I like to thank the board of education for presenting to present us some I guess and well and I'd like to thank you guys for putting up videos a very embarrassing video [laughter] I won't work here >> as you all know I've been affiliated with the district for 50 50 years 32 years 18 years I served on the board I hope that my teaching made a difference to my students and I hope I'm motivated to achieve More I hope that the past 18 years I voted for what I

003thought was the best interest of our students and our textbooks. I know that the infrastructure districts improved in the past 18 years. It all started under the leadership of Dr. Parma continue Mr. Kion and now Dr. P. One of the best moments the board of education made was the first building which houses and central staff. Because of that purchase, we eliminated the rentals of her. During my tenure, the professional committee of which Mr. Kelly and I members made excellent recommendation to superintendent to hire all the present principles administrators. However, one of the best hires occurred on the superintendent carry on when I recommend the hiring of Miss Pedro. I want to thank her for the help she has given me and of course excellent work she does with education and education. I also want to

004thank Miss Harris for putting on all my requests. [laughter] is not going to stop. But in anyway, thank you for least listening. At this time, I want to thank Mr. S for his dedicated [clears throat] work and wish him well on his retirement about [applause] congrat as well. Miss me for being led to the board. Having two individuals with such an excellent educational background only be a great benefit for for the sense of deliberations but also the educational needs of our students. I wish them and the entire board well for the coming years and I know they will focus on being present to our students and being mindful of our taxpayers. Lastly, I want to thank Mrs. Kelly with 12 years of service and for being my friend. I know that she's done an excellent

005job being chairperson of positivity. She's an individual of great character and work ethic. She's an incredible knowledge of history. I enjoy listening to her and encountering historical facts when you focus the student reps on the board well as they proceed next part of their life. It's been an experience having you guys here as for the class of 2026. We want them to know that each of them has different abilities and they work hard and believe in themselves. There's nothing they cannot accomplish. Congratulations class of 2026. [applause] Shout out to our president. She make home baby cry. >> Please. Thank you. >> Oh, sir. 006and I'm put in many hours attending meetings and very thoughtful on what they decide and I'm sure that with the addition of Mr. Shukat and Dr. and M they will continue to do a fine job and we've been blessed with very fine superintendent uh Dr. Bunk thank you very much for all your support and for running the district very well uh for all the administrators uh especially the retiring ones Mr. Sip and Mr. Brass and the continuing ones Dr. as well. Um um Mr. Loa, Miss um Miss uh Miss um Miss P. No, M. Pedro is not an administrator. She runs the district, but the other people get to claim to be an administrator. >> M Miss Pedro is the core of the district. I don't know how it would run without her. She knows

007everything and she can get anything done. Um the other the other members of the the senior administration uh Mrs. Dy and Miss Mrs. Harris and let's see who else Mr. Asher today Dr. Wilson and and I said Mr. I'll say it again. All right. And of course, >> the routine will continue and accord to the name. [laughter] >> Of course, the faculty, staff, and students of our district have been put such an outstanding district. It's been a pleasure to serve with these this time and I thought nothing could be more fun than teaching in the district and but this is also fun. So, anyone who tells you, "Oh, it's a terrible ordeal to be a school board member," don't believe them. Lots of you would run to office, please. Thank you. And thank you, Marie,

008for doing this very nice presentation for us. It was very helpful. This has been a very busy couple of weeks of events and my head is still a blur going from one to the other. So, I'm Johnson to fill in on what's been going on and I'm going to take my time to do exactly what I said I was going to do. This is the first year that New York State has asked all school boards to include student voices on the panel and we started this year with three excellent ones and I've really enjoyed working with these young people and hearing what they have to say and they will all be graduating next weekend and unfortunately I will be out of town here. So I will not be there as they cross the stage. So

