002and invite us to stand to observe a moment of silence and Mrs Palomo Sanders would you lead us with the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all again welcome and thank you for joining us and for the evacuation procedures in case of a fire everyone would please follow the exit signs to the outside of the building and please stay completely clear of the building to provide space for any fire department and emergency responder vehicles and just kind of take a look around the room to locate the exit nearest you at this time we're looking for approval of the agenda so I would invite a motion Elizabeth second bye
003bye Debbie any discussion all those did you mention that there was a possible correction earlier no says something else Chris Dr Parks no okay no that's okay any other discussion all those in favor say aye aye aye opposed abstentions so carried all right Dr Terra Nova the superintendent's update thank you thank you Dr Parks uh welcome everybody uh first and foremost I know we're going to do a uh more specific recognition later but I do want to recognize all our veterans for their service in the military and Veterans who served in the active military including our own Dr Christopher Parks I want to thank him for his service for our country we thank them all of them for their service and I know we're going to talk a little bit more about the significance of
004Tomorrow a little bit later in our meeting I have two other updates one is I want to make sure that people understand the significance of our management plan which comes from our five-year strategic plan there's actually three areas that were not only obviously following from the management plan but we're asking for Community input regarding the first is our next Capital project that's part of our facilities development that's part of our management plan a survey was sent out in the Victor news magazine that should have arrived in people's homes this week we'd love you we'd love well we would love if you would uh yes we love all of you we'd love it if you filled that survey out with your own Impressions around the needs of our facilities um I also sent out the link
005for that survey in my community message today but we need as much input as possible it's also on our website for people to access if they can and it's all over social media so that's a survey for our next Capital project a little bit later towards the end of November by Thanksgiving we are also going to send out a survey around a review of our mission and vision of our district that's something that has been prioritized to review this year as part of our management plan so the mission and vision will be obviously attached to the survey and then questions regarding it and getting people's input around and really whether what we're trying to figure out is whether we feel satisfied with our current mission and vision of the Victor Central School District or it
006needs some either slight tweaking or significant tweaking and if that's the case then we would operate with that process in mind so a survey about the vision of vision and mission of our district will be coming out the end of November and then in about a week and a half we're going to send the third communication and that is a message regarding our diversity equity and inclusion district-wide committee that we will be forming in December and this is not so much a survey but it's more of a uh really a reaching out to community members to see who might be interested in serving on our diversity Equity inclusion committee that will be going out somewhere between November 16th and November 18th this is under the direction of one of our major shared decision-making bodies our
007district council and that District Council is made up of 16 members of the community staff teachers parents community members administrators and students so that the district council created this really it's an application to some degree um just some important points that will be sent out it's a message to the community members to say are you willing to Advocate to ensure that our school culture and environment is safe and responsive to All Children's needs if you're interested in partnering with teachers and school leaders to engage in issues regarding diversity equity and inclusion in our school Community if you answered yes to any of those questions please consider applying for membership on the diversity equity and inclusion committee the first principle in the New York State education Department's culturally responsive sustaining education framework which drives the need
008to have an equity and inclusion committee is to have a welcoming and affirming environment in our school systems of welcoming and affirming environment feel safe it's a space where people can find themselves represented and reflected and where they understand that all people are treated with respect and dignity so the committee will be a collaboration between all stakeholders it'll include members of the boards of Board of Education parents students community members faculty staff and administration I'm thinking it will end up probably being somewhere between 25 and 30 members and it will serve as an Advisory Group to the superintendent regarding systems practices and policies and experiences related uh to equity inclusion it's going to meet bi-monthly starting in January it's certainly going to be aligned to our strategic plan and it's going to be a really
009important entity they're going to research and analyze practices that support the Recruitment and Retention of a diverse faculty and staff review District data related to student performance and outcomes especially related to subgroup populations gather stakeholder feedback related to the development of a welcoming and affirming environment so what will happen is we're hoping to get a large number of people interested in serving on the committee this will be sent out to like I said Community membership staff membership students and then it will be the curriculum council's job to vet the application so to speak and call down down the number to somewhere between 25 and 30 with with a representation of all stakeholders as much as possible so I'm very excited about this uh this endeavor and again this will go out in the next week
010to week and a half and then we hope to form the committee by the holidays in December and that goes along then with the other two pieces of information which is the capital uh the capital project and that survey as well as the survey survey on the mission and vision which will occur later in November and then last but not least I do want to give an update because this is tied to one of our presentations tonight uh by our pupil Services team leadership about supporting all students social emotionally as well as academically one of the things that uh the Ontario County superintendents there's nine of us nine school districts in Ontario County as well as the Ontario County government has been working on since July is a collaboration to add mental health supports in
011our schools that could be funded by the county to support the already uh the staff that we currently have via school so our first meeting was in July and then we had a second meeting this week with Ontario County superintendents and County leadership we're actually working on a plan to have therapeutic Counseling Services set up across school districts in the county for students who need more significant counseling typically students with a mental health diagnosis this is a much higher level of care there are a small number of clinics for students who meet these requirements and needs in the county but they're few and far between and there are many families that struggle with getting their kids to these particular clinics and working with family therapy so this would be more of a district Clinic multiple
012District clinics across the county the county would actually fund the providers for this and it would allow some of our families of students who have complex needs around mental health to be serviced in the school setting potentially during the school day but certainly after the school day especially those families that struggle with transportation and getting their kids there so our next meeting to to be to finalize the the way to get this done is going to be early January I'll have an update then but I'm very hopeful that this collaboration with the county and our superintendents will continue We'll add some family supports to our various school districts and this is just the tip of the iceberg in terms of what the county wants to help support us with in that partnership to support all
013students that's my superintendent's update for this month all right thank you Dr turnova and actually I would invite you back for our bashamish recognition of our graduate of Distinction and what seems to be really magnificent where is she sure and actually Dr Terra Nova if I'm just I'm going to read this anyway just in case anybody changes their mind if you do wish to sign up for public participation if you have not yet already you do need to do it prior to when we do that and for the purposes please put your name address telephone number and or email and limit comments to matters which will be properly discussed during public participation and the topic and if you are from a group organization you do need to select one spokesperson so if that if you
