank you yep thank you for indulging us again uh very thoughtful um and thorough study thank you for that okay where am I at here we are at the policy manual update I heard you had somebody else that was going to help you but well uh real quick before I do this uh so
just because it's a little complex this year we have the budget vote then the capital project uh between now we we obviously would like to have the board approve the 2324 budget in the April Board of Ed meeting so between now and then continue to ask us questions help us problem solve that you know we're Dorothy will give another exceptional presentation at the budget workshop in March and we hope to have refined numbers and refined editions there so we want your input obviously all the way up to the uh approval that you ultimately have to do in April and then similar process for the capital project we hope to get board approval for that Capital project in the May Board of Ed meeting so that gives us a couple months now to really give you
as much information as you need ask questions like you've been asking and and that one's gonna you know because we need to scale that project down too so just a process piece in terms of a couple months in the time frame before those approvals yes I'm tasked to give the policy manual update recommendation this is a Innovative idea that I had nothing to do about uh with uh that our esteemed board clerk uh Maureen goodbralette actually came up with so because uh I'll give the quick presentation I think she's faking it right now though what she hasn't typed in a couple minutes so I don't know right right uh I have nothing yes so I just want to make sure Maureen gets the credit for this because I think it is a really important piece
we're not actually we don't need board up approval for this but for in terms of a vote but we certainly would like to make sure you're okay with this process so that's why we're doing this publicly so real quick policy what is it it's the essential part of any organization it's what the Board of Education oversees and um it is something that is is critical to the success of a district the great news is because Maureen's been in a role for many years uh she has set up a process that has made ongoing revisions to policies on a year-to-year basis and we've kept up with those the challenge is that we've used two different Services we started with the New York State School boards Association and then shifted to erie1 BOCES as a policy oversight
group and because of that there's a bit of a disconnection as we try to revise policies that were originally done through the New York State School boards Association and now are being done by erie1 BOCES and as it says on there different writing styles numbering and then thanks to Maureen's work she found out that erie1 BOCES our new provider does offer a comprehensive service to really create a completely new policy manual and that doesn't mean we're going to come up with completely new policies for everything that's not what we're saying but we're the the the manual itself can be created by them as we go through a real thoughtful process to continue to look at policy development so this is pretty extensive I'm not going to read every one of them but um through our
leaders through the board's leadership Maureen's leadership we're going to be taking a look at all the policies we start with the ones that are legally obligated and then ones that are strongly recommended and then move into potentially policies that are specific to Victor because they're important to the Victor School District but this group from erie1 will review all of our policies uh we they're going to have extensive questioning of us around each policy and then ultimately use our responses to craft the policies that would be most effective for our district and this is not a short time period as you look at the last bullet this first review is really going to take 10 months to a year ultimately to so we're going to continue with our policy development through that but this this whole
process of reviewing the manual would really take almost a year then they send the first draft back or we send the first draft back they take a second draft uh to make sure that uh it's everything we need which is another three to five months and then ultimately BOCES would send us a final draft uh that the district would then adopt as a whole and it would replace our current policies but again it's not throwing out the old ones this is a year to year and a half potentially even two-year process as we ultimately get a final draft manual that um that really then has set us up for some really efficient reviews of the existing policies that they will continue to help us with and the total cost is basically uh what a little
over nine thousand dollars potentially another 2500 but we get 65.6 percent Aid and that was Maureen doing that calculation which was uh very effective 65.6 percent Aid back so basically this costs very little money compared to us 81 million dollar budget and we believe it's going to be really effective towards enabling us to have a better control over our policies more revision of our policies and this was also going to be a deep dive into every one of them over the next year and a half so Mrs good roulette would you like to add anything that I missed thank you are there any questions from the board I have a quick question would they provide a revised copy that's redlined so we could see where some of those revisions were made yes you'll see a
red line copy and then everything's redlined so the board sees all those changes that they're recommending and they don't make the final adoption or the final changes until the board agrees to it because it's your policy they're just recommending and then it's your final decision in some policies we may have to vet through legal counsel still because they said anything that that would be more specific to just our district that they would want our own legal counsel to look at with this uh this is a question for Mr DeLucia would this be the type of work that we would do in a workshop where we would start looking at some of these revisions that kind of that's that's a possibility I I would ask also whose workload is this I mean in terms of the