009I would like to personally congratulate each [applause] >> [snorts] >> Okay, let me see if I can remember everything. >> I knew it wasn't all the individuals who moved up. Unfortunately, some of us could not attend because congratulations and wish you the best. I'd like to add Chief Brown and Ben White and Wish Junior High and West. So I close I so um last board meeting we had a little announcement about one of our track stars over at John J. Mr. Nathaniel Johnson, who broke a longstanding outdoor pentathlon record for track and field at 4,039 points. It's been verified. That record had been held since 1995. He went on the following weekend to state and did another thing. He won state competition for the pentathlon for the third straight year in a row. And then

010after that, apparently it was not enough for Nate and he went down to the National New Balance Decathlon and competed and also placed first in the nation. So I would like to do a big congratulations to Nathaniel Johnson who will be graduating this Friday. [applause] >> [applause] >> We've had so many events going on. I will say that my mind is a little bit mushy. I've been preoccupied with a few yearbooks that have been passed around the district. Um, but I've had the privilege of being able to sit on several committees that we've had the last couple of weeks and we are gearing up for the final run. We have band plays moving up ceremony this week. And then on to the three best events of the district which would be Orchard View Graduation where

011I will be shaking and getting hugged by the way from Miss Ash. Um also this is the lady telling Kate is here. And then I will be going over to John J where I expect a hug from winter. And then the following night I will be culminating it with Emma. and I am very excited to be able to share congratulations with all three of you. Next is our student. Oh, committee report. Sorry. So, Miss Bigots, capital improvement. Yes, the capital improvement committee met on June 3. And over the summer, we are going to be finishing up some work from the previous capital plan in some of our buildings. And we are also going to be breaking ground on projects for the 2025 capital. In fact, uh just in the next couple of weeks, people at

012John J will see the current press box disappear and work beginning on the new uh church field. Uh we also at our meeting looked at plans that are in progress for changing the traffic flow and parking situation at Myers Corners Elementary and looked ahead to how we can improve the traffic flow as we um complete a gas start work at Ben White High School. >> Thank you, Miss Kings. The co policy committee had its last meeting of this school year and there are some minor changes to the wording in three policies to be voted on today. They're putting our policies in accordance with changes in the state wording and the laws and regulations. >> Thank you, Mr. Morgan for audit. >> Thank you. The audit committee met for the final time of the current school

013year earlier uh today at 4:30. In addition to myself, uh trustees Lumia and Kapalari. Uh President Johnson and community member Christine Silva uh were in attendance. We reviewed the um extra classroom procedures report um and were uh very pleased with the with the outcome of that. It was a uh a clean report with some recommendations uh for policy uh committee that will uh get to work next uh school year for some small changes in terms of uh the investment policy. Uh we also did the uh the entrance interview for our external audit uh for the current uh school year that's about to wrap up. Um we also reviewed the reserve funds and will be be uh making a recommendation to the board uh based on the request for proposal uh for the internal auditor uh

014going forward. >> Thank you Marco. Wellness. >> Good evening. The wellness committee met on May 27th, 2026. And in attendance from the board of education, we had President Johnson, trustees Kellen, Lumia, and McFarland. The main agenda item for this meeting was the was a review of the survey survey participation. We had two surveys that went out in 20. Every year we have two surveys going out, but this year we had the 7 to 12 student survey where we had 853 respondents and the parent guardian survey which was 298 respondents. The the survey ran from May 16th to May 27. We had very good conversation at the meeting regarding how to increase participation as well as what the results were. Thank you very much. Thank you. Curriculum, Dr. Carva. >> Good evening. The curriculum committee's final

015presentation for the year was presented by director Audrey Buckers on the UPK program. The committee had the opportunity to hear about the enrollment and the increase enrollment over the past few years for the UPK program. We also had information on the curriculum and instructional materials that are being used in UDK classrooms both in the district and our offsite locations. >> Thank you Dr. Dr. B. Strategic planning. We continue to work with uh Mr. Costa out of Button Wood and Westchester Boseies in the development of the district strategic plan. [clears throat] Uh that will begin in earnest as we get into the end of the summer, the beginning of the fall. Uh you'll be hearing more about that once we open the start of the school year and we hope to have a plan accept presented