014are so moved please feel free to do so yes sir so I am extremely excited to begin the recognition and induction process of this year's graduate of Distinction from the Victor Central School District posthumously Dr Laura Lane who was a vces class of 1895. uh in 2020 Victor Town historian uh Babette Huber who is a instrumental member of our community she's right over here she knows I'm going to stop talking very soon because she's going to get up in a second but we're glad to have the vet here because she nominated Dr Lane for her amazing career as a trailblazing cancer researcher and physician tonight we're pleased and proud to finally have the in-person opportunity due to covid we had to postpone this to share Dr Lane's story and formerly induct her into this prestigious
015class of graduates for those who don't know the graduates of distinction program was created for the purpose of recognizing Victor Central School District alumni who have achieved distinction through exceptional or Lifetime Achievement with significant contribution within their school family career Community or personal life and sharing these accomplishments with the community at large as inspiration for current and future students nominees to the graduates of this distinction program must be a VCS graduate for at least 15 years the selection process as rigorous nominees are selected based upon a wide variety of criteria educational professional job-related honors Awards professional affiliations Publications and Civic and or Community involvement above all they're selected for having the highest level of character and integrity each year the graduates of Distinction committee which is comprised of five VCS alumni one student and a
016sitting board member meet to review nominations submitted by the community members and before I introduce Babette I'd like to recognize a few of this year's graduate of Distinction members think they're here with us is Katie Lou here Katie Lou is one of our members Brian Chapman actually Katie's class of 2005. Brian Chapman class of and Dr Parks has been on the committee as a board member and I believe Kristen Elliott was on the board representative was the board representative of the Year Dr Lane was nominated so thank you for being on this committee and thanks for your service for the support and role at this time I'd like to introduce Our Town historian Victor Central School District's own Babette Huber exceptional is retired the right word teacher from our district yes exceptional retired teacher from
017Victor but is now has been a town historian for many years she's going to share Dr Lane's story with us and a big thanks for uh Babette who took the time to research Dr Lane's story figure out that this person was an exceptional person who came from Victor and did exceptional things in the world and then I was honored to be at the presentation that she gave to our senior high school medical Explorers Club this afternoon and there was a bunch of them about Dr Lane and her story needless to say these aspiring young medical professionals were Beyond impressed so without further Ado I'd like to introduce Babette Huber thank you um Dr Laura Lane she was affectionately called doc Lane was born November in 1880 and her parents were Amber and Amelia Parks Lane
018you may know the name Parks because it's the beautiful house in front of the Royal car wash um that was the Park's Homestead and the uh the lane family originally lived in a home on Lane Road they lived at the bottom of lane road at the intersection of Lane and Route 96 it's no longer there but that that family the father was a prosperous farmer and they owned all of the land from Lane Road West to Rowley Road uh so he was they were quite um a prosperous family in the Victor area um after graduating from Victor High School Laura Lane went to live with an aunt in Ann Arbor Michigan and then attended the University of Michigan I have a feeling that she had some sort of a vision for herself she graduated there
019with a bachelor's degree and then went on to the University of Colorado and earned a medical degree in 1904. just very unusual for women to attain medical degrees even at the beginning of the 20th century she was a fellow of the American College of of Surgeons which was established in 1913. in 1917 she passed the second examination ever held by the American Board of ophthalmology making her the first female physician to be bored certified in the United States for any specialty her main interest was orbital eye tumors leading her to study the use of radiation and radium for eye cancer that was her downfall unfortunately turn of the century radium was and still is nothing that is uh what we would want to handle she had to retire because of radium damage to her hands
020they were burned probably due for from just the handling of the radioactive material at that time they did not realize how dangerous it was she eventually came back to Victor living at the house which is no longer there at the corner of Lane Road and Route 96. she was the Forerunner of the phrase garbage in garbage out as she spoke out at local lectures usually at the University of Rochester in favor of organic farming she promoted a healthy living style which included exercise and non-chemical vegetables she believed very strongly that the ingestion of processed and chemically induced Foods this was 80 years ago that we eat what was what was causing cancer she died March 19 in the house she was by herself people would watch over her if she wasn't seen for a few
021days they would check on her um unfortunately she died there's no heat in the house in March and when they found her she was frozen she left bequeaths of her whole estate to several universities to continue in her field of expertise which was cancer I research the American Academy of Ophthalmology considers Dr Laura Lane a trailblazing female ophthalmologist and I want to thank you for recognizing the achievements of this Victor alumni a person that you probably never heard of and that we should know about thanks thank you [Applause] so we have an incredible plaque that you're going to take it that honors Dr Lane I think there's still a lilac bush growing we're hurt the whole house was Dr Parks so Kristen do you want to keep your pictures can we do a quick picture
022with the board members and the committee members and Babette Christmas that'd be great all the board or just the members the time Kristen and Christopher yeah not in the light amazing stories one of the garden plants where he was living inspiring okay thank you that is truly special and magnificent and to make sure that much even prouder of the community with within which we live and thank you Mrs Elliott for serving when that nomination took place to to see that all the way through and to all the committee members as well that joined us it's in good hands still with you the the next recognition tomorrow is Veterans Day originally Armistice Day today is also the birthday of the United States Marine Corps and just a bit of History to share is that to share
023with all of you is and the signing of the Armistice and then in 1954 changing to Veterans Day but that VCS has many veterans and within our community and the share community relations department reached out to all of our staff to ask them for their accounts if they chose to submit them about being veterans their photos and stories are currently shared on the district's social media sites and while not all of our VCS veterans chose to participate we do believe that those who did are a great representation of all the veterans who have served and their commitment to our country I'm going to share a quote which I cannot take any credit for whatsoever President Harry S Truman and when he shared our debt to heroic men and Valiant women in the service of our
024country can never be repaid they have earned our undying gratitude America will never forget their sacrifices and so I would invite all of us here those watching online to take a few moments to silently reflect on the sacrifices of the Brave proud of magnificent women and men who serve our country and protect our freedom both at home and overseas foreign again thank you to all those community members at this time we moved to public participation and although the board's work is open to the public this is not a meeting with the public so at this time privilege of the floor is offered to those who have signed up to speak and the chair is happy to recognize any of those who do wish to speak to anybody sign up well then we will move on