back and forth review with erie1 BOCES does that fall on the board on our district clerk or many players it'll be it'll be many players but okay you know we have a policy subcommittee as well um we could you could do it in a workshop I mean there's not a set way to do that and we'll get the first draft of the policy manual and like when when Tim and we actually spoke with her through a zoom meeting and she said once she sends that to us we have you can take 10 months up to a year to review it so it's not like we have to sit down and go through it in a workshop it's we can do it in chunks and we can determine how you want to do that and who
who you want to do that I think as someone at many of our policies wouldn't require much change because some of them are right so it's really just the ones that Dr jaranova was suggesting that are really that complement Victor as someone who's on the policy subcommittee I think it would no and this is not you know me trying to like pass the buck from Lisa and I but I think because it's our policy collectively as a group it would it would make sense for all of us to have a workshop or a series of workshops to review so that there's not as much back and forth between the people who are on the subcommittee with the larger body of the board I mean the purpose of the subcommittee is to review a policy here
and there not to review an entire policy manual this has to be an overarching board objective getting the shakes over here Elizabeth and I have some time but not that kind of yeah I mean thank you Maureen for finding this this is I think this is hugely important and necessary for us and I think we've talked about this issue it is it's just when I get the updates now from erie1 in order for me to try to see where those fit in with New York State School boards it's it's comparing apples to oranges yeah the writing styles are very different and they will actually Erie one will cross-reference our policies for us and they're going to give us a chart that actually says you know this is what you have oh you don't have this
this is what you need here's one they'll renumber them they'll get them all in so that way when we get the updates from erie1 those updates will align a line will be much easier and and when I spoke with her she said the updates they'll also once I think it's once a year once every year and a half they'll do an audit of our policy manual just to make sure that everything is still in line but when they send us updates they'll be sending us the policy our policy because they keep them on file would this money the 9000 plus would that come from the boards who who pays for that like how is that how is that funded a board budget okay budget and that's still edible yes okay so it's 65.6 of the
1449600. am I interpreting everything like 4 000 bucks yeah yeah okay yeah I support the concept I like the idea of uh board workshops you know plural potentially and to avoid um any two members of this board to run screaming from the building not even that it would take a much longer time next year yeah right no I think this is going to be hugely beneficial thank you Maureen for finding us it seems like a small amount of money together a good place doing the work without this in place because you've been doing it without all the alignment and I'm sure that you've been suffering silently yeah thank you for the fruit cocktail in the past well uh we're okay we'll support this right Thank you just a straw vote yep yes I think we're
all good right okay sold thank you uh okay item 7f is approve the following field trip Victory indoor percussion Ensemble to Dayton Ohio uh very quickly 317 to 319 to participate in the WGI Dayton Regional a motion please Elizabeth Elizabeth second Lisa Lisa and vipe Hammond's questions where are we see none all in favor say aye aye aye any opposed motion carried thank you uh item 7g policy review second and final reading the general gender neutral single occupancy bathrooms policy 7600 we've had this before us no um nothing no feedback from the groups that was sent to nope so a motion to prove this please Debbie Debbie second Kristen Kristen any comments questions no all in favor say aye aye any opposed motion carried thank you mine's an eye too by the way I didn't
say it um item uh 7h is nomination for the Wayne Finger Lakes BOCES board you receive the letter from the president of their board Phil Rose so if any of any of you folks are interested in joining the BOCES board it's up to us to submit your name anyone they are hiring a new superintendent as well that board member would be part of that process yes [Music] um that's a great question yeah because it I'm sure it'll overlap I think it's got to because it's already March so I think they would have a role in that right perhaps so any interest no yeah okay and we are at we are at item eight meeting reports Monroe County School Board Association committee reports anyone the either the president or the vice president of the various districts
met no last I think it was last week and then just all I can report really is there's very rich discussion as far as the different topics that are impacting pretty much all of us and how different districts are going about pursuing different things not really specifics and then the Monroe County the information exchange is going to be next Wednesday okay and I thank Dr Parks for attending that meeting that's always in conflict of another meeting that I have she they're not currently here and I don't know where else this would have fit but something I think that's notable was what was shared with us during our building visit about Chris Marshall the facilities crew not just at the VIS but the facilities members who happen to be driving by when they realized there was