016and accepted by the board of education uh no later than the end of December of uh this year. So we're looking to move on that rather quickly. And again, uh, there'll be information that will be made available probably as we get into early August through the middle of August. But again, we're moving forward and looking forward to the results. >> Thank you. Duchess County School Boards Association, Miss Kevin. >> Yes. The Duchess County School Boards Association held its annual meeting. Mr. Roia and I attended. We had stu students from Bose's uh career and technical education programs come and present what they had learned and their opportunities for the future and their plans to fulfill us. >> Thank you. Um unfortunately I missed adding one to our list. Um Mr. McFarland force you have Okay, thank

017you. 4.04 student board meetings. >> I promise I would not am We had um back to the nest and scholarship night. It was a great accomplishment for our seniors seeing all the scholarships hanging out. We had prom on Tuesday. It was a very fun night and Johnson was there and um his negatives there and it was very fun to see them. And then we have graduation on Saturday night. We were very proud of our students. I guess I can the last one after >> it's your last >> I had my very last day, very last school board meeting and I will be having graduation Friday. Um, and I just want to say it's been an honor. obviously anxiety first about being up here, but I think [clears throat] pushed out of my comfort zone to

018admit it was good for me. Um, but I wait to close this out and hello everyone. Um, it's been an absolute honor to be here as well. Um, I've done a lot of things to this community. I've done the town speak program where I've given speech to the town. I've worked for Senator RS and helping with college events. But [clears throat] as far as my impacts and as far as just how close I hold this opportunity is among the best that I've had, um, I really really do need to thank absolutely everyone here on the board. of all for appointing me to the position, Miss for her suggesting me for the position and Miss Pedro for showing me the ropes. It's been an absolute wild ride. Um, but I absolutely loved it. I love being

019up here to be able to make a difference and I hope that I can make so much more difference in the future whether I'm government or whether overseas, you know, starting protests or saying things that I'm just there. I think that this opportunity was one of the best. I do have a couple people to thank. Um, of course, the board, Dr. B. Um, and my closest family and friends, um, Katie, you've been my rock through all this. Um, I wouldn't be there, wouldn't be here without you. Um, obviously I know staying up to award is about 1:30 your time to talk to me isn't really the best, but you made it work and you put in so much effort and thank you so [clears throat] much. really have anything else to say, but most of

020all my mom and my dad um male. Um he always said that if I ever got such a good speech, I should always thank him at some point. So, you know what? I wouldn't be anywhere without him. He is an absolute role model. He has always pushed me to points that I never thought I could. And so, We're going to go to 4 student board members. Tonight, as we reflect on the success of this past year, I want to take a special moment to recognize three of the most important voices at this table. our student board members, Emma, Ash, and Winter. You were our first student members. We thank you for leading the way for others to follow. Serving on the board is a unique challenge. It requires sitting through long meetings, reviewing policy, and

021understanding complex budgets, all while balancing homework, sports, exams, and everyday realities of being a student. But you didn't just show up and sit in these chairs. You brought the most valuable, vital perspectives we could have had at this table, the student perspective. You remind us that behind every policy we vote on, every dollar we allocate, and every decision we make, there are thousands of real faces, real classrooms, and real futures. Thank you for your courage to speak up, for your insight, and for representing your peers with such maturity, professionalism, and grace. You have taught us just as much as we hope we have taught you. You have made our district a better place because you choose to lead. As you step away from this board and head towards your next adventure, please know that the

022leadership skills you've demonstrated here will take you incredibly far. We are so proud of you and we cannot wait to see the impact you will undoubtedly make on the world. Thank you for your outstanding service to our schools and our community. Superintendent report appreciation of service. >> Thank you very much, President Johnson, members of the board of education, members of the Wajer Central School District community. Another phenomenal night here at a board meeting again recognizing all of the positive achievements of students and staff. We couldn't be more proud. We had a tremendous year. With that, I would like to thank our student board representatives. Can you give the three of them a round of applause? Thank you. [applause] Thank you for your perspective, your input, and your service. and to the three of you who will be joining us next month, we look forward to working with you and look forward to you