025acceptance of consent items looking for a motion for acceptance of consent items Mrs Elliott second oh So Lisa is the second yes and at this time I would open that up to discussion any discussion on the consent items uh yeah I'll just yes thank you Dr Parks I just want to uh make one mention in our Personnel agenda just a big thank you to Dave Roderick he is a retired school psychologist and school counselor for our district and has decided to help us in a long-term substitute position as a school psychologist effective November 21st and ending in June 2023 and Dave is fantastic as a counselor and a psychologist and we'll be a huge resource for us I just want to thank him for again he's one of uh many of our outstanding retirees who
026can come back and help us either in a per diem role or in this case a much longer role so just big thank you to Dave for that any other discussion items certainly a thank you again for donations to our our district from one donation from uh Debbie Palomo Sanders and um a donation of some T-shirts um again we are indebted to this community for the support and then uh for item I I just asked Mr valise our assistant superintendent for business to talk briefly about the adoption of the 2023 2024 budget development calendar thank you Dr terranova so if you remember last year we've changed the format of how the budget is presented to yourself so beginning Thursday January 12th with the transportation update you will receive the binder with all the pre-made tabs
027and as we go through the different phases of the budget development we will be handing you uh the corresponding pages to put behind and as we keep going I'll we will keep providing you with updated sheets to replace out of your budget book and then by the end of March you will have the complete budget book for you to review and have thorough time to review before you adopt the budget in April we have additional binders so we were actually going to repurpose the leftover binders from the Strategic plan so we have a surplus so if you do not if you no longer need them you're welcome to return them to the business office and we will recycle them if you believe it's good to have two for comparison you're more than welcome to keep
028them and return them later thank you thank you yep foreign discussion so at this time we're looking to to vote all those in favor to accept the consent items whether you vote of I I any opposed any abstentions so carried yep and campus news Dr Terra Nova turn it over excuse me I turn it over to our building principles like Heidi Robb will be starting off brave soul he draws straws tonight I actually am going to share campus news for the primary school and the intermediate school so we'll start with the batter of the two the primary school um so at the primary school we've started a committee the cares Council and this committee stemmed from work that we did this spring around expectations for our school and our staff staff felt strongly this spring
029that it was um not just about making expectations for the school but about living those every single day which is where the cares Council stemmed from this fall our students worked hard to show what it will look like and sound like for all of our school expectations which has been exciting and then the cares Council our goal is to create a welcoming safe and inclusive community we've brainstormed waves to work toward the goal this year and some of these things that we'll be working on include we are looking to do common monthly read-alouds in all of our classrooms two of our teachers are going to lead a book club with the power of our words which is um the language that we use with our students using responsive classroom practices we're going to challenge our
030staff to recognize the acts of caring they see around the building from students that are not in their classroom to help build that Community we're also looking at ways to cultivate student leaders and to have students involved in this work we plan to highlight responsive classroom practices in our faculty meetings and we're also hopeful to have a larger Primary School event this spring similar to the morning meetings that occurred in the primary school in years past um and then lastly we're looking at making our expectations more visible around the school and perhaps even in some sort of logo or something that could go on t-shirts and and to have around our school but also reminders around our school about what our expectations are so I look forward to sharing some of those updates with you
031as the year goes on moving on to the Intermediate School Ashley wanted to share that today they celebrated Veterans Day with several events including classroom activities they did shared reading experiences writing activities and guest speakers to honor veterans student wrote students wrote letters and cards of appreciation thanking Veterans for their service these letters will be delivered to the VA Hospital they also welcomed over 80 veterans today in the Intermediate School throughout the day veterans visited classrooms and shared experiences and artifacts with students and staff this was not only about a valuable learning experience but it was also an opportunity to thank our veterans for their sacrifices and services a special thank you to one of our fifth grade teachers Jamie Condon for her efforts in organizing the event of our students staff members and community
032she also wants to thank PTSA reps who volunteered and welcomed the veterans today at the Intermediate School finally she wants to thank the veterans who joined them today at the intermediate school as well as other Veterans for their service thank you good evening everyone I'm Brian cessel the principal of Victor senior high school and I want to start off by acknowledging two individuals tonight the first is our College and Career Center coordinator Aaron Jacobs November 1st was the deadline for many of our seniors to decide on early action decisions for the schools that they want to attend and about 30 percent of our seniors have applied for early action we've never had that many before the next big deadline is November 15th which is another early action deadline so we know that number is going
033to increase again this excuse me this number has been increasing gradually over the years but I want to bring it up to highlight how many strong students we have who want to decide early where they're going to go and it's a direct connection to the strong summer camp that we have where seniors are coming into the school year in September with their Naviance set up and their college essays already written because of that camp that they do in August thanks to Aaron Jacobs and Dad McManus who's an English teacher and Aaron is also doing College workshops three days a week where she is working with small groups of seniors their individual applications and these these workshops are packed it's like there's like a waiting list for us so she's just really turning around our College
034search process so I want to make sure I highlight her and the work that she's doing I also want to highlight senior Enzo De Jesus who is one of our outstanding vocal performers he's in a lot of our school productions last week um he performed in the National Association for music education mixed Choir in Washington DC he met fellow performers from across the country including some who came from as far away as Alaska Hawaii and California and you have to audition for this uh for this event and he just said it was an absolutely wonderful event and once again he's representing uh Victor uh in in the highest way possible so congratulations to Enzo and I also have to uh recognize our PTSA Reflections program again our wonderful Victor PTSA promoting uh the Arts here
035in our school this year we had 22 entries from across our district from all of our buildings who entered uh artwork in the theme this year was show your voice there were six categories that you could submit work in dance choreography Film Production literature music composition photography and visual arts where they could submit a piece of art or performance piece and four are going to be moving on to the next Regional round there's going to be a Reflections reception a week from tonight next Thursday the 17th at 6 30 here in the ECS boardroom where the art and literature pieces are going to be on display and an opportunity to listen to the music and watch the Film Production that the students did so we're definitely looking forward to that and thanks to the PTSA
036so that's my update this month thank you good evening my name is Rob DeRose I'm the principal here at the ECS wanted to start out by sharing that we've had a great month since our last board meeting here at the ECS one of the biggest highlights of our school year so far was the open house we had so many families so many smiling faces so many uh just exciting moments including the book fair that was held here in the boardroom just another great example of such a strong VCS community and the wonderful support that our families provide our students and our teachers following that open house we had a grab and grow breakfast provided by our PTSA which was just a wonderful opportunity for our teachers to gather in our conference room and get a