an issue with the amount of water that had collected and the fact that everybody came together in an hour and maybe an hour an hour and a half rather than a school having to close it was as if it never occurred because it was all hands on deck and just that that's noted somewhere that we heard that in our building visit just the phenomenal work of the facilities crew district-wide yeah our facility as you can see it's the short-term reactive work they do that's amazing that keeps Us open every day and then you have Chris's you know unbelievable mind as a director of facilities because he's got that engineering architect background which is why we did things like the new library at the intermediate building that ultimately then increases our classroom space at the same
time and it's all done through money that was saved through the original for the last Capital project it didn't cost any more money so he's got he's got that group doing reactive in a good way work that's effective and certainly the proactive planning is a huge help to us and I'm learning that firsthand as we plan this Capital project out okay any uh committee standing committee updates the technology committee is rescheduled for later in the month we were supposed to meet Monday but it has been rescheduled okay I would give a Dei committee update but I think Jen and Heather did that for us tonight and you all know what we are doing and what we are working on right now and I'm gonna thank Derek for his update for the facilities committee um they're
doing all our work for us right and then um Karen you want to do that facilities the Arts holiday do you want to present that save the date April April 13th go ahead can we kind of go to the I I'm sorry I just you've done secret such great work I thought I'd leave it to you not to put you on the spot yeah you got to be on camera yeah it is so just to save the date information coming out in the next day or two officially but we are honored to have another inductee to the Arts Hall of Fame this time from the Theater Arts and it the timing is wonderful because on the April 13th board meeting in addition to all of the winter sport athletes will also be recognizing the cast
of Titanic and so the Art Hall of Fame committee is excited to have a little ceremony prior to the board meeting to honor our inductee and then to celebrate that with a little mini performance and then we'll move into the the bigger space so more information to come but the committee was wonderful to really go through our applicants and to make a wonderful choice so we're we're very excited about this anything else I just wanna you wanna imagine that go ahead oh I I just wanted to mention I attended the intermediate science fair extremely impressed with so impressive how well they were scientists it it was very heartwarming I learned several great facts but every student I stopped it asked him about their project they delivered it very well and professionally so kudos to the
staff there for delivering such a great project for the the whole Community I certainly learned that we all need to clean our cell phones much more often I'm telling you that now the petri dish did not look pretty and one of these child's presentations it was very informative and the I was blown away by how many how many students were involved in it yes Dr terranova made a made an appearance as he does it everything on campus that was exciting yeah it was anyway it was huge it was and one more final shout out to the library at the intermittent school um I mean it was overwhelmingly exciting it was so gorgeous to see I I cannot wait to walk back into that building and watch those students in there it was incredible we had
a one day sneak peek but the kids were looking through the window and you could just see they could not wait to get into this the librarian and the whole staff of making that move ah in the time that they did to be able to make that so that the students could have their their open houses on that it was really we've got great people and then very last for me um Dr terranova Debbie and I attended um Deca the VIP tour today talk about professionalism quite quite impressive to see what the students do through Deca um talk about running screaming from the building if I was a ninth grader doing some of the stuff they were doing boy I'd be a little nervous but quite impressive I think I overheard one of the judges
mentioned to Dr terranova that the Victor students are doing pretty well so yeah we'll find out tomorrow yeah they did we had about 70 students make the states for this competition so overall there were about 2500 students there from throughout the state competing very intensely yeah and we we participated in a couple of really nice four actually presentations in our tour and quite impressive yeah definitely worth attending anything else I would just like to thank the people who came out tonight because it's nice to have other bodies in the room so thank you for coming your vested interest it's it's nice to feel like there's there's people who are listening and I know people are listening in from home too but it's nice to see faces and you know Gallery particularly there are some and
I will not embarrass people by naming them necessarily but they're particular faces that we know we see every time I'm looking at one of them right now and I think and that's appreciated I think they show up because we're fun to watch right all right uh moving on ladies and gentlemen um upcoming events the budget workshops Thursday March 23rd at 6 30. the next regular board meeting April 13th at 7 15. a special board meeting for the Wayne Finger Lake spouses budget vote will be April 26th time to be determined make sure you make a note of that folks the morning one well we can talk about it at the April 13th meeting we can pick a time okay so it's literally a five minute meeting right okay anyone interested in making a motion to