024being an integral part of the board of education. So again, congratulations to you. [applause] Before I turn things over to Trusty Capellari or as I will soon introduce Commander Kapalari, uh I do feel uh that I need to say a few words to the two board members who will be departing. I've been very fortunate. I've had the opportunity to work with John Lumia for the past 16 years and Peggy Kellen for the past 15 years. Uh it has truly been an honor. Mrs. Kellen, I would like to thank you for your service and your dedication to this school district, for being at the countless uh numbers of events that you've been to, for advocating on behalf of our students and schools. Thank you again for your service. Can we have a round of applause? [applause]

025I will try to keep this short. 16 years ago, when I was hired uh as a principal in the school district, John knows what I'm going to say. John Lman has stood up for me and supported me throughout the entire process. And that support has never wavered for the past 16 years. Whether I've served as principal, assistant superintendent, deputy superintendent, superintendent John, you've always been there. I want to thank you for your service and your dedication to this community. You are truly one of a kind. Thank you, John. [applause] And I mean one of a kind. One of a kind uh in a good way. Thank you again. Not that anyone would have thought anything different. >> I love you [clears throat] John. You know that. Now I'm going to turn things over to Commander

026Kapalari who is going to do a presentation based upon the recognition ceremony that we had about a week and a half ago. So, Trusty Commander Capalari from the VFW. [applause] [snorts] Thank you, Dr. Bond. Thank you, school board, students, community. Before we get right into the events, we kind of got to go back a little time in history. On February 18th, 1946, uh the Veterans of Foreign Wars post number 5913 in the village of Wingers was established. With it came a very long and interesting uh struggle to find a spot. The building, which had historically been known as the Drake School, had belonged to the Winger School District, Winger Central Schools. It was due to the persistence of the superintendent of schools at that time and the [clears throat] principal of Wingers's High School that

027secured it and allowed it to become home to the few World War I vets, but mostly World War II vets who had just come back from saving the world from an enormous evil. Well, our 80th mark was in February of this year, which the weather was just as lovely as you remember. So, we put on a ceremony on February third or on a June 13th on a Saturday to uh officially change our charter flag, which had been the original one spot in place. In doing so, this is a very big event within military circles. The changing of the charter flag is really [clears throat] a testament and promise that this post continues serving for 80 years longer, the community, the public, the schools, because everything and everything we do is on behalf of the next

028generation. Well, it's often easier said trying to piece this together than not. However, this would not have been successful or possible had it not been for the Walkinger schools coming together in a rather shortened time frame in making these happen. And we would be remissed if we didn't uh bring attention to uh uh some very important individuals and groups that day. Here to help me are three uh comrades from the post who will be uh assisting with it. But in order to try to uh encapsulate uh exactly what happened, we're going to read aloud some certificates and we're going to ask some really awesome individuals to come up as representatives. The first is a Miss Josie Dolio. [applause] I just want to read this. On behalf of the Veterans of Foreign Wars Post 5913, we

029thank you for your outstanding performance of the national anthem at our post 80th anniversary and official changing of the charter flag ceremony. Your service to this event on 13th June 2026 embodies a s special commitment to our nation's fallen service members, to our long past veterans, to our current veterans. Our post sincerely commend you and appreciate your heartfelt support. Thank you so much. And if I could please ask one of my comrades here, uh, Richie Palazo, uh, Vietnam War veteran, US Navy, to please come up on stage. [applause] We need to step out. on the wires. So if we could please and if Rich is going to present you a coin on behalf of our post, this is a very sacred uh passing of one. Thank [applause] you. Thank you. [applause] Next, we would like

030to uh thank the Ketchum keynotes both not only for the event but for all events. the catchup keynote show up when our vets need them most and listening to them perform uh reminds us of why we do what we do. So to help us uh celebrate this and receive it, we wanted to ask if uh Miss Madison Spagna could please come up on behalf of the Ketchum keynotes. [applause] Ask our comrade Chris Maher to please come up on stage, too. Chris Maher is an Iraq and Afghanistan war veteran. [applause] Thank you. [applause] Last but not least, we are going to ask Miss Bonnie King here to uh receive this award on behalf of the RCK Pep Band. But before we elaborate and go into that, we want to discuss something that under shortened time constraints,