037nice treat after a long evening being here at school for open house so we appreciated that support from our PTSA we enjoyed the fall celebration parade recently on October 31st so many wonderful children in their costumes smiling faces and just a wonderful event out in our Bus Loop and we want to thank Steve slaviny and the security and SRO Deputy Arnold for being there to support our students as well this year at ECS we are focusing on kindness as a theme throughout the school year we had our community reads kick off in October and then moving forward for the next month we've been focusing on friendship and teaching our students in our classrooms about making good friends and being a good friend to others and as we move forward throughout the school year our shared
038decision making team is meeting to decide how else can we focus on kindness throughout the school year so we've got so many great ideas that are being talked about and worked on throughout that committee process right now during the month of November and early December the ECS is participating in the Ronald McDonald House Collection where students are bringing in materials for the Ronald McDonald House and the knees that they have as they support the families in the Greater Rochester Community as well as Beyond and we've had such an outpouring it's only been going for four days and just the amount of donations that the students are bringing in and dropping them off outside of our health office has just been really impressive moving forward in the next few months we're excited for parent-teacher conferences coming
039up in December and planning an evening movie and popcorn family night with our PTSA can't wait to have that event take place in our Auditorium in the winter months so we're looking forward to a lot of great things here at the ECS and Victor school so thank you foreign the principal of Victor junior high school and I did leave a handout for you um it's kind of part of the campus news there on your on your desk over the last month uh we've worked really hard at the junior high school to address an issue of graffiti that was appearing in our restrooms we had four instances where we had some inappropriate graffiti that appeared in our building and it was a great opportunity for Laura and I to come together and collaborate for the first
040time as our new assistant principal and do what we do about switches be teachers and so we put together a 30-minute activity and lesson that we were able to deliver to all of our students so we each did about 18 class visits and lessons and so I wanted to include free as the campus news update some of the outcomes of that work it was very is very impactful I think for our kids it's very interesting for us as adults our targets really were to share some real world examples with our students of things that happened in our building this year that we believe either represented an act of racism or intolerance or perhaps insensitivity and we wanted to have our students have an opportunity to kind of reflect on those to pick one particular incident
041out do some reflective writing and then they had a thought partner in their class where they could have a silent discussion with another student to say what they believe of this event kind of comment back and forth what might they do if they were to witness this happening to them or a friend and then we provided them with some additional supports and strategies that maybe they didn't think of on their own and asked them to go back and reflect a third time as well part of the outcome of that work was to come together with three working definitions for ourselves as a faculty and staff and the students so if we see a behavior that we need to address we can have a Common Language with which we can uh sort of address that and
042and to know that it's working today I was walking around the cafeteria Dr Terra Nova it's actually with me we're doing a building visit and now one young lady in a joking way was talking with her friend and she said Mr gee Mr gee this kid's being insensitive I've never heard one of my students in nine years just kind of automatically sort of use the word insensitive and so I kind of said you know what you paid attention when I came to visit obviously that situation wasn't an example of insensitivity but later today I did have an example of that where I addressed a couple of students and I was able to show them specifically why what they did really kind of crossed that line and they instantly could go back to the lesson in
043this case Mrs Westerman had delivered and said oh yeah I remember that so I think we've made some good Headway I'm proud to say that since we've delivered those lessons the issues of graffiti have not re-emerged so we have have not seen a return of that behavior over the last couple of weeks and moving forward it's a great framework now for us to be able to have conversations with our kids around treatment of one another and kindness for one another but also what it means to be an upstander when you see something that you know is not appropriate how can we equip you to be able to have skills to address that and so we're really proud of the work that we did I'm really proud of our kids and how they responded and engaged
044and I think that's uh sets a good framework for us moving forward so I just want to kind of share that as an update because I know it was very important to us and certainly important to our school Community as well thank you very much for sharing this thank you to all the the building admins for the work that obviously goes far beyond the classroom and well beyond into our students daily lives so thank you all very much at this time we're going to move on to our management Plan update and invite Karen Ryan Shannon Mark and McMurtry and Amanda Tripp oh thank you good evening everyone I'm Karen Ryan I'm the assistant superintendent for instruction hi everyone I'm Shannon Mark and McMurtry director of secondary special ed good evening Amanda Tripp director of Elementary
045special education and we're very happy to be here tonight to talk to you about how we're supporting our students both academically and social emotionally through really the lens of our school social workers school counselors and school psychologists so here at Victor Central School District when we talk about school um student achievement we're really talking about supporting the whole child and we're really looking at ensuring that when our students leave us that they have skill areas across academics um social emotional competencies and diversity equity and inclusion so we're looking for our students to have agency identity identity and efficiency all three of these areas are equally important they're independent of each other independent of each other but they're also very connected and our goal is that our work this year is really embedded in professional development
046tied to these three areas it you'll see it within our management plan and you heard about it already in some of our goals that the Heidi highlighted today when she was talking about that warm and welcoming environment so our Highlights today will be how our school social workers counselors and um psychologists are supporting these areas specifically when we look at Agency for students what we want for them is we want them to have a strong academic foundation so that when they leave us as seniors and they go out into the world that they have the skills to craft a plan to put that plan in place and so that they can achieve any goal that they wish to the sense of identity ensuring that students know who they are as a learner feel valued and
047have a strong sense of sense of where they came from culturally and are accepting of others is really one of the most essential skills that we want our students to leave the third prong of efficacy is connected to our five social emotional learning competencies so we feel it's critically important that students have the skills and the competencies to make responsible decisions to develop positive relationships with peers and adults and to demonstrate self-discipline to disappear to perceive through daily challenges we could stand a little closer we're very close yeah so really there is a very strong K-12 alignment for supporting the academic and social emotional growth and we um the PPS department is really anchored to supporting the focused professional learning environment learning practices that we're doing we're working to continue to support and build our
048RTI and MTS structures and we're aligning to the building goals so that our students can leave us with those three areas that we highly did in the very beginning as a proud and former school psychologist for the district this slide was very important to me in it into US it shows the increase in Staffing that we've been able to the district has supported regarding supporting all students and particularly over the last six years the districts has increased by one psychologist however as it's evolved the role and the responsibilities have changed dramatically so our school psychologists are able to work directly in classrooms at all tier levels to support interventions and help to implement different strategies for all students in additionally we've increased social worker position from one district-wide social worker to one in every single
049building across the campus this is extremely exciting because it allows for increased supports for our families it helps to connect our families and and students with Community opportunities and resources as well as the direct support to students that they're able to provide on a daily basis counselors have increased from 12 to 16 from 2017 to current 2022-23 to continue to provide comprehensive guidance lesson plans in classrooms across the district at all grade levels facilitate counseling groups and to support and assist students with post-secondary goals all of our social workers and school counselors also develop plans to support individual students each and every day so as you can see through this chart that it shows the collective increase in Staffing it's been a thoughtful process it really has to increase Staffing to meet the growing and
050challenging needs of our students we're really excited to share that this year we've had a really amazing opportunity to partner with the office of instruction to support some district-wide professional learning that really helps to develop and grow our Collective understanding of the culturally responsive sustaining educational framework and it goes back to what Dr terranova said at the beginning Heidi highlighted in her state of the school and it really establishes that welcome and affirming environment we were also able to provide time and space for teachers to see and reflect on how they are leveraging relationships in the classroom to support students we're supporting them with building a bank of resources and re that are really grounded in that research-based highly effective tier one strategies that are not only academically supported but also social emotionally supported and
051really at the end of the day building capacity in all of our staff that they really have a hand in building that that whole child philosophy right that they are supporting them in developing their future success so as we look as um it's been highlighted all of our building goals this year are anchored um in academics and in that social emotional area so each one of our buildings k-6 has this goal create that welcoming safe and inclusive community where all members are valued and the wellness of each individual is at the Forefront and even Brian and his work tonight when he highlighted the work that he's doing with the school at the junior high it's really anchored to this how are we creating that environment that every child is inclusive and is accepted and our
052students see that as a value so that when so that when they exit from us and they go out into the community they they show those values as well this umbrella really represents district-wide all of the amazing problem-solving teams that we really do have to support students not only academically but social emotionally and at the table of every single one of these teams are our social emotional experts our school psychologists our social workers our school counselors and our Behavior specialists in order to really understand what our students need Amanda highlighted earlier that it's not about just the guidance counseling lessons that happen in the classroom but that's that daily problem solving to support students whether it's around attendance behavioral supports or simple parent and family engagement opportunities so we can take this umbrella and the
053supports that are occurring and we can look at it through the lens of a tiered level of support and this is our mtss and RTI structure and so what this Triangle really represents is that that tier one that's that Universal Core curriculum for all of our students it's what is engaged in every day when kids enter the classroom both in that academic area as well as the social emotional learning tier two really enhances it's all of tier one but it's for some of those students who need a little bit more support and tier three is really individualized intensive support for a small group of students but what occurs at every level of how when we look at students is a high level of problem solving there's parent Communication in there and within those tiers those
054tiers are fluid you could be a student at a tier one level there may be some trauma in your life and you need some short-term intensive supports it's not fixed it's fluid and kids move in and out and services can change in terms of it could be classroom direct instruction that child needs it may be a small Counseling group that child needs for a little bit so that's how that umbrella looks as we look through a problem-solving process and so what I'm going to talk to you a little bit about is that Universal Core Curriculum that's that bottom level and that is that curriculum that is available to every student and that's our viable curriculum and we're on the right hand side of the umbrella of that social emotional so this is where our students
055do receive that warm and welcoming environment by their classroom teacher it's where they are developing those relationships with their teachers and we're starting to develop and teach them those social emotional learning skills so that they have that self-awareness and they can make that good decision making it also is um the building in the classroom setting those expectations their beliefs and their values through that what they do every day with them and through how we promote kindness caring and respect um we have a very comprehensive K-12 curriculum plan that um our counselors are pushing into the classroom on a regular basis hitting particular outcomes every year tied to the New York State Standards around social emotional learning as well as the counseling curriculum it also we um embarked on using a tool around Panorama and Panorama
056is a data tool and it also is anchored to um giving a survey to our students and that data really helps us see where some of our students see themselves in terms of some of those social emotional learning and we've used that data at the high school particularly to identify areas of need develop some lessons and also help us identify interventions for students again there's daily supports as needed a child may come in that day and need to do a check base with their counselor or maybe the school psychologist that's all part of a tier one instruction and then we partner always with outside agencies and with our families on a regular basis to access supports for them so as uh Karen shared tier two is for students that need a little bit more right
057they might need some more support in some area and and as Karen also noted this is fluid right so a significant event like a death in the family or just you know the daily day-to-day struggle in school could move you into a tier two I think what's amazing about our school counselors and social workers is the relationship that with that they have with the family with the families and with the students so that they can anticipate those things and then often bring them to our mini student support teams or our whole school student support team to talk about the needs of those students uh so this just I guess it takes what Karen shared is tier one and just takes it to that next level and it's a little bit more of a laser focus
058we use panorama data to look a little bit more at attendance grades and then some of that survey data to design some counseling lessons and some additional classroom supports for those students and continue to move through that problem solving process uh we also work to coordinate different Services if we see students are struggling in a key academic area working to look at their schedule to see if there's other academic supports that we can bring in because what we know is when our students are struggling academically it often carries over social emotionally and continuing to build those Partnerships with outside agencies based on that critical need of that student at that time and lastly tier threes we talked about is for a smaller group of students and we work really hard to demystify the idea that
059it's just about special education so all students might have to access a tier three intervention or support at any given time but it's an opportunity to work very intentionally in a highly focused way to support students with very focused interventions in a multi-disciplinary team and you know we see that all the time as we we come together we're starting to do tier three teams and a big focus of that tier three team support is involving parents and inviting them to the table so that they're able to help us in our problem solving collectively all interventions are focused on improving and integrating students academics as well as their social emotional growth in addition to the professional learning that Shannon had shared with you we also provide our school counselors social workers and psychologists opportunities to engage