031Mr. Trainer, Mr. King, Mr. Sy got people together and when I showed up to that class and I literally begged them, I realized I didn't need to. They were more than happy to sacrifice their time on a Saturday right before graduation sitting in the sun and putting on an outstanding performance of the armed forces on parade for that event. Words cannot simply describe just how touching it is and more so the leadership exhibited by these students who I think more of contemporary society could take some lessons from. Miss King, please come on up here because I don't think words could truly do justice to just how important it was that day. Please. And we're going to ask our comrade Carl Francisco, also an Iraqi and Afghanistan war veteran to come on up, [applause] please. Just

032kidding. [laughter] >> [applause] [snorts] >> Last but not not least, we only thought three people up here. we're going to be uh given some kind of recognition. But uh there's a gentleman in the crowd here, Mr. Sykes, who always goes out of his way to deliver for the community, for the post, for veterans. Mr. site. If you could please come up here, [applause] please receive this coin as a token of our appreciation to you, everything you do. And I salute you. PLEASE [applause] America's [applause] superintendent who made all of this happen in a relatively short amount of time. Dr. Bach, please come up here. 034country and we look forward to continuing this kind of human relationship that we have with our um you heard a lot of conversation about the importance of teaching civics within our embedded in our curriculum. that will continue to be embedded in our so with that I want to thank you and it's a pleasure to participate in W593 uh as we continue the recognition of all of these positive achievements uh we have two individuals on the senior teams uh who will be retired and I would like to take this opportunity to call them up one by one first I'm going to start with Ronald Brois who is out in the uh audience out there. Mr. Brois, could you please come up please? [applause] So for those of you who do not know Mr. Bro is known

035to many as Ronbo affectionately. Uh I was very fortunate that when I was hired here in 2010, uh the individual who walked in behind me to interview with the board of education was this man standing right next to me. And I have been exceptionally fortunate to have the opportunity to work with him. Um, Ron served as our director of facilities for 16 years from 2010 until 20126. There have been tremendous achievements that have occurred under Ron's direction along with a phenomenal team who has worked tirelessly uh to improve our infrastructure and our facilities. They have done exactly that. Ron, we hope you continue to enjoy your retirement. Here's a plaque in our um appreciation for you. I'm going to hold this over here. Then I'm going to ask you to come over here if you

You probably can't see him, but he's going to stand up now. Please stand. For those of you, [applause] this is an individual who needs no introduction. Mr. Richard Zip has worked as a member of the senior staff diligently from 2015 until 2026, the last 11 years. He's been absolutely instrumental. He's worked overseeing our special education department as well as our student services department. And I've said this before publicly and I'll say it again. You know, I mentioned earlier in our in our ceremony, you know, we all faced a very very challenging time through the COVID pandemic. If it wasn't for

037the work of Mr. Richard Zip, the Winger Central School District would not have made it through the COVID pandemic. [applause] Mr. Brazil was everywhere and all over when it came to contact tracing, close approximate contact, you name it. I don't want to go back there anymore. But if it weren't for you, Mr. Zip, we would not have made it through. I want to thank you for your leadership. I want to thank you for your guidance. I want to thank you for your tenacity, for your grit, and your wit. And many on the senior team and some of you in the audience know exactly what I mean when I say went. >> Richard comes up with these zipisms that are just unbelievable. Are you going to write a book about these zipisms someday and share it

038with the public? Maybe. >> Maybe. But but until that time, you've earned your retirement. We thank you so much. Mr. RICHARD. [applause] >> CONGRATULATIONS. >> Thank you. [applause] Thank you. 039wonderful district to be work in, be sure to be a student into. We do good work here. We offer students a ton of opportunities. We have a great attendant board that really know what it what it means to make a district shot. And I a true honor and privilege been for the last 11 years. So, thank you so much. We're going to move on to 5.02. 02. >> No, I could never think [laughter] of >> uh 5.02 school lunch fun presentation. Good evening. So that's what they're doing. Thank you so much. >> This evening we're here to present the 2627 food service budget which is a coordinated effort. I have um Matthew Pluser who is the director of food services in the