060in professional development that's offered by the county so our school social workers on superintendent's conference day went to a school mental health type of conference our school counselors attend conferences that help for College Planning or in a particular area we have one of our school psychologists is going to a conference coming up in terms of anxiety for students and they take those learnings and they bring them back and we turn key them within our departments meetings and so that we can all grow to be able to meet the needs of our kids who are struggling in social emotional learning but also proactively put in some really good interventions so we would welcome any questions right now about the supports that we have in place and the how our social worker counselors and school psychologists are
061supporting our students anybody have any questions I don't have any questions but that's a tremendous division of need which I think really helps the student population tremendously thank you thank you thank you not just for the presentation but for all the diligence and the great work thank you it's our pleasure our children are being very very well served and taken care of thank you moving to item 7c the 200 South High Street inspection update from Mr Belize and Mr Phelps or maybe just missed release [Laughter] Mr Phelps has the flu today so he decided not to join us so uh tonight um as you know the community has approved the proposition to purchase 200 South High Street um one of the Clauses in the in the PSA the sale agreement is that it has to
062complete a thorough inspection so tonight we're going to talk about the results of that inspection uh we conducted the inspection on Wednesday October 26th uh Dave Phelps from swbr provided the architect which is Dave and a structural engineer to observe the structural and Architectural and Code Compliance components of the building swbr also brought me engineering mechanical and electrical engineers to observe the mechanical electrical and plumbing components of the building so we looked at everything and these were the findings starting off the flooring it either needs a really deep clean or to be replaced the walls so there's a lot of holes in the wall it looks like at one point they were running fiber through the walls and then there was face plates but the face plates are no longer there so there's perfectly cut
063square holes in the wall uh so they suggested that we fill them and paint um in between the what was the daycare facilities in one of the workout rooms there was a glass window on one side it had the YMCA emblem and the other side had a great picture of downtown Victor that has since been destroyed they had an issue securing the property some people got into there and threw items through the glass so the glass either needs to be replaced or infilled and just turned into a solid wall elevated floors so there was a couple Fitness room spaces where there's like a gym floor and they have a threshold to kind of to prevent a trip from the gym floor to the normal walkway uh in their evaluation they believe that it's a little
064too steep for ADA compliance so if we end up removing the gym floor that may release it but if so you need a more gradual incline to be ADA Compliant uh in the woman's restroom when you walk in you run right into uh lockers which also is not ADA Compliant you don't have ease of access it's not a fix to the floor or the wall so it's just a matter of picking them up and moving them today the facilities committee we talked about possibly repurposing them for paraprofessionals for uh to lock up their personal belongings during the school day so they don't leave them in the classroom so there's if they end up leaving them behind there's other use that the district has for those um on the east side of the building there's rotting
065fascia board um as everybody can tell when you drive by the gutters are in need of some repair some of them are missing they're bad the down there's a downspout missing on the northwest corner and then there is one and the southwest corner that's there but it's not connected so it's really not serving any purpose but it's a matter of fixing but it probably just needs a complete replacement uh and repair damaged holes in the eif eiffs don't ask me what that stands for uh what I was told was it's basically the external paneling on the building on one of the sides like the main entrance it looks like a car might have sideswiped it a little bit so just a little repair to the outside of the paneling the roof there is no sagging
066the the roofing shingles look like it's in pretty good shape but uh full disclosure we can't tell what's underneath the roof uh so the the life of the membrane of the roof was unknown but to the eye it looks like it's in actually pretty good shape uh concrete on the landing outside the Southwest store whenever you see steps sometimes like the side of the Stars eating away corroding a little bit so just a little repair to the concrete work um plug brick foundation on the southwest corner to avoid moisture so sometimes on the foundation you can see the bricks and the mortar and the mortars uh breaking down over time and falling off so they just suggested repairing any missing mortar electrical there's a need for a carbon dioxide detector in the mechanical room connect
067the building to the campus Data Network so if somebody were to want to access their files obviously they can't connect to a server room in the high school or what does Trevor building so we need to run fiber from either the ECS or the high school there is a belief that down the exit right out by the YMCA in between there's a median and they're a manhole so there might be fiber run over there or at least electrical conduit that's running over to the sign over there so we might be able to connect fairly easily because either the sign or in that median we believe that there may be a path that heads in that direction um lighting for egress that's for Safety and Security remove a MAG lock on one of the exterior doors
068so sometimes you see the crash bar where you push it and the door it releases this one has a MAG mag one so you touch it and it sets off a magnet up in the upper left-hand corner and it releases them in my prior District we had those those weren't really fun so when you lost power there was nothing holding the door shot replace two light poles they're functioning but they're getting old they're a little rusty it's not a main priority but over time we would want to consider replacing the lighting poles mechanically add a backflow preventer this is to prevent sewage from backing up into the building this is required by the Department of Health a leaking faucet in the mop sink again we turned over every stone so leaking mob sync hit the
069list and insulation to water piping systems in your house you have a hot water tank and then when it goes off you see some foam or insulation on the the the supply line it currently does not have that so it's just a matter of wrapping it with some type of foam or insulation uh fixed blocking of airflow or radiators so there's something built out around the bottom of the radius so if you look behind you you have the radiator sitting there there's something built up underneath it so it's not like sucking in newer air when it flows so it's just a matter of adjusting that fix or replace the child washroom sink in the child washroom depending on what we're using the space we may actually completely eliminate the sink depending on what the need
070is change the fossa in the restroom from a manual to automatic this is also kind of very this became very common during covid you minimal touching a complete replacement of heating pipes currently have a history of leaking so again it's still working but it's not as efficient as we would like and eventually updating the heating system including additional zones for thermostats because as you divide it up it changes the ability to regulate the temperature in different spaces again it is working it's it's fully functional so the need to do is more about energy efficient and long-term sustainability there isn't a need to replace it immediately though any questions about what was discovered in the building because all of those things or the things at least that we need to occupy the building I do not
071but some of it is going to be captured like the painting of the walls and the holes that was going to happen either way right so I don't have a dollar amount no okay but our original budget when we told the community that we were going to purchase a budget there was nothing on that list that was surprising that would add to the figure that we originally told the community no surprises yes Mr Marshall was there also even George spinair is a construction manager he is a construction manager now but he in uh former life he was an architect um and he said if he's going to be on the project uh to be determined if he was on the project it's nice for him to be familiar with the building as well so going
072forward if the board approves the results of this inspection if they authorize myself to sign the release of the inspection report on Monday we will sign off on the report because tomorrow's Veterans Day and then the business office is ready to go we have our claims auditor coming on Monday morning doing normal AP functions but we can release our check for the twenty five thousand dollar deposit that's as part of the salary agreement this will be held in escrow while we do a search and Survey by our attorneys make sure that there's no outstanding lien on the property that Catches Us by surprise that 25 000 will be applied to the 425 000 purchase price so a subsequent check of four hundred thousand dollars will go to the YMCA uh and then we'll I will
073we as a district will work with the legal counsel to complete the surgeon survey of the property and because we're not dealing with borrowing in Banks we're we're hoping for about a 30-day turnaround on the search and survey and um just giving us a little room uh hope by the end of the year by January 1 the building is uh District property any questions I'm just saying anybody else have any questions so we'd be looking for a kind of a straw poll nod for Mr release so correct any any other questions before we go around the horn here all right Mrs Elliott do you wanna do you wanna just do a straw full of authorizing him yes yes thank you yeah great job there it's gonna be nice when we don't even have to say
074200 South Street we're just going to say that part of our campus so item 7D approved the following field trips we have outdoor activities going to the Adirondacks firstly shirling to Dallas Texas CS to Lake George boys virtually cross to Baltimore Maryland and see us later on to Saranac Lake so looking for a motion to vote on this motion yeah we need a motion I need a motion to to approve those trips so we moved a second second second release sir any discussion I know there was uh a question for one of our board members regarding the boys varsity lacrosse trip there for some reason there's a match uh mention would you like the bus to stay with the group or may it return no the bus can return at a different time there's actually
075not a bus that's uh typical for these trips over break parents are authorized to drive their individual children to Baltimore and then during the tournament if they need to drive additional kids whose parents aren't there there's a special form they fill out however if there's a small number of kids that don't have parents typically what we do is we authorize the coach to drive a van if needed but there isn't a bus so I don't know why that's on there thank you all right any other discussion all those in favor of approving the trips hi hi opposed abstentions so carried item 7e policy review is a second and final reading of the following policies policy 8414.4 use of video or audio surveillance on school property policy 2160 School District officer and employee code of ethics
076and policy 5152 the admission of non-resident students so looking for a motion so moved a second at least second by Elizabeth and any discussion all those in favor aye opposed abstentions all right so carried sevenf policy review is the first and final reading of the following policy 5300 the code of conduct looking for a motion to approve so moved second second all right second by Lisa any discussion all those in favor aye aye aye opposed abstentions so carried moved 7g policy review is the first reading of policy 1499 the use of assistance animals policy 2160 complaints about curricula or instructional materials so this is not a vote this is the first reading but we would open it up if anyone those comments for discussion a bunch of comments questions and I apologize because I put
077it out to you like late morning early afternoon so in your handouts that Maureen provided for us is my email to you which highlights my my questions and I'm looking for comments from the board on them if we want to start with policy six one four two zero which was complaints uh explains about curriculum instructional materials two one six zero okay oh on that one it was more of how they policy is outlined it just didn't seem like it wasn't the appropriate order and I just wondered if you know submission of for a formal written complaint should be first and we should further Define that written complaint to the superintendent is that how the process would start DR terranova is a complaint would go to you about curriculum um well I I think in my
078personal opinion is I'm comfortable with the number one being an opportunity for an informal conference with the complainant because I think we want to have informal conversations first before formal processes are created because that informal conversation might solve the problem might solve the issues of the person who's got the issue with the curricula or instructional materials in terms of the submission of the formal written complaint yes it would uh as it says all complaints concerning textbook library books and other instructional materials shall be submitted to the superintendent of schools in writing and so I think is that is that the question who does it submit it to yes because I look at this as someone who's not familiar with the workings within the district if if they would feel comfortable or confident in the way
079this would be presented to them that was all certainly leave it up to the board to have a conversation about It ultimately they would submit the formal complaint to me and then our curriculum Council would be charged to review the complaint so if a complaint comes into the junior high principle they would pass the person to the superintendent first and if the person wasn't satisfied with the conversation then they would file a written complaint that would then be passed to the curriculum Council and and in terms of the informal conversation passed to me I may decide to have the conversation be with for example if it was a a book related to English class I might have that I might have Kristen Williamson our director of ela and Humanities as well as Karen finto our
080assistant superintendent engage in that conversation first informally so it might not be with me specifically if it's tied more specifically to an area of expertise of one of our other directors But ultimately certainly they the policy would say that if the person still has a concern and a complaint then it would move to the written piece sounds good thank you you're welcome the other one that I was the use of assistance of animals that's the one that the handout I provided for us to to reflect on because first off as I said it's the title is use of assistance animals um yet it never tells or defines what an assistance animal is and but what this policy has written does focus on a service animal and a therapy animal and so I am proposing that
081page two um I am proposing that we maybe change the title to assistance animals and then we would Define assistance animals as a service animal or a therapy dog I'll give you a chance to read the handout and basically I'm proposing some of our reflections here in that we can reflect on it over the next month come back in December for a rewrite before we send it to the community groups let's be candidly that I think I need to spend a little bit of time with this as this has become especially with our work with mental health and the the importance of this yes the language I think you are absolutely correct that within and we've done it before modeled before especially in the code of conduct to Define all those um expressions of service
082animal versus therapy um for clarity's sake and I think that language is very important and I I know I need a little more time to digest and I so appreciate you bringing this um to the Forefront I just I feel as though to read now um I I I need a little bit more time than on the moment right now um Dr Parks shall we just ask for consensus to revisit in December yes I'm just reading this one piece right here sir would it um be permissible to offer because it is in a digital form that we offer some suggestions of use of language in preparation for that meeting can we do that ahead of time amongst um or is that something that needs to be well I think I think that that certainly could
083be a process the other way to do it is to take Debbie's suggestions on here put them in a revised copy of the policy sent it to the board and then we do it the board can then add other ideas or direction to it and then once we do that bring it back to the next board meeting for the redo the first it would be the second read it need not be the final reason yeah pair what we have initially yeah and Debbie's right so we add Debbie's in there people look at it if you have comments or questions you add them right to the document we finally we try to get that set and then bring it back to the December board meeting is that proper foreign to you to pull the subcommittee together