040audience as well. And we're here to have a conversation about what happened during this school year and what our budget looks like for next school year. Turn it on. I got Thank you, Darren. We'd like to thank the board of education as well as the entire senior staff. Last year this time we were we were very concerned. We didn't know what food service was going to look like for the Winger Central School District in the 2526 school year. It was the first year that we were eligible for something called the community eligibility program C where all meals for students were free for both breakfast and lunch. So there was a lot of groundwork that was being done during this time by food service, by human resources, by the business office trying to figure out just

041exactly what this was going to look like and what did it mean and how we were going to grow and make it work for Rochester Central School District. So just as an overview, all of the meals served in our kitchens are 100% USDA compliant, including those alocart items, which are not free, but they are also compliant. We have free reimburseable breakfast and lunch available to all WCSD schools. We have all our items available at 14 school buildings, participation in the district level wellness committee, which we just had an update this evening on, and also working on GRA grant applications for aging infrastructure as well as food opportunities. We are now in year two for 2627 of the community eligibility participation and the school participation C. We had a marked increase in participation in breakfast over

04260% and about 23% increase in lunch participation during the 2526 school year. We were also continuing to evaluate staff as well as needs within the kitchens to make sure that we were meeting everybody's needs, not just the students, but everybody who were in who worked in the kitchens as well as in the food service department. For 2627, we did our best to estimate again as to what we thought the costs could be. We really were quite interested to see what was going to happen with breakfast and lunch and it really didn't it didn't really change that much as school started within a month we pretty much hit a benchmark and that is where participation landed for the whole year. So there was consistency there. We were very happy to see that. So here is a

043financial summary of revenue over the last three years. Um, as you can see, there is an increased revenue recognized as a result of those increased reimbursements from the federal and state governments. We also have a financial summary of the expenses, including what our best projection is for 2526, resulting in a fund balance or a profit of about $495,000. and that is with increased purchases of um equipment for aging equipment as well as increased food needs and meeting the staffing needs of the department. Future plans. So, this is something that uh Matthew is really really excited about. You can see him out there. He's just jumping out of his seat almost. Um, we are putting a walk-in freezer at back at Myers Corners Elementary School, which will be alarmed, which is wonderful because if a freezer

044gets too warm, it will lose all the food and that's a really not positive thing to happen. We'll be looking at getting a generator installed at RCK again to make sure that that freezer that is located here currently keeps temperature. continuing to replace that district equipment that we had spoke that I had spoken about just a few moments ago. Matthew and his team continue to work and get awareness out there about the gluten-free and healthy options that are available to our schools. And again, the continued need for open positions and substitutes. That's that's something we've been talking about for years, but it continues. There are several days that Matthew and his team are actually bringing at registers in order to be able to get the job done and that means feeding students and we do

045what we need to do but we really are hoping to be able to fill some of those positions permanently in the future and as Dr. Von likes to say we are focused on today but planning for tomorrow. I can certainly gather that for the board of education, but like I had indicated overall it's a 60% increase at breakfast and about 23 25% lunch. There will be other duties that will be shifted to Mr. KMA who will now become the assistant there he is working the camera the assistant superintendent for information systems planning and development and in addition to that responsibilities to Dr. Dan Wilson assistant superintendent for special education so those will be part of those changes Mr. site will be overseeing the building administrators and working uh as a member of the senior team. Needless to say, I want to thank you for all of the work that you've done at Roy C.

050Ketchum High School. You served there as principal for I believe about 10 years and um again, we're very very happy that you're moving up to the district office. Uh we know that you will be Mr. Loy Catching High School, but we we are confident that we will work together to find excellent candidates for that position. In addition to that, we have our new director of special education who is Christina Martinez. [applause] Once again, we have a phenomenal caliber of candidates who applied for that position and went through a rigorous process. And Miss Martinez uh has served as an assistant director of special education for the past four years. She will be working as director of special education. This was a position that was recommended through the tri-states reports. She will be working handinand with Dr.