084to work on it before it goes to the board that makes sense pardon me could you highlight who's on that subcommittee Lisa procedurally that's what we should do we should go to the subcommittee and we should direct any suggestions to the subcommittee at least to integrate that as part of their conversation I believe Mr DeLucia is also on this President yeah so yeah so are we yeah in agreement then we'll do that so any recommendations edits Etc we would submit them to the subcommittee and then allow subcommittee to do his work and then come back so we would still be looking at it as a second but not final read and would this just be for policy uh 14.99 or but also include the complaints about curricula or instructional materials for that subgroup if everyone's
085comfortable with the curricula one I mean I'm fine I just wanted to bring it up as a conversation and Dr terranova seems comfortable with the way it's presented so so we're looking then for under 7g policy 1499 will submit edits suggestions questions Etc to subcommittee would we submit those to you could I um to you more I request that you don't limit it to just that one that we open up both of them in case there is anything that comes up not that there would be but should could we create um that as a procedure that if that it goes to the subcommittee anytime we look at a new well the thing is is the curricular one isn't a new policy okay so the and the the use of assistance animals is a brand new
086policy to the district so I can understand that you know definitely okay um certainly the board can do whatever they wish but the curricular one is not a brand new policy so um as my understanding then the policy 1420 on complaints about curricula we will just have an open discussion in the second reading final reading on that but the subcommittee will handle Drafting and revising a brand new policy which is 14.99 so and that'll be the one that goes to the subcommittee make sure I'm hearing correctly but what we what we have discussed is that the question directed to Dr terranova has been answered as far as 2160 complaints about curricular instructional yes and so we're okay to move forward and then next month will be our second and final read to the use of
087assistance animals as a brand new policy Mrs Elliot where you were saying all that will be sent to the subcommittee direct so to you Maureen and then it would be suggestions to myself uh you know and the subcommittee or however however you the board wishes I can gather all the information and then just give it we'll just send it we'll send it right to the subcommittee and that's one step you don't even have to worry about so is this a policy that uh has been adopted or is used by other districts as well and this is where the the backbone of this draft came well this actually this government the draft that you're looking at now came from our policy service and everyone BOCES that creates the policies and then sends them to districts so
088but certainly districts have the power to revise the the can so to speak policy that was presented to us but we we go we belong to that service that many districts belong to that's where we got the outline of this one so 14.99 will be a second non-final read correct we'll send edit some suggestions right okay all right move on to the agenda has compliances policy 21 60 60 yet I thought it was listed on the website is 14 20. that's an error okay the agenda's wrong I'll just change that okay yeah so it should be 14 14 20 14 20. yep thank you foreign meeting reports resilient the fuel facilities was covered from the presentations I could speak on behalf of the facilities committee but um at least done a great job um and
089I appreciate his uh leadership in that in that role I I have nothing to add outside of what Dr terranova Mr release said it was uh it was about campus um survey and the why again I don't want to reiterate because they did a great job so thank you that's and I were working with the Hall of Fame with um with Miss Lasky we're trying to get that meeting set these are great committees recognizing great alumni in the district so we're gonna that's up and coming anybody I attended the information exchange and I have copies thank you Maureen it was presentation was by Michael zafets felona stole Carlos covira and Mary Caitlin Wright excuse me white so it's a Fairport District Board member 101 BOCES representatives and someone from Greece Central School District and it
090was on the regional Equity Network you should highlight that our board retreat would you like to speak to that we're not there yet [Music] Dr Turner so this is for us to just kind of Digest so these I know these are just getting into your hands now but this was actually we met yesterday and we can revisit this at some point and there's I would call attention to if we're curious as far as what other districts are involved in it it gives the past couple years timelines and then some specificity as to what what is being accomplished what's addressed admission as well and then it's if you go to just past page 12 our community it just also then gives us an idea of who are some of the partners within the within the ren
091so that is for your perusal that's your convenience and I also wanted me to mention as far as Monroe County School boards 15th District clerks conference the 16th these are all November Labor Relations Committee will be meeting and on the 30th the legislative committee and the executive committee will be meeting from Monroe County School boards and then we had our board retreat it's I no no no no we had our board retreat which I thought well it was very well attended by all of us and it gave us the opportunity I think to look inward as far as our own group our own cohort if you will as as far as our strengths the the things that we bring to the table the ways in which we can collaboratively move this District forward and addressing
092and responding to and proactively perhaps with some foresight seeing some of the needs that will be arising for the district over the just the coming days and months but the years as well as obviously in cooperation with Dr terranova and his leadership in the district and for the district and By Any Other Board member if you want any Reflections or or comments from that day and also a thank you to our facilitator facilitate tours over the course of the the multiple meetings [Music] meeting to see if we were all on track with our goals and our interactions is outlined with our disc profiles um so Dr Parks I mean how do you want to proceed with setting a date for that so what I would suggest is that upon Mr delucia's return we sent out
093potential dates for us to meet I know we've highlighted in the past the the last is it the last Thursday yeah the last Thursday of the month right so it would be the would be the fourth to see where that aligns for us as a next general well regretfully the fourth not in January starting in January starting in January prior to I was just going to say so I think we're already going to be gathered so we know we'll have those dates set we can set something potentially prior to or immediately following dependent I think then that would be something for for this group as well as Mr DeLucia and Mrs Turner to exchange those would that be something where a doodle with potential dates and okay budget workshops start at 6 30. um with
094a possible exec session at 5 30 so they go till eight so you could certainly do an hour after yes we can because we'll be gathered for those 30 feet in the campus and to string those together makes it um a lot easier it's not taxing on our schedules and give some continuity to the conversations as one committee meeting moves into another so I I do appreciate that so if we could do that that would that works for everybody so would then I'll make cookies oh well then there it is that's it right there so then what I'm hearing that is would you coordinate a dual request as far as the times and we didn't have a discussion on length sure but that the frequency then we're already locked in I think that's a great
095idea because we already are here we don't have to try to find another date with all the moving schedules that's another reason to be on this campus great people so yeah answer your question okay you brought forth after that are there any other standing committee updates or other committee updates you want to share all right our next regular board meeting Thursday December 8th 2022 we'll be back here and at this time I am looking for once again thank you to everybody who attended and I'm looking for a motion to adjourn Elizabeth second Kristen all those in favor aye aye abstention excuse me opposition abstentions so carried we have had to meet everybody thank you everybody for good evening and thank you again to our veteran
